Masons? Is this the same group most people slammed for their notoriety? But I'm pretty sure this event could spell good news to Bacolod's local economy. No wonder, hotels and other hospitality related businesses are mushrooming the city big time.:)
i don't think "notoriety" is an appropriate word to describe them, migo. it's one of the misconceptions about their organization. they have some rituals and practices that may have caused some high eyebrows from certain quarters of the society but just like any other organizations, they too have their own objectives and purpose on how to achieve a "world order" based on the principles they are taught to uphold. you'll be surprised to know that many of them are in high government positions and some are business leaders.
Yup yup, i am aware that a lot of these Masons are in active service in government and some private corporations/businesses worldwide. But whats important, they will open a lot of opportunities with the holding of this gathering in Bacolod.

^^ yup...its 8 storeys high. :) i love it if your going to look at it from afar. :) daw ka taas gid :) actually you can see the 7th floor when your passing at the back of capitol and when your at SM city :) i hope they will keep up the design even if they merged the 2 buildings. just wishing it wont look like their Hotel which for me...is really a bad outcome :)

^^ Exactly @Smile. The original rendering of this project is actually good. Though a twin tower as planned, i think its still ok if made as a single structure. Its location is strategic since this could be the start of our own version of Roxas Blvd. Miskan daw kalayu pa man ah, pero possible gid.:)

Its undeniable that GMA is giving us signs that they are coming back to Bacolod after they closed down their school-based studio at UNO-R almost a decade ago. My sources at GMA7 Manila and GMA 6 Iloilo have been saying that GMA 10 Bacolod is among their long overdue plans but the new venue for the TV station or a broadcast center together with RGMA and Campus Radio is still not seen. i hope they would come in soon because they couldn't ignore the hottest TV Ratings war lately that had its epicenter here in the city of smiles.....:banana::banana::banana:

really nice shots...:)yeah the place is ideal...one thing i've observed though is that it would have been nicer if they had placed the cable wires underground.

^^ The landscaping of the New Govt Centre will play a big part in its artistic appeal once finished. And of course the PLUS should be its maintenance. Knowing government's performance in this aspect(maintenance), i hope they'll prove everybody wrong.:) At least for Bacolod City.

My dad predicted that it would develop faster than Boracay. Sipalay is so full of surprises, you have so many places to go! Their many dive sites are their main attractions. :)

for new graduates
A jobs fair for new graduates was held by the Bacolod City Public Employment and Services Office at the University of Negros Occidental-Recoletos Friday, the mayor’s office said.
PESO head Moises dela Cruz said the jobs fair dubbed “Handog sa mga Kabataang Nagtatapos” is a program intended for students graduating this school year.
Participating companies were SM City, Convergy’s, Teleperformance, TeleTech, Dynamic Builders, Pepsi Cola, Coca-Cola Bottlers, Robinsons Land Corp., Travel Lounge, EEI Corp., Concorde Int’l., Adana Manpower, AM Builders’ Depot, and France Asia International.
The Department of Labor and Employment also set up a booth at the jobs fair.
The PESO office provided the applicants with information on how to prepare their employment papers and for the interview, tests and other procedures.
Three hundred new graduates participated in the jobs fair, and 30 percent of them were earmarked for further testing.*

The Bacolod Information Technology Investment Program implemented by Bacolod City won first place in the 2006-2007 Best Public Sector Projects Awards under the Local Government Unit category.
The Marine Engine Swap to Reforestation Project of Negros Occidental landed second place, and the Guisi Community-Based Heritage Tourism Project of Guimaras placed third.
The runners-up are the Nutri-Food Plant to Combat Malnutrition for Rural Transformation program of the Province of Iloilo, Pagkaon Scholarship Program of Negros Occidental, and Skills Training on Pandan Weaving Entrepreneurship Seminar of Kabankalan City.
The Regional Development Council VI will hold the awarding ceremonies for the 2006-2007 Best Public Sector Projects in Western Visayas on Friday at the Iloilo Grand Hotel in Iloilo City.
In her letter to Mayor Evelio Leonardia, RDC VI chairman Gov. Salvacion Perez said the RDC has invited President Gloria Macapagal Arroyo to be the guest of honor at the awarding ceremonies.
Leonardia and Councilor Jocelle Batapa-Sigue will receive the award for Bacolod City.
The first place winner for the regional line agencies is the Comprehensive Marketing Program for the Floriculture Industry of Capiz by the Department of Trade and Industry VI, followed by the Rehabilitation of Agrarian River Irrigation System and Enhancement of Agricultural Support Service by the National Irrigation Administration VI for second place and the Small Enterprises Technology Upgrading Program of the Department of Science and Technology VI for third place.
Runners-up include the Income Generating Projects and Production Center for Brgy. Aparicio, Ibajay, Aklan by the DTI; the Inter-Local health Zone Pharmacy of the Department of Health; and the Baryang Naitabi, Lahat ay Aani of the Department of Interior and Local Government VI.*CGS

Zayco introduces HEARTS PLUSBY CARLA GOMEZ
HEARTS PLUS is the new acronym for the programs the Negros Occidental provincial government is carrying out under the administration of Gov. Isidro Zayco.
Zayco introduced the HEARTS PLUS Enhanced Development Perspective at an executive briefing attended by Presidential Assistant for Western Visayas Raul Banias, the regional directors of Western Visayas and the mayors of Negros Occidental at the Provincial Capitol in Bacolod City yesterday.
HEARTS PLUS, while ensuring the continuous implementation of the Seven Point Agenda of the late Gov. Joseph Marañon, has at the same time expanded its services and coverage to respond to the requirements of the time, he said.
HEARTS PLUS stands for H – Health, E – Environment, A – Agriculture, R – Roads and other Infrastructure, T – Tourism and Trade, S – Social Services, P – Personnel and Development, L – Livelihood Opportunities, U –Urban/Rural Development, S – Systems and Governance.
Under the HEARTS PLUS programs Zayco outlines the provincial government’s policy directions for 2008 to 2010 that include continued work on infrastructure facilities for hospitals and schools, the P150 million Kabankalan Domestic Airport, seaports and economic zones;
The establishment of a Negros Occidental commercial and industrial center on its 5-hectare property behind the Provincial Capitol Building, strengthening of tourism and local government initiatives, making Negros an organic food bowl of Asia;
Creating a Negros Island Development Corp., promoting diversification programs, pursuing Maranon’s vision for bridges to link Negros to Panay and Cebu, seeking more potential development investors in the newly established Negros Cooperative Bank, aggressively supporting the move of sugar planters to utilize excess sugar for the production of bio-ethanol in line with the implementation of the Biofuels Act;

The Bacolod Information Technology Investment Program implemented by Bacolod City won first place in the 2006-2007 Best Public Sector Projects Awards under the Local Government Unit category.
The Marine Engine Swap to Reforestation Project of Negros Occidental landed second place, and the Guisi Community-Based Heritage Tourism Project of Guimaras placed third.
The runners-up are the Nutri-Food Plant to Combat Malnutrition for Rural Transformation program of the Province of Iloilo, Pagkaon Scholarship Program of Negros Occidental, and Skills Training on Pandan Weaving Entrepreneurship Seminar of Kabankalan City.
The Regional Development Council VI will hold the awarding ceremonies for the 2006-2007 Best Public Sector Projects in Western Visayas on Friday at the Iloilo Grand Hotel in Iloilo City.
In her letter to Mayor Evelio Leonardia, RDC VI chairman Gov. Salvacion Perez said the RDC has invited President Gloria Macapagal Arroyo to be the guest of honor at the awarding ceremonies.
Leonardia and Councilor Jocelle Batapa-Sigue will receive the award for Bacolod City.

Bacolod Marks 2008 Earth Day April 22
Bacolod Mayor Evelio Leonardia issued an executive order declaring and supporting the observance of international earth day in the City of Bacolod on April 22, 2008 and enjoined the active participation of all city government employees, schools, non-government organizations and other concerned sectors in activities and programs held in observance thereof.
Executive Order No. 12, Series of 2008 is based on City Ordinance No. 404 Series of 2006 or An Ordinance Declaring Every April 22 of Every Year As “Earth Day” in Bacolod City authored by Councilor Jocelle Batapa-Sigue.
The theme as encouraged under DILG Memorandum Circular No. 2008 - 47 dated March 25, 2008 for the Philippine Earth Day celebration is “Tubig Ay Buhay - Ating Pagyamanin at Linisin’ was adopted by the city.
Councilors Greg Gasataya as chair of the Committee on Environment and Ecology and Batapa-Sigue as Chair of the Committee on Energy were requested to spearhead activities in connection with the observance of Earth Day 2008 for Bacolod. Earth day began on April 22, 1970, with former US Senator Gaylord Nelson gathering twenty million people to take to the streets to demonstrate for a healthy, sustainable environment.
On April 22, 1990, 200 million people from 141 countries were mobilized to lift the status of environmental issues, gave boost to recycling efforts worldwide, and help pave the way for the 1992 United Nations Earth Summit in Rio de Janeiro, which was reaffirmed by 2002 Johannesburg Summit.
April 22, 2000 saw the coming together of 5,000 environmental groups who reached out hundreds of millions of people in 184 countries to create a big campaign on global warming and push for clean energy;
Batapa-Sigue and representatives of about sixty organizations and offices in Bacolod and Negros Occidental had a series of meetings to outline the various activities for the month in order to intensify the level of concern by Negrenses for the ecological issues,
As stated in City Ordinance No. 404, Bacolod believes that local government, the civil society, and the private sector especially business that every citizen is responsible to take care and demand for the protection and preservation of the earth that we all live in as part of our inter-generational responsibility and our role as steward of our environment therefore, recognizing the need to forge a strong cooperation and partnership among various sectors.
As a highly-urbanized city, Bacolod should be aware and concerned on the effects of solid waste generation, and air and water pollution to our urban ecosystem which contribute to global warming and especially because Bacolod generates a substantial quantity of solid waste of our island, the ordinance stressed.

