Panaad sa Negros is the "festival of all festivals" in the province. It is a week-long summer event that brings together the towns and cities in Negros Occidental in one big showcase of handicrafts, products, tourism attractions, and local festivals. Festivities include trade and food fairs, garden show, golf tournament, singing and songwriting competitions, beauty pageant, and a fiesta presentation featuring the festival of each town and city in a colorful and jubilant presentation at the Pana-ad Park and Stadium.
Very nice ... One festival to experience the whole of Negros Occidental
Ma RO-RO lang kami siguro para maka save. (Its only P100 galing 2 1/2 hours ang trip, which means more time to sight seeing Iloilo Strait, Guimaras Island, and Guimaras Strait ... yey)

Ok a, e inform tlang ka. :)

Guys, the thread is about Bacolod and Negros Occidental! We all need to post about the rest of the province, otherwise, we might as well change the thread title to "Metro Bacolod and its Suburbs".

Yup... That's right. Even the structure is in its natural color. Grey concrete that is... But I say it is currently the best in the country.

well, undeniably, Panaad is the Best Stadium in the Country in terms of Form and Function.
I believe it is the latest stadium built in the country. it was built for the 1998 (Centennial) Palarong Pambansa. No less than Pres FVR himself graced the opening ceremonies.
kabudlay lang galing mag sakay kung wala ka car kay kalayo sang terminal.
CHY> ill send latest updates about the Ilonggo Festivals competing here in Aliwan Fiesta. I've some news (subject for confirmation pa.. ) that the Babaylan Festival of Bago City will be travelling to US for their performance in various key cities. Ill update you on this. While Dinagyang Festival is all-set-to go na. i guess they're arriving here in Manila by 26th or 25th.
neways, naka leave ako april 27-29 just for the aliwan fiesta.. Since i will also be meeting several Ilonggo peeps from various festivals din eh..
ciao!

Negros Occidental Golf and Country Club was designed in the early seventies by Golem Silverio. It is best described as a family friendly course.

That's great! Golf is something I want to learn later on. How much does it often cost to get an instructor? The driving range at Nature's is just a stone's throw away from my place. If you ever have a chance, Could you check on the facilities at Nature's REsort at Talisay city? Including the costs and number of rooms... heheh... I'm trying to invite some friends over to Negros, so I am trying to compile details on where to go and what to do.

Last weekend my family and I took a vacation to Hinoba-an, the southernmost municipality in Negros Occidental. I'm from Valencia, a town beside Dumaguete down here in Negros Oriental.
The national highway from Dumaguete all the way to the provincial boundery was nice and smooth, very clean and well maintained. With very little traffic for the Easter weekend, we were able to cruise along at 100kph-- sometimes up to 120kph even. The condition of the road was very pleasant, made me proud and hopeful for our country.
But when we got past the provincial boundery and into Hinoba-an itself, the road was a nightmare. It wasn't asphalted at all, and it was extremely uncomfortable and rocky and dusty (on the way back, I kid you not, it gave us a flat tire). We felt sorry for all the vehicles we overtook, because we were causing dust to fly into their way. We had to bear about 40 minutes of this mind-numbingly bad road before we got to where we were staying, which was near the town's poblacion. My father told me that he suspects the road hasn't been asphalted because of a conflict between the town mayor and the congressman. Apparently they don't like each other, so the congressman is withholding the funds for the highway, or something like that.
The beach itself was heaven. Fine sand, clear water, lots of open space... it's a shame this place hasn't been better utilized for its tourism potential.
Taking a quick tour around the town proper, it was a depressing sight. I'm usually an optimistic person about the country, but this is a sadly mismanaged, poor little town. Normally in a town's poblacion, you'd see a town plaza with a playground and some nice open space... Here, the municipal government apparently decided to build all their civic buildings inside the open space that the plaza once provided. So, in this area you have the covered gymnasium and a senior citizen's center, among other buildings. There's even the Smart cell site antenna build right behind a sign saying "Welcome to Hinoba-an", providing an unmistakable eyesore.
Ironically, in front of the "Welcome to Hinoba-an" sign there was a plaque acknowledging "His Excelency Joseph Ejercito Estrada" for the concreting of the Kabankalan-Hinobaan-Basay road, which clearly is not yet finished.
I'll provide pictures tomorrow, perhaps. My internet connection is way too slow right now.

METROPOLITAN BACOLOD --------
WWW.GEOCITIES.COM/METRO_BACOLOD
I said Metro Bacolod would have a population of 850,000, Bacolod City itself is 450,000 with some stats saying 550,000. The 850,000 metropolitan population is based on this:
Bacolod - 450,000
Bago City - 145,000
Murcia - 60,000
Talisay City - 80,000
Silay City - 110,000
Pulupandan - 25,000
You are right about Bacolod being a sprawling city. I'd rather live in a sprawling, green city than a grey and congested city.

