Generally speaking, most people have to work therefore the visa will be obtainable via the employer. Of course there are always exceptions to this such as retirement etc...
With the way that the UAE's going, I'm sure it won't be long till this is revised anyways.
As far as I'm aware most countries do not provide residence visas when purchasing properties.

I'm sorry.. i know one country that in first time provide obligation of residence visas but then (after purchasing properties by foreign citizens and I) this country changed low for this matter :lol:
