“It’s the most Negrense film that I have ever known.”

That is how Negrense director Jay Abello yesterday described the movie, “Namets!,” that he is currently filming in Negros Occidental.

The main character of the film is the food of Negros Occidental, it is filmed entirely in the province, more than 70 percent of its cast and crew are Negrenses, and the dialog is in Ilonggo, Abello said.

“Namets! is a colorful celebration of food as well as love, and the love of food above all, which is central to being Negrosanon, and being Filipino,” Palanca Award winner Vicente Groyon, who wrote the script, said.

“Every region in the Philippines has a cuisine unique to it, and the island of Negros is no exception. Forget your diet if you’re planning to visit – from piaya to chicken inasal to guapple pie to kinilaw, Negrosanon food is irresistible,” Groyon said.

Abello, who is from Silay City that is known for its many mouth-watering delicacies, said the film works at capturing how life revolves around food in Negros, and how it affects people’s lives.

Abello, who was shooting some of the scenes of the movie at the house of Millie Kilayko at Lizares Avenue in Bacolod City yesterday, said they were filming in places they normally could not afford to rent because Negrenses were allowing them to borrow their homes for free since the film is all about Negros.

Scenes of the movie have been shot in Isabela, Carbin Reef in Sagay City, Silay City and all over Bacolod City, he said.

Namets! follows the ongoing flirtation between Jacko (Christian Vasquez) and Cassie (Angel Jacob), two Negrense chefs who grew up in Bacolod, and whose lives revolve around food, Abello said.

Trouble starts when Jacko loses his Italian restaurant, Puccini’s, to a giant cockfighting debt. The moneylender Dolpo (renowned Negrense director Peque Gallaga) takes control of Puccini’s and hires Cassie as a consultant for a total restaurant makeover, Groyon said.

“Cassie re-visions Puccini’s into a place that serves traditional Negrosanon food, and we are treated to the full panorama of Negrosanon cuisine and the idiosyncrasies of Negrosanon eating. Along the way, Jacko and Cassie find time to finally fall in love and set aside their differences,” he added.

Namets! will premiere at the 2008 Cinemalaya Philippine Independent Film Festival, to be held at the Cultural Center of the Philippines from July 11 to 20, 2008. A weeklong screening at the University of the Philippines-Diliman Film Center follows, before a regular theatrical run in Metro Manila cinemas.

The film will have its Visayas premiere at the SM Cinema in Bacolod City in mid-August before going on a nationwide campus tour, Abello said.

The filmmakers will then take Namets! on the international film festival circuit, bringing a unique slice of Philippine life to cinema enthusiasts all over the world.

Namets! promises to be an important contribution to Philippine and Negrense cinema, and to the professionalization of filmmaking activity outside Metro Manila. It also reveals aspects of Philippine culture not often seen in our movies, Groyon said.

“Namets! is clearly a groundbreaking project, the likes of which have not been seen since Peque Gallaga’s Oro, Plata, Mata in the 1980s. It is a testament to the burgeoning filmmaking scene outside Metro Manila and proof of the vitality of Philippine independent cinema,” Groyon added.

The digital film is being produced with funding from Cinemalaya Foundation Inc., the National Center for Culture and the Arts, and the Film Development Council of the Philippines, as well as support from private donors, Abello said.

The cast includes actors with Bacolod roots, like Vasquez, Gallaga, Monsour del Rosario, Ronnie Lazaro and Dwight Gaston, among other local theatrical talent.

The production designer is RJ Lacson.

The production crew and creative staff were also sourced from various theatre groups and workshops in the province.

Cameo roles include special appearances by Negrense thespians and personalities including Michelle Gallaga, John Arceo, Andre Jalandoni, JM Rodriguez, Mel Yanson, Carmela Arcolas Gamboa, Madie Gallaga, Dennis Ascalon, Charlie Co, Jade Snow Dionson, Charles Hilado and Luis Zabalhaurregi, among many others.

It is amazing how everybody from our veteran theater and production people to our young crew are jelling, Abello said.

He said Jacob who is not a Negrense has adopted into her role so well, she speaks her Ilonggo lines like a native.

Her Ilonggo dialog was recorded, she loaded it on to her iPod and she began listening to it two months before filming began, and the result has been very good, Abello said.*CPG

yes gid migo. its a trailblazer in philippine cinema, the frist outside of the capital as far as i know. even the dialogue is in ilonggo.:lol: maybe they'll put sub-titles for the benefit of those who can't understand ilonngo. but having the best people behind and on the camera, i guess this promises to be another work of art in the likes of oro plata mata. :okay:

its nice that our very own, legendary director..direk P will showcase once again his native island Negros. :) It will not just feature the talents of Negrenses but also the hotspots, food, and the beauty of Negros Occidental :) I will surely watch this film.

Nat’l amateur golf event
opens in Bacolod today

The 2008 Philippine Amateur Golf Championship opens today at the Negros Occidental Golf and Country Club in Marapara, Bacolod City with ladies’ defending champion Anya Tanpinco and ICTSI Team mainstay Joey Huerva leading the host city’s bets in their respective divisions.

Stiff opposition awaits the two young champions who are expected to sweat it out against national players and amateur stars from Tommy Manotoc’s Calatagan, Luigi Yulo’s Canlubang and Ricky Razon-backed ICTSI National Golf Team.

The champion in the men and women divisions will be seeded as members of the national training pool where Philippine representatives to the 48th Putra Cup (Southeast Asia Amateur Golf Team Championship) and the World Amateur Golf Team Championship will be chosen, the National Golf Association of the Philippines earlier announced.

This year’s edition of the Putra Cup will be held in Singapore on August 26 to 29 while Australia will host this year’s World Amateur Golf Team Championship in October.

In last year’s finals of the Philippine Amateur, Tanpinco outclassed Sunshine Baraquiel for the women’s crown in a lopsided 10 and 8 victory at the Iloilo Golf Club while Anthony Fernando prevailed over Mario Labajo, 8 and 7, in men’s finals.

Out to add excitement in this year’s tournament, held in honor of the country’s golfing great Luis “Golem” Silverio, are national team members Ferdie Aunzo, Mark Fernando, Jhonnel Ababa, and former national jungolf star Tonlits Asistio.

Also expected are international entries coming from the national team of Malaysia, Singapore, Thailand, Taiwan, Indonesia, and other Asian countries.

The event is a 36-hole stroke play with the top 32 for men’s and top 16 for women’s advancing to the matchplay finals.

Spicing up the tournament will be the senior’s matchplay among the country’s golfing elders having handicap index 8.6 and below.*NAB

50% increase in
BCC enrollment seen

The school board of the University of Negros Occidental-Recoletos will allow the Bacolod City College to use the Ezekiel Moreno Training Center to help address the lack of classrooms in the city-owned institution, Bacolod City Administrator Roger Balo said yesterday.

Balo said he is finalizing the memorandum of agreement between the city and UNO-R for the use of the EMTC in Brgy. Handumanan for two semesters, or a year. He said the BCC has only 17 available classrooms in Taculing and Sum-ag and they are expecting their enrollment to increase by 45 to 50 percent this year.

The enrollment of first year students alone has increased from 275 to 900, Balo said. The EMTC has not been used for two years and BCC has been offered the use of its six classrooms and computer lab, he said.

It will be occupied by freshmen Information System students, he added.

Balo said he also met with the principal of the Bacolod City High School who offered BCC the temporary use of its 15 rooms from 5:30 p.m. to 8:30 p.m.

The tuition fee of BCC is only P30 per unit which is equivalent to only about P995 per semester, he said.

Balo said he has recommended that instead of paying P500 upon enrollment, a student can only pay P400 so he or she can still buy school materials.

He, earlier, said that BCC will offer a ladderized program for some courses starting June like B.S. Information System and B.S. Industrial Technology.*CGS

Is it just me or is Google Earth updated its images again? There are more hi-res pictures of northern Negros island now (including Victorias, Cadiz, Sagay, Escalante, etc)

I like the design for the 11 storey Sanparq Tower on the left. The one on the right, with 12 storeys, is too cluttered. They should also stay clear of the perimeter/property line so as to avoid the ugly firewalls that are required once a building encroaches on the edge of the property. They should reduce the size of the podium so that they could have more space for landscaping.

All buildings in the commercial area will be with Mediterranean theme.

This will be the first Commercial Subdivision in Negros with a theme.

For better order and convenience, commercial lots will have easements for better movement of customers, more planting strips and for existing parking or future parking expansions.

I guess Salvacion Center is a mixed-use office and business complex. But the design is really nice. Its very contemporary.

Hehehe.. ang BP mo migo NG. I had some bit of badluck when i was in Bacolod. First, the typhoon is coming. Its been raining bad since i arrived that time. Second, I forgot to bring my camera charger with me. I left it at SG.(Tam-an abi ka excited.):lol:

Bacolod City to install
GMA kiosk at PESO

A Greater Modular Access Kiosk will be installed at the Public Employment and Services Office at the City Health Compound in Bacolod City to help job seekers find job opportunities locally or abroad.

The GMA Employment Kiosk is an information portal designed by the Department of Labor and Employment to provide information employment and livelihood opportunities to the public for free.

Executive Assistant to the Mayor Moises de la Cruz yesterday said the employment kiosk will also provide employers a list of job-seekers with different skills and the list of TESDA-certified workers.

He said this is the second GMA machine in Negros after the first at Robinsons Place. However, Bacolod City is the only local government with this equipment in the province, he added.

De la Cruz said the state-of-the art machine is worth P120,000. Job seekers can also apply on line at the PESO office, he said.*CGS

Exactly @Smile. The "atop" experience at SMH is one thing every SSC-Bacolod forumers shouldnt miss. It'll be our signature "destination".:)

Local Chinese bizmen visit Capitol

THE new set of officers of the Philippine Chinese Chamber of Commerce and Industry Inc. (PCCCII) expressed their support to the Provincial Government and all its various projects as they paid a courtesy visit to Governor Isidro Zayco at the Governor's Office Wednesday.

PCCCII is founded by a group of successful Chinese businessmen under the leadership of Dr. John Co and Mr. Anson Tan. It was formed with Ambassador Francis Chua as the role model, with the main purpose of forming an organization for a new generation of Chinese businessmen, especially for new investors from China.

Among its goals and objectives are to protect and safeguard the interests of its members; cooperate with the government to promote the Philippine-China trade and investments; cooperate with the government to implement national policies, laws, rules and regulations governing the business in the Philippines; follow national policy to promote Philippine-China relationship and promote industry and commerce as well as economic prosperity.

These goals and objectives are expected to be realized with the election of the new set of officers here in Negros for 2008 to 2009, headed by their president, Jet Li, with Kim Tan as vice president, Johnny Tan as secretary, Lucio Ang as treasurer, and Joseph Sy, Henry Lee, Wen Ming Tsai, Tony Sy and Alfredo Yulo as board of directors.

The group also aims to assist new Chinese investors in the country to abide by the rules and regulations and give guidelines on how to accelerate their entry into the mainstream of Philippine society; extend social welfare and promote charity clinics to help less privileged Filipino families; assist their chairman emeritus, Ambassador Francis Chua, who is also the special envoy on trade and investment, in carrying out big events and important issues; promote and assimilate the 10-point agenda of President Gloria Macapagal-Arroyo to the Chinese community and new Chinese investors and to cooperate with other Chinese non-government organizations in promoting social responsibilities in the community.

BACOLOD City – Negros Occidental is eyeing hydroelectric power to energize eight cities and towns through a grant from the Asian Development Bank (ADB).

Lawyer Jose Maria Valencia, chief of staff of Gov. Isidro Zayco, said the project could result to million-peso savings for the province annually.

The Provincial Capitol is also eyeing the construction of three big dam sites that will store water needed for power generation.

These dams can also provide irrigation that will improve agriculture productivity, Valencia said.

The dams will mitigate flooding in the province, too.

Identified as ADB project sites are the following:
* Toboso
* Cadiz City
* San Carlos City (Sipaway Island)
* Sagay City
* Calatrava
* all of northern Negros
* Kabankalan City
* Ilog
* Murcia (Mambukal Mountain Resort).

The grant will be facilitated by the Japan Fund for Poverty Reduction (JFPR), an innovative poverty project to pilot renewable energy and livelihood development in poor off-grid rural communities.

ADB identified Negros as a “project pilot with Winrock International as the implementing agency.”

The undertaking will primarily help poor households in identified sitios and barangays, Valencia said.

The construction of the power sites will also provide livelihood for residents.

The province has entered into a memorandum of agreement with ADB, Department of Energy and Winrock on July 2, 2004.

The project will complete the installation of 11 renewable energy systems this May 2008. A total of 200-kilowatt power will be generated once the installation is completed./PN

A Greater Modular Access Kiosk will be installed at the Public Employment and Services Office at the City Health Compound in Bacolod City to help job seekers find job opportunities locally or abroad.

The GMA Employment Kiosk is an information portal designed by the Department of Labor and Employment to provide information employment and livelihood opportunities to the public for free.

Executive Assistant to the Mayor Moises de la Cruz yesterday said the employment kiosk will also provide employers a list of job-seekers with different skills and the list of TESDA-certified workers.

He said this is the second GMA machine in Negros after the first at Robinsons Place. However, Bacolod City is the only local government with this equipment in the province, he added.

De la Cruz said the state-of-the art machine is worth P120,000. Job seekers can also apply on line at the PESO office, he said.*CGS

i totally agree with you migs. :)

I hope they can improve on the 11 storey design and increase the height of the building to at least 14 storeys so as to make it a real high rise building. a building with 7 to 12 floors is only a medium rise building. A city the size of Bacolod should have had a high rise building a decade ago already.

one of the constraints migo is the proximity of the old bacolod airport within the vicinity of bacolod's commercial districts. remember the sugarland hotel incident when they were forced by ato to trim down their vertical expansion because it was an obstruction?

mini hydro plants

The Asian Development Bank has agreed in principle to give Negros Occidental additional grants to build more hydro plants, one of which is proposed to power the Mambukal Resort in Murcia, Jose Ma. Valencia, chief of staff of Gov. Isidro Zayco, said yesterday.

The ADB committed the grants to the governor, who is pushing for the building of hydroelectric plants in various parts of Negros Occidental on top of the micro-hydro plants to power small villages, Valencia said.

A micro-hydro has a capacity of 1 to 100 kilowatts while a mini-hydro, 101 kW to 10 megawatts, according to the Department of Energy.

With more mini hydro plants throughout the province on top of major power sources, we will able to ease the power shortage in Negros Occidental, Valencia pointed out.

Under the Renewable Energy for the Poor in Negros Occidental (RENEW Negros), the ADB and the Japan Fund for Poverty Reduction has funded various projects to provide water and electricity in the province.

Among the projects RENEW Negros is implementing are three micro-hydro power plants with an aggregate output of 85 kW to energize the homes of 270 families, and to run rice and corn mills to boost livelihood opportunities, Valencia said.

Commissioned yesterday was the micro hydro project in Balea on Sipaway Island in San Carlos City, and today another micro-hydro project to serve residents of Sitios Vergara and Magtuod in Barangay Bug-ang, Toboso, Valencia said.

The third micro-hydro project in Sitio Baclao, Barangay Lagaan, Calatrava, is targeted for completion in August.

Valencia said ADB has also committed to provide grants to build three more mini-hydro projects in Negros Occidental, and based on their performance will consider more.

Of the three new projects, areas being eyed for two of them are in Mambukal, Murcia and Hiyang-Hiyang, Cadiz City, while a third site will have to be identified, Valencia said.

The mini-hydro project in Mambukal is targeted to tap power from the first falls and the boating lagoon of the resort, Valencia said. The project is estimated to cost P9.1 million and to produce about 142 kW of power for the resort and residents of the neighboring areas, Valencia said.

This would allow savings of P1,105,120 million in annual electric bills for the resort and earnings of P1,039,328 million in power sales to residents of neighboring areas, he added.

On top of that, the governor is also pushing for a 60MW to 80MW hydroelectric plant that will tap the Bago river, and is offering the tapping of the Ilog-Hilabangan River in the south, Sicaba River in Cadiz City, the Binalbagan river and the Himoga-an River in Sagay City for the production of more hydroelectric power, he said.

Negros Occidental has seven big rivers, it has a huge potential for hydroelectric power, he said.

These plants will not only provide electricity but will prevent rivers from flooding, and provide irrigation, Valencia said.

Firms who put them up will also be compelled to conduct reforestation activities, he said.*CPG

MANILA, Philippines- The government will be opening eight more international airports by 2010 in anticipation of the growing passenger traffic to the country, the Transportation Department said Thursday.

“By 2010 the Philippines will have [more] airports of international standards to ease traffic and reduce business cost," Transportation and Communications Secretary Leandro Mendoza said during the opening of the two-day Expo on International Transportation and Logistics held at the World Trade Center.

Mendoza said that this year alone three airports will be open soon and these are the controversial Ninoy Aquino International Airport Terminal 3, the Clark or Diosdado Macapagal International Airport, and the Buswanga airport scheduled to be operational in November.

For 2009, Mendoza said they are looking at opening the Davao-Iloilo terminal, Silay-Bacolod airport, the Laguindingan airport and the the Panglaw airports in Bohol.

Negotiations for the opening of the Zamboanga airport is also ongoing, Mendoza said.

“We expect traffic to double in particular the tourists arrivals" the Transport Secretary said, adding that this will help decongest the country's few airports as passenger traffic continues to grow.

Based on the records of the Civil Aeronautics Board, a total of 11.24 million passengers inbound and outbound were recorded last year, an increase of 11 percent from the 10.13 million posted in 2006.

Lucio Tan-owned Tanduay Holdings Inc. more than doubled its net income for the first three months of the year as sales volume in all its product lines posted double-digit growth.

