^^Kita ko bum. Wala lng ko katake pic. Wala may description pila ang bed capacity did2 pero sa news 50 bed capacity xya. Dako man to sa perspective lay mura xyag Medina Hospital sa Ozamiz nga box ang style. Di na makit-an sa Highway kay tapad ang site sa Biasong Elementary School. Wala pa may construction did2 pero ok na ang ground kay natambakan na og yuta.

Zamboanga – is the immediate and categorical answer given by Zamboanga Del Norte 3rd District Representative Cesar Jalosjos sighting the good relationship of its leaders and that of Zamboanga City when asked if he is running for any position in Zamboanga City.

In an interview, Congressman Jalosjos said that the political climate of Zamboanga City is presently in its strong foundation and the people have chosen outstanding leaders who managed to run the state and its affairs properly in consonance to progress and development and there is no reason for the people to venture other political clans or organizations to run the affairs of their city and consign it in despair.

The solon sighted that his province is also in good relationship with the leaders of Zamboanga City, particularly his co-leagues in congress Deputy Speaker and District 1 Representative Ma. Isabelle Climaco-Salazar, and District 2 Representative Erico Basilio Fabian, who is his seat mate, close personal friend and co-league in the Nacionalista Party where the entire Jalosjos political clan in Zamboanga del Norte province also belong.

“Our alleged invasion in Zamboanga is only rumors. Not in our personal knowledge, we don’t have plans to put a Jalosjos in Zamboanga, Beng is my kumare, Erbie is my co-party member, so why should we go there?” Congressman Jalosjos clarified.

Congressman Jalosjos revealed that for several times and even just recently, some people from Zamboanga City visited them and wanted the Jalosjos to run in Zamboanga, but they haven’t taken it seriously as there is no serious matter about it because they don’t have plans to meddle with Zamboanga’s political climate.

“Let’s leave Zamboanga City to its present leaders. The city is in good hands with the able leadership and sound management of Erbie, Beng and Mayor Celso Lobregat as the record shows, the Jalosjos’ are not traitors to its friends and allies ” the solon said.

The same opinion is also shared by Zamboanga del Norte 1st District Representative Seth Jalosjos and Zamboanga Sibugay 2nd District Congressman Romeo Jalosjos,Jr who are one with their clan in having one voice in terms of political stand and decisions.

“Although we have a lot of friends there in Zamboanga, mucho conose, de alya tamen kita, pero para comigo, last term yo ara na congress, I will run as governor in Zamboanga del Norte, my brothers and nephews are in their 1st term also, so how could we ran in Zamboanga? Very simple, we would rather support our allies there,”. Jalosjos said.

At present the Jalosjos’ are occupied in formulating coordinative efforts and strategies in upholding the peace and order problem here in Western Mindanao together with their co-leagues in congress.

Congressman Jalosjos said that they also had talks with the representatives of Zamboanga City with regards to the initiatives to be undertaken in the present peace and security problem we are facing here in our area.

Jalosjos said that with the coordinative efforts of the leaders in the halls of congress, the huge possibility of convergence in peace and security initiatives would be favorable to all citizens of Western Mindanao.

DAPITAN CITY - Former Congressman Romeo “Nonong” Jalosjos of Zamboanga del Norte recently disclosed that Dakak Beach Park and Resort intends to expand its services and facilities in its attempt to provide five star services to its current and potential clients, both domestic and foreign.

Jalosjos, who is owner of the world famous beach resort, said that at present parking areas are being developed to accommodate the growing number of vehicles of clients and functions halls are being constructed and completed to accommodate greater number of tourists. He said by July this year, customers can already park their vehicles near their cottages and tourist-oriented facilities within the Resort.

The Dakak Musical Fountain provides additional entertainment to tourists and the water flow from the fountain dances with the music being played, while the Dakak Cockpit Bar and Restaurant provides a variety of drinks and foods that cater to the tastes of customers both domestic and foreign.

He said at present, twenty six (26) air-conditioned buses are available to transport family or group clients from various points, including Cagayan de Oro City, Zamboanga City, Davao City, Ozamiz City, Bacolod City and other nearby areas. Marami pa lang latest development sa Dakak or sa Dapitan City as a whole. Sana itong mga promos nila ay i lathala din nila sa mga local at print media para kahit saang sulok ng Pilipinans ay malalaman talaga. Si Mr. Jalosjos naman sana huwag niyang i limit ang pluging niya sa GMA channel lang. Hindi ko na kikitang may pluggings siya sa ABS-CBN. Hindi sa minamaliit ko ang audience share ng GMA pero mabuti na ring lumawak pa ang kanilang pag aanunsiyo kasi maraming TFC ang ABS sa ibat-ibang parte ng mundo. I noticed when other provinces advetzied their festivals or celebtations nakikita natin sa ABS bakit an Hudyaka festival natin hind lumalabas?

In fairness nariring ko ang mga usap-usapan tungkol sa presence ng promong Fantasyland Bus sa Zamboanga pero hindiko na kikitang i plug-in nila sa TV para mas maging aware at marami ang nakakaalam. I am saying this because masaya ako sa mga plano at nagagawa ng ating mga local officials sa ating province ngayon. Ang sa akin lang kung gusto nating ipaabot sa lahat bakit hindi natin gamitin ang lahat ng networks?

Opinion ko lang po yon. Salamat.

