^^ my friend told me that there is another one coming in because they like Bacolod City's location, cheap rental and electricity and also the business climate, big call centers here like Teletech and Teleperformance has 2000 and 1400 employees respectively, and Covergys already hired almost 500 and counting, human resources is abundant here. So there's no doubt that soon we will have another one.:)

By the way, I'll be asking several questions:
What is the time of the last trip to Dumaguete City?
How much is the generation charge per kilowatt hour in CENECO?
There are said to be 2 branches of Bigby's in Bacolod. What I know is the one in SM, where's the other one?

Foreign tourist arrivals
in Bacolod up by 122%
BY CHRYSEE SAMILLANO
Foreign tourist arrival in Bacolod City has increased by 122 percent in 2007 compared to 2006, while Overseas Filipino Workers arrival increased by 86 percent covering the same period, records from the Bacolod City Tourism Office showed.
Records showed that foreign tourist arrival in 2007 was 46,354 compared to 20,922 in 2006, while OFW arrival in 2007 was 14,128 compared to 7,612 in 2006.
Domestic tourist arrival also increased from 242,832 in 2007 compared to 224,728 in 2006, or an increase of eight percent, records also showed.
Total tourist arrival in Bacolod City last year is up by 20 percent, registering 303,314 visitors as against 253,262 in 2006.
Bacolod Mayor Evelio Leonardia yesterday said the total 20 percent increase is higher by 12 percent over that of the national tourist arrival which is only eight percent, as reported on television and the national papers by the Department of Tourism. It is the highest increase so far in tourist arrival registered in Bacolod, he said.
City Tourism Officer Imogene Kanaan said the increase in tourist arrivals can be credited to the call centers operating in the city. They have also observed that there are foreigners who come here to meet their “cybermates” and expats who like Bacolod and invite their friends or relatives to visit the city, she said.
The 2007 total visitors’ arrival means a tourism gross receipts of P985,425,430 which is arrived at by multiplying the total number of tourists by the Average Daily Expense of a tourist, pegged at P2,995 which is a result of a survey done by the Asian Institute of Tourism on Western Visayas on the standard spending of a tourist.
Kanaan said the Koreans top the five foreign tourist arrivals, flowed by Americans, Japanese, Canadians and Germans. This is the first time the Koreans topped the list of tourist arrivals, she said, adding that before it used to be the Americans.
Based on the category of accommodation establishments, the top grosser in tourist arrival for 2007 is L’Fisher Hotel for first class hotels, Sugarland for standard hotels, Pension Bacolod for pensions, Bacolod Pension Plaza for tourist inns and Palmas Del Mar for resorts, she said.
Kanaan said they have also observed that since 2005 there has been a steady increase of investment in tourism especially in accommodation facilities – construction of new hotels/pensions and renovation of existing ones, with an average of four new structures a year.
Another four new accommodation establishments are set to open in the city this year, she said.*CGS
This is really amazingly real in terms in number of foriegn tourist arrivals last year.Foriegners are present in every accomodations that Bacolod has. They are visible everywhere and BPO's has contributed a lot in number of foreign guest that we have. This is really a good indication for our local economy.
And so with Bacolod hotels, inns, pension houses are also experiencing the construction boom.More jobs were created such as construction workers(carpenters, welders, masons, plumbers and etc.),managerial positions, waiters cooks, chefs, receptionist ,bartenders and many more.Tourism industry in Bacolod is growing tremendously everyyear.
With regards to the accomodation establishments that have open so far are The Planta Hotel and Residences,The Westown Hotel and soon to open the Bacolod Pavillion Hotel and the Carribean Resotel in Goldenfields. Are they the four establishments that were mentioned?

Yup, medyo malaki ang triangular lot, and I bet it would be a good location for another call center, hopefully it would be another first class building. Is it true that they will transfer the North Terminal somewhere in bata inorder to help decongest the traffic in north lacson and in northdrive? wish the they will start the construction as soon as possible, and hopefully they will relocate the people living beside that Traingular Lot.

yes...its huge. i remember it was rumored before that its going to be SM supermarket...but right now i hope its going to be something bigger and better. I am expecting a wonderfully designed infrastructure. I also hope they will remove the squatters in front of it to make the area look good and to ease traffic. :)

Tourism
Sipalay City, Negros Occidental pushes for construction of access roads to promote tourism
Feb 17 (PNA) – The local government of Sipalay City in Negros Occidental through the Regional Development Council (RDC) requests the national government to provide funds for the construction of two access roads that could help promote the tourism potential of the province.
The first access road is the 30-meter concrete bridge project at Sitio Cantaca, Brgy Nauhang, which has been classified as “one of the tourism clusters of the city and home to resorts with sugar finery sand beaches and crystal clear waters.”
Brgy Nauhang has six resorts frequented mostly by European tourists.
The other project is the Campomanes Eco-Port access road in Sitio Alimango in Brgy Maricalum.
The Campomanes Eco-Port is situated in a bay which serves as a natural haven for ships.
It also has a cove, which was declared a marine reserve, ideal for diving and snorkeling activities.
The proposed 4.5 kilometer access road is worth P48 million. (PNA)

Kabankalan Airport Ready by 2010
Work on the Kabankalan City Airport in Southern Negros continues and hopefully would be finished in 2010, Acting Negros Occidental Governor Isidro Zayco told journalists in an interview Wednesday.
The runway is being levelled with the use of bulldozers loaned out by the provincial government including a backhoe which allows them to save on expenses, added Zayco.
The airport would sit on a 100-hectare property once owned by sugar planters which was awarded to farmer-beneficiaries
who agreed to sell their land share from P200,000-220,000 per hectare.
The DOTC pitched in by providing funds for the concreting of the runway.
Once finished, the Air Transportation Office (ATO) will provide all the equipment which will come from the old Bacolod airport. Personnel who will man airport traffic will be personnel from the Bacolod airport, too.
The Acting Negros Occidental Governor said that with the airport’s operation he believes this will boost tourism, Southern Negros especially Sipalay City and Hinobaan town in its southernmost portions being destination of tourists what with its beach resorts and diving destinations.
Kabankalan City airport would become the jump-off point for tourists and visitors going southward to savor the sea and sand. The airport could be used by airplanes similar to those going on flights to Aklan and Boracay. It would be the DOTC and ATO which would determine later whether bigger planes could use the airport safely.* (Edgar Cadagat)

that's just proof that affordable doesn't have to look cheap... it's design is good enough for a first class mall..
thats true, first class mall that is...but i hope they will keep it up, there are still lots of work inside the mall...new stores are coming up soon. i saw some stores are selling good stuffs. :)
wow that china town looks good. id definitely drop by there sa april.

Bacolod’s newest
LA VIDA NEGRENSE
The newest budget-friendly mall in Bacolod City opened yesterday. Up to 300 stores can be accommodated at a one-stop mall patterned after Manila’s famous 168 in Divisoria. Entrepreneurs Joseph Uy and Ryan Dominic Sy were among the early birds at yesterday’s opening of Bacolod’s Divisoria.
***
It was a double celebration recently at a newly-opened restaurant, for the birthday bash of Jean Valderrama and the blessing of a resto-grill owned by her daughter Thea Valderama, who is married to Louie Kilayko.
Family and friends came in full force to support the couple’s venture. The restaurant was named after their youngest son, Job. The putting up of the resto came to mind at an anniversary celebration of the Couples for Christ.
****
It was a night of good music, great food and good company as Bacolod welcomed its newest addition to the night scene: a bar owned by Michelle Gasataya-Pervis.
Guests felt they were in an offshore oil rig in the North Sea where Jake Pervis works as a subsea ROV pilot. Proprietors wanted to start the first British-inspired bar in the City of Smiles.
The bar was jampacked during the opening of the nautical-themed ambiance courtesy of Negrense interior designer Raymond Fuentes, who placed several photos of marine vessels in a gallery type set-up at the mezzanine.*

Dance recital set tonight
A dance recital in three acts called “Thumbelina” will be staged 7 tonight by the MMB Dance Center, at the University of St. La Salle Coliseum, in Bacolod City, a press release from organizers said.
The affair is a fusion of ballet, jazz and hiphop, and follows the story of a tiny girl no bigger than a thumb who hopes to find love from her own kind.
One of the more popular fairy tale classics by author Hans Christian Andersen, well loved music such as Let Me Be Your Wings by Barry Manilow and Follow Your Heart will be immortalized in brilliantly-choreographed dance numbers by Dr. Mary Ann Morales-Base and Victor Uy, director-choreographer, the press release said.
Proceeds of the show will go to the Pediatrics Department of the Corazon Locsin Montelibano Memorial Regional Hospital in Bacolod, the press release added.*

PAL INTERCLUB
Canlubang set for most lopsided win
By Ernesto Gonzales
Philippine Daily Inquirer
First Posted 21:18:00 02/29/2008
BACOLOD, Philippines--Unrelenting even with victory already secured, Canlubang produced its best daily output of 138 Friday to virtually set another first with a runaway 31-point lead going into the final round of the the 61st PAL Interclub Men's golf tournament here.
With a 405 total, the defending champion team from Laguna has now virtually clinched its first Senior-Men's championship "three-peat" while boosting the tournament record for most victories with 15 since its unprecedented triumphant debut in 1977 at Club Filipino in Cebu.
And it looks like Canlubang will end up with the biggest winning margin in memory. Three of its four players who counted for the day completed their 36-hole stints on Saturday, along with first-round top scorer Jhonel Ababa and Peter Villaber, at the Marapara course of the Negros Occidental Golf and Country Club.
Jessie Balasabas, the reigning National Caddies Open champion, justified his new status by matching par 70 at the Bacolod Golf and Country Club in Binitin, Murcia, for 36 points to pace Canlubang's solid and balanced scoring drive.
Rufino Bayron, winner of the DHL Open last January, contributed 35, Paul Echaves added 34 and one of the two 33s by Joseph Labajo and Mark Fernando rounded out the third-round effort that surpassed Canlubang's 137 Thursday, when it opened an unassailable 24-point margin.
Day-best two-under 70
Southwoods tried to put up a valiant stand with Tonton Asistio accounting for 38 on a day-best two-under-par 70. Last year's national amateur champion Anthony Fernando came up with a 34 and 11-year-old Miggy Yee posted a 33.
But Miggy's elder brother Miko made only 26 to give Southwoods 131 for the day and 374 overall as fifth man Chuckie Hong just had 23.
There was some consolation for the club from Carmona, Cavite, however, as it took solo second by seven points over Del Monte, which assembled 124 on a 34 by Boboy Jaraula, a 31 by Banny Abano, a 30 by Ondoy Mondilla and a 29 by Noel Langamin.
Canlubang team captain Luigi Yulo, who declared the championship was settled even before the third round started, said his club will remain unchallenged unless the others start developing their own talents.
And Tommy Manotoc, who again led Canlubang's winning campaign in the Senior division last week, said the club is merely reaping the reward of tapping talented young caddies trained under a program by the Philippine Amateur Golf Development Foundation.
"The lifeblood of Philippine golf," Manotoc said, referring to the former bag-
toters now playing for Canlubang.
They were all discovered in the NCO conducted by the PAGDF and further honed their skills under crack teachers at the Calatagan Golf Club in Batangas.
'Nothing to be ashamed of'
"There's nothing to be ashamed of-- you did your best," said skipper Thirdy Escaño of Southwoods, which came into the tournament hoping to repeat its winning act here in 2005 over a Canlubang squad that lost by only two points in a controversy-marred final round.
The lower divisions provided the excitement missing in the Championship class with co-host Negros now only three points ahead of Cebu Country Club, 337-334, in the Founders race and Victorias and Fil-Am Florida tied for top spot at 219 in the Friendship section.
Villamor shot 120 points for 326 to pull away in the Sportswriters division.
The tournament has Airbus, Boeing, Bombardier, GE Aviation, MTV Phils. and Solar Sports as platinum sponsors with Action Asia, Business Mirror, 105.1 Crossover, Pacsports and Royal Caribbean as major sponsors.
Fortune Tobacco, Gecas, MasterCard, People Asia and RMN are the corporate sponsors while Bombo Radyo, Callaway Golf, Century Park Hotel, Lufthansa Technik and Patio Boracay are the minor sponsors.
The third-round scores:
CHAMPIONSHIP--Canlubang 405 (130-137-138), Southwoods 374 (127-116-131), Del Monte 367 (123-120-124), Forest Hills 308 (98-106-104), Manila Golf 277 (97-90-90), Brookside 277 (93-81-103), Eagle Ridge 240 (82-73-85), Crystal Spring 218 (83-53-82), Fil-AM New Jersey 205 (68-95-42), SFO Shanghai 181 (67-68-46), Moffet Fields 178 (77-47-54), Pittsburg 178 (46-51-81), Mabuhay Las 160 (48-58-106), Heritage 158 (50-66-42), Greenhills 157 (24-63-70), 1872 LAX 154 (55-32-67), FIL-OZ Sydney 154 (59-58-37), Samahan Vancouver 109 (26-44-39), Par Breakers YVR 99 (28-32-39)

5J (CebuPacifc) is really competing with Vallacar (Ceres Bus) for the service and lower its fares as possible.
The total fare (with surcharges) is about P1000+ for one way ticket CEB-BCD v.v. Ceres Bus on the other hand is about P500+ inclusive of ferry rates. But to think of it, adding up an additional P500 for comfort and time would be fine for a plane fare.

Shining Moments for NOPSSCEA
The past few weeks and months have been shining moments for NOPSSCEA schools which gained national honors through the performance of their students in major competitions. The winners are Mylene Stephanie Lacson of La Consolacion College who topped the digital art category of the 40th Shell National Student Art Competition; Edward Warren Torres of the University of Negros Occidental-Recoletos, who emerged champion in the Smart Wireless Engineering and Education Program national quiz bowl and the St. La Salle team of Electronics Communications Engineering seniors who ruled the innovation competition also sponsored by Smart Communications.
St Lasalle Dominates Smart Innovation Tilt
Create, Innovate and Explore. This was the code, apart from the cell broadcasting disaster preparedness system which they developed that paved the way for five St. La Salle students to clinch the team champion’s award in the 4th SMART SWEEP Innovation and Excellence competition held in Cebu City early in February.
The competition aims to help strengthen engineering education and technology in the country. The USLS team, composed of leader Delman Alago ad members Francis Parcon, Kimwell Laluma, Paul Alvarez and Mark Paulo Salada, was accompanied to the national competition by ECE Department head Engr. Edgar Altarejos and mentors Jared Santibañez and Constancio Legaspi.
Their entry, which took five months to prepare is an innovative wireless project in keeping with the SWEEP theme of “Going Wireless for Disaster Preparedness”. The study, entitled “Geo Specific Public Warning System Using Cell Broadcasting” uses cell broadcasting, a cell feature that allows networks to send text messages to subscribers through identified areas, a similar feature used in Am/FM radio in messaging.
Delman explained that cell broadcasting sends info-messages through target location and mapping, adding that any phone has this kind of feature – which, in the case of Nokia, is known as “info messaging”. The message pops out anytime with reports delivered, which subscribers usually ignore, he added.
The team leader recalled they spent sleepless nights and even their own allowances for the project. “Five computers simultaneously operated round the clock while we were working on this at home he said, adding they invested nearly P15,000 for the project.
Their effort paid off with the students winning P500,000 for the grand prize and their school also getting another P500,000.
On the innovative side of the project, Alagao pointed out that cell broadcasting is such a powerful information tool that is from message jam, especially when traffic is congested, like during Christmas and new Year’s days. When the threats of disaster occur, the network, they have developed, having identified the location of the danger, can instantly alert subscribers in the area.
Parcon said that, if implemented nationally, the system can easily people in probable disaster areas at the fastest time.
The team also received a Cisco Certified Network Administrator scholarship from Trends Net Inc.
The USLS project bested 58 other entries, including two submitted by Ateneo de Manila students, which were later trimmed down to 10 finalists. The Ateneo entries, which staged flood detection using a sensor device and on epidemic mapping respectively, were adjudged second and third.
Alagao pointed out that his team was motivated to win. We wanted to win that’s why we did our research and technical work very well with each member being focused and cooperative in our team effort.
And he added the x-factor which was “with the production cost which was really less yet the whole thing is feasibly high”. The group has talented members with different gifts and all these complemented, said Engr. Altarejos, adding that the team demonstrated dedication, leadership and active participation – which are the traits of true engineers”.
Recoletos ECE Senior is quiz Bee Champ
A highlight in the 4th National SWEEP Awards held in Cebu City last month was the ‘PalaECEpan’ quiz bee which Recoletos Engineering student Edward Warren Torres dominated.
Participated in by entries from almost all of Smart’s 40 partner schools, the quiz bee was held to recognize the broad knowledge of students of various area in their field. The questions covered general engineering, electronics, signaling, data communication, transmission control and internet protocols and transmission and wireless technologies.
Torres won the closely-contested final round over Don Joven Agravante of the university of San Carlos in Cebu City, Nerissa Saluder of the Systems Plus College Foundation in Angeles City, Daryl Aaron Gaerlan of Ateneo de Manila University and Kistoffer Sy Laiz of Ateneo de Naga.
The national champion did a two-month preparation fort he competition but this volunteer Knights of the Altar of the Oratory of St. Nicholas of Tolentine believes more than hard work, his prayers and God helped him in the competition.
UNO-R Dean Christopher Taclobos and the winner’s mentor, Engr. Christopher Alunan, along with the Recoletos Engineering community, said they are happy of Edward Warren’s performance.
For his victory, the Bacolod student, the younger of the two sons of Warner Torres and Eulita Torres of JR Torres Subdivision in Bacolod City, won P40,000, a mobile phone and a full scholarship grant from Edge Review Center.
The quiz bee champ said he will treat his friends, classmates, teachers and parents once he receives the prize and save the rest for his Cebu review for the licensure exam later this year.
LCCian: Shell Digital Art Contest Winner
For aspiring Fine Arts practitioner Mylene Stephanie Lacson, anything that is simple is beautiful. For her, simplicity means “less colors, less strokes, less expectations”.
This, she said, should be the principle that every Filipino artist of her generation should have in mind in painting the world as she stressed: “ Let’s not complicate things, rather, simplify and true beauty shall be revealed.”
Taking inspiration from her LCC ARFIEN Department family, Stephanie, a Fine Arts senior majoring in Advertising, bested hundreds of entries as her work, “Tackle Down,” was declared first-prize winner in the 40th SHELL National Students Art Competition-Digital Art Category in Ayala Museum early November last year.
“It was my first time to join a competition. My friends thought it would be worth the try,” she said.
Her work used Photoshop technology with minimal brushes with blue, brown, and black coordination, tells a story of a neglected and unnoticed teddy bear in an event.
“There’s no really exact story to it. I’m not fond of teddy bears; it just came in and in the process it wove a story,” she said.
The young digital artist recalled that her group, MAJICAL, named after the first letters of her friends’ first names — Mylene, Agnes, Jenny, Ileana, Cheryll, Anika, and Larisa — thought of joining the competition since all are graduating this year.
“There were different categories like acrylic, oil, sculpture, and digital art. Each of us chose her field among the major categories and submitted our work,” she pointed out.
It took Stephanie less than three hours to accomplish her work, saying, “It was fun doing it, no expectations of winning at all.”
It was Stephanie’s second time to be acknowledged as an artist, following her Christmas card project in 2004 which was bought by San Miguel for P3, 000.
The NSAC is an annual undertaking of Pilipinas Shell Petroleum Corporation as part of its corporate commitment to help aspiring visual artists in the country.
Stephanie received a P50, 000-cash prize and plans of saving half of the amount in the bank and the other half as a gift to herself- a Hong Kong trip after her graduation in March.

I've suggested this several threads ago.
Anyway, I hope these tips will help visitors and the people of Negros Occidental:
Tips in Accessing New Bacolod-Silay Airport Through Public Transport
After Singcang Airport in Bacolod City was decomissioned, the flights bound for Bacolod City now embarks and disembarks at the new facility built by the Koreans, funded by the Japanese, some 20+ kilometers away from Bacolod City center. Located in the lush greeneries of the sugar plantation of the heritage city of Silay, the new airport (called New Bacolod-Silay Airport of Int'l Standards) can now accommodate even more passengers and now the prime gateway to the sweet province of Negros Occidental.
Because of its distance from the city center, here are some tips to get in and out of the NBSA thru public transportation:
Take the taxi if you have some extra juice in your wallet. It is the most expensive option for any traveler or backpacker because of the distance from Bacolod City. You may spend from P200-P500 (US$5.00 to US$12.00) for your fare, depending if you are to negotiate with a fixed rate or metered rate.
There are shuttle services from SM City Bacolod and Robinsons Cybergate and in Robinsons Place Bacolod. Usually, they leave the terminals 2 hours prior to the departure time of the flight. The fare is tagged at P100 (US$2.40).
You may avail of the hotel's shuttle service if you are checked-in at any hotel in BCD.
For the unconventional and budget-stricken people, you may opt to take a jeepney to Silay City and have yourself disembark at the Public Market. There, take a tricycle or a multicab bound for Guimbala-on. The fare from Bacolod City (Mandalagan area) to Silay City costs you P10-P12 (US$0.25) and from Silay City Public Market to the new airport will be P10 (US$0.25).
Another one, there are colorum SUVs parked beside Silay City Plaza and will charge you for P50 (US$1.20) per person or P200 (US$5.00) if you are to occupy the whole "shuttle" itself. It may take time to fill up the "shuttle service" or leading you no choice but to pay for the vacant seats if you are really in a hurry.

Foreign Arrivals Via Cruise Ship Rising
February 2008
The Department of Tourism (DOT) is expecting a sharp rise in visitor arrivals via cruise ship in 2008. The announcement follows the department’s welcome of 1,595 passengers on board MV Costa Allegra during its first two calls to Manila this year.
“MV Costa Allegra is one of several cruise liners that have recently included the Philippines in their itinerary. The DOT is currently coordinating with our partners in the private sector to position the country as a major Asian destination for those travelling by sea and increase arrivals from this particular group,” Tourism Secretary Ace Durano explained.
The DOT’s ongoing program for cruise ships dropping anchor at Pier 13 of the South Harbor, Manila include a Masskara street dance and brass band to welcome the visitors. Souvenir leis and information materials are distributed to those taking day tours. Pangkat Kawayan, an orchestra that plays indigenous bamboo instruments, has been tapped for the farewell number at the end of the day.
Tour operator Travel People organized day visits around Corregidor, Tagaytay, historic Manila and a special shopping trip. According to tour organizers, more than half of the passengers availed of the guided trips, while others opted to explore Manila on their own.
The MV Costa Allegra has increased their stopovers to the Philippines from 10 in 2007 to 14 this year, by far the most frequent by a single vessel. Three visits are already scheduled in March.
Each voyage would have as much as 800 tourists on board, comprised mostly of British, French, Spanish, Italian and other European nationals.
The world-renowned Italian cruise provider features the country in two of its Asian programs, namely Treasures of the Far East and Jewels of the Far East. Both courses include stops in China, Malaysia, the Philippines, Vietnam, Indonesia, Brunei, Singapore, Korea and Japan.

Relics arrive tomorrow
BY ELI FRANCIS TAJANLANGIT
Close to 400 volunteers and several organizations in Bacolod City have mobilized for the 2nd visit of the pilgrim relics of St. Therese that begins 1 p.m. tomorrow.
“The outpouring of help is overwhelming,” said Sergie Tan, liaison officer of the organizing group for the visit. “People just come forward to offer what they can,” he added.
Preparations for the visit, Tan said, has been primarily done by volunteers – from the secretariat to the education committee, down to the marshals and ushers.
The military has also been involved, considering that it was the military bishop of the Philippines, Msgr. Leopoldo Tumulak who brought the relics to the Philippines from Lisieux, France.
The Philippine National Police, the 6th Regional Mobile Group, the 303rd Brigade and the Air Force have already offered their services, Tan added.
St. Therese of the Child Jesus is also known as patroness of soldiers after cases of her intercession for soldiers in the battlefield during World War I were reported.
The saint was also known for her concern for prisoners and in this connection, her relics will be brought inside the city jail. Inmates at the Bacolod jail are now preparing for her visit together with the Prison Ministry led by Manggi Coscolluela.
The pilgrim relics will arrive at the BREDCO port 1 p.m. tomorrow. These will be brought to the San Sebastian Cathedral for the welcome rites and mass. A motorcade will bring the reliquary to the city jail, and from there to the Carmelite Monastery in Mandalagan, Bacolod City.
At 6, a mass welcoming the relics in Carmel will be celebrated by Fr. Bernard. Veneration will begin after the mass until 10 p.m. when the monastery will be closed.
Carmel will open at 6:30 a.m. on Wednesday, March 5, for the regular mass. Veneration is scheduled from 8 a.m. to 10 p.m.
On March 6, Thursday, the relics will be brought to the Diocese of Kabankalan after the 6:30 a.m. mass in Carmel. They will be brought back at 5 p.m. A mass will be celebrated by the clergy of the Diocese of San Carlos led by Bishop Jose Advincula. Veneration will resume after, until 10 p.m.
The relics will be sent off for its next stop, Malacañang, on March 7. There will be mass at 6:30 a.m. in Carmel. Departure for Silay is at 9:30 a.m. The send-off motorcade will pass by the San Diego Pro-Cathedral in Silay on its way to the airport from where it will take off at 11:30 a.m.*EFJT

Yap Delivers SOCA, Appeals for Unity in Escalante City
By Teresa Ellera-Dulla
Escalante City Mayor Me-lencio “Biboy” Yap appealed for cooperation and offered peace to his opponent in the last election.
During his State of the City Address (SOCA) on the 7th year Anniversary of Escalante as a chartered City, Yap acknowledged two city councilors who cooperated with his administration in passing their annual budget. He said that approval of their annual budget was a Valentine gift of the Sangguniang Panlungsod to the people of Escalante. He noted that SP members who are identified with the opposition were always absent during the session to avoid passing the budget. In fact, Vice Mayor Santiago “Maymay” Barcelona was absent during the deliberation on the budget. Barcelona was also notably not present during the mayor’s SOCA.
Escalante City was identified as one of the most hotly-contested areas all over the province because of the rivalry between Yap and Barcelona.
The wife of Barcelona ran for city mayor but lost to Yap, who said, he has been offering friendship to Barcelona and he is thankful that political tension in the city is gradually minimized.
On his SOCA, Yap said in the first 6 months of his administration from July to December last year, they were able to incur a savings of about P5 Million in terms of gasoline expenses and repair of heavy equipments. He is also hoping that they could incur more savings as they are planning to acquire brand new heavy equipments so that maintenance cost will be minimized. If other Local Government Units even the towns have brand new equipments used in the barangays, there is no reason that they could not have these brand new equipments.
For this year, Escalante City has an Internal Revenue Allotment of P203 Million and Yap said their P238 Million budget for this year is more than enough for the city government to deliver the basic services for the people. In fact, they have allotted P1 million for the indigents’ hospitalization. All indigents will be covered by the fund regardless of their political colors. Each indigent will receive P5,000.
Yap also announced that the Vicente Gustilo District Hospital will soon be opened. The 75-bed hospital is jointly funded by the city government of Escalante and the Provincial government. He also promised that his administration would ensure transparency, accountability and the rule of law will always be followed. To be given priority also by his administration is the repair of city hall’s roofing although it was just renovated by the past administration with a budget of P16 Million. Water slither from the roofing and there are offices that are affected every time there is rain. The same is experienced on the roofing of the newly-renovated wet public market. Yap alleged that old galvanized iron were on the roofing.
During the SOCA, the city government also gave plaques of appreciation to former city officials who were instrumental in the conversion of Escalante into a chartered city. Yap was then Vice Mayor while Barcelona was the Mayor. Barcelona also failed to receive his plaque.*

thank you bernie for this tip :)
Your welcome.
And another tip though, if your bound for Iloilo please do avoid taking OCEANJET 1! Its crampy, the stench of smoke enters the ship, bahu-suka is prevalent and if you are at the front seats, your baggage is littered at the aisle!
If OceanJet is indeed promoting tourism in the region as one of its aims, they should have that particular vessel moved out IMO or have it improved! The other Oceanjet vessel is the opposite of OJ1, although crampy yet its quite big and there is a business class option.

^^ Yup. Although it may take time. Most of the RoRo services from Bacolod are bound for Dumangas in Iloilo. Only a few (like Montenegro Lines) go straight to Iloilo City. The former may only take you 1 1/2 hours and the latter may take you 3-4 hours.
Basta, matan-aw na ko sa schedule sang OceanJet para indi na gid ko kasakay sa OJ1!!! :bash:

I think @SUV111 posted here previously that SM is planning to build a hotel at the vacant lot fronting
the SM City-Bacolod complex. Hopefully, SM Bacolod will be one of those selected in the 14 sites
for this Casa SM hotel chain.:)
SM hospitality arm to build 14 hotels for tourists, OFWs
By Lovely Nica P. Lee
19 Nov 2007
Source: BusinessWorld
THE HOTEL Investments Group of listed holding firm SM Investments Corp. is planning to put up a hotel chain nationwide in order to tap the growing consumers in the domestic tourism market.
To be called Casa SM, the hotel will be built in 14 sites that the company has yet to be determined by the company. The hotels, which will be marketed to local tourists and overseas Filipino workers (OFWs) visiting the country, will feature a minimum of 50 rooms at an average size of 24 square meters each and will have a rate of P2,000 per night.
"We’re fine-tuning the 14 sites. Once we select the sites, we’ll finalize the ," said Merril F. Yu, senior vice-president of the Hotel Investments Group. "There’s a growing demand for hotel accommodations from multiple users in second- and third-tier locations and we’re going in those areas," he added. Mr. Yu also said that the strategy was to open one Casa SM in places where the SM malls exist. There are 30 SM malls nationwide.
"As the tourist number increases, we want to develop hotels that add value to SM products," he said. "We’d like to capture synergies of an existing mall structure and build a hotel [near the mall]," he added. Mr. Yu said the group aims to [B]open two beta sites by the end of 2009, which would serve as the springboard to the balance of the 12 other units they would be coming up.
He also noted the possibility of partnering with an international management operator for the hotels depending on how many rooms a site requires. The Hotel Investment Group is now busy completing the expansion of Taal Vista Hotel from 128 rooms to 262 rooms, Mr. Yu added.
He said the group has also jump-started the renovation and conversion of the 400-room Cebu hotel beside SM City Cebu into a five-star operation by Sofitel of the Accor Group, a European hotel management firm.
The P2.8-billion five-star hotel was designed by United States-based master planner and architect Wimberly Allison Tong and Goo. Preparations are also being made for a Radisson Hotel in the Mall of Asia Complex which will have about 400 rooms, Mr. Yu said.
The hotel will be developed and managed by Carlson Hotels Asia Pacific, and aims to be the country’s premier business and tourism district by the Manila Bay. The Hotel Investment Group is positioned as a progressive development group that will optimize multiple investment vehicles in travel and tourism, and consequently, add value to the existing businesses of SM Investments.
The group contributes 8% in the total revenues of SM Investments Corp.’s property development business. SM Investments is the Sy family’s publicly listed holding firm, which handles its real estate, retail merchandising, shopping malls, and banking businesses.

SMIC to build hotel chain near SM malls
By Honey Madrilejos-Reyes
19 Nov 2007
Source: Business Mirror
SM Investments Corp. (SMIC), the publicly-traded holding firm led by shopping-mall mogul Henry Sy, will put up a hotel chain for businessmen to bolster its position in the country’s growing tourism industry.
In an interview, senior vice president for hotel investments group Merril F. Yu said the plan is to build the hotels near the SM shopping malls to make them more enticing to clients.
“Our plan is to test the market first by starting with two hotels. Our target is to put up a total of 14, which we hope to complete in the next two years,” he said. They will consist of 50 rooms, with an average rate of P2,000 per day. Yu said that SM Investments will likely tap an international operator to manage the hotels.
Earlier, SMIC tapped European hotel operator Accor to run its P2.8-billion hotel in Mactan, Cebu. The five-star hotel has 400 rooms and forms part of the Sofitel brand of international hotels.
It is expected to open in December 2008. Other SM hotel projects in the pipeline are two hotels in SM BayCity to include the recently announced Microtel project; a hotel in Hamilo Coast; and boutique hotels in selected sites in Luzon and the Visayas. Next year, SMIC is spending P15.6 billion to fund its property projects, including hotels.

SM mulls boutique hotels near malls
19 Nov 2007
Source: Malaya
SM Investment Corp. plans to build a string of boutique hotels of 50 rooms each near the SM malls nationwide. For starters, the conglomerate is assessing possible sites in 14 malls.
SM is currently building a series of residential condominium buildings adjacent to its malls. Merril F. Yu, SM Investments senior vice president for hotel investments group, said the the company will break ground in two "beta sites" next year.
The two "beta sites" would be operational by end 2009, according to Yu. "This will allow to capture the synergy of two existing structures and add value to them", said Yu. Yun said SM will invest P1.7 million per room for its hotel business.
SM Investments would tap outside expertise in running the hotels, according to Yu. SM Investments earlier also used its mall as a pivot factor in developing its condominium development in two projects in Manila.
"SM Mezza" is a four tower residential project SM Developments Corp., SM Investment’s unit, is developing adjacent to the SM Sta. Mesa mall. The "Grass Residences" meanwhile is a similar three-tower development that will rise beside the SM North Edsa in Quezon City.
SM Investments meanwhile intends to spend roughly P26 billion for capital expenditures by 2008, with focus on property, tourism and mall development. SM Investments executive vice president Jose Sio said roughly P15.6 billion would be spent for property development.
About P6 billion will be set aside for mall expansion and SM’s retail and banking businesses will be budgeted P2 billion and P2.3 billion respectively. Sio said about P7 billion of the intended capex "may be funded by borrowings" with the balance to come from cash from operations.

I don't know if you'll all agree here but from what I've heard, Silay City was "the city" than Bacolod during the late Spanish colonial period all the way to the Commonwealth. Therefore given her the monicker "Paris of Negros".
Anyway, if you are the governor of Negros Occidental, except for Bacolod City, where would you prefer to put the capital of the said province?
maybe san carlos.......galing malayo......

I think Sylvia Manor is better than L'fisher if your talking about the room design... it gives you the feel that one is really in the Philippines or in an asian country unlike the later that the rooms are very generic. In sylvia though, the walls of the rooms seem to lack character. Nami pagid kun may is ka huge green leaf sa isa ka vase... hehehe Btw ano ang theme sang sylvia manor haw?
thats true, the rooms of sylvia are much better compared to lfisher but i suggest they should add some decorations inside. Lfisher need to renovate some of its rooms kay daw ka daan na gid.

Murcia Water District Switch-on
Yesterday marked another milestone in the town’s history as Murcia Mayor Sonny Coscolluela led the ceremonial switch-on of the Murcia Water District.
Murcia will no long experience water shortage as the spring source in Brgy. Alegria could supply thrice more for Murcia town’s total number of households.
The old municipal water system that served the town for quite sometime will now cease its service.
Present were the MWD board of directors, municipal officials and employees, Eng’r. Joselito Villaroman of LWUA, among others. With the proper use of water and protection of our environment, Murcia’s water source could supply the generations to come

GMA OKs P10-M Bacolod’s Floodway Project
Through the persistent efforts exerted by Mayor Evelio Leonardia and Councilor Bobby Rojas, chairman, committee on infrastructure, the P10 million floodway project for Purok Riverside, Brgy. Banago, Bacolod City, Pres. GMA has approved the release of said amount and ordered its immediate implementation.
Counc. Rojas said, the project is supposedly a project under the Department of Public Works and Highways (DPWH) but they have found ways for the immediate approval of GMA because after all, it is the people of Bacolod who suffer the difficulty, and it is the mayor who is being blamed.
Rojas said PGMA has also ordered DPWH to implement as soon as possible the said project and have it finished before the start of rainy season.
Rojas also said, the floodway bypass is a 500-meter concrete rip-rap, with 6-meter high and 6-meter thick project.
The area has been reported flooded everytime there is heavy rain due to siltation of the river. With the riprapping project, the water dropped by the strong and big waves from the shore, and the high tide will be controlled by the riprap, and ultimately save lives of residents.

^^ thanks for this news jeff, i read in the newspaper that Banago was spared from flooding. this is mainly because of the project done by Monico where he dug the river deeper and made it a bit wider, he places some dikes on the side and made look better.

Even the Danish husband of my friend who joined the PAL Interclub was impressed with the city. RP inks $55-M biofuels deals
WASHINGTON, DC – The Philippine government signed here Tuesday $55 million worth of business deals with American corporate giants in the development of renewable energy sources to help develop the emerging bioethanol and coco-diesel industries in the country.
The Department of Agriculture (DA) headed by Secretary Arthur Yap along with Philippine Ambassador to the United States Willy C.Gaa witnessed the signing of both contracts between FE Clean Energy and Global Renewable Energy Network (GREEN) Inc.
The formal signing of the two business agreements was held a day after Yap arrived here along with Energy Secretary Angelo Reyes to attend the Washington Washington International Renewable Energy Conference (WIREC).
In his remarks after the signing ceremonies, Yap said the agreements present the Philippines with “valuable opportunities to generate international interest in the country’s bio-fuels feedstock development program” and “provide promising potentials for our farmers apart from favorably contributing to energy production and environment preservation.”
During the contract signing, Marriz Agbon, president of the Philippine Agricultural Development and Commercial Corp. (PADCC), Francisco Hoyos, vice chairman of FE Clean Energy of Darien, Connecticut, and Jose Maria Zabaleta Jr., chairman of Bronzeoak Clean Energy, forged a letter of intent (LOI) committing the two private firms to invest $30 million in the Philippines’ biofuel industry with the goal of partly supplying the domestic requirements of the market as provided for in the Biofuels Act of 2006.
The PADCC, the DA’s implementing arm for its national biofuel feedstock development program, committed to prioritize the development of fuel ethanol and bioenergy projects in the Philippines and provide the necessary support to ensure the success of the would-be projects of FE and Bronze Oak, FE’s Philippine affiliate.
“We recognize the indispensable role that private capital play in developing our emerging industries, such as the biofuels sector, which will not only comply with out commitment to promote clean, renewable energy, but will also reduce our dependence on dollar-draining imported fuel sources and will generate hundreds of thousands of jobs in the countryside,” Yap said.
FE Clean Energy began last year to build its bioethanol plant in San Carlos , Negros Occidental, and expects to open this facility in the last quarter of 2008.
During the signing ceremonies, Zabaleta informed Yap that the San Carlos City plant will be fully operational by December 2008, producing 125,000 liters per day of ethanol or 40 million liters per year.
Under the new agreement forged with PADCC, FE Clean Energy will expand its operations in the country by constructing two more plants in Tarlac and Bukidnon.
PADCC also signed a separate agreement with GREEN Inc., represented by its president and chief executive officer Rafael Diego, to jointly develop 100 units of village-level biodiesel processing facilities in coconut-producing areas in the country.
Agbon said the target areas under the memorandum of agreement (MOA) with GREEN include Quezon, Laguna, Batangas and several provinces in Bicol.
Costing $25 million, this project is expected to produce 1,000 liters per day of coconut methyl ester in 12 hours and will initially benefit 5,000 families and 100 farmers organizations and cooperatives over a two-year period beginning 2008.
Under the MOA, PADCC will take charge of “identifying, qualifying through a process of selection and recommending” to GREEN the beneficiaries of up to 100 Greenstar 1000 biodiesel systems for bio-diesel production.
GREEN will take charge of finding financiers that will provide the resources necessary to supply, deliver and install these biodiesel systems.
Last year, President Arroyo signed into law Republic Act 9367 or the Biofuels Act, which aims to ease the country’s addiction to imported, dollar-draining and pollution-generating petroleum products.

Seaoil to invest P45M for 6 new retail stations
Seaoil Philippines Inc., the country’s largest independent oil company, is investing about P45 million to put up six new retail gas stations in various parts of the country.
Glenn Yu, Seaoil president, said the construction of the additional fuel refilling stations is part of the company’s aggressive expansion program for 2008.
For the first two months of the year, Yu said the company has opened stations in Payatas(Quezon City), Magalang (Pampanga), Sta. Cruz (Laguna), Lacson St.(Bacolod), Kabangkalan (Negros) and Bagumbayan (Sultan Kudarat).
Yu said they are planning to put up more retail stations within the next few months.
“We’re exploring other expansion opportunities in the Panay Islands and other strategic areas in Visayas and Mindanao where we currently account for around three percent of total industry market share,” Yu said.
To provide a low capital option for interested franchisees, the company has developed the Seaoil Express Station with a modular station design, the first of its kind in the industry. The initial capitalization for these stations already includes the franchisee fee, which is also kept low at P350,000.
Yu said the company also provides credit terms, branding initiatives and margin support programs for franchisees.
According to Yu, Seaoil also invested in the construction of several depot facilities strategically located in key areas nationwide to complement the expansion of its retail network.
At present, he said Seaoil has a depot in Mandaluyong City which has a total storage capacity of 16.2 million liters, the largest storage facility among the independent players in Metro Manila.
Seaoil, he said, also has access to a terminal in Mabini, Batangas that currently has a capacity of 10 million liters. It likewise maintains a storage facility with a capacity of 2.2 million liters in Bacolod to serve its network in the Visayas region. In Mindanao, its storage facility in Dipolog has a capacity of 1.3 million liters.
He said the company also maintains a fleet of vessels capable of bulk distribution within the archipelago.
“This setup provides it with access to a wider and more extensive market than its competitors and gives it greater reach, flexibility and control,” he said.
Seaoil gained the distinction of becoming the first independent fuel company, other than the big players Petron, Shell and Caltex, to operate following the deregulation of the country’s downstream oil industry in 1997.
Yu said the oil company intends to put up 126 stations in 2008, 43 of which are already in various stages of construction.
Last year, the firm pumped up its net income five-fold to an estimated P150 million from the 2006 earnings of P36.8 million as the rapid expansion of its retail gas station network boosted sales.
“This substantial growth in earnings could support at least the initial stages of Seaoil’s expansion activities until it is able to raise the required capital from other sources,” Yu said.

Cooperative bank opens;
to assist SME members
Acting Gov. Isidro Zayco said the soft opening of the Negros Cooperative Bank in Bacolod City yesterday will help the financial needs of cooperative members, such as those engaged in small and medium scale businesses, in Negros Occidental.
The NCB, whose creation was initiated by Gov. Joseph Marañon, will be formally opened on his birthday on March 19, Zayco said.
Fr. Aniceto Buenafe blessed the bank building located in the Capitol Lagoon Park along North Capitol Road in Bacolod City yesterday, after which initial deposits were accepted, Nestor Bayona, provincial government consultant on cooperatives, said.
Zayco said the provincial government is looking into depositing P5 million in the cooperative bank to help boost its resources, if it is legally allowed.
That is because local governments are required to deposit in government-owned banks.
Meanwhile, the provincial government is providing the building being used by the bank.
Bayona said 43 cooperative primaries are the original investors and members of the bank.
The chairman of the Board of Directors of the new bank is Ramon Peñalosa of the Negros Agricultural Entrepreneurs Multi-Purpose Cooperative, while vice chairman is Bayona of the Kabuhayan MPC.
Members are Essena Ramirez of La Castellana I Personnel MPC, Franny Tolcidas of the Federation of Cooperatives of Negros Occidental, Eduardo Ravena of the Bacolod City Employees MPC, Reynaldo Bantug of VMC Farmers MPC, Edgardo Sarrosa of the Farmers MPC, Francisco Boyoc Jr. of the Kasuko Workers Agri Corp. MPC, Clemente Estampador of the Kabankalan-Ilog Teachers and Employees MPC, Roy Cordova of the CENECO Employees MPC, and Alex Barrios of the Sagay City Employees MPC.
Treasurer is Reynaldo Bedaure Jr. of the Capitol Government Employees MPC, while Geoffre Alcazaren is corporate secretary and Ma. Pevi Tongson of the Kusog sg Kababainhan MPC is secretary of the board.
The Bangko Sentral Ng Pilipinas issued the certificate of authority to operate for the Negros Cooperative Bank effective yesterday, Bayona said.*CPG

Confab to tackle
sustainable agri dev’t
Around 50 representatives from various sectors converge in Bacolod City starting today for the two-day Visayas Agricultural Roadmapping Conference-Workshop: “Transforming Philippine Agriculture through Sound and Coherent Farm, Trade and Rural Development Policies” at the Check Inn Pension.
The gathering, which hosts farmers, agrarian reform beneficiaries, millers, planters and participants from non-government organizations, the academe, local governments and national government agencies, is being organized by the Fair Trade Alliance and the Center for Research and Special Studies in collaboration with the Philippine Rural Reconstruction Movement-Negros.
The conference reels off today with discussions on various agricultural development perspectives in the Visayas, including those from the Department of Agriculture, farmers and NGOs. In the afternoon, workshops will be conducted on trade and development and on agrarian reform.
Tomorrow, a session on the “The Agrarian Crisis: Why a Philippine Farm Bill” will be discussed by the Office of Rep. Rene Velarde, which will be followed by the launching of the Visayas Fair Trade Network to be discussed by FTA executive director Rene Ofreneo.
PRRM-Negros said it holding the conference-workshop on context that the Philippine agriculture is in the doldrums and stagnation was brought about by structural adjustment programs, which started in the 80’s and the different market access liberalizations commitments in the World Trade Organization, ASEAN Free Trade Agreement, and the several regional agreements like ASEAN-China, ASEAN-Korea, among others.
It said that for former senator and FTA convenor Wigberto Tañada, the challenge is how to transform agriculture as a motor of economic growth and how the different policies surrounding it can be developed in a holistic manner to bring about this transformation and renewal.
We want to plan for the sustainable development of agriculture in the holistic and coherent manner, Tañada added.*

New Road to Emerge for NGC Passengers
To provide lesser transportation expense on employees and passengers going to the new government center at the Angela Estate Subdivision, a shorter road will be opened soon.
This is an overdue program which has been hatched when Mayor Evelio Leonardia was still a City councilor until he became a mayor in 1996.
Leonardia said, he has discussed with the two transport groups - United Negros Drivers and Operators Center (UNDOC) and Federation of Bacolod Drivers Association (FEBACDA), and SInsp. Levy Pangue, chief, Traffic Management Unit, to come up with a plan in opening a new route once the new government center is opened for public service.
The new route will be shorter by 30 minutes compared to the present route which takes a long time.
Leonardia said the road to be established will start from Las Palmas Resort passing Doña Juliana Subdivision, then direct to the new government center, without passing Libertad Market anymore.
The NGC is on the final stage of the project, and will be open to the public soon. Hence, the preparation for public convinience is being readied now, Leonardia said.* (Edith B. Colmo)

Contact Us About us Home Mayor Bing Lauds PLDT’s Prompt Response to Clean & Green Call
By Edith B. Colmo
In response to the request of Mayor Evelio Leonardia for support of the Clean and Green project through the clearing of some areas with eyesores around the city, the local office of the Philippine Long Distance Telephone Company (PLDT) has quickly acted on it.
Renato C. Santillan, Head, PLDT Bacolod Business Zone reported to the mayor that his office has already fixed and tightened the sagging telecom lines in several areas of the city.
These areas are: from Bacolod Convention Plaza Hotel to the Corner of Galo-Lacson Streets, and from Hernaez-Araneta Streets to Plaza Mart in downtown area. For the meantime, these are the only areas PLDT could clear from sagging wires due to limited local funds.
In this connection, Leonardia said he will request the top management of PLDT for the logistic support to the local PLDT office so that the whole Bacolod area will be cleared from octopus like and sagging telephone wires.
Such gesture of PLDT, Leonardia said, is positive manifestation of support to this administration and the people of Bacolod.
During the recent launching of PLDT-SMART Business Center at SM City Bacolod, no less than Vice president for corporate business operations Cesar Enriquez said that in the Visayas, Bacolod City is leading in sales having 75% market for fixed/landline services.
Also, its PR head Evelyn del Rosario was amazed by the progress of Bacolod through the administration of Mayor Leonardia as
manifested by the awareness of even a mere taxi driver.
Bacolod City has been declared by the Department of Interior and Local Government as THE CLEANEST AND GREENEST HIGHLY UBRANIZED CITY IN THE PHILIPPINES.
To sustain this title, all areas which need to be cleared from the mess are being monitored, including the sagging wires of PLDT which are considered eyesores to the public. PLDT has responded positively, and Leonardia lauded such gesture.*

IMO, they will not put up a mall if they think Bacolod people cant sustain it. Buying market of Bacolod has increased due to the fact that a lot of people now have jobs compared in the previous years. we should thank the MAJOR call centers which we now cater...they are of big help to Bacolods progress. But i hope this mall wont be like Mall 888, its enough already to have one divisoria like mall in the City.

RP signs deal to expand Negros bio-ethanol plant
By Othel V. Campos
Washington D.C.—The Philippine government signed Monday a $30-million project agreement to expand the capacity of the country’s first bioethanol plant from 145,000 liters per day to 200,000 liters.
Agriculture Secretary Arthur Yap signed the memorandum of agreement with project proponents Francisco Hoyos, vice chairman of FE Clean Energy, and José Maria Zabaleta, president of Bronzeoak Clean Energy, at the Philippine Embassy in Washington.
The pact calls for increased cooperation in developing bio-fuel feedstock.
“The department is prioritizing the development of fuel ethanol and bioenergy industries to supply the needs of the domestic market as well as fulfill the goals of the Biofuels Act of 2006,” Yap said.
Yap is among the guests to the Washington International Renewable Energy Conference, where he presented the Philippine position on bio-fuels generation and the country’s efforts to cooperate with the alternative fuels production across the world.
FE Clean Energy and Bronzeaok are building the country’s first ethanol and bioenergy plant, San Carlos Bioenergy, in San Carlos, Negros Occidental, with the backing of the National Biofuel Feedstock Development Program and Philippine Agricultural Development and Commercial Corp.
Using sugarcane as a feedstock, the plant will produce ethanol for blending with gasoline and electrical power for the national grid.
Ethanol is a clear, colorless alcohol with a characteristic odor.
Ethanol can be used in blends of 20 to 100 percent in special vehicles called flex fuel vehicles, which can take in either pure ethanol or pure gasoline or any combination of both.
The San Carlos plant is capable of producing 125,000 of anhydrous fuel-grade ethanol and 8 megawatts of electricity. It is expected to be fully operational by November, in time to contribute to meeting the January 2009 bioethanol-gasoline blending requirements of the Biofuels Act.

Negros Panaad Festival 2008 eyes more tourists
BACOLOD CITY March 7 (PNA) - The Negros Occidental provincial government is eyeing more tourist arrivals and visitors for this year's Pana-ad sa Negros Festival in Bacolod.
Marlin Sanogal, provincial information officer, told the Philippine News Agency full-blast preparations are now on for the holding of the sugar-producing province's biggest annual festival, slated April 26 to May 3, 2008.
Sanogal said Pana-ad brings together the 32 towns and cities of Negros Occidental in an array of theme booths that showcase their history, arts, culture, trade, investments and tourism at the sprawling Panaad Park and Sports Complex in the capital city of Bacolod.
She said Pana-ad had been attracting an increasing number of balikbayans, domestic and foreign tourists every year that the festival is staged.
Pana-ad also showcases each city and town's own festival and street dances, products and tourism and investment potentials through their respective theme parks and booths at Pana-ad grounds, Sanogal said.
The provincial information officer said kiosk rentals which are open to the general public, including non-Negros residents are now open for reservation.
She said there are 91 slots available for food kiosks, 64 slots for dry goods kiosks, 27 slots for garden kiosks, and 38 slots for the selling of ice cream/shakes/hotdogs.(PNA)

The only formula i can think of @Smile, with or without the Bing-Orola tandem is:
Political will + Govt funding/support + Private sectors = SUCCESS.

^^ Exactly @Smile. Tourists usually come back to a particular place for the sole reason that they love the warm welcome of its people. Just a simple sincere and accomodating help to a tourist/s asking for directions of places of interests, can really make a big difference. I hope Bacolod can maintain its cleanliness and greenest in the country even with the increase in developments all around the city.:)

LCC sets annual fashion show
The “Alta Costura” or High Fashion organized by students of La Consolacion College will be held at Robinsons Place Fountain Area in Bacolod City, 3 p.m. Sunday, a press release from LCC said.
The competition of creations in five categories is the annual culminating activity of the Fine Arts students in Fashion and Costume Design of the LCC School of Architecture, Fine Arts and Interior Design.
The ARFIEN is celebrating its 45th anniversary this month.
Categories are the fantasy inspired “Fantasia Majika;” and “Lipad Pinoy,” which will feature costumes of Filpino superheroes; “Some Enchanted Evening” - a showcase of high fashion gowns; “Parade of the Orient,” featuring Orient inspired costumes; and “Paper Brides,” the climax of the show, showcasing bridal gowns, bouquets and veils made of Japanese tissues, tracing, krepe, kraft and handmade papers, the press release said.
Twenty aspiring designers will vie for the award in each category, as well as the most promising artist, best headdress, best costume and best model honors.
Contest judges are Bacolod designers John John Ditching and Lourdes Lipa, director Bobby Benedicto, and two faculty members of LCC-Bacolod, the press release added.*
