Dog agility competition Sunday

The 4th National Dog Agility Competition will be held Sunday, at Panaad Park and Stadium, Brgy. Mansilingan, Bacolod City, a press release from organizers said.

Expected to converge to Bacolod are the top dogs from Davao, Zamboanga, and Gensan. Jake Bilbao of Negros, with Fly, a Labrador, will be defending their champion title. There will be over 30 dogs competing this year, as well as demonstration of the other capabilities of our canines, such as Frisbee, dog obedience, and protection, the press release said.

This year’s judge will be Vincent John, from Hong Kong, an accredited USDAA judge, who has various dog training titles.

The sports of dog agility has become a very popular event in England, the United States, and other developed countries, the press release added.*

Yao Group to refleet merged airlines

The Yao Group of Companies is investing P3 billion to P4 billion to refleet a new domestic airline, which would be the result of the merger between Asian Spirit and Southeast Asian Airlines (SeaAir).


Company chair Alfredo Yao said they purchased the two airlines for "less than P2 billion."

After the merger, Yao said they are planning to buy five new aircraft to boost its chartered flight fleet.

Yao, who talked to reporters at the sidelines of the Bangko Sentral ng Pilipinas and Department of Education’s "Financial Education Program for Elementary Students" MoA signing yesterday, said that they will also rebrand the fleet.

The Yao Group owns fruit-juice maker Zesto.

The group first bought Asian Spirit from the Airline Employees Cooperative (AEC). AEC, a group of 36 members, is a domestic passenger airline with scheduled services to tourist destinations and secondary and tertiary airports that were largely ignored by the bigger airlines.

SeaAir, on the other hand, is a chartered flight airline operating short routes.

The Yao Group plans to expand SeaAir’s limited chartered flight operations in the country as well as fly to other countries in the region.

SeaAir had plans to compete in the booming regional budget air travel with the expansion of its operations to Singapore and Macau after it forged an agreement with Tiger airways for a long-term lease of two A320s.

At the moment, SeaAir operates its own in-house maintenance facility at Clark Airfield, Pampanga. It has 13 aircraft.

It flies to select destinations in the country including Clark, Antique, Bacolod , Baguio , Baler, Bantayan, Basco, Caticlan and Kalibo, Busuanga, Butuan, Cagayan de Oro, Calbayog, Camiguin Catarman, Zamboanga, Jolo and TawiTawi.

In the meantime Asian Spirit have flights to San Jose, Cauayan, Boracay, Masbate, Virac, Daet, Batanes and Tablas.

Stars descend on Bacolod for PBA bash

A total of 49 stars and a 200-man delegation from Philippine Basketball Association leaves for Bacolod today where the pro league stages the 2008 All-Star spectacle beginning tomorrow in the Negros Occidental capital city.

It’s an All-Star Extravaganza like no other as it is staged in connection with the province’s famed Panaad Festival.

All-Star actions won’t begin until tomorrow at the West Negros gym but players will interact with Negros fans right upon their arrival in the “City of Smiles” today.

Players seeing action in the skills competitions and Rookies versus Sophomores Blitz Game take the Cebu Pacific 4:40 a.m. flight while the main bulk of the delegation, led by league commissioner Sonny Barrios and the All-Star players, departs Manila at 8:25 a.m.

The third and last batch leaves for Bacolod at 4:30 p.m.

The PBA stars go on a campus, radio and mall tour with stops at La Salle, West Negros U, Yes FM, Campus Radio, Robinson’s and Gaisano Mall, ushering in the All-Star Week to be highlighted by the All-Star Game on Sunday.

Sponsored by Pigrolac, Mighty Bond, Coke and Yakult and backed by Bacolod Mayor Evelio Leonardia, the festivities officially commence with the staging of the skills events and the Rookies-Sophomores duel tomorrow.

The All-Star Friday will be aired on ABC-5 at 7 p.m. while the All-Star Sunday will be telecast starting 4:30 p.m.

KG Canaleta, already a record holder with three straight slam dunk titles, looks to stretch his reign against a formidable field including former champion Joey Mente and Sta. Lucia aerial artist Kelly Williams.

Dondon Hontiveros is defending the three-point shootout crown against challengers Willie Miller, Renren Ritualo, James Yap, Junthy Valenzuela, John Arigo, Mike Hrabak, Bitoy Omolon, Joe Devance and Canaleta. The top three in this event team up versus a trio of retired stars in the Legends Shootout on Sunday.

“It’s going to be a busy weekend for the players and the PBA in general, but this is a commitment we are doing for the basketball fans and the friendly people of Bacolod City,” said Barrios, overseeing his first All-Star as league commissioner.

The Friday itinerary will also have the PBA stars gracing the ribbon-cutting ceremony of Jam Ball at the Gaisano Mall, visit the Bacolod Boys’ Home for an outreach program then pay Leonardia and other city officials a courtesy call.

On Saturday, members of both the North and Star teams will attend basketball clinics for kids at Bay Center and for coaches at the West Negros gym. Coach Norman Black handles the clinic for the kids while Sta. Lucia’s Boyet Fernandez and Purefoods’ Ryan Gregorio run the clinic for the coaches. Technical officials Romy Guevarra and Ramil Cruz have their own three-day referees’ basketball clinic also at the WNU gym.

An autograph signing for the fans at the Panaad stadium, an outreach activity at Gawad Kalinga and the PBA Kalinga sa Kalikasan Party cap the third day of the annual festivities.

On Sunday, the Rookies, Sophomores and skills players lead the coastal clean up at Pahanocoy before everyone proceed back to the WNU gym for the staging of the All-Star Game.

Purefoods top gun James Yap, from the nearby Escalante town, heads the South All-Stars looking to avenge their 142-145 loss to the North team last year in Baguio. Joining Yap in the team are Asi Taulava, Danny Seigle, Jimmy Alapag, Kelly Williams, Cyrus Baguio, John Ferriols, Dondon Hontiveros, Reynel Hugnatan, Peter June Simon, Sonny Thoss and Junthy Valenzuela.

Willie Miller and Jayjay Helterbrand, the co-MVP winners in the Baguio game, are back to lead the North team including Mark Caguioa, Mark Pingris, Lordy Tugade, Kerby Raymundo, Nic Belasco, Mac Cardona, Ranidel de Ocampo, Arwind Santos, Rico Villanueva and rookie Ryan Reyes.

i dont think the mnl-bcd route for DG is viable. the fact that this route is also serviced by PR 5J and 2P.

just like what happened to TAG before. During its early year, the mnl-tag route is only serviced by DG, but when its airport was improved, pr and 5j started to fly in this route, prompting DG to abandon this route.

This structure was the witness to our countless "bulakbol" (class cutting) moments in high school:lol:. From where I had high school, its a part of a short cut through sugarcane fields of Hacienda Jose Maria all the way to the nice river hideaway at Hacienda Minggoy in Talisay.:banana::banana::banana:

Negros Occidental LGUs get P320M loan for infra projects

Local government units in the province of Negros Occidental have been granted a P320-million loan for their infrastructure projects by state-owned lender Land Bank of the Philippines.

In a statement released Thursday, Landbank said that of the amount, P250-million will finance priority projects of Sagay City in the province. These projects include the renovation and expansion of the city's public market, the development of its port, and the construction of farm-to market roads and solid waste management facilities.

Meanwhile, P53 million will finance the development of a new water system for the province's Cauayan and Isabela municipalities. Landbank said the project seeks to improve the supply of safe and potable water in the area.

The remaining P17 million of the loan will fund the construction of a bus terminal and a commercial complex in Sitio Calumpang in the municipality of Cauayan.

“The LGU sector remains among our most able and active allies in pursuing our mission to help drive the countryside onwards," Landbank president Gilda Pico said.

As of end-February 2008, the bank said its total outstanding loans to LGUs had reached P28.4 billion, benefiting 647 municipalities, cities and provinces all over the country. - GMANews.TV

The population of Bacolod is 499,497 as of August 1, 2007 based on the 2007 census of population conducted by the National Statistics Office that was declared official by the President through Proclamation No. 1489.

Bacolod Mayor Evelio Leonardia said the figure is much higher than what they had estimated. He said it is supposed to be 472,000 for 2008, based on the population growth rate of the city of 1.38 percent a year.

“This is significant because it shows we are growing even faster than Iloilo which has a population of 418,710,” Leonardia said. This means that there are 80,787 more people in Bacolod than in Iloilo, he said. He believes the population of Bacolod has grown because of the migration of people to the city and the economic attractions and opportunities that are provided by the growth and development of the city, he added.

TACULING IS NUMBER ONE

Leonardia said that in terms of population, Taculing is now the number one barangay in Bacolod when traditionally it was Villamonte.

Also based on the 2007 NSO census, Taculing has a total population of 39,014; Villamonte – 38,498; Mansilingan – 36,222; Tangub – 31,534; Singcang-Airport – 31,370; and Estefania – 30,532.

Leonardia said what is noticeable is the dramatic growth of Brgy. Estefania, which probably ranked number 12 or 15 among the 61 barangays of Bacolod 10 years ago. This is a classic example of what could happen when development comes, he said.

He recalled that during his first term as mayor, the city embarked on a housing development project with St. Rafael Development Corp., where thousands of new houses were constructed in Estefania. Now there are many subdivisions that have sprouted in the area, he said, and it is now more populated than the city’s traditional big barangays like Banago (27,096) and Bata (25,745) and even Handumanan (25,486).

The role of organic agriculture in the development of agro-tourism in Negros Island will be theme of the four-day3rd Negros Island Organic Farmers Festival that will openApril 27 at the Panaad Park and Stadium in Mansilingan, Bacolod City.

At the opening rites at 3 p.m., on Sunday, Sagay City Alfredo Marañon, president of Negros Island Sustainable Agriculture and Rural Development Foundation Inc., will give the keynote address.

Marañon will be joined by Dr. Uwe Scholz, adviser of GTZ-EnRD Program, who will discuss the Organic Aquaculture Program for Negros Occidental.

Governors Isidro Zayco of Negros Occidental and Emilio Macias of Oriental Negros will give messages.

On April 28, various forums will be held at the Provincial Capitol Governor’s and Social Halls, including “Opportunities and Direction on Organic Agriculture-Aquaculture Program of Negros Occidental” and “Organic Bangus Production,” from 8 a.m. to 9 a.m.; “Provincial Ordinance No. 7: Ban of Entry of GMOs in Negros Occidental” and “Fish Marketing in Germany,” 9 a.m. to 10 a.m.; “Standards for Organic Fertilizer Production’ and “Organic Standards for Aquaculture,” 10 a.m. to 11 a.m.; “Organic Aquaculture Farming in Negros Occidental,” 11 a.m. to 12 noon.

In the afternoon, topics will be on “Local Initiatives and Practices on Renewable Energy Technology,” and “Utilization of ‘Malungai’ as Alternative Protein Source for Tilapia,” 1:30 p.m. to 2:30 p.m.;“Organic Rice Wine Production,” 2:30 p.m. to 3:30 p.m.; and, “Modified Rapid Composting: R and D Technology for Transition Period,” 3:30 p.m. to 4:30 p.m.

On April 29, the forums will include “Herbs and Alternative Medicines and Health Concerns on GMO, 8:30 a.m. to 12 noon; “Upland Agriculture vis-à-vis Organic Agriculture,” 2:30 p.m. to 3:30 p.m.; and “Organic Mango Production: Oriental Negros Experience,” 3:30 p.m.to 5:30 p.m.

At 1:30 p.m., there will be a launching and market matching of organic coffee and presentation of product.

On April 30, the discussions will be on “Organic Swine Production,” 8 a.m. to 9 a.m.; “Organic Rice Seed Production,” 9 a.m. to 10 a.m.; and “Organic Rice Duck Culture,“ 10 a.m. to 12 noon.*NLG

Bacolod call center shuts down 50% electricity on Earth Hour, supports Earth Day celebration
Bacolod City (24 April) -- Teleperformance (TP)-Bacolod thru its Citizens Of The Planet (COTP) Ambassadors will be part of local Earth Hour event – a campaign in which households and businesses are encouraged to shut off lights and/or any electrical equipment for 60 minutes as a way to signify its support to the urgent need to address global climate change.

According to Teleperformance Facilities Administrator Malvar Guladrapa, TP can afford to shutdown about 50 percent of its electricity on low-traffic hours - not only does it cut company costs, it is also in support of the Earth Hour from 8-9PM.

To hit the targeted 50% conservation, signage lightings, computers in empty workstation, as well as non-production affecting electrical equipments will be turned off.

The event is still part of the Earth Month celebration this April. Earth Day officially becomes a fixture in the Philippine calendar with the signing of Proclamation No. 1481 by President Gloria Macapagal Arroyo recently declaring April 22 of every year as "Philippine Earth Day".

The proclamation signals an expanded effort by the Arroyo Administration to build up a firmer base from where the public and private sectors can complement each other to shape a vibrant form of environmentalism in the country, this according to DENR Secretary Lito Atienza.

DOLE brings GMA job kiosks to Robinsons
Bacolod City (24 April) -- The Department of Labor and Employment (DOLE) will open its "Greater Modular Access" or GMA Job Centers in all Robinsons Mall beginning May 1, this year.

GMA Job Center is the country's first employment service machine in a touch screen web enabled kiosk capable of displaying information on employment opportunities and services for both local and overseas Filipino workers.

To formalize the tie-up, a memorandum of agreement was signed between the officials of Robinsons Place Corp. and the Employment during the GMA Job Center grand launch recently at Robinsons Place Manila.

Cornelio Mapa, Jr., general manager of Robinsons Mall, said they have committed to support DOLE by providing spaces for free for the job kiosks.

They are part of the first batch of workers out of the 1,000 needed for United Arab Emirates.

Dance concert set April 30
The National Commission for Culture and the Arts and the Silay City Tourism Development Council, in cooperation with the Negros Cultural Foundation, will present the “Adlaw sang Saot” Concert, 6 p.m. on April 30 at the Silay City Gymnasium, a press release from the Negros Museum said.

The “Adlaw sang Saot” concert will feature the top dance companies of the Philippines such as the Bayanihan – The Philippine National Folk Dance Company, Power Dance, Q. C. Ballet of the Halili-Cruz School of Dance, Clara Ramona Centro de Danza Flamenca, and the Kahayag Dance Theatre, with the special participation of VMA’s Poseidon Dance Theatre and the Garcia-Sanchez School of Dance from Negros.

The dance concert is an outreach project of the NCCA-National Committee on Dance which will be holding a three-day Dance Congress at the Colegio San Agustin-Bacolod on April 27 to 29, in celebration of the International Dance Day, the press release said.

In 1982, the International Dance Committee of the International Theatre Institute, UNESCO, created the International Dance Day to be celebrated every year on the 29th of April. The date commemorates the birthday of Jean-Georges Noverre, the creator of the modern ballet.

PNP chief pledges new patrol car for small Negros town
Negros Occidental (25 April) -- Amazed by the effort of Candoni Mayor Cicero Borromeo PNP Director General Avelino Razon pledged a new 4x2 Toyota Hilux patrol car for this small Negros town.

Borromeo who earlier requested to be inserted in the program and be given a few minutes to relay his message to Razon, showed photos of the dilapidated patrol car in his town.

The request for a new patrol car for Borromeo's town is meant to augment his plans of fielding a new P1 million worth police station for Candoni.

"The new police station will give our policemen in Candoni a new home which is closer to the people," Borromeo said before presenting the photos to Razon.

Razon, who visited the province for the Awarding of the Medals to selected police officers in the province, ordered the Director of Logistics in Camp Crame to prioritize the procurement of the vehicle and ensure the delivery to Candoni.

This prompted Mayor Borromeo to offer free residential lots to policemen who will retire in Candoni as his retirement gift to them. (PIA/EAD)

Golden jubilarians in town


Negros Occidental and Bacolod City is again buzzing with balikbayans and local and foreign tourists flocking to the yearly Pana-ad sa Negros Festival celebration.

Hundreds of balikbayans are also in town to attend the most awaited three-day Golden Celebration of the Negros Occidental High School Golden Jubilee spearheaded by Class 1958.

Hotels are now fully booked, and eateries and even pasalubong centers are happily welcoming them.

Sec. Remonde Names One of RDC VI Awards Category After Gov. Marañon

San Jose, Antique - “Marañon embodied and lived the virtues and best policies.” Cerge Remonde, Chief of Presidential Management Staff, “boldly” proposed that the best public sector project for the local government category be named after the late Gov. Marañon during the 2nd RDC VI awarding ceremonies in Excellence in Governance, Best Public Sector Projects last April 18 in Iloilo City.

This proposal was amplified by Gov. Sally Z. Perez’, RDC VI chairperson, a description of Marañon, who according to her, set an example to the governors of Western Visayas in terms of governance.

Perez said that according to Governor Niel Tupas, Marañon was not only a good man but he was also a great man because under his stewardship, he displayed a unique leadership style and a strong political will that led Negros Occidental to become one of the most progressive provinces in the country today. “It is but fitting that we are honoring a man who practised excellence in governance to the fullest,” said Perez as Marañon was also given a posthumous award for his service and support to RDC VI. Perez later enjoined the awardees to dedicate their awards to Gov. Marañon, as he exemplified excellence in governance.
The awarding ceremony, which according to Remonde is the giving of due honor to the nobility of public service, is only done in Western Visayas, said Gov. Perez.

Remonde concluded that through the awardees’ pro-jects, change is sweeping all over Western Visayas. “More and more people are being empowered through the help of our development partners,” he added and challenged that instead of criticizing, people should work together with the government.*

Local government units are now busy preparing their respective themed pavilions for the opening of the "Panaad sa Negros Festival" at the Panaad Park and Stadium in Mansilingan, Bacolod City on Saturday.

Some local governments have renovated their pavilions to make it more modern and attractive to visitors.

The pavilions, most of which are miniature landmarks of the LGUs, serve as a display area of the different products, delicacies and tourist destinations of a city or a town.

A favorite festival highlight is the Festival Dances where visitors are treated to different festival performances.

“This is the first time we will be joined by the National Commission for the Culture and the Arts because they will be having their National Dance Congress with an international dance day presentation on April 29th. And of course, we have the Negros Island Organic Farmers Festival which is not only for Negros Occidental but Negros Oriental as well,” Panaad executive director Marlin Sanogal said.

Dubbed as the "festival of festivals," the yearly event showcases the best products, festivals, culture and delicacies of the 13 cities and 19 municipalities.

Panaad was launched in 1993 to showcase the best of the province and to prove that Negros is more than just sugar.

The celebration will run until May 3.

Bats are tourist attractions in Negros Occidental

They may look hideous and symbolize darkness in the movies, but bats are tourist attractions here in Mambukal Resort in Murcia, Negros Occidental.

The province has three species of bats –the Philippine Flying Fox (Philippine Giant Fruit Bat), the Negros Naked-Back Fruit Bat, which is critically endangered, and the Little Golden Mantled Flying Fox, which is already endangered.

These nocturnal creatures just hang upside down from branches of tall trees here in the resort during the day and hunting for food at night.

Visitors are busy taking snapshot of them as they fly and hover around the trees.

Bats play a vital role in the ecosystem because they help in seed dispersal.

"Fruit eating bats spread seeds through their manure and thus, help in the regeneration of our forests," said City Environment and Natural Resources Officer Joan Nathaniel Gerangaya.

They also produce a nitrogen-rich organic fertilizer known as guano.

There are over 25 fruit bat species in the Philippines, more than half of which are found nowhere else in the world.

However, many are seriously facing extinction as they are hunted extensively and their habitat is being destroyed by humans.

"That is why we are protecting them here in the resort and we discourage people from throwing stones at them," said Gerangaya.

Bats are included in the list of animals protected by Republic Act 9147 or the Wildlife Resources Conservation and Protection Act which ensures their survival.

Panaad fest kicks off today

Thousands of Negrenses are expected to flock to the Panaad Stadium at Barangay Mansilingan, Bacolod City, this afternoon to watch tribes from 23 towns and cities compete for the top three awards in the Festival Dance Competition, which kicks off this year’s week-long Panaad sa Negros Festival.

The 23 participating tribes will showcase the best of the festivals in their areas starting 2 p.m. The awarding of the festival dance top awards of P50,000 for the first price, P30,000 for second and P30,000 for third will be at 7 p.m. followed by a fireworks display.

Senator Juan Miguel Zubiri and Negros Occidental Gov. Isidro Zayco are schedule to speak at the 3:30 p.m. opening program that will briefly interrupt the dance competition.

Senior Supt. Ronilo Quebrar, Bacolod police chief, said security and traffic measures are all in place for the festival.

The Bacolod police is being augmented by the Negros Occidental Police Provincial Office.

At 7:30 p.m. the Little Lin-ay sang Negros contest will be held with ABS-CBN stars and a concert sponsored by Convergys, also at the Stadium.

At 8 a.m. today a Panaad Thanksgiving Mass will be held followed at 9 a.m. by the ribbon-cutting ceremonies for the Panaad Trade Fair, Negros Products Display, Negosyo-to-Go Market Matching, Negros Island Organic Agriculture Festival Display, Livestock and Dairy Products Fair, and Festival Costumes Exhibit.

A mobile passporting activity will also be held.

Among the highlights on Sunday will be a National Dog Agility Competition at 3 p.m. at the Panaad Stadium, an Earth Day Celebration at the Park Stage and the Lin-ay Sang Negros Festival Costume Parade and Talent Night at Robinson’s Place Bacolod.*CPG

Negros pays tribute to int'l dance day event

THE public is invited to watch 'Araw ng Sayaw,' the Philippine celebration of the 2008 International Dance Day on April 29, 8 p.m., at the Panaad Stadium.

The event is organized by the Committee on Dance of the National Commission for Culture and the Arts, in cooperation with the Province of Negros Occidental through the Provincial Tourism Office, to coincide with the Panaad sa Negros festival.

The International Dance Day was created by Unesco's International Theater Institute to commemorate the birthday of Jean-Georges Noverre (1727-1801), the creator of modern ballet.

