You do have an option to take the DVO-ILO flight for now which serves 3x weekly. At least it will be the most direct flight from Davao to Western Visayas and it will only take you less than an hour from ILO-BCD.
Anyway, wishing that there would be a direct DVO-BCD flight in the near future. But for now, 3 options: take the ship DVO-BCD, fly DVO-CEB-BCD or fly DVO-ILO then take a fast craft to BCD. :)

Actually, ask CebuPacific. They have already a direct flight every Tuesday, Thursday and Saturday from DVO-ILO. Be leaving DVO at around 6:15 AM and be arriving at ILO by 07:20AM. The lowest fare is about P1,500 more or less, inclusive of taxes and fees.
The rest of the week, it would be connecting CEB.

WOW free digicam....just a thought, if anybody can sponsor a digicam or SLR for that matter, we can invite everyone from bacolod or tourists visiting bacolod to join a photo contest for the most creative and most memorable shot nga ma capture nila during their stay in Negros or Bacolod. Maka pangita pa ta mga establishment nga willing mag advertise possibly i include sila sa mga judges sng contest....or kng may mga businesses kamo dira pwede man iintra ang inyo mga produkto...like example best restaurant shot category, or best resort shot category....calling all masscoms and marketing graduates, possible ayhan maka market ta sa amo ni? :cheers:

It will be able to churn out less than what the San Carlos Bioethanol Corp. can. But it seems that it is all systems go now. Yesterday, the logistics officer and I were discussing how the machinery will be transported from Cebu via the Barcelona Port of Escalante City.
In short, that’s A-1 information about the project. Which proves that Negros Occidental may bid to become the main bioethanol producer of the country............

^^this is our only chance to survive migs the economic meltdown being experienced worldwide. i don't wanna sound pessimistic but once obama is elected, as it is his policy to curb unemployment in the US of A, the bpo industry might experience a slow down a bit because he wants to give priority to a growing number of unemployed americans. let's just cross our fingers it may not happen, but in the eventuality that it does, we can be assured that a diversified negros will not suffer the impact of a possible pull-out. just my thought. :)

I thought San Carlos will start producing this year.Nabasa ko before nga may buyer na sila sang ila product.If not Caltex it would be Petron.

I don't think it will be the main reason why the BPO investments will slow down. As it is here in Chicago, when you call T-Mobile's service center, you don't even have to talk to a person anymore to solve some of your cellular problems. Obama will still be bad news for immigrants. You can be sure he will be prioritizing employment for Americans, who are up to now dependent on food stamps. This means African Americans will be given priority over all the others just like what happened in South Africa when Mandela took over. So Obama will be bad news for immigrants as well as the overall economy as productivity will drop, with work ethics and quality.

P70M remittance to Negros
reported in a construction confab
BACOLOD City - Leah Tinsay, Vice President of the Negros-Japan Human Resource Exchange Association, Inc. (NJHREAI) reported in a “Construction Forum” which it organized together with the Metro Bacolod Chamber of Commerce and Industry, Inc. (MBCCI), last August 23, that an average of two million pesos annual remittances of some 300 trainees sent in various batches to construction firms and the Narita Airport in Japan since the year 2000 had already circulated in the local economy.
NJHREAI is a “train, learn and earn” non-government organization which sends Negrense trainees for a three-year “with pay” program to Japan and which these trainees are hosted there by a Japanese cooperative compose of 50 construction establishments operating all over the world named “MARUCON.”
Now amounting to P560 million, Tinsay added, “Said amount sent by these Negrense trainees had already circulated in the local economy and had uplifted the lives of each trainees as NJHREAI provided seed money for all of them to set up micro enterprise business after finishing a three year contract with a Japanese construction firm.”
Presently, Tinsay reported that aside from the trainees’ income, 23 graduates last 2007 infused P2.3 million to the local economy, this 2008, P1.6 million were infused and this September another batch of 61 trainees will be sent to Japan.
“NJHREAI, in fact had sent the first Filipino trainees to work in the Narita International Airport. 98 percent of all trainees had houses and livelihood upon completion of their training and a certificate that entitles them to work in any Japanese construction companies in any part of the globe,” Tinsay said.
Tinsay, who speaks Nihongo fluently, spoke in behalf of four Japanese construction leaders serving as resource speakers in said forum held at the Grand Regal Hotel last Saturday and where they stressed that aside from the financial remuneration received by trainees, each of them has to learn the Japanese construction technology, work ethics, language and Japanese culture.
Showing pictures of 32 skyscrapers built by one recipient-host of Negrense trainees, a Japanese construction project executive Takeshi Nakamura, Tinsay said, “That foremost in the Japanese construction technology which all these 300 trainees had learned is cleanliness and timeliness of work. This ethical practice alone saves a Japanese construction firm unestimated but a very substantial amount which I hope our construction industry will do the same.”
Referring to the presentation of Nakamura and translating his message, Tinsay explained the foundation and construction site of a 65 floor skyscraper presently being built by Nakamura’s Ohbayashi Construction, “No sand and gravel can be seen at all from the outside including the delivery trucks which are perfectly lined before they dump their cargoes for the construction site.”
Other resource speakers who came on their own without asking a single amount from NJHREAI were Takenori Nakahata, president of the Multi Builders Corporation who, Tinsay introduced, is the first Japanese construction executive to ever accept Filipino trainees and will continue to do so.
Also present was Hideo Okada, president of Issey Corporation, who was the first Japanese executive to accept Filipino trainees who specializes in interior plastering and Kenji Yano, president of YNK Corporation, who will be putting up a trading firm here in Negros Occidental./PN

time for us to diversify our economy so that it will be less subjected to the economic fluctuations of these foreign direct investors. i hope our politicians realize this by now! huge foreign direct investments are good. but our domestic economy must also have many homegrown strengths that is not subjected to the international real politik and economic health of other countries so we can better weather these countries' present economic instabilities and the resultant political proirites emanating from them.
i hope our local and national leaders are up to the extraordinary challenges of these uncertain times. we have many cunning polticians. but few are good leaders.

what i'm really afraid of is if petron or caltex or shell is going to come into the picture and buy all the ethanol produce, then, just maybe we, the masa won't be able to feel the benefits of a lower price bacause, heck, they are oil cartels. they are going to dictate the price in the market. they'll do everything they can to keep the price high and blame it to higher production cost. my golly...poor juan de la cruz, he will still bear the brunt.:ohno:

reported in a construction confab
BACOLOD City - Leah Tinsay, Vice President of the Negros-Japan Human Resource Exchange Association, Inc. (NJHREAI) reported in a “Construction Forum” which it organized together with the Metro Bacolod Chamber of Commerce and Industry, Inc. (MBCCI), last August 23, that an average of two million pesos annual remittances of some 300 trainees sent in various batches to construction firms and the Narita Airport in Japan since the year 2000 had already circulated in the local economy.
NJHREAI is a “train, learn and earn” non-government organization which sends Negrense trainees for a three-year “with pay” program to Japan and which these trainees are hosted there by a Japanese cooperative compose of 50 construction establishments operating all over the world named “MARUCON.”
Now amounting to P560 million, Tinsay added, “Said amount sent by these Negrense trainees had already circulated in the local economy and had uplifted the lives of each trainees as NJHREAI provided seed money for all of them to set up micro enterprise business after finishing a three year contract with a Japanese construction firm.”
Presently, Tinsay reported that aside from the trainees’ income, 23 graduates last 2007 infused P2.3 million to the local economy, this 2008, P1.6 million were infused and this September another batch of 61 trainees will be sent to Japan.
“NJHREAI, in fact had sent the first Filipino trainees to work in the Narita International Airport. 98 percent of all trainees had houses and livelihood upon completion of their training and a certificate that entitles them to work in any Japanese construction companies in any part of the globe,” Tinsay said.
Tinsay, who speaks Nihongo fluently, spoke in behalf of four Japanese construction leaders serving as resource speakers in said forum held at the Grand Regal Hotel last Saturday and where they stressed that aside from the financial remuneration received by trainees, each of them has to learn the Japanese construction technology, work ethics, language and Japanese culture.
Showing pictures of 32 skyscrapers built by one recipient-host of Negrense trainees, a Japanese construction project executive Takeshi Nakamura, Tinsay said, “That foremost in the Japanese construction technology which all these 300 trainees had learned is cleanliness and timeliness of work. This ethical practice alone saves a Japanese construction firm unestimated but a very substantial amount which I hope our construction industry will do the same.”
Referring to the presentation of Nakamura and translating his message, Tinsay explained the foundation and construction site of a 65 floor skyscraper presently being built by Nakamura’s Ohbayashi Construction, “No sand and gravel can be seen at all from the outside including the delivery trucks which are perfectly lined before they dump their cargoes for the construction site.”
Other resource speakers who came on their own without asking a single amount from NJHREAI were Takenori Nakahata, president of the Multi Builders Corporation who, Tinsay introduced, is the first Japanese construction executive to ever accept Filipino trainees and will continue to do so.
Also present was Hideo Okada, president of Issey Corporation, who was the first Japanese executive to accept Filipino trainees who specializes in interior plastering and Kenji Yano, president of YNK Corporation, who will be putting up a trading firm here in Negros Occidental./PN

time for us to diversify our economy so that it will be less subjected to the economic fluctuations of these foreign direct investors. i hope our politicians realize this by now! huge foreign direct investments are good. but our domestic economy must also have many homegrown strengths that is not subjected to the international real politik and economic health of other countries so we can better weather these countries' present economic instabilities and the resultant political proirites emanating from them.
i hope our local and national leaders are up to the extraordinary challenges of these uncertain times. we have many cunning polticians. but few are good leaders.

i have been hearing some chismis since yesterday but this is already confirmed. i texted bhoyet kagina: Villamonte will not compete in masskara. Disqualified sila. due to technicalities. late sila naka submit ila registration form.

Prominent Ilonggo migrants in Negros, 19th c.
BRIDGING THE GAP

In the early years of the Spanish occupation of the Philippines, Negros Island was put under the jurisdiction of the colonial administration in Cebu. Later, in 1590, the governance of the island was transferred to Iloilo and the first recorded Spanish official assigned to administer the few settlements in it was Gonzalo Ronquillo. It must be pointed out that Ronquillo was the same guy who founded La Villa de Arevalo earlier, the first town that was officially recognized under Spanish sovereignty in Iloilo.
At that time, Negros was sparsely populated and its inhabitants, both of the Malay stock and the Atis, did not offer resistance to the colonizers. Although the Atis or Negritos were of a significant number themselves, the Spaniards did not pay attention to them because they were limited to their nomadic existence and their primitive way.
At first, Negros, undeveloped and almost covered with forest, did not merit the interest and preferential attention of the colonizers, except for the mission work. However, in the middle part of the 19th century, sugar cane cultivation began to flourish in the area. Sugar production was further given impetus with the opening of the port of Iloilo to world trade in 1855. Western Visayas began to develop as the hub of the sugar industry because of the high demand of sugar in the world market and the fertility of the land. Thus, all throughout the 1850s and the succeeding decades, Ilonggos in considerable numbers moved to Negros because of the reported availability of cultivable lands there.
Negros during that time was not yet divided into two provinces. Its capital was in Himamaylan, which was too far south. The capital was later transferred to Bacolod which was more strategically located between the northern and the southern sections.
While the migration to the western part of Negros from Iloilo was going on, there was also a corresponding movement of people from Cebu and Bohol to the eastern side. This exodus of people to Negros from both sides of the island led to its division following the line of her eastern-western coasts in 1890. Also, the influx of these migrants eventually dissolved the distinction of the original Malay inhabitants from the newcomers, except for those living in the hidden or isolated outskirts of towns already under the administration of the Spanish government.
The Ilonggo exodus to Negros in the 19th century did not consist solely of laborers or sacadas and small farmers but also of men of wealth and successful merchants who went there to invest their capital and financial experience. Most of them were prosperous fabric merchants, small and enterprising proprietors, and employees of firms in the progressive town of Iloilo who, in their homes or in their offices, heard tales from their relatives and friends of the bright prospects in a land so close to Panay. In addition, the visible presence of considerable agricultural produce in Negros of rice, corn, abaca, coffee, tobacco, and sugar transported to Iloilo for export and local consumption was an attraction that was difficult to resist. Thus, capital and labor crossed over to Negros that assured tempting yields.
Among the prominent families at the head of the Ilonggo migration to Negros in the 19th century were the Bellezas, Consings, Conlus, De la Ramas, Lacsons, Lazaros, Locsins, Magalonas, Mellizas and Montelibanos of Molo; the Benedictos, Gamboas, Hernaezes, Hilados, Hofilenas, Jaymes, Jisons, Ledesmas, Lopezes, and Severinos of Jaro; the Belmontes, Cuaycongs and Mondragons of Mandurriao; and the Navals and Vitos of Capiz (Varona 1938). These families generally settled in the central and northern sections of the western side of Negros.
Aside from those that originated from the town of Iloilo and its outskirts, there were others who came from Tigbauan, Guimbal and Miag-ao. Individuals and families from these southern towns of Iloilo usually found their way into the southern part of Negros Occidental such as Pontevedra, Binalbagan, Himamaylan, Hinigaran, Ilog, and Kabangkalan.
Today, it is not surprising that most of the prominent families in Negros Occidental, who are in farming, business and politics, can trace their origin and ancestry to Panay. This will also explain why the dominant language in that province is Hiligaynon.

Tony and Offie Manaloto and family recently held the blessing and opening of their newest business edifice, the Marby Food Plaza outlets.
The ribbon-cutting was done by the owners of the food outlets, followed by the blessing of the nine restaurants by Rev. Fr. Agustin Dy of Colegio San Agustin-Bacolod. Students of Riverside and CSA-B enjoyed the free buffet snacks. Among those seen were young entrepreneurs Marvin and Pauline Hermosura, former vice mayor Jay and Pamela Torre-Jalandoni and Stanley Saturnino, restaurateurs of the food complex. Soon to rise in the area is a four-storey dormitory and computer center, also owned by the Manalotos.

The first healing center and medical spa of Negros was recently blessed at Doctor’s Hospital by Fr. Romeo Tununog. The opening of the Power Healing Center was attended by the primemovers of the hospital, such as the Abueg family, medical director Dr. Rafael Jocson, and top physicians.
All smiles welcoming the guests were the medical specialists of the center, Drs. Filipinas Ganchoon, Manuel Gayoles and Angelina Montilla.
After the blessing, guests were toured around the center and showed the different facilities and services. The oriental themed interior was designed by Dr. Ganchoon.*

Talking of domains, I stand behind Gov. Isidro Zayco petitioning the government that the two provinces of Negros Occidental and Oriental be made separate Region, taken off from Region 6 with its capital in Iloilo and Region 7 with its capital in Cebu.
I am not sure of the statistics now but Negros Occidental is something like 46 percent of the population of West Visayas.
Negros is one of the country’s big islands and it has the most number of cities, thirteen of them. And they all qualified on the basis of income.
Negros Occidental is the richest province with income well distributed all over. In other provinces, wealth is concentrated in the capital city.
Negros Oriental has many cities, too.
Let us all contribute to the clamor to make Negros island one region.

migs that 5K price tag sa mga mask ni panoy is the usual rate nila ever since. their mask is fuly beaded and sequined kag fiberglass ina. hindi na sya ya papier mache lag.
naka bakal ko sang mga napirdi nga mask sang 2005 kag 2007 pero lain gd ya ang quality sang mga mask ni panoy. ang 2005 ko gani kuha ko to 500 man pero papier mache lang .. ang 2007 fiberglass sya pero kalaway man sang design ka baraghal sang pag ubra.
and since kay panoy ina nga mga mask. its made to order, indi na sya ya pag gamiton sa streetdance. kay wala na nila ya gina baligya ila mask, kay gina gamit pa na nila mag perform sa iban nga lugar.

In the early years of the Spanish occupation of the Philippines, Negros Island was put under the jurisdiction of the colonial administration in Cebu. Later, in 1590, the governance of the island was transferred to Iloilo and the first recorded Spanish official assigned to administer the few settlements in it was Gonzalo Ronquillo. It must be pointed out that Ronquillo was the same guy who founded La Villa de Arevalo earlier, the first town that was officially recognized under Spanish sovereignty in Iloilo.
At that time, Negros was sparsely populated and its inhabitants, both of the Malay stock and the Atis, did not offer resistance to the colonizers. Although the Atis or Negritos were of a significant number themselves, the Spaniards did not pay attention to them because they were limited to their nomadic existence and their primitive way.
At first, Negros, undeveloped and almost covered with forest, did not merit the interest and preferential attention of the colonizers, except for the mission work. However, in the middle part of the 19th century, sugar cane cultivation began to flourish in the area. Sugar production was further given impetus with the opening of the port of Iloilo to world trade in 1855. Western Visayas began to develop as the hub of the sugar industry because of the high demand of sugar in the world market and the fertility of the land. Thus, all throughout the 1850s and the succeeding decades, Ilonggos in considerable numbers moved to Negros because of the reported availability of cultivable lands there.
Negros during that time was not yet divided into two provinces. Its capital was in Himamaylan, which was too far south. The capital was later transferred to Bacolod which was more strategically located between the northern and the southern sections.
While the migration to the western part of Negros from Iloilo was going on, there was also a corresponding movement of people from Cebu and Bohol to the eastern side. This exodus of people to Negros from both sides of the island led to its division following the line of her eastern-western coasts in 1890. Also, the influx of these migrants eventually dissolved the distinction of the original Malay inhabitants from the newcomers, except for those living in the hidden or isolated outskirts of towns already under the administration of the Spanish government.
The Ilonggo exodus to Negros in the 19th century did not consist solely of laborers or sacadas and small farmers but also of men of wealth and successful merchants who went there to invest their capital and financial experience. Most of them were prosperous fabric merchants, small and enterprising proprietors, and employees of firms in the progressive town of Iloilo who, in their homes or in their offices, heard tales from their relatives and friends of the bright prospects in a land so close to Panay. In addition, the visible presence of considerable agricultural produce in Negros of rice, corn, abaca, coffee, tobacco, and sugar transported to Iloilo for export and local consumption was an attraction that was difficult to resist. Thus, capital and labor crossed over to Negros that assured tempting yields.
Among the prominent families at the head of the Ilonggo migration to Negros in the 19th century were the Bellezas, Consings, Conlus, De la Ramas, Lacsons, Lazaros, Locsins, Magalonas, Mellizas and Montelibanos of Molo; the Benedictos, Gamboas, Hernaezes, Hilados, Hofilenas, Jaymes, Jisons, Ledesmas, Lopezes, and Severinos of Jaro; the Belmontes, Cuaycongs and Mondragons of Mandurriao; and the Navals and Vitos of Capiz (Varona 1938). These families generally settled in the central and northern sections of the western side of Negros.
Aside from those that originated from the town of Iloilo and its outskirts, there were others who came from Tigbauan, Guimbal and Miag-ao. Individuals and families from these southern towns of Iloilo usually found their way into the southern part of Negros Occidental such as Pontevedra, Binalbagan, Himamaylan, Hinigaran, Ilog, and Kabangkalan.
Today, it is not surprising that most of the prominent families in Negros Occidental, who are in farming, business and politics, can trace their origin and ancestry to Panay. This will also explain why the dominant language in that province is Hiligaynon.

There wouldn't be a drastic decline of the BPOs in Pinas if the Democrats win but there is an anticipated slowdown in the said industry. That is why the current economic policy this country has should also channel their efforts with other talents. And anyway, BPO may be 80% American market but there is still 20% international market that is growing.
Yet of course, its better to have a diverse economy rather than focusing on one right? Philippines must seek beyond BPO or suffer the same consequence as what the rigid American colonial economic policies were to sugar industry during the earlier part of the 20th Century.

Sugar farmers in northern Negros are racing against time to cushion the impact of a reduction of sugar production, and the increasing cost of fuel and oil-based products such as fertilizer, on their farm laborers.
Rep. Alfredo Marañon III (Neg. Occ., 2nd District) and Board Member Miller Serondo, president of the 8,000-member Northern Negros Planters Association, stressed the need for sugar farmers to diversify to other crops, with ethanol as the best alternative.
Serondo said they are also considering the production of organic fertilizer, in coordination with the Sugar Mill District Development Council Foundation Inc. to reduce their dependence on expensive chemical fertilizers.
“This will make the price of organic sugar fertilizer lower than the market cost, and affordable to sugar planters, giving them first priority to purchase,” he added.
Serondo also said that Sagay Central Inc. is now in preliminary talks with a foreign partner, for the sugar mill to produce sugar and ethanol at a ratio of 75 percent sugar, and 25 percent ethanol.
Marañon said sugar farmers may turn to rice and corn production, to take advantage of the P25 million corn mill to be established by the Department of Agriculture in Sagay City.
Serondo said they are now bracing for the effects of the drop in sugar production on sugar farmers and their workers, which he said he fears may trigger downsizing of the labor force in haciendas, and increase in number of robbery-hold-up incidents and related crimes.
In his report to the general assembly of NNPAI Saturday, which was held at the Kauswagan Hall in Sagay City, Serondo said the predicament of sugar farmers has already got the attention of the Sugar Regulatory Administration and the provincial government of Negros Occidental, which already enlisted the help of President Gloria Macapagal-Arroyo to take immediate action on the soaring prices of fertilizer, and other chemical-based farm inputs.
Marañon said he recently distributed 1,500 bags of fertilizer, with a market value of P2 million, to sugar farmers in northern Negros, to soften the impact of the high cost of fertilizer.
Sugar Regulatory Administrator Rafael Coscolluela recently warned that the sugarcane industry will be facing challenging times that will require belt tightening measures over the next two years

hits P188.362 million
The Bacolod City government has already collected P188.362 million in business, real property and other taxes and fees as of July this year, more than P22 million higher than the previous year’s collection during the same period, figures of the City Treasurer’s Office show.
The June to July take is already almost 88 percent of the 2007 collection of P216.483 million.
In January, the CTO collected P81.341 million; February, P21.589 million; March, P9.527 million; April, P28.986 million; May, P9.331 million; June, P8.902 million; and July, P28.682 million.
CTO figures show that Bacolod City’s annual tax and other fees collection has been increasing since 2001 when it was P130.201 million. Then in 2002, P144.582 million; 2003, P156.157 million; 2004, P175.552 million; 2005, P177.865 million; and 2006, P197.406 million.
City Permits and Licensing chief Ardis Jaculina had earlier said the implementation of the streamlined business permits and licensing system has raised the city government’s collection of business taxes and other regulatory fees.
Comparative data collection of taxes and fees shows an increasing pattern after Bacolod started to use the Tax Revenues and Collection Systems or TRACS in 2002.
Bacolod figures show that in 2002, during the initial implementation of TRACS, collection of business taxes and regulatory fees reached P144.582 million. Revenue in 2001 was only at P130.201 million.
Two years later, it increased to P156.157 million; 2004, P175,552 million; 2005, P177.865 million; and 2006, P197.406 million.
As of June 2007, business tax and regulatory fees collection has reached P139.696 million, the figure revenue is estimated to hit P220 million.*NLG

LTO to impose rules on motorcycle use
THE Land Transportation Office (LTO) is set to implement Monday the rules and regulations for the use and operation of motorcycles on highways.
This as various motorcycle groups are planning to seek remedy from the court if LTO pushes through with the AO's implementation.
AO AHS-2008-015 is pursuant to Executive Order 292 or the Administrative Code of 1987 and the United Nations Vienna Convention for Road Traffic of 1968, to which the Philippines is a signatory.
It is also in accordance with Department Order 93-693.
Section 6 of the AO states that only one back rider shall be allowed on a motorcycle or scooter who must be provided with a seat and footrest.
"The motorcycle or scooter shall not carry cargo other than the saddle bags or luggage carriers specifically designed and approved by the Department of Trade and Industry (DTI)."
The order also states that it is the duty of the driver and rider to ensure that they both wear standard helmets.
A motorcycle or scooter also needs headlight, tail light, signal light, brake light, side mirror and horn.
"The driver/rider shall, anytime of the day, switch on the headlight of the motorcycle or scooter while it is being operated on the highway," it added.
"Highways" shall mean every public thoroughfare, public boulevard, driveway, avenue, park, alley, callejon, but shall not include roadway upon grounds owned by private persons, colleges, universities or other similar institutions, the AO said.
The AO also said any modification of the original standard design of a motorcycle or scooter shall first be subject to the approval of LTO and the DTI.
No driver shall operate a vehicle while under the influence of liquor or narcotic drug.
The driver shall also not use a cellular phone or other gadgets while operating the vehicle.
The driver shall as well observe the rule of a one lane per one vehicle only.
Motorcycles shall not be operated on sidewalks.
Fines for violations shall be imposed:
* P1,500 for failure of wearing a helmet.
* P1,000 for carrying more passengers other than the back rider or cargo other than the saddle bags.
* P1,000 for defective accessories such as headlight, tail light, signal light, brake light, side mirror and horn.
* P2,000 for modifying any part of the original designs of a motorcycle LTO's approval.
* P1,000 for wearing flip flops, sandals or slippers or being bare footed while operating motorcycle or scooter on a road or highway.
The AO was supposed to be implemented last June but was deferred to give way for the conduct of information and education campaign. (CGC)

Ethanol best alternative, officials say

Sugar farmers in northern Negros are racing against time to cushion the impact of a reduction of sugar production, and the increasing cost of fuel and oil-based products such as fertilizer, on their farm laborers.
Rep. Alfredo Marañon III (Neg. Occ., 2nd District) and Board Member Miller Serondo, president of the 8,000-member Northern Negros Planters Association, stressed the need for sugar farmers to diversify to other crops, with ethanol as the best alternative.
Serondo said they are also considering the production of organic fertilizer, in coordination with the Sugar Mill District Development Council Foundation Inc. to reduce their dependence on expensive chemical fertilizers.
“This will make the price of organic sugar fertilizer lower than the market cost, and affordable to sugar planters, giving them first priority to purchase,” he added.
Serondo also said that Sagay Central Inc. is now in preliminary talks with a foreign partner, for the sugar mill to produce sugar and ethanol at a ratio of 75 percent sugar, and 25 percent ethanol.
Marañon said sugar farmers may turn to rice and corn production, to take advantage of the P25 million corn mill to be established by the Department of Agriculture in Sagay City.
Serondo said they are now bracing for the effects of the drop in sugar production on sugar farmers and their workers, which he said he fears may trigger downsizing of the labor force in haciendas, and increase in number of robbery-hold-up incidents and related crimes.
In his report to the general assembly of NNPAI Saturday, which was held at the Kauswagan Hall in Sagay City, Serondo said the predicament of sugar farmers has already got the attention of the Sugar Regulatory Administration and the provincial government of Negros Occidental, which already enlisted the help of President Gloria Macapagal-Arroyo to take immediate action on the soaring prices of fertilizer, and other chemical-based farm inputs.
Marañon said he recently distributed 1,500 bags of fertilizer, with a market value of P2 million, to sugar farmers in northern Negros, to soften the impact of the high cost of fertilizer.
Sugar Regulatory Administrator Rafael Coscolluela recently warned that the sugarcane industry will be facing challenging times that will require belt tightening measures over the next two years
Coscoluela attributed this to the rising costs of fuel and fertilizer, a surplus in production and the prospect of the lifting of tariffs on imported sugar.*GPB

Tourism summit setBY CHRYSEE SAMILLANO
A Bacolod Tourism Office will conduct a Tourism Summit today at the Grand Regal Hotel in Bacolod City with the theme “Tourism: The Business of Collaboration.”
Bacolod Tourism Officer Imogene Kana-an yesterday said the summit will be participated in by all the tourism stakeholders in the city – hotel, pension house and accommodation establishment owners, the restaurant sector and the food industry, tour and travel operators, handicrafts, boutiques, restaurants, and the academe.
City Administrator Roger Balo will present what Bacolod City is today, while Kana-an will discuss the conceptual framework of the tourism industry of Bacolod.
Tourism Regional director Edwin Trompeta will talk on the Philippine Tourism Industry in a glimpse with focus on Region VI, while Tourism assistant regional director Helen Catalbas will talk on the Department of Tourism accreditation.
Kanaan said there are 61 accommodation establishments in the city but only a few are accredited with the DOT. The accreditation is different from the Mayor’s Permit, she said. Only accredited establishments are included in the brochures produced by the DOT, she added.
The city has more than 50 tour and travel agencies but only four or five are accredited with the DOT.
Tourism Cultural and Development Council chairperson, and former Bacolod Rep. John Orola, will talk on the Private Sector and Government Partnership in Tourism and Development and Promotion while SPA Association of the Philippines president Marjorie Lopinco will discuss about The “In” Thing in Tourism: Health and Wellness.
Kanaan said Mayor Evelio Leonardia will take up with the participants the preparations for the Masskara Festival. She said the summit is free.
Meanwhile, the Bacolod City Tourism Office will conduct a three day tour guiding seminar and training on Sept. 4 to 6 at the ABC Hall in Bacolod.
This will be an in-house training because their target participants are representatives from the various offices of City Hall.*CGS

sisterhood agreement
The forging of a sister relationship and twinning program between the cities of Silay and Makati will highlight the tourism month celebration in Silay, Negros Occidental, at the Balay Negrense Museum on Thursday, a Silay press release said.
The theme of the month-long celebration which focuses on investment, ecology, arts, culture, health, agriculture and peace is “Ugyon Silaynon, Turismo Pabaskugon”.
The Balay Negrense Museum and Jalandoni House Museum are providing free entrance and guided tours to Silaynons until Sept. 7. The mangrove canopy in Brgy. Balaring managed by IKAW-AKO Japan-Negros Partnership for Environmental Protection and the Balaring Mangrove Planters Association will also accommodate nature enthusiasts, the press release said.
Other activities are mangrove specie identification, king crab viewing, bird watching, tree planting, picture taking and star gazing from the bamboo bridge at night.
The San Diego Pro-Cathedral will also be made available for pilgrims and tourists who would like to avail of mini lecture and a visit to the ruins of the old church, which is now a prayer room, the press release said.*

Kathy: What areas does your promotion cover?
Antoinette: We cover Negros Occidental and Panay Island with the exception of Boracay.
Kathy: What are the challenges of being the promoter of Havaianas?
Antoinette: As the sub-distributor of Havaianas in Wesern Visayas, the biggest challenge for me, having come from Manila, was that I needed to learn to adapt to the different needs and strategies that work in each region I work in. In this case, Negros and Panay, where each city's personality and populace is completely different from each other. I had to learn to tailor events to make it more suitable to the local market.

Kathy: What's your favorite Havaianas style and why?
Antoinette: I really don't have one favorite style, I wear them all! But I do have a favorite color, red!
Kathy: What is it about Havaianas that Bacoleños and Ilonggos go crazy about?
Antoinette: Havaianas is simple, it's functional and you can wear it anywhere and with anything! Apart from the comfort and durability, it's a very versatile fashion accessory. Plus it suits the laid back lifestyle of the Bacoleños and Ilonggos.
Kathy: What events have you organized last year and this year in order to promote Havaianas?
Antoinette: Our biggest event was the "Make Your Own Havaianas" which was held in November last year. After that, we had a "Free Kick" event last April, and this coming August 10, we'll have a "Havaianas Kids Carnival". But, that's not it just yet, we still have a few more surprises lined up for the rest of the year.
The colorful world of HavaianasKathy: Non-Havaianas fans say that they don't want to invest money on a pair of slippers. What's your response?
Antoinette: Once you've tried your first pair and witness it's super soft comfort, you really won't be able to stop there. It's value for money considering it's durability and versatility.
Kathy: Are you particular about what you wear?
Antoinette: I have my moods. But more often than not I am very particular about what I wear.
Kathy: Any fashion item that you are most fond of and why?
Antoinette: Dresses. I have a closet full of dresses. You don't have to think about putting an outfit together, just wear the dress, put on earrings, a pair of Havaianas and that's it!
Kathy: What's your usual get-up?
Antoinette: A dress or a tank top and trousers with a pair of Havaianas.

Antoinette: We're avid animal and nature lovers. We have five dogs and six horses that we love spending time with and taking care of. We spend a lot of time outdoors, and I love fiddling around in the garden. The Pollution Abatement Systems Specialists, Inc. (PASS) is set to invest P45 million to set up a similar healthcare waste treatment facility in Visayas and Mindanao.
PASS is a group of Cebuano mechanical engineers who operates the first common facility for healthcare wastes in Cebu.
PASS president and chief executive officer (CEO) Julieto Pugoy said that the company is now preparing to avail of a loan from state-owned banks like Development Bank of the Philippines (DBP), and Land Bank of the Philippines (LBP) to fund their expansion projects outside of Metro Cebu.
Initially, the group is looking at opening Autoclave waste treatment facility in Bacolod City, Iloilo City, Davao and General Santos cities, in the next two years.
According to Pugoy, following the release of a joint administrative by the Department of Environment and Natural Resources (DENR) and the Department of Health (DOH) on the strict implementation of policies and guidelines on effective and proper handling, collection, transport, treatment, storage and disposal of health care waste, the Autoclave facility treatment facility business now is expected to be in demand, not only in Cebu, but also in other areas in the Philippines.
The company is using the Autoclave facility to treat these wastes. Autoclaves are the most commonly used healthcare waste treatment alternative in the United States. It destroys infectious agents through the use of steam heat and pressure.
In Cebu for instance, of which the PASS facility had been operating since 2005, had been treating hazardous wastes from hospitals, funeral parlors, and other healthcare establishments.
To date, 26 hospitals and healthcare establishments have commissioned the group to treat their hazardous wastes. This means, that there are still other hospitals, and healthcare providers, which are not disposing or treating their dangerous wastes properly.
This facility, which supports the government’s law in disposing dangerous and hazardous wastes, is so far the only private-led operated service, outside of Metro Manila.
“We are confident that hospitals from all over Southern Philippines, will be needing this facility, especially after the DENR and DOH administrative order,” Pugoy said in a press conference.
Besides, he said healthcare establishments have to abide the law, which stipulated in the Republic Act 9003 under the Clean Air Act, that hospital and other healthcare wastes should be disposed of property.
Healthcare establishments may have segregated their hazardous health-care wastes from the general health care waste but these are left untreated and disposed of in the municipal sanitary landfill or dumpsite for lack of an alternative treatment of disposal system.
The risk of transmitting diseases is aggravated by uncontrolled practice by waste workers and scavengers of collecting recyclables from hazardous health care waste during storage, transport and disposal. This practice has unnecessarily exposed the general public, health care personnel and waste workers to maximum health risk from communicable diseases.
“We will lead this campaign of providing effective service and treat the hazardous wastes of healthcare establishments especially in Southern Philippines,” Pugoy said. – Ehda M. Dagooc

The seminar is aimed at having an in-house pool from the staff of various departments of the City Hall; gathering tourism stakeholders to inform them of the status of Bacolod today; and coming up with plans of action to strengthen the local tourism industry.
Mayor Evelio Leonardia will be give the keynote address at the opening rites. Speakers will be regional tourism director Edwin Trumpeta, tourism assistant regional director Helen Catalbas, city administrator Dr. Roger Balo, Tourism Cultural and Development Council chairperson John Orola, city tourism head Imogene Kanaan, and SPA Association of the Philippines president Marjorie Lopingco, the press release added.*

Masskara 2008 draws 33 contingents
The Masskara 2008 celebration has attracted 33 groups to sign up for this year’s street dance competition.
This information was relayed by a staff from the Masskara Organizing Committee. According to them, 11 contingents will be performing for the School Category slated October 16. The remaining 22 groups will fight it out on October 17 during the Barangay Category.
The top three winners in the schools category and the top 10 dance groups from the Barangay Category will perform for the ultimate showdown during the October 18 Masskara Festival 2008 Open Category.
According to sources, several nearby towns in Negros Occidental are interested to join the open category contest. Sources also mentioned one Visayan city and one Luzon province is also interested to join the Masskara Festival 2008 Open Category Street Dance Contest. However, no confirmation has been received yet.

The production team.The people of Bacolod jammed with the Earth Wind and Fire band featuring Alma Cane All Star at the University of St .La Salle.
It was a rainy evening but EFW fanatics were still there grabbing the chance to see how their idols performed LIVE! They swayed with the band as EFW gave them a very satisfactory performance with their popular music such as Fantasy, Boogie Wonderland, Let's Groove, Reason and Fantasy.
Thanks to Steve O'Neil Production-Philippines, the McDeal Events Production from Davao, and the Event Solution Production for bringing the band live in Bacolod.

Bacolod Mayor Evelio “Bing” Leonardia yesterday said he expects to again carry the championship belt of Philippine ring icon Manny Pacquiao in his fight against boxing legend American Oscar De la Hoya on December 6 in Las Vegas.
He said Pacquiao informed him in a telephone conversation Monday that he is leaving for the U.S. on September 14 and will remain there until the fight is over.
“I think he is determined and it is something he wants and loves to do,” Leonardia said on the scheduled fight with De la Hoya. Even his wife Jinkee was against it, he said. His trainor Boboy Fernandez said there is nothing they can do because it is what their boxer wants – to fight de la Hoya, he added.
Leonardia said that after the Juan Manuel Marquez fight, Pacquiao was advised by his doctor not to go on with the fight against David Diaz last June since his wound was not yet completely healed, but Pacquiao went ahead. That is how he is, he said.
“I think that is the reason why nobody has taken my place because it was clear to them that Manny wants me to carry his belt,” Leonardia said. When he makes a decision they all respect that, he added.
During his latest visit to Bacolod, Pacquiao had said in a press conference that they consider Leonardia a “magnet” because he now has four belts since he began carrying them at his big fights.
Leonardia also said that, according to a newspaper report, the fight will make Pacquiao reach the billion mark.
He said Pacquiao also wants to be remembered by the people not only as a boxing champ, but as a champion in helping his fellow Filipinos.*CGS

Meanwhile, Pacquiao will hang up his gloves after three more fights and make another bid for political office, reports said yesterday.
Pacquiao, considered one of the best pound-for-pound fighters in the world at any weight, has a mega-payday looming in December when he takes on De La Hoya at 147 pounds in a 12-round, non-title bout.
Reports said the 29-year-old has decided to retire in August next year to prepare for the elections in May 2010.
Pacquiao will either run as a congressman representing his home province of Sarangani, or as a local town official. Last year, he lost in his first bid to be elected to congress.
He said his immediate concern now is to beat De La Hoya who, at 35, remains among the world's best boxing draws.
"He was my idol when I was starting out. Now I can't believe I am fighting him," Pacquiao said. "To fight him is already a big honor. More so if I beat him."
But more than honor, Pacquiao said, he wants to alleviate the plight of poor in his southern home province and one way would be running for public office.
Pacquiao has officially joined President Gloria Arroyo's political party.

Pacquiao, considered one of the best pound-for-pound fighters in the world at any weight, has a mega-payday looming in December when he takes on De La Hoya at 147 pounds in a 12-round, non-title bout.
Reports said the 29-year-old has decided to retire in August next year to prepare for the elections in May 2010.
Pacquiao will either run as a congressman representing his home province of Sarangani, or as a local town official. Last year, he lost in his first bid to be elected to congress.
He said his immediate concern now is to beat De La Hoya who, at 35, remains among the world's best boxing draws.
"He was my idol when I was starting out. Now I can't believe I am fighting him," Pacquiao said. "To fight him is already a big honor. More so if I beat him."
But more than honor, Pacquiao said, he wants to alleviate the plight of poor in his southern home province and one way would be running for public office.
Pacquiao has officially joined President Gloria Arroyo's political party.
From an impoverished background, Pacquiao went against all odds to become the most celebrated fighter ever from the Philippines. He has won belts in five different weight classes but has never fought above 135 pounds.*AFP

whew lovely pics, i ms home, lanzones, rambutan, mangostan, especially durian my ever favorite. i remember when i was young my dad would wake me up if may nadagdag nga durian sa backyard namun coz he knows that i love it. i am from concepcion btw we have a small farm ther. too bad i will mis lanzones season this year :( really thank you for posting. there so many beautiful sceneries in talisay.

congrats guys for taking this thread to number 28. not too long ago there were only a few people on the Bacolod threads. Kyle, tj, dinho and a few others.
keep it up guys!
i will keep you updated on a new platform we are building so that more Bacolodnons and Negrosanons can join in. we need the new platform because our intended audience will not take the time to get into the SSC set-up. from my researches and interviews with Bacolodnons here in Manila, out in Europe, US and elsewhere in the world, they want quick access to a homepage which will show them the latest back home.
as we build the new platform, we hope that you guys can cross post pics there. padayon gyapon ang SSC but for the best interest of the Bacolodnons and Negrosanons, we hope you guys can support the new platform which is currently being tested.

Mayor’s SOCA set Monday

Bacolod Mayor Evelio Leonardia yesterday said he will deliver his State of the City Address on Monday at the lobby of the new Bacolod City Government Center.
Originally, they had planned to hold it at the Sangguniang Panlungsod session hall at the new government center, hoping that its furniture would be in place, he said.
Leonardia said because of what has been happening now, they will find other means as they cannot wait for the procurement of the furniture.
He said Negros Occidental Gov. Elpidio Zayco and Vice Gov. Dino Yulo will help provide them with the furniture during his SOCA.
Vice Mayor Jude Thaddeus Sayson said he hopes they could transfer to the new government center before December.
He said if they could publish the Invitation to Bid before Sept. 15 they may be ready to transfer before the end of November.
A bidding for the procurement of P50 million worth of furniture and fixtures for the new government center was held August 20 that was participated in by Summit Furnishings, Comfac Corporation and Zacto Systems Philippines Inc.
However, the Bids and Awards Committee declared a failure of bidding since the prospective bidders failed to pass the eligibility requirement.
Only Zacto Furnishings Philippines filed a motion for reconsideration before the BAC of its decision declaring it an ineligible bidder.*CGS

but has the old "feel" because they used samba beat in some sections.

City gears up for MassKara
Preparations for the 2008 MassKara Festival on the theme, “Bacolod, City of the World,” go into high gear this week, a month before the festival officially begins on October 1, a City Hall press release said.
The festival which will run until Oct. 19 will begin with the opening of the festival sites at the public plaza and the SM City MassKara Village.
Streetdancing competitions are set Oct. 16 for schools; Oct.. 17 for barangays and Oct. 18 for the open category, festival director Eli Tajanlangit said.
“The rise of Bacolod in the global map is the story of its 70 years as a chartered city and we hope to celebrate that in this year’s MassKara, 70, on Oct. 19,” Tajanlangit said.
The Electric MassKara which will now feature an evening streetdancing competition, will be held Oct. 17, 18 and 19 at the Tourism Strip of Bacolod at Lacson Street, the press release said.
Magica MassKara 5, the annual art show featuring the works of Bacolod’s leading artists will open Oct. 8 at the Orange Gallery in Mandalagan.
Aside from the evening street dancing, to which 10 barangays have been qualified to join, the 2008 MassKara will feature other new attractions and will redefine old ones.
A MassKara beat contest, “Patik,” that will feature homemade musical instruments will be launched, Tajanlangit announced. The search for the MassKara Queen, that will now be handled by the festival organizers, will be redefined to make it more relevant. Application forms for the MQ competition are available at the MassKara office in San Juan St. Screeening will be held Sept. 24, the press release said.
The food and beer kiosks around the plaza will be reengineered to make them more family-friendly.
“We will also try to lessen the carbon footprint of the festival by launching pro-environment initiatives,” Tajanlangit said. For instance, he added, street dancing groups are being encouraged to use recycled materials for their costumes.
The organizing board is composed of Manon Hernaez, Lilibeth La’O, Ina Gaston, Joe Geraldo and Millie Kilayko. It has already held several consultations with the schools and barangay designers, the press release added.*

^^nice place, nice view...its a perfect getaway from the maddening crowd and yet very near the city. there's another one place in talisay called campuestohan which is also frequented by city dwellers. never been thre but i heard its also a very nice place to go and take a breather...:)

I just attended the 3 day tour guide seminar for governmant employees by the city tourism office and I just got the following info during the 1st day
as stated by Atty. John Orola (Tourism Chair of the City)
PASEO DE SAN SEBASTIAN: renovation and facelift of the sidewalk along Rizal Street in front of San Sebastian Cathedral, Palacio Episcopal and LCC-Bacolod into tourism strip. Cobblestoning of some parts of the sidewalk along the street will be made. LCC's Rizal Gate will be closed permanentlyt and the main gate at Galo-Gatuslao will be used. The sidewalks along Rizal St and Gatuslao around LCC will be installed with lamp posts and a canopy with spaces for ads on top. The facelift is starting now with the installation of sidewalk railings along Rizal St. this will be hopefully finished before the highlights of the Masskara Festival. After the Masskara...

nice ang developments sang Bacolod. and nice ang ila na plan for tourism improvement within the city...actually they are starting this project already...i saw it a while ago, they were putting up pillars already in front of cathedral and LCC...whew!!! something to look forward again :) hayayayayay!!!

^^ wow!!!!!!!!!!! the best ang music subong...its not like other masskara music which sound so "BUKI"...this time, theres a feel of latin and native music and sound so festive na :) kanami sang instruments nila and sang pag arrange. I must say that when tourists and locals will hear it...they will surely go dancing with it :)

I'm really glad to hear that they are seriously working on tourism related projects especially on the public plaza-downtown area.I like idea of the mobile floral vendors.One thing more that they need to work on is with the sidewalk vendors.They don't need to get rid of them kay amo ina ang ila livelihood.It just need a little touch of creativeness and more organize para nice naman tulukon:cheers:

yeah...thats why they just can't do anything about it. Same goes to the trisikad drivers plying the city streets...no one can tell them not to and the city government is just too blind to notice it. how i wish we have someone like bayani fernando....

sisterhood pact today

City officials of Silay and Makati will ink a Sisterhood Memorandum of Agreement today to strengthen the ties between the two local government units.
Makati Mayor Jejomar Binay, some of his councilors and office staff will arrive in Silay City today to meet with their counterparts for the Sisterhood agreement.
Binay and his party are expected to arrive on board the 10:30 a.m. flight from Manila and will have a press conference at the Bacolod-Silay Airport VIP lounge.
Meanwhile, acting mayor Silay Vice Mayor Mark Golez yesterday said Mayor Jose Montelibano has taken a leave of absence from his office upon doctor’s advice.
Golez said Montelibano has been confined to the hospital but he will report back to the office today for the signing of the Sisterhood agreement.
Silay had been often referred to as the "Paris of Negros" due to its large collection of perfectly preserved heritage houses, 30 of which have been declared as historical landmarks.*NAB

Animal science seminar held
About 170 participants from the different regions in the country attended the 26th Philippine Society of Animal Science-Visayas Chapter Annual Seminar and Convention held at Balay Kauswagan, Sagay City, Negros Occidental, recently, a press release from organizers said.
The three-day seminar and convention on the theme “Organic Livestock and Poultry Production: Challenge to Local Government” was spearheaded by the Visayas Chapter president and Sagay City veterinarian, Dr. Baltazar Delorino.
Vice Mayor Leo Rafael Cueva welcomed the participants and resource speakers, and hoped that PSAS-VC will boost the organic program in the Visayas regions in the development of organic livestock and poultry industry, the press release said.
Keynote speaker was Jane Bacayo, executive director of the National Meat Inspection Service of the Department of Agriculture.
Bacayo said he wants to pay respect to Mayor Alfredo Marañon Jr., whom he considers the “Father of the Meat Inspection Code of the Philippines”, having sponsored the bill in Congress.
During the plenary session, resource speakers were Armeginia Benedicto, Agricultural Center chief of Negros Occidental; Ramon Peñalosa, chairman of Negros Agricultural Entrepreneur MPC; and Pamela Henares of Negros Island Sustainable Agricultural Research and Development Foundation, the press release said.
The highlight of the affair was the awarding of the PSAS-VC Best Scientific Paper for 2007. These are “Efficacy of the DFA-RFU 7 Locally Produced Inactivated Oil Emulsion ND Vaccine for the Prevention and Control Newcastle Disease: An Assessment,” Best Paper under Health and Welfare Category authored by Rachel Cadelina, Doris Capuno, and Vivian Batoy of DA-RFU 7.
Other winners were “Genetic Parameter Estimation of Growth Traits of Murrah Buffaloes Raised under Ranch Production System” by C.B. Salces, A.J. Salces and G.P. Bajenting; “Nutrition Feeding and Feed Processing/ Utilization – Assessment of Naturally Occurring Feed Resources Available to Free Range Panay Chicken in Region 6” by C.S. Lopez Jr., the press release added.*