You don't have to be rich to play golf. Anybody can play with it. Unless of course if you're going to buy membership shares just like buying shares to become a member of Casino Español or any Sports Club anywhere in the Philippines.
However I suggest that you start warming up at driving ranges first like what I do. :)

Guys, the thread is about Bacolod and Negros Occidental! We all need to post about the rest of the province, otherwise, we might as well change the thread title to "Metro Bacolod and its Suburbs".
Dinho, your wish is already granted. :)
Go Go Metro Bacolod!!!

Bacolod notes impact of call centers, outsourcing companies
Bacolod City (20 April) -- Aside from the impact of call centers and other outsourcing firms on the employment rate, it is noted to have a significant impact on other businesses as well.
Robinson’s Metro and the Bacolod Convention Plaza have been declared as Information Technology Centers and will be home to call centers this year. Five more buildings namely the St. Francis Building, Lopue’s East, Lopue’s San Sebastian, De La Rama Center and Doña Ceferina I are seeking accreditation from the Philippine Economic Zone Authority

i love the Tay Tung building!
i remember, nung last year, i went back to bacolod.. i thought ibang rout ng jeep nasakyan ko coz, that building looks new to me.. tay tung lang pala!
i love the La Consolacion elem/HS dept facade! my alma mater!
when i was still in high school, we just take for granted that lovely building.. pero ngayon i start to admire it again. ehehe
one question though: Patay pa rin ba ang fountain sa Robinson until now? bat kaya? when i was there last january, naka close yung fountain. sayang lang...

I love tay tung! hehehe im a product of tay tung my alma matter dear. :)
the building was designed by a hawaiian based Filipino-chinese architech who was also an alumnus of Tay Tung.
the building is very unique... centralize aircon pa inside. somehow you can even consider it a landmark. it gives you an image of Tay Tung.
I've been to robinson last week. patay pa rin yata.

First time somebdoy took a picture of the PNB from that side. It obviously needs some cleaning up and refurbishment since it is starting to look dirty.

Panaad sa Negros is the "festival of all festivals" in the province. It is a week-long summer event that brings together the towns and cities in Negros Occidental in one big showcase of handicrafts, products, tourism attractions, and local festivals. Festivities include trade and food fairs, garden show, golf tournament, singing and songwriting competitions, beauty pageant, and a fiesta presentation featuring the festival of each town and city in a colorful and jubilant presentation at the Pana-ad Park and Stadium.
i took these pics 3 days before the actual opening of the festival.. workers were still busy setting up a mock up of their town's landmark..

Why do people say they're Illongos even if they're born and raise in Negros? some people also say thier Cebuano even if they live in Negros?
Dont you think we should consider ourselves as Negrense(Occidental&Oriental)? Rather than saying cebuano and ilonggo. although the our ancestry mostly came from Iloilo and Cebu, we are not ilonggo and cebuano anymore; we are now uniquely Negrense in our own ways. dont you think?

These are not the Banaue Rice Terraces. This is the exhilarating view in Don Salvador Benedicto. Only 90 minutes (max) away from Bacolod City proper, it is an upland haven where the temperature is always 2 degrees below Tagaytay. My wife and I hope to build a log cabin here in the years to come.
One of the features on the trip to Don Salvador Benedicto is Km 34. Inclined downward by about 35 degrees, all you have to do is move up about 5 meters past the marker and shift your vehicle into neutral. You will be amazed to find your vehicle pulled upwards in a momentum that's past your normal speed when backing up the garage! My kids call it, the "Magic Road"! :)

Sugbuanon, Thank you so much for those great pictures you have posted. If I'd been home, I would have been happy to show you around town and the rest of Metro Bacolod. Did you also get to eat out Bob's, Pendy's, Chicken DEli, Chicken house, Aboy's, Calea, and El Ideal? I hope you did.
you are welcome dinho.. we tried so many carenderias.. pero sayang i forgot their names.. we had lunch in one carenderia near la consolacion college.. specialty nila ay barbeque.. also after we had our drinking session at Mo2 we went to this carenderia near the public market.. we bought blue marlin sa market and had it cooked sa carenderia.. sarap talaga ng kanilang "tinuwa".. but my favorite is the "aruskaldohan" near the colorful chinese kindergarten school.. it was my first time to taste aruskaldo..
im already planning of going back to bacolod.. sayang kase i havent seen the 7 waterfalls of mambukal resort.. hanggang pool lang ako.. i also missed those giant fruit bats at the resort..