Sa province pala na ito matatagpuan ang Dakak. ngayon ko lang nalaman. matagal ko nang naririnig ang Dakak but honestly i do not know the geographical location until i visited this thread

Marami pa lang latest development sa Dakak or sa Dapitan City as a whole. Sana itong mga promos nila ay i lathala din nila sa mga local at print media para kahit saang sulok ng Pilipinans ay malalaman talaga. Si Mr. Jalosjos naman sana huwag niyang i limit ang pluging niya sa GMA channel lang. Hindi ko na kikitang may pluggings siya sa ABS-CBN. Hindi sa minamaliit ko ang audience share ng GMA pero mabuti na ring lumawak pa ang kanilang pag aanunsiyo kasi maraming TFC ang ABS sa ibat-ibang parte ng mundo. I noticed when other provinces advetzied their festivals or celebtations nakikita natin sa ABS bakit an Hudyaka festival natin hind lumalabas?

In fairness nariring ko ang mga usap-usapan tungkol sa presence ng promong Fantasyland Bus sa Zamboanga pero hindiko na kikitang i plug-in nila sa TV para mas maging aware at marami ang nakakaalam. I am saying this because masaya ako sa mga plano at nagagawa ng ating mga local officials sa ating province ngayon. Ang sa akin lang kung gusto nating ipaabot sa lahat bakit hindi natin gamitin ang lahat ng networks?

Opinion ko lang po yon. Salamat.

Yun din ang napansin ko libris. Pero now, mukhang nawala din ung ads nila sa GMA. Ok naman ung sa tv pero dapat ding iupdate ng Dakak ung website nila. Ang hirap ksi macontact nla ng mga tourists sa Manila dahil d2. At tsaka mas maganda rin mamuhunan si Jalosjos ng ads sa internet sa mga indemand na websites kagayang facebook, twitter, at mga news sites. As of now, ok ang inflow ng tourist sa Dakak. Madaming taga Manila na by group ang nag-aavail ng promo sa Dakak which is also good sa ating airline industry sa Dipolog particularly sa Cebu Pacific. :banana:

Sa province pala na ito matatagpuan ang Dakak. ngayon ko lang nalaman. matagal ko nang naririnig ang Dakak but honestly i do not know the geographical location until i visited this thread

Oo, dito nga na province e2 located. Di nga lang sinasabi sa mga ad ksi nga may stigma mga taga Manila sa word na "Mindanao" at "Zamboanga". :bash:

Bank contributes to Dipolog Credit Surety Fund

DBP has increased its total approved contributions to the Credit Surety Fund (CSF) program of the Bangko Sentral ng Pilipinas to P31-million with its support to the recently-launched Dipolog Credit Surety Fund.

DBP president and chief executive officer Francisco F. Del Rosario, Jr. said the Dipolog CSF is the 16th CSF project supported by the DBP as part of its continuing efforts to boost its assistance to the micro, small and medium enterprises (MSME) sector.

The CSF is a credit enhancement scheme that allows member cooperatives and its member MSMEs to borrow from banks through a Joint Letter of Surety Coverage issued by the CSF Oversight Committee in lieu of hard collateral. The Dipolog City government, including nine cooperatives, also contributed to the Dipolog CSF which is the fifth credit surety fund established in the Mindanao region.

DBP is the first financial institution to support the CSF program, while serving as a trustee bank and lender to the participating cooperatives and its qualified MSME members. Del Rosario said that as of September 30, 2010, the DBP CSF Credit Facility has total loans in the pipeline amounting to P154.5-million and approved loans of P34.35-million, of which P13.37-million has already been released.

BOI conducts investment promotion seminar in Dipolog

DIPOLOG CITY, Aug. 19 (PIA) -- Building the image of the town and, providing incentives for investors, were among the techniques learned by around 30 participants including local officials from the Dipolog-Dapitan-Polanco-Katipunan-Roxas-Manukan (DDPKaRoMa) Growth Corridor, representatives of the national government agencies (NGAs), business sector and other stakeholders during a three-day investment promotion seminar held here recently.

Ms. Lourdes Ellen Kionisala, head of the Board of Investment (BOI)-Cagayan de Oro Extension Office served as the main lecturer-facilitator in the seminar, providing techniques in investment generation and servicing.

Kionisala told the participants particularly those coming from the LGUs that they should start building the image of their respective cities/towns to attract investors.

She said that giving incentives to investors is one way of attracting investments. This may be in the form a tax holiday or tax credit.

The participants were also asked to identify the positive conditions and characteristics of their respective cities/municipalities that make them attractive to businessmen.

A common trait among the municipalities which is considered a come-on to investors is the very low crime incidence. Terror groups are also absent in the area.

Two vice mayors and a municipal councilor religiously attended the seminar. They were vice mayors Enriquita U. Winters and Leonor O. Alberto of Manukan and Roxas towns, respectively, and Councilor Erlinda Zaragosa of Polanco municipality.

PROJECT DESCRIPTION:

The City Government of Dipolog, in its quest to address the problems of poverty and unemployment had come up with a very worthwhile project, which is the establishment of the Livelihood Skills Development and Enhancement center (LSDEC). Through constant coordination with other agencies like the Technical Education and Skills Development Authority (TESDA), the 2nd District Congressional Office and the Department of Science and Technology (DOST), the realization of the project has been made easier.

As a center established to hone the skills of interested individuals, LSDEC partnered with TESDA in providing technical education and vocational trainings to help local residents earn a decent living. The training facility is already operational and in fact a lot of students/trainees who were trained for various competencies as classified had graduated and had already landed a good job locally and abroad.

Another component of the project is the common service facility. This project involves the establishment of a common service food facility which is FDA- and HALAL-certified. The facility caters to the interested food processors in Dipolog City and the neighboring municipalities under the concept “rent, process and sell.” This scheme addresses the common problem of micro food processors whose growth is hampered due to absence of an appropriate processing area that will comply with FDA requirements. In response to that, the facility can now be used to process bottled sardines and herring and fruits, vegetables and other roots crops.

