Airport upgrade projects in Western Mindanao speeded up

Pagadian City (1 July) -- Priority infrastructure projects in Western Mindanao that are intended for greater connectivity in the region is picking up pace as airport upgrade projects are set for completion by the end of the year.

Data from the Regional Infrastructure Monitoring Report of the Mindanao Economic Development Council (MEDCo) shows that three (3) airport upgrade projects under the Mindanao Super Region (SMR) are nearing completion.

Key government agencies are also set to meet here today for the 12th Mindanao Super Region Inter-Agency Meeting to discuss the status of the said projects along with other priority infrastructure projects in Mindanao.

The Php 379.46-Million Pagadian Airport development project involves the upgrading and rehabilitation of airport facilities like the runway, taxiway and airport building.

Expected to be completed by December 2009 are the project components on extension of runway and apron, rehabilitation of terminal building, construction of administration and powerhouse buildings, perimeter fence and air navigational facilities.

Upgrading of the Php 478.05-Million Dipolog airport is also underway with the components including the asphalt overlay of runway and extension, shore protection, rehabilitation of terminal and fire station buildings as well as air navigational facilities.

"By fast tracking the upgrading our airports, we would be able to improve our connectivity with the rest of the country. This would lead to more economic activities and generate employment and business opportunities for Mindanao," said USec. Virgilio Leyretana, Sr. MEDCo Chair and MSR Deputy Development Champion.

He added that the rehabilitation and construction of airport facilities will contribute to the safe and efficient airport operations as well as ensure safer and smoother landings.

The airport development projects are being implemented by the Department of Transportation and Communication (DOTC) in close coordination of the Civil Aviation Authority of the Philippines (CAAP) under the MSR development strategy.

To date, eight projects have been completed from the 35 infra projects identified under the MSR. Recently, the flood control component of the Lower Agusan Development Project has just been completed and included in the MSR roster.

This include the 210 MW Mindanao Coal-fired Power Plant also located here, the 950 KV Photovoltaic Power Plant in Cagayan de Oro, the Diosdado Macapagal Bridge in Butuan City, the Manay-Mati Road Section of the Surigao-Davao Coastal Road, the port development projects in Davao City, Camiguin and Cagayan de Oro City, as well as the upgrading of provincial and district hospitals.

The MEDCo heads the MSR inter-agency group which is tasked to consolidate the updates of the various Mindanao Super Region projects and lobby for the fast-tracking of these projects.

Under the Super Region strategy, Mindanao’s strong potential to become the country’s agribusiness center is being developed and harnessed through major infrastructure support. (MEDCO/PIA9)

Business activities perk up in Zambo Norte, says DTI

Dipolog City (26 June) -- Amid the financial crisis besetting the world today, certain investors have come to put up their businesses in Zamboanga del Norte.

Nick Nacaytuna of the local office of the Department of Trade and Industry (DTI) said in an interview that the POMS Venture Corp. has put up a processing plant for dried mango and mango puree at the Provincial Agri-Industrial Center (PAIC) in Irasan, Roxas, Zamboanga del Norte. Its products are now being sold here and abroad.

An Indian national known as Swadesh Rawat has also showed interest in setting up a dairy plant here. His company, Asia Milk and Cream Inc., is now considering putting the dairy plant either in this city or the neighboring towns.

According to Nacaytuna the business activities in the province have perked up despite the economic downturn that sweeps across the world.

With the favorable peace and order condition in the province more particularly in the cities of Dipolog and Dapitan coupled with the proximity to the markets in the Visayas, more businessmen are expected to come and start investing here. (PIA-ZN)

Dapitan Port elevated to PMO status to attract more travelers PDF Print E-mail

Written by Manuel T. Cayon / Reporter

DAVAO CITY—The Philippine Ports Authority (PPA) welcomed the port of Dapitan City in Zamboanga del Norte as its 24th member, boosting its potential as a historic and tourist destination, mainly the place of exile of Filipino hero Dr. Jose Rizal.

The port of Dapitan in barangay Pulawan will be officially named the newest port management office (PMO) in the country next Wednesday, although its upgrade was already approved last year.

The PPA port district office here said the upgrade was carried through Memorandum Order 2008-D00742R of the Department of Budget and Management dated July 28, 2008.

The Dapitan Port used to be only a terminal management office (TMO) under the jurisdiction of the PMO-Ozamiz City of the Northern Mindanao Port District in Cagayan de Oro City.

Two separate special orders, 2009-128 and 2009-310, of the PPA also transferred the administration of PMO Dapitan to the port district office here.

The PPA would be commemorating its 35th anniversary.

