Merci's packaging is very nice compared to Bongbongs.That's a very wise move for our Pasalubong Centers.Most of their products are well sealed and beacuse of that it can easily pass the custom check in any airport of the world.
I also brought some BongBong's Piaya as my pasalubong for my local friends here.:lol:

Well, what can you expect from a foodie like me? ;) It's been ages since I've been in Bacolod and from what my aunt and uncle were telling me about their recent trip there, makes me want to plan a visit/vacation real soon. :colgate: Keep up the good work here in the thread, I'm enjoying what I've been seeing and reading about the City of Smiles. :okay:

Its Crown Theatre @jay. This used to be a pretty nice cinema complex. Until the birth of cinemas in malls. And i guess this so called cinema entertainment evolution had been experienced almost countrywide(Phils.).:)

PNB turns over property
of provincial government
Philippine National Bank officials turned over the 4,000-square meter lot at the corner Lacson Street and North Capitol Road in Bacolod City to the Negros Occidental provincial government officials led by Vice Governor Isidro Zayco at the Capitol yesterday.
The property located next to the PNB branch in front of Lacson Street is part of the provincial government property that had been leased by PNB.
Zayco said the provincial government is open to talks with persons interested in leasing the property. There has been interest in using the property for a call center or a hotel, he said.
Aside from the 4,000 square meters in front of the Lagoon the provincial government is also set make the adjoining property where the Provincial Environment Management Office is located, he said.
PNB was represented by its First Senior Vice President Rafael Sison Jr. and Senior Vice President Aida Padilla at the turnover rites,
First Vice President Rowena Magpayo of the PNB Regional Management Division-Manila, First Assistant Vice President Edwin Arroyo, Regional Business Manager of the PNB Regional Business Center , Suzette V. Rivera and Isagani O. Medez of the PNB-Bacolod also witnessed the turnover.
Also present were Board Member Emilio Yulo III, Provincial Administrator Enrique Pinongan, the Governor's Chief of Staff Jose Ma. Valencia , Special Assistant for Special Concerns Ike Barredo, and Provincial Budget Officer Percival Salado Jr.*CPG

Panaad track up for repair

A group from Reichert & Co. in Germany arrived in Negros Occidental to discuss the repair works needed for the rubberized oval track at the Panaad Park and Stadium.
The German company that also installed the rubberized track at the stadium in 1998, met with Vice Gov. Isidro Zayco at the Capitol yesterday on the details of the repairs.
Zayco said the provincial government is looking at various options to ensure that work to be done is within its budget.
He said initial estimate for replacement of the rubberized track show it would cost from P10 to P15 million.
Park Administrator Ian De Ramos said materials had already been purchased last year to start the repair on the track oval but unfavorable weather condition delayed the work.
He added that they have to close a portion of the track in front of the stadium to prevent further damage to the rubberized facility.
Those who frequent the stadium to exercise can still use the portion that was not fenced off, De Ramos said.
He added that the facility remains serviceable and initial repair can start using the materials purchased last year.*NAB

Impose litter receptacle ordinance
BACOLOD DAD URGES
A resolution has been proposed by Councilor Greg Gasataya urging the Bacolod City Traffic Authority Office and the Bacolod PNP-Traffic Endorsement Division to implement City Ordinance No. 251, series of 2000, or the trash/litter receptacle ordinance.
A copy of the resolution from his office said the technical working group of the Bacolod City Clean and Green Coordinating Action Team has identified one of the root causes of garbage in downtown area, is that some public utility jeepneys and buses plying within Bacolod are no longer observing the ordinance that requires all public utility vehicles to provide a trash/litter receptacle with cover.
The resolution said the Bacolod Traffic Authority shall monitor the implementation of the ordinance, and apprehend violators, and that the BCPO-Traffic Enforcement Division shall conduct an inspection before a city sticker is issued.*

Kabankalan Gets a Brand-New Bulldozer
The City of Kabankalan has recently acquired a brand-new crawler dozer, model 1650 K.
The heavy-duty unit was blessed recently by Fr. Ramon Florete of the Kabankalan Parish Church, with the presence of city officials led by Mayor Pedro P. Zayco, Jr.
Engr. Renzi Bancal of the Motorpool Department said the bulldozer will be used to level the grounds and roads at the Kabankalan airport site in Sitio Cabangahan, Brgy. Hilamonan.
Meanwhile, the Kabankalan City Fire Department has transferred their headquarter from Guanzon St., near the old municipal hall, to a bigger place located at the old market in Bonifacio St.

