Hello everyone, I've ask this to one of the forumers here before and i'll ask it again, is there a watercraft (ferry/fastcraft) that has a route CdeO-Dapitan/Dipolog?

no fastcraft but there's an NN vessel - Saint Peter leaving from CDO at 6pm Monday and arrive at Dipolog/Dapitan 12.30am Tuesday. 6 1/2 hrs travel time.

True-to life story na siya based on the personal experiences sa mga nag-sulat. Kung duna may ga himo ug fiction mahibaloan ra nila kay mag research man sila kay mag kuha ug actual footage ug actual interview sa mga tawo nga involved ug ang setting sa story.

ABCollege hosts 2012 Regional PRISAA Meet

The Andres Bonifacio College is currently hosting the 2012 Regional Private Schools Athletic Association (PRISAA) Meet.

After a brief parade around the city participated in by the delegates from the cities of Dipolog, Pagadian, Basilan, Isabela, and Zamboanga, the said athletic meet was formally opened with a program at the Amando B. Amatong Civic Center yesterday, February 25, 2012. With its complete sports amenities, the College is hosting most of the sports events. Games like football, baseball, softball, judo, karatedo, taekwondo, boxing, and sepak takraw are simultaneously being played at the ABCollege campus as of press time while the other events are being held in designated areas in the city.

ABC College is still No. in the Region

With its recent performance in the Nursing Licensure Examination held last December 2011, the Andres Bonifacio College has reaffirmed its status as the best nursing school in the Zamboanga Peninsula and as one of the best in the country.

Fifty-one out of the 73 first-time examinees from the College successfully passed the December 2011 NLE. This translates to a passing percentage of 69.86%. The national passing percentage in the said examinations is only 33.92%. As compared to the other schools in the Zamboanga Peninsula offering the Bachelor of Science in Nursing program, the ABCollege obtained the highest passing rate thus making it No. 1 in Region IX, a distinction that the institution has been holding for three years now.

The Professional Regulation Commission will conduct mobile processing for renewal of Professional Identification Cards in Dipolog City. DIPOLOG CITY, March 7 (PIA) – Members of the city council here are now considering to pass an ordinance requiring the local businessmen to install Close Circuit Television (CCTV) cameras in their respective establishments.

This move came amid reports of robberies, holdups and burglaries happening in other parts of the country. Some took place in broad daylight.

To get the pulse among businessmen on the proposal, the city council conducted a public hearing recently at the Sangguniang Panlungsod session hall.

The city council has also planned to make the installation of CCTV cameras in every establishment a requirement for the renewal of business permits.

The city councilors believed that a CCTV camera can curb and deter the thieves or robbers from assaulting an establishment, as it records and monitors the activities/movements of people within its premises.

City councilor James Cyril Ruiz said the CCTV camera could help secure not only the business establishments but the lives and properties of the people as well. (JPA/FPG/PIA-Zamboanga del Norte)

Labadlabad led the capsule laying at the starting point of Turno-Galas-Sinaman bypass road which recently received an initial funding of P45 million. A total of P200 million has been earmarked for this project.

The congressman immediately proceeded to barangay Marupay in Roxas town and Katipunan National High School in Katipunan municipality to separately administer the groundbreaking for the construction of two covered courts worth P1.5 million each.

Other projects Labadlabad has given to his district include a covered court worth P250,000 at Sitio Diwait in barangay Tabon of Jose Dalman town, continuation of the construction of Sindangan Cultural and Sports Center with an initial appropriation of P13 million, upgrading of Sindangan-Siayan-Mahayag national road with P379 million allocation, and the construction of Piao bridge approaches along barangay Poblacion to Decoyong in Sindangan town with P14.9 million allotment.

DCCI bats for environmental protection

DIPOLOG CITY — As part of its five-year strategic plan, the Dipolog Chamber of Commerce and Industry (DCCI) has embarked on projects to preserve and protect the environment.

This was disclosed by DCCI President Atty. Paul Gudmalin during the 13th founding anniversary of the Chamber last Thursday.

He stressed that a clean and green environment would usher in more opportunities for the business sector.

Gudmalin said the chamber also aims to develop a culture of social responsibility and pursue internal strengthening to be financially viable and fully effective, as well as a functional business organization.

City Mayor Evelyn T. Uy, on the other hand, told the audience in the same gathering that the city government would always support DCCI’s programs and projects in promoting the welfare and interest of the business community. She also said the city leadership “is now geared toward attracting and inviting investors to try their luck in the city.”

A businessman, who asked not to be named, said more investors are eying to invest in the city because of its favorable peace and order condition.

Aside from being the provincial capital, Dipolog is also known as the commercial center of Zamboanga del Norte.

Kining maong resolusyon ang gipadas-ug sa nahisgotang konsehal aron sa pagpahaum ngadto sa umaabot nga kasaulogan sa ika 100 nga kasumaran sa pagka-himugso sa dakbayan sa Dipolog sukad niadtong tuig 1913, diin gumikan niini, dugang nasayran nga daghanang mga kalihokan ang gihan-ay aron mahimong mabolokon ang maong kasaulogan.

Naa mga bag-ong U/C napud pero locals og Taiwanese ang owners. Hapit napud mahuman ang DES Motor Showroom nga wa mi kbalo kung motors o cars ang ibaligya. Naay new gov't project nga gisugdan na like river control facility, new road constructions and upgrading, city hospital og phase sa boulevard commercial building. On going pud tong hypermarket sa Gloria de Dapitan pero slow phase kay murag problemado pa sa budget. Ag new roller coaster wa pa naassemble kay nagkaproblema sila sa pag-install. Naa pay iff-up nga instruction guide sa manufacturer sa gawas.

Looks like Nonong needs a professional resort planner to rehabilitate Dakak for a world class tropical Filipino native theme and not just simple building those Thai/Chinese inspired theme. The staffs need professional training to be at par with what other paradise resorts are offering in the country. Might as well give the management to a more innovative young Jalosjos sibling but who will he/she be?

DIPOLOG CITY, Mar. 16 (PIA) -- Anticipating possible occurrence of any crime inside an establishment, the members of the Dipolog City Sangguniang Panlungsod is now considering to require all business owners in the city to install closed-circuit television in their respective establishment.

In its recent session, the Sangguniang Panlungsod recognizes the need to install CCTV in all establishments to monitor all movements inside the establishment as well as to have a reliable source of information for an investigation to be conducted on any crime committed inside an establishment.

The idea of requiring all business establishments to have CCTV came about after it was observed that CCTV footages have been instrumental in identifying persons involved in crimes committed inside a CCTV-monitored establishment.

The move of the City Council is also in compliance to Memorandum Circular 2012-38 issued by the Department of Interior and Local Government which directs all Local Chief Executives of the different cities and municipalities, including the barangay to ensure peace and order as well as expedite crime solution in their area through the use of CCTV.

Earlier, the Sangguniang Panlungsod crafted an ordinance requiring all banks in the city to install CCTV inside their building. DIPOLOG CITY, Mar. 22 (PIA) - - Dipolog city mayor Evelyn T. Uy recently received the "PNP Best Supportive Local Chief Executive" award in recognition of her exemplary performance.

Police Director George Q. Piano, director for logistics of the Philippine National Police's (PNP) national headquarters, personally handed the plaques to Uy in a simple awarding ceremony at the city police station here.

The PNP leadership has expressed gratitude to Uy for the support extended by the city government to the police.

Police Provincial Director Ulpiano C. Lopez said that aside from logistics, operational and training supports to the police, the city government under the auspices of Uy has also caused the rehabilitation and renovation of the 100 square meter quarters at the Zamboanga del Norte Police Provincial Office (ZNPPO) and the construction of the two-story city police station.

The city government also shelled out P8 million as its counterpart fund for the construction of the P16 million two-storey city police station which was built on a lot also donated by the city.

Police Director Piano, on the other hand, said in his speech that the police personnel in the city “are prouder and more inspired to render quality police service” with their new, decent and spacious police station adding that the “appearance of the facility already commands respect from anyone who enters it.”

Piano also stressed that one indispensable factor in ensuring efficient and effective delivery of police service is the availability of a decent and orderly police station.

RDC-IX approves P53-B budget for 2013

DIPOLOG CITY, March 14 (PIA) -- A budget amounting to P 53.781 billion for calendar year 2013 has been approved by the executive committee of the Regional Development Council (RDC)-IX during its meeting held here recently.

The 2013 budget shall be used to fund regular programs and new projects to be implemented in support of the agri-industrial sector, social services sector and infrastructure development sector.

RDC-IX chair Dipolog Mayor Evelyn T. Uy disclosed that said budget would serve as the basis for the implementation of programs and projects of the different line agencies, government-owned and controlled corporations as well as state colleges and universities based in the region.

It was also learned that the agri-industrial sector will have a total budget of P3,932,760,000 broken down as follows: Department of Agrarian Reform (DAR) – P411.8 million, Department of Agriculture (DA) – P2.467 billion, Department of Environment and Natural Resources (DENR) – P722.5 million, Department of Science and Technology (DOST) – P79.8 million, Department of Trade and Industry (DTI) – P77.07 million, Department of Tourism (DOT) – P10.8 million, Bureau of Fisheries and Aquatic Resources (BFAR) – P74.9 million, Environmental Management Bureau (EMB) – P56.7 million and Mines and Geo-sciences Bureau (MGB) – P31.1 million.

An allotment of P30.5 billion has been set aside for the social services sector consisting of six state universities and colleges, Technical Education and Skills Development Authority (TESDA), Department of Education (DepED), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE) and Dipolog School of Fisheries (DSF).

The infrastructure development sector has an appropriation of P19.164 billion to be shared by the following agencies, namely, Department of Public Works and Highways (DPWH) – P15.357 billion, National Irrigation Administration (NIA) –P1.225 billion, Philippine Ports Authority (PPA)-Zamboanga City – P729.622 million, PPA-Dapitan City – P718,721 million and Civil Aviation Authority of the Philippine (CAAP) – P1.132 billion.

An amount of P167.234 million is also set aside for the Development Administration Committee (DAC) which includes the Department of Interior and Local Government (DILG) and the Bureau of Jail Management and Penology (BJMP).

RDC-IX’s 2013 budget is said to support the key result areas of the President’s Social Contract to the Filipino people which include transparency, accountability and open governance, poverty reduction and empowerment of the vulnerable sector, rapid inclusive and sustained economic growth, lasting peace and the rule of law, and environmental protection and climate change adaptation and mitigation. PPA BUILDS DAPITAN PORT NEW PASSENGER BUILDING

DAPITAN CITY, ZAMBOANGA DEL NORTE – As the last leg of the Western Nautical Highway (WNH), Dapitan Baseport will soon have its newly-built Passenger Terminal and Operations Building (PTOB) to accommodate commuters which will triple the seating capacity of its existing facility to cater to commuters.

Slated to be completed in early 2012, the PhP66.40 million project will be able to seat 360 passengers on its first floor while the second floor will be devoted as an operations headquarters. Dapitan is Mindanao’s strategic jump off point to other destinations of the Strong Republic Nautical Highway (SRNH) which links up the country’s major islands. Through the WNH, Dapitan is conveniently connected to the ports of Dumaguete, Bacolod, Caticlan, Roxas, Calapan and Batangas, and vice versa. “It is truly a relief to finally offer to the travelling public a fitting lounge area during departure and not be cramped on a limited space,” Port District Manager Atty. Christian V. Santillan conveyed.

Said project, spanning a duration of 360 days commenced on February 7, 2011 and will technically conclude on February 7, 2012. It is being executed by winning contractor Dakay Construction and Development Corporation (DCDC), a Cebu-based company. As of September 25, 2011, the project slippage was relatively high at +55.41 percent, a very positive indicator of its progress and the high probability that it will be completed on time given no other cause of delays, especially environmental or legal, will interfere. Port Management Office (PMO) - Dapitan Port Manager Atty. Roger V. Asprer, likewise, expressed enthusiasm on the prompt and timely development implemented by the PPA Facilities Construction and Maintenance Department (FCMD) and funded through the PPA’s local corporate budget.

Atty. Asprer earlier revealed that Dapitan baseport is already operating at the brink of congestion, particularly its transit spaces devoted for passengers. PM Asprer further cited that during the city’s hosting of Palarong Pambansa (National Games) on May 8-14, 2011, all possible areas were utilized to cater to the very high influx of commuters and tourists arriving at the baseport. Yet there was not enough covered shed to offer such that most were drenched in rain while waiting for boarding. Upgraded into baseport or PMO status in late 2008, Dapitan was formerly a terminal of the PMO-Ozamiz under the jurisdiction of the Northern Mindanao (NoMin) Port District which is part of Region-X. Upon prodding from the Regional Development Council (RDC)-IX, Dapitan was formally turned over to the SoMin Port District in September 30, 2009 to align its coordination on policy and infrastructure priorities with counterparts in the Zamboanga Peninsula (Region-IX) which is under SoMin.

The ongoing building construction sits on a 1,260 sq.m. area located at the back of the present 336 sq.m. structure which is currently being divided into a temporary shelter for embarking and disembarking passengers and an office for finance and operations, and leased cubicles of shipping line companies. PMO-Dapitan’s passenger volume in 2010 – mostly generated by the baseport reached 548,443 which is up by 26.97 percent from its 2009 figures of 460, 313. This has been the highest growth among the SoMin PMOs for the year. FCMD is currently implementing another relevant project for Dapitan’s continued operational expansion – the PhP 24.81M paving of its back-up area which is also being executed by DCDC.

Mao kini ang nasayran gikan kang Atty. Gerry N. Mayormita, ang kasamtangang CSC Provincial Director sa probinsiya sa Zamboanga del Norte.

Matud pa sa tinubdang buhatan nga kinsa kadtong interesadong mokuha sa maong mga pasulit ang muadto lang sa buhatan sa CSC aron masayran ang mga gikinahanglang rekisitos gumikan kay dili na man pwedeng ipagawas ug ipadala sa mga aplikantes ang ilang mga application forms ug gikinahanglan usab nga ang aplikante ang nag-edad sa dili mominos sa dise otso (18) anyos pataas ayha kini maka kuha bisan asa sa duha ka mga pasulit sa CSC.

Kahinumduman nga dili na usab importante ang educational background sa aplikante sama sa mga miaging mga katuigan diin kinahangalan gyud nga makahuman ug kurso kini ayha maka-take sa CSC Professional examination ug CSC Sub-Professional Examination usab ang pagakuhaon sa mga wala makahuman ug kurso.

Dugang pa ni Atty. Mayormita nga giwagtang na usab karon ang nahaunang quota sa kahigayonan sa mga wala mupasar sa maong examinasyon. Tungod niini, kinsa kadtong interesadong mokuha sa maong examination ang magdala lang ug 4 ka passport size id pictures, usa ka valid identification card ug 1 ka photocopy niini, ug P500.00 nga balayranan isip application fee. Ang maong pagpangdawat sa mga application forms ang hangtud lamang sa Abril 12, 2012. (CIO-aca)

Following their recent court victory against the open pit mining ban in Zamboanga del Norte province, the Philippine unit of Canadian mining firm TVI Pacific Inc. on Wednesday said it is poised to explore a new site near its current copper-zinc project in Sitio Canatuan in Siocon town.

TVI officials said the goal is to extend the life of the Canatuan project, which given current conditions will last two more years.

TVI Resource Phils. Inc. spokesman Ronaldo Jabal Jr. said the new exploration mission was hastened by the Certificate of Precondition (CP) for getting the free prior informed consent (FPIC) of the Subanon indigenous community in Canatuan given by the National Commission on Indigenous Peoples (NCIP).

"The NCIP certifies that we have the support of the indigenous groups. This paves the way for new exploration in the province," Jabal said.

The consent of the local tribe is a requirement for the Mineral and Production Sharing Agreement covering the Canatuan area.

TVI Resource vice president for social commitment Rene Subido said they have complied with the requirements of the Indigenous Peoples’ Rights Act including the mandated consultations and community assemblies with the facilitation of NCIP.

NCIP director Atty. Jonathan Adaci confirmed to GMA News Online that they had recently issued the CP to TVI Resource. He explained that the CP attests that TVI Resource consulted with and secured the consent of the concerned tribe.

Adaci also said the tribe should benefit from the mining operations through royalties of at least 1 percent of the production. He said the royalties could be more than 1 percent depending on negotiations with the tribe.

The director of the NCIP Ancestral Domains Office said that TVI Resource has been a compliant corporate citizen in Zamboanga.

Subido said TVI Resource has given college scholarship grants to 55 students, of which some 21 have graduated and some were employed by the firm. He also said TVI Resource built six school buildings in Siocon, including one in Barangay Canatuan.

"We built farm to market roads not only for Canatuan farmers but also for other barangays of the municipality. We spend P19-million annually to maintain the roads that link Siocon to the rest of the towns and key cities of Zamboanga Peninsula. Moreover, we have already planted more than 240,000 trees as part our reforestation and revegetation programs ” Subido added. — VS, GMA News

Zamboanga del Norte mayors recently underwent an orientation on the Agrarian Reform Communities Project 2 (ARCP2) of the Department of Agrarian Reform (DAR)-ZaNorte in a local hotel of Dipolog City.

Director Homer P. Tobias, ARCP2 National Project Coordinator from the National Project Coordinating Office discussed with the different city and municipal Mayors, Municipal Planning and Development Coordinators (MPDCs) and the Municipal Engineers (MEs), under ARCP2, the direction of the project for 2012 and the enhanced service standards for the sub-project implementation.

He stressed that the project’s service standard is: “Mas pinadali, mas pinabilis at mas pinagaan.”

Tobias also emphasized during the briefing the guidelines on Performance Based Grant System (PBGS) and the National Government Assistance to Local Government Units (NGALGU).

He also presented the summary of approved sub-projects and those for approval wherein the total project cost for approval for the month of March amounts to P300-400 million nationwide.

As of press time, Zamboanga del Norte has already six approved sub-projects (SPs) amounting to P7.9 million, has 29 SPs pipeline for approval amounting to P76.9 million, and has 51 SPs, which is currently on its on-going preparation of documents with detailed engineering stage with a total project cost of P155.6 million.

The DAR-ARCP2 Zamboanga del Norte covers 19 Agrarian Reform Communities (ARCs) with13 municipalities and 2 cities.
The project has four program components to include: the Community-Driven Development (CDD) - building the capacities of farmers, ARC organizations and LGUs; the Agriculture and Enterprise Development (AED) – enhancing productivity, creating opportunities and wealth; the Rural Infrastructure (RI) - linking farms to markets, improving access to services; and the Project Implementation Management (PIM) – ensuring efficiency and sound development management.

The project’s goal is for farmers to access productivity and enhancing interventions and for them to engage in agribusiness and sustainable livelihood (viable and sustainable people’s business organization), thus, contributing to the government’s effort in reducing poverty.

This project is in consonance with DAR’s thrust to continually deliver intensive support services to agrarian reform beneficiaries (ARBs) and other farmers in the different ARCs. This is through the implementation of foreign-assisted projects (FAPs) where it provides a package of intervention to ensure productivity of awarded lands resulting in increased household incomes and improved socio-economic standing of the ARBs.

THE Department of Labor and Employment (Dole) has released P980,000 funds for the implementation of livelihood projects in the province of Zamboanga del Norte, a Dole official announced.

Dole Zamboanga Peninsula director Ponciano Ligutom said Friday that of the total amount, P480,000 was released to the City Government of Dipolog, while the remaining P500,000 was given to the Zamboanga del Norte Department of Trade and Industry (DTI) office.

Ligutom said the P480,000 in check was turned over last Tuesday to Dipolog City Mayor Evelyn Uy and the P500,000 in check was handed to DTI-Zamboanga del Norte director Noel Bazan during a Special Program for Employment pledging activity in Dipolog City.

The City Government of Dipolog will be using the P480,000 funds to purchase equipment for the garment-making project in Dipolog, Ligutom said.

The Dipolog City Government is Dole Zamboanga Peninsula's accredited co-partner in the garment-making project for unemployed housewives and women, he said.

The DTI-Zamboanga del Norte office will use the P500,000 to enhance the bottled sardines making projects in Dohinob, Roxas, Zamboanga del Norte, he said. (Bong Garcia)

Agolong said the Chinese tour operators explored tourism sites of Dapitan City, including the Aliguay Island.

Aliguay is an island barangay of Dapitan City and is about an hour away from the city's mainland.

They also watched the shows at Gloria’s Fantasyland and experienced fishpond cruise, heritage and leisure tours and helicopter adventures, Agolong said.

The three-day tour was very first offered by FTTC and Dakak Park and Beach Resort for the selected top Chinese travel agents.

“The familiarization tour is just a gesture of opening our gates to the Chinese market and hopefully to other Asian countries,” FTTC General Manager Consuelo Locop said.

Locop added another group of Chinese tour operators and journalists are coming to visit Dapitan City.

Panga plans to bring them within the second quarter of this year, Locop said.

Yu Yimin of Rich Holidays, who was among the Chinese visitors, said they plan to customize their own tour packages based on the interests of their varied clients.

THE Department of Social Welfare and Development (DSWD) has released P14 million for the implementation of anti-poverty projects in Roxas, a second-class municipality in the province of Zamboanga del Norte.

Roxas Municipal Mayor Eduardo Yebes said the funds were coursed through the DSWD's Kapit-bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS).

Kalahi-CIDSS is a community-driven flagship development project of the government that aims to empower communities through their direct participation in community projects to reduce poverty.

Most of the projects funded through Kalahi-CIDSS include water systems, roads, school buildings, barangay health stations and day care centers built at lower cost than non-community-driven development projects.

It aims to provide interventions on asset reforms, human development services, capacity building, and participation on governance.

Through the project, it is expected that the poorest communities will be empowered, local governance will be improved, poverty will be alleviated, and transparency will be a way of life.

All the Roxas town’s 31 villages would get a share of the Kalahi-CIDSS funding provided they get their counterpart funds ready, Yebes said.

Yebes has called on all the village chiefs to set aside politics in the implementation of Kalahi-CIDSS projects to better serve the constituents in their respective villages. (Bong Garcia)

Minister for Economic Affairs , Akio Isomata , of the Embassy of Japan attended the turnover ceremony of the project entitled “ Donation of Ambulances and Fire Truck to the Province of Zamboanga del Norte .” The ceremony was held on 14 April 2011 at Dipolog City, Zamboanga del Norte.

This project, amounting to a total of „547,970 (approximately 300,000 pesos), was implemented by the Japanese NGO, Organization for Industrial, Spiritual and Cultural Advancement (OISCA) and funded by the Government of Japan through the Grant Assistance for Japanese NGO Projects under Japan's Official Development Assistance (ODA).

Dipolog City, with a population of approximately 110,000, had only one ambulance prior to this project . One ambulance was not enough to provide appropriate services for the residents. It is considered that death of 50 to 60 people per year was attributed to the lack of an ambulance available. On the other hand, the M unicipality of Pińan, with a population of approximately 19,000 , also faced a shortage of ambulances. Although the municipal government owned one ambulance prior to the project, it was not used anymore due to its dilapidated and non-functioning condition.

Dipolog City did not possess the sufficient number of fire trucks, either. At the city, around 30 fire cases occurred in 2009, but the city government could not properly respond to them because it owned only one fire truck.