Gloria in Bacolod today,
security up vs. protests
BY CARLA GOMEZ
Police security has been raised amid fears of "lightning protests" during the visit of President Gloria Macapagal Arroyo to Bacolod City this afternoon.
Arriving with the president are Advocacy Commissioners Romelo Bengzon and Raul Lambino who are expected to discuss "economic liberalization through Charter change," and Interior and Local Governments Secretary Ronaldo Puno.
In a statement yesterday, Malacañang said it respects the stand by El Shaddai leader Mike Velarde against Charter change but insisted that it is only through overhauling what it called the "degenerative political system" that the country can move forward.
Felipe Levy Gelle, Bayan Negros secretary general, said an anti Charter-change caravan around Bacolod City will be held this afternoon (see related story).
The police will exercise maximum tolerance but will not allow protestors to converge in front of the Bacolod Convention Plaza Hotel where the president will be the keynote speaker at the 16th Vice Mayors' League of the Philippines national convention, Senior Supt. Pedro Merced, Bacolod police director, said yesterday.
Protests will not be allowed at the Bacolod Convention Plaza Hotel area since no permits have been issued for any gathering there, he said. There are freedom parks designated for protests, he said.
The police are prepared for the protestors' "hide and seek" tactics, he said.
During the VMLP convention, the e-Legis Reference System, an electronic compilation of legislative records of local government units all over the country, will be launched.
About 1,500 vice mayors from all over the country are expected at the convention chaired by Bacolod Vice Mayor Renecito Novero.
During her visit, the president will also induct the new officers of the Negros Press Club at the Bacolod Convention Plaza Hotel.
The other officers are Angelito Julita - vice president, Ragie Mae Taño Arellano - secretary, Clarence Locsin - treasurer and Renato Duran - auditor.
Members of the Board of Directors are Gilbert Bayoran, Edgar Cadagat, Elsie Jolingan, Henceboy Cestina and Dolly Yasa.
The president, who is expected to arrive at 11 a.m., will leave at 2 p.m. after her VMLP keynote address to attend another engagement in Manila.*CPG

Romantic dream come true
First posted 00:31am (Mla time) April 30, 2006
By Maurice Arcache
Inquirer
Editor's Note: Published on page D2 of the April 30, 2006 issue of the Philippine Daily Inquirer
IT’S BEEN AGES SINCE BACOLOD’S ALTA sociedad saw a wedding of such a beautiful couple, palanggas.
Après so many years of having eyes only for each other, the romantic dream of popular young, good-looking Talisay Vice Mayor Neil Lizares and gorgeous young lawyer Rowena Lopez finally came true. Both are achievers, brilliant in their fields of endeavor. They are civic leaders and assets to their community, palanggas.
In super romantic ceremonies at the century-old Queen of Peace Church in Talisay, Neil took for his bride Rowena who, by the way, was the only young lady included by the Philippine Tatler in its list of top Negrense personalities for our special issue on People You Should Know in Bacolod, dahlings.
Rowena looked like a radiant princess in her tres elegant Patrice Ramos-Diaz wedding gown and a family heirloom diamond choker. But she also looked every inch the modern bride, sure of herself and full of positive attitude, as she walked down the aisle.
Awesome
The tasteful and select list of awesome principal sponsors consisted of southern barons and baronesses Anna Dabao, Charrie Benedicto, Suzette Bantug, Ina Davis, Annie Mandriak, Tess Golez, Mila Ereñeta-Laurel, Lydia Gaston, Jose Marie Lopez, Citoy Lopez, Serge Osmeña, Amelo Lizares, Francis Jimenez, Raul Gamban, Rosendo Lopez and Arturo Ledesma.
Naturellement, Rowena’s happy parents, Macoy Lopez and his wife Dolly L., nodded approvingly. Neil’s mom and dad, Boy Nilo Lizares and wife Nanette Ereñeta L., were quite overwhelmed that their first boy and niño bonito was getting married.
The chi-chi southern powdered set filled the lobby of the plush L’Fisher Hotel for the grand wedding reception of Bacolod’s beautiful couple. As the social heavyweights made their entrance, cocktails and aperitifs were passed around the elegant La Proa Ballroom, which had a pergola decorated with cadena de amor, roses and lilies, beautifully whipped up by floral divas Tima Lacson and thoroughly modern Millie Kilayko, palanggas.
International jetsetter Minnie Osmeña made a drop-dead entrance in a scarlet terno, adding flash to the local set. Debonair Citoy Lopez came with his ladylove, Baronessa Eva Abesamis, who only had eyes for her adorable sugar baron.
There were also loads of jetsetters who flew in from different parts of the United States, much to the delight of Bacolod society.
As the loving couple made their entrance with all eyes on them, the new Mr. and Ms Neil Lizares were greeted with applause. The well-chosen dinner menu was excellently done by L’Fisher’s fab chefs under the watchful eye of the hotel’s main woman of substance and taste, Delia Granada, no less, palanggas.
The toasts were endless, as well as the clicking of glasses to request the couple to kiss. The couple obliged with delight. Then the couple’s memorable moments were flashed on the screen to everyone’s enjoyment.
To our beautiful couple, Neil and Rowena, you are definitely meant to live happily ever after.
Cheers, palanggas!

Another proud moment for the people of Bago City and Negros Occidental.
The Babaylan Festival has landed 4th place in the recently concluded Aliwan Fiesta, here in Manila. The Champion is Cebu's Sinulog, 2nd is Iloilo Dinagyang and 3rd Place is Pintados de Passi of Passi City.
Aliwan Fista showcased 30 festivals from around the country. From as far as the Pamulinawen Festival of Laoag and Panagbenga of Baguio in the north, down to the Padang padang festival and Meguyaya festival of Maguindanao.

Thanks for posting the map for our friend. I heard that Ayala Northpoint is almost fully sold out already... And it is the most expensive residential development in the Visayas and Mindanao I think. I just hope that they'll put up an Ayala Business park between Bacolod and Talisay Cities. Does anyone know when Ayala will put up its mall in Talisay City?
Does anybody know what the plans are for the old Bacolod Airport once the Silay Airport is finished? Are they bidding it out for development like the Iloilo Airport? TJ and Kyle, have you seen the work on SM City Bacolod and Palanca's condominium building? Could you guys post some pictures please?

^^
Basta high-end residential community by the Ayalas, it would really be expensive especially if it would be nearer to the city. Maganda kasi yung style of development nila, hindi lutong macau. And when it comes to villages, the development won't just be a simple "village." Lalagyan yan nila ng mga first class schools and other establishments like a supermarket perhaps and other facilities for sports and leisure. Like in Ayala Heights here, they are putting an international school within the said village and a high-end supermarket.
According to the website, the communities that they are developing in the Visayas are in the tradition of Forbes Park. Another one is being proposed in CDO too. Those quotations mentioned above are even cheap, so I guess it would be better to buy as "early as possible" but you mentioned that it's sold out already? Here in our village (just an ordinary middle-class village but nearer the urban area), the lot value is already at P6k/sq.meter. In other high-end subdivisions, it's already at around P10-15k/sq.meter.

visited Negros Occ last week, post ko di ang pictures. Spent 4 days there, here are the highlights ...
1st day: Panaad Festival
2nd day: Tour of Bacolod + Panaad festival + Dinner at Silay's Coast
3rd day: Tour of Silay + Overnight at a small Mountain Resort in "Patag"
panaadFESTIVAL
"Mother of all Festivals"
The biggest festival of them all in Negros Occidental, the PANAAD FESTIVAL, started in 1993 as a thanksgiving celebration and a fulfillment of a promise and vow to the Divine Providence in exchange of good life.
It features 32 festivals that brings together 13 cities and 19 towns of Negros Occidental. In theme booths that showcase their history, culture, trade, agriculture, tourism and other industries.
The annual PANAAD sa NEGROS FESTIVAL held at the Panaad Park and Stadium, Barangay Mansilingan, Bacolod City.
The Panaad festival was huge ... there was one point where we were walking to the entrace of the park passing by the food fest, and it was so crowded that there was a standstil, bodies were literally pressed against each other .... we had to turn back and find another way
Each town and city had a booth in the Panaad Park, they were very beautiful and nicely decorated. My favorites were:
* Silay - which had a booth resembling a spanish house
*La Carlota - which had a two-storey waterfall as the centerpiece
and *Kabankalan - basta nami
Here are some of the pics I took:

Yup, compared to other high end Ayala communities, Ayala Northpoint is quite inexpensive. What happens is that the money that owners save on lot acquistion goes toward the house construction which is why the average house size is about 500 sq. m. in floor area.
Oh, Sugarboy, I already looked at the Ilonggo website, but there are hardly any people there. Thanks for the pictures though. Hope you could find the time to post it here.

Uh, That was if you bought in cash. For financing, that would've been about Php 4,500 per square meter. I wonder if the lots at Active are already sold out. Would you know? If it is, that would be great.

