FOLLOSCO -ZToday bumtoyz July 30th, 2010, 03:00 PM City upbeat on eco-tourism DAPITAN CITY, Zamboanga del Norte - The local government and private stakeholders here are upbeat in developing potential eco-tourism sites aiming to make this city a haven for tourists. The move also aims to provide places for tourists, both foreign and domestic, to enjoy nature while coming to this city during festivals like the "Kinabayo Festival." Councilor Apple Marie Agolong, chairperson of the City Council's Committee on Tourism, said the city and Zamboanga del Norte Provincial Government in partnership with Dakak Park and Beach Resort management are focusing the development efforts on Aliguay and Selinog Islands. Aliguay and Selinog Islands are island villages located roughly 10 to 14 kilometers, respectively, from Tag-ulo Point. Both Aliguay and Selinog, which have a land area of 66 hectares and 72 hectares, respectively, with white sand beaches and rich aquatic resources, are 25-minute ride away from this city's mainland. Agolong however said that first to be developed is Aliguay Island, which has three diving sites and has been identified as marine sanctuary. Zamboanga del Norte Provincial Government through the provincial tourism office headed by lawyer Patrick Ivan Ang is also involve in developing Aliguay Island into an eco-tourism park. Aliguay, which is near Dipolog City, the capital of Zamboanga del Norte is also the site of the fishing competition during Hudyaka sa ZaNorte (Zamboanga del Norte), from May 28 to June 11 every year, which is the anniversary of the province. Agolong said the Octopus Bar and Restaurant in Aliguay Island will be opened in three months time as well as cottages citing "its construction are being fast track." At present, there is already a three-bedroom three-storey house owned by former provincial tourism council head Lawyer Michael Allan Ranillo where tourists could stay for three days and two nights for free. Aliguay Island, which is planted with coconuts, bananas and vegetables, has a population of about 1,500 people, most of them rely on fishing as means of livelihood. Agolong said that on the way to Aliguay Island, the tourists could also have dolphins and whales watching from 7 a.m. to 10 a.m. and from 3 p.m. to sundown daily. Agolong said they are coming up with new tourists sites since the number of tourists going to this city continue to increase. City Tourism officer-in-charge Rodiolan Porlas said the number of tourists, both foreign and domestic, who visited this city last year have almost doubled compared to the previous year. Porlas said there were 298,945 tourists who visited this city last year compared to 184,100 in 2008. Porlas said most of the tourists' visit this city was during the Kinabayo Festival. The festival's centerpiece of events is from July 16 and culminating in July 25 with the annual feast of St. James The Greater, Dapitan City's patron saint. Kinabayo is an exotic and colorful pageant re-enacting the Spanish-Moorish wars, particularly the Battle of the Covadonga, wherein the Spanish forces took their last stand against the Saracens. In that war, the Spanish forces were able to reverse the tide of the war with the miraculous apparition of Saint James, the Apostle. The addition of local color and innovations has made the Kinabayo Festival, which is an annual festivity, a popular attraction to tourists of this city. "Indeed it is a tourist attraction. It is through the Kinabayo Festival that we show out religious opulence," Councilor Apple Marie Agolong said. Synonymous to its name is Dr. Jose Rizal, the national hero, who spent four years of exile in the city from 1892 to 1896. Daquepitan, as it was originally called, was inhabited by the Subanen, a nomadic group of people who thrived by the riverbanks or suba. From pre-Hispanic era in the time of its founder, Datu Pagbuaya, to the arrival of Spanish conquistador Miguel Lopez de Legazpi and the Augustinian friars in 1595 until the Japanese occupation, Dapitan was a hub of divergent cultures. Walking along its city center is like being in a time warp. Dapitan has kept the convenience of 19th century layout of pueblos where the iglesia, municipio, escuela and principalia mansions surround the plaza. The Cathedral of St. James the Greater, built in 1871, is a proud legacy of the Jesuit mission here, along with the Parochial School, which was under the order’s care until 1635. The present City Hall used to be the municipio in the 1890s. Across it is the marker of Casa Real, where the house of Ricardo Carcinero, then the politico-military commander, once stood. Century-old acacia trees lining the plaza are still firmly rooted, providing shade to an afternoon game of dama. Stretching outwards are the preserved heritage houses with huge Capiz shell windows, ventanillas and ornately designed transoms. Handuraw Festival No other city celebrates the life and works of Rizal much more than the Dapitanons do. Every December, the Handuraw Festival commemorates Rizal’s heroic contributions to this city. A marker of his arrival here on July 17, 1892, was recently unveiled. Outside the Rizal shrine at Fort Santiago in Intramuros, Manila, the one in Dapitan is the most visited, thus earning for it the reputation as the Shrine City of the Philippines. Inside this 15-hectare preserved memorial are the replicas of Rizal’s house, the Casa Redonda (octagonal clinic) and the Casa Cuadrada (dormitory and classroom). Perhaps the most attractive portion of the shrine is the Love Rock where Rizal and Josephine Bracken, his dulce estranjera, stood and professed their love for each other. The Rizaliana Museum also showcases various memorabilia of how the national hero spent his life taking care of the sick, teaching the young boys, and building the community through his inventions. Dakak resort Another reason to visit Dapitan is Dakak Park Beach Resort nestled in the cove of Taguilon. Hemmed in by its 750-meter velvety white sand and turquoise water glistening under the Zamboanga del Norte sun, Dakak is the ultimate