or even more migo jay. i hope its imposing coz i heard the operator is an international chain of hotels. so its got to be big.:)
Hopefully Migo Champ. It's one of my wishes for Bacolod to have a bigger hotel.A hotel that has a 200 rooms at least.
Just want to repost this entry from @Thomasian at the "Metro Manila Projects on the Rise thread".
I think @SUV111 posted here previously that SM is planning to build a hotel at the vacant lot fronting
the SM City-Bacolod complex. Hopefully, SM Bacolod will be one of those selected in the 14 sites
for this Casa SM hotel chain.
Fyi. SM had recently announced hotel projects to be managed by Microtel at their sprawling SM BayCity property.
I'm very positive with the hotel project of SM in Bacolod. With the current status of Bacolod, i believe Bacolod will be one of the choosen city for thier hotel investment.

First in the country M3 DIALYSIS CENTER AT CSA-B
http://www.negrosdaily.com/mar2808v3
By Edith B. Colmo
First school-based dialysis center in the country, is the M3 Dialysis Center at Colegio de San Agustin-Bacolod (CSA-B), of which the ground breaking ceremony was held yesterday after the signing of memorandum of agreement between M3 Medical Management Services and CSA-B.
Signatories to the said MOA were Fr. Mamerto Alfeche, president of CSA-B, and Mrs. Srihari Vemuri, president, M3 Philippines, with Dr. Ramesh Vemuri, president, M3 Medical Management Services Group International, based in Chicago, Illinois. Witnesses were Fr. Dennis Cuervo,VP-Academic Affairs, CSA-B; Jay Castro-nuevo, Country manager, M3-Philippines, and Dr.Raul Banias, presidential assistant for Western Visayas.
M3 Dialysis Center will provide actual training opportunities to the nursing, medical technology, engineering and other allied courses of students of CSA-B, at the same time offer lesser cost of medical services to the community. M3 Dialysis Center rates: in Manila the patient pays P1,500.00 per session, and in Iloilo, P1,800.00 per session, very much lesser than any dialysis services in the country.
The two-storey M3 dialysis center building costs P10 million, to be constructed starting next week at the 400 square meter lot in front of CSA-B.
M3 Medical Management Services will rent it in 10 years. 15 units of dialysis machines with one bed each coming from the United States of America will be installed once the building construction is finished in August this year, according to Manila based Architect Richard LL.Cano.
The roofing will be long span prepainted GI sheets, and the parapet walls are aluminum panels.
According to Castronuevo, each Critline dialysis machine costs US$24,000. It monitors while the patient is being dialyzed, and givenemergency measures before
manifesting any symptom. This is the latest dialysis machine in the US which is being used by top rated hospitals in the globe.
Mrs.Vemuri said CSA-B has established excellent relationship with M3, hence they decided to open the school based dialysis center. It has dual purposes: expose the students to the actual dialysis machine used in America by the medical agencies, at the same time hire the nursing and allied courses graduates of CSA-B for placement in various dialysis centers worldwide. While on training at the M3 dialysis center at CSA-B, the trainees will be paid as regular employees for rendering dialysis services to the patients.
“We prefer Filipino workers because they are responsible, freidnly, adoptable to any situation, hardworking, well-liked by other nationalities, and trainable,” Mrs. Vemuri said.
Shealso said, other dialysis centers of M3 are non-school based, first in Manila, second is in Iloilo, the third is at CSA-B. Here, Dr. Robert Myer, a psychologist partner of M3 will take care the early stage of the center and train the CSA-B students.
Fr. Alfeche is grateful to the Vemuri couple having selected CSA-B as site of dialysis center because it is a rare opportunity for the students to get hands on training with such kind of medical equipments.
Dr. Banias said the emergence of M3 dialysis center at CSA-B is agood opportunity because the people will avail of world class dialysis services. It is in line with the vision of President GMA.*

Wow! CSA-B is really bent on making a mark in medical education. With the competition really pounding like crazy, I guess its but timely for this new facility/equipment being introduced to the public. How about WNU??? Any new stuffs?:)

P100M jail,
property sale set – guv
BY CARLA GOMEZ
The construction of a new P100 million jail for Negros Occidental in Bago City is expected to start soon, while assessment of the market value of the provincial government-owned property behind the Capitol is underway so it can be sold, Gov. Isidro Zayco said yesterday.
The new jail will be built on a three-hectare property owned by the provincial government, and will eventually be turned over to the Bureau of Jail Management and Penology to manage, he said.
The present Negros Occidental Provincial Jail in Bacolod City is being run by the provincial government at a cost of about P24 million a year, Zayco said, and the amount will increase with a hike in the food budget of the inmates.
So building a new jail that will be ran by the BJMP will be more cost-efficient for the provincial government in the long run, he said.
Zayco said the turnover of the management of the new provincial jail to the BJMP in about three years’ time will be contained in a Memorandum of Agreement.
The Department of Interior and Local Government will make Negros Occidental a pilot area in its takeover of the provincial jail management, Zayco said.
Meanwhile, Zayco said, up for sale is provincial government property behind the provincial Capitol in Bacolod City.
Assessment of the market value of the 9-hectare property is currently being undertaken so funds gained from the sale of the property can be used to further improve provincial government run hospitals, roads and agricultural facilities.*

RDC meet in
Sipalay today on
BY CARLA GOMEZ
Governors and city mayors of Western Visayas will gather in Sipalay City today for a Regional Development Council meeting, Gov. Isidro Zayco said yesterday.
The meeting is being held in Sipalay on the invitation of Mayor Soledad Montilla.
Zayco said his concern at the RDC meeting is the request for the RDC endorsement of a proposed port in Barangay Tagda, Hinigaran.
A port in Hinigaran could help boost economic activities in southern and central Negros, Zayco said.
Montilla also has development programs for Sipalay that need RDC support, he said.*CPG

Negros BIR launches
computerized systems
The Bureau of Internal Revenue launched yesterday the Nationwide Rollout of Computerized Systems to build a comprehensive database necessary to support BIR’s collection and enforcement efforts, in its three district offices in Negros Occidental.
Through the NRCS, BIR aims to reduce the transaction processing time and encourage tax compliance through a broad tax base and modern work environment for its personnel, Rodita Galanto of BIR Bacolod said.
The core of the tax computerization program is the integrated tax system designed to automate and enhance the tax administration process which will maximize automation and minimize manual intervention in BIR operations, she said.
Providing technical assistance to the project is the Millennium Challenge Corporation administered through the United States Agency for International Development.
James King, deputy chief party of MCC, said USAID provided $20 million assistance for the project and the Philippine government’s counterpart was around P1 billion.
“It is important that everyone pays a fair share of taxes since taxes keep the country running forward. Without a sound tax bases and without taxpayers, no country will be able to survive,” King said.
The computerization system at BIR district offices will hopefully be completed by September 30 this year and it will make tax collection more efficient and taxpayers’ data more accurate, he said.
With the implementation of the NCRS, the Philippine government is demonstrating an effort to decrease corruption and to improve revenue collection, King added.
Meanwhile, BIR Deputy Commissioner for Internal Revenue Lilia Guillermo said the computerization will become the backbone of the tax system and the pillar of the Bureau’s Run After Tax Evaders program.
Guillermo reminded the public that tax evasion is a betrayal of the fundamentals of patriotism and the implementation of the computerization will make it easier for BIR to track down tax evaders.
Based on the BIR primer, NRCS will cover four systems -- registration, collections and bank reconciliation, returns processing, and taxpayer accounting.
With a computerized registration system, each revenue district office will have updated and comprehensive taxpayer registration information in a central ITS data repository while an automated CBR will result to an accurate accounting of tax payments made by taxpayers.
The return processing system will enable BIR to identify registered taxpayers who filed and did not file their tax returns. Taxpayer accounting system will provide each RDO a timely and accurate tax return statistics for management purposes and will facilitate identification of tax deficiencies.*NAB

RDC backs tourism
bid of Sipalay
The Regional Development Council yesterday approved resolutions to boost tourism in Sipalay City and on a proposed port for Hinigaran town, Gov. Isidro Zayco said.
The Western Visayas RDC chaired by Antique Gov. Sally Perez met in Sipalay City on invitation of Mayor Soledad Montilla. Also present was Raul Banias, presidential assistant for Western Visayas, Zayco said.
Approved by the RDC was a resolution asking the Department of Environment and Natural Resources to assist Sipalay in identifying potential tourism sports for its master development plan, he said.
A resolution asking the Department of Tourism to include Sipalay in its tourism promotion campaigns was also passed, the governor said.
The RDC Infrastructure Committee was also directed to discuss with the Philippine Ports Authority the proposed feasibility study for a port in Barangay Tagda, Hinigaran for endorsement to the National Economic and Development Authority, Zayco said.*CPG

