Negros Occidental governor dies of illness
By Carla Gomez
Visayas Bureau
BACOLOD CITY, Philippines -- Negros Occidental Governor Joseph Marañon passed away at his residence at Santa Clara Subdivision in this city at 6:40 p.m. on Thursday, six days before his 74th birthday.
The governor, who was surrounded by his family, succumbed to cardio-pulmonary arrest, a complication arising from tumor in his kidney, his chief of staff Jose Ma. Valencia said.
“He died peacefully in his sleep as he had wanted,” Valencia said.
Marañon was survived by his wife Aida Lopez Maranon and his three children -- Sagay City Councilor Gerard Joseph, Ma. Lourdes Yopangco and Ma. Therese M. Ledesma.
The governor had been in and out of the hospital since 2007 due to a tumor in his kidney. His condition worsened when he was hit by pneumonia during the May elections in 2007. He went on leave last January 3 to seek treatment and has not returned to his office since then.
Marañon would have turned 74 on March 19.
He was elected governor of Negros Occidental in 2001, 2004 and 2007, and was a three-term mayor of Sagay City from 1992 to 2001.
He served as president of the Municipal Mayors League of Negros Occidental and vice president for the Visayas of the League of Cities of the Philippines.

^^ @Smile and @Bern: Its Zayco's duty under the constitution to replace Maranon in this kind of eventuality. Maranon clearly left an indelible legacy of reforms and programs for the whole province of Negros Occ. Truly, he'll be a great loss to the whole Negrense populace. But high hopes will be for Zayco. :)
Thanks for the breaking news @ninja.

i have high hopes for Zayco. the way i see it...he is also a Maranon in the making. :) look at how Kabankalan emerged as a City. Lets wave goodbye to our beloved Governor and let us support the upcoming new Governor of the Province. :) i hope somebody wont stand and say we will have a snap election like what Legarda said against Noli. funny how this tweetums senator before came out as a person craving for presidency...bruhahahaha

Zayco is also good ... the Zayco's are the front-runners in Kabankalan City's recent developments ...
from a governor from the Norte ... comes the new governor from the Sur ...
one thing for sure ... Negros Occ. shall continue to move forward ...
given that PNOC is active in the province ... the sugar industry ... plus the Ethanol Plants are coming soon ... :okay:

i have these info, today( i mean this night), i am taking my lunch break at coco cabana here in Luxor place. I cannot help but to hear/listen to few foreign guys talking, d man sa paniningad, however it elated me, because theyre discussing tourism investment here in the province. so i continued listening. theyre discussing proposals to different local government units, to put up tourist ports, like the ones in maldives, to cut travel time by more than half, it would be by the boat by the way. well this could be a hearsay, however, one notified about his resort in sipalay, so i keep on listening.
there are ***14*** of them who is "likely to invest", and theyre here in the province, as one disclose along there conversation, theyre discussing why phil is not like thailand when it comes to tourism, well it was cleared by one, he says, thats because tourism is not an option before. one say, all we need here is fascilities, road network in the province is very good, however it is not enough, ports should be present, bacolod doesnt even have a yatch club, one exclaims.
to summarize, theres a lot of foreigners who is like to invest here, all they need is enough "life-support" fascilities associated with tourism, like quick accessibility, superb resort fascilities, good looking area is enough we can say, however big spenders likes to spend a lot if there "basic" needs are met.
again they could be bragging and all, however they have a point.

ports and other basic tourist facilities ...

the hotels and inns are enough already ...

We've got an american friend who actually stayed there for about 6 months and true enough that was his reaction when we toured him around the province. negros is endowed with a natural beauty that every tourist would have dreamt of in a perfect vacation. the beach, the mountains, the food and the people. i remember when we went to sipalay, we really had a hard time because the road is kinda jerky, a lot of twist and turn but when we get there, alas, it was paradise. i don't know if the road network leading to these resorts improved??