Yes it is the Boracay of negros, actually amiga postergirl theres a Korean firm inquired last year to put up 5 star resort....the city government needs to control the massive development to protect the natural beauty. tani wala lang sang over development.

Organic farming
groups get equipment
Organic farmers’ groups from 10 towns and cities in Negros Occidental were provided with shredders and sprayers by the provincial government yesterday as part of its bid to make Negros Island the “Organic Bowl of Asia.”
Recipients were ‘Organik Na Negros’ Villages in the towns of Cauayan, E. B. Magalona and Hinoba-an, and the cities of Bago, Escalante, Himamaylan, Kabankalan, Sagay, San Carlos, and Sipalay.
At the rites yesterday at the Negros Occidental Multi-Purpose Center in Bacolod City, the agricultural machinery and equipment were turned over by Board Member Adolfo Mangao and Provincial Agriculturist Igmedio Tabianan to the recipients whose local government units also signed a memorandum of agreement with the provincial government on the provision of counterpart support to the ‘Organik Na Negros’ Villages.
The Office of the Provincial Agriculturist is the lead organization in implementing the Organic Agriculture Program headed by coordinator Armigenia Benedicto.
Under the agreement, the LGUs, as coordinating agencies, will establish a “Bagsakan Center” for organic products in their localities. Meanwhile, farmers’ associations will provide counterpart labor in establishing pilot demo farms, and in the preparation and production of organic fertilizers, foliar sprays and biological agents.
Benedicto said the shredders will be used in producing organic fertilizers while the sprayers, for making organic concoctions.
She said that coffee, which could best absorb carbon dioxide or monoxide gases that contribute to global warming, will also be propagated in “Organik Na Negros” Villages.
Mangao, chairman of the Sangguniang Panlalawigan Committee on Agriculture, said he is also working for the provision of cold storages for these organic farms.*

Slam dunk to spice up

The showdown between Sta. Lucia Realtor Kelly Williams and last year’s slam dunk king Air21 forward Niño Canaleta will be among the much anticipated events in the PBA All-Star Weekend on April 24-27 at the West Negros University in Bacolod City.
Williams, who was eliminated from last year’s contest after failing to convert twice on his between-the-legs jam, is back this time to challenge Canaleta who is out to make a record of winning the slam dunk contest for four consecutive times.
Also posing a challenge to Canaleta’s slam dunk reign are former champion Cyrus Baguio of Red Bull, Welcoat rookie Joe Devance, Alaska star Sonny Thoss, and Air21 teammate Arwind Santos.
Aside from the faceoff among PBA’s top airspace dwellers, Bacoleños are expected to fill the WNU gym to witness the mid-season basketball spectacle that will feature their favorite players.
Other side events to be played in the All-Star game are the three-point shootout, the obstacle challenge and the Rookies vs. Sophomores Blitz Game.
Dondon Hontiveros holds the title in the three-point shootout while Willie Miller topped the obstacle challenge last year.
Main event will be North vs. South game with Sta. Lucia champion coach Negrense Boyet Fernandez calling the shots for the South team while Purefoods coach Ryan Gregorio will mentor the North squad.

Infante’s planes shine in PNAT

Bacoleño Baby Infante’s Warbird (P-51 Mustang) and Civilian (Citabria) looked so real that judges in the scale event of the 22nd Philippine Aeromodelers Tournament awarded him the top honors in this category as the competition ended Sunday at the PAL tarmac of the former Bacolod City domestic airport.
The participants were so impressed by the support systems in the airport facility that they are pushing for next year’s event to be held once again in the city, tournament coordinator Chepit Dulay said.
He added that the PNATS event virtually reopened the PAL tarmac of the airport as planes of various types, models, and sizes took off and landed in the facility during the three-day competition.
But instead of being flown from inside the plane, the pilots were all stationed on the ground and flew the planes via radio control, Dulay said.
Participants competed in the fun fly, scale event, and pattern flying for seniors, sportsman, P3A, and F3A categories.
Eleven-year-old Pio Neri of Cebu bagged two titles as he topped the fun fly and the sportsman events, giving spectators a glimpse of an exceptional talent in plane maneuvering through radio control.
Pio outdid his rivals in the fun fly, which included his father Jayjay, a three-time national champion, with his 4:47 gliding time in a Climb and Glide execution.
Jayjay took the second place with his Most Loops -- completing 16 loops in one minute – while Yepe Infante settled for third place with his Time Trax, and Ico Manalo of Dumaguete finished fourth with Touch and Go.
Finishing behind Pio Neri in the sportsman pattern were Dumaguete flyers Ron-Ron Merecido and Nikolai Tijing.
Bacoleños Steve Maramba took the title in P3A pattern with Cebu’s Mike Chua placing second and fellow Bacolod City resident Joel Sarmiento in third place.
Jayjay Neri ruled the F3A pattern, considered to be as the most difficult category, with Yepe Infante in second place and Poypoy Ylano of Cebu, third place.*NAB

PBA All-Star games to highlight Panaad Festival in Bacolod
The Smart -PBA All-Star weekend games will be part of the annual Panaad Festival in Bacolod City.
Negros Occidental residents are all looking forward to the double celebration, a first in the history of the 238-year old city, according to Mayor Evelio Leonardia in a statement issued by the PBA on Tuesday.
The SMART PBA All-Star weekend is scheduled from April 24-27 at the West Negros College while the Panaad Festival celebrates its 15th year from April 26 to May 3.
"It is with great pride and honor for the City of Bacolod to be this year's host of the PBA All-Star weekend," Leonardia said.
Leonardia added that hosting the All-Star drives up enthusiasm among the local folks in the Panaad celebration, which includes charity programs, tree planting, and promoting environmental causes.
Purefoods superstar James Yap will lead the South All-Star squad, which also has for starters Kelly Williams, Danny Seigle, Asi Taulava, and Jimmy Alapag.
The other South All-stars players are Cyrus Baguio, Dondon Hontiveros, Reynel Hugnatan, Peter Simon, Sonny Thoss, and Junthy Valenzuela.

Bacolod, Negros Occidental among the best LGUs

THE efforts of Councilor Jocelle Batapa-Sigue bore fruits when the Regional Development Council (RDC) awarded Bacolod City included it in the 2008 Best Public Sector Practice in Western Visayas (LGU category) for its "Bacolod Information Technology (IT) investment program."
Batapa-Sigue, in her capacity as the City Council chair of the committee on communications and energy, created the Bacolod City IT focus team in 2006 by virtue of Executive Order 8-2005 signed by Bacolod Mayor Evelio Leonardia on May 27, 2005.

The focus team transformed Bacolod into one of the newest ICT hubs, contributing to the development of the province, the region, and the country in general.
Among the unique distinctions that catapulted Bacolod's IT investment program is the "LGU as a catalyst and enabler" concept and the "multi-stakeholder approach."
To date, Bacolod has six sites with presidential proclamations and five Philippine Economic Zone Authority (Peza)-accredited sites awaiting presidential proclamations.
"It is the Bacolod City government which enabled these sites to be established, providing them supportive, transparent, pro-competitive policies and framework to strongly encourage market-led initiatives," Batapa-Sigue explained.
"The academe, real estate sector, telecommunication companies and the national government agencies were all involved in studying the factors that make a location competitive vis-à-vis the standards of locators or international ICT enterprises," she added.
Meanwhile, the province of Negros Occidental was awarded second-best under the 'Best Public Sector Projects' with its "Marine Engine Swap to Reforestation Project."
The 'pagkaon scholarship program,' also of the province, and the skills training on pandan-weaving entrepreneurship seminar of Kabankalan City were runners up in the same category.
Under the state universities and colleges, the 'Food Always in the Home (Faith)' garden plus project of the Negros State College of Agriculture won first place while its NSCA Agricultural Education outreach project-farmers' village and training center was awarded a runner up.