Under the project, two ambulances and a fire truck were donated to Dipolog City while an ambulance was donated to the Municipality of Pińan. This project aims to enhance the capability of Dipolog City and the Municipality of Pińan in responding to emergencies by utilizing these vehicles. Three ambulances and a fire truck were donated by Toyota City, Aichi Prefecture, Japan, and the transportation cost of these ambulances and fire truck, as well as other related costs, were born by the fund extended by the grant assistance under the Japanese ODA.

Minister Isomata stated in his speech that “w ith these vehicles, I believe that tha local authorities will be able to attend to emergencies more effectively, save more lives and better prevent the destruction of propert ies and livelihoods, and thus enhance the human security of the local people.”

The Government of Japan, as the top ODA donor for the Philippines, launched t he Grant Assistance for Japanese NGO Projects in 2002 to promote more effective and efficient aid for developing countries by enhanc ing the cooperation between the Government of Japan and NGOs in the ODA implementation. Since then, 24 projects have been implemented by the scheme in the Philippines and the total amount of grant through these projects adds up to „ 261,428,505 (approximately 140 million pesos). Japan believes that this project will not only strengthen friendship between the peoples of Japan and the Philippines but also contribute to fostering a strategic partnership between Japan and the Philippines towards the future.

CEBU CITY, Cebu, Philippines — In a move to make pizza more affordable to the mainstream market, a Cebuano-owned pizza chain has pioneered the offering of “carinderia-type” pizza products.

Biańo's Pizzaderia, a “pizzaderia” coined after “pizza-carinderia” is now gaining foothold in Cebu, said its owner Alberto Biańo.

“Filipinos love to eat pizza but this kind of product is seen to be expensive for the masses. They only buy it for special occasions,” said Biańo

Started in 2009, Biańos Pizzaderia is now present in 20 locations in Visayas and Mindanao, making quality pizza food product affordable to many people.

In Cebu, there are eight Biańo Pizzaderia outlets, while the rest are in Bohol, Dumaguete, Zamboanga, and in Mindanao, in Butuan, Cagayan de Oro, Dipolog and Oroquieta City.

Biańo said the company is set to expand in Luzon, where the market is bigger.

He said the pizza-chain’s niche is its affordable price with a box of pizza costing between P100-P250.

“Even with its low-price, we do not cut-down on the toppings,” Biańo stressed.

He said part of his business’ marketing plans is to introduce the “carinderia-type” pizza to the countryside.

Starting off with its aggressive expansion, Biańo announced that the company will commission the marketing expertise of Maverick, a business development agency, led by Carlo Borromeo.

DIPOLOG CITY – Mayor Carlito A. Feras of President Manuel A. Roxas town in Zamboanga del Norte wants more bidders, both local and foreign, to build its Mega Agro Industrial Park worth some 13-billion-euro.

Feras revealed that the owner of AP Contractors, LTD., Mr. Arne Pedersen of Denmark, the foreign contractor, is interested to undertake the project and has been meeting with REBC chairman Reynaldo Esplanada, the fund facilitator for the loan which will be offered by several offshore banks.

“While a big contractor like Mr. Arne Pedersen of AP Contractors Ltd. is bidding for the project, I want more bidders to come in so we can choose which firm is giving us a better offer,” Feras stressed.

Leading the foreign banks which will provide the 13-billion-euro fund is ABN AMRO with consortium banks like the HSBC, Citibank, ING Bank, Union Bank of Switzerland (UBS), including local banks led by the University Savings Bank (USB), Banco Filipino and Maybank.

The project would be built for a five-year period under the Build-Operate-Transfer (BOT) scheme pursuant to Republic Act 7718, or the Local Autonomy of the Local Government Units (LGUs) and the Philippine Export Zone Authority (PEZA) Law.

Feras said those interested bidders must show the following requirements: Letter of Intent; complete company profile with PCAB license; and, three years audited financial statement to the municipal government of President Manuel A. Roxas.

He assured the firms wanting to bid or the winning bidder of safety, although the municipality enjoys stable peace and order and an industrious peace-loving people.

The Mega Agro Industrial Park is aimed at developing the entire town as a haven for investments by building road-network, commercial buildings, a shopping mall, hotels and restaurants, develop tourism sites, industrial and business processing outsourcing areas to attract local and foreign investors and tourists.

It also provides livelihood for the people and programs to enhance agriculture production that would supply raw materials to the local industries and spur trade and commerce in the area.

ZAMBOANGA CITY – The local government of President Manuel A. Roxas in Zamboanga del Norte is planning to convert the entire town into a Mega-Agro Industrial Park using a 13-billion-euro fund to make the municipality economically stable, Mayor Carlito A. Feras said Friday.

“Converting my whole town into a Mega-Agro Industrial Park is indeed a very ambitious project. But I am certain that like the concept of Ayala Commercial Center and Ortigas Center, among others, I know with God’s help, we will succeed in the town’s business endeavor,” Feras said.

The mayor explained that local government units (LGUs), mostly small ones, are really financially drained as salary for workers take the bulk of the budget, forcing the town to look for other means of generating revenues like engaging in businesses such as the proposed Mega-Agro Industrial Park.

The project, Feras said, is to develop the entire town as haven for investments by building road networks, commercial buildings, a shopping mall, hotels and restaurants, develop tourism sites, industrial and business processing outsourcing areas to attract local and foreign investors and tourists.

The park includes livelihood programs to enhance agriculture production in support to the local industries and trade and commerce but with an assurance that it is an environmentally harmonious agro-industrial mega development in this part of the region, he said.

“Local and foreign tourists are also expected to flock to the town to patronize new hotels and restaurants, golf course and a retiree’s village, plus world-class facilities and utilities such as strategic roads, drainage system, sewer network, modern educational and medical facilities, modernized power and water supply and distribution systems,” Feras said.

He revealed that the 13-billion Euro project would be a loan from various offshore and local banks led by ABN AMRO and supported by HSBC, Citibank, ING Bank, Union Bank of Switzerland, University Savings Bank, Banco Filipino and Maybank.

He said that construction of the mega-project will take about five years under the Build-Operate-Transfer (BOT) scheme as mandated by Republic Act 7718, otherwise known as the Local Autonomy of the local government unit and the Philippine Export Zone Authority (PEZA) law.

TESDA chief confirms voc-tech graduates in Zambo Norte

ZAMBOANGA CITY — Secretary Joel Villanueva, director-general of the Technical Education and Skills Development Authority (TESDA), confirmed on Friday the graduation of about 700 participants of vocational and technical courses offered by several schools in the twin cities of Dipolog and Dapitan in the province of Zamboanga del Norte.

These graduates took up short-term vocational courses such as automotive mechanic, hair dressing, beauty care and others.

Villanueva visited Dipolog City for the graduation ceremonies on invitation of Zamboanga del Norte first district Rep. Seth Frederick P. Jalosjos who provided funding for the free vocational training to the beneficiaries.

Villanueva also distributed TESDA Specialista Technopreneurship Program starter kits to identified beneficiaries.

These starter kits contain tools and other paraphernalia to be used by the beneficiaries in pursuing their respective livelihood endeavors.

Automotive mechanics received tools used in their trade while those who trained in beauty care and hairdressing were given equipment used in saloons or beauty parlors.

Villanueva also told newsman that TESDA is now ISO (International Standard Organization)-certified, making it the only education agency among the government certifying agencies to get such certification.

Villanueva said the ISO certification makes TESDA at par with other international educational institutions providing the same skills development services. (PNA)

^^ Governor Yebes said before that he will make an alternative road from Dapitan port directly to barangay Sicayab in Dipolog. The project is named as Sicayab-Bucana-Pulaun road but until now, the promise is nailed down. :( The purpose of the new road is to decongest the road segment going to the port specifically to prevent accidents on the loop road part from Dipolog to Dapitan side.

Land Bank of the Philippines said it would open 20 new branches this year to reach areas that were deemed underserved by the banking industry.

“Negotiations for the construction of the new branches are now in full swing,” Landbank president Gilda Pico.

