Environment photo contest on
Negros Occ. (13 May) -- The Provincial Government of Negros Occ. thru the Provincial Environment and Management Office (PEMO) announces the launching of the Environment Photo Contest.

The contest is in line with the celebration of the Provincial Environment Week on June 23-27 with the theme " Conserve Water, Every Drop Counts!"

It is open to individuals, amateur and professional artist of the province. It has three categories 1) The Waters of Negros Occ.- fresh water, rivers, streams lakes, waterfalls etc. 2) Terrestrial forest of Negros-upland forest 3) The Coastal forest-mangroves and corals. Each participant should submit three entries, one for each category.

Registration will start June 2 - 6, and the deadline of submission of entrees is on or before June 16 at PEMO. Photo entrees should be at 8 ½ X 12" in size mounted on a black illustration board.

Announcement of winners will be on June 27, during the closing ceremonies of the Provincial Environment week. First prize winner will get P3, 000: second prize P2, 000 and third prize P1, 000. All entrees will be on exhibit at the SM City Bacolod from June 23 to June 27.

Now on its 16th year of celebration, the environment week is an advocacy program of Gov. Isidro Zayco for the protection and conservation of Negros environment.

that's great...it seems that hotels in bacolod are outdoing each other...i think its about time luxur place (formerly the bacolod convention plaza hotel) to repackage itself...i remember before that concerts by foreign artists were held there, patti austin, quincy jones, america and a lot more...

yea theres a lot of international artist perfomed in convention plaza.... i think is tom jones.... I cant remember.

so far amigo 10 new hotel will open in Bacolod this year.... MO2, pavillion, resortel and la planta. 2 still underconstruction.

German execs hold
study tour in Neg. Occ.

A group of German government officials held a study tour on organic aquaculture and coastal resource management in two areas in southern Negros last week.

The group led by District Chief Executive Ralf Luther of Schmalkalden-Meiningen of Free State of Thuringia visited the milkfish grow-out production farm of Francisco Britanico in Nabulao, Sipalay City.

They witnessed the milkfish stocking before heading for Danjugan Island in Cauayan to look into approaches on coastal resource and marine protected area management.

The group was joined by Uwe Scholz, advisor of the German Technical Cooperation Environment and Rural Development Program, and Kai-J. Kühlmann and Stefan Grönewold of the German Development Service.*NLG

Top Convergys official to
visit Manila centers

A top official of Convergys Corp., which recently opened its ninth call center in the Philippines in Bacolod City, is scheduled to visit Manila shortly to look into the company’s local operations, a press release from Convergys said.

Andrea Ayers, new president of Customer Management, will attend strategic planning sessions with local executives and visit six of the company’s Metro Manila sites.

She will be welcoming at Convergys One, the company’s Philippine headquarters, by Marife Zamora, Convergys vice president and country manager.

Ayers has been with Convergys for more than 18 years and recently as a Business Unit president, she has led new business development efforts for Convergys in the Government, Healthcare, Retail, and Financial Services markets. She also currently heads the company’s new Relationship Technology Management line of business.

Convergys, whose headquarters is based in Cincinnati, Ohio, has 13,000 employees in Manila, Cebu, and Bacolod, making it one of the largest multi-client contact center operations in the Philippines.

It is two-time recipient of the Philippine Economic Zone Authority’s Outstanding Employer award and has also won Exporter of the Year award in the Large Enterprise category and the Philippine Quill Award for employee communications, the press release added.*

Harvest fest to cap
SM farmers training
A Harvest Festival will be held June 1 at SM City Bacolod to cap the Kabalikat Sa Kabuhayan Farmers Training Program Part II of SM Foundation Inc.

The farmer-trainees, coming from various towns and cities in Negros Occidental, will be recognized during graduation rites at the mall for completing the 100-day training sessions to improve their farming practices.

Their harvested produce from the Negros Economic Development Foundation Techno Farm in Brgy. Handumanan, Bacolod City will be showcased during the Harvest Festival.

The training sessions were conducted by the SM Foundation and NEDF with Harbest Agribusiness Corp. and the Department of Agriculture.

Topics discussed were site selection, land preparation, seed handling and seedling culture, crop management, fertilization, irrigation, pest and disease control, fruit selection, harvesting, post-harvest handling and marketing.

Harbest Agritech agricultural technicians handled the weekly hands-on training on high-value, off-season, vegetable and fruit production at the NEDF Techno Farm.

The farmers were trained on improved and doable agricultural technology on commercial vegetable farming adapted from Taiwan. Since 1998, Harbest Agritech has been conducting the training program which has evolved into an SM Supermalls mall-wide project replicated by SM Pampanga and SM Lucena. Trainings will soon be organized in SM Baguio and SM Davao.*NLG

RDSPI to hold convention on food sufficiency

BACOLOD City – The Rural Developers Society of the Philippines (RDSPI) will hold its 7th Scientific Seminar and National Convention 2008 at the La Granja Agricultural Research and Development Center (LGADRC), Sugar Regulatory Commission (SRA), La Granja, La Carlota City on May 21-23.

To help address the food sufficiency problem, RSDPI adopted the theme “Enhancement of Farmers Productivity Through Partnership.”

RDSPI aims to establish non-existing linkages and strengthen existing linkages among national government agencies, local government units, non government organizations, the academe and the private sector.

Technical and policy papers on most recent researches and technologies in agriculture, fisheries and the overall Philippine rural development initiative will be presented.

Developments, according to RDSPI convention chairman Dr. Federico Buenafe, will further facilitate dissemination of information towards improving farm productivity.
Agriculture Secretary Arthur Yap will be the leading guest speaker.

The convention is very timely as the country now is in the crisis of an inadequate supply of rice and is facing a looming food shortage, RDSPI adviser Dr. Elvira Delgado said.

“The food shortage if cannot be solve by correct approaches can cause setbacks on the daily life of the Filipino and on the national economy, which should be globally competitive by now,” Delgado added.

RDSPI is an organization of teachers, entrepreneurs, researchers, social scientists, farmers and development-oriented citizens who aspire for a rapidly advanced agricultural and fishery methodologies for highly qualitative and quantitative production for holistic development

Guv hopes Arroyo can attend security, development summit

GOVERNOR Isidro Zayco is hopeful that President Gloria Macapagal-Arroyo would come to Bacolod City for a two-day Security and Development Summit at Planta Hotel from May 21 to 22.

"Although, there's no assurance yet that the President is coming, I am hopeful that she will come so all position papers regarding security and developments in Western Visayas will be submitted to her," Zayco said.

The office of National Security Adviser Norberto Gonzales is organizing the two-day summit.

Zayco expects that issues on power shortage, nautical highway and roll-on/roll-off projects, among others, would be tackled during the summit so President Arroyo would be informed on the real scores on these developments.

As to the peace and order and security in the region, Zayco said: "It might be that Secretary Gonzales will have to get inputs from our police and military personnel in the region."

On the issue of frequent power fluctuations in Silay City that already damaged four X-ray machines at the new Bacolod-Silay airport, Zayco said: "I hope the National Transmission Corporation (TransCo) will solve its land dispute with the private landowner there in Silay as soon as possible."

The governor also said that as far as he is concerned, the government has the right to demand the purchase of any private lot that would be utilized for the construction of transmission towers.

"I believe that TransCo is competent enough to settle this matter through a better compromise with the private landowner so as to stabilize power in Silay soon," Zayco ended. (Erwin Ambo Delilan)

i think its going to be somewhere south of Bacolod or in Bredco :) Bacolod skyline will soon change. We are being noticed already...we can be seen in commercials and Tv programs. Lets expect Big for our City...I can't wait for Bacolod to be one of the top Cities in Asia in 2015. :) hehehehehehe

Ceneco repairs 'backbone line'

THE Central Negros Electric Cooperative Inc. (Ceneco) can now assure consumers of stable and continuous supply of power.

This after Eduardo Alunan signed, in behalf of his family, the conformity paper to allow the repairs of two backbone line towers occupying five hectares of their property in La Herencia subdivision in Barangay Bata, Bacolod City.

La Herencia subdivision is owned by the Alunan family.

Eduardo Alunan signed the conformity after legal counsel Alfredo Soto wrote his legal opinion freeing the family from any legal complications that may be incurred along the way.

This Ceneco 'backbone line' is a 69-kilovolt-transmission infrastructure which, if repaired, would correct the electricity path presently diverted all the way to Cadiz City and back towards the Ceneco coverage areas starting with Silay City.

As reported earlier, the Cadiz City diversion caused voltage drop resulting in frequent fluctuations that already damaged equipment most especially the x-ray machines in the new Bacolod-Silay Airport.

Making use of the eight-hour brownout this Sunday, Ceneco engineers with the help of National Transmission Corp. (TransCo) engineers will repair said backbone transmission infrastructure so that electricity could go straight to Talisay and Silay from the Bacolod sources.

Ceneco president Roberto Montelibano thanked the kindheartedness of Alunan and his family for allowing them to begin the repair this Sunday.

Montelibano said Silay Mayor Jose 'Oti' Montelibano would also be spared from questions which do not belong to his jurisdiction.

The Ceneco head explained that the mayor has nothing to do or has the responsibility of settling matters which solely belongs to Ceneco.

He reiterated that with Alunan's conformity, electricity fluctuations can already be well managed. "It is time to go back to the real problem and that is to shop for sources of power." (Gil Alfredo Severino)

Harvest festival to cap farmers training

THE Kabalikat sa Kabuhayan farmers training program part II of SM Foundation Inc. will cap with a Harvest Festival on June 1 from 10 a.m.-9 p.m. at the Northwing Event Centre of SM City Bacolod.

The graduation rites at the mall will also be held to recognize their efforts, hardwork and determination to learn and improve their farming practices. Harvested produce from the NEDF techno farm will be showcased at the Event Centre.

Joining forces to empower Negros farmers to uplift their lives with doable agri-technology, SM Foundation, Harbest Agribusiness Corporation, Negros Economic Development Foundation (NEDF), and the Department of Agriculture once again conducted the 100-day training sessions participated by local farmers.

The farmers came from the different cities and municipalities of Negros Occidental province.