beach revelry. It offers a natural spa experience gazing at the maddening sunset in an outdoor jacuzzi while the scent of frangipani and other local blooms permeates the air. As revealed by Mr. Ariel Tomong, PCA Development Officer, said activity was conducted to give additional knowledge to the coconut farmers regarding the techniques in attaining good harvest. Tomong further revealed that coconut farmers were also given tips on how to prevent their trees from "coconut leaf bettle", a pest that can hinder the coconut trees from bearing enough fruits. Engineer Albert Alimpulos, City Planning and Development Officer said, "the funds would be used to improve/ cater to the local and national priority projects and programs of the three (3) major sectoral groups involved namely: General Public Services, Social Services, and Economic Services, pursuant to the DILG-DBM joint circular No. 1 series of 2005, and as mandated by R.A. 7160, otherwise known as the Local Government Code of 1991." It was learned that the allocation for General Public Services will be intended for computerization project, development initiatives by the local development councils, infrastructure development, heritage and archival data management, repairs and maintenance of various government infrastructure and other facilities, and human resource development program, among others. Under Social Services, the allotment will enhance the Philippine Health Indigency Program, anti-dangerous drug and other vices prevention program, health development programs, social welfare programs, rural-based support literacy program, program on disaster preparedness and management, nutrition programs, gender and development, program on maintaining peace and order, public employment service, and programs covered by millennium development goal (MDG). The allotment to enhance programs under Economic Services include the agricultural development program, tourism development and promotion program, support to city investment promotion program, and the operation of the city's economic enterprises. Present during the meeting were all barangay chairmen from the 21 barangays of Dipolog, representatives from the various sectors of the community and the members of the local finance committee who are all responsible in the formation of the AIP and the 20% Development Plan for Dipolog. It was learned that the national goal of the AIP is to reduce poverty and promote growth, while the 20% Development Plan finances the development programs and projects not only of the city but all LGUs as well. This was the objective of the recently concluded Exit Conference of the Local Governance Performance Management System (LGPMS) Utilization conducted last August 16, 2010, at the Top Plaza Hotel. Engr. Albert S. Alimpulos, City Development Coordinator and moderator of the said activity presented the analysis and results of the data collected by the CPDO from different offices under the LGU Dipolog and consolidated it as the city's annual accomplishment report for the year 2009. An open forum was to fix the gaps and misrepresentation of facts and other inaccurate details being reported earlier. It may be recalled that the LGPMS is an annual program of the Bureau of Local Government Supervision of the Department of Interior and Local Government (DILG) which enable LGU's to assess their accomplishments for a period of one (1) year based on certain norms established by BLGS-DILG. In the recent conduct of a weekly price monitoring report made by the said office, it was learned that the prices of the leading prime commodities such as rice, sugar, cooking oil and others remain the same in the first week of this month, as compared last month, except for beef and pork which was then sold at P220 per kilo last month went down by P200 per kilo in this latest monitoring. The Office of the City Agriculturist this city has further disclosed that they were conducting series of weekly monitoring of prices of the leading prime commodities here in the city, particularly at the Dipolog Central Market and the neighboring stores to check the unreasonable increase of the prices of common commodities made by some unscrupulous businessmen which give additional burden to the consuming public. It was learned that the conduct of the weekly price monitoring of prime commodities here around the city is a joint effort of the Provincial Office of the Department of Trade and Industry and the City Government of Dipolog, in order to closely monitor and safeguard the welfare of the consuming public amidst the economic crisis that we are experiencing today. Merril Yu, CEO of Y&S1847 Hotel Investment and Development, said they are seeing the unrealized potentials of tourism as driver of Philippine growth. He cited the growth in air travel brought by expansions of Cebu Pacific and Philippine Airlines which flew 14 million travelers in domestic destinations last year. He said in Boracay, there is no big hotel except for Shangrila. "There will be more hotels soon to rise in areas like Tagaytay, Bohol. Its good to see hotels to be developed in non familiar place like Dipolog, Cagayan de Oro, Dumaguete, Tacloban. Not many hotels are in Davao and we need these kind of development," he said. Rada Saturday-Sunday, October 30-31, 2010 The Manila Standard Today THE Board of Investments has granted incentives to five projects worth P326.30 million in cold storage, shipping, garments, water block, and theme park expansion, the board said in a statement Friday. The biggest, amounting to P120 million, is the cold storage project of Jentec Storage Inc. in Barangay Agusan, Cagayan de Oro City. The facility will be constructed on a one-hectare lot with five cold storage rooms with a total capacity of 225 metric tons per room. Jentec will cater primarily to the producers and traders of agricultural products and processed food in Northern Mindanao and neighboring areas. Some of the intended clients are San Miguel Corp., Bounty Fresh Foods, Senior Pedro Chicken, Nestlé Philippines Inc., and Tsibiana Farms. Commercial operation is expected to start this month with a manpower requirement of 16 personnel. This is already the firm’s fifth project to be registered with the BoI but their first foray in Northern Mindanao. The P113.6-million project of SMC Shipping and Lighterage Corp., a new domestic shipping operator, also got the BoI’s approval. With its homeport located in Sto. Tomas, La Union, the project involves the firm’s acquisition of a brand-new 7,800-MT non-propelled barge named MV Katarungan 2 which was built in China in January this year. The vessel will be acquired from Inte Marine Pte. Ltd. of Singapore and will be used for hauling and transporting mineral products—like coal and gypsum —of various clients within the Philippines. Proposed clients include Saturn Cement Corp., Holcim Philippines, Northern Cement Corp., PNOC Exploration Corp., and San Miguel Group of Companies. The Maritime Industry Authority endorsed the project to the investments board. The MV Katarungan 2 will start operations this month, and will be undergoing sea worthiness tests by Marina upon delivery. The board also approved the P9.06-million expansion project of Feranti Shirt Factory Inc. in Baesa, Caloocan City. The expansion will involve the upgrading and acquisition of machinery and equipment to increase production capacity to 100,000 pieces of garments per year. The company is into the manufacture of all kinds of knitted fabrics and garments for export to other countries. It already has two projects registered with the BoI as producer of garments with aggregate registered capacity of 1,150,000 pieces per year. The project is expected to generate 110 jobs once commercial operations start this month. The BoI also approved the application of Gloria de Dapitan for its expansion on their P77.5-million fantasy land amusement and theme park in Dapitan City, Zamboanga del Norte. The Jalosjos family-owned project involves the development of additional 5,100-square meter of land and the acquisition of brand-new theme park rides. It also includes the acquisition of shuttle buses to beef up its existing transportation coaches which are used to transport tourists from pick-up points going to the theme park. The existing theme park has a total area of 9,335 sq. m. and began operating in May 2009. It is the biggest theme park in Mindanao as it offers a wide variety of amusement rides and facilities. "We hope to release [the list] of another 15 LGUs to be awarded with P1 million each before the year ends," Annaliza F. Bonagua, DILG assistant director for local government development, told BusinessWorld in a telephone interview. "We have to validate the next 15 to be awarded. As [Interior Secretary Jesse M. Robredo] mentioned, there is a P30-million budget on this but we have only released the first P15 million," she added. Chosen LGUs have obtained the seal of good housekeeping. According to DILG documents, performance challenge is "an incentive fund to LGUs in the form of counterpart funding to high-impact capital investment projects in the annual investment program funded out of the 20% local development funds that are consistent with the national government’s priorities." Performance challenge aims to recognize good governance in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization. Maclang said Uy was arrested with a certain Dangcalan, allegedly a government employee. Police recovered six sachets of shabu from the suspects. Maclang also denied reports of physical abuse on Uy, saying the radio commentator resisted arrest, getting bruises and contusions. Senior Supt. Amatong, Andres Bonifacio College through the Board of Trustees paved the way for the construction of a modern 4-storey Administration Building. The said edifice is a fruition of a structural design of Architect Jose O. Martinez, the resident architect of Andres Bonifacio College. In an interview with the ABCollege Tertiary Publication,” The Bonifacio Standard”, Martinez said that the” building is a personal architectural expression focused upon a program development and that the design is faithful to the needs of the College”. The said building will house on the ground floor the modern offices for the administration officials which include the President and Chief Executive Officer, Vice Presidents, Comptroller, Treasurer and Business Manager, Human Resource Manager and the Registrar and their respective staff. The Business Center will also in the Ground Floor. The second level will be occupied by the Graduate School and the School of Law including the Main Library, Court Room and Judge’s Chamber will also be in place. The School of Business and Management Education will occupy the third floor where most spaces are intended for classrooms. In addition to the offices of the deans and department heads, spaces for faculty room and study module compartments are reserved. For this year's peak season, PAL has added flights to five international (Los Angeles, Hong Kong, Bangkok, Riyadh and Singapore) and seven domestic (Zamboanga, Ozamiz, Puerto Princesa, Iloilo, Dipolog, Bacolod and Cagayan de Oro) destinations. Five selected flights going to Guam are also using a bigger aircraft (Airbus A330), the same with the mid-morning flight from Manila to Davao, using the Boeing 747-400. Details of changes in schedule and aircraft may be viewed at the PAL website – www.philippineairlines.com. Rizal was exiled to Dapitan by the Spanish colonial authorities in the Philippines on July 17, 1892 as a punishment for his advocacy of equal rights and respects for Filipinos whom the Spanish colonists considered and derided as lowly “indios” then. He left Dapitan on July 31, 1896 after he volunteered to serve as a doctor in Cuba, then also a Spanish colony. Handuraw is a Cebuano term which means flashback or recommitment to memory. Dapitan held its first Handuraw Festival on Dec. 28 to 30, 2006 as part of the 110th death anniversary of Dr. Jose Rizal. Since then it was held annually not only to commemorate the national hero’s death but also to promote Dapitan and its nascent tourism industry.
