‘Sipalay catching up with Boracay’BY CHRYSEE SAMILLANO

Sipalay is a big boost to the tourism industry in Southern Negros and is now catching up with Boracay, Tourism regional director Edwin Trompeta said yesterday.

He said they will include the development of Silapay as a major area for consideration in the Western Visayas Tourism Master Plan they are proposing.

Trompeta said, considering that there are many nice places in Sipalay plus good roads, there are also two airports there lying idle at the moment. “If we can do something about the two airports there, it will have a tremendous effect on tourism in that area,” he said.

Meanwhile, Trompeta said he believes that the arrival of tourists has improved because of the new Bacolod-Silay Airport. He said it is safe to land and take off there and once the bypass road is completed, this will enhance further the new airport. The only problem is the distance since it will take three hours to get there if the entry point is Bacolod, he added.

“But if we can make use of the two runways that are lying idle (in Sipalay), which are owned by private companies, this will increase the mobility or access to the area, Trompeta said. Small aircrafts will develop fast if there are small airports, he said.

Asked for his opinion on the re-opening of the old Bacolod Airport, Trompeta said that perhaps it would be advantageous to Bacolod if its airport would be developed into an ecotourism zone like Subic or Clark or the old Iloilo Airport.

Meanwhile, Rodolfo “Babes” Alvarez of the Retain Bacolod Airport Movement, said there is no such International Civil Aviation Organization ruling of a 24-kilometer radius distance between airports. He said they have been asking the Air Transportation Office for that ICAO ruling since last year and it has not submitted any document to them until now.

“If they are well traveled, which I am sure they are, they should tell the people the truth. Because I’m sure they have been to America, Singapore, Japan and many other countries and have seen airports that are proximate to one another,” he said. Why can it be allowed there and not here? He asked.

Alvarez said, perhaps many people do not realize that the old Bacolod airport is open for general aviation. He cited that the plane of business tycoon Eduardo “Danding” Cojuangco land there and those of others who own planes like Charlie Hagad of RBAM.

Alvarez said the old Bacolod Airport is being used for general aviation aircraft and they are working for its re-opening for commercial operations, like for Air Philippines and, hopefully, other commuter airlines so that people from Bacolod and southern Negros will have an option.

Transportation Secretary Leandro Mendoza also assured them that the old airport can used for general aviation or a flying school, HE said.

On the issue involving safety, Alvarez said every time there are planes landing or taking off from the airport in Silay, they still fly over Bacolod City. He said that all over the world, planes fly over cities before landing or take off.

However, Alvarez said he believes that there are people who do not want the Bacolod airport to be re-opened. It’s all politics, he said, because if the old Bacolod airport is re-opened, it will be good for Mayor Evelio Leonardia because he has been consistent in fighting for it since way back, and it will be bad for his political opponents.

Alvarez also said the transfer of the old airport equipment is not critical. He said they are not surprised since that has been committed to Kabankalan once the new airport in Silay opens. Their stand has always been “the more airports, the better,” he said.

Maybe it’s a blessing in disguise that Bacolod can acquire equipment which are new and more affordable, Alvarez said. They will have no problem concerning brown outs if the old airport acquires solar-powered runway lights, he said.*CGS

GMA takes time out, dives in Sipalay bay

Friday, May 23, 2008

BACOLOD CITY – President Arroyo took time out to dive at Campomanes Bay in Sipalay City, Negros Occidental late Wednesday. She stayed in one of the private villas that dot the cliffs of this southern city.

In her speech during the Western Visayas Peace and Security Assembly here yesterday, Mrs. Arroyo hailed the transformation of Sipalay from a stronghold of the rebel movement in the 1980s into what Women in Travel described as the “best kept secret in tourism destination.”

“It is a secret no more,” she said, stressing that the Sipalay experience also validates the thesis that defeating insurgency promotes growth.

“The way to peace isn’t through the barrel of a gun. Rather it begins with providing a person a job, food on the table and human dignity,” the President, who looked rested, said.

The President was also presented with a Resolution and Action Agenda for Peace, Development and Security that compiles the direction set by local government units, military, police and civil society representatives as output of the two-day assembly held at the La Planta Hotel here.

“The communist rebels have spent years as a low-level threat and it is time for their disruption and violation of human rights to be put to rest so that the nation can move ahead,” stressed Mrs. Arroyo, who has directed the military and police to end the insurgency by 2010.

She also claimed that the government has achieved a great deal in its peace efforts, with Western Visayas improving in terms of security and economic growth.

The government’s peace agreement with the Revolutionary Proletarian Army is making things better, she said, adding that they want this pact to bring a new era of economic development to 15 towns and cities in Negros Occidental, Ibajay in Aklan and Leon and San Joaquin towns in Iloilo.

Mrs. Arroyo also urged localized peace talks by local government units and civil society. – Antonieta Lopez

Museum holds intangible cultural heritage workshop
The Museo Sang Bata Sa Negros in Sagay City, Negros Occidental, conducted a five day workshop recently on the vanishing songs and dances of the Visayan islands for children aged 5 to 11 years, a press release from the Negros Museum said.

Children learned songs and dances like Ohoy Alibangbang, Ili-ili, Dandansoy, among others.

The workshop was also in line with the ongoing international project of the museum under the ALAS/Samp or Asia, Latin America, Africa and Sweden, on Safeguarding Traditions, the press release said.

It aimed at increasing awareness and appreciation of the traditional cultural practices, and enhance the artistic abilities of the children. In this fast changing world of television and computers, the children of today no longer have the opportunity to hear and dance our traditional songs and dances.

The free workshop was conducted by Soledad Plana, a retired music teacher of Jose B. Puey Elementary School and Gillie Sumpio of La Consolacion College Gardenville, who are residents of Sagay.

More than 50 children from the puroks around the museum participated in the workshop, the press release added.*

Bacolod college freshman enrollees to increase by 30%

Edith Colmo

BACOLOD CITY — Enrollment at Bacolod City College (BCC) this school year is expected to increase by 30 percent, as private schools have announced they would be charging higher tuition to meet escalating operational costs.

This was predicted by BCC Administrator Dr. Roger Balo, concurrently the school’s officer-incharge, during a press conference held recently.

Balo said they are expecting a 25 to 30 percent increase in BCC enrolment, or even more, among freshmen enrollees, which is very much higher than the average increase of 7-8 percent.

This is because of the increase in tuition fees in the private schools, he said.

As the BCC tuition is pegged at R30 per unit, "we are expecting an enrollment of 1,000 in the first year," Balo said.

An increase in enrolment would require additional classrooms. Presently there are a total of 17 classrooms in the Taculing and Sum-ag campuses, against the needed 28 classrooms, he said.

To cope with the unprecedented enrollment, Dr. Balo has made representations with the administrations of UNO-R for the use of some classrooms of its Exequiel Moreno Building in Barangay Handumanan, Bacolod City National High School (BCNHS) for use of three classrooms.

The BCC plans to request the holding of some classes at the City Hall once and also at the City Engineer’s Office, aside from repairing the building formerly used by BCC at Fortune Towne.

The use of these facilities is only temporary until the city government is able to construct a bigger building that can accommodate bigger number of enrolled students.

BCC is now within the technology trend of the employment sector. It has opened a ladderized program that would suit the global demand of employers.

Its Bachelor of Science in Office Administration course was shifted to BS Information System, wherein the student who would enroll in this course will be automatically accredited by the Technical Education and Skills Development Authority (TESDA) for its yearly accomplishment of the course.

First year will cover operating a computer, microsoftword, excell, internet, and others. Second year will enable them to acquire skills on web design and simple programming, and other higher information technolofy skills inputs.

While the Computer Secretarial course was shifted to Industrial Technology course, it will still be accredited with TESDA.

This includes technical/vocational courses like electricity, electronics, and others with specializations on plumbing, carpentry, welding, and others.

Balo said, graduates of this course will be able to find jobs, put up their own business, or apply for job abroad.

Josef of the Jungle

By Ross Harper-Alonso
Philippine Daily Inquirer
First Posted 14:47:00 05/23/2008

BACOLOD, NEGROS OCCIDENTAL - Being a jewelry designer and gemologist by trade, it’s easy for German-Ilonggo Josef Sagemuller to spot diamonds in the rough. And one such gem he’s been polishing for the past few years is the tropical jungle created by his parents 21 kilometers from Bacolod City.

“These are my parents’ legacy,” Josef says, gently patting a towering tree in his family’s vast property. “This land has been in my family for over a hundred years, but it certainly wasn’t this lush when my mother inherited it,” he grins. “My parents had to plant these trees in the late 60s because the soil had become unsuitable for agriculture. Illegal logging and the rampant practice of slash and burn farming had left the land barren.”

Through the years, Josef’s trailblazing parents, Reinhard and Corazon Sagemuller, painstakingly reforested 140 hectares of the land, creating an oasis the family now calls Tabucol Sanctuary. Located at the foothills of Mt. Kanlaon, it is arguably not only the last lowland forest in Bago City, Negros Occidental supplying communities with free water and irrigating 80 hectares of rice land, but also a rich natural habitat for wildlife.

Hearing a shrill cry from the jungle dimness, Josef pauses, “That’s a Kingfisher, one of the 226 bird species we’ve recorded seeing here. Quite a number are resident and endemic. Some birds are endangered and quite rare.” he adds, glancing up into the Gmelina trees and pointing to a grey-streaked Flycatcher darting through the branches. “I’ve noticed that more migratory birds have started taking refuge here. That’s a good sign. I can almost hear Kevin Costner saying, ‘If you build it, they will come,’” he adds with a chuckle.

At 35, Josef is the youngest of the Sagemuller brood. Despite sounding like a walking encyclopedia on trees, he is quick to demur from being called an expert on flora and fauna. “Whatever I know today, I learned from my parents, experience and books. I owe a lot to the way I was raised. Mom always loved plants, while everyone in Papa’s family was an animal lover. In fact, my German paternal grandfather raised show chickens,” he shares.

“I think my knowledge was also born of my eagerness to understand and protect the environment. My parents have always taught me to be respectful of all living things. Because of them, I learned that birds and trees do have the remarkable ability to make people feel good.”

Tabucol Sanctuary is the first satellite center of the Negros Forests and Ecological Foundation (NFEFI) in Bacolod City, an environmental NGO. Their conservation breeding program produced the first Visayan Tarictic Hornbills bred in captivity. The foundation needed a place where the animals could heal before being released into the wild.

“One of the functions of the Tabucol Sanctuary is to serve as a ’soft release’ site for the NFEFI’s birds and Philippine Leopard cats,” says Josef, slowly approaching a clearing where two Philippine hawk eagles are kept until they’re ready to be released. The wooden cages are built around tree clusters with only nets to keep the animals contained.

“I have several other valuable wards I cater to 24/7,” laughs Josef, peering into a caged owl to check on its wing. “This has become a rehabilitation center for injured animals from time to time.”

Josef’s concerns cover more than just an occasional wounded animal. “I used to see monkeys swinging in the trees, but hunters have wiped out entire families of them. Wild birds are shot in the area for sport and traps are set to catch boars and deer. Some of them gnaw through their legs to break free.” He adds, “At one time 20,000 narra trees were cut down in less than a week in one of the more remote areas of the jungle by illegal loggers. The list of destruction goes on and on.”

Josef realizes the constant struggle between the needs of the local inhabitants and the natural environment, but he remains optimistic that people will learn from his family’s example.

“My parents’ conservation efforts have allowed the sanctuary to take an entirely different evolutionary path, resulting in direct economic benefits for the locals. I cannot take on all the people who violate our country’s environmental laws or the ones who encroach on our property and leave irreversible damage in their wake, but I can try educating them to co-exist with nature without having to deplete our natural resources.”

With a twinkle in his eye, he adds: “Who knows, I may one day be able to turn everyone into a happy tree hugger like me.” He might have added: “And making the wildlife happy.”

Bacolod to join CDM talks

Bacolod Councilor Jocelle Batapa-Sigue, Sanggunian Committee chairperson on Energy, will join a group at the Asian Institute of Management Policy Center next week, to identify the policy gaps and opportunities for the Clean Development Mechanism, a press release from her office said.

The forum dubbed “Energy Policy Series Workshop and Discussion on the CDM and the Energy Sector”, is slated May 29 and 30, and is supported by the Konrad Adenaeur Foundation.

The forum will explore and achieve projects for Bacolod as a highly-urbanized city to ensure that air, water and land pollution problems are addressed before they get out of hand, the press release said.

The Sanggunian of Bacolod has approved various resolutions supporting the call for clean energy and in support of the Philippines’ commitment to reduce carbon emissions under the Kyoto Protocol, the press release also said.

Participants will be government agency officials and local leaders, legislators, AIM local and foreign students and various stakeholders from both the business and non-government organization communities, the press release added.*

Earlier this week there was a post regarding the certain "phantom at the new airport."

This was posted at Visayan Daily Star today (24 May 2008). Kamo na bahala kon matu-od ni ukon indi...

MYSTERY. Philippine Masons Grandmaster Boy Aniag, Past Grandmaster and Mrs. Danilo Angeles, who were in town for their recent national convention, had this send-off shot with friends at the new Bacolod-Silay Airport, and were puzzled when the developed photo showed an eerie shadowy figure of a woman coming down the escalator behind them.*

IN BACOLOD
Body sought to study offers for improvement of markets

A resolution requesting the mayor to create a special committee to study possible offers from interested private consortium for the improvement of the three markets and other facilities in the city, including the Manokan Country, was approved by the Bacolod Sangguniang Panlungsod Wednesday.

The resolution was authored by Councilors Alex Paglumotan, Celia Flor and Roberto Rojas.

Paglumotan said the city has many idle properties like the annex building at the Libertad South Public Market, Vendors Plaza and Jeepney Terminal at the reclamation area and the Food and Jeepney Terminal in Brgy. Alijis.

He said the city should have a special committee or study group for possible offers from interested private consortiums or partners for the enhancement of services and improvement of these facilities through long-term lease or build-operate-transfer schemes.

Paglumotan said the public markets are supposed to be revenue-gaining machineries of the city. He said the city has collectibles of P27 million from the three major markets as of last year that he believes may have increased to about P30 million this year. The markets could not be enhanced because the city has no money to improve them, he added.

“If we can collect the receivables from the market tenants, we can improve the set-up of the markets,” Paglumotan said.

Meanwhile, the SP also approved a resolution requesting Bacolod City Police director Senior Supt. Ronilo Quebrar and all Police Stations to establish their own individual hotline numbers for easy access and security benefit of the people of Bacolod and for the tourists visiting the city.

The resolution was authored by Councilors Al Victor Espino, Paglumotan and Rojas.*CGS

EYECARE, WECARE MOBILE CLINIC
Giving More People
A Better View of Life

For Dr. James Weyrich, a Washington state-based optometric physician, his wife, Ellen, a native of Bago City, and their volunteers, the acquisition of a mobile clinic is a realization of a long dream to help indigents in Negros. And for their beneficiaries, it means having better vision and, literally, a better view of life.

“It’s a dream come true,” Jim and Ellen said, while conducting an unscheduled free consultation in a Bacolod street earlier this year. With the mobile clinic, the Weyrich team under the EyeCare, WeCare Foundation Inc., can now extend free services to other areas of the province and the region. “The vehicle allows us to go to other places previously unreached even by government and civic eye-care providers as we can bring our sophisticated check-up equipment without worrying of possible damages and the difficulties in transporting it,” said Ellen, who serves as Jim’s optometric assistant.

The blue-colored bus started their 2008 service in the first-semester mission of the foundation which was completed on Jan. 12. The couple and their volunteers conduct their free Philippine mission twice a year. That mission was held for eight days in seven barangays of Bago and Bacolod city, reaching1,159 beneficiaries with 1,538 receiving free eyeglasses and dispensing 153 bottles of expensive eye medications.

The Weyrich couple recalled the joy of a first-grade girl who was found to have a 20/800 vision. This meant she had to go 800 feet away to see what a normal person can see from a 20-foot distance, they said. Now she can see better, including reading well what her teacher writes on the board at school through her new pair of eyeglasses.

Another beneficiary, Gary Abala, a building security guard, found great relief from his nagging left eye problem when he was given eye drops and reading glasses. “Eye care, We Care came as a big help, I’m very grateful,” he told StarLife.

The team conducts eye examinations, donates eyeglasses and sun protection, refers to cataract cases to local specialists, provides eye medications and conducts an information campaign on eye diseases and prevention. It receives the support of U.S.-based civic organizations, individuals and companies who donate equipment and supplies for the Philippine mission.

The next mission will be held in June and will expand to Iloilo as the clinic is now mobile. The foundation can now go to other islands to serve more people, Jim said.

The couple met in the mission field of Jim, who previously worked with Christian vision missions, including the Mercy Ships, which served Filipinos in need of eye care services.

The couple opened their Philippine work in 2005 and has, since then, reached thousands of poor people in rural areas who do not have access to vision services due to their location or lack of financial resources.

“We’re looking to another opportunity to serve my fellow Filipinos, especially those who immensely need help,” Ellen said as she finalizes details of plans and activities for the June clinic.

Mayor seeks PGMA’s help on stalled flyover project

By RANIE S. AZUE

BACOLOD City - Mayor Evelio Leonardia sought the intervention of President Gloria Macapagal Arroyo to fast track the construction of two flyovers here.

In his letter to President Arroyo, Leonardia said the proposed two flyovers is supposed to be constructed at the junctions of Lacson-Burgos streets and Lacson-Benigno Aquino drive.

These were already approved by the President as evidenced by the letter of Emil Sandain, executive director of the Presidents Bridge Program under the Department of Public Works and Highways (DPWH) dated October 19, 2006.

Leonardia said that since September 2004 his administration has exerted efforts in providing assistance to Mabey and Johnson that conducted the feasibility study and to Woodsfield Consultants for the Environmental Impact Analysis related to the flyover project.

After a flyover project in Iloilo City was completed on September 2007, the construction of the flyovers in Bacolod was scheduled next.

But it was temporarily suspended for reasons unknown to him, Leonardia said.

He added that his office sent a tracer to Sandain dated April 26, 2008 inquiring of the new schedule of the flyover construction in Bacolod City but there was no responce.

The Bacolod mayor said the flyover projects will ease up and improve the traffic flow of the major thoroughfares.

Leonardia believes that the personal intercession of Arroyo will facilitate the earliest construction of the flyovers./PN

Mayor forms study group on congressional districts
BY CHRYSEE SAMILLANO

Bacolod Mayor Evelio Leonardia signed an Executive Order last week creating a special committee to study the proposal to divide Bacolod City into two congressional districts.

A resolution requesting the House of Representatives to consider the possibility of dividing the political territorial subdivision of Bacolod into two congressional seats or districts was passed by the Sangguniang Panlungsod in February.

Its main author, Councilor Alex Paglumotan, yesterday said the mayor has designated him as chairman of the committee.

