World Series Senior League softball campaigners from Domingo Lacson National High School in Bacolod City moved closer yesterday to a semifinal berth by registering a rousing 10-1 win against US-South at the Ebbets Field in Lower Sussex, Delaware.
In a game that lasted an hour and 47 minutes, Philippines’ pitcher Julie Marie Muyco struck out 11 batters in the first four innings and drove in four runs as the Bacolod City squad raised its record to 2-1 for a second spot in Group A, behind its first day tormentor US-Central.
Representing the Asia-Pacific in the week-long tournament, the girls from Bacolod City also notched a win against Germany, 3-1, Tuesday.
US-Central, bannered by Indiana, stayed undefeated in three games after a 16-1 demolition of Germany.
DLNHS coach Tony Oquindo tapped Muyco to take over the lead pitching chores in the place of Annalie Benjamin, who is expected to join the team tomorrow, after some glitches in flight schedule from Manila to Delaware.
Muyco, who hails from Hinobaan town in southern Negros, also made a good account of herself when she was at bat, going 3-for-4 and scoring twice.
Catcher Elvie Entrina also went 2-for-4, her double sending home Cindy Carol Banay and Jenalyn Polinario in a four-run binge that virtually sealed the win in the fourth inning.
A victory against US-Southwest, represented by West Mesa LL of Albuquerque, New Mexico tomorrow will assure the Filipinos of a semifinal spot against either US-West or Latin America.
Meanwhile, the 11-12 team from Education Training School who will also represent the Asia-Pacific in the Major Little League World Series is scheduled to leave for Portland, Oregon today.

City seeks consolidation of property
inside reclamation area
BACOLOD City - The city government is seeking for the consolidation of its 30 percent real estate share in the reclamation project of Bacolod Real Estate Development Corporation (BREDCO).
According to City Administrator Roger Balo, there is a need to determine the actual real estate property share of the city inside the reclamation project in order for the city to finalize its plans of whether to sell or erect infrastructure projects like the proposed city hospital, convention center, and vendors and jeepney terminals.
Balo explained that Mayor Evelio Leonardia authorized the City Planning and Development Office to have an actual mapping of the real estate share of the city and determine the exact location of the said property.
“The city is in a quandary of how to pursue projects that are advantageous to the city because the properties are located in different areas of the reclamation project,” he said.
The city administrator also confirmed plans of pursuing a compromise agreement with BREDCO through Atty. Sammy Palanca to consolidate the properties into one area.
However, these could only be realized if the properties could be determined, he added.
Balo also presented the proposed two-story building project that will replace the abandoned and dilapidated vendors’ plaza near the Manokan Country area.
The Bacolod West Public Market will replace the vendor’s plaza building at the reclamation area with a jeepney terminal, food court and wet and dry market, Balo disclosed.
Meanwhile, Balo is optimistic that the newly opened Bacolod slaughterhouse will start its full commercial operations on August 16 this year and the immediate decommissioning of the old abattoir in Barangay Alunan here will push through.
Based on the Memorandum of Agreement signed by Leonardia and AVM Bernardo Engineering Corporation, the old abattoir should be closed immediately and the slaughtering of animals should be conducted in the new abattoir./PN

The latest Nielsen survey on the Bacolod broadcast and print media shows Bombo Radyo and the Visayan DAILY STAR at number one in listeners and readership in their respective categories, Bombo Radyo reported yesterday.
Among 10 AM stations in Bacolod City Nielsen showed Bombo Radyo (DYWB) with a 22.77 percent share, Aksyon Radyo (DYEZ) – 15.45 percent, Radyo Agong (DYHB) – 13.35 percent, Voice of Salvation (DYVS) – 7.33 percent, Radyo Pilipino (DYRL) – 2.88 percent, Super Radyo (DYSB) – 1.57 percent, Kaunaunahan sa Pilipinas (DZRH) – 1.31 percent, Radyo Busina (DYKB) – .52 percent, Radyo Patrol Sais Trenta (DZMM) – .52 percent and Radyo Veritas (DYAF) – 0 percent.
The report was released Aug. 4, Bombo Rayo reported.
Among the regional newspapers’ Bacolod readership, Bombo reported that the Nielsen survey showed the Visayan DAILY STAR with a 64 percent share followed by Sun Star Bacolod with 11 percent, Banat with 3 percent, Panay News – 2 percent, and The Freeman – 0 percent.
Among the Bacolod readership of broadsheets (national newspapers), the Philippine Daily Inquirer was in number one at 45 percent followed by the Philippine Star at 38 percent, Manila Bulletin at 27 percent, Manila Times – 5 percent, Malaya – 4 percent, Manila Standard Today at 2 percent and the Daily Tribune – 1 percent, Bombo also said.
Leading in Bacolod readership among the tasbloids was Bandera at 16 percent, followed Abante and People’s Journal at 10 percent, Tempo, Remate and People’s Balita at 5 percent and Balita at 4 percent, Bombo also quoted the survey as showing.*

i've asked about this a couple of days ago and now, i've got an answer. so, 30% of the total land reclaimed goes to bacolod. its a good move. a compromise agreement with bredco will somehow ease the tension between both parties.:)

exactly...this is what we need actually migs, a healthy relationship between the city government and the man behind BREDCO. They know very well that they will not succeed in taking BREDCO from uncle sam. :) now, they want a fair share. :) hahahaha!!! and with this, more Infrastructures are coming up and everybody happy again :) tapos!!!
How i wish they can also be like this...Mayor and KingCong. :) hahahahaha

Revival of prawn farms, commercial fishing fleet

Negros Occidental officials have recommended that government loans be extended not only to commercial fishing boat operators, but also to possibly revive about 4,000 hectares of prawn farms in the province.
This idea was suggested Wednesday by Cadiz City Mayor Salvador Escalante Jr. It was Gov. Isidro Zayco who instructed Escalante to include prawn farms in the P300-million budget from the agriculture department’s Agricultural Enhancement Competitive Fund (AECF).
These prawn farms are in Bago City, E.B. Magalona, Silay City, Talisay City and Cadiz. The outlay for the fishing loans will be provided by the Department of Agriculture and the Bureau of Fisheries and Aquatic Resources. It was ordered by President Arroyo in a bid to rehabilitate the devastated commercial fishing fleet of northern Negros Occidental and Iloilo.
A total of 20 Cadiz City fishing boats capsized during typhoon “Frank,” leaving 43 fishermen dead and 83 others still missing.
Escalante co-chairs Task Force Mananagat headed by Gov. Zayco.
The task force drew up a plan with the BFAR not only to rehabilitate the damaged fleet but also include the revival of the prawn farms. This will assure food security for the province.
The BFAR has asked 36 commercial fishing operators in Cadiz City to submit their individual rehab plans. A final proposal on the P300-million fishing industry rehabilitation fund will be submitted to Zayco today, said Escalante.
Well, there are strong indications that the fishing fleet will soon be back on its feet as soon as the loans are approved and released.
The proposal for, say, a P3-million rehab loan requires that the fishing operators should come up with an equity of P1 million.
Well, we can only wait for the outcome of the rehabilitation program.
Lagdameo grateful to Pope for Aliminaza
On Tuesday, Jaro Auxiliary Bishop Gerardo Aliminaza was formally installed in the Jaro Cathedral as the auxiliary bishop of Archbishop Angel Lagdameo. And the prelate thanked Pope Benedict XVI for having granted his wish. Lagdameo is also the president of the Catholic Bishops Conference of the Philippines.
“I am happy that I now have in my graying years an auxiliary bishop who will be my partner in serving the Jaro Archdiocese,” Lagdameo told the media.
Actually, Msgr. Lagdameo said he had long asked for the assignment to him of an auxiliary bishop and Pope Benedict XVI finally granted his wish.
The installation of Msgr. Aliminaza was attended by a big crowd of Iloilo faithful.
The new auxiliary bishop, Bacolod Bishop Vicente Navarra pointed out, is “offered to Jaro Archdiocese as the gift from the Bacolod Diocese which is now commemorating its diamond anniversary.”
Actually, Aliminaza is the third auxiliary bishop of Jaro. The two previous ones had already been elevated to archbishop.
Msgr. Aliminaza said the gift of being a bishop was not for him, “but to build the body of Christ wherever God sends me.”
Aliminaza is the only child of Felix and Antonia. His consecration occurred on his 49th birthday. He was born Aug. 4, 1959 in Barangay San Jose, Sipalay City.
His mother, Antonia, passed away in 2002, and his 79-year-old father is wheelchair-bound.
In an earlier dialogue with me, Aliminaza said it was the late Msgr. Antonio Fortich who advised him not to transfer to the Kabankalan Diocese but to stay put in the Bacolod area.
He was appointed by Bishop Navarra as rector of the Sacred Heart Diocesan Seminary, a post he occupied until his elevation to the bishopric.
More awards for Cadiz police
One just cannot close his eyes to the feat of Cadiz City police chief Jefferson Descallar who received a plaque of merit from regional director Isagani Cuevas on Monday morning.
Cadiz also bagged the Best Police Community Relations of the Year award in the city police category. The award was received by PO2 Generoso Melen, the city’s PCR officer.
Descallar also saw his command win the best in PCR in Negros Occidental and the best in PCR nationwide in the city police category.
The Cadiz police command was also named as the Most Citizen-Friendly Police Station and Best Urban Women and Children Protection Center (urban center) nationwide last year.
And, as they often say, you just can’t put a good man down. He will always surface one way or another. His worth is recognized by those who know best how to judge a person’s performance.

Bago City wins nutrition award
Bacolod City (7 August) -- Bago City in Negros Occidental received its third National Exemplary Award for "Pabasa sa Nutrisyon" from the Philippine Association of Nutrition at rites recently held at the Xavier Sports and Country Club in Cagayan de Oro, Misamis Oriental.
Bago City received the same recognition in 2005 and 2006.
The award is given to local government units that have successfully sustained the implementation of the "Pabasa sa Nutrisyon"Program for 2007.
The project is now going on in all 24 barangays of Bago City and is attended by mothers of underweight preschool children and grade school children, pregnant and lactating mothers. (PIA/cad)

he was the traitor, he's from Bago Berns, ironically he was the one who built the area around the capitol, the PNB building, the DBP, the traders royal bank (now bank of commerce building), he was one of those who laid the groundwork for Riverside, in some ways he was responsible for most of bacolod's more impressive structures, that includes reclamation,...he paid for it with blood though, he controlled the sugar industry through NASUTRA, he ran PNB, Traders royal bank, and republic planters bank, he paid for all his projects with stolen money from the bloc, all the while hoarding all the sugar at warehouses near the bacolod port, negros was subdivided among three marcos cronies, gustilo to the north, benedicto at the center, cojuangco to the south......but it was benedicto who actually screwed up big time...
I could tell you all about it, next time we have a time to talk, it's an interesting story, it reads like a great epic novel

there's one thing @kyle missed. RPN 9 which used to be under the control of rsb, particularly kb, the mother in law of the "cinderella" man. she's behind the shows which we used to watch when we're kids, like john en marsha, kulit bulilit and many more. we can't blame other people if they are pictured as the "evil" ones. remember the saying, 1 wrong and all the 9 good deeds are gone. for sure, they also have brought something positive to the lives of the negrenses.

he was the traitor, he's from Bago Berns, ironically he was the one who built the area around the capitol, the PNB building, the DBP, the traders royal bank (now bank of commerce building), he was one of those who laid the groundwork for Riverside, in some ways he was responsible for most of bacolod's more impressive structures, that includes reclamation,...he paid for it with blood though, he controlled the sugar industry through NASUTRA, he ran PNB, Traders royal bank, and republic planters bank, he paid for all his projects with stolen money from the bloc, all the while hoarding all the sugar at warehouses near the bacolod port, negros was subdivided among three marcos cronies, gustilo to the north, benedicto at the center, cojuangco to the south......but it was benedicto who actually screwed up big time...
I could tell you all about it, next time we have a time to talk, it's an interesting story, it reads like a great epic novel
you could maybe add the Villacins...:lol: there are also from the north i guess...PHILSUCOM is the regulating body during the Marcos years i guess...sugar planters call it PHILSACAM anywayz...:nuts: man...my father was telling me that people in Manila would bow to Negrenses during the booming times of the sugar industry....:lol:

well..its all money matters i guess...:lol: only those who are "lapit sa luwag" during those times benefited...so twas' basically limited to a few landlords during those times...and by the way...an Araneta will be running for president next year...Mar Roxas...i dunno if he will win...one of the cities here who are so disappointed with his family is Bago by itself particularly the once bustling Ma-ao Central...his family has forgotten about what the people of that forsaken place contributed to the development of Araneta Center in Manila....:ohno:

i dunno if anyone of you guys knows this but i've read somewhere i can't remember where. the lopezes and the benedictos were family friends. the tie the binds the 2 prominent families are so strong that when the older benedicto died, rsb who was a student at up then was entrusted to the fold of the lopezes. until, well, history knows what. the irony was that rsb didn't lift even a finger in helping the lopezes who were at that time being pressured by the marcoses because of we know what. so, in the end family and friendship break down for the love of money. and that's what all those squabbling were all about. money and power. so what we get is the power of money.

But one thing's sure here, Pinoys are just tired of these power trippings and "getting-rich-to-be-powerful" attitudes of our so called LEADERS. I hope one day(this is another impossible dream), they'll give back to the Filipinos the quality of life that WE truly deserve. 888 is doing good actually migs coz its not only Negros that they are trying to cater but also others from Iloilo and the whole Panay. They buy in bulks. :) The mall is almost occupied already :)

Japanese volunteers to plant mangrove seedlings
A GROUP of Japanese volunteers and cultural exchange participants will be planting mangrove seedlings in Silay City on August 11 to 14.
Mazanori Suzumura, assistant director of Ikaw-Ako Japan-Negros Partnership for Environmental Protection, will lead the group.

Ikaw-Ako recently signed a memorandum of agreement with the Silay City government and the Department of Environment and Natural Resources to rehabilitate 50 hectares of mangrove areas in barangay Balaring, in cooperation with Balaring Mangrove Planters' Association and the Silay Tourism Division.
Around 9,000 pagatpat seedlings will be planted.
On August 11, the unveiling ceremony will be held to certify the tie-up with AMD-Japan Incorporated, which is going to donate mangrove seedlings.
Some 1,000 crablets (king crab specie) will also be released in the crab pond.
Joining the activities are the USLS-Education Club, SPARC Motorcycle Club, Extreme Motorcycle Club, Negros Youth for the Environment, SK-Silay, boy and girl scouts from the Doña Montserrat Lopez Memorial High School, pupils of Don Albino and Doña Dolores Jison Integrated School and the Lantad Elementary School math club.
The group will have a courtesy call at the office of Mayor Jose Montelibano on August 11 to be followed by a guided tour to Balay Negrense, Jalandoni House, San Diego Pro-Cathedral and the public market.
Ver Pacete, tourism officer of Silay and president of the Association of Tourism Officers of Negros Occidental, said that Ikaw-Ako members will also meet Sagay Mayor Freddie Marañon and see tourist attractions in the city.
Other attractions to be visited are Manapla puto factory, Negros Museum, Negros Showroom and Sunburst Resort.
Leo Canson, Ikaw-Ako Silay coordinator, said the group will also meet officials of the Provincial Environment Management Office (Pemo) in preparation for another mangrove planting week set on August 16 to 22 by another group of Ikaw-Ako volunteer in Silay and Sipalay cities.

Monico hoping for barong's Olympic impact
NATIONAL sports officials hope the Philippines can create an impact in the marching field if not at the playing field at the Beijing Olympics, which officially opens Friday in China.
Bacolod City lone district Representative Monico Puentevella, chef de mission of the RP contingent, hopes the lean Philippine delegation will create an impact when it marches into China's National Stadium in their new barong tagalog, black slacks and black shoes uniform.

Puentevella, who reportedly helped design the RP uniform said: "When the spotlight and the fireworks will focus on our team, it will be different as it will go with the atmosphere of the occasion. It will also attract the attention of the other teams and will look good on television."

Olympics’ opening with fanfare

Filipino-Chinese community in Bacolod City will mark the opening of the 2008 Beijing Olympics tonight with a dragon dance, fireworks display and unveiling of a wide video screen at the public plaza.
A join effort of the City Government of Bacolod and the Philippine Chinese Chamber of Commerce, the activity in Bacolod City will be held simultaneous with the grand celebration in Beijing.
Ben Solco, one of the coordinators, said in a press release that the PCCC decided to have its own celebration as a tribute to China and the great Olympic Games.
“The Filipino-Chinese community considers the Olympic event as something extraordinary. This is the reason why it was decided to hold a similar ceremony in the local level,” Solco said.
He added that the fireworks display will be something to behold as the PCCC pulled out all stops in making sure that it will be a spectacular extravaganza.
The wide screen at the plaza will also allow Bacoleños to witness the opening ceremony in Beijing in all its splendor, Solco said.
Meanwhile, the Philippine News Agency reported yesterday that all members of the Team Philippines is looking good, feeling fine, and are in high spirits as their matches draw near.
Chief of Mission and Bacolod City Congressman Monico Puentevella said team members are in good condition and are being taken cared off by doctors, coaches and officials.
Puentevella said the Filipino Olympians underwent their usual training regimen since checking into the huge Village situated on fringes of the so-called Olympic Green that houses the iconic National Stadium, or Bird’s Nest, and the Water Cube.
“Based on what they’ve (coaches and officials) told me, the athletes are doing well in their practices," Puentevella said.
The Philippine team, which spent nearly P50 million for its training and participation in several international tournaments abroad, is aiming to win the country's next Olympic medal after boxer Mansueto 'Ónyok’ Velasco bagged a silver during the 1996 Games in Atlanta.
A big slice of this amount went to the five swimmers who trained abroad, including Miguel Molina, the country’s leading swimmer who is seeing action in several events.
Aside from the 200-meter breaststroke, Molina - a seven-time gold medalist in the Southeast Asian Games - will also compete in the 200-meter individual medley where American Michael Phelps, the sport's household name, is entered as the tanker to watch.*

Filipino-Chinese Jaclyn Faith Chua of Bacolod City qualified as Philippine Youth Ambassador for the 35th Ship for Southeast Asian Youth Program, in October this year, a press release from SSEAYP organizers said.
Chua will leave for Japan on October 22 for the Inauguration Ceremony and attend the Japan Country Program before sailing to other ASEAN nations. She was also voted as Assistant Youth Leader of the delegation to carry the Philippine flag, the press release said.
The SSEAYP is an annual program of the National Youth Commission under the Office of the President of the Philippines, sponsored by the Japanese Government and supported by the member-countries of ASEAN, it also said.
It will bring together more than 300 youth from ASEAN countries and Japan, giving them the opportunity to live together on board the Japanese ship “Nippon Maru” for more than 50 days, the press release said.
The SSEAYP started in January 1974 based on Joint Statements issued between Japan and five ASEAN countries, Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined in 1985, Vietnam participated in 1996 while Laos and Myanmar in 1998, and Cambodia in 2000, the press release added.*

Dad explores lower slaughterhouse rates
Bacolod Councilor Alex Paglumotan yesterday disclosed his intention to find out if the contract entered into and between the city and AVM Bernardo Engineering could be amended so the slaughterhouse fees could be reduced.
Paglumotan said he will seek the opinion of the City Legal Office.
The lechon and meat vendors are hoping for lowered rates but he cannot do away with the rates stipulated in the February 2007 memorandum of agreement between the city and AVM Bernardo, he said.
But City Administrator Roger Balo said the fees being charged at the new Bacood City Slaughterhouse, which is being operated by AVB Bernardo, is much lower compared to those of the Iloilo City Slaughterhouse which is being run by the local government.
Paglumotan said he will call for a public hearing Monday on his ordinance. He also said he has authored an ordinance on anti-illegal meat slaughtering that has already been approved and now operational in the city. It provides for the creation of a task force on anti-illegal slaughtering composed of 12 people, he added.
Paglumotan also said they have also discovered that most of the about 100 workers at the old Slaughterhouse in Brgy. 35 are about to work at the new slaughterhouse. They were trained, hired and already accepted, he said, while the remaining 10 displaced workers are asking for a dialog with the mayor.
He also said he intends to meet with the butchers who are not all city employees. Only 12 of them are casual employees and the rest work for private individuals, he said.
Balo said that with the new slaughterhouse, the city will no longer be spending for the operation of the old one in Brgy. 35. The city had been losing P10 million a year in it because its expenditures for its operation was about P8 million a year and it was generating revenues of only about P1.3 million.
With the new slaughterhouse, the city will have savings of about half a million every month. It will also be earning on regulatory fees because the post mortem and the ante mortem fees will go to the coffers of the city, Balo said.*CGS

Grand inauguration of ‘888’
Despite the talk about hard times and rising prices, Bacolod City yesterday witnessed the grand opening and inauguration of the 888 Chinatown Square of Bacolod City.
Fr. Noly Que of Our Queen of Peace Parish presided over the blessing of the square, considered one of the best to have been opened in the city recently.
Bacolod folk saw early yesterday the motorcade that preceded the inauguration of the square built on a lot previously owned by the provincial government of Negros Occidental.
William Ong, president and chief executive officer of the 888, welcomed the big crowd of business associates, government officials and other invited guests.
Negros Occidental Gov. Isidro Zayco and Bacolod Mayor Evelio Leonardia were presented plaques of appreciation by Ong, who was assisted by Theresa Gochangco.
The inaugural ribbon was cut by Zayco, Mrs. Aida Maranon, widow of the late Gov. It just shows that Bacolod continues to draw in investors despite the dispute over whether the city is business-friendly or not.
In a way, that sort of belied the refusal by the MBCCI to endorse the entry of Bacolod in the Business-Friendly City in the Philippines contest for this year.
Leonardia, who was smarting with that after MBCCI released its reasons for withholding its endorsement, earlier had pointed out that “it is a tragedy for Bacolod City that the people who are supposed to be the ones who create business and make business grow here are the ones now destroying its (Bacolod’s) business prospects.”
“It is sad that while our government is business-friendly, we have a business group that is unfriendly to the government,” Leonardia declared.
He expressed suspicion that the MBCCI officials may not have taken a consensus on the matter and that it was just the stand taken by Montelibano who has been president of the MBCCI for the past 30 years.
Be that as it may, that incident triggered a row between Leonardia and the city government and the MBCCI.

THE Negros Basketball Association is making sure Friday's NBA 1st Governor Isidro Zayco Invitational Cup '08 opening ceremonies will be remembered not only for its opening game between the West Negros University Mustangs and visiting Ticel-Iloilo, but more so because of its colorful traditional opening ceremonies.

"We believe this tournament is going to be exciting because of the eight participating teams," said NBA president Oscar 'Dodong' Bascon.
"The fans deserve to be entertained well during the opening ceremonies, that's why we have required the eight teams to come up with their beautiful muses and we've also invited the West Negros University Glee Club and the La Carlota City Pasalamat Drumbeaters to add color to the occasion," he added.
The Mustangs, reigning NBA Bacolod Mayor's Cup and NOPSSCEA champions, will be trying its mettle against a tough Ticel-Iloilo squad bannered by the likes of former PBA MVP Kenneth Duremdes and ex-Negros Slasher Leo Bat-og.
Others listed in the partial lineup of Ticel-Iloilo which was faxed Friday to the NBA office are Alberto Lopez, Tonyboy Espinosa, Edu Allado, Mark Yee, Ruel Balgos, Rhagnee Sinco, Reynel Hugnatan, Jay Pisuea, Francis Salcedo, Mark Hubalde, Tong Aquino, and Aming Doliquez.
It was not clear as of press deadline Friday whether the Mustangs will be fielding an intact varsity lineup as NBA tournament commissioner Bobby Tee was still awaiting the final submission of team lineups.
"It's still pretty much of a secret up to this point and the most we can do is speculate on the team reinforcements until we have in hand the actual lineups," Tee said.
Governor Zayco will be the guest of honor and speaker in Friday's opening program while Bacolod Mayor Evelio 'Bing' Leonardia will give his inspirational speech.
Mayors Salvador Escalante of Cadiz City, Hermilo Aguilar of Hinigaran, Demie Honrado of La Carlota City and Jose Montelibano of Silay City will join Leonardia and Bascon in assisting Zayco during the traditional ceremonial toss to usher in the opening game between WNU and Ticel.
A highlight of the opening program is the selection of a Miss NBA Governor's
Cup from among the muses of the participating teams, following the awarding of the best in uniform plum to be presided by NBA treasurer Vic Tan.
The participating teams are Cadiz city, Hinigaran, La Carlota City, Pamplona Bulls, Province of Negros Occidental, Silay City, Ticel-Iloilo, and West Negros University.
Cadiz takes on La Carlota City in Saturday's 3 p.m. schedule immediately following the opening ceremonies while Ticel-Iloilo meets the WNU Mustangs at 4:45 p.m.
Sunday’s schedule pits Hinigaran against La Carlota at 2:30 p.m., Silay City versus Pamplona Bulls at 4:15 p.m. while Cadiz City tangles against Ticel-Iloilo in the main game at 6 p.m.
Tickets for the series are at P25 (reserve) and P10 (bleacher).

Dairy station MOA inked
A Memorandum of Agreement for putting up a breeding and dairy station in Kabankalan City was signed during the Charter Day program at the public plaza recently.
Present were Gov. Isidro Zayco, Mayor Pedro Zayco, Vice Mayor Delia Anacan, Dr. Freddie Maningo, president of the Negros State College of Agriculture and the city councilors.
The center aims to boost the livestock and poultry industry in the southern part of Negros Occidental and to augment the supply of fresh milk, a Kabankalan City press release said.
The provincial government will give a P2 million counterpart to the project besides the stocks, which include cattle, carabaos, goats, pigs and chickens, Dr. Leo Oquias, city veterinarian, said.
The city will establish a modern breeding and dairy center in a 5-hectare area in NSCA compound where its students have access to learn skills and techniques in the upgrading of native animals in the city and nearby LGUs, the press release said.
This center will also become a training ground for farmers and students to equip themselves with the latest technology they will need for employment in the future, it added.
Helping facilitate the project are Board Member Adolfo Mangao Sr., and Councilors Raul Rivera and Ricardo Regalia, the press release said.*

Demistifying Negrense Decadence
A few months ago, over a round of golf, I had this interesting discussion with investment banker, Richard Dalao, who told the story of their family's "reverse migration" from Negros to Manila. It was the mid 1960's and Richard's dad opted to move back to Manila as in Richard's words, "my dad couldn't take the lifestyle in Negros. Being an Ilocano, he found the life too decadent. So back to Manila it was".
The same impression lives on until today. For those who are not familiar with the inner trappings of the sugar culture, the flamboyance displayed is easily misconstrued as outright arrogance.
How did it get to this point? What triggered such behavior? If you still have these lingering questions, allow me to take the first step in breaking apart the mystery.
There is a saying that the people from Davao spend yesterday's money today, the people from Cebu spend today's money today, but the people from Bacolod spend ...well, tomorrow's money today.
Spending versus one's future earnings comes naturally to the Negrense. This was triggered before the turn of the 20th century when sugar as a product was picking up in terms of price in the world market. Demand was beginning to grow among the Commonwealth domains in South East Asia including Australia and New Zealand.
The principal catalyst in this little "Story of Sugar" is a man by the name of Nicholas Loney. He was the son of a British admiral, born in the naval town of Plymouth, and well-educated. He left England at the age of 24 to seek his fortune and travelled to South America, New Zealand, Australia, Singapore, and finally to the Philippines in 1852. He became a clerk in Manila of the British firm Ker & Co.
In 1856, Loney was assigned to Iloilo and became a vice-consul and eventually opened the firm of Loney & Ker & Co. In those days, British ships came to the Negros and Panay region to be loaded up with sugar for export to Australia and the other states in the region under the British flag. Once docked in the ports of Negros and Iloilo, the ships would be stationed for some time until it was fully loaded with sugar for export. Precious days were lost in this exercise.
To arrest the situation, sugar crops and produce were paid for in advance the year before so as not to hamper the loading of sugar on British vessels. This is where the practice of receiving money against standing crops began in the Philippines. From those days, the crop loan had entrenched its way into Negrense lifestyle. This was further fortified by the sugar quota system under the Jones-Costigan Act of 1934 wherein year on year, the Philippines had a great quota to fill, not only for the British but for the almighty US of A.
Imagine receiving the bumper reward of money months before the crops were to be harvested! Loney even convinced the American financial house of Russel & Sturgis to open a branch in the Negros-Panay region in order give crop loans to planters.
Now with cash on hand to spend long before the harvest has actually come, I guess I need not elaborate how Negrense decadence came about and how the phenomenon has become legendary.

Mindanao, Visayas consumers sharing big beer bottles
DAVAO CITY — A spike in the sales of two upsized beer brands in Luzon and the Visayas has prompted San Miguel Corp.’s beer unit to increase the production of large bottles as beer drinkers change their habits to cope with rising food and fuel prices.
Since last year, Filipinos have been pooling their resources to share a one-liter beer instead of the company’s flagship brand, the San Miguel Pilsen, said Roberto N. Huang, general manager of San Miguel Brewery, Inc.
"Beer is usually shared among friends and that’s probably part of the difficult times, in which economic factors have forced them to buy big because it would be cheaper," he said during a visit to the village of Darong in Sta. Cruz, Davao del Sur last week.
San Miguel Beer Grande and Gold Eagle King have been enjoying brisk sales. Mr. Huang said the company is building a bottling plant in Sta. Rosa, Laguna this year with a production capacity of 500,000 cases to augment production at other breweries in Valenzuela City.
Aside from the Davao and Valenzuela plants, [B]the company also has breweries in San Fernando City, Pampanga; Mandaue City, Cebu; and Bacolod City, Negros Occidental for a yearly production of 15.1 million hectoliters.
Each brewery can package San Miguel beer bottles, cans and kegs. Mr. Huang said the construction of the new plant is an indication of the company’s "shift in strategy." "Our sales dipped a bit, but the crisis is not all over the country and in a crisis there is an opportunity," he said.
Mindanao sales have been steady as beer drinkers on the island have always preferred the San Miguel Beer Grande and Gold Eagle King over other brands. The one-liter Grande makes up half of the total market share, followed by Red Horse with 30% and Gold Eagle King with 20%. Mr. Huang said Mindanao contributes about 30% to the company’s total sales, or about 30 million cases annually.
Noel C. Villanueva, San Miguel Darong plant manager, said the Mindanao brewery is relatively small, producing only 26 million cases a year. Last year, it earned about P15 million in revenues compared with the Cebu plant, which generated P130 million.
An undeveloped road network also prevented the plant from operating at its full capacity. Presently, he said, the plant, capable of producing 2,000 bottles per minute, is only operating at 50% capacity. Nationwide, it serves 471,000 retail outlets.
Strategically, he said, it is cheaper if the northern part of Mindanao is served by Palawan. "Mindanao is composed of vast tracts of land unlike the Visayas where it has pockets of islands."

LEGAZPI CITY, Albay—The Sunwest group of companies of young Bicolano businessman Elizaldy S. Co is investing at least P16 billion over the next three years in the tourism, real-estate, information-technology, retail, tourism and renewable energy, aviation and mining industries.
In an interview with select reporters on the sidelines of the launch of his Discovery Bay Misibis project on August 8, Co said his projects are “designed to stimulate the local economy and give more employment to its residents.”
The bulk of Co’s projects are in renewable energy, where he intends to spend about $300 million (P13.2 billion) to construct various mini-hydro and hybrid power projects in Luzon and Visayas “in the next two years.”
Only last month, Co’s Sunwest Water and Electric Co. Inc. inaugurated two renewable-energy projects in Catanduanes (2.3 megawatts) and in Misibis, Cagraray Island (2.7 mw), making use of hydro-, solar- and wind-power sources. Suweco is also starting work on an 8-mw mini-hydroelectric power plant in Antique.
Other power plants in the pipeline are three more mini-hydropower plants for Antique, another three in Catanduanes, “and by 2010, more renewable-energy plants in Negros Occidental, Iloilo City and Cagayan,” the Bicolano businessman said.
The power projects are funded from internally generated funds, he said, as well as loans from the Development Bank of the Philippines, Allied Bank, Philippine National Bank and Bank of the Philippine Islands.
He said he started investing in RE projects because “they are good for the environment and acceptable to the people. We can no longer ignore the problem of climate change.”
The low-key Co, who made his fortune in the construction business, is also investing some P1.6 billion to build the Embarcadero, a retail, hotel and leisure project anchored on an information and communications technology center.
“Embarcadero is a major waterfront development, patterned somewhat after the Fisherman’s Wharf in San Francisco, and will be comprised of a call center, a mall, market, restaurants and a hotel.” The call center alone, he said, will occupy 31,000 sq m of the total 51,000-sq-m Embarcadero site.
He said business-process outsourcing (BPO) firms such as TeleTech, Convergys and Sutherland Global Services have been contacted for the possibility of putting up BPO units in the Embarcadero. “We have already started training prospective call-center agents” for the possible jobs that will be opened.
A separate P1.6 billion, the 38-year-old construction magnate said, will be spent on his 400-hectare Misibis Residential Estate and Discovery Bay Misibis in Cagraray, in the municipality of Bacacay in Albay. Both projects are fronting the Albay Gulf.
The Misibis Residential Estate is comprised of 300 residential lots sold to Filipino-American retirees for private development. Discovery Bay Misibis will be composed of 38 luxury villas and 100-room three-story resort units.
To serve as another amenity for Discovery Bay Misibis, Co is also eyeing the development of a hot spring-mud bath spa facility at “Boiling Lake,” a hot sulfur-rich lake in the municipality of Manito. He has yet to determine the total cost for this project, which he is targeting to build in 2010.
According to Tourism Secretary Joseph “Ace” Durano, Misibis was declared by President Arroyo as a tourism estate zone, the third of such zones in the country after Palawan and Laoag,” Durano explained.

Various groups of Negrenses and environmentalists are set to stage different forms of protest today, as they declared Aug. 11 the Save Mt. Kanlaon Day amid continued cutting of trees within the buffer zone of the dormant volcano, which is a protected area.
The Save Mt. Kanlaon Coalition and support groups like Greenwatch Philippines Inc. and Task Force Kanlaon will gather at the provincial capitol lagoon as early as 7 a.m. to kick off demonstrations, which include the submission of their petition asking the provincial government of Negros Occidental to immediately stop the cutting of trees in the Mt. Kanlaon Natural Park by the Lopez-owned Energy Development Corp. (EDC).
The petition bearing the signatures of supporters and sympathizers will be presented to the Sangguniang Panlalawigan and the office of Negros Occidental Gov. Isidro Zayco.
At almost the same time, the Green Alert will stage a “wake” in front of the provincial office of the Department of Environment and Natural Resources to “mourn the death” of the trees already cut at the natural park’s buffer zone since the EDC expanded its geothermal exploration there last July 28.
Don Flordeliza Jr., chairman of the Manila-based Greenwatch and head of Negros-based Task Force Kanlaon, said the court should urgently grant their petition for a temporary restraining order (TRO) on the EDC expansion project to save the remaining trees in the buffer zone.
The EDC project will reportedly affect 4,213 trees in the protected area.
As of Aug. 5, Flordeliza said the EDC has cut 907 trees in the area, “opening” 2.7 kilometers of the road there.
At this rate, Flordeliza said the EDC is expected to be able to cut all 4,213 trees, which consist of 80-year-old, fully grown trees, in a matter of only two months, thus effectively “destroying the ecosystem of the virgin forest.”
“We urge that the cutting of trees be stopped immediately while the legal action is going on,” said Flordeliza, whose group filed an amended case and petition for a TRO before Bacolod City’s Regional Trial Court Branch 44 last July 31.
“We also hope that the court would grant us the TRO very, very soon before it’s too late… before all 4,213 trees are cut,” he said.
“We urge the DENR to review its policy and for the DOE (Department of Energy) to look for other alternative sources of energy (than push through with this geothermal project),” he added.
The EDC’s geothermal development project will cover 169 hectares of the natural park’s buffer zone.
The constitutionality of a provision in Republic Act 9154, or the Mt. Kanlaon Natural Park Act, which allots the buffer zone to the Philippine National Oil Co. (PNOC) for the geothermal exploration of the EDC, is the main contention of the pending case filed by the Save Mt. Kanlaon Coalition.
Last July 24, the coalition filed a case against the EDC and Environment and Natural Resources Secretary Lito Atienza over the geothermal development project. The DENR has given the EDC the permit to cut trees in the area.
On July 31, the group filed its amended complaint, including Energy Secretary Angelo Reyes, Zayco, Mayors Ramon Torres and Esteban Coscolluela of Bago and Murcia towns, respectively, and the natural park’s Protected Areas Management Board as additional respondents. The hearing on the petition is set on Aug. 12.
“We are in grave urgency to have the court approve our prayer for the TRO because if the court decision will take more than a month, the buffer zone will be almost 80 percent denuded,” Flordeliza said.

Bacolod City is WASARE ready
In line with the National Disaster Consciousness Month, the National Disaster Coordinating Council (NDCC) urges Local Government Units (LGUs) to conduct Water Search and Rescue Exercises. Memorandum Order no. 11 series of 2008 of the NDCC states that all LGUs are required to conduct the water search and rescue exercises.
The Bacolod City Rescue Group conducted the Water Search and Rescue drill at the Bredco Port yesterday.
Based on the evaluation of Coastguard Chief Edgar Yba�ez , Bacolod City is now considered as Water Search and Rescue (WASARE) ready because of its personnel preparedness and equipment capability to conduct water search and rescue operations.
Executive Assistant Joemarie Vargas said that the Bacolod City Government Rescue Group can now be deployed anywhere in the Philippines because of its personnel and equipment capability as water rescue groups.
�This is the first water and rescue exercise in the whole Western Visayas because we are the only LGU with enough personnel and equipment for rescue purposes,� said Vargas.
The water rescue drill was participated by all rescue groups in the city � Bacolod Federation of Rescuers Organization (BACFRO), Amity Chamber rescue group, Bantay Dagat, Philippine Coastguard, Squadron and Patrol 117 rescue group.
Vice Mayor Jude Thaddeus Sayson and Councilor Bobby Rojas also attended the drill.
During the water rescue drill, there are 21 �victims� who were rescued by several rescue groups.

Museum gallery set to open
The Dizon Ramos Museum in Bacolod City, the first 1950 lifestyle public museum in the Philippines, will celebrate its first anniversary Friday with the opening of the Holy Land Gallery at rites set 4 p.m., a press release from its management said.
The gallery is a collection of religious art gathered by Bro. Roly Dizon when he was assigned at the Bethlehem University in 2007. It is composed of olive wood, mother of pearl, ceramic, silver and gold, which depict various stages in the life and death of Jesus Christ.
The mural depicts the Palestinian landscape today, especially the Nativity Church with the Star of Bethlehem which marks the exact spot where Christ was born; a replica of the Filipino Mosaic which marks the entrance to the Annunciation Church in Nazareth; and a map of the present Holy Land, the press release added.*

Local artists gear up for animation
NEGRENSE artists actively responded to the need for a manpower pool to complement the campaign of Bacolod-Negros Occidental Federation for Information and Communications Technology (Bnefit) Inc. on animation outsourcing.
Councilor Jocelle Batapa-Sigue inducted officers of the League of 2D Artists (L2DA) last week and expressed full support to Bnefit on all its initiatives to hone the artistic talent and creative instinct of Filipino animators in Bacolod and Negros Occidental.
"The presence of our artists will help make our place one of the preferred outsourcing partners of big international production outfits worldwide as what is happening in the Philippines now," Batapa-Sigue told the L2DA members numbering to almost 50.
The core group of the League of 2D Artists includes Von Caberte, Chalmer Relatorre, Christopher Mar Bayaban, Juvil Graciadas, Ramon Puasa and Leonard Samson. The officers are Lee Santiago, president; Barry Cervantes, vice president; Joan Fortu, secretary; Stephanie Hilado, treasurer; Mark Lester Jarmin, public relations officer and Guinevere Decena, Daniel Decena and Japoi Cequiña as committee heads.
As chair of Bnefit, Batapa-Sigue also earlier tapped the Animation Council of the Philippines (ACPI) to provide an orientation on animation outsourcing.
"ACPI believes that aside from lower costs of services, big companies rely on us due to our English proficiency, consistent quality and speed in delivering output, and ability to comprehend concepts and story lines better than our Asian counterparts. The Philippines has been providing animation services to the world for over 20 years now. Filipino animators as the prime provider and the Philippines as the preferred outsourcing destination of animation and content creation services in Asia by the US, UK, France and Japan markets," she added.
Bnefit as a non-stock, non-profit organization for academe-industry, government collaborative undertaking on ICT for Bacolod and Negros Occidental, together with L2DA, will request ACPI to help Negrense artists avail of the PGMA coupons for animation managed by the Business Process Association of the Philippines (BPAP) to learn more about 3D animation and other related skills.

TRANSPORTATION COMMITTEE MET FOR SAFETY OF CALL CENTER EMPLOYEES
The Transportation Committee under the Hon. Councilor Wilson Gambo, Jr.. met Friday, Aug. 1st with different call center representatives like Allan Granada Facilities Manager of Convergys and Levy Trio PRO of Teleperformance. Transport sector was represented by Elizabeth Katalbas of FEBACDA and employees of the Bacolod Traffic Authority Office: (BTAO) Engr. Jomar Borres, Traffic Officer III (Engr. Division), Pastor Edgardo Agtoto, Traffic Operations Officer III and George Marius Gaston Traffic Aide i and Ovber-all Supervisor.
The call center officials presented their problems regarding transport service for the safety of hundreds of their agents who come and go at unholy hours to their respective work places. They said they need police visibility from 6:00 PM to 6:00 AM, but since the police force cannot cope up with this demand, there is a need to tap the resources of the Barangay Tanods of the respective barangays where the call centers are.
Temporary solutions were discussed: one is for the office of the Councilor to come up with signages for speed limit; traffic enforcers and barangay tanod visibility from 6 PM to 6 AM and the putting up of pedestrian lanes that can be used when crossing the streets near their offices.
Long term solutions would be: the plan to put up a foot bridge at Bangga Subay and the putting up of traffic lights at Lopues Mandalagan for the safety of Convergys agents. Teleperformance, on the other hand, had FEBACDA President Katalbas promise to assign PUJs to call centers and to have the jeepneys properly registered for the safety of call center employees.

i strongly agree. bacolod is a perfect place to live for the lcoals and for foreigners as well. its the kind of lifestyle that everybody would want to retire: clean healthy living, peaceful and yet have the amenities of a metropolis.

MBCCI to gather Japanese contractors

THE Metro Bacolod Chamber of Commerce and Industry Inc. (MBCCI) will hold two fora: Japanese construction technology and human development on August 23 and sweet sorghum techno investment on August 27.
MBCCI partnered with the Negros Japan Human Resource Exchange Association Inc. (NJHREAI) is inviting Japanese industry leaders in the construction business, namely; Takenori Nakahata, president of the Multi Builders Corp. and Takeshi Nakamura, project executive of the Ohbayashi Construction.
To be held at Grand Regal Hotel this August 23, Nakahata and Nakamura will be speaking before their local counterparts, particularly on the latest Japanese construction technology, Japanese work ethics and expanding the MBCCI-NJHREAI “Train and Earn Livelihood Program” by sending more construction trainees to Japan.
Nakahata and Nakamura are both members of the Marucon, a contractors' cooperative in Japan, which were among the first Japanese construction companies that accepted Filipino trainees.
Meanwhile, Agriculture Secretary Arthur Yap, Energy Secretary Angelo Reyes and Senator Juan Miguel Zubiri will be in Negros Occidental on August 27 to be resource speakers in the first sweet sorghum techno investment forum organized by the province, the Department of Agriculture, Philippine Agricultural Development and Commercial Corp., Biofuels Philippines and MBCCI.
In a statement issued by MBCCI-Biofuels Philippines to its members, it said "sweet sorghum already grow in some of the poorest areas in the world. This means that the newly-crowned front-running biofuel could offer historically resource poor nations a shot at energy independence and increased development, all without the massively deleterious environmental impacts modernization brought during the rise of the now industrialized world."

A jobs fair and mobile passporting service were held in Kabankalan, Negros Occidental recently, and participated in by 20 recruitment agencies, a press release from the city said.
The 15 agencies for overseas employment and five for local jobs catered to 409 applicants.
Meanwhile, 364 applied for passports. The activities were facilitated by Elma Bacheta, public employment service office manager-designate of Kabankalan, the press release added.*

i like the idea of pacific shores. at the onset na namian gid ako. and then someone discouraged me from buying a seaside lot. no, it's not just the pacific shores but all seaside lots and properties in general. the gyst is this...over the next 15 years, the shore in this part of the world will move inland by 47 meters due to global warming.
whether that is true or not, man, i wouldn't want to wake up one day to find that my living room is part of the guimaras strait :lol:

Guv bares food gains, multi-million projects
LEAVES 2010 PLANS TO GOD, DESTINY

Gov. Isidro Zayco yesterday bared increased revenues and gains in food production in Negros Occidental, with the province aiming to surpass the 100 percent rice sufficiency level by next year.
And he vowed transparency in multi-million provincial government programs and infrastructure projects underway to further provide Negrenses with improved health, education and other services.
Zayco outlined the gains and direction of his administration in a seven-page executive report delivered at the Provincial Capitol Social Hall before a special session of the Negros Occidental Sangguniang Panlalawigan attended by the mayors of the province and Aida Marañon, widow of Gov Joseph Marañon who succumbed to cancer on March 13.
Zayco, who assumed the governorship on March 14, said he continued where Marañon left off and in memory of the late governor said, “Let us continue the journey as a team.”
Anticipating the question of whether he will seek the governorship in the 2010 elections, Zayco said “Let me just say that I leave my fate in God’s hands. Destiny brought me where I am, destiny will decide the course of my journey.”
Meanwhile, Zayco said he will concentrate on work and let Negrenses decide when the time comes on whether he had performed well.
“HEARTS PLUS will be our battle cry for public service with compassion,” he said.
HEARTS PLUS refers to programs and projects focusing on Health, Environment, Agriculture, Roads and other Infrastructure, Tourism, Trade and Investments, Social Services, including Education; Personnel and Human Resource Development, Livelihood and Employment Opportunities, Urban Planning and Rural Development, and Systems and Governance, Zayco explained.
POWER SUPPLY
The governor said Alto Power Management Corp., which he signed a memorandum of agreement with to determine the feasibility of a hydro-electric power plant in the upper Bago River, has informed him that the project is feasible.
It can initially set up a 40 megawatts hydro-power plant tapping the Salvador Benedicto portion of Bago River at a cost of P3 billion, he said.
Zayco thanked the SP for passing a resolution setting forth strict conditions for the entry of Energy Development Corp. in the 169-hectare buffer zone of Mt. Kanlaon Natural Park for geothermal development.
“I would like to stress that the provincial government is ensuring the use of our natural resources for the common good, without sacrificing the environment. This is not a matter of choosing between energy and ecology; this is about maintaining a balance between development and environment,” he said.
FOOD SECURITY
The governor also again stressed that food security will be the priority of his administration.
“We are now 92.22 percent rice sufficient and we are increasing efforts to raise production by 10 percent this year to surpass 100 percent sufficiency level by next year,” he said.
At the start of this year, the agriculture sector was affected by rising prices of rice and other food items, the result of rising fuel cost and farm inputs, and effects of climate change, he said.
In response, the provincial government allocated P78.9 million under the Office of the Provincial Agriculturist, for seed distribution, farm equipments, post-harvest facilities, assistance for fertilizer and other inputs, rehabilitation of communal irrigation projects, and production support, he said.
In the first semester of this year, rice yield in Negros Occidental increased by 5 percent and area planted by 36 percent compared to 2007. This translates to increase in rice supply by one million bags equivalent to 40 days supply for the province, he said.
The province also still needs to expand areas for high value crops, which increased average production by 10 percent, and yellow corn for feeds, and maintain the production level of white corn, he said.
He said the province is establishing a P35 million corn post-harvest processing plant with corn dryer with the help of the National Agribusiness Corp.
The provincial government is also implementing Bantay Kasapatan projects worth P27 million, and has increased the swine population in Negros Occidental by 16 percent, from 350,000, 450,000 heads, he said.
INVESTORS, BIDDING
The provincial government is open to negotiations with potential investors for its vacant lots in Bacolod City to generate additional funds for more countryside development projects, especially for poverty alleviation, Zayco also said.
The provincial government is also continuing to improve its public bidding systems to promote transparency in government transactions, he said.
“We encourage participation by all qualified bidders and the presence of observers in public biddings at Capitol. We appreciate the intention of the Social Action Center of Bacolod Diocese to participate as observer in our Bids and Awards Committee proceedings. We welcome other groups,” he said.
Zayco invited all qualified contractors to join the bidding for construction of the Provincial Jail on Sept. 10, the Valeriano Gatuslao District Hospital on Sept. 15, and the Valladolid District Hospital on Sept.16.
HEALTH
Zayco said that, as part of the provincial government’s hospital reform agenda for 2008, P50 million has been allocated for the upgrading of the Valladolid and the Valeriano Gatuslao district hospitals in the first phase.
In July the renovated Vicente Gustilo District Hospital in Escalante City, with P50 million from the provincial government, was also inaugurated, he said.
The provincial government is also studying the legal aspects of a Health Insurance Program for Indigents for which local governments will allocate 4 percent of their IRA, he said.
A massive dengue awareness campaign has reduced cases of hospital admissions for dengue by 40 percent, at 619 cases from January to July this year, compared with 1,045 cases for the same period last year, Zayco also said, as he recognized the efforts of the Dengue Task Force chaired by Board Member Melvin Ibañez.
Negros Occidental now has the lowest malnutrition rate at 9.72 percent in Region 6, he also said. We will continue to reduce the rate every year until we eliminate malnutrition altogether, he said.
INFRASTRUCTURE
From January to June this year, the Provincial Engineer’s Office spent P49 million for various projects on roads, overflow-bridges, irrigation and drainage canals, waterways clearing, school buildings and water systems, he said.
On infra support for agriculture, the province allocated P30 million for the rehabilitation of communal irrigation systems and P10 million for production support, he said. Twenty–seven irrigation systems have been rehabilitated to increase their coverage area by more than 1,300 hectares to benefit over 1,000 marginal farmers, he said.
TOURISM
Zayco said he expects more tourism and investment opportunities for northern and southern Negros with the opening up of airports in Kabankalan and San Carlos cities.
EDUCATION
The provincial government has more than 1,000 scholars a year and many of them are graduating at the top of their class, and it continues to make low-cost Nursing education available through its School of Nursing at the Cadiz District Hospital, he added.
The provincial government will soon also open the Negros Occidental Language and Information Technology Center that will give free trainings for English and I.T. proficiency, he said.
“The center will prepare our people for employment and provide the skilled manpower needed by call center and IT industries, both here and abroad. The program will be supported by TESDA with scholarships under its I-CARE Program,” he explained.
INCREASED FUNDS
Zayco also said more than P300 million has so far been released for various priority programs and projects, grants and special projects starting January. Of the total, P23.7 million had been transferred directly to component cities, P48 million to municipalities, and P27.4 million for the barangays, to support their own development priorities, he said.
This is on top of the P42.7 million for all the districts released through the board members, P22.7 million for various areas province-wide, and P16.2 million through NGO partners, he said.
The Negros Occidental Internal Revenue Allotment has increased from P1.16 billion in 2007 to P1.34 billion this year, he said.
On tax collection, the province had a 84.73 percent efficiency from traditional sources of revenue and its Economic Enterprises earned gross revenues of P64 million, an increase of P10 million last year, he said.*CPG

WV officials favor Cha-cha for federalism

Malacañang yesterday said renewed calls to convene Congress into a constituent assembly to amend the Constitution and pave the way for the adoption of a Federal System of government is not meant to keep President Gloria Macapagal-Arroyo in power beyond 2010.
Executive Secretary Eduardo Ermita said that certain sectors were "jumping the gun" in concluding that the Cha-Cha would be used to keep the President in power beyond her term.
Governors in Western Visayas yesterday aired their support to a shift to a federal type of government.
Negros Occidental Gov. Isidro Zayco said that if the Constitution is amended he will go for a federal form of government, so running the government will not be so centralized. This will allow various areas of the country to decide their own priority programs, he said.
If we go federal, Negros Occidental can survive on its own, but if a merger is required it would be better for the province to become one federal government with Negros Oriental than with Panay, he said.
The governors of Iloilo and Antique also said the federal type of government would strengthen the provinces and help boost their economies.
Antique Gov. Salvacion Zaldivar-Perez said a federal type of government would give more independence to the regions.
“A lot of our revenues go to Manila at present,” she pointed out.
Perez dismissed criticisms that the moves to amend the Constitution is being done to extend the term of the President or to keep her in power.
“(The criticisms come from) people with malicious minds,” Perez said.
Tupas said the amendments to the Constitution should be done through a Constitutional Convention and not through a Constitutional Assembly to ensure that those amending the constitutional will not be influenced by “selfish interests.”
But Capiz Gov. Victor Tanco said the timing of the Cha-cha being pushed by President Macapagal-Arroyo is suspicious.
“Why (is she supporting the move) only now? It might be serving another purpose,” Tanco said in a telephone interview.
Tanco said anything is possible with the Cha-Cha including the changing or removal of term limits of the President and other officials.
“The move for a Cha-Cha is not really good for our country,” he said.
In Negros Occidental, San Carlos City Mayor Eugenio Jose Lacson said he is in favor of Cha-Cha and a unicameral form of government because it will be cheaper and legislation will be passed faster.
He said he would also like to see more investment in local government units in terms of Internal Revenue Allotments.
Bacolod Mayor Evelio Leonardia said if there should be any changes in the Constitution, among them should be the term of office of local government officials. He is consistent with his position that a three year term for local government officials is quite short, he said.
In the past I have been supportive of Cha-Cha but I would like to know what particular provisions they would like to amend now, he added.
Murcia Mayor Esteban Coscolluela said Cha-Cha is long overdue, “We need charter change. I’m not sure if a constituent assembly is the way to do it but we need to improve our charter, the clamor for federalism is very loud,” he said.
Vice Governor Emilio Yulo III said his position against Cha-Cha has always been consistent. “If we open our Constitution to revisions we might touch on some other matters that should not be changed at this point,” Yulo said.
Press Secretary Jesus Dureza yesterday said Malacañang is supporting Senate Joint Resolution No. 10 because “it jibes with the administration’s and the Filipino people’s aspirations for a lasting peace in Mindanao.”
The Senate resolution calls for the convening of “Congress into a constituent assembly for the purpose of revising the Constitution to establish a Federal System of government.”
Backed by 16 senators, or about two-thirds of the total membership of the upper chamber, among the principal authors of the resolution are Senate President Manuel Villar and Sen. Aquilino Pimentel Jr.
He also pointed out that on various occasions in the past, the President reiterated that she would step down when her term ends in 2010.*CPG/NPB

The Negros Occidental Track and Field Association is ready to stage the 2nd leg of the NOTAFA Age-Group Athletic Competition on Aug. 30 at the University of St. La Salle Track Oval.
NOTAFA president Roger Banzuela has sent out invitations to different athletics’ teams and clubs in the province to join in the two levels of the competition, the elementary and secondary levels.
The 2nd edition of the NOTAFA 2008 Season is in cooperation with USLS – College Varsity Sports SHARE Outreach Program and will require a registration fee of P500 from every participating team.
Banzuela said proceeds from the registration will be used for officiating and other expenses of the competition.
To qualify, participants in all levels of the competition will be required to present an original or photocopied birth certificate authenticated by the NSO.
NOTAFA organizers stressed that the elementary level of the competition will only be among the elementary students or out-of-school youth whose ages are not below 8 years old and not more than 13 years old as of January 1, 2008.
The secondary level will be among high school students or out-of-school youth who are 18 years old and below as of January 1, 2008.
Deadline for registration and submission of official entries with registration fee is on Aug. 28.
Participating teams and individuals are advised to submit their entry to the NOTAFA Secretariat
I hope they will produce the best sprinters in the world by 2012 London Olympic.

i've read somewhere the philippines is bidding for the 2024 olympics. i'm not sure how true is that.
its too ambitious for the Olympic bid (although daw kanami gid tani).....we haven't even repeated our Asian Games hosting since we hosted the 2nd Asian Games a looooong time ago...the Asian Games has been the gauge of any Asian city that would plan to bid for Olympic hosting....te guro kun si Imelda Marcos is in power, the Olympics is a possibility...:bash::lol::lol::lol::lol:
Bid sila SEA GAmes again....Asian Games, then....Miss World......Miss Universe again.......:lol::lol::lol::lol::lol::lol:

i think we are not that ready for any olympics yet ... squatter problems pa lang gani inde na ma-resolve ... :ohno::ohno::ohno:
i've also read in Wikipedia that Manila is bidding for the 2020 & 2024 olympics ... i dunno if pipol behind this are just dreaming or hallucinating ... :lol:
anyway, nice plans and projects sing Probinsya for the coming years ...

Maybe the Phils. is ready to bid on 2124, and NOT 2024.:lol: NAIA T3 gani , indi pa settled and steady, Olympic dream pa.. this is a perfect example of "Dream Big.. its free for all".:lol:
