Rolando E. Yebes as the 2008 ICT Champion Governor of the Philippines and the province of Zamboanga del Norte as the eLGU model of the year. The award was recently conferred to Yebes through CICT’s implementing office, the National Computer Center (NCC) in the region, during the closing ceremonies of the 1st Provincial ICT Summit of Zamboanga del Norte held at the ZaNorte Convention and Exhibition Center in this City. Because of its eGovernance, the NCC also named the provincial government of Zamboanga del Norte, as the eLGU model for other NCC partner local government units (LGUs) in the country. According to the NCC, Yebes is the first recipient of this kind of recognition. Using DMC’s state-of-the-art neurosurgery equipments, Dr Ligutom operated on a gunshot victim who sustained a through-and-through bullet wound on the front area of the head. The surgery, which lasted just over eight hours, was done to limit the damage in the brain’s frontal lobe and remove bone fragments driven by the impact of the bullet. Prognosis for the case was not very promising due to the initial involvement of the patient’s other body systems which became detrimental factors for recovery and also due to complications expected in major trauma cases. The second brain operation involved the removal of a meningioma, or a tumor on the brain’s protective sheet-like covering, which started to compress the patient’s brain structures in addition to being outwardly manifested in the head like a horn. The procedure was performed by Dr Ligutom the day after the gunshot case, and was completed after a mind-boggling ten hours. Full recovery was expected for the patient, who was discharged after 8 days; successive check-ups showed no negative signs or symptoms. Under the vigilant supervision of DMC’s Medical Director, both surgical operations went through without a hitch, serving as a huge milestone in the history of the fast-growing hospital and as a quantum leap in the history of Zamboanga del Norte as well. In both cases, veteran nurses and midwives Maria Lindy Jandug, Doreen Lacay, Marife Divinagracia, Aileen Abapo, Gerry Balladares and a few volunteer student-nurses assisted the neurosurgeon, making him relaxed during the operation and rendering recovery easier for the patients. It was through the marvelous insights and efforts of the Surgical and Nursing Staff that DMC made such history. Neurosurgery is the most difficult field of specialization in medicine, and there are only less than one hundred doctors in the entire Philippines who are qualified neurosurgeons. Neurosurgery cases usually include those which cannot be treated by any other conventional means, and some of them are trauma cases, such as those due to vehicular accidents that involve the brain, spinal cord, or nerves. Often, brain operations imply that the alternative is irreversible, severe or fatal. About the Neurosurgeon: Dr Gaudencio Arseno T. Ligutom III, Dipolog Medical Center’s resident neurosurgeon, is a brilliant specialist whose extraordinary skill is about as rare as it is amazing, given the sensitivity of the body system he deals with. His career started off with an incredible academic record that was highlighted with his being a two-time Medical Board Topnotcher, one for his pre-med course Bachelor of Science in Pharmacy (8th Place, 1996 Pharmacist Licensure Exam), and the other for his Doctor of Medicine degree (7th placer, 2001). He graduated from the University of San Carlos in his pre-med, and from the Cebu Institute of Medicine for his medical degree; he had his General Surgery Training in the University of the East Ramon Magsaysay Memorial Medical Center (Quezon City, Manila) from 2002-2003. Enrico Basilio, director of the Center for Research and Communication’s (CRC) Transport and Logistics Institute, told a logistics conference that the western seaboard did not compete with the central and eastern seaboards but actually is “complementary.” Basilio said cargo traffic in most Roro routes in the central and eastern seaboards has increased to 104,362 metric tons (MT) in 2007 from 4,021 MT in 2003. This is evident particularly in the Lucena-Masbate route. The Central Nautical Highway is the central route connecting Pilar, Sorsogon, to Balingoan in Misamis Oriental, through Central Visayas and connects to the East-West routes of Cataingan in Masbate and San Carlos City in Negros Occidental. The Eastern Nautical Highway, on the other hand, is the eastern sea link that connects Biliran, Leyte, to Surigao City or the northeastern tip of Mindanao and the central trunk route of Cataingan in Masbate. Basilio said a CRC study shows that shipments through Roro routes mainly include agri-fishery products, manufactured goods, fruits and vegetables and livestock. “We found that a lot of cargo being moved by Roro are agriculture products and this has impact on poverty alleviation and countryside development,” he said. Basilio said agricultural products that pass through the Eastern Nautical Highway are fruits and vegetables, as well as fishery products all the way from General Santos and Davao. Mineral products such as nickel, chromite, silica and limestones are shipped out of Surigao. For some routes in the Central Nautical Highway, as well as east-west lateral connections such as Cebu-Tubigon and San Carlos-Toledo, palay, rice, copra, live animals, fishery products, fruits and vegetables top the list of major agricultural commodities that are transported by Roro, he added. Basilio said rice and palay, fishery products, fruits and vegetables dominate the commodity flow for the western seaboard. Also, total passenger traffic particularly in the Roxas-Caticlan route reached almost 700,000 in 2006 from more than 1,000 in 2003. “From 2003 to 2006, tourism receipts in Boracay grew by 50 percent, Iloilo by 30 percent, Bacolod by 15 percent and Dapitan by 200 percent,” he said. The Western Nautical Highway links Manila and Dipolog connecting to the Central Nautical Highway in Cebu City. “Surprisingly, in the Southwestern Mindanao network [Jolo, Sulu, Tawi-tawi], a lot of fishery products largely marine, carrageenan and seaweeds and livestock are now ferried by Roro,” he noted. Anti-terror Task Force Commander Col. Santiago Baluyot said soldiers repulsed the attack on the outskirts of Curuan district and were able to seize a rifle and a uniform belonging to a rogue group of the separatist Moro Islamic Liberation Front (MILF). The military official added they received intelligence reports on Friday night that the recalcitrant rebel group was planning to stage a raid on the military detachment in Curuan district. The barangay of Curuan is accessible by human trail to the so-called triple “SB” areas in the province of Zamboanga del Norte where the MILF maintains presence of its forces. The triple “SB” areas cover the towns of Sibuco, Sirawai, Siocon and Baliguian. “We got information last night, intelligence reports that there was a plan by lawless elements to attack our detachments in the area.
