BACOLEÑOS AGREE CITY SHOULD HAVE 2 DISTRICT
More Funds, More Projects for Dev’t

Several Bacoleños are in favor of dividing Bacolod City nto two congressional districts.
The idea has emerged from the resolution sponsored by Counc. Alex Paglumotan and was approved by members of the Sangguniang Panlungsod in its recent session.
Paglumotan’s objective in opting for two congressional districts in the city’s because Bacolod has been a fast growing metropolis. It has doubly increased its annual budget to P1 billion for this year. In the latest survey, the population density has reached 497,000 which is much higher than Zamboanga which was declared two districts lately.
Iloilo’s bid for a two-district city is in Congress already. Bacolod is much bigger in density and demographics than Iloilo City, Paglumotan stressed.
Once Bacolod becomes two districts, it is of great advantage to the people. The pork barrel received by each congressman in the amount of P265,000.00 will be doubled and would mean more benefits to the people. During election time, candidates will spend less in their campaign budget, efforts and machinery.
Paglumotan does not discount the ocular visit of top officials of the Department of Interior and Local Government (DILG) and the Commission on Elections (COMELEC) so as not to disenfranchise local residents.
The SP will have eighteen members plus two sectoral representatives but there will still be one mayor as chief executive of the city.
Peoples’ reactions are favorable because they said the councilors will have more time to feel the pulse of the people, and that more infrastructures and services will be availed of by the residents of both districts.
Atty. Julie Carbon, general manager of BACIWA at the same time a civic leader, also welcomes the division of Bacolod’s congressional district into two. As long as the objective is to serve the best interest of the people, there is nothing wrong in dividing the lone district of Bacolod. BACIWA will still serve its area of jurisdiction without territorial boundary, she said.
9 out of 10 PUJ drivers have answered favorably in dividing Bacolod into 2 districts, because the people will attain more benefits.
There are three congressmen who are supporting this move according to Paglumotan. They are Cong. Jeffrey Ferrer, Freddie Marañon, and Iggy Arroyo. As of this week, “we already have heard results from the congressmen deeply involved in this move.”*

Nat’l table tennis age-group tilt
blasts off in Bacolod May 22-25

The 1st Lopue’s Table Tennis National Age-Group Championship reels off May 22 in Bacolod City with 15 titles up for grabs in events to be contested by registered participants in the three-day event.
At stake are top honors in boys and girls’ singles 10-Under, 12-Under, 14-Under, 17-Under, men and women’s singles 25-Under, 30-Under, 30-Above, 40-Above, and 50-Above singles.
Champion, 1st runner-up and 2nd runner-up in every category will be given medals plus P2,000, P1,000 and P500 cash respectively, LOPTTA organizers said.
Interested participants will have until 6 p.m. of May 17 to register at the LOPTTA office as only 32 players per category will be accepted on a first-come-first-serve basis.
A registration fee of P50 will be collected from participants in boys and girls 10-Under, 12-Under, 14-Under and 17-Under while participants in men and women’s 25-Under and 30-Under will be charged with P100 while those seeing action in the 30-Above, 40-Above, and 50-Above will have to pay P150 registration fee.
Those who wish to register must bring a photocopy of their birth certificate and those who will impersonate, misrepresent and falsify their documents will be subjected to disciplinary action that may consist of perpetual exclusion from tournaments conducted and sanctioned by LOPTTA, association secretary Mark Francis Jimenez said.
Drawing of lots for participants in all categories will be on May 21 with competitions in boys and girls’ 10-Under, 12-Under, 14-Under, 17-Under to be played on May 22-23 while the 25-Under men and women’s singles, 30-Under, 30-above and 40-above will have its play dates on May 24-25. Singles above 50 will have their battle for supremacy on May 24.
Meanwhile, a free table tennis clinic for coaches and trainers in Negros Occidental will be conducted by former RP Men’s Team No. 1 player Rowell “Jet” Yatco on May 26-28 with the assistance of some LOPTTA players.

HINOBAAN town Mayor Ma. Teresa Bilbao said the Negros Occidental State College of Agriculture (Nosca) will open an extension campus in Hinoba-an this school year, initially accommodating 700 freshmen college entrants in a newly constructed building at the heart of the municipality.
Bilbao told Sun.Star Bacolod that last May 5 was the first day of Nosca-Hinoba-an entrance examination.
The Nosca-Hinoba-an extension is a tertiary education flagship project of Bilbao in the municipality, taking into consideration the distance of the municipality to the nearest college located in other cities of the province.
Hinoba-an is 198 kilometers drive from Bacolod City or around four hours by private vehicle and a six-hour drive by public buses.
It is located at the southernmost tip of Negros Occidental and its distance poses certain economic setback for the municipality.
From the town's profile provided by the Provincial Information Office, Hinoba-an is composed of 13 barangays with only one district, is under the leadership of the district supervisor and being supervised by the Schools Division Superintendent Department of Education (DepEd).
This district has six primary schools and 16 elementary schools, two national high schools with three extension schools and two private schools.
"No college in Hinoba-an yet. This school year, however, four courses will be opened: Bachelor of Education both primary and secondary majors, Bachelor of Science in Information Technology, Bachelor of Science in Agriculture and Bachelor of Science in Animal Science," Bilbao said.
She said in terms of livelihood and industry, the egg-laying livelihood project, which was initially started in Hinob-an's biggest barangay -- Asia -- was proven effective.
The total production of Asia families involved in the livelihood project cannot cope with the demand of the barangay alone, Bilbao said. "The readiness of the project, however, will now be replicated in two other big barangays of Hinoba-an, in Bacuyangan and Culipapa."
Last December 8, Sun.Star Bacolod witnessed how the egg-laying project was started in Barangay Asia.
But as earlier reported, eggs coming from the neighboring areas are usually damaged upon arrival to Hinoba-an owing to the town's distance.
Upon Bilbao's assumption, however, she facilitated an augmentation program for the egg-laying livelihood among the barangays of Hinoba-an.
"Presently, three barangays are involved in the livelihood project, among others. Eventually, we will target all 12 barangays of Hinoba-an," Bilbao stressed. (Gil Alfredo Severino)