Slated to perform are Bayanihan: The Philippine Folk Dance Company, Powerdance, Clara Ramona Canto de Danza Flamenca, Quezon City Ballet of Halili-Cruz, Leyte Dance Theater, Philippine Normal University Kislap Sining, University of the East Silangan Dance Troupe, Kahayag Community Dance and Theater Company of Koronadal, South Cotabato, Annie Divinagracia-Sartorio School of Performing Arts of Iloilo, VMA Global College Poseidon Dance Theater and the CSA-B Kagayon Dance Troupe.

An outreach performance would also be held on April 30, 6 p.m., in Silay City.

SM bares festival activities

IN CELEBRATION of the 15th Panaad Festival, SM City Bacolod has lined up a series of activities that would showcase the bests of Negros Occidental province and its people.

The festival costume and photo exhibit is a display of the rich history, culture and arts of the Negrenses. Mannequins dressed in colorful apparels and attractive visual images of the beautiful places of towns and cities will be showed off from April 25 to May 3 during mall hours at the Northwing Event Center.

This year's costume and photo exhibit's grand opening would be attended by special guests like Board Member Gary Acuña, Mary Ann Zayco, Nestor Jalandoni Jr., Marlyn Sanogal of the Public Information Office-Negros Occidental and Jennylind Cordero of the Tourism Office-Negros Occidental.

Just like in previous Panaad fests, the festival performers will boost the revelry in the mall with their jubilant and joyful dances to be participated in by Magayon festival of Moises Padilla, Pintaflores of San Carlos City, MassKara of Bacolod City and Bulang Bulang festival of San Enrique from April 26, 27 & 30, May 2 and 3, at 4 p.m. daily.

In cooperation with the Bagzum Organization, the 2nd annual Negros Bboy Fest will serve as a venue for hip-hop enthusiasts to compete and share their passion and skill in this sport. Interested individuals may register on April 28 from 10 a.m. to 6 p.m. at the Northwing Event Center. Eliminations would be held on April 29 at 2 p.m.

Meanwhile, the Panaad dancesport champions' showdown will feature the outstanding performances of this year's competition's grand winners to strut on the dance floor on April 29, 7 p.m., also at the Event Center of SM.

Motorcade to open festivities

TO OFFICIALLY open this year's Panaad sa Negros weeklong festivities on April 26, a motorcade from the Provincial Capitol to the Panaad Park would be held at 3 p.m. followed by the opening ceremony at the Panaad Stadium.

The festival dance competition would also be held after the opening ceremony, participated in by groups representing the different local government units (LGUs) of the province.

The opening day of Panaad would be capped by fireworks display, Little Lin-ay sang Negros pageant, and a band concert sponsored by Convergy's. There would also be a three-day mobile passporting at the Panaad set Saturday.

On April 27, the annual Panaad national dog agility competition would be held at the Panaad Stadium at 3 p.m. The 3rd Negros Island organic farming festival, hosted by the province, will also open on the same day at 4 p.m.

The Negrense/Ilonggo folk dance competition will be held at the Panaad Stadium at 7 p.m. and the Lin-ay sang Negros festival costume parade and talent night will be held simultaneously at the Robinsons Place Bacolod.

The four-day Panaad sports competitions will start on the 3rd day of Panaad, April 28, at 8 a.m. while the drum and bugle competition (secondary level) will be at the Panaad Football Field.

For exhibit goers, Panaad is a perfect venue for there would be a display of Negrense products, costumes and delicacies during the duration of the festival. There will be also be a Panaad exhibit starting this afternoon at 4 o'clock at SM City Bacolod and the 'Traje sang Lin-ay' exhibit at the Negros Museum on April 28, 5 p.m.

Day 4 consists of the drum and bugle competition (elementary level) at the Footbal Field at 1 p.m., Capitol employees' day at the Panaad poolside at 2 p.m., the NCCA international dance presentation at the Stadium at 8 p.m. to be followed by 'Banda Katunog' with ABS-CBN M.O.R. at the Park Stage.

Day 5 include the UPLBAA seminar at the 2nd level of the Stadium at 8 a.m., Panaad break dance 'Bboy' fest at the Park Stage at 4 p.m., Latin dance competition at the Negros Occidental Multi-Purpose Activity Center at 5 p.m., and the Negros pop idol singing contest at the Stadium at 8 p.m.

May 1, which is Day 6, would be a day of songs since composo/pop song writing competition at the Park Stage at 5 p.m. and a Unilever pop fiesta featuring Spongecola and Southwing Bands with singers Nikki Gil, Yeng Constantino and Chad Peralta at the Stadium at 7 p.m.

There will also be livelihood skills Olympics spearheaded by Technical Education and Skills Development Authority (Tesda) at the covered court starting 7 a.m. on May 2, while the much-awaited 'Lin-ay sa Negros 2008' pageant, to be hosted by Paolo Bediones, will be held 8 p.m. at the Stadium.

Day 8 is the closing ceremony and awarding of winners at 3 p.m. to be followed by the GMA Network-sponsored concert at the Stadium at 6 p.m., another fireworks display and then a band concert by Globe Telecom.

Sec. Remonde Names One of RDC VI Awards Category After Gov. Marañon

San Jose, Antique - “Marañon embodied and lived the virtues and best policies.” Cerge Remonde, Chief of Presidential Management Staff, “boldly” proposed that the best public sector project for the local government category be named after the late Gov. Marañon during the 2nd RDC VI awarding ceremonies in Excellence in Governance, Best Public Sector Projects last April 18 in Iloilo City.

This proposal was amplified by Gov. Sally Z. Perez’, RDC VI chairperson, a description of Marañon, who according to her, set an example to the governors of Western Visayas in terms of governance.

Perez said that according to Governor Niel Tupas, Marañon was not only a good man but he was also a great man because under his stewardship, he displayed a unique leadership style and a strong political will that led Negros Occidental to become one of the most progressive provinces in the country today. “It is but fitting that we are honoring a man who practised excellence in governance to the fullest,” said Perez as Marañon was also given a posthumous award for his service and support to RDC VI. Perez later enjoined the awardees to dedicate their awards to Gov. Marañon, as he exemplified excellence in governance.

The awarding ceremony, which according to Remonde is the giving of due honor to the nobility of public service, is only done in Western Visayas, said Gov. Perez.

Remonde concluded that through the awardees’ pro-jects, change is sweeping all over Western Visayas. “More and more people are being empowered through the help of our development partners,” he added and challenged that instead of criticizing, people should work together with the government.*

NISARD to launch rainforest coffee

The Negros Island Sustainable Agriculture and Rural Development Foundation Inc. will launch the locally-produced and roasted “Negros Rainforest Coffee” at 1:30 a.m., on April 29, at the Social Hall of the Provincial Capitol in Bacolod City.

Sagay City Mayor Alfredo Marañon, NISARD president, said the coffee is produced by three upland communities assisted by NISARD in organic production.

He said the launching aims to directly link the coffee farmers with the local coffee market.

“This would allow the farmers to present the production cycle of their local coffee from ‘Farm to Cup,’ ” Marañon said.

The event is part of the four-day 3rd Negros Island Organic Farmers Festival that will open on April 27, 3 p.m., at the Panaad Park and Stadium in Mansilingan, Bacolod City.

This year’s festival theme is “Organic Agriculture: A Key to Agro-Tourism Development.”*NLG

Nietes Saves WV Boxing; Adjudged ‘Best Boxer’ in Palaro

PUERTO PRINCESA CITY -The son of former RP title holder in the flyweight division saved the day for the 5-man boxing team of Western Visayas by scoring against another knockout artist from Southern Mindanao (Davao City) at the close of boxing competition yesterday in this year’s Palarong Pambansa held here.

Gerson Nietes, Jr. who scored knockouts over his opponents in the elimination in the pinweight category leading to the finals was also adjudged “Best Boxer” among the participants from 17 regions. He beat Glenn Canteveros, another knockout artist in the final of their weight category to take the gold.

Actually, only two boxers advanced to yesterday’s finals but Nietes’ teammate, John Dabert Arcita was not as lucky when he bowed to Canteveros’ teammate, Joan Vincent Moralde in the powder weight division.

Nietes defeated Arnold Tabastabas of Region 4-A in the quarterfinals in the second round of their bout, while Canteveros did the same to NCR’s Jimmy Abducal.

Arcita outscored NCR’s Rey Marsan, 15-16 in their own bout ofthe quarterfinals also.

Region 10’s Jeffrey Galero and NCR’s Jimmy Abducal took the bronze medals in pinweight category, while Ilocos’ Carlo Ochotorina and Bicol’s Ricky Dacillo settled for the bronze medals in powder weight category.

Mark Anthony Bariga of Region 11 saved the day for Davao City when he won the mosquito weight category gold medal over Jerome Sarong of NCR. Host Region 4-B’s (MIMAROPA) Ruiz Lorenz Tesorio and Central Visayas Ruden Ticag settled for bronze medals.

Englebert Moralde, Jr. of Davao City beat John Merced of host Region (MIMAROPA) in the paper weight category, while CAR’s Noel Pecking and Region 12’s Michael Borja took the bronze medals.

Jerwin Ancajas of Region 11 (Davao City makes it three for them when he scored over Nicko Tayo of Region 9 in the lightflyweight category. Region 12’s Ricky Abanilla and Central Luzon’s Libven Agapito settled for bronze medals.

Region 11 took the team championship title, while Western Visayas was 1st runner-up and NCR, 2nd runner-up.

In athletics, Western Visayas has already 14 gold medals to lead in the medal standing in athletics.*

Zubiri wants Negros to be biofuels center

Senator Juan Miguel Zubiri Saturday called on oil firms to moderate their greed amid the impending increase in oil prices to P60 a liter, as he stressed his plan to make Negros the biofuels center of the Philippines.

“I want other provinces to see that Negros is leading the way in alternative fuels,” Zubiri, who was in the province for the annual Panaad sa Negros Festival in Bacolod City, said.

Under the road map for the Philippines Biofuels Program safeguards will be provided to protect the country’s food security programs, Zubiri also assured.

Zubiri announced that the acting head of the National Biofuels Board is Sugar Regulatory Administrator Rafael “Lito” Coscolluela, a former governor of Negros Occidental, although his official appointment by the President is being awaited.
Zubiri had earlier asked President Gloria Macapagal Arroyo to replace NBB Executive Director Ramon Santos.

But Coscolluela yesterday said the biofuels program is being discussed with the President, Energy Secretary Angelo Reyes and Santos. We are currently defining problems, no formal structure in the program management has been reached until the discussions on the matter are over, from there we will decide what is to be done, he said.

Zubiri said, “The United Nations is barking up the wrong tree by quickly attacking biofuels for escalating food prices. They should, instead, focus their attacks on the greed and selfish motives of oil-producing nations and speculators who continue to hoard petroleum products and raise their prices at the expense of the world”.

The latest record-breaking price of $120 per barrel of crude oil that is expected to roughly translate to P60-65 per liter of fuel, almost thrice the amount we were paying two years ago, is “the crime against humanity,” the senator said.