Go South, young people
From the Center
with Rolly Espina OPINIONS
President Gloria Macapagal-Arroyo called the beaches of Sipalay City as the "secret treasures" of Negros Occidental. And she called on Negrenses to help develop them for tourism. And she spoke glowingly that these places may generate vast funds for the province.
GMA's sources of information about these scenic spots were the Women of Travel, and it's evident that they just mentioned the beautiful places they had visited, not having known that there are a lot more they must have missed.
I am referring to the entire stretch of the CHICKS area starting from Cauayan, Sipalay and Hinobaan. For that matter, both Kabankalan, Ilog and Candoni have their potential tourism spots.
The most promising, however, are the beaches starting from Cauayan and stretching as far south as Hinobaan. Punta Daug, the gateway to Oriental Negros, is per se an enchanting area.
I speak with authority. For years, I had been going back and forth to the deep South, including Bayawan and Sta. Catalina on the oriental side.
There you can find the most beautiful spots of the country. These can beat anything anywhere else in the world. The reason why I had always batted for us to first see our own treasured spots before we travel to any other country.
Sipalay City's beachfront measure more than 30 hectares. And that is the accretion of tailings from the Marinduque Mines (now Maricalum Mining Corp.). The tailings had been brought down by the Lalaton River, dumped into the sea and then swept by wave action to the Sipalay Beach front.
Of course Campomanes Bay or Maricalum as it is better known is the favorite spot of most Sipalay lovers. But it may have escaped the notice of most that it has a rich history. This was the place where the M/V Panay was sunk by Japanese warplanes.
But the guerillas, later, retrieved most of the guns and ammunition that sunk with the boat.
Maricalum was also the favorite landing spot of US submarines which brought in arms and ammunition as well as medicines for Filipino guerillas. And it was often the starting point of Pinoys and other allied officers who had to go to Australia.
Near the Sipalay beachfront, there is a cove which boats going to and from Mindanao often used as a refuge during bad weather. I dubbed the promontory there as Dragon's head. Because that exactly was what it looked life from afar.
But the cove was also named by me as Tinagong Dagat. The reason, it was accessible seaward through a narrow inlet that later presented the visitor with beautiful vista of clear water that teemed with hordes of tropical fish and a rich marine life.
But my children and I soon discovered way back in the Seventies that there was during low tide a narrow archway to Campomanes Bay.
On the other side, Hinobaan is no less enchanting with its own history. One of the favorite places to swim in there is Salvacion Cave in Punta Ubong. The cave boasts a stone parapet that visitors used as diving board or a place to take their meals. This was the first hiding place of Col. Jesus Villamor's Planet Party when they first landed in Negros from Australia aboard the USS Gudgeon of the US Navy's submarine fleet.
Farther South is barangay Asia, formerly owned by the Pfleider family. Its white beaches are among the finest in the country, just like Boracay. That was the area picked by the US Navy to stage the Pilgrimage to Asia, way back in 1971. Marines and sailors, both American and Filipinos, staged a commemoration of the Planet Party Landing. Of course, the landing place was Obong Point. And the Americans put up there a monument to the first allied forces who returned to the Philippines after the Fall of Bataan and Corregidor.
Thus, these are not just tourist spots. They also have history behind them. And that makes them doubly important as destinations. The Women of Travel, however, could not have briefed the President on the historical importance of the places GMA had mentioned. That is what makes them doubly attractive.*

after cambridge to the east, they bought the adjacent 10 hectares belonging to Quinito Herras at a very good price. because of this, they also passed on the "good price" to the consumers/lot buyers. maybe the good price is also because this area is already quite a distance from the highway.
i was with rey soliven, ALI president at the NOGCC clubhouse playing on holy thursday :)
i also visited the developments of ayala pero well, loyalista gid ko gyapon sa active. after all, ako nag-ngalan sang dalan. hehehe

Active has more trees. It would have been better if they renamed the whole subdivision to either Windsor Village or Windsor Estates don't you think? Town & Country Negros is just too long and Negros is not such a nice name since it means black or dark. Could you mention that Mr. Soliven. Thanks.
As for Quinito Herra's property, I believe we mean the same thing. The thing is, list price is about Php 4,500.00 per square meter right now but they give out a 40% discount to cash buyers. That's how it came to about Php 2,800 per square meter. Our house is at that portion of Cambridge and we were the 4th family to build there. The first three are actually quite big with 300 sq. m. in floor area and upwards.