Frequent power interruptions resulted in the breakdown of four X-ray baggage machines of the New Bacolod-Silay Airport in Negros Occidental.
"Masyadong mataas yung fluctuation na unacceptable level na yung pumapasok sa ating mga equipment so kaya nasira yung mga x-ray kasi ang x-ray ay pinatatakbo ng computer," airport staff Christine Perez said.
Air Transportation Office manager Antonio Alfonso said that the airport’s x-ray machines have not been functioning since February. Alfonso blamed the frequent brownouts in the province for the breakdown of their x-ray machines.
Alfonso said that their personnel now manually inspects baggage of passengers which sometimes result in long queues at the airport terminal.
The airport is currently undermanned and Alfonso said he hopes his request for the repair of the x-ray machines will be approved soon so that their operation will not suffer.
"Kawawa lang itong ating mga tao kasi talagang pagod na pagod, so meron tayong tinatawag na skeletal force na nagtatrabaho pero we are watching them very closely," Alfonso said.
The airport management advised passengers to be at the airport early to avoid any delay in boarding.

Don't they have a back-up power generator in the airport? This is the kind of attitude that i don't like most the "blaming portion."I believe they knew that it would affect all thier computerized system with the frequent power failure that the province has been experiencing due to the maintenance.Thier failure of early actions to the problems causes all this trouble.

Bacolod essay-writing, poster-making winners named
Bacolod City (8 May) -- The first essay writing contest launched during the 3rd Negros Island Organic Farmers Festival recently was participated in by 22 students from different high schools-both private and public in Negros Occidental.
The contest was held at the Governor's Hall, as a preliminary activity ahead of the opening program of the Festival.
Awarding was held at the Social Hall of the Provincial Capitol where the top 10 were awarded from the 22 participants.
The major prizes were garnered by: Louise Artadi (USLS)-1st place; Edcel Paul L. Tejare (BCNHS)- 2nd place; and Venice Marie B. Hulleza (Sagay NHS)- 3rd place. Prizes in generous amount have been given to them as follows: 1st prize-P10,000; 2nd-P7,000; and 3rd prize-P5,000. Consolation prizes were given also to the rest of the top 10 ranking participants. All of them received the certificate of participation.
On the other hand, winners of the Poster Making contest held during the opening were: 1st place-Hanna Joy Sayan (Domingo Lacson NHS); 2nd place-Alain A. Aujero (Sagay NHS); and 3rd place-Alyssa Bodios (La Castellana NHS). Each received also P10,000, 7,000, and 5,000 respectively. (OPA/PIA/EAD

More budget sought for Bacolod scholarship program
Bacolod City (8 May) -- Committee on Education Councilor Greg Gasataya is proposing for additional budget for the Comprehensive Scholarship Program of Bacolod City Mayor Evelio Leonardia to give more opportunities for deserving students.
This was revealed by Gasataya during the Livelihood and Skills Development Enhancement Seminar Workshop, which was a joint effort of the Bacolod City Public Employment Service Office and the Johnny J. Orola Sr. Memorial Foundation conducted recently.
With the number of applicants applying, the assessment is divided in two – one in VMA Global College to accommodate applicants from the south and one in Casa Orola for those coming from the north.
PESO Head Moises dela Cruz said that names of the scholars will be made available third week of May while the Bacolod City College is also open for scholarship slots as long as applicants pass the qualifying exams given.
Former Congressman John N. Orola informed those who attended the seminar that VMA Global College is offering TESDA accredited programs like Food & Beverage, Bartending Commercial Cook, Massage Therapy, Welding, Butchering, Housekeeping, Household Services, Call Center Training, Welding, Caregiver, Elderly & Infant Care, Agricultural and Flower Farming, Information Technology, Hotel and Restaurant Management. Graduates of these programs are issued certificates upon completion. He said that they are following the program of TESDA which is the ladderized system so that the students can easily be employed even with only a certificate. Those below 22 years old will be recommended for local employment while those above 22 will be recommended abroad, Orola said. According to Orola, most Overseas Workers pay their placement fees through salary deduction.
Gasataya said that the concept of this program is for those who finish technical courses to have a better opportunity of landing a good and high paying job. He said butchers in Australia earn P150,000 a month. According to him, the Comprehensive Scholarship Program of Mayor Leonardia which is on its third year of implementation has had quite a number of recipients. The plan right now is to add scholars that will focus on skills training and short courses.
Gasataya added that applicants need to secure an endorsement letter from the Mayor and a Barangay Certification of Residency from their respective barangay. Gasataya advised those who were present to take courses of their interest that will help them land a good job. Bacolod City College will also offer short-term TESDA accredited courses.
Ms. Cyril Aplaon, Operations Manager of Dungganon Bank was also present to inform those present that Dungganon gives financial assistance to OFW's with their placement fees so long as they have a Job Order to present.
Dr. Yolanda Porswitzh, TESDA Provincial Director, said that the thrust of TESDA is to offer short-term ladderized courses in the education program that allows scholars to qualify for a job after studying for only 1 or 2 years. After taking the competency test TESDA will issue a National Competency Certificate which is now a requirement of the embassy for employment abroad. There is also, Porschwitz added, a finishing course sponsored by President Gloria M. Arroyo, Star of Asia, CHMSCI and VMA. Porschwitz mentioned that there at the moment is a shortage in household service workers and welders in Canada and that they earn P160.000.00 a month. (CMO/PIA/EAD)