Two of the new branches will be in Northern and Central Luzon, seven in the National Capital Region, five in Southern Luzon, three in the Visayas and three in Mindanao.

Landbank said it would also relocate some of its existing branches to areas believed to have more demand for banking services.

The bank now has 329 branches and the new branches will increase the total to 349.

Landbank said its expansion was aimed at expanding its reach to target clients, mainly farmers, fisherfolk, and micro, small and medium enterprises.

Pico earlier said the bank intended to further increase its lending activities in compliance to its developmental objectives.

The bank earlier reported a P9-billion net income for 2011, up by 11 percent from P8.1 billion in the previous year. The income growth was credited largely to increased lending activities.

Its income performance for 2011 allowed Landbank to remit P5 billion in dividends to the national coffers, the highest that a state firm has remitted to the government so far.

The bank said deposits last year hit P507.3 billion, up 17 percent year on year.

Its total assets amounted to P638.9 billion, rising by 13 percent year on year.

The bank said it maintained a comfortable level of capitalization last year, with its capital adequacy ratio (CAR) hitting 16.47 percent as of end-2011.

DBP has increased its total approved contributions to the Credit Surety Fund (CSF) program of the Bangko Sentral ng Pilipinas to P31-million with its support to the recently-launched Dipolog Credit Surety Fund.

DBP president and chief executive officer Francisco F. Del Rosario, Jr. said the Dipolog CSF is the 16th CSF project supported by the DBP as part of its continuing efforts to boost its assistance to the micro, small and medium enterprises (MSME) sector.

The CSF is a credit enhancement scheme that allows member cooperatives and its member MSMEs to borrow from banks through a Joint Letter of Surety Coverage issued by the CSF Oversight Committee in lieu of hard collateral. The Dipolog City government, including nine cooperatives, also contributed to the Dipolog CSF which is the fifth credit surety fund established in the Mindanao region.

DBP is the first financial institution to support the CSF program, while serving as a trustee bank and lender to the participating cooperatives and its qualified MSME members. Del Rosario said that as of September 30, 2010, the DBP CSF Credit Facility has total loans in the pipeline amounting to P154.5-million and approved loans of P34.35-million, of which P13.37-million has already been released.

MANILA, Philippines – A town mayor in Zamboanga del Norte has been abducted by armed men, the regional police office in the Zamboanga Peninsula reported.

"The mayor of Salug town is confirmed to have been abducted around 6 this evening," regional police director Chief Supt Napoleon Estilles told the media by the phone on Monday (April 2) evening.

Details of the incident were still sketchy as of posting time but Lim was reportedly walking along the poblacion or town center when he was seized by a still undetermined number of suspects.

Witnesses said that the local executive was forced to board a multicab van toward Caracol village of the same municipality.

Cruz said the multicab van was recovered by policemen of Salug Municipal Station at Caracol, but it was burned already with no passengers onboard.

"All Philippine National Police (PNP) stations were directed to set up checkpoints," he said as investigation is ongoing.

Col. Gerry Barientos, commander of the 102nd Infantry Briagde, said they have alerted security forces after receiving reports that Lim was abducted in Salug town.

“Mayor Lim was seized by gunmen at around 7 p.m. while on his way to the bus terminal in Salug town. We have alerted our forces and put up road blocks and checkpoints along the highway,” he told the Mindanao Examiner.

The military’s Western Mindanao Command said at least 10 gunmen were involved in the abduction.

“Mayor Jeffrey Lim was kidnapped by at least 10 unidentified men wearing bonnet that were onboard a yellow van. The vehicle was recovered abandoned and burned in a village in Salug. There is a joint army and police rescue operation now. All municipal police stations in Liloy, Gutalac, Labason and Baliguian in Zamboanga del Norte province have been alerted about this incident,” Lt. Col. Randolph Cabangbang, a regional military spokesman, said in a separate report.

He said the motive of the kidnapping is still unknown and the gunmen have not contacted the politician’s family.

No individual or group claimed responsibility for the abduction, but an army intelligence report pointed to rogue Moro Islamic Liberation Front rebels as behind the attack. The MILF is currently negotiating peace with Manila.

He said the motive of the kidnapping is still unknown and the gunmen have not contacted the politician’s family.

No individual or group claimed responsibility for the abduction, but an army intelligence report pointed to rogue Moro Islamic Liberation Front rebels as behind the attack. The MILF is currently negotiating peace with Manila.

The Malindang mountains in the Philippines are hardly known by the people. But I believe its one of the most beautiful in the Philippines. Its a nature park too. We started in Dipolg and get with a bus to the west side. Thats province Zamboanga North. We have to climb and descent many steep canyons. But get rewarded with beautiful sceneries. Like here is the Layawan river. By our guide mentioned as the cleanest river in the Philippines. Here we had to descent to the river.It took three days to reach the east side of the Malindang and went to Oroquieta city.

Zam Norte gov't allocates P50-M for 2012 Disaster Preparedness Plan

DIPOLOG CITY, APR. 3 (PIA)---The Zamboanga del Norte Provincial Government has allotted P50-million of its Calamity Fund for the 2012 Disaster Preparedness Plan of the province.

Governor Rolando E. Yebes, who is the Chairman of the Provincial Disaster Risk Reduction Management Council (PDRRMC), said the fund will be utilized in the implementation of various programs and projects as part of its preparation for any calamity that may hit the province.

Yebes said among the equipment to be purchased include rubber boats and other rescue equipment which he deemed necessary during rescue operation in times of calamity.

The Governor said, these equipment is necessary as rescue workers usually find a hard time rescuing flood victims who are sometimes stranded at the roof of their homes due to lack of recue equipment like rubber boats.

Among the projects considered by the Governor is the construction of multi-purpose covered courts which will be used as temporary shelter for the evacuees during emergency situations.

Yebes said the Zanorte PDRRMC has adopted this measure due to the prevailing unpredictable weather condition.

At the same time, the Governor wants the people to be always prepared for any eventuality, though he assures the calamity victims of assistance from the Provincial Government.

Earlier, the PDRRMC has reminded all Local Government Units in the province to adopt safety measures in their locality based on the geo-hazard map released by the Department of Environment and Natural Resources indicating areas vulnerable to flashflood and landslides in their area.

It maybe recalled that early this year, several barangays in Dapitan City were flooded and the rescue workers had a difficulty in retrieving flood victims due to unavailability of rubber boats that will be used in the rescue operation.(JPA/ATR/PIA9-Zambo Norte)

Mindanao brownouts only in some areas

DAVAO CITY , April 4 (PIA) -- Contrary to claims that almost all of the areas in Mindanao are experiencing 8 to 15 hours of brownout everyday, electric cooperatives yesterday admitted that there are only nine electric utilities experiencing 30 minutes to 2 hours of power outage in their respective areas.

In yesterday's stakeholders' meeting held at Grand Regal Hotel, this city, the Department of Energy (DOE) asked these utilities the frequency of brownout situations in their area.

As of yesterday, there are only nine power utilities out of 27 that admitted to have been fixing power requirements and holding minimal power interruption in the community.

"The reason why we are here is to get the real picture if indeed the talks that Mindanao is experiencing up to 15 hours of brownout everyday is true. But we learned that these are merely misconceptions and are actually not true," said DOE Undersecretary Josefina Patricia Asirit.

Electric cooperatives also reported that from 4 hour power outage, they have reduced it to 30 minutes of power interruption while certain technical efforts are being put into place.

Davao, Iligan, and Cagayan de Oro City are some of the areas reported to have sufficient power capacity earlier. The list now includes Malaybalay, Dipolog, Valencia, Camiguin, Panabo, Digos, Tagum, Mati, Cotabato, Surigao, Butuan, and Cabadbaran.

She said that the reduction of electric cooperatives experiencing power outages is brought about by the issuance of Department Circular directing these cooperatives to nominate needed power to supply their demands.

With the circular, power supply deficit is now reduced to 100 to 160 MW from 360 MW in the past months.

