The Central Negros Electric Cooperative yesterday signed a power supply agreement for the purchase of cheap environment-friendly and renewable power from First Farmers Holding Corp. in Talisay City beginning October this year.

CENECO president Roberto Montelibano said the initial additional 5 megawatts from the First Farmers power plant in Dos Hermanas, Talisay, will help cushion the effects of the power shortage already being felt in the Visayas grid.

He said the CENECO coverage area experienced brownouts in the last three days because of a shortage of power supply ranging from 3 to 25 megawatts.

Even with the CENECO power purchase agreement with FFHC, Montelibano said the coop will still have to purchase 40 megawatts from KEPCO-Salcon Power Corp. in Cebu to meet increasing power needs of its coverage area.

He pointed out that the Northern Negros Geothermal Power Plant in Bago City so far is only producing 5 megawatts and no other alternative power sources have been offered.

If those opposing the KEPCO purchase have alternatives available to stave off a power shortage, we will welcome buying power from them, Mobtelibano said.

Rosendo Lopez, FFHC vice president, said his firm’s bagasse biomass co-generation power plant that will be producing renewable energy has the capacity to produce 21 megawatts, with a 15 MW export potential.

We will be producing cheap renewable energy from sugarcane waste so it will not affect food security since we will still be producing sugar, Lopez said.

The P500-million FFHC power plant is targeted for commissioning in September and for commercial operation by October 2008.

Under the contract inked yesterday FFHC committed to selling 5 megawatts of power to CENECO for two years from 2008 to 2010. The power supply from FFHC will be delivered to CENECO through its existing 69 KV transmission line in Talisay City.

FFHC will provide CENECO power at 1 percent less than the cost of power being supplied by the National Power Corp., which at current rates would be about 3 centavos less per kilowatt hour, Montelibano said.

CENECO will pay FFCHC a monthly electricity price per KWh lower than their weighted net average generation charges before prompt payment discount, FFHC general manger Leo Echaus said.

He said the FFHC bagasse bio-mass co-generation power plant is attached to the exiting First Farmers sugar mill and was 60 percent completed as of March 15

Because the plant produces renewable energy it will be entitled to carbon credits from the World Bank, FFHC corporate secretary Rafael Lizares said.

He urged government to provide more incentives to encourage all of the sugar mills on Negros Island to produce renewable energy for commercial use.

If all 10 sugar mills in the island produce power for sale using bagasse we will have no power shortage, Lizares said.

Montelibano said he is hoping FFHC can produce 15 MW for sale soon so it can provide CENECO with more than 5 MW, because the money paid for it will remain in the province.

He is also talking to another sugar mill to put up a similar project because the more power generators come in, the better, Montelibano said.

OTHER SOURCES

Montelibano said CENECO needs 100MW for its current peak requirement but the figure could reach 120MW after 2010.

“Partly we are getting power from National Power Corp., 30 megawatts. All the rest pasuwerte na kita (will depend on luck),” he said. “That’s why if the opposition (in the CENECO contract with KEPCO-Salcon) will only help we can solve this problem without attacking each other.”

He said the oppositors are against power from coal but the four power plants that will be built to supply power to Visayas are all coal-fired.

“They don’t want to coal but they want to have electricity,” the CENECO president said, adding, “My responsibility to the community is to supply (them) with power.”

Montelibano said the PNOC-Energy Development Corp. cannot also guarantee CENECO sufficient power supply because it hasn’t even produced the 49MW it is supposed to generate from its geothermal plant in Bago and Murcia.

“They have a letter to sell. My point is, where is it? Because you don’t even produce,” he said.

Montelibano said PNOC-EDC has offered to sell to CENECO because it has already cancelled its contracts with the electric cooperatives in Iloilo after its plant failed to produce its maximum capacity.

He said the opposition of the Church to the plan of PNOC-EDC to enter the buffer zone of the Mt. Kanlaon Natural Park also hampers the plant’s attempt to produce more power.

“Until such time they cannot dig additional wells. PNOC will never produce (additional power),” Montelibano said.*CPG/NLG

hahahaha!!! is he not afraid of the consequences? look what happened the recent crash landing in cebu. I think Mayor Bing should study very well all his plans for the airport before making a decision.

The story of Hua Ming, also known as St. John’s Institute, the Catholic Chinese school in Bacolod City, is a story of luminous faith and bravery from that dark period of persecution of Catholic priests and missionaries following the communist takeover of Mainland China.

That story becomes even more inspiring and bittersweet as Hua Ming is poised to celebrate its 50th year as the premier educational institution for children and the youth in this city—a salute as well to the two hardworking Chinese priests, Msgr. John B. Liu and Msgr. John Su, who made it all happen and who are now in the twilight of their years.

The story is further limned by the celebration of the BacoLaodiat, the Chinese New Year in Bacolod, on Feb. 7 to 10, a street festival that reinforces the merging of Filipino and Chinese cultures—the very essence of Hua Ming.

In the ’50s, when Mao Zedong’s victorious army swooped down on China, John Liu (Liu Zi Hui), then a young seminarian from Heibei, near Beijing, and a student of the Peiping Fu Jen Catholic University, fled his country on a boat and sought sanctuary in the Philippines. John Su (Su Hueng Tai), also a seminarian from Heibei, likewise fled China on a boat and reached Philippine shores after a harrowing journey fraught with horrors of starvation and disease and deaths on board. It was a nightmare that Liu and Su, now in their eighties and bound on wheelchairs, do not want to talk about much.

Liu and several other refugee seminarians who survived the flight from China finished their studies at the St. Joseph Seminary in Manila. Liu was later assigned to the Bacolod Diocese where he organized, with Fr. James Liu (no relation), the Bacolod Chinese Youth Association, and later the Chinese St. Mary’s Association for married women, and the Chinese Catholic Action Association.

In 1955, a big conflagration razed the commercial buildings in downtown Bacolod to the ground. Not missing an opportunity, Alfredo Montelibano Sr., national defense secretary under President Sergio Osmeña, opened up a 27-hectare tract of land north of the city, part of a large sugar farm said to have been inherited from his redoubtable mother, and called it the Capitol Shopping Center, to lure the mostly Chinese businessmen and storeowners displaced by the fire. Seeing an opportunity himself, Fr. John Liu presented himself before Montelibano and convinced him to donate 4,000 square meters in Shopping (which is how locals call it today) for a convent and a chapel.

Dear Friends,

Saying goodbye to you with whom I have been living for more than fifty years here in Bacolod is indeed very hard. As I Prepare to leave for my home town I feel the pain in my heart, as all humans do.

Then why should I leave? As you know my character, I am always on the go, I never am idle or stagnant. When I was the Principal seldom do I sit in the office. After having done the important communications and correspondence, I would go around the classrooms and watch the activities of the students especially at recess time.

Now, I cannot walk without a wheelchair. Day in and day out in my room I feel like a caged dragon who seldom see the blue sky. Like a prisoner in the prison, all the time I think of all the ways to change the environment, to make things better. but most of all to escape from this restricting prison. Recently, I decided to go to my home town. As people say "Falling leaves return to the roots". There in my hometown I may not be able to do much, however, I may help the parish priest to hear confessions and to give homily.

To leave the Queen of Peace Church and St. John's Institute is piercing my heart. For more than fifty years, I have helped to nurture them and watch them grow. Now, I have to leave them. how will I not be able to feel the pain in my heart?

My dear friends, in conclusion, I have contributed a share in the glory of Queen of Peace Church and the achievements of St. John's Institute. It is thorugh the grace of God and a gift from all of you.

I earnestly pray and ask the Lord to continue to bless the administration of the two institutions. Fr. Noly, Fr. Gary, Fr. Juerl. With your continued cooperation my dear friends, everything in the campus will continue to progress and soon to be recognized as a premier school of excellence ....... after the Golden Jubilee.

nd na sya gaisano east, if someone would think it is, its like a tiangge mall, daw VSB bldg bala. however its nice daw, my girlfriends uncles construction supply business, is one of the suppliers for the construction of the infra, he told me the owner is a bit, eherm too late, if he could only decide before, d tani nag boom na da, imagine students from USLS, CSAB, RC, and WNU, ang makadto dira.

the exterior design of the lupit church is not the usual design you see in philippine catholic churches. although, the interior is generic. it has an american colonial look. it can even be mistaken as an evangelical church.

Flying School Opening in Silay

Silay City Mayor Jose “Oti” Montelibano has confirmed that a flying school is soon to be opened at the New Bacolod Silay Airport.

Montelibano said this is one of the benefits of having the airport in the city. It will be located within the vicinity of the airport. This is will be a private flying school and this is an opportunity for those who would like to get aeronautics course and aspiring pilots not to go to other provinces as it will be offered right there in Silay.

Montelibano said this is beside the air force base that will be transferred from Iloilo to this city. He said these are the advantages they are enjoying now that the new airport is in their city. He also confirmed that the city government opted to stop the free shuttle service they earlier offered for commuters going to the new airport. “We don’t want to compete with private businesses as there are already private public utility vehicles plying the route to the airport. The streetlights along the road to the airport was already in place after the completion of the Mc Kinley access road, he added.* (TED)

reopen?...they never closed. infact SM is doing good business in Bacolod right now. No mall closed down in Bacolod, except for Robinsons Metro Bacolod which they turned into a cybergate center

I wanted to go to Bacolod because I was told it's beautiful. When we were in Boracay some people were like, "you better go to Iloilo because there's not much to do in Bacolod and SM has closed their mall down there".

Long story short, we didn't go.

^^ It was due to the breakdown of the Luzurriaga-Sy relationship before. SM has branches in both cities. They say back then, Bacolod's economy was still recuperating from the sugar crisis.

Anyway, SM is back (SM Prime solely owned by Sy) after several years of absence in Bacolod and they're doing well. :okay:

Within that 18 years, a lot of things changed. Bacolod has managed to weather the storm that it had before, and now one of the most progressive cities in P.I.

It is indeed the Luzurriaga-Sy SM. They had an SM at Guanco in Iloilo too. It was the "golden age" of their relationship back then.

Anyway, again Bacolod has managed to break away from the storm it had in the 80's. From the picture of desperation and poverty, it has now managed to bring back its old glory, but on a newfound "sugar plantation" called BPO and diversified economy. I hope Negros Occidental follows track sooner too so that it would cushion the effect of an impending "sugar crisis" kuno by 2010 according to Zayco during an interview with ANC.

Absolutely true @berns. Thanks for the info. But on a personal view, I think during those times Bacolodnons felt that SM was not serious in doing business in Bacolod. Or maybe SM's just testing the tide. A company as big as SM will only offer Bacolod their "itsy bitsy tiny weenie" SM Supermarket. Thats a big disappointment among its Bacolod patrons. Then theres Robinsons. Out to conquer Bacolod/Neg.Occ. amidst the storm. Thats why Robinsons Place-Bacolod remains close to every Bacolodnons/Negrense's hearts despite its rivals' renewed interest in Bacolod(SM & Gaisano).:)

You're both correct @Smile & @Berns. Btw, the plan of SM before was to construct in Bacolod their 2nd mall in the Visayas right after SM CIty-Cebu. The plan was suddenly scrapped when VMC's business collapsed during the early 90's. But I am so damn proud that Bacolod, emerged as one of the fastest growing local economies despite the harsh times it went through. And thank heavens that the city was blessed with good leaders the past years. Hope the trend continues.:cheers:

NEDA bares P57.9-B infra projects for West Visayas


-- Some P57.9 billion worth of infrastructure projects are either ongoing or in the pipeline in Western Visayas, said National Economic Development Authority 6 (NEDA 6) Regional Director Arturo Valero.