Various sectors of the society will eventually benefit from this project. Furthermore, this serves as a venue for students, graduates, women, out-of-school youth who wish to further enhance their skills in food processing for National Competency certificates from TESDA. This will also boost the local food industry as processed foods are assured of the highest standard in terms of quality. All the responsible processors assigned at LSDEC had undergone series of trainings on good manufacturing practices (GMP) and food safety.

The common service food facility is not just a mere service provider in Dipolog City. It is positioned as a change agent that promotes entrepreneurship, builds capacities and livelihoods, and facilitates community involvement and collective action for local economic development.

Aside from the various equipment LSDEC has acquired, DOST has provided some equipments for the processing of root crops into chips, grates and flour specifically 1-HP root crop grater/chipper, root crop presser and 2-HP root crop combined flourmill.
And to further enhance the facility, LSDEC proposes for the acquisition of modern equipment under the grant-in-aid (GIA) program. This proposal will focus on the common service processing facility of LSDEC.

Naa ra ang difference sa 3d, 4d og 5d:

4-D film (sometimes written as 4D film) is a marketing term that describes an entertainment presentation system combining a 3-D film with physical effects in the theatre, which occur in synchronization with the film (note that 4-D films are not actually 4-dimensional).

The combination of 3D movies with chair movement (vibration, sway, tilt, drop, wave motion, or movement in any direction) and other chair effects such as wind blowing, water spraying, leg and back ticklers is usually considered a 4D experience. This is good. Another turboprop palne for our airport at matagal na rin tong hindi nakapagland sa Dipolog simula ng umalis ang Asian Spirit noon.I Makaka benefit d2 ang mga negosyanteng gustong mag process ng papers sa natitirang regional offices sa Zamboanga. I hope supportahan ang Aero Majestic Airways ZAM-DPL ng mga tourists at local businessmen dyan sa Zambo para pumasyal at mag-invest d2 sa amin same w/ DPL-ZAM ng mga locals dito sa Dipolog. Hopefully they will also do a connecting scheduled charter flights from ZAM-DPL-CDO and vice versa para madali rin sa amin magpunta sa CDO. At sana may Davao flights din kahit twice a week lng. :)

Sungkilaw falls is an awesome falls that lies beneath the mountains of Diwan, Dipolog City. It boasts a spring on the east part that flows to a very rapid fall down to a river.

The “Habal-habal” ride is worth it. We would definitely come back here again to take a dip the cold spring or just hang out with friends.

Tourism hut and entrance

There is NO ENTRANCE FEE to the falls and spring. You will be asked to log your name in the Tourism guest book.

You will walk across well paved steps 100 meters to reach a Y-trail. The left trail will get you to the view deck of Sungkilaw falls around 30 meters away. The right trail will lead you to the “Mineral” well and River/Spring where you can take a dip in the cold water.

Salt/Mineral concentrated water well
It is very unusual to have salt water well on top of a mountain. This is believed by the locals to have medicinal effect due to its mineral concentration. I tried to sip some water and IT IS VERY SALTY.

The water is very cold and there is a current going to the waterfall. This area has very big rocks and the water is very clear and drinkable. This is the main swimming area for tourists.

How to get to Sungkilaw Falls
Rating: Expect very rocky road.

1. Ride a tricycle from your hotel/house in Dipolog to Satellite Market bus terminal, Dipolog City for 7.00 Php. This will take 10 minutes if your hotel is located near the central barangay.

2. From the terminal, ride a bus/jeep/truck bound or that will pass “Diwan” or “Cogon” Dipolog City. “Pagadian City” bound buses also travel via this route. RURAL Co. Bus fare to the Sungkilaw intersection as of 7/21/2010 is 25Php. Ask the conductor to drop you in the intersection going to “Sungkilaw Falls”. There is a sign “SUNGKILAW FALLS => 14 KM” and you cannot miss this. Distance is 37 KM and travel time is 42 minutes.

Barangay route to note is Central barangay > Galas > Olingan > Punta > Diwan.

3. From the Diwan highway “Sungkilaw” intersection, you will note a number of motorcycles parked near the waiting shed. Ask around for a “Habal-habal” or “Motorcycle for rent” to Sungkilaw falls.

I DO NOT RECOMMEND Cars/Multicab/SUV to travel the road of Sitio Virginia going to the falls. It is very rocky and malformed. The engine of low cars will be easily snagged. Leave your cars. YOU ARE WARNED! 4X4 pickups or mini Jeeps or ATVs is advised to take this road.

The technical working group of the Regional Project Monitoring Committee (RPMC) IX, a committee under the Regional Development Council IX, visited nine (9) projects in Zamboanga del Norte on May 16-19, 2011. Six of the projects are implemented by the Department of Public Works and Highways (DPWH) and three by the Department of Health (DOH).

The three DOH projects visited by the team were the Construction of the Constantino Soriano Sr. Memorial Hospital in Siocon, Zamboanga del Norte costing P 35.0 million, Upgrading/ Renovation/ Improvement of the Jose Rizal Memorial Hospital in Dapitan City, amounting to almost P10.0 million, and the Construction/Improvement of Building at the Pinan District Hospital costing some P5.0 million.

Phase II and III at the Jose Rizal Memorial State University Complex amounting to about P19.2 each phase respectively. Other projects that were visited include the Concreting of the Dapitan-Dakak Road amounting to P58.0 million; Rehabilitation/Improvement of Dipolog-Punta-Dansullan-Sergio Osmena Road (Pob. Alto-San Juan Section) amounting to P161.8 million; and the Construction of Seawall along the Coastal Area of Poblacion Manukan to Manukan River amounting to P47.7 million.

