I'm really glad to hear that they are seriously working on tourism related projects especially on the public plaza-downtown area.I like idea of the mobile floral vendors.One thing more that they need to work on is with the sidewalk vendors.They don't need to get rid of them kay amo ina ang ila livelihood.It just need a little touch of creativeness and more organize para nice naman tulukon:cheers:

yeah...thats why they just can't do anything about it. Same goes to the trisikad drivers plying the city streets...no one can tell them not to and the city government is just too blind to notice it. how i wish we have someone like bayani fernando....

Masskara will go to KOREA on the last week of this month, it will be a one hour performace, just like what happened in China before...that is why Villamonte is targetting next week probably wednesday or thursday to finish its choreography, so that dancers who will go to Korea can focus on their routines for abroad...

Negros Navigation sails
to four Mindanao cities
Negros Navigation is now sailing from Bacolod to key cities in Mindanao twice a week.
The trip from Bacolod to Iligan and Ozamiz is every Monday, 11:30 a.m. while that from Bacolod to Cagayan de Oro and Dipolog, every Tuesday noon.
Grace Golez, passage business head for Visayas, said the Iligan and Ozamiz trip will cater to tourists who want visit Iligan, known as the “City of Waterfalls,” and its neighboring provinces.
Passengers may travel via “hubbing” with Negros Navigation discounted bus service from Cagayan de Oro connecting to major destinations in Mindanao.
The shipping line also has four Bacolod-Manila direct trips every week.
Golez said they have improved their schedule to better serve the Negrenses, that’s why they now have four direct trips.

City to get P30M
for drainage

The P30 million budget that was requested by the Bacolod City government for the rehabilitation of its drainage system has been already included in the budget of Task Force Bangon Panay, Executive Assistant to the Mayor Joemarie Vargas said yesterday.
Vargas, who is the action officer of the Bacolod City Disaster Coordinating Council, said the P30 million budget for the rehabilitation of the city’s drainage system forms part of the P375 million budget proposed by the local government to address the flooding problem in Bacolod City.
The drainage program is one of the priority projects included in the proposed P375 million budget submitted by the city to the National Disaster Coordinating Council, which will be implemented through a four-year program, he said.
Presidential Spokesperson Anthony Golez Jr., who was in Bacolod yesterday for the meeting of the Flood Mitigating Committee, said that, according to National Disaster Coordinating Council regional office, Task Force Panay has already included the rehabilitation plans of Bacolod in its main rehabilitation plan.
So the money is going to be released anytime and the task force can start appropriating, according to the documents submitted by the different provinces, he said.
At the same time, Golez said he has no clue as to when the budget will be released since Task Force Panay is still requesting money from Congress as a supplemental budget. As soon as the budget is approved by Congress, the release will be scheduled, he said.
Vargas said the P30 million budget will be part of the P12 billion funds of the Bangon Panay Task Force for the rehabilitation of the whole Western Visayas region.
He said the Task Force Bangon Panay, of which he is a member, has requested for P15 billion from the supplemental budget of the national government for Region VI. But after an evaluation was made, what was approved was only P12 billion, he said.
Vargas said the P30 million budget for the rehabilitation of the drainage system in Bacolod does not include the rehabilitation of the drainage system along the national roads in the city.
Golez said the money, or the funding resource for this should come from different institutions and one of them is the Task Force Panay. The most important thing is that the city government should be able to also fund some of the projects, he said.*CGS

The Bacolod City government will make improvements in the Bacolod City Public Plaza for the historical celebration of the 75th anniversary of the Canonical erection of the Diocese of Bacolod.
Bacolod Mayor Evelio Leonardia, in his letter to the Vice Mayor and the Sangguniang Panlungsod dated Aug. 11, 2008, noted that half of the Bacolod City Plaza, the area facing the whole of the La Consolacion College, the Cathedral, Bishop’s House and the G.E. Bank, belongs to the Diocese of Bacolod.
But, he said, the perpetual use of portion of the public plaza was granted and allowed by the Diocese of Bacolod through a Usufruct Agreement executed between the Diocese of Bacolod and the City of Bacolod on Aug. 18, 1922.
Because of the historical celebration of the Diamond Jubilee of the Canonical erection of the Diocese of Bacolod, the Office of the Mayor has offered to make improvements, to rehabilitate and beautify the entire Bacolod Public Plaza, Leonardia said.
This includes portions of LCC, the Cathedral, Bishop’s House and G.E. Bank in the other side of Rizal Street, owned by the Diocese, he said.
Leonardia said representations for this were made to the Diocese of Bacolod and, consequently, a memorandum of agreement acceptable to the Diocese was arrived at.*CGS

Silay inspires Makati to
set up heritage zone

Makati City Mayor Jejomar Binay expressed optimism yesterday that the Sisterhood Agreement between Makati and Silay City can lead to an exchange of best practices and experiences in governance between them.
Binay, who was in Silay with some of his city councilors yesterday for the Sisterhood pact, said Makati has around 100 sister cities all over the country and he is glad with the sharing of ideas and strengthening of cultural ties forged by the partnerships.
In Balay Negrense, where he and his entourage had lunch together with city officials and department heads of Silay, Binay lauded the city for preserving most of its cultural heritage.
“Your great concern for your heritage inspires us to declare a particular area in Makati as our own heritage zone,” Binay said.
Even with the success of his city as the financial and economic center of the country, Binay said Makati does not have the monopoly of good governance and sharing their best practices with the other LGUs is the primary objective of the sisterhood pact.

Body organized to study
utilization of old abattoir
Bacolod City Mayor Evelio Leonardia has formed a committee that is tasked to conduct a developmental study on the old slaughterhouse in Brgy 35, the Mayor’s Office said yesterday.
Executive Order No. 33, which created the body headed by City Administrator Rogelio Balo, also mandates the transfer of animal slaughtering operations from the old slaughterhouse in Brgy. 35 to the new slaughterhouse in Barangay Handumanan.
The order states that a comprehensive study is needed to ensure the maximum and productive utilization of the old slaughterhouse compound.
The study will determine the best options in developing the old slaughterhouse compound that will address the present needs of the community, the order stated.
Also members of the committee are Lemuel Reynaldo, city planning coordinator, as vice chairman, and members from the City Planning and Development Office, City Veterinary Office, Public Information Office, City Engineer’s Office, Office of the City Mayor, City Cooperative Office, and representatives from Barangay 35 and 36.
The new slaughterhouse, operated by AVM Bernardo Engineering, in Brgy. Handumanan started full operations on August 16.
The city government has given the meat vendors serviced by the old slaughterhouse a 15-day transition period, after which all slaughtering will be done at the new abattoir.
Butchers, residents of Brgy. 35, and individuals affected by the transfer of the slaughterhouse operation continue to oppose the operations of the new abattoir.
A group of meat and lechon vendors in Libertad, Burgos and Central markets had earlier signed a petition asking officials for clarification on the system of operation at the new slaughterhouse and the actual fees they will be required to pay.*

pal express has also increased its frequency from bcd-ceb, from 12 flts per week to 14 flts. per week.
They should increase the flight cebu pacifiic alone is 21 flight a week.....
while PAL is only 10 flights a week.

^^that one is sooooooo cool. tahum gali tan-awon kon merged sa 1 ka lugar ang mga buildings. its not highrise or even midrise, but they have the architectural design that's worth taking a good look.:) i hope sanparq will develop the whole vacant area at the back of convergy's and build more buildings.

baw that's a good site..tupad lang ka convergys...I wonder when will the Carmelite sisters sell the their lot along Lacson St. sa Mandalagan...that's probably one of the best place in the City to build a commercial building...it's just amazing about 20years ago dira sa Convergys dampi nga daw wayang guid...pero subong developed na guid...:)

I hope more of this type of improvements to take place all over the city. If only they can put more greeneries than concrete slabs, the city could have been more cooler. With the rate the developments in Bacolod are going, the city might not experience anymore its laidback/cool environ Bacolod is known for.:)

New route going to New Government Center proposed

BACOLOD CITY – City Councilor Wilson Gamboa Jr., chairman of the Sangguniang Panglungsod committee on transportation, recently passed a resolution requesting Land Transportation Franchising and Regulatory Board (LTFRB) regional director Porfirio Clavel to grant new routes going to the New Government Center.
The proposed new routes are: Cegasco to Lopues East, Bangga Pepsi to New Government Center and Cegasco to Bangga Pepsi.
Gamboa said the new routes could give convenience and comfort to the riding public.
It was learned that several government office would be holding office at the New Government Center.
Meanwhile, Bids and Awards Committee (BAC) chairman Atty. Goldwyn Nifras said that there is delay in the transfer to New Government Center after the bidding for P50 million worth of furnitures and structures failed.
Nifras said they would reschedule the invitation to bid and eligibility requirements next week.
He is confident that the procedures be amended since most of the BAC members agreed to focus on their previously held bidding.
Nifras being secretary to the Mayor announced that Mayor Evelio Leonardia will address his State of the City address on September 8 around 2 o'clock in the afternoon. The Local Chief Executive will pursue his SOCA in order to render his one year accomplishment report before the public.

BACOLOD CITY -- The Cities of Makati and Silay, Negros Occidental are now considered sister cities following the signing of the sisterhood and twinning agreement between Makati Mayor Jejomar Binay and Mayor Jose "Oti" Montelibano yesterday.
Mayor Binay and his Councilors Armand Padilla, Elias Tolentino, Henry Jacome, Virgilio Hilario and Maria Theresa de Lara came to Silay City yesterday for the signing of the said agreements.
Vice Mayor Mark Andrew Golez and Councilors Michael Maravilla, Marie June Castro, Salvador Segovia, ABC President Joedith Gallego, Mario Torres, Ramon Jison, Jose Raymundo Locsin and Rosalinda Caja warmly welcomed Mayor Binay and party upon their arrival at the Bacolod-Silay Airport.
Mayor Binay was also grateful to spend time with the Boys Scouts and porters who wore a Binay t-shirts at the new airport.
Vice Mayor Golez led the group to the Gaston Ancestral house for the short program and lunch.
"We always feel privileged and honored that we are accepted to be a sister city of Silay. Our common grounds are we are Local Governments and secondly, there are cityhood concerns. Definitely, we can share as we always say in Makati we don't have a monopoly of good governance. We are here also to learn from our future sister," said Mayor Binay.
He added that they can exchange experience in governance and also socially and economically. Makati plans to establish its own "Heritage Zone" in cooperation with the Spanish government.
The first lesson he had in Silay is seeing the beautiful ancestral houses that are rich in history.
Vice Mayor Golez, on the other hand, said, "We in Silay are blessed because of the presence of Mayor Binay and his councilors in our city. To have Makati as our sister city is a great honor and a rare privilege. Makati is the Commercial and Financial Center of the Philippines. Our Silay City Councilors and other officials are here to share what we have done for our community and to learn from the officials of our sister city of its many programs that have brought them honor and respect, making it our country's premier city in terms of commerce and trade, entertainment and recreation."
He welcomed them by saying," We open to you not just our doors and windows but also our arms and hearts."

BACOLOD CITY – The most awaited annual cultural and tourism activity in Bacolod, the Masskara Festival, is on its full swing preparations.
Ely Tajanlangit, festival director said this year’s celebration is themed "Bacolod, City of the World," will run October 1 to 19. Highlight of the celebration is on Oct. 19, to give impetus to the 70th Charter Day of Bacolod City.
Masskara festival was founded by Mayor Evelio Leonardia when he was tourism officer of the city. He was supported by local artists like Ely Santiago and others, designing the mask to cover the faces of people participating in the activities during the festival.
Since then, Masskara Festival has gained recognition all over the world, bringing foreign tourists, balikbayans and the locals flock the city and join the fun.
This year’s festival will have daily and nightly activities.
Tajanlangit said participants in the street dancing competitions will be garbed with indigenous or recyclable materials in order not to pollute the streets.
Festival sites are the Bacolod public plaza and the SM City Masskara Village where the opening on Oct. 1 will feature several entertainment to the public.
Street dancing compettions in various categories are slated on Oct. 16 for the schools; Oct. 17 for barangays; and Oct. 18 for the open category.
These exclude the Electric Masskara featuring the evening street dancing competition on Oct. 17, 18 and 19 along Lacson Street.
The Magica Masskara 5 will feature the obra maestra of Bacold artists starting Oct. 8 at the Orange Gallery in Mandalagan.
The usual Masskara Queen pageant is open to the local beauties of Bacolod. (Edith Colmo)

New route going to New Government Center proposed

BACOLOD CITY – City Councilor Wilson Gamboa Jr., chairman of the Sangguniang Panglungsod committee on transportation, recently passed a resolution requesting Land Transportation Franchising and Regulatory Board (LTFRB) regional director Porfirio Clavel to grant new routes going to the New Government Center.
The proposed new routes are: Cegasco to Lopues East, Bangga Pepsi to New Government Center and Cegasco to Bangga Pepsi.
Gamboa said the new routes could give convenience and comfort to the riding public.
It was learned that several government office would be holding office at the New Government Center.
Meanwhile, Bids and Awards Committee (BAC) chairman Atty. Goldwyn Nifras said that there is delay in the transfer to New Government Center after the bidding for P50 million worth of furnitures and structures failed.
Nifras said they would reschedule the invitation to bid and eligibility requirements next week.
He is confident that the procedures be amended since most of the BAC members agreed to focus on their previously held bidding.
Nifras being secretary to the Mayor announced that Mayor Evelio Leonardia will address his State of the City address on September 8 around 2 o'clock in the afternoon. The Local Chief Executive will pursue his SOCA in order to render his one year accomplishment report before the public.

Leonardia to deliver SOCA tonight
Bacolod Mayor Evelio Leonardia will deliver his State of the City Address (SOCA) for 2008 during the regular session of the Sangguniang Panlungsod, at the New Government Center, 6 p.m. today.
This is a historic event as it is the first SOCA to be delivered at the New Government Center, with Negros Occidental Governor Isidro Zayco and Vice Governor Dino Yulo, together with members of the Sangguniang Panlalawigan expected to grace the occasion, a City Hall press release said yesterday.
It will be Leonardia's 8th State of the City Address.
The attendance of officials of the provincial government signifies the harmonious relationship between the city and the province. In fact, the provincial government lent the furniture to be used for today's SOCA, the press release said.
The mayor is expected to report on the accomplishments or achievements of his administration in the last year, particularly projects and programs that have been implemented and measures he has initiated to bring improvements to the city.
He is also expected to report on areas which have greatly influenced the economic growth of the city, including those of fiscal management, especially fund sourcing, and employment generation efforts, among others.*

Firm gets DOE contract to explore Negros coal
The Department of Energy has awarded a coal operating contract to Guidance Management Corp. to explore and develop two areas in Negros Island offered during the Philippine Energy Contracting Round.
GMC, a consortium of Filipino, Spanish, Australian and American investors, will tapcoal deposits in Calatrava, Negros Occidental and Bayawan, Negros Oriental, both areas covering more than 6,000 hectares.
The contract was awarded last August 28, the DOE said in its website. GMC was also granted a geothermal service contract last July in the Amacan Geothermal prospect in Compostela Valley.
In Calatrava, the exploration will be conducted in three barangays, Macasilao, Bongabon-Ania and Matatas, and in Bayawan City,also within three sites.
DOE data on the PERC show that Calatrava has an estimated coal reserve of 2.02 million metric tons while Bayawan, 4.5 million metric tons.
Under 2007 Philippine Energy Plan Update presented during a public consultation in Bacolod City last year, DOE offered prospective areas under the PECR located in Negros, Zamboanga Sibugay, Surigao del Sur and Norte, Agusan del Sur, Davao Oriental, Quezon Province and Cebu.
In revitalizating the exploration and development of coal fuel, DOE is also implementing a Joint Assessment Project of the Coal Bed Methane and Coal Resources in the Philippines, Mine Safety, Rescue and Emergency Preparedness in Coal Mining Project and Coal to Market Linkage Program.
Energy Secretary Angelo Reyes said in a statement the exploration contracts are a step forward to realizing the country’s goal of energy independence.

PCL-Negros,Bacolod set to host gab
The Philippine Councilors League-Negros Occidental Chapter and the PCL-Bacolod City Chapter will host the 2nd National Executive Officers and National Board Meeting and the 2008 series of Continuing Local Legislative Education Program on October 10-12, at the L’ Fisher Hotel, Bacolod City, a PCL press release said.
This was after the national secretariat moved the venue from General Santos due to the unstable peace and order situation in the city.
South Cotabato Councilor Wilson Paclibar who acted as laiason officer for the event, met during the weekend with the PCL-Negros Board of Directors headed by PCL-Negros president and Provincial Board Member Raul Rivera. who was designated as over-all chairman and Bacolod councilors Jun Gamboa and Al Victor Espino.
Keynote speaker for the event will be Sen. Manny Villar while guests of honor for the three-day conference are Negros Occidental Governor Isidro Zayco and Bacolod Mayor Evelio Leonardia, the press release said.

Multi-billion hydro project study underway
BACOLOD City – Negros Occidental Governor Isidro Zayco said they are waiting for the results of the study of the Alto Power Management Corporation on the possible construction of a hydroelectric power plant in the province.
“We are still waiting for the result of their study. After which, we would be able to determine our capacity to host for the project,” Zayco said.
The province has signed Memorandum of Agreement (MOA) with the firm to study and determine the technical and economic feasibility of a hydro-electric power plant built along the upper Bago River. It is projected to produce 75 megawatts of electricity, the firm claimed.
The company said a 40-megawatt electricity source will be tapped in Don Salvador Benedicto and Bago River.
Early this year, Alto proposed to conduct study on hydroelectricity in the province at the height of the geothermal power controversy.
Negros Occidental is rich in hydro available in the cities of San Carlos, Cadiz, and Toboso town in northern Negros Occidental.
The Lay Catholic Forum (LCF) strongly supports the construction of a hydro power plant in the province. The group said a geothermal power plant is “exploitative.”/PN

Decline in Korean tourist arrivals in Region 7 seen

CEBU CITY — Although Koreans continue to lead the list of foreign arrivals in Central Visayas, the number of visitors from South Korea dropped in the first half of this year, records of the Region 7 office of the Department of Tourism (DoT 7) showed.
From January to June this year, 109,842 Koreans visited the region. The number was lower by 8.71 percent compared to the same period last year.
In Cebu, Korean arrivals numbered 103,139, down by 10.44 percent compared to the number in first half of last year, which stood at 115,161.
Koreans visiting Bohol, Negros Oriental and Siquijor in the first six months of this year was recorded at 4,603, 2,013, and 87, respectively.
However, Tourism Secretary Ace Durano assured yesterday that the decline in Korean tourist arrivals is just a "seasonal slowdown."
"Based on reports on bookings for the remainder of the year, it’s still strong," Durano said.
At yesterday’s weekly 888 News Forum, Tourism Undersecretary Phineas Alburo said the decrease is a cause of concern, considering that the Koreans continue to be in the top of the list of foreign visitors in the country.
"The personality of the younger Koreans visiting our country is that they are more adventurous, they love to discover many places. With Cebu as the hub, they are now visiting other provinces such as Leyte, Negros Occidental, and other areas of interest," Alburo said.
Meanwhile, DoT 7 data indicated positive news as the number of all foreign visitors to the region increased by 10.75 percent, totalling 1,066,858 in the first half of this year.
Foreign arrivals accounted for 393,848, while domestic guests coming to the region registered 673,010.

this is the best photo of bacolod's skyline so far...kanami migs tan-awon nga daw ga-ulhot na ang mga buildings. I can't wait to see the whole stretch of lacson st. filled with mid and high rise buildings. and sanparq will set the pace.:banana::banana::banana: very picturesque with the blue mountain on the background and the green trees scattered all around. wow!!! migs, pwede pang-ssc banner.

New BPO firm in Cebu
CEBU City’s business process outsourcing industry continues to grow as another contact center is set to start operations by November.
ICT Philippines, a member of the American firm ICT Group, met with representatives of the Cebu City Government and the academe last Monday to present an overview of the company and what it can offer the city.
John Langford, executive vice president for Philippine operations, said the company will start with 500 seats with an option to expand to 750, depending on the performance of its Cebu team.
“We will begin training the agents by the end of October,” he said.
With this, ICT will hold a job convention on Sept. 20 and invite 20 graduating students from each school to participate in the activity.
Job convention
The job convention, which will be held at the Waterfront Cebu City Hotel and Casino, will allow ICT to present what the company offers its employees. A mock interview will also be conducted during the activity.
Langford said the meeting with local school representatives is an initial step for the company to establish its partnership with the Cebu academe.
Representatives from the University of San Carlos, Southwestern University, University of the Philippines Cebu College, Velez College, Asian College of Technology, University of Cebu, University of San Jose-Recoletos and the University of Southern Philippines Foundation joined the meeting hosted by ICT last Monday.
In Manila, the company implements a training program that enhances the English communication skills of students in partner schools. Langford said the same module will be made available to Cebu schools.
Proficiency in English communication is now the number one challenge facing the BPO industry, Langford said.
Five centers
The Nasdaq-listed company began operations in 1987 at its headquarters in Newtown, Pennsylvannia. It opened its first center in Makati, Philippines last April 2003 with 200 seats.
After five years of operation, ICT now has five centers in Luzon. Its operations at the Cebu IT Tower located within the Cebu Business Park will be its first site in the Visayas.
Out of a total workforce of 22,000 worldwide, ICT employs 7,500 in the Philippines.
Langford admitted that it took a while for the company to open a center in Cebu because he thought that the city is already a saturated market.
But two of the company’s clients insisted that ICT set up operations in Cebu.
Langford said the proximity of business and recreational features—like beaches—make Cebu an attractive destination.
As part of its expansion efforts in the country, ICT is now looking at “second tier cities” where it can set up additional operations. Second tier cities include Bacolod (Negros Occidental), Iloilo and Dumaguete (Oriental Negros) in the Visayas

City tour guides group formed
BACOLOD CITY, Sept. 9 (PNA) -– Graduates of the three-day tour guiding seminar conducted by the Department of Tourism (DOT) here have organized themselves into Bacolod Association of Guides (BAG) with the purpose of helping the government promote the city as a tourist destination.
The BAG, a brainchild of Bacolod City tourism officer Imogene Kana-an, also aims to professionalize tour guiding here.
Kana-an said the city is gaining much in the tourism arena and the industry itself continues to attract more tourists.
The association is composed of government employees and other professionals who recently completed their tour guiding seminar.
The newly-formed association is headed by Bernadette Manahan, president; Milton Dionzon, vice-president; Ritchel Villanueva, secretary; Lalaine Villalva, treasurer; Christine Dinglasan, PIO; George De La Cruz, auditor; Cherry De Los Reyes, muse; Karlin Marie Manahan, Liaison Officer; Dr. Genio Alojado for External Affairs, and George De La Cruz for Internal Affairs.