At the recent Philippine Economic Briefing held here in, Valero identified the ongoing infrastructure projects in the region. These are the P4.3-billion Iloilo Flood Control Project, P1.9-billion Bago River Irrigation Project, the P500-million Arterial Roadlines Development Project: Iloilo-East Coast – Capiz Road;

The Southern Philippines Irrigation Sector Project: Magballo-Balocotoc –Canlamay Integrated Irrigation Sub-Project, P200 million; Kabankalan City Domestic Airport, P800 million; Metro Iloilo Radial Road, P700 million; Widening of Iloilo City-Sta. Barbara Road, P600 million, and the International Commercial Port Complex (ICPC) Wharf Extension Project, P300 million.

The infrastructure projects still on the pipeline are the Panay River Flood Control Project, P4.5 billion; Revival of Panay Railway, P31 billion; Visayas Bridges, P0.1 billion FS); Caticlan – Capiz Road, P1.4 billion; Northern Panay Backbone Project, P1.9 billion; Southern Panay Backbone Project, P1.9 billion; Panay-Negros Interconnection Updating Project P3.3 billion, Timbaban Hydro Electric Power, P2.5 billion, and Villasiga Hydro Electric Power, P2 billion.

Valero said these projects are expected to further boost the region’s economy which performed well in 2007, citing several indicators.

He said the region’s investment also grew, and exports in the ports of Iloilo and Pulupandan increased; the employment rate was high, and inflation was low.(PIA)

CENECO, First Farmers Ink Pact for 5MW Power Supply

The Central Negros Electric Cooperative and First Farmers Holding Corporation have signed an agreement yesterday for the generation of additional 5MW power supply which will take effect October 2008.

CENECO President Roberto Rojas and Ricardo Leon C. Echaus, FFHCs General Manager with several officers of the corporation initiated the signing of the said agreement yesterday at the L’Fisher hotel in Bacolod City.

The contract period will be 12 months and will be effective for two years (2008-2009 and 2009-2010).

There will be a 212 days equivalent to seven months annual operating days with a minimum take off power from 1-5 MW.
Mr. Echaus said that the investment will benefit the CENECO franchise area and the consumers at large due to lower generating charge and environment friendly and renewable power source.

Reliable power plant will be modern and have state of the art technology.

The Power Plant project is part of the First Farmers’ factory expansion program. The project is a bagasse bio-mass co-generation power plant that will be attached to the existing sugar mill. Construction and installation is on-going at the mill site in Dos Hermanas, Talisay for the plant’s maximum operational compatibility with the sugar operations of First Farmers and a balanced capacity to generate power for export. Total project cost is P500 million. As of March 15, 2008, project progress is at 60%.

The First Farmers Sugar mill was established in 1964 as the first sugar mill to be owned and managed by sugar planters through a cooperative. At present, it has a rated capacity of 5,000 TCD with a sugar refinery having a capacity of 7,000 bags a day. In 1997, it was awarded as the Most Environment-friendly Sugar mill by the Philippine Sugar Millers Association and is currently certified ISO 14001: 2004 for its Environment Management system.

It is a Bagasse co-generation power plant (renewable fuel-biomass).

The power source is foster wheeler boiler at 850 psi.

It has a capacity of 21 MW with general electric steam turbine generating set. It has an export potential of 15MW.

Its Voltage and Frequency variation is compliant with the National Grid Code.

The point of delivery has an existing 69kV transmission line in Talisay City.

The target commissioning date is on September 2008 and its target commercial operation is on October 2008.

Boy Cuenca, CENECO Board of Director said this is the second time that the sugar industry will be powering Negros.
This is historic. This agreement will certainly benefit the power consumers, he pointed out.*(CNC)

Baciwa Opens Filtration System in Brgy. Bata

A five-tank filtration system was blessed yesterday to start its operation. Installed by the Bacolod City Water District (BACIWA), the tank has a total capacity of 160 cubic meters. It is a 150 square meter lot donated by Atty. Simplicio Palanca in Purok Riverside, Brgy. Bata, Bacolod.

BACIWA GM Atty. Julie Ann Carbon said considering that water in Brgy. Bata has higher contents of manganese and iron, the filtration system is needed to oxidize it and enhance the quality of water.

Operational 24 hours a day, the filtration system filters the water pumped from 200 meters deep. The filtration system is necessary to increase the potability of water supplied by BACIWA to the 3,000 concessionaires in Brgy. Bata, Aguinaldo, Robinsons Mandalagan and Mountain View Subdivision. This is 5% of the total water requirement of the city, according to AGM Samuel Penado.

The filtration system in Brgy. Bata is second to Fortune Towne.

