DAVAO del Norte Governor Rodolfo del Rosario is still the richest governor in Mindanao while Oroquieta City Mayor Jorge Almonte is the richest city mayor as of year end 2007, according to their Statement of Assets, Liabilities and Net Worth (SALN).
Del Rosario’s net worth as of yearend 2007 was P408.94 million. In 2003, his net worth was P302.44 million, up from P302.02 million as of year end 2002.
Del Rosario did not run for a third term in 2004. He fielded in his stead, Tagum City mayor Gelacio Gementiza who ranked fifth richest among the 22 city mayors who filed their SALN for 2003.
Del Rosario ran again for governor in 2007.
The second richest governor in Mindanao is Bukidnon’s Jose Ma. Zubiri who declared a net worth of P103.42 million, followed by Zamboanga Sibugay’s George Hofer who declared a net worth of P100.63 as of year end 2007.
As of year end 2003, Del Rosario was the richest Mindanao governor at P302.4 million followed by Hofer at P75.2 million and Zubiri who declared a net worth of P24.0 million.

Between year end 2003 and 2007, Del Rosario grew richer by P106.50 million, Zubiri by P79.42 million and Hofer by P25.43 million.
Oroquieta City Mayor Jorge Almonte, the richest city mayor as of year end 2008, declared a net worth of P54.71 million, followed by Zamboanga City Mayor Celso Lobregat who posted a P52.26 million net worth followed by Tagum City Rey Uy whose net worth was P32.57 million.
But as of year end 2007, it was Uy who was richest, with P66.93 million as net worth, followed by Lobregat with P49.64 million and Almonte with P40.15 million.
Among Mindanao’s 26 governors, six governors have no records of SALN filed with the Ombudsman in Mindanao: Davao Oriental’s Corazon Malanyaon; Basilan’s Jum Jainuddin Akbar; Lanao del Norte’s Khalid Dimaporo; Lanao del Sur’s Mamintal Adiong, Sulu Governor Abdusakur Tan
and Tawi-tawi Governor Sadikul Sahali.

Except for Lanao del Norte and Davao Oriental, the four other provinces are members of the Autonomous Region in Muslim Mindanao.
Maguindanao Governor Andal Ampatuan resigned in late 2008 when the Supreme Court ruled with finality that the creation of Shariff Kabunsuan province, earlier carved out of Maguindanao, was unconstitutional. The Ampatuan patriarch was completing his third term when he resigned, citing he had no mandate from the constituents of Shariff Kabunsuan.
Ampatuan’s net worth as of year end 2007 was P18.50 million, up from P11.74 million as of yearend 2003.
Assuming his post as governor was former vice governor Datu Sajid Islam Uy Ampatuan, another son whose net worth as of year end 2006 was 18.91 million.
Datu Zaldy Ampatuan, another son who has been serving as governor of the Autonomous Region in Muslim Mindanao since 2005, declared a net worth of P13.93 M as of year end 2005; P14.94 M as of year end 2006 and P16.41M as of year end 2007.

Jalosjos seeking absolute pardon

MANILA, Philippines — Former lawmaker Romeo Jalosjos has asked President Gloria Macapagal-Arroyo to grant him an absolute pardon to allow him to again run for public office 12 years after he was convicted of raping an 11-year-old girl.

Although convicted of child rape by the Makati Regional Trial Court in December 1997 and sentenced to two life terms, the former representative of Zamboanga del Norte managed to seek and win reelection in 1998 and 2001 even while behind bars.

He was only dropped from the rolls of the House of Representatives when the Supreme Court affirmed his guilt in 2002.

In June 2007, Ms Arroyo commuted Jalosjos’ sentence to 16 years, three months and three days. This, along with so-called good conduct time allowance, allowed him to walk free for good despite having served only 12 years.

A check with the Board of Pardons and Parole (BPP) Thursday showed that the child rapist applied for an absolute pardon on Sept. 30, or two months before the Dec. 1 deadline for the filing of certificates of candidacy for the May 2010 national elections. (The original deadline was Nov. 30.)

It is deemed that an absolute pardon from the President would restore Jalosjos’ political rights including his right of suffrage (the right to vote and be voted upon), which he lost when the Supreme Court affirmed his conviction.

Under evaluation

The Office of the President “endorsed” or transmitted Jalosjos’ application to the BPP on Oct. 22 for evaluation and recommendation as to his eligibility for pardon.

The application officially landed on the BPP desk on Oct. 30.

When reached by phone, BPP Administrator Ismael Heradura denied rumors that Malacañang had granted Jalosjos absolute pardon.

Heradura also said Malacañang had no favorable or unfavorable comment on Jalosjos’ application.

“It is under evaluation and further study by the board,” he said.

An agency under the Department of Justice, the BPP serves as a recommendatory body to the President in granting executive clemency or pardon to prisoners other than those entitled to parole.