Tanduay reported a first quarter net profit of P191 million, 106 percent more than the P93 million income during the same period last year.

The company’s liquor sales grew 26 percent as new products and a new marketing campaign, which gave Tanduay a new look that appealed to a younger segment of the liquor market, boosted demand for its products.

Tanduay said anchor brand Tanduay Five Years Rhum remained a best seller, while newly introduced Barcelona Brandy and Cossack Vodka enjoyed good market share. For Barcelona, volume rose 583 percent while Cossack’s grew 61 percent.

Tanduay earlier said it has earmarked P1 billion for its capital expenditure program for 2008 and 2009.

The money will be allocated for the expansion and upgrade of the distillation capacity of subsidiaries Asian Alcohol Corp. and Absolut Chemicals Inc..

Tanduay also said it will be acquiring additional fast lines for its Cabuyao and Cagayan de Oro plants to further increase production capacity.

The company recently completed the construction of its fourth plant in Cagayan de Oro, Misamis Oriental. The P600-million plant was located in a 10-hectare property of Tanduay’s sister firm Asia Brewery.

The new plant is equipped with an integrated washing and bottling line that utilizes the latest in robotic technology. It will serve the requirements of the fast-growing Mindanao market which presently accounts for 33 percent of total company sales.

For its Murcia plant in Negros Occidental, Tanduay said it has installed an integrated fast washing and bottling line. The improvement will boost the capacity by 100 percent.

The plant will serve the needs of the Panay and Cebu sectors.

The completion of the two plants will result in substantial gains in manpower and logistics costs. Quality will be likewise improved and would be less costly as the new lines are all equipped with electronic bottle, label and weight inspectors. Depalletizing and palletizing are also fully automated.

Earlier, Tanduay acquired 10.86 percent interest in Victorias Milling Co. Inc., ensuring the continuity of the company’s existing supply of molasses, the main ingredient in rhum production.

3 NOGCC players in AM Open quarters

The match play yesterday proved to be tougher than expected as men’s top seed Ferdie Aunzo had to overcome fatigue to turn back ICTSI teammate Tonton Asistio in the second round, while three NOGCC players survived the grueling day to book quarterfinals seats in the 2008 Philippine Amateur Golf Championship at the tricky course of the Negros Occidental Golf and Country Club in Bata, Bacolod City.

While he managed to trounce local bet Joeleo Torrecampo 3 and 2 in the first round, Aunzo struggled in the last 16 and has to summon all his strength to beat Asistio who crushed defending champion’s Anthony Fernando’s hope for a successful title defense with a 2 and 1.

Also advancing to this morning’s quarterfinals are NOGCC’s Jae Yang, Alvin Engino, and JR Tanpinco with Yang having the toughest assignment as he pairs with Aunzo today.

Nineteen-year-old Yang, a resident of Bacolod City for the past six years, has familiarized himself with the layout of the Marapara and gained a quarters berth after prevailing over Canlubang’s Mark Fernando with a 1 Up in yesterday’s scramble for the top 16.

Pulling off one of the biggest upsets in the tournament was local bet Engino who after outplaying Iloilo’s Rene Menor in yesterday’s first round stunned last year’s runner-up Mario Libajo in the top 16 by finishing with a 3 and 2. To advance in the semis, Engino has to get past Southwoods’ Erwin Vinluan this morning.

Giving the host club another reason to look forward to today’s quarters’ showdown is JR Tanpinco who had been gaining headway with his comeback performance by taking down ICTSI Anthony Saban and Fairway’s Ali Sinfuego en route to the top 16. He is paired with Cebu’s Bayani Garcia in today’s quarterfinals.

In the women’s division, Anya Tanpinco will be playing with ICTSI teammate Milet Villaroman in the quarters today after stopping Del Monte’s Marian Woo with a 2 and 1 in yesterday’s match play.

Villaroman, on the other hand, beat Lovelyn Guioguio, 4 and 2, to secure a seat in the semis while Irina Gabasa and Apple Fudolin, who ousted from the tournament last year’s runner-up Sunshine Baraquiel with a 1-up victory, completed the cast of the ladies’ top four.

In the seniors’ department, Rolly Viray saved the day for Canlubang bets yesterday as he took four of the last five holes to turn back Caloy Coscoluella and post a 2&1 victory for the seniors’ crown.*NAB

Joint independence day rites set

The 110th Independence Day celebration on June 12, will be jointly celebrated by the local governments of Bacolod City and Negros Occidental, with Energy Secretary Angelo Reyes as guest of honor.

Bacolod Councilor Alex Paglumotan, over-all chairman of the 110th Independence Day committee, yesterday said the flag-raising ceremony at 7 a.m. at the Bacolod Public Plaza will be attended by Reyes, Negros Occidental Gov. Isidro Zayco, Bacolod Mayor Evelio Leonardia and the Sangguniang Panlalawigan and Panlungsod members.

The program and wreath-laying at the Bacolod Plaza will be followed by a ribbon-cutting of the exhibit of different sectors concerned with energy at the BAYS Center, he said.

Paglumotan said the Department of Energy will hold a switch-on ceremony at the Provincial Capitol which will be attended by the mayors of central Negros.

He said the details of the activity was discussed during a meeting yesterday with DOE acting undersecretary Loreta Ayson, Energy Utilization Management Bureau director Mario Marasigan and other representatives of the DOE.

Meanwhile, a press release from City Hall said this year’s celebration is unique because each region has a different concept. The theme for this year’s celebration is: “Republika, Tungo sa Ganap na Kalayaan at Kaunlaran”.

It said the important features to be found in the exhibition at the Bays Center are the electric jeepney, the flexi-fuel vehicle and the “Palit Ilaw” Program where the Department of Energy will sell compact fluorescent lamps (CFL) at discounted price. The exhibit at the Bay Center will start on June 9.

A parade will start in the afternoon at the Capitol Lagoon and will end at the Public Plaza, it said, adding that “Kabalikat Sibiko” was given the task to help keep traffic order during the parade.

The release said Bago City was invited to send a delegation to re-enact the surrender of the Spaniards to Gen. Juan Araneta during the program at the band stand. A turn-over ceremony of cinema ads on Clean and Green to SM will be held after the program and this will be followed by the Kalayaan Concert at the SM grounds. Everybody including the private sector is invited to join in this celebration, it added.*CGS

The youngest Filipino golfer to play in the 2008 Callaway Junior World Golf Championships in San Diego, California hails from Negros Occidental.

Five-year-old Joaquin Leandro Figura Tronco, son of former DAILY STAR columnist Lloyd and Regina Tronco, is the youngest representative of Team Philippines in the annual junior golf event in USA.

Tronco joins two other teammates in the six years old and under age group.

The Callaway Junior World Golf Championships is an annual competition where golfing great Tiger Woods began winning trophies as a child.*

The first-ever adventure of environment and wildlife conservation TV program “Born to Be Wild” airs tonight on Sine Totoo, a press release from GMA-7 Network said.

In this episode, hosts Romi Garduce, Everest mountaineer and environmentalist, and Doc Ferds Recio, veterinarian, experience wildlife in two different animal sanctuaries.

Romi journeys to Calatrava, Negros Occidental, to meet a group of wild monkeys rumored to be extremely friendly with people. The macaques living in the sanctuary have freely interacted with residents and tourists for years that they have become used to being fed, the press release said.

Doc Ferds travels to the island of Calauit in Palawan on a special mission. Inside the Calauit Game Preserve and Wildlife Sanctuary, a group of giraffes were inflicted with myasis – lesions caused by the larvae of flies. Treating the giraffes’ wounds right there in the wild proved physically challenging – with Doc Recio chasing after them to disinfect their wounds.

Japanese BPO to expand here, eyes wider English-speaking market

A Japanese business process outsourcing (BPO) firm is investing P120 million in the country to finance the expansion of its local partner, Logicall, Inc.

Transcosmos, Inc., one of the biggest call centers in Japan with 22 offices and over 20,000 employees, merged with the mid-sized call center last month to reach a wider English-speaking market.

Kenji Obata, who now sits as vice-president of the Transcosmos-Logicall merger, said the Japanese firm had spoken with more than 20 companies and even considered taking the business to India before deciding to partner with LogiCall.

"We needed a partner who has an identical sense of values and mentality to be aggressive in entering the English-speaking market. Second, the equipment and facility that Transcosmos has is almost identical to the equipment and facility that Logicall is using," Mr. Obata said.

Logicall is a three-year old BPO with 300 seats at its lone office along Chino Roces Ave. in Makati City.

Logicall Executive Director Archie C. Rodriguez said the company hopes to double capacity by yearend and keep the organization growing.

The company hopes to have 3,000 seats by 2011. "We’re looking at having as many as 6,000 to 8,000 employees," he said.

He added that the merged BPO should start reaping $20 million in revenues annually by then.

Logicall is looking for new locations where it can expand in Metro Manila, while key cities like Cebu, Davao and Bacolod will be explored two years from now.