Daisy Desengaño, BACIWA medical technologist, in charge of the facility said the filtration system is operated 24 hours a day, and a backwash will be done one at a time everyday to ensure cleanliness of water supplied to the consumers.
Rev. Fr. Tom Rito has officiated the blessing of the filtration system, attended by former BACIWA GM, now executive assistant in the office of the mayor, Bacolod - Atty. Vicente Petierre representing the mayor, with BACIWA employees led by GM Carbon, and the media.*

good thing SUV, we have the likes of migs zubiri and our local leaders in the sugar industry who foresee the impending "crisis" in the sugar industry. crisis because by then tariffs on sugar products within the ASEAN region will be reduced so that proliferation of imported sugar is inevitable. but the emergence of the ethanol industry and other renewable energy sources derived from sugar in the province will somehow cushion the effect of the crisis. and the fact that the province is more diversified now than before.

hahahaha!!! actually I was able to converse to a foreigner that day...he's a canadian..he was taking pictures and he said his going to post it on his travel blog and to his webshots account. :). he is not a catholic (he belongs to the church of England) and its his first time to see this kind of event. History
The ACA system started with the idea of Filipino Aviation Maintenance Personnel in areas of power plant, airframe and avionics technology who were in practice abroad and some in the local employment who were in the teaching profession. Having discussed of the reality and modern trends in Aviation Industry in demand, they decided to put up an Aviation maintenance-training center in Bacolod City, Negros Occidental. Despite the limited resources for the purchase of equipments and instructional materials, they pursued with their plans with a few of these requirements purchased out of their financial sacrifices they contributed through their earnings from abroad.

Their primary concern was to establish an educational institution utilizing the modern trends and application of the learning process to address the needs and requirements of the aviation industry brought about of their experiences abroad and by helping the Government in promoting World-Class Aviation Maintenance personnel.

Only that through their faith and trust in the Almighty that things were done in a struggle to establish a better learning strategy that will be imparted to the youth with a firm philosophy of providing quality education for the benefactors to follow as the next generation of aviation maintenance specialists our country can produce.

JAPANESE STUDENTS Learning About Us

The wealth of our cultural heritage was showcased once again in Bacolod and Dumaguete cities. This time, it's not Filipinos showcasing their own dances and songs but Japanese students of the Foreign Language Department of the world-class Tokyo University.

The Tokyo University Foreign Studies Cultural Dance Troupe, led by Associate Professor Michico Yamashita, performed at SM Bacolod City on March 8and later in Dumaguete City early this month.

The students, who speak Tagalog, are deeply interested about the Philippines that they learned not only the language but also the dances and songs they presented, the mentor said.

They were accompanied by Filipino National Artist Ramon Obusan and trained by Raul Nepumuceno Jr. Their presentation included Cordillera, Spanish-inspire (Maria Clara), Muslim and Lumad dances as well as dances of lesser known tribes and festival presentations.

The dancers have also performed in their country, Singapore and the United States.

Investors are advised to buy stocks of SM Prime Holdings, Inc. (SMPH) in view of the Sy-led firm’s strong earnings and the potential benefits of its aggressive expansion program.

In a statement, the country’s largest shopping mall developer and operator said revenues rose by 16% to P15.35 billion from P13.22 billion, boosted by higher rent from three malls that opened last year – SM City Bacolod, SM City Taytay, and SM Supercenter Muntinlupa.
The publicly-listed firm’s net income went up by 10% to P5.97 billion income in 2007. the figure is in line with the company’e earlier projection to increase its bottom line by 10%-13%.

“SM Prime successfully met its 2007 targets. We are satisfied with this achievement,” SM Prime president Hans T. Sy earlier said.

Rent accounted for 83% of total revenues, pulling in a 17% growth to P12.81 billion from P10.97 billion.

“SM Prime’s rent revenues are strong because they have an established market. People flock to these areas as everything you need is under one roof: gym, grocery, etc.,” said Accord Capital Equities, Inc. analyst Claire Quiray.

Meanwhile, cinema ticket sales showed a strong performance increasing by 15% to P1.84 billion, supported by both domestic and international blockbuster films.

As a result of SM Prime’s aggressive expansion programs, the firm’s total gross floor area will increase to 4.1 million square meters by the end of 2008 against 3.9 million square meters last year.

As the firm has already existing tenants, the malls’ continued expansion will not be a problem as these spaces will be easily occupied, the analyst said.

The newly opened malls, I fact, have an average occupancy level of 96%.

The company is also spending P6 billion to open SM Supercenter Rosales in Pangasinan, SM City Baliuag in Bulacan, and SM City Marikina and expand Metro Manila malls SM City Fairview and SM Megamall.

Aside from its recently opened malls in Metro Manial and nearby areas, SM Prime is set to widen its operations to include the three SM malls in China owned by the Sy family.

SM Prime recently said its board had agreed to fold the three malls into the company, for which it will pay P8.5 billion. The acquisition will be made through a share swap where SM Prime will issue 913 million new shares to the Sy family.

“The move will allow SM Prime to gain a foothold in China’s fast-growing economy and use this as a platform for long-term growth outside of the Philippines where it is already the dominant shopping developer,” the firm said.

The SM malls in China are located in the southern and western parts of China – Xiamen, Jinjiang, and Chengdu. Among the anchor tenants of the three malls are Wal-Mart and SM Laiya Department Store, Cybermart and Wanda Cinema.

Given these recent developments, stock portal 2TradeAsia placed a “long-term buy” recommendation on SMPH shares. The brokerage firm expects SM Prime’s net income to reach P6.47 billion this year

I never thought that blogging would get me on a magazine. Well, it was not really about me but on the “Best Places to Live” in the Philippines. Last February, I was e-mailed by Heinz Bulos of MoneySense magazine with four questions as to why I think Bacolod City is the best place to live in the country

I expect some of my answers to be quoted but the article exceeded my expectations. Not that I’m complaining. I guess that earned me bragging rights, right?

Fellow Ilonggo bloggers Marcos and Junelle were also interviewed regarding Iloilo City. I’m quite proud that Bacolod and Iloilo were on the Top 5 of the Best Places to Live in the country. We made the right choice. This is home.