It is within the President’s power to grant a prisoner absolute pardon without seeking the opinion of the BPP, as what she did when she pardoned ousted President and plunder convict Joseph Estrada, explained a BPP official who asked not to be named for lack of authorization to speak publicly on the matter.

Sure he’d win

But the fact that Malacañang transmitted Jalosjos’ application to the BPP meant that the rape convict would have to go through the guidelines and requirements of the board in determining his eligibility for pardon, the official said.

When interviewed last month, Jalosjos said he might run for Congress again if Ms Arroyo would grant him absolute pardon.

He said he was sure he would win again should he decide to run because he twice won even while in prison.

“How much more now that I’m out of prison?” he said.

Jalosjos also said he planned to sue former President Fidel Ramos, former Vice President Teofisto Guingona and former Supreme Court Associate Justice Consuelo Yñares-Santiago for purportedly besmirching his reputation.

DMC endorses ‘Ako ang Simula’ campaign of ABS-CBN

To hopefully usher a change in a government marred by widespread corruption, the ABS CBN together with its major partners Globe, Bayan, STI, the Philippine Star, Comelec, BusinessWorld, PPCRV, Namfrel and YouthVote Philippines launched its Boto Mo, I-Patrol Mo: Ako ang Simula program last May nationwide – in Luzon, Visayas and Mindanao.

It aims to instill upon each and everyone the power to make a difference by choosing responsibly our next set of government officials and also taking it upon ourselves to ensure a clean and safe elections in May of 2010.

ABS-CBN News & Current Affairs Head Maria Ressa wrote in an article about the power of the media in bringing about such a lofty goal of peaceful and honest elections next year. She said that “the core of our campaign is how traditional media can combine with new media and mobile phone technology to transform society and clean up our elections. In 2007, we empowered ordinary Filipinos and they rose to the challenge – 500 messages a day in the run-up to elections and more than 2,000 messages on election day! That is only a rehearsal for what we can collectively do in 2010.”

Hoping to pitch in its small part is the DMC College Foundation of Dipolog City through its Community Extension Services Office.

CES Coordinator Pilar Cruz divulged that her office is “one with the youth and the nation in its clamor for change.”

“Being fed up with corruption and non-action on matters that needs answer and attention, we are supporting this ABS CBN program wholeheartedly and, collectively, we hope to make a difference,” Cruz said.

As part of its initial step, DMC recently culminated its “MY VOTE, MY RIGHT!” Campaign to help its students register or transfer their registration Dipolog City’s Commission on Elections (COMELEC) office.

Using its bus, DMC College Foundation brought its students to the (COMELEC) for them to register and exercise their Constitutional right to suffrage.

DAPITAN CITY, Philippines—The P1.2-billion theme park rising on a seven-hectare property here bears a familiar name—Gloria’s Fantasyland.

The brains behind Mindanao’s first world-class theme park, which targets children, is convicted child rapist and Arroyo ally, former Zamboanga del Norte Rep. Romeo Jalosjos.

Jalosjos has asked President Macapagal-Arroyo to grant him an absolute pardon so he could again run for public office 12 years after he was convicted of raping an 11-year-old girl. An absolute pardon would restore Jalosjos’ right of suffrage, which is the right to vote and be elected to office.

Malacañang on Friday said it would not be pressured into granting Jalosjos an absolute pardon just because he is planning to run for his old post.

It easily assumed that Jalosjos named the theme park after President Arroyo because the two are reportedly close.

The former lawmaker, however, said that this was not the case.

For locals here, gloria simply means happiness.

“Gloria’s Fantasyland is a fulfillment of my promise to make the less privileged experience such amenities as it is improbable for them to travel abroad,” said Jalosjos of the theme park which he calls the Disneyland of the Philippines.

Located near the Gloria de Dapitan Entertainment Complex, the theme park opened on Oct. 31, about seven months after Jalosjos was released from prison.

It boasts of brand new and imported rides like a giant roller coaster, mini train, choco cup ride, midi flume ride, carousel, Apollo, bumper car rides, horror house and swinger.

Promise to his daughters

In an earlier interview with the Inquirer, Jalosjos recalled how his young daughters from his present relationship repeatedly begged him to go with them to a theme park in Sta. Rosa City, Laguna.

“Although I wanted to be with my daughters, I was not allowed to leave the New Bilibid Prison (NBP) compound without a court order,” he said.

To appease them, Jalosjos said he promised his daughters that he would build them an amusement park
should the government approve the commutation of his jail term.

“I told them I would just make one for them so we could go there whenever they wanted to,” he narrated.

Fantasyland visitors

The former legislator, who, with his family also owns the posh Dakak Resort, said he expects many visitors to visit Fantasyland.

For this reason, he will start building a P1-billion, 12-story hotel to accommodate guests and tourists.

“Works are underway for the construction of the hotel and it is expected to start in the last quarter of the year,” Jalosjos said.

Aside from the hotel, the former lawmaker said two modern theaters will rise in the same complex.

“It is sad that even Dipolog City has no theater to speak of,” he said.

Backed by bank loans

Jalosjos said his projects here are backed by bank loans. This also includes the development of Dampa sa Dapitan Marine Park, just a few kilometers away from Dakak Resort.

“Dampa sa Dapitan opened recently and lies on a 2-hectare property and a 30-minute ride from Dipolog City,” he said.

Emelio Libando, Dapitan City tourism officer, said the marine park offers a river cruise and fishing activities.

Tourists can dine on the boat while cruising the 25-kilometer-long river which takes about an hour and 10 minutes, Libando said.

Jalosjos said Dipolog and Dapitan are the only places in Mindanao free from terror threats.

Two life terms

The Makati Regional Trial Court convicted Jalosjos in December 1997 of raping an 11-year-old girl, and sentenced him to two life terms.

Businessmen find Dipolog investor-friendly

Dipolog City (13 November) -- With its favorable peace and order condition, this city continues to attract more investors to start their business here.

Mayor Evelyn T. Uy disclosed that businessmen found the city very peaceful and that they wanted to come and invest here.

Police chief Reynaldo Maclang, on the other hand, reported that no big crimes like kidnapping and robberies occurred in the city for the past nine months.

Maclang, however, said that the police are always on the alert against lawless elements and other terror groups that may sow fear and havoc in the city.

The police chief also expressed his gratitude to the community for helping maintain the peace and order condition in the area.

In a related development, a businessman who asked not to be named said he came and put up his business here because the place is very peaceful and investor-friendly.

PGMA launches new RORO route from Cebu to Mindanao

Cebu City (November 21, 09) -- President Gloria Macapagal-Arroyo whisked to southern Cebu around noontime yesterday just for slightly over an hour to launch the new RORO (roll on, roll off) route linking Cebu Island to Northern Mindanao.

From Dumaguete City where President Arroyo flew by chopper to Samboan town, located 150 kilometers from Cebu City, the President and party arrived about 12:15 noon and was welcomed by Cebu's local officials led by Gov. Gwen Garcia, Samboan Mayor Raymond Joseph Calderon and Rep. Pablo Garcia.

Also on hand to welcome the President were Cebu Ports Authority General Manager Angelo Verdan, MARINA Administrator Usec. Elena Bautista and Lite Shipping Corp. Pres. Lucio Lim Jr.

Hundreds of townsfolk eagerly lined the streets leading to the Lite Shipping Wharf for the launching of the RORO link using the RORO ferry M/V Lite Ferry One.

In a short program following the arrival at the private wharf, Pres. Arroyo was briefed by Lim on the importance of the new RORO link which cuts off significant travel time.

"This new RORO route from Samboan to Dapitan cuts travel time by half as it only covers 15 nautical miles with total travel time of four hours," Lim told the President.

The take-off point in taking a trip to Dapitan is from Dumaguete City, Negros Oriental and covers about 40 nautical miles which is also full of passengers and cargoes, Lim said.

With this new route from Samboan, "we expect the trip to Dapitan via Dumaguete City will be unloaded and this new route to become busier," according to Lim.

President Arroyo widely smiled in approval especially when Lim reported that with the new route, about 40 percent of the fish and agricultural products from Mindanao would now be brought to Cebu instead of the usual route in Dumaguete City.

The M/V Lite Ferry One will have its maiden voyage at 6:00 p.m. today and will have a daily trip going to Dapitan and back to Samboan arriving at 6:00 in the morning. The ferry service has over 30 crew members while the boat fare is P300, this is learned.

President Arroyo lauded the new RORO link highlighting the significance of travel time especially in transporting agricultural foods from its production base to the market.

"Before, going to Dapitan in Northern Mindanao, one has to go to Amlan in Negros Oriental. But now, there is a trip from Samboan in Cebu straight to Dapitan," President Arroyo said.

President Arroyo has long called on private investors to pour money into the RORO ferry system which is basically envisioned as a food highway in the easier transport of food products as she commended the latest private undertaking in the RORO ferry service.

The Lite Shipping Corporation, a domestic shipping company, operates 12 full RORO cargo/passenger vessels servicing the nautical highway links in Cebu, Bohol, Negros, Leyte, Siquijor and Misamis Occidental and now Zamboanga del Norte.

The RORO program is under the Strong Republic Nautical Highway (SRNH), a priority thrust of the Arroyo Administration. The SRNH, launched in 2003, is an integrated set of roads and ports that connects the three primary regions of the Philippines, which are Luzon, Visayas and Mindanao.

The nautical highway offers an efficient and shorter way to travel to Visayas and Mindanao through the western seaboard. The route also provides businessmen an alternative way to transport their cargoes from different parts of the Philippines.

Domestic tourism will likewise benefit from the SRNH due to easier transportation access and helps in job creation.

After the briefing, Pres. Arroyo had a guided tour inside the new RORO ferry service and shortly interacted with the crew members before joining the Lim family and other local officials and guests for lunch just within the wharf premises.

After lunch, the President who was accompanied by Press Sec. Cerge Remonde flew back to Dumaguete City en route for their departure to Manila.

Zambo Norte pupils win national read-a-thon tilt

Dipolog City (18 November '09) -- School grade children from Zamboanga del Norte have made it again in a national competition.

A team of grade three pupils from Sindangan Pilot Demonstration School-Special Education (SPED class in Sindangan town emerged as first runner up in the national read-a-thon competition held recently at Manila Pavilion Hotel, bringing home a cash prize of P45,000 and medals.

The team composed of Earlsan Sayaang, Jansen Paul Mabala and Alliah Noor V. Alip represented region 9 after beating the contestants from other schools divisions in the regional read-a-thon competition at Zamboanga City two months ago.

Education Supervisor Lourma Poculan of the Zamboanga del Norte schools division disclosed that a team from region 5 got champion while region 10 came out as second runner up.

In the story retelling category, Jansen Paul Mabala also grabbed the third place with a cash prize of P10,000 and a medal.

The read-a-thon contest is conducted by having the pupils read five books for half a day and one night before they would be given a written test based on the stories from the books.

Read-a-thon competition came in two categories: English for grade five pupils and Filipino for grade three pupils.

The winning pupils together with their coaches, Paulita Torreliza and Doris Vidal-Montejar, Education Supervisors Lourma Poculan and Henrietta Amplayo received their prizes from Education Secretary Jesli A. Lapus during the awarding ceremony.

Provincial Schools Division Superintendent Habib Adzhar H. Sarahadil, who was designated as assistant regional director of DepED-IX effective Oct. 15, also attended the awarding rites.

Read-a-thon competition is DepED’s intervention for the reading problem among schoolchildren.

It can be recalled that elementary and high school students from this province also beat other regions in the national competitions like nutrition quiz, population quiz and other academic contests.

Dipolog chef is Rotary's scholar to Netherlands

Dipolog City (17 November '09) -- A single mother and pizza refreshment parlor owner here bested others in the final screening for Rotary Club's 2009-2010 Group Study Exchange (GSE) program held in Bacolod City recently.

Cherry Guillena, 26, owner-proprietor of Gabriela's Pizza in the city won the judges approval after intense screening through question and answer to clinch the all expenses paid trip to The Netherlands for the 2009-2010 GSE program. Guillena will leave for The Netherlands in March next year.

Edna Capili-Chan, president of Rotary Club of Dipolog said the GSE program "is a unique cultural and vocational exchange opportunity for business people and professionals between 25 to 40 years old."

The program provides travel grants for teams to exchange visits in paired areas of different countries. GSE scholars will experience the host country's culture and institutions, observe how their vocations are practiced abroad, develop personal and professional relationships and exchange ideas with their hosts.

Guillena bested seven others from varied professions. She beat a young lawyer from Aklan, a visual artist from Bacolod, a businesswoman engaged in food supplement distribution from Bacolod, Ilo-Ilo's tourism officer, an account executive of China Bank from Zamboanga City and a contractor from Bacolod.

Guillena finished her culinary arts course at the Saint Vincent's College in this city. She passed the assessment test given by the Technical Educational and Skills Development Authority (TESDA).

After winning a slot as a Rotary GSE scholar to The Netherlands, Guillena is set to create her Zamboanga del Norte pizza in celebration of her being selected as member of the GSE team.

ZAMBOANGA DEL NORTE – A three-year-old child is gaining popularity in Zamboanga del Norte after the parents named the baby after television network ABS-CBN.

The report did not disclose ABS-CBN Macawili’s gender. Macawili was born on November 9, 2006 and is from Barangay Baybay, Liloy.

Weng Espiritu reported that Macawili’s parents named the baby after the Kapamilya network.

When Jerry Macawili’s wife was pregnant, they decided to choose from four popular names for their baby.

Jerry said: “Noong buntis pa ang asawa ko, gusto niyang ipangalan ang bata sa nakikita niya sa TV. Pinagpipilian namin kung Wowowee o Kapamilya o Willie Revillame pero ang mas nagustuhan niya, ABS-CBN”.

ABS-CBN’s mother, Soledad, said her husband dreamt of naming her baby after the network. “Napanaginipan ng asawa ko na ipapangalan sa bata ABS-CBN, dahil ito raw ang gusto ng bata.