Migs Boynegros,Earlier reports said that the Provincial Government wants Teleperformance to occupy that area but there some group who have expressed thier interest in developing that area beside PNB.There were proposals for a hotel and a BPO building.We will know later on which will prevail.Since that property has been turned over to the Provincial Government, they can now decide on the proposals submitted by diffirent groups.

its as high as a six storey building but they only occupy 2-3 floors i guess and the rest --STOCKROOM na. that building was occupied before by crown cinema and crown manhattan mall (which doesnt look like a mall to me).

exactly jay!!! now that they turned over the property, it would be wise for them if they will put up a bidding as to who will lease/buy the area. the 4000sqmt lot beside PNB is a nice spot for a a new building, may it either be a Hotel or a Corporate/IT building. I hope they can choose the best plan for that property.
I cant wait...so many things are bound to happen in Bacolod...it pays to be patient and let everything come out in its own way and time. :)

Cayetano eyes Kabankalan's landfill as model for waste program

SENATOR Pia Cayetano, chairman committee on environment and health observed Kabankalan City's noteworthy compliance of the country's solid waste management program.
Cayetano was impressed when she visited Kabankalan City recently saying, "So, it can be done!"
Cayetano, together with Acting Governor Isidro Zayco and brother Mayor Pedro Zayco, were walking along flower filled area nurtured by fertilizer processed from Kabankalan solid waste.
She sent request to the Zayco brothers to send her all data pertaining to Kabankalan's dumpsite and how the decayed smell was controlled 100 percent.
Jose Maria Zayco, Vice President for external affairs of the Metro Bacolod Chamber of Commerce and Industry, Inc. (MBCCI) explained that a shredding and heating factory run by the City was built for this purpose.
According to Zayco, dump trucks in Kabankalan have strict orders never to pick up home-based garbage that are not segregated.
Zayco stressed that at the household level, all garbage are already segregated, adding, "Otherwise, garbage collectors won't gather and pick them up."
Zayco explained that all houses in Kabankalan segregate their waste from recyclable to non-recyclable, organic and non-organic.
"All decaying waste matters undergo extreme heating process while the plastics are shredded to be made into hollow blocks," Zayco explained.
Zayco added, "The flowers that you see around will soon be made into street decorations. It is fertilized by soil made through the vermiculture and vermicomposting processing which is nearby from this point."
"Soon, the Kabankalan airport will be built. This sanitary landfill therefore will be closed and relocated to another site," Zayco said.
Zayco further explained that even the throwing of cigarette butts are punishable by P300, adding, "Since many are caught and the government strictly implement rules, it is added income to the City."
Cayetano meanwhile will make Kabankalan solid waste management program a model for all cities around the country to emulate.

New Bacolod-Silay Airport Becomes Operational

New Bacolod-Silay Airport can accommodate an Airbus A-330, which can seat about 300 passengers while the apron is designed to hold five aircrafts at a time.
A $140 million new airport of international standards has become operational in the central Philippines this month to complement the super region strategy of President Gloria Macapagal-Arroyo, which prioritizes tourism investments and energy independence..
The New Bacolod-Silay Airport in the province of Negros Occidental of the Philippines, which was officially launched on Jan. 18, 2008 after three years of works, will meet the demand that will eventually increase the economic activity in the province and improve the lives of the Negrenses, Ms. Basco-Ebron, tourism director and attache in Korea said.
"The opening of the airport is a good development as there are three golf courses newly developed and refurbished by Korean investors now. The area can promote direct flights from Incheon or any part of Korea," Ms. Ebron said.

The three-level airport is equipped with state-of-the-art Passenger Boarding Bridges, which will make it easier for the elderly and people with disability to board and descend from the aircraft.
It took three years for the construction of the airport, which was started in August 2004. The airport was made possible with funding support from the Japan Bank for International Cooperation.
The new airport gives further emphasis to the super region strategy to promote and hasten further economic growth and development nationwide with the focus on the comparative advantages per region and provinces to promote more effective and efficient complementation in the forward-backward linkages," Ms Basco-Ebron said.
This airport will open a gateway to regional centers and promote major tourism destination and to make tourism promotion the primary development plot to Central Philippines. Manila and Cebu are in less than one hour away from this airport.
Bacolod City, is the capital and largest highly urbanized Philippine city of the province of Negros Occidental, famous for its MassKara Festival held during October. Known for being a relatively friendly city, it bears the nickname "City of Smiles."
In celebration of the opening of the new airport, MassKara Festival I will get under way.
MassKara festival is a Mardi Gras like celebration that masked and costumed street dancers, with fairs and carnivals. MassKara Festival is celebrated in the third weekend of October that is close to October 19.
During the week-long festival, there are mask-making contest, food fairs, brass band competitions, beauty and talent pageants, a windsurfing regatta, drinking and eating contests, trade fairs and exhibits.
The highlight of the festivities is the Mardi-gras parade that the street dancers dance in the streets with beautiful design mask and colorful costumes in the Latin rhythms Rio de Janiero style.
Ms.Basco Ebron went on to say that the airport is President Arroyo's "promised, turned into reality" and part of the continuing effort of the Department of Transportation and Communication (DOTC) to elevate the Philippine's transport system to a global standard.
She also said the new airport will give impetus to the President's vision of the Super Regions particularly with tourism promotion as the primary thrust for Central Philippines, thus opening up a lot of opportunity for development in this part of the country.