Panaad activities bared
More activities are lined up for this year’s Panaad sa Negros Festival on the theme “Pasidungog” set April 26 to May 3, that will showcase the Negrense arts and culture as well as their talents and skills, a Capitol press release said.
A motorcade from the Provincial Capitol to Panaad Park at 3 p.m., will officially start the weeklong festivities, followed by the Opening Ceremony at the Panaad Stadium.
The Festival Dance Competition will be held next with groups representing the different local government units participating. It will be capped by fireworks display, Little Lin-ay sang Negros Pageant, and a band concert. There will also be a three-day mobile passporting at the Panaad that will start April 25, the press release also said.
On April 27, the annual Panaad National Dog Agility Competition will be held at the Panaad Stadium at 3 p.m., followed by the 3rd Negros Island Organic Farming Festival at 4 p.m.
The Negrense/Ilonggo Folk Dance Competition will be held at the Panaad Stadium at 7 p.m. and the Lin-ay sang Negros Festival Costume Parade and Talent Night will be held simultaneously at Robinson’s Place Bacolod.
The Sports Competitions are set April 28 at 8 a.m. and the Drum and Bugle Competition (Secondary level) at the Panaad Football Field.
Other activities are the RMN Hip Hop Challenge, Pop Dance Showdown, ABS-CBN Campus Hearthrobs 2K8 Dance show, Panaad Exhibit, Drum and Bugle Competition (Elementary level), NCCA International Dance Presentation, Banda Katunog with ABS-CBN M.O.R. at the Park Stage, UPLBAA Seminar, Panaad Breakdance “BBOY” Fest, Latin Dance Competition, Negros Pop Idol Singing Contest, Composo/Pop Song Writing Competition, Unilever Pop Fiesta featuring Spongecola and Southwing Bands with singers Nikki Gil, Yeng Constantino and Chad Peralta, and Livelihood Skills Olympics spearheaded by TESDA at the Covered Court that will start at 7 a.m. on May 2, the press release said.
The Provincial Government Employees’ Chorale Concert of Hiligaynon Songs will be held at the Park Stage and the much-awaited Lin-ay sang Negros 2008 Pageant to be hosted by Paolo Bediones will be held 8 p.m. at the Stadium May 2.
The closing ceremony and awarding of winners on the last day will be followed by a GMA Network-sponsored concert at the Stadium at 6 p.m., fireworks, and another band concert, the press release added.*

Firm targets idle lands, charcoal-making
BIOFUELS Philippines Inc., a subsidiary of the Metro Bacolod Chamber of Commerce and Industry Inc. (MBCCI), clarified that the development of its jatropha curcas (kasla) demo-farm in Murcia is not intended to encroach on arable rice and sugar lands in Negros Island.
"It is to plant or reforest more than 400 thousand hectares of abandoned, infertile, eroded and sloping lands which no plant can decently grow," MBCCI president Roberto Montelibano said.
Biofuels and the MBCCI said they are developing the demo farm as a commitment to the Philippine National Oil Corporation (PNOC) and the Bacolod City Water District (Baciwa) for their respective reforestation programs.
Montelibano added that contrary to reports, PNOC needs a forest to maximize its magma emission to generate electricity while Baciwa needs to protect the upper Calibang-Imban watershed to ensure water supply.
"What business or basic service like hospital would survive without water or electricity? If we can help PNOC, there are many advocates for geothermal, right? So we put dirt in our hands, shell out our personal pocket monies and help, instead of shouting in the streets," Montelibano stressed.
Inherent in these reforestation programs are the byproducts of kasla, which he explained, is the household fuel component of it.
"Kasla is a very effective substitute of charcoal. Its development can end the perpetual encroachment of our forest trees for charcoal making," he added.
Montelibano said "kasla reforestation can earn for our province the so-called 'carbon credits' which can offset the use of coal and methane in the generation of electric power.
MBCCI-Biofuels already extended its 10-hectare nursery farm in Murcia to a 25-hectare kasla farm where banana intercropping is planted and flock of goats raised to sustain four families caring for the farm.
"Imagine what employment kasla can do if we can convert 400 thousand of our non-arable lands. This does not include the roadsides, riverbanks, steep mountain slopes where no rice and sugar could grow," Montelibano explained.
"The experience of other countries is the outright conversion of their food farms, mainly rice, corn and sorghum farms to biofuels or ethanol because they have already established ethanol plants. Here, we have not started any except our 25-hectare demo farms," he added. (Gil Alfredo Severino)

Bacolod softbelles dominate RP's little league series

AGAIN, the local batters proved to be the country's best after they topped three divisions in the just-concluded 2008 Little League (LL) Philippine Series at the Alabang and Country Club diamonds.
The 2003 World Series Junior League champion showed its dominance after retaining the crown over International Little League Association of Manila (Illam), 5-3, in the finals and joined the contingent in the Asia Pacific championships tourney in Guangzhou, China this July. The little leaguers controlled their division since 1997 and duplicated this in 1998. It took home bronze medals trice, including last year.
Meanwhile, Bacoleño softbelles defeated their Muntinlupa counterparts, 7-2, in the Senior League softball and overpowered Cavite, 7-2, to book the Major League softball crown.
But the local batters could not get it all after losing in the Big League category, which they earned last year, against Team-Manila Golden Girls, 1-9.
Bacoleño mentor Tony Oquindo, meanwhile, appealed for support particularly on their upcoming title bid in Kirkland, Washington in August.
Illam, meanwhile, successfully defended their Big League (14-16) title over Muntinlupa, 1-0, Junior League (13-14) also of Muntinlupa, 16-5, and Senior League (14-16) crowns against Tanauan, 14-2, and would join the Senior League in the Asia-Pacific elimination in Saipan.
Tanauan City bagged the Major League baseball crown after defeating host-Muntinlupa, 8-2, and earning the right to carry the country's colors in the regional elimination for the World Series at the Hong Kong Disneyland, also in July.

City open to having its own hospital
BACOLOD Mayor Evelio Leonardia said he is open to the possibility of the city having its own hospital either via constructing a new facility or taking over the existing regional hospital.
Leonardia's statement came after he seriously took a suggestion made during the executive briefing session by Health Regional Director Lydia Depra Ramos that it would be easier for Bacolod to take over the management of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) than to construct its own because it would be very hard for the city to get a certificate of need for a new hospital.
Leonardia revealed he has already made preliminary efforts at forming a team who will conduct a feasibility study on the possibility of getting a new hospital for the city.
He said he already designated Vice Mayor Jude Thaddeus Sayson to coordinate with the graduate school of the University of St. La Salle in conducting a feasibility study on the proposed city-run hospital.
The mayor said that so far, he only entertained two options: one is for the city to construct its own hospital or to co-manage the operations of the CLMMRH, which is presently being run by the Department of Health (DOH).
Leonardia, however, said he could not yet give any definite stand on which of the two options he would take so as not to preempt the feasibility study to be led by Sayson.
He said he wants to know the most logical and practical means of pursuing the proposed project that is beneficial to the city constituents and financially viable at the same time.
"The taking over of CLMMRH should be studied very well because there might be a possibility that the city could not sustain the financial needs of running a huge hospital like the regional hospital," he said. (Karl G. Ombion)

The profile of Negros Occidental was presented to investors from China at the Provincial Capitol in Bacolod City yesterday morning, Vice Gov. Emilio Yulo III said.
The investors from Golden Harvest Corp. in Shanghai are interested in investing in eco-tourism and agriculture, Yulo said.
They are also looking into other business opportunities in the province, he said.
We have formerly invited for them to invest particularly in the outlying areas, Yulo said.

That would be great! But I'm sure there won't be over development. In Campomanes Bay, there used to be a resort there but they had it demolished because they wanted to convert the area into an eco-port(which it is now). They have beautiful coral gardens and shipwrecks from World War II that are great for diving and snorkeling..:)

We called it before Campomanes Raid, for the greenpeace, earthguards(USLS), GreenAlert, and Other Groups, we go there to promote awareness(the hardest part of any programs), they want it to be a commercial port, which is a very NO NO, one biodiversity, it is not sustainable, the port that would be very ok, is a tourist port, because, PPA in the first place didnt approve the port that montilla proposed because of being a biodiversity hotspot of the area.
I do remember that my group is stationed just across the former resort, some fishermen literally destroy corals, because what the local government of sipalay then want is to pass the inspection of DENR, that the area can have the port because theres no biodiversity that is needed to be protected with.
NOW, that Sipalay enjoys the promotion and awareness the USLS and Silliman for them, tourism is there only best hope for the town which is tagged, just like a BRGY.
Sipalay, before it was known as a tourism destination, already had an income of 200+ Million, it was still a town then, however no immidiate development because of corruption.

Just an observation from the structures though: why does the city keep putting the title "new" to them? I mean, for instance, the "New" Bacolod-Silay Airport, they even included it in the permanent airport logotype. It would have been nice if they just put "Bacolod-Silay City Airport" on the sign, but noooo, they just had to include the word "new".
And, now, the Government Center. Ok, it's "new" but after that will be completed (and given the government's reputation in poor maintenance to public office structures, you can't deny that), how "new" will the "New Government Center" be years from now?
It's kinda disappointing if you look at it, you know, because while the city appends the title "new" to each structure they build, this might come back to haunt them.
If only they invest in maintenance as much as they do with the construction, our structures would have been more appealing. Examples for that would be the City Hall, COMELEC office, the City Health Office, etc...