Bacolodnons await Pacquiao-Marquez championship bout
BACOLOD CITY — The city government of Bacolod, which had adopted "Pambansang Kamao" Manny "Pacman" Pacquiao as "Son of Bacolod," will install giant monitors for the enjoyment of Bacoleños who are excited to watch the blow-by-blow account of Pacman’s match versus Juan Manuel Marquez of Mexico on Sunday noon.
Mayor Evelio R. Leonardia, meanwhile, has left for Mexico yesterday, again requested by Pacman to raise his championship belt while the Philippine National Anthem is being sung before the fight.
"Ikaw pa rin," he told Mayor Bing in a phone conversation.
The giant TV monitors will be installed in all public markets: at Libertad, Central and Burgos, and at the lobby of City Hall grounds, to offer eager Bacoleños the privilege to watch the Pacquiao-Marquez match, live via sattelite.
Before Leonardia had left for abroad, he has instructed Butch Ebreo, city public information officer, to provide free viewing through the public TV monitors.
Aside from the city’s TV monitors, there are other areas where Pacman’s fight live coverage can be viewed, although these are for the paying public.
The paying public would view the boxing match live while seated comfortably in an airconditioned theaters at the University of St. La Salle, the Robinsons Place, SM Cinema, and Gaisano.
The mayor said Pacman had requested his Bacolodnon brothers and sisters to pray for his victory.
The match is billed as a more thrilling title fight. (Edith B. Colmo)

I think when it comes to tourism, Philippines is already paving the way for it. as you notice, our tourism secretary is doing his best to promote our country. all we need is mass media. we need to feature the Best of our Country. A tag line which can attract people...like the one in Malaysia..truly asia! (which was conceptualized by a pinoy)
Negros is a beautiful island and a lot of things are yet to be discovered. Some needs to be developed. All we can do is to create access roads so that traveling time will be shortened. when it comes to roads, they're working on it. maybe what the government should do is to give much focus on tourism, after all, they know that tourism means Job.
BTW, how can Bacolod have a yacht club? IMO, our city is not that mature to have one (though we have some Bacolod peeps who owns yacht). and when it comes to facilities, i guess we have...all we need is just to improve those facilities and make it available.

I was there in the Dialysis Room when Guv. Maranon was admitted a month ago, it was a kept secret in the area, but one of my fellow intern manage to look at the medical chart of the late Guv. We were shock of the multiple illnesses that he had. Were not allowed to disclosed it but based on the findings and diagnosis we know that Guv Maranon has a short moment to live. I was not surprised but its really frustrating to loose a good leader. Condolences to the Maranon Family.:ohno:

the death of gov. marañon made me ponder for a while the times when he was alive and served as governor of the province. one thing that comes to mind is how lucky the province to have a governor whose track record in governance has never been tarnished with rumors of graft and corruption and impropriety while in office. even the governors before him like gov. montelibano, gov. bitay and gov. lito has not been linked to any anomalies while in office as far as i know. its a good thing maybe that the province is blessed with this type of leaders whose primary concern is for the well-being of the people and the betterment of the community they have served. they are worthy of emulation of the next breed of leaders of the province and of the country in general.

I agree to that BChamp, just look at what Guv Maranon did to Sagay City, now it stands as one of the top cities in Negros Occidental. Yes, he was not involved in any corruption rumors, and aside from that he manage to answer all the questions and political propaganda thrown against him. I'm really saddened to this news. :ohno:
As to our new Governor Zayco, he has also a good tract record in governace, Kabankalan fellows can attest to that.:)

The medical community in Negros Occ and some guys close to guv were aware of this since 2006, as I have heard from my consultant. Well, we were told be mum about the disease of guv last Dec. 2006. Anyway, I wont argue about it. He he he he. He was lucky to have lived that long. The Legacy of Gov. Joseph G. Marañon
Voted to office by an overwhelming number of Negrenses in 2001 through his campaign slogan, “Beyond the Basic”, Gov. Joseph G. Marañon is the first and only governor of Negros Occidental coming from the ranks of local chief executives.
Having transformed Sagay from a municipality into a progressive city, Mayor Joseph Marañon knew that people expected their leader to be good, dynamic, visionary and creative. For him, a true leader is one who possesses not only the integrity and competence to define and formulate people-oriented and people-driven programs, but more importantly, the courage to confront the obstacles to success. Throughout his two terms at the Capitol, he demonstrated these qualities of a true leader. he mobilized the provincial bureaucracy, efficiency and effectively utilized financial resources steering Negros Occidental towards the attainment if its full potential as a province.
Guided by his strong spirituality and convictions, Gov. Marañon started his first term of office by reaching out to all sectors of the community, motivating them to actively work in partnership with Vice Gov. Isidro Zayco, the members of the Sangguniang Panlalawigan and Capitol department and office heads, the governor went around the 31 component cities and municipalities of the province to consult with the mayors and other local officials on their priority development concerns. These meetings resulted in his administration’s Seven-Point Priority Development Agenda for the Province of Negros Occidental namely: Food
Security; Agricultural Productivity; Health Education, Housing & Other Basic Social Service; Intrastructure Facilities; Environment Conservation, Rehabilitation & Protection; Investment and Trade Promotion; and Tourism Development.
Food security and agricultural productivity are his top priorities to attain food sufficiency especially in rice and corn, high value crops, vegetables and fruits, as well as increase the volume of livestock, poultry and fishery and aquatic products.
The governor facilitated the establishment of a branch of the Philippine Rice Research Institute in the province in 2003 as part of his goal of rice sufficiency, Negros Occidental being a net importer of rice.
In its three years of operation, PhilRice Negros has produced and distributed to farmers, 7,970 bags of seeds worth P11 million. Now, more farmers adopt high yield