Simple joys at NegOcc’s Mambangon spring
By HAZEL P. VILLA
LA CASTELLANA, Negros Occidental -- Beauty comes easy here as the sun rises and gently nudges out the hovering early morning mist over the rice fields near Kanlaon Volcano as carabaos carrying farmers amble down the rock-and-boulder-strewn slope towards a natural spring.
It’s a good thing there are as many picturesque spots in the islands of Western Visayas as there are people who are short on money for that much-desired summer vacation.
Mambangon Spring Resort at La Castellana town, southwest of central Negros Occidental, is the sort of place where you can enjoy pleasant scenery and swim with nary a care in the world for that designer two-piece swimwear or what people think of your bulging belly or the fact that you have less than five hundred bucks in your pocket.
A two-hour drive away from Bacolod City, Mambangon Spring in Brgy. Cabacungan is 40 kilometers away from Kanlaon Volcano which is another haven for backpackers looking for affordable thrills.
All sorts of people find joy in the lush vegetation and the cool waters of the spring which is three to nine feet deep and with a circumference of 150 meters – just below the hill with an all-encompassing view of La Castellana’s rice lands and sugar fields.
The 9-year-old Mambangon Spring Resort is the sort of literal watering hole that anybody can afford with an entrance fee of P10 for children and P15 for adults who can swim to their heart’s content all day long.
The Mambangon Spring Resort managed by Rey Caduhada in behalf of eight other owners has 30 cottages that can be rented for P300 to P500 for a day’s stay only since there are still no accommodations for overnight cottage stays.
Visitors have to cook their own food since a canteen has yet to be constructed and the resort management opts for a “survivor” feel.
To go to Mambangon Spring Resort, visitors can take a Ceres bus from Bacolod City to La Castellana for P70 and take a tricycle to Brgy. Cabacungan at P10 per person. If there are many passengers going to the spring, the bus driver is sometimes kind enough to just go straight to the resort and drop off the passengers.
This is just your no-frills summer spring adventure in an unpretentious place where nobody cares about the state of your pockets.

40 physicians list up for
lying-in maternity center
There is reason for Simplicio Palanca to have been re-energized and gained back his enthusiasm these days for a multi-million peso project. The reason - some 40 practising physicians of Bacolod and Negros Occidental have signed up to invest in the lying-in maternity clinic at the Bacolod Real Estate Development Corp. area.
I caught Palanca while he was giving directions to his architect to finalize plans for the major construction project that would include the putting up of a medical diagnostic center.
If Palanca had told me about the 40 by himself, I would have reason to suspect that it was just to boost his morale. But it was one of the biggest investors in BREDCO who, without Palanca's knowledge, told me about it.
It seems a lot of potential investors, including prominent physicians, believe in Palanca's "Midas touch," said the co-investor who asked that his name be withheld.
Well, amid all the brickbats hurled in his direction by some members of the Sangguniang Panlungsod, Palanca has gained more support from Bacolod's prominent citizens. Doctors are not easily dazzled by financial prospects. And when you get them to support such a venture, it speaks a mountain of high regard for the person.
Anyway, from what I have gathered there, Palanca is now busy with the start of the construction of a three-storey hotel cum the first high-rise condominium unit in Bacolod. These are being constructed just in front of the Bacolod Pavilion. The nine-storey condo will house something like 80 units.
As envisioned, that will bring a trove of business-oriented unit dwellers and help transform BREDCO into an international haven of potential investors.
I had never thought Palanca would ever attain his dream of helping convert Bacolod into a business and economic center of the province. In short, make it a real capital.
Well, for one, if he can convince Henry Sy to put up his SM Mall at the reclamation area, that is a major feat. And Palanca deserves an award from the city.

Iloilo flights maybe diverted to Bacolod
WITH the recent airport woes in Iloilo City, the Air Transportation Office (ATO) is contemplating of diverting all the Iloilo flights to an airport in Bacolod.
This as ATO is determined to keep possession of several parcels of lots within the Iloilo Domestic Airport that has been contested by businessman Bernie Miaque, who earlier won a suit involving the lots within the airport.
But ATO has warned that if worse comes to worst, it will shut down the airport operations and divert all flights to Bacolod City.
Iloilo City Vice Mayor Guillermo dela Llana, on the other hand, said the possible diversion of flights to Bacolod is very detrimental to the city's name.
"It is disastrous and demoralizing to the city's tourism," said Dela Llana.
He advised the ATO and Miaque to settle the problem as peacefully as they can as he kept his personal opinion to himself pending the final resolution of the issue by the court.
Dela Llana added that he already ordered the Iloilo City Police Office (ICPO) to put men in the ATO to maintain order in the area.
Engr. Allan Java, ATO manager, said they have already advised the ATO Manila and various airline companies that if the conflict between them and concessionaire Bernie Miaque continues, they will be forced to close operations and divert flights to Bacolod City.
He added that upon the decision of Office of the Solicitor General (OSG) that the government will not return the properties --- car wash, parking area and security academy --- to Miaque after the court's March 31 writ of execution of the ejection order.
"Our last option is not to give up the properties which the ATO have already recovered from Miaque but to divert all flights to Bacolod City airport," Java said in a radio interview.
At 5 a.m. Friday morning last week, the ATO beefed up its security force at the three properties by hiring 15 blue guards.
These are still apart from the existing 25 uniformed personnel of the Iloilo City Mobile Group headed by Supt. Ruperto Floro.
At around 6 a.m., a truckload of police officers from Camp Delgado headed by Regional Operation and Planning Division director Supt. Wesly Barayuga arrived and augmented the existing police personnel.
The ATO stands firm on their previous opinion that the Temporary Restraining Order (TRO) issued by the Court of Appeals dated April 21 on the writ of execution, was moot and academic because the writ was implemented last March.
"There's no more reason to restrain," according to lawyer Ma. Almira Tumampos of the OSG.
OSG Central Office in Manila yesterday morning posted their stand stating that they are not going to give up and will continue to take possession of the properties.
Meanwhile, also in a radio interview, Miaque said that as of 10 a.m. of the same day, he successfully took back the parking area and 80 percent of the properties he previously occupied.
Miaque also posted 20 of his own guards with bulletproof vests.
These additional security personnel came after Miaque announced last May 4 that he will resume his business operations on Friday last week.
When Miaque attempted to re-take the paid parking area around 6:30 a.m., the ATO personnel blocked him.
He asked Barayuga to arrest the personnel but the police officer refused to follow.
Meanwhile, the police said that they will only act and arrest persons who are violating the Revised Penal Code or those committing criminal acts and will not side with either Miaque or ATO.
Deputy Regional Director for Operation Isagani Cuevas said their role on the airport mess is just to maintain peace and order situation in the area.
Miaque, on the other hand, vowed to continue doing his business because he said the CA resolution gave him the right to do so.