Paglumotan said they have drafted and submitted recently to Congress, through Negros Occidental, Rep. Jeffrey Ferrer (Neg. Occ., 4th District), the identification of the division of Bacolod City into two congressional districts, the north and south, he said.

Documents prepared by the City Planning and Development Office indicated that the barangays that will fall under the North District are 1 to 9, 17 to 27, Alangilan, Banago, Bata, Estefania, Granada, Mandalagan, Mansilingan, Montevista, Villamonte and Vista Alegre.

Those under the South District are barangays 10 to 16, 28 to 41, Alijis, Cabug, Felisa, Handumanan, Pahanocoy, Punta Taytay, Singcang, Sum-ag, Taculing and Tangub.

The North Districts will have a total population of 259,936 while the South District will have 239,561 based on the report.

Meanwhile, City Legal Officer Allan Zamora said residents of Brgy. Handumanan, Bacolod, whose illegal structures are constructed near the new Bacolod City Slaughterhouse, met with him to ask for assistance. He said they told him that their structures will be affected by the fence being set up by AVM Bernardo Engineering around the slaughterhouse, he said.

Zamora said he believes Mayor Evelio Leonardia will try to request AVM Bernardo if it could put up the fence without removing the illegal structures of the affected families in the area. However, if AVM Bernardo will not agree, there is nothing that the city can do, he said.*CGS

Best place to live

I would like to welcome Ms Hazel Andrea Stuart who has chosen to live in Bacolod. Many of you may not know, Bacolod hosts a big number of foreign nationals, some of them are my friends.

She was introduced to me by another British friend Robert Harland as an English TV documentary maker who has moved from Iloilo to Bacolod.

I met Hazel and, true, she makes TV documentary series and gave me a copy of her documentary on Negros Occidental. I saw the film and I hope to show it on TV for many do not know their province.

Hazel told me she has produced 14 in her TV series called a “Grain of Sand” which won five international communicators award.

I like that term “Grain of Sand” that must have come from a British poet William Blake’s “Auguries of Innocence.” “To see the world in a grain of sand,/ And heaven in a wild flower;/ Hold infinity at the palm of your hand,/ And eternity in an hour.”

* * *

I hope Hazel’s “Grain of Sand” will include Bacolod, a city reputed to be the “best to live.” Could be the reason why she transferred here from Iloilo City, No. 5 city in the list. Cebu is at No. 20.

Hazel was married to Dave Stuart, son of a former American president of Central Philippine University and they lived in Mandurriao, Iloilo while Dave was consultant of CPU.

After they decided to transfer to Bacolod, last March Dave died. Hazel said she planned to stay here for good, especially with the many friends she has made here, among the closest Ms Anna Balcells and Mrs. Belinda Tanpinco.

Hazel adds to the list of many British nationals here.

* * *

Talking of other nationals, I got an e-mail from another British friend, Dave Duckket who has a comment on everything, especially the airport and the roads. He and wife Nelly are taking a vacation to London in July.

My other friend American Robert Strause is taking his vacation in the U.S. where he e-mailed me, very much updated on everything happening in the country and in Bacolod. He reads DAILY STAR everyday.

Robert, in his mid eighties, got sick when he reached the U.S. and was in and out of two veterans hospitals in Boise, Idaho and Seattle in Washington.

And even with his many relatives there he still thinks of Bacolod as his home. Like Dave Duckett, he thinks I write a forceful column. That’s passion, my friends, which invites either admiring or adverse opinions.

Strause said he enjoyed my writeup of the literary masters as a part of promoting literacy among our people. He wrote me he really loved “Les Miserables” of Victor Hugo, and other authors like Oliver Twist, David Cooperfield, and Charles Dickens’ “Christmas Carol.”

I like comments by foreigners. The comments show who we are and their thinking of us and our place.

We must welcome and help them as much as possible. These people are mostly retirees who spend their money here. And they need our help. But, of course, those who are trying to push us around, we also put them in their right place.

These white people are game. You stand up to them and they respect you. They push you only when you allow them to push you. But, be their friends. They love Bacolod and the Philippines. Otherwise they would have not been here.

They criticize our government and criticize us. Criticize their government and criticize them also. Robert Strause sympathized with the mass killing in Calamba but added, “We have that, too, in America”.

* * *

The way the cost of fertilizer is zooming up, we are afraid this will affect our rice production. But, we should learn from our neighbors using organic fertilizers.

Negros Occidental Mayors League president, Manapla Mayor Manolet Escalante told us, in Singapore those who have gardens are made to use organic fertilizers from their garbage.

Mayor Escalante and the mayors learned plenty in their recent study tour there. I hope to sit down with him and write about or have him interviewed on television on what we can learn from their trip.

They are being criticized for allegedly spending people’s money. No, they spent their own money. We should appreciate them for doing it.

Mayor Escalante is a very well respected mayor all over the country. He is the Secretary General of the country’s Municipal Mayors League.*

I think they have posted the update several threads ago. Basta, Rob BCD is on queue for expansion already.

Angara to grace shrimp congress

SENATOR Edgardo Angara and Agriculture Undersecretary Jesus Emmanuel Paras confirmed attendance to the 6th Philippine Shrimp Congress (PSC 2008) to be held at Bacolod Pavilion Resort Hotel on May 28 to 30.

However, Agriculture Secretary Arthur Yap cannot attend because he is to accompany President Gloria Macapagal-Arroyo to an official trip in Tawi-Tawi.

Organized under this year's theme: "Production Innovation and Market Access,"
PhilShrimp president Roberto Gatuslao disclosed Sunday that 400 delegates have confirmed registration while 200 others signified intention.

The PhilShrimp target attendance of 700 participants will surely be reached this year, boosting the Bacolod consumption economy over the week when the convention delegates are here, Gatuslao said in a discussion with organizers Sunday.

Gatuslao further discussed that the focal point of this national shrimp congress will be issues on technologies and issues on cost-efficiency, bio-security, and the development of new markets, both for the black tiger and the white shrimp.

He counted some 33 resource persons, Filipinos and foreign experts who would tackle issues in their various capacities as stakeholders, entrepreneurs, academicians, researchers and inventors.

Gatuslao said the three-day congress and simultaneous trade exhibit, which expects 700 delegates and guests, are industry leaders and practitioners engaged in grow-out farming, hatchery operations, feed milling, processing/exporting, and input supplies.