Such high prices have forced nations to produce biofuels to survive into the future by becoming energy-independent, he said.

That is why the Philippines, he said, is not giving up on the program, too.

Zubiri said he wants Negros to be the Brazilian model for production of EH 5, an 85 percent ethanol blend from sugar that could bring down the cost of fuel to P31 to 32 per liter.

He said it is easy to convert vehicles to use EH 5, gasoline tanks just have to be changed to plastic or fiber glass because steal tanks are corrosive.

The production of biofuels will save the sugar industry from collapse when tariffs on imported sugar are lifted under the ASEAN Free Trade Agreement, he also said.

“We must protect the sugar industry and make it in tune with the times. Biofuels will give alternative value to cane,” he said.

The Philippines Biofuels Program is unique in the sense that we have the opportunity to learn from the mistakes of other countries who rushed to craft their own biofuels programs, he said.

Under the road map for the Philippines Biofuels Program, among the safeguards recommended is a ban on the planting of biofuel feedstocks in all irrigated and highly-productive arable lands, he said.

It is also recommended that production of bioethanol gasoline replacement be limited to sugar-producing districts and utilizing only excess production, he said. The country has an excess sugar production of almost 300,000 tons that will yield roughly 400 million liters of bioethanol, he said.

The program will also utilize the almost 4 million hectares of idle cogonal and denuded mountain lands to plant jatropha or even malunggay. These lands are not suitable for rice and corn due to the marginal slope of the land, he said.

A ban on the use of corn, wheat, soybean, rapeseed and other food crops for the biofuels program has also been recommended, he said.*CPG

"Sen. Zubiri"Gives P32M, hospital aid to province BY CARLA GOMEZ

Senator Juan Miguel Zubiri Saturday announced the allocation of P32 million for projects in the 32 towns and cities of Negros Occidental, half of which has been released, and funds for indigent patients and a dialysis center for the Corazon Locsin Montelibano Memorial Regional Hospital in Bacolod City.

Zubiri, who was in Bacolod City for the annual Panaad sa Negros Festival, said funding will come from his Senate allocation.

Half of the P32 million has already been released in Negros Occidental, and remaining amount will be given by the third quarter of this year, he said.

The P1 million each per town and city will be used for the building of schools, for markets, the purchase of ambulances and firetrucks, depending on the needs of the recipient local governments, he said.

Zubiri Saturday also inked a Memorandum of Agreement for the allocation by his office of P1 million for indigent patients needs at the Corazon Locsin Montelibano Memorial Regional Hospital in Bacolod City that will be replenished every year, he said.

He told the DAILY STAR he also committed to give the hospital two dialysis machines for a dialysis center at the CLMMRH for indigent patients.

Zubiri, who has roots in Negros Occidental, called on other Ilonggo senators to commit some of their funds to help in the medical needs of indigent patients in the province, too.

The senator said he is looking for an office in Bacolod City to set up his regional center.

It is hoped that the cheaper medicines bill will be ready by May 1, to also help the people cope with rising prices, he said.

Zubiri said he is also pushing for the passage of his bill seeking exemptions for minimum wage earners.*CPG

Isabela, San Carlos top winners in Panaad’s festivals competition

Despite the heavy downpour, Negros Occidental’s Panaad Festival 2008 opened Saturday at the Panaad Sports Complex in Brgy. Mansilingan, Bacolod City, with the dancing skeletons of Isabela’s “Kalag-Kalag” festival winning the fiesta presentation competition.

Isabela’s “Kalag-Kalag” performers bested 18 other groups in the fiesta presentation contest, which earned the town the P50,000 top prize.

Second to Isabela was San Carlos City’s “Pinta Flores” while Moises Padilla’s “Hinuptanan” was third. San Carlos received P30,000 and Moises Padilla, P20,000.

Also well-applauded performances were those of Pulupandan’s “Salaban” dancers, who presented the rich Marine Resources of the town dancing to “Showtime”, and Sagay City’s presentation of the conflict among sea creatures that inhabit the seas.

Rudy Reveche, fiesta presentation coordinator, said they decided to put up a stage in front of the stadium instead of having the traditional field performance, to bring the dancers closer to the judges and spectators in the bleachers.

Members of the panel of judgers were: Shirley Halili-Cruz, Noel Garovillo, Larry Gabao, Franco Velas, and Peter de Vera of the National Commission for Culture and the Arts.

Among those present at the affair were Gov. Isidro Zayco, Senator Juan Miguel Zubiri who was the guest of honor, and the congressmen and mayors of Negros Occidental.

Zayco, who led the opening rites, said this year’s celebration is a tribute to the late governor Joseph Marañon.

Stressing to the crowd that he was “a Negrense first before becoming a son of Mindanao”, Zubiri said he will continue to find alternatives that will revive the sugar industry as it remains as main source of livelihood for Negrosanons.

Making the development of Negros and the progress of its towns and cities as one of his priorities, the senator said he will give his 100 percent support in the Senate to the province’s various programs and projects.

Adding color to the opening of the festival was the presentation of the 24 candidates of Lin-ay Sang Negros and players from Philippine Basketball Association who are also in the city for their All-Star Weekend extravaganza.

Mayor Evelio Leonardia said Bacolod City is the main beneficiary of the festival.

Negros Occidental (28 April) -- Four Negros cops get their medals as pinned to them by no less than the PNP Director General Avelino Razon Jr. during the latter's visit in the province.

Chief Inspector Jefferson Descallar and PO3 Mansueto Descallar were awarded Medalya ng Kasanayan while Chief Inspector Santiago Rapiz and PO1 Joel Bancolinos were awarded Medalya ng Papuri.

Razon also congratulated the entire Negros Occidental police in their dedicated and proactive approach against crime, insurgency and terrorism.

"It is encouraging to see Mamang Pulis and Aling Pulis performing their best as servant and protector of community. I enjoined the rest to emulate the awardees, if not surpass their achievements.

As the Director General of PNP, Razon said he will stand beside those (policemen) who persevere for a peaceful and pleasant environment where the government can go about its functions undisturbed and where members of the community can live and do business without fear of crime and violence.

Razon urged the entire police force to always feel the pulse of the community. "This is one way to recognize their needs and requirement specifically on law enforcement and peace and order. By knowing what the community expects from the police force, it will enable us to serve and protect them better," Razon said.

Bacolod solemnizing ministers attend NSO seminar-forum
Bacolod City (28 April) -- Thirty delegates from 15 different denominations in the province recently attended the Seminar-Forum for solemnizing officers at the Sylvia Manor hotel.

The activity tackled the common problems on registrations and the ministers' dilemma on getting a license authorizing them to solemnize marriage based on rules imposed by the National Statistics Office.

Resource speakers include National Statistics Office (NSO) Regional Director Norman Julag-ay and Negros Occ. NSO Chief Fred Solluesta.

The affair highlighted the critical role of solemnizing ministers in documenting and processing of papers of couples who wish to marry legally.

The participants were also enlightened on the procedures of obtaining license to officiate marriages.

Piccio 2nd despite closing eagle

Mia Piccio eagled the par-5 18th but still lost by one stroke to American Christina Miller Sunday in the IMGA/DLGA Championship at the IMG Academies Golf and Country Club in Bradenton, Florida.

Miller matched Piccio's closing two-under-par 70 to win the 36-hole tournament on the Laura Diaz FCWT (Future Collegians World Tour) with a 140 total.

Piccio, who started the round tied with Dottie Ardina for second place, just one stroke behind Miller, virtually kissed her title bid goodbye with back-to-back bogeys from No. 15.

The bespectacled shotmaker from Bacolod City, who had one win and two third place finishes on the tour, eventually finished solo second at 141.

The 16-year-old Miller birdied Nos. 2 and 3, dropped a stroke on the fifth but built enough cushion with birdies on Nos. 10 and 12 to negate another bogey on No. 16.

Formalize police HQ plan – mayor

Bacolod Mayor Evelio Leonardia is asking the local police to finalize their proposal for the construction of a new Bacolod City Police Headquarters at its present site.

“If they are serious about it, we will also be serious in allocating a substantial amount for the project in the next year’s budget,” Leonardia said.

He said he had started discussions on the project with the previous police director and there was a proposal then that the city will share with 50 percent of the expenses for it.

The construction of the foundation of the P12.5 million Bacolod City Police Office was started in January.

Meanwhile, Leonardia said he requested Philippine National Police Chief Avelino Razon Jr. for an additional 200 police personnel for Bacolod City during the national convention of the Masons in the city last week. He also asked that the city be provided additional police cars, he said.

He reiterated his request for additional police personnel to Razon during the Negros Occidental Peace and Order Council, he also said.

Leonardia said that since Bacolod is double the size of Iloilo, he has requested that the city be given the same number of police personnel as that of Iloilo.

Based on the 2007 Census of Population conducted by the National Statistics Office, Bacolod City now has a total population of 499,497 while that of Iloilo is 418,710, he said.

Data also show that Bacolod has 8,068 more hectares in land area than Iloilo City, he added.

“I believe that will start the ball rolling and that there is now consciousness on the part of the PNP chief and the police regional office about the urgency of our need,” Leonardia said.

He said he congratulates the local police for not just having survived, but even excelled, despite the personnel handicap compared to that of Iloilo.

“I think we should admire them for keeping Bacolod relatively peaceful, especially last week, despite the many events taking place in the city,” he said.*CGS

Carding a one over par 73 in the final round, Bacoleño Joe Huerva of ICTSI clinched the Class A Gross trophy in the 2008 President’s Cup Club Championship held April 26-27 at the Canlubang Golf and Country Club.

Gov. Isidro Zayco said yesterday that, while Negros Occidental produces
enough sugar to become the biofuels center of the country, regulations will have to be put in place to ensure the food security of its people.

On Saturday Senator Juan Miguel Zubiri, who was in Bacolod for the opening of the Panaad sa Negros Festival, said he is pushing to make Negros the biofuels center of the Philippines, with the production of ethanol from its sugarcane.

In the light of the global food supply problem, Zayco echoed the statement of Zubiri that agricultural areas for food production should be protected.

We will have to ensure the amount of land we need to set aside for food production based on the population of the province, and the areas for crops to be used for biofuels, Zayco said.

Negros Occidental has the capacity to produce biofuels because of its large production of sugar and the presence of a lot of uncultivated public lands, he also said.

To ensure the food security of Negros Occidental, Zayco said the provincial government is pushing for increased rice and vegetable production, and livestock and poultry, he said.

Under the road map for the Philippines Biofuels Program safeguards will be provided to protect the country’s food security programs, Zubiri assured Saturday.

Among the safeguards recommended is a ban on the planting of biofuel feedstocks in all irrigated and highly-productive arable lands, he said.

It is also recommended that production of bioethanol gasoline replacement be limited to sugar-producing districts and utilizing only excess production, he said. The country has an excess sugar production of almost 300,000 tons that will yield roughly 400 million liters of bioethanol, he said.

The program will also utilize the almost 4 million hectares of idle cogonal and denuded mountain lands to plant jatropha or even malunggay. These lands are not suitable for rice and corn due to the marginal slope of the land, he said.