“Bili Sang Gugma” is this year’s Taltal 2008 Theme. A three decade of live street passion play presentation produced by San Sebastian Cathedral Parish will again showcase crucifixion and death of Jesus Christ. Rev. Fr. ‘Taltal 2008’ Roadshow Presentation of San Sebastian Cathedral Parish
By Jun de los Reyes
“Bili Sang Gugma” is this year’s Taltal 2008 Theme. A three decade of live street passion play presentation produced by San Sebastian Cathedral Parish will again showcase crucifixion and death of Jesus Christ. Rev. Fr. Chris Gonzales, chairman of the Steering Committee said this year’s presentation is one of the most intricate and well-researched production that’s being handled by professional and versatile directorial staff. Juben Estanislao, a veteran Taltal partaker who has been into different rules and characters is this year’s director. Bacolod appraises lot used as dumpsite (http://www.bworldonline.com/BW031508/content.php?id=078)
BACOLOD CITY — Mayor Evelio R. Leonardia has convened the appraisal committee to address the claims of the landowner whose property is being used as the sole dumpsite in this city. The committee is composed of representatives from the offices of the city engineer, city treasurer and city assessor. Councilor Greg G. Gasataya, acting vice mayor and chairman of the clean and green monitoring team, also sought the opinion of city legal officer Allan Zamora on the implications of a letter sent to the city government by landowner Ester Lopez. Ms. Lopez had threatened to shut down the dumpsite unless the city government compensates her for the use of her 70,000-square-meter property as dumpsite within 30 days. She quoted the amount P600 per square meter or a total of P42 million. The city council responded by passing a resolution requesting the mayor to ask the landowner for an extension of the deadline. The city government started using the Lopez property in Barangay Felisa after it shut down the former dumpsite in Barangay Mandalagan because of complaints from the residents in that area. — Chrysee G. Bacolod and Iloilo doesnt care about his expose...he is just doing it coz he was disappointed about everything...i dont know why other people from Manila treat him like a celebrity or a hero...nakalimutan na ba nila na magnanakaw din siya...was his reason to tell the truth was just his only reason why he was driven to expose everything he knows?... mmmmm...

i like the theme of the resort. "parang di sa pinas". bacolodnons now have plenty of options on how to spend summer. and they don't need to go far. we have sta fe, palmas and now the carribean resort. how i wish they also develop the areas in granada/alangilan for resorts. there is a spring resort there but the facilities are not quite good. but the water is so cool and crystal clear.

Oligarchy playing a game named political chess. I can really taste the anger of the Lopezes over the Arroyos in ABSCBN IMO. Although negative news profits more than good news, but there is something in the way they report in national media...gagwa ang pagka-bias.
Magpakabu-ot kag magnilay-nilay na ta...kay bwas Domingo de Ramos na. :D
I hope somebody from ABS reads all of what we're saying here. The Lopezes are Ilonggos like us that's why i am still loyal to their station. I once worked in a lopez group of companies and to be fair with them, i admire them for being pro-people. that's IMO by the way.

^^ Yes. I read the Kapitan book and the coffeetable book of Iloilo: A Rich and Noble Land (which some say a front to glorify the Lopezes) They are pro-people. Its just the family feud between the Lopezes and the Arroyos are quite obvious.
Some of the old folks say that these 2 families are quite at odds with each other.

It all started when the Lopezes supported the candidacy of Marcos when he ran for president with Fernando Lopez as his VP against the incumbent Diosdado Macapagal. well, the rest is history.