Except for a few concerns, the projects monitored by the RPMC team especially those by DPWH were implemented according to plan. For DOH-implemented projects, the team noted its observations and recommendations, among which are additional manpower to address limited personnel, need for consultation among end-users starting at planning stage, and the need to keep an up-to-date record on all construction activities in order to have a timely and reliable report on the project accomplishments. The Regional Development Council (RDC) IX will touch base with the grassroot communities by holding its 137th meeting on September 1, 2011 at Siayan Training Center, Siayan Municipality, Zamboanga del Norte. This is one strategy of bringing the Council closer to the constituents of Region IX.

RDC IX Chair, Mayor Evelyn T. Uy of Dipolog City will preside the meeting to discuss regional concerns on priority bridges, selection and adoption of watershed by the Council, closed fishing season for sardines, Fishery Administrative Order No. 233, health and nutrition, Medium-Term Regional Development Investment Program, Regional Development Research Agenda, and mining, among others.

During the meeting, Assistant Secretary Camilo G. Gudmalin of the Department of Social Welfare and Development, will likewise present the status of implementation of the agency’s Pantawid Pamilyang Pilipino Program, otherwise known as 4Ps.

RDC IX Approves P23.24B Proposed FY 2011 Budget for Zampen

The Regional Development Council-Executive Committee-9 (RDC-ExCom-9) convened last June 3 for the conduct of Fiscal year 2011 budget consultations of Agency Regional Offices (AROs) and State Universities and Colleges (SUCs), per National Budget Memorandum 105, s. 2010 of the Department of Budget and Management.

As a preparatory activity for the budget consultations, a two-day Pre-Budget Forum was conducted by RDC-9 on February 23-24, 2010, where concerned agencies and SUCs presented their respective FY 2011 Annual Investment Programs.

The forum generated issues, concerns and recommendations to be considered by the agencies/SUCs in the preparation of their budget proposals for FY 2011. The Pre-Budget Forum is an initiative of the RDC-9 as recommended by the Private Sector Representatives (PSRs) to give them more time to review/comment the programs, projects, activities of agencies/SUCs for Calendar Year 2011.

Based on the foregoing, the RDC-ExCom-9 endorsed a total FY 2011 budget proposal of P23.24 billion representing 27 agencies and SUCs. The breakdown of the proposed budget, by sector, is as follows: 1) Agri-Industrial Sector (9 agencies) with P1.65 billion or 7.10 percent share; 2) Development Administration (2 agencies) with P141.27 million or 0.61 percent; 3) Infrastructure Sector (3 agencies) with P4.67 billion or 20.14 percent share; 4) Social Sector (5 agencies, 2 TESDA-supervised schools) with P15.64 billion or 67.32 percent share; and 5) State Universities and Colleges (6 schools) with P1.12 billion or 4.83 percent share.

Of the agency regional offices, the Department of Education-9 (DepEd-9) has the biggest budget proposal amounting to P11.94 billion, followed by DPWH-9 and DSWD-9 at P4.13 billion and P2.42 billion, respectively. For SUCs, the Western Mindanao State University (WMSU) proposed the largest budget of P374.88 million followed by Jose Rizal Memorial State University at P248.67 million.

The budget proposals shall “give priority to the completion of major ongoing programs and newly-approved commitments while considering expenditure proposals in identified priority sectors of the national/regional government,” as disclosed by DBM (Norman Jose E. Ramirez/NEDA 9).

Yes nahuman na ug modern ang design ug operational na siya karon. The name of the hospital taken from the name of the Mayor's grand father. Sad to hear nga when I was there and I tried to check the District hospital, guba, empty ug ang pharmacy na lang ang partially opened. The staff of district hopital received a memo to report to the new hospital last May lang and. In short bag-o ug modern ang hospital pero ang facilities, furnitures and fixtures were taken from the old district hospital. Sorry wala koy pictures kay confidential ang akong tuyo didto.

By the way ang Atrium Hotel kay nindot siya pwede e compare sa uban sa nga hotel in other cities, three stoy siya ug dunay function hall that can accomodate 300 guests ug duna pay swimming pool. Ang ila room rates kay ranging from 1200 to 2000, duna silay suite. Medyo mahal pero they are expanding now para mag create ug mga standard rooms.

The 1st project is courtesy of DPWH budget while the second comes from our 2nd district Congressman Labadlabad. Not to be biased but Mr. Labadlabad is so productive compare to his co-congressmen in the 1st and 3rd district of the province. I haven't heard new infrastructure projects that this congressmen initiated lately.

At last nahuman ra gyud na ga hospital after 3 years ata nga gisugdan na kung wala ko masayop. Mahal gyud ila rates to think ga ang hotel naa sa isa ka munispyo. Pero ok siya basta nindot ang service. Btw, gisugdan nba ang new market sa Sindangan?

Duna sad sa 3rd District Dash and one of these kay ang Sirawai-Sibuco road nga wala mahunan taman ra sa road opening ang akong nakita ag sa 2009 kay part sa may barangay Mantivoh going to Panganuran katong barangay nga diin gi pick up si Gracia Burnham after her release/escape? Accoring sa mga goverment field workers nga frequent makadto aning dapita kay putol-putol ang gi open nga road, I dont know how true. If youremember kini nga circumfeencial road mao ni ag gi mention ni GMA sa iyang 2004 SONA.

Gutalac-Baligiuan ang na semento kay taman pa lang sa barangay Mamawan boundary sa Gutalac and Baliguian inig tungas nimo para pasulod sa lasang, widened ug smooth gravelled na siya dili pareho sa una nga makahadlok agian kay apike ug halos kaunon sa mga sagbot ang daplin sa kalsada. Wala pay Rural Labason-Gutalac-Baliguian, only Dindo, ug duna pay lain nga ngalan alternate ang byahe mao nga usa ra ang byahe if you will go to these municipalities. 11:00-12:00 mindnight ang byahe ani if manukad ka from Liloy abot ka sa Baliguian 5:00 AM if walay aberya.

Duna sad mga habal-habal if ga dali ka pero ang fare from Gutalac to Baliguian? P600-P1,000.00 depende sa hangyo.

In fairness, ang road from Baliguian to Siocon kay sementado na ug the same ang standard niya sa mga nakita nato, duna lang gamay portion inig panaug sa brgy. Sta. Maria og Siocon nga wala ma semento ug gi hinay-hinay na ug guba sa tubig inig ulan kay lugsongon man ni, the same with Brgy. Nonoyan of Baliguian nga mga 150 mtrs wala pa ma semento but on going pa ang work accordingly.

Sa lain bahin ang roan Siocon to Sirawai kay all weather road ang classification, widened well paved, smooth gravelled. Hinaot nga padayunon nila ni pag semento bisan lapas na sa timeline. Hinoon duna man koy nakita mga equipment didto dapita. Ang paingon sa Sibuco nga kalsada from Sirawai nga mo connect unta sa Zamboanga City via Limpapa and Labuan ang wala pa gyud ma sugdi. Pero ang Sibuco poblacion to Brgy. Lintangan dili pa complete and pag semento, there rest going to Limpapa, on going pa ang trabaho? or trabahoonan pa.

Lumad artists help in healing of crisis victims

After the government addresses the economic needs of victims of calamities and war, artists come in next.

Why? It is through the artist and their art that victims experience psychosocial healing.

Recently the National Commission for Culture and the Arts (NCCA) held the 12th Artists for Crisis (A4C) in Dapitan, Zamboanga del Norte. The seminar was part of a series that started two years ago.

The A4C is a quick-response program to aid in the psychosocial healing of communities ravaged by war and natural or man-made calamities in the country. The emphasis of A4C is on women and children in the community.

The workshop completed the third group of artists, the Lumads.

The Lumads, defined in Cebuano as “a rising out of the earth,” consist of artists from different indigenous groups all over the Philippines—from Kalinga, Bontoc, Kankana-ey, Ifugao, Talaandig, T’Boli, B’laan, Bisaya, Banawaon, Aeta, Subanen, Matigsalug, Mangyan, Tagabawa, Ati and Manobo.

The four-day training for the artists consisted of plenary sessions from resource speakers, who addressed the problem of “cultural identity” and crisis situations. The training will help the Lumad artists in assessing and giving the trauma healing within their respective communities.

The workshop also showcased the different cultures of the indigenous peoples: from the invocations which included different rituals such as praying to their religious icons, to the chants which they incorporated in their rituals.

The artists employed different art forms in artistic psycho-healing, such as the visual, performing and literary arts.

The artists from the indigenous groups used these art forms to revive and pass on their cultures to the younger generation, one artist said during the plenary sessions.

Problem of cultural identity

Bro. Karl Gaspar, CSsR, a member of the Redemptorist Itinerant Mission Community/Team that conducts missions in various parishes in Mindanao, addressed the artists and talked about the problem of a cultural identity among indigenous peoples.

“Even you, the indigenous peoples, look down upon yourselves because of the lowlanders,” he said, referring to the way members of indigenous groups perceived themselves because of alienation from urban residents.

Aside from that, he also addressed the fact that “they [indigenous peoples] should see themselves as equal to the ‘lowlanders,’ contrary to their perception of inferiority.”

Lowlanders tend to have a “condescending” view toward indigenous groups in the country.

Gaspar also talked about the problem of colonial mentality, a systemic feeling of inferiority left behind by several hundreds of years of colonialism in the country.

“Even festivals are a clear violation of rituals of indigenous peoples,” he said. “Music arises from their integrity.”

Gaspar said that Filipinos had become “culturally traumatized” because of several years of colonization.

In the same manner, even one Lumad artist said they themselves could not classify if they really belong to the Lumad; there had been continued cultural dialogue on how they should be addressed.

Aside from Gaspar’s talk, June Pagaduan Lopez also gave her two cents’ worth about the way the artists should react in crisis situations.

“From my experience, certain crisis situations demand that the artists be patient when it comes to their respective communities,” Lopez said. “One parent asked me once why I was encouraging the child to play after a military encounter. I said in reply, ‘When would you have them play?’”

She stressed that feelings of trauma, which stemmed from experience of war and natural calamities could be resolved through counseling and even the arts.

Indigenous trauma

Lopez initiated several group discussions to address the problems of artists in their respective communities. One Lumad artist said they were even identified as members of the New People’s Army by the military, which caused them trauma.

The plenary sessions enabled the different Lumad artists to interact among themselves. They were not grouped according to their indigenous groups in some instances.

The plenary sessions were conducted to orient the artists on how they would address psychosocial problems in their communities.

Ernie Cloma, from the Philippine Educational Theater Association, talked about how he had used theater arts to help children rehabilitate.

“I used trash to make puppets so that the children can express themselves,” Cloma said. “During the session, a child refused to play because he was afraid of what happened to him.”

“The use of the different art forms for therapy can purge fear, hatred and trauma.”

The Lumad artists were encouraged to create illustrations of what they felt toward the natural or man-made disasters they experienced. Visual artist Alma Quinto facilitated those sessions.

The questions “Why did it (the natural or man-made disaster) happen?” and “What was the creative response of the community?” were among those raised.

The four-day training focused on “enlightening” the Lumad artists on the artistic methods in psychosocial healing, not on the problems of the victims per se.

Before Dapitan, 11 workshops had been conducted, most of which in Mindanao, for victims of domestic violence, military conflict, cultural discrimination, and child trafficking. A4C has produced 88 trained facilitators and 242 participants since its inception.

The NCCA already conducted two trainors’ training which benefited 50 Christian artists and 38 Moro artists from Jolo, Tawi-tawi, Marawi and Maguindanao.