I guess its all for the reason that Bacolod's shopping area still has a lot of prime properties for disposal or development. The area can still be positioned as the city's business district. Anyway, most "old" Fil-Chinese Bacolodnons prefer 'Shopping' for their businesses. Its proximity to the booming east area of Bacolod and the NGC could prove beneficial and viable. Hence, a number of construction activities in the said site and its vicinity.:)

that's true, migs. and i know of a lot of chinese businessmen in the shopping area who have tons of money at their disposal but still prefer to hold their businesses there. they don't care if their building looks dilapidated for as long as their customers continue to patronize them. i think that's the chinese old thought in business.

Reyes: Buffer zone needed
for serious power shortage

Energy Secretary Angelo Reyes said he met with Bacolod Bishop Vicente Navarra last night to explain the need for the Philippine National Oil Co.-Energy Development Corp. to enter the Mt. Kanlaon Natural Park buffer zone to tap more geothermal energy in order to meet a serious power shortage in Negros Occidental.
At a briefing on the power supply situation in Western Visayas before Negros Occidental officials and stakeholders at the Nature’s Village Resort in Talisay City, Reyes said the PNOC-EDCs North Negros Geothermal Power Plant in Bago City, that aims to generate 49 megawatts, is vital to the energy needs of Negros.
The NNGP currently generates only 5 megawatts.
Reyes said he understands the concern of the bishop and environment groups on the need to prevent environmental damage within the buffer zone and assured that measures would be taken to address them.
The protesting environment groups have pointed out that the entry of PNOC-EDC into the bio-diversify rich buffer zone will affect 7,800 trees worth P58,139,965,026, and endanger flora and fauna.
Reyes said he asked to present a program to address their reservations and the bishop gracefully acceded to meet with him again on Monday.
The environment secretary said he will return to Negros with energy and PNOC-EDC officials to present to the bishop and those opposing the buffer zone entry a plan on environmental protection that, hopefully, will resolve the impasse.
It was encouraged by the fact that the bishop was keeping an open mind, Reyes said.
The energy briefing with local officials and stakeholders was set to start at 6 p.m. yesterday but Reyes made Negros officials and stakeholders wait an hour and a half while he met with the bishop.*CPG

Labor rejects P10 wage offer

Representatives of the labor sector in the Regional Tripartite Wages and Productivity Board 6 yesterday turned down the proposal of employers for a P10 increase in the daily minimum wage in Western Visayas.
“It’s just (a) crumb of the bread, a cheap solicitation. Ten pesos is not even enough for a roundtrip fare. They should reconsider it considering the unprecedented increases in the prices of basic commodities,” Wennie Sancho, who represents the workers sector in the wage board, said.
Hernane Braza, another labor representative, said the P10 wage increase, in the form of emergency cost of living allowance, is improper and unjust.
“It’s an insult to the workers. What can they buy with P10? That’s why we petitioned for P50, so we can help the workers cope with the economic difficulties,” he said.
On April 2, the RTWPB 6 received a petition for a P50 across-the-board minimum wage increase from the National Congress of Unions in the Sugar Industry of the Philippines-Trade Union Congress of the Philippines, and on May 2, the Wage Increase Solidarity-Negros also submitted a petition for a P125 daily minimum wage increase.
At the consultation on wage issues held at the Business Inn in Bacolod City yesterday, the Metro Bacolod Chamber of Commerce and Industry and the Bacolod Filipino Chinese Chamber of Commerce and Industry jointly pushed for the granting of not more than P10 ECOLA per day to “help workers cope with the rising cost of essential commodities.”
“We, in the business sector believe that our employees’ needs should be addressed. However, the wage board should not lose sight of the fact that the micro, small, and medium enterprises suffer also from the adverse effects of the increase in prices,” the two business groups said in their position paper signed by Roberto Montelibano, president of MBCCI, and James Chua, president of BFCCCI.
The Confederation of Sugar Producers’ Associations Inc. Negros-Panay Chapter proposed an across-the-board increase of P10 in the daily minimum wage.
Its chairman, Federico Locsin III, said they favor an increase, but not to the extent being sought by the labor sector.
“CONFED believes that granting the petition for a P50 increase in the daily minimum wage would only push us deeper into a vicious cycle that has engulfed us,” the planters’ group said. That is, a wage increase will raise higher the labor component cost and thereby increase production cost. This will, in turn, push the prices of goods and commodities higher that will then provide another petition for another reason for a new petition, they said.
“Unless the situation is averted now and the petition for a P50 wage hike is denied, there could be no end to this cycle,” CONFED Negros-Panay said.
But Braza said that if business is suffering because of price increases, it’s even worse for the workers.
“They rely only on their wages for income, why would they hold back what’s due for the workers?” he said.
Sancho added that labor should not be treated as a commodity and workers should be treated as beneficiaries of economic production and not its mere elements.
Labor Regional Director Aida Estabillo, who also chairs the RTWPB 6, said the wage board is looking into the P50 petition for wage increase filed by the NACUSIP-TUCP.
The petition for P125 wage increase is now with Congress so we don’t have to touch on that, she said.
Estabillo said that, based on their consultations, in the Panay provinces – Aklan, Antique, Capiz, and Iloilo – the management sector was also proposing a minimum wage increase of P10 to P20.
She said that some employers are willing to increase minimum wage but most of them claimed they can grant only non-wage benefits such as housing or COLA.
“As soon as we conduct public hearing, we’ll deliberate and come up with a decision,” Estabillo said.
The public hearing is scheduled on May 22 at the Royal Amrei in Bacolod City, on the RTWPB announcement in a local newspaper said yesterday.*NLG

