INVITATION TO APPLY FOR ELIBILITY AND TO BID

The Department of Public Works and Highways (DPWH) of Zamboanga Del Norte 1st Engineering District, Sta Isabel Dipolog City, through the Bids and Awards Committee (BAC) invites potential bidders to apply for eligibility and, if subsequently found eligible, to bid for the project:

1. Contract ID: 09JB0019
Name of Project: Construction of Manukan Seawall
Location: Manukan, Zambo. del Norte
Brief Description: Const. of Seawall (driving of piles, structural concrete, etc.)
Appropriation: P 47,750,000.00
Contract Duration (CD): 300 cal. days
Cost of Bid Documents: P 30,000.00

Prospective contractors should possess a valid PCAB License, had undertaken a similar projects with the amount of at least 50% of the proposed project for bidding . Net Financial contracting capacity at least equal to ABC and a credit line commitment from a licensed bank to extend a credit line if awarded the contract to bid and have a key personnel and equipment (owned/leased or under purchase) available for the prosecution of the project. The list of the minimum equipment requirement as indicated to the Eligibility forms. The Eligibility check/screening as well as the preliminary examination of the bids shall be use a non-discretionary "pass/fail" criteria. Post-qualification of the lowest calculated bid shall be conducted.

Only Contractors with the required equipment either owned or pledge for the project and duly registered with the DPWH may be allowed to participate in the eligibility screening. Unregistered Contractors must register in the Central Office, Bids and Awards Committee-Technical Working Group (BAC-TWG), 5/F Bonifacio Drive Port Area Manila prior to the deadline for the submission of the expression of interest.

Interested bidders must submit their duly accomplish Expression of interest upon presentation of their original Contractor Registration Certificate ( CRC ) in person or through their Authorized Representative as reflected in the CRC,DPWH Accreditation of their Materials Engineer to be assigned to the project pursuant to D.O. # 184 series of 1999 not later than 5:00 P.M. of February 25, 2009 to the Chairman, Bids and Awards committee (BAC) Department of Public Works and Highways Zamboanga del Norte 1st Engineering District, Sta Isabel Dipolog City together with the following documents which will be used for eligibility screening as provided under section 23 of IRR-A of RA 9184, viz.;

1. Certified True Copy of Valid Contractor's License issued by the Philippine Contractors Accreditation Board (PCAB) and present original for authentication;
2. Valid Identification Card of the Contractor or his/her authorize representative as reflected in the CRC;
3. Letter of Contractor authorizing his/her representative to submit letter of Intent duly notarized;
4. Certified true copy of Business Permit and present original copy for authentication
5. Certified true copy of updated Tax clearance and present original copy for authentication;
6. Certified true copy of statement of Non- Blacklisted;
7. Certified true copy of Certificate of Registration from Philippine Government Electronic Procurement System (PhilGEPS) and present the original copy for authentication;
8. Net Financial Contracting capacity at least equal to ABC and a credit line commitment from a licensed bank to extend a credit line if awarded the contract to bid.


All Particulars relative to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of bids, Post qualification and Award of Contract shall be governed by the pertinent provision of RA 9184 and its implementing rules and regulation (IRR) .

The BAC will issue to prospective bidders Eligibility forms at BAC Secretariat, DPWH, ZN Ist Engineering, Sta. Isabel, Dipolog City, upon their submission of LOI and upon their payment of a non - refundable amount of P 1000.00 to the DPWH, ZN 1st Engineering District, Sta. Isabel, Dipolog City, Cashier, Prospective bidders shall submit the Eligibility requirements to the BAC at the said address. The may also obtain the results of the Eligibility Check by the BAC at the same address.

The schedule of BAC activities is as follows:

BAC Activities Schedule
1. Deadline for submission of LOI February 25, 2009
2. Notification of Eligibility/Ineligible bidders March 9, 2009
3. Issuance of Bid documents March 12, 2009
4. Pre -Bid Conference March 16, 2009 at 9:00 A.M.
5.Receipt /Opening of bids March 26, 2009 at 10:00 AM .

The BAC will issue Bidding Documents only to bidders declared by the BAC to be eligible for the bidding upon payment of non-refundable amount stated above to the DPWH, ZN Ist Engineering District, Sta. Isabel, Cashier.

Eligible contractors shall submit their duly accomplished price proposal (1st Envelope-Technical Proposal and 2nd Envelope-Financial Proposal) addressed to the Chairman, BAC Department of Public Works and Highways Zamboanga del Norte 1st Engineering District, Sta Isabel Dipolog City, not later than 10:00 A.M. on March 26, 2009 .

The DPWH Zamboanga del Norte 1st Engineering District, Sta Isabel Dipolog City assumes no responsibility whatsoever to compensate or indemnify the bidder for any expenses incurred in the preparation of the bids.

Yah, makapawala sa kakapoy ang boulevard natoh and thankful tah kay nice atong sunset hehehe coz we're facing the westside of the globe..Hehe...Every late afternoon daghan mga tourists sa boulevard kay always nila giabangan ang sunset, some of them professional photographer...

Wow, nice info sir. Expert ka talaga sa mga tanim. Ask ko lang, makaresist kaya to sa init ng boulevard pagtanghali kasi yung unang tinanim na tree sa 1st phase ay nalanta at namatay ang iba pero di ito yon na klase?

nyi, di ako expert may alam lang konte hehe, wala pa nga ako license to be a landscape architect. hmmm yes makaka lessen talaga yan ng init but nasa 30-40% lang, bagay talaga ang palms sa boulevard di kasi nababasag ang pavement unlike other trees, pati sa philippines recommended talaga ang tropical landscaping.

anong puno pala ang tinanim sa 1st phase? baka ni uproot un or hindi diniligan ng tama. di din kasi basta-basta mag tanim lang.

uy wag naman sir tawag sakin parang matanda talaga ako :lol:

hmmm actually ok na ung boulevard ng dipolog, simple is easier to maintain. but yup mas maganda talaga ung madaming kulay na naga incorporate sa boulevard, maganda kung may mga bromeliads sa may baba ng palms basta alive ang dating additional lighting, lagyan na rin ng mga amenities like observatory deck, pero d din sobra para hindi ma block ung view ng sunset.
pero syempre this will really cost a lot, ang alam sa tingin ko ang royal palms na tinanim jan is 3000-5000+ ang isa ata, palm palang mahal na talaga.

Taas man gd pud kaayo ang boulevard sa Dipolog...D more gasto kay taas...Mahal rabah jud ang royal palm trees...

Dipolog City (July 5) -- Finance Secretary Margarito B. Teves has vowed to facilitate the release of loans for the implementation of important projects in this city.

This was the assurance aired by Secretary Teves before a group of local media practitioners in a press conference during his visit here this weekend.

"I will try to facilitate the release of loans for use in the implementation of important projects in Dipolog that at least I can help the place where I was born while I am still the secretary of finance," said Teves in the press conference.

The city government of Dipolog is now pushing for the completion of its foreshore development project through a loan from the LOGOFIND under the auspices of the Department of Finance headed by Teves.

Teves found it awkward that he has not yet facilitated any financing for his native place, adding that "now is the opportune time."

Teves, who once served as president of the Land Bank of the Philippines (LBP) before his appointment as finance secretary, disclosed that the LBP-Dipolog branch has billions of pesos in deposit and yet only about P300,000.00 has been made use of by local borrowers. He, therefore, urged local entrepreneurs to avail themselves of bank loans for their businesses to help improve economic activities in the locality.

As regards the country's economic condition, Teves described it as "improving," as a result of a positive balance of payment in the export-import activity. "Today there is more of money inflow than outflow resulting from RVAT implementation and less borrowing," Teves declared.

Teves also cited the yearly decrease in the national budget deficit, which he said "is a good sign or a positive indicator." "In fact, most rating agencies saw the Philippines as stable," he added.

Teves was one of the four recipients of "Pangadlaw Awards," the highest award given to individuals, groups or institutions that excel in their respective fields/services either in the national or international scene. The recognition was given on the eve of the 93rd founding anniversary celebration last July 1. (PIA)

At the cabinet meeting held at the Phividec Industrial Park in Tagoloan, Misamis Oriental, the President welcomed the completion of 14 major infrastructure projects worth P 15 billion in Mindanao but asked for the swift implementation of 27 ongoing projects at the end of the year.

Mrs. Arroyo said the infrastructure projects would help improve agricultural production and spur economic development in the south, often saddled with insurgency and other security problems.

During the cabinet meeting, Chief Presidential Legal Counsel Jesus Dureza made a presentation on the status of and achievements in infrastructure and other projects in the Mindanao Super region, the country’s agribusiness center.

Among the ongoing projects targeted for completion in 2009 are the P 3.96 billion Sibuco-Sirawai-Siocon-Baliguan road; P 504 million-Dinagat Island road; P 367 million Dapitan-Dakak road; P 3.65 billion Kapalong-Talaingod road; P 363 million Iligan City circumferential road; P 90 million Hawilian-Salug-Sinakungan barangay road; P 2.73 billion Central Mindanao road; P 891 million Surigao-Davao Coastal Road; P 1.175 billion Surigao-Davao coastal road; P 7.83 billion Laguindingan airport development project; P 478 million Dipolog Airport development project; P 215 million Ozamiz Airport development project; P 428 million Zamboanga airport development project; P 379 million Pagadian airport development project; P 600 million Cotabato Airport project; and the P 700 million Butuan airport.

These projects include the 210-mw Mindanao Coal-fired Power Plant in Tagoloan, the 950-kv Photovoltaic Power Plant in Cagayan de Oro City, the Diosdado Macapagal Bridge in Butuan City, the Manay-Mati Road section of the Surigao-Davao Coastal Road, port development projects in Davao City and Cagayan de Oro City and the upgrading of provincial and district hospitals.

Completed under the hospitals upgrading program were the Dr. Jose P. Rizal Memorial Hospital in Dapitan City, the Zamboanga del Norte Provincial Hospital, the Zamboanga del Sur General Hospital, the Mindanao Central Sanitarium and Camp Navarro General Hospital in Zamboanga City, the Basilan General Hospital and the Compostela Valley District Hospital.

“By the end of the year, more roads, airports, irrigation projects, and farm-to-market roads are expected to be completed,” Dureza said.

Dureza said these infrastructure projects would boost business activities, reduce transport costs and travel time, and generate employment. So far, he said investments have increased in the third quarter of 2008, registered at P12.90 million which generated 9,298 jobs.

Dureza said these developments will enable Mindanao to further increase its capacity to contribute to the country’s agricultural and fishery production, as well as hike or at least maintain Mindanao’s GDP share of 17.7 percent.

Among the challenges to the economic development in Mindanao are poorest provinces, low literacy rate and peace and order problem, according to Dureza.

Six of the 10 poorest provinces in the country are located in Mindanao, namely Tawi-Tawi, Zamboanga del Norte, Maguindanao, Surigao del Norte, Lanao del Sur, and Misamis Occidental. Also, 19.2 percent of families in Mindanao are considered food-poor.

Other super regions being developed by the Arroyo government are the North Luzon Agribusiness Quadrangle (NLAQ), the Luzon Urban Beltway, Central Philippines, Mindanao as the Agribusiness center of the south and the Cyber Services Corridor.

Investments in infra projects boost Central Philippines tourism

Boracay, Malay, Aklan (11 March) -- Tourists have yet to savor the best of Central Philippines, the country's tourism belt.

The government is putting in place more infrastructure projects to push the tourism program and make the said super region comprising the Bicol and Visayas regions and Romblon, Palawan, Bohol, Dipolog, Camiguin and Siargao more alluring to tourists.

At least 34 infrastructure projects have been introduced by the government in Central Philippines as investments that would lure more visitors to see the country's tourist attractions. The government has earmarked P44.344 billion for these projects.

Secretary Joseph Ace Durano of the Department of Tourism (DOT) reported on the status of these projects during the joint Cabinet economic cluster-National Anti-Poverty Commission (NAPC) meeting held March 3 in this island famed worldwide for its powdery-white sands and crystal-clear waters.

Among the completed projects are the New Iloilo Airport of international standard, Silay Airport in Negros Occidental (also of international standard), and Bohol Circumferential Road.

The ongoing projects include the Southern Luzon International Airport Development in Bicol, Kalibo and Caticlan airports in Aklan, and 3 airports in Palawan.

Malacañang said these investments will further encourage more domestic and foreign visitors to see our best beaches and destinations. In fact, the new airports have enabled the airline companies to offer new international flight connections to the growing number of tourists.

Moreover, a total of P8.1 billion worth of projects are invested by the private sector in the super region. Tourist will now be able to enjoy new resorts such as the Imperial Palace Waterpark and Spa in Cebu, Shangri-la Boracay Resort and Spa, Amanpulo Pamalican Island in Palawan, and Misibis Resorts Estates and Spa in Albay.

Foreign visitor arrivals in this super region have an average annual growth rate of 10.6 percent. The Philippines continued to post a positive growth rate in the tourism industry when its neighboring countries posted otherwise due to the global economic crisis.

Tourist arrivals in the Philippines rose by 1.5 percent to a record 3.14 million in 2008, despite the global financial crisis, the DOT said.

It attributed the rise partly to a big increase in arrivals from European markets such as Russia, up 34 percent in 2008, and France, up 18.7 percent.

The department also cited the opening of chartered flights from Shanghai, Nanning, Guangzhou and Kunming in China, as well as Taipei and Kaohsiung, for bringing more visitors from China and Taiwan.

South Korea topped the number of arrivals with 611,629 in 2008, up 19.48 percent from the 2007 figure, while the US was second with 578,246 arrivals, up 18.4 percent, the department said in a statement.

Tourism accounts for 6.2 percent of the country's gross domestic product (GDP). (PIA\PMS)

Mindanao lawmakers on New Year's Day urged President Gloria Arroyo to allocate a budget for the construction of the first Mindanao Railways System.

Speaker Prospero Nograles said the railway system could be the missing link in bringing long-lasting peace to war-torn areas of Mindanao.

After assuming the number four post in the government, Nograles, the first Speaker to hail from Mindanao, vowed to pursue the Mindanao Railways System project as a vital part of President Gloria Arroyo’s long-term development plan to realize development in Mindanao.

“We are not sleeping on our people’s aspirations,” he said, citing an updated report on the bidding process for the conduct of railway feasibility studies for the Mindanao Railways System made by Department of Transportation and Communications Undersecretary for Railways Guiling Mamondiong.

Nograles said besides President’s support, the House of Representatives is working hard to realize this long-overdue program to provide Mindanao a “reliable, efficient and viable” transportation network.

He cited five separate but similar bills filed by Representatives Sonny Angara of Aurora, Antonio Cerilles of Zamboanga del Sur, Raul Gonzalez Jr. of Iloilo, Rufus Rodri*guez of Cagayan de Oro City, and Pedro Romualdo of Cami*guin, all seeking to establish a Mindanao Railways Authority.

All these measures are under urgent consideration and being consolidated by the House Committee on Transportation chaired by Rep. Monico Puentevella of Bacolod City in coordination with the committee on Government Enterprises and Privatization headed by Rep. Felix Alfelor Jr. of Camarines Sur and the Committee on Mindanao Affairs chaired by Rep. Datu Pax Mangudadatu of Sultan Kudarat.

Angara, the House deputy majority leader, in his House Bill 158, proposed the creation of the Mindanao Railways Corp., saying “Mindanao has long been a neglected area, and this had caused unrest, resentment, even rebellion from some native groups. We have to reverse this if we want to achieve peace and progress not only in Mindanao but in the entire country as well.”

He said the proposed railroad, which would crisscross Mindanao, if passed into law, “ will accelerate economic activity, immensely benefiting the traders and businessmen.”

The railroad will hopefully connect the various urban centers and provincial capitals in Mindanao such as Davao City, Iligan, Cagayan de Oro, Zamboanga City, Cotabato City, Marawi, Pagadian, Dipolog and other potential areas of development.

On the other hand, Iloilo City’s Gonzalez even went further to propose a “super body” to exercise control and supervision over the Philippine National Railways, Light Railway Transit authority, Panay Railways, North Luzon Railway Corp. and all other railway offices existing in the country today, including the proposed Mindanao Railways Corp.

In a November 5 report to the Speaker, Usec. Mamondiong said that since August 2008, the bidding process for the conduct of the railway studies for the Mindanao Railway System had started the revision of the feasibility study for the Cagayan de Oro-Iligan Corridor segment; Pre-feasibility study for the Cagayan de Oro-Davao-General Santos line; technical assessment for the Iligan-Zamboanga section; and strategic Railway Development Plan for Mindanao.

Mamondiong also told Nogra*les that the strategic Railway Development Plan for Mindanao, including the pre-feasibility study for the Cagayan de Oro-General Santos segment and the Technical Assessment for the Iligan-Zamboanga section would be completed by the 3rd quarter of 2009.-- Sammy Martin

Jalosjos said he is opening a theme park called Gloria’s Fantasyland which will feature interactive rides at an affordable package. It will be known as the Disneyland of the Philippine and is designed for the less privilege so they can experience the amenities without having to go to Hong Kong, Japan or the U.S., he said.

The project will be located next to the Gloria de Dapitan entertainment complex, Jalosjos said. A bank is lending him the money since it sees the viability of the project and has initially approved P500 million, he added.

Raymund Tejada, employee of the Gloria de Dapitan entertainment complex, said the fantasyland will feature brand new imported rides like the giant roller coaster, mini train, choco cup ride, midi flume ride, carousel, Apollo, bumper car rides, horror house, swinger, among others including those not found in the Philippines like interactive rides such as happy journey, telecombat, fight shark and world of war.

The Gloria’s Fantasyland will open last week of April and has a project cost of about P2 billion, he said. Its construction was started middle of 2008 and is now about 90 percent complete, he added.

Jalosjos said he is also putting up a four-star 12-storey hotel with 360 rooms in the last quarter of this year. He said it will be called the Casa Real Hotel in honor of the house of national hero Dr. Jose Rizal. The construction will run for 24 months and its project cost is about P1.2 billion including the furniture, he added.

Arroyo urged to allocate budget for Mindanao Railway System

Mindanao lawmakers on New Year's Day urged President Gloria Arroyo to allocate a budget for the construction of the first Mindanao Railways System.

Speaker Prospero Nograles said the railway system could be the missing link in bringing long-lasting peace to war-torn areas of Mindanao.

After assuming the number four post in the government, Nograles, the first Speaker to hail from Mindanao, vowed to pursue the Mindanao Railways System project as a vital part of President Gloria Arroyo’s long-term development plan to realize development in Mindanao.

“We are not sleeping on our people’s aspirations,” he said, citing an updated report on the bidding process for the conduct of railway feasibility studies for the Mindanao Railways System made by Department of Transportation and Communications Undersecretary for Railways Guiling Mamondiong.

Nograles said besides President’s support, the House of Representatives is working hard to realize this long-overdue program to provide Mindanao a “reliable, efficient and viable” transportation network.

He cited five separate but similar bills filed by Representatives Sonny Angara of Aurora, Antonio Cerilles of Zamboanga del Sur, Raul Gonzalez Jr. of Iloilo, Rufus Rodri*guez of Cagayan de Oro City, and Pedro Romualdo of Cami*guin, all seeking to establish a Mindanao Railways Authority.

All these measures are under urgent consideration and being consolidated by the House Committee on Transportation chaired by Rep. Monico Puentevella of Bacolod City in coordination with the committee on Government Enterprises and Privatization headed by Rep. Felix Alfelor Jr. of Camarines Sur and the Committee on Mindanao Affairs chaired by Rep. Datu Pax Mangudadatu of Sultan Kudarat.

Angara, the House deputy majority leader, in his House Bill 158, proposed the creation of the Mindanao Railways Corp., saying “Mindanao has long been a neglected area, and this had caused unrest, resentment, even rebellion from some native groups. We have to reverse this if we want to achieve peace and progress not only in Mindanao but in the entire country as well.”

He said the proposed railroad, which would crisscross Mindanao, if passed into law, “ will accelerate economic activity, immensely benefiting the traders and businessmen.”

The railroad will hopefully connect the various urban centers and provincial capitals in Mindanao such as Davao City, Iligan, Cagayan de Oro, Zamboanga City, Cotabato City, Marawi, Pagadian, Dipolog and other potential areas of development.

On the other hand, Iloilo City’s Gonzalez even went further to propose a “super body” to exercise control and supervision over the Philippine National Railways, Light Railway Transit authority, Panay Railways, North Luzon Railway Corp. and all other railway offices existing in the country today, including the proposed Mindanao Railways Corp.

In a November 5 report to the Speaker, Usec. Mamondiong said that since August 2008, the bidding process for the conduct of the railway studies for the Mindanao Railway System had started the revision of the feasibility study for the Cagayan de Oro-Iligan Corridor segment; Pre-feasibility study for the Cagayan de Oro-Davao-General Santos line; technical assessment for the Iligan-Zamboanga section; and strategic Railway Development Plan for Mindanao.

Mamondiong also told Nogra*les that the strategic Railway Development Plan for Mindanao, including the pre-feasibility study for the Cagayan de Oro-General Santos segment and the Technical Assessment for the Iligan-Zamboanga section would be completed by the 3rd quarter of 2009.-- Sammy Martin

ZestAir is planning to have its Zambo-Caticlan route.. If i were you contact the ZestAir office through their webpage, sa www.zestair.com.ph, who knows papakinggan keo ng heads ng ZA. hehe... The more the merrier.. uu nga, dpat have na Dip-Dav, then next Zam-Dip na rin, using PaLExpress turbo-prop, para kung mag party tyo sabay, dali na lng... yeeha!! :dance:

Kulang paman og fleet ang Zest Air. They only have 4 MA60 and 2 Airbus A320-232 unya grabe kadaghan ila gusto sudlan ga route. I'll try soon to suggest this to them if may news na sa ila another fleet expansion.

Jalosjos said he is opening a theme park called Gloria’s Fantasyland which will feature interactive rides at an affordable package. It will be known as the Disneyland of the Philippine and is designed for the less privilege so they can experience the amenities without having to go to Hong Kong, Japan or the U.S., he said.

The project will be located next to the Gloria de Dapitan entertainment complex, Jalosjos said. A bank is lending him the money since it sees the viability of the project and has initially approved P500 million, he added.

Raymund Tejada, employee of the Gloria de Dapitan entertainment complex, said the fantasyland will feature brand new imported rides like the giant roller coaster, mini train, choco cup ride, midi flume ride, carousel, Apollo, bumper car rides, horror house, swinger, among others including those not found in the Philippines like interactive rides such as happy journey, telecombat, fight shark and world of war.

The Gloria’s Fantasyland will open last week of April and has a project cost of about P2 billion, he said. Its construction was started middle of 2008 and is now about 90 percent complete, he added.

Jalosjos said he is also putting up a four-star 12-storey hotel with 360 rooms in the last quarter of this year. He said it will be called the Casa Real Hotel in honor of the house of national hero Dr. Jose Rizal. The construction will run for 24 months and its project cost is about P1.2 billion including the furniture, he added.

Dipolog City, Zamboanga del Norte — Zamboanga del Norte Gov. Rolando Yebes reported that the province has gained growth in socio-economic activities during the past 12 months of his administration.

The disclosure was made during his “state of the province address,” last Monday, which was attended by top government officials of the province including legislators, civic leaders, members of the academe, judiciary and leaders of non-government organizations (NGOs).

The governor said that the tourism industry of the province is bright and very promising and will continue to play a significant role in the development of the tourism industry here.

Just last week, he said the Casino in Dakak was opened, primarily envisioned to draw more tourists to Dapitan City and to the province, particularly those coming from the neighboring countries of Indonesia, Malaysia, Taiwan, Hong Kong and China.

Once this happens, the ripple effects will be extremely rewarding to the local economies in the province, in terms of taxes, creation of job opportunities, food production and processing, and expansion for the better of the utilities sector, the governor explained.

On the aspect of livelihood, the governor said that the effective implementation of the ZNLAP has been firmed up to conform to the Commission on Audit Circular No. 2007-001.

as far as I can remember, it was on march 3-4 2007... When me along with other Histo204 class students had a tour of Dipolog-Rizal Park in Dapitan-Dakak, back in my junior year.. :)

Ang CASA REAL Hotel can be a 5-star hotel if naa siyay white sand beach or swimming pool. Not sure though sa pool though puro makataban xya to raise the rating of the hotel by 1 star. :-)