Expert Forum on Organic Aquaculture - The Healthy Way Forward!
Producing tilapia, shrimps or milkfish and other common aquaculture goods in Negros under environmental-friendly conditions with no pesticides and toxins to reach maximum growth of the product farmed could soon become reality for those fish farm producers, who go organic as some 25 delegates concluded on the Expert Forum on Organic Aquaculture last March 12, 2008 at the Governors Hall, Capitol Bldg., Bacolod City.
The delegates represented the Office of the Provincial Agriculturist (OPA), the Southeast Asian Fisheries Development Center, Aquaculture Department (SEAFDEC/AQD) the Negros Island Sustainable Agriculture & Rural Development Foundation (NISARD), an NGO which promotes organic agriculture production in Negros, as well as German consultant experts from the German Technical Cooperation (GTZ) and the German Development Service (DED).
In contrast to conventional aquaculture, organic aquaculture is an overall system of farm management and food production that focuses on best environmental practices, a high level of biodiversity, preservation of natural resources and application of high animal welfare on the one hand and, guarantees stable prices of all goods exported to the e.g. European markets and job security for local farmers upon certification of quality standards as being labeled as organically produced products.
While conventional aquaculture is forced to compete its products by quantity to local markets and hence, may often use fertilizers and pesticides containing toxins and non-biodegradable matters as well as supplemental feeds containing ingredients from genetically modified organisms in order to maximize the growth of their products over time in limited areas, organic aquaculture goes for healthy quality standards in order to tackle European markets, were increasing numbers of consumers highly demand and pay for organic agricultural and aquaculture products.
From October 2007 until February 2008, the OPA in collaboration with the DED surveyed more than 40 aquaculture pond farms in Negros Occidental and interviewed their managers and operators to receive socio-economic, technical and marketing information on extensive and semi-intensive milkfish, tilapia and prawn grow-out production. Although most of those commodities are still locally marketed, prawn farmers export their commodities so far mainly to the US and Japan. The surveys revealed that 24 % of the farms surveyed could actually start the certification process by foreign agencies, e.g. Naturland e.V. as one of the leading certifying agencies for organic products into European markets. By introducing experts on organic feed additives to the delegates, Dr. Christian L|ckstddt from ADDCON, a German company engaged into environmentally sound agricultural chemistry, presented non-antibiotic feed additives, which are most suitable for modern “organic” aquaculture. Local “malungai” leaves could become an alternative protein source in supplemental feed processing since the raw leaf meal would replace about 10% of fishmeal-based protein, as Wally Afuang, director of the Northern Negros Aquatic Resources Management Advisory Council (NARMAC), stressed. The presentations were highlighted by experiences and lessons learned by the Filipino delegates Armigenia Benedicto (OPA), Robert Gasparillo (NISARD) and Rose Toledo-Mueda (UPV, Miagao) to Germany, all sponsored by GTZ, who attended organic (BIOFACH) and fish processing fares (FISH INTERNATIONAL) and participated in trainings on organic certification and fish processing, respectively.
Former Provincial Governor Daniel “Bitay” Lacson Jr. vividly spearheaded large parts of the intensive open forum on how to proceed towards organic aquaculture development in Negros Occidental and encouraged participants to move with wise “baby steps” since the aquaculture sector had to experience harmful setbacks during the past.
Beginning, however, to test the biological potential of the ponds without applying supplemental feeds, since those are presently not yet organically produced in the Philippines, but with applying organic fertilizers, such as carabao manure or vermi-compost in extensive grow-out production management could be the alternative to organic aquaculture production on Negros Occidental, as Dr. Relicardo Coloso (SEAFDEC/AQD) emphasized inspired by the survey results on aquaculture farms presented by Dr. Kai-J. K|hlmann (DED). Further, test farms were identified and the PTWG on Organic Aquaculture is deeply motivated to continue first trials on tilapia farming in Cadiz and on milkfish farming Sipalay.
Soon, organically produced milkfish or tilapia in Negros Occidental could travel “Europe” and contribute to the health and wellness of consumers in developed countries in order to make the Philippines known as one country which is going into organic aquaculture - the healthy way forward!*

Bacolod is national Peso finalist (http://www.sunstar.com.ph/static/bac/2008/03/31/life/bacolod.is.national.peso.finalist.html)
THE Bacolod City Public Employment and Services Office (Peso) has been nominated as one of the national finalists for best Peso in the country.
Prior to this, Bacolod won the best regional Peso competition in the highly urbanized regional category during the 7th national Peso congress last November in Iloilo City.
Executive Assistant Moises dela Cruz said the city has sent 1,771 workers abroad, including the Kingdom of Saudi Arabia and Hong Kong.
"For January to February 2008, the city also deployed some 1,016 overseas Filipino workers, and we expect to triple the record in the next quarters," Dela Cruz said.
Dela Cruz also said that his office had facilitated the local employment of more than 7,000 in 2007.
Bacolod Mayor Evelio Leonardia was elated by the Peso's performance, saying "it is a big help to our people especially the young graduates and professionals who need jobs."
Leonardia also said that this report is in time for the ongoing evaluation by the National Peace and Order Council of the city's performance in terms of peace and order, as he expressed confidence that the city will remain in the top five of most peaceful cities in the country.
To further improve Peso's performance, the mayor committed to increase its fund allocation and urged it to give more focus on skills trainings. (Karl G. Ombion)

SP okays construction of
northbound terminal
BY CHRYSEE SAMILLANO
An ordinance that will pave the way for the establishment of the new northbound terminal of Bacolod City was approved by the Bacolod Sangguniang Panlungsod on third and final reading Wednesday.
Proposed by Councilor Wilson Gamboa Jr., the ordinance states that the city government will establish the Bacolod City New Northbound Terminal and operate it or enter into a contract with a qualified private entity to build or construct, develop, use, operate and maintain the facility.
It also provides that terms and conditions agreed upon by the parties will be covered by a memorandum of agreement between the city and the private entity concerned.
Under the ordinance, the mayor is authorized to create a committee that will study and review the management of the new northbound terminal, composed of the SP, especially the members of the Committee on Transportation and Traffic Management and others he may appoint.
The committee will design the traffic system of operation and submit and recommend its outputs to the SP for its approval.
The ordinance said that a new terminal is seen to be one of the immediate solutions to the recurring problem of traffic congestion in the city.
The ordinance also provides that the construction of the New Northbound Terminal should be completed within six months from its passage and approval.
The New Northbound Terminal of Bacolod City will be bounded on the south side 250 meters from the BANAGO Road (circumferential road) and on the north side by the Banago Creek along the Lacson National Highway.*CGS

Bacoleñas rank 2nd, 3rd in ’08 bar exams
21 OTHER PASSERS
FROM BACOLOD UNIVERSITIES
BY CARLA GOMEZ
;
The second and third placers in the 2007 Bar Examinations, Jennifer Ong and Yvanna Maalat, are Bacolod residents who were consistent honor students during their elementary and high school years in the city.
Ong, the second of the four children of TH Plaza store owners Ong On Long and Preciosa, belongs to St. John’s Institute Batch ’99, and completed her legal management pre-law from Ateneo de Manila University. She finished her law studies at the University of the Philippines and placed second among the 1,289 bar passers out of the 5,626 who took the examinations September last year.
“I never expected to be on the Top 10, and was only hoping to pass the bar,” Ong said.
She said the examinations were getting harder and she almost decided not to take the last test on Remedial Law and Legal Ethics and Practical Exercises if not for the encouragement of her mother.
Studying for the bar examinations requires time management and one should set a goal while reviewing for all those subjects, Ong said, adding that she studied for almost eight hours a day, three months before the bar.
Aside from her family, she expressed her gratitude to her maternal grandaunt, lawyer Lily Uy-Valencia, who also placed No. 2 in the 1982 bar examinations.
Maalat, on the other hand, was on the Top 4 of Ateneo de Manila University Law School graduating class last year. She is a Batch ’99 St. Scholastica’s Academy-Bacolod alumna, and graduated with highest honors during her elementary and high school days.
She is the daughter of lawyer Roseller “Jack” Maalat and Carissa De Leon, and acquired her English Literature bachelor’s degree from AdeMU where she graduated magna cum laude.
Also among the bar passers are 17 law graduates from University of St. La Salle in Bacolod City – Mercedes Alvarez, Maki-Angel Ascalon, Cesar Beloria, Amy Grace Bolivar, Mariedith Calseña, Ma. Chat Delima, Cecille Garrido, Rosanne Gonzaga, Romeo Justiniani Jr., Jose Manuel Lopez, Sharina Marie Lopingco, Manuel Magbanua Jr., Lady Liza Placido, Ma. Concepcion Rivera, Irish Mae Rodriguez, Roel Bryl Sobrejuanite, and Charo Tupas.
From the University of Negros Occidental-Recoletos, among those who passed were Karol Joseph Chiu, Woodro Guanzon, Claire Anne Gargarita, and Ragem Ymballa. Data from UNO-R remained incomplete as of press deadline.
The 22.91 percent passing rate of the 2007 bar examination is considered as the fourth lowest result in the last eight years, with the 2002 examination as the lowest in this period at 19.68 percent. Second lowest was in 2003 with 20.17 percent and third was in 2000 at 20.84 percent.
In a press conference in Manila, Supreme Court Associate Justice Adolf Azcuna said the 2007 Bar Committee decided to adjust the passing grade from 75 to 70 percent in three subjects – Civil Law, Criminal Law, and Social Legislation and from 50 to 45 percent on Labor and Civil Law.
The decision to lower the passing grade to 70 percent was due to unusually strict corrections, Azcuna said.
Under the Rules of Court, a bar candidate passed the examination if he or she obtained a general average of 75 percent in all subjects without falling below 50 percent in any subject.
Subjects and corresponding weights are: Remedial Law, 20 percent; Political and International Law, 15 percent; Mercantile Law, 15 percent; Civil Law, 15 percent; Labor and Social Legislation, 10 percent; Taxation, 10 percent; and Legal Ethics and Practical Exercises, 5 percent.*NAB

Portrait unveiled at hospital
As a tribute to the generosity of the Montelibano family and their concern for public healthcare, a portrait of Doña Corazon Locsin Montelibano was unveiled Friday at the Corazon Locsin Montelibano Regional Memorial Hospital.
Present to unveil the commemorative picture, placed in the second landing of CLMMRH administrative building, were the matriarch’s grandson Andy Montelibano and Jhay Montelibano, widow of the late Negros Occidental governor and Bacolod City mayor Alfredo Montelibano Jr.
Expressing her gratitude in behalf of the Montelibano family, Mrs. Montelibano said it was an occasion her husband “Junior” would have wanted to witness. She said that Doña Corazon was very religious and was a loving wife and mother to her children.
CLMMRH chief Epifania Simbul said the ceremony is part of the celebration of the hospital’s 82nd Founding Anniversay. The Montelibanos she said had been very generous in donating the land area where the hospital now stands.*NAB

Power load drops during Earth Hour
BY NIDA BUENAFE
The National Transmission Corp. monitored a drop of four-megawatt in its power load in Negros Occidental on March 29 from 7 to 8 p.m., an hour ahead of the 8 to 9 p.m. “Earth Hour” campaign to raise awareness on global warming sounded off by different sectors.
TransCo Corporate Cummunications Officer Marcos Quiamco said the drop was monitored in TransCo’s three Feeders that supply power to CENECO, NOCECO, and VRESCO consumers in the province.
The figure was significant since 7 to 8 p.m. is a peak hour and usually power consumption is greater during this time, he said.
While it can not be linked directly with the campaign against global warming, Quiamco said the drop might just be due to the global “Earth Hour” launched by environmental groups.
Jesus Amado Dormido of Central Negros Electric Cooperative said the effect of the power load drop on actual power consumption can be assessed after a week based on the log sheet from CENECO’s seven substations located in Burgos, Mountainview, Reclamation Area, Alijis, and Sum-ag in Bacolod City and in Silay, Talisay and Calumanggan in Bago City.
Earlier, global “Earth Hour” organizers called on the public to switch off their lights and appliances for an hour to heighten awareness of climate change.
The energy-saving campaign, supported by the Bacolod Diocese, hopes to encourage the public to be more aware of their energy usage and the pollution to the atmosphere caused by electricity production.*NAB

Peñalosa all set to battle Thai
By Henry C. Villalva
NEGRENSE World Boxing Organization (WBO) bantamweight champion Gerry Peñalosa of San Carlos City, Negros Occidental said he is ready to fight Thai challenger Ratanachai Sor Vorapin on April 6 at the Araneta Coliseum in Quezon City.
Peñalosa aims to duplicate his victory via knockout over pre-fight favorite Mexican Jhonny Gonzales in the Philippines vs Mexico World Cup of boxing in Sacramento, California, USA last year.
In a text message to Sun.Star Bacolod Monday, Peñalosa said he is already "more than 100 percent ready to defend his title." He said that after his training with the newly crowned WBC super featherweight champion Manny Pacquiao at the Wild Card Gym in Hollywood, California, his confidence got a big boost.
Peñalosa said even at 35, he remains in top shape and feels good about his physical condition because he eats the right kind of food and is religiously following his exercise regimen "just like Manny Pacquiao."
Told that the Sports Communicators Organization of the Philippines (Scoop Bacolod) named him "co-athlete of the year" last 2007 along with WBO minimumweight titlist Donnie Nietes of Murcia and Barangay Granada, Bacolod City, Peñalosa expressed his thanks and gratitude for the honor.
"Nagpapasalamat ako sa mga taga Negros sa malaking karangalan na bigay nila sa akin (I'm thankful to the people of Negros for giving me the great honor)" said Peñalosa, who belongs to the ALA stable of Cebu-based Negrense boxing guru Antonio 'Bidoy' Aldeguer.
Peñalosa also congratulated boxing leaders in Bacolod after he was informed that pro-boxing promotions have been scheduled regularly here to help promising young Negrense pugs aspiring to become successful professional boxers. He hopes "Bugal sang Bacolodnon Boxing Promotions" will not get tired of promoting fights for upcoming Negrense boxers.
"Malaking bagay yan para sa aming mga boxers - sana ipagpatuloy nila (It's a big thing for us boxers - I hope they will continue doing that)," Peñalosa said.

BPO firm hosts Labor Day rock fest
FOR the Bacolodnons who work hard all year long, Labor Day will be their time to rest and their time to rock.
And TeleTech, the country's leading business process outsourcing firm, is paying tribute to the hardworking Bacolodnon workforce by bringing premier local rock band Bamboo to Bacolod on May 1.
Arroyo Watch: Sun.Star blog on President Arroyo
The event is TeleTech's way of giving back to the 2,200 Bacolodnons who have been working hard for the company's Bacolod site over the past year, and to the Bacolodnon workforce, in general.
"We are pleased to inform you that we have grown from zero to 2,200 employees in just over a year in Bacolod. We hope to breach the 2,300-employee mark by the end of March. With that, we can say we are the biggest call center in Bacolod and Western Visayas," said Nicki Agcaoili, TeleTech's Bacolod site director.
TeleTech now has over 16,000 employees in the Philippines, and close to 15 percent of that workforce is from Bacolod delivery center.
Maulik Parekh, TeleTech's general manager and senior vice president for Asia, said the company aims to expand its employee base to 25,000 by next year.
One way of doing that is by positioning itself as the employer of choice in the local BPO industry.
"We want TeleTech to be a launch pad for our employees to realize their professional and financial dreams. The best part about working in TeleTech is the fact that if you are hardworking and have a desire to excel, you could climb up the corporate ladder very quickly," he added.
"Our No. 1 priority is our people. We believe that our employees are our most important asset. That's why we keep our employees at the core of every decision we make. This singular focus has helped TeleTech establish the lowest attrition rate in the industry," he said.
He added that TeleTech's efforts to retain its existing talents and attract new ones are focused not just on compensation and monetary benefits but also on the overall professional and personal growth of its employees.
The Bamboo concert is just one of TeleTech's ways of ensuring the personal growth of its employees, both present and future, by giving them a chance to kick back and relax after a long year of hard work.

ABAP gym restored in Bago City
By Jerome S. Galunan Jr.
DESPITE reports on the Philippine boxing team's failure in their Beijing Olympic bid, the city government of Bago would try to re-establish its name as the country's "boxing capital."
Mayor Ramon Torres's administration has allocated P3,450,390.43 for the repair of the Amateur Boxing of the Philippines (Abap) gym along Rizal St., Bago City.
Arroyo Watch: Sun.Star blog on President Arroyo
The gym is only one of the two Abap training facilities in the country, the other being in Cebu.
The facility has produced the likes of 1992 Barcelona Olympics bronze medallist and national women's boxing team head coach Roel Velasco and younger brother Mansueto "Onyok," who eventually brought home the silver medal in the 1996 Atlanta Olympics.
Aside from the Velascos, other Olympian sluggers who were developed and in time gave honor to the country were Reynaldo Galido, Isidro Vicera and Larry Semillano.
These pugs are only few in the long list of boxers that the city has produced to represent the country in different international competitions such as the Southeast Asian Games, Asian Games and the World Championships and Olympics.
The present administration is also looking forward to give their former national champion boxers the venue for employment, which has already gone to different boxing gyms in Bacolod and other neighboring cities and towns to render their services as trainers.
A Bagonhon boxer and a former Philippine team member said they often felt disappointed that while they are giving their full time in training young pugs from different places, they can't help mentor their hometown talents.
Boxing aficionados in the city are looking forward to the re-opening of the facility and expecting the revival of the city's glorious years in boxing.

