These new developments in our city @Smile really did tickled our fancy. Its more than enough for us to feel that Bacolod's economy is vibrant and exciting. We hope to see more participation of Bacolod's local govt. One great contribution maybe is for Bing's administration to setup more traffic lights system all over the city.:)

Castro joins Tipon in Kazakshstan Olympic qualifying

IT'S now confirmed. Two Negrense amateur boxers will try to nail Olympic berths when they compete in the last Asian Olympic qualifying event for the August Beijing Olympiad.

Lightfly Godfrey Castro, a native of Cadiz City, Negros Occidental who came home with a bronze medal from the 15th Asian Games in Doha, Qatar in 2006 has been tapped by the Amateur Boxing Association of the Philippines (ABAP) to replace the injured flyweight Violito Payla in the Kazakhstan Olympic qualifying event starting March 15.

Castro is scheduled to leave for Kazakhstan together with bantamweight Tipon, a native of Sitio Sibucao, Barangay Banago, Bacolod City, and two others on March 12.

This will be the second time the Negrense pug will compete as a replacement in an international tournament, the first one being in the Doha Asiad where he replaced two-time Olympian Harry Tañamor and came home with a bronze medal from that stint.

Tañamor was suspended from the national pool by ABAP in 2006 allegedly due to breach of discipline and was reinstated in 2007 in time for the world championship in Chicago where he qualified for the Beijing swummer games in the process.

Albert Pabila of Barangay Handumanan, Bacolod City, a lightfly bronze medalist during the 2007 24th Southeast Asian Games in Thailand, confirmed yesterday to SunStar Bacolod that indeed Payla recently got injured during training at the ABAP training camp located at Teachers Camp in Baguio City.

Both Tipon and Castro are tipped to nail Olympic berths in the Kazakhstan competition since only lesser rated competitors from other Asian countries are expected to see action in the said event.

Barangays receive IRA share

Fourteen out of the 61 barangays in Bacolod City have complied with the Solid Waste Management Barangay-Based Requirement for the release of their Internal Revenue Allotment share for this year, a City Hall press release said yesterday.

The total IRA share of the 61 barangays is P132 million.

The requirements are programs of work duly signed by barangay kagawads, resolutions of barangay officials signed by both the Punong Barangay and Kagawads, and an affidavit of undertaking signed by the barangay captain, the press release said.

Mayor Evelio Leonardia has designated Councilor Greg Gasataya as chairman of the Barangay-based Solid Waste Task Force, which is in charge of evaluating and approving the release of IRA share to barangays, the press release added.*

I am from Manila and will be relocating next month to Bacolod City. I'll be bringing my family with me. I have been searching for house for rent in the Internet for more than a week now but was not successful yet. Maybe some of you can recommend a good place to rent, preferrably near the Convergys Bldg or near Lecole or Creative Beginners. I hope you can give me contact information of those who are renting out a house.

Pearl Manor recently marked its 10th year through a night of good food, dancing and music. It was a dual thanksgiving celebration for the Tupas family members, who were brightly clad in their cheongsam attires. The festivity began with a dragon dance performed by the Chinese Chamber Volunteers.

There was also a car show sound-off organized by their family members. Guests were toured to the newly-renovated boutique hotel. Among those present were the group of Dr. Ver Lacson, Dale Demonteverde and the SMC team, and the French Club of Bacolod headed by Champa Gidwani.*

Kalinungan turnover set tomorrow
BY NIDA BUENAFE

The Balay Kalinungan Negros Foundation Inc. will turn over the management and operation of Balay Kalinungan to the University of St. La Salle tomorrow, China Gallaga of the USLS’ Center for Institutional Development said yesterday.

Through the years, Balay Kalinungan or House of Peace, has grown into a complex that the foundation deemed it necessary to turn over its management and operation to the university, Gallaga said.

The turnover ceremony is an acknowledgement of the graciousness and generosity of the foundation to the university, she said.

To efficiently manage Balay Kalinungan’s operation, the university has hired professionals and students enrolled in the Hotel Management department are helping them out, Gallaga said.

Built in 1991, the facility serves as a spiritual formation center for the University’s students, faculty, staff and members of the extended Lasallian family and also as venue for various local, national and international events.

With its air-conditioned conference halls, dormitories, bedrooms, chapels, prayer rooms and prayer garden, Balay Kalinungan is ideal for institutional or group events, conferences and conventions, retreats, recollections, reunions, weddings and birthday celebrations, Gallaga said.

With the lack of a convention center in the city that can accommodate a large crowd of participants, Balay Kalinungan can now be offered as an alternative.

Santuario De La Salle, which is part of the Complex, has a grand hall that can seat 800 people and three function halls with a capacity of 200 persons each.

Maison Parmenie, meanwhile, is a private unit with six twin-sharing air-conditioned bedrooms with private toilets and showers, an air-conditioned living and dining room and kitchenette while the Hermitage has two studio-type units with living/dining room, private restroom and kitchenette for persons or couples seeking solitude and personal reflection.

Although part of the university campus, Gallaga said guests booked in the complex do not have to pass through the main gates of USLS and will instead use Gates 6 and 7.

With the operation and management of Balay Kalinungan turned over to USLS, Gallaga said the university is transforming itself into more than just an educational institution, opening its gates to the public for stronger social relations.*NAB

Reusable bags now in Bacolod City
Bacolod City (8 March) -- An environmentally-friendly reusable bag called the "Envirosax" was launched in Manila last month, and is now available in Bacolod City.

The bags not only help the environment, but are also becoming an attractive fashion accessory around the world.

This was brought about by the growing war on plastic shopping bags.

Plastic bags are a menace. Billions are thrown away every year. They contributed to floods, block drains, pollute rivers, kill animals and provide perfect pools of warm water for mosquitoes and other insects to breed rapidly.

The Envirosax is being endorsed by the Negros Forests and Ecological Foundation Inc. (NFEFI), which fully supports the use of reusable shopping bags.

For each Envirosax sold in Western Visayas, P5 will be donated to NFEFI to help its Biodiversity Conservation Center at the Provincial Lagoon, Bacolod City. (PIA/cad)

Golf-for-a-cause tees off March 15

Golfers from Manila and Iloilo get to pit their skills with Bacolod’s finest in the 15th annual Rotary 'Golf-for-a-Cause' tournament set March 15 to 16 at the Negros Occidental Golf and Country Club in Barangay Bata, Bacolod City.

The tournament is organized by the Rotary Club of Bacolod Marapara, headed by former amateur golf star Eduardo Coscolluela, who said that proceeds of the tournament will be used for the club’s medical missions.

A press release from the club said players can sign up on the first day of the event at the Negros Occidental Golf and Country Club. Registration is pegged at P1,000 which includes the awards dinner and two mulligans.

Serving as tournament director is past club president Emilio Infante.

Defending his 'Golf for a Cause' crown is Fil-Am Al Concepcion, a 56-year-old retired investigator with the California State Department. He took the trophy last year with a net score of 84 points under the Stableford scoring system.

Interested parties may contact club director Robert Harland at 433-2036 or 0916-3437048.*

:lol:During nightime you won't fail to turn you eyes on that screen because it's a very unusual type of advertising in Bacolod. It's location is also perfect because it faces the intersections of Araneta St. and Quezon St.

I saw some advertising vehicles roaming around Bacolod last December.Huge posters occupying the entire back portion of the vehicles. It's very similar to those in Makati.

FBC honors new nurses

The Fellowship Baptist College in Kabankalan City, Negros Occidental, will honor today its pioneer nursing graduates who passed the December 2007 licensure exams, with a parade and a testimonial dinner, a press release from the school said.

Fifty-seven out of 78 FBC nursing graduates passed the board exams and the school posted a 73 percent passing percentage, considered as the highest in nursing board exam results in Negros Occidental, the press release said.

On Wednesday, a review center in Iloilo City where the graduates reviewed from July to November 2007, tendered a dinner for the FBC nursing board passers, the press release added.*

Int’l film fest in Bacolod set

Believing in the “healthy culture” of artists in Bacolod, a group of movie directors will stage an international film festival in the city this year.

Open to high school and college students, the .MOV International Digital Film Festival’s “silvershorts” division, which was launched last week, is the first in Bacolod, Paolo Villaluna, a member of the Independent Filmmakers’ Cooperative, which sponsors the event along with Robinson’s Movieworld, said.

Villaluna, who directed the digital movie Selda, starring celebrities like Ara Mina and Michael de Mesa, said, one reason they will hold the festival in Bacolod is the “healthy relationship between independent filmmakers here.”

The contest is in its third installation and will award a P100,000, P50,000, and P30,000 cash prizes for the top three 20-minute digital films in the “silvershorts” category in September in Bacolod.

In a written statement, the festival’s director, Khavn de la Cruz, said, despite the challenges of government bureaucracy and the limitations of funding, they continued to work for digital films because “they believe this is just what Philippine cinema needs.”

“.MOV is here because we believe there is hope still for Philippine Cinema. Our aim is to provide venue where digital storytellers can bring their personal visions to a wider audience” and “help unleash new talents who will infuse new blood” to it, De la Cruz said.

120 more TN outlets
eyed in Neg.Occ.

The Department of Social Welfare and Development is eyeing an additional 120 Tindahan Natin outlets in Negros Occidental in 2008, a government press release said.

DSWD head Fernando Alabado said their agency screens applicants and they usually grant the project to unemployed and poor beneficiaries to help them augment their income and make affordable rice available in their area.

In 2007, there were only 325 TN outlets in the province. The opening of 120 outlets this year will bring the number to 445.

Under the TN program, operators receive a total of P20,000 worth of rice from the National Food Authority to be sold at the mandated price of P18.25 a kilo.

TN operators cannot sell NFA rice beyond the prescribed price, Alabado said.

The TN project has erased the long-held perception that NFA rice is inferior to commercial rice, he added.

Records show that as of January 2008, repayment rate is at 54.54 percent but the figure is expected to reach 100 percent by June.

Alabado said the good repayment rate indicates that TN has given many families the opportunity to earn while making quality and affordable rice available in their communities, the press release said.*

Nietes, Peñalosa get Elorde Awards
By Henry C. Villalva

TWO Negrense pro boxers who are currently holders of world championships will be honored along with three others as Boxer of the Year awardees in the 8th Gabriel "Flash" Elorde Awards Night Banquet of Champions set March 25 at the Centennial Hall of the Manila Hotel.

The two Negros boxers are Donnie Nietes of Murcia, Negros Occidental and Barangay Granada, Bacolod City, who won the vacant World Boxing Organization (WBO) minimumweight championship last Sept. 30, 2007, defeating Thai opponent Pornsawan Kratingdaenggym via unanimous decision at the Waterfront Hotel in Cebu City; and, San Carlos City native Gerry Pe¤alosa who won the world bantamweight crown by dethroning Mexican Jhonny Gonzales via a seventh round knockout in August last year at the Arco Arena in Sacramento, California.

This is the first time the Elorde best boxer plum will be given to more than one boxer, and both Negrense were cited by the Sports Communicators Organization of the Philippines (SCOOP) Bacolod during its 2007 SCOOP Awards for outstanding Negros athletes last December 29, 2007.

Also sharing the Elorde awards are IBF flyweight champion Nonito Donaire, IBF minimumweight titlist Florante Condes, and peoples champion Manny Pacquiao.

Nietes, who is currently undergoing preparations for his forthcoming first title defense in Dubai told SunStar Bacolod in a text message he is very happy with the Elorde award. "This is a prestigioys boxing award and I'm thankful for it- I'll always treasure it," the soft-spoken former Negros Amateur Boxing Association (NABA) campaigner said.

Negros Lin-ay wins national talent award
BY NIDA BUENAFE

Negros Occidental Lin-ay sang Negros 2005 winner Rizza Liz Catigan did not make it to the Top 10 of the Bb. Pilipinas 2008 pageant Saturday night but her beautiful voice won her the Miss Talent special award.

Catigan joined the national beauty contest with several beauty titles under her name, including Lin-ay sang Sagay, Murcia and Sipalay City. She was also crowned Miss Riverside 2004, Miss Himamaylan and Miss Binalbagan and was a runner-up in the Kabankalan, Candoni, Valladolid and MassKara Queen pageant in Bacolod City.

The Negrense beauty was one of the 24 candidates in this year’s beauty search for the country’s representatives to the Miss International, Universe, and World pageants won by Patricia Fernandez, Jennifer Barrientos, and Janina San Miguel, respectively – the latter earning numerous criticisms online for her boo-boo in the question and answer portion.

City gov’t eyes own hospital
BY CHRYSEE SAMILLANO
http://www.visayandailystar.com/2008/March/11/

Bacolod Mayor Evelio Leonardia has issued an executive order directing the creation of a study group for the construction of a city hospital or for the augmentation of the existing structures of the Corazon Locsin Montelibano Memorial Regional Hospital.

The study group is chaired by Vice Mayor Jude Thaddeus Sayson and composed of representatives from the Bacolod City government, University of St. La Salle and CLMMRH.

In his order dated March 6, Leonardia said one of the recurring concerns that faces those in public service is how to meet the increasing demand for affordable quality health care, particularly for the economically-marginalized sectors of Bacolod City.

There is an urgent need for the conduct of a feasibility study on a city hospital that should center on the options of augmentation of the existing structures of the CLMMRH, or the construction of an entirely different hospital at another site, he said.

The feasibility study will be of great help in the formulation of concrete plans on how to improve the delivery of health care to those who are most in need but cannot afford it, Leonardia said.

Sayson said he will call an initial meeting within this week to set the guidelines on the study to be made. The study group will present the results of their study to the mayor and the Bacolod Sangguniang Panlungsod, he said.

The CLMMRH can be considered for the short-term plan, the City Health compound for the medium-term and for the long-term, they can consider the possibility of the city running a new hospital, Sayson said.

As chairman of the study group, he said, he prefers putting up a new hospital for the city.

Other members of the study group are Councilors Napoleon Cordova, Reynold Iledan, Roberto Rojas and acting City Health Officer Dr. Salome Biñas for the city, Dr. Epifania Simbul, Joreslyn Bala-an and Ramon Negapatan for CLMMRH, and Elsie Coscolluela, Romeo Teruel and Elvis Olivares for USLS.*CGS

‘Gaisano willing to host
terminal for jeepneys’

http://www.visayandailystar.com/2008/March/11/businessnews1.htm

Bacolod Councilor Wilson Gamboa Jr. yesterday said the management of Gaisano is open to the proposal of providing an area for a jeepney terminal on their property along Gatuslao Street, Bacolod City and to accommodate the fish vendors in Bonifacio Street.

Gamboa said he met with the management of Gaisano last week to discuss the idea. He also proposed if they could accommodate the money changers along Ballesteros Street, he said.

The Gaisano management agreed to include the proposal in their plans and they will also construct a building in their 1.1-hectare property on October, he added.

Gamboa said the closure of Bonifacio Street on experimental basis is supposed to end on March 15 but they are proposing a win-win solution for both the vendors and the businessmen along the area.

The Astral Inc. and the tenants occupying its building at Bonifacio Street had earlier asked the city not to extend Resolution 49 pertaining to the closure of the street to accommodate fish vendors from 4 p.m. to 9 p.m. everyday.

Gamboa said he is communicating with the lawyers of the affected businessmen. They will try to extend the road for the businesmen to have easier access and have parking spaces along Bonifacio Street, he said.

“I hope the businessmen will reconsider and allow the vendors to continue selling in Bonifacio Street,” he added.

Meanwhile, Gamboa said the vendors along Narra Street informed him that they will voluntary vacate the area by March 31.

The Kumpel Construction will provide each family financial assistance of P1,000 and provide work for their husbands, he said.

Villamonte Brgy. Captain Andre Victor Las Piñas is also willing to accommodate some of the vendors in their market in Villamonte, Gamboa said. He is glad that the private sector and the barangay officials are helping out the city with its problems concerning illegal structures, he said.

On the other hand, the Living Way Apostolic Church has provided hazard insurance coverage to 100 traffic enforcers in Bacolod City, Gamboa said.

The church, headed by Pastor Efren Agtoto as chairman and Pastor Errol Granada as vice chairman, earlier donated 150 pairs of raincoats and boots for the traffic enforcers of Bacolod, he said.

The city has only 110 Traffic Enforcers and 30 are regular employees, 28 are job order casuals while the rest are casual employees, Gamboa said.

Volunteer traffic enforcer Ike Cualbar, who returned the pouch of a Bacolod resident, has been given a casual position for setting a good example, Gamboa said.*CGS

'Poverty is not an excuse': Gamboa

BACOLOD City councilor Wilson "Jun" Gamboa, Jr. stressed on Monday during the opening rites of the weeklong TESDA Reflexology Seminar that poverty is not an excuse not to rise.

According to the legislator, that most of the people in Bacolod and even in most part of the country is making poverty as a reason not to uplift one's level in life. A belief he justified to be wrong.

"There are lots of things to do to uplift ourselves from being at this particular level through beneficial livelihood programs like the reflexology," Gamboa said.

"It is not because we are at this present level, we will just allow ourselves to remain and not do anything about it," he added.

Gamboa stressed that many people came from the root level yet sacrificed and looked for alternative living to overcome poverty. There is no reason then that people who are determined could not succeed.

He disclosed that providing livelihood projects to the poor families in the city through short-term educational scholarshiphs has been his flatform during the campaign period in 2007.

"At the start of the program, we catered 500 scholars. However it posted 30% drop-outs in the first quarter because of lack of money for daily expenses. But he tried to bring the livelihood to the beneficiaries.

Meanwhile, Tess Soriano of Abad Santos-Madrigal Foundation said that this Reflexology training costs Php 4,000 - Php15,000 in Manila.

Furthermore, Soriano said that the training is a noteworthy initiative to help every individual uplift and upgrade himself to be more competitive.

A total of 60 participants registered for the week-long activity which runs March 10-14 at the Dawis Kinderhome, Incorporated office at #36 Villarosa Compound, Lizares Avenue, Bacolod City.

Negros gov receives Pagdayaw Awards

Bacolod City (11 March) -- The provincial governors of Region 6 led by Antique Gov. Sally Perez and the Negros Cultural Foundation headed by Lyn Gamboa will pay a special joint tribute to Negros Occ. Gov. Joseph Marañon during the 12th year anniversary of the Negros Museum.

The six provincial governors of Region 6 through Gov. Sally Perez said they are paying tribute to Gov. Marañon for his accomplishment on the area of health, education, housing and other basic social services which improved tremendously during his term. They are also recognizing Gov. Marañon's contribution in the field of tourism development and investment and trade promotion, environment conservation, livelihood incentives and infrastructure.

Lyn Gamboa, president of the Negros Cultural Foundation, said the special award for Gov. Marañon is in recognition of his contribution to the promotion of culture and the arts in the province.

Gamboa said that it was through Gov. Marañon's efforts that they were able to renovate the Museum and mount cultural affairs that otherwise would not have been possible without his support.

Foremost of Gov. Marañon's contribution to the Foundation is his initiative in encouraging support from all LGU's by pledging annual grants to the Negros Museum to sustain its programs in cultural heritage preservation and appreciation.

Antique Gov. Sally Perez said that this award is a first, where a cultural organization partners with heads of government to recognize and honor individuals who trail blazed the cause of art and culture in their respective constituency. (PIA/cad)

Slam dunk contest to draw PBA All Star crowd at WNU

SANTA Lucia Realtor Kelly Williams is all set for the PBA All Stars slam dunk on the semi-final of the Smart PBA Philippine Cup against the Alaska Aces at the West Negros University gym.

Come All-Star weekend on April 24-27, the high-leaping, 6-3 Sta. Lucia guard will strut his slam dunking prowess before adoring fans at the WNU gym in a nationally televised event.

Williams, who grabbed the Best Player of the Conference plum in the recent Smart PBA All Filipino Cup won by the Realtors, is among the handful expected to thrill Bacolod fans who will troop to the WNU gym for the slam dunk side event.

Other possible high-flying acts to watch are Air 21 Express starter Arwind Santos, former slam dunk champion Cyrus Baguio of Red Bull, Welcoat rookie Fil-Am Joe Devance and three-time defending titlist KG Canaleta also of Air 21.
Williams and Canaleta are expected to pit skills anew as Williams lost in his bid last year to dethrone the ex-University of the East Red Warrior when he failed to convert twice his between-the-legs jam.

Aside from the slam dunk, also expected to attract the crowds on All-Star weekend are the three-point shootout, won last year by San Miguel Beerman Dondon Hontiveros. the obstackle challenge topped last year by Alaska's Sillie Miller, and the trick shot which was won last year by Dennis Miranda also of Sta. Lucia.

Canaleta defeated Talk 'N Text's Jay Washington, 79-54, in the finals of the slam dunk competition last year.

Negros to defend
reg’l Palaro titles
BY CEDELF TUPAS

Negros Occidental hopes to continue its dominance in the Western Visayas Regional Athletic Association Meet, which begins Thursday in San Jose, Antique.

The Negrenses are defending champions in both the elementary and secondary divisions of the March 13-17 meet that aims to determine the Western Visayas representatives for the Palarong Pambansa next month in Puerto Princesa, Palawan.

With the games held in Bacolod, Negros Occidental proved too strong for perennial rival Iloilo, running away with the high school title with an impressive tally of 465 points under the Department of Education’s scoring system that gives 25 points for ballgame titles, 30 for each athletics and swimming crown and 15 for winners in minor events like badminton, table tennis and lawn tennis.

The Negrenses bagged the boys and girls’ volleyball, basketball, sepak takraw, baseball, softball, boys’ athletics, boys and girls’ swimming, lawn tennis, badminton, gymnastics, girls’ table tennis, boys’ taekwondo and boxing last year.

Those wins gave Negros a 110-point advantage over Iloilo (355 points) at the end of the six-province meet.

The outcome was much closer in the elementary division, where Negros collected 363 points to win the title ahead of Iloilo with 336.5.

The Negrenses will also defend their elementary swimming, athletics, baseball, badminton, softball and taekwondo titles.

The other delegations seeing action in the regional meet are Capiz, Aklan, Antique and Guimaras.

Antique is hosting the regional Palaro for the first time since 2004.*CPT

PNOC-EDC SAYS
Award for buffer
zone passed evaluation

The Mt. Kanlaon Natural Park buffer zone geothermal area awarded to the Philippine National Oil Co.-Energy Development Corp. went through an evaluation process extending for five and a half years, a press release from the firm said yesterday.

The review included that of Department of Environment and Natural Resources and the Park Board from February 1996 to March 1997, Provincial Development Council from June 1997 to October 1997, Regional Development Council from October 1997 to March 1998, and Congressional hearings from August 2000 to June 2001, the press release said.

“We conducted several consultations from September 1996 to January 1997. We also secured the required endorsement from the Park Board after the review of the Provincial Development Council and the Regional Development Council,” Gino dela Cruz, resident manager of PNOC EDC’s Northern Negros Geothermal Power Plant said.

Dela Cruz said that PNOC EDC conducted stakeholder consultations from September 1996 to January 1997 for a total of five months in all the political units within the park.

“As a result of the consultations, the Park Board endorsed the geothermal block as a buffer zone or as a multiple-use zone of the park on March 11, 1997. By August 15, 2000, the DENR ruled in favor of including the PNOC EDC block as a buffer zone based on the process undertaken,” dela Cruz explained.

After getting confirmation of an existing resource inside the park from the World Bank consultant of the park, the 38-member Park Board consisting of DENR, LGUs and NGOs agreed to reduce the geothermal block assigned by DOE in the Service Contract from 1,850 hectares to 169 hectares to access the resource and to minimize the forest impact, the press release said.

The allocated area was declared a geothermal buffer zone and segregated from the park’s protection zone under R.A.9154, known as the Mt. Kanlaon Park Act of 2001, it added.*

Lozada set to speak
at three venues
BY CARLA GOMEZ & NESTOR P. BURGOS JR.
http://www.visayandailystar.com/2008/March/12/topstory6.htm

Senate witness Rodolfo Noel Lozada is scheduled to speak at three venues in Bacolod City Friday afternoon, Fr. Anecito Buenafe, director of the Social Action Center of the Diocese of Bacolod, said yesterday.

Senior Supt. Rosendo Franco, Negros Occidental police director, said he has not received any information of threats on the life of Lozada in the province amid fears raised that he could be in danger during his provincial sorties and security measures had to be taken.

They are creating their own ghosts, Franco said.

Senior Supt. Ronilo Quebrar, Bacolod police director, said organizers have not requested for police assistance during the Lozada visit. They have not coordinated with us for security, he said.

In Bacolod, Lozada will speak at the Sanctuario de La Salle at the University of St. La Salle from 2:30 to 3:30 p.m., and at the La Consolacion College Auditorium from 4 to 5 p.m.

At 5:15 p.m. on Friday he will join a concelebrated mass for truth at the San Sebastian Cathedral and will address the mass goers after the Holy Communion.

At 6:30 p.m. he will join a forum with the clergy and nuns at the Bishop’s House. Bishop Vicente Navarra and the priests of the Diocese of Bacolod have called for the resignation of President Gloria Arroyo saying she has lost the moral authority to govern.

Lozada will be arriving in Bacolod from Iloilo.

On Friday morning, Lozada will join a two-kilometer march for “truth, justice and accountability” in Iloilo City.

In a press conference, Iloilo groups belonging to the Alliance for Truth and Justice, yesterday said thousands of protesters including students, professionals, lawyers and businessmen are expected to join the protest march calling for accountability in the scrapped NBN-ZTE project.

Lozada will be met my multi-sectoral groups on his arrival at the Iloilo airport in Sta. Barbara town. The contingent will caravan from the airport to the University of San Agustin in this city where Lozada will meet with the Augustinian community.

Protesters assembled at the University of San Agustin and Lozada will then march to the De Paul College in Jaro District where a protest rally and forum will be held. Other protesters are expected to join along the protest route from schools and communities.

Iloilo City is known as an administration bailiwick where the President and administration candidates have won by a large margin in the last elections. Iloilo City Mayor Jerry Treñas, chair of the League of Cities of the Philippines, Justice Secretary Raul Gonzalez and his son and namesake Iloilo Rep. Raul Gonzalez Jr. are staunch allies of the President.

“The protest actions which are joined by more and more Ilonggos show that the people here are rejecting the corruption plaguing the administration despite the pro-administration stand of most Ilonggo officials,” said Hope Hervilla, regional coordinator of the party-list group Bayan Muna.

Rev. Stanley Flores of the Jesus Is Lord Movement urged public officials to come out and join the calls for “truth, justice and accountability” amid allegations of bribery involving top officials of the government on the scrapped deal.*CPG/NPB

P5M for teachers
ECOLA ok’d
BY CHRYSEE SAMILLANO
http://www.visayandailystar.com/2008/March/12/topstory7.htm

The Bacolod City School Board has approved the release of P5 million for the unpaid Emergency Cost of Living Allowance of more than 2,000 public school teachers, acting Bacolod Vice Mayor Greg Gasataya yesterday said.

“Hopefully we could settle the remaining balance on the teachers’ unpaid ECOLA next year,” he said.

When the administration of Mayor Evelio Leonardia took over in 2004 the unpaid ECOLA of public school teachers was P65 million, Gasataya said. At present it is less than P20 million, he said.

The city government is also planning to provide school bags and notebooks to public elementary and high school students in the city on top of the miscellaneous fees it has been subsidizing, Gasataya, chairman of the Committee on Education, said.

The city has identified a budget for the purchase of school bags and notebooks for about 70,000 public school children that the School Board, headed by Leonardia, will approve when he returns from the United States, he said.

The city will also be putting up additional classrooms and they are now evaluating which schools are in need of them, Gasataya said.

The city has also provided a budget for the hiring of additional guards to augment the existing ones assigned to the different public elementary and high schools all over the city, Gasataya said.

Meanwhile, Gasataya said the city has about 500 scholars and the Bacolod City College will start accepting applicants for scholarships next month. The number will depend on the availability of the budget, he said.

An applicant should be in the top 20 percent of his/her graduating class, a resident of Bacolod, and must have a family income not exceeding P10,000 a month to avail of the city’s academic scholarship, Gasataya said.

To avail of the city’s scholarship for the poor, one must be a resident of Bacolod, and should have a family income not exceeding P5,000 a month, he said.

The BCC was established in 1995 during the first term of Leonardia as city mayor.*CGS

Malacañang 'boys' here today
By Erwin Ambo S. Delilan

TWO Palace "favorites" tagged as President Gloria Arroyo's "boys" are here Wednesday in Bacolod City.

Deputy Presidential Spokesperson Anthony Golez and former Presidential Spokesman Michael Defensor are due to arrive in Bacolod, a day ahead of Rodolfo "Jun" Lozada, Jr. who is set to talk in one of the colleges in the City on Thursday about the controversial NBN ZTE Broadband deal.

Upon arrival at the Bacolod-Silay Airport, Golez will hold a press conference with the local media prior to his scheduled media interviews in different radio and television stations in Bacolod starting this afternoon until Thursday.

Golez, according to a source from Malacañang, will discuss issues that will clarify the stand of the National Government in the controversial NBN ZTE Broadband Deal.

Golez is a native of Pontevedra town in southern Negros.

On the other hand, Defensor, who is reportedly slated to replace Executive Secretary Eduardo Ermita in June, will attend the 85th birthday celebration of Bacolod's real estate magnate Simplicio Palanca to be held at the Bacolod Pavillon Resort and Hotel.

Defensor, however, refuses to hold a formal press conference but is reportedly okay for an ambush interview, the source said.

Meanwhile, Presidential son-turned-Pampanga Representative Juan Miguel "Mikey" Arroyo is coming to Bacolod on Friday.

The source said Mikey will attend the public hearing for the Ceneco-Kepco deal at the Social Hall of the Provincial Capitol Building on the same day.

Sammy Palanca turns 85
By Erwin Ambo S. Delilan

SIMPLICIO "Sammy" Palanca known as the "Father of the Reclamation Area" in Bacolod City is celebrating his 85th birthday Wednesday.

Palanca's birthday will also coincide with the opening of one of the newest hotels in Bacolod, the Bacolod Pavillon Hotel, also located within the Reclamation area.

Palanca, however, wants his birthday celebration to be simple and be focused on the blessing and inauguration of the new hotel, the latest for Bredco (Bacolod Real Estate Development Corporation).

He also refused to be interviewed but only wished for a long life to live and more blessings to come.

Palanca's name has been a by-word in Bacolod as he is known to be "the man behind" the making of a 250-hectare Reclamation land presently hosting the City's port, Negros Coliseum, Bacolod Pavillon Resort, and the giant SM City Mall, among other commercial establishments.

But aside from these numerous and noble achievements yet Palanca is also among the controversial names in the City more than the local politicians due to the latest port takeover issue.

He, however, is unfazed by the noise about the alleged "irregularities" on the present management of Bredco of the City's port causing the City Council to approve Councilor Dindo Ramos's Port Takeover Bill by December last year.

Palanca, in an earlier interview, said that he will fight the port takeover bill in court no matter what will happen.

He stressed that he spent almost all his life in creating land and in building the port not for himself but for the Bacolod people, yet the current set of City officials want to disregard his efforts.

"I'll fight this case till the end," he said in a previous interview, adding, "Because I want to die with a clear name and reputation."

Palanca, on behalf of Bredco, filed a civil case against all those who approved the port takeover bill including Mayor Evelio Leonardia and Vice Mayor Jude Thaddeus Sayson.

The case is now in court.

Despite this, Palanca still proposes to build a hospital at the Reclamation area to be equipped with modern and state-of-the art medical equipment and will be the center of modern treatment.

At present, Palanca is also building an 8-storey condominium beside the new Bacolod Reclamation Hotel.

I have seen a few men in Negros Occidental who have the vision, the foresight, the tenacity, the single-mindedness, and the focus to pursue his dreams and see to its fruition.

But above all these traits is his capacity to survive. He has outlived, not only his friends but most especially, his enemies. And don’t count him out. He is still strong.

Last week, while visiting a friend, I saw him near his Pavillion Hotel. He invited me to a tour of his five-storey building, climbing the flights of stairs.
I was happy I could keep up with him. But I had the feeling other people of our age would find difficulty following his pace.

wow! great news indeed. but i think the facade of the provincial jail has a historical value. don't you think restoration even just the facade is viable?

Prov’l Jail to Have Modern Facilities

The Bureau of Jail Management and Penology (BJMP) will soon have a new building and facilities for the Provincial Jail at its new site in Barangay Tabunan, Bago City. Negros Occidental Acting Governor Isidro Zayco said Senator Loren Legarda has pledged to donate P5 Million pesos as counterpart fund for the project. Legarda confirmed the donation during her visit here last Monday. It was requested by Governor Joseph Marañon, she said.

Zayco stated they are now in the process of finalizing the memorandum of agreement for the transfer of the Provincial Jail management to the Bureau of Jail Management and Penology and the transfer of its building on the provincial government property in Barangay Tabunan.

Under the agreement, the provincial government will construct the building for the jail. Under the present system, the provincial jail funding is shouldered by the provincial government including its personnel and jail guards.

The provincial government will save a lot once the plan is pushed through, Zayco said.* (TED)

it looks like ruins from world war II @champ and if they ought to sell it, probably the owner will have it removed and a new building will soon rise. the vacant lot in front of hall of justice is now acquired by the BIR and i dont know when will the construction starts. i just wish that if they will build a convention center at the back of Capitol, they will still pattern the design to our capitol building for uniformity.

mr. palanca is a visionary. bacolod would never be what it is today if not for the tenacity and hard work of this man. both parties should find ways to come up with a win-win solution in solving this impasse on the bredco port. we can not afford to lose this momentum of development and progress in the
reclamation area. the city government must look into the multiplier effect and not just the monthly rental of the port.

i like the concept of having all government offices within the vicinity of the provincial capitol. i haven't heard of any place in the country other than our province to have conceptualized this.

Rev. Stanley Flores of the Jesus Is Lord Movement urged public officials to come out and join the calls for “truth, justice and accountability” amid allegations of bribery involving top officials of the government on the scrapped deal.*CPG/NPB

let's forget about lozada. we have better things to do. what he said is just a product of his imagination. if he has issues against anybody else, just go directly to the courts and let the court decide. its the proper forum and people in robes are the most competent to decide issues at hand.

Bacolod is one of the most progressive and elite cities in the country. The capital and gateway of the province of Negros Occidental, it is the home of a genteel yet hard working people, the Bacolodnons. It is said that the charm of the city is her people: affectionate, smiling, fun loving, zestful and flowing with optimism, in good times or in bad. They love to enjoy life and their warmth, sincerity and natural friendliness could make every visitor come again and again to Bacolod. Thus, the city is called the city of smiles.

Really cool @Smile. :okay::okay: I'm just puzzled, why our local tourism officials cannot come up with such idea/s like these at SSC-Bcd thread. Budget constraint? Or the lack of creativity? Or both?:ohno: ^^ This can be a great promotional banner for Bacolod.

well maybe they're not as inspired as SUV, neomind and the rest of the gang...:ohno:

hahahaha!!!!you know what i did?...since I am so desperate in making a banner..i downloaded a collage maker...hahahaha!!! good thing it worked. :) but not as good as the other banners of course. :)

well @jeff, maybe the people who works there doesnt have the passion and the LOVE for Bacolod. coz if they do...surely!!! they can always come up with something new. They are just there, receiving their monthly salaries and thier bonuses. :) i just wish they can do good to promote bacolod all over the Philippines and the world. :) heheheheh

The Negros Museum Launches its 12th Summer Workshop

The Negros Museum Summer Arts Workshop scheduled on April 7-25 and May 5 to 23, recognizes art as an essential component of a person’s growth and development and promotes art education by providing children opportunities to engage in art activities and adults’ access to art resources and instruction where it is possible.

Since 1996, the Negros Museum conducts an annual summer arts workshop as part of its children’s program which aims to develop the creativity of young children in the different art forms.

To celebrate its 12th anniversary, the Negros Museum launches its “Learning through Art” program in line with its mission to promote and enhance cultural, artistic and socio cultural awareness in the province of Negros.

Art is important to learning. Any form or art education provides individuals plenty of opportunities to discover the rich and interesting world around them. It cultivates self-expression, imagination and creativity as well as critical-thinking and problem-solving skills and contributes greatly to the definition of one’s culture.

The arts nourish creativity, curiosity and communication skills in those who make art and in those who experience art. Through art, children (and even adults) gain self-confidence, freedom and flexibility, and the ability to face new situations.
The 2008 Summer Arts Workshop offers the following courses: Play Art (Ages 4-9), Visual Basics (Ages 10-15), Basic and Advanced Water Color Painting; Basic and Advanced Oil/Acrylic Painting; Terra Cotta (Sculpting); Mixed Media and Junior Tour guiding.

Weekend Courses for beginners and hobbyists are also available such as Origami, Paper Mache, Puppetry, Mask Making, Beadwork and Scrapbook Making.

This summer, new theatre courses featuring PETA’s (Philippine Educational Theatre Association) Theatre in Education and Theatre for Development workshops have been included to respond to the growing necessity of using art for education and advocacy. These one week intensive courses are ideal for educators, cultural workers, NGO advocates and theatre practitioners.

For more information, course schedules and reservation, visit or contact Nina or Tess at the Negros Museum (034) 433 4764, (034) 708 5080, (034) 431 9451 or email negros_museum 96@yahoo

^^ Well, that shouldnt be the case. The old Bacolod airport is just a pot of gold waiting to be discovered. Its prime location is a perfect vehicle to entice would be investors to Bacolod. I want to hear from Mayor Bing someday, presenting to the people of Bacolod the masterplan for the old Bacolod airport. With an EPZone/techpark as the focal point of development. This means more jobs for Negros' untapped skilled work force. It will also mean that our people need not go abroad and leave their families to secure their future. :)

i've read it here that councilor batapa-sigue has already submitted her proposal to convert it into an ecozone, right? i've been to laguna technopark the other day and i didn't find the infrastructure leading to it impressive. i mean, the road is narrow and the area densely populated. but, the good thing is they were able to entice locators to invest. in contrast, the bacolod airport property is very accesible; its within the city, the road is wide, the seaport is maybe a mere 10 minute drive and the airport is not that far. its highly saleable. if we have a tourism envoy in john orola, don't you think the mayor should also appoint an investment envoy??? just my ten cents...

thats a good idea @champ. But i guess our investment envoy is Batapa-Sigue. Shes done all the leg works for the investment of major call centers here in bacolod. Actually the location of the old airport is really ideal for an ecozone. I've been to Laguna and saw the place, youre right in saying that the road is narrow but still, they were able to attract investors. I think our Mayor should not focus on the income the city would generate but on the bulk of employment the city would gain if they will put up an ecozone. Many will benefit from it and not just the people but the City as well.

GK to start construction work
in Banago on Easter Sunday
BY CHRYSEE SAMILLANO

The construction of the Gawad Kalinga Village in Purok Riverside, Brgy. Banago, Bacolod City will start on Easter Sunday, (March 23), GK provincial head Roberto Magalona said yesterday.

“This is the best way for the residents in the area to celebrate the coming of our Lord,” he said. The area is about five hectares involving close to 600 families, he added.

The site was donated by Sta. Clara Subdivision to the city during the Montelibano administration for compliance of an open space and the city allowed it to be used for a GK project, Magalona said.

The GK yesterday received a P1 million check from former Senator Ramon Magsaysay Jr., taken from his congressional fund, specifically for the GK projects in Bacolod City, he said. Magsaysay had also given over P6 million to several municipalities and towns in Negros for the construction of GK villages, he said.

Acting Mayor Jude Thaddeus Sayson said the city has an appropriation of P800,000for right of way work in Purok Riverside. But since there is no longer a need for that, the city will revert the fund to the GK with the approval of Mayor Evelio Leonardia, he said. There is also a request from GK for P4.9 million for site development, he added.

They will use a big chunk of the P1 million from Magsaysay and the budget from the city for the site development because the area in Purok Riverside is low and becomes flooded, Magalona said.

“I want to assure the senator and the city that whatever they have given will be multiplied many times over because many Bacoleños and Negrenses really want to help the city move forward,” Magalona said. They have also received commitments from their partners worth more than P30 million for the building of houses and site development, he added.

Magalona thanked the officials headed by Leonardia and Sayson for their support, adding that they look forward to expanding the GK work in other areas of the city.

Convergys is allocating P1 million for a youth training center and program for GK and they have recommended Purok Riverside, which is close to their call center, since there is a huge population of young people there that they can train, Magalona said.
Other GK villages in Bacolod City are located in Magsungay, Abada-Escay and Kabugwason, including the ERH-GK in Sum-ag, which is considered a model GK village.*CGS