It’s an affirmation of my choice. From among 65 cities that were ranked, Bacolod City topped the list of “Best Places to Live” by MoneySense magazine. Heinz Bulos, Editor-In-Chief, said that in coming up with the ranking, they relied on two existing surveys, the Philippine Human Development Report and the Philippine Cities Competitiveness Ranking Project (PCCRP) of the Asian Institute of Management (AIM) for 2005. Whereas PCCRP uses seven criteria in ranking the cities, MoneySense chose only three - dynamism of local economy, infrastructure, and quality of life.

its our pride being featured as the #1 retirement destination and one of the best places to live. :) This is so much for Bacolod...just imagine how small our place is but we gather so much awards and distinctions. Before Bacolod was not really in the limelight...but now, we are gaining grounds and we are being distinguished as one of the top cities in the country today. :)

bacolod is indeed a pleasant place to live in :) (medyo kontrabido man ako minsan but thats just when things are a little "over the top" but i never hated the city :))

as an outsider i observed how bacolod is so neat and orderly but still has the modern pulse (really admired your restaurants and bars na stand-alone w/ their own building) it may not be as big as Cebu and Davao but it still manages to have the same urban vibe sans the urban stress the two cities have (ie traffic, crowdedness, etc)

i think thats what put bacolod in the top of the list.. a perfect mix of urban convenience and simple living :) i think mas ma appreciate nyo yan when you are trying to start a family like my barkada has..mas hassle free talaga

^^ I think merong murang kansi...sa Silay City ata banda yun...And we bought it for P45 puro unod (meat).

Pareho na pala tayo ngayon. Although minsan kahit papaano, may check and balance pero minsan nakakasawa na rin. Katalaka man kis-a sige kita gakumparar ukon mabugal kon ano may ara ta pero sa ulihi, ano ang makuha ta sa sina? Mas maayo gani nga magkooperar kita para sa ikaayo sang atong rehiyon, amo man na ang aton nga misyon nga-a ari ta di. Mabaton man gid naton ang ginalainan naton sa tagsa-tagsa, amo na nga nagin manamit kag madamu nga panakot ang kabuhi ta, sa atong kulturang Ilonggo ukon Negrense. Amo na ang ginaubra sang aton nga mga tagdumala sa lokal nga gobyerno, sa Negros, Guimaras kag Panay. ;)

yepyepyep... but they are right...it only happens here in SSC..

pero when your in the real world, you get to see a different you. like in my case...almost 50% of my friends are from iloilo and we dont talk about comparison. lets just be happy about ones feat..

BIR Region 12 set

The computerization of the Bureau of Internal Revenue Region 12 in Bacolod City will be introduced this week as part of the agency’s Nationwide Rollout of Computerized Systems.

BIR 12 Regional Director Rodita Galanto announced at the recent launching of the Tax Campaign 2008 that the roll-out schedule is on March 27 and 28.

NRCS is being implemented by the BIR to extend the use of its Integrated Tax System across its remaining non-computerized Revenue District Offices. It aims to build a comprehensive taxpayer database that will be used to support collection and enforcement efforts.

ITS has four front-end systems which include the Registration or REG System; Collections and Bank Reconciliation or CBR System; Returns Processing System or RPS; and Taxpayer Accounting System or TAS.

In Negros and Panay, front-end computerized systems were already rolled out in RDO 79 in Dumaguete City; RDO 71 in Kalibo, Aklan; RDO 72 in Roxas City; RDO in San Jose, Antique; RDO 74 in Iloilo City; and Revenue Region 11 in Iloilo City.

Galanto said BIR Region 12 has P110 million in accounts receivable and their goal is to collect 50 percent of the amount this year.

The region’s tax collection goal for 2008 is P4 billion. In 2007, it only collected P3.4 billion, 9.94 percent short of its target of P3.7 billion. The 3.4 billion, however, is 13.2 percent higher than its P3 billion collection in 2006.*NLG

Rep. Ignacio Arroyo Jr. (Neg. Occ., 5th District) is urging the public to make deposits in the newly opened Negros Cooperative Bank in Bacolod City to help the cooperative movement of the province.

Arroyo, who spoke at the formal opening of the bank at the Capitol Lagoon Park along North Capitol Road in Bacolod City Wednesday, made an initial deposit in the bank of P500,000 from his personal funds.

The formal inauguration of the bank was held on March 19 to mark what would have been the 74th birthday of Gov. Joseph Marañon. A mass was also held at the provincial Capitol in Bacolod City on Wednesday to mark the birthday of the late governor who passed away on March 13.

Gov. Isidro Zayco and Edgar Sarrosa, a member of the NCB board who represented the Marañon family at the rites, unveiled its marker, which said the bank was a concrete response and symbol of commitment of the provincial of Negros Occidental under Marañon and Zayco to cooperatives and small and medium scale enterprises.

Zayco said the bank was one of the flagship projects of Marañon that he will continue to support.

Ramon Peñalosa, chairman of the board of the bank, said Marañon was the prime mover in the creation of the new bank where one can open an account with a minimum deposit of P500.

The bank will provide low interest loans to those not able to obtain them through regular banking facilities, to aid small and medium scale enterprises, he said.

He also said low interest loans will be provided for entrepreneurial efforts that will ensure environmental protection.

Nestor Bayona, vice chairman of the NCB board, said 47 cooperatives in Negros Occidental are the original investors and members of the bank.*CPG

yup. a lot of people actually don't know that there are 2 universities outside Bacolod. TUP in Talisay and Sagay and PNU in Cadiz. Actually TUP is also planning to put up an extension in Binalbagan. I understand there is already a MOA between TUP and The Fuentebella group who donated the future site of TUP there.

Wow,TUP in Sagay?Thanks for the info Mig Bacolodchamp.Its good and beneficial to those in Binalbagan and the nearby towns and cities.A friend of mine who graduated from TUP Talisay told me that most of thier students are not from Bacolod but mainly from other towns and cities of Negros Occidental especially from Sagay and Binalbagan.