Like other BPO companies, Transcosmos-Logicall expects the local industry to continue growing.

The government earlier said the sector expects to yield $13 billion worth of revenues by 2010.

bills to make NNNP protected area

Rep. Alfredo Marañon III (Neg. Occ., 2nd District) and Senator Pia Cayetano yesterday said they have filed bills in both houses of Congress seeking to declare the Northern Negros Natural Park as a protected area.

Marañon said House Bill 00610, which he filed on Feb. 7, 2007, seeks to establish the Northern Negros Natural Park located in the cities of Talisay, Silay, Victorias, Cadiz, Sagay and San Carlos and in the municipalities of Murcia, EB Magalona, Toboso, Calatrava and Don Salvador Benedicto in Negros Occidental as a protected area.

The bill includes provisions for the management of the park as a protected area.

Marañon yesterday said the bill has been reported out from the Committee on Natural Resources for plenary discussion and could be passed in the House by December.

Rep. Jose Carlos Lacson (Neg. Occ., 3rd District) yesterday said he also has a bill in Congress seeking a total log ban in the third district of Negros Occidental, but added that he would be willing to amend it to include the entire NNNP, because of the need to preserve the forests of the province.

The NNNP should be free of illegal structures and occupants, Lacson said, and he will support all efforts to protect the park.

Cayetano filed her version of the Marañon bill on July 2007 and it is also pending in the Senate.

She said the park that covers 80,454.50 hectares needs to be declared a protected area because it is the home to a diverse wildlife of 140 species of birds, 44 of which are endemic to the Philippines and six large mammals, two of which are globally endangered.

Recognizing the value of this area, it was established as the Northern Negros Natural Park by virtue of Presidential Proclamation No. 895, dated August 15, 2005, she said.

Her bill seeks to declare the NNNP as protected in order to protect it from indiscriminate exploitation and to be able to maintain its ecological balance, she said.

“Given the importance of biodiversity, it is deemed crucial that we act on these now to ensure that our children and the succeeding generations will inherit a living earth with all of its bountiful natural resources and vibrant wildlife, as a protected area,” the bill said.

The passage of this measure is earnestly urged, she added.

Meanwhile, the environment group, Green Alert Negros, yesterday lauded the position of Governor Isidro Zayco supporting the call for all the owners of illegal structures such as rest houses and resorts within the NNNP to respect the law and vacate the area.

The group said it also appreciates the resolution of the Negros Occidental Sanguniang Panlalawigan calling on government agencies to strictly implement the provisions of Proclamation No. 895, which elevated the forest reserve into a natural park.

Green Alert said it lauds Board Member Nehemias De La Cruz and the rest of the SP members for their resolution urging the DENR, Provincial Environment and Management Office and Task Force Ilahas to clear the NNNP of illegal settlers.

Green Alert Negros strongly urged Zayco and the SP to ask the Department of Environment and Natural Resources why these structures have been allowed inside the park.

The illegal structures inside the NNNP were raised when environmentalist Rusty Biñas, who is also a member of Green Alert Negros was in the hot seat regarding his “bahay kubo” inside Don Salvador Benedicto, the Green Alert statement said.

The group said it welcomes the issues being thrown at Biñas but would like to inform the public that his intentions are to help in the reforestation of the area and provide a venue for environmental education and training.

Biñas and Green Alert Negros have been involved in the protection of NNNP for the past 15 years, the statement added.*CPG

BACOLOD native Ramil "Bebeng" Gallego prevailed over compatriot Jose "Amang" Parica in the all-Filipino finals, 9-5.

He emerged as champion of the Hollywood Billiards Memorial Day 10-Ball last May 24 to 25 at the Hollywood Billiards in Hollywood, California, USA.

Gallego, who saw action under the Negros Billiards Stable of Jonathan Sy, nipped Louis Ulrich of the US in the semi-finals, 7-1, en route to the title showdown with the erstwhile undefeated Parica.

Actually Gallego, who used to make the rounds of billiards centers near the Libertad Public Market, lost to parica, 7-5, in the winners bracket in the double elimination tournament format

Capitol allots P240M for health insurance

CAPITOL gets ready to release P240 million for the Negros Occidental Health Care Program (NOHCP) set to be launched by September this year.

Provincial board member Melvin Ibañez, chair of the Provincial Board committee on health, said the budget came from the contributions of 32 local government units (LGUs) in the province.

A total of 135,000 poor Negrenses will be the first batch of beneficiaries.

Screening of beneficiaries will be done by every town and city's social welfare and development office, Ybañez said.

Those who will be qualified as beneficiaries can avail of free hospitalization, outpatient services, consultation with one week supply of medicines and may be burial assistance, he added.

Ibañez also said free hospitalization and even medical consultation of beneficiaries are not only limited to public district hospitals in the province but also allowed in private hospitals in Bacolod depending on the recommendation of doctors.

He, however, said they will also set up 16 outpatient service centers all throughout the province that will serve as official consultation centers for the program's beneficiaries.

"We are also upgrading our district hospitals like those in Kabankalan City, Isabela, Himamaylan City, Cadiz City, San Carlos City, Escalante City and Sagay City in relation to this program, allowing them to later accommodate more serious patients, especially the beneficiaries of NOHCP," Ibañez said.

He said the foundation will be handled by professional managers to NOHCP operations.

"Our aim is to make NOHCP self sustaining and self liquidating in the next two to three years after its launching this year," he explained. (EASD)

BACOLOD – Ferdie Aunzo and JR Tanpinco came away with semifinal victories in contrasting fashions yesterday to seal a title showdown for the Philippine Amateur Golf Championship in a duel of talented players with yet varying goals.

Aunzo, perhaps the best player in the ranks today, took a step closer to claiming his third victory in the last four weeks, subduing former national team member Erwin Vinluan, 4 and 3, in the semis, hours after trouncing Korean upstart Jae Yang, 3 and 2, in the morning quarterfinals at the Negros Occidental Golf and Country Club.

JR Tanpinco dropped a bending 25-foot birdie putt on the 18th hole to nip Rufino Bayron, 1-up, in a big follow-up to his 3 and 2 romp over Bayani Garcia earlier, keeping the homegrown bets’ bid for a rare sibling sweep of the championship after sister Anya Tanpinco overwhelmed Carmelette Villaroman, 3 and 2, to set up a clash with Irina Gabasa of Cebu for the ladies plum.

The 13-year-old Gabasa won over Apple Fudolin in the other semis duel to earn a rare crack at the 36-hole championship but against the most feared player in the fold – the defending champion.

JR Tanpinco, who just came back after finishing a golf management course in San Diego, USA to play on his home turf, fought back from two holes down after 13 as Bayron bogeyed the next two. He then came through with that spectacular putt to foil an all-ICTSI finale and frustrate the DHL Open winner, who had looked forward to an extended duel after missing his own birdie bid from almost the same spot.

“I just got lucky,” said the 26-year-old Tanpinco, who will need much of that when he tangles with Aunzo in the marathon 36-hole finale starting at 7 a.m. today. Tanpinco whipped Bayani Garcia, 3 and 2, in the morning quarterfinals of the tournament conducted by the National Golf Association of the Phils. and sponsored by the Philippine Sports Commission, Yamaha Golf Car and Tanduay Distillers, Inc.

“I have gotten used to playing 36 holes. So I feel good,” said the 28-year-old Aunzo, playing on his fifth straight week after topping the Karambunai Open and the Sabah Amateur and bundling out two rivals in Friday’s start of the match play event.

Make way for the future of Philippine athletics.

Teenage phenoms Christopher Ulboc Jr. of Far Eastern U, Isidro del Prado Jr. of St. Benilde and Jami Dawn Henares of Bacolod City came through with sterling performances that made heads turn at the close of the National Track and Field Championships at the Rizal Memorial Sports Complex.

Ulboc, a 17-year-old prize find from Tangub City, Misamis Occidental, ruled the 10,000-meter and the 1,500m to become the most bemedalled bet with a four-gold harvest in this event backed by Terry Capistrano’s TMS Ship Agencies and the Philippine Sports Commission.

He clocked 33 minutes, 29.6 seconds in the 10,000m to outclass a field that included Art Thomas Fronda of University of the Philippines Integrated School and Berny Corpuz of Centrex. He submitted a time of 4:11.43 in ruling the 1,500m.

“He (Ulboc) might be considered in the RP juniors team set to compete in the Asian Juniors Championships this July in India after our officials saw him run,” said FEU coach Jojo Posadas of Ulboc who also copped the 5,000m in Day One and the 3,000m steeplechase in Day Two.

Another FEU coach Rosito Andaya, who has produced the likes of Ernesto Mendoza, Herman Suizo and Hector Begeo, said Ulboc could be the future of RP long-distance running.

Son of former 80s track star Isidro del Prado, the younger Del Prado, 17, was untouchable in the 400m where he clocked 49.51, besting Zamboanga’s Radjeev Tahil (50.30) and FEU’s Romulo Mostoles (50.72).