A ban on the use of corn, wheat, soybean, rapeseed and other food crops for the biofuels program has also been recommended, he said.*CPG

Several times, I keep on rambling to some friends that Bacolod, unlike Vigan Iloilo or Baguio, is not rich in touristy sights. We only have the Cathedral, the Plaza, the Capitol and some few others. All the rest it’s outside of the city already. But one thing why people continue to come in droves to Bacolod is because of its food. Bacolod City in Negros Occidental may not have a large number of places to visit, but has more than enough kainan, foodshops and retaurants to satisfy all your cravings.

my top 3 for the best booth is la carlota, silay and talisay. i like the ambiance of la carlota's booth, very environmental, modern yet still has the aura of nature. silay and talisay's booth connect you to their illustrious past. :)

new Bacolod gov’t center

Bacolod Mayor Evelio Leonardia has issued an executive order for the creation of a committee to study and make recommendations on the requests of several national government agencies to construct their own offices at the new Bacolod City Government Center.

The mayor has designated Vice Mayor Jude Thaddeus Sayson to chair the committee that is also tasked to study the designs and specifications of the furniture and fixtures to be used by the departments and offices that will occupy the government center, and the landscaping of the frontage and other areas of the building.

The executive order, issued April 16, 2008, said several agencies of the national government have pending requests to be allowed to construct their own buildings in the vacant areas of the government center lot.

Sayson said the government center, which is more than 88 percent complete, is expected to be finished in May this year.

He said his committee will be composed of Councilor Dindo Ramos, City Legal Officer Allan Zamora, City Administrator Roger Balo and Secretary to the Mayor Goldwyn Nifras.

The committee may also create a technical working group to assist it in its study and recommendations, he added.

Sayson noted that there are several national government agencies now renting spaces in the city since they do not have their own buildings. He cited the Department of Labor and Employment, Bureau of Internal Revenue, and Pag-Ibig, among them.

“We will start talking with these agencies once we receive a formal request,” he said.*CGS

The Ruins

The structure of THE RUINS is of Italianate architecture with neo-Romanesque columns, having a very close semblance to the façade of Carnegie Hall in New York City. In New England, they often were homes to ship’s captains. A belvedere, facing west, affords a beautiful view of the sunset in a glassed-in sunroom with bay windows.
The mansion was built in the early 1900’s by the sugar baron, Don Mariano Ledesma Lacson (1865-1948) and was home to his unmarried children with his first wife, Maria Braga Lacson (+1911), a Portuguese from Macau. The mansion was the largest residential structure ever built at that time and had in it one of the finest furnitures, chinawares, and decorative items, as the father of Maria Braga was a captain of a ship that sailed across Europe and Asia and would cart with him these items. One of their daughters maintained a beautiful garden of lillies in and around the 4-tiered fountain fronting the mansion, all brought in from abroad.
One of the sons supervised the construction of the mansion making certain that the A-grade mixture on concrete and its pouring was precisely followed.
The mansion met its sad fate in the early part of World War II when the USAFFE (United States Armed Forces in the Far East), then guerilla fighters in the Philippines, burnt the mansion to prevent the Japanese forces from utilizing it as their headquarters. It took days on inferno to bring down the roof and the 2-inch wooden floors.
To this day, the structure still stands tall amidst sugar plantations and continues to awe both local and foreign tourists. Truly, a picture-perfect backdrop and a magnificent sight to see.

Three firms eye Bago hydro power

Three firms have expressed interests in building dams in the Bago River to generate hydroelectricity, Jose Ma. Valencia, chief of staff of Gov. Isidro Zayco, said yesterday.

Valencia said two of the three firms, Alcantara and Sons and California Energy, have shown serious interest in the project and the provincial government led by Gov. Isidro Zayco and Rep. Jeffrey Ferrer (Neg. Occ., 4th District) are holding further meetings with them.

Initial studies show that the Bago River has the potential to produce 70 megawatts of hydroelectricity and building of dams for the purpose would cost about $400 million, Valencia said.

This would be at no costs to the provincial government, as the firms are proposing to produce hydroelectricity on a build operate scheme, he said.

It will also mean cheaper and clean renewable energy, Valencia said.

He said the firm that undertakes the hydroelectric plan will also be able to provide an irrigation system and potable spring water to Murcia, Bago, Bacolod, Talisay and Silay.

The firm that undertakes it will also conduct reforestation in the area to protect the water levels in the Bago River, Valencia said.

One firm will have to be chosen to undertake the project but we are also offering the tapping of the much larger Ilog-Hilabangan River for hydroelectricity, Valencia said.

The Ilog-Hilabangan river has the capacity to produce more energy than the Bago River, he said.

Should a dam be built there in would also help prevent flooding in the area, Valencia said.

Most hydroelectric power comes from the potential energy of dammed water driving a water turbine and generator. In this case the energy extracted from the water depends on the volume and on the difference in height between the source and the water's outflow.*CPG

DOST develops biogas tech, sealing machines for SMEs

WITH large-scale biogas digester facilities soon to be established in Bacolod City to partly solve the garbage problem, the Department of Science and Technology (DOST)-Industrial Technology Development Institute has developed a "cheap and environment-friendly portable biogas digester."

In a photo presented by Dost-Negros field office director Alan Francis Dara-ug, the portable biogas digester is the size of a big oil drum and ideal to service an area as big as a barangay.


As per specifications, the drum-type biogas digester can store up to 211 liters of biodegradable materials from kitchen waste, leaves and animal manure.

The digester also has a capacity of a regular liquefied petroleum gas (LPG).

Dara-ug said: "There is a need for the public in Negros to know that there is a substitute for LPG."

He, however, stressed it is important to actually see how this portable digester operates.

"With its affordable cost, a barangay can benefit from this portable digester in terms of gathering waste and converting them into cooking fuel," Dara-ug said.

The digester costs P9-10,000.

Dara-ug also presented vacuum-sealing equipment, which is a "floor model mobile type."

This equipment can meet the packaging needs of food sector, supermarkets, pharmaceuticals, hospitals and electronics industry.

Dara-ug said that in Negros where homemade food industry is thriving, this sealing equipment is very ideal cost-wise and to the "presentability" of the product.

All these are originally Pinoy, which means invented by Filipinos

Three firms eye Bago hydro power

Three firms have expressed interests in building dams in the Bago River to generate hydroelectricity, Jose Ma. Valencia, chief of staff of Gov. Isidro Zayco, said yesterday.

Valencia said two of the three firms, Alcantara and Sons and California Energy, have shown serious interest in the project and the provincial government led by Gov. Isidro Zayco and Rep. Jeffrey Ferrer (Neg. Occ., 4th District) are holding further meetings with them.

Initial studies show that the Bago River has the potential to produce 70 megawatts of hydroelectricity and building of dams for the purpose would cost about $400 million, Valencia said.

This would be at no costs to the provincial government, as the firms are proposing to produce hydroelectricity on a build operate scheme, he said.

It will also mean cheaper and clean renewable energy, Valencia said.

He said the firm that undertakes the hydroelectric plan will also be able to provide an irrigation system and potable spring water to Murcia, Bago, Bacolod, Talisay and Silay.

The firm that undertakes it will also conduct reforestation in the area to protect the water levels in the Bago River, Valencia said.

One firm will have to be chosen to undertake the project but we are also offering the tapping of the much larger Ilog-Hilabangan River for hydroelectricity, Valencia said.

The Ilog-Hilabangan river has the capacity to produce more energy than the Bago River, he said.

Should a dam be built there in would also help prevent flooding in the area, Valencia said.

Most hydroelectric power comes from the potential energy of dammed water driving a water turbine and generator. In this case the energy extracted from the water depends on the volume and on the difference in height between the source and the water's outflow.*CPG

Negros organic coffee now available in retail

Coffee organically grown inside the Mt. Kanlaon Natural Park is now available for those who prefer their every cup to come from chemical-free and select coffee cherries.

The Negros Island Sustainable Agriculture and Rural Development Foundation yesterday launched the Negros Island Rainforest Coffee produced by farmers from three upland communities of La Castellana, La Carlota and E.B. Magalona towns at a forum of the 3rd Organic Farmers’ Festival held at the Social Hall of the Provincial Capitol.

The coffee introduced yesterday came from a rainforest plantation in La Castellana cultivated by about 200 farmers who belong to the Sag-ang Organic Coffee Producers Association headed by Angelvic Labrador.

“We grow our coffee based on the organic standards we learned from NISARD,” Labrador said.

He also said they brought an initial four tons of robusta green beans to NISARD where it is roasted using a computerized machine, and packed for distribution.

Labrador said their association, SOCPA, has established a marketing scheme with NISARD to find a local market for their organic produce and eventually an export market.

The Negros Island Rainforest Coffee, packed in 250-gram foils, is sold by NISARD at P100 per pack for Regular Blend and P125, for Special Blend. It is available in dark roast, medium dark and medium roast variants.

Hernanie Mondia, chairman of the La Carlota Organic Coffee Growers Association, said all processes in producing their coffee – from farm to cup – are guided by organic standards.

It is contamination-free and the quality control is assured by our organic inspectors, said Mondia, whose association in Brgy. Yubo comprised of also about 200 farmers mostly rely on coffee production as their main source of livelihood.

Mondia said the assistance of NISARD, which begin started in November last year, helped revitalized coffee production in their area, a traditional coffee-producing hinterland community.

He said through their marketing scheme with NISARD, they are able to establish a support price. “Even if the price goes up or down, we will stick to that price to protect the farmers,” he said.

Mondia said that, in the conventional marketing system, it is the middlemen who dictate the price.

“I appeal to our fellow Negrenses to patronize the Negros Rainforest Coffee. For every cup of coffee you drink, you are helping the poor farmers,” Mondia said.

NISARD consultant Robert Gasparillo said the production of Negros Island Rainforest Coffee is “traceable from farm to cup” – from the mountain community where it is grown to the handpicking, sorting, drying, roasting and packaging.

This is possible because the internal control system requires the documentation of farmer and farm data and product flow control.

POEA, five cities sign MOU today
JOB PLACEMENTS IN MALLS TOMORROW

The Philippine Overseas Employment Administration will sign a memorandum of understanding on the campaign against illegal recruitment with five cities in Negros Occidental at 10 a.m. today, at the Governor’s Hall of the Provincial Capitol.

POEA Administrator Rosalinda Baldoz and Deputy Administrator Hans Leo Cacdac will sign the MOU together with the local chief executives of the five cities, including Talisay, Silay, Bago, La Carlota, and San Carlos.

Earlier, Bacolod City had also signed a similar MOU with POEA, the first in the Visayas.

JOB FAIRS

Meanwhile, jobseekers can head to the nearest mall tomorrow, Labor Day, to check out available local and foreign employments.

Gaisano City will hold a jobs fair from 10 a.m. to 5 p.m. while SM City, from 10 a.m. to 2 p.m.

At Robinsons Place, the Department of Labor of Employment will also open tomorrow its “Greater Modular Access” or GMA Job Center, an employment service machine displaying information on employment opportunities and services for both local and overseas Filipino workers.