Group offers dumpsite for free to City

THE Philippine Bio-Sciences Corporation (PhilBio), the Metro Bacolod Chamber of Commerce and Industry Inc. (MBCCI) and Greenpeace are offering the Magsungay dumpsite for free to be used by the Bacolod City Government for the disposal of its garbage.
MBCCI had already sent pertinent papers to the offices of Mayor Evelio Leonardia, Vice Mayor Thaddy Sayson and Councilor Greg Gasataya, who chairs the City Council committee on environment and is the concurrent Clean and Green Task Force head.

The Magsungay dumpsite is now under a laboratory-investment study by PhilBio, which will take 77 days prior to the establishment of a waste-to-energy digester facility. PhilBio said not a single centavo would be charged to the city.
The PhilBio facility does not need several hectares of land for the garbage because it would immediately process them and convert methane into electric energy, it added.
The letter, however, said that part of the pre-investment study of PhilBio is the transport of waste products from various sources, which is the only responsibility it is asking from the city.
MBCCI vice president Jose Maria Zayco said: "Initially, we are asking the city to deliver its waste products coming from the four big markets - Central Market, Burgos, Libertad and Sum-ag. Also, we are asking for the waste product of the Bacolod slaughterhouse."
"The PhilBio technology does not need to be segregated as it has a built-in processing for segregation. The dumpsite at Magsungay will be developed into a closed landfill not this hazardous open dumpsite," Zayco added.
"All requirements of the Department of Environment and Natural Resources (DENR) will be taken cared of. The city simply collects all garbage in the markets and slaughterhouse and dump them in Magsungay," he also said.
Zayco expressed his concern for Bacolod City, saying: "This is the service of the private sector and Greenpeace for the compliance of solid waste management program of the country. In a bigger scale, through all our collaboration, the city will earn carbon credits as stipulated in the Kyoto Protocol, living up to its name as the most livable city

actually, there was a proposal before coming from the Mayor and fil-chi of Bacolod to Resurrect that area as the Chinatown of Bacolod thereby requiring everyone to renovate their buildings and make it look modern and beautiful :) but only a few complied...but now, when you visit shopping, some old houses structures were demolished and i think they will start to build new structures and make shopping as one of the Booming areas in Bacolod.
I hope they will also give emphasis on the roads....:ohno::ohno::ohno:

Former senator setting up Negros waste mgm’t facility

Former Senator John Osmeña yesterday said is setting up an integrated waste management facility in Negros Occidental that will recycle waste and turn biodegradable garbage into fertilizer.
Osmeña said he has yet to decide on the site but he is hoping to tap the waste from Bacolod, Bago, Silay Talisay and Victorias cities and Murcia town.
We will salvage metal, plastics, paper and glass from the waste for recycling, and put earthworms into biodegradable garbage to create vermicast, a much cheaper fertilizer for the sugar industry that could sell at P300 a bag against petroleum-based fertilizer selling at P1,800 a bag, he said.
This will be a zero waste effort with all the garbage turned into something useful, he said.
But I would need the commitment from local governments that they are willing to use my company for their waste disposal, he said, since he will put money into the site for the facility and the dumptrucks.
The Department of Environment and Natural Resources has warned local officials whose areas still maintain open dumpsites, including 12 in Negros Occidental, to close these facilities within six months, or charges will be filed against them.
A list of open dumpsites of the National Solid Waste Management Commission, as of the fourth quarter of 2007, shows that 12 of the 826 listed are in Negros Occidental.
These are located in Brgy. Felisa, Bacolod City; Sitio Pandan, Brgy. Ma-ao, Bago City; Sitio Minubuno, Brgy. Tigbon, Calatrava; Brgy. Mabini, Escalante City; Brgy. Iglau-an, Murcia; Hacienda Coscolluela, Brgy. Poblacion II, Sagay City; Brgy. Poblacion, San Enrique; Brgy. E. Lopez, Silay City; Brgy. Gil Montilla, Sipalay City; Zone III, Brgy. Catabla, Talisay City; and Hacienda San Ramon, Victorias City.
Gov. Isidro Zayco said some of the mayors of the areas that still have open dumpsites asked Presidential Management Staff Secretary Cerge Remonde yesterday for a meeting with Environment Secretary Lito Atienza.
The mayors want an extension of the deadline for the setting up of sanitary landfills because they do not have enough funds to get them ready in six months, he said.
Zayco, when informed of Osmeña’s plan, said it is a welcome development because that is what the mayors need.
Perhaps a meeting between Osmeña and the mayors can be arranged on the matter, the governor said.
Osmeña said he has moved his residence to Negros Occidental and is building a house in Silay City.
Aside from the waste management facility, he is also working on developing the former Mirasol wharf, near the BREDCO port in Bacolod City, that was bought by the Bacolod Terminals and Real Estate, a corporation that he is involved with.
He is also bringing in his cattle from Negros Oriental for fattening in Bacolod and is going into the low-cost housing business, Osmeña said.*CPG