The establishment of colleges and universities outside Bacolod City is really beneficial for those living far away from the metropolis. I believe the agricultural college (I forgot the name, sorry) in the south helps a lot of students there. :)

they have an extension in sagay a long time ago migo jay. its actually good for poor but deserving students. what they are paying is much much lower compared to private universities.:)

construction of Tagda port

The Negros Occidental Provincial Development Council yesterday endorsed the creation of a port in Barangay Tagda, Hinigaran, Gov. Isidro Zayco said.

The port is also intended for use as a docking area for roll on-roll off vessels, he said.

He said a request has been made to the Regional Development Council to convene its infrastructure committee to also endorse the port project.

Negros Occidental joins Earth Day celebration

Negros Occidental (24 March) -- Pursuant to Proclamation No. 1276 signed by President Gloria Macapagal-Arroyo, the entire nation is celebrating the Philippines' Earth Day spearheaded by the Department of Environment and Natural Resources (DENR).

Series of colorful activities lined up for the celebration include foras, caravan, mass and Clean Air rides. The celebration which started March 26 will culminate on April 22.

DENR Secretary Lito Atienza said that this year's Earth Day is focused on giving importance on water, hence the theme "Tubig ay Buhay Ating Pagyamanin at Linisin".

The nationwide caravan will start on March 31, 2008 at the SM Mall of Asia to formally kick off the pre-Earth Day activities. The caravan will be an 18-day intensive information and education (IEC) campaign that will pass through regions, provinces, cities and municipalities nationwide with the intent of bringing DENR programs and projects to the people. The caravan will last until April 19.

In Negros Occidental, the caravan will start in San Carlos City to Bacolod City on April 8, 2008. The Negros Occidental Earth Day People's Caravan with the theme Lakbay Para sa Kalikasan: Lakbay Para sa Buhay at Kinabukasan!! is the highlight the celebration as a strategy in support of the nationwide Information, Education and Communication Campaign for 2008.

The Provincial Environment and Natural Resources Office is urging all stakeholders, the national government agencies and the local government units to join the caravan and participate in the scheduled activities.

Principals/shipowners and manning agencies of shipping industries have high regards on the graduates of VMA Global College. This was learned from the shipowners and principals who were present during the graduation rites of VMA last Sunday.

Capt. Takahiko Matsumoto, president of IINO Marine Services Co. Ltd, at the same time executive director of IINO Lines in Tokyo, Japan, with officials of its manning agency in the Philippines - POBAR Marine Services through Leo Mirande, director and crewing manager at the same time president of VMA Alumni Association, have said that IINO/POBAR, as one of the biggest shipping companies in Japan said, out of 200 seafarers from the Visayas employed with the company, 80 are graduates of VMA, aside from training officers and skilled workers.

Presently, Matsumoto said, IINO has 50 vessels on cruise all over the globe, and intend to increase it double due to the demand in the global markets. This means more graduates of VMA will be absorbed by POBAR, it was pointed out.
Mirande said, IINO Lines gives preference to VMA graduates because they are industrious, teachable and respectful.

Aside from hiring VMA graduates, IINO/POBAR also sponsors scholarship of VMA students with outstanding scholastic records.

Matsumoto assures to continue this program linked with VMA.

He also said, Visayas is one of the best sources of midshipmen seafarers serving as ambassadors of the Philippines to the rest of the globe.

Bacolod marks girl child week

THE City Council has declared March 23 to 29 this year as 'Girl Child Week' in Bacolod.

The approved resolution was pursuant to memorandum circular 2008-15 dated March 10, 2008 where the Department of Interior and Local Government cited Proclamation 759 issued March 8, 1996, which declares every fourth week of March as the "Protection and Gender-Fair Treatment of the Girl Child Week".

The resolution proposed by Councilor Jocelle Batapa-Sigue encourages barangays to engage in continuing efforts for the protection of children to underscore their vulnerability and needs.

Bacolod, through the Bacolod City Gender and Development Council, has marked March as the National Women's Month and has undertaken various programs to address the issues on child abuse, trafficking and child labor in partnership with various agencies and non-government organizations.

The resolution stressed the need to provide every girl below 18 years of age with equal opportunities and adequate protection to prepare her for her role in community development. It also manifests the Philippines' commitment to the Declaration of the World Summit for Children, the Convention on the Elimination of All Forms of Discrimination against Women and the Beijing Declaration.

The national theme for this year is "Karapatan ng Batang Babae Pahalagahan, Higit sa Panahon ng Disaster".

This is to highlight the special needs of girl-children in situation of emergencies and disasters such that all emergency preparedness and management strategies should incorporate the development and protection needs of girl children to minimize, if not eliminate, the chance of becoming victims of abuse in the midst of uncertainty during emergencies.

The Gender and Development (GAD) Code of Bacolod City, also authored by Batapa-Sigue, highlights Bacolod's policy to ensure that both women and men, including girls and boys, benefit equally and participate directly in the development efforts of its various departments and their full participation in the development process, in particular programs, projects and activities that will give opportunity for women to advance their status, and promote women's empowerment for their effective participation as equal partners of men in nation-building.

The Code recognizes the importance of ensuring fundamental equality before the law of women and men as guaranteed under the Philippine Constitution, and affirms that both women and men shall equally participate as agents in the development efforts pursuant to the mandates of international human rights law and covenants, in particular the Universal Declaration of Human Rights, Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action, and the UN Millennium Declaration, which adopted the eight Millennium Development Goals, of which the Philippines is a signatory.

