How come its beautifully dredged, with little or no homes and activity?

bankrupt project!i never hear that before, but what i know about it plots are too expansive one villa will cost you nearly 3 to 10 million SR,pluse that i heard king abdullah bought a huge palace at the edge on the shore!

What you see is phase 2. The original development you can see the edge of it in the top left of the first photo.

The first phase was developed in-house by Saleh Kamel. However for the second phase a different strategy was used. It was essentially a sub-division type job, they did the dredging and infrastructure (roads water electricity), then sold blocks to developers (the 'tips' of each finger were sold directly however).

Those developers could do whatever they want with their blocks, which turned out to be the problem. One of them, after finding trouble selling the villas built, decided to rent them out by the day. That collapsed prices all round (nobody wants to be surrounded by day renters). People who have villas there are desperate to sell.

Of course none of this is Saleh Kamel's problem, it's those developers who are underwater. The first phase was a big success, and is isolated from the second phase. It's not what it used to be, but it's fully amortised.