Leonardia Says: ‘City Saves P80M for Constructing NGC’
Mayor Evelio R. Leonardia yesterday said it was advantageous on the part of the City Government of Bacolod with the construction of the new government center last year, citing the high cost of construction materials.
Leonardia cited the case of the new City Hall in Iloilo City which is supposedly an eight-storey building but it was reduced to a seven-storey building due to the rising cost of construction materials.
Leonardia quoted his friend Iloilo City Mayor Jerry Treñas that the rising cost of construction materials have been jacked up by 22% or from a budget of P379 million, it went up to P463 million. Leonardia said that if the city has not decided the early construction of the new government center, this Iloilo experience would have been experienced by Bacolod.
The City of Bacolod has a budget of P398 million for the new government center.
It will have an additional budget request of about P40 million to purchase furnitures

If it includes Bacolod City it would be 2,869,766! So does that make it the second most populated province after Cebu Province?
Bacolod City now is brimming to be a 500,000 -people-city!....that pushes it nearer to a metropolitan status...he he he he :banana::banana::banana:
I hope the environment would not be compromised, now that large tracts of land are converted into homes and commercial areas (sadly, the catch basins of rivers and streams in Bacolod City are fast disappearing....floods naman!)^^

I have heard that the tourism and other business, promotional related offices will be housed in the old city hall. Like the ANP Showroom. I think the NGC will sport the official name BACOLOD CITY GOVERNMENT CENTER.

yup I agree...a masskara showroom...like the history of masskara in display......As to what events caused masskara to be born...he he he he...and a hall of people behind the masskara....I hope they would do a memorial to my favorite local cartoonist, the late "Ely Santiago"..."The Father of Masskara Festival" ( I wonder why this guy is not that mentioned enough with Masskara Festival and its history) :banana::banana::banana:

Migs daw wala man naka-engrave sang "new" nga word sa building.A huge "CITY of BACOLOD" and the city's seal or logo are present on the upper portion of the facade and no other else.I think Bacolodchamp is right.People could easily point you to the right place.:cheers:

Panaad sa Negros '08 activities set
IT'S all systems go for this year's Panaad sa Negros festival as more activities are lined up for the celebration from April 26 to May 3 to showcase Negrense arts and culture as well as their talents and skills.
With the theme "Pasidungog", the weeklong festivities would kick off with a motorcade from the Provincial Capitol to the Panaad Park at 3 p.m., to be followed by the opening ceremony at the Panaad stadium.
The festival dance competition would be held after the opening ceremony and would be participated in by groups representing the different local government units of the province.
The opening day of Panaad would be capped by a fireworks display, the "Little Lin-ay sang Negros" pageant and a band concert sponsored by Convergy's. There will also be a three-day mobile passport services at Panaad that will start on April 25.
On April 27, the annual Panaad national dog agility competition would be held at the Panaad stadium at 3 p.m. The 3rd Negros Island organic farming festival, hosted by the province, will also open on the same day at 4 p.m.
The Negrense/Ilonggo folk dance competition will be held at the Panaad stadium at 7 p.m. and the Lin-ay sang Negros festival costume parade and talent night would be held simultaneously at Robinson's Place Bacolod.
The four-day sports competitions will start on the 3rd day of Panaad, April 28, at 8 a.m. while the drum and bugle competition (secondary level) would open at the Panaad football field.
The RMN hip hop challenge would also be conducted at the Park stage at 6 p.m. followed by the pop dance showdown, 8 p.m., at the stadium, while the ABS-CBN Campus Heartthrobs 2K8 dance show would be held simultaneously at the Panaad Park stage.
For exhibit goers, Panaad is also a perfect venue as there will be a display of Negrense products, costumes, and delicacies during the duration of the festival.
There will be also be a Panaad exhibit starting April 25, 4 p.m., at SM City Bacolod while the 'Traje sang Lin-ay' display will open at the Negros Museum on April 28, 5 p.m.
Day 4 consists of the drum and bugle competition (elementary level) at the football field at 1PM, Capitol employees' day at the Panaad poolside at 2 p.m., NCCA international dance presentation at the Stadium, 8 p.m., to be followed by 'banda katunog' with ABS-CBN M.O.R. at the Park stage.
Day 5 includes the UPLBAA seminar at the 2nd level of the stadium at 8 a.m., Panaad breakdance 'BBOY' fest at the Park stage, 4 p.m., Latin dance competition at the Negros Occidental multipurpose activity center at 5 p.m., and the Negros pop idol iinging contest at the stadium, 8 p.m.
May 1, which is day 6, would be a day of songs since the pop song writing competition would be held at the Park stage, 5 p.m., and a Unilever pop fiesta, featuring Spongecola and Southwing bands with singers Nikki Gil, Yeng Constantino and Chad Peralta, will perform at the stadium at 7 p.m.
There will also be livelihood skills Olympics spearheaded by Tesda at the covered court that will start at 7 .m. on May 2. The Provincial Government Employees' chorale concert of Hiligaynon songs will be heard at the Park stage and the much-awaited "Lin-ay sang Negros" pageant, to be hosted by Paolo Bediones, will be done at 8 p.m. at the stadium.
Day 8 of the festival is the closing ceremony and awarding of winners at 3 p.m. to be followed by the GMA Network-sponsored concert at the stadium at 6 p.m.
There will also be a fireworks display followed by another band concert sponsored by Globe Telecom. (Capitol news)

try the 11th bed and breakfast, but if you have kids I will recommend carribean resortel in Golden fields.....I never stay any one of them I stayed with my parents house.... but SUV111 will answer soon.

The Alternative Indigenous Development Foundation Inc. of Bacolod City won the World Bank’s Panibagong Paraan 2008 Project Grant Competition, AIDFI executive director Aladino Moraca said yesterday.
The AIDFI project proposal was “Installation of Hydraulic Ram Pumps for Water Supply Trade-off to the Protection and Conservation of 1,000 Hectares Watershed Forest Reserve.”
Panibagong Paraan 2008, the Philippines Development Innovation Marketplace, is the third biennial search spearheaded by the World Bank and its partners for innovative ideas that aim to promote development and social progress, Moraca said.

Bacolod NGO wins World Bank contest

The Alternative Indigenous Development Foundation Inc. of Bacolod City won the World Bank’s Panibagong Paraan 2008 Project Grant Competition, AIDFI executive director Aladino Moraca said yesterday.
The AIDFI project proposal was “Installation of Hydraulic Ram Pumps for Water Supply Trade-off to the Protection and Conservation of 1,000 Hectares Watershed Forest Reserve.”
Panibagong Paraan 2008, the Philippines Development Innovation Marketplace, is the third biennial search spearheaded by the World Bank and its partners for innovative ideas that aim to promote development and social progress, Moraca said.

I attended this exhibit at megamall. It was impressive how they use it without harnessing a lot of energy from fuel, but if not of hometown loyalty, the best winner should be Naga City College Foundation's Disaster Preparedness Project. he he he he...peace

A Fiesta-like atmosphere awaits the staging of the PBA-All-Star weekend in the “City of Smiles” as the hosting of the mid-season classic coincides with the annual Panaad Festival in Bacolod City.
Mayor Evelio Leonardia said the people of the province are looking forward to the double celebration, a first in the history of the city.
The SMART All-Star weekend is set from April 24-27 at the West Negros University while the Panaad Festival will be celebrating its 15th year from April 26 to May 3.
"It is a great pride and honor for the City of Bacolod to be this year's host of the PBA All-Star weekend," said Leonardia, whose effort to bring the yearly cage spectacle to the province was held in coordination with WNU president Suzette Agustin.
Other than showcasing basketball at its finest, the 10-day festival also features an array of theme booths showing the history, arts, culture, trade, investments and tourism of the 32 towns and cities of Negros Occidental.
Likewise, the choice of Bacolod as this year's All-Star host is proof that the province is the most progressive within the Negros Occidental region.
Leonardia added that the All-Star hosting should be able to prop up enthusiasm among the local folks, including the holding of charity programs, tree planting and promote the importance of ecological environment, among others.
Purefoods superstar James Yap will be at the helm of the South All-Star squad, which also has for starters Kelly Williams, Danny Seigle, Asi Taulava and Jimmy Alapag.
The rest of the South All-stars are composed of Cyrus Baguio, Dondon Hontiveros, Reynel Hugnatan, Peter Simon, Sonny Thoss and Junthy Valenzuela.
The entire North team meanwhile, is composed of starters Mark Caguioa, Jayjay Helterbrand, Mark Pingris, Kerby Raymundo and Lordy Tugade, with the reserves made up of Nic Belasco, Mac Cardona, Ranidel de Ocampo, Willie Miller, Ryan Reyes, Arwind Santos and Rico Villanueva.*

We've been to iloilo,davao,cebu and other places but i really wanted to go to bacolod and i need your help people. We want to stay in a pension house with clean,ac,hot and cold water. Well, for starters The Sylvia Manor IS the official ssc bacolod thread hotel(winkwink) HERE (http://sylviamanor.com) is the link to the website. But if you think the rates are a bit too expensive, there are hotels that are clean and less expensive but their location can be a bit far away from the action. I've been to Circle Inn during our city field trip a year ago and they have a generally clean hotel with reasonable rates, only, its located in an area which is difficult to get around. Depends on you. OR, avail of the summer promo at Sylvia Manor hehehe subject to room availability though..