Cockfights dangle P2 million

Hi guys, I just have this curios question, how is PBA faring in Bacolod city for their out of town games there? I remember my cousin who's based there telling me na since the Negros Slashers days, its really hard for PBA to attract crowds during their out of town games in Bacolod. Any truth to this? I was a loyal Slashers fan by the way...

I remember my cousin who's based there telling me na since the Negros Slashers days, its really hard for PBA to attract crowds during their out of town games in Bacolod. Any truth to this? I was a loyal Slashers fan by the way...

the truth of the matter is....Bacolod people loves Basketball!!! as far as i can remember, there was a game in la salle (PBA) played by shell and ginebra. that time, MBA was still fresh and sizzling hot...but believe me!!! the coliseum is full and a lot of people watched. I even had a fight with one of the shell fans...coz i am barangay ginebra fan. :) hehehehe

bacolodnons and negrenses are inherent sports lovers. we are active spectators. the 6th man on the court they say. a little bit rowdy at times especially during the MBA days when at stake is not only the reputation of the team but of the entire province as well. i remember those coin throwing incidents ha ha. and its just to show how passionate we negrenses are. In the PBA though not as intense but just the same, the venue is always jampacked. people are attracted into watching the PBA games because its on a different level. you get to see the superstars of philippine basketball and i think they have a niche in the hearts of negrenses.

LPG gets DOH nod

Actually, there is also the continued search by cab companies for an alternative fuel if only to hike the take-home money of their drivers.

I know for a fact that two of Bacolod biggest cab firms have converted their units to use LPG as fuel. And, they are going strong in their effort to bring down the cost of fuel.

But there have also been complaints from drivers that LGP smells and their cabs would just suddenly conk out. But the brand-new vehicles of the big firms – two of them in Bacolod – are all using LPG.

And the trend has been catching up in Iloilo City.

Thus, cab firms greeted with satisfaction the health department’s okay of LPG as an alternative car fuel.

The DOH, however, also dished out guidelines that should be strictly followed by vehicle owners using LPG. This, following complaints by some quarters of deaths among cab drivers reportedly linked to LPG.

The following were among the pointers for the use of auto-LPG:

• Gas cylinders should be equipped with a device that would automatically shut off in case of overfilling and leakage;

• Vehicle tanks must be made of carbon steel material to ensure higher durability than the standard gasoline tank;

• Upgrade the existing standards of gas cylinders, dispensing stations, and vehicle installations to ensure the safety and health of personnel and the general public; and

• Provide taxi units with the appropriate fire extinguishers.

In Iloilo and Bacolod, taxis have auto-LPG dispensing stations in several areas.

Most of the Faith taxi units servicing the Silay airport are using auto-LPG. The energy department says autogas is cleaner than gasoline with a 20 percent less ozone-forming potential and 15 percent less greenhouse gas emission.

So far, however, I still have to hear of private vehicle owners using LPG as an alternative fuel. But with the continuous rise in fuel prices, even motorists may take to LPG to save on fuel expenses.

^^ They've been using LPG in Cebu for cost-cutting for several years now. The problem with LPG though is that there is this certain fume that makes you sick, especially when your stuck in a traffic. Also, it cannot ascend steep slopes. Kahinay sang iya nga tulod. Although economically and environmentally wise its a good start.

If he had his way, Bacolod Rep. Monico Puentevella wants the next national amateur boxing championships scheduled in May in Bacolod City.

Puentevella yesterday said there is a need to find new talents for the national team and holding the national tournament in the city will give boxers in the province a greater chance of clinching spots in the pool.

The Bacolod solon, who will serve as delegation head of the Philippine contingent in the Beijing Olympics, earlier called for a review of the programs of the Amateur Boxing Association of the Philippines in the wake of the failure in the final Asian Olympic Qualifier in Astana, Kazakhstan.

Tipped to qualify and do well in the Olympics, Bacolod City-born Joan Tipon, who is also supported by Talisay City, was a big letdown, bowed out in the first round in the Kazakhstan tournament, before Godfrey Castro of Cadiz City and kissed his Olympic hopes goodbye after losing to an Uzbek and Indian fighter, respectively. Only Harry Tañamor earned a slot in the Olympics.

Puentevella said the blame should not be pinned only on the ABAP. Instead, he called for the boxing community to unite to in order for the country’s amateur boxing program to improve.

For the national amateur boxing tournament, Puentevella said he will pit the winners of the first Monico Golden Gloves boxing tournament against the champions from North Cotabato, Zamboanga and Cebu under Antonio Aldeguer.

“We hope to produce new talents for ABAP from the national tournament and gear them up for the London Olympics in 2012,” Puentevella, the first vice-president of the Philippine Olympic Committee, said.

Negros Occidental is home of champion amateur boxers, among them Atlanta Olympics silver winner Mansueto “Onyok” Velasco, his older brother, Roel, a Barcelona Games bronze medalist.*CPT

Slapshock to hold
Bacolod concert
Nationally acclaimed and multi-awarded rock band Slapshock, with Pinned and other local bands from Bacolod City will be staging a rock concert at Bacobuz, Saturday 8 p.m., a press release from organizers said.

The restobar is located at the Alijis Highway Diversion Road, behind GoldenFeilds Commercial Complex.

Slapshock was formed by five musicians in Feburary 1997 at the University of the Philippines-Diliman. They started as a rap-metal group, and later developed to a more diverse rock band.

Most of the early gigs were college-sponsored events, fairs and some club gigs in Manila.

They released their first platinum selling album entitled “4th degree burn” in 1999.

They consistently released hit albums year after year, Headtrip (2001), Project 11-41 (2002), Novena (2004) and Silence (2006), won Band of the Year, Best Bassist and again a Listener’s Choice Award in 2001, and were again band of the year, in 2002, the press release said.