BCC has One Crippled Cum Laude
By Edith B. Colmo
A Big Leap to a Brighter Tomorrow is the theme of Bacolod City College’ 2008 commencement exercises today at the BAYS Center, with Mayor Evelio R. Leonardia as commencement speaker.
BCC was founded in 1997 by virtue of a City Ordinance sponsored by then Councilor Renecito Novero during the incumbency of Leonardia as mayor on his first term.
Today, some 321 students from indigent families mostly in rural barangays of the city will march to receive their diplomas, representing four courses, Bachelor of Science in Office Administration (BSOA), Bachelor of Science in Teacher Education (BSTED), Bachelor of Science in Business Administration (BSBA), and Bachelor of Science in Information Technology (BSIT).
Engr. Reynaldo Parreñas, OIC College Administrator has named the top graduates in every course. For BSTED, there are five cum laudes - Jayson Asuelo, Rey Palapoc, Lorna Calma II, Ma. Barbara Benignos, and Mary Ann Villavicencio. BSIT has only one cum laude - Eric Villanueva. There are two cum laudes for BSOA - Reggie Gonzales and Bobby Embudo. BSBA has no cum laude but academic excellence only due to failure to meet the required gradings of the candidates. They are Grace Boga and Princess Lorenzana.
Course coordinators are; Alberto Temple - BSOA, Fely Magno - BSTED, BSBA - Alex Acuña, and BSIT - Jess Abalajon.
One of the popular cum laudes is Bobby Embudo of BSOA. His physical disability being a lame, did not hinder his determination to finish his course. He was even active in all school activities, and always elected as leader in any
undertaking. A scion from a poor family, Bobby has proven that poverty and physical disability are no hindrance to success.
Mayor Leonardia has donated all medals to the cum laude honorees, academic excellence and special awardees.*

Climbing high this summer
WITH all this talk of Gucci Gang, drugs, and social climbing, why not focus on a different kind of high instead?
Consider this: climbing a mountain will not only re-energize your spirit and renew your love for nature; it will also take away those extra pounds you gained over the holidays. So, it's win-win for your body and soul.
Summer is the perfect time to climb mountains since you are almost always assured of perfect weather. All you need are some sun block, a pair of sturdy legs, reliable climbing equipment, and trekking buddies you can trust and you're good to go.
Here are some places you can visit if you are interested in hiking and the great outdoors:
1. Kanlaon. Its being one of the most active volcanoes in the country does not stop mountaineers from visiting Kanlaon. The highest peak in the Visayas region, this mountain takes its name from an ancient god and means "He Who is Ruler of Time." Rich in biodiversity, the volcano is home to endemic fauna such as the Philippine spotted deer and flora such as Rafflesia speciosa, a member of the world's largest flower.
Situated in Negros Island, Kanlaon can be ascended using different trails that have different levels of difficulty. Using the Wasay-Guintubdan trail is recommended as it passes the attractions of the mountain such as lagoons and huge dipterocarps. It makes for a challenging climb, as it is full of natural obstacles such as tree trunks and massive roots. For an easier route, you may try the Mapot-Masulog trail, which will take you to the summit in less than two days.
Climbing Kanlaon requires Department of Environment and Natural Resources' (DENR) approval as it is active and considered dangerous. Contact them at 63-2-929-6626 to inquire on permits and guides.

Priest pedals for life
BY NIDA BUENAFE
The Bicycle Tour for Life and Peace of Fr. Amado Picardal stopped over in Bacolod City yesterday before heading off to Iloilo City to raise public awareness on the value and sanctity of life.
In his message to the people of Bacolod and Negros Occidental, Picardal, 54, said that in every parish he passes by, he celebrates the Eucharist and preach the gospel of life and peace.
“I do this because we live in a land where the sanctity of life is disregarded, a society where the culture of death and violence prevails,” he said.
Picardal said abortion, ongoing armed conflict in the countryside, spate of killings of militants, journalists and suspected petty criminals, environmental destruction, and graft and corruption are various manifestations of the culture of death in the country.
He added that his journey around the Philippines on a bicycle hopes to cover 5,000 kilometers in 56 days starting from Davao on March 26 across Central and Western Visayas to the tip of Northern Luzon. He also plans to traverse the Cordilleras on his way back to Davao through Southern Luzon, the Eastern Visayas and Eastern Mindanao.
Although he bikes the entire distance alone, he said local bikers sometimes accompanied him as he passed by their cities and towns.
A cyclist and a peace advocate, Picardal spent years of missionary work in Mindanao helping form Basic Ecclesial Communities. I helped organize BECs in Bukidnon in their struggle against logging.
A member of the Redemptorist Congregation, he completed his graduate studies at the Jesuit School of Theology at Berkeley, California and Gregorian University in Rome where he earned a doctorate in theology. He is based in Davao as professor and academic dean.*NAB

NGC 88% Finished: Hilmarc’s
By Edith B. Colmo
As of March 31, 2008, construction of the new government center (NGC) is 88%, according to Engr. Perry Miranda, project engineer of Hilmarc’s Construction, contractor of the building. This was confirmed by Engr. Allan Agbones of the City Engineer’s Office (CEO). Agbones said, Hilmarc’s is ahead of schedule by 8%. NGC is expected finished by June 30, 2008. But Miranda said they will turn-over the project earlier than schedule. Jobs presently undertaken as finishing touches are masonry, retouches, and the last will be repainting.
This was learned during the ocular inspection by Mayor Evelio Leonardia with the city hall press corps yesterday.
The P400 million NGC has an 11,000 square meter floor plan that spreads to the 3 hectare lot of the 5 hectare area donated to the city government by the Gonzaga family. It is a 3-storey building, groundfloor of which has 12 rooms, half will be occupied by the City Treasurer’s Office. The 2nd floor has 30 rooms. The northwing will house the City Engineer’s Office and Office of Building Official, while the southwing will be occupied by the housing and city planning offices. The annex is for the sangguniang panlungsod session hall at the center, and the individual rooms for the councilors. #rd floor has 27 rooms, with the ceremonial hall/mayor’s office at the center, with various offices underthe city mayor’s office on both wings.
The smallest area of the building are for the councilors which measures 30 square meters only. The biggest rooms measure 70 square meters for the CEO and CTO. Approaching the NGC is a 40 meter in diameter door with a fountain at the center. The water fountain can strike the water upward at 6 meters high.
Miranda’s rough estimate of paints needed for the whole building is around 3,000 gallons. Roofings do not need painting anymore because these are pre-painted long span from the factory.
As of this date, there several tourists going to the NGC who pose for souvenir shots.
Some observers say, when NGC becomes operational, it will give life to the area because lots of establishments will mushroom there from then on.*

15th Panaad festival
tribute to former guv
The 15th Panaad Sa Negros Festival, set on April 26 to May 3, will be a tribute to the late Gov. Joseph Marañon and will have more events and activities compared to last year’s, Festival Executive Director Marlin Sanogal yesterday said.
This year’s theme is “Pasidungog” which means giving recognition to Negros Occidental’s best such as its products, traditions, dances, songs and the people behind them, she said.
Although the festival will be celebrated with a lower budget compared to last year’s, Sanogal said private corporations have offered to sponsor events for free.
Local government units in the province have also committed to actively support the activities by sending contestants to various competitions, she added.
Sanogal, who visited the Panaad Park yesterday, said the LGUs have been spruced up in preparation for the festival. Each LGU will receive P100,000 from the provincial government for the improvements of their booths.
A second floor has been constructed for the Calatrava booth while the Escalante City booth has undergone some major repairs, she said.
Gov. Isidro Zayco had said earlier that Panaad will always live up to its name as the “mother of all festivals” and this year’s celebration will honor the memory of Gov. Marañon.

Bacolod City police office wins National Salaam Center Award
Negros Occidental (4 April) -- The Bacolod City Police Office (BCPO) won the Philippine National Police Best Salaam Police Center Award recently, for its efforts to maintain peace and order by building good relationship and rapport with the community, including Muslims.
BCPO Director Senior Supt. Ronilo Quebrar said they did not expect the citation as they were just doing their job.
Haron Sacar, a Muslim resident at the Lopez-Jaena-San Sebastian Muslim Center Compound in Brgy. 31 in Bacolod City, said that the city police regularly extends communication efforts to them through meetings.
The compound which was established in October 1976, is the biggest among the four Muslim centers in Bacolod City with its Mosque and Madrasah, Sacar added.
Other Muslim areas in Bacolod are in barangays Alijis, Mansilingan and Taculing.
The Muslims in the city appreciate the efforts of the police in helping them in their concerns. They also understand that their members who may violate the law will have to deal with the legal implications.
The Saalam Police Center was organized to harmonize the relationship of the PNP with the Muslim Community in the country.
President Gloria Macapagal-Arroyo ordered the creation of the Saalam Police to support the government's anti-terrorism and anti-criminality campaign and to facilitate dialog with Muslim brothers and sisters. (PIA/cad)

Bacolod bridal,
event shop to open
A bridal and event shop will open at 4 p.m. on April 8 at Planta Centro Hotel in Bacolod City, a press release from shop owners said.
It will be Bacolod’s first one-stop bridal and event shop that offers to handle everything in relation to a wedding, from event planning and coordination, conceptualization, photo and video coverage, costume rentals, flower arrangements and other details of the event, shop owner Janet Loyola said.
She added that Bridal and Events Centre is part of the development of their photo studio business, Body Shots, which handles photo and video coverage for weddings.
Loyola said that with stiff competition in the wedding and events planning business, a shop owner should be able to offer everything that will make the client relax with the thought that somebody reliable is taking care of the details of the event.
Aside from planning and coordinating, Bridal and Events Centre will help conceptualize and find source of suppliers and venue for the wedding. It will also help the couple manage the program and supervise the “big day”, Loyola said.
The shop’s team of experts can easily handle other events such as debut, christening, birthday parties, seminars, and corporate events, she also said.*

RDC endorses Sipalay City as major tourist destination next to Boracay Island
By Perla G. Lena
April 5 (PNA) – Sipalay City has potentials to emerge as one of the best tourist destinations in Western Visayas next to Boracay Island.
National Economic and Development Authority OIC regional director Arturo Valero said members of the executive committee of the Regional Development Council (RDC) visited the place recently to see for themselves the potentials of the city.
Sipalay City, which is about a two-hour ride from Bacolod City, was found to be an ideal place for diving with mostly foreigners as target visitors.
“The main attraction is diving and semi-white beaches and it can be proposed as an alternate destination next to Boracay,” he said.
Valero said the place is getting popular and the increase in the number of visitors, mostly foreigners, is quite rapid.
“There are resorts owned by foreigners with Filipina wives and they are receiving direct booking from abroad,” he added.
Antique Governor Salvacion Perez, the chairperson of the Regional Development Council, according to Valero, is already asking for promotional materials of the city to be distributed to media outlets that cater to tourism promotions.
Sipalay City is expected to be one of the first to benefit from the construction of an airport in Kabankalan, which happens to be its adjacent municipality.
The city was once recognized as having the Best Public Sector Project for local based tourism of the RDC. (PNA)

Negrense retains
world boxing title
BY CEDELF TUPAS
;
Negrense world boxing champion Gerry Peñalosa of San Carlos City retained his WBO bantamweight title yesterday by stopping Thai challenger Ratanachai Sor Vorapin in the eighth round at the Araneta Coliseum in Quezon City.
The 35-year-old southpaw used his superior technical skills to repel the Thai's power punches and moved in for the kill starting the fourth round where he rocked the Thai several times with brilliant combinations until the bell sounded.
The fifth, sixth and seventh rounds followed a similar script with the Filipino veteran finishing strong, leaving Ratanachai winded as he headed back to his corner.
There was no escaping Peñalosa's fury in the eighth round, though. Peñalosa set up the kill with jabs, upper cuts and hooks as the Thai dropped his guard.
An uppercut to the face had the Thai dropping halfway. Another combination sent the Thai to the ropes and into the canvass. But Ratanachai beat the count.
He was getting too much punishment from Peñalosa, forcing referee Gino Rodrigues to stop the fight at the 2:31 mark of round 8.
As Peñalosa basked in the glory of his latest conquest, the Negrense champion called out WBO super bantamweight champion Daniel Ponce of Mexico, who inflicted him an unconvincing defeat in March 2007.
"I want Ponce De Leon," Peñalosa, an 18-year ring veteran, said after the fight.
Peñalosa, who also had Manny Pacquiao's trainer, Freddie Roach, in his corner, said he wants to avenge the defeat of Rey "Boom Boom" Bautista, who was knocked out by De Leon in the first round of their showdown last year.
Peñalosa had said that he was offering his victories to his countrymen, especially to his home-city, San Carlos, Negros Occidental.
"Every fight is for my country, my family and my city," he had said during his homecoming last year, shortly after he wrested the crown from Jhonny Gonzales of Mexico.
Peñalosa was joined in the ring by WBC super featherweight champion Manny Pacquiao, who congratulated the Negrense.
Pacquiao, who captured the WBC title three weeks ago, said he is confident Peñalosa will beat De Leon.
Peñalosa's victory punctuated an impressive show by Filipino boxers in the fight card, dubbed "Invasion: Philippines vs. The World".
Bautista continued to redeem himself, scoring a second round stoppage of Mexican Genaro Camargo, who was counted out after another knockdown scored by the Filipino. Teenager AJ "Bazooka" Banal defeated fellow unbeaten fighter Caril Herrera of Uruguay via technical knockout in the fourth round.
Ciso "Kid Terrible" Morales was also victorious, halting Korea's Yoo Shin Kim in the fifth round.
Another Filipino, Michael Domingo came away with a second-round technical knockout win over Thepnimit Sor Chitpattana, while compatriot Bert Batawang stopped Indonesia's Heri Amol in the seventh round.*CPT

Kabankanlan airport included in priority projects of Neda
By Erwin Ambo S. Delillan
THE National Economic and Development Authority (Neda) belied reports the proposed Kabankalan City domestic airport won't be realized anymore due to the presence of the New Bacolod-Airport.
Neda Region Western Visayas Director Arturo Valero said Sunday that a P0.8-billion budget for the construction of the Kabankalan airport has already been identified and so construction of the project would push through.
He said the budget for the Kabankalan airport has been included in the P57.9-B allocation for major infrastructure projects in Western Visayas, which are now ongoing while some are already in the pipeline.
Among the ongoing projects include the P4.3-B Iloilo flood control project, P1.9-B Bago River irrigation project, and P0.5-B arterial roadlines development
project: Iloilo-East Coast-Capiz Road.
Others are the southern Philippines irrigation sector project: Magballo-Balocotoc-Canlamay integrated irrigation sub-project with P0.2-B; the Kabankalan
City domestic airport - P0.8-B; Metro Iloilo radial road - P0.7-B; widening of the Iloilo City-Sta. Barbara Road - P0.6-B; and the International Commercial Port Complex (ICPC) wharf extension project costing P0.3-billion.

The Kabankalan airport is situated in a five-hectare lot at Barangay Hilamunan.
It is said to complement the vision of the province to develop Sipalay as the next 'Boracay of southern Negros', Valero said.
Sipalay is known for its fine and white-sand beaches.
It is also famous for its two mining sites - the Maricalum Mining and Philex Gold.
Both are no longer operational but could also offer tourist come-ons like a mining tour among local and foreign tourists, who wanted to see a real mining site and the equipment used for exploring gold and bronze deposits of Sipalay.
Tourism is really a come-on in Sipalay, said Valero, stressing the opening of the Kabankalan airport would soon be a big help in the realization of this plan for Sipalay City and the rest of southern towns and cities.
The Kabankalan City Government, on the other hand, is ready for its fund counterpart in the construction of the airport in Hilamunan.
The Provincial Government is also committed to give its share soon, said Gov. Isidro Zayco.
Mayor Pedro Zayco, on the other hand, hoped that as soon as the airport in Kabankalan is completed, more investments would come in, leading to more developments not just for Kabankalan but also for neighboring towns and cities in the south.
Meanwhile, Valero said all projects identified by Neda are expected to further boost the region's economy, which performed well in 2007.
He also commended the good performance of both the Iloilo and Pulupandan ports for their increased export revenues and employment rates, thus making a good contribution to Western Visayas economy.

Hi, dmist24!
I can't give an exhaustive list since I'm only acquainted with a few language institutes but don't worry I'll ask some of my Korean friends (I'm regularly visiting the Center of International and External Linkages of USLS; I'll ask for more info).
The La Salle Language Center
Bro. Andrew Gonzales Hall, University of St. La Salle, La Salle Avenue, Bacolod City
Supervising Office: Center of International and External Linkages, USLS, La Salle Ave., Bacolod City
Telefax : (6334) 4352594
http://www.usls.edu.ph/Highlights/English_Program.cfm
Note: The La Salle Language Center is not only limited for Koreans; there are a few Japanese and Middle Eastern students there that also study in the University. If Korean nationals are interested, please contact Phil-Korea.
Phil-Korea Educational Services, Inc
Roli's Arcade, La Salle Ave., (very near USLS), Bacolod City
Telephone #: (6334) 4346474
www.phil-korea.co.kr
I Love Philippines Academy - English Institute
Lacson St., Mandalagan, Bacolod City (the location is between Robinson's Place Bacolod and Convergys)
Note: Sorry, I don't have the contact details pero they're looking for English tutors since I just went there kagina; there was an ad posted outside.
Jason English Language Institute
Somewhere in City Heights (sorry, I don't have more info about this school)
There might also be programs of other colleges and universities but I'm not really familiar with them. I hope the list above helped you. :)
On another note, USLS is currently hosting the Nestea Beach '08 National Circuit - Visayas Leg. Universities and colleges from Panay, Cebu, Samar, Leyte, Bohol, and Negros are currently competing. This is an annual beach volleyball competition. La Salle is hosting it from April 8 - 10, 2008 at the USLS Sandcourt (the same sandcourt used for the 2005 Southeast Asian Games Beach Volleyball Competition). Can anyone please take some pictures, hehe? I wasn't able to bring my digicam gina, di man nami reso sang cam phone ko. Thanks. :)