The Bacolod IT Program has been cited as Best Local Government Practice in Western Visayas and Bacolod Mayor Evelio Leonardia and Councilor Jocelle Batapa-Sigue will receive the award at the Iloilo Grand Hotel in Iloilo City today.
Presidential Management Staff chief Serge Remonde will be the guest of honor at the awarding ceremonies.
The Bacolod Information Technology Investment Program won first place in the 2006-2007 Best Public Sector Projects Awards for Western Visayas for the local government category as adjudged by the Regional Development Council.
The program was implemented by the Bacolod City government through the Bacolod City IT Focus Team chaired by Batapa-Sigue, which was created through Executive Order No. 8 Series of 2005 issued by Leonardia.
Adopting the multi stakeholder approach, Bacolod City embarked on a comprehensive set of programs geared towards the direction of the Philippine Cyberservices Corridor in order to gain from the rapidly growing information and communications technology (ICT) industry, Batapa-Sigue said in a press release from her office.
Before 2006, Bacolod City has no major outsourcing companies, the press release said.
The development generated about 2,000 jobs between 2006 and 2007 and by this year, will eventually hit about 4,000 jobs, it said. With this number, an average of thirty to forty million pesos a month in terms of direct salaries is locally circulating, the press release added.
Leonardia said “This is very inspiring. I am very pleased that the program has become a big boost to the economy in Bacolod City,” he said. This has given thousands of jobs to the people, has changed the complexion of the city and given Bacolod a new image, he added.
“This is the kind of business that tells us that, indeed, Bacolod City is among the premier cities in the country,” Leonardia said. The award is extra special because it comes on the heels of the announcement from the MoneySense survey, that was based on the Asian Institute of Management and United Nations Development Programme surveys, that Bacolod City is number one in the list of 20 “best places to live” in the country, he said.
Leonardia said he credits Batapa-Sigue and the members of the Bacolod IT Focus Team who have participated and worked hard in a joint effort with government to bring in the big time investors to Bacolod City.
“This is one very good example of how far we can go when the private sector and government join hands,” he said.

florenceville is just along the araneta hiway in the southern part of bacolod. it is accesible as pu's pass by the area 24/7. its near the sea so i don't know if it is an advantage or disadvantage. infront of it are 2 big subdivisions, the middle class gardenville subd, where there is a la consolacion school campus inside and the high end manville royale subdivision. on the other hand, puentebella subd. is also very accesible by pu's 24/7. the area is purely residential as it is surrounded by a number of middle class subdivisions. i hope this will help.

Bacolod NGO wins World Bank contest

The Alternative Indigenous Development Foundation Inc. of Bacolod City won the World Bank’s Panibagong Paraan 2008 Project Grant Competition, AIDFI executive director Aladino Moraca said yesterday.
The AIDFI project proposal was “Installation of Hydraulic Ram Pumps for Water Supply Trade-off to the Protection and Conservation of 1,000 Hectares Watershed Forest Reserve.”
Panibagong Paraan 2008, the Philippines Development Innovation Marketplace, is the third biennial search spearheaded by the World Bank and its partners for innovative ideas that aim to promote development and social progress, Moraca said.
The search for innovative ideas has focus on addressing local governance issues and on fresh, creative approaches as well as practical and indigenous mechanisms for participatory governance, he said.
AIDFI project was one of the 30 winners awarded a prize money for implementation.
The project will be funded by Philippines-Australia Community Assistance Program as one of the partners of WB that support the Project Grant Competition for Panibagong Paraan 2008.
The project will be implemented in partnership with the Local Government Unit of Murcia in cooperation with the communities living within and adjacent areas on the declared watershed forest reserve, Moraca said.
The AIDFI ram pump is a device that is water powered and which automatically pushes up water flowing through it to very high elevations 24 hours a day with hardly any maintenance cost, he said.
The most novel feature of the ram pump model developed and manufactured by AIDFI is the use of door hinge for the waste valve, which creates a steel-to-steel seal, Moraca said. This avoids the use of gasket which would quickly wear out in this high impact valve.
Its ram pump is specially designed for use, where maintenance is carried-out by trained local people in the community with limited access to tools and spare parts. Some parts need regular replacement and are therefore made from cheap and locally available materials: the waste valve is made from a door hinge and the check valve can be made from an old car tire, Moraca said.
The Bacolod NGO's ram pump was also one of 10 winners of the Ashden Awards for Sustainable Energy in London in June last year.*CPG

Number of HIV-AIDS cases in Bacolod rises

Another resident of Bacolod City has tested positive for the human immunodeficiency virus (HIV), a retrovirus that could cause AIDS, bringing the total number of HIV-AIDS patients in the city to eight as of April this year.
Denia Hiballes, health education and promotion officer of the Bacolod City Health Office, said the HIV-AIDS patient asked for help from her office last January. She said all eight HIV-AIDS patients are undergoing counseling and are receiving medical treatment.
Hiballes said reported cases of HIV-AIDS in the city have been declining. "There are still victims who choose not to report their situation to authorities because of the fear of being ostracized," she said.
In 2003, the Bacolod City Health Office recorded 11 cases of HIV-positive patients. Of the 11, three have died.
Hiballes said the public still needs to be educated abut how the disease is acquired. HIV can be acquired through sex, needle-sharing and breastfeeding.

Sunflower from India viable in Negros climate

A different hybrid of sunflower from India is being grown at the Integrated Correctional and Agricultural Technology farm in Barangay Tabunan, Bago City, Negros Occidental.
Hybrid SPPL-44, which is usually larger than the normal sunflower, is being tested if it can survive and thrive in the country’s climate.
Agriculturist Arsenio dela Torre said that this particular specie of sunflower seems to adapt well with the sunny weather of the province.
“Since it is from India which is also a tropical country so more or less we will not have a hard time here in the Philippines growing these flowers,” Dela Torre added.
One of the unique feature of sunflowers is that when it fully blooms during the day, it usually faces towards the sun. The flower wilts after 90 days, which is then the right time to harvest its seeds that are used in making feeds for fowls or extracted for vegetable oil.
People buy sunflowers for ornamental purposes. However, other countries are growing them in a large scale because demand is high.
“Many people who plant sunflowers in the country do not intend to sell them commercially, just for landscaping, but if we go into commercial then we use this hybrid because they are bigger,” dela Torre said.
He also believes that this industry has a lot of potential to flourish in the country basing from the productive outcome of the said flowers at the ICAT farm.

Bacolod NGO wins World Bank contest

The Alternative Indigenous Development Foundation Inc. of Bacolod City won the World Bank’s Panibagong Paraan 2008 Project Grant Competition, AIDFI executive director Aladino Moraca said yesterday.
The AIDFI project proposal was “Installation of Hydraulic Ram Pumps for Water Supply Trade-off to the Protection and Conservation of 1,000 Hectares Watershed Forest Reserve.”
Panibagong Paraan 2008, the Philippines Development Innovation Marketplace, is the third biennial search spearheaded by the World Bank and its partners for innovative ideas that aim to promote development and social progress, Moraca said.
The search for innovative ideas has focus on addressing local governance issues and on fresh, creative approaches as well as practical and indigenous mechanisms for participatory governance, he said.
AIDFI project was one of the 30 winners awarded a prize money for implementation.
The project will be funded by Philippines-Australia Community Assistance Program as one of the partners of WB that support the Project Grant Competition for Panibagong Paraan 2008.
The project will be implemented in partnership with the Local Government Unit of Murcia in cooperation with the communities living within and adjacent areas on the declared watershed forest reserve, Moraca said.
The AIDFI ram pump is a device that is water powered and which automatically pushes up water flowing through it to very high elevations 24 hours a day with hardly any maintenance cost, he said.
The most novel feature of the ram pump model developed and manufactured by AIDFI is the use of door hinge for the waste valve, which creates a steel-to-steel seal, Moraca said. This avoids the use of gasket which would quickly wear out in this high impact valve.
Its ram pump is specially designed for use, where maintenance is carried-out by trained local people in the community with limited access to tools and spare parts. Some parts need regular replacement and are therefore made from cheap and locally available materials: the waste valve is made from a door hinge and the check valve can be made from an old car tire, Moraca said.