They were also the Philippines representative to MTV Asia Awards in 2003 in Singapore.

Slapshock is marking this year its 10th anniversary in the music industry. They just released a Slapshock greatest hits album called “Recollection”, containing all hits and singles from all the five studio albums spanning a decade, the press release added.*

The Public Employment and Services Office of Bacolod City is a nominee for the Best PESO in the Philippines.

It won in the regional highly urbanized category, awarded by the 7th National PESO Congress, at Punta Villa Resort, Arevalo, Iloilo last year.

Executive Assistant Moises de la Cruz yesterday said the PESO has sent 1,771 workers abroad and facilitated local employment for 7,198 in 2007.

From January to February 2008 alone they have already sent 1,016 Overseas Filipino Workers and they expect to triple their record last year, he said.

Mayor Evelio Leonardia said this is an achievement by itself and if the PESO gets to be recognized further, it will already be a bonus.

“In a sense this is already good enough although we have made it our philosophy to try to do better than our best,” Leonardia said.

This is inspiring because it came at a time when they were informed that in the Peace and Order Council evaluation, Bacolod is also among the finalists, he also said.

In the POC contest, Bacolod has consistently been among the top five, Leonardia said. Last year Makati won and Bacolod missed by only one slot, he said. “We always try to do much more than the minimum expected of us,” he added.

Meanwhile, Leonardia said they are trying to make adjustments in the budget to be able to accommodate additional traffic enforcers.

He said he will meet with Councilor Wilson Gamboa Jr., chairman of the Committee on Transportation and Traffic, on the matter.*CGS

Im glad to know that some Bacolod taxis are operating in dual fuel.It helps bring down the operating cost and helps minimize the carbon emission of the vehicles.In some countries they promote using LPG and give tax rebate on the expenses used in converting the vehicles to dual fuel.I hope the local government should do the same.

From the e-jeep that was launched late last year and now the LPG-fueled taxis. Definitely Bacolod has come a long way into becoming more than just an environment friendly city. It can spearhead and become an active player in this department. You're right @Jay. What we need now is the support from the local goverment of Bacolod as well as National legislation. All these, in one way or another, can make Bacolod a step ahead to reduce the green house effects to the environment.:)

^^Based on the news i've read before the National Government had launch a campaign in using LPG as an alternative fuel on Buses plying along Edsa but they have very few filling stations.It is widely used in other countries like Australia.
I'm just wondering how those taxis fill thier LPG tanks.Does it mean that these operators have thier own filling station for LPG?

^^Based on the news i've read before the National Government had launch a campaign in using LPG as an alternative fuel on Buses plying along Edsa but they have very few filling stations.It is widely used in other countries like Australia.
I'm just wondering how those taxis fill thier LPG tanks.Does it mean that these operators have thier own filling station for LPG?

Based on the article @Jay, these LPG-fueled taxis can replace their LPG tanks in some designated dispensing stations all over the city. Ours is a bit primitive for now.:lol: No filling stations at the moment. Eventually, most of these petrol stations in Bacolod would consider setting up filling corners if the demand will rise considerably.:)

Just want to repost this entry from @Thomasian at the "Metro Manila Projects on the Rise thread".
I think @SUV111 posted here previously that SM is planning to build a hotel at the vacant lot fronting
the SM City-Bacolod complex. Hopefully, SM Bacolod will be one of those selected in the 14 sites
for this Casa SM hotel chain.

Fyi. SM had recently announced hotel projects to be managed by Microtel at their sprawling SM BayCity property.

City to Open New PUJ Route for NGC

To cater to the needs of commuters and employees of the city government as well as the public transacting business with the city, a new route of public utility vehicles was approved by the Sangguniang Panlungsod during its session yesterday, with Vice Mayor Thaddy Sayson presiding. The SP resolution is needed before the Land Transportation Franchising and Regulatory Board (LTFRB) approves the opening of new routes.

Traffic committee chairman Counc. Wilson “Jun” Gamboa, Jr. has sponsored the resolution requesting Mayor Evelio Leonardia to reevaluate and consider implementation of the south bound bus and jeepney terminal at Brgy. Alijis, and the opening of new route of PUJs to the new government center. The new route franchise will be: new government center - Lopue’s East - Bata- Lopue’s East-NGC-Alijis and vice versa. Gamboa said his committee will conduct public hearing next week with the transport and other sectors regarding the new route opening. Counc. Homer Bais added that the PUJ operators who got fake franchises be given priority in availing of the franchise for the new route, which Counc. Gamboa has accepted.*(EBColmo)

in time for the inauguration of the NGC. this will further ease the traffic in downtown bacolod. good move.:)

Is it just me or kulang pa ang amenities sang SM Bacolod? :hm:

I was actually there last saturday, since hinatid ko yung close friend ko who was going back home to Iloilo. We took the early Ceres trip from Dumaguete, my family is now based in Dumaguete so I was there for the Holy Week. Arrived lunch time then headed to SM for lunch. What I notice is that, and please correct me if I'm wrong, is daw medyo hassle siya. I mean, my friend needed to go the CR and then I think there was only one CR, the one sa supermarket. And kulang ang ATM, three ATMs lang I think near the entrance. Did we miss any other ATMs there pa ba and CRs? hehehe...

That was a tiring trip actually, took the 6:10 AM na Ceres from Dumaguete, then arrived 11:30 sa Bacolod, had lunch sa SM, then took my friend to Bredco tapos took the 2:00 PM Ceres trip (same bus, same seat) back to Dumaguete...I literally just had lunch in Bacolod...:nuts:

they have 1 CR at the food court, 1 near BDO, one in the supermarket. ATMs, 2 in every entrance. one inside 2 inside dept store. they also have ATM outside BDO.