With Harbest Agritech agricultural technicians handling the weekly training, all of them diligently completed the hands-on training on high-value, off-season, vegetable and fruit production at the NEDF Techno Farm in barangay Handumanan, Bacolod City.

The hands-on training of farmers on improved and doable agricultural technology adapted from Taiwan was the method used to educate farmers on commercial vegetable farming.

PhilRice opens rice library
in Bago City cyber village

A rice library for farmers in Brgy. Dulao, Bago City was launched Monday under the Cyber Village Project of the Philippine Rice Research Institute and the International Rice Research Institute.

The recipient, the Lopues Farmers and Laborers Association of Barangay Dulao, was given a computer with accessories, books and compact discs on rice production.

Dulao is the pilot site in the Visayas for the Cyber Village Project for being a center of rice-producing areas, more accessible to farmers and irrigation associations and has potential for organic production.

Dr. Ceasar Joventino Tado, program director of the Open Academy for Philippine Agriculture, said PhilRice came up with the Rice Library so questions on rice production will be answered with just a click of the mouse.

PhilRice gives emphasis on the use of the Rice Knowledge Bank which are easy to read and understand, and could also be used by extension workers, he said.

IRRI Program Coordinator Julian Lapitan said rice farmers do not need to go to UP Los Baños or other libraries to seek solutions to improve their rice productivity level because these can already be found in their Cyber Village.

These materials supplement the important role of extension workers, he said.

Other officials at the turnover rites were PhilRice-Negros OIC-Manager Edgar Libetario, Provincial Agriculturist Igmedio Tabianan, Bago City Agriculturist Emiliano Baylon, Amor Villanueva of Alter Trade Foundation Inc., and LOFALAS chairman Sergio Quivis.*NLG

remember the rice shortage issue, migo jay? that was a wake-up call for our local leaders to introduce programs on how to enhance rice production. we can not afford to have another rice crisis in the province.:)

What Planta Hotel lacks is the facade outside is very unfinished.... since mediterranean ang gina go after nila, they should have added more vine plants, some statue, a huge urn with growing flowers in it. a fountain would have made that hotel very grand like European.... nice paint ang lighting though except for the pavement in front of the hotel which looks very pension like....:ohno:

There has been this man who has been eating breakfast at our hotel everyday for a while now and staying 'till very late while using his laptop Today he even brought a phone along with him(yes, he made our hotel into an office :lol:). One of our waiters introduced him to my dad this afternoon and they had a little chat.

Apparently, he's an IT specialist who stayed in the U.S. for 10 years and came back here to Bacolod and got married. He is currently partnering with attorney John Orola and is putting up a call center with a training school. They rented the whole Montoya building across Casa Orola along Rizal Street. The name of their call center is First Call Resources and is already partially opened. They will start interviewing around next week. :banana::banana::banana:

There has been this man who has been eating breakfast at our hotel everyday for a while now and staying 'till very late while using his laptop Today he even brought a phone along with him(yes, he made our hotel into an office :lol:). One of our waiters introduced him to my dad this afternoon and they had a little chat.

Good eve, Bacolod :) here's another piece of good news for our city..

There has been this man who has been eating breakfast at our hotel everyday for a while now and staying 'till very late while using his laptop Today he even brought a phone along with him(yes, he made our hotel into an office :lol:). One of our waiters introduced him to my dad this afternoon and they had a little chat.

Apparently, he's an IT specialist who stayed in the U.S. for 10 years and came back here to Bacolod and got married. He is currently partnering with attorney John Orola and is putting up a call center with a training school. They rented the whole Montoya building across Casa Orola along Rizal Street. The name of their call center is First Call Resources and is already partially opened. They will start interviewing around next week. :banana::banana::banana:

remember the rice shortage issue, migo jay? that was a wake-up call for our local leaders to introduce programs on how to enhance rice production. we can not afford to have another rice crisis in the province.:)

Having a rice research center in Bago City will help the province in attaining its goal of being sufficient in rice.

What Planta Hotel lacks is the facade outside is very unfinished.... since mediterranean ang gina go after nila, they should have added more vine plants, some statue, a huge urn with growing flowers in it. a fountain would have made that hotel very grand like European.... nice paint ang lighting though except for the pavement in front of the hotel which looks very pension like....:ohno:

You have a point though.Somehow a bricks along the driveway could make it even look better and more palm trees in car park area.I think it was rushed to accomodate the guest from the recent PAL Golf Tournament.I like thier big windows in each rooms.

Negros workshop on jewelry business set

An intensive workshop on jewelry entrepreneurship will be held at the Negros Museum in cooperation with the National Commission for Culture and the Arts on May 25 to 29, a press release from organizers said.

The workshop, in line with Negros Museum Artist Development and Sustainability Program, will be conducted by Fra Paolo Maria Diosdado Granados y Casurao, artistic director of the Atelier San Gabriel based in Samar, as part of his ongoing work for his congregation's Cultural Mission and Development Initiatives.

It will cover conceptualization, design principles, creation of high quality jewelry accessories and will feature two exhibit openings during the week, Atelier San Gabriel’s Exhibit, including Fray Paolo’s art pieces, and an Exhibit for Sale of the workshop output, the press release said.

Negros Museum said the workshop is dedicated to women in transition and crisis by providing them with means of livelihood and support through Jewelry Entrepreneurship.

Local Peace and Security Assembly Slated to be Convened in Bacolod City

Representatives of the national government, spearheaded by National Security Adviser Norberto B. Gon-zales, are set to meet with local leaders from various sectors of Region VI to strengthen local initiatives and mechanisms at promoting peace and security in their localities, as part of a continuing consultation drive in the various regions of the country dubbed as “Local Peace and Security Assemblies” (LPSA).

The LPSA for Region VI aims to bring together the major stakeholders of the region to agree on solutions to peace and security problems through an action agenda that they themselves would formulate and implement, taking into consideration the unique features of the locality. It hopes to present this action agenda to the President at the close of the Assembly. The assembly for Region VI is scheduled to be held on May 21-22 at the Planta Centro Bacolod Hotel in Bacolod City.

Some two hundred participants consisting of concerned members of the Cabinet; local government officials, including governors and city mayors; AFP and PNP commanders; as well as recognized leaders of civil society, business groups, religious institutions, and the academe, are expected to take part in this LPSA.

The LPSA is being undertaken by the national government in response to the clamors of LGUs and stakeholders for support to their various conflict-resolution and peace building initiatives. LPSAs had been conducted for Region 7 (in Tagbilaran City), CARAGA (Butuan City), Region 8 (Tacloban City), CALABARZON (San Pablo City), Region 5 (Masbate City), Region 11 (Tagum City), and CAR (Bangued, Abra).*

i think its going to be somewhere south of Bacolod or in Bredco :) Bacolod skyline will soon change. We are being noticed already...we can be seen in commercials and Tv programs. Lets expect Big for our City...I can't wait for Bacolod to be one of the top Cities in Asia in 2015. :) hehehehehehe

Dear Mr. Lo,

I am writing you regarding the letter of your reader, Cathy Hagad.

Yes, Eduardo Sicangco, a Filipino we should be proud of, was the concept illustrator for Forbidden Kingdom, the first team-up of Jackie Chan and Jet Li. All these years, Eduardo has been quietly working off and on Broadway doing fantastic work as a scenographer, i.e., doing over-all designs for costumes and sets.

His illustrations in themselves are coveted pieces and are put up for auction almost annually at the Aids Foundation in New York. His work in the theater spans operas, ballets, reviews and even the Barnum and Bailey Circus! Some of his works are included in the book Costume Design: Techniques of Modern Masters by Lynn Pecktal. The designers represented are Broadway biggies like Theoni Aldredge, Bob Mackie (famous for doing Cher’s outfits), Santo Loquasto and others. (I found a copy in Fully Booked).

His body of work is massive and so impressive that Ayala Museum is going to be exhibit his works from Oct. to Jan. 2009 for the very first time. (I am working with the museum as guest curator for this exhibit).

Eduardo, whom we know as Toto, is the brother of Cecile Sicangco-Ibarrola, former principal dancer of Ballet Philippines and for whom he designed Romeo and Juliet in the mid ’90s. It is, to date, the only production he has worked on in the Philippines. He is also the nephew of singer Eugene Villaluz. He was the student and protégé of National Artist for Theater, Salvador Bernal.

I have attached a copy of Eduardo’s sketch for the Monkey King (played by Jet Li) in Forbidden Kingdom.

ha ha... this isn't planta hotel. i found this in the web, quite similar, no? this is the one you wanted planta to be...those brick pavements, palm trees and the fountain would certainly make planta hotel more like those ones we see in southern italy...meditteranean architectural design..

New PUJ route to gov’t center sought

Ten existing jeepney routes in Bacolod City are seeking for another one to the new government center, Bacolod Councilor Wilson Gamboa Jr., chairman of the Committee on Transportation and Traffic, yesterday said.

At a public hearing conducted at City Hall yesterday, the routes were identified as those of Homesite, Villamonte, Fortune Towne, San Dionisio, Sta. Fe, Doña Juliana, Mansilingan, JJ Gonzaga, Granada and Alangilan, Gamboa said.

He also said he proposed that the operators and drivers make an accounting of the public utility vehicles in their routes, whether legitimate operators or strikers, so they will know how many jeepneys will be allowed to service the government center route.

This takes into account the projection that there are 5,000-8,000 employees to be served and visitors who will visit the new City Center, he said.

He also asked the group to discuss this with PUJ drivers and operators whose routes will be affected, he said.

The drivers agreed yesterday that there is no need to amend their franchises and that those who want to service the area only have to indicate in their vehicles a “via government center” sign, Gamboa said.

He said the new government center may be opened by the third quarter of this year, and that he was informed that the Mayors’ League will hold its convention in Bacolod in July.

Applicants for the new routes will have to submit a request to the city to be approved by the LTFRB, Gamboa said.

The public hearing yesterday was attended by Arturo Gepes of the Land Transportation Franchising and Regulatory Board, Traffic Division head Senior Insp. Levy Pangue and the assemblers, drivers and operators applying for the government center route.

Pangue reminded the operators to submit their proposed route for study so a survey could be conducted to see if these will not pose any problems.