Call center to employ
350 agents this year
The iSolutions Outsource Asia Inc., the first call center in Bacolod City, hopes to employ 350 call center agents by the end of 2006, its president and general manager Fernando Gonzalez said yesterday.
Gonzalez said that at present, the company has 54 agents or interaction specialists. "We are processing the hiring of 30 more right now for the second batch. After everybody settles in, we will plan for the next batch," he said.
Gonzalez said that as much as possible, the company wants to hire local people. He said it is also their objective to bring back people to Bacolod. "With our operation in the city, we are giving the Negrenses working in other places the opportunity to come back," he added. I/O Asia, located at the East Block Business Park beside Lopue's East, is a full-service contact center that provides agent-assisted and automated telephone and internet services.
Gonzalez said I/O Asia uses a carrier-grade, web-based, contact center technology solution called "Call Center Anywhere" which runs distributed-hosted facilities in the Philippines and Canada to allow both local office and remote agents to participate in a seamlessly integrated call center operation.
He said the call center agents start their work from 9 p.m. until 12 noon the next day on two shifts.
During the inauguration and blessing of I/O Asia last month, Frank Lai, vice president and general manager of GT-CTI, I/O Asia's foreign investor, said that their call center in Bacolod is their first in the Philippines.
At the same occasion, Canadian Senior Trade Commissioner Ellen Ruth Zeisler said they are very much encouraged by the commitment of not only the local businessmen but of the community and the educational system in Bacolod City as well.*CGS

Din, how influencial are the Palanca's there in Bacolod? are they like Florete or Pisons from Iloilo?....
I hope they can address the problem of the squatters near SM...and have jeepney routes pass by along the area...

It is. He probably meant to say a real regional commercial center. I heard the same thing about the airport. In fact some of classmates have resigned because they do not like what their supervisors are doing. So... I hope they will change whatever needs to be changed. But the only sure thing is, Bacolod will have a new International airport comparable, if somewhat a tad smaller, to Iloilo's new airport in Sta Barbara... But the thing is, the story does not end there... Kabankalan is in the process of acquiring properties for its own domestic airport and San Carlos City is also building one in the near future. I hope one will be built for Negros' 2nd/3rd/4th largest city which is Cadiz.

They are due to open soon but are still in the process of interviewing people. I heard that the 2nd one to open in Bacolod brought in Bacolenos who had been working in CEbu for them. This one will be housed at Robinson's Metro. The 3rd one will be using a portion of the BCPH. The hotel will continue operating as a hotel. It has plenty of empty space that was leased by SM Supermarket in the mid 90's.

quite small.. probably they can't make the structure of SM bacolod taller or bigger than a two-level complex considering the land area is reclaimed. a lesson learned from constructing SM Mall of Asia on a reclaimed land. kitang-kita naman kahit sa fastcraft terminal area na lumulubog yung area, kahit ilang beses pinalitan ang floor tiles kita pa rin ang deep cracks sa floor. I just hope di naman maantala yung opening just like SM Mall of Asia.