Jail site work winning bids namedBY CARLA GOMEZ
A contractor who allegedly began site development work on a 3-hectare property of the provincial government in Tabunan, Bago, for the new Negros Occidental provincial jail even before the bids for the job were made yesterday did not show up for the bidding at the Provincial Administration Building in Bacolod City.
Engineer June Caberoy, acting secretary of the Provincial Bids and Awards Committee, said RA Construction did not enter any bids for the three items related to the site development that were bidded out yesterday.
Gov. Isidro Zayco had earlier said that if RA Construction joined the bidding and won, he would question it.
Caberoy said the winning bidder that offered the lowest bids for the aggregate sub base materials for the 3-hectare site and the equipment needed was DK Lacson Construction of Talisay.
The two other bidders were Jaime B. Ching Enterprises and Micro Asia Builders Corp.
The winning bidder for the labor component was Stevenson Capadocia of Murcia.

1st DLRC to Open in Bacolod Today
The first Drivers’ License Renewal Center will open today at 3rd floor Robinson’s mall, 2:30 p.m.
This DLRC is part of the “Serbisyo Muna” program of President Gloria Macapagal Arroyo through the Land Transportation Office.
This new DLRC is manned and operated by LTO organic personnel.
Expected to come during the opening are LTO Chief Alberto Suansing, Bacolod City Lone District Cong. Monico Puentevella who chairs the House Committee on Transportation, Mayor Evelio R. Leonardia, Gov. Isidro Zayco and all the provincial Board Members, City Officials, Presidential brother-in-law Negros Occidental 5th District Rep. Ignacio Arroyo and many others.
Ted Lizares and Betina Quimson, the proponents of DLRC in Bacolod said this will improve the services of the LTO because it is located in a mall and one can shop while renewal of their driver’s licenses are processed.

I guess its all for the reason that Bacolod's shopping area still has a lot of prime properties for disposal or development. The area can still be positioned as the city's business district. Anyway, most "old" Fil-Chinese Bacolodnons prefer 'Shopping' for their businesses. Its proximity to the booming east area of Bacolod and the NGC could prove beneficial and viable. Hence, a number of construction activities in the said site and its vicinity.:)
actually, there was a proposal before coming from the Mayor and fil-chi of Bacolod to Resurrect that area as the Chinatown of Bacolod thereby requiring everyone to renovate their buildings and make it look modern and beautiful :) but only a few complied...but now, when you visit shopping, some old houses structures were demolished and i think they will start to build new structures and make shopping as one of the Booming areas in Bacolod.
I hope they will also give emphasis on the roads....:ohno::ohno::ohno:
They should Migs plus the drainage system partly near Kuppa.Shopping area is a good location for condominiums.A mixed residential and commercial area.

Former senator setting up Negros waste mgm’t facility

Former Senator John Osmeña yesterday said is setting up an integrated waste management facility in Negros Occidental that will recycle waste and turn biodegradable garbage into fertilizer.
Osmeña said he has yet to decide on the site but he is hoping to tap the waste from Bacolod, Bago, Silay Talisay and Victorias cities and Murcia town.
We will salvage metal, plastics, paper and glass from the waste for recycling, and put earthworms into biodegradable garbage to create vermicast, a much cheaper fertilizer for the sugar industry that could sell at P300 a bag against petroleum-based fertilizer selling at P1,800 a bag, he said.
This will be a zero waste effort with all the garbage turned into something useful, he said.
But I would need the commitment from local governments that they are willing to use my company for their waste disposal, he said, since he will put money into the site for the facility and the dumptrucks.
The Department of Environment and Natural Resources has warned local officials whose areas still maintain open dumpsites, including 12 in Negros Occidental, to close these facilities within six months, or charges will be filed against them.
A list of open dumpsites of the National Solid Waste Management Commission, as of the fourth quarter of 2007, shows that 12 of the 826 listed are in Negros Occidental.
These are located in Brgy. Felisa, Bacolod City; Sitio Pandan, Brgy. Ma-ao, Bago City; Sitio Minubuno, Brgy. Tigbon, Calatrava; Brgy. Mabini, Escalante City; Brgy. Iglau-an, Murcia; Hacienda Coscolluela, Brgy. Poblacion II, Sagay City; Brgy. Poblacion, San Enrique; Brgy. E. Lopez, Silay City; Brgy. Gil Montilla, Sipalay City; Zone III, Brgy. Catabla, Talisay City; and Hacienda San Ramon, Victorias City.
Gov. Isidro Zayco said some of the mayors of the areas that still have open dumpsites asked Presidential Management Staff Secretary Cerge Remonde yesterday for a meeting with Environment Secretary Lito Atienza.
The mayors want an extension of the deadline for the setting up of sanitary landfills because they do not have enough funds to get them ready in six months, he said.
Zayco, when informed of Osmeña’s plan, said it is a welcome development because that is what the mayors need.
Perhaps a meeting between Osmeña and the mayors can be arranged on the matter, the governor said.
Osmeña said he has moved his residence to Negros Occidental and is building a house in Silay City.
Aside from the waste management facility, he is also working on developing the former Mirasol wharf, near the BREDCO port in Bacolod City, that was bought by the Bacolod Terminals and Real Estate, a corporation that he is involved with.
He is also bringing in his cattle from Negros Oriental for fattening in Bacolod and is going into the low-cost housing business, Osmeña said.*CPG