City college plans to adopt TESDA's ladderized education
Bacolod City (18 April) -- More than a thousand students took the entrance examinations given by the Bacolod City College (BCC) for the next school year.
Courses offered at the city college include B.S. in Business Administration, B.S. in Office Administration, Computer Secretarial, B.S. Industrial Technology and Teachers Education, City Administrator and current OIC College Administrator of BCC said.
About 200 students will be admitted to BS Business Administration, 100 to BS Industrial Technology, and 100 to BS Office Administration and 300 students will be admitted to Computer Secretarial which will now be a ladderized course that would lead to BSOA.
Bacolod City College has to limit the number of students since classrooms are not enough to accommodate a large number of students. BSOA, ComSec and Teachers Education hold their classes at Taculing Campus while BSBA and BSIT at Sum-ag Campus, according to program coordinators of each department.
According to Balo, he plans to implement short-term courses this coming school year since these will not disrupt or change the courses currently offered. There are also plans to adopt the ladderized system as mandated by the Department of Education. TESDA accredited subjects will also be offered especially in Industrial Technology so students can have their certificate after their second year which they can use for employment locally and abroad.
Balo also plans to offer electrical, refrigeration, automotive, plumbing, welding, masonry, carpentry, painting and electronics and have the students go on on-the-job training at either at Ceres, Justiniani Motors, TUP or call centers.
"Educators should not limit education to where the students only end up as sales clerks but most importantly equip them with technical know-how that is presently in great demand by industries here and abroad," Balo added.

florenceville is just along the araneta hiway in the southern part of bacolod. it is accesible as pu's pass by the area 24/7. its near the sea so i don't know if it is an advantage or disadvantage. infront of it are 2 big subdivisions, the middle class gardenville subd, where there is a la consolacion school campus inside and the high end manville royale subdivision. on the other hand, puentebella subd. is also very accesible by pu's 24/7. the area is purely residential as it is surrounded by a number of middle class subdivisions. i hope this will help.

thank you very much for the reply. i really appreciate it. hope you don't mind however my follow up questions. are both places near the downtown area if not at least how far? are both subd. a middle class, lower end/old subdivision? are these populated places? do you have an idea how much is the cost of lot per sqm on these subd. or the neighbouring residential areas. somebody is offering me lots here for 600-700 pesos only per sqm. i am not sure if this is a good buy there.

thank you very much for the reply. i really appreciate it. hope you don't mind however my follow up questions. are both places near the downtown area if not at least how far? are both subd. a middle class, lower end/old subdivision? are these populated places? do you have an idea how much is the cost of lot per sqm on these subd. or the neighbouring residential areas. somebody is offering me lots here for 600-700 pesos only per sqm. i am not sure if this is a good buy there.

Well, we dont have to worry about it if you are faithful to you partner and maintains fedelity in your relationship, you will not be affected, and of course the best way to get rid of the disease... sexual abstinence outside the boundary of marraige..:)
I agree with you, Bacolod HIV related cases is very small percentage compare to other places in the philippines.

Yes, i agree with you, but what I said was my own personal choice. NCF-Naga City's project was also unique because it was the only of its category in the exhibit. I'm not that bias against the ram pumps because its IS a wonderful creation. But what I like about NCF is that it plans to have its own digital weather station managed by typhoon2000.com (the Philippine's first typhoon website and amateur plotting group). It's reinforcing PAGASA's ailing technology to a typhoon-haunted province. It could warn the locality ahead with 3 interpolated weather agencies (JTWC, JMA, NOAA) to aid our local station. It's just like inculcating typhoon-education to Filipinos (the most typhoon visited country in the world) as to earthquake education to California and Japan.

Thanks a lot guys for all the information you gave. Anyway, una sa lahat,i'm from davao but currently here in america. I am married with one child,a girl. Weve been searching and looking for any places where my husband and child could live safe,happily and near manila. We tried to live in davao ,its nice there but my husband and child cannot take too much hit. I've been in bacolod once, i think that was year 2000,but that's just for one day and i never had the chance to see negros at all,so disappointed. The only thing i can remember about bacolod is the cool breeze, so fresh and the most important is very clean (compare to davao with all the industrial plant, you can imagine the air that you and your family inhale everyday,god its so hot and humid). Anyway, i have read a lot of topics about bacolod, my husband is looking for a place like middle class old subdivision, not so far from downtown, especially we have a child whose turning 3 this july, and not for long she will be starting preschool. We want to send her in a private or any international school if possible. i know that you guys will going to tell me to check bacolod first to see if we are going to like it, and the answer is yes, we've been wasting all our life moving back and forth here in america and when we already settled we still want to go back to the philippines, yes,even my husband love our country, for him its the best, he misses all the people,the fruits,fresh fish,oh my god, i'm getting hungry already,haha. We like bacolod too because its only 50 minutes from manila,my husband is disabled veteran and we go to manila twice a month for VA regular checkup.
Anyway, i hope i could meet some of the people here in the forum when we get settled there in bacolod. To all of you asking, we will be there next month, i hope so. We just need to settle some important things here in USA . We are very excited to see the place and i hope we could find some good place to build a new home. You made the right decision in choosing Bacolod as your new home. The city was recently ranked 1st in the Best Places to Live in the Philippines survey by MoneySense Magazine.
I think I can help you with more info about the schools that you want your child to enroll to. :) For the subdivisions, I think the adult members of SSC Bacolod can give you more info on that. :) Anyway, I will help as much as possible.

Bacolod rated ‘most livable city’BY CHRYSEE SAMILLANO
Bacolod City has been rated the number one “most livable city” in the Philippines today, Bacolod Vice Mayor Jude Thaddeus Sayson said yesterday.
Sayson cited the March-April 2008 edition of MoneySense, a magazine for international release that ranked Bacolod Number One among the top 20 most livable cities in the country.
Sayson announced this Saturday during the induction of the new officers of the Negros Press Club at the L’Fisher Hotel in Bacolod City.
“This is a feather in the cap of the present (Leonardia) administration,” Sayson said, considering that the magazine is being read internationally.
The article entitled “Best Places to Live” ranked Makati second in the list of the top 20 cities followed by Davao, Marikina, Iloilo, Las Piñas, Pasig, San Fernando, Mandaluyong, Quezon City, Manila, Batangas, Cagayan de Oro, Muntinlupa, Angeles, Baguio, Lipa, Calamba, General Santos and Cebu.
The author, Heinz Bulos, explained that for the compilation of their first list of the “Best Places to Live”, they relied on two existing surveys, and these are the Philippine Human Development Report published by the Human Development Network in cooperation with the United Nations Development Programme, and the Philippine Cities Competitiveness Ranking Project of the Asian Institute of Management Policy Center.
RATING PROCESS
The process, he said, was to first get the top 30 provinces, including Metro Manila, based on the 2003 Human Development Index of the PHDR. From the 30 provinces, they identified the cities and municipalities classified by the National Statistics Office as first class in terms of income, ending up with 219 places, he added.
From the list, they considered only those in the AIM study of the most competitive cities which used seven key drivers of competitiveness – cost of doing business, dynamism of local economy, linkages and accessibility, infrastructure, human resources, responsiveness of LGUs, and quality of life, Bulos said.
However, they only focused on three – dynamism of local economy (which indicates income opportunities), infrastructure (which relates to availability of modern conveniences), and quality of life (which refers to clean, safe place to raise a family), he said.
They picked the top 20 based on their average ranking, using those three criteria, he added.
‘OVER ACHIEVER’
Meanwhile, the article “Best Places to Live” included a blog called PromdiLiving.com which described Bacolod City as an over-achiever, bagging the “Most Competitive Mid-Sized City in the Philippines” from the Asian Institute of Management, ranking high on all criteria.
It also noted that the city government was named the “Most Business-Friendly Local Government Unit in the Philippines,” is a “Clean and Green Hall of Fame” awardee, and was recently declared as “Football City.”
Bacolod City has a thriving commerce and trade economy, the quality of life enviable, the cost of living affordable, is rich in history, a great place to raise children, and has warm and hospitable people, the MoneySense item also said.

It is time that we applaud Councilor Jocelle Batapa-Sigue for earning for Bacolod the coveted title as the Best Local Government Practice in Western Visayas.
The award was presented yesterday to Jocelle and Bacolod City Mayor Evelio Leonardia.
Although low-key, Jocelle has done more for Bacolod than a lot of other local officials in opening job opportunities for Bacolod folks.
Yet, all throughout, Jocelle remained low-key. She hardly trumpeted what she and the Bacolod Information Technology group had done for Bacolod.
The entry here of call centers generated about 2,000 jobs between 2006 and 2007. That brought in an additional P30 to P40 million a month in terms of monthly salaries alone.
We doff our hat to Jocelle and the Bacolod IT Focus Team who worked hard with the government to bring into Bacolod big time investors.

Fernando dominated Mario Labajo in their 36-hole duel and romped away with an 8 and 7 victory in one of the most lopsided final results in the country’s premier amateur championship at the Iloilo Golf Club last year.
But the ICTSI team stalwart is expected to have his hands full this time with a slew of talents out to foil his back-to-back bid, headed by teammate Ferdie Aunzo and fellow national team mainstays Mark Fernando and Jhonnel Ababa, the top amateur in the recent Philippine Open.
Tanpinco, on the other hand, whipped Sunshine Baraquiel to capture the women’s crown via a one-sided 10 and 8 victory. But like Fernando, the Bacolod native will be hard-pressed to score a repeat against a field teeming with talent.
Chihiro Ikeda, for one, is tipped to lead the chase for top honors in the event conducted by the National Golf Association of the Phils. (NGAP) as the reigning RP Ladies Open champion is enjoying top form with a victory in the Thai Juniors recently.
Spicing up the tournament is the staging of the seniors match play among the country’s top golfing elders (handicap index 8.6 and below) with the 36-hole stroke play qualifying to be held May 28-29. The top eight players will advance to the match play event.
The 18-hole quarterfinals will be played May 30, the semis on May 31 and the finals on June 1 with the winner emerging the first seniors match play champion and to be nominated to the team competing in the Asia Pacific Seniors Amateur Championship.
Registration is now open with the first 100 *(men’s,* *handicap index 6.8 and below)* and 60 *(women’s, handicap index 8.6 *and below) participants to be accepted, according to NGAP.
Entry fee is pegged at P2,500 or $60 in both classes.
The top 32 men and top 16 women players after the 36-hole stroke play elims will advance to the match play phase of the event also held in honor of the country’s golfing great Luis “Golem” Silverio, who passed away recently.