Del Prado, who was recruited by St. Benilde after a splendid four-gold showing in the Palarong Pambansa in Palawan, was satisfied with his performance.

“It’s satisfying to win the gold right in my first national open,” said Del Prado.

Del Prado’s effort duplicated the efforts of another second-generation track star Jose Renato Unso of De La Salle.

Unso, a 17-year-old sports management freshman at La Salle, earlier topped the 110m hurdles before the watchful eyes of his father Renato Unso, who reigned in the hurdles event in the 1983 Singapore SEA Games.

The 16-year-old Henares, who starred in the Visayas leg of the POC Olympic Festival last year, was equally impressive in winning the century dash gold in 1:01.03.

The Destiny Christian School student in Bacolod, who has a Ukraine-born Canadian mother and a Filipino father, finished ahead of International Elite’s Tahlie Cablayan (1:01.90) and Zamboanga’s Rubelyn Alvador (1:03.02).

After an uneventful first two days, Go Teng Kok’s Army finally made their presence with Julius Sermona, Julius Nierras and Arnel Ferrera hacking out emphatic wins.

Sermona reigned supreme in 10,000m in 31.39, Nierras in 400m in 48.24 and Ferrera in discus throw in 44.47m.

Other final day winner were TMS’ Luville Dato-on (triple jump) and Keizal Pedrina (400m), FEU’s Florida Gonzales (10,000m walk), Centrex’s Vanessa Membrado (10,000m walk), Cebu’s Irin Baluran (triple jump) and Al Vincent Maxilom (discus throw), University of

Baguio’s Hannah Erika Sia (shot put), Western Institute of Technology’s Sharmi Bucaling (shot put) and Manuel Lasangue (high jump) and St. Benilde’s Benjie Suan (triple jump).

Korean Dae Young Ko was the only foreign bet to win a gold, ruling the triple jump in 16.25m.

Ateneo de Manila’s Ituno Kuku won the men’s high jump in 1.85m despite competing only with one shoe.

May has come to an end and with its culmination came the Santacruzan Festival – a highlight of the Flores de Mayo rituals that pay tribute to the Blessed Virgin Mary amid the season of flower blooms.

^^The land area is massive and they have not occupied the entire lot.It would be nice if they could put up IT buildings as like in Sanparq Square in those vacant spaces.Gaisano City is a mall,has a hotel and is also very close to some other hotels.Much like a little SM MOA or little Eastwood in QC pattern would be awesome.And i think it would complement thier mall very welll.It will attract more tenants and shoppers as well.It's just a thought though but i really wish they could work out together with the City Council in putting up a pedestrian overpass.:D

gaisano city Bacolod is big compared to Robinsons place bacolod, but it can still extend vertically because the airport is now gone..that's the only hindrance during the construction of the mall...I hope that the construction of the robinsons extention would be started earlier so that it would be a new attraction in our city...We all know that our robinsons here is small compared to other robinsons malls in the Philippines..

and the good thing is, there are lots of open and wide spaces along these 2 main streets. which means, urban planners won't have a hard time in conceptualizing massive projects involving IT and tourism related structures.:)

Court approves PPA, BREDCO compromise
BY CHRYSEE SAMILLANO

The Regional Trial Court has ordered the Philippine Ports Authority to restore Bacolod Real Estate Development Corp. its right to construct, develop and operate its port facilities at the Reclamation Area in Bacolod City after approving the compromise agreement between the two parties.

RTC Judge Fernando Elumba approved the compromise agreement entered into between the PPA and BREDCO and ordered the parties to strictly abide by its terms and conditions, in his order dated May 28, 2008.

The Court had issued a TRO last year against PPA ordering it to desist from enforcing its revocation of the certificate or registration/permit to operate against BREDCO.

PPA revoked the COR/PTO of BREDCO on June 1, 2007 for implementing higher tariffs without authority of the PPA.

As a result, BREDCO filed a civil action for injunction with damages with prayer for TRO for the reason that it was not given due process when its COR/PTO was revoked by PPA.

During a hearing of the issuance of the TRO on June 12, 2007, both parties were encouraged by the court to come to terms with their apparent differences, considering that the public interest in the operation of ports would better be served by amicably settling their apparent dispute.

The compromise agreement between the parties states that BREDCO should impose and collect the authorized cargo handling tariff rates similar to the Port of Pulupandan and shall apply, impose and collect roll on-roll off rates in accordance with PPA memorandum circular 17-2003.

BREDCO shall also seek formal approval from PPA as required by COR/PTO No. 330 for all port charges, fees and tariffs they are collecting including all their future adjustments, it said.

Both BREDCO and the PPA agreed to have the case for injunction with prayer for TRO/writ of preliminary injunction dismissed.

The court also directed the Office of the Clerk of Court to release the injunctive bond amounting to P4 million in favor of BREDCO, which it had posted to answer for whatever damages the defendants may have sustained by reason of the TRO should the court finally decide that the plaintiff is not entitled to the relief granted.

DFA, PRC to put up satellite offices

BACOLOD Representative Monico Puentevella has announced Saturday that both the Department of Foreign Affairs (DFA) and the Professional Regulation Commission (PRC) would be setting up their respective satellite offices in the City soon.

Puentevella said he worked out for these offices here because he said he pities Bacoleños and Negrenses spending much time, efforts and money processing their passports and PRC IDs, among others, in Iloilo City.

"Thank God that both DFA and PRC agreed to put up satellite offices here in our City," the solon said.

Aside from DFA and PRC, Gen. Greg Fajardo, deputy commanding-general of the Army's 3rd Infantry Division, said other national line agencies were also asked to branch out in Bacolod and was agreed on during the Peace and Development Summit at Planta Hotel in Bacolod last May 21 and 22.

He said it was everybody's consensus in the panel that all national line agencies must have their satellite offices in Bacolod for the convenience of Negrenses and Bacoleños.

DFA, PRC to put up satellite offices

BACOLOD Representative Monico Puentevella has announced Saturday that both the Department of Foreign Affairs (DFA) and the Professional Regulation Commission (PRC) would be setting up their respective satellite offices in the City soon.

Puentevella said he worked out for these offices here because he said he pities Bacoleños and Negrenses spending much time, efforts and money processing their passports and PRC IDs, among others, in Iloilo City.

"Thank God that both DFA and PRC agreed to put up satellite offices here in our City," the solon said.

Aside from DFA and PRC, Gen. Greg Fajardo, deputy commanding-general of the Army's 3rd Infantry Division, said other national line agencies were also asked to branch out in Bacolod and was agreed on during the Peace and Development Summit at Planta Hotel in Bacolod last May 21 and 22.

He said it was everybody's consensus in the panel that all national line agencies must have their satellite offices in Bacolod for the convenience of Negrenses and Bacoleños.

I am currently promoting "Namets" to my peers at NCCA, Jamtrx Entertainment (QC), GMA 7, and a few Artist Guild's of Manila. I have heard from the "huring huring" inside the investments board sa city hall that Araneta Center is gearing towards the development of their property (Noahs Ark Sugar) when the NGC opens. Dugay na kuno nga dumot sg Araneta to develop their vast land along Burgos all the way to hacienda Gonzaga sa Circumferential formerly occupied by the Bacolod Murcia Milling Company and Noahs Ark Sugar.



I am proud that we have a local shopping mall/department store giant named LOPUE's that could go shoulder to shoulder with the Sy, Gokongwei and Gaisano malls. Ginapahapit ko gid ang mga bisita ko da to let them see "local shopping atmosphere"

Bacolod City, Negros Occidental all set for Independence Day celebration
Negros Occidental (2 June) -- All is set for the celebration of the 110th Independence Day celebration to be participated by the City of Bacolod and the province of Negros Occidental.

As the cabinet secretary tasked by Malacañang, Energy Secretary Angelo Reyes will be the guest of honor on June 12, 2008.

Bacolod City's celebration of the independence is through an energy caravan highlighting the government's biofuels projects with this year's theme : "Republic service, tungo sa ganap na kalayaan at kaunlaran".

The celebration on June 12 will begin with a Flag Raising ceremony at the Public Plaza at 7 in the morning followed by a short program then cutting of the ribbon at the BAY Center to formally open the exhibit on energy by the different sectors. The Department of Energy will participate in the exhibit.

The main features in the exhibition are the electric jeepney, the flexi-fuel vehicle and the "Palit Ilaw" Program where the Department of Energy will sell compact fluorescent lamps (CFL) at discounted price.

In the afternoon, a parade in the afternoon to start at the Capitol Lagoon and will end at the Public Plaza. "Kabalikat Sibiko" was given the task to help keep traffic order during the parade.

Bago City was also invited to send a delegation for the reenactment of the surrender of the Spaniards to Kapitan Juan Araneta during the program at the Band Stand.

postergirl broke this news a couple of weeks ago on the previous thread that indeed l' fisher is expanding. rumors had it that the casino filipino will settle at the l'fisher hotel once their contract at the goldenfields expires. there were others who said that they will transfer to the bacolod pavilion hotel. well, let's just wait for further developments. i'm sure we'll be the first to know here.:)

whats wrong with our airport? gawd, wala pa isa ka tuig wala na ga andar ang duwa ka xray machines. now all the apssengers are required to open the bags.

and the security officer who does the body check. hmmmm does he really do his job?

for one, we were never required to take off shoes or any footwear during the security check which is mandatory in all airports, AFAIK.