Bacolod City tourism propects bright for 2008
Bacolod City — Bacolod City’s tourism prospects are bright this year as more tourists arrive here with the city fast turning into the “call center capital” of Western Visayas and was recently adjudged the Most Business-Friendly City in the Philippines.
A report from the Bacolod City Tourism office shows that tourist arrivals hiked by 20 percent registering 303,314 in 2007 compared to 253,262 tourists in 2006. Gross receipts from tourism totaled P985,425M
Koreans topped the list of foreign visitors in the city with 10,308 followed by Americans 8,113, Japanese 5,211, Canadians 2,497, and Germans 2,309.
L’Fisher Hotel garnered the highest number of tourist with 29,162 house guests, Standard Hotel 23,885, Pension Bacolod 33,000, Bacolod Pension Plaza 16,547, and Palmas del Mar 28,461.
New hotels and accommodations have recently opened to welcome tourist growth in the city. These are Planta Hotel in Araneta St. with 82 rooms, and Bacolod Pavillion Hotel with 82 rooms. Dont miss going to Mambukal...visit San Sebastian Cathedral, Goldenfields of course and dine at lacson street...:) visit Silay and dont miss el ideal for some goodies and also Manokan Country. its where you can find original Chicken BBQ, you will surely tell yourself "iba talaga lasa kesa sa mga chicken inasal restos. :)

BCC to Offer B.S. Information Systems
Bacolod City College may offer another course in addition to other courses in their ladderized program of education, which will be started when classes open in June this year.
Acting College Administrator for BCC, Dr. Roger Balo said during a meeting of Department and Office Heads of the City Government held at the Business Inn yesterday, May 8, 2008, that another course, BS Info Systems, may be introduced. This will enable a student to acquire skills in PC operation and receive a certificate after one year. On the 2nd year, the student acquires skills in web design and simple programming. On the 3rd year, the student acquires skills in systems programming. BS Info Systems is a 4-year course, Balo said.
There is an increase of 24.9% in enrolment at BCC. There are about 1,016 incoming freshmen, but the college is faced with a shortage of classrooms, rehabilitation of the Bacolod City Training Center and the need for additional computers and vocational tools.
Balo said that the ladderized program can be implemented in the Bachelor of Science in Industrial Technology where students can be trained in masonry, painting, carpentry, plumbing, AC Technician, civil technology and welding. Students under this program can be issued TESDA Certificates after 2 years.
Balo recalled that BCC graduates performed better than those from other schools in the recent Philippine Licensure Examinations for Teachers.
Meanwhile, on the New Slaughterhouse issue, Balo mentioned that the city incurred losses of Php17 Million from 2005-2007. It would be advisable for the slaughterhouse to start operations to revert these losses into profit.*

Btw, L'Fisher is up for expansion. They will build another 100 rooms making their total room count up to 200 and a function room with a capacity of 2000. The area to be used will be the parking lot at the back of their hotel. :)

Another hotel will expand the rooms of Sugarland Hotel, according to my councilor friend his a chairman of tourism in Bacolod, The city needs at least 3000 rooms by 2010. they will bid for international Organic convention.... hopefully this will materialized their dreams.

In the news earlier, energy officials and LGUs have acknowledged the presence of the said energy crisis happening in Western Visayas (and even Cebu and Central Visayas).
PNOC plans to explore the protected Mount Kanlaon National Park for potential power generated by geothermal sources. But the Bishop of Bacolod and the rest of the diocese said that it would not allow or wouldn't agree with exploration of the said area for constructing a power plant.
Like in Iloilo who's clergymen are opposing with the construction of the coal power plant, in Bacolod they have the same reaction..now with a renewable energy source.
What's your say regarding this situation?

mga obispo na naman. our local govt. should not listen to the church. they do not anything about how much energy our province & our region need. we should explore that area for further power generation. not using the present energy source sometimes is dangerous also, in due time it will create pressure build-up & will result to disaster. otherwise, the church should provide us solution to our energy crisis.

I believe they're not against the geothermal plant, they're just concerned about the encroachment of the plant within the National Park. In 1998-1999 I was one of those who stood up at rallies against the intrusion of PNOC at MKNP. What they are asking is for the protection of the last remaining "unspoiled" forests of Negros home to many endangered and endemic species. if only PNOC and other concerned org's and agencies could agree on a certain "buffer zone" between the park and the plant, then it would not be a problem :banana::banana:

actually whether they like it or not, i think PNOC were already given permit for the exploration of the buffer zone. It was in the track record of PNOC that they havent done anything that can jeopardize the environment. if ever they will do something on a certain area...they make sure that they will replenish it. :)
regarding sa simbahan...basi gusto nila mag sermon someday nga naga singgit kay wala na kuryente or kung gusto nila pamphlets na lang ang ila misa. kay wala na makadto sa simbahan na pwerte ka gin ot kag indi man bation ang sermon nila kag ang choir ga kanta wala music. :) hehehehe

it is one of the goals of Bacolod to have as many hotels as we can because we are hosting several conventions and seminars. Plus the fact the we are becoming as the top call center destination in the region. We need to keep up to the expectations of our foreign and local visitors that we here in Bacolod, we have nice hotels around and yet very clean and affordable. :) lets wait for sugarland and Lfisher to do some facelift. I am sure they wont allow their Hotels to be left behind. :) thanks for Sylvia Manor Hotel for setting up the trend :)

