‘Hydro plant to provide
Negros cheaper power'
ZAYCO, ALTO INK MOU FOR FEASIBILITY STUDY
BY CARLA GOMEZ
;
Gov. Isidro Zayco and Alto Power Management Corp. vice president Joseph Nocos yesterday signed a Memorandum of Understanding that they said is geared towards providing Negros Occidental with much needed additional and cheap power, and irrigation to boost food productivity.
Under the MOU, Alto will conduct a study to determine the technical and economic feasibility of building a hydro electric power plant along the upper Bago River , which Nocos said is projected to be able to produce 75 megawatts of electricity.
“The final capacity of course will be determined after the six-month feasibility study is completed,” he said.
The study will not be starting from scratch because the National Power Corp. also undertook two studies on the power potential of the Bago River in 1981 and 1992, which need to be validated and upgraded, he said.
“Based on the NPC studies there is a better than 50 percent chance that the project can in fact take off,” Nocos said.
Should the project take off, actual work could start at the end of 2009 or early 2010 and the plant could be completed in three years, Nocos said.
And the governor's vision for hydro electric power in the province is very timely, he said.
“Alto is undertaking the project because already Negros Island is suffering a shortage of electricity…and it is about time Negros Occidental becomes self-sufficient in power,” he said.
This project is also going to be very good for Negros Occidental because it will not be influenced by the spiraling rise in the price of fuel, where we see no respite from the medium term, Nocos said.
“So the search for cheaper sources of generation will be of paramount concern to power generators like us,” he said.
And because the hydro electric power plant will be located within the Central Negros Electric Cooperative franchise area, the project would be able to directly connect with CENECO, he said. That means that CENECO will save the cost of transmission ordinarily paid to the National Transmission Corp., he said.
“Savings, there is over P1 per kilowatt hour. So not only will the cost of generation from a hydro plant be cheaper than from fossil-fired power plants, we will also save on the cost of transmission,” he said.
Nocos said based on the Mindanao experience, hydro power is cheaper than geothermal power.
The net effect is the consumers of Negros Occidental will benefit when the project becomes a reality, he said.
Zayco said the other electric cooperatives in Negros Occidental will also benefit from the hydro plant.
The plant would not only provide power but irrigation, potable water and eco tourism, Zayco also said.
The governor said the provincial government is happy that Alto intends to put up a hydro electric plant in Negros Occidental in answer to the call of Energy Secretary Angelo Reyes for local governments to invite power investors, especially in renewable energy.
This hopefully will be the answer to the problem of a power shortage in Negros Occidental, he said.
Meanwhile, Nocos said after the Bago feasibility study his firm will also look at other rivers in Negros Occidental, including the one Carol-an in Kabankalan City .
“We are going to continue working with the province in identifying other potential sources of energy,” Nocos said.
Zayco said Carol-an is estimate to be able to produce 9.5 megawatts.
Also a signatory to the MOU yesterday was Alto vice president for operations Edgar Sevilles.*CPG

Bacolod to mark 70 th year
A resolution commemorating the 70 th year since Bacolod became a city was passed by the Sanggunian Panlungsod recently, a press release from the office of Councilor Jocelle Batapa-Sigue, who authored the resolution, along with Kevin Daniel Ramos said.
On June 18, 1938, the City of Bacolod was created by virtue of Commonwealth Act No. 326 signed by President Manuel Quezon. The bill, approved by the First National Assembly of the Philippines , was principally authored by Sen. Pedro Conlu Hernaez, then assemblyman and representative of the second district of Negros Occidental, which included the town of Bacolod .
The resolution called for the holding a special ceremony to commemorate the event at the city hall grounds.
It also seeks to invite the family of the late Hernaez, whose bill was co-sponsored by then House Speaker Gil Montilla, Assemblymen Enrique Magalona and Jose Zulueta of Iloilo , the press release said.
Hernaez sat as chairman of the Committees on Banks and Corporations and member of Commission on Impeachment, and Committees on Agriculture, Franchiser and Ways and Means.
In 1934, he was elected delegate to the Constitutional Convention.
Born in Talisay, Negros Occidental on December 12, 1899, to Rosendo Hernaez and Teofila Conlu, he attended the Public School of Talisay and San Agustin College of Iloilo; obtained his degree of Bachelor of Arts from San Juan de Letran College; and Bachelor of Laws from the Escuela de Derecho in 1921, the press release added.*

‘Women of substance'
exhibit ongoing at mall
In honor of the women in Negros who made distinct contributions in the community through their respective endeavors, interior designer Raymond Fuentes, in coordination with the Filipino Heritage Festival committee and the National Commission for Culture and the Arts has mounted a biographical photo exhibit of Negrense Women of Substance at the North Wing of SM Mall in Bacolod City .
Inspired by the character of the 11 Negrense women – Remedios Palanca Bantug, Hortensia Starke, Olivia Yanson, Nene Lacson Garcia, Gloria Araneta Esteban, Luisa Diaz Lacson, Lourdes Concha Ciocon, Hermelinda Ramos Dizon, Carmen Rodriguez Lizares, Nena Vargas Ledesma and Marta Mijares Rivilla -- featured in the ‘Las Gran Damas de Negros' exhibit, Fuentes said he wanted to share to the Negrense community the remarkable stories that underscored the inner strength and compassionate hearts of these women.
“Anybody can be a `doña' but only a few can be a real ‘gran dama',” Fuentes said of the subjects of his exhibit.
“Beauty and wealth were not the primary reasons in choosing these women but rather the way they did the tasks they set out for themselves…whatever they do, they did it with great compassion,” Fuentes said.
As women of substance, he said the 11 ‘Gran Damas' can stand alone beyond their prominent family names or their regal bearings. Their achievements, he said, were products of their strong characters, a personality that is inherent among Negrense women.
Fuentes said he was grateful to the families of the ‘Gran Damas' for entrusting him for the exhibit the priceless family heirlooms, among them, gowns, personal accessories and portraits, for the exhibit.
All these he said were graciously shared by the families as their own tribute to the 11 “Las Gran Damas de Negros” who are all women of substance, Fuentes said.
The exhibit opened May 31 and will be on display until June 12.*NAB

Fil-Am eyes investing
in Negros wind power
BY NANETTE GUADALQUIVER
A Filipino-American renewable energy expert is looking into investing in the development of wind farm in Negros Occidental, which has among the highest wind resources in the Philippines .
Larry Asera, chairman and chief executive officer of the California-based Asera Group Inc., which put up the 6.67-megawatt solar power plant in Puerto Princesa City, discussed his company's initiatives during a forum on the “Development of Renewable Energy Alternatives and Opportunities for Power Security in Negros Occidental” Saturday at the Provincial Capitol.
“This is one of the greatest wind areas, there should be people like us investing here to provide clean wind power,” said Asera, who described himself as “a grandson of Negros sugarcane workers.”
Like in Ilocos Norte, which has a 25-megawatt wind farm in Bangui Bay , Negros Occidental has a high wind potential, he said.
“You have the exactly same wind gradient and the potential in terms of amount of power and amount of megawatts you can generate,” Asera said.
In San Carlos City , the Smith Bell Group of Companies and Global Renewable Energy Partners of Denmark has started the development of a 30-MW wind farm, but the project has yet to proceed to its next phase.
The San Carlos Wind Power Corp. is being eyed as the second wind farm in Southeast Asia, next to Bangui Bay .
Bago City and Cauayan have also been identified by the Department of Energy as potential sites for wind farm.
Asera, in his presentation, cited a study of the World Wildlife Fund and the DOE indicating that the Philippines has 1,078 wind sites that has a total of 7,400 MW capacity. Three hundred wind sites are found in Visayas.
Asera said there is a need to raise consciousness and education on renewable energy sources. “It is viable and there are private investors like us. It's not only clean and green. It's affordable. It's also deployable. It can be done now.”
He added: ”We're in the business of generating clean electrons. We build power plants and if a local government unit is willing to buy green electrons, we're willing to sell it. We're willing to invest here.”
Asera said his company will give it a go once there is social and political acceptance, available land, and the permitting requirements are in place.
VIABLE ALTERNATIVE
He said renewable energy resources are a viable alternative to fossil-fuel for providing clean and green power to local electrical grid or for peaking power plants.
Asera also said that utility-scale, ranging between 1 and 25 MW, renewable energy technology is now economically competitive with diesel fuel and coal-fired power plants.
It will also promote a greater energy self-sufficiency by utilizing country's abundant indigenous renewable energy resources, he added.
“I've seen the awareness about green happen more in the last 12 months….More than a clamor, it's a movement. There's a movement for people demanding clean power (and) demanding alternative but they haven't seen it, and so when I do my presentation, (I) show what we've done in the United States that you can actually generate power with solar,” Asera added.*NLG

FYI: Catanduanes holds the record of the strongest winds in the Philippines (average monsoon/typhoon season of 185-240 kph up to a record holding 320 kph with Typhoon Reming/Durian in Dec. 2006), so I hope they also see that potential:banana:

Capitol approves assessment of hydro project in Bago
By Erwin Ambo Delilan
GOVERNOR Isidro Zayco has inked a pact with Alto Power Management Corp. on the conduct of a preliminary study on a proposed hydroelectric power plant project along the Upper Bago River in southern Negros.
Zayco represented the Provincial Government of Negros Occidental, while chief executive officer Tirso Santillan Jr. represented Alto.
The feasibility study aims to determine the project's capacity, cost, construction period, and tariff proposal.
As per the memorandum of understanding (MOU), the province acknowledges that the study, if positive and later confirmed by more detailed studies, could lead to the building and operation of a hydropower facility, which will have a component dam project that would complement the province's irrigation highway project.
The study will last for 180 days from the date of the MOU, which will have a free and unencumbered access to and from the proposed dam and hydroelectric plant sites in the province.
It must also have free and unencumbered access to all of the province's available economic, market and technical studies related to irrigation highway and must have a total and complete support and cooperation from the province's infrastructure development group.
In the conduct of the study, Alto shall at all times, recognize, respect and observe due regard and consideration for the welfare, rights and interests of communities and the environment, ensuring the least or minimal adverse effects upon them, and undertaking the necessary and appropriate mitigating measures.
The proposed hydropower plant in Bago City aims to augment the soon-to-be implemented 30-megawatt geothermal exploration by the Philippine National Oil Company-Energy Development Corporation (PNOC-EDC) inside Mt. Kanlaon's buffer zone.
Asian Development Bank (ADB) in Calatrava, Toboso and San Carlos areas already established three mini-hydropower plants.
Three more are being eyed, one at the Mambukal Resort in Murcia town, using its first falls and boating lagoon as main sources.

Ceneco gets P37M loan to boost efficiency
By Gil Alfredo B. Severino
THE National Electrification Authority (NEA) has granted the Central Negros Electric Cooperative Inc. (Ceneco) P30-million revolving fund and P7.8-million medium-term loan to increase its service efficiency and to better managed fluctuations.
Ceneco president Roberto Montelibano said the P30-million revolving loan is to cover Ceneco's payment shortfall with the National Power Corporation (Napocor) to allow Ceneco to avail prompt payment scheme benefits, including a rebate pegged at three percent.
"Immediately, half of the three percent rebate is given back to the consumers. You can see that in your bills," Montelibano said.
He explained that the P30-million is slapped at one percent monthly interest but would only be used if needed and would be paid using Ceneco's daily collection.
The P7.8-million, on the other hand, is a 10-year-to-pay loan with a nine percent interest per annum.
"This will be used to purchase additional 5 megavolt-ampere (MVA) power transformer and for the construction of 69-kilovolt lines. If plans pushed through, Silay City would be the target (beneficiary) of this equipment, knowing that the City would eventually expand," Montelibano added.
He stressed: "there would be no additional increase in the monthly bill charge because the loan would be offset by the Ceneco coverage consumption."
Meantime, Ceneco general manager Jun Legarde said other than loans, there are non-financial plans in the offing to better manage fluctuations in Ceneco coverage areas.
Legarde explained there are two generator sets in Talisay City that would soon be rehabilitated, although he cannot give the exact capacity and the date of completion yet.
He added Ceneco would study the viability of property acquisitions, especially those properties where transmissions, posts and towers and vital installations are located.
"Many times, property ownership posed hindrance to immediate repair and adjustments of these installations thus worsening fluctuations and prolonging brownouts," Legarde said.
Legarde added that at present, Montelibano is negotiating with the Bernardinos of the Maricalum Mining who own a diesel-operated 39-megawatt power plant.

Ceneco mulls ‘consumer-friendly’ schemes
By RANIE S. AZUE
BACOLOD City – Newly appointed General Manager Sulpicio Lagarde Jr. of the Central Negros Electric Cooperative (Ceneco) wants to make the power firm consumer-friendly.
He acknowledged that many Ceneco consumers are angry at the cooperative because of the frequent power interruptions.
Lagarde said Ceneco must modernize and do away with its old equipments.
Ceneco employees and engineers must be “retooled” with the basic knowledge of the cyber technology, Lagarde stressed.
“We don’t want brownouts. Nobody wants brown outs” he stressed.
Lagarde also wants to bring Ceneco closer to its consumers through an information campaign reaching the grassroots.
Re-fleeting Ceneco’s service vehicles and enhancing its field offices or sub-districts are also being planned. Lagarde said this will de-clog the main office.
A loan from the National Electrification Administration (NEA) will finance the improvements at Ceneco, Lagarde said.
Ceneco President Bobby Montelibano confirmed the approval of a P47.8-million loan package from NEA.
“The P30 million will help bankroll Ceneco’s accounts shortfall,” Montelibano said.
The P17.8 million, meanwhile, will be used to install a five-megawatt substation near the Bacolod-Silay Airport, he revealed./PN

The ‘Piaya' Awardees
The story of a bus conductor, who, inspired by his passengers, struggles out of the monotony of his day-to-day life to shift to a more meaningful existence, copped the top prize in the annual Piaya Awards, the Negros-based amateur film-making competition, which is on its 10th year.
The Piaya Awards is a highlight of the Negros Summer Workshop of the University of St. La Salle .
De Mano, the award-winning story was the entry of Borgy Torre, 21, a De La Salle University Communications Art student and a nephew of Negrense actor Joel Torre. He is the son of Spanky, the actor's brother, and wife, Maida, a lawyer. The young Torre is assistant to director Jay Abello, in the film, Namets, a documentary of Negrense cuisine, which will be entered in the Philippine Independent Film Festival at the Cultural Center of the Philippines next month. He received P25,000 and the Crystal Piaya Trophy.
Namets scriptwriter Vince Groyon, also a Negrense, received the Piaya Award-NSW Special Jury Citation for his Lantern Keeper, the story of a third-generation keeper who is grooming his son to take over his job at the lighthouse in Burgos , locos Norte.
The panel of judges was composed of film industry personalities Joyce Beal, Iza Calzado, Director Tony Reyes, Michael V and Jo Macasa.
Groyon's other entry, Pass was a finalist for the award along with Kawti Academy by the 2008 NSW Film Production Class, ‘Balos' by this year's Sound Design Class, and Kasisidmon, also by the Film Production Class, which topped the Piaya Award student video competition. Kasisidmon recounts the story of a woman, who was killed by her own son and is out to avenge her death on whoever stays in her house.
Aside from bagging the best Student Video Prize, Kasisidmon won six other awards - best director (Seth Aguilos), best actress (Gine Micah Juayan), best actor (Patric Estoya), editing (Paul Chester Gonzales), production design (Joel Masadia Jr.) and make-up (Sakura Arevalo).
The entry, Banag-banag, took three awards for Dennis Ascalon (supporting actor), Renee Mauricio (cinematographer) and Kruger Monares (sound design).
Andrea Therese Molina and Roysha Guillena took the best script and musical score awards, respectively, for Ta Repinti while Teatro performer Karen Vargas was named best supporting actress.
Businesswoman Gloria Sicangco was presented at the awards night the Bro. Alexis citation for her contribution to the performing arts industry of Negros . The award was presented by NSW founder Peque Gallaga.
The judges in the student category were Jay Abello, Vince Groyon, Rene Hinojales, Raffy Magsaysay and Chart Motus.
NSW offered courses in children's theater, teen acting, basic acting, theater improvisation fundamentals, being, film production, sound design, cinematography, make-up for film and theater and director's apprenticeship for theater. A total of 103 students completed the requirements in this year's NSW.
The NSW staff was headed by Gabby Fernandez, director, with Rose Barrera as project coordinator; Cindy Ballesteros, project assistant; Junjun Montelibano and EJ Ballesteros, editors, who also served as documentations staff, with Johnrick Ylossorio.
Past jurors in the Piaya Awards include Richard Gomez, Jomari Yllana, Cherie Gil, Gina Alajar, Jaclyn Jose, Tonton Gutierrez, Eric Quizon, Christopher de Leon, Mark Gil, Michael de Mesa, Epy Quizon as well as directors Butch Perez, Don Escudero, Mel Chionglo and Maryo de los Reyes, Jerry Sineneng, Jerome Pobocan and Rory Quintos, cinematographer Leslie Garchitorena , scriptwriter Ricky Lee and film production professor Doy del Mundo.

just a thought! why hotels and inns here in bacolod are not expanding vertically? and if ever it will be vertical, it's just until 6 floors or lower..whats the problem with building a tall building? urban cities here in the Philippines has tall bulidings..just a thought..:)
bacolodchamp
June 10th, 2008, 01:18 PM
i guess migo the reason why is that bacolod still has lots of open spaces so the need for a vertical expansion isn't a need yet. another reason is that we have to start somewhere. makati for instance started with mid rise buildings before all these skyscrapers towering over its skyline today came into fruition. i remember in the mid 90's, the pacific star is the tallest in the makati area but now its only about half the size of skyscrapers that define the makati skyline. for bacolod, i think this will jumpstart the construction of taller buildings. i should call it trend-setting.:)

Bacolod City (10 June) -- The Bacolod Traffic Authority Council (BTAC) met recently to ensure the safety of the commuters especially the students with the opening of classes.
Councilor Wilson Gamboa Jr., chairman of the Committee of Transportation and Traffic Management said that the traffic plan will be discussed with the Bacolod Traffic Authority Office to come up with the plan to address traffic woes especially on the areas going to schools.
Gamboa added that traffic enforcers of the city are strategically deployed to man their designated areas and ensure smooth flow of traffic.
Also discussed by BTAC is the committee report on the regulation of dispatchers/barkers around the city.
The Committee on Transportation also conducted a public hearing at the Sangguniang Panlungsod's Session Hall on a resolution establishing the route of trisikads/pedicabs operating along a major road in the city.
The establishment of the said route will help put order and settle the conflict between the different pedicab associations operating in the area.
The route will define the legal boundaries and territorial route of the barangay where the area belongs. (CMO/PIA/EAD)

Fil-Am group eyes wind farm in Negros
BACOLOD CITY — A Filipino-American company is looking at investing in a wind farm in Negros Occidental, as the country does its share in the fight against global warming and other problems associated with dirty fossil fuels.
The official, who discussed his company’s initiatives during a forum on renewable energy here, has put up a 6.67-megawatt solar power plant in Puerto Princesa City in Palawan.
"This is one of the greatest wind areas. There should be people like us investing here to provide clean wind power... We’re willing to invest here," Mr. Asera told the forum.
He added that his company would pursue the plan once there is available land, as well as social and political acceptance for the project.
Wind power is one of several energy sources with minimal effects on the environment. It produces no air or water pollution, involves no toxic or hazardous substances and poses no threat to public safety.
But a serious obstacle facing the wind industry is public opposition reflecting concern over the visibility and noise of wind turbines, and their effects on wilderness areas.
While the wind turbines themselves occupy a small fraction of land, wind power development can create serious land use conflicts.
In forested areas, it may mean clearing trees and cutting roads, a prospect that is likely to generate controversy.
Wind projects also run into stiff opposition from people who regard them as unsightly and noisy, or who fear their presence may reduce property values.
Mr. Asera noted that like Ilocos Norte, Negros Occidental has a high wind potential. Ilocos Norte is the site of a 25-megawatt wind farm in Bangui Bay.
"You have the exact same wind gradient and the potential in terms of amount of power and amount of megawatts you can generate," he pointed out.
In San Carlos City, the Smith Bell Group of Companies and Global Renewable Energy Partners of Denmark have started developing a 30-megawatt wind farm, the second wind farm in Southeast Asia next to one in Bangui Bay. Bago City and Cauayan, both in Negros Occidental, have also been identified by the Energy department as potential sites for wind farms.
In his presentation, Mr. Asera cited a study by the World Wildlife Fund and the Energy department showing that the Philippines has 1,078 wind sites with a total capacity of 7,400 megawatts. Three hundred wind sites are found in the Visayas.
Mr. Asera said there is a need to raise consciousness and education on renewable energy sources. "It is viable and there are private investors like us. It’s not only clean and green. It’s affordable. It’s also deployable. It can be done now," he said.
Renewable energy technologies tap into natural cycles and systems, turning energy into usable forms. The movement of wind and water, solar heat and light, ground heat, and carbohydrates in plants are all natural energy sources.
Because they are homegrown, renewable energy sources can also increase a country’s energy security and create local jobs. — NLG

Preserving Silay's treasure
IN KEEPING with Silay's recently revived socio-economic vigor and stronger efforts to preserve its architectural treasures, a soft opening of the city's new exhibit hall will be held on June 12, Independence Day.
The hall, which is still in the works, will take on the inspiration and literally, the edifice of the once Silay Maternity and Children's Hospital-Puericulture Center that turns a century in a few years' time. Exhibits would not only involve the city's traditions but also the best of the arts, trade and industry.
Arroyo Watch: Sun.Star blog on President Arroyo
This is also part of Silay's cultural re-use endeavors that employ creative processes in utilizing almost dilapidated historical structures by transforming them into relevant, even functional venues. This is done with few small repairs to save the building from decaying while keeping its former essence, architectural beauty and purpose.
Lyn Gamboa, president of the Negros Cultural Foundation and the Balay Negrense Lifestyle Museum, said the latter serves not only as model of cultural re-use but also as a visible platform that continues to promote awareness and appreciation, especially among Silaynons, of the value and pleasure of safeguarding old things.
She added that the "reuse" of the Silay Maternity and Children's Hospital-Puericulture Center as an exhibit hall draws on the experience of the Balay Negrense Lifestyle Museum.
She is also grateful for the support and cooperation of Mayor Oti Montelibano, who is a very staunch catalyst in preserving the city's historical and cultural gems.
The opening of the new hall is also inspired by the story of the puericulture center, which started in 1915 with just P8,000, following the vision of Dr. Jose C. Locsin together with El Circulo Femenil de Silay.
El Circulo was a group of Silaynon women who helped shape the doctor's dream of offering medical services to the community during a time when infant mortality was high. Their joint effort elicited positive responses from the public while private solicitations also came in.
Its operations became so successful as confirmed by figures in its 1963-64 report that in the celebration of its first 50 years, both the center and the women of Silay earned praises from Diosdado Macapagal, the president of the Philippines that time (1965).
But with the advent of technology and the growth and development of medical institutions and services, Dr. Locsin's dream seems to have already served its purpose and seen the last of its days.
Not really... for the center is seen to take on its second life, not as a shelter to mothers and children, but a kind of shelter just the same. This time, maintaining its tropical house appeal and construction without the aid of air conditioning, the once Silay Maternity and Children's Hospital-Puericulture Center will now become an exhibit hall.
It will feature costumes of the Kabataang Silay Dance Group, handicrafts and other products. A highlight of the June 12 opening features the specially baked goods of the bakeries of Silay.
Admission is free. The activity will be at 10 a.m. on June 12.
In the tradition that the women of El Circulo had laid down almost a hundred years ago, the city calls for donations and other forms of assistance, not only to help restore the center to its former glory, but also to serve well its new role as an exhibit hall.
As Dr. Locsin had said: "From what the women of Silay have shown the last 50 years (1915 to 1965), we can foresee what they can do in the future."
Donations will be coursed through Hugyaw Silay Inc., the NGO arm of Silay City c/o the Tourism Office with telephone number (034) 495-5553.

sub-villages marked
for energization project
The Central Negros Electric Cooperative is eyeing the energization of 97 sitios or sub-villages under its coverage area after it almost completed bringing power supply to the barangays.
CENECO president Roberto Montelibano said the project will be worth P70 million of additional new power lines that would supply power to the areas in need.
He said only two barangays in Don Salvador Benedicto have yet to be energized by CENECO.
CENECO general manager Sulpicio Lagarde Jr. said the energization of the sitios will start in August if funds are available.
Lagarde said sitios should be reached by power supply because these areas are the last frontier of development.
He said the missionary charges reflected in the consumer's monthly bill is used to energize unviable areas.
Earlier, CENECO said it has availed of P47.8 million in loans from the National Electrification Administration to finance its monthly payments with the National Power Corp. and the installation of a new substation in Silay City .
The P30 million loan window was tapped by CENECO to help bankroll its accounts shortfall to NPC whenever it does not enough have funds to use when collection is due.
The P17.8 million, meanwhile, will be used to install a five- megawatt substation near the Bacolod-Silay airport which is a thriving residential and industrial area.
Lagarde said the CENECO applied for a loan that would allow them to provide power in Silay City where an industrial zone will be realized.*NLG

Energy Efficient Lights To Be Launched in Bacolod Today
The Department of Energy (DOE), Central Negros Electric Cooperative (Ceneco) and the City Government of Bacolod will launch today the Energy Efficient Lights at the Burgos Public Market Today in Bacolod City.
Ceneco President Roberto “Bobby” Montelibano said a contract will be signed by Ceneco, City Hall and DOE on this endeavor. This is one way we can conserve power, Montelibano said.
Energy Secretary Angelo Reyes will lead the official switch-on of the energy efficient lights.
This will be done a night before the celebration of Independence Day where Reyes will be the Guest of Honor and Speaker. Energy conservation is being encouraged by the government for everybody to observe as we are facing a power shortage in the country today.
In fact, massive brownouts are being experienced not only in Bacolod but in the entire province. Ceneco has been doing the load shedding to avoid a total blockout.* (TEDulla)

Among the workshop speakers and lecturers are Professor Solita Monsod, Defense Secretary Gilberto Teodoro, Ambassador Roderick Smith of Australia , Gawad Kalinga's Tony Meloto, Armed Forces of the Philippines Chief of Staff Gen. Another nursing school opens in Bacolod (http://www.sunstar.com.ph/static/bac/2008/05/22/feat/another.nursing.school.opens.in.bacolod.html)
TO further make use of their hospital facilities, the Bacolod Our Lady of Mercy Hospital (BOLMH) management has decided to open a college for nursing this school year.
To be called Bacolod Our Lady of Mercy College (BOLMC), the newest nursing school is the sixth in Bacolod, a sought-after course for those who plans to go abroad.
Vicky Angodung, the hospital's marketing director and executive assistant to the chief executive officer, said Grace Barbas will be the school dean while Shirley Ledesma will act as registrar and consultant.
Angodung said aside from nursing, the newly-opened college also offers a one-year certificate in nursing and six-month certificate in care giving. "We have to make use of our hospital facilities, including the state-of-the art medical equipment that we have here at BOLMH."
Asked on the tuition rate, Angodung said: "We're still finalizing. However, those who want to enroll may visit us and we're ready to give them full information."
As to the requirement, Angodung said: "We'll be lenient first at this time because this is the first year that we're gonna open the school of nursing. But next year or in the succeeding years, we will have exact guidelines and requirements or whatsoever."
BOLMC will be the second hospital-based school in Bacolod next to Riverside College, she added. (EAD)

Why dont we just live with that tag "tikalon" and change it to something positive.....like "if you have it, flaunt it".........binutig is like tall tales to cover up something bad...tinikal is somewhat different...no argument anyway....I don't think nga may gabinutig di because everything being said here is factual.....Negrenses are just thought to be tikalon because history tells us of hacienderos of not so distant past flaunt their riches to their rich counterparts in the big cities of the Philippines....presently...we are "tikalon" because we are showing what Bacolod can do and what it has achieved from a dark gloomy economy in the 80's...so every Bacoleño has the right to brag about his/her city, and is humble enough to accept that Bacolod started from the bottom before it reached it present situation :cheers:peace lang sa tanan ha :banana::banana:

It has been a long dream of Bing Leonardia and John Orola since 1995 to spruce up San Juan Street into a coastal boulevard up to Puno Banago then continued by the Coastal Road at Sibucao through Silay and Talisay. I hope it would be revived again (the squatters removed along the coasts in 1996 went back late in 1999 and stayed there 'til now!:ohno:)

Senator promises to back bid
for 2 city districts in Bacolod
Senate President Manuel Villar yesterday said he will support the proposal to divide Bacolod City into two congressional districts once this is elevated to the Senate.
Villar, who met with local officials led by Bacolod Mayor Evelio Leonardia at City Hall yesterday, said the proposal to divide Bacolod City into two congressional districts appears reasonable since the city is qualified in terms of population and income to justify the opening of another congressional district.
He said they will take up the matter once it is elevated to the Senate.
“If this reaches the Senate, I’ll be one of the senators who will help the creation of two congressional districts in Bacolod City become a reality,” Villar said.
The Sangguniang Panlungsod passed a resolution requesting the House of Representatives to consider the possibility of dividing the political territorial subdivision of Bacolod City into two congressional seats or districts in February 2008.
Also present were Vice Mayor Jude Thaddeus Sayson, Councilors Greg Gasataya, Roberto Rojas, Alex Paglumotan, and Homer Bais.
Meanwhile, Villar said Bacolod has “good planning” compared to other cities. However, this should be improved further because the quality of life of the people also improves, he said. He also noted some develoments in Bacolod such as the new government center and the new airport, he said.
Villar said officials in the country, not only in Bacolod, should think big and aim high for the people. “With so many people suffering from poverty today, we need dramatic improvements in our lives, in our environment, and in our cities,” he said.*CGS

^^ I would entirely give my support to Bing and/or Orola if they can make that big shake in Bacolod's business scene. That is to convert the old Bacolod airport into an export processing zone or maybe a technopark. What Bacolod peeps need now are steady income flow to reverberate the more an already alive economy. Yes its cool to have streets with that boulevard appeal but I guess Bacolod's local officials must focus more on jobs generation than beautification. Anyway Bacolod is already clean and beautiful the way it is. Spend the city's budget wisely to effect the larger majority.:)

Di naman sa hisaay pero daw galingin ulo ko sa collective amount nga ginhatag ni madame Chrysee...Bacolod got P252.7 million then Iloilo got P339.78million in real property tax. Maybe its P239million for us in our end and not P339million?
But this is a good sign for progress in Bacolod and Negros! :okay:

Another firm eyes
mini-hydro plants
BY CARLA GOMEZ
Another firm has expressed interest in investing in hydro power in Negros Occidental.
Sunwest Water and Electric Co. officials are looking into building mini-hydro plants in the Malogo River in Silay City and Sicaba in Cadiz City , Silay Mayor Jose Montelibano said.
Sunwest chief operating officer Robert Uy and president Jose Silvestre Natividad met with Governor Isidro Zayco and Montelibano Friday afternoon to discuss their plans.
The Filipino-owned company had earlier signed a contract to develop an 8-megawatt mini-hydro project in Villasiga, Antique at an estimated cost of P1 billion.
Zayco and Alto Power Management Corp. vice president Joseph Nocos on June 5 also signed a Memorandum of Understanding for the conduct of a study on the technical and economic feasibility of building a hydro electric power plant along the upper Bago River , which is projected to produce 75 megawatts of electricity.
The search for renewable energy for Negros Occidental has been stepped up amid warnings of a worsening power shortage in the province.
Montelibano said Silay City consumes 6 megawatts of power so the building of a mini-hydro plant in Malogo would address the city's needs.*CPG

Joey Ayala sets
concert in Bacolod
National musician Joey Ayala whose musical masterpieces include "Magka-ugnay", "Karaniwang Tao", "Agila", "Bathala", and others will be in Bacolod on June 22 for a one night free gig entitled "Mt.Kanlaon Luwason upod kay Joey Ayala", a press release from Green Alert Negros and the Save Mt. Kanlaon Coalition, said.
Ayala is one of the few artists in the country who can translate the message of environmental protection and social activism clearly, Green Alert said.
Organizers of the show have been opposing the entry of the geothermal project of Philippine National Oil Co.-Energy Development Corp. into the buffer zone of Mt. Kanlaon Natural Park , which was recently endorsed by the Sangguniang Panlalawigan, Gov. Isidro Zayco, the Department of Environment and Natural Resources, Department of Energy and the Protected Area Management Board.
Green Alert recently held a protest climb as a sign of indignation and condemnation of the PNOC EDC entry. The climb was joined by 35 mountaineers who defied the government by entering Mt. Kanlaon without any permits, the press release said.
Green Alert said its members believe that with the presence of Joey Ayala, they can further educate Negrenses on the importance of the natural resources of the province that is already in a critical state. “We are inviting all the Negrenses to join us in saving Mt. Kanlaon with Joey Ayala,” they said.*