Bacolod rated ‘most livable city’BY CHRYSEE SAMILLANO
Bacolod City has been rated the number one “most livable city” in the Philippines today, Bacolod Vice Mayor Jude Thaddeus Sayson said yesterday.
Sayson cited the March-April 2008 edition of MoneySense, a magazine for international release that ranked Bacolod Number One among the top 20 most livable cities in the country.
Sayson announced this Saturday during the induction of the new officers of the Negros Press Club at the L’Fisher Hotel in Bacolod City.
“This is a feather in the cap of the present (Leonardia) administration,” Sayson said, considering that the magazine is being read internationally.
The article entitled “Best Places to Live” ranked Makati second in the list of the top 20 cities followed by Davao, Marikina, Iloilo, Las Piñas, Pasig, San Fernando, Mandaluyong, Quezon City, Manila, Batangas, Cagayan de Oro, Muntinlupa, Angeles, Baguio, Lipa, Calamba, General Santos and Cebu.
The author, Heinz Bulos, explained that for the compilation of their first list of the “Best Places to Live”, they relied on two existing surveys, and these are the Philippine Human Development Report published by the Human Development Network in cooperation with the United Nations Development Programme, and the Philippine Cities Competitiveness Ranking Project of the Asian Institute of Management Policy Center.
RATING PROCESS
The process, he said, was to first get the top 30 provinces, including Metro Manila, based on the 2003 Human Development Index of the PHDR. From the 30 provinces, they identified the cities and municipalities classified by the National Statistics Office as first class in terms of income, ending up with 219 places, he added.
From the list, they considered only those in the AIM study of the most competitive cities which used seven key drivers of competitiveness – cost of doing business, dynamism of local economy, linkages and accessibility, infrastructure, human resources, responsiveness of LGUs, and quality of life, Bulos said.
However, they only focused on three – dynamism of local economy (which indicates income opportunities), infrastructure (which relates to availability of modern conveniences), and quality of life (which refers to clean, safe place to raise a family), he said.
They picked the top 20 based on their average ranking, using those three criteria, he added.
‘OVER ACHIEVER’
Meanwhile, the article “Best Places to Live” included a blog called PromdiLiving.com which described Bacolod City as an over-achiever, bagging the “Most Competitive Mid-Sized City in the Philippines” from the Asian Institute of Management, ranking high on all criteria.
It also noted that the city government was named the “Most Business-Friendly Local Government Unit in the Philippines,” is a “Clean and Green Hall of Fame” awardee, and was recently declared as “Football City.”
Bacolod City has a thriving commerce and trade economy, the quality of life enviable, the cost of living affordable, is rich in history, a great place to raise children, and has warm and hospitable people, the MoneySense item also said.
The combination of a more laid-back lifestyle and modern conveniences makes Bacolod the country’s “Best Place to Live,” it also said.*CGS

I don't know ha, pero try lang mag-contact to. Usually ang ila nga ginakwa nga tutors are mga 25-30 years old na because (well, indi man sa pag-generalize) kay kis-a medyo racist ang mga foreigners, especially *cough* Koreans *cough* and they don't like it if they see that someone younger than them are better at English than they are, pero try lang mag-contact.
Ang about sa JELS, ah uu, kay ang ila lang nga service ang nakit-an ko sa City Heights naun, basi nagdul-ong lang, hehe. Nakit-an ko man da ang ila office naun sa lagoon area. Dira gid na siya guro. Pero I think the most feasible job sa iya subong ang ato sa I Love Philippines (medyo patawa ang name no?) Academy kay daw ang nakit-an ko kagina nga ad, may contact number, daw wala man gid specifications sa requirements pero at least may contact number. Na-post siya naun sa building beside sa Academy.
I'll try to go around La Salle sa April 10 (summer enrollment) kay usually Koreans post ads at the bulletin boards if they want to have tutorials sessions.
I'll try to compile a more exhaustive list, ma-ask lang ko diri naun sa amon (tupad balay ko boarding house sang mga Koreans, hehe).

Bacolod sets sports dev't program
By Jerome S. Galunan Jr.
EXECUTIVE Assistant to the Mayor Goldwyn Nifras said the City Government of Bacolod is planning to have its own version of a comprehensive sports development program.
In Saturday's PSC-Scoop Interaction at Grand Regal Hotel, Nifras, who is task to oversee the sports program of Bacolod, said the program would complement the province's goal of honing the best talents for future competitions.
Earlier, Negros Occidental Vice Governor Emilio Yulo III called for the drafting of a comprehensive sports development program for the province, which he said would serve as a blueprint for year-round activities of all sports stakeholders from the government, the business and the private sectors.
Speaking before sports mediamen and representatives from various local sports associations during the re-launching of the PSC-Scoop Interaction, Yulo, who used to chair the committee on education of the Provincial Board before he took over the vice-governor's post, said the late Governor Joseph Marañon envisioned a type of program similar to the Marcos years when a "godfather" or an institution was tapped to take charge of specific sports disciplines.
He also stressed he would finalize Tuesday the composition of a task force that would oversee the needs of Negros athletes who are seeing action in this year's Palarong Pambansa in Puerto Princesa, Palawan.
He reiterated his concern for Negrense athletes to hopefully be billeted not far from main competition venues so that athletes would not suffer from undue stress and strain in-between competitions.

Bacolod-based one-stop shop bridal center exports services
PDALCORE Bridal and Event Center, a Bacolod-based one stop bridal and center, opened its new hub Wednesday at the Planta Hotel and Residences.
PDALCore caters to all kinds of special occasion from conceptualization, packaged arrangements and program coordination to sheer beauty parlor visit or rental of formal attire.
Arroyo Watch: Sun.Star blog on President Arroyo
Its motto: "We have a great team to conceptualize your party, handle your event and to create a wonderful memory that will last a lifetime."
PDALCore has the widest array of institutionalized-event arrangements, among them are weddings, outfits rentals for all formal occasions, theme parties, photo and video coverage, shows, corporate events, cocktails and seminars.
"For the past five years now, PDALCore had been commissioned to arrange and cover events abroad. This is virtually making us exporters of human resources, especially talents," said manager Christine Embarque.
"Aside from this, PDALCore is an active member of the Wedding and Portraits Photography of the Philippines (WPPP) and WPP International based in Nevada. This added to our networks of friends enabling us to expand our reaches beyond Bacolod," she added. "Still, the owners of PDALCore prefer to make Bacolod as its headquarters."
PDALCore strength is reinforced by its subsidiaries, a photography shop, Bodyshot Photo and Video Shoppe; a flower shop, Khaya's Flower Shop and Farms; and a beauty parlor, Salon ñe Belle.
The conglomeration of the subsidiaries enabled PDALCore to employ some 30 personnel, including those on a 'per job basis.'
"Other than employment, PDALCore and its subsidiaries can accommodate all needs, satisfying foreigners and our OFWs (overseas Filipino workers), which comprise 70 percent of our clientele," Embarque also said.
"Soon, we will have projects that will involve the whole barangay, like making fully-beaded gowns," she added.
Presently, PDALCore is a major consumer of silk cocoon materials for its barong section, which is locally produced by OISCA in Bago City.

Aeromodelers Clubs to host 22nd RC aeromodelers nationals
THE Negros Aeromodelers Club (NAC) will host the 22nd Philippine Radio Control (RC) Aeromodelers Nationals or PNats in the former PAL airport tarmac from April 11 to 13.
Top flyers from the different parts of the country have started arriving since Wednesday. Ken Hirose, who is the representative of Japan's Federation Aeronautique International (FAI) and Futaba, has started conducting advance pattern training since Wednesday.
Jayjay Neri, a three-time national champion from Cebu, is the FAI representative for aeronautic events in the Philippines. The event is sanctioned by FAI, which is the world's governing body of anything that flies including parachutes, rockets, hangliders and models.
The event will display various pattern maneuvers conducted by skill level categories, scale plane flying, fun fly and combat.
The pattern maneuver, technically known as F3A, is the hardest among all events. Simple as they look to the untrained eye, doing them perfectly is a different story. This is akin to ballet except that it is done by planes controlled by the flier through a transmitter on the ground. The size of these planes are limited to two meters either wingspan or fuselage, that is why the planes are also called two-meter planes.
The scale event will display models that look like real planes and must be flown like a real plane. The bigger they are, the more points a competitor accumulates.
Fun fly events will feature planes that will do the impossible, like very tight loops, spins, float like a kite, or land on a spot. They are characterized by having a very large wind area so it can glide weightlessly. Combat is an event where a plane is tagged with a 20-foot of paper, with the objective of cutting it by chasing other planes.
Most of the participants will be arriving Thursday and will conduct test flying on Friday. They will be coming from Manila, Dumaguete, Cebu, Iloilo and Cagayan de Oro.
There will be an old-timer's category for those 55 years of age and above. Youngest competitors will be five and seven years old. The event will start on Friday, 8:30 a.m. till Sunday afternoon at the PAL tarmac, former Bacolod domestic airport.
Lil's Hobby Shop, Bullet Hobbies, Lopue's and Pepsi sponsor the event.