They have indeed opened my bag, but, did they even care to check what;s hidden at the bottom of my bag? ang ibabaw lng gin lantaw nila.

There was no drug and bomb sniffing dogs.

what if there 's one bad rottenh tomato who tried to join us on our flight back to manila?

This is not the first time that ive returned to manila via bacoldo. but this is the only time ive seen this kind of security lapses.

Gov. Isidro Zayco who returned yesterday from BioFach China, an organic trade fair in Shanghai, stressed the need to continue the thrust of Negros Island towards organic farming and production of organic fertilizer amid the spiraling prices of oil based products.

Zayco said the trade fair in Shanghai showed a wide range of organic products from all over China, and the worldwide market potential for organic products that has a very promising future.

Market experts from Organic Monitor and the International Federation of Organic Agriculture Movements at the trade fair said sales volume of the international organic market topped $40 billion in 2007. The $60 billion mark could be reached worldwide in 2010, they also said.

The biggest growth in sales terms can be seen in North America and Europe. The US Organic Trade Association assumes a sales volume of some $20 billion and more than 20 percent growth for the North American organic market in 2007, which makes the USA the world’s largest organic market, the market experts reported.

According to information from the Zentrale Markt- und Preisberichtstelle (ZMP), sales of organic products in Germany account for slightly less than a third of European sales of some 15 billion EUR. Germany is therefore by far the largest organic market in Europe, followed by Great Britain, Italy and France, their report added.

Both Negros Occidental and Oriental officials have envisioned to make Negros Island the organic food bowl of Asia.

Organic farming now will give Negros a jumpstart for the future, Zayco said.

Going back to the basics through organic farming will provide people with healthier food and address the problem of spiraling costs of petroleum based fertilizer, Zayco also pointed out.*CPG

City submits P375M

The Bacolod City government has submitted a proposed funding requirement of P375 million for the city’s flood control program to Deputy Presidential Spokesman Anthony Golez during a flood control consultation-workshop it hosted yesterday in Bacolod City.

Councilor Roberto Rojas said they will meet today to list down the projects that need to be prioritized in the proposed budget which had been required from them by Golez.

He said the budget is a major problem they are going to face considering that they have to come up with a drainage master plan and have to dredge the different waterways, as well as conduct information drives.

Golez said these are just rough estimates. According to Presidential Decree 1566, the local government has a local calamity fund which can be used initially, he said. Whatever amount it cannot finance, that is where the national government can help through the National Disaster Coordinating Council, he added.

Jean Trebol, one of the Convenors of the Bacolod Anti-Baha Alliance, said she believes the funding requirement is doable if the mayor gives it his all-out support. He can get a loan if he doesn’t have funds from the city’s coffers, she said.

Rojas said that if the Sangguniang Panlungsod and the mayor agree to secure a loan, he will push for it.

Mayor Evelio Leonardia said that, personally, he believes that is an option that they can consider. He said they will consolidate all the outputs of the workshop and when everything is clear, they will try to squeeze out whatever funds the city can manage.

Leonardia said the calamity fund is 5 percent of the P1 billion budget of the city, which is about P50 million. However, what can be used for disaster preparedness is only about 30 percent of that, he said.

Meanwhile, executive assistant Joemarie Vargas said that during the workshop, they passed a resolution creating a Flood Control Division in the City Engineer’s Office and another resolution requiring the Bacolod City Water District to coordinate with the city and the barangays before installing waterlines.

They also passed a resolution for the creation of a Solid Waste Management Council that includes the barangay-based maintenance, monitoring and enforcement of laws.

Trebol said their group has pledged to help in the education campaign and that in their own way, they have started already in the puroks.

“I believe we can do better if the city is with us. Hopefully, since the mayor called for the workshop, I assume that he will support whatever is the outcome and I think there is sincerity on his part,” she said.*CGS

so dramatic...one of the most picturisque landscapes is the vast sprawling sugarcane fields that can only be found in the province. but, i do hope it isn't sunset yet for the sugar industry.

Actually migs amo man na ang na observe ko, kng i compare la labot luzon, ang sa davao or sa cebu na security, ka lax gid kaayo, not mentioning nga international airport ang davao kag cebu but budlay lng kung kis-a kng indi pa pag lukpan indi pa mag giho...remember ang incident sa davao airport nga may isa ka security expert nga naka pasulod bomba sa eroplano, after sang incident nga ato, nag strict na sila dayon gulpi... just a thought lng wala na ya warranty ang mga bag o nga mga xray machines haw? pa islan nila tani, kay gna compromise na ang security sng mga gasakay ya.:ohno:

The X-ray machines are busted because of the power failures, kanugon gani, but I've read repairs are underway.

Nope, di naman lahat ng airport pinapatanggal ka ng shoes. At the Narita Intl Airport, di kami pinatanggal ng shoes, maybe because of more sophisticated equipment, but yes, in NAIA, the same procedure is followed.

Yep, ma-compromise gid ang security because of manual checking of luggage.

Bomb sniffing dogs are really not needed when the detectors and the x ray machines are operational, but since they aren't for the mean time, we need them.

AFAIK most airports in the country requires the removal of shoes. thats the reason why i always travel wearing flip flops beacuse i hate the inconvenience of removing shoes at the airport. and even if im just wearing flipflops i still submit to the mandatory security check which is to take off my footwear.

We just simply cant let one day of airport operations with lax security. what if that one single day, may halug twerka nag dala bomba, or drugs sa plane.

Can you still remember that passenger who brought exotic animal i think its python. his flight was bcd-mnl-bkk. imagine ato na sya ya sa mnl sang nakit an nga may dala sya ya nga sapat kag wala papers.

we do not that kind of think to happen, else ma newspaper na naman ang syudad ta nga kabag o sang airport pero wala security facilities.

RE: sa dogs, for now that theres no xray machines, i think IT IS A MUST to have K9s. there are 2 kinds of sniffing dogs. yung bomb sniffing and the drug sniffing. i think the drug sniffing type should be a regular fixture dira sa airport. for the bomb sniffing, badly needed gd ina subong especially wala xray machines.

i hope this security lapses will be fixed ASAP.

I've heared that those X-ray machines are from the old Bacolod Airport, so if this is the case it must be replace with a new one..maybe on of the contributing factors that made the xray's malfunction is the age of the xray's apart from the power shortage...

Paredes Wins 6 Golds and 3 Silvers in Swimming Tilt
Eight-year-old Kris Janine Untal Paredes, a grade two pupil of Kabankalan Catholic College won six gold medals and three silver medals during the University of St. La Salle (USLS) Swim Tek Novice Swimming Competition held on May 24.

Paredes bested other contestants from the cities of Bago, San Carlos, Iloilo, and Sagay. She won the gold in 100 m freestyle, 25 m backstroke, 50 m freestyle, 25 m butterfly, 50 m backstroke and 25 m freestyle. In silver, she won 25 m breastroke, 50 m butterfly and 50 m breaststroke. somebody told me that the ARANETA's will develop the area in front of Bacolod Public cemetery once they see a BIG change after NGC will open. :) they will push through with their plan and they will observe how NGC will CHANGE east side.

Puentevella on Lakas senate list

Two officials from the Western Visayas were among those on a list released yesterday by the Lakas-Christian Muslim Democrats of its potential senatorial lineup in the 2010 elections.

House Speaker Prospero Nograles, Lakas-CMD president, issued the list after a party directorate meeting.

He said that among those from Western Visayas in the line-up of potential senatorial bets are Bacolod Rep. Monico Puentevella and Iloilo Rep. Art Defensor.

Puentevella told the DAILY STAR yesterday he was humbled, being on his third and last term in the House of Representatives.

His inclusion on the lists, he said, was an honor and an unexpected compliment.

“It’s time to seek discernment, let God do the rest,” he said.

The others on the Lakas list are Senator Ramon “Bong” Revilla Jr., Senator Manuel “Lito” Lapid, Agriculture Secretary Arthur Yap, Health Secretary Francisco Duque III, Metropolitan Manila Development Authority chairman Bayani Fernando, Quezon City Mayor Feliciano “Sonny” Belmonte;

Mayor won't do 'ala Marikina' vs sidewalk vendors

MARIKINA City is the sister city of Bacolod, but in terms of dealing with sidewalk vendors, Mayor Evelio 'Bing' Leonardia vowed not to follow the former in driving vendors away from the downtown area.

"We will treat our sidewalk vendors with compassion because they're also Bacoleños earning a living along the sidewalks, so our hearts are really with them," the mayor stressed.

But Leonardia admitted he was impressed by the presentation made by Marikina City Mayor Marides Fernando, telling him that Marikina is now "pink on health" because it has no more sidewalk vendors.