'Pray for Joan Tipon', Negrenses urged

NEGROS Amateur Boxing Association (Naba) officials led by its president and former Bacolod Councilor Juan Ramon "Monju" Guanzon, vice-president Oscar Bascon and treasurer Vic Tan are urging Negrenses and Bacoleños to pray for Bacolod boxer Joan Tipon who is slated to fight against his Thai rival Friday in the semi-finals of the ongoing 1st Asian Olympic qualifying tournament in Bangkok.
"Joan needs our prayers this time as he fights to settle a score against the Thai boxer and I believe that as a matter of patriotism we all need to pray for our very own boxer from Bacolod who is a product of NABA," Bascon told Sun.Star Bacolod in an interview Tuesday.
Tipon, the only remaining RP boxer in the Bangkok tournament, needed just five minutes and 20 seconds to outclass his quarterfinal opponent from Pakistan Ali Mukammad whom he defeated via RSC-O (referee stopped contest-outclassed) at the Dhurakij Punjit University gym in Bangkok.
Fighting just like the Joan Tipon of 2006 when he won the gold medal during the 15th Asian Games in Qatar, the Barangay Banago, Bacolod City native scored 21 and gave up only a point to keep the RP Smart PLDT team's chances of nailing an Olympic berth for the 2008 Beijing Olympics afloat.
But it will not be easy against Thai Worapoj Pechkoom in the semis in what many say is a "dream match-up" to settle the score.
Tipon defeated Worapoj in the semis during the Doha Asiad in 2006 but the Thai former Olympics silver medalist got back at Tipon during last year's World Championships in Chicago where the Bacoleño lost in the first round. Now they are 1-1 in head-to-head encounters and the deciding will be on Friday with an Olympic berth at stake between them.
"That's why we need to pray hard," Bascon reiterated.
The 25-year old Pechkoom similarly waltzed into the last four via a 22-10 victory over Holmuratov Ulugbek of Uzbekistan.
"May tsansa na akong makabawi. Mahirap nang magsalita pero makikita natin sa Biyernes," Tipon told Filipino reporters in Bangkok Tuesday.
"It will be a great day for Negros boxing and for the country as well if Joan makes it to the Olympics," Guanzon, now Games and Amusements Board (GAB) commissioner, said.

Thanks for the info on Virgie's mig @Smile. If SM will not pursue its plan in putting up a convention center near their SM City property, then i guess the capitol(back part) site is a good alternative.

True,Its a good spot for an Exhibition and Convention Center and a hotel would be nice or a Gymnasium that can accomodate up to 30,000 seating.It's just a thought though.:cheers:

Jubilee pilgrimage walk set

As part of the Diamond Jubilee celebration of the Bacolod Diocese, a Jubilee Pilgrimage Walk will be held on Feb. 5 from assembly points in Bacolod City to the San Sebastian Cathedral and Paglaum Stadium, Vicar General Msgr. Victorino Rivas said yesterday.
He said students and faithful from the different parishes in the diocese are expected to join in the Pilgrimage Walk which will converge at the Paglaum Stadium for the launching of the Caritas-Bacolod.
Also known as the “Alay Lakad for Caritas-Bacolod”, Rivas said participants' registration fee of P10 will be donated to Caritas-Bacolod, the office that will take charge of distributing relief needs to calamity victims in the diocese.
He said the activity is the church's way of building the discipline of charity among the young and to encourage them to show concern for the weak and the poor in the community.
After the Pilgrimage Walk, a Mardi Gras will be held at the Bacolod City Public Plaza from 5 p.m. until midnight , Rivas said.
The event, which will feature Negrense showbiz celebrities and festival dancers from different cities in the province, is an introduction to 40 days of prayer, penance and alms giving-charities for the Season of Lent, he said.
Rivas added that a midnight countdown for Lent will be held, afterwards, all festivities will come to a halt. Celebrations of patronal fiesta in towns and cities will also be moved after Easter Sunday, he added.
Meanwhile, as part of the Jubilee celebration, the Diocese, in coordination with the court, will help prisoners process their release or pardon papers, Rivas said.
Tracing the historical and religious background of Jubilee celebrations, he said that it is the time to condone debts, release prisoners or free those in bondage.
In reaction, Justice Secretary Raul Gonzales said that he is ready to assist the diocese by ordering the review of the status of cases of prisoners and release those who are entitled to it.
He said this will also decongest jails.
Vice Governor Isidro Zayco welcomed the initiative to release prisoners, saying the Negros Occidental provincial government spends P20 to P25 million for personnel, food allowance and maintenance of the Provincial Jail.*NAB

Cayetano eyes Kabankalan's landfill as model for waste program

SENATOR Pia Cayetano, chairman committee on environment and health observed Kabankalan City's noteworthy compliance of the country's solid waste management program.
Cayetano was impressed when she visited Kabankalan City recently saying, "So, it can be done!"

Cayetano, together with Acting Governor Isidro Zayco and brother Mayor Pedro Zayco, were walking along flower filled area nurtured by fertilizer processed from Kabankalan solid waste.
She sent request to the Zayco brothers to send her all data pertaining to Kabankalan's dumpsite and how the decayed smell was controlled 100 percent.
Jose Maria Zayco, Vice President for external affairs of the Metro Bacolod Chamber of Commerce and Industry, Inc. (MBCCI) explained that a shredding and heating factory run by the City was built for this purpose.
According to Zayco, dump trucks in Kabankalan have strict orders never to pick up home-based garbage that are not segregated.
Zayco stressed that at the household level, all garbage are already segregated, adding, "Otherwise, garbage collectors won't gather and pick them up."
Zayco explained that all houses in Kabankalan segregate their waste from recyclable to non-recyclable, organic and non-organic.
"All decaying waste matters undergo extreme heating process while the plastics are shredded to be made into hollow blocks," Zayco explained.
Zayco added, "The flowers that you see around will soon be made into street decorations. It is fertilized by soil made through the vermiculture and vermicomposting processing which is nearby from this point."
"Soon, the Kabankalan airport will be built. This sanitary landfill therefore will be closed and relocated to another site," Zayco said.
Zayco further explained that even the throwing of cigarette butts are punishable by P300, adding, "Since many are caught and the government strictly implement rules, it is added income to the City."
Cayetano meanwhile will make Kabankalan solid waste management program a model for all cities around the country to emulate.