350-kilowatt waste-biogas facility mulled in Bacolod
THE problem on waste and garbage collection that irritates Bacoleños could soon be partially be over as the Philippine Bio-Sciences Corp (Philbio) on Wednesday sent its field engineers to the Magsungay dumpsite to survey the area for the establishment of a biogas digester facility.
To be named as the ReSTORE Biogas Digester Facility, this Philbio's waste-to-energy (WTE) program would initially gather 40 to 50 tons of organic waste from the three major markets of Bacolod - Central Market, Burgos Market and Libertad Market - as well as from the Bacolod Slaughterhouse.
Waste maters coming from 'poso negros' could be tapped as well.
Philbio's WTE program could produce 350 kilowatts, enough to light the whole of Barangay Singcang.
The Magsungay dumpsite is owned and managed by the Metro Bacolod Chamber of Commerce and Industry Inc. (MBBCI), which would host and maintain the disposal facility in partnership with the Green Renewable Independent Power Producer (Gripp), which would take care of the soil and waste analysis.
Late last year, Gripp's Lozada gathered various soil samples from different areas of the Magsungay dumpsite and sent these samples to Philbio for laboratory tests.
On Wednesday, Philbio business development officer John Cesar Santos and field engineers Benedict Pascua and Anthony Laroza came over and did ocular inspections in preparation for the signing of the memorandum of agreement (MOA).
The group headed to the dumpsite to check the exact location where the facility would be built.
MBBCI vice president for internal affairs Frank Carbon and Gripp field coordinator Albert Lozada were also present as Philbio's partners.
Carbon said this is an initiative of the private sector to network with Gripp as a non-government organization (NGO) to eventually clean Bacolod City of garbage and convert the waste to energy source using Philbio technology. (Gil Alfredo Severino)

Help city
progress more: mayor
BY CHRYSEE SAMILLANO
Mayor Evelio Leonardia yesterday thanked his constituents for their role in making Bacolod land Number One among the country’s most livable cities and appealed for their continued cooperation to sustain its progress.
Leonardia made the appeal after Bacolod City was rated the number one among the 20 “Best Places to Live” in the Philippines today based on the March-April 2008 edition of MoneySense, a financial magazine for international release.
Leonardia said this recognition was given by people who are experts, independent, objective and scientific, and have no interest in Bacolod. “If this is how people from the outside see us here, it is with more reason that we here on the inside should be cognizant of this and work to maintain it,” he said.
“Of course, Bacolod is not perfect. We have our share of problems although it is clear that, in the evaluation of the Asian Institute of Management and the United Nations Development Programme, we are better off than others,” he said.
The recognition comes on the heels of the city’s recent award as the “Most Business Friendly City in the Philippines” given by the Philippine Chamber of Commerce and Industry. It is also a finalist as the Most Child-Friendly City, and was in the top four of the Most Disabled-Friendly Cities, Leonardia said.
He also recalled that when the AIM came up with a competitiveness contest, Bacolod ranked number one in the criteria on “quality of life”, he said.
PEOPLE, LIFESTYLE
The article entitled “Best Places to Live” ranked Bacolod first and Makati second in the list of the top 20 cities. They were followed by Davao, Marikina, Iloilo, Las Piñas, Pasig, San Fernando, Mandaluyong, Quezon City, Manila, Batangas, Cagayan de Oro, Muntinlupa, Angeles, Baguio, Lipa, Calamba, General Santos and Cebu.
While every city has its own characteristics, he said, the article described Bacolod as having “friendly people,” a “laidback lifestyle” while having the amenities found in Manila, and “easy access to nearby vacation destinations.”
BEST OF BOTH WORLDS
It also said living in Bacolod is having the best of both worlds, he added.
Heinz Bulos, MoneySense editor-in-chief, explained that for the compilation of their first list of the “Best Places to Live”, they relied on two existing surveys, and these are the Philippine Human Development Report published by the Human Development Network in cooperation with the United Nations Development Programme, and the Philippine Cities Competitiveness Ranking Project of the Asian Institute of Management Policy Center.
City Administrator Roger Balo said the magazine’s board of advisers include Gabriel Singson, former Governor of the Bangko Sentral ng Pilipinas, and Lilia Bautista, former chairperson of the Securities and Exchange Commission, while the chairman of the board is Roberto de Ocampo, former Finance Secretary and DBP chairman.
“We should be happy that we are residents of Bacolod,” Balo said.
Meanwhile, Leonardia said, “I hope those people here who focus only on our shortcomings will now realize that there is a bigger picture and more positive things to see in Bacolod than just those isolated matters. If we have problems let’s help each other instead of fighting each other,” he said.
“We cannot keep on pulling each other down. Instead, let’s pull each other forward to help hasten the progress of our city,” Leonardia said.*CGS

Feedbackwith Primo Esleyer
OPINIONS
Bacolod, best place to live
My guests at Feedback tonight are Dr. Romy Reyes and Dr. Ritchie Yusay both urologists. We will discuss the problems of elderly men. Dr. Yusay’s wife, Dr. Michelle Yusay, was our guest months ago. We discussed strokes.
Our topic, “Bato sa Bato”. Or stones in the kidney.
* * *
When I met Mayor Bing Leonardia last Wednesday, I asked him about the details of the decision declaring Bacolod as the best place to live. He then instructed Dr. Roger Balo, who is now back from vacation, to send me a copy of the magazine “Money Sense” that contained the article.
“Money Sense” editor-in-chief Heinz G. Bulos wrote the article on Bacolod based on records. He wrote in his editorial the three components of what is believed to make a place the best to live: standard of living, quality of life, and cost of living.
In all these three, Bacolod excelled.
The ranking of the first top ten follows: 1. Bacolod, 2. Makati, 3. Davao, 4. Marikina, 5. Iloilo, 6. Las Piñas, 7. Pasig, 8. San Fernando (Pampanga), 9. Mandaluyong, and 10. Quezon City.
The next ten are: 11. Manila, 12. Batangas, 13. Cagayan de Oro, 14. Muntinlupa, 15. Angeles, 16. Baguio, 17. Lipa, 18. Calamba, 19. General Santos, and 20. Cebu.
* * *
“Money Sense” also quoted Glady Tumulto, 31, who writes a blog called “Promdi/Living.com.” She was born and raised in a small town in Iloilo and has lived in Bacolod the last four years. She must come either from Tubungan or Igbaras in Iloilo.
Wrote Glady, “Bacolod is an urban city with that distinct Southern charm. It keeps abreast with development yet still maintains the laidback lifestyle.”
Actually, the basis for the decision was the record of all the cities. And Bacolod has shown to have garnered more awards from different entities.
Bacolod was adjudged by the Asian Institute of Management as the “Most Competitive Mid-Sized City in the Philippines.”
* * *
Its thriving commerce and trade economy, business enterprises in growth areas like technology, business process outsourcing, financial services, travel, eco-tourism and energy, which entrepreneurs and investors like made Bacolod the “Most Friendly Local Government in the Philippines” according to the article.
In terms of quality of life it is enviable, it said, because the pace of life is slower than other highly-urbanized cities and the streets and air are clean, that earned for Bacolod an award as a “Clean and Green Hall of Fame.”
It says it has wide roads, less traffic, with excellent traffic plan, low crime incidence and low percentage of illegal settlers. It has no pollution and low crime rate with good road network and allows high mobility rate.
No politics. No political personality was named in the article.
* * *
It also said cost of living is affordable. Housing, it said, is relatively inexpensive. Cost of food, utilities and even real property are lower compared to neighboring cities, according to Ms Tumulto.
Bacolod is also good for children with so many well established and well known universities. It reported of two universities, La Salle and UNO-R. Now it has three, with West Negros.
And Bacoleños love to have fun. It said there are diverse cultural and recreational activities from golf courses and enormous sports stadia. Recently, Bacolod was also named Football City.
Bacolod people love to eat. It also said outsiders should know Bacolod has more to offer, not just piaya.
I believe in all these. I am an immigrant to Bacolod. I came here some 50 years ago from Iloilo and decided with my late wife, this is the place to stay. It offers more opportunities. I like the people.
* * *
I recall my close British friend Neil Honeyman, after his retirement in Hong Kong, with his wife Josephine from Cavite, went to live in Davao.
But because of peace and order in Mindanao they decided to look for another place and, after visiting many other cities, in 1994, I think, chose Bacolod. I think he likes it here. I would like to believe other foreign nationals who live here have the same thinking.
The greatest asset of Bacolod, I think, is its people, friendly and enterprising. And foreigners like it more with the musical, sing-song way of speaking, native to the Ilonggo dialect.*