Bacolod City to buy branded dump trucks
(PNA)--The Bacolod City government will now buy branded dump trucks for the city’s Solid Waste Management program.
Mayor Evelio R. Leonardia said that he directed the Department of Public Services to come up with a recommendation after he was informed by Engr. Josephus Serna of the said office to prefer branded dump trucks.
However, Leonardia said that his decision will all depend on the recommendation of the end-user.
Earlier the city decided to purchase 10 dump trucks that turned controversial due to the alleged overprice which was bolstered by the recorded statement of Commercial Motors Corp. salesman Roberto Balansag.
That recorded conversation has reversed the plan of the city to purchase 10 dump trucks.
The city has awarded the purchase of the 10 dump trucks to Commercial Motors Corp. at the cost of P895, 000 per unit.
But Mr. Balansag claimed that the cost of dump truck per unit can be reduced between P680,000 to P700,000 as long as the city takes care of the alleged “standard operating procedure or SOP.”
It was later cancelled and finally terminated.
The Sangguniang Panlungsod has conducted an investigation led by several committees chaired by Councilors Dindo Ramos, Greg Gasataya and Alex Paglomutan.

New TV show to air tomorrow
A new show called “MAGTV na Amiga” will be simultaneously aired over ABS-CBN Bacolod, Cebu and Davao 10:45 a.m. tomorrow, a press release from the station said.
The show for Western Visayas viewers will cover areas such as Roxas and Kalibo, Guimaras and Iloilo and will bring out the best of the cultural and social milieu of Region 6.
It is an interactive show, with sights and sounds, the press release also said.
In Bacolod, the MAGTV hosts will Meet and Greet viewers at the Gaisano City Supermall on Wednesday, with the cast of Indie film “Ploning” starring Judy Ann Santos, the press release added.*

Yes, she's not connected with MoneySense, Bern. She was interviewed by the editor of the magazine as a resource person for the Bacolod article, in the same manner as Chy and Junelle were the resource persons for the Iloilo article. Glady's blog was mentioned in the article, too.
In addition, she was also featured by the Visayan Daily Star and by no less than Mr. Primo Esleyer, himself. :)

Bacolod City mayor urges: Support Earth Day
Bacolod City (15 April) -- City Mayor Evelio Leonardia has declared the observance of International Earth Day in the city on April 22, and has enjoined participation of city government employees, schools, non-government organizations and other sectors.
Mayor Leonardia issued Executive Order No. 12, based on City Ordinance No. 404, or an Ordinance Declaring Every April 22 of Every Year As "Earth Day" in Bacolod City.
The theme for the Philippine Earth Day celebration is "Tubig Ay Buhay-Ating Pagyamanin at Linisin".
Event organizers and representatives of about 60 organizations and offices in the Bacolod and Negros Occidental held a series of meetings to outline various activities for the month. (PIA/cad)

I watched MagTV na Amiga kagina and I must say, I look forward to more episodes of the show. It was very well shot, and the hosts had very good rapport; two new hosts were introduced aside from the now-defunct Amiga show hosts.

Film needs Ilonggo actors
Ilonggo Negrense actors aged 17 to 60 are needed for small roles and bit parts as well as atmosphere extras for “Namets!”, a full-length digital feature film which will be shot in Negros Occidental, a press release from the Negros Museum said.
Those interested, preferably with training or experience in film or stage acting, are invited to a go-see today, from 4 to 6 p.m., at the Negros Museum.
“Namets! or Yummy!” will be directed by Jay Abello, who in 2007 directed the Cinemalaya film Ligaw Liham, shot entirely in Negros Occidental. It is written by Vicente Groyon and stars Christian Vasquez, Angel Jacob, Joel Torre, and Peque Gallaga, the press release added.*
Negros Summer Workshop On
The workshop offers 13 modules, including a new course, Cinematography, which will equip students with knowledge and skills related to the principles and techniques in manipulating the camera in telling story for the screen. It also requires students to complete a short video project.
The annual workshop will be highlighted by the 11th Crystal Piaya Video Competition, a 3 to 33 minute film competition that is open to amateur and professional filmmakers. The top winner will receive P25,000.
The workshops was institutionalized in 1991 after Negrense artists were recognized in the Negros Centennial Awards for the Arts with nationally acclaimed director, Peque Gallaga, and Dr. Elsie Coscolluela, a Palanca awardee with a pool of artists sharing their expertise in their respective fields.
The other courses offered are children’s theater, teenage acting, basic acting, theater improvisation, being workshop, movement, film production, sound design, make-up for film and theater, driector’s apprenticeship and stage management.
Prospective students have until tomorrow to register for any of the courses. The workshops will end May 17.

It is time that we applaud Councilor Jocelle Batapa-Sigue for earning for Bacolod the coveted title as the Best Local Government Practice in Western Visayas.
The award was presented yesterday to Jocelle and Bacolod City Mayor Evelio Leonardia.
Although low-key, Jocelle has done more for Bacolod than a lot of other local officials in opening job opportunities for Bacolod folks.
Yet, all throughout, Jocelle remained low-key. She hardly trumpeted what she and the Bacolod Information Technology group had done for Bacolod.
The entry here of call centers generated about 2,000 jobs between 2006 and 2007. That brought in an additional P30 to P40 million a month in terms of monthly salaries alone.
We doff our hat to Jocelle and the Bacolod IT Focus Team who worked hard with the government to bring into Bacolod big time investors.

City gov't not yet inclined to take over Negros regional hospital
(PNA) – The city government of Bacolod is not yet inclined to take over the management of the Corazon Locsin Montelibano Regional Hospital (CLMRH) although it was recommended by the regional director of the Department of Health (DOH), Director Lydia Depra-Ramos.
Mayor Evelio Leonardia said a thorough study is yet to be made to determine whether the city government can afford to run a hospital.
“A committee headed by Vice Mayor Jude Thaddeus Sayson is now working with the University of St. La Salle and some technical people to evaluate, assess and make recommendations as to what should be done with the regional hospital. The bottom line is still to better serve our people,” he said.
Right now the city has two options – to build its own hospital or help put up additional facilities inside the regional hospital.
CLMRH is now congested and 60 percent of the patients are from Bacolod City.

you are right ngprofflorida, very excited right now, we are starting to pack some of our things here, matter of fact we already had a buyer for our house,haha,miss ko na talaga ang pinas. Pagdating nga namin dyan first thing i would do is grill some tuna fish and bake some red snapper,gosh, so delicious, and don't forget eat lots and lots of mango. One day when get settled there,i would like to meet some of you who are based in bacolod right now or maybe get together and have some barbecue at my house.

ha ha. don't be too defensive migo. migohay ta ya. what i mean when i asked about naga's project is that i don't have any slightest idea about it. although you said that its about disaster preparedness and its about saving lives. for me, that's one project that also deserve commendation. that's why i asked about it. and to think that somebody from bacolod recognizes it is something that i think deserves looking into. but no offense made migo..:)

Tanpinco to defend title in amateur golf tourney
Ladies defending champion Anya Tanpinco and ICTSI Team mainstay Joey Huerva will lead Bacolod bets in their respective divisions when the 2008 Philippine Amateur Golf Championships open May 28 to June 1 at the Negros Occidental Golf & Country Club in Marapara, Bacolod City.
The two will face stiff opposition from a tough field consisting of national team players and amateur stars from Tommy Manotoc’s Calatagan, Luigi Yulo’s Canlubang, as well as the pool of talents from Ricky Razon backed ICTSI National Golf Team.
In last year’s finals, Tanpinco outclassed Sunshine Baraquiel to clinch the women’s crown via a lopsided 10 and 8 victory at the Iloilo Golf Club. This time, Tanpinco will sweat it out with current RP Ladies Open Champion Chihiro Ikeda who recently ruled the Thai Juniors International.
Meanwhile, Huerva, seeded 5th in stroke play in last year’s Philipine Amateur finals, will have his hands full facing defending champion Anthony Fernando who routed Mario Labajo, 8 and 7 in last year’s finals.
The 17-year-old Huerva will continue to bank on his fine form gained from his outstanding performance in last month’s PAL Interclub and having captured the Best Gross Champion in last week’s Manila Southwoods Invitational.
Out to provide excitement in this year’s tournament, held in honor of the country’s golfing great Luis “Golem” Silverio, are national team members Ferdie Aunzo, Mark Fernando, Jhonnel Ababa, and former national jungolf star Tonlits Asistio. Also expected are international entries coming from the national team of Malaysia, Singapore, Thailand, Taiwan, Indonesia, and other Asian countries.The event is a 36-hole stroke play with the top 32 for men’s and top 16 for women’s advancing to the matchplay finals.