“For us here in Southern Mindanao, this 35th anniversary actually calls for a double celebration as the PPA turns a year older and the birthing of a new PMO in Dapitan is a healthy addition to our already solid organization,” said Port District Office Southern Mindanao manager Abdussabor Sawadjaan.

The symbolic turnover ceremony and assumption of responsibilities by SoMin was tentatively set on July 15 in Dapitan City.

The PPA, meantime, said it would turn environmentalist in this year’s commemoration of its founding, to plant trees in available spaces in its compounds nationwide, or maintain garden plots.

This would serve as a backdrop to its weeklong festivities, that include competition in the designs of trade exhibit booths in Manila, to showcase the landmarks or unique traits of the places where the port district offices were.

The PPA was created under Presidential Decree (PD) 505 on July 11, 1974. This was amended by PD 857 in December 23 the following year to provide for the reorganization of port administration and operation functions in the Philippines.

Among the pioneer batch of employees in 1977 includes Sawadjaan and port managers Christian Santillan of the PMO Davao City, Manuel Albarracin of the PMO General Santos City, and Leonilo Miole of PMO Zamboanga.

“We all have practically grown as a corporate body and as a family who shared both triumphs and trials together,” Sawadjaan said.

The PPA said its weeklong observance includes the gathering in the head office in Manila of all responsibility centers from July 6 to 11, while employees in the rest of the port offices would hold their respective localized events.

Professional achievements of employees would be honored through the agency performance awards for Best Employee, Gantimpala Award, Exemplary Behavior, Ginintuang Gantimpala, Ginintuang Katapatan, Ginintuang Paglilingkod, Best Organizational Unit, Cost Economy Measure, Service and other awards and incentives to qualified nominees.

The awardees will be honored during the culmination rites on July 10 in Manila.

DapitanESS call center opening

APITAN CITY -- A small island in Mindanao has eventually become part of the global market when it officially opened on Tuesday, July 7, a call center of its own.

The new firm, and perhaps the first in the Zamboanga Peninsula Region, is in Dapitan City, Zamboanga del Norte -- Dapitan Exponent Shared Services or DapitanESS, which intends to "offer companies achieve a higher level of customer service satisfaction."

DapitanESS is located inside the Gloria de Dapitan, Sunset Boulevard, in Dapitan City, also known as the Shrine Capital of the Philippines following the exile of the country's national hero, Dr. Jose Rizal, here from 1892 to 1894.

Former representative Romeo Jalosjos, chairman of the board of DapitanESS, said that initially, a total of 35 well-trained agents are ready to render services and another group of 10 will immediately follow because of demands from clients who have manifested entry of their various campaigns into DapitanESS.

"The floodgate is wide open now, and this means that DapitanESS will have to be ready to receive hundreds of campaigns from the global market and, this early, we are already short by 10 (call center agents) to cater to the entry of clientele campaigns," Jalosjos said.

Several clients from Metro Manila graced the opening of the DapitanESS call center, and Jalosjos expressed confidence that the clients will help them tell the world about DapitanESS and its services.

Among the clients who came from Manila were Tarik Khan, Anita Dandan, Agnes Martines, Michael Pili, Cherrie Yung, Evangeline de Guzman, and Barbara Alunan de Guzman, client specialist.

Michael, who has a total of nine campaigns, including online movies, TV ads, and US government grants, among others, vowed to make Dapitan as the next Metro Manila in terms of being the call center capital and manifested his support by bringing all his nine campaigns to DapitanESS.

The others followed suit. Yung, who operates in China and Korea, also vowed to bring her five campaigns to DapitanESS. De Guzman, who runs a loan modification, and Khan, who focuses on writing and accounting campaigns, promised to "tweak the engine of DapitanESS" with their campaigns.

DapitanESS General Manager Anthony Paul Carillo said it is the intention of management to make DapitanESS the biggest in Mindanao even as he said that 250 more clients are to be trained in the next few months to meet their target of 1,000 to 2,000 sitting call center agents.

"Dapitan Exponent Shared Services is a customer-focused Total Full Service Contact Center. We offer high quality, cost effective, business process outsourcing solutions. Our inbound and outbound services are designed to complement our clients' needs by adding value to their business operations, products, and services. We operate 24 hours a day, seven days a week, 365 days a year. This means a full-service support anytime, anywhere. Through us, our clients are able to reach their customers whenever and wherever," Carillo said.

"Dapitan Exponent Shared Services is part of corporation that is establishing the trend and norm of technical superiority in southern part of the Philippines. We are dedicated to spearheading and dominating the expertise not just in the contact center industry but in information technology as well," he added.