City revenues seen to surge this year
By KARL G. OMBION
BACOLOD City hall’s Licensing and Permits Department Head Ardis Jaculina said a total of 9,500-business permits have been issued this year, or a 10 percent increase compared to last year.
With this and the newly upgraded process, Jaculina said the Permits and Licensing Office expects to collect P200 million at the end of the fiscal year, or more than 100 percent increase from the P91 million it collected as of March 31, 2006 under its One-Stop-Shop Tax Revenue Collection system.
The Philippine Trade Training Center (PTTC) – Bureau of Small and Medium Enterprise Department and the Department of Trade and Industry said early this week that the one-stop-shop technology is a grant from the German Technical Center.
The One-Stop-Shop or Tax Revenue and Collection System earned for Bacolod City in April 2006 an Anvil Award for Excellence for Institutional and Corporate Program’s Community Relations Category.
Mayor Evelio Leonardia pioneered this scheme that shortened the 16-stop process to only 3.
PRSP cited Bacolod City for its collection system’s simple yet effective information slips to the public. These slips contained instructions on what to do and where to go for certain services.
“The new technology in the collection is a big leap. It doesn’t involve human and political interventions because the assessment of fees are computerized and thus faster,” Jaculina said.

The Babaylan Festival has landed 4th place in the recently concluded Aliwan Fiesta, here in Manila. The Champion is Cebu's Sinulog, 2nd is Iloilo Dinagyang and 3rd Place is Pintados de Passi of Passi City.

Can someone repost the picture here?
visited Negros Occ last week, post ko di ang pictures.
The Panaad festival was huge ... there was one point where we were walking to the entrace of the park passing by the food fest, and it was so crowded that there was a standstil, bodies were literally pressed against each other .... we had to turn back and find another way
Each town and city had a booth in the Panaad Park, they were very beautiful and nicely decorated. My favorites were:
* Silay - which had a booth resembling a spanish house
*La Carlota - which had a two-storey waterfall as the centerpiece
and *Kabankalan - basta nami
Here are some of the pics I took:

Yup, compared to other high end Ayala communities, Ayala Northpoint is quite inexpensive. What happens is that the money that owners save on lot acquistion goes toward the house construction which is why the average house size is about 500 sq. m. in floor area.
Oh, Sugarboy, I already looked at the Ilonggo website, but there are hardly any people there. Thanks for the pictures though. Hope you could find the time to post it here.

What makes a great city different from any other "city". For once, the former has a sense of history, a rich culture; while the latter only has its population (a hungry and pretentious one, if I may say). A great city is cosmopolitan, a convergence of different peoples from all over the country and the world; while any other city is just a city peopled by its own tired sacadas and arrogant elite. A great city has character, while any other city would just be, well, any other city. A great city has the ambiance of a real "city" when you walk through its streets, while in any other city, you just feel like walking through a big town.
Iloilo and Bacolod? No contest.

If it's no contest, then why the attack? People do that only when they are inscure about themselves or, in your case, about your hometown's status...

Sacadas and Arrogant elite??? A city is considered a great City if there is less people like YOU living.
try lookin at the middle east. dubai for example. most of its places were Sands&rocks and some mere small villages before. but try to look at it now? its a great city and not just any other city!

You are totally rude! How about cities in Panay besides Iloilo City? Roxas is just about the size of Cadiz! And it is a provincial capital! All it can boast of is the fact that it has two Gaisano malls and an airport. Why don't you show us an aerial photo of both Roxas and Iloilo City? You are just blessed to have Chymera who is a good photographer. The difference between an aerial picture and a regular picture is that it is easier to manipulate the angles to get good pictures in a regular photograph. An aerial photograph will always show undesirable elements since most of our buildings in the Philippines are designed for the regular pedestrian on ground level. I am sure there are more beautiful areas for regular pictures in Bacolod. An aerial photo of the lagoon area from the south side of Lacson St. to the north would show a totally different picture.
Here is a list of good areas for regular pictures:
1. DBP area along Lacson St.
2. PNB area along Lacson St.
3. TRB/Bank of Commerce Building along Lacson St. (sad to see the red
bricks painted with white paint!)
4. SSS Building along Lacson St.
5. Riverside Bldg. along North Drive
6. North Drive area at La Salle Ave. intersection
7. Mayfair Mall at Lacson St.
8. L'Fisher Hotel area showing the Hotel, the restaurant wing and the office
building next to the hotel as well as the Piazza Sorrento, if possible.
9. Lopue's Manadalagan area
10. Lopue's East/Villamonte commercial area
11. Lopue's South Square
12. Gaisano City with Grand Regal Hotel
13. BCPH with Petron and commercial building behind it (they really should do
something to make the Police HQ decent looking)
14. Goldenfields area on several pictures
15. The new Active building at the Talisay highway - Talisay City
16. Houses & clubhouseat Windsor and Cambridge - Talisay City