(A reprint from the Philippine Star) The Department of the Interior and Local Government (DILG) has cited 10 governors and 20 mayors for initiating and implementing programs designed to improve the lives of their constituents, environment protection, financial accountability and commitment to transparency.

Interior Secretary Jesse Robredo said the 30 local government units have been named as top performing LGUs for 2010 based on their high scores in the latest local government state of performance report.

“I laud these local governments for their commitment in elevating and maintaining the highest standards of public service delivery in their respective localities. I hope that their shining examples will inspire others to strive hard in the performance of their duties,” he added.

Robredo said the 30 LGUs garnered high scores in the DILG’s Local Governance Performance Management System (LGPMS), a web-based, self-assessment tool that measures LGU performance in key governance areas and provides information on the status of LGUs in terms of local governance and development.

The assessment system is being managed by the DILG’s Bureau of Local Government Supervision to gauge the LGUs’ performance on administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability.

Robredo said the top 10 high performing provinces are Bohol, La Union, Bulacan, Negros Oriental, Pangasinan, Ilocos Norte, Albay, Cavite, Compostela Valley and Tarlac.

On the other hand, top performing cities in the highly urbanized and independent component cities category include Valenzuela, San Juan, Puerto Princesa, Angeles, Davao, Naga, Zamboanga, Iligan, Cebu and Taguig.

For the component cities category, the top performers are Ligao in Albay, Laoag in La Union, San Fernando, Vigan, Gingoog, Cabanatuan, Dipolog, La Carlota, Iriga and Batac.

Maclang simultaneously received an awarded from the PNP Regional Office, Zamboanga City for their unique tandem resulting in successful apprehensions of criminals and control of the peace and order condition of the city.

This year’s PCRM, dubbed as “Matatag Na Ugnayan Ng Mamamayan At Kapulisan Tungo Sa Mapayapa At Ligtas Na Pamayanan” is annually conducted pursuant to Presidential Proclamation No. 764 issued last January 24, 2005.

The celebration seeks to promote strong partnership between the police and its community in the maintenance of peace and order as well as to foster and improve communication and mutual understanding between the police and the community.

One of the highlights of the culmination was the presentation of awards and recognitions to the “best among the best practices” for PNP Units/Offices and personnel, to emphasize the initiatives that projected the police image not just as a regular law enforcer but as a catalyst for the socio-economic development of the country.

Furthermore, Dipolog PNP continues its mission in strengthening the partnership between the police and the local community. This is because the local community plays a critical role in the eradication of crimes and unlawful activities by feeding relevant and vital informations to the Philippine National Police to combat all forms of criminalities in the city. Uy has recently received the 2011 TESDA Kabalikat Awards.

Mayor Uy together with LSDEC head Angelita Collyer attended the awarding ceremonies held at Taguig City during the 17th anniversary of the Technical Education and Skills Development Authority (TESDA) last Aug. 24.

Awardees from other regions also participated in the said awarding rites.

The lady mayor expressed her gratitude to TESDA and to her constituents for the support extended to LSDEC and its programs.

It was also learned that among the cities and municipalities in region IX, only Dipolog made it to this year's TESDA Kabalikat Awards. pia

Nice.... by the way tama ka Dash kay being a mayor or a governor or any government post basta ikaw a leader dapat balance ang imong panglantaw with regards to the benefits sa imong mga constituents, dili lang puro infrastructure and projects nimo. Ang uban kay mag realign lang jud ug pundo para mapunduhan ang ilang mga big infra projects, ang other services wala nay budget. Lets hope nga ma achieve nato kining Swingapore.

MANILA - The Department of Interior and Local Government has cited 30 provinces and cities as top performing local government units (LGUs) for 2010 based on the areas of good governance.

In a statement on Sunday, DILG Secretary Jesse Robredo said these 30 LGUs, composed of 20 cities and 10 provinces, garnered high scores in the department’s Local Governance Performance Management System (LGPMS), a web-based, self-assessment tool that measures LGU performance in key governance areas and provides information on the status of LGUs in terms of local governance and development.

Managed by the DILG’s Bureau of Local Government Supervision, the LGPMS assesses LGU performance on the areas of: administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability.

Robredo said the 30 top performing LGUs got an average overall performance index ranging from 4.6415 to 4.9370, with one as the lowest and five as the highest.

The top 10 high performing provinces according to rank are: Bohol (4.9370); La Union (4.9115); Bulacan (4.8628); Negros Oriental (4.8331); Pangasinan (4.8185); Ilocos Norte (4.8185); Albay (4.8064); Cavite (4.8031); Compostela Valley (4.7812); and Tarlac (4.7773).

Top performing cities in the highly urbanized and independent component cities category are: Valenzuela (4.9150); San Juan (4.8875); Puerto Princesa (4.8640); Angeles (4.7410); Davao (4.7380); Naga (4.6940); Zamboanga (4.6865); Iligan (4.6710); Cebu (4.6633); and
Taguig (4.6415).

For the component cities category, the top performers are: Ligao (4.9240); Laoag (4.9193); San Fernando (4.9177); Vigan (4.8617); Gingoog (4.8568); Cabanatuan (4.8363); Dipolog (4.8113); La Carlota (4.7553); Iriga (4.7522); and Batac (4.7430).

Wooh.... This is an expensive technology in the field of medicine. Good job DMC. You now have two state of the art facilties, CT Scan w/ a higher slice capacity compare to ZMC and this. Hope the nt thing you'll do is to improve your hospital bldg. I've heard before from one of the head doctors here that the management do not have intentions to improve their hospital facility, in fact he even said "Unsa man? Ato na ning isira ni ga ospital?" and most of the meds in their pharmacy were already expired. I hope they (DMC) already changed those meds as their clients are paying right amount for the services they rendered.

Senator shares his PDAF to Dipolog City indigent patients

DIPOLOG CITY, Sept. 5(PIA) -— Senator Francis Escudero has committed to allocate P200,000.00 of his Priority Development Assistance Fund (PDAF), commonly known as “Pork Barrel” Funds for the indigent patients from Dipolog City that will be admitted at Dr. Jose Memorial Hospital in Dapitan City.

According to the City Information Office, Escudero, in his letter dated August 23 to Dipolog City Mayor Evelyn T. Uy, pledged to share the said amount upon learning that most if not all of them usually go to the City Mayor for financial assistance.

Relative to this, Mayor Uy then asked the Sangguniang Panlungsod of Dipolog City to pass a resolution to grant her authority to enter a Memorandum of Agreement in the name of the Local Government Unit of Dipolog City with the Office of Senator Escudero for the said purpose.

In another development, Dipolog City Planning Officer Engr. Albert Alimpulos said that the construction of the 100-bed capacity Corazon C. Aquino Hospital will be started immediately as soon as they will get the go signal from the Central Office of the Department of Public Works and Highways.

Alimpulos said, all the pertinent papers relevant to the construction of the said hospital has already passed the initial screening conducted by the DPWH First District Office in Dipolog City and is now with its regional office for comment before it will be forwarded to the DPWH Central Office for final screening and ultimately, its implementation.

The P200-million hospital was personally committed by by Kris Aquino (younger sister of the President) during the Presidential Campaign of then Presidential Candidate Benigno Aquino III in the 2010 Presidential election.

In that meeting, Kris personally Mayor Uy about her priority project to ask from the President, if ever President Aquino will be elected as President which the City Mayor readily replied, a hospital.(JPA/ATR/PIA9-Zambo Norte):banana::cheers: `

DIPOLOG CITY, Sept. 6 (PIA) -— Dipolog City has been recently included among one of the top performing Local Government Units (LGUs) under the Component City category.

This was the result of the 2010 Local Government State of Performance (LGSP) report of the Department of Interior and Local Government.

The LGSP Report is one way of assessing the performance of an LGU on governance, and providing information on the LGU’s state of local governance and development.

Based on the LGSP Report, DILG Secretary Jesse Robredo, then announced the top thirty (30) LGUs in the three different categories all over the country.

In the Component City Category, aside from Dipolog City, other cities which comprises the top ten are Ligao City in Albay; Laoag City in La Union; San Fernando; Vigan; Gingoog; Cabanatuan; La Carlota; Iriga;and Batac, Ilocos Norte.

The LGU’s recognition was based on its administrative performance; social; economic; and environmental governance and fundamentals of good governance including transparency; participation; and financial accountability designed to uplift the social living condition of its constituents.

The recognition received by the City Government of Dipolog came amidst accusation by the critics of Mayor Evelyn T. Uy of sowing terror in the city by conducting political persecution to the media personalities who are very vocal against her administration.

Particularly cited by her critics was the arrest of Genesis Ajero, an Anchorman of Isyo Karon program aired over DXFL, Monday to Saturday, from 6 to 7 o’clock in the morning.

Ajero, a mediaman identified with the provincial government of Zamboanga del Norte was apprehended about 1:30AM on Sept. 4, 2011 in a drug buy-bust operation conducted by the joint elements of the Philippine Drug Enforcement Agency, 9th Regional Public Safety Battalion; Dipolog City PNP and Team David along Patangan Road, Purok 5 at Sta. DOLE-9 bats for community tourism promotion

DIPOLOG CITY, Sept. 5 (PIA) -- Seeing Dapitan City as the tourism hub in the region, the Department of Labor and Employment (DOLE) – IX headed by Regional Director Ponciano M. Ligutom has spearheaded a “3Y” project here.

In a consultation-dialogue with partner-agencies held recently in Dapitan, Director Ligutom made a brief presentation about the project before the 3Y member-agencies and other stakeholders.

No less than DOLE Undersecretary Lourdes Melicor-Trasmonte attended the said dialogue where she underscored the importance of the collaboration between and among government and non-government agencies for the project to succeed.

3Y which stands for One Locality, One Industry, One Service Quality, was the brainchild of Director Ligutom seeking to promote local community tourism in Dapitan with emphasis on improving the quality of service by hotel and restaurant attendants, bus and tricycle drivers and other service groups for the tourists and guests.

This project has been implemented in partnership with the local government unit (LGU), Jose Rizal Memorial State University (JRMSU), Department of Trade and Industry (DTI), Dipolog-Dapitan-Polanco-Katipunan-Roxas-Manukan Growth Corridor-Project Management Office( DDPKaRoMa-PMO), Department of Interior and Local Government (DILG) and other stakeholders.

Dapitan has been famous for its Rizal Shrine, the legacy of the national hero Dr. Jose Rizal who was exiled here by the Spaniards from 1892-1896.

Taho nagkanayon nga ang phase 1 ug 2, sumala pa gikontrata sa Grace Construction Co., nga taga Ozamiz. Adunay budget nga mokabat sa P50 milyones ka pesos, samtang ang ikatulo, ika-upat ug ika-lima ka phases gibudgetan ug P178 milyones ka pesos.

Dugang pa sa tinubdan nga ang DPWH Region 9 nagahinan usab ug P130 milyones ka pesos aron mahuman ang maong dalan. Ang gilapdon sa dalan mokabat sa 6.7 metros, ug adunay gitas-on nga 10.795 kilometros lamang.

Pipila ka engineers nga nahinabi niining pamantalaan mihatag sa ilang opinyon nga mahal ra kaayo ang maong dalan.

Stable power in Zamboanga promised with new facility

SYSTEM OPERATOR National Grid Corporation of the Philippines (NGCP) has opened a new component of the Zamboanga substation which is seen to improve the reliability and quality of electricity transmission in the province, the company said in a statement yesterday.
NGCP said it had energized the 7.5-megavolt ampere capacitor bank at the Polanco substation in Zamboanga del Norte on Aug. 6.

The capacitor bank “is expected to regulate voltage quality and ensure that levels are compliant to the provisions of the Philippine Grid Code” and to ensure lights do not flicker in households.

The company said the improvement will benefit customers of the Zamboanga del Norte Electric Cooperative (Zaneco) and Wilmar Edible Oil Philippines which is connected to NGCP’s transmission lines.

The Polanco capacitor came from another substation in the province.

NGCP would not disclose the cost of the capacitor project.

The system operator has also energized the P1.12-billion Sangali-Pitogo 138-kilovolt transmission line earlier this year.

“NGCP will continue to work on improving power reliability and quality for the benefit of bulk power customers. Of course, the benefits will ultimately reach the ordinary household consumers through the distribution utility Zaneco,” said NGCP President and Chief Executive Henry T. Sy, Jr. -- Emilia Narni J. Saldon ug napasar diha sa regular nga meeting sa Association of Barangay Captains sa dakbayan sa Dipolog kaniadtong Agusto 26 sa hapon nga diha gipahigayon sa Miputak Barangay Hall, ning dakbayan sa Dipolog.

Si Kapitan Saldon mibase sa iyang gipasaka usab nga resolution tungod sa napasar na usab nga resolution gikan sa barangay Sta. Filomena pagsuporta sa panan-aw ni Mayor Evelynb T. Uy nga Swingapore 2030 ang dakbayan sa Dipolog.

Kahinumdoman nga si Sta. Filomena Barangay Konsehal Crispin S. Garcia ang mipasaka ug usa ka Resolution No.2011-074 pagsuporta sa tinguha sa dakbayan sa Dipolog nga mahimong Swigapore 2030.

DTI- Zam Norte conducts groundbreaking rites for its new building

DIPOLOG CITY — Dipolog City Mayor Evelyn T. Uy and Congressman Rosendo Labadlabad of the second district of Zamboanga del Norte were the guests of honor during the groundbreaking ceremonies yesterday for the proposed new office building of the Department of Trade and Industry (DTI) in the province.

They were assisted by city vice-mayor Senen Angeles, Dr. Sitti Amina Jain, DTI-9 Assistant Regional Director, and DTI-ZANORTE Provincial Director, Engr, Noel R. Bazan in the laying of the time capsule at the proposed site at the government center in Sta. Isabel.

Mayor Uy and Congressman Labadlabad just came from the blessing and turn over ceremonies of the imposing P16 million building of the Philippine National Police located just adjacent to the DTI lot.

During the opening program, Dr. Jain expressed her gratitude to Mayor Uy for having donated the lot to DTI and to Congressman Labdlabad for providing the seed money for the building. She emphasized how this new facility when realized, would greatly help DTI to deliver better, faster and more efficient services to its clientele in the province.

The envisioned edifice however, may not be realized soon because of the non-approval by the Department of Budget Management of the requested funds for the building, according to Director Jain. She said that she had just phoned DTI Central office for updates and was told that the proposal was put on hold because the government at present is putting more priority to the construction of new school buildings.

Congressman Labadlabad, in response to this news, said that he would try his very best to talk to DTI Secretary Gregory Domingo and DBM Secretary Butch Abad to allocate some funds if only to start even just the ground works of the proposed edifice.

The groundbreaking ceremony was witnessed by Dipolog's business leaders and industry captains led by the city chamber officials, officers and members of the sardines processors of Zamboanga del Norte, and guests from the media and other agencies of government. (JPA/FPG/LSV/ DTI- PIA9-Zambo. Norte)

MANILA, Philippines — Goldilocks chain of bakeshops has no plan of selling out and is set to open 30 new stores this year, particularly in Northern Luzon and in Mindanao through franchise arrangements.

Goldilocks franchise relations manager Lin E. Deres told reporters at the press launch for the 2011 Franchise Asia Conference to be held here in September this year that talks of acquisition by another company was an old issue.

“That’s a dead issue,” said Deres when asked if the company is still the target of acquisition by another food company.

Instead, she revealed that Goldilocks is aggressively expanding in Northern Luzon expansion following the establishment of a new commissary in Rosales, Pangasinan.

The company also hopes to set up more facilities in Mindanao to support its aggressive expansion in the country’s second biggest island.

Goldilocks has over a hundred stores nationwide half of which are company-owned. It plans to open in more than 30 areas this year.

In Metro Manila at present, Goldilocks maintains a cake plant, food plant and bread plant in separate locations in Mandaluyong.

In the provinces, its plants are in Cabuyao, Cebu, Iloilo and Davao.

According to Deres, they have almost saturated the areas in Metro Manila and in Luzon, except the northern part.

“We see a lot of opportunities in the region such as in Northern Luzon, Visayas and in Mindanao,” Deres said.

Goldilocks got a lot of interest from Butuan and Tuguegarao when it joined the Philippine Franchise Association-Department of Trade and Industry caravan.

Deres said that its expansion would be under the franchise concept, depending on the format the entrepreneur chooses.

At present, Goldilocks has more bakeshops than full stores. A bakeshop would cost between P6 million and P8 million inclusive of the franchise fee, construction cost, equipment, POS system and pick-up truck. Investment for a full store is between P10 million and P13 million.

Its outlets abroad are co-owned, 23 in the US; 2 in Canada and more recently, Bangkok where it has five.

Goldilocks is also eyeing to open in Middle East and Europe where there are pockets of Filipino communities although Deres said that it is important that they cater to the mainstream market.

Im excited to visit Dipolog, Dapitan this coming September 17. Last week, nagpakasawa ko sa PILI nuts when I was in Cam Sur, sardinas napud when I will be in Dipolog haha.