Bago taps ex-Olympian slugger to help city boxing

HUNGRY of reviving the image as the 'boxing capital' of the Philippines, the City Government of Bago under Mayor Ramon Torres has tapped the services of erstwhile Olympic boxing campaigner Leopoldo Cantancio to help handle the development and training of future sluggers of Bacolod City.
Cantancio, who was part of Philippine Sports Commission training poll and is familiar of the grassroots development scheme, is believed to be the right person to carry on the local government unit's (LGUs) objective of establishing long-term sports program in boxing in the locality.
The LGU also aims to restore its image as one of the country's top amateur boxer producers, which was started by the performances of the Velasco and Vicera brothers.
To realize this plan, the city has restored and rehabilitated the former ABAP gym, costing P3,450,390.43.
The facility has produced the likes of 1992 Barcelona Olympics bronze medallist and national women's boxing team head coach Roel Velasco and younger brother Mansueto 'Onyok', who eventually brought home the silver medal in the 1996 Atlanta Olympics.
Aside from the Velascos, other Olympian sluggers who were developed and in time gave honor to the country were Reynaldo Galido, Isidro Vicera and Larry
Semillano.
These pugs were only few in the long list of boxers the city has honed to represent the country in the different international competitions such as the Southeast Asian Games, Asian Games and the World Championships and Olympics.
The present administration is also looking forward to give their former national champion boxers opportunities for employment, who have already gone to the different boxing gyms in Bacolod and other neighboring cities and towns to render their services as trainers

I saw Rep. Punetevella's statement in his show last Sunday. This is definitely good news.
No more traveling to Iloilo just to process passports. Those who live in the Northern and Southern parts of Negros will be able to process their documents faster and cheaper than before.

yes, i once worked for them.. almost a year and a half. my first work... astig gid ila did2 rest house. daw ara ka lng sa iban na lugar, i never thought that there are places like this in negros. it was our summer outing last 2006 i think. nami gid. daw hotel ila house.. :):):)

Earth day exhibit mounted
THE Earth Day 2008 exhibit officially opened with a ribbon cutting led by Baby Angara, assisted by Councilors Jocelle Batapa-Sigue and Alex Paglomutan and mall manager George Anthony Jardiolin, at the Northwing Event Centre of SM City Bacolod Sunday.
The exhibit showcases the different environment programs of the local government unit (LGU) and various non-government organizations (NGOs) in the city and Negros Occidental.
It also features various efforts of the Earth Day convenors in promoting Earth-friendly practices. The display will run until April 24.
A 'Tribute to Earth' performance by the 15th IB Molave Warriors is also simultaneously held at the Event Center.
Moreover, the weeklong Earth Day recycling market is on April 22 to 26, 10 a.m. to 2 p.m. daily, at the North Tarnsport Terminal. It will address the citywide cleanup of the different barangays in Bacolod City. Just like in previous recycling market days, people can trade in their traditional and non-traditional waste items into cash at SM.
Traditional waste items include paper, plastic, PET bottles, tin cans, metal and cartons, while non-traditional wastes include ink cartridges, electronic waste, computer printers and appliances.
Highlighting the month-long observance is the Earth Day jam on April 22 from 4 p.m. onwards at the mall's South 3 car park. With the spectacular sunset view of
Guimaras Strait, conveners, guests and visitors will be treated to a premier entertainment to be provided by SM, Animo Puppet Theater Inc., Clay Events, Grupo Babayi Artists and Bacolod City Gender and Development Council.

BACOLOD United Football Club swept its Cebu goodwill matches over the weekend, winning 7-11, versus Don Bosco United FC.
For their second assignment, the visiting Negrenses, led by playing coach and former RP team mentor Reynaldo Dofitas, defeated the All-Korean 38-above side, 3-1, before scoring a 2-1 win over Queen City FC at the University of San Carlos pitch in Talamban, Cebu Saturday.
Bacolod United recently topped the 2008 Villa Valderrama 9-a-side Footbal Tournament at the Villa Valderrama field here in Bacolod City, a competition sponsored by football patrons Ricky and Leorey Yanson.
In the Villa Valderrama championship, Bacolod United FC defeated Trimaxi where former University of St. La Salle varsitarian Fredrick Jan Serios scored first for Trimaxi followed by the equalizer for Bacolod United FC courtesy of Ronnie Tornilla.
In the ensuing penalty shootout, Trimaxi scored first followed by the equalizer from Simon Hulleza. Then Michael Bendicto scored for Trimaxi while RP team coach Norma Fegidero Jr. booted in the equalizer.
FJ Serios' shot went wide while Tornilla's was saved by Trimaxi keeper LA Azucena, who then booted in his penalty kick, and former RP team midfielder Alfredo 'Bambi' Dioso, Jr. converted his own shot to complete the Bacolod United victory.

Bacolod Lone District Representative Monico Puentevella made this announcement during a press conference in his residence in the city over the weekend.
"I would like to thank Sec. Romulo ang his staff. They will be coming back next week to see me. We will have passports processed here," Puentevella said.
The DFA office will be manned by 12 personnel and will cater not only to the needs of Bacolod City residents but residents of the whole province .

I saw Rep. Punetevella's statement in his show last Sunday. This is definitely good news.
No more traveling to Iloilo just to process passports. Those who live in the Northern and Southern parts of Negros will be able to process their documents faster and cheaper than before.
this is indeed good news. finally! :) I hope the government's other regional offices will also have a satellite office in Bacolod. just imagine the convenience it would give to all negrenses. :)

Bacolod's IT program named best practice in Region VI

The Regional Development Council of Western Visayas has named Bacolod City's Information Technology (IT) Investment Program as the Best Public Sector Practice in Region VI for the local government unit category for the past two years.
Under the program, the city adopted a multi-stakeholder approach, according to IT focus team chairman and Councilor Jocelle Batapa-Sigue.
She said the primary role of the private sector is to provide investments, capital and other resources. Support, transparent and pro-competitive policies and framework, on the other hand, shall be provided by the local government, she said.
In 2005, Bacolod was bare of major outsourcing companies and there was lack of international IT enterprises such as call centers.
But despite this, Bacolod was named as one of the eight alternative cities outside of Metro Manila likely to develop into outsourcing hubs in the Philippines. This was based on the "NeoIT Study: Outsourcing to the Philippines: Metro Manila and Beyond," dated September 2005.
The potential, however, was not enough. Batapa-Sigue said the government’s understanding of the nature of the industry was also needed. Thus, the local government included the program under the Annual Investment Plan for 2006.
At present, Bacolod hosts major international call centers, including Teleperformance, Teletech, Convergys, Focus Pacific Communications, Intervoice and other small-scale locators, Batapa-Sigue said.
An estimated 2,000 jobs between 2006 and 2007 were generated, generating an average of P30-P40 million a month in salaries.
This year, about 4,000 jobs are expected.

Unity urged in solving flood problem

“We urge the leaders and the people of Bacolod City to unite in the interest of solving the problem of flooding,” Presidential Spokesman Rolando Anthony Golez Jr., told the DAILY STAR last night.
He said flooding has already, and will continue to destroy properties, hurt people, and to displace many families during rainy season.
The Regional Disaster Coordinating Council, in support and coordination with the different local agencies, the City Disaster Coordinating Council, the Office of the Lone District of Bacolod, and other stakeholders, will help facilitate a master plan to address the short, medium and long term problems of flooding in the city with proposed technical, structural and non-structural solutions, Golez said.
The master plan will be discussed thoroughly on a technical level and the implementation shall be considered on how the local and national government can share its resources for its implementation, he said.
“Rest assured that the National Disaster Coordinating Council will be in full support in all the efforts in transforming Bacolod City into a flood-free city,” Golez said.

Its time to open an office in Bacolod finally they open the office.. we dont need to travel across the island.
I hope PRC would be the next. I get irritated by the PRC Region VI staff who would treat us like illiterates (even though we are professonals) when we drop by their office. Imagine the things you go through to go to Iloilo and just be treated badly. I hope we will have a satellite PRC office here.

there's a local nbi office in bacolod. they used to have an office at the left wing of the capitol then they transferred somewhere along aguinaldo st beside the provincial admin office when the capitol got a facelift.:)

^^ Ok. Thanks! :) Kay one important employment requirement ang NBI clearance nga daan. It would be inconvenient for those who are coming from Negros Occidental and Bacolod to go to Iloilo and get an NBI clearance (which may take weeks if may "hit") knowing government bureaucracy.

In my case, when I applied for mine, it took two weeks before I finally got mine (they said it's something about the name and the bloodline, they had to scrutinize my lineage; indi ko pure-Filipino). Medyo hassle pero at least makuha mo man.

The mansion was built in the early 1900’s by the sugar baron, Don Mariano Ledesma Lacson (1865-1948) and was home to his unmarried children with his first wife, Maria Braga Lacson (+1911), a Portuguese from Macau. The mansion was the largest residential structure ever built at that time.