PESO head Moises dela Cruz said applicants seeking both local and overseas jobs can proceed to Gaisano City where recruitment agencies will accept applications.

At SM City, only local placements will be available.

Those who are in need of jobs especially fresh graduates can go to SM while those who want to go abroad can proceed to Gaisano, De la Cruz said.

to perform in South Korea
BACOLOD City – This city’s MassKara Festival will perform in the Mask Dance Festival of Andong, South Korea. Mayor Evelio Leonardia said the city will try its best to send a delegation to honor the invitation extended by Andong Mayor Kim Hwi-Dong.

The invitation was personally delivered by festival organizers Moon, Hyung Suk and Kwon Du-Hyun.

In his letter, Mayor Kim Hwi-Dong stressed that the MassKara Festival’s participation will be beneficial to Bacolod and Andong culturally, economically, educationally and politically.

“We want to experience Philippine culture especially Bacolod, and its kind of masks. You can promote products in our festival,” he said.

Andong’s Mask Festival is now on its 35th year as a local festival and 12th as an international festival.

“It's already famous in the world. The art of mask making is an intangible heritage of higher art. Countries like Japan, China, Thailand and India have already participated in the Andong Festival,” said Moon, one of the festival's organizers.

The Mask Dance Festival is from September 26 to October 5, 2008.

Meanwhile, a sisterhood pact between Andong and Bacolod City is being worked out by a non-government organization chaired by Carmen Padilla. (PNA)

And to some insight, it can also strengthen further Bacolod/Negros-Korea trade and cultural ties. This can be the start of more investments and tourists from South Korea into the province.:cheers:

Correct @Jay. But the best thing the Bing administration can do, with these pacts among cities abroad, is to promote the city more often and invite their officials as well. Offer tour promo's and holiday perks to entice the people to come and visit our natural wonders. Negros Occ. has all the right elements in making it big time in tourism. All we need is just the political will and creativity so to speak.:)

^^Good point Mig Jeff!That's we are lacking of,the tour packages being offered by tour operators outside Bacolod.Even in Manila,there are few travel agencies that offer tour packages for Bacolod including the rest of the province.I think the local travel agencies of Bacolod needs to tie up with some travel agencies in Manila to catch some number of domestic travellers.

^^ Thanks for this info @ngprof. Kadamo na gali travel agencies sa aton noh. Thats maybe one of the reasons why the TravelExchange was recently held in the city. But this will generate more attention and certainly income, if these tour/travel agencies collect all their efforts alongside with the proper govt agency. It can definitely propel the much needed growth to this sector of Bacolod/Negros' economy. We're blessed with some of the best natural sights and places our country can offer. I guess its high time we take notice of this and savor its benefits, once and for all. :)

Nat’l agencies want offices in
new Bacolod gov’t center

Bacolod Mayor Evelio Leonardia has issued an executive order for the creation of a committee to study and make recommendations on the requests of several national government agencies to construct their own offices at the new Bacolod City Government Center.

The mayor has designated Vice Mayor Jude Thaddeus Sayson to chair the committee that is also tasked to study the designs and specifications of the furniture and fixtures to be used by the departments and offices that will occupy the government center, and the landscaping of the frontage and other areas of the building.

The executive order, issued April 16, 2008, said several agencies of the national government have pending requests to be allowed to construct their own buildings in the vacant areas of the government center lot.

Sayson said the government center, which is more than 88 percent complete, is expected to be finished in May this year.

He said his committee will be composed of Councilor Dindo Ramos, City Legal Officer Allan Zamora, City Administrator Roger Balo and Secretary to the Mayor Goldwyn Nifras.

The committee may also create a technical working group to assist it in its study and recommendations, he added.

Sayson noted that there are several national government agencies now renting spaces in the city since they do not have their own buildings. He cited the Department of Labor and Employment, Bureau of Internal Revenue, and Pag-Ibig, among them.

“We will start talking with these agencies once we receive a formal request,” he said.*CGS

‘Gov’t center can get electricity from NPC’

Manager Zosimo Briones of the National Transmission Corporation-Negros confirmed yesterday that the Bacolod City government can get its power supply directly from the National Power Corp.

Asked if the city can get its power supply for the new government center directly from NAPOCOR, Briones told the Bacolod Sangguniang Panlungsod that the province of Iloilo gets its power from NAPOCOR, and that the Energy Regulatory Commission has approved its contract with the power supplier. He said San Miguel Corp., Gaisano and Distileria de Bago Inc. also get their power directly from NAPOCOR.

Councilor Al Victor Espino said the Electric Power Industry Reformed Act says that the city can access power directly through NAPOCOR.

“Under the EPIRA Law, we can even be the distributor of power from NAPOCOR through TRANSCO and the Independent Power Producers to components of the local government which require power,” Espino said. “All the city needs to do is pay a willing fee,” he added.

Therefore, Espino said, although the two newly-elected directors of the Central Negros Electric Cooperative have declared that they will vote against granting power connection to the new government center, the city can be assured that it can have access to power.

CENECO BOARD STAND?

Vice Mayor Jude Thaddeus Sayson said he hopes the stand of the newly-elected CENECO directors is not sanctioned by its board.

They claim that the city has unpaid bills with CENECO but they should remember that CENECO also has unpaid franchise taxes with the city, he said. The matter has been brought to court and an amicable settlement has been reached, he added.

Sayson said the problem existed long ago, and it even came to the point when former Mayor Oscar Verdeflor threatened to bulldoze the electric posts of CENECO if the electric cooperative cuts off the power supply of City Hall.

However, he added, under the present administration they were able to talk to CENECO, through the courts, to resolve the problem.

CENECO BILLS VS. FRANCHISE TAXES

Based on the records of the city, as of May 2006, CENECO had total unpaid franchise taxes amounting to P166,095,619.13, while the city has unpaid electric bills with CENECO amounting to P141,654,059.13 as of December 2007.

Sayson said the government center has a big brand new generator set that can provide power for a short span of time.

Meanwhile, Mayor Evelio Leonardia said he hopes this is not part of the protracted dream of some people to sabotage the government center. Maybe these people did not succeed in their obvious attempts to stop the project during its construction stage, he said. So now, whatever their agenda is, these people also do not want the project to be finished.

However, Leonardia said they had pursued the project because they believe it is not only needed, but they also believe that an overwhelming majority of the people feel the same way and are in favor of it.

“We are reminding our people that at present our offices are located in eight different areas. With the new government center, we will have them all together to serve the public more efficiently,” he said.

He also thanked again the Gonzaga family for donating to the city the property worth P140-million which, at that time, cost about P280 per square meter.

ILOILO EXPERIENCE

“Let us look at the experience of Iloilo,” Leonardia said. Because Iloilo City did not start their project in 2006, as Bacolod did, they have now been told that their building will cost P80 million more, because of the increase in prices of construction materials, he said.

“Had we listened to the saboteurs and delayed it, the government center, which only costs P390 million, would have cost much more,” Leonardia said.

“Now that we have saved in the cost of the project, some people are still working on sabotaging it through the power connection,” he said.*CGS

WASTE SEGREGATION
In 3 City Public Markets

The City of Bacolod will start implementing the waste segregation in three public markets namely, Central Market, Libertad Market and Buros Market.

Councilor Greg Gasataya, Chairman of the Sangguniang Panlungsod Committee on Environment and Chairperson of the Clean and Green Coordinating Action Team said that the waste segregation system will be conducted in the 3 public markets.

The market vendors have shown willingness to cooperate with the program of the city especially on waste reduction and segregation.

Gasataya said this is part of the city’s compliance with RA 9003, an Act providing for Ecological Solid Waste Management program, creating the necessary institutional mechanism and incentives. Gasataya also met with Toshido Maeda and Koji Takakura of the Kitakyushu Initiative Network which will help the city in composting garbage to convert this into fertilizers.

He said this Japanese Group is willing to help the city at no expense on its part.

He was with Department of Services head Eng’r. Josephus Cerna and DPS Administrative Officer Eng’r. Efren Canlas when he met the Japanese group.

He said they will start small at the public markets and when they succeed in waste segregation at the public markets, they will move to the barangays for a bigger coverage of the program.

Gasataya said this program cannot succeed overnight. It has to be observed little by little because this will involve a change of attitude towards proper waste disposal. The city will try its best to implement waste reduction rather than waste collection.*(CNC)

We only have RGMA and CAmpus RAdio FM, both of the GMA Network. The GMA Dynamic 10 we had before at UNO-R closed down just after the turn of the milennium :nuts:

I think Campus Radio has...and you have your own channel already (Ch.10) but the GMA-Bacolod operates like somewhat like of ABSCBN of Iloilo.

Yup, its just like when there was ABSCBN TV4 Western Visayas of the ABSCBN RNG. The regional network studio and office is at Bacolod City and broadcasted over Iloilo and the rest of WV. Around 2002, ABS CBN Western Visayas was divided to ABS CBN 4 Bacolod/Negros and the new ABS CBN 10 Iloilo, where both networks would be operating independently as to local channel programming, but the ABSCBN RNG still has its base in Bacolod. Same, is happening to GMA 6 Iloilo. Even though it banners the name of Iloilo, it serves as the "regional TV network" of GMA in Western Visayas with two repeater channel stations, namely GMA 10 Bacolod and GMA 10 Sipalay. As what I have heard with GMA7 Manila and GMA6 Iloilo, a GMA Bacolod station has long been palnned and is long overdue. It's just waiting for a go signal for construction if a permanent site is already available.:banana:

After all, the University Games will still be in Bacolod City, denying that Foundation University of Dumaguete City in Negros Oriental has won the hosting of the event now in its 13th year. This came following reliable source gathered by NDB that this annual sporting event of universities and colleges in the Philippines will be held again at University of St. La Salle for the 10th time where it was first held 14 years ago.

University Games is held every October, and in Bacolod City, a day after Bacolod City’s Masskara Festival.

Bro. Rolando Dizon, FSC, who is now the president of Jerusalem University, was the father of said sports event, first joined by few schools but last year it ballooned to more than 50 universities and colleges throughout the country.

UniGames, later has solicited financial support from Philippine Sports Commission and the Commission on Higher Education.

Sources also added, that it will be run by a group other than the present set up.

It is expected that the sports tournament will become competitive among the participating schools as the breeding ground of future athletes that will represent the country in international competitions.

Meanwhile, the revival of Batang Pinoy is expected to surface also in Bacolod City in March next year.

The same source disclosed that there will be amendments in the age-bracket in the holding of Batang Pinoy. Instead of up to 12 years old, it will be changed to 15 years old age bracket. Local Government Units (LGU) will take charge in the support of every player.

Batang Pinoy was introduced several years ago, but it was scrapped when it was considered a duplication of the DepEd-run Palarong Pambansa.*

DONNING old T-shirts, slashed faded jeans and inexpensive sneakers, Bamboo faced the Bacolod press inside the mess hall of Teletech Bacolod site Wednesday while over a hundred employees shrieked and 'brought down the house'.