^^ what ABSSBN reported was " kung ano ang init ng pagtanggap ng mga tga Manila, ay ganun din ang pagtanggap sa kanya sa Iloilo and Bacolod" thats funny!!!! grabe na talaga ang media...OVER!!!!!
you're right migz. it is so obvious that the media is with the opposition, every day, their headline on the news is with the opposition, with lozada, probably the ratio is 3 news for the opposition side, and 1 for the government side. I just couldnt believe that some people could'nt notice it, and they immediately believe in lozada. I just think hes just a good actor that he could cry infront of many people and probably he thinks he can get the sympathy of the people that he can't even provide us with solid proof of what he is saying. My is a business man and according to him because of lozada, most of the investors from outside the country cancelled some of their contracts to invest for the city because of the non ending political crisis in our country.

yes, because they love to have a roller coaster ride together with the opposition. They really know how to make a good teleserye out of this situation. I'm just disgusted how the church reacted on this matter...i hope they are not trying to nurture an enemy. Goodness!!!! they are also doing so much effort for this person...asking for donation for Lozada. Daw ka hinangag ah...tani they will do this for the poor and not for this wealthy person.
Sometimes, i feel so disgusted with the sermon everytime i hear mass. Lozada man dyapon ang topic. I dont know why they are really trying so hard to make the people believe that Lozada is a nice person. I would have praised this person if during the transaction...he already stood up and tell the whole nation about the plan...but he waited for so long until everything screwed up.
Amazing shot @SUV111. love it. hehe.:banana::banana::)

post ko lang excerpts from the visayan daily star. i think this is one piece of good news. i dunno if what i'm envisioning in my mind is something like a technopark in terms of facilities and locators...
The DA Secretary led the groundbreakings of the Northern Negros Agro-Industrial Export Processing Zone and the Sagay City Slaughterhouse and visited the Sagay Muscovado Sugar Mill.
The 200-hectare export processing zone in Brgy. Paraiso, will be equipped with class A engineering facilities and will initially cater to finished products like aquaculture, fishing and sugar-related food products while the slaughterhouse will be designed following international standards to maximize its capacity to slaughter at least 1,000 hogs daily.:cheers1:

that makes sense, her husband is a negrense, I read in an interview once, that before she entered politics, she used to go to bacolod for vacation, even without her husband, and it was Iggy (jose pidal) who usually fetch her in the airport... she has good memories in that place, and of course despite being highly controversial the First Gentleman never forgot his home province...

Up side: This can help aid the Philippines' efforts for upgraded rating from Category 2 to Category 1 again by the US Federal Aviation Administration (FAA).
Down side: Our lawmakers only thought of the idea after the FAA downgrade. I hope next time, they think one notch ahead. The damage already done. Not to mention intl. humiliation in the aviation community.

The Bacolod San Sebastian Cathedral is really amazing with its majestic and exquisite architecture. Bacolodnons also owe the former first lady Imelda Marcos for its restoration. There are proponents before to redo the cathedral's design into something contemporary. At least she made her "power" felt on this to something good and useful.:)
Thanks @Jay for these wonderful pics. Pretty timely for the Holy Week.:)