It can be recalled that the black tiger shrimp industry almost died down here in Negros, owing to diseases while the white shrimp (Penaeus vannamei) farming in the Philippines is gaining nationwide acceptance.

"Personally, I am hoping to have serious discussions of this white shrimp species as this could stimulate the expansion of the industry, after decades of stagnation," Gatuslao stressed.

Gatuslao further stressed, "I am quite optimistic also that the Japan-Philippines Economic Partnership Agreement (Jpepa) which was already signed by the President will now be ratified by the Senate as this will augment profitability of our present market in Japan .All the rest of Asia had ratified theirs and the Philippine Senate has not yet. What if Japan will prefer their shrimps over and above ours?"

Meanwhile, from the list of programs and topics, PSC 2008 reels off in the afternoon of May 28 with the opening of the exhibit and the pre-conference seminars on domestic marketing and hatchery operations.

The congress formally opens at 5 p.m. The technical sessions starts May 29 with regional reports and country presentations from Thailand, Vietnam, India, and Ecuador.

The last day May 30 will focus on bio-security and nutrition, Philippine shrimp industry updates, and the business meeting of PhilShrimp. (GABS)

Scoop's 'Know the Game' kickoff set Wednesday

THE Sports Communicators Organization of the Philippines (Scoop) Bacolod headed by George R. Liza is set to launch its monthly "Know-the-Game" sports information program on Wednesday, 9:30 a.m., at the Lopue's Table Tennis Association (Loptta) Table Tennis Center located at the basement of Lopue's San Sebastian.

"Know-the-Game" is a project aimed at enabling sports mediamen to learn more about the technical aspects of the various sports disciplines that they cover," said Liza.

"Many of us who are professional sports journalists have difficulty making our coverage of events technically sound since we are not well-equipped with even the technical vocabulary of the event we cover. In this regard, Know-the-Game will help us all brush-up even with sports lingo," Liza further explained.

Loptta, headed by businessman/sportsman Leonito "Diutay" Lopue has offered the facilities of the Loptta Table Tennis Center as venue for the launching of Scoop's "Know-the-Game" coinciding with the arrival of visiting table tennis national coach Jet Yatco from the Table Tennis Association of the Philippines (Tatap) in Manila who will conduct a three-day clinic at Loptta.

Liza said they are also inviting broadcast practitioners who cover sports to come and attend the initial edition of Scoop's "Know-the-Game" on Wednesday.

"We're even inviting student writers from the school papers of Bacolod City schools to come and attend the "Know-the-Game" launching so the program can be of help to editors of school publications," he added. (Henry C. Villalva)

Capitol, BJMP inks MOA on jail mgt

By GEORGE M. DE LA CRUZ

BACOLOD City – The Bureau of Jail Management and Penology (BJMP) and the Provincial Government of Negros Occidental signed a memorandum of agreement (MOA) yesterday for the transfer, construction and management of the old provincial jail to its new site in Brgy. Tabunan, Bago City.

BJMP’s Chief Supt. Rosendo Dial said they will take over the management of the provincial jail in three years’ time.

The construction of the P100-million jail is ongoing. Gov. Isidro Zayco said it will be completed in one year.

Section 61 of Republic Act No. 6975 mandates the province to exercise direction, supervision and control over all municipal, district and city jails, except provincial jails that fall under the authority of provincial governments.

But in the MOA, the province expressed its desire to improve the security and correctional facilities of the provincial jail through the BJMP as mandated by Republic Act 7160 (Local Government Code of 1991).

Dial said the BJMP, upon the approval of the Office of the President, will assume supervision and control of the new three-hectare district jail under a new name: Negros Occidental Integrated Jail Facility.

Upon completion of the facility, Zayco said the province will turn over control and management of the jail to the BJMP.

The Capitol donated the property.

The BJMP will provide funds for the maintenance and operation of the jail, exercise administrative disciplinary jurisdiction over the deployed BJMP personnel, determine qualified jail personnel, and regularize them under Republic Act 9263./PN

Guys, rather than lingering with that post, why don't we just move on? I really can't blame others why they think of such stereotyping amongst ourselves. I guess culturally speaking it is part of us...history and culture has written who we are. The damage has been done, no need to cry over spilled milk and respond as such.

But if we are to be like talangka, tikalanay and hisa-anay, then it will just lead to nothing.

Lets stop living in the past, lets move on...Katalaka sige sige ta inamuna kay wala man na pakadtu-an.

Again that is his personal opinion but you may report him if you want as that is an option.

And I think personal comments here (especially negative ones) is a no-no in SSC...

I really like to post this over and over again in both Iloilo and Bacolod threads kay maayo pa ang mga pulitiko wala ga-inamuna instead gabuliganay pa.

uy, sorry migo. i'll edit it...peace man

Apologies accepted.

I apologize if I have to flood this thread with such statements as this is a statement of frustration over how we act with ourselves. Because Bacolod and Iloilo share the same blood, same culture. We may have declined economically, maybe for one because of our separation from each other, but look at the past...both Iloilo and Negros benefited from the sugar economy, the sugar boom. We made it big then.

So if we really want to make ourselves big again, we should learn our lessons from the past, the mistakes of our forefathers and move on and unite, biskan dagat pa ang naga-separar sa aton duha.

Negros governors vow to address climate change
BY JUANCHO GALLARDE

A united Negros Island response to climate change was forged during the Negros Island-wide summit held Friday at the Negros Oriental Convention Center in Dumaguete City.

Negros Occidental Gov. Isidro Zayco and Negros Oriental Gov. Emilio Macias II led their constituents in raising awareness on the effects of climate change, and in doing their share in reducing carbon dioxide emissions.

Former Environment and Natural Resources Secretary Dr. Angel Alcala and Silliman University president Dr. Ben Malayang III, took turns in sharing their expertise, stressing that the island of Negros is very vulnerable to the effects of climate change.

These include destructive rainfall and wind strength, sea level rise, storm surge and ocean warming that might negatively affect the biodiversity and fishing in the Bohol and Sulu seas.

Alcala pointed out that when productivity of the ocean is reduced due to continuous increase in sea temperature as a result of climate change, time will come when there will be less fish in the markets.

Worse is when it will cause the destruction of coral reefs and acidification of the sea water, Alcala noted, adding that floodings have occurred accompanied by landslides that are too risky to life and properties.

In the event of a tsunami, an environmental study predicted that Sipalay City in Negros Occidental will be affected due to lack of mangroves serving as first line of defense.