The Bamboo band members are Francisco 'Bamboo' Mañalac (vocals), Nathan Azarcon (bass), Ira Cruz (guitars) and Bacoleño Vic Mercado (drums), who garnered double platinum, platinum and gold record awards.

The band was invited by Teletech, one of the biggest call centers in the country, as a gift to their employee. It was a 'welcome diversion' to Bacolod's labor force last Labor Day.

The rock-balladeer band frequents Bacolod as they were impressed by the taste of the famous chicken 'inasal'. They claimed it is partly the reason for their great longing to come back here without much hesitation.

More significantly, however, Mañalac declared: "We come here with a message to the people of Bacolod. Our songs have messages of light and hope. Yes, we are musicians and our role this Labor Day is a welcome diversion for the hard working."

"We are one with the aspiration of the Filipino people not to leave their shores for a better life. These are the messages in every song we make. This is what inspires us in moving on, playing music for our fellow Filipinos here and abroad," said the Chiz Escudero look-alike.

Among Bamboo's achievements, their singles 'As The Music Plays' (2004) garnered double platinum sales, 'Light Peace Love' (2005) garnered platinum sales and
'We Stand Alone Together' (2007) earned gold.

The Ruins: An imposing site

BACOLOD CITY – The ruins of a once grand mansion built by a Negrense sugar baron have been turned into a tourist attraction by his great grandson.

The mansion, built in the early 1900s by Don Mariano Ledesma Lacson (1865-1948) in Talisay City, was torched in the early part of World War II by the USAFFE (United States Armed Forces in the Far East), composed of Filipino guerrilla fighters, to prevent the Japanese forces from utilizing it as their headquarters, said his great grandson Raymund Javellana.

It took days of inferno to bring down the roof and the two-inch wooden floors of the mansion that was never rebuilt, Javellana said.

Lacson’s first wife was Maria Braga, a Portuguese from Macau, whose father was a ship captain who bought many fine items during his travels to Europe and Asia, Javellana said.

So when Don Mariano built his mansion in the midst of his vast sugar plantation, it was said to be the largest residential structure ever built at that time, and had in it the finest furniture, chinaware, and decorative items, Javellana said.

“The structure of The Ruins is of Italianate architecture with neo-Romanesque columns, having a very close semblance to the facade of Carnegie Hall in New York City. In New England, they often were homes to ship captains. A belvedere, facing west, affords a beautiful view of the sunset in a glassed-in sunroom with bay windows,” a brochure of the place says.

Javellana said one of Don Mariano’s sons, Felipe, supervised the construction of the mansion making sure that the A-grade mixture of concrete and its pouring was precisely followed. This is probably why despite the ravages of nature, the cement structure of the building remains intact today.

The garden

One of Don Mariano’s daughters, Angelina, created a beautiful garden filled with lilies in and around the 4-tiered fountain fronting the mansion, all brought in from abroad. A Japanese gardener who painstakingly took care of the plants until the burning of the mansion was nowhere to be found when the war broke out, Javellana said.

Javellana, who operated a travel agency, returned last year to Negros Occidental from Manila where he had been living and decided to turn the ruins of the home of his ancestors into a tourist attraction.

So today, the 903-square meter structure still stands tall in the midde of the sugar plantation and continues to awe both local and foreign tourists, Javellana said.

The ruins have been spruced up and the gardens and the fountain restored.

Javellana maintains a nursery of plants in the east side of the mansion that are sold along with jams from berries grown in the grounds.

Today the gardens of The Ruins that offer a picture-perfect backdrop have also been the site of weddings, photo shoots and concerts.

The place, 2.4 kilometers away from Talisay City’s main highway, is open from 7 a.m. to 6 p.m. daily to tourists who pay an entrance fee of P25.

Enforce tourism ordinance

The Bacolod Sangguniang Panlungsod passed Wednesday a resolution urging the mayor to strictly enforce City Ordinance No. 370 or the Bacolod City Tourism Code of 2003, particularly the section 36-C, prohibiting motels from accepting for lodging or accommodation minors unless accompanied by parents or guardians.

C.O. 370 provides the rules and regulations governing the establishment, operation and maintenance of all tourism-oriented and tourism-related businesses in Bacolod City.

The resolution, proposed by Councilor Jocelle Batapa-Sigue, said the SP Committee on Women and Gender has received reports that there are motels and pension houses in the city that lease out their rooms for three hours to minors clad in high school uniforms even during class hours, for as low as P50.

It also said C.O. 370, particularly Section 96 provides that the city mayor may, from time to time, issue rules and regulations for the effective implementation of the ordinance.

The SP also passed another resolution addressed to the seven congressmen of Negros Occidental to support the Magna Carta for the Kasambahays or Househelpers, authored by Councilors Batapa-Sigue and Alex Paglumotan.*CGS

2 Bacolod congressional seats eyed

Bacolod Councilor Alex Paglumotan yesterday said the House of Representatives has asked for statistical data of Bacolod City to help determine how the city will be divided into two districts.

Paglumotan said Reps. Jeffrey Ferrer and Freddie Marañon III have confirmed that a committee in Congress has taken cognizance of the Sangguniang Panlungsod resolution “requesting the House of Representatives to consider the possibility of dividing the political territorial subdivision of Bacolod City into two congressional seats or districts.”

The resolution proposed by Councilors Dindo Ramos, Al Victor Espino, Homer Bais, Greg Gasataya, Roberto Rojas and Paglumotan, was passed by the SP in February 2008.

Paglumotan said that, perhaps, in two weeks, the Congressional Committee will come to Bacolod, or the proponents will go to Congress for a hearing on the resolution at the committee level.

The proponents will justify before the committee in Congress the need for Bacolod to be divided into two districts, he said.

Bacolod is qualified to be divided into two districts in terms of population and income, Paglumotan said. The annual budget of Bacolod is even bigger than that of Iloilo, he said. Iloilo is also on its way on having two congressmen, he added.

Based on the 2007 census of population conducted by the National Statistics Office as of Aug. 1,2007, the population of Bacolod is 499,497.

Paglumotan said he believes having two congressional seats in the House of Representatives will be advantageous to Bacolod City as this would mean a bigger budget for the enhancement of public service and the delivery of basic services in the city.

Having two congressmen also means having two Priority Development Assistance Funds for the city, he said.

Once Congress gives the go-signal, the appropriate government agencies like the Department of Interior and Local Government will work on the division of the city into two districts, Paglumotan said. If approved by Congress, councilors will no longer be elected at large, but by districts, he said. The only positions to be elected at large are those of the mayor and vice mayor, he added.

Paglumotan cited that Makati has recently been divided into two districts, while Zamboanga, which has a population of only 300,000, has two congressional seats.*CGS

Local initiatives tackled versus global warming

About 50 representatives from various sectors in Negros Occidental yesterday discussed local initiatives to help address the global problem on climate change.

The group, coming from the local government units, academe, and civil society and non-government organizations, gathered at a roundtable discussion on climate change issues dubbed “Building a United Front Against Global Warming” organized by the Visayas Network on Climate Change with support from the Province of Negros Occidental at the Sugarland Hotel in Bacolod City.

Global warming is the increase in the earth’s mean temperature as a result of enhanced greenhouse effect, and it is one of the climate change-related hazards along with sea level rise and extreme events like flooding and landslide, strong typhoons and drought.

Prof. Rosario Wood of the Miriam College Peace Foundation, convenor of the Philippine Network on Climate Change, in her presentation noted that the Philippines has very little greenhouse gas emissions, but the country is vulnerable to global warming or climate change.

The Philippines is highly susceptible to ground movements, floodings and inundations, loss of biological resources, and illnesses as a tropical country.

It is experiencing trends of extreme climate events that lead to increasing hot days and warm nights and extreme rainfall index, Wood also said.

Jasper Inventor of Greenpeace International discussed the Bali Declaration which calls on governments to reduce greenhouse gas emissions "by at least 50 percent below their 1990 levels by the year 2050."

Board Member Mae Javellana, who shared the provincial initiatives on climate change, said the province is leading the implementation of environmental laws within its territory, and among others, promoting the use of clean and renewable energy and working towards the decrease of air pollution.

She also said Negros Occidental is engaging in information and education campaign and in multi-sectoral cooperation and action concerning environmental issues.

Loreto Sanchez, San Carlos City solid waste program manager, said their city has an Eco Park which houses the garbage recycling plant under the SWMP.

He also said that San Carlos is also hosting a biofuels plant and wind power generator.

Participants from the academe also committed to push for more awareness on climate change issues and to integrate its discussions in the curriculum while those from the civil society said they will intensify reforestation and propagate indigenous species.

Councilor Jocelle Batapa-Sigue said that on the part of Bacolod City, the Sangguniang Panlungsod has passed a resolution supporting the implementation of the Kyoto Protocol.

Gov. Isidro Zayco said the provincial government will support multi-sectoral efforts to fight climate change.

It’s alarming seeing how our climate has worsened, we have heavy rains even in summer, he said.

VNCC convenor George Sanchez reminded the participants that “political will is a renewable resource,” quoting former US Vice President Al Gore who noted the lack of political in addressing global warming.

Leadership changes but there should be renewed commitment to Mother Earth, Sanchez said.

Renato Bañas, also a convenor, said the challenge for VNCC is to translate the technical, global and abstract issues to the real world of implementors.

VNCC will coordinate all of these efforts so it will have an impact, he added.*NLG

Pana-ad golf tourney


The Vice Mayor’s League of the Philippines-Negros Occidental Chapter recently held its awards night for the Pana-ad Golf Tournament at the function hall of the Negros Occidental Golf and Country Club.

The competition was participated in by 121 golfers from Canada, Iloilo, Marapara and Binitin, as well as local players.

The ceremonial tee-off of the two-day contest was done by Vice Mayors Mark Golez of Silay, Nicolas Camara, Marxleen De la Cruz of Don Salvador Benedicto, Nico Yulo of Bago City, Leo Rafael Cueva of Sagay City, and Jude Thaddeus Sayson of Bacolod.

Declared champions were Cynthia Capay in the Ladies Division, Class D – Bong Rojas, Class C – Katsumi Kushima, Class B – Mamel Lacson, and Class A – Ray Lim, while Best Net was Rey Kang and having the Best Gross was Francis Gaston.

The awarding night was attended by about 200 guests, including the ladies of Marapara. Everyone enjoyed the delectable buffet dinner and the special numbers.

Adding excitement to the affair were the door prizes which were raffled off for the guests. Winners went home with television sets, premium golf clubs, refrigerators, airline tickets, and unique trophies made of wire, creatively and carefully intertwined to the figure of a golfer striking a tee.

Proceeds of the tournament went to the medical and dental missions of the Vice Mayors League-Negros Occidental Chapter.

Bacolod Councilor Alex Paglumotan yesterday said the House of Representatives has asked for statistical data of Bacolod City to help determine how the city will be divided into two districts.

Paglumotan said Reps. Jeffrey Ferrer and Freddie Marañon III have confirmed that a committee in Congress has taken cognizance of the Sangguniang Panlungsod resolution “requesting the House of Representatives to consider the possibility of dividing the political territorial subdivision of Bacolod City into two congressional seats or districts.”