Stocks Investment Now in Bacolod
In a presentation Wednesday by CitisecOnline Stockbrokers at L’Fisher Hotel, Customer Relations Officer Tina P. Sta. Cruz explained that clients will benefit more from every trade with access to their superior online tools and functionalities because of lowest-allowable commission rate in the industry at only 0.25 percent of the transaction value.
Marketing officer Bianca M. Cristi said, “The normal rate of a typical and traditional stockbrokering commission rate is 1.25 percent simply because CitisecOnline Stockbrokering does not have overhead charges at all.”
“The convenience of such online investment compensates for more than any of the commission rates conceived by stock brokerage business. Anywhere in the Philippines, from beaches to cafes with WiFi facilities, investors earn wherever they are in any of the entries registered with the Philippine Stocks Exchange,” Sta. Cruz explained.
Sta. Cruz further explained, “This is what being in the forefront of technological and innovation means. With over P 450 million in paid up capital, CitisecOnline is committed to make stock trading easier and more enriching, in the literal sense.” She added that CitisecOnline is not in any way affiliated or connected with similarly sounded names like the multi-national Citigroup or the Citibank and all its affiliates worldwide. CitisecOnline is a 99.9% Filipino-owned domestic corporation which was registered with the Securities and Exchange Commission (SEC) on August 16, 1999 and which started commercial operations on January 1, 2001 with a vision of leveling the playing field for retail investors by providing a low-cost and easily accessible means to access the Philippine stock market.
The Company owns 100 percent of CitisecOnline in Hongkong, though, and is a member of the Hongkong Stock Exchange.
Thus, Sta.Cruz said, “CitisecOnline has the capability of developing online trading market in confluence with the increased penetration of internet access, broadband services and increasingly tech-savvy investing public.”
The stock market activity in Bacolod could run up to about a hundred million dollar investment but some of these are tied to Manila-based stock broker houses.
This could be the immediate target of CitisecOnline stock brokering business.
“Online facilities is indeed an advantage though,” participants said.*

YAP, PINGRIS LEAD ALL-STAR TEAMS STARTERS
Bacolod City gets ready for All-Star festivities
Thursday, 10 April 2008
Purefoods superstar James Yap underscored his soaring popularity in the just concluded balloting for starters of the North and South teams of this year's PBA All-Star Game.
The former MVP from Escalante, Negros Occidental received 50,763 votes – highest among candidates from both teams – and earned his fifth start in the league's annual spectacle.
Interestingly, Yap – an All-Star starter in each of the last four years dating back to his rookie year in 2004 – was the only player voted by fans, either through actual voting at the game venue, in the host city of Bacolod or the league's official website, www.pba.ph., to breach the 50,000 mark.
Two other consistent starters – Coca-Cola big man Asi Taulava (36,312) and Talk N Text playmaker Jimmy Alapag (22,752) – join Yap in the South team that also includes Sta. Lucia's Kelly Williams (38,832) and Magnolia's Danny Seigle (38,448) in the frontcourt rotation.
Do-it-all Magnolia forward Mark Pingris was the top vote getter among the North All-Stars with 35,578 votes.
With him in the team are Purefoods’ Kerby Raymundo (32,274), Magnolia hotshot Lordy Tugade (19,374) and the Barangay Ginebra backcourt duo of Mark Caguioa (29,775) and Jayjay Helterbrand (26,244).
A starter in the All-Star Game for the first time in his 8-year career, Tugade earned the spot by taking over the slot of Purefoods' Romel Adducul (21,903). The former San Sebastian King Stag is out of commission after being diagnosed with the Big C.
Tugade finished fourth behind Adducul in the balloting.
The remaining slots in both teams will be filled by the votes of all 10 PBA coaches prior to the All-Star Weekend in Bacolod City from April 24-27.
Helterbrand and Alaska's Willie Miller sparked a big endgame comeback by the North All-Stars in Baguio City last year to prevail, 145-142. The two emerged co-MVPs of the annual spectacle.
Bacolod City Mayor Evelio Leonardia and West Negros University president Suzette Agustin are working hand in hand to make the 2008 Smart PBA All-Star Weekend in the ”City of Smiles” a smashing success. (DBC

The mangrove forest at that tidal island found at the mouth of Sum-ag River is also great for bird watching.

Last week, 29 third-year accountancy students of University of St. La Salle of Bacolod City visited the Securities and Exchange Commission to attend a briefing on its operations.
The SEC’s “speakers bureau” walked them through the registration process, corporate finance, accreditation of accountants, stock market trading and investment scams.
The four-hour power point presentation is part of the agency’s investor information program for schools, trade groups and professional organizations.
Depending on the profile and composition of the audience, the briefing, which covers pre-selected corporate and securities topics, is conducted either at the SEC office or the preferred venue of the requesting party.
At the outset, I was struck by the discipline of the 23 female and six male students. They came on time, were ready with their notepads, and sat through the session without any interruptive conversations or movements.
:applause:
During the open forum, which came after the speakers had delivered their spiels, I got a sense of the potential worth of these future accountants and auditors.
Originally planned for 30 minutes, the question-and-answer period extended to a full hour and a half. The subject of the queries showed the students’ keen understanding of their course and awareness of current events.
Articulate
The students were proficient in English. Their grammar and choice of words were perfect. They did not speak in the “Taglish” style common among Metro Manila teenagers and some media practitioners.
There were no “er, I mean, ah” or similar words that some people use to fill up temporary disconnects between mind and mouth. Although their Ilonggo accent was evident, it was not distracting.
Two students asked questions in grammatically correct Filipino. If I didn’t know that they come from Bacolod, I would have thought they were residents of Metro Manila or a Tagalog-speaking province.
:applause:
The students exuded self-confidence in asking clarification on some of the issues taken up during the briefing. Clearly knowledgeable with the basic principles of accounting, they inquired into the rationale behind the criteria the SEC uses in its accreditation of accountants.
Their hubris showed when a student, who seemed to have been challenged by the low number of SEC-accredited accountants (compared to thousands who pass the annual CPA board exams), prefaced his question with the words “when we become accountants.”
His statement was met with loud applause.
Questions
The financial scams that have hit the headlines lately—Ponzi and multi-level schemes—drew a lot of queries.
Under existing rules, the sale of products by a company’s sales staff to consumers (known as direct selling) and receipt of commission from sales made is okay.
What’s illegal is when members are recruited to an organization and made to pay membership fees in consideration for some future financial rewards without having to sell any product or doing anything, and the recruiter gets a cut from those fees.
A student disclosed that he once attended a “business opportunity” meeting where the organizers promoted certain products, and at the same time urged the attendees to recruit new members with a promise of commission for the effort, but no mention was made about the sale of any product or services.
From the look of things, the sale-cum-recruitment activity he described appeared to be a subtle ploy to put a semblance of legitimacy in an otherwise illegal act.
The other questions touched on money laundering, allowable interest rates by financing companies, review of audited financial statements, and compliance with reportorial requirements by corporations.
Quality
Some of the jargon used in the stock market, e.g., profit taking and blue chips, were also discussed. Questions were raised about Philippine Dealing and Exchange Corp. (PDEx), and the stock market index and how it is computed at the end of trading.
What the SEC’s speakers bureau initially thought would be a humdrum session with students who had to comply with some procedural academic requirements turned out to be anything but that.
From the quality of the questions asked, it was apparent the students are academically prepared and would, in the future, be a credit to the accounting profession.
They do not fit into the caricature of “promdi” that some Metro Manila students derisively call provincial residents who come to the metropolis for their education.
My brief experience with these students validates the perception held by many that students need not go to Metro Manila (and suffer the agonies of urban blight) to get quality education.
The results of recent government board exams, including the bar, show that graduates of provincial institutions of learning can go head to head with their counterpart in the so-called elite Metro Manila schools.
When good students are placed under the care of competent educators in a school with adequate teaching facilities, the expected result is academic excellence.
Teachers, please take a bow!

Thanks for this news article @GearX. I dont want to sound anti-Lasalle but just want to stress here that Bacolod/Negros academic world is not all about Lasalle or vice-versa. The island is bounded with good schools to boot. TUP, UNO-R, CSA-B, WNU and Riverside College are some of the institutions that made remarkable contributions in honing the best Bacoleno/Negrense in or outside the Philippines.

@Jaywalker: Its a pleasant surprise to see a coast guard auxiliary sub-office built along Pta. Taytay's famous boulevard. If only they can make the place more conducive to fine seafood restos and other businesses- the sooner, the better. Count to that the mangroves and migrating birds reserves in the area.:)

i don't think "notoriety" is an appropriate word to describe them, migo. it's one of the misconceptions about their organization. they have some rituals and practices that may have caused some high eyebrows from certain quarters of the society but just like any other organizations, they too have their own objectives and purpose on how to achieve a "world order" based on the principles they are taught to uphold. you'll be surprised to know that many of them are in high government positions and some are business leaders.