The experts also predicted the intrusion of salt water that also threatens the agriculture sector.

In welcoming the more than 400 participants, Macias stressed the importance of forging a single move to address the ills of the time, one of which is global warming.

Macias said after his assumption as governor he immediately formed the climate change council that made the plan for the first- ever island-wide summit.*JG

Leonardia to Bacoleños: Observe flag days

BACOLOD Mayor Evelio Leonardia Monday signed Executive Order (EO) 19-2008, ordering the observance of flag days from May 28 to June as part of the 110th Philippine Independence celebration.

As per the EO, the City Government also urged all business establishments, private and government offices, non-government organizations (NGOs), barangays, residents of the community, and owners of public and private motor vehicles to display the Philippine flag in practicable places as an expression of nationalism and patriotism.

Leonardia also signed EO 18, which created a committee to undertake various activities for the Independence Day commemoration.

Chairman of the committee is Councilor Alex Paglumotan with City Council member Homer Bais as vice chairman. The members include City Council members Greg Gasataya, Celia Matea Flor, and Wilson Gamboa Jr; City Tourism head Imogene Kanaan, City Accountant. Eduardo Ravena, OIC City Treasurer Annabelle Badajos, OIC City Engineer Teresita Guadalupe, CPDO's Lemuel Reynaldo, DepEd's Milagros Gonzales, Bacolod police chief Ronilo Quebrar, GSO's Efren Canlas, BAC's Melvin Recabar, Paad's Santiago Adorio Jr., City Legal officer Allan Zamora, BTAO's Levy Pangue, executive assistants Benjamin Torre and Edwina Javier and Ruby Pelagio of the City Mayor's Office.

The Secretariat is composed of executive assistant Reynaldo Ebreo, Conchita Castillo, Connie Galeno, Misty Gustilo, and Hazel Vallende.

The committee is tasked to plan and secure the necessary budgetary, technical and human resource support for the effective implementation and execution of activities for the celebration; coordinate with persons, agencies or organizations, both in government and the private sectors, who will be able to make the celebration a success; and perform all such other functions as may be related to all the foregoing.

Governor Isidro Zayco (right) shakes hands with Bureau of Jail Management and Penology Chief, Rosendo Dial, after signing the MOA for the Negros Occidental Integrated Jail Facility.*

Guv – No ‘godfathers’ allowed in jail bidding
BY CARLA GOMEZ

Gov. Isidro Zayco and Chief Supt. Rosendo Dial, Bureau of Jail Management and Penology head, yesterday signed a Memorandum of Agreement for the construction of a Negros Occidental Integrated Jail Facility, tagged as a pilot venture.

The provincial government will build the facility estimated to cost about P100 million on its 3-hectare property in Barangay Tabunan, Bago City, Zayco said.

Zayco assured that the provincial government bidding for the construction of the new jail facility will be transparent. It will be watched, and all qualified contractors can participate in it, he said.

There will be no “godfathers” who will be allowed to get their favored contractors to win the contracts for the jail construction, Zayco said.

On the completion of the facility, the provincial government will turn over its control and management to BJMP after a three-year transition period or on the enactment of new law that will transfer its jurisdiction to the BJMP, which ever comes first, Zayco said.

When the BJMP assumes control of the facility, it will be responsible for the cost of its maintenance and personnel, Zayco said.

It will also absorb its qualified personnel, Dial said, and those not qualified will probably be absorbed by the provincial government.

The provincial government currently spends P25 million a year running the NOPJ, so, with its turnover to the BJMP, the province can save that annual expense, Zayco said.*CPG

Subsidy for miscellaneous fees still on
BY CHRYSEE SAMILLANO

The Bacolod City government will continue to subsidize the miscellaneous fees of public elementary and high school students despite a projected increase in the number of enrollment this year, Bacolod Councilor Alex Paglumotan said yesterday.

The Department of Education has predicted a two percent increase in enrollment in both public elementary and high school in Bacolod City this year.

Last year’s enrollment was 57,000 in the elementary and 28,829 in high school. An increase of two percent would mean a total enrollment of about 58,140 for the elementary and about 29,406 for high school.

Paglumotan said it has been a campaign promise of the Grupo Progreso, to which he belongs, that, for as long as Mayor Evelio Leonardia remains the mayor, the city will continue to provide free education for public schools students in Bacolod City.

He said the city will continue to subsidize the miscellaneous fees which include Anti-TB, and membership in the Boys or Girls Scouts and Red Cross fees.

All other fees, if any, will be subject to the agreement between the parents and the teachers through the Parents Teachers and Community Association, Paglumotan said. This is on a purely voluntary basis in order not to burden the parents, he said.

The Bacolod City School Board has approved a total of P20 million last month that included about P3 million for payment of miscellaneous fees of elementary and high school students in Bacolod.

The budget also includes free school bags and school supplies that will be provided by the city to the public elementary students, repairs and construction of classrooms, and an allocation for the scholars of the Bacolod City National High School Arts and Science class under “Project BING”, or the Building Intelligence for Growth program of the city.*CGS

Bacolod City to join CDM talks
Bacolod City (27 May) -- Bacolod Councilor Jocelle Batapa-Sigue, Sanggunian Committee chairperson on Energy, will join group at the Asian Institute of Management Policy Center, to identify the policy gaps and opportunities for the Clean Development Mechanism (CDM).

The forum dubbed "Energy Policy Series Workshop and Discussion on the CDM and the Energy Sector", is slated May 29 and 30, and it is supported by the Konrad Adenaeur Foundation.

It will explore and achieve projects for Bacolod City as a highly-urbanized city to ensure that air, water and land pollution problems are addressed before they get out of hand.

The Sanggunian of Bacolod has approved various resolutions supporting the call for clean energy and in support of the Philippines commitment to reduce carbon emissions under the Kyoto Protocol.

Participants will be government agency officials and local leaders, legislators, AIM local and foreign students and various stakeholders from both the business and non-government organization communities. (PIA/cad)

Bacolod to celebrate Independence Day thru energy caravan
Bacolod City (27 May) -- The 110th Independence Day celebration will veer away from the traditional military fanfares and will instead focus on showcasing various government projects in selected areas nationwide.

Presidential Management Staff (PMS) head Cerge Remonde announced that instead of the "traditional civic and military parade, we will showcase the government programs and projects at various points where members of the Cabinet members are assigned to the different regions that have historical places and they will launch their respective programs in those regions.

In Bacolod City, energy independence will be featured via a caravan featuring the government's biofuel projects.

Energy Secretary Angelo Reyes is expected to speak at the Independence Day celebration in the city as assigned by Malacañang.

Press Secretary Ignacio R. Bunye revealed the President's directive to her Cabinet to celebrate the country's Independence Day by augmenting the traditional flag-raising activities with programs that will "honor the sacrifices of our heroes, not by words alone but through deeds that give flesh to their vision.

Meanwhile, Bacolod City Mayor Evelio Leonardia issued Executive Order No. 19, ordering the observance of Flag Days from May 28 to June, of this year, as part of the celebration of the 110th Philippine Independence.

In the Executive Order, the City Government of Bacolod enjoins all business establishments, private and government offices, non-government organizations, barangays, residents of the community and owners of public and private motor vehicles to display the Philippine Flag in practicable places as an expression of nationalism and patriotism.(PIA/EAD)

Bacolod City gears for the 110th Philippine Independence Day celebration

BACOLOD CITY, May 28 (PNA) – Energy Secretary Angelo Reyes is Bacolod City’s guest of honor during the 110th Philippine Independence Day celebration here.

City councilor Alex Paglomutan, who was designated by Mayor Evelio Leonardia to chair the celebration, said the commemoration here will be colorful and memorable with both the government and private sector participating in the activity.

Reyes has been designated by the Malacañang to grace the celebration in Bacolod City where he is expected to join the wreath-laying ceremony for the unknown soldiers at the city plaza.

Paglomutan said there will be a civic military parade in the afternoon to be participated in by barangays, schools and the private sector.

A concert is also slated in the evening to cap the celebration.

Meantime, Mayor Leonardia enjoined the public, especially vehicle owners and those with commercial establishments, to display the Philippine flaglets from May 28–June 30, 2008. (PNA)

Silay tops tourist arrivals in 2007
By Erwin Ambo S. Delilan

THE City of Silay in northern Negros topped various localities in the province for having the most number of tourist arrivals last year.

Records from the Provincial Tourism Office (PTO) revealed that Silay City, dubbed as the 'Paris of Negros,' has recorded a total of 120,300 domestic and foreign tourists, including overseas Filipino workers (OFWs) and excursionists who visited the city from January to December 2007.

Silay is also famous for its Balay Negrense, Patag Mountain Resort and native delicacies such as fresh lumpia, empanada, buko pie, guapple pie, ensaymada, among others. It is also the home of the new Bacolod-Silay Airport, which boasts of international standards.

The City of Bago, well-known for its Buenos Aires Mountain Resort, followed with 83,850, while the town of Hinigaran and City of Escalante are in the third and fourth spots, respectively.

Hinigaran, known for its Canonoy Beach and tasty talaba, has recorded 60,043 tourists while Escalante City, known for its amazing caves and Jomabo Island Resort, got 49,754 visitors.

Kabankalan City, home to Mag-aso Falls and Balicaocao Mountain Resort, also got a total of 41,754 tourists while Sagay City, which boasts of Carbin Reef, has 47,258 tourists. Sipalay City, the 'Jeweled City' in the south, has recorded 34,989 tourist arrivals.

La Carlota City, famous for its Guintubdan Mountain Resort and Pasalamat Festival, has 32,414, followed by Cadiz City - 15,202; Pontevedra - 8,958; Murcia-6,235; Don Salvador Benedicto (DSB)- 4,499; Talisay City - 2,007; San Carlos City - 1,695 and Hinoba-an - 604.

Cadiz City is known for its dried fish and Lakawon Island Resort, Pontevedra for ECJ Farm, San Carlos for Pinta Flores Festival and Translink Highway, Hinoba-an for white and fine beaches, DSB for pinetree plantation and Malatan-og Falls, and Valladolid for the oldest Guadalupe Church and Humay-Humay Festival.

The localities of Bacolod, Victorias, Binalbagan, Calatrava, Candoni, Cauayan, EB Magalona, Ilog, Isabela, La Castellana, Moises Padilla, Manapla, Pulupandan, San Enrique and Toboso have no reports of tourist arrivals as of press time.

However, Bacolod, famous for its MassKara and Bacoloadiat festivals, and Mambukal Resort in Murcia, topped the list of Negros' localities with the most number of tourist arrivals last 2006.

Bacolod got 254,000 tourists while Mambukal has a share of 226,398.

The PTO is urging other local government units (LGUs) to file their reports on respective tourist arrivals so as to complete the province's comparative report from 2003 to 2007.

Tanpinco defends RP crown at home
By Henry C. Villalva

HOMEGROWN talent Anya Tanpinco aims to make it back-to-back starting today as she tries to use her familiarity with the Negros Occidental Golf and Country Club when the Philippine Amateur Golf Championship reels off.

Tanpinco, who defeated Sunshine Baraquiel of Southwoods en route to winning last year's crown in Iloilo, is picked as the player to beat in the race for top honors on the ladies side this year, in this centerpiece event that also features the cream of the country's men's amateur golfers.

Arroyo Watch: Sun.Star blog on President Arroyo

Expected to give Tanpinco a run for top honors are her ICTSI teammates Chichero Ikeda, whom she defeated in last February's Southern Ladies Open at the Bacolod Golf and Country Club in Binitin, Murcia, as well as Louise Manalo, Irina Gabasa of Alta Vista,
Del Monte's Kristene Leonen and Cebu standouts Abby Olea and Lois Go.

On the men's side, Anthony Fernando is likewise gunning for a repeat but is expected to face tough opposition from DHL Open titlist Rufino Bayron as well as Cangolf frontliners Mark Fernando, Jessie Balasabas and Mario Labajo, among others.

The event is being held in honor of Negrense golfing great Luis 'Golem' Silverio and is sponsored by the Philippine Sports Commission (PSC), Yamaha Golf Car and Tanduay Distillers Inc. and also serves as part of the eliminations for members of the national pool from where members of the RP team for the World Amateurs and the Putra Cup would be named.

Expected to grace today's opening rites are National Golf Association of the Philippines (NGAP) president and DoTC Secretary Leandro Mendoza, Bacolod Rep. Monico Puentevella, PSC chairman William Ramirez and NOGCC president Epifanio Torre.

WNU routs JPV in
Brgy. Handumanan
BY NIDA BUENAFE

The West Negros University Mustangs, recently-crowned Negros Basketball Association 2008 Mayor’s Cup Summer Basketball Tournament champions, continued their dominance over JPV squad with a 93-52 rout in a rematch Barangay Handumanan, Bacolod City, Sunday.

