^^yes you're right migo..we really should ask the people who are in authority of the construction and not only the workers..because the workers are just tasked to construct the building not knowing the whole plan...16 floors is good but lets just wait for the final rendering of the building so that we can all celebrate!

Yes migo NG, 16 is better than 12. But we need to consider its economic impact on the part of the owners/builders. ROI is the key here.:)

I guess you never misinformed us here. Coz you have your sources as well. Its just that we needed reliable info so as not to complicate things. :)

PRA explains BREDCO
contract extension

The Philippine Reclamation Authority has approved the reclamation and development schedule of the reclamation project of the Bacolod Real Estate Development Corp. in Bacolod City because it has the power and authority to extend what it has approved.

This was the response of PRA general manager Andrea Domingo to the Resolution of the Bacolod Sangguniang Panlungsod inquiring on PRA’s extension of BREDCO’s reclamation contract despite the non-conformity of the City of Bacolod, its opposition to the grant, and the letter of the PRA dated Oct. 2, 2007.

The SP also requested PRA to recall the extension it has granted to BREDCO until such time that the consent of the city is obtained in accordance with Item 6 of the Memorandum of Agreement of 2000 between the city, Philippine Estates Authority and BREDCO.

In her letter dated June 11, 2008, Domingo said the PRA is the agency primarily responsible for integrating, directing and coordinating all reclamation projects for and on behalf of the national government.

Under Executive Order No. 543, the power to approve reclamation projects was delegated to the PRA, she said.

BREDCO, in its letter to the PRA dated Jan. 16, 2007 and May 23, 2007, requested for a time extension for the completion of the reclamation project in Bacolod City, citing the ruling of the Supreme Court in the case of Chavez versus Amari Coastal Bay Development Corp. and Public Estates Authority, Domingo said.

She said the Supreme Court declared null and void the PEA-Amari Joint Venture Agreement which adversely affected the development of the project. The SC decision cast legal doubts on the MOA of 2000 and resulted in the slowing down of the pace of the project, she said.

Domingo said the PRA finds merit in the reason because almost all reclamation projects of PRA nationwide were either temporarily stopped, suspended or delayed as a result of the Supreme Court decision.

Meanwhile, Domingo said Item 6, page 13 of the MOA of 2000 states that “any amendment or revision made shall be in writing, signed by or on behalf of the party to be bound or burdened.”

A close scrutiny of the MOA specifically Article III (B.3) would show that it is BREDCO who will be burdened by such amendment considering its undertakings provided in the agreement,” she said.

As regards the contention that the grant of extension is contrary to the very intent of the PRA letter dated Oct. 2, 2007, Domingo said the letter only informed the city that its Resolution No. 566, Series of 2007 was duly noted.

Domingo said it was not a letter of assurance that PRA is agreeing to the city’s Resolution, especially if to do so would be prejudicial to the project and to the interest of the government.

She said they believe that it is to the best advantage of the government to have the project completed at the soonest possible time so that the government can immediately get and enjoy the proceeds of its landshare.

Domingo also cited the economic benefit that will be derived from the completed BREDCO reclamation and its multiplier effect in terms of immediate conveyance to the government both local government and national of their respective landshares from the project, vertical developments, new jobs, taxes and fees that the local government will generate from it.*

Across Robs Cybergate, just beside the old Bacolod airport, theres an old building where small auto repair shops are housed. And its a bit of an eyesore. Maybe that property is up for sale or lease. That can be a good location for that up and coming BIG BPO we're all excited about here.:)

Servandos used to be Bacolod's version of Rustans. Its synonymous to quality goods and high fashion. But through the years, they never innovate until its already too late theyve been gobbled up by the major players in retail and shopping. Good thing Lopues survived.:)

Setting up some coffee shops or small retail outlets along that strip will greatly enhance the Awing-Araneta area. And that can really be possible with the entry of such labor intensive businesses like BPO's. What worries me is the poster perfect Rizal Elem. School facade. Its one tourist attraction in the middle of the city. Maybe our city planners must come up with a good and viable idea if they really are certain in putting up these shops.:)

Piccio wins in AJGA
Rome Classic

Bacolod City and Negros Occidental pride Maria Imelda Isabel "Mia" Piccio added the Burgett H. Mooney Jr. Rome Classic to her growing list of golf championship titles as she successfully dethroned defending champion Austin Ernst in the girls division of the tournament yesterday.

Piccio shot a final-round 2-under-par 69 for a total 6-under-par 207 to clinch her second AJGA second win of the season.

While not sure of her chances in the competition after noting some weaknesses in her own strokes, Piccio managed to keep her composure until the end.

“I wasn't hitting it well before the tournament, but I guess I just needed some adrenaline,” Piccio said. “It feels really good to win.”

She said that focusing on the fundamentals was the key to her success.

“Overall, I shot well. I hit three fairways and 12 greens and only had 27 putts,” Piccio said. “My putting was really working for me this week. I had 25 on the first day and 27 the next two days.”

Determined to make her mark in the tournament, the Bacoleña birdied four of her last 12 holes at the start of the competition three days ago, to tame the par-71 Coosa Country Club layout with two 33s.

Ernst, who won the tournament last year, carded the lowest final round with a 4-under-par 66 for a tournament total 4-under-par 209 and settle for second place.

“I had eight birdies and I thought my putting worked well,” Ernst said. “On No. 6 I hit my best iron shot probably ever.”

Finishing tied for third with tournament totals of 3-under-par 210 were Anna Keith and Kyung Kim.

In the boys’ division, Franco Castro fired a final-round 6-under-par 64 to capture the title.

Conducted by the American Junior Golf Association, the Burgett H. Mooney Jr. Rome Classic featured 99 players from 18 states and South America.

The field consisted of 75 boys and 24 girls, ages 12-18. The boys played Coosa Country Club as a par-70 at 6,783 yards, while the girls played it as a par-71 at 6,036 yards.*

Councilor Jocelle Batapa-Sigue, chairman of the Bacolod-Negros Educational Federation for Information Technology, said a local pool of animators should be developed to supply talent to business process outsourcing companies.

This was reiterated by Batapa-Sigue as the Animation Council of the Philippines yesterday to give an orientation about the ACPI and its role in the animation industry, which earned P52 million in 2005 and increases by 25 percent yearly.

ACPI will hold “Animahenasyon,” a Pinoy Animation Festival on November 12 to 16 to encourage more animators to develop their own original films, Ma. Victoria Sta. Rita-Ilagan, ACPI executive director, said.

Batapa-Sigue said the city government should push for training schools to utilize the PGMA animation scholarship coupons and encourage schools to offer animation as a course, subject or elective.

It should also hype animation as an outsourcing opportunity for the public, and strengthen ties with ACPI, she added

Bacolod venues set for
fight of Pacquiao
BY NIDA BUENAFE

More Bacolod City venues for the live telecast of the Manny Pacquiao and David Diaz’s “Lethal Combination” fight for the World Boxing Council championship title will be opened this Sunday.

In Bacolod City, the fight will be shown live from Mandalay Bay Resort and Casino, Las Vegas, Nevada USA in malls, hotels, barangay and school gymnasiums, the BAYS Center and at the City Hall.

At P100 with free lunch, the public can watch the fight at the Gaisano City mall foodcourt, while those who prefer to view the bout and shop at SM mall, can join the crowd at SM Cinema 1 and pay P400 for deluxe accommodation and P500 for premiere.

The fight will also be shown live at Robinsons Movieworld starting 8 a.m.

L’Fisher Hotel will also open its La Proa grand ballroom to those who want to watch the fight and enjoy a buffet lunch at the hotel at P610 per person.

To bring the fight closer to the people in the barangays, the city government of Bacolod has hired the services of a private group to install parabolic antennas and set up LCD projectors and wide screens in barangays Alijis, Banago, Granada, Handumanan and Sum-ag and made arrangements with the school administrators of the University of Negros Occidental-Recoletos, Colegio San Agustin-Bacolod, and Riverside College to have the Pacquiao-Diaz fight shown for free to students and school personnel.

People in the vicinity of Alijis can go to the Olympia Village gym to watch the live telecast of the fight while those in Banago can proceed to Banago Elementary School II where the wide screen and parabolic antenna will be installed. The same set-up will be made in the gymnasiums of Sum-ag, Granada and Handumanan where the public can watch the live telecast, free of charge.

In Murcia, the local government also made arrangements to have the fight telecast live at the foodcourt of its new market where Murciahanons can watch on Sunday.

Meanwhile, American boxing analyst Tim Starks wrote in his online column, Ring Report, that the fight against Diaz will give Pacquiao the chance to prove that he is indeed, the best and most exciting fighter of his generation.

“There is a boxer on this planet so popular that when he fights, rebel wars in his homeland halt and crime drops to zero. Boxing fans around the world, in addition to a rabid Philippines following, know this fighter, Manny Pacquiao, to be among the top handful of most exciting boxers today,” Starks wrote in his column.

With a day left before the big night for Pacquiao and Diaz, the philboxing.com reported yesterday that the Filipino boxing was seen at the IBA Gym in Las Vegas without his chief trainer, Freddie Roach, to complete the final training day.

The report said that Pacquiao’s training at the IBA gym was more for a little sweat than anything else, “just to keep in shape”.

On hand to supervise Pacquaiao’s short routine was his long time friend and trainer Buboy Fernandez, the report said.*NAB

Roxas unit to build P1-B bioethanol plant in Negros

Roxol Bioenergy Corp., the bioethanol arm of listed sugar conglomerate Roxas Holdings Inc. (RHI), has engaged the services of Indian-based firm KBK Chem-Engineering Pvt. Ltd. to build a P1- billion turnkey bioethanol plant in Negros Occidental.

KBK Chem-Engineering provides tailor-made turnkey solutions in the field of distilleries, ethanol, biofuels and cogeneration power systems for companies in India, Philippines, Thailand, Malaysia, Vietnam, Myanmar, Africa, East Europe and Latin America.

To be put up are facilities and equipment for the fermentation and distillation in ethanol production, wastewater treatment, slops concentration, product storage as well as the steam boiler and turbo-generator components.

The plant will be built next to Central Azucarera de La Carlota Inc. (CACI) in La Carlota City, a sugar mill owned by CADP Group Corp., a subsidiary of RHI.

The plant, which will have an estimated capacity of 100,000 liters a day or 30 million liters yearly, is slated for completion by the end of next year or early 2010.

RHI chairman and chief executive officer Pedro Roxas said Roxol will primarily use final molasses as raw material for the ethanol production to be sourced from three sugar mills – the Roxas-owned CACI and Central Azucarera Don Pedro, Inc. in Batangas and its affiliate Hawaiian-Philippine Company in Negros Occidental.

BACOLOD City – The prospects of a globally expanding Philippine animation industry encourage Negrense freelance animators, teachers and professionals to support local initiatives to generate jobs.

"Animation is one of the industries that rake in revenues for the Philippines next to overseas Filipino workers (OFW) remittances," Maria Victoria Ilagan, executive director of the Animation Council of the Philippines, Inc. (ACPI) said.

"Bacolod should now explore the animation industry for lucrative careers in the business process outsourcing sector," Councilor Jocelle Batapa-Sigue said.

Sigue invited ACPI, a non-stock and non-profit organization whose member-companies specialize mainly in 2D or 3D animation.

ACPI aims to promote the animation industry globally with the intention of making the Philippines among the preferred countries that service the animation industry.

“The challenge is for us to organize our local animators, encourage schools to offer animation either as a course, subject or elective, encourage the establishment of animation training centers, strengthen ties, and conduct massive public information about the job opportunities in animation and game development,” Batapa-Sigue said. Good day everyone. I'm really amazed at the rate Bacolod is transforming itself, this year 2008 is quite phenomenal. Wala-tuo ang construction. Thanks @SUV and all Bacolod-based forumers for the picture updates. BTW, where exactly is the location of East Point Hotel; is it after Mc-Donalds along circumferential road if you're going to Bata direction?

P7M for gov’t center
electricity ok’d
BY CHRYSEE SAMILLANO

The Bacolod Sangguniang Panlungsod approved during its regular session Monday night the budget requested by Mayor Evelio Leonardia for the proposed electrification of the Bacolod City Government Center.

The SP approved an appropriation ordinance reverting the amount of P7 million from the item “Hospitalization and Health Services,” under the City Health Office to electrification, power, energy structures, Office of the City Engineer.

Councilors Jocelle Batapa-Sigue and Wilson Gamboa Jr. voted against the passage of the appropriation ordinance.

Batapa-Sigue said that as chairman of the Committee on Energy, she objected to the re-alignment of the P7 million because she believes that the SP has no basis for the appropriation of the amount since it has no application for direct connection with the National Power Corp. that is pending before the Energy Regulatory Commission.

She also cited that the city has no application for power connection with CENECO.

The SP only relied on the pronouncements of the two board of directors of CENECO that they will not provide power to the government center, Batapa-Sigue said.

She said she also believes that the capital outlay of the government center is already so big and will encroach upon other basic services and important projects of the city especially that the P7 million is going to be taken from the item Hospital and Health Services.

Councilor Al Victor Espino, chairman of the Committee on Finance and Appropriations, said the P7 million has not been utilized yet. It will not be disbursed until such time that the mayor will request the SP for an authority for him to sign the memorandum of agreement between the NAPOCOR and the city, he said.

Espino said he endorsed the request of the mayor for the reversion of the P7 million for the electrification of the government center because the city will be able to save on electric bills by directly connecting to NAPOCOR.

City Administrator Roger Balo said the city can recoup its expenses in six years time in the savings it will get from connecting directly to NAPOCOR, he added.

“In the event that we will not use the fund it will revert to the general fund,” Espino said.

Espino said acting City Health Officer Dr. Salome Biñas informed them that the P7 million is intended for the acquisition of a mobile health clinic. But she was informed by the supplier that they cannot deliver the unit for at least six months, he said. By that time the fund will be replenished, he said, adding that the amount will not affect the delivery of health services.

“I’m brushing aside politics because I’m more concerned with the savings the city will get by connecting directly to NAPOCOR,” Espino said.

Batapa-Sigue said that under the Energy, Power Industry Reformed Act vis-à-vis the Republic Act which created NAPOCOR, the end user can directly connect with NAPOCOR if its power demand is one megawatt. According to Balo the government center will only require 260,000 kilowatts, she said.

Espino said that according to NAPOCOR, there is a new circular that that power requirement is no longer applicable since there is a new revision in their internal rules. “I believe there is no issue on the proposed power consumption of the city since the Province of Iloilo connects directly to NAPOCOR,” he said.

He said NAPOCOR has assured them that it can accommodate the requirement of the government center.*CGS

This banner @Smile is really neat. Nice job!

In regards to the Casa SM Hotel-Bacolod, 2009 will be a perfect time. The Sy family and its partners will have the appropriate time to contemplate and deliberate if this can be "Go" or not. Considering the neverending uphill of oil prices and its domino effects.

Thats what you call a "political photo-ops". Remember the incident on who to sit side by side with PGMA on board that infamous e-jeep.:)

thats because starbs has not yet fully saturated the phil market. unlike in the US. and i guess it will take some more time for rustans to completely saturate it. even if there are stiff competitors like GJ or CBATL (which is my preferred caffeien fix)

SP authorizes mayor
to buy garbage site
BY CHRYSEE SAMILLANO

The Bacolod Sangguniang Panlungsod has authorized Mayor Evelio Leonardia to sign a deed of conditional sale with Dynasty Agricultural Corp. for the purchase of its property in Brgy. Felisa, Bacolod City for the city’s use as a new waste disposal facility.

Acting Bacolod Vice Mayor Greg Gasataya yesterday said the seven-hectare property of the DAC represented by its president Ester Lopez is worth P23.8 million.

The city has available funds from its budget for landbanking to pay the initial P20 million, while the remaining balance of P3.8 million will be paid within a year from the execution of the deed of conditional sale, he said.

Gasataya said the Bacolod Clean and Green Coordinating Action Team, which he chairs, endorsed and recommended to the mayor the property owned by the Lopez family for the city’s waste disposal facility subject to the colatilla that the purchase price should not be more than the assessed value of the property which is P360 per square meter.

He said the mayor convinced the Lopez family to sell the property at P340 per square meters and they agreed, “manifesting that the reduction from the original demand of P600 per square meter is their generous contribution to the city in its quest to comply with the mandatory provision of the law on solid waste management.”

The BCGCAT Technical Working Group believes that the city has urgent and immediate need to purchase the property for its waste disposal facility because its existing controlled dumpsite can no longer accommodate its collected garbage, he said. The present dumpsite might be full by August, he added.

Gasataya said the Lopez property has an existing notice to proceed for use as a controlled dumpsite which the city can rely on at the meantime and during the pendency of its application for an Environmental Compliance Certificate with the Department of Environment and Natural Resources.

At this time, it is legally impossible for the city to obtain a notice to proceed for other possible sites since the DENR does not anymore issue one for new controlled dumpsites, Gasataya said. If the city transfers to other areas because the present dumpsite cannot accommodate collected garbage, it will take a month for them to secure an ECC, he said.*CGS

Bacolod DFA office
‘soft opening’ held
BY CHRYSEE SAMILLANO

The Department of Foreign Affairs Regional Consular Office in Bacolod City will be open to serve the people of Bacolod City and Negros Occidental starting Monday, Bacolod Rep. Monico Puentevella said during its soft opening yesterday.

The blessing of the DFA RCO-Bacolod at the second floor of East Block Square, Circumferential Road, Brgy. Villamonte, Bacolod City, was officiated by Msgr. Victorino Rivas.

“This is not only a dream come true but it is history in the making,” Puentevella, who celebrated his 62nd birthday yesterday, said.
DFA assistant secretary Domingo Lucenario Jr. said the DFA RCO-Bacolod is the 14th office in the country that they have opened after six years.

He said that before its opening, they conducted about 50 mobile passporting services in Bacolod for the past six years that saved the people of Bacolod and Negros Occidental about P60 million, considering that one has to spend between P1,000 and P2,000 to process their passports and other documents in Iloilo City.

Jose Jacob, OIC-director of the DFA RCO-Bacolod, said about 60 percent of the applicants going to the DFA in Iloilo are from Bacolod and Negros.

Lucenario said the resolution passed by the Bacolod Sangguiang Panlungsod in July 2007 urging Congress to put up a DFA Sub-Office in Bacolod had been supported by the officials of Bacolod and Rep. Ignacio Arroyo (Neg. Occ., 5th District).

It was Puentevella who helped them with the budget to put up the office in Bacolod, he added.

The resolution was authored by Councilors Alex Paglumotan, Celia Flor and Roberto Rojas.

The city officials helped in the realization of the DFA office in Bacolod so they will be able to bring government services closer to the people, Lucenario said. The DFA hopes to devolve the authentication of documents that is being done in Manila to Bacolod before the end of the year, he added.

Also present were DFA Passport Division director Donna Celeste-Gatmaitan, executive director Frank Simafranca, Councilors Jocelle Batapa-Sigue and Catalino Alisbo, who represented the city government, barangay captains, and business leaders.

They expect to accommodate a minimum of 150 applicants a day, Jacob said.

Lucenario said their 10-day express passport processing will cost P750 while the regular processing, which will take 20 days, will only cost P500.*CGS

‘A stormy opening’

Typhoon “Frank” was just beginning to unleash its fury when the restaurant “Sa Baybay” at the Reclamation Area, was launched. The heavy downpour and the strong winds did not stop the huge number of guests from coming to the grand opening of Dr. Marichi Ramos’s newest business venture - a snazzy native resto grille by the sea.
Earlier that day, Fr. Mitch Guadalupe officiated at the blessing. By noon, the place was filled with VIPs, businessmen, civic leaders, power players and Chi’s friends and family.

All eyes were on the guest of honor, Manila socialite, Tingting Cojuangco. Looking so regal and elegant, she immediately disarmed the guests with her warmth and charm.

Everyone wanted to have a glimpse of the woman who had been dubbed by Harper’s Bazaar as “one of the 100 most beautiful women in world”.

Everyone enjoyed the excellent Ilonggo cuisine of freshly grilled seafoods and scrumptious salads. Succulent fruits adorned the long buffet table which was groaning with all kinds of epicurean delights. There was a festive air as the guests mingled with friends and business acquaintances who all came to wish Marichi good luck on her resto, “Sa Baybay”.*

Stories from Sugarlandia

By Camille V. Pilar

Seeing Negros Occidental from the sky, on a plane some hundred meters above the ground, is akin to staring at a giant green mosaic. Looking out the window welcomed an expanse of identical green squares of sugarland dissected by narrow gray roads that looked almost like veins. Haciendas are at the heart of Negros. But not too many people know that the history in this place is richer than its soil.

The Filipino Heritage Festival Inc. (FHFI) along with the National Commission for Culture and the Arts dropped by Bacolod, Silay and Victorias City to celebrate the National Heritage Month, and along the way, revisit places and people that embraced Negrense pride and lore.

Places for reverence (to nature, man and the divine)

Landing in the new Bacolod-Silay International Airport is an event marked by undeniable modernity. But don’t let the fresh white walls and tall glass windows fool you though Negros Occidental is home to places devoted to pristine nature, man and his ancestral structures and divine worship, all amidst the quiet splendor of the countryside.

The best of the plains, slopes and mountain ranges in Western Visayas converge to create a place for reverence to nature and the country life in the south of Negros. Nothing paints the picture of rural living better than the road to the Gawahon Eco Park in the eastern border of Victorias City. Makeshift signs that bear the message “agogo [ice candy] for sale” greeted the eye like tiny billboards, and a little further up the mountain road was a spring where children bathed with the family carabao. At Gawahon, seven waterfalls flowed from the top of Mt. Silay and backpackers and vacationers could take a dip in the natural springs in the park. Originally called Alipo-op, which means “fog,” Gawahon also takes pride in a manmade lake where one can go boating and in an infinity pool overlooking the misty mountains.

In Silay, one can revel in the historic glory of our forefathers in the heritage district where 31 ancestral houses, two of which are museums, still stand after 150 years. A city ordinance in Silay prohibits the demolition of these historical structures. The wide windows, high ceilings and intricate decorations of the houses reflect the opulence enjoyed by sugar barons at the turn of the century.

In the Bernardino Jalandoni Museum, built in 1908 and converted into a museum in 1993, a molave ice chest proclaimed the Jalandoni’s social status in a time where only the privileged could afford to offer iced beverages in parties. The Balay Negrense, built in 1897, and now a museum and venue for social functions, along with the Gaston ancestral mansion in Hacienda Rosalia, Manapla are also two of the living examples of the “dako nga balay,” which literally means big house.

In reverence to the divine, Filipinos have localized religion to make it fit with cultural traditions. This process of borrowing and blending is most evident in Negros Occidental’s array of unique churches and chapels.

The Sta. Clara Chapel in Bacolod is well known for its astounding display of shellcraft. Its altar, statues, walls and chandelier are made of capiz, batad, sigay, tahong, baby mother of pearl and an assortment of other native shells collected from Bacolod’s shores. The artist behind the intricate shell creations is Leticia “Lena” Ledesma, whose Artwork has appeared in Philippine postage stamps. The altar is a 95,000-piece mosaic and the shell chandelier, called “Manna from Heaven,” is a glorious sight of 8,000 immaculately white cup shells cascading in spirals from the ceiling. This shell chapel captures the patience and devotion that drive the soul of a people whose livelihood is the sea.

The Hacienda Rosalia Chapel in Manapla is also a testament to the bond between Christianity and Filipino livelihood. Called the “Chapel of the Cartwheels,” its walls are made of molave cartwheels formerly attached to carts that carabaos pulled to plow the fields. The chapel’s roof is styled like a salakot, a farmer’s triangular hat. Msgr. Guillermo Gaston had the chapel built so the cartwheels and the hat-shaped roof would speak of the labor and hardship of farm life, while the circles in the cartwheels symbolized eternity and the Trinity because of its three parts: the hub, the spokes and the felly.

When it comes to the enculturation of faith into local culture, there is no bolder example than the “Church of the Angry Christ” in Victorias City. Known as the St. Joseph the Worker Parish Church to the compound inside the Victorias Milling Co., the church got its provocative name from an avant-garde mural made by Alfonso Ossorio and Benjamin Valenciano. Completed in 1949, the church was frowned upon by conservative groups because its contemporary design and rendition of Catholic saints as brown-skinned Filipinos were not in line with Spanish tradition. Although the mural appears odd, it is an artistic landmark in its mixture of modernity and Filipino identity.

People to recognize

History has been attributed to be mainly male-centric, hence “his story”, but in Negros Occidental, it is the women who are honored for their contributions to the Negrense society. In a biographical photo exhibit entitled “Las Gran Damas de Negros: Negrense Women of Substance,” 11 Negrense women are recognized for their exemplary life achievements. Raymond Fuentes, the researcher and curator behind the exhibit, collaborated with the NCCA and the FHFI in putting together the stories and exhibits of these women worthy of emulation.

“Everyone can be a doña but not everyone can be a Gran Dama,” Raymond Fuentes pointed out in his opening speech. “Beauty and wealth are not the primary reasons for their recognition; rather, in everything they do, they do it with compassion.”

Armita Bantug-Rufino, president of the FHFI and whose mother, Remedios Palanca Bantug, is one of the celebrated Gran Damas, along with Chichi Salas, FHFI’s finance officer, recounted the story behind putting together the exhibit. What started as an effort to display old Filipiniana gowns worn to grand balls in the Manila Hotel became a renewed and strengthened endeavor to acknowledge the women who wore the gowns after they heard their amazing life stories.

Remedios Palanca Bantug is known as the “Mother of Victorias” because of the improvements she spearheaded in the city. Marta Mijares Rivilla is remembered for maintaining harmony in their haciendas in a time when land wars were rampant. Olivia V. Yanson and her family manage the Ceres liner, the largest liner in the Visayas, while Lourdes Concha Ciocon and her family are into the fishing business and own L. Fisher Hotel, Bacolod’s most prestigious hotel.

Other women of substance acknowledged in the exhibit include Hortensia Starke, Nene Lacson Garcia, Gloria Araneta Esteban, Luisa Diaz Lacson, Hermelinda Ramos Dizon, Carmen Rodriguez Lizares and Nena Vargas Ledesma.

The exhibit opened at the provincial capitol of Negros Occidental where guests dressed in their best Filipiniana wear to honor the legendary ladies of Negros. On display are sepia portraits of the Gran Damas accompanied by a narration of their stories, a gown, antiques from their homes and similar memorabilia. The exhibit was moved to SM Bacolod where more people can gain a lesson in “her story.”

Pride to reawaken

“Our culture will die if we do not pay it homage,” said Msgr. Gaston, the chairman of the Malihaw Arte Kag Kultura in Bacolod. To foster an attitude of remembrance and appreciation, the FHFI and the NCCA targeted the youth as its primary audience in a program of traditional songs and dances held at Robinson’s Place Bacolod.

Taking center stage were students from the Colegio de San Agustin-Bacolod who performed music befitting a fiesta with different brass instruments and they put together colorful dance numbers that had the people in the audience tapping their feet. The program proceeded with Elie Mayo Diola and Niño Alcala entertaining the crowd with rounds of the composo, a traditional ballad that was sang impromptu after a given topic, which was usually about local heroes, folk tales and the history of a certain place.

Sometimes, it is difficult to get the youth interested in heritage and culture. So instead of forcing the youth into liking traditional culture, the FHFI brought culture to a level that would interest the youth. By combining the old with elements of the new, the Palihang Hagonoy group from Bulacan demonstrated how the balagtasan, a traditional Tagalog form of debate through poetry, could be applied in contemporary times. Instead of talking about tried and tested, and often, boring topics, the Palihang Hagonoy offered a comical yet profound dialogue on a matter concerning us all: whether to use the more traditional tabo (dipper, in English) or the more modern toilet paper.

Trained by Crispin de Luna, the former councilor of Bulacan, the members of the Palihang Hagonoy know how to interact with a young audience as they are young themselves. Recher de Luna Tamayo and Jocelyn Dagalea are only 13 years old, while Ricardo Gutierrez is 18 years old. All three of them have been performing balagtasan pieces by Jaime Sumpaico for years and they attest that the experience is enjoyable and undeniably educational for them.

Jose Montelibano, mayor of Silay City, has big plans for the preservation of heritage and he agrees with keeping in stride with modern times while paying tribute to the past. Because of the opening of the new Bacolod-Silay International Airport, Montelibano anticipates an increase in tourism and trade in Negros. But to preserve the aesthetics of Silay’s heritage district, he intends on building the export processing zones and other infrastructures in a “new town” near the airport. After all, the opening of a modern gateway does not mean closing doors to the past.

In this year’s National Heritage Month, we learn that there is more than just sugar in Sugarlandia. Home to places of reverence, people to recognize and a pride to reawaken, Negros Occidental offers treasures that are truly ours and not anyone else’s. Or in Armita Rufino’s words spoken in the local language: “Aton ini. Pilipino gid ya.” This is ours. This is truly Filipino.

Maybe the architects don't really notice it, but it seems like green is the new black for this year in Bacolod.

Oh yeah, while Starbucks plans to close 600 underperforming shops in the US, they're going to open more stores in Asia. I agree. Testing the coffee lifestyle in Bacolod. But i think their targeting more of Bacolod's BPO populace. And some "in" crowd in the city. Ang mga katawhan na "who wants to see... and be seen".

^^
where will Mayor Montelibano build the 'new town' near the Airport?

"hey guys...what action can be done if your pic was stolen by someone for media purposes? hehehehehe"

hmm...wala. hehe. Let them be don't loose too much sleep over it.

Same thing can be asked...who really owns the copyright of the picture? the architect who designed and prepared building's perspective as shown on the tarpaulin hanged at the site or the photographer who takes the picture of the perspective from the tarpaulin (without permission) and posts it in a public forum?

^^ Actually, IPR is a difficult thing here in the Philippines. You may copyright your work for about P200 per picture at least.

The best thing you can do is to have 2 spares of picture. One is the original unedited, and the other one stating your rights reserve, the full name and the year you have copywritten it. This is on the basis that the one who will be utilizing your photos are aware that you have your rights reserved.