I know the church has the right to preserve and protect our beloved mother earth (i know everybody wants also) but oh come on, im not against the church people but just leave the job to the government and those who have knowledge about this energy crisis of ours.. I know there must be a way for high tech industries and mother nature that will benefit both, take Japan, I've never been to Japan but just seeing there country on TV blossom with fascinating buildings but still having those luscious greens and forest makes them one great example of having nature and industries work together.
Did you notice that almost everyday we have brownouts in the city? and it is not very business friendly for almost every sector of the society. These things will make a bad impression on the city, I know that we are ranked no.1 as the most livable city in the Philippines, but who wants to live here when everyday we experience brownouts... that a hellish environment!
Yes, even me I'm against that coal fired power plant because I know its bad effects, but on our end its said its geothermal, and from what I knew geothermal is way better that coal. So, I hope that in somehow and someway we can resolve this energy problems of ours very soon or else we maybe back in stone age with no power, just using lamps and torches..

well, the meeting ended on a positive note...sec reyes didn't get an answer pointblank but having talked to the bishop for me was good enough. although in my opinion, sec reyes doesn't need to do that because while the church is questioning the encroachment to the buffer zone of the mt kanlaon natural park, the bishop or the church for that matter doesn't have the right to encroach on government program and policies. its tantamount to intervention in governemnt affairs and a violation of the separation of the church and the state clause of the constitution. what i don't understand with church people is that they are in the frontline of rallies against the rising of prices of crude oil and now that the government is looking at alternatives, they still are opposing it. i wonder what they really are up to...
anyway, migo SUV those pictures are really perfect...planta hotel is i think the best hotel in bacolod by far. very classy and elegant, very old world style and its perfect for me...i like how they hid those aircon units which oftentimes become distractive...

just to add migo, boy. geothermal is i think the "friendliest" of all energy sources and based on the pics posted on the other threads, the geothermal plant in leyte is surrounded by trees which to me looks like a well preserved forest. i think these church people should re-consider their stand and give the project a chance. its the best and only option we've got to avert the impending energy crisis or else we'll go back to the "dark" days of the cory regime...

our people actually are citizens of two countries, the Philippines & the Vatican. the thing, is that it is easier for us to rally against the government than to be against the church. it is already in our minds that if we go against the church our eternity will be in danger.
actually, oil crisis is not only in the Philippines, it is felt worldwide because of the increase of the crude oil per barrel. even here in srilanka, petrol per liter costs 140 rupees, that is equal to 70 pesos per liter. & the rice here costs 160 rupees per kilo, that is equal to 80 pesos per kilo. the thing is that srilanka is even poorer than the philippines. i don't why our bishops there are telling the people to rally against the government because of these.
our govt. is trying everything to balance the situation. Firstly, our church's responsiblity is to spread the gospel, but from time to time they can explain also to the people what is happening, but not to be against the govt.

Church, DOE meet on buffer zone reset

The meeting between Energy Secretary Angelo Reyes and Bacolod Bishop Vicente Navarra and other oppositors to the entry of the Philippine National Oil Co. Energy Development Corp. into the Mt. Kanlaon Natural Park buffer zone to tap more geothermal energy has been tentatively reset to May 19.
The meeting had originally been set on May 12 but Reyes has to attend a congressional hearing, Rey Maleza of the Department of Energy said.
The meeting and venue will be finalized on Monday, he said.
Maleza said he has asked Fr. Anecito Buenafe, Diocese of Bacolod Social Action Center director, for a list of the oppositors so that they can be invited to the dialog.
Reyes had asked for the dialog during a meeting with Navarra Wednesday night to allow government to explain the need for PNOC EDC to enter the buffer zone in order to solve the power shortage being faced by Negros.
The bishop and environmental groups are opposed to the buffer zone entry, saying it would destroy the rich biodiversity in the area.
Meanwhile, the Negros Occidental Sanggunian is expected to decide next week whether to concur or not in the request of the Philippine National Oil Co. Energy Development Corp. to enter the Mt. Kanlaon Natural Park buffer zone to tap more geothermal energy, Gov. Isidro Zayco said.
The North Negros Geothermal Power Plant of PNOC in Bago City that has a 49-megawatt capacity is currently only producing 4 megawatts.*CPG

Province to consider hydro power plant in Bago
A 'water everywhere but no light in sight' scenario may finally be over for Negros Occidental with the Provincial Government seriously considering a proposal of setting up a hydroelectric power plant in its thrust to have self-sustaining renewable energy in the province.
Negros Occidental Governor Isidro Zayco said they are seriously studying the proposal of Alto Power Management Corporation to develop a hydro power plant in Bago City.
The power plant will also have a component dam project that would help solve the irrigation problem in Negros.
In its proposal to Zayco, Alto Power seeks permission to conduct a feasibility study for 180 days, asking the governor to have "free and unencumbered access" to the sites as well as to all of the province's available economic, market and technical studies related to the project and total and complete support and cooperation of the province's infrastructure development group.
Zayco said he welcomes the initiative, which is on a build-operate-own (BOO) scheme, "as this will answer our power needs come 2010, the time when Negros Occidental is projected to go through a power crisis if no solution can be found."
He, however, stressed the province will only agree to the proposal if a fair amount of royalty tax for both the province and Bago can be arrived at, and a reasonable power rate could be implemented.
The governor also stressed that Alto Power, in the course of its study, must "recognize, respect and observe due regard and consideration for the welfare, rights and interests of the communities and environment to be affected, ensuring the least or minimal adverse effects upon them."
The Provincial Government also stressed that the company "shall have no right of compensation from the Province to cover any and all costs incurred arising from or in connection with the study." They also asked that outputs from the study should include market, technical, manpower and administrative support as well as the social and environmental impact arising from the hydro power plant.
There have been several proposals for hydro plants in Negros, including one in the Ilog-Hilabangan River in Kabankalan City, but the proximity and physical structure of the Bago River was one of the factors why it was preferred by private investors.(Ma. Ester Espina)

These things will make a bad impression on the city, I know that we are ranked no.1 as the most livable city in the Philippines, but who wants to live here when everyday we experience brownouts... that a hellish environment!
Yes, even me I'm against that coal fired power plant because I know its bad effects, but on our end its said its geothermal, and from what I knew geothermal is way better that coal. So, I hope that in somehow and someway we can resolve this energy problems of ours very soon or else we maybe back in stone age with no power, just using lamps and torches..

BCC to Offer B.S. Information Systems
Bacolod City College may offer another course in addition to other courses in their ladderized program of education, which will be started when classes open in June this year.
Acting College Administrator for BCC, Dr. Roger Balo said during a meeting of Department and Office Heads of the City Government held at the Business Inn yesterday, May 8, 2008, that another course, BS Info Systems, may be introduced. This will enable a student to acquire skills in PC operation and receive a certificate after one year. On the 2nd year, the student acquires skills in web design and simple programming. On the 3rd year, the student acquires skills in systems programming. BS Info Systems is a 4-year course, Balo said.
There is an increase of 24.9% in enrolment at BCC. There are about 1,016 incoming freshmen, but the college is faced with a shortage of classrooms, rehabilitation of the Bacolod City Training Center and the need for additional computers and vocational tools.
Balo said that the ladderized program can be implemented in the Bachelor of Science in Industrial Technology where students can be trained in masonry, painting, carpentry, plumbing, AC Technician, civil technology and welding. Students under this program can be issued TESDA Certificates after 2 years.
Balo recalled that BCC graduates performed better than those from other schools in the recent Philippine Licensure Examinations for Teachers.
Meanwhile, on the New Slaughterhouse issue, Balo mentioned that the city incurred losses of Php17 Million from 2005-2007. It would be advisable for the slaughterhouse to start operations to revert these losses into profit.*

pero you know what, just something to share.. before i have a tita na taga manila asked me if anu na daw na hotel (pointing at the rolling hills memorial), i told her na "ta, that's the hotel you have to stay before going to heaven." hehe... she never thought that it was a funeral bldg. because of the christmas lights thats surrounds the bldg.

Ceneco to solve airport
low voltage by Saturday

Central Negros Electric Cooperative president Roberto Montelibano said he is working on resolving hopefully by Saturday evening the low voltage problem at the New Bacolod-Silay Airport that is also affecting part of Talisay and Silay.
The voltage problem has affected security equipment at the airport.
The airport is having a power shortage problem because its power is coming through a TransCo line from Manapla, Montelibano said. This is because a landowner of a portion of the TransCo line path from Bacolod to the airport has objected to repairs in his area because the firm has not resolved his claims on past accounts for its use of his property, he also said.
“But I have held discussions with the landowner and he will allow CENECO with TransCo access to do repairs on the line through his property to allow us to energize power through it to the new airport,” Montelibano said.
We will work on it on Saturday simultaneously with a scheduled TransCo brownout so only one interruption to power will take place, he said.
Ceneco has also installed three automatic voltage regulators worth P2.5 million that are on loan by the coop to the airport, Montelibano also said.*CPG

President Gloria Macapagal Arroyo is expected to arrive next week for the closing of a Security and Development Council meet in Bacolod City on May 21 and 22, Gov. Isidro Zayco said yesterday.
Participants from Western Visayas will give their inputs on security and development needs of the summit, he said.
“Among the concerns we will raise from Negros will be our power shortage and improvement of our nautical highway,” he said.
“There are so many things that will have to be addressed,” he said.
“An output of the meet will be submitted to the President at the closing rites on May 22 if she comes,” he said.

A NATIONLINK Automated Teller Machine (ATM) would be installed inside the town of Murcia's public market on May 23.
Nationlink chief executive officer Jess de la Cruz said the presence of the Nationlink ATM in servicing a municipality of Negros Occidental is a 'milestone,' adding the ATM would operate as a 'mini e-bank' for Murcia.
NationLink has been in the wireless or Internet business worldwide, bringing modern sophisticated big banking systems and facilities to small and mid-sized banks and financial institutions.
Murcia Mayor Esteban 'Sonny' Coscolluela said the town's businessmen, gamefowl breeders, sugar planters and farmers, families of overseas Filipino workers (OFWs) and most especially old pensioners would definitely benefit from this service.
Coscolluela cited as an example an old pensioner who has to rent a tricycle and an escort just to get his or her hard-earned pension in Bacolod. "With an ATM machine, think of the savings a pensioner will earn because proceeds will be accessed in a matter of push buttons."
This would be the same for parents of OFWs, who the mayor said, are confused transacting business with big banks in Bacolod.
"At least here, the appropriate municipal office can guide them using the NationLink ATM in many of their problems, thus saving them money than going to Bacolod spending unnecessarily with no results at all," Coscoluella said.
The same situation is experienced by business stakeholders, who at numerous times need thousands or millions of pesos to transact business in Murcia.
With a 'mini e-bank' at hand, the savings these business stakeholders would get will further circulate and perk up the Murcia economy.
Other than the direct benefits the stakeholders would get, Coscolluela said the (eventual) success of the ATM would also send a signal to the commercial banking community to also set up branches in Murcia.
The mayor is hoping to invite commercial banking investments in Murcia as he estimated that the volume of money transaction is now sufficient to deserve the put up of one or more commercial bank branches.(Gil Alfredo Severino)