"The goal of the company is not simply to deliver solutions but to deliver real value to the business of clients and customers as a whole. Dapitan Exponent Shared Services is committed to give continuous support to the cycle of the business community. We believe in building and enhancing business relationships by dependable and high-quality service at all times. In this vision, we ensure to protect clients' names and convert customers from database entries to loyal customers of client's products. This is the company's view of expanding business opportunities and ensuring growth and profitability," said Carillo.

Services

DapitanESS inbound services include the following: Customer Services/Services Fulfillment, Inquiries/Requests/Complaints Handling, Helpdesk/Technical Support, Order Taking/Message Handling, Reservations/Authorizations, Loyalty and Rewards Programs, and Upselling/Cross-Selling.

Its outbound services are Telemarketing/Telesales, Lead Generation, Appointment Setting, Bills Delivery and Collection Programs, Market Research/Surveys, Anti-attrition/Reactivation of Accounts, Announcement/Advisory/Call/Message Dunning, Product/Service Fulfillment through Delivery Services, and Database Management.

Other Services include Web-enabled Customer Relationship Management Services and Technical Helpdesk, Accounts Management, Complete backroom Operations and Service Fulfillment (including Deliveries), Manpower Support, Integrated Multi-platform Message Delivery - either via POTS (Plain Old Telephony System), through the internet and/or even physical deliveries through couriers, Establishment of information center for private and government institutions, both national and local.

Carillo said those interested may call Tel Nos. +636522136814, Fax: +63 6522136816, US No.: +1.361.288.1488 09:00-17:00 CST. For Application: recruitment@dapitaness.com

Meanwhile, Barbara de Guzman said the local business process outsourcing (BPO) industry is gearing up as the global financial crisis did not take its toll on traditional markets.

According to the results of a recent survey, the BPO sector sees "good to outstanding" prospects for so-called "non-voice" services, she said.
But Filipino call center agents must improve their sales techniques to compete more strongly with outsourcing giant India, according De Guzman.

A report by Call Center Information Philippines, though, showed that the Philippines is poised to overtake India as the world's top provider of BPO services.

De Guzman said the country is the top choice among major American companies for business process outsourcing services in finance, technology, telecommunications, consumer products, and professional writing and accounting.

from davao region thread:
Southern Mindanao port district assumes jurisdiction over PMO-Dapitan

Davao City (14 July) -- Philippine Ports Authority Port District Office-Southern Mindanao (PPA PDO-SoMin) welcomes its newest member: the Port Management Office-Dapitan in Barangay Pulawan, Dapitan City, Zamboanga del Norte in a fitting turnover rite tentatively set within the third quarter of 2009.

No less than President Gloria Macapagal-Arroyo approved of its upgrade as a PMO via the Department of Budget and Management (DBM) in Memorandum Order No. 2008-D00742R dated July 28, 2008 while PPA Special Orders No. 2009-128 and 2009-310 also mandated the transfer of jurisdiction from the PDO-NoMin based in Cagayan de Oro City to the PDO-SoMin which is situated in Davao City. PMO-Dapitan used to be only a terminal port under the PMO-Ozamiz in the Northern Mindanao (NoMin) Port District.

"This is a very positive development for the SoMin District not just in terms of revenue but also in terms of policy–making and regional coordination between our District and Region-IX (Zamboanga Peninsula)." Port District Manager Abdussabor Sawadjaan expressed.

PDM Sawadjaan is a staunch advocate for the upgrading of the port into a PMO to help improve its marketability and development. He also played a major role in the upgrading of Ozamiz terminal port catapulting it to PMO status in 1995 per PPA SO No. 106-95 when he was still the PDM of the NoMin Port District. Ozamiz baseport is now part of PPA's Ten (10) priority ports in congruence with the 2010 corporate vision of meeting international standards in facilities and services.

A PMO is a PPA sub-unit which serves as the baseport of most trade and transport activities and is strategically organized to receive, implement and manage port development projects and budget for administrative/regulatory functions mostly in the regional level. It is headed by a Port Manager who oversees the operations of the baseport, terminals, private and town/municipal ports under its jurisdiction.

Major movants of the transfer are mostly the port community stakeholders who pushed for the swap in port jurisdictions. Prior to the move, there was difficulty in integrating port infrastructure projects since the Regional Development Council (RDC)-IX was coordinating separately with PPA NoMin and SoMin Port Districts for the Zamboanga del Norte and Zamboanga del Sur seaports.

The RDC, it would be noted, is the premier policy-making body in the countryside that serves as the counterpart of the National Economic Development Authority (NEDA) Board at the regional level. It is the key institution that organizes and directs all economic and social development endeavors in the region. It also acts as a forum where local community initiatives can be integrated with national development agenda.

"We know that Dapitan is a historical port known for its strong association with our national hero Dr. Jose Rizal's exile in Mindanao and PPA wants to capitalize on that fact as a launching pad for more linkages for both domestic and foreign routes later." PDM Sawadjaan added.

PMO-Dapitan is a Roll On-Roll Off (Ro-Ro) capable port which serves as the final point of the Western Nautical Highway that traverses Dumaguete, IloIlo, Mindoro and Batangays. The Western Nautical Highway, along with the Central and Eastern Nautical Highway, compose the Strong Republic Nautical Highway (SRNH) flagship project of the President Gloria Macapagal-Arroyo which was launched in 2003 which provide the proper connectivity of Luzon to the rest of Visayas and Mindanao, and vice versa, with an average travel time of only four hours between stopovers. It bridges the country's 7, 107 islands through the RoRo Terminal System (RRTS).

By establishing strategic links, the SRNH aims to: 1) Reduce cost of inter-island transportation; 2) Support agro-fisheries modernization and food security program; 3) Enhance tourism, transportation and commerce; 4) Encourage private sector participation in the RRTS facilities. With all these advances, then Dapitan terminal port, per PPA statistical records, has been able to cater to an annual average of 24, 955 passengers and 276, 370 MT in cargoes for the past five years and is poised to increase traffic strategically for the next decade.

A technical team from PPA SoMin was sent in May to June 2009 to Dapitan, Zamboanga del Norte to orient present and prospective staff on mostly the administrative and operational duties and responsibilities as a PMO. From there until the formal turnover ceremony, it is all systems go for this new SoMin baseport.

Jalosjos firm opens call center outfit in Dapitan

ZAMBOANGA CITY — After opening a theme park last May, the Jalosjos clan has opened a contact center facility, also in Dapitan City.

In a telephone interview, Anthony Paul C. Cerillo, general manager of the Dapitan Exponent Shared Services, said the new firm plans to hire up to 500 employees within this year to fill up the call center’s seats.

"We want to put the name of Zamboanga Peninsula on the map of BPO (business process outsourcing)," he told BusinessWorld in an interview.

The company started to operate a 35-seat "outbound" call service last Tuesday, and would open a 130-seat "inbound" operation in the next two weeks.

The call center is located in the more than seven-hectare Gloria de Dapitan Park, which also houses the P200-million Fantasyland Theme Park, in Dapitan City.

Completion of Road, Airport Projects Seen to Boost Zambo Norte Tourism
July 28, 2009

DAPITAN CITY — As the completion of major road and airport projects in Zamboanga Del Norte is seen critical in boosting tourism, the improvement and rehabilitation of the Dapitan-Dakak Road and Dipolog Airport are now being fast-tracked to provide greater access to the region’s famous tourist attractions by yearend.

Data gathered during MEDCo’s recent project monitoring visit to Super Region projects in Mindanao show that that the Php 309.5-million Dapitan-Dakak road project is now 72.8 per cent complete.

As of April this year, around 92.6 percent of the Php478.05-million worth of improvement projects committed for the Dipolog Airport has also been implemented.

Both projects are expected to be completed by the end of the year.

“The completion of this infrastructure will significantly improve the tourism in the province and will make the tourist destinations more accessible,” said Atty. Allan Ranillo, Zamboanga del Norte Regional Tourism Council Chairman.

http://mindanao.com/blog/wp-content/uploads/2009/07/Dapitan-Dakak-JUN.jpg

He added that with the opening of the saiDapitan-Dakak-JUNd road project, stakeholders will expect a surge in tourism activities particularly with the opening up of more tourism establishments and investments in the putting up of beach resorts.

James Eldridge Adraincem, Regional Director of the Department of Tourism (DOT) said that the completion of the road project will add on to the region’s booming tourism industry, noting that tourist arrivals have increased from the average number of 4,000 from 2004-2007 to 60,000, or almost 200 percent, in 2008.

Famous for the world-class Dakak beach resort and the 16-hectare Jose Rizal Shrine, the region now adds the recently-inaugurated Gloria’s Fantasyland, Mindanao’s first theme park and second largest in the entire country, to its roster of must-visit tourist locations.

Also located in the region is the 138-year old St. James Church and the entertainment center called Gloria de Dapitan, which features the region’s own version of Sunset Boulevard.

“The completion of these critical infrastructure projects in Zamboanga del Norte is seen to provide greater accessibility and connectivity of the region with the rest of Mindanao. It will also boost its tourism potentials, especially with the rich cultural heritage of this region,” said Usec. Virgilio L. Leyretana, Sr, Chair of the Mindanao Economic Development Council (MEDCO) and Deputy Development Champion for the Mindanao Super Region (MSR).

Four of the seven segments of the Dapitan-Dakak Road Project are now complete with three segments underway. The completed segments are the Php30-million Bagting-Talisay Section, the Php20-million Talisay-Sto. Niño Section, the Php50 Million Taguilon-Dakak Section Phase1 and Php20 Million Phase 3.

Engr. Veronico Micarandayo, Assistant District Engineer of DPWH-3rd Engineering District in Dapitan, said that the department committed to finish the project by December 2009. However, he said that the project needs an additional Php58 million to undertake the gaps along the road sections.

Meanwhile, out of the 10 improvement projects for the Dipolog Airport, five are now completed and one project is ongoing, while the remaining four projects still at the preconstruction stage. The ongoing project involves the extension of runway, construction of perimeter fence and continuation of shore protection.

Erlinda Delos Reyes, Dipolog Airport Manager said that the ongoing shore protection should be completed as soon as possible to prevent outsiders as well as stray animals from entering the airport perimeter.

The Dapitan-Dakak Road and Dipolog Airport Development Projects are among the 38 projects under the Mindanao Super Region. Nine out of the 38 MSR projects have been completed so far.

These include the Php11.285-billion 210-MW Mindanao Clean Coal-fired Power Plant in Tagoloan, Misamis Oriental, the Php218-million 950 KV Photovoltaic Power Plant in Cagayan de Oro, the Php2.1-billion Diosdado Macapagal Bridge in Butuan City, the Php984.121-million Manay-Mati Road Section of the Surigao-Davao Coastal Road, the Php90 Million Hawilian-Salug-Sinakungan Road of Agusan del Sur, the Php 453.04-million Davao port development project, the Php 608.06-million Cagayan de Oro port development project, the Php74.82 Million Balbagon Port Improvement Project in Camiguin, Mambajao and the Php 2.616-billion flood control component of the Lower Agusan Development Project in Butuan City, as well as the completion of 13 out of 15 hospital upgrading projects.

The Zamboanga West Coast Road

Good roads encourage movement of products, goods and services and this is what the Department of Public Works and Highways is doing. One of the top priority projects of DPWH is the development/improvement of Zamboanga West Coast Road, a State-of the Nation Address (SONA) commitment of President Gloria Macapagal Arroyo which will complete the circumferential road in Zamboanga Peninsula. The Zamboanga West Coast Road Improvement Project traverses the municipalities of Sirawai, Sibuco and Siocon in Zamboanga del Norte. Work involves new road opening/widening, improvement through gravelling and concrete paving. Its improvement will particularly give comfort to the traveling public and make the road passable in all weather condition. DPWH Secretary Hermogenes E. Ebdane Jr. has instructed DPWH Region 9 officials to regularly conduct coordination meeting with all project contractors and DPWH project personnel to thresh out problems in project implementation. Undersecretary Rafael C. Yabut, in-charge of DPWH operations in Visayas and Mindanao, emphasized the need for DPWH Region 9 and Zamboanga Del Norte 2nd Engineering District to constantly monitor the project to ensure that the highest standard of quality in construction as set by the Department is followed by the contractor. OIC-District Engineer Alexander Duhig of the DPWH Zamboanga Del Norte 2nd Engineering District Office said that completion of Zamboanga West Coast Road will lessen problem with peace and order as so-called lawless elements can be easily neutralized by police and the military because of better road access. “With products and services becoming more easily available, people would not be chaotic. It is natural that when people are hungry, they don’t have the peace of mind”, added Engr. Duhig.

DPWH IMPROVES DAPITAN-DAKAK ROAD IN NORTHERN ZAMBOANGA
http://www.dpwh.gov.ph/news/img/08/dakakdapitan.jpg

The Department of Public Works and Highways continuous to provide significant contribution to President Gloria Macapagal Arroyo administration’s socio-economic development program for Mindanao through the improvement of infrastructure facilities. DPWH Secretary Hermogenes E. Ebdane, Jr. said that the Department is vigorously pursuing the implementation of various road improvement projects as pronounced by the President during her State-of-the-Nation Address (SONA) to improve living condition and boosts tourism. DPWH Undersecretary Rafael C. Yabut, in-charge of Visayas and Mindanao operations, said that foremost to the list of SONA project in northern tip of Zamboanga Del Norte is the improvement of Dapitan City-Dakak Road along Dapitan-Dakak-Rizal Coastal Loop Road, the only road access to the two (2) tourist spots of Dapitan City, namely: the historic Rizal Shrine and the world class Dakak Park and Beach Resort. According to DPWH Region 9 Assistant Director Hadji Madsmo Hasim, they are closely monitoring construction works being undertaken by contractors to ensure quality completion based on plans and specifications as directed by the Secretary Ebdane. “We had instructed the DPWH 3rd Zamboanga Engineering District Office to closely supervise the project and report or immediate address any concerns”, said Madsmo. DPWH 3rd Zamboanga Del Norte OIC-District Engineer Elnora Gongob reported that the road project under various phases has a total length of 10.795 kilometers, with the Talisay-Sto. Niño Section almost 70 percent completed and accomplishments expected to pick up as weather condition improves. The coastal loop of Dapitan-Dakak, aside from the tourist attraction, traverses an area rich in marine products and the improvement works will provides a wider market through accessible road. Dapitan City evokes fond memories of national hero Dr. Jose P. Rizal and a ten (10) hectares of land in Talisay has been reserved thru proclamation of then President Manuel L. Quezon to what is presently known as Rizal Shrine where life and career of the greatest Filipino martyr was spent. On the otherhand, Dakak Park and Beach Resort attracts tourists worldwide in all seasons because of scenic environment.

RALLY BATOK MAYOR MACIAS GIPAMOLITIKA NILA NI CONG. LABADLABAD UG AMATONG

Logoy Decierdo, Chief of Staff ni Congressman Labadlabad.

“Unsa may labot nila ni Amatong, Gudmalin ug Logoy nga taga Manukan nga dili man sila taga Sinda-ngan.

Dili man pod mo-release ug kuwarta ang bangko ug walay makitang agi ang contractor, so, unsaon man pag-ingon nila nga among gamiton kanang kuwarta sa eleksiyon.”

“Iya kong gipersonal ug daut. Unsa may labot niya nga dili man siya taga Sindangan.

(Joel Ello) (The New Nandau, Vol. XVIII No.47)

With the recent completion of the asphalt overlay of the Dipolog airport runway (as shown here) and the targeted completion of the Dapitan-Dakak road, transport connectivity in Zamboanga del Norte will likely increase, leading to more business and tourism activities in the region. The shoreline protection and construction of perimeter fence for the airport is also underway. One of the major Mindanao Super Region projects, the Php478.05-million worth of improvement projects for the Dipolog airport is 92.6 percent implemented as of April, based on recent data from the Mindanao Super Region project monitoring visit. BIR Dipolog exceeds tax collection target

Dipolog City (4 August) -- The district office of the Bureau of Internal Revenue (BIR) based in this city reported this week that it has exceeded its tax collection target for this month.

According to Rudy Suello, administrative officer of the local BIR office here, the district office has a revised collection target pf P45.7 million for July this year. Suello, however, is optimistic that the district "will still exceed its tax collection compared to the same period last year."

"If all the reports from our tax collection agents in the municipalities shall have arrived, we will know then how much our excess be," Suello explained.

It was learned that the district has already collected P34.9 million this month while waiting for the reports from the municipalities. In July 2008, the district office had only collected P31 million.

Revenue district officer Cres Agad disclosed that the infrastructure projects implemented in the province have been a contributory factor to the rise in tax collection.

Road construction projects have been going on in the province particularly in the first and third districts where President Arroyo's SONA projects are being implemented. (PF/PIA-ZN)

Dipolog bottled sardines processors bag 2009 Presidential citations for best practices

Dipolog City (4 August) -- The In-glass Sardines of Dipolog Association (ISDA), an organization of bottled sardines processors here was recently chosen as the recipient of the 2009 Presidential Citations for best practices for improving productivity and efficiency.

This was learned from Engr. Noel Bazan, provincial director of the Department of Trade and Industry (DTI) in Zamboanga del Norte.

Engr. Michael Cases, president of ISDA and Director Bazan personally received the award from President Gloria Macapagal-Arroyo in Manila last month.

Bazan said, "it's a great achievement for ISDA as it bested other small and medium enterprises (SMEs) nationwide," and this is the third national recognition received by the association. The first was the Model Provincial Cluster Award in 2007 given by the Export Development Council and the other was the Outstanding OTOP award in 2008.

Bazan also disclosed that the convergence of the different government agencies and private sector through the One Town, One Product (OTOP) program contributed so much to the success of the bottled sardines industry in the province.

Bottled sardines processing is no longer concentrated in Dipolog City but is now spread in other coastal towns of the province.

In a related development, ISDA president Cases will fly to Brunei Darussalam to attend the BIMP-EAGA Business Conference and Trade Expo 2009 on August 5-9 at the International Convention Center, Bandar Seri Begawan.

During the said trade expo, the products of Zamboanga del Norte like bottled sardines, dried mangoes and mango puree which are all HALAL certified will be showcased.

This business trip is an offshoot of the recent award received by the association. "With this, we are hopeful that we can now start to market our HALAL certified products to our Muslim brothers in the BIMP-EAGA region," Bazan stressed. (DTI-ZN/PIA-ZN)

Time synchronization set in Dipolog

Dipolog City (7 August) -- In order to observe the exact time, City Mayor Evelyn T. Uy has recently urged all offices in the city as well as the business establishments to adopt time synchronization.

Based on the agreed timing, the lady mayor requested the general public to adjust their time pieces according to what the radio stations, ZANECO and other channels would broadcast.

The national agencies based in the city, on the other hand, have all agreed to follow and observe the time set for the city. With this, Mayor Uy expects that the public will be better served by both government and private offices. (PF/PIA-ZN)

Maganda to para one united time nalang ang mga Dipolognons.

Investors find Dipolog a good place for business

Dipolog City (18 August) -- Shopping centers with escalators and elevators have started to sprout in this city one after the other, local residents observed.

With the opening of Shopping Center I situated on the second floor of building 1 at the Dipolog public market, the buying public can now enjoy shopping with an elevator ride.

Shopping Center I owner Peter Tan disclosed that the investors were lured to open their businesses in the city like hotels, restaurants and others because of Dipolog’s strategic location and stable peace and order condition.

Dipolog, aside from being the capital of Zamboanga del Norte, is the center of commerce and other economic activities in the province, serving as the gateway to northwestern Mindanao.

The city is also serviced by two airline companies – the Philippine Airlines (PAL) and Cebu Pacific. PAL maintains a daily flight from Manila to Dipolog and vice versa. (PF/PIA-ZN) [top]

Philippine Tourism: Sustaining Growth in a challenging environment

By Lynda B. Valencia

MANILA, Aug. 3 (PNA) -- Tourist arrivals in the top 16 tourism destinations in the country rose 16.5 percent to close to four million in the first semester of 2009.

The Department of Tourism’s (DOT) efforts to maximize opportunities in international markets and encourage greater domestic travel movement provided the impetus to sustain tourism growth in the midst of challenges brought by the global financial crisis and Influenza A(H1N1).

The 16 tourism destinations are Camarines Sur, Cebu, Boracay, Baguio, Davao, Puerto Galera, Bohol, Negros Occidental, Negros Oriental, Ilocos Norte, Masbate, Camarines Norte, Puerto Princesa, Legaspi, Catanduanes, and Sorsogon.

The feat is attributed to the substantial increase in domestic tourism by 20 percent in the second quarter of 2009, which enhanced the business and investment confidence in the sector in the first half of the year.

The changing lifestyle and travel pattern of more Filipinos and Philippine residents to spend their Holy Week, long weekends and summer/holiday vacation in the various tourist areas of the country also boosted tourist flow.

Foreign arrivals in key destinations also increased by six percent in the first half of the year despite a decrease of six percent in inbound visitors into East Asia and the Pacific.

First and Second Quarters Tourist Volume of 2009 and 2008

Camarines Sur posted a 52 percent and 260 percent hike in both foreign and domestic arrivals, ranking it as the most visited destination during the first semester with 902,202 tourists.

The investment of the provincial government of Camarines Sur in a wake-boarding tourism product stimulated visitor volume while continuing to bolster demand for more accommodation, tour services and transportation.

The influx of tourists in Camarines Sur also facilitated the expansion of infrastructure and development of tourism related products.

The success of Camarines Sur's initiative serves as a model for other local government units to harness their tourism potentials and optimize local resources to create more economic activity.

Cebu is the second most visited tourist destination with 830,599 visitors, claiming 23 percent share of total arrivals.

Cebu continues to be the top destination for foreign tourists with 321,116 in the first semester. The expansion in air access from major tourist markets, including the new charter flights from Incheon, Busan, Shanghai, Guangzhou, and Kaohsiung as well as increase in room supply, aggressive promotion, public and private sector partnership to diversify the tourism products greatly contributed to the hike in visitor volume to Cebu.

Visitor count in Puerto Princesa and Bohol went up by 63 percent and 16 percent, respectively, as diving, ecotourism, birdwatching, adventure and incentive tourism products were jointly launched by the DOT, LGUs and the private sector.

Increased demand also ushered in more community-based tourism products that increased the availability of product offering and livelihood for local residents.

Other most frequently visited destinations included Boracay (383,813); Davao City (330,247); Puerto Galera (215,755); and Ilocos Norte with 99,747 tourist arrivals.

Enhancing Tourist Products

The increased demand encouraged more entrepreneurs to create new products and experiences for visitors.

The Island Banca Cruises in Cebu has attracted visitors with its differently organized and packaged island hopping tour of the marine sanctuaries of Nalusuan and Gilutungan, the pristine white beach of Pandanon and dive sites of Moalboal.

Kultura Filipino in Intramuros gave tourists an opportunity to acquaint themselves with the Philippine cultural heritage through local dances, music and cuisine. This product also serves as the highlight of the new city tour program for Manila.

Similarly, the Pasig River Cruise had lured back tourists to visit and appreciate the many sights and attractions of Metro Manila. More than a river cruise, the product provides cultural interaction, culinary treat, historical tour and entertainment.

With increased popularity for adventure tourism, spelunking in the Sohoton Caves in Basey, Samar offered visitors with a quaint experience to commune with nature, explore the area’s wonders and promote cultural exchanges.

Cruising along the Golden River of Basey also provided a glimpse of rural and community life amidst the scenery and images of clear waterways surrounded by green vegetation.

The sheer motivation of the municipal government of Danao in Bohol brought a new dimension to adventure tourism and created employment for local people.

The Ecological, Environmental and Educational Adventure Tour (EAT) Danao offers an extreme and exhilarating challenge with its 200-meter plunge, one-km slide, caving, river tubing, rappelling, kayaking and root climbing.

Likewise, the opening of a theme park called Fantasyland in Zamboanga del Norte had boosted tourist arrivals here. The entertainment facility includes interactive rides, shows and activities for foreign and domestic visitors. A 360-room hotel will also be built in the park.

Gauging from the interests of many foreign and domestic visitors to participate in environmental, heritage and livelihood projects, the Hands On Volunteer Vacation Tour Package was launched in Oriental Mindoro, Bohol, Boracay Island, Aklan, Laguna and Batangas.

Trekking, birdwatching, and ecotourism products in Mt. Apo were enriched with new adventure, camping and cultural interaction activities which have drawn more tourists during the summer months.

The 3rd Philippine International Tourism Fair (PITF) in Cebu gave the LGUs and private entrepreneurs a venue to feature these innovative and new tourism products to foreign buyers from the Middle East, China, Hong Kong, Singapore, India, Japan, North America and Canada.

Travel agents from overseas also availed of these latest tourism experiences.

Europe’s biggest long-haul travel group, the Meier’s Weltreisen, had its Far East Live Seminar in Boracay and Manila, participated by 265 officers and member-agents who experienced these new and diverse tourism products, destinations and facilities.

Similarly, 110 top tour wholesalers from Switzerland visited Boracay, Banaue, Bohol, Cebu and El Nido to discover the different products in said destinations.

These have intensified the awareness of available tourism products for the European market.

Pushing Dive Tourism

Based on the survey conducted by the TNS Philippines, the volume of dive tourists in Cebu, Bohol, Palawan, Mindoro Oriental and Batangas grew by 62.8 percent in the first semester this year.

German dive enthusiasts posted 131.9 percent increase while the Koreans dive tourists went up by 104 percent, American (37 percent), Japanese (34 percent), and Chinese (31 percent).

Overall gross receipts from dive tourism in said destinations posted an increase of 52.8 percent to P31 million vis-à-vis P20.2 million in the first half of 2008.

Substantial growth of 82 percent was recorded during the first quarter of 2009. Revenues generated by dive operators in Bohol surged by 195 percent while those in Cebu rose by 69 percent.

At the 17th Marine Diving Fair in Tokyo, the DOT Pavilion attracted more than 20,000 visitors and garnered awards for Best Diving Area, Most Desirable Destination, Best Dive Resort and Favorite Dive Operators for the country and participating dive operators.

The DOT also continued to draw dive tourists in its annual participation in the Golden Dolphin Fair in Moscow which attracted over 23,000 visitors from all the regions of Russia and overseas.

Consolidating Growth for the Second Half of 2009

As tourism facilities and products continue to expand, the DOT anticipates greater growth in tourist arrivals in key destinations towards the end of 2009.

The growing interests among LGUs and private sector to offer innovative tourism experience for visitors will greatly enhance the quality of Philippine tourism products.

DOT foresees that increased investments in accommodation and transportation as well as development of new facilities and destinations will sustain the growth of the sector and position Philippine tourism for the next level of growth spurts as international markets recover from the global economic downturn.