Meanwhile, Councilor Al Victor Espino said the city has paid about 51 percent of the progress billing of Hilmarc’s Construction Corp. for the government center, or about P193-195 million.

He said the construction of the project is now about 90 percent complete and the mayor has created a committee headed by Vice Mayor Jude Thaddeus Sayson to study and make recommendations on the requests of several national government agencies to construct their own offices at the site, office furniture and fixtures to be used, and the landscaping of the frontage and surrounding areas of the government center.

Sayson issued a memorandum Tuesday, in anticipation of the transfer to the new government center, directing all department and office heads to submit before May 19 the list of the number of tables, chairs and benches to be needed in their office including special equipments or furniture and fixtures necessary to carry out public services.*CGS

‘Shrimp industry hurting, needs boost from gov’t’

The increase in fuel prices and the stronger peso is hurting the Philippine shrimp industry, which urgently needs government help to boost its export market, Roberto Gatuslao, president of PhilShrimp Inc., said yesterday.

Gatuslao said the increase in fuel and power prices has caused the industry’s production costs to increase by 15 percent, and its export earnings have dropped with the strengthening of the peso.

The shrimp industry earned an estimated $34 million last year with the export of about 40 percent of its production, but this could be further increased, he said.

We are an industry that is here to survive, Gatuslao said, in stressing their efforts at production innovation that will be tackled at the 6th Philippine Shrimp Congress at the Bacolod Pavillon Resort in Bacolod City from May 28 to 30.

About 700 delegates from the Philippines and abroad are expected at the congress, Philip Cruz, convention chairman, said.

The conference to be attended by Agriculture Secretary Arthur Yap and Senator Edgardo Angara, Senate Committee on Agriculture, chairman, will tackle global, regional and national perspectives on shrimp farming and markets, biosecurity and nutrition and provide industry updates.

Lecturers will include national and international experts on the industry, Cruz said.

In the 1980s, the Philippines was the number two producer of shrimp after Taiwan, and now, maybe it is in sixth or seventh place already, Gatuslao said.

Thailand that was nothing before in terms of shrimp production is now number one, followed by China, with Vietnam a strong third, he said.

The Philippines has fallen behind because it has not developed its export market, he said.

“We are very weak in market access and the promotion of our products,” he said.

The Philippines also does not have a processing plant for value adding of its shrimp products for export, he said.

The eating habits of people in importing countries have changed, they prefer food that they can take from the refrigerator and stick into a microwave to eat after five minutes, he said.

Importing countries like Japan, Korea, the United States and in Europe buy valued added products, or finished products that are semi cooked or cooked, Gatuslao said.

“We need industrial facilities to boost the value of our shrimp products for export,” he said.

“We need to convince the government that it should help the industry because shrimp exports could earn the country a lot of more,” Gatuslao said.

The industry earned about $34 million last year but with value adding facilities we could double or triple that in a very short span of time, he said.

The country currently produces about 24,000 metric tons of prawns and 30,000 MT of shrimps, he said.

In the late 1980s the Philippines was already producing about 100,000 tons of prawns alone, he pointed out.

The Philippine shrimp industry’s main markets today are Japan and Korea, it has not even shipped to European countries yet because of the lack of value adding processing plants, Gatuslao said.

“We badly need this infrastructure for exporting to be able to let the industry grow beyond the domestic market,” Cruz said.

Maria Abigail Apostol Albaladejo, national coordinator of the Shrimp Health Management Program of the Bureau of Fisheries and Aquatic Resources, said they work at preventing the spread of any shrimp diseases and ensure the stocking of healthy shrimps in the country

The Negros Prawn Producers Marketing Cooperative Inc. also has its own laboratory accredited by the Department of Environment and Natural Resources, and headed by Roselyn Usero.

The laboratory conducts analysis of samples from various parts of the country for prawns, shrimps, agriculture, potable water, lime quality, feeds, Usero said.*CPG

I notice they increased the flight to Bacolod..... we need more hotels, tourist arrivals both local and international was dramatically increase......President arroyo will visit this month to inspect the project.... of Kabankalan domestic airport and Tourism industry in Sipalay.... the Boracay of negros.....

According to my friend in Tourism office, asian spirit will soon start their service to Silay airport using A320 aircraft. he said his not sure if its is international or just local.

According to my amigo's from Hino-baan and Sipalay, to may europeans and american in the their town, they never seen this before, daw sa abroad land sya kuno...... and to many new resort under construction.... hopefully they will preserve the natural beauty.

this is the just within the goldenfields commercial complex beside the casino filipino hotel...goldenfields as you must know is an entertainment complex near the old bacolod airport. it is considered as the nightlife of bacolod where bars, hotels, restaurants and the casino are located. this addition will somehow change it into a wholesome entertainment complex where the whole family can enjoy even during daytime especially during summer.

i've read it here that its proposed location is at the ground floor of sanparq building where convergys is located but looking at the building it looks like the whole building is exclusively for convergys only. might be they will build a stand alone building beside sanparq for starbucks...looks fine with me...

It might be that area beside SanParq that is eyed to sport a new building. I find the design refreshing like Starbucks Ayala or Krispy Kreme Ayala. A stand-alone Starbucks Bacolod will be another landmark to the city. My friends from Manila were amazed that there are a lot of stand-alone branches of international fast food chains and even local ones. What impressed them was Mc Donalds Lacson as one of the most trendy Mc Do's he went through and Mister Donut Lacson, where they said "the first Mister Donut stand-alone store" they have seen.^^:banana::banana::banana:

‘Shrimp industry hurting, needs boost from gov’t’

The increase in fuel prices and the stronger peso is hurting the Philippine shrimp industry, which urgently needs government help to boost its export market, Roberto Gatuslao, president of PhilShrimp Inc., said yesterday.

Gatuslao said the increase in fuel and power prices has caused the industry’s production costs to increase by 15 percent, and its export earnings have dropped with the strengthening of the peso.

The shrimp industry earned an estimated $34 million last year with the export of about 40 percent of its production, but this could be further increased, he said.

We are an industry that is here to survive, Gatuslao said, in stressing their efforts at production innovation that will be tackled at the 6th Philippine Shrimp Congress at the Bacolod Pavillon Resort in Bacolod City from May 28 to 30.

About 700 delegates from the Philippines and abroad are expected at the congress, Philip Cruz, convention chairman, said.


Another busy month for may, to many convention... good news indeed...on July Bacolod will showcase the new governemnt center to all the mayors in the Philippines.

So that means Mandalagan (Lacson) area is the newest growth area of Bacolod in the North. Wow. :banana:I hope those proposed roads from San Juan-Lacson through San Mateo Village and out at the Robinson's Place North wing area, and La Salle Ave(Eroreco)-Lacson crossing Catmon Creek (of Mandalagan River) at CARVIC (in front of Robinson's Place) would push through. :cheers:I hope, also,it would be planned well too, especially the drainage because swamps around Mandalagan which served as catch basin for floods. Remember A.Chan Bldg, Robinson's Place, 722 Metropolis Condos, SanParq Square and Lopue's Mandalagan are filled areas from swamps.^^^^

Newest Philippine festival unfolds in Imus

MANILA, May 18 (PNA) -- The newest Philippine festival with a historical twist will unfold in Cavite, the country's seat of independence.

In time for the coming Independence Day, the town of Imus in Cavite, will commemorate on May 24 the victory of the Battle of Alapan that paved way to the first Philippine Republic when the Philippine Flag was first unfurled on May 28, 1898.

Imus, dubbed as the country's flag capital, will celebrate the first Wagayway Festival on May 24-28 as a commencement of Kalayaan 2008.

The festival's name "Wagayway" is a Filipino term that means wave, display or unfurl something that is folded such as a flag or banner.

Wagayway Festival hopes to recognize National Flag Day and Imus as a new tourist destination with the same caliber as Cebu's Sinulog Festival, Bacolod's Masskara Festival and the like.

Contrary to public beliefs, it was after the victory of the Battle of Alapan when then President Emilio Aguinaldo first waved the flag made by Marcela Agoncilio.

Aguinaldo again unfurled the same flag in nearby town of Kawit on June 12 of the same year along with the declaration of Philippine independence.

Imus Mayor Emmanuel Maliksi will head the country's newest festival that will establish the town's identity as a historical place.

"This festival will push Filipinos to be more patriotic to our flag and unlike other festivals which are religious in nature, this is a festival with historical and nationalistic theme," he said.

The event will also highlight the bravery and patriotism of the revolutionaries against the Spanish forces.

"Unlike other festivals which are religious in nature, this is a festival with historical and nationalistic theme. It will be celebrated highlighting the bravery and patriotism of the revolutionaries who won the Battle of Alapan despite tremendous odds," Maliksi said.(PNA)

6th Philippine Shrimp Congress slated in Bacolod City

MANILA, May 18 (PNA) - The 6th Philippine Shrimp Congress is scheduled to be held in Bacolod City on May 28-30, 2008 at the newly renovated Bacolod Pavilion Resort Hotel.

The Congress is organized by the Bureau of Fisheries and aqutic Resources and Philippine shrimp Industry Inc. (PHILSHRIMP), in coordination with Board of Investments (BOI), Southeast Asian Fisheries Development Center-Aquaculture Department (SEAFDEC-AQD), and Department of Science and Technology (DOST).

This year’s shrimp congress will focus on technologies and issues on cost-efficiency, biosecurity, and the development of new markets, both for the black tiger and the white shrimp, with the theme "Production Innovations and Market Access."

In all, over 25 foreign and local resource persons covering various fields of interest will be participating in the said event.

Slated to be the most important gathering of the Philippine shrimp industry in 2008, the three-day congress and simultaneous trade exhibit is expected to draw no less than 700 industry leaders and practitioners engaged in grow-out farming, hatchery operations, feed milling, processing/exporting, and input supplies.

Also in attendance are representatives from the government, academe, and research sectors.

The growing popularity of white shrimp (Penaeus vannamei) farming in the Philippines is expected to dominate the discussions as the culture of this species is anticipated to fuel the expansion of the industry, after years of stagnation due to diseases with the black tiger.

The 6th Philippine Shrimp Congress kicks off in the afternoon of May 28 with the opening of the exhibit and the pre-conference seminars on domestic marketing and shrimp hatchery operations. The congress formally opens at 5 pm , followed by dinner, welcome activities, and fellowship.

Gracing the opening ceremonies are Sen. Eduardo Angara, Chair of the Senate Committee in Agriculture, and Department of Agriculture Secretary Arthur Yap and Director Malcolm I. Sarmiento, Jr. of the Bureau of Fisheries and Aquatic Resources (BFAR).

Technical sessions starts on May 29 with regional reports and country presentations from Thailand, Vietnam, India, and Ecuador. Afternoon sessions will cover discussions on the domestic market and advances in grow-out technology.

The last day of the event, May 30 will focus on biosecurity and nutrition, Philippine shrimp industry updates, and the business meeting of PhilShrimp.

While the event was originally conceived for farmers, the biannual national gathering have become an important event for companies engaged in aquaculture to touch base with the burgeoning local industry to promote technology, products and services. The event is open to industry participation through selected technical presentations, trade exhibits, and corporate sponsorships.

this is the just within the goldenfields commercial complex beside the casino filipino hotel...goldenfields as you must know is an entertainment complex near the old bacolod airport. it is considered as the nightlife of bacolod where bars, hotels, restaurants and the casino are located. this addition will somehow change it into a wholesome entertainment complex where the whole family can enjoy even during daytime especially during summer.

Peace, security meeting in Bacolod

REPRESENTATIVES from the National Government, spearheaded by National Security Adviser Norberto Gonzales, are set to meet with local leaders from various sectors of Region 6 to strengthen local initiatives and mechanisms in promoting peace and security in their localities as part of a continuing consultation drives in various regions of the country, dubbed as the "Local Peace and Security Assemblies (LPSA)".

The LPSA for Region 6, to be held from May 21 to 22 at the Planta Centro Bacolod Hotel, aims to bring together major stakeholders of the region to agree on solutions to peace and security problems through an action agenda that they themselves would formulate and implement, taking into consideration the unique features of the locality. It also hopes to present the action agenda to President Gloria Macapagal-Arroyo at the close of the assembly.



Some 200 participants consisting of concerned members of the Cabinet, local government officials, including governors and city mayors; Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) commanders, as well as recognized leaders of civil society, business groups, religious institutions and the academe, are expected to take part in the LPSA.

The LPSA is being undertaken by the National Government in response to the clamors of local government units (LGUs) and stakeholders for support to their various conflict-resolution and peace

THE 1st Carlos O. Cojuangco Collegiate Invitational Football Tournament officially kicks off Monday afternoon at the Panaad Sports and Recreational Park pitch in Barangay Mansilingan at 4 p.m. before the second game of this four-team series.

PUV Operators Apply for Franchise on New Routes for Gov’t Center

Several public utility vehicle operators have applied for a franchise in the two new developmental routes that will serve the areas going to and from the new government center.

Councilor Wilson Gamboa, Jr., spearheaded the public hearing recently where PUV operators, drivers, franchise applicants and assemblers, among others, attended.

He said existing routes in the Eastern and Central routes of Bacolod City include routes of Homesite, Villamonte, Fortune Town, San Dionisio, Doña Juliana, Mansilingan, JJ Gonzaga, Sta. Fe, Granada and Alangilan.

These routes will take the way via New Government Center area, he said.

The two development routes are those from CEGASGO - Circumferential Road - Lopue’s East and from BATA - Circumferential Road to Lopue’s East area.

He said there are more or less 5,000 to 8,000 passengers who will be going to the new government center once it will open between June, July and August, 2008.

“We will do an accounting of all the jeepneys operating in the area and conduct a road capacity network survey. All the different route operators will have to submit their preferred routes so that we could study them for final implementation. There might be routes that will overlap each other, but we urged the operators to sit down and come up with a win win solution on how they could agree in case of conflict in the routes,” he said.

All the changes in the traffic system will be implemented under a traffic experiment as provided for by law.
He said they will have to meet again to further discuss this matter.*

Salary Hike for City Employees
Bacolod City Mayor Evelio R. Leonardia, through Memorandum No. 70, instructed all department and office heads to prepare the necessary documents to implement the 10% salary increase for employees of the Bacolod City Government effective July 1, 2008.

This is in compliance with Executive Order No. 719 issued by President Gloria Macapagal Arroyo dated May 1, 2008 which authorizes the granting of a 10% increase in compensation over the basic monthly salary as of June 30, 2008 for local government employees.

Per said EO, the funds required to fulfill said increase in salary shall be charged against the LGUs respective local government funds. The use of the funds for the said purpose shall be subject to the approval of the respective Sanggunian pursuant to Republic Act 7160 and other relevant statutes.

In the case of Bacolod City, the Sangguniang Panlungsod has approved the budget for the increase in compensation in May, this year, 2 months before its implementation. Funds have already been appropriated for the purpose, said City Budget Officer Luz Treyes.*

PUV Operators Apply for Franchise on New Routes for Gov’t Center

Several public utility vehicle operators have applied for a franchise in the two new developmental routes that will serve the areas going to and from the new government center.

Councilor Wilson Gamboa, Jr., spearheaded the public hearing recently where PUV operators, drivers, franchise applicants and assemblers, among others, attended.

He said existing routes in the Eastern and Central routes of Bacolod City include routes of Homesite, Villamonte, Fortune Town, San Dionisio, Doña Juliana, Mansilingan, JJ Gonzaga, Sta. Fe, Granada and Alangilan.

These routes will take the way via New Government Center area, he said.

The two development routes are those from CEGASGO - Circumferential Road - Lopue’s East and from BATA - Circumferential Road to Lopue’s East area.

He said there are more or less 5,000 to 8,000 passengers who will be going to the new government center once it will open between June, July and August, 2008.

“We will do an accounting of all the jeepneys operating in the area and conduct a road capacity network survey. All the different route operators will have to submit their preferred routes so that we could study them for final implementation. There might be routes that will overlap each other, but we urged the operators to sit down and come up with a win win solution on how they could agree in case of conflict in the routes,” he said.

All the changes in the traffic system will be implemented under a traffic experiment as provided for by law.
He said they will have to meet again to further discuss this matter.*

The Negros State College of Agriculture will open three campuses in San Carlos City, Moises Padilla and Hinobaan in June, Dr. Freddie Maningo, NSCA president, said.

NSCA will also offer three new academic disciplines – Hotel and Restaurant Management, Engineering and Criminology – on its main campus in Kabankalan City next month.

Three Engineering courses that will be initially offered are Agricultural Engineering, Electrical Engineering and Mechanical Engineering. The three disciplines bring to 19 the undergraduate programs offered by the college.

NSCA will also offer starting June the Doctor of Philosophy in Agriculture degree in addition to its ongoing Doctor in Educational Management Program and eight other masteral degree offerings in the graduate school.

Maningo, who confirmed the opening of the three campuses following the May 14 NSCA board meeting held in Boracay, said the San Carlos campus will be supported by the city government under Mayor Eugenio Jose Lacson and with the cooperation of the J.F. Ledesma Foundation Inc.

JFLFI is donating its Agri-tissue laboratory and demonstration farm lot and buildings at Barangay Quezon to serve as the NSCA campus, the college president said, adding that Moises Padilla Mayor Francisco Nazareno also turned over a 4.4 ha.-lot to NSCA, while the Hinobaan campus was donated by the municipal government led by Mayor Ma. Teresa Bilbao.

With the opening of the Hinobaan campus, NSCA now has extension schools in all five towns and one city in the sixth district.*

Old airport equipment moved to Kabankalan

The equipment of the old Bacolod airport will be transferred to Kabankalan City today for the use of the airport being built there, Gov. Isidro Zayco said yesterday.

Transportation and Communications Secretary Leandro Mendoza directed the transfer of the equipment to Kabankalan for safekeeping while it is building its airport that is expected to be completed by 2010, Zayco added.

To be transferred are runway lights, communication equipment from the tower, and navigational equipment, Antonio Alfonso of the Air Transportation Office in Negros said.

The equipment have been packed in 42 crates, Zayco said.

The 104-hectare Kabankalan airport is being built in Barangay Hilamonan, Zayco said, and acquisition of the property cost the city government about P20 million.*CPG

National Security Adviser and Director General of the National Security Council Norberto Gonzales will deliver a Challenge of Peace to the local government officials.

Participants will come from the regional LGUs- governors, city and municipal mayors, Peace and Order Councils, business sector, academe, religious sector and the media.

Negros Museum hosts jewelry workshop and exhibit

THE Negros Museum, in cooperation with the National Commission for Culture and the Arts (NCCA), will be holding a jewelry entrepreneurship workshop from May 25 to 29 to be conducted by Atelier St. Gabriel.

Atelier St. Gabriel is one of the workshops founded by Fray Paolo Maria Diosdado Casurao in the early 90s as part of his ongoing works for his congregation's Cultural Mission and Development Initiatives.


The atelier has organized solo and group exhibits for visual artists, assisted in the publication of books, and, in the last three years, focused on jewelry making for women artists and craftsmen. The atelier has exhibited twice at the Cultural Center of the Philippines and at the House of Representative and was featured a few times in NBN 4s Sining Gising, hosted by Cecile Guidote-Alvarez.

The four-day intensive workshop is designed to help launch entrepreneurs who can work solo or with others -- from conceptualization of product to marketing (including, design, material sourcing and execution). It will also feature two exhibit openings during the week (Atelier San Gabriel's exhibit including Fray Paolo's art pieces and an exhibit for sale of the workshop output).

Participants will be trained how to select materials for their works, introduced to techniques for making fast and durable designs and taught how to cost and package their products.

Registration fee is P2,000 per participant, which will cover workshop fee, jewelry tool kit, handouts and lunch. Materials and supplies (beads, wires, stones, etc.) at reasonable costs are also available during the workshop.

mansilingan is part of bacolod, far from baha coz that area is already an upper area, alijis would also be a good option, same as to villamonte, villa angela, and granada area.

that area of mandalagan where the posh sta clara subd is located on towards the banago area which is a seaside barangay medyo yong may problema sa flooding but not the entire mandalagan area. the area at the back of robinsons place is swampy so water emerge during heavy rains. mountain view and villa valderama which is also part of mandalagan don't experience flooding as far as i know. manislingan is part of bacolod on the interior so flooding has never been a problem.

thanks migo. the trees there are an added attraction to a somewhat busy streets during weekdays. and the big houses lined along these streets are also a good attraction. its a combination of ancestral, spanish inspired villas and modern houses...

@Williepenz^^Those areas mentioned are all recommendable since they are all mostly highlands.Somehow,those would already give you some ideas.
Once in Bacolod,i still suggest to drive around Bacolod's residential areas and have some survey because there are some areas that you'll find that i believe will suit your needs.Asking the locals is still a good practice.
I think some of the SSCers based in Bacolod would glad to accompany you.

‘Declare Lacson St. tourism belt’

A resolution requesting the mayor to declare Lacson Street in Bacolod City as a tourism belt and an alternative activity area during city festivals is being proposed by Councilor Homer Bais.

Bais is the chairman of the Sangguniang Panlungsod Committee on Tourism and Local and International Cooperation.

The proposed resolution says that City Ordinance No. 97 Series of 1993 or the Tourism and Cultural Development Council provides that the city should formulate and develop business plans for the enhancement of tourist attractions in the city in order to market Bacolod as a tourism destination.

It also provides that the city develop a tourism industry that will contribute to its economic growth and provide wider diversified opportunities for employment and economic activities.

The resolution says street revelries commemorating MassKara and BacoLaodiat festivals and the first 2007 Electric MassKara were held at Lacson Street and received positive and encouraging feedback from the general public and business sector as to its economic and aesthetic viability and feasibility.

It says there is a need to relocate and identify some streets in the city, such as Lacson Street, during celebrations in order to decongest the public plaza and surrounding streets and not disturb religious services and ceremonies at the San Sebastian Cathedral.*CGS

500 cops to secure Arroyo's visit to Bacolod Thursday

BOTH the Bacolod City Police Office (BCPO) and the Negros Occidental Police Provincial Office (Noppo) have heightened their alert status for President Gloria Macapagal-Arroyo's visit to Bacolod Thursday afternoon.

Arroyo is set to keynote the two-day Western Visayas Energy and Development Summit at La Planta Hotel along Araneta Street in Bacolod at around 2 p.m. on May 22.

Noppo Director Rosendo Franco told Sun.Star Bacolod they already held a meeting with the Presidential Management Staff (PMS) on the President's itinerary.

"And as per decision, the Bacolod police will do the re-routing of traffic along Araneta street starting Thursday morning to secure the area in and out of La Planta as early as possible," Franco added.

Noppo will field 100 policemen, including those from the Provincial Mobile Group (PMG) and the Regional Mobile Group (RMG).

"We also have anti-riot policemen ready to shield anti-Arroyo protesters as well as policemen in plain clothes to do intelligence monitoring in and out of La Planta Hotel," Franco added.

BCPO Director Ronilo Quberar, on the other hand, said he will maximize his 460-strong men in securing the President's presence in the city.

But he said he couldn't reveal yet the areas to be covered by the re-routing in Bacolod as per instruction from the Presidential Security Group (PSG).

Franco also could not ascertain whether or not Arroyo will push through with her visit to Kabankalan and Sipalay cities after her speech at La Planta. "Only the PSG knows it."

A day prior to Arroyo's arrival, there would be workshops in the summit to allow various sectors to identify their major concerns on energy and developments in the region. Their respective positions would be submitted to the president the next day.

For Negros Occidental Governor Isidro Zayco, among his concerns include the present power situation in Negros, proposed improvement of the nautical highway in the province and the possible counterpart of the Department of Agriculture to the P40-million fund allotted by the province for communal irrigation and productivity support for Negros farmers. Bacolod boxer leads list of new recruits to RP team

NEGROS Amateur Boxing Association (Naba) standout and 2008 Palarong Pambansa best boxer awardee Gerson Nietes of Barangay Granada, Bacolod City, leads the cast of boxers named by the Amateur Boxing Association of the Philippines (Abap) to its national training pool.

Nietes, who pocketed a gold medal in the recent Smart/PLDT National Open, Youth and Women's Championships in Iloilo City carrying the colors of the Monico Golden Gloves boxers, is to be joined by fellow Bacoleño Mark Jason Melligen of Barangay Pahanocoy, Bacolod City.

They were taken in following the emphasis on youth, said Cuban coach Dagoberto Rojas Scott who led the selection of players.

Also named to the pool were Victorio Saludar Jr., Crisanto Godaren, Aston Palicte, Alton Grijalvo, Wilbert Loberamis, Dodie Boy Peñalosa, Jay-Ar Inson, Jherits Chavez, Gliceerio Catolico Jr., Boy vicera, Rolando Tacuyan, Roquelito Amonsot, Alfredo Deano and RJ Anoos.

Eight female boxers were also named to the pool even as the men's pool retained 14 boxers.

The men's pool is composed of veteran internationalists Harry Tañamor, Joan Tipon of Bacolod City, Orlando Tacuyan Jr., Delfin Boholst, Adam Fiel, Junel Cantancio of Bago City, Willy Lopez, Charly Suarez and brothers Froilan and Rey Saludar.

Cadiz City's Godfrey Castro, Jher Chavez and Joegin Ladon of Bago City, as well as Jose Rob Montero were placed in the reserve list, as per an Abap announcement Tuesday.

Negrense Mitchell Martinez was also retained in the women's national pool together with Josie Gabuco, Alice Kate Apari, Annie Albania, Annaliza Cruz, Jouviley Chilem and Ronijem Sofla.

The Abap announcement said these are the list of boxers who will most probably represent the country in the 2010 youth Olympics in Singapore and eventually the 2012 London Olympics. (Henry C. Villalva)

@Williepenz^^Those areas mentioned are all recommendable since they are all mostly highlands.Somehow,those would already give you some ideas.
Once in Bacolod,i still suggest to drive around Bacolod's residential areas and have some survey because there are some areas that you'll find that i believe will suit your needs.Asking the locals is still a good practice.
I think some of the SSCers based in Bacolod would glad to accompany you.

i can go with him. its much better if theres somebody who can negotiate with him in ilonggo. :)

Bacolod still sought

The transfer of the airport equipment to Kabankalan City will not hamper the reopening and operation of the old Bacolod airport, Charlie Hagad of the Retain Bacolod Airport Movement yesterday said.

Transportation and Communications Secretary Leandro Mendoza directed the transfer of the equipment to Kabankalan for safekeeping while it is building its 104-hectare airport that is expected to be completed by 2010.

The equipment at the old Bacolod Airport, such as airfield lighting, communication equipment and accessories, were transported yesterday to Kabankalan City, Antonio Alfonso of the Air Transportation Office in Negros Occidental said.

Hagad, who has 26 years of flying experience, said the equipment at the old airport, like the vertical omni-directional radial beacon (VOR) are already outmoded. He said there are new technologies with global positioning system (GSP) that are more accurate and have been adopted by the aviation industry for about 10 years. “So even if the equipments at the old Bacolod airport are transferred to Kabankalan, this will not be critical to its re-opening,” he said.

Even if the old runway lights are transferred, there are solar powered runway lights that will cost cheaper because there is no need to pay for the cost of electricity, Hagad said. Each solar powered runway lights costs only $100 each, he said, and if the runway is about 2 kilometers, he believes it will need 200 lights. “In the long run, this will cost cheaper than high intensity bulbs,” he added.

Alfonso said he believes that the old Bacolod airport has no chance of being re-opened because it violates the proximity prohibition by the International Civil Aviation Organization, when asked for his opinion.*CGS

In my own opinion, I'll go with the eco zone, because it will boost the economy of our city...It can also give way for buildings to build as high as they can because of the fact that airplanes are already absent in the area..^^

the idea of opening of the old airport is somewhat crazy cuz we had a new airport that is more good looking and very safe to the traveler. i go home every 3 months and i swear our new airport is better than the old airport. lets be open minded its better that the old airport be open to eco-zone.

I am into for conversion of the old airport into something productive. Because if the argument is about having a flying school or for general aviation, I think the aviator's choice would be the new airport at Silay rather than Singcang.

President Gloria Macapagal Arroyo gave Energy Secretary Angelo Reyes a “scolding” at a Cabinet meeting yesterday for his report on the power situation in the Visayas, reporters present said.

Reyes, in his report at a National Economic and Development Authority Cabinet group meeting reportedly said that there was need to "avert a power supply shortage" in Cebu, Negros, and Panay Islands, but the president clarified that it is only in Panay where there is a power shortage.

She pointed out that what was needed in the other areas was a power buffer stock.

"The required reserve is the buffer…just in case there is an outage. We don't want the people to panic," she told Reyes.

During a power briefing in Negros Occidental on May 7, Reyes stressed the need for the private sector to build more power plants in Western Visayas, because Negros and Panay are faced with a power shortage.

But environmentalists have charged that there is no power shortage in Negros, arguing that the brownouts that have hit the Central Negros Electric Cooperative coverage area have been caused by Preventive Maintenance Shutdowns on existing power plants.

Reyes, when pressed by reporters, after another dialog in Bacolod Monday on whether there is a power crisis, said “there is a power shortage in Panay because the demand is more than the supply, while in Negros and Cebu there is no crisis yet because the supply is still more than the demand.”

But Negros and Cebu already do not have the required reserve of 13.1 percent of the peak load, he said.

The assurance of ample and affordable supply of electricity for consumers and industries topped the NEDA Cabinet group meeting with the President yesterday, a Malacañang press statement said.

In her opening statement at the meeting, Arroyo stressed that after the government had put in place measures to ensure the steady supply of affordable rice, the problem on the high cost of electricity must now be tackled head-on.

''Now, we turn to the other basic need that is escalating in price -- energy and power,'' the president said.

It is now high time to focus on the high cost of electricity for the country to be competitive in the global market while the problem on the transport sector is being taken care of, she said.

The President said ''a review on the expansion of generating facilities and transmission lines to get the Visayas regions through the electricity crunch is expected next year.”

The President reportedly is scheduled to make a private visit to Sipalay City in southern Negros Occidental today to go scuba diving, and will arrive in Bacolod tomorrow on board the “Ang Pangulo.”

While in Bacolod she is scheduled to attend a Western Visayas peace and security assembly at Planta Centro Bacolod Thursday morning.

The assembly is a multi-sectoral undertaking aimed at strengthening local mechanisms to address peace and security problems through workshops wherein consolidated outputs will be submitted to the president who will then deliver her remarks.

A meeting on the visit of the president was held by the Presidential Management Staff with Gov. Isidro Zayco at the Capitol in Bacolod City yesterday.*CPG

Absolutely a brilliant idea but i hope the City Council should do thier homework as well.For instance, installing tourism lights along Lacson to make the street more livelier at night and some tidying up on those messy hanging wires.

MANILA - Convergys Corp. will open five new call centers in the Philippines in a major expansion move which will see it employ up to 20,000 people, the US-based company said yesterday.

Customer demand is driving the expansion, the company's president for customer management Andrea Ayers said at a media briefing in Manila.

She said Convergys Philippines, which recently opened its ninth call center in Bacolod City, now employs 11,000 people, already more than their offices in India.

"Our expansion here (Philippines) has been customer-driven and demand-driven," she said.

Ayres did not say how much the expansion would cost.

Arriving Aboard Pres’l Yacht ‘Ang Pangulo’

President Gloria Macapagal Arroyo is coming here today aboard Presidential Yacht (BRP Ang Pangulo) from Sipalay City, to address the Local Peace and Security Assembly at Planta Centro Hotel here.

The Presidential Yacht docked along the Campomanes Bay in Sipalay City yesterday. The President reportedly proceeded to Bulata, Cauayan then to Danjugan Island where she had scuba diving. The President also spent time at the vacation house of Sipalay City Mayor Soledad Montilla at Punta Ballo, in that mining City.

Along the area are the beautiful beach fronts considered potential tourism destinations in the sugar province. It is also in the area where the colorful mansions of some rich families in Negros located atop the mountains overlooking the deep blue sea.
The Presidential Yacht will dock at the Bredco Port shortly before noon today. Reports said the President will meet with some of leaders of the People’s Organizations in Bacolod City and Negros Occidental.

Governor Isidro Zayco said, they will follow the Presidential Protocol where they were advised to meet the President at the Planta Centro Bacolod Hotel and Residences at 11:30 a.m. today. The President is guest of Honor and is set to deliver her remarks at the closing of the Local Peace and Security Assembly that started yesterday.

The President will be leaving the City via the New Bacolod-Silay Airport in Silay City on her way to Malacañang. She will meet with the visiting Thailand Prime Minister Samak Sundaravej upon her arrival in the palace. They are reportedly discussing the rice situation in the country.

Meanwhile, National Security Adviser Norberto Gonzales stressed at the assembly yesterday the role of local government officials in fighting against violence and armed struggle in the country. BCPO Ready for PGMA’s Visit

Meanwhile, it’s all systems go for Bacolod City Police Office (BCPO) as President Gloria Macapagal Arroyo visits the City today.

A rehearsal on Civil Disturbance Management (CDM) was conducted yesterday to ensure security and safety of the President and her entourage.

BCPO’s CDM will be led by Cinsp. Leonardo Borromeo, Police Station 3 commander with 5 platoons to be commanded by Senior Inspectors (Sinsp) Luisito Acebuche, Placido Gentoleo, Danilo Francisco, Renato Ofamen and Insp. Reynaldo Auditor.

PGMA TO ADDRESS THE PEACE ASSEMBLY TODAY

National Security Adviser Sec. Norberto Gonzales yesterday stressed the need for local government officials to get involved in solving the insurgency problems in their respective locality. He also urged them to always seek improvement in the delivery of basic services.

This he pointed out during the Local Peace and Security Assembly held at Planta Centro Bacolod Hotel and Residences in this capital City yesterday with the theme: “Peace and Security: Our shared responsibility.”

Gonzales said solution on the insurgency problem is not purely military. The solution of any armed conflict in any part of the world has always been political. He said he is impressed by the capabilities of LGUS these days and for him, they are the ones who truly understand the ongoing conflicts in their respective areas. If there is anybody who knows what’s going on in a particular town, province, city, it will be the local government officials of those entities, thus they should be given the big role on matters of insurgency.

Many local officials told him that they can handle their local insurgency problems in their area. “I would not view success in terms of surrender but seeing the rebels going back to normal life.”

The President cannot offer amnesty without Congress concurrence.

The President has upgraded the funds, maybe local officials can access to it for rebels who want to go back to the folds of the government and live a normal life again.

That will cost money but the President has released P100 million already for it and she might release another P500 million for it soon.

Gonzales added that he is only taking a hardline on one issue which is armed rebellion. “Societal changes should be pursued not in rebellion because we are living in a democracy. It is basic in my thinking when it comes to the peace process. We will dialog in all possibilities. But the end of every peace process should be the giving up of armed struggle.”

He added that there should be no armed rebellion in the Philippines “because you see, in our talks with them, we are not against communists. Ideologically speaking, we are against armed rebellion. All political groups, persuasions, ideologists, should have the freedom to express their views, to reach our people and be elected into office because that is the procedure in a democracy”

Moreover, Gonzales also said that the LGUs should always seek improvement. “We are a fast growing population and despite the monumental efforts that government does, I know it for a fact, the traditional problems that we encounter is people getting hungry, services not being delivered fast enough. The President and I go to different parts of the country and try to dialogue with local officials and we try to feel fed up by certain delayed programs and to my mind, we are not doing this fast enough.

I think the business of government is to continually seek improvement. It is on that light and it’s not about frustration. We want to deliver the faster, the more efficient, the better.”

Change plan if necessary
Gonzales said he doesn’t want to be the slave of a plan.
“Plans are meant for success and for achievement. So you have to subject that to continuing review and if it’s wrong, change it. Don’t be too proud to say that I designed this plan. If there is something wrong with it, then change it. But if it’s working, why fix it?

On Environment
This is where balancing is important. I don’t have the details of the things that are happening in Regin VI. “I am issuing a general appeal and statement we have a nation, if we think of the Philippines, as we see the character and nature of our environment, we are the best in the world and it would be foolish to lose it probably by misguided development programs. It’s up to the people of this region to look at the environment to protect it.

On Federalism
Gonzales gave his personal views on the move to go into Federalism. “It is just my personal stand. In the first place, we don’t know yet how serious Sen. Nene Pimentel would want to push his initiative. It’s been very quiet this past few weeks. I am very excited that there was a beginning of the talks on federalism. And then something gets quiet because it was overtaken by the MERALCO issue. I wish to put this agenda in our debates because this is something fundamental.*

Vice mayor eyes P50M for
new gov’t center furniture



BACOLOD City – Vice Mayor Jude Thaddeus Sayson proposed a P50-million furniture budget for the new government center. This is much bigger than the earlier estimates of P30 million to P40 million.

Mayor Evelio Loenardia appointed Sayson to head the committee tasked to determine the furniture needs of the new city hall.

The vice mayor said the P50 million is “somewhat modest” compared to the actual needs of the multi-million new government center.

His committee directed all department heads to submit a list of their office’ furniture needs.

“We need to know how many chairs, tables, steel cabinets and other office equipment every office needs,” Sayson said.

The Office of the City Registrar alone needs P8 million for a storage facility of all hard copies of important documents.

“A storage facility is needed to safeguard documents such as certificates of live birth, marriage contracts and other important papers,” Sayson said.

Sayson assured the public that the committee will not go beyond the P50-million budget as old office equipments can still be used.

The vice mayor also said they are running out of time and could not guarantee to purchase all the needed office equipment before the new government center’s inauguration.

“We still need to follow legal processes in making purchases such as publication and bidding,” he explained.

Loenardia hopes to deliver his State of the City Address at the new government center this July.

Meanwhile, contractor Hilmarcs Construction is asking the city for an extension to finish the new government center.

Leonardia said Hilmarcs targets to completely finish the project in July or August this year./PN

Arriving Aboard Pres’l Yacht ‘Ang Pangulo’

President Gloria Macapagal Arroyo is coming here today aboard Presidential Yacht (BRP Ang Pangulo) from Sipalay City, to address the Local Peace and Security Assembly at Planta Centro Hotel here.

The Presidential Yacht docked along the Campomanes Bay in Sipalay City yesterday. The President reportedly proceeded to Bulata, Cauayan then to Danjugan Island where she had scuba diving. The President also spent time at the vacation house of Sipalay City Mayor Soledad Montilla at Punta Ballo, in that mining City.

Along the area are the beautiful beach fronts considered potential tourism destinations in the sugar province. It is also in the area where the colorful mansions of some rich families in Negros located atop the mountains overlooking the deep blue sea.
The Presidential Yacht will dock at the Bredco Port shortly before noon today. Reports said the President will meet with some of leaders of the People’s Organizations in Bacolod City and Negros Occidental.

TO further make use of their hospital facilities, the Bacolod Our Lady of Mercy Hospital (BOLMH) management has decided to open a college for nursing this school year.

To be called Bacolod Our Lady of Mercy College (BOLMC), the newest nursing school is the sixth in Bacolod, a sought-after course for those who plans to go abroad.

Vicky Angodung, the hospital's marketing director and executive assistant to the chief executive officer, said Grace Barbas will be the school dean while Shirley Ledesma will act as registrar and consultant.

Angodung said aside from nursing, the newly-opened college also offers a one-year certificate in nursing and six-month certificate in care giving. "We have to make use of our hospital facilities, including the state-of-the art medical equipment that we have here at BOLMH."

Asked on the tuition rate, Angodung said: "We're still finalizing. However, those who want to enroll may visit us and we're ready to give them full information."

As to the requirement, Angodung said: "We'll be lenient first at this time because this is the first year that we're gonna open the school of nursing. But next year or in the succeeding years, we will have exact guidelines and requirements or whatsoever."

Williepenz you're really welcome here in bacolod..I suggest that you look for a place that is near the city proper and and has public jeeps around..Our dialect is not really hard to learn..gudluck with your stay here in Bacolod...

Gloria dives in Sipalay

Beaches with white sands, clear blue waters, dive spots, caves in the middle of the sea and houses built on cliffs much like in the Mediterranean were among the attractions President Gloria Macapagal Arroyo was savoring in Sipalay City in southern Negros Occidental yesterday.