The resolution proposed by Councilors Dindo Ramos, Al Victor Espino, Homer Bais, Greg Gasataya, Roberto Rojas and Paglumotan, was passed by the SP in February 2008.

Paglumotan said that, perhaps, in two weeks, the Congressional Committee will come to Bacolod, or the proponents will go to Congress for a hearing on the resolution at the committee level.

The proponents will justify before the committee in Congress the need for Bacolod to be divided into two districts, he said.

Bacolod is qualified to be divided into two districts in terms of population and income, Paglumotan said. The annual budget of Bacolod is even bigger than that of Iloilo, he said. Iloilo is also on its way on having two congressmen, he added.

Based on the 2007 census of population conducted by the National Statistics Office as of Aug. 1,2007, the population of Bacolod is 499,497.

Paglumotan said he believes having two congressional seats in the House of Representatives will be advantageous to Bacolod City as this would mean a bigger budget for the enhancement of public service and the delivery of basic services in the city.

Having two congressmen also means having two Priority Development Assistance Funds for the city, he said.

Once Congress gives the go-signal, the appropriate government agencies like the Department of Interior and Local Government will work on the division of the city into two districts, Paglumotan said. If approved by Congress, councilors will no longer be elected at large, but by districts, he said. The only positions to be elected at large are those of the mayor and vice mayor, he added.

Paglumotan cited that Makati has recently been divided into two districts, while Zamboanga, which has a population of only 300,000, has two congressional seats.*CGS

cap Panaad

Celebrity shows and fireworks will cap the week-long celebration of the Panaad sa Negros Festival at the Panaad Park and Sports Complex in Bacolod City today, Gov. Isidro Zayco said yesterday.

A GMA Network show with celebrities will be held at the park at 2 p.m. to be followed by festival closing ceremony rites and awarding of prizes to winners of the various festival competitions.

The crowds in the evening will also be treated to fireworks and a Globe sponsored concert.*

Lin-ay sang Hinigaran Ms. Karlyn Mae Bautista was crowned Lin-ay sang Negros 2008 during the beauty pageant at the Panaad Stadium in Brgy. Mansilingan, Bacolod City last night.

The 17-year-old beauty outsmarted 23 other candidates during the pageant which lasted for about four hours.

Ms. Victorias Mona Gail D’Angelo was adjudged 1st runner up while Ms. Bacolod Kristine G. Alonso was 2nd runner up.
Ms. Bautista brought home the grand prize of P100,000 plus a full scholarship grant for 1 year and several other prizes for the special and corporate awards she got.

D’Angelo received a prize of P75,000 plus 75% scholarship grant and several other prizes.

Alonso on the other hand, got P50,000 plus a 50% scholarship grant and several other prizes.

Recipients of Special Awards were: Lin-ay sang Sagay Analou Agan was named Best in Festival Costume; Ms. Bautista was named Best in Swimsuit; while Ms. D’Angelo was named Best in Evening Gown.

Best Design for the Evening Gown went to Agan, Ms. Sagay.

Recipients of Corporate Awards were:

3 Bacolod HS Cagers to FEU
Three Bacolod junior varsity basketball players from different high schools here were recruited recently to beef up the junior varsity basketball team of Far Eastern University in Manila in the upcoming opening of 2008-2009 school years.

This came following the conduct of tryout by FEU junior varsity coach Horacio Lim at the Po Hang Gym of Bacolod City Tay Tung High School. The target of his tryout was the incoming secondary freshmen who stand at least 6 feet up.

Trnity Christian School coach Nene Lapore said that three passed the tryout and will don the FEU uniform come June. The lucky trios are Scott Salvacion of St. Joseph High School-La Salle, Don Odango of Trinity Christian School and Stanley Mengullo whose address was not mentioned.

Odango will be joining his partner Gem San Jose who was recruited by the Baby Tamaraws last year. The former TCS center in now playing the position of off guard and small forward.

Salvacion is the son of Tony who is working with the Air Transportation Office and is a part-time referee under the group of Bert Nonan. Mengullo has no available data.

The three high school players will be among the many recruits from Bacolod City. Some go to Iloilo Chinese Commercial High School in Iloilo City. Others go to Manila either to play in the NCAA or UAAP.

There is no question that there is abundance of skillful and talented cagers from sugarlandia. Even Coach Pido Jarencio of University of Sto. Tomas was here last NOPSSCEA competition watching the boys who might follow the footsteps of Nonoy Baclao of Ateneo de Manila University whom Norman Black recruited.
Odango, according to his father has trained at ICHS but went home when he feel homesick. This new batch of hopefuls will meet those Negrenses who have gone ahead of them when recruited by NCR coaches and scouts who find sugarlandia a haven of potential basketball stars.*

Bacolod Councilor Alex Paglumotan yesterday said he submitted Saturday the statistical data on Bacolod City required by the Congressional committee for the proposed division of the city into two congressional districts.

He said he did not author the resolution “requesting the House of Representatives to consider the possibility of dividing the political territorial subdivision of Bacolod City into two congressional seats or districts” for political reasons because he has no ambition to run for congressman.

Paglumotan said Bacolod City is qualified to be divided into two districts in terms of population and income. It has now reached a total annual budget of P1 billion, he said.

He said that, based on the 2007 census of population conducted by the National Statistics Office, the population of Bacolod is 499,497 as of Aug. 1, 2007.

Paglumotan said he submitted the data of Bacolod City through 4th District, Negros Occidental Rep. Jeffrey Ferrer because the solon had volunteered to bring the resolution to Congress. Ferrer, together with Reps. Alfredo Marañon III, and Ignacio Arroyo are very active in facilitating their request, he said.

He recalled that the late Bacolod Rep. Romeo Guanzon had asked for a study on the possibility of dividing Bacolod City into two congressional districts before.

Paglumotan said he believes having two congressional seats in the House of Representatives will be advantageous to Bacolod City. A new comer congressman will receive a pork barrel of more than P65 million a year, he said, and if that is doubled, with the city having two congressmen, that will mean more roads, more drainage system repairs, more school buildings, and more farm-to-market road developments for Bacolod.

Once Congress gives the green light, the appropriate government agencies, like the Department of Interior and Local Government and the Commission on Elections, will conduct an evaluation and there will also be a referendum held in the city, Paglumoltan said. The city does not have to spend anything for the activity, he said.

Asked for his reaction, Rep. Monico Puentevella said they will consult everyone about the proposal so they will be able to get the pulse of the people.

Ferrer said he only helped as a taxpayer of Bacolod because economically it will be beneficial to the city. However, politically he is not involved, he said.

Paglumotan said he was informed that the request of Iloilo to be divided into two congressional districts has been approved. If Congress has taken into account the request of Iloilo, there is no reason why it will not grant the request of Bacolod, he said.*CGS

7 farms, centers named agri-tourism destinations

The Negros Occidental Provincial Government has recognized seven farms and non-government organizations in the province as agri-tourism destinations.

Named were Shenandoah Farms in Bacolod City of Dr. Evangeline Aboyo; DC Cruz Aquaculture Corp. in Bago City of Philip Cruz; Mirasol Development Corp. in Victorias City and Manapla of Ramon Peñalosa; Buro-buro Springs Vermicomposting Farm in Talisay City of Jose and Pamela Henares;

Alternative Indigenous Development Foundation Inc. in Bacolod City managed by Aladino Moraca; Fresh Start Organics in Silay City of Ramon Jr. and Francine Uy; and the Integrated Correctional and Agricultural Technology Center in Bago City run by the Office of the Provincial Agriculturist.

Edna Garde of OPA said these farms are the most requested places to visit by farmer-tourists.

Malaysia, Singapore

Negros Occidental mayors are leaving for Singapore and Malaysia to learn more about solid waste management and other programs that may be applicable in their towns and cities, Manapla Mayor Manuel Escalante said yesterday.

Escalante, president of the Negros Association of Chief Executives, said the trip is being arranged by the League of Municipalities of the Philippines with the Malaysian and Singaporean governments, but the mayors will be personally paying for their trips.

Among those going on May 14 to 18 are mayors Escalante, Rommel Yogore of Valladolid, Jilson Tubillara – San Enrique, Renato Malabor – Isabela, Alberto Nicor – La Castellana, Joyce Alvarez – Ilog, Ma. The Negros Occidental Police Provincial Office settled for second place in the performance evaluation rating for the 1st quarter of 2008, among the six provincial police offices in Western Visayas, with the Aklan Police Provincial Office topping them, police records show.

On the other hand, the Bacolod City Police Office is still trailing their Iloilo City counterpart in the same performance rating.

However, the Police Regional Office 6 noted the improvement in the rating of the Iloilo Police Provincial Office now headed by Senior Supt. Ricardo de la Paz, from fifth to third, among the six provincial police offices in the region.

“IPPO is moving up fast,” Chief Supt. Isagani Cuevas, regional police director, said, noting an increase in the rating of IPPO.

Police records showed that last year, NOPPO and Iloilo City Police Office were adjudged best provincial and city police offices, respectively, in the Western Visayas.

The Police Regional Office 6 is conducting performance evaluation rating among nine major police units in Western Visayas, which covers personnel management, intelligence, operations and plans, logistical, investigation and financial management, every quarter of the year.

The Guimaras, Capiz and Antique Police Provincial Offices ranked fourth, fifth and sixth places, respectively, among the six provincial police offices, in the region.*GPB

Bacolod PNP holds "Pagdayaw"
Bacolod City (6 May) -- The Bacolod City Police Office (BCPO) awards Certificates of Commendations to several police personnel for completing their post-graduate studies recently.

Among those given the "Pagdayaw" Award were PO2 Dennis R. Gabihan, PO2 George D. Bejemino and PSUPT Antonietto Cañete Gabihan who graduated with Bachelor of Laws, while Bejemino and Cañete are reviewing for the Bar Examinations.

Pagdayaw is in compliance to PNP Circular No. 2006-014 which deals with the Rules and Regulations in the Conferment of Authorized Decorations, Service Medals, Ribbons and Badges to the Personnel of the Philippine National Police and also in compliance with Memorandum from the Directorate for Police Community Relations on the Submission of PCR Impact Projects, Best Practices and/or Program Innovations.

"Although this can be considered as a personal achievement of concerned PNP personnel, this means that said personnel went extra miles to improve themselves which makes them better members of the organization, making them more knowledgeable in the field of management/leadership and/or legal matters. With their education, these personnel will become assets in our campaign for making the PNP a very effective, efficient, and responsive law enforcement agency not only in the country but also in Asia," according to PSUPT. Ranulfo Demiar, Chief of the Regional Public Information Office.

"PAGDAYAW" is a Hiligaynon word for "to praise" and it aims to recognize the invaluable contribution of the PNP personnel in uplifting the image of the PNP organization by finishing Post Graduate Courses and Bachelor of Laws.

It also includes the recognition of personnel who have successfully sent all their children to college, and whose their children have graduated with honors in any academic level (Elementary, High School, College, Post Graduate Studies) or passed the Bar Examinations, Medical Board Examinations, and other Licensure Examinations.