DOE lauded the cooperation of the electric cooperatives and distribution utilities for strictly complying with the circular as this is considered an immediate short-term measure to address power deficit.

Energy Secretary Almendras, in a separate interview, clarified that the government is now ready with both short- and long-term solutions by focusing on generation. He said about 253 megawatt of committed projects are coming online in 2014 while about 790 megawatt is existing as potential power.

After meeting the stakeholders, such as electric cooperatives and distribution utilities, he then asked local chief executives to welcome projects on power plants as the department is doing its share to fill in needed power supply in Mindanao. (FMGM-PIA)

“2012 KATKAT SAKRIPSIYO” to cap Lenten season observance in Dipolog

DIPOLOG CITY, April 3 (PIA) - - As the Catholic church celebrates the Lenten season this week, devotees of this city are now preparing for the “2012 Katkat Sakripisyo” (a climb of sacrifice) to be held at the 3,003-step Linabo Peak on Friday.

A Catholic Church ritual during Good Friday called “Via Crucis,” which features the 14 Stations of the Cross, will be held at the Linabo Peak starting at 5 a.m. until 3 p.m.

To ensure a smooth and orderly conduct of said activity, the city government has urged the participants to follow the guidelines set for the purpose. Some of these are: no wearing of high-heeled sandals, step-ins or shoes as well as short pants and spaghetti dresses; no camping at the Linabo peak; and all participants and guests are strictly prohibited from bringing with them explosive, bladed and deadly weapons as well as guitars, cassette players and alcoholic beverages.

“Katkat Sakripisyo” is a yearly activity held at the Linabo Peak every Lenten Season to reminisce the sacrifices of Jesus Christ for the remission of the sins of mankind. It is a solemn but soul-satisfying event where one unloads his guilt and sins.

This once-in-a-year event has succeeded in drawing local and foreign tourists who just come over for it. City Tourism Office (CTO) here reported that more than 1,000 local and foreign tourists came to witness the event last year. (JPA/FPG/PIA-Zamboanga del Norte)

Murag good news na kay naa na silay financer with those banks above. Initially, they planned to invest P250 million pero wa koi balita kung nasugdan naba. As of now, dako na gyud ang cargo area sa Pulaun port pero murag hapit napud sya moaaot sa iya capacity kay last time daghan kaayo cargo vans sa Alleson shipping lines og uban pang companies plus ang dagkong troso nga nagpundo didto. Maka accommodate naman ron ang port og 4-5 ships.

^^Plan man gyud nga padak-on ang Pulaun Port sa RDC-IX kay once mahuman ang dalan from Sergio Osmena to Pagadian, diha naman dayon modock ang mga ships nga magdala og goods to Pagadian kay mas barato man iland tracking ang cargo kaysa ibarko tanan. Twelve representatives from various reputable travel agencies and tour operators from Guangzhou, Guandong, China came to Dapitan City for a Familiarization Tour hosted and sponsored by Dakak Park and Beach Resort with Fantasyland Travel and Tour, local tour operator of Dapitan City last March 24 to 26, 2012. Participants of the said FamTour comprised of key officials or Southeast Asia Division Managers from Guangzhou C-trip International Travel Service, CITS Guangdong Group, CTS International Travel Service Foshan Group, Comfort International Travel Service and a general manager of Rich Holidays Travel Center including a representative from China Southern Airlines, Jane Chen, a local Chinese Journalist based in Manila who also runs her own travel agency, along with Mariane Obispo, representative of DOT China Team, and Dive Marketing Presenter and Chinese Tour Guide, Ding Ho comprised the group.

The group arrived at the Ninoy Aquino International Airport at 9:00 o’clock in the evening on March 23, via Philippine Airlines from Hongkong. They were met by Ms. Consuelo Locop, the general manger of Fantasyland Travel and Tour Corp. Upon arrival at Dipolog airport, the group was welcomed with the lively Rondalla Team from Dapitan City and proceeded to Burgos, Dapitan City for a river cruise with lunch. They were warmly welcomed by Councilor Apple Agolong, Chairperson on Tourism of Dapitan City Council and Engr. Rodiolan Porlas, City Tourism Officer. The festive lunch was sponsored by DOT Region IX Director Mary June Bugante who also gave away vinta boats as souvenir items from Region IX. After a city historical tour, they then proceeded to the famous Dakak Park and Beach Resort where they were billeted for three days. For the next three days, they explored the various tour sites of Dapitan including snorkeling and diving in the pristine Aliguay Island, watched the shows at Gloria’s Fantasyland and experienced fishpond cruise, heritage and leisure tours and helicopter adventures. The socials and farewell cocktails held at Pirates Bar, Dakak Park and Beach Resort with the Chairman of the corporation, Mr. Romeo G. Jalosjos, were full of applause and expression of warm memories and gratitude for the hospitality felt by the agents.

According to Mr. Yu Yimin of Rich Holidays, they all loved the beach, the great service and warm hospitality of all service crew and the locals and he was so grateful and was pleasantly surprised that they had an opportunity to experience Discovery Dive in Aliguay. They plan to customize their own tour packages based on the interests of their varied clients and will discuss further with local counterparts in China concerning the focus of Dakak market. Other agents also commented that Dapitan’s beaches are of world class quality, and that they enjoyed the tasty dishes offered. Filipino hospitality and service of the entire working team was very much appreciated by the guests.

The Chinese agents have also suggested chartered flights from Guangzhou to Dipolog and that if it isn’t possible a route from Manila-Dipolog-Cebu-China flights giving 3 key tourist destinations in the Philippines at one time. Most of the Chinese travel agents were surprised at what Dapitan City had to offer to tourists as they only heard and discovered the superb white beach destination of Dakak and Aliguay through the presentation made during the Guangzhou International Trade Fair held last March 1-3, 2012 whereby Dakak Park and Beach Resort represented by its local tour operator, Fantasyland Travel and Tour, participated upon the invitation of the Department of Tourism. The group ended their tour through a farewell lunch at Mercado offered by Resorts World and co-sponsored by DOT China Team in Manila, where they were also given a Resorts World Tour. Dapitan City, Philippines- The Southern City of Dapitan will offer more tourism related facilities to tourists this year as the only theme park in Mindanao, Fantasyland is opening soon its two new major rides. Ms. Consuelo Locop, the general manager of the theme park revealed that they will add a 2-loop roller coaster complementing the small zyklon pinfari roller coaster and string shot rides. Dapitan is more than a Shrine City, it now offers ecotourism activities such as island hopping in Aliguay and Selinog Islands where tourist can have jet skiing, snorkeling, kayaking, river and bay cruising aside from the usual reminiscence of the exile life of our national hero Dr. Jose P. Dipolog's bottled sardines: moving around the country

Dipolog City is getting a name in the business world for the fast-growing bottled sardines industry that it prides of. With the recent celebration of Hudyaka Festival (May 30 to June 10), the Department of Tourism Regional Office under Director Ric San Juan was an active partner of the Province of Zamboanga del Norte in bringing in tourists to the province. Darwin Wee of Business World shares this story to Zamboanga Today.

DIPOLOG CITY, ZAMBOANGA DEL NORTE – It started out as a cooking hobby, but since then bottled sardines making has been consistently growing in this equally-expanding corner of the northern part of Zamboanga Peninsula.

Over the past so many years, the lucrative bottled sardines business has grown to eventually become an important industry here, and to this day it has been continually contributing roughly more than 50% of the total income both for the city's and the provincial economies.

"I took pride in my late grandmother's creative ideas. Without her passion for cooking I don't think there would be a bottled-sardines industry here now," said Thad MontaƱo, the third generation of the MontaƱo family that has been running MontaƱo Food Corporation. The company is the pioneer and also one of the biggest manufacturers of bottled sardines here.

The industry started in early 1970s, when Nicasio Macias MontaƱo (Thad's father) decided to grab the idea of selling what his mother was been cooking.

"My grandmother DoƱa Conception Macias MotaƱo cooked Spanish-style sardines as a hobby and later gave –away the finished products as a gift to our relatives and friends. Later the people who were privileged to taste the home-made sardines clamored for more of it.