The President arrived in Sipalay City late yesterday afternoon and dove in the waters of Campomanes Bay for more than an hour.

Campomanes or Maricalum Bay in Sipalay City is where the first American submarine landed to deliver arms and supplies for the forces commanded by airman-hero Col. Jesus Villamor. The staging of the final fight against the Japanese jumped off from this point when sufficient supplies shipped from Australia arrived.

Arroyo was spending her president’s time Sipalay and at the same time promoting the vast tourism potential of southern Negros Occidental, just as she did when she went to Apo Reef in Occidental Mindoro, Siargao in Surigao, Tubajata Reef in Palawan and only recently Panglao Island in Bohol, a source close to her said.
The president arrived in Sipalay from official functions in Butuan and was set to stay in a vacation house nestled in the cliffs facing the beach front owned by friends, the source said.

Later she would sail on board the Ang Pangulo for Bacolod and arrive at the BREDCO port this morning where she will hold private meetings on board the vessel.

She will then join the Local Peace and Security Assembly for Western Visayas at Planta Centro Bacolod Hotel at 11:30 a.m. and fly back to Manila after.*CPG

A resolution requesting the mayor through the Tourism and Cultural Development Council and Bacolod City Tourism Office to designate Lacson Street in Bacolod City as tourism strip and an alternative activity area during city festivals was approved by the Bacolod Sangguniang Panlungsod yesterday.

The resolution says street revelries commemorating MassKara and BacoLaodiat festivals and the first 2007 Electric MassKara were held at Lacson Street and received positive and encouraging feedbacks from the general public and business sector as to its economic and aesthetic viability and feasibility.

It says there is a need to relocate and identify some streets in the city, such as Lacson Street, during celebrations in order to decongest the public plaza and surrounding streets and not disturb religious services and ceremonies at the San Sebastian Cathedral.

The resolution was authored by Councilor Homer Bais, chairman of the Sangguniang Panlungsod Committee on Tourism and Local and International Cooperation.*CGS

LTFRB fare guide released

The Land Transportation Franchising and Regulatory Board yesterday released a ‘Fare Guide’ addressed to all PUV operators, drivers and passengers stating the provisional fare increase for regular/ordinary services at P.50 for the first five kilometers and P.10 for every succeeding kilometer while air-conditioned services will have an adjustment of P.25 per kilometer.

LTFRB Regional Director Porfirio Clavel said the fare guide will be given to the operators for free with “no payment or whatsoever”.

The provisional fare adjustment is in addition to the existing LTFRB Approved Passenger Fare Matrix dated August 29, 2005 and the fare guide should be posted beside the existing fare matrix, Clavel said.

Federation of Bacolod City Drivers Associations president Elizabeth Katalbas said one of their members has already gotten a copy of the original fare guide and can start charging the adjusted rate.

To minimize operators’ expenses in going to Iloilo for a copy of the fare guide, she said they will advise FEBACDA members to ask their respective association presidents to get their copies for them.

“All they have to do is photocopy their registration papers and give it to their presidents who will present them to the LTFRB and get the fare guide for free,” Katalbas said.

Meanwhile, United Negros Drivers and Operators Center-PISTON chairman Rommel “Bebot” Santillan said the free fare guide is a welcome news to the operators despite their dismay over the P.50 fare increase.

Along with the other sectors in the community, he said UNDOC-Piston calls for the removal of the Reformed Value Added Tax from oil products which can immediately lower prices of gas per liter by P6.*NAB

Thats the funny thing about that amigo...the rise in the trend of nursing triggered the start of the nursing schools of the two computer schools...for AMA thier campus is beside CSA-B and I'm not sure for STI because they have many campuses..for the area of clinical exposure they have the regional hospital I think...not really particular about them because they are just new in the field..

Teleperformance officials yesterday met with Negros Occidental Gov. Joseph Marañon to discuss a joint project with the provincial government to improve the English skills of students in preparation for call center jobs.

The project includes working with schools to improve teaching skills of English teachers and students, Rich Loveland, Teleperformance director for operations, said.

"This is a provincial government initiative and what we'll be doing is helping develop students' capabilities to the standards needed by call centers," he said.

"We are setting up a forum for all parties to share ideas and determine what resources are available to fast track this," Loveland added.

He also said that Teleperformance in Bacolod City has about 1,000 employees to date and is looking to expand.

Call centers in this country are looking to expand because the Philippines is becoming the number one spot for US businesses, which represents 50 percent of all the call center business, he said.

There are thousands of jobs waiting and the only thing limiting the growth in this region is the level of English capabilities of those needed to be hired, he said.

As soon as we can provide that then the growth is limitless, he said.

Paul Felton, Teleperfomance recruitment supervisor, said Teleperformance hires from 30 to 50 new employees a day.

The Teleperformance officials met with Marañon, Vice Gov. Isidro Zayco, Board Member Emilio Yulo III, Sanggunian Committee on education chairman, and Jose Ma. Valencia, chief of staff of the governor, to discuss the joint project on improving English proficiency of students in public schools and on setting up a call center course.

Marañon said he also raised the possibility of the long-term lease by Teleperfomance of a building the provincial government is prepared to build on its property next to the Philippine National Bank along Lacson Street so the call center firm can expand to create more jobs.*CPG

Bacolod–Negros Occidental Federation for Information and Communications Technology, Incorporated (BNEFIT) will be officially launched Tuesday, May 20, with a formal tie-up with the Commission on Information and Communications Technology (CICT) and PLDT Small and Medium Enterprises (SME) Nation Group, according to BNEFIT chairwoman and Bacolod councilor Jocelle Batapa-Sigue.

Batapa-Sigue told the Philippines News Agency that CICT Commissioner Monchito Ibrahim will be the keynote speaker.

She said Ibrahim will declare the thrusts of CICT Secretary Ray Anthony Roxas-Chua as the country’s “outsourcing czar” with the governance of ICT’s moving to the forefront of global and national policy discourse.

President Gloria Macapagal Arroyo to this also issued Executive Order 269 in 2004, creating the CICT and placing it directly under her office.

She added that PLDT SME Nation Head Katrina Luna-Abelarde will sign a memorandum of agreement with her as chair, for the conduct of programs to encourage and develop readiness and success in small and medium enterprises (SME’s) using ICT, as complementary to the vision of making Bacolod City and Negros Occidental as viable locations within the Philippine Cyber Corridor.

Arroyo cites Sipalay in WVis peace and security meet

President Arroyo arrived in Bacolod City Wednesday morning and attended the Western Visayas Peace and Security assembly at the Planta Centro Bacolod Hotel.

The president, during the assembly, lauded Sipalay City.

Arroyo said that the province used to be a base of communist rebels during the 80s, but now, Sipalay City has become a tourism hub

Mrs. Arroyo even took time to go on rest and recreation as she went scuba diving in Campomanes Bay in Sipalay Wednesday afternoon.

"Look at Sipalay. How long it was kept a secret because the communist rebels were impeding the progress and development of the area and that is true to a number of rural areas," Arroyo said.

She also commended the successful peace negotiations of the military with the Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB) in Western Visayas that led to a peace agreement. "And because our soldiers have been able to very well combine soft and hard power to defeat insurgency in many areas," the president added.

The president expressed confidence government should be able to eradicate the communist insurgency by 2010.

President Arroyo dove into the waters of Campomanes Bay in Sipalay City, south of Negros Occidental, Wednesday afternoon.

Wearing her pink and black scuba diving suit, President Arroyo dove into the waters of Campomanes Bay around 4 pm.

Residents who witnessed the President's arrival Wednesday morning said Mrs. Arroyo immediately dove into the waters after the helicopter she was in landed on the presidential yacht BRP Ang Pangulo.

"Her bodyguards, the PSG (Presidential Security Group) and Navy frogmen were helping her when she dove into the waters", said Troy Gedang, a member of Bantay Dagat of Sipalay who was one of those who personally saw how the President managed to dive.

They were so happy to see President Arroyo in her scuba diving suit dive like a pro. Mrs. Arroyo is known to be a scuba diving enthusiast.

"She can be a big help in promoting tourism of Sipalay", added Gedang.

President Arroyo in her earlier visits to Bacolod in previous years announced that the government is taking efforts to make Sipalay a world tourist destination, next to Boracay.

The President is set to be the guest of honor in Thursday's Western Visayas Local Peace and Security Assembly in Planta Centro Bacolod Hotel.

English Premier League coach conducts clinic

UNKNOWN to many, a visiting English Premier League football coach recently slipped into town and conducted a football clinic at the Villa Valderama football field attended by over 50 young football enthusiasts coming from various private and public schools in Bacolod City.

The clinic was made possible through the efforts of Bacolod United Football Club stalwarts Melque Benedicto and Lorenzo 'Larry' Litonjua, who arranged the clinic last May 19.

James Hall, who is married to a Negrense lawyer from Cauayan, Negros Occidental, is a member of the FA Coaches Association and is a former player of the Glasgow Rangers in the Premier League.

His two sons are currently active football players. James Jr. plays for Everton and Ryan plays for Liverpool Youth.

In fact, James Jr. was supposed to come to the Philippines to join the RP national squad in their campaign for qualification in the AFC Challenge Cup, which was recently staged in Iloilo but had to forego his trip due to a previous commitment back home in England.

James Sr. had coached Chelsea, Crystal Palace, Queen's Park and various other men's and youth teams in England.

Former RP team campaigner Alfredo 'Bambi' Dioso Jr. of Bacolod United FC said their club is grateful to Hall for volunteering his time and effort in undertaking the one-day football clinic to the young Bacolod booters.

"In behalf of the Bacolod United, we express our heartfelt thanks and gratitude to James Hall Sr. for helping further promote football here in Bacolod City through the clinic he conducted last May 19. I'm sure all the kids who joined the clinic really learned a lot from Mr. Hall," Dioso said. (HCV)

yeah, if we attain even just half of what boracay has become, still its a big boost to the economy of these areas considering the fact that they have been neglected in the past because of the insurgency problem. the president's visit to these areas proves that its now safe to go there. remember, it used to be the hotbed of insurgents.:)

BACOLOD CITY – President Arroyo took time out to dive at Campomanes Bay in Sipalay City, Negros Occidental late Wednesday. She stayed in one of the private villas that dot the cliffs of this southern city.

In her speech during the Western Visayas Peace and Security Assembly here yesterday, Mrs. Arroyo hailed the transformation of Sipalay from a stronghold of the rebel movement in the 1980s into what Women in Travel described as the “best kept secret in tourism destination.”

“It is a secret no more,” she said, stressing that the Sipalay experience also validates the thesis that defeating insurgency promotes growth.

“The way to peace isn’t through the barrel of a gun. Rather it begins with providing a person a job, food on the table and human dignity,” the President, who looked rested, said.

The President was also presented with a Resolution and Action Agenda for Peace, Development and Security that compiles the direction set by local government units, military, police and civil society representatives as output of the two-day assembly held at the La Planta Hotel here.

“The communist rebels have spent years as a low-level threat and it is time for their disruption and violation of human rights to be put to rest so that the nation can move ahead,” stressed Mrs. Arroyo, who has directed the military and police to end the insurgency by 2010.

She also claimed that the government has achieved a great deal in its peace efforts, with Western Visayas improving in terms of security and economic growth.

The government’s peace agreement with the Revolutionary Proletarian Army is making things better, she said, adding that they want this pact to bring a new era of economic development to 15 towns and cities in Negros Occidental, Ibajay in Aklan and Leon and San Joaquin towns in Iloilo.

it only shows that the southeren part of negros is now becoming a major tourist attraction in the country...we can also be just like boracay if we want to..knowing that in 2010 the kabankalan airport will open,it will be an advantage for all of us here in negros...

GMA lauds Western Visayas tourism

BACOLOD City - President Gloria Macapagal-Arroyo lauded the developments in Western Visayas' tourism industry. She said Region 6 has another emerging tourist spot -- southern Negros Occidental.

At the Local Peace and Security Assembly in Planta Centro Bacolod Hotel and Residences here, Arroyo said the significant improvement in the peace and order situation has given way to the development of the region’s economy, and in particular, its tourism industry.

Arroyo spent several hours in southern Negros Occidental's mountain and beach resorts and diving spots Wednesday.

She urged Negrense leaders, particularly naming Sipalay Mayor Soledad Montilla, to come up with a master plan for the tourism industry in southern Negros Occidental.

The President also lauded the region's significant improvements in the education and health sectors, while hinting that the government is doing something about the power situation. (PNA)

CICT Commissioner Monchito Ibrahim congratulated the members of the Bacolod–Negros Occidental Federation for Information and Communications Technology (BNEFIT) chaired by Councilor Jocelle Batapa-Sigue, as it officially opened its office recently.

Ibrahim said the launching of BNEFIT along with the blessing of its office at Lopue's East Block IT Park is a milestone in the country’s ICT landscape.

He lauded local stakeholders for forging partnerships with key players in telecommunications and national government.

Ibrahim said CICT Secretary Ray Anthony Roxas-Chua wants to the chances of the more than 500,000 graduates in the country to be hired in the IT industry.

CICT is the government’s policy, planning, coordinating, implementing, regulating and administrative entity in IT.

"With BNEFIT, just like the Cebu Educational Foundation for Information Technology (CEDFIT), Bacolod and Negros Occidental could come up with sustainable programs to increase the hirability of more than 10,000 graduates in the province every year," Ibrahim said.

Which parts of bacolod ba ang medyo may problem with floods, some says try to avoid mandalagan area, how about mansilingan...

Mandalagan is a barangay of gentle slopes cut deep by creeks (bordered by Bata, Estefania and Villamonte) and a swampy flat area along Lacson street bordered by Banago. Creeks from Luhod-Luhod and Tonggoy (Estanzia-Villa Georgina-North Eroreco Area) pour out to Catmon Creek which passes around Lady of Mercy, Capitolville and out to Mandalagan River. An unnamed creek from Mountainview Phase 2 flows across Lacson St., Lopues Mandalagan Annex, then curves towards the back of SanParq and Robinson's and out to Mandalagan River.The Sulom Creek from Villamonte snake through Southern Eroreco, Saint Scholastica's Academy and "below" Capitolville, out to Catmon Creek. Kabakhawan Creek, also from Villamonte passes through USLS and doctors hospital, Riverside, and out to Mandalagan River. All these creeks are small and shallow so they cause large fast moving floods that quickly recede at upper Mandalagan. All those water fills up Catmon Creek and Mandalagan River making it overflow(aggravated at high tide). Former swamps along Lacson Street are now built-up so water has no place to go but to the streets and low areas (Robinsons Place and SanParq vicinities). The last historic flood of Mandalagan was December 1951 at the height of a storm surge of Typhoon Amy. But floods quickly recede. Flood-free areas of Mandalagan are Mountainview, most of Eroreco and Active Group Property. In conclusion, the presence of Mandalagan River and its tributary creeks are contributory to the floods of Mandalagan since before. it was only aggravated by "construction booms" around the flood basin of the river.^^

that area of mandalagan where the posh sta clara subd is located on towards the banago area which is a seaside barangay medyo yong may problema sa flooding but not the entire mandalagan area. the area at the back of robinsons place is swampy so water emerge during heavy rains. mountain view and villa valderama which is also part of mandalagan don't experience flooding as far as i know. manislingan is part of bacolod on the interior so flooding has never been a problem.

These are the "bottlenecks" and culprits of flooding along Mandlagan-Bata-banago Area:
- :ohno:Capitolville Subd. was built "on top" of Sulom Creek, limiting its natural flooding.^^:bash:
- :ohno:Villa Valderrama and Lopue's Mandalagan also built "on top" of a creek
- the Santa Clara Subdivision is built on a catch basin of floods and diverted two creeks from their original course.:bash:

‘Sipalay catching up with Boracay’BY CHRYSEE SAMILLANO

Sipalay is a big boost to the tourism industry in Southern Negros and is now catching up with Boracay, Tourism regional director Edwin Trompeta said yesterday.

He said they will include the development of Silapay as a major area for consideration in the Western Visayas Tourism Master Plan they are proposing.

Trompeta said, considering that there are many nice places in Sipalay plus good roads, there are also two airports there lying idle at the moment. “If we can do something about the two airports there, it will have a tremendous effect on tourism in that area,” he said.

Meanwhile, Trompeta said he believes that the arrival of tourists has improved because of the new Bacolod-Silay Airport. He said it is safe to land and take off there and once the bypass road is completed, this will enhance further the new airport. The only problem is the distance since it will take three hours to get there if the entry point is Bacolod, he added.

“But if we can make use of the two runways that are lying idle (in Sipalay), which are owned by private companies, this will increase the mobility or access to the area, Trompeta said. Small aircrafts will develop fast if there are small airports, he said.

Asked for his opinion on the re-opening of the old Bacolod Airport, Trompeta said that perhaps it would be advantageous to Bacolod if its airport would be developed into an ecotourism zone like Subic or Clark or the old Iloilo Airport.

Meanwhile, Rodolfo “Babes” Alvarez of the Retain Bacolod Airport Movement, said there is no such International Civil Aviation Organization ruling of a 24-kilometer radius distance between airports. He said they have been asking the Air Transportation Office for that ICAO ruling since last year and it has not submitted any document to them until now.

“If they are well traveled, which I am sure they are, they should tell the people the truth. Because I’m sure they have been to America, Singapore, Japan and many other countries and have seen airports that are proximate to one another,” he said. Why can it be allowed there and not here? He asked.

Alvarez said, perhaps many people do not realize that the old Bacolod airport is open for general aviation. He cited that the plane of business tycoon Eduardo “Danding” Cojuangco land there and those of others who own planes like Charlie Hagad of RBAM.

Alvarez said the old Bacolod Airport is being used for general aviation aircraft and they are working for its re-opening for commercial operations, like for Air Philippines and, hopefully, other commuter airlines so that people from Bacolod and southern Negros will have an option.

Transportation Secretary Leandro Mendoza also assured them that the old airport can used for general aviation or a flying school, HE said.

On the issue involving safety, Alvarez said every time there are planes landing or taking off from the airport in Silay, they still fly over Bacolod City. He said that all over the world, planes fly over cities before landing or take off.

However, Alvarez said he believes that there are people who do not want the Bacolod airport to be re-opened. It’s all politics, he said, because if the old Bacolod airport is re-opened, it will be good for Mayor Evelio Leonardia because he has been consistent in fighting for it since way back, and it will be bad for his political opponents.

If e re-open mn gd nila dapat pa labaan nila ang runway, reclaim the sea and improve the facilities...and make it a multi-billion project pra malipay mn ta tanan...pra worth mn ang effort nila...but i'll still go with the eco zone...

CICT official upbeat
on BNEFIT initiatives

An official of the Commission on Information and Communications Technology is optimistic that the initiatives of the Bacolod-Negros Occidental Federation for ICT will result in sustainable programs that will increase the hirability of the graduates in the province.

CICT Commissioner Monchito Ibrahim, who was the guest of honor at the official opening of the BNEFIT office East Block IT Park in Bacolod City Tuesday, lauded the efforts of BNEFIT chaired by Councilor Jocelle Batapa-Sigue.

Local officials present at the launching were led by Bacolod Mayor Evelio Leonardia and Vice Mayor Jude Thaddeus Sayson.

Ibrahim said that BNEFIT, just like the Cebu Educational Foundation for Information Technology, will enable Bacolod and Negros Occidental to improve job opportunities for their more than 10,000 graduates every year.

He also conveyed the thrusts of CICT Secretary Ray Anthony Roxas-Chua in terms of increasing the hirability of the more than yearly 500,000 graduates in the country.

CICT puts emphasis on the importance of a unified stakeholders’ approach as the key towards sustaining the country’s gain in the ICT sector, he said.

For its part, BNEFIT aims to continually pursue ICT-readiness and competitiveness by sustaining and strengthen the network and various linkages with all academic, formal and non-formal, technical and vocational training institutions in Bacolod and Negros Occidental.

It also seeks to design programs that will assist and complement the educational system and integrate ICT therein to produce more competent professionals and entrepreneurs