Congress urged to help push e-jeepneys as safe and cheap alternative to diesel-fired
Chesca de la Cruz
Electric jeepneys, taunted as the clean and safe alternative to diesel-fired and pollutive jeepneys, are being grounded on their track by the inaction of the Department of Transportation and Communication and its attached agencies—the Land Transport Office and Land Transport Franchise and Regulatory Bureau—to register these units and give them license plates as public conveyance.
The Green Renewable Independent Power Producers (GRIPP), project implementer of the e-jeepneys in Bacolod, wrote Rep. Monico O. Fuentebella of the lone district of Bacolod, last Jan. 15, 2008 lamenting what they called as DoTC’s inaction to the project. The letter was written by Reina Garcia, coordinator of GRIPP on behalf of Athena Ballesteros, chairman of GRIPP board of trustees.
"As you know, President Gloria Macapagal Arroyo herself inaugurated the project in Bacolod City. It has been more than six months and since then GRIPP has been meeting with several officials from the DoTC, LTO/LTFRB, Department of Environment and Natural Resources and the Department of Science and Technology for the registration of the e-jeepneys for them to be able to run as public utility vehicles, "GRIPP said.
Despite such repeated attempts to register the electric jeeps, in which GRIPP and its partners have completed and complied with all the paperwork required, LTO and LTFRB returned our application saying they are unable to act on the registration pending the classification procedures of DoTC.
The e-jeepneys made their debut in the country on July 4, 2007 in Makati City by Mayor Jejomar Binay, with the launch resulting in massive media mileage for the Philippines in global and local newspapers, magazines and broadcast networks.
Funded by the Doen Foundation of the Netherlands, the e-jeepney project was supposed to bring in for use in Bacolod 40 units. GRIPP is a consortium composed of Greenpeace and Solar Electric Co., the designer and exclusive distributor locally of the e-jeepneys founded and owned by Robert Lopez-Puckett.
The e-jeepneys are part of a larger project called the Climate Friendly Cities project, whose goal is to introduce an alternative to the local, diesel-based, public transport system that will not only reduce air pollution, carbon emissions and the solid waste stream but will also provide increased incomes to the jeepney drivers in view of continuing rising world crude prices.
At the meeting in Makati City Hall last Sept. 21, 2007, the consortium was advised that as prerequisite to registration, an environmental technology verification (ETV) of the DoST-Industrial Technology Development Institute (ITDI) must be secured. The request for us to undergo the ETV process came from the office of DoTC Undersecretary Annelie R. Lontoc for Roads Transport and DoTC Director Ildefonso Patdu. The application was submitted on November 7, 2007 and GRIPP and SOLARCO were advised that the standard processing time for the ETV was one month.
Follow up made on Dec. 13, 2007 showed that the ITDI was yet unable to form the ETV Technical Panel consisting of 2 experts to conduct the inspection of the electric jeepneys. By Dec. 20, 2007, GRIPP was informed by DOST that ITDI was awaiting the two experts from DOE to complete the panel and that DOST projected to finish the inspection before the end of 2007. GRIPP contacted the office of Secretary Reyes to get help in fast tracking the formation of the ETV panel.
On Jan. 10, 2008 the inspection finally took place at the DOE in Taguig City, with representatives from DOST, DOE, GRIPP and Solarco. After said inspection, the next step was to create a test protocol/plan for the ejeepneys in 20 days. A one-day testing will then be scheduled in Bel-Air village alongside a traditional diesel jeepney. The panel will then produce a technical report. Given the delays so far this process would bring the ETV application schedule to three months instead of the standard one monthprocessing time.
During the said meeting, members of the ETV panel from both DOST and DOE were surprised to hear from us that DOTC Usec Lontoc asked us to undergo the ETV process prior to the classification and registration of the ejeeps. We found out that other ‘alternative’ transport projects such as the LPG taxis and the CNG buses did not go through this process.
The panel members said the ETV is a voluntary not a prerequisite process to any government licensing procedure. GRIPP still vowed to pursue the ETV process as a parallelcomplementary effort to the DOTC and LTO registration procedures.
GRIPP said many cities like Puerto Princesa, Pasay, Baguio, Taguig, Bago, Talisay, and Silay in Negros have started placing orders to acquire their own units of ejeepneys and replicate the Climate Friendly Cities project.
Makati and Bacolod are also eagerly awaiting the day the ejeepneys could finally ply public roads. Todate, the electric jeeps are relegated only to subdivision and private roads. We would like to reiterate the project’s objective which is to mainstream the use of electric jeepneys as commercial public transportation vehicles.

BPOs still top generator of jobs
By Dennis D. Estopace

BUSINESS-process outsourcing companies remained the biggest source of employment for Filipinos, even outside the metropolis, data from the recent International ICT Awards revealed.
Eighteen of the total 29 companies that vied for seven award categories disclosed growth in the number of their employees last year, hitting nearly a hundred thousand.
One of them is Accenture Inc., awarded BPO Employer of the Year, with its employment growth hitting nearly 40 percent over 2006 to over 15,000.
Other companies that vied for the award also posted employment growth.
Dell Philippines Inc. said it has grown from 300 employees since establishing its first contact center here early 2006 to 2,500.
Philippine Long Distance Telephone Co. subsidiary ePLDT Ventus said it has 6,803 full-time employees; ICT Marketing Services Inc., on the other hand, said it has over 7,000 employees and 4,800 work stations in five contact centers in Metro Manila.
Seven-year-old Maersk Global Services Centers (Philippines) Ltd., on the other hand, forecasts 1,200 employees by the end of this year, from a thousand workers by the end of 2007.
“Everybody’s hurting from the strong peso—I’d like to believe that we’re not alone in this conundrum– but the business models we, or these players here, have seem to be working,” a Teletech Customer Care Management Inc. executive told the BusinessMirror before the awarding ceremonies began late Thursday.
The executive added that most BPO companies remain resilient despite the slowdown in the US economy.
Teletech, which vied for the BPO Company of the Year award, said it “is on its way to hit its 20,000-employee mark by end of 2008 and 25,000 by end of 2009 with six to 10 additional call- center facilities.”
Currently, it has over 15,000 employees in 10 locations across the country after six years.
Teletech, awarded last year as Fastest-Growing BPO Company of the Year, and seven other companies lost to Sitel Philippines Corp.
ICT Marketing was adjudged this year’s fastest-growing BPO company, besting Sitel and two other firms in this award category.
Oscar Sañez, president of the BPO Association of the Philippines, said in his closing remarks the sector’s growth targets are on track.
Teleperformance, for example, said it is “looking to procure additional locations across the country.”
Convergys Philippines Services Inc., which has more than 11,500 employees across eight locations, said it will open its center in Bacolod City by April this year.
New York-headquartered ExlService Holdings Inc. said its new operating center in the Philippines will open in the second quarter of 2008.
The International ICT Awards, the second after launching last year, “recognizes the organizations and individuals who contribute the most to put Philippines and Filipinos in the minds of global business leaders.”