Leonardia, however, responded: "It cannot be done in Bacolod!"

"I salute Mayor Fernando with her presentation about solid waste management and how they converted Marikina into a clean and beautiful city but as I said, there are some things they did that cannot be done here in Bacolod," asserted Leonardia.

Thousands of sidewalk vendors along Gatuslao, Gonzaga, Luzuriaga, and Bonifacio streets in Bacolod are always the subjects of complaints from businessmen in the downtown area, including motorists, allegedly because they hinder the flow of traffic and are also "killing" some legitimate businesses in the city.

During the incumbency of former councilor Ramon 'Monju' Guanzon, he passed an ordinance banning vendors from the sidewalk to clear the city's downtown area from any obstruction.

But Guanzon's proposal was nixed. He was also condemned by vendors.

During the time of former mayor Joy Valdez, she also attempted to clear the downtown area from sidewalk vendors but to no avail.

"That's why I want to challenge any politician here in Bacolod to come out and get rid of sidewalk vendors. If they can, then I'll salute him/her," Leonardia Tuesday told reporters.

He said the best thing he can do to these sidewalk vendors is simply to regulate them and not let them become obstructions on the streets and with the traffic.

Leonardia added that at present, businessmen in downtown area have already started accepting the sidewalk vendors.

Meanwhile, the mayor is also not amenable to the recent proposal of Councilor Alex Paglumotan to privatize the three public markets in Bacolod, including the Vendor's Plaza at the Reclamation area.

Paglumotan, chairman of the City Council committee on market, mulled proposing the privatization of Libertad, Central, and Burgos markets after learning that its unpaid rentals have accumulated to almost P30-million.

But Leonardia said: "I think we need to carefully and thoroughly study the proposed privatization of our markets."

This as he supports the contention of Councilor Homer Bais, chair of the City Council committee on tourism, that public markets are for public service and not just for ROI (return of investments).

Murcia sets up ATM

The town of Murcia , Negros Occidental, is providing automated teller machine service to its constituents through a partnership with Electronic Network Cash Tellers Inc., the ATM service provider and its partner bank, First Community Bank Inc.

A memorandum of agreement was signed by Mayor Esteban Coscolluela with officials of ENCASH and First Community Bank Inc. at the municipal hall Monday, a press release from the bank said.

The ATM machine, which will be housed in front of the municipal hall, is seen to bring more business opportunities in Murcia and its neighboring areas.

FBCI, whose main office is at JP&D Heritage Square, Burgos St., Bacolod City, is the first rural bank in Western Visayas to offer ATM services in its efforts to serve the communities in the countryside, the press release said.

Its first ATM unit in Murcia accepts cash transactions for Megalink, BancNet and Expressnet cardholders. Other products and services offered by FCBI aside from checking, savings and time deposits are microfinance and pension loans, salary and business loans, and loans secured by real estate and chattel mortgages.

Its Bago Branch is located at Araneta Street corner 1 st Street , Bago City and its loan office is located at RC Lagtapon Street , Hinigaran.

FBCI president Lawrence Villanueva said it will install its second ATM unit at its Bago branch, the press release added.*

BoC tops mid-year
collection target

The Bureau of Customs Negros Occidental exceeded its midyear collection target by about 100 percent or almost double the ceiling set by the national government, a press release from the BOC said.
Its total mid year collection is about P35 million while the year round target set by the Department of Finance is P75 million, it said.

All these were made possible through the dedication and hard work of the officers and staff of BOC Negros Occidental headed by its Collector Julius Premediles. The Bureau is under the control and supervision of District Collector Roberto Madrid, the release said.

President Gloria Macapagal Arroyo congratulated Premediles for the exemplary performance of the BOC in the province during her official visit to Bacolod City last May 22, 2008.

The release said that on top of the achievements displayed by the Collection Office, the collectors have announced that they will rigorously perform their mandated duty specifically to prevent smuggling, improve collection of lawful revenues, and encourage local trade to conduct direct importation to Bacolod City based on the directives of Customs Commissioner Napoleon Morales and DOF Secretary Margarito Teves.*

^^I understand why Mayor Bing cannot simply remove the street vendors as what Marikina did.In reality,the money that the vendors earned through the day help feeds thier family needs.It's thier only source of income.The city must provide jobs for these people if they want to clear the streets from vendors.But one thing for sure that it will all be just fine as long as it's regulated and they must implement it orderly.:)

Art exhibit for kids ongoing

A Summer Art Workshop called “Cre-8!” on acrylic painting on canvas for children opened an exhibit Sunday and will run until Saturday at the 888 Chinatown Square , Bacolod City, a press release from organizers said.

AAB Artist Joan Mocorro, with Christian Academy of Bacolod teachers Jenevieve Abeto and Katherine Dejame, facilitated the 10-session workshop from March 29 up to May 31.

The children's art exhibit features works in acrylic on canvas and mixed media by Elijah Kevin Cual, Gerardo Cueva Jr., Ilyn Nicole Dela Peña, Marie Isabelle and Marienne Fernandez, Therese Michelle Gerona, Jadine Ledesma, Carmelo Jed and Charles Jev Paltriguera, Ashley Julienne Pedregosa, Vince Jerome Pedregosa, Danielle Ross Tubal, Carl Patrick and Dustin Ty, Fritz Leynard, Tanya and Veronica Villarete, and guest artists Mimi Paltriguera and Bea Ivanica Mocorro, the press release said.

Tanpinco leads hopefuls in RP golf qualifying

BACOLOD amateur golf standout Anya Tanpinco leads the cast in the ladies side of the eliminations for the national pool where the top five are clashing for the three RP Team berths in the qualifying event that fired off Tuesday at the Valley Golf Club in Antipolo.

Tanpinco held off 13-year-old Irina Gabasa, 2-up, to complete a back-to-back feat in the RP Amateurs on home grounds last week at the Negros Occidental Golf and Country Club in Barangay Bata.

The top five in this event will actually clash anew for the three RP team slots in another 72-hole qualifying next month.

Joining Tanpinco are Gabasa and Sarah Jane Ababa, Carmelette Villaroman, Lovelyn Guioguio, Sunshine Baraquiel whom Tanpinco defeated en route to her 2007 RP Amateurs title in Iloilo, Kristine Leonen and Marian Woo along with the members of the RP team, which finished sixth in the Queen Sirikit Cup, reigning RP Ladies Open champion Chichiro Ikeda, Karambunai Open winner Cyna Rodriguez and Louise Manalo. ^^Well Migs Jeff ganyan talaga ang buhay.Sacrifice ang mangin malayo sa pamilya and friends to reach our dreams/goal sa pangabuhi.
As long as we could spare some time to see them once in a while,that should be just good enough, i think?(:lol: nakaquestion mark pa,bout silingon not enough).Despite being away from our hometown for half of our life ,we still managed to keep in touch with them anyway with the new technology.Basta work and work lang anay for the meantime and enjoy your retirement later on in what we called Home and Bacolod that is.:banana:

^^The only consolation i guess @Jay, are the new developments that popped up in our beloved Bacolod/Negros Occ after a year or two of absence. Like vacant lots in the city center that were once barren but now a new mall has been built. Or the mid-rise structures slowly densing the harbour/reclaimed area of BREDCO. And so much more. :)

This will be the mother of all property developments in Bacolod if construction will commence soon. May it be a techpark/ECOZone or a residential/commercial complexes. ^^I beleive it will be Migs Jeff and we hope that retention movement should think deeper and analyze carefully if how the city and the Bacolenos could gain and benefit in letting the old close and convert it to an industrial zone.And the airport is an excellent location.For sure many developers out there who are waiting for this opportunity.
As we have been talking it here over and over again.I hope some people behind the movement would realize what's the best use for the old airport.

Mayor Bing is a good mayor...He knows and feels what those vendors feel, try to analyze if those vendors will be removed from that areas,they have no other source of income..mayor Bing has a point, we do not need to remove them but just to organize them in a way that they will not become obstructions to the flow of traffic..it could also be possible that they should be relocated in a place where they can also earn money far away from the downtown area...

football festival


West Negros University remained the top collegiate football squad in the province today as the teams the school sent to the 4 th Gus Uriarte Memorial Football Festival at the University of St. La Salle, Sunday, practically ruled the competition in the Men's Open category.

It was an all-Mustangs show in the finals with WNU Team A prevailing over its Team B and Chieffy Caligdong taking home the Most Valuable Player award.

In the Women's Open division, San Carlos Football Club beat the La Salle Alumni, 1-0, to capture the title with Misty Marce of the winning squad claming the MVP honors.

Don Bosco topped the contest in the 17-Under Boys against La Carlota City while visiting team San Roque of Cebu edged La Salle High School for the crown in the Girls' department with Monica Trebol as MVP.

The 35-Above category virtually turned into a goodwill game between the two teams from Bacolod United Football Club with its Team A winning the title.

The football festival, organized by the USLS Varsity and Alumni Football Team, assisted by Rani Teresa Alisan and Daisy Jane Dayon and Larry Litonjua, drew participation from 35 football teams from different clubs.*NAB

collection in Region 6

Bacolod City ranked number one in Region VI in the collection of real property tax for 2007 and ranked second for economic enterprise.

Acting City Treasurer Annabelle Badajos yesterday said the annual target of the Department of Finance for real property taxes is P238.9 million but as of Dec. 31, 2007 , Bacolod was able to collect P252.7 million with a collection efficiency of 105.77 percent.

Based on the target of the DOF, the city's annual target for economic enterprise is P9.4 million but the city's actual collection as of Dec. 2007 was P11.5 million, she said, adding that the city's collection efficiency is 122.20 percent. She said this is because of the massive collection efforts implemented by the city.

Badajos said the city did not rank high in other areas because its tax base is low since its Revenue Ordinance is outdated. She said she hopes this could be amended before the year end since they have already finished drafting the Revised Revenue Ordinance to be submitted to the SP.

Secretary to the Mayor Goldwyn Nifras said that, despite these problems, the city has performed better than other LGU's in the region. He said the machinery of the local government is working to improve tax collection, which is the lifeblood of the LGU's.

Meanwhile, Badajos said the markets, which are categorized under the economic enterprise, has collectibles of about P29 million which has accumulated since 2002.

She said the Market Committee was able to come up with some innovations or strategies on how to collect. However, they have difficulty collecting especially because an ordinance was passed by the Sangguniang Panlungsod condoning the interest on delinquent taxes, she said.

Based on the Market Code, delinquency of stall owners in the payment of their stall rentals is a ground for the closure of their business, Badajos said. The City Treasurer's Office is not empowered to close them, she said, since the power is with the chief executive.

Badajos said the stall rental ranges from P800 to P1,000 a month.

Personally, Badajos said she is in favor of the privatization of the markets. But this will depend on the local officials, she said.*CGS

Metal welding training
open for Negrenses

A Training-Workshop on Metal Inert Gas/Metal Active Gas Welding will be conducted by the Chamber of Furniture Industries of the Philippines-Negros Occidental Chapter on June 18 to 20 at the Technology and Livelihood Development Center , at Gatuslao Extension, Bacolod City , organizers said in a press release.

The technical training, in coordination with the Department of Science and Technology and the Department of Trade and Industry, will have resource speakers from the Metals Industry Research and Development Center .

MIG-MAG welding involves a process of using an arc struck between a consumable electrode or filler metal and the sheet metal to be welded. This form of welding is a very versatile process, resulting in lower welding time.

Small and medium enterprises from the furniture, metalworking, gifts and houseware, and related sectors are encouraged to participate, well as those from the academe and government involved in related fields, the press release said.

USLS-IS eyes SGVL nat'l title

To play a “good game” every time they set foot inside the court is coach Malot Lozada's usual reminder to the members of the University of St. La Salle-Integrated School girls' volleyball team who will be battling top teams from Manila, Cebu, and Iloilo in the June 10-12 national finals of the Shakey's Girls Volleyball League at the USLS Covered Court.

Despite the homecourt advantage, Lozada said the USLS-IS is a very young team compared to their counterparts from the Hope Christian High School which topped the Manila eliminations and the Southwestern University Foundation that won the title in Cebu.

“The Manila team is more matured compared to our squad and I always remind the players to focus their attention to the game and not to allow lapses in defense,” Lozada said.

She said winning championship games is just a bonus. The most important aspect of the competition is how to become a better team and how to improve your skills as an individual player, the coach said.

But while Lozada considers the national finals as an opportunity to improve the young USLS-IS squad, team captain Gianes Floradelle Dolar hopes that this time, USLS-IS will prevail against defending champion Hope Christian High School.

The incoming Nursing freshman said the national finals will be her last game for the USLS-IS and like her teammates, she is determined to give her best to capture the crown and get back at the Hope Christian School whose core of players compose the squad that beat them in the recent Palarong Pambansa in Puerto Princesa.

“Like us, the Manila school will be playing without any reinforcement from other schools and we hope that this time, we will win against them,” Dolar said.* with reports from Adrian Bobe

Bago to host badminton tilt

Badminton players in Negros Occidental will be showing off their skills and pit talents against each other when the 1 st Negros Unity Cup Badminton Tour '08 opens on June 28 at the new Bago City Racket Sports and Indoor Badminton Center in Bago City .

Initiated by the Bagoeño Shutters' Club and supported by former 4 th District Congressman Carlos Cojuangco, the event also aims to strengthen badminton as a sports discipline in the province and in Western Visayas .

Aside from host Negros Occidental, expected to join in the tournament are players from the cities of Cebu, Iloilo , Roxas and Dumaguete.

Competition will be played in Men/Ladies Doubles Open, Class A, B, C, D and Mixed Doubles Open.

To spice up the event, surprise prizes will be given to the participants, Bagoeño Shutters' Club president Jerome Galunan Jr. said.

He added that a registration fee of P500 to be spent on Dry Fit Shirts and tournament prizes will be collected from the participants.

'White shrimp' to spur Negros shrimp industry

THE head of the Cruz Aquaculture Corp., Philip Cruz, is upbeat that the popularity, acceptability, and marketability of the "white shrimp" (Penaeus Vannamei) species over the "black tiger" (Penaeus Monodon) in the world market is a signal to Negros shrimp industry that it is time to shift gears.

Asian vannamei culture producers alone cover 81 percent of the world market.

Figures from the Negros Prawn Producers showed that presently, there are 650 hectares of active shrimp ponds, which produce 80 percent monodon and only 20 percent vannamei.

"Given all the advantages of growing vannamei, the present 20 percent can be conservatively increased to more than 50 percent. Thus, you would see how the Negros shrimp industry would be revitalized. You would see sprawling shrimp ponds just like in the 80s," Cruz said.

Cruz explained that the Latin American species, more popularly known by its scientific name, vannamei, is disease-free as sources of its broodstocks (parent shrimp) are of reputable sellers unlike the monodon (black tiger), which is sourced from breeders.

"With the high cost of fuel, little wonder that domestic prices of monodon shrimp is more than P300 a kilo. With vannamei, this will be reduced to P200 or less and therefore even the Filipinos can afford to eat shrimp," he added.

Vannamei feeds contain 25 to 30 percent protein while monodon contains 40 to 45 percent protein. Cruz explained that, "since protein produces ammonia, monodon growers change pond water once a week to protect it while vannamei growers change water for more than a month."

"Think of the savings a grower earns with vannamei than with monodon." he added.

The problem, Cruz said, is that "we have not develop the shrimp industry the way Vietnam, Thailand, Indonesia, Taiwan and others did."

Shrimp, Cruz said, is the only seafood that is expensive enough and exportable to build "value adding" machineries and structures for the production of shrimp party-plates preparation, shrimp cocktail cuisines and ready-to-eat microwavable packages.

"After the economic slump in the 80s, Negros pond owners shifted to milkfish (bangus) and some to mudfish (tilapia). The 650-hectare remaining active shrimp ponds are found mostly in the north, from Victorias, E.B. Magalona, Silay, Talisay while in the south, we have Bago and Pontevedra," Cruz said.

Cruz stressed milkfish and mudfish culture, which makes up most of the ponds in Negros, are not viable enough for world competition.

Besides, five value adding structures closed down in Negros because of disease attacks on monodon, he said.

"For now, we are unable to catch up with our Asian neighbors. With the onset of the vannamei, however, we can serve domestic needs and export at the same time," he added. (GAS)

for one, we were never required to take off shoes or any footwear during the security check which is mandatory in all airports, AFAIK.

I've heared that those X-ray machines are from the old Bacolod Airport, so if this is the case it must be replace with a new one..maybe on of the contributing factors that made the xray's malfunction is the age of the xray's apart from the power shortage...

The X-ray Machines of Bacolod-Silay Airport are brand new. It was bought together with the airport's firetrucks. Maybe it doesn't have "back-up" power so it conked out with the fluctuations:cheers:

My mother said they are transferring their offices to the government center by July bacause they are targeting the inaguration at the last week of July.

BoC tops mid-year
collection target

The Bureau of Customs Negros Occidental exceeded its midyear collection target by about 100 percent or almost double the ceiling set by the national government, a press release from the BOC said.
Its total mid year collection is about P35 million while the year round target set by the Department of Finance is P75 million, it said.

All these were made possible through the dedication and hard work of the officers and staff of BOC Negros Occidental headed by its Collector Julius Premediles. The Bureau is under the control and supervision of District Collector Roberto Madrid, the release said.

President Gloria Macapagal Arroyo congratulated Premediles for the exemplary performance of the BOC in the province during her official visit to Bacolod City last May 22, 2008.

^^ hmmmm i wonder why they posted that sign na no need to take off shoes. because everytime i get out of manila, whether i use the T2 or the domestic terminal, its a policy to remove footwear, unless you are a VIP with prior clearance from the airport authority.
