MANILA - Despite the 15 percent work slippage in the construction of an airport of international standards in Silay City, Negros Occidental, its completion remains on schedule and will be operational July next year, Transportation and Communication Secretary Leandro Mendoza said.
Mendoza, who called it normal and a negligible problem, said it can be solved through overtime work by the contractor.
As of June, the completion of Silay airport has reached 54 percent, he said.
The work slippage was blamed by DOTC on the inability of the contractor to provide the scheduled manpower resources.
However, the same report said the contractor aims to produce a better output, and hopes to recover within the third and fourth quarters of the year with the expected start of work for architectural, electro-mechanical works and air navigation system.
Work undertaken so far covers clearing and grubbing work - 99 percent, topsoil stripping - 95 percent, embankment - 97 percent, cut and fill works - 42 percent, storm drainage system - 29 percent, cement stabilized subbase course - 73 percent, airport concrete pavement - 49 percent, passenger terminal building - 37.726 percent, control tower and operation building - 45.80 percent.
Mendoza, in an interview Tuesday at his office in Quezon City, said they are targeting the completion of the new Iloilo airport in Santa Barbara town in July this year.
The Department of Public Works and Highway is now making final arrangements and negotiations with landowners whose properties are covered by the 6-kilometer access road to be built from Brgy. Guinhalaran to the airport site in Brgy. Bagtic, Silay City. DOTC Assistant Secretary Ricardo Tan said the McKinley road in Silay will also be used as alternative route in going to the airport site.
He added that a technical group was organized to study what needs to be done with the existing airports of Bacolod and Iloilo.
Mendoza, on the other hand, said the international airports of Iloilo and Bacolod will pump-prime the economy of Western Visayas as it will encourage more investors to visit the region.
President Gloria Macapagal-Arroyo has increased the budget of DOTC by 70 percent this year, compared to 2005, which has an equivalent of P7.7 billion. Mendoza said he is optimistic that all airport infrastructures under the term of President Arroyo will be in place before 2010.*GPB

Most of the towns that became cities at Negros Occidental was and still due to the sugar economy. Daku man ang kita-on sa syudad kuno sa sugar industry (especially if the gov't pushed through that ethanol thing) Usually, you see sugar centrals per city right? Sa Sipalay guro ang tungod sa mina. Correct me if im wrong.
This might be an off-topic, but I could relate Davao years ago before the war. We were an abaca producing province, but when the sales of abaca started slowing down, we began to find many opportunities.

yeah, thats why negrenses are looking for alternatives aside from sugar-related industry. like tourism and other more.

I don't see the logic behind Bacolod versus Iloilo vice versa. Lets be bygones be bygones. Speaking the same tongue but having a faction na daw Palestinian-Israeli relations would give bad impressions not only with the 2 cities but also for the rest of the Ilonggo/Negrense people by other Filipino people.
Instead of pulling down each other, help each other. Kung di posible, mind your own business na lang and focus on progress of each city or province.
Bacolod would not be there if it wasn't for Iloilo and Iloilo wouldn't have attained its glory without Bacolod. Its a historical fact.

Just a question, have you ever been to other countries Sam? I don't think so, because you have quite a narrow minded view of what a mall and a city is. The city you are talking about is the crowded, congested Asian model. Bacolod and other Negrense cities are quite new and not as crowded and congested. In fact some of the cities have a western Grid Layout instead of the haphazard Asian layout.

Too bad... I'm leaving on the 1st of this month for my new job... Will be missing Bacolod for the next 6 months. This time'll be visit Bacolod and the P.I. every 6 months.

Ilonggo cities. Major Philippine cities. Its been with infrastructures ang pinag-aawayan. Both of them are major cities in the country. Iloilo is the regional center of Western Visayas eversince. Bacolod is moving forward.
That's why I don't agree with city versus city bickering eh. It won't do any good to both cities. Kaya peace! paghidait! kapayapaan! :)

Now tell me if those are not congested.

Just a question, have you ever been to other countries Sam? I don't think so, because you have quite a narrow minded view of what a mall and a city is. The city you are talking about is the crowded, congested Asian model. Bacolod and other Negrense cities are quite new and not as crowded and congested. In fact some of the cities have a western Grid Layout instead of the haphazard Asian layout.
FYI Din, the grid layout is not new and not Western, either. Babylon and Mohenjo-Daro were laid out in grids. Rome was laid out to conform to its natural terrain, so naturally, you have curves and twists and turns there.
Bacolod was laid out in grid not because the planners wanted it to be "Western". They simply have no choice. Bacolod's coastal terrain is so flat and boring. The old cities of the Arabian Peninsula and North Africa have the same flat and boring terrain. Would you lay out curves when there are no rivers to follow?
There is no such thing as "haphazard Asian layout". There is only the natural terrain layout. Iloilo City was laid out in this manner. Iloilo River is a very important component of the city, so it is only fitting to consider the river in the city's layout. Paris, London... built along the Seine, Thames...
What "haphazard Asian layout" and "Western grid layout" are you talking about? :D

Frankly, I'm sick and tired of seeing all these Bacolod vs. Iloilo postings. Amo na nga waay ga asenso ang Region 6 because of all these bickerings and rantings which in fact is, a true reflection of where we're at.
Talagsa na lang ko di gani gabisita sa ini nga thread amo pa ni nga klase sugilanon maabtan ta.
Come on guys...can't we just get along and have something more beneficial to the region as a whole?
I'm from Bacolod but I like Iloilo's olden charm. We don't have to prefer one over the other to the point that we act so childish. Shheeeesh!

Im dont like Bacolod vs. Iloilo and I'm not pulling iloilo down. in fact is, im plannin to visit iloilo this october. its just that some people indi gid ya mag amin nga amo na ang situasyon. bisan sala na patsaktohon gid for the sake of defending. its more of a pride vs. pride compare to City vs. city thing.
if you say bacolod is like this and like that with factual basis, there wouldn't be any space for arguement. thats why I always try to support my statement with factual basis though not 100%.
for all the forumers, specially "gamwise" lets agree to disagree nalang with some topics and talk with the topics where we all agree.

You are totally confusing ambiance with "your physical world". Ambiance is character, mood, feel... of a certain place.
You are also biased in your assessments of the traffic, pollution and population congestion (congestion is a redundant here; density should be the word) situations in Iloilo.
First, the traffic situation in Iloilo is no different than in other cities of the country during the business and rush hours. You can see that kind of traffic in Gensan, CDO, Davao, or even in the center of Bacolod, especially so at intersections or at traffic lights. If you don't have that kind of traffic, then you are not a real city.
Second, Iloilo City being polluted is only in the mind of a prejudiced and malicious few. How can Iloilo City be that polluted when it has no industries except for a flour mill; and the number of vehicles plying its streets are relatively few, as compared to Bacolod? (Remember, somebody from Bacolod once claimed that "every family in Bacolod has at least four cars. One for Dad's work, one for Mom's grocery shopping, one for the kids' gimmicks, and one pick-up for utility work, or words to that effect.) So, how many family cars are there in Bacolod's homes now? I don't want to count.
I think "clean and green" hall of famer may not be so "clean" after all. Did they check the air quality of Bacolod, considering its many industries and countless vehicles? Did they check the quality of water along its rivers and creeks? (Water from the sea washes Iloilo River as the tides come and go, so it's no problem in Iloilo.) Bacolod may be "green", due mainly to it's vast open and unoccupied spaces (hills and mountains), but it's not that "clean". "Clean and Green" people just went to the Bacolod Plaza and the Capitol Lagoon and decided that Bacolod is the "Cleanest and Greenest Highly Urbanized City". :D
Third, your presumed congestion of Iloilo City is superficial. You may have based your assumption on the population densities of both cities. But you have to consider that population densities are based on total land area, by which Bacolod is 288% larger than Iloilo.
Much of Bacolod's population is confined in a built-up area, which is smaller than the built-up area of Iloilo City. If you take the population densities in these built-up areas, Bacolod would be much more congested than Iloilo City. Have you not gone to the Banago area and the areas North of it? Now tell me if those are not congested.
Regarding the mall definitions, just visit Wiki and you'll be enlightened.
Did I say anything about Iloilo? I was merely saying that you sound like you've never been out of the P.I. yet. Cities in the States don't have the traffic typical of most Asian cities.

Another call center
to open in Bacolod

Bacolod Mayor Evelio Leonardia yesterday welcomed another US-based call center that has chosen Bacolod City as its first site in the country.
Leonardia said site manager and project director James Martin of Focus Communications Inc. called on him yesterday and informed him that they have started training 38 agents, and that their target is to hire 200 call center agents this year.
From India, the group came direct to Bacolod instead of considering Manila. Leonardia said, "I believe that, with this, we could strengthen our image as the new rising capital of the call center industry in Western Visayas," he said.
Leonardia also said, "I believe we are much ahead of Iloilo now and that is an advantage that we have to sustain."
Martin said Focus Communications is a full service contact center which offers both inbound and outbound services. He said they hope to be fully-operational by the end of August.
Martin said they chose to open in Bacolod because Manila is already saturated and besides, there are many graduates in the city who need jobs.
He said Focus was brought to Bacolod by Joey Marcaida, a member of the Mormon Church, who happened to be a good friend of the owners.
Focus, founded by the Mormon Church, started in 1994 with only five call center agents, now they have a total workforce of 13,000 in their 10 centers in other countries including the Philippines, with head office in Roy City, Utah, Martin said.
He said they plan to provide their regular employees with privileges like housing loans, savings matching, night differentials, rice allowance and compensation ranging from P8,000 to P12,000 a month.
They also plan to grant student's assistance loans to deserving regular employees, he added.
Martin said Focus aims to improve people's lives in communities wherever they operate by giving them better jobs and alternative that will allow them to progress. He said there is no discrimination in Focus in terms of religion, academic attainment and experiences.
Julie Gretchen Dizon, who is in charge of Public Relations for Focus, said that in Bacolod, they have adopted the Sto. Niño Orphanage at Puentevella Subdivision, where they plan to donate volunteer support services, among others.

^^ teletech will have it's official opening at the end of august,.. although it is currently operating the site is not finished it... the site will boast the usual amenities and some that are not yet found on other call centers...in the phil,..its meant to be the prettiest site so wait for it....
oh, who said bout the bacolod meet??? itll be nice to have it here,.. I don't have to fly to manila to meet other forumers... :colgate:

What would be great news is if they rebuild the existing ones with only private and semi-private rooms with the same or a slightly higher bed capacity to cope with the population growth.
Can't make it to the meet because I won't be back for least six months.

well we have to face reality that many people are sick and our health conditions are not good and we have a poor healthcare system in our country. building hospitals just gave those people hope that they may be cured or maybe treated. the more hospital we have the more lives are save. right?

THE MassKara Festival began in 1980 amid an overwhelming crises aggravated by the downfall in the prices of sugar in the world market, the heart-breaking mv Don Juan sea tragedy, and the worsening peace and order situation that threatened not just Negros, the Philippines' sugar capital, but the whole country as a whole.
Pictures of malnourished children in Negros, the "Batang Negros," were flashed in magazines and newspapers all over the world.
It was when the situation was so dire and hopeless that the indomitable spirit of the Negrenses emerged, galvanizing the people to overcome the gloom and celebrate life!
Happy grins were then carved in paper mache to hide the despair and grief behind the masks.
Thus, the hope for a brighter tomorrow was born.
MassKara Festival is the biggest annual tourism event in the province that coincides with Bacolod City's Charter Day celebration.
The term 'Masskara' was derived from the word 'Mass,' which means a multitude of people and the Spanish word 'Kara' (Cara - Doble Cara/Two faced :D ) which means face. Thus, Masskara means the "face of the masses."
The happy masks underscore the Bacolodnons' special zest for life and for fun. Inspired by the Mardi Gras celebration of New Orleans in the US and of Rio de Janiero in Brazil, the festival is highlighted by a dance parade of masked dancers, swaying and dancing to the infectious rhythm and beat of Latin music. Spectators are usually caught up in the exuberant gaiety of this explosion of colors, spectacular revelry and fabulous costumes.
Various sectors in the community have participate in the week-long celebration.
Dancers from neighboring cities participate as guest performers in the street dance parade.
Aside from the street dancing competition, with 20 barangays participating, the Masskara Queen pageant, Little Mutya ng Bacolod, fun rides, food festivals, sports events, kiosks and several musical concerts and gimmicks, are also held during the week.

Why was the Uniwide Mall shelved?
Just asking. It looked so promising, but so lonely...
I think it was the victorias milling company who owned that. they borrowed from foriegn banks to finance the mall then sadly the asian economic crisis happened during the 90's they collapse thus the building was never finished.

Bacolod targeting $2-B IT investments
BACOLOD CITY -- The city’s so-called "IT team" -- composed of both government officials and private sector leaders who believe this city has all the qualities to become an IT center -- is targeting $2 billion worth of IT investments this year.
City councilor Jocelle Batapa-Sigue, who chairs the team, said team members expect more call centers to establish facilities in this city after the local unit of Teleperformance announced plans to open in four months its contact center here.
Ms. Sigue said they hope to duplicate the success of Cebu in attracting call centers, other business process outsourcing (BPO) companies, and other information technology (IT) investments.
"Cebu is so immense. In 2000, the mayor of Cebu held an IT summit. Now, they have more than 20 call center companies. Even the Philippine Economic Zone Authority realized that there is a big thing happening in Cebu," she said.
The IT team has formed the Information Technology Schools Network to strengthen the partnership between the city government and the academe as well as to ensure that a huge pool of qualified English-speaking workers will be available for the IT industry. The network includes the Visayan Maritime Academy, La Saltech, University of St. La Salle-Bacolod and the University of Negros Occidental-Recoletos.
On the average, Ms. Sigue said Western Visayas produces nearly 35,000 graduates every year. In Negros Occidental province and Bacolod City alone, the Commission on Higher Education reported that there were 14,803 graduates last year.
Bacolod is among the key cities in the country that have been identified by the Commission of Information and Communications Technology as having a huge potential in hosting IT investments. Other cities are Legaspi, Tacloban, Davao, Baguio, Cabanatuan, Dagupan, Iloilo, Sta. Rosa, Taguig and Parañaque. -- Robert Leonoras

Investments in Negros Occidental reach P137M in May

NEGROS Occidental’s total investment generated through the Department of Trade and Industry’s business name registration reached P137 million as of last May.
Records showed that the province’ original investment was pegged at P127.3 million while that generated through the renewal of the business name registration reached P9.7 million.
Data further disclosed that of the total investments, P2.2 million came from mining and quarrying, construction and manufacturing industries.
The original investments for the mining and quarrying, construction and manufacturing industries reached P1.9 million while the investments for its renewal reached P300,000.
Moreover, records revealed that investments in Services like transportation, communication, storage, finance/pawnshop, dwelling/real estate, private professionals service, trading/retailing, and others have reached a total of P134 million.
Of the P134 million, the services’ original investments reached P124.9 million and P9.4 million for the renewal of investments, DTI said.
The agriculture and fishery’s investments was recorded at P450,000, DTI added.
Records further showed that 11 new establishments have engaged in mining and quarrying, construction and manufacturing industries.
One has renewed its business name registration.
Under services, there are 158 new establishments while two others have renewed their business name registrations.
The products under the manufacturing industry are chemicals, concrete products, crop processing, fiber glass, fireworks, furniture, garments, gifts,toys and housewares, metal works, mineral processing, and processed food and beverage.

Uniwide was a victim of its own success. The owners ventured heavily into real estate, buying up lands for big projects, using their earnings from the stores. Then the real estate market collapsed (following the so-called Asian crisis), their projects did not take off, leaving them heavily in debt. The Uniwide stores were not really doing bad, but their capital dried up because of the unwise investment decisions of the owners. Most Uniwide stores and malls have closed shop or downsized their business; they are either under receivership or rehab programs by creditors/banks.

IN the mid '90s, I took over the operations of a Thai restaurant, at the corner of which was a tiny space for a six-seater turo-turo.
One of those who applied for the space was Bing Tanalgo. Her idea was to duplicate the famous Bacolod Chicken. Fresh out of school, it was her first venture, so she was a bit nervous about taking the plunge into the real world.
The food was authentic Bacolod, and her dishes were delicious. That venture led to a bigger restaurant and it didn't take long for her restaurant to acquire a regular clientele.
Today, Bing and her family run six huge branches of Bacolod Chicken Inasal all over the Metropolis. Her food is delicious and affordable. She has brought the whole culinary experience of Bacolod to her restaurants -- and more!
I would always order two paa, one atay, one isol or chicken "pwet," adobong kangkong and two cups of garlic rice. While waiting, I would prepare my side dish of toyo, sukang sinamak and crushed sili. I never get tired of this combination- -- a winner!
Recently, I tried the tuna sisig and loved it. It is tasty plus healthy pa. There are other dishes that look appetizing, like the crispy crablets, La Paz Batchoy, lumpiang ubod, dinuguan, bangus lumpia and bihod rice.
Bing is no longer a neophyte in the culinary world. Her first venture hit the jackpot!

Joe Cajili's Chicken House is another.

Hanging around at the clubhouse of the NOGCC sniffing for news, I bumped into Carlo Gamban, the former basketball star of the La Salle Green Archers who now plays mean golf that when he's at his best, Richie Garcia and Iggy Clavecilla, both national caliber in their heyday, will have a hard time beating him.
But do you know what Carlo Gamban is today? Still the mayor of Silay City, serving his second term.
"Howdy? Nice to see you again," Carlo said, giving me that usual bear hug. "But even if I don't see you that much anymore, I still see your face in the papers naman very regularly."
Didn't I tell you the PAL Interclub is a forum to renew ties with friends?
Carlo Gamban has been a friend for two decades now. A gentleman of the first order.
Between friends, distance and time are no obstacles. A friend is a friend is a friend is a friend-today, tomorrow, forever.
Carlo Gamban does not know that I know this facet in his political life that has endeared him to his constituents: He has virtually eliminated the garbage problem in his city. How? By buying the garbage of every resident of Silay City.
Can Mayor Lito Atienza of Manila please do that, too?

Everybody's saying the thrill this year in the PAL Seniors Interclub is in the Founders Division. Reason: At least 10 teams here like Valley, Riviera, Manila Golf, Villamor, Orchard and Wack Wack are virtually even in strength. In the Championship Division, practically only three are fighting for the crown: Luisita, Alabang and Canlubang. Interesting, huh?

Local tourism players form network
Major tourism players in Negros Occidental have organized the Negros Island Tourism Inc., a non-stock, non-profit corporation, tasked to market and promote the province both for the leisure and convention markets, a press release from the group said.
The NITI Board of Trustees is headed by Ruth Minerva Cruz of the Bacolod Convention Plaza Hotel and The Quiet Place Farm Resort. Other members are: Augusto Sison, president of the Hotel and Restaurant Association of Negros Occidental; Jose Montalbo, president of the Resort Association of Negros Island; Gregorio Flores, president of the National Association of Independent Travel Agencies-Bacolod Chapter; Cristina Gaston, president of the Association of Negros Producers; Sonia Sarrosa of Nature's Village; Nestor Evaristo of Aboy's Restaurant, and Arlette Capistrano of SuperFerry.
The press release also said that NITI is the result of a series of missions sponsored by the Small and Medium Enterprise Development for Sustainable Employment Program, a joint project of The German Technical Cooperation, the Department of Trade and Industry and the Technical Education and Skills Development Authority. In a validation workshop in 2004, representatives of different industries in the province chose tourism as having the best potential for employment generation, the press release said.
SMEDSEP then commissioned a comprehensive study that profiled the tourism industry in Negros Occidental and was followed by a study mission headed by Gottfried Hilz-Ward, senior tourism consultant from Frankfurt, Germany, it added.
The Hilz-Ward mission recommended the organization of a tourism body that would market the province, the press release said.

P3.187B in first half
Investments in the manufacturing sector of Negros Occidental, including Bacolod City, soared to P3.187 billion in the first half of 2006, a far cry from only P25.737 million during the same period last year.
Figures of the local office of the Department of Trade and Industry culled from business name registrations show that of the total investments in the sector, P3.176 billion were in processed food and beverage enterprises.
The high figure is attributed to an investment by an outlier or large investor in February, Tanduay Distillers-Bacolod Plant, at P3.1 billion.
Others were in furniture, P5.357 million; metalworks, P2.333 million; crop processing, P1.915 million; gift, toys and houseware, P761,300; concrete products, P719,000; other related products, P359,700; garments, P165,000; and chemical and related products, P100,000.
In January, total investments in manufacturing sector reached P73.729 million; February, more than P3.1 billion; March, P2.665 million; April, P606,200; May, P3.446 million; and June, P6.371 million.
Manufacturing is classified under the industry category along with mining and quarrying and construction.
From January to June this year, investments in mining and quarrying totaled P1.470 million while in construction, P7.469 million.*NLG

Nine Negros LGUs honored

ILOILO CITY - Nine local government units in Negros Occidental were honored yesterday by the Regional Development Council of Western Visayas for "excellence in governance" in year 2005.
Silay, Sagay, La Carlota, Sipalay, Bacolod, Himamaylan, Kabankalan, La Carlota and Cauayan, were the recipients of the 1st RDC 6 Best Public Sector Projects Awards for excellence in governance 2005-2006, a local version of Galing Pook Awards as Antique Gov. Salvacion Perez described them. Perez yesterday said the winners and finalists for excellence in governance award were selected from more that 300 entries submitted by local government units in Western Visayas, which was meticulously evaluated by representatives of the National Economic Development Authority, RDC 6 and the German Technical Cooperation Decentralization Program (GTC-DP)
Presidential chief of staff Michael Defensor who led the distribution of cash prizes and awards to outstanding local government units, yesterday said he will look for funding of programs of the LGUs who were awarded yesterday.
The free school bus service and rain coats provided by the city government of Silay to more than 2,000 elementary students on its upland barangays, got the admiration of the evaluation committee composed of RDC 6, NEDA and GTC-DP.
Mayor Carlo Gamban yesterday said 12 buses are serving elementary pupils daily in the hinterland areas of Silay. Even teachers in those areas were also provided with similar accommodation, he added.
In his routine visits to the upland areas of Silay, Gamban said he noted that children have to walk at least three to five kilometers a day in going to school.
After more than two years of implementation, Gamban added it has yielded a positive result - there are less dropouts and absenteeism among elementary students and their grades and proficiency have improved.
The city government of Sipalay also won for the development of its tourism industry . In previous months, Sipalay was chosen among the finalists in the search for Hiyas ng Turismo nationwide.
The city governments of La Carlota and Kabankalan won for their respective high value crops and vegetable production program, which helped alleviate the plight of marginal farmers.
La Carlota City Mayor Jeffrey Ferrer yesterday said the technology-demonstration on high value crops three years ago implemented in eight upland barangays, with an area of 4,000 square meters each, turned out to be a success.
Aside from providing additional income for growers of high value crops, Ferrer said the malnutrition problem in those barangays have greatly reduced.
Similarly, the production of high valued vegetables under the crop diversification concept in upland Brgy. Carol-an, Kabankalan City, also provides an increase in maximum of 25 percent to income of vegetable growers.
Kabankalan Mayor Pedro Zayco, in his entry submitted to RDC 6, said the intervention in crop diversification from mono-cropping to multiple cropping also improved the richness of soil and altered the life cycle of plant pests and diseases.
The local government units of Sagay and Himamaylan also won for their entries in urban resettlement project, housing site for government employees.
On the other hand, the implementation of Indigenous Supplementary Mixture (Insumix) feeding program by the city government of Bacolod, aimed at improving the nutritional status of undernourished pre-schoolers and school children, also earned high praises from members of the evaluation committee.
Mayor Evelio Leonardia said the Insumix feeding program has benefited thousands of elementary students in several Bacolod City pilot schools.
The establishment of a garment center in Cauayan, which is among the nine LGUs cited for excellence in governance, also provides employment to hundreds of town residents.*GPB

i have four masskara music favorites:
1. The Trini Lopes medley - (remember the songs "This land is your land, this land is my land, from california to the new york island) this song was used TWICE. pero mga 80's pa yata ini or early 90's
2. The Gipsy Kings Medley - (may kopay pa ko sini until now sa mp3 player ko ahehehe i guess this is 1989. medley of Bamboleo, Volare, Djobi Djoba, Pida Me La -- gusto ko ang pag gamit nila sang acoustic guitar.
3. Sige Lang Sige na.. 2005 version. i hate the 2004 version 2005 is better with the use of Asian instruments
4. Yuhum Yuhum medley. ( asta subong gapanita pa ko kopya sini) this was used in 2000. ) am ni ang medley nga may kuting kuting dala gitara, kag dandansoy.

This year the theme is "MASKS of the World" . According to the press release, this years song will incorporate the beat from the seven continents. \

MANILA - Negros has great potentials not only as the number one producer of ethanol in the Philippines but as future importer and exporter of bio-fuels in other parts of the world, Bukidnon Rep. Juan Miguel Zubiri said after President Gloria Macapagal-Arroyo yesterday stressed the importance of ethanol as an alternative source of fuel during her State of the Nation Address.
The Bio-ethanol Fuel Act authored by Zubiri has already been approved by the House of Representatives. However, it is facing rough sailing in the Senate, Zubiri and Bacolod Rep. Monico Puentevella said.
Zubiri said the ethanol program will increase agricultural productivity in the countrysides as well as reduce prices of gasoline and crude oil.
Speaker Jose de Venecia also said the bio-ethanol act will work to lessen the country's independence on imported oil and hasten the search for alternatives to fossil fuels, as crude oil has now breached $85 per barrel.
Puentevella, however, did not share the optimism of Zubiri and De Venecia as the ethanol program is still being debated in the Senate. "That is still a long-range program," he said.
However, he added, the people in Negros are now very excited as the price of sugar, is very, very high.
The production of ethanol for which a power plant in San Carlos City, Negros Occidental is expected to be completed next year, was mentioned by Arroyo during her SONA yesterday.
"Negros has the potential to be great again as it not only provides raw and refined sugar but also ethanol," Zubiri said.
He also stressed the unity among the sugar bloc in supporting the program and for the lobbying of its passage in the Senate to complete the bill that will give incentives to the producers.
Biofuels are now being used in Japan, Malaysia and China.
According to the Department of Energy, the use of a 10 percent ethanol blend with gasoline would displace about 565 million liters of gasoline, resulting in the annual foreign exchange savings of $354 million.
Bronzeoak Philippines Ltd. has tied up with the National Development Corporation to establish the San Carlos Bio-Energy Inc., plant, an integrated facility that will be able to produce some 100,000 liters of ethanol a day.*GPB

Sonedco putting up ethanol distillery, too
The Southern Negros Development Corp. is putting up an Ethanol Distillery Project in Barangays Camugao and Camansi in Kabankalan City within their sugar mill compound.
The proposed plant is designed to produce 150,000 liters a day of fuel grade anhydrous ethanol using sugarcane molasses as feedstock, a Kabankalan City government press release said yesterday. The product is suitable for gasoline blending to produce in consonance with DOE's Bioethanol program under House Bill 4629 that mandates blending gasoline with ethanol up to 10 percent by 2007, it said.
SONEDCO officials at a public consultation Monday announced the upgrading of their raw sugar to refine sugar after the construction of a refinery to be started in the next milling season.
Ramon Monton, SONEDCO general manager, welcomed the participants representing the DENR-Region VI, EIA Review Committee, Office of the City and Vice Mayor, Office of the Sangguniang Panlungsod, Office of the City Engineer/Building Official, City Planning and Development Office/Zoning Administrator, officials and stakeholders of Brgys Camugao and Camansi, Water District, J.G. Summit Holdings, Inc., Sugar Mill Division, WET Consultancy, Inc. and other institutions in the city.
Yvonne Faldas, DENR-EIA Division Chief gave the objectives and mechanics of the public consultation and an Overview of the Project was given by Jethro Alden Hipe, Jerome Tumaro and Andre Cerbo. An open forum followed.*

may tama ka!!! hahaha i hope San carlos and kabankalan would grow as large as bacolod quickly and become a metro like bacolod... just imagine how Negros will be if growth and development are decentralized into 3 center. 1 in the north, 1 in central and 1 in southern Negros. people would go long way here from the north to bacolod and from the south to bacolod just to buy and do business. the 3 major metro will be having an airport and seaport each.

Preparations for
27th MassKara on
Preparations are underway for the 27th MassKara Festival in Bacolod City, which is set Oct.. 1 to Oct. 22, this year, a press release from festival organizers said yesterday.
A workshop for choreographers and managers of the street dance competition entries is scheduled 5 p.m. Friday at the BAY Center.
This year's MassKara will have "Masks of the World" as its creative anchor, festival director Eli F.J.Tajanlangit said in the same press release.
Considering the economic strides Bacolod has experienced during the past year, "Masks of the World" will celebrate our city's emergence in the global village, Tajanlangit said.
The entry of call centers, out-sourcing businesses, and of SM City, and the rise of a robust expatriate community in the city during the past year have not only confirmed our presence in the global village, Tajanlangit said. They are also attesting to our importance in the global platform and our position as a vital link in the international business network , he said, adding, "That is what MassKara 2006 will celebrate."
Bacolod is also firming up its position as site for international sports competitions.
After the Southeast Asian Games last year, it is also going to be site of the qualifying round for the Asian Football Cup, formerly the Tiger Cup, in November.
Last year, the festival focused on "Masks of Southeast Asia" in preparation for the SEA Games.
Helping the organizers this year is the International Friendship Club of Negros Island, a group of Filipinos and expats headed by John Bertrand.
The festival music, now under development by Bacolod musician Gerry Grey, will incorporate the beat of the seven continents of the world, street dancing committee chair Rudy Reveche said. The street dancing competitions are scheduled Oct. 20, 21 and 22.
A foreign group has already listed up as an entry in the open category dance parade competition, Tajanlangit said, adding that details about its participation and other components of the festival will be announced soon.
"Most of our activities this year will have an international flavor to it. New ones will be introduced while the traditional activities like the MassKara Queen pageant will be re-engineered to align them to global trends," he added.
A website, www.bacolodmasskara.com will be activated this week to promote the MassKara in the internet as well as manage the information flow across the globe among those who are interested to be part of the festivities, Tajanlangit added.
We promise a very interesting festival this year, Tajanlangit said.
It will keep "Sige Lang…Sige Na! Bacolod, Bato Kita [Its Ok…Its all right! Bacolod fights on!"] - our bold declaration of hope against all odds -- as the festival theme, Tajanlangit added.

Attention Negros Showroom, Bong-Bong's, Merci kag iban pa, better put a branch here kay ang mga pasahero na pa-Mindanao o pa-Luzon diri na mag-agi. It'll be a relief for the passengers kay di na kinahanglang maglakat pa sa layo para magbakal sang pasalubong ukon magkaon before maglakat ang barko. :)

Do you have any idea y our SM City here in Bacolod is the smallest? Unlike other SM Cities, SM Bacolod is very small.. Wala sla gro salig sa a2n mga bacolodnon ay... hope they'll expand SM City Bacolod in 2 years time...

may tama ka!!! hahaha i hope San carlos and kabankalan would grow as large as bacolod quickly and become a metro like bacolod... just imagine how Negros will be if growth and development are decentralized into 3 center. 1 in the north, 1 in central and 1 in southern Negros. people would go long way here from the north to bacolod and from the south to bacolod just to buy and do business. the 3 major metro will be having an airport and seaport each.

Back in the 80's when you are still a toddler Bern, there was a politician named Armin Gustilo of Cadiz, who badly wanted to be Governor; so, being a Marcos Boy, he did all he can to create his own province out of the 1st, 2nd and 3rd Districts of Negros Occidental, with Cadiz as capital.
After EDSA, the "breakaway" province reverted back to its mother province.

Re: Airports. Most airports built around the country are just for the aggrandizement of local officials (pampogi points), and just a waste of people's money. They are really not feasible. In fact, most are severely underutilized (like one prop flight a day) and many have no regular commercial flights at all. There is no sense of putting more airports in Negros at this point. Flights can well be served by the Bacolod airport, which has only 7 or 8 flights a day, well under its capacity. The market will not suddenly rise with the new airport. It is the economy that will determine that. One more thing, according to the DOTC/ATO, there are only two airports in the country that are profitable, Manila and Cebu. All the rest are losing propositions (although Clark has the potential of bringing profits soon), which means they are subsidized by the government.

You have a point there, Toledonhon. But I think we in Bacolod and Iloilo deserve to have our new airports, as we cannot accommodate bigger aircrafts anymore, given the limited length of our runways.

The local services sector posted more than P3.01 billion in investments from January to June this year, owing mostly to high figures in trading/retailing enterprises, records of the Department of Trade and Industry Negros Occidental Provincial Office show.
The sector registered only P1.667 billion during the same period in 2005.
Based on investments generated from business name registrations, trading/retailing hit P2.835 billion in first half, compared to only P786.114 million as of end-June the previous year.
Other businesses in services sector are transportation, communication and storage, P40.539 million; finance/pawnshop, P27.156 million; dwelling/real estate, P33.803 million; private professional service, P66. 155 million; and other related enterprises, P6.687 million.
In January, the sector posted P2.581 billion; February, P74.780 million; March, P79.007 million; April, P34.782 million; May, P93.050 million; and June, P146.766 million.
From January to June this year, the industry sector posted P3.196 billion in investments while the agriculture, fishery and forestry, P37.57 million.*NLG

Mayor to submit loan proposals to SP

Bacolod Mayor Evelio Leonardia said he will submit to the Sangguniang Panlungsod the loan proposals of the Land Bank of the Philippines and the Philippine National Bank for the construction of the new government center.
"I want to give the SP the two loan proposals and let them choose which bank they want to get the loan from," he said, adding that he is doing this for transparency. In an interview over DYRL, Leonardia said he knew since last week that the board of the LBP had already approved the P400 million loan for the government center of Bacolod. But since they have not yet received the official letter, he held the information, he said.
"I want to see the fine print first because I want to know the terms and conditions," Leonardia said. Although his preference was LBP, there were terms and conditions that were not yet clear, so he authorized Councilor Al Victor Espino, chairman of the Committee on Finance and Appropriation, and City Administrator Lorendo Dilag to also talk to the officials of PNB. Leonardia said he also asked the executives of PNB to study the proposed loan of the city. We are willing to get the loan from PNB if the terms and conditions are better than what LBP can offer, he said.
He said the plan to construct a new city hall was also pushed 30 years ago by former Bacolod Rep. Romeo Guanzon when he was mayor, and Guanzon received a donation of 20 hectares in Vista Alegre. There was a structure started in the area but the project did not push through although other mayors tried to pursue it, he added.
Leonardia said when he was mayor in 1995, they negotiated with the Gensoli family for a 10-hectare property. Towards the end of 1997, he said, they signed a contract with the family and the United Architects of the Philippines prepared a design. However, when he lost the elections in 1998, the administration that followed wanted to buy a property for the new city hall.
CAMPAIGN PROMISE
Leonardia said the construction of a new government center is one of his campaign promises and was mentioned in his State of the City Address last year. As early as September last year, he had issued an executive order for the construction of the project, he said.
He said the project should be started before Dec. 31, 2006 as stipulated in the deed of donation of the Gonzaga family who provided the city a 5-hectare property in Brgy. Vilamonte worth P140 million.
MERCED CASE
Meanwhile, Leonardia said no deliberation has been held on the status of Bacolod police director Supt. Pedro Merced, after it was alleged that there will be a revamp of police chiefs when Chief Supt. Geary Barias took over last week as regional police director.
Leonardia said he and Barias never discussed anything about Merced when they were together in Iloilo when Bacolod received an award from the Regional Development Council of Western Visayas for the implementation of its Indigenous Supplementary Mixture (Insumix) feeding program.*CGS

Sonedco putting up ethanol distillery, too
The Southern Negros Development Corp. is putting up an Ethanol Distillery Project in Barangays Camugao and Camansi in Kabankalan City within their sugar mill compound.
The proposed plant is designed to produce 150,000 liters a day of fuel grade anhydrous ethanol using sugarcane molasses as feedstock, a Kabankalan City government press release said yesterday. The product is suitable for gasoline blending to produce in consonance with DOE's Bioethanol program under House Bill 4629 that mandates blending gasoline with ethanol up to 10 percent by 2007, it said.
SONEDCO officials at a public consultation Monday announced the upgrading of their raw sugar to refine sugar after the construction of a refinery to be started in the next milling season.
Ramon Monton, SONEDCO general manager, welcomed the participants representing the DENR-Region VI, EIA Review Committee, Office of the City and Vice Mayor, Office of the Sangguniang Panlungsod, Office of the City Engineer/Building Official, City Planning and Development Office/Zoning Administrator, officials and stakeholders of Brgys Camugao and Camansi, Water District, J.G. Summit Holdings, Inc., Sugar Mill Division, WET Consultancy, Inc. and other institutions in the city.

yap, that's good. the problem only is the people not the land. our land alone can able to develop even quickly if there is no a political bickerings. but sometimes you cannot avoid that to be happened. but my point is that they do not to do that in a much bickerings. just always remember that honesty is the best then the improvement of our cities and province will be followed into a progressive.

Hello Everyone,
I happened to surf into your forum by accident and I was so intrigued I literally spent hours going through the four Bacolod threads.
I was born in Bacolod many many years ago, we lived in Villamonte, and I attended that school called de La Salle. It was a school for boys then. My sister and my cousins went to St. Scholastica, which I remember was just down the road from la Salle. We all had to wear those neat little uniforms and called each other by our last names. I recall that we were driven to school and picked up by the driver and the nanny, just like all the other students. As a boy, I remember my classmates being sons of the local hacienderos and politicos, etc., etc. My classmates' parents had the Benzes, the Rolex, the lavish parties, etc. I also remembered that we had to pray all the time ... as la Salle was a Catholic school.
In 1974, when I was about 8, my entire family emigrated to Canada and I have been here ever since. Gone were the drivers, the nannys, the exclusive boy's school, the school uniforms, the Benzes and the Rolex. In came having to make your own meals, wash your own clothes, clean up after yourself, a job at McDonald's, hockey on winter, football in the summer, and high school at an "Inner city public school" (not exactly a land of milk and honey).
As my family settled down in an area where there were no Filipinos, we had to assimilate (a little too much in my opinion). But throughout all those years we always carried with us fond memories of Bacolod and always fantasized about returning home someday. We were always proud of being from Bacolod and always made a point of it (rather embarrassing in hindsight). Alas, things did not turn out as planned. I am the only one in my family who ever went back.
I made my first visit to Bacolod (since we left) in 2004 with my wife and my 8 year old daughter and promptly experienced culture shock. To my utter dismay, I found my Ilonggo utterly out of synch with the local vernacular and quite inadequate, everything seemed smaller (the roads, the stores, etc.), the people seemed more numerous (a lot of children), and the weather exceedingly hot (never got below 30 degrees centigrade). My spouse and my daughter enjoyed the experience immensely and fared better than me as everything was new to them. What was a novelty to them was either a shock or a mild disappointment to me.
The Bacolod I knew was a smallish city where everyone knew each other and a little more prosperous than the Bacolod I recently visited. The Bacolod I saw was a bit overpopulated. Indeed the Bacolod I recalled as a child was populated by dynamic, ambitious, confident men and women; the Bacolod I recently visited teemed with individuals who were exceedingly subservient, particularly if they knew you were from abroad, and utterly credulous about anything from outside of the Philippines. I trust that this is not always the case. The Bacolod I recalled in my dreams (when I was homesick in Canada after our arrival) was a city full of quaint unforgettable stores (Lopues is the only one I can recall but there were others) and that wonderful plaza by the sea. The Bacolod I returned to had shopping malls and the sea beside the plaza was gone.
Regardless, there were many memorable events. The food was great, as I remembered, and the city had this quaint festive atmosphere. I will never forget the sight of my daughter eating sugar cane. She was convinced that she was eating an exotic type of grass. To her great relief tubo tasted just like maple syrup, which is common where we are. It was a great holiday.
I suppose after spending 30 odd years where I am changes a lot of things and maybe one can never go home again. Or perhaps, I saw Bacolod through rose coloured glasses throughout all those years.
Anyhow, this is a great forum and my best wishes to all the posters.

Regardless, there were many memorable events. The food was great, as I remembered, and the city had this quaint festive atmosphere. I will never forget the sight of my daughter eating sugar cane. She was convinced that she was eating an exotic type of grass. To her great relief tubo tasted just like maple syrup, which is common where we are. It was a great holiday.
I suppose after spending 30 odd years where I am changes a lot of things and maybe one can never go home again. Or perhaps, I saw Bacolod through rose coloured glasses throughout all those years.

I happened to surf into your forum by accident and I was so intrigued I literally spent hours going through the four Bacolod threads.
You see ... I was born in Bacolod many many years ago, we lived in Villamonte, and I attended that school called de La Salle. It was a school for boys then. My sister and my cousins went to St. Scholastica, which I remember was just down the road from la Salle. We all had to wear those nifty little uniforms and call each other by our last names. I recall that we were driven to school and picked up by the driver and the nanny, just like all the other students. As a boy, I remember my classmates being sons of the local hacienderos and politicos, etc., etc. My classmates' parents had the Benzes, the Rolex, the lavish parties, etc. I also remembered that we had to pray all the time ... as la Salle was a Catholic school. My mother once told me that as part of our admission to la Salle they had to sponsor another child to attend at a sister school, operated by the de la Salle brothers, called St. Josephs.
In 1974, when I was about 8, my entire family emigrated to Canada and I have been here ever since. Gone were the drivers, the nannys, the exclusive boy's school, the school uniforms, the Benzes and the Rolex. In came having to make your own meals, wash your own clothes, clean up after yourself, a job at McDonald's, hockey on winter, football in the summer, and high school at an "Inner city public school" (not exactly a land of milk and honey).
As my family settled down in an area where there were no Filipinos, we had to assimilate (a little too much in my opinion). But throughout all those years we always carried with us fond memories of Bacolod and always fantasized about returning home someday. We were always proud of being from Bacolod and always made a point of it (rather embarrassing in hindsight). Alas, things did not turn out as planned. I am the only one in my family who ever went back.
I made my first visit to Bacolod (since we left) in 2004 with my wife and daughter and promptly experienced culture shock. To my utter dismay, I found my Ilonggo utterly out of synch with the local vernacular and quite inadequate, everything seemed smaller (the roads, the stores, etc.), the people seemed more numerous (a lot of children), and the weather exceedingly hot (never got below 30 degrees centigrade). My spouse and my daughter enjoyed the experience immensely and fared better than me as everything was new to them. What was a novelty to them was either a shock or a mild disappointment to me.
The Bacolod I knew was a smallish city where everyone knew each other and a little more prosperous than the Bacolod I recently visited. The Bacolod I saw was a bit overpopulated. First condo in city to boost local tourism

THE first condominium to be built at the reclamation area will provide jobs and employment for the people of Bacolod.
Bacolod business mogul Simplicio Palanca said the construction of the Horizon Tower would boost the tourism landscape in the city.

Palanca, president of the Bacolod Real Estate Development Corp. (Bredco), said the Horizon Tower will house 56 condominium units of sizes varying from 43 sq.m. to 57 sq.m.
Architect Victor Costales said once this imposing tower is completed, it would be the tallest structure in the city with its eight floors plus a landscaped roof deck.
Costales said an extensive use of glass for the building would ensure an unobstructed view of both the sea and the mountains towards the east.
From the proposed design and building plans, the ground floor would be dedicated for commercial use, to provide all the services and conveniences for the unit owners.
While the building footprint is only 500 sq.m., the design allows for a geometrically planned park on the rear of the building, which includes a prominent sculpture and groves of ornamental trees with picturesque rock gardens and waterfalls.
The lobby would be clad entirely in glass to illustrate wide spaces and use Zen-inspired interior design motifs.
Palanca said the condo construction will cost millions of pesos and will be funded by the Bredco management.
The condominium is due to be completed within this year.
SM-Bacolod is also expected to be completed before the city's yearly Masskara Festival in October.
The Reclamation area, said Palanca, is really a conducive place for high-rise condo because it offers an added bonus like the beautiful sceneries of the Guimaras Strait on the seaside portion and Mounts Silay and Kanlaon on the eastern side.
He added that condo residents would also have an easy access to shopping at the SM-Bacolod, which would be located beside the proposed condominium structures.

Bacolod soon to have Special EcoZone

AMID the controversy hounding the Bacolod Real Estate Development Corporation (Bredco), its president Simplicio Palanca is embarking into another noble project that will ultimately make Bacolod City as one of the economic hubs in the country.
Palanca, in an interview last Saturday, revealed that he is now applying for a permit to build a special economic zone within the 80 hectares now being reclaimed at the northern portion of the Bacolod Reclamation Area.

Palanca, a known real estate mogul, said his company aims at building numerous factories within the City to complement the establishment of SM City, which is being built at the reclamation area.
Establishing an ecozone, he added, will also generate more job opportunities for Bacoleños and Negrenses.
"Before this year ends, I assure Bacoleños that their City will have its special ecozone which is somewhat similar to that of the Calabarzon area in Luzon," he said.
Palanca said though this is not the first ecozone to be established in the province, its viability and operational effectiveness is novel.
This is because the reclamation area is a potential venue for an ecozone because of its existing port of international standard.
Aside from the port, a giant mall, a hospital, a condominium and a hotel will also rise at the site.
The reclamation area has a total 130 hectares titled land property with the Bacolod Pavillion Resort and Restaurant already in existence. It is also managed by Bredco.
He, on the other hand, said that if the City plans to push through with its plan in taking over the port operation of the Bacolod Port from Bredco then it should go to court.
Any negotiation or renegotiation move is futile, he said.

Bacolod hotel cashing in

The manager of the Bacolod Pavillon Resort Hotel Restaurant said they are improving their facilities because of the coming in to Bacolod of SM City this year.
Ma. Angelica Sarrosa-Jesena said "SM, which is a big company, believes that by putting up a business in Bacolod, it will thrive, so our directors have decided that its time to move on." She said Bacolod City needs a convention area in order to attract visitors from other places, so she is planning to turn the Pavillon into one of the conventions sites in the city.
Jesena said they are now constructing a hotel near the establishment and will put up a Marina Bar by the seaside to cater to a different market.
She said BREDCO president Simplicio Palanca wants to expand the Grand Pavillon outlet to accommodate more people. She is also looking into the possibility of converting the Pavillon Bowling Lanes, which has not been operating for a long time now, into a convention area and perhaps use some of the space for booths where products can be displayed, she added.
Jesena said the Pavillon has 21 rooms which can accommodate a maximum of 81 persons. " With the new hotel we will have an additional 30 rooms," she said, adding that they have big parking areas and good security services.
She said the hotel will be finished within this year while the concept of the Marina Bar is an open area where one can enjoy the sunset while having inasal (chicken) and enjoy some drinks after office hours.
Jesena said Nena de Leon started the Pavillon and, together with Palanca, they hope to put up several structures or facilities in the area. This will become a city within a city because there is a port and SM City, she said.
More facilities will provide job opportunities because the vision of their directors is for the progress of Negros, Jesena said. These developments, will not only bring in more people, more jobs, but more business, tourists, opportunities, she added

At the start of every year, we always indulge ourselves in forecasting how the New Year will be. How will Bacolod and Negros fare?
I am upbeat. And you can see it. It's there.
Coming to Bacolod by boat, we see SM Shoemart has started to fence the area for a very big mall at the reclamation.
I dropped by to congratulate Sammy Palanca for his vision. He told me, not just the mall, well be the work to start soon. He is putting up a number of condominiums and other high-rise buildings near the sea.
These can easily sell, I told him. No! he said. Before they are built, they are now sold. And while he expected to sell to investors from outside Bacolod, local investors have already bought them all.
You build more, I said. It will come out that way, he answered.

This just shows business people's trust in the vision of Sammy Palanca. I have been his fan as I have been the fan of visionary people who bring in business to Bacolod and Negros Occidental.
I believe media must give them the credit. True, they do that for profit powered by profit motive. But in a capitalistic world, it's the entrepreneurs who bring in progress powered by profit motive. They are the creators of wealth.
At the top of the condominium, he said, he will put up a sort of helipad where he will have a kind of a balloon, I forgot how he called it, where people can ride and see Bacolod and neighboring areas.
This is sure to attract tourists. From local people alone, it will already have a big market. Why travel to other places when you have not yet seen Bacolod?

In that short visit, Sam told me Bacolod should be developed. He sketched three streets of Rizal, Gonzaga, and Luzuriaga. Then he made another line across and said it's San Juan Street, It's the areas above San Juan Street towards the mountain that are developed, he pointed out.
From San Juan St. down, especially one kilometer of the shore areas towards Banago are not developed.
I believe in Sammy Palanca. These areas should be developed. Henry Sy of SM Shoemart is his friend. If the two can get together for the development of Bacolod...
My friend Sammy is past 80. But his head is still brimming with bright ideas. I like dreamers and he is a dreamer. And I believe these dreams are the ones that keep him healthy.
After I left I remember I should have suggested to him, somebody should write his biography. He must live for posterity. But, I know this is the least of his concern as he always emphasized he preferred to be low key.
Even if there is no book, posterity will never forget Atty. Simplicio A. Palanca. He changed the face of Bacolod.

But, Negros Occidental is tied to sugar. I am also upbeat on sugar. This depends on the two factors, price restructuring and control of smuggling. All these are within the power of the government.
If prices have improved, one reason is there is no smuggling because prices in the world market are good. Wait until this price drops and you will see smuggled sugar flooding our market.
And no smuggling can be had without the blessings from people in government, from Customs to Coast Guard to policemen.
Without smuggling the SRA can greatly influence prices that will be beneficial to both producers and consumers.
SRA can do this as it did before Christmas. Prices were low. SRA on some prodding from planters, allocated some amount for reserved that greatly reduced supply in the market.
Then when prices went up beyond the limit set, SRA withdrew the allocation and flooded the market with sugar.
Of course, James Ledesma will always be castigated as he was castigated. But, this is the hazard of his position. Planters suspect Ledesma is in cahoots with the traders when prices are low as traders who rake in the profits have never been known to be tightwads.
When prices are high, consumers suspect Ledesma to be in cahoots with the planters but I don't believe that. Planters are so fragmented and so individualistic they can never grease palms.
Ledesma must just do what is right. Those who ask for his head, one of them is my other friend Manolet Lamata may have plausible reasons. But who will replace Ledesma?

The focus must be on smuggling. Some years back when my friend George Jereos was Customs Collector, I facilitated a dinner appointment in Manila with him and the top honchos of Confed, Federation, Unifed, Panayfed, and the sugar millers association working out on curbing sugar smuggling. It's easy to arrange dinners when everybody is a friend. I think it worked well but Jereos, a very good Customs Commissioner retired some months after that.
We do not have to worry with production. The best fertilizer to bring in a good crop is a good price.

if nostalgia was the order of the day, i guess you could clearly picture out what's written below. this comes as an introduction to another forum called "avenidalasalle".
as a parting shot, if you were 8 in 1974, then you'd have been a classmate of mine :)
on with the intro.....
Do you recall the time when...
Bacolod was so small that we practically knew everyone in town? That time when sugar was booming and Negrenses were "roaring"?
Mga "mayayabang" ang mga taga-Negros, hambal sang mga Tagalog as evidenced by our infamous "fly-to-Manila-party-all-night-return-to Bacolod-the next-day" capers. If you think that was enough cause to create a riot, just imagine what sort of a ruckus it was when one Bacoleno took a plane trip home to Bacolod bringing along his new Harley-Davidson motorcycle as checked-in baggage. Rather than ship the bike via Negros Navigation, our friend bought up all the equivalent plane seats which would allow him to check in the Harley as an overnight bag.
The sport of that day if you can still recall was pelota. Did you know that there were more private pelota courts in Negros than all the private and public pelota courts in Metro Manila combined?
You're beginning to get the picture aren't you? In the heydays of sugar, just a little bit before the not a very nice person/traitor/crony Ambassador sold us out to the Ilocano dictator, a Piper Cub was only P120,000 and d**n there were a whole lot of Piper Cubs sitting at the Bacolod Aero Club with their owners constantly revelling over Fundador.
And nary was there a vessel of Negros Navigation which sailed from the port of Manila without a gleaming, brand new Mercedes-Benz on its deck raring to hit Bacolod's streets.
If you recall this time...
it was a time when "idyllic" was not enough of an adjective to describe the way we lived in Bacolod.
We were still kids then. In La Salle, in St. Scho. Yet, no matter where we were schooled, every single one of us were bound together by that unfathomable zest for life that makes us the people we are...Bacoleños! Real Bacoleños at that.

The manager of the Bacolod Pavillon Resort Hotel Restaurant said they are improving their facilities because of the coming in to Bacolod of SM City this year.
Ma. Angelica Sarrosa-Jesena said "SM, which is a big company, believes that by putting up a business in Bacolod, it will thrive, so our directors have decided that its time to move on." She said Bacolod City needs a convention area in order to attract visitors from other places, so she is planning to turn the Pavillon into one of the conventions sites in the city.
Jesena said they are now constructing a hotel near the establishment and will put up a Marina Bar by the seaside to cater to a different market.
She said BREDCO president Simplicio Palanca wants to expand the Grand Pavillon outlet to accommodate more people. She is also looking into the possibility of converting the Pavillon Bowling Lanes, which has not been operating for a long time now, into a convention area and perhaps use some of the space for booths where products can be displayed, she added.
Jesena said the Pavillon has 21 rooms which can accommodate a maximum of 81 persons. " With the new hotel we will have an additional 30 rooms," she said, adding that they have big parking areas and good security services.
She said the hotel will be finished within this year while the concept of the Marina Bar is an open area where one can enjoy the sunset while having inasal (chicken) and enjoy some drinks after office hours.
Jesena said Nena de Leon started the Pavillon and, together with Palanca, they hope to put up several structures or facilities in the area. This will become a city within a city because there is a port and SM City, she said.
More facilities will provide job opportunities because the vision of their directors is for the progress of Negros, Jesena said. These developments, will not only bring in more people, more jobs, but more business, tourists, opportunities, she added
i heard a previous news of Pres. Gloria Macapagal that Metro Bacolod or Negros Occ is need to add more of their convention centers, so maybe this is the result or reason that the Grand Pavillion Hotel will expant their facilities into a convention center. GMA help eyed for convention center

Negros Occidental Gov. Joseph Marañon yesterday said he will ask President Gloria Macapagal Arroyo for assistance for the new provincial hospital being built in Silay City and for the building of a 4,000-seater convention center behind the Capitol in Bacolod City.
The President is scheduled to arrive in Bacolod City Friday to be the keynote speaker at the opening of a Vice Mayors' League of the Philippines national convention at the Convention Plaza Hotel.
Marañon said he will invite the President to the opening of the new hospital in Silay in July or August. We need an ambulance for the new hospital and I will ask her is she can help, he said.
The governor also said he will ask the president for help in the building of a P250 million convention center in Bacolod City.
If the six congressmen of Negros Occidental can contribute P5 million each, and the city governments in the province put in P2 million each we can raise P50 million, the governor said.
With P100 million from the provincial government and P100 million more from the national government we could start building the convention center this year, Marañon said. Marañon said while the President is coming to speak at the VMLP convention, she would be very welcome to visit the ongoing Panaad sa Negros Festival at Barangay Mansilingan, Bacolod.
Expected to arrive with the President are Local Government Secretary Ronaldo Puno, Presidential Chief of Staff Michael Defensor and Presidential Adviser for Western Visayas Rafael Coscolluela, Bacolod Vice Mayor Renecito Novero said yesterday.
Novero, VMLP Negros president and VLMP vice president for Visayas, is this year's national convention chairman.
JAPANESE ENVOY
On Saturday among the speakers at the VLMP convention is Japanese Ambassador Ryuichiro Yamazaki and DILG Undersecretary Wencelito Andanar, Novero said.
The Japanese ambassador will also be the guest at the formal opening of the Ishiwata Bathhouse in Mambukal Saturday and the celebration of the 50 year Japanese-Philippine friendship, Marañon said.
The envoy will also be a judge at the Lin-ay sang Negros pageant at the Panaad Stadium Saturday night.*CPG

i thinks its a wise move to convert the lot behind the capitol into a modern-state of the art convention center.
if i am not mistaken, it is currently being used as a flower garden/seddling bank/nurdery. i guess its better to move this somewhere outside of the "downtown" area. we still have a lot vacant lots especially on the east section of the city. like in mansilingan or estefania.

i believe that is a temporary a flower garden only. from the bredco port going to the south capitol road is a preparation for the commercial sites. that's the why the squatters before was demolished for the better futures in that sites.
high-rise buildings are already planned now, civic centre, malls, & hotels, etc.
they had visioned that they want like to the Manila Roxas Blvd as i read in the news.

to build convention center
The Negros Occidental provincial government is canceling its plan to build a convention center behind the Capitol building in Bacolod City, Gov. Joseph Marañon said yesterday.
We decided not to build a convention center because we have been informed by a reliable source that the owner of ShoeMart is serious in putting up a convention center at the reclaimed area in Bacolod City.
This way we will be able to use the funds intended for a convention center for other needed social services and infrastructure, he said.
He said the provincial government is still preparing a plan on what to do with the property behind the Capitol.

Bacolod Mayor Evelio Leonardia yesterday said the owners of Shoe Mart confirmed that they are seriously studying the possibility of putting up a convention center in Bacolod City.
Leonardia said he thanked Henry and Hans Sy together with Annie Garcia, SM vice president for operations, for investing in the city during their meeting Tuesday evening in Bacolod. He said the Sys are thinking of the growth of their business and are considering other ventures in the city after the SM City Mall at the Reclamation Area is established. And if the economic climate in the city would allow, they might consider putting up condominiums in Bacolod, he added.
Leonardia said the Sys believe that the malls can spur tourism that is why they established the Mall of Asia in Manila. In the case of Bacolod, if a convention center is established as part of the complex of SM, this would give the business a unique advantage and help our tourism industry, he said.
"We cited to them that while we welcome the entry of the call center industry in Bacolod, we are also concerned that we have lost our flagship facility which used to be the biggest convention hall outside of Metro Manila," Leonardia said.
He told Henry Sy that the SM City will change the physical landscape and the economic climate of the city, he said. "I assured him that on the part of the city, we will do our best to complement the economic foundations with major projects like the new government center, the slaughterhouse and the terminal, among others," Leonardia added.
During their meeting with the Sys he learned that the tentative opening of SM City is the first week of December, Leonardia said. "I think it is better business to have it separate from the MassKara Festival because there is more than enough business generated during the festival so it would be a wiser decision to have another major activity on a separate occasion, he said.*CGS

wowww that's a great planned too. SM Company will occupied most of the reclamation areas (SM mall, convention center, condominium). maybe this i heard in the previous part of this threads that the SM Company will expand of their businesses around the reclamation areas. they will make an SM Complex. that's why the mall is not a much a big bcoz they will make an another SM commercial expansion in that place and also that's the reason for the delayed of SM Mall construction.

A large convention center necessitates a large number of quality hotel rooms. You cannot have a 4,000-seat center with less than 800 or so good hotel rooms available. But before that, the city must develop first its tourist market so that the rooms will be filled year-round, rather than only during intermittent conventions. Look at what happened to the Convention Plaza Hotel. It lost money. When it was constructed, together with the other hotels, Bacolod was touted as the next convention capital of the country. But the tourists were not coming, and if there were big conventions planned, there were not enough good hotel rooms. It's a vicious cycle. In the meantime, the hapless investors, lured by the exciting promise of many happy returns, were left holding the proverbial empty bag.

yes, that is true. but the convention plaza is in a different situation againts the SM "convention center" since that malls tend to spur tourist and plus that a company like that, wouldnt build without a feasibility study.
just like the case of cebu. what will happened to the Proposed New convention center after the asean summit? what major event then? you see they wouldnt get into that kind of business if they think its not feasible and they would be loosing in the long run.

I still say you should have enough hotel rooms to sustain a convention market. Where do you want the convention participants to stay, at panaad stadium? At any rate, Cebu has a sustained convention market. It has more than 8,000 hotel rooms. In fact, conventioners have always asked for a bigger venue, other than the ballrooms of Waterfront, Shangri-la and Marco Polo and the Grand Convention Center.

Who will upgrade Paglaum for Asean Cup?

AS THE Asean Football Cup nears, it remains unclear as to who will renovate some portions of the Paglaum Sports Complex, which will be one of the venues.

Bacolod City is among those who will be hosting the games from Nov. 12 to 20. Teams from Brunei, Laos, Cambodia, Timor Leste and host Philippines will participate in the events.
Barely seven months after the Paglaum Sports Complex was renovated for the staging of the 23rd Southeast Asian Games men's football competition in December last year, the complex degenerated fast that it failed to pass the requirements for international standards.
The failure mark was given after an inspection by a team from the Asean Football Federation (AFF) led by AFF executive secretary Dato Yap Nyim Keong.
Negros Occidental Football Association deputy general secretary Warren Concepcion informed local sports writers that the AFF inspection team has made some recommendations on the upgrading of Paglaum so it can meet international standards. He said the recommendations were forwarded to the governing Philippines Football Federation (PFF).
As of this posting, the PFF has not issued any statement regarding the status of Paglaum as a prospective alternative venue for the Asean Football Cup and speculations are that if Paglaum fails to pass the standards the hosting of the event in Bacolod City may be in jeopardy.
The Panaad Sports and Recreational Park in Barangay Mansilingan already passed the inspection. It will be used as main venue of the event.
Both Panaad and Paglaum served as venues for the 23rd SEAG men's football competition, which was won by powerhouse Thailand.
The Negros Occidental Football Association headed by fourth district Representative Carlos O. Cojuangco is currently staging its men's open and Under-19 provincial championships at the Paglaum pitch during weekends and pitch conditions serve as indicators as to the field's playability come November.

Bacolod City — Antonio Meloto, the Bacoleño who is among the seven winners of the prestigious Ramon Magsaysay awards, said Tuesday the award is for all those “who have not stopped hoping for our country.”
Meloto relayed this text message to the Inquirer on Tuesday from Las Vegas where he was attending a US Gawad Kalinga Congress to raise more funds to build homes for the poor.
The Ramon Magsaysay Award Foundation, considered as Asia's equivalent of the Nobel Prize, honored businessman Meloto, 56, and the charity he leads called Gawad Kalinga Community Development Foundation, both for community leadership.
Meloto, executive director of Gawad Kalinga, is the eighth from Western Visayas to receive the prestigious award.
The others from Region 6 who have won the award were Gilopez Kabayao - 1972, Bishop Antonio Fortich and Benjamin Gaston - 1973, Miriam Santiago - 1988, Angel Alcala - 1992, Raul Locsin - 1999 and Haydee Yorac - 2004 .
Bacolod City Mayor Evelio Leonardia said Bacoleños should celebrate Meloto's recognition and said that he has touched so many lives through sheer determination to help the poor.
“We in Bacolod are privileged to have worked with him and are doing our share of building homes in coordination with Gawad Kalinga,” Leonardia said.
He said the city government would launch a massive fundraising campaign during the MassKara Festival in October to build more GK homes in the city.
“We hope that this award will be an impetus in the campaign to raise more funds for houses for the poor in Bacolod City,” the mayor said.
Negros Occidental Governor Joseph Marañon said he is glad Meloto's efforts at building thousands of homes for the poor has been recognized by a prestigious organization, and hopes he will redouble his efforts because there is still a lot to be done.
“I congratulate him, we are proud of him and wish him all the best,” Marañon said.
Gawad Kalinga, begun 11 years ago, has built more than 850 housing developments for free for more than 100,000 families, including some in Negros Occidental. It is committed to building 7,000 new communities by 2010, the foundation said in a statement. /Inquirer

^^ You know what, I envy those who grew up either Iloilo, Bacolod, Cebu or Mindanao because they really call their place home.
I grew up in Manila but I prefer to be away from Manila, as much as possible avoid it. If possible gani, ipasaylo ko lang ermats ko kag utod ko diri sa Visayas.

On Oct.4, 2005, 6th annual convention of the Association of Tourism Officers of the Philippines (ATOP) at the Bacolod Convention Plaza Hotel.
Tourism Secretary Joseph "Ace" Durano is the keynote speaker.
Around 350 participants, mostly tourism officers from different, provinces, cities and municipalities in the country are expected to converge in this annual event, which is aimed at strengthening and enhancing tourism promotion in the country.
They hailed Negros Occidental's newest tourism promotion "Probinsya Ko, Libuton Ko," which is promoting Negros among Negrenses starting from pre-schoolers to the professionals and balikbayans as well.
Themed, "ATOP: Impetus to a Robust Domestic Tourism," will also provide avenue to all the participants to discover or re-discover Negros Occidental through a province-wide tour that will reach Mambukal Resort in Murcia; Jewels Restaurant in Valladolid; Buenos Aires Mountain Resort in Bago City; Guintubdan in La Carlota City; ECJ Farms in Bago City, Pontevedra and La Carlota City; Balay Negrense in Silay City; Victorias Milling Company in Victorias City, among others.

when i rode last dec i saw the restaurant was open. i dont know for now. maybe the other people has manages or owned.

MANILA - Annie Garcia, SM vice president for operations, said the company decided to open a branch in Bacolod this year because they believe the city now has the right business climate and the right leadership, when asked why their group decided to construct a mall in Bacolod only now.
SM Bacolod will have two 1-storey buildings that will be connected by two bridges. Asked if SM would consider putting up a convention center in Bacolod, Garcia said anything is possible. She said if all the spaces in SM Bacolod will be occupied, they may plan to construct a third building. "This will all depend on the business but we will bring up the concept to higher management so we can discuss if the project is viable," she added.

Bacoleños more adept in English than counterparts in Metro Manila
An assessment conducted by Teleperformance shows that call center applicants from Bacolod have a higher proficiency in English compared to those from Metro Manila, Mayor Evelio Leonardia said in a press release yesterday.
Teleperformance Site Director Richard Loveland and Account Manager Jason Farman told Leonardia in their recent visit to Bacolod that applicants in the city scored higher passing rates compared to their Metro Manila counterparts. Loveland and Farman said that this is one of the reasons why Teleperformance is putting up their multi-million investment here, the press release said.
Leonardia said that one of the considerations for Teleperformance's preference for Bacolod was the study conducted by the Asian Institute of Management, showing the city as one of the top five most competitive cities in the country.
In terms of "infrastructure" and "quality of life," Bacolod even ranked number one.
The Teleperformance executives said that they also considered the peace and order situation and the cleanliness of Bacolod as major factors, the press release said, adding that their company plans to hire about 1,000 employees in the next two years.
Meanwhile, Loveland also spoke at the 6th Visayas Island Congress of the Philippine Councilors League Saturday during a technical session on "Strategies and Inputs for Creating Opportunities in the ICT and Business Process Outsourcing Industries."
At the gathering, Visayas councilors passed a resolution pushing for the creation of a Department of Information and Communications Technology to replace the current Commission on ICT as recommended by business experts, Bacolod Councilor Jocelle Batapa-Sigue, program committee chairman, said in a press release from her office.
She said that the PCL also asked for an increase in the education budget to enable the country to produce skilled and competent manpower for ICT and BPO industry, and for the immediate creation of a Visayas-wide body to address the concerns of ICT and BPO industry in the region, the press release added.*