And this is how the idea of bottling the sardines commercially started," he said.

Since there was no available access to buy tin cans back then, Thad's father resorted to putting the sardines in used-bottles.

"The beauty of this bottled-sardine is that you can see the content inside," Mr. MontaƱo said.

From a cottage business, the MontaƱos' bottled-sardines eventually become a full grown industry. This family-owned company has been controlling roughly 80% percent of the domestic market.

The MontaƱo Food Company has the capacity to produced at least three tons of fresh catch fish—converting into 400 24-bottle boxes per day— and has a total labor force of 30 and can be reach up to 150 laborers or workers during peak season.

The MontaƱos eventually engaged in bottling various marine products, fruit preservatives and pastries.

Their products now include at least 14 differently flavored sardines, herrings and bangus (milk fish).

The MontaƱo's are not alone in this industry. After serving for four years as a mechanical engineer in Brunei, Michael Cases, 46, decided to abandon the worker mindset and started to try his luck in venturing in the same bottled sardines business, taking advantage of this city's pelagic fish-rich resources.

"My job in Brunei paid me well enough, at around $ 300 a month. However, I was not satisfied with it, for the reason that I didn't like to get stuck as a mere worker forever. I also had this vision of creating jobs and uplifting my hometown economically," Mr. Cases recalled.

"The lack of employment opportunity in this province is one of the very reasons why I decided with a heavy heart to leave the Philippines," he said in a separate interview.

With an initial capital of P 1.5 million which he raised from his savings as an overseas worker, Mr. Cases decide to come back in his hometown and started his bottled sardines business. Tito Mike's Food Company Inc. was conceived in July, 1999 and began its full operations, having only a work force of four --including him and his wife Aliw, who also worked in Brunei as editor-in-chief of a monthly magazine--.

"I saw the opportunity ahead, when I came back from Brunei. I took immediately the advantage of the city's growing reputation as the Philippines's top producer of bottled sardines. I just joined the band-wagon," he said.

He then used his mother's backyard--with only 200 square meters-wide—to put his small processing facility, which he confidently called the "kitchen." The processing center eventually grew to about over 1200 sq meters of land with provision for expansion. His "kitchen" is now equipped with complete state-of-the -art cooking and packaging facilities, which he bought in a span of three years after he was able to develop a market in foreign countries.

Although Tito Mike's company is one of the youngest players in this 30-year-old bottled sardines industry here, nevertheless his company was also able to establish the same market as the older producers.

Mr. Cases's shop also expanded its production capacity to one ton per week, or the equivalent of 600 kilograms or 75 boxes each containing 24 bottles. - per day. This spelled success for Mr. Cases' vision to help the locals by creating jobs for them - from the pioneer four workers his labor forces eventually grew up to 10 regular direct employees, and they are supplemented by more workers during peak season.

Tito Mike's product is not only limited to Spanish-style sardines. He also produces different type of in-glass marine products. These include bottled tomato sardines, Spanish-style bangus (milk-fish), and gourmet tuyo (dried herring)—all products are either spicy hot and mildly spiced variants.

Tito Mike's "comfortable" market has consistently focused on exports, with roughly 85% of the total production going to the USA and Canada. Mr. Cases also takes pride by being the first player in the bottled sardines industry to produce monosodium glutamate or MSG-free products.

MSG is used as a flavor enhancer in a variety of foods prepared at home, in restaurants, and by food processors. However, in recent years health specialist reported that eating food that contain MSG can leave an adverse reaction in the human nervous system, Mr. Cases said.


"I make sure that may products will lead to no harm for the consumers," adding that he only buys fresh catch fish to preserve not only the taste but as well as the tenderness of the fish meat.

Making bottled-sardines must pass at least 16 stages before it will arrive at the consumer's table. A bottled sardine has a shelf-life of a maximum of 10 years as long the covered seal remains intact.

"The longer it takes, the tastier it becomes," Ms. Cases said, adding that compared to canned sardines, consumers cannot see the quality and freshness of the product, while in the bottled they can see all of the contents."

Both Mr. Cases' s and the MontaƱos' companies have eventually earned recognition in the small scale industry in the entire country. Mr. Cases's company was recognized as one of the 16 outstanding small and medium enterprises players in the whole country that were honored by MalacaƱang in 2003. The award was given to his company due to its rapid growth and performance in production volume, sales as well as its corporate responsibility.

The MontaƱo's on the other hand has also gain recognition in both the regional and national categories during last year's 1st Business Excellence Awards for SME's from the Philippine Small and Medium Business Development Foundation. They were also adjudged as the outstanding countryside investor of the year on the small scale industries category during the time of President Joseph Estrada.

Seeing the great benefits of the bottled sardines industry in this province, the local trade office has initiated a move to organize into an association all the sardines' manufacturers. Mr. Cases was eventually elected as president of the In-glass Sardines of Dipolog Association, or ISDA.

"We don't look at ourselves as competitors, we rather perceive ourselves as partners," Ms. Cases said of the membership.

The Department of Trade and Industry provincial office here said that there are about 23 registered bottled sardines producers in this province, most of which are operating in this city. The average asset size of the whole industry is roughly more than P60 million. The industry is also capable of producing an average volume of 60, 000 boxes at 24 bottles per box annually. Out of the 23 registered bottled sardines at least four companies have already established a market in US, Canada, some Asian countries.

Currently, the grocery price of bottled-sardines product is ranging from P45 to P60.

Based on its sales report in 2004, the bottled-sardines industry in this province was able to generate at least P49-million in foreign sales and P6-million in domestic sales.

Maila S. Jarmin, DTI's development specialist, said each player gains between P3-million to P5 million income per year.

The bottled-sardines is also a labor intensive industry. Currently the industry has a total of more than 500 direct workers and laborers with at least 2,500 dependents.

Both manufacturers are one in saying that the success of the bottled sardines in this province; particularly in Dipolog City, lies in the proper coordination and strong partnership with the different government line agencies and foreign assistance.

Ms. Jarmin said that in 2003 the ISDA became a recipient of the SULONG program of President Gloria Macapagal-Arroyo, as a result of which the government gave a grant of P500,000 to further improve the industry.

She said the grant was given after the Trade's provincial office here identified the bottled-sardines industry as the official "One-Town, One Project" of Dipolog City.

The money was used as working capital in purchasing raw materials such as corn oil, caps, plastic seals and glass jars, most of which are being sourced from Manila.

"These are then sold to the members of the associations at a lower price on easy terms than what they would normally have paid. Most of those benefited were the small and start-up enterprises," Ms. Jarmin explained.

Aside from the loans, the Department of Science and Technology also gave a grant to the association for the purchase of two units of heat shrink and tunnel machines--worth P75,000 each—for packaging.

Mr. Cases said for the ISDA to benefit the grant, the association agreed to let the two manufacturers to buy the machines on installment basis, and "if the manufactures were able to finish paying the machines, the association can now buy a new set of the machines that

will be again be used by the another member of the association. Through this scheme everybody will eventually benefit."

Ms. Jarmin said that aside from the DOST giving at least 75 percent discount for laboratory test for the association, the Dipolog School of Fisheries is also providing the manufactures basic technical assistance to improve their product.

Unlike sardines companies in Zamboanga City, bottled sardines manufacturers here do not have their own fishing fleets, and the industry is purely anchored on the total fish catch of the fisherfolks.

"Having six coastal barangays in this city, we are very much abundant in fish supply. The industry itself needs at least six tons of fish per day. This way, too, the industry is a great help to the marginal fisher folks," Mr. Cases said.

The association is currently expecting a P24 million grant from the Spanish government within this year, which will be used in setting up a contact freezer and cold storage for them to store excess fish stocks during the peak season to supplement the lean months.

"Since we don't have a cold storage for our fish, sometimes the industry players are afraid to accept big orders from the importers, because we might not be able to meet their demands," Mr. Cases said.

To widen its markets, the producers are now on the process of complying with the hazard analysis and critical control point and Halal certification for them to easily penetrate foreign markets.

"Some companies have already instituted measures and added features to make their processing facilities comply with HACCP and Halal requirements," Ms. Jarmin said.

To absorb at least 50% percent of their production cost, the association is also mulling a loan to put up a fish meal plant, in which waste materials such as the fish head and tail are processed into fish meals as one of the components for the swine feeds.

With the increasing demand for bottled-sardines both for the domestic and international markets, the association is optimist that they would soon reach their target output production increase of at least 10% per year.

"Having strong foundation, the bottle-sardines industry in this province is gearing to be the bottled-sardines suppliers and capitalists in both the domestic and global markets," said Mr. Cases. (Darwin T. Wee)

Dwindling sardines supply endangers Zamboanga’s bottled fish industry

Dipolog is the bottled fish capital of the Philippines with familiar brands like Montano’s, Pisces, Tito Mike’s, Zaragoza, Mendoza but that is now in danger of being erased. The sardines supply is dwindling. The sardines spawn in the waters off Zamboanga but when the juvenile sardines are mature enough, they swim to the cooler waters of Indonesia where they stay. Such is the situation and that is why many of our canners have been forced to set up shop in Indonesia just so they can be allowed to fish off Indonesian waters.

Unlike sardines companies in Zamboanga City that buy fish catch from large commercial fishing operators, bottled sardines manufacturers are purely dependent on ordinary fishermen. There are at least 1,000 fishermen, 600 direct workers and 200 vegetable farmers who benefit from the sardines industry. The local bottled sardines industry requires at least 10,000 metric tons of fresh fish.

This city, tagged as the country’s capital of bottled sardines, was home to more than 20 manufactures that supply more than 90 percent of the national market but some have been forced to shut down or diversify using other products. The Department of Trade and Industry’s provincial office in Zamboanga del Norte said the industry comprises mostly home-based and small-scale processors. The industry is capable of producing an average volume of 60,000 boxes at 24 bottles per box annually.

The bottled sardines industry can generate at least P49 million in foreign sales and P6 million in domestic sales. However, with the depleting supply of sardines, the industry is expected to lose half of its annual income.

Manufacturers here blamed over-fishing, the intrusion of big commercial fishing vessels in their municipal waters, and illegal fishing as reasons for the depleting sardines stocks. The provincial fisheries office is ill-equipped to guard the 400-kilometer provincial coastline. Only recently, the local government has passed a city ordinance called sardine management plan which basically bans fishing for four months November to February during the spawning season to protect 1-inch sardines from being caught. The fishing season is February to May, if we’re lucky, maybe until June.

Initially, a 300-metric ton cold storage facility was put up in Dapitan City to store catch during the peak months. We were told however, that it was built in an area too far from the coast so there are double handling costs that they have to shoulder. The facility also charges a monthly fee and it is not the type that the fishermen need, which is the quick-freeze type.

A group of scientists from Mindanao State University is now studying the migration pattern of sardines which shows them traveling to Manado fishing grounds once they reach maturity.

More than this however, the problem seems to be the lack of a sustainable program which includes respect for nature and the environment . When it rains, nutrients from the mountains get washed to the seas. With sunlight, planktons are formed in the ocean which form food for the fish and mammals. In the food chain, sardines are food for the tuna. Fish will migrate to areas where there is food. Could this be the reason why, of late, both sardines and tuna have been swimming towards the waters of Manado?

A recent article said the Philippines’ most expensive fish, ludong, is in danger of extinction. A preliminary study done by the National Fisheries Research and Development Institute reported the absence of any samples of the ludong species, once abundant in the region. The study was done in Cagayan and Abra rivers, the only known habitats of the ludong fish. Also known as the President’s fish or Northwest Pacific Salmon, it commands a high market value of at least five thousand pesos per kilogram.

In General Santos City and Koronadal, we were told that the local government had to cancel their fruit festival because there were not enough fruits to begin with. In Dipolog City, Zamboanga del Norte’s capital, they rarely have summers now and it is affecting the fruiting cycle. Last year, there was an abundance in lanzones, with 50-kilo boxes selling for 200 – 300 pesos only. This year, not a single fruit can be seen in the market. Same is the case with mangosteen. Let us heed nature’s warning.

ZAMBOANGA CITY—The elected officials of the three provinces in the Zamboanga Peninsula also called Region 9, and of Misamis Occidental in Northern Mindanao, or Region 10, have formed a united group seeking to reorganize into one geographic region.

This was revealed on Monday over RMN-Zamboanga by former Zamboanga del Norte First District congressman Romeo Jalosjos, citing the new region, once the group’s plan realizes, will be known as the Western Peninsula.

Jalosjos said the members of the group, except for Zamboanga del Sur, “would like to drop the word Zamboanga” as they hope to have their own identity that is fully recognizable.

Jalosjos explained that the word Zamboanga “is deceiving and confusing a lot of people” who are from other parts of the country. “They don’t know how to distinguish Zamboanga Sibugay from Zamboanga del Norte and vice versa.”

He said Zamboanga Sibugay may just carry the name Sibugay and ZaNorte for Zamboanga del Norte.

Jalosjos said the decision was arrived at when the governors and nine congressmen of the four provinces met recently.

Jalosjos did not, however, disclose when exactly the meeting took place except that it lasted about five hours and was held at Dakak Park Beach Resort in Dapitan City, Zamboanga del Norte.

Jalosjos said the primary purpose of the group is to enhance the economic development, peace and order, and the tourism industry of the four provinces.

He said they would come up with a master development plan for the four provinces, with each province having its own development goals.

“We can come up with one plan dividing the objective and specific target for each of the provinces,” he said, citing, “Zamboanga del Norte may target one objective, Zamboanga del Sur may do it, Misamis Occidental can do the same, and Zamboanga Sibugay can have its own.”

He said the four provinces will be helping each other to realize their respective goals.

He said Misamis Occidental joined the three provinces since it strategically and geographicaly belongs to Region 9 with its regional center in Cagayan de Oro City.

“As of now, they are having problems because their regional center is in Cagayan de Oro. If any of them would like to visit the regional center, they have to cross Region 12, which is Lanao,” he said. “It is more strategic to them geographicaly that they join Region 9.”

The province of Misamis Occidental borders Zamboanga del Norte and Zamboanga del Sur to the west and is separated from Lanao del Norte by Panguil Bay to the south and from Misamis Oriental by Iligan Bay.

Jalosjos said Zamboanga City, a chartered city, can opt and is welcome to join the Western Peninsula but its elected officials as well as the residents would have to decide.

He said “there is no politics behind the meeting” as there are no preconditions set for those who want to join the proposed Western Peninsula.

He disclosed that Zamboanga City officials were not initially invited in the first meeting, but would be invited to subsequent meetings.

There would be an equitable distribution of opportunities once the proposed region will be in place, Jalosjos said.

THE Zamboanga Peninsula Regional Athletic Association (ZPRAA) 2012 meet in Dapitan, held at the Jose Rizal Memorial State University Sports Complex, culminated on Saturday. Delegations came from elementary and secondary Schools of Isabela City, Pagadian City, Zamboanga City, Zamboanga del Norte, Zamboanga Sibugay, Zamboanga del Sur, and the twin cities of Dipolog and Dapitan. In his welcome remarks during the opening ceremony, Dapitan City Mayor Dominador "Jun" G. Jalosjos Jr. expressed his full support for sports competitions and said that it is not victory that matters but the ability of the athletes to compete in commendable level. Zamboanga del Norte Gov. RoLando E. Yebes, Dr. Edgar S. Balbuena, president of Jose Rizal Memorial State University, and Dr. Walter O. Albos, DepEd regional director and concurrent Dapitan City Division Schools division superintendent, also gave their inspirational talks to the delegates and athletes. In attendance were former congressman Romeo "Nonong" G. Jalosjos and Zamboanