or calling a marina "the flooding marina"

C'est le nom de l'endroit, y'a même une nouvelle place qui est en cours d'aménagement là-bas et qui s'appelle place Quemado ;)

it is called quemado, because of history.
a spanish landing attempt on that beach was foiled by the tribesmen of the area and the vessels were burned !
hence the name !

I'm just a bit worried that Al Hoceima will be a bit too far from the economic epicentres of the north/east in the future. Tanger-Tetouan and Nador would have been a better place to put this project I think, but maybe it's a away of spreading the wealth around.

Well, Al Hoceima is a nice tourism place. I mean it has all the picture perfect scenery just like Tanger-Tetouan, only a bit smaller, and that's just what will attract tourists to Al Hoceima.
I do however agree with that it's just a bit remote from the rest off the country. They should definitely increase investing in the infrastructure that connects Al Hoceima to the rest of the country.

I think the only way is to turn the rocade méditerranéenne into a motorway. But that won't happen for at least 15 years.

Why would they place it Nador or Tangier??
Al-hoceima is far more suited for this projects and it is a reflection of its own economic prosperity and ambitions.