Protect mangroves, club urges
The Rotary Club of Metro Bacolod conducted a mangrove planting activity in Balaring, Silay City , Negros Occidental, recently, in line with the Rotary International's program of preserve Planet Earth, a press release from the club said.
Some 1,700 seedlings were planted by the RCMB members and students from the Interact Clubs of Negros Occidental High School and La Consolacion College.
Other projects of the RCMB are tree-planting in Don Salvador Benedicto; planting of fruit-bearing trees in Cansilayan , Murcia ; solid waste management program called “Basura Mo Responsibilidad Mo”; coastal clean-up in Brgy. Magsungay; and forum on global warming, the press release said.*

CSC sets examinations
The Civil Service Commission Field Office in Negros Occidental will conduct examinations this year for the Career Service Professional and Sub-professional Level, Foreign Service Officer, Local Scholarship Program and Career Executive Officer, a CSC press release said.
The Career Service Professional and Sub-professional Examinations are scheduled on March 9, July 27 and November 16. Filing for the March 9 examinations is on going until February 8.
The Career Service Professional and Sub-Professional Level examinations are administered to provide eligibilities required for second and first level positions in the government, respectively, the press release said.
The examinations cover English and Filipino vocabulary, grammar and correct usage, paragraph organization, reading comprehension, analogy, logical reasoning and clerical operations.
Effective Oct. 7, 2002, applicants who failed after the fourth attempt on the same level will allowed to take examinations only after two years from the date of their last examination, the press release said.
Schedule for the other examinations are as follows. Qualifying Tests for Foreign Service Officer Examination and Local Scholarship Program - May 4, 2008 and Career Executive (written stage) - June 8, 2008.

In addition to his assignments as executive assistant for government buildings, plaza, government vehicles, and general services office, Butch Ebreo was appointed EA for the public information office (PIO) at the city mayor’s office. He was presented to the Bacolod City Hall Press Corps yesterday.
Ebreo is a Bachelor of Commerce-Management graduate. He has been a second liuetenant in the Philippine Navy, training officer of Central Negros Electric Cooperative (CENECO), and also served as human resource/security officer, then sales agent of Pepsi Cola Bottlers in Bacolod, Branch manager of Negros Navigation, vice president/general manager of Sea Angels; Supercat Assistant vice president for Western Visayas operations including Batangas; back to Negros Navigation as vice president for vessel safety and compliance; and presently, executive assistant at the mayor’s office.
His additional job as EA for PIO is not new to him because he has been working with the media in his previous assignments.
Butch is priority in the PIO is updating of all data for information dissemination, and also inform the public of projects undertaken by the city government benefitting the Bacoleños.*

Bacolod focuses on solid waste management, poverty alleviation for 2008
Bacolod City (31 January) -- The Bacolod City Peace and Order Council plans to focus on two major areas of concern such as the solid waste management and poverty alleviation of the city for this year.
Department of Interior and Local Government City Director Ireneo Asuga Jr. revealed that the council also intends to address five issues related to peace and order in the city which are the following: street crimes, traffic decongestion, anti-drug abuse campaign, internal security and disaster preparedness.
To date, the CPOC has initiated programs to address the issues like the Family Drug Abuse Prevention Program in Brgy. Punta Taytay, Adopt-a-Tree Project in Brgy. Alangilan and the Eco-Aide Delight in Brgy. Felisa.
The Eco-Aide Project in Brgy. Felisa aims to benefit the waste-pickers and scavengers in providing them with protective gears, medicines, multi-purpose centers and other service that are productive to the community.
Also, before the end of 2007, the council also passed two resolutions to help ensure and promotes peace and order of the city. Resolution No. 2007-21 ugrades the status of traffic enforcers as agents of person in authority and Resolution No. 2007-22 creating a task force on Anti-Squatting and Illegal Structures in the council.
The secretariat of the CPOC is also awaiting a team from the National Selection and Awards Committee to evaluate the CPOC as finalist for the Best POC Awards for the Highly Urbanized City Category. (PIA/EAD)

Bacolod City (31 January) -- Negrense shoppers are encouraged to donate their excess clothes and other basic commodities through donation booths located at SM City in Bacolod City.
The project which will run until February 21, is in partnership with the Department of Social Welfare and development and the Negros Press Club.
Organizers said the donations will go to scholarship programs, schoolhouses, outreach programs and health projects for the poor.
SM Founder and chairman Henry Sy, Sr. established the foundation to help the less privileged. It undertakes projects, many of which are in partnership with government agencies to serve more communities. (PIA/cad)

DENR Negros Occidental tops distribution of land to farmers in Western Visayas
Negros Occidental (31 January) -- The Provincial Environment and Natural Resources Office (PENRO) here topped the Land Management category for having the highest number of land surveyed and patent processed and issued in Western Visayas for 2007.
According to Provincial Environment and Management Officer Livino Duran, the office issued a total of 1,597 hec. of public land and distributed it to 705 farmers (patentees) in the province.
For 2008, a total of 2,871 hec. of public land have already been surveyed subject for distribution to farmers.
The land patent program or "Handog Titulo" allows farmers who have been tilling their land for years to own it with a title.
The administration of the Pres. Gloria M. Arroyo prioritizes this program to reach out to poorest sectors of the country and provide them a permanent source of livelihood. (PIA-LOL)

For topping the Iloilo Dinagyang Badminton Cup three years in a row, Nikki Therese Servando of Bacolod City received a Grand Slam award from Iloilo City Mayor Jerry Treñas during the Jan. 26 awarding rites of the contest.
Servando, a freshman student from Trinity Christian School , teamed up with Cadiz City 's Merry Joy Fernandez to take the gold in Juniors 16-Under Doubles against Jessa Mae Jagat and Jeralyn Taboada of Cebu City .
After taking the first set at 21-18, Servando and Fernandez relinquished the momentum of the game to their Cebu opponents in the second set which ended at 15-21.
Regaining their composure in time for the third set, Servando and Fernandez dominated the third set and capture the title with a 11-9 decision.
Teaming up with Christian Crisostomo in the in the 16-Under Mixed Doubles, Servando got another gold after three sets of play against Cebu's Jeffrey Lepaopao and Taboada, 21-8, 12-21, 21-18.
Meanwhile, Dessa Mae Arino and Diane Bibiano from Cadiz City also bagged the gold in girls' 12-Under while their counterparts in the boys' division replicated the feat to put the Negros team on top of the competition held at Sportsville Badminton Court, Iloilo City.*NAB

Bacolod City - The Bacolod Real Estate Development Corp. (Bredco) will build a four-storey medical center on a two-hectare property within the reclamation area middle of next year.
The facility, estimated to cost P1.2 billion, will be completed in the last quarter of 2008. Hospital equipment worth P500 million will be installed in the middle of 2009, said Bredco President Simplicio Palanca.
"This hospital will be called the Bacolod Medical Center. It will also be called People's Hospital because everyone is invited to invest in this endeavor and people from all walks of life are welcome to avail of the services without any discrimination," Mr. Palanca said in a press conference here.
He said they plan to invite medical specialists from Manila and abroad to render their service at the Bacolod Medical Center.
There are presently three private hospitals and one government-run hospital in Bacolod. These are the Corazon Locsin Montelibano Memorial Regional Hospital, Pablo O. Torre Memorial Hospital (formerly Riverside Medical Center), Bacolod Adventist Medical Center (formerly Bacolod Sanitarium and Hospital) and Bacolod Our Lady of Mercy Specialty Hospital (formerly Chong Bi Hospital).

anong now owned by the city?....they will still go to court. Theres no final agreement or turn over yet. The court will decide pa. But i think they will push through with it.

US investors' interest in
RP rising: official

An American Embassy official was in Negros Occidental yesterday to explore economic prospects in the province, an indication of increased interest of American investors in the growing Philippine economy.
“I'm here because I want to get an idea of what the situation is in this part of the country in order to more effectively see what kind of policies we can implement to improve the economic situation, increase trade, investment, and job growth,” Larry Memmott, counselor for economic affairs of the US Embassy in the Philippines, told the DAILY STAR.
Memmott said he was getting information to provide investors and looking at what can be done to make the economy function more effectively.
He also said he is optimistic about the economic growth of the Philippines and American investors coming to the country are also very optimistic.
“The Philippines has incredibly skilled and incredibly dedicated workers. That's what brings the American companies here in all fields,” he said.
“Last year the Philippines saw 7 percent economic growth, which was very good. And we certainly hope to see something similar this year…and at even greater amounts in future years,” he said.
Economic Planning Secretary Augusto Santos yesterday said the Philippine economy grow by 7.3 percent in 2007, the highest rate in 31 years.
Reforms being undertaken by the Philippine government are very important, Memmott said, citing the privatization of the electric generation capacity of the country.
This has the potential to bring down electric prices in the Philippines and improve the situation for everyone, Memmott said.
“We hope to see those reforms move forward,” Memmott said.
Last year, Texas Instruments announced a billon dollar investment in the Philippines and another American company came in to buy an electric generation plant for almost a billion dollars, he added.
“When you find that the investors are optimistic and have a good feeling about coming to the Philippines , that leads me to have a feeling that things are getting better,” Memmott said.
“I think we are going to see more American companies coming into the Philippines over the coming few years,” he said.
Memmott also said that contrary to dire predictions, the US economy is still growing.
“According to the statistics the economy of the United States continued to grow in the first quarter at a low rate of .6 percent,” he said.
Last year it grew by an average of 2.2 percent, he said, pointing out that in a mature economy like that of the United States one expects it to be growing at a rate of between 2 to 3 percent a year.
Memmott, who yesterday met with Acting Negros Occidental Gov. Isidro Zayco, said he was also meeting with other Negros and Bacolod officials, students at the University of St. La Salle and members of the business community.
He also visited call centers in Bacolod and the new Bacolod-Silay Airport in Silay

City tax collection
up by 11 percent: CTO
The Bacolod City government posted an 11 percent increase in tax collection in 2007 compared to 2006 and exceeded its target this year by P20 million despite the crisis, Permits and Licensing head Ardis Jaculina said yesterday.
Records from the City Treasurer's Office show that the city's total tax collection from January to December 2007 is P220,026,974.30 compared to P197,406435.30 in 2006 covering the same period.
Jaculina also said they expect to collect more or less P240 million in 2008 because the city has improved the computerization of its one-stop-shop at the BAYS Center which is now on line with the main server at City Hall, as promised by Mayor Evelio Leonardia in 2007. She said the Mayor spent P97,000 for the installation of the equipment, and by Jan. 2 they were ready for the computerization of the BAYS Center for its one-stop-shop.
Jaculina said their target collection for 2007 was only 200 million based on the records of the CTO. She attributed the increase in business tax collection and regulatory fees and miscellaneous taxes to the enhancement by the city government of its one-stop-shop at the BAYS Center that has made the procedure and processing friendly to its tax payers.
She said this has helped reduce processing time and encouraged the business sector to pay their taxes.
They have also provided a suggestion box and have received positive feedback from taxpayers who said they are satisfied with the service at the BAYS Center . However, they suggested that the assessment be done also at the BAYS Center , she said.
“We wanted to promise them that but we reminded them that by January next year, we will be at the new government center where the one-stop-shop will be in only one area,” Jaculina said.
She said the one-stop-shop of the Bacolod City government won the Anvil national award for its excellence in business performance during the national convention of the League of Cities of the Philippines in Manila in 2006.
In 2007 it was again cited by the LCP as one of the best practices in the cities of the whole Philippines , she said, adding that it was one major factor that made Bacolod City win the Most Business Friendly City in the whole country award from the Philippine Chamber of Commerce and Industry.
Jaculina said she would like to inform everyone that, based on the Local Government Code and the Revenue Code of the City of Bacolod , the last day of filing renewal of business permits and payment of regulatory fees and business taxes was Jan. 20 but this was extended by the city to Jan. 31.
After Jan. 31, the taxpayers will be charged with a 25 percent surcharge and a two percent interest for every month of delay in payment, she said. The one-stop-shop at the BAYS Center is ready to serve the general public until Feb. 29 to give all the taxpayers and business sectors easy access to all departments to secure their clearances, she added.*CGS

Bacolod City (1 February) -- About 14,000 mangrove propagules were planted recently in barangays Inayawan and Caliling, in Cauayan, Negros Occidental, as part of the Technical Corporation for Grassroots Projects of the Japan International Cooperation Agency.
The activity, implemented through the Ikaw-Ako Japan-Negros Partnership for Environment Protection, was participated in by 460 students, and was in collaboration with the Southern Coastal Development Management Council, and the Technological University of the Philippines-Visayas.
Mangroves are terrestrial planted adapted to saltwater which serve as habitat for commercially and ecologically significant fish species, and are essential in the rehabilitation of the coastal and marine resources. (PIA/cad)

Preparations for Annual Panaad sa Negros start
Negros Occidental (1 February) -- With more than two months still to go for the 2008 Panaad sa Negros, the Provincial Government of this province and its different committees are leaving no stones unturned in preparation for the event of the year.
Preparations are ongoing and activities are lined up for this year's Panaad sa Negros Festival, which is dubbed as the "Festival of Festivals" that is scheduled on April 26-May 3, 2008 participated in by the 13 cities and 19 municipalities of the Province of Negros Occidental.
The local government units' pavilions at the Panaad Park and Stadium located at Brgy. Mansilingan, Bacolod City will again be decorated and opened to the public with the display of history and culture, native products including food, among others.
There will be competition for new and innovative products that will be judged according to four categories such as personal accessories, home accessories, home furnishings, and processed food.
The annual celebration will have the "Best of Festival Dances" Competition on the first day that this year will be more meaningful because of the research on historical roots and production.
Other proposed competitions among LGUs are Panaad Sports Competition, Pop Idol, Banda Diri, Banda Didto – elementary and secondary levels, Latin Dance Competition, Pop Dance Showdown, Panaad Livelihood Skills Olympics, On-the-Spot Painting Contest, songwriting competition, folk dance showcasing the Negrense dances, Composo, and the Search for Lin-ay sang Negros 2008.
Negosyo-to-Go which is a hands-on demonstration on how to make fashion accessories, herbal oil, hair gel, whitening lotion, detergent powder, among others will also be scheduled by the Negros Occidental Technology and Livelihood Development Center. Bacoleña named Jaro fiesta queen
This year's fiesta queen of Jaro district, in Iloilo City , which celebrates the annual feast of the Our Lady of Candles, tomorrow, is Bacoleña Andrea Aileen Marie Vinco Montelibano.

guys, we have to promote the whole province as a destination, we have to look for other sites where we can post favorable pictures of our beautiful province. the ide that i got, well for me as a tech support, not all customers like to listen about technology, what i do, i talk to them and share the experience about going here in the province, well promotions is good, we have to be active on this coz, who else could tell whats the best, but the travelers. hehehe. i wish we can organize pictures, which the best of the best of negros occidental, and guys, always remeber the key notes for tourist, how to get to the area, dont mind about the cost of going here, just focus on, the food is great, its not expensive, i will atest to that. Also guys, we dont need to rely to the government what to do, we know what will happen anyway, lets just help each other to promote. thats the key subject of marketing, promotions and advertising.

Yes @Boy, i frequent JT's Manukan before. Its because their first store in Greenhills is just a few blocks away from my workplace before. :) For me, JT is the best chicken inasal in the metro(Manila). In one of my visits there, I got to chat with JT's wife. She told me that their cooks came all the way from Bacolod. Maybe that's one of the reasons why the taste is so close to Bacolod's.:)

Koreans thank city for added security
BACOLOD City - Members of the Bacolod Language Center Association paid a courtesy visit to Mayor Evelio R. Leonardia here the other day to personally thank the city government for its prompt response to their request for additional police visibility in the area of La Salle Avenue and Gallardo Street.
The group who visited the mayor was headed by Oh Jae Yong, association President and Chief Executive Officer of Phil-Korea (La Salle Language Center); Charlie Sin, General Manager for OK Academy; Seong Jin Kang, Chief Operations Officer of Sky 21 English Institute; Deok Jin Jang, Principal of Jason English Language School and Mylene Sison also of Phil-Korea.
Also present during the Korean’s visit were Bacolod Police Office Director Col. Ronilo Quebrar and Major Santiago Rapiz of BAC-up 4.
The Koreans aired their suggestions and concerns during the visit. One of these is the possibility of a direct flight from South Korea to Bacolod City which will help increase the arrival of Korean students who wants to study English in the city. It will also encourage more Korean golfers and tourists to visit.
They are also requesting translations to Korean Hangul language of notices in the facilities of the Bacolod-Silay Airport to avoid confusion for their nationals who may not know English.
They are also seeking for the city accreditation of Bacolod Language Center Association. They have come up with a website with information about the city and the province of Negros Occidental.
The Koreans informed the mayor that they are hoping for more streetlights installed along Lacson Street, between 6th Street and B.S. Aquino Drive for security purposes.
Lastly, they requested for a particular office to assist their nationals in case of emergency, and where they can also file complaints.
In a formal letter to the Mayor, Oh Jae Yong said the presence of Lee Kue Bong in the Peace and Order Committee of the Tourism Council is a manifestation of their desire to assist the city in their security undertakings not only of Korean students but also of other foreign nationals visiting Bacolod.

A $1.5 million (P60.9 million) project that will tap renewable energy to provide sustainable livelihood systems for the poor will be operational in 11 communities in Negros Occidental to benefit 1,200 families this year, Jim Orprecio, Winrock International senior technical advisor, said yesterday.
The Japan Fund for Poverty Reduction, through the Asian Development Bank, is initiating the Renewable Energy and Livelihood Development Project for the Poor, or RENEW Project, that began on Aug. 9, 2004 and is expected to be completed and operational in July 31, 2008 to reduce poverty in off grid areas of Negros Occidental, he said.
The executing agency for the project is the Department of Energy, while the implementing agency is Winrock International.
Orprecio said they have also completed the installation of hydraulic ram pump systems in six communities in Sitio Antawan, Barangay Canlandog , Murcia ; Sitio Bagacay, Barangay Inapoy, Kabankalan City ; Sitio Digong, Barangay Mambugsay, Cauayan; Sitio Bara, Barangay Carabalan, Huimamylan City ; Barangay Lumbia, Cauayan; and Sitio Batol, Barangay Caliling, Cauayan.
The ram pumps will provide communities safe drinking water and water for agriculture-based livelihood projects, he said.
Hybrid renewable energy systems that use biomass and solar power for fish drying have also been established in the island communities of Sipaway, San Carlos City , and Molocaboc, Sagay City , he said.
Three micro-hydro systems are also being established in Sitio Balea, Barangay Laga-an, Calatrava; Sitio Vergara and Magtuod in Barangay Bug-ang, Toboso; and Barangay Baclao, Cauayan to boost agri-based livelihoods, he said.
To carry out the projects Orprecio signed for Winrock a Memorandum of Agreement with the Negros Women for Tomorrow Foundation through its executive director, Cecilia del Castillo, and the Negros Occidental provincial government represented by Acting Gov. Isidro Zayco.
A RENEW Micro Credit Fund of $350,000 (P14.2 million) will be established to extend micro-credit assistance among individuals and households for electricity connection and livelihood development, he said.
The MOA states that the NWTF will administer and manage the RENEW Fund.
With the fund, individual and household beneficiaries who are members of community based organizations at the JFPR sub project sites can avail of loans for the installation of household electricity connections, purchase of renewable energy-based mechanical and electrical equipment for livelihood applications and for the operation of livelihood activities, the MOA states.
The Negros Occidental provincial government will have over-all monitoring authority over the RENEW Fund project to ensure that its objectives are attained, the MOA also states.*CPG

City tax collection
up by 11 percent: CTO
The Bacolod City government posted an 11 percent increase in tax collection in 2007 compared to 2006 and exceeded its target this year by P20 million despite the crisis, Permits and Licensing head Ardis Jaculina said yesterday.
Records from the City Treasurer's Office show that the city's total tax collection from January to December 2007 is P220,026,974.30 compared to P197,406435.30 in 2006 covering the same period.
Jaculina also said they expect to collect more or less P240 million in 2008 because the city has improved the computerization of its one-stop-shop at the BAYS Center which is now on line with the main server at City Hall, as promised by Mayor Evelio Leonardia in 2007. She said the Mayor spent P97,000 for the installation of the equipment, and by Jan. 2 they were ready for the computerization of the BAYS Center for its one-stop-shop.
Jaculina said their target collection for 2007 was only 200 million based on the records of the CTO. She attributed the increase in business tax collection and regulatory fees and miscellaneous taxes to the enhancement by the city government of its one-stop-shop at the BAYS Center that has made the procedure and processing friendly to its tax payers.
She said this has helped reduce processing time and encouraged the business sector to pay their taxes.
They have also provided a suggestion box and have received positive feedback from taxpayers who said they are satisfied with the service at the BAYS Center . However, they suggested that the assessment be done also at the BAYS Center , she said.
“We wanted to promise them that but we reminded them that by January next year, we will be at the new government center where the one-stop-shop will be in only one area,” Jaculina said.
She said the one-stop-shop of the Bacolod City government won the Anvil national award for its excellence in business performance during the national convention of the League of Cities of the Philippines in Manila in 2006.
In 2007 it was again cited by the LCP as one of the best practices in the cities of the whole Philippines , she said, adding that it was one major factor that made Bacolod City win the Most Business Friendly City in the whole country award from the Philippine Chamber of Commerce and Industry.
Jaculina said she would like to inform everyone that, based on the Local Government Code and the Revenue Code of the City of Bacolod , the last day of filing renewal of business permits and payment of regulatory fees and business taxes was Jan. 20 but this was extended by the city to Jan. 31.
After Jan. 31, the taxpayers will be charged with a 25 percent surcharge and a two percent interest for every month of delay in payment, she said. The one-stop-shop at the BAYS Center is ready to serve the general public until Feb. 29 to give all the taxpayers and business sectors easy access to all departments to secure their clearances, she added.*CGS

WHAT ARE THE CHANCES OF THE BACOLOD City Airport being reopened?
How much is needed to restore it to its usable or operational status?

Mr. Job Lamela, Philippine Airlines (PAL) Bacolod manager was interviewed by ABS-CBN’s Mitch Lipa the other day.
It was found out during that interview that PAL is now bidding the works for the construction of a perimeter fence that will engulf the entire PAL and Lucio Tan-owned properties at the old airport.

Mr. Lamela said the fencing will cut accross the Bacolod airport runway, which, the airline executive added, will definitely make the runway more unusuable considering the fence.

We also know that the Air Transportation Office (ATO) has removed the runway lights and other take off and landing guidance facilities there.
Other equipment and devices were transferred to the New Bacolod-Silay Airport in Silay City.
Thus, in case President Gloria Macapagal-Arroyo puts into action what she reportedly agreed with Bacolod Mayor Bing Leonardia to have the airport reopened, how much will it cost, and when?
Will its reopening really change the destiny of the city economically?

I believe that the old airport location is best to be utilized for other purposes that will also generate employment and income for the city.
It’s just a matter of selling its potential to investors, inviting them to put up their businesses and facilities there.

It is time for Bacoleños and Negrenses to accept that a new airport is now serving both the city and the province.
The praises for the new airport are even addressed to both Bacoleños and Negrenses.
Just like other cities whose airports were also closed down as new and modern airport facilities were put up and opened, Bacolod must go forward and face the challenge to remain in its status as truly the capital city.
Everything still revolves around Bacolod.

Don’t tell me that just for the airport the investors will prefer Silay or Talisay City or EB Magalona.
Bacolod remains the center of commerce and trade in the province, and the challenge is for its officials to invite and bring in more investors to sustain it progressive growth.*

Making the lives better and healthier in Sagay City, the Dr. Pablo O. Torre Memorial Hospital has established a P10 million worth of maternal facility named as Dr. Pablo O. Torre Emergency Clinic and Birthing Home. It was blessed and inaugurated yesterday. Dr. Hector L. Torre, Chairman of the Board and President of Riverside College, Inc., linked this undertaking to the legacy left by his late father, Dr. Pablo O. Torre, former Bacolod City Councilor.
He recalled that his late father Dr. Pablo O. Torre had a dream. He dreamt of a better life, not for himself or his family, but a better life for others. Being the humanitarian and dreamer that he was, my father strove to bring quality health care to everyone. So, instead of building a hospital to service the City of Bacolod, he built a hospital to cater to the entire province of Negros Occidental.

Next week na gali! I am really excited kay they'll make it big this year.This celebration will bring in some Fil-Chinese in the country as like we have witness last year.There were guest from Cebu
and from neighboring provinces and hopefully it will draw crowds from other countries as well.:cheers:

Malaysia...nami ila na package...post ko sa sunod...sa parklane naman barato pero wala ko na ka kuha brochure kay na ubos...but i will be back tomorrow. ma visit pa ko sa cruise na booth. mostly local man lang ang ila na participants, pero ma ask pa ko sa amadeus kung ano ang nami nila na package