Playing without keymen Johnson Salazar, Mamerto Santillan, and Leo Bat-og, coach Oca Aquino’s JPV was simply not able to keep pace with the Mustangs who went on a rampage in the second half after taking the lead at halftime, 37-30.

Jeff Jacinto topscored the WNU with 18 points while NBA most valuable player Ely Olarte finished with 16 points.

Meanwhile, NBA president Oscar Bascon yesterday said he is happy to receive invitations for the top teams of the league to play out-of-town exhibition games.

After the game in Handumanan, where the teams and NBA officials received very good accommodations from the barangay officials led by captain Rick Danoy, Bascon said he is sending two other teams to Escalante City this week for an exhibition match.

“It only goes to show that Negrenses look up to the kind of game we play at the NBA and our players can inspire all aspiring cagers out there,” Bascon said.*NAB

@Neomind, what was their purpose why do they have to pull out such prank in a respectable news agency like the Visayan Daily Star? This is a classical example of yellow journalism.

Thanks for exposing the truth Neomind. :okay:

By the way, do some of its staff (or its management) are inclined with the Reopen Bacolod Airport Movement in Visayan Daily Star?

I'm not sure whats really their purpose, probably because they want to repoen the old airport. My friend who was working in Sun Star before emailed daily star that the photo was fake and even send this photo to them, he didn't received any reply from Daily Star.

Green na lang, nyahaha!!! :D Pero in a way, IMO they are practicing "envelopmental journalism" in which they let their biases or ideas influence the way they treat news. Its a no-no to journalism ethics. :nono:

Yeah, unfortunately this practice is so prevalent in local journalism. No response means they are possibly guilty of that crime. Anyway, I hope some local daily in Bacolod (of course other than Visayan Daily Star) would expose the fake photos.

Negrense food stars in film BY CARLA GOMEZ

http://www.visayandailystar.com/2008/May/28/pix/negrenses.jpg
Christian Vasquez, Angel Jacob, Dante Amaguin, Peque Gallaga and Dwight Gaston (l-r) in a scene from Namets!*

“It’s the most Negrense film that I have ever known.”

That is how Negrense director Jay Abello yesterday described the movie, “Namets!,” that he is currently filming in Negros Occidental.

The main character of the film is the food of Negros Occidental, it is filmed entirely in the province, more than 70 percent of its cast and crew are Negrenses, and the dialog is in Ilonggo, Abello said.

“Namets! is a colorful celebration of food as well as love, and the love of food above all, which is central to being Negrosanon, and being Filipino,” Palanca Award winner Vicente Groyon, who wrote the script, said.

“Every region in the Philippines has a cuisine unique to it, and the island of Negros is no exception. Forget your diet if you’re planning to visit – from piaya to chicken inasal to guapple pie to kinilaw, Negrosanon food is irresistible,” Groyon said.

Abello, who is from Silay City that is known for its many mouth-watering delicacies, said the film works at capturing how life revolves around food in Negros, and how it affects people’s lives.

Abello, who was shooting some of the scenes of the movie at the house of Millie Kilayko at Lizares Avenue in Bacolod City yesterday, said they were filming in places they normally could not afford to rent because Negrenses were allowing them to borrow their homes for free since the film is all about Negros.

Scenes of the movie have been shot in Isabela, Carbin Reef in Sagay City, Silay City and all over Bacolod City, he said.

Namets! follows the ongoing flirtation between Jacko (Christian Vasquez) and Cassie (Angel Jacob), two Negrense chefs who grew up in Bacolod, and whose lives revolve around food, Abello said.

Trouble starts when Jacko loses his Italian restaurant, Puccini’s, to a giant cockfighting debt. The moneylender Dolpo (renowned Negrense director Peque Gallaga) takes control of Puccini’s and hires Cassie as a consultant for a total restaurant makeover, Groyon said.

“Cassie re-visions Puccini’s into a place that serves traditional Negrosanon food, and we are treated to the full panorama of Negrosanon cuisine and the idiosyncrasies of Negrosanon eating. Along the way, Jacko and Cassie find time to finally fall in love and set aside their differences,” he added.

Namets! will premiere at the 2008 Cinemalaya Philippine Independent Film Festival, to be held at the Cultural Center of the Philippines from July 11 to 20, 2008. A weeklong screening at the University of the Philippines-Diliman Film Center follows, before a regular theatrical run in Metro Manila cinemas.

The film will have its Visayas premiere at the SM Cinema in Bacolod City in mid-August before going on a nationwide campus tour, Abello said.

The filmmakers will then take Namets! on the international film festival circuit, bringing a unique slice of Philippine life to cinema enthusiasts all over the world.

Namets! promises to be an important contribution to Philippine and Negrense cinema, and to the professionalization of filmmaking activity outside Metro Manila. It also reveals aspects of Philippine culture not often seen in our movies, Groyon said.

“Namets! is clearly a groundbreaking project, the likes of which have not been seen since Peque Gallaga’s Oro, Plata, Mata in the 1980s. It is a testament to the burgeoning filmmaking scene outside Metro Manila and proof of the vitality of Philippine independent cinema,” Groyon added.

The digital film is being produced with funding from Cinemalaya Foundation Inc., the National Center for Culture and the Arts, and the Film Development Council of the Philippines, as well as support from private donors, Abello said.

The cast includes actors with Bacolod roots, like Vasquez, Gallaga, Monsour del Rosario, Ronnie Lazaro and Dwight Gaston, among other local theatrical talent.

The production designer is RJ Lacson.

The production crew and creative staff were also sourced from various theatre groups and workshops in the province.

Cameo roles include special appearances by Negrense thespians and personalities including Michelle Gallaga, John Arceo, Andre Jalandoni, JM Rodriguez, Mel Yanson, Carmela Arcolas Gamboa, Madie Gallaga, Dennis Ascalon, Charlie Co, Jade Snow Dionson, Charles Hilado and Luis Zabalhaurregi, among many others.

It is amazing how everybody from our veteran theater and production people to our young crew are jelling, Abello said.

He said Jacob who is not a Negrense has adopted into her role so well, she speaks her Ilonggo lines like a native.

Her Ilonggo dialog was recorded, she loaded it on to her iPod and she began listening to it two months before filming began, and the result has been very good, Abello said.*CPG