Flying School Opening in Silay
Silay City Mayor Jose “Oti” Montelibano has confirmed that a flying school is soon to be opened at the New Bacolod Silay Airport.
Montelibano said this is one of the benefits of having the airport in the city. It will be located within the vicinity of the airport. This is will be a private flying school and this is an opportunity for those who would like to get aeronautics course and aspiring pilots not to go to other provinces as it will be offered right there in Silay.
Montelibano said this is beside the air force base that will be transferred from Iloilo to this city. He said these are the advantages they are enjoying now that the new airport is in their city. He also confirmed that the city government opted to stop the free shuttle service they earlier offered for commuters going to the new airport. “We don’t want to compete with private businesses as there are already private public utility vehicles plying the route to the airport. The streetlights along the road to the airport was already in place after the completion of the Mc Kinley access road, he added.* (TED)

The streetlights along the road to the airport was already in place after the completion of the Mc Kinley access road, he added.* (TED)

great news...the location is more appropriate and condusive for a flying school. its about time mayor bing abandon that idea of a flying school at the old airport or even reopening it. it just doesn't make any sense at all.

maybe what monico in mind in pursuing the extension of the runway is to open it to international destinations and maximize its potential for tourism and investments. if it does happen, bacolod can never be far behind cebu and davao.

Conference in Style
There’s a novel way of holding meetings and conferences in style through the newly-refurbished M/S St. Joseph the Worker of Negros Navigation. This new way is in keeping with the shining example consistently shown by Negros Navigation, which recently celebrated its sparkling 75th anniversary.
M/S St. Joseph now sports a more colorful look of blue, shades of yellow, orange and red wave patterns from its previous a combination of red-white-and-blue accent outside.
The company invested millions of pesos for the renovation of the ship when it underwent its two-month annual dry-docking. As it resumes its trips, it offers new features and amenities – like the two rooms which can hold seminar for 20-30 persons; a lounge; a state-of-the-art disco and entertainment area where groups can hold events, and a first-class dining facility.
Interiors of suite rooms were also refurnished and renovated as well as the admiral rooms, tourists, tatami and economy accommodation, Negros Navigation said, adding that for bigger seminars and conferences, the showcase of comfort and style “Blue Ocean Room”, a 276-seater theater type area ideal for film screening, local government planning, talks and other activities, has been added as a part of its new facilities.
“We’re strengthening our claim as a “floating hotel and conference” venue for the many passengers were servicing all over the country that’s why we are investing on modernizing out fleet and onboard facilities” , said Grace Golez, NN Bacolod branch manager during the blessing of M/S St. Joseph the Worker when it docked at the Banago Port last week.
Jose Manuel Mapa, NN executive vice president and head of Passage Business, pointed out the need to add a bigger venue because big groups such as local government units, schools, religious organizations are now taking the vessel to hold meetings, seminars and workshops.
“As one of the pioneers in the shipping industry, the management is committed to bring a pleasurable trip to its every passenger and strengthen the ‘cruise and conference’ to groups taking NN, Mapa added.
M/S St. Joseph, which takes summer vacationers to Caticlan (Boracay), plies the Manila, Cagayan de Oro and Iligan routes.

Mar meets business sector
BY NIDA BUENAFE
Senator Manuel Roxas met yesterday with representatives of the business sector in Bacolod City for a dialog and to express his views on the emerging industries in Negros Occidental.
Former Negros Occidental Gov. Daniel Lacson Jr., who was with the group of businessmen who met with Roxas, said the senator listened to the issues affecting the business process outsourcing, aquaculture, and organic agriculture sectors.
Lacson said the senator was impressed with the emerging industries in the province and he encouraged them to present their concerns, which can be part of a legislative agenda that he can present in the Senate.
During the meeting, Bacolod Councilor Jocelle Batapa-Sigue represented the BPO sector, Bob Gatuslao represented the aquaculture business, and Pam Henares, the organic agriculture, Lacson said.
Roxas was in Bacolod City yesterday to speak at the graduation rites of West Negros University.
In his message to the graduates, the senator commended them for making it to the educated elite cluster of the country and challenged them to make the most out of their education to determine their future and that of the country.
Roxas also lauded WNU for rising from its humble beginnings into becoming one of the prestigious and credible institutions of higher education in the country.
He said the success of the university is largely due to the three disciplines its administrators have adopted – acting by design and not by default, making truth as basis in moving forward, and considering the long-term of its plans instead of being myopic.
Unlike the government which most often, adopts the “come what may” attitude and prefers the “photo-ops” instead of dealing with the real situation of the country, Roxas said WNU has been successful because it integrates the three disciplines in its campus administration.
“I always say that the destinies of nations are not preordained. Our institutions can be rebuilt. All it takes is a strong leadership that refused to compromise in satisfying vested interests, even those of family, friends and allies,” Roxas said.
He also urged the future workers and entrepreneurs to keep believing in themselves, their future and in the country, saying that the national situation will not always be that way it is at the moment.*NAB

Guv makes final journey home
BY CARLA GOMEZ
Thousands of Negrenses lined the streets from Talisay to Sagay in Negros Occidental yesterday morning to bid goodbye to Gov. Joseph Marañon on the final 82.9 kilometer journey of his remains to his hometown.
The crowds waved flaglets and carried streamers expressing their love for Marañon and thanking him for having served them well, Gov. Isidro Zayco said.
The remains of Marañon, 73, who passed away Thursday evening, now lie in state at the St. Joseph the Worker Church in Sagay City. He will be laid to rest at his family’s cemetery in Barangay Rizal, Sagay City, after a 9 a.m. mass today, two days before his 74th birthday.
On Saturday morning, Bacolod Bishop Vicente Navarra, who led a concelebrated mass for Marañon at the Provincial Capitol in Bacolod City, said with the governor’s death, “We have lost a great civic leader who has proven his love and devotion to duty in order to guide and to serve us, his people, to the best of his ability.”
What most of us admired in him is that he really tried his best and that is what matters most before God, the bishop said.
The mere fact that the governor wanted to be buried in three days and did not want any necrological services to be held showed his clear desire to simply be in peace in putting his mortal remains to rest, Navarra said.
“I am not sure if Joseph was a Carmelite tertiary but I am sure his wife, Aida, is one, and being a devoted family man and husband surely his wife must have influenced the Carmelite spirituality that he displayed and the belief in what St. Therese of Avila said, ‘only God suffices’,” the bishop said.
After the concelebrated mass, the governor’s wife, Aida Marañon, thanked Zayco, the Negros Occidental officials down to the barangay level, and the Capitol employees for the support they gave her husband.
She said with the death of the governor, it is as if part of her life had been taken away. “I put his towel on me just to pretend that his arms are around me and he is present,” she said.
Her husband was a simple man, a loving husband, a good provider, generous, decisive when he made decisions, forgiving, treated everyone equally, was hardworking and loved the poor, she said.
She said her husband’s legacy as governor includes the hospitals he had built, the renovation of the Mambukal Resort, food programs he started, educational scholarships and environment protection.
“Joseph would have wanted to continue working for the province but time ran out on him,” she said.
Mrs. Marañon said she hopes the provincial government, under Zayco and Vice Governor Emilio Yulo III, finishes the projects her husband started.
Zayco and Yulo presented the Marañon family with a resolution expressing the condolences of the members of the Negros Occidental Sangguniang Panlalawigan.
Marañon “was able to unite the leaders and the people of Negros Occidental creating an atmosphere of harmony and peace, with all Negrenses working together for the common good regardless of political color and social standing,” the resolution said.
Another mass on Saturday evening at the Capitol was celebrated by Msgr. Guillermo Gaston.
While Marañon’s remains lay in state at the provincial Capitol in Bacolod City Saturday and part of Sunday morning among those who came to pay their last respects were Senators Edgardo Angara and Mar Roxas, officials of Negros Occidental, business tycoon Eduardo Cojuangco, Sugar Regulatory Administrator Rafael Coscolluela and Rep. George Arnaiz of Negros Oriental.
Angara said Marañon “was not only a very good leader but a very good man.”
The senator said he came to know Marañon when he was still mayor of Sagay and since then they have become friends “so when I learned that he died, I decided to come here”.
Marañon was a good governor, he was a jolly person who tried his best to be able to deliver what his voters expected of him, Cojuangco said.
Rep. George Arnaiz, who worked closely with Marañon when he was governor of Negros Oriental, said “he was a soft spoken, simple man with big dreams.”
“He was a man who cared for his people, was a really good friend and said what he meant and meant what he said,” Arnaiz said.*CPG

Convergys’ newest facility to be operational in April
Convergys Corporation, a global leader in relationship management, announced today its new integrated contact center in Bacolod City, the Philippines, will be operational in April.
Construction is nearing completion on the new build-to-suit facility that is located in the San Antonio Park Square in Barangay Mandalagan. Training for the first 100 new-hires is already in progress.
The new state-of-the-art contact center, encompassing more than 3,000 square meters with room for expansion, will have approximately 500 new employees at opening. Convergys hopes to create another 500 new jobs in Bacolod City by the end of 2008. With this new facility, Convergys will have nine of the largest, multiclient, US-company-owned contact centers in the Philippines.
Beginning in April, the new Bacolod City facility will provide both general support and advanced technical support services to a variety of Convergys clients via traditional voice calling, e-mail, and Web chat as well as "back office" application and document processing.
"Our new facility in Bacolod is coming along nicely and is nearing completion," said Marife Zamora, Convergys Country Manager, Philippines. "With the new facility in Bacolod City, we will continue to tap the tremendous pool of resources available in the Philippines as our presence in the country continues to grow." The new contact center in Bacolod City will be closely integrated into Convergys’ "Global Assurance Network." This gives Convergys control of its end-to-end operations and processes, just as the company has in North America, Europe, and in India, and assures 100 percent redundancy and flexibility for our clients.

damo da mga nagmi tsura na naga simba. dira mo makita ang mga jewels sang bacolod. sa redemp and carmelite na sila ga simba pirme :)
now I know, you don't only have an eye for details, but on everything beautiful...tsk tsk. that's what i observed too. maybe because of its proximity to bacolod's exclusive and elite villages. not to mention the chinese community.

Literacy council pushed
The City government of Bacolod is pushing for the creation of a Local Literacy Coordinating Council, a press release from the Sangguniang Panlungsod said.
Councilor Greg Gasataya, chairman of the Committee on Education, endorsed to the council the proposed ordinance “Adopting The Literacy Coordinating Council’s Blueprint For Action And Implementing Guidelines And Thereby Establishing The Bacolod City Local Literacy Coordinating Council.”
The creation of the council is aimed at setting plans and integrating literacy in all ongoing community based literacy development programs, among others, the press release said.
Its main function will include research, planning, management, monitoring and evaluation, advocacy and social mobilization, resource generation and institutionalization of city-initiated programs and projects, the press release said.
The literacy council will also be responsible for the formulation of necessary policies, implementing rules, regulations and guidelines responsive to literacy and continuing education development.
Gasataya is also the author of the city ordinance on the Comprehensive Scholarship Program of Bacolod City, the press release added.*

Clean & Green Must Proceed to Next Level: Sigue
The Clean and Green Program of the city government must proceed to the next level. It has been a long time that the city has launched the information-education campaign, this time it should proceed to the next level.
Thus said Counc. Jocelle Batapa-Sigue during the deliberations at the recent session of the Sangguniang Panlungsod of Bacolod.
The Clean and Green Coordinating Council is requesting for supplemental budget to the tune of P4.3 million, Sigue said the program should proceed to the next level which is waste reduction at source, and waste recycling.
The Material and Waste Recovery Facility (MRF) which Mayor Evelio Leonardia said will turn the biodegradable garbage from the public markets to organic fertilizer must be effected already.
Sigue also suggested that the Council should submit to the SP the financial report of the financial allocation of the city in implementing the program so that the legislators will be updated on the extent of program implementation vis-a-vis alloted funds of the city.*(Edith B. Colmo)

what i observed guys is that most of the real estate developments and hotel projects in our city are funded by homegrown local investors. i think this is healthy for the local economy as opposed to outside investors coming in. right? take for instance the sanparq building and the bacolod pavilion. the money stays in the local economy and is not remitted somewhere else.

Youre right @bchamp. But I think its much healthier if investments from big companies in Manila, Cebu or even from Mindanao will pour in the city. Much more if Bacolod will have its own version of MEPZA(Mactan, Cebu). More investments(local or foreign), more jobs. Perfect for Bacolod and the Negrense populace.:)

Right now, PEZA has stopped creating Economic Zones initiated by the government. Instead, the private companies will be the one who will initiate the areas for processing zones similar to Baguio, Cebu & Cavite.
That is why preferably the Singcang airport should be converted into a mixed commercial-residential-industrial area.
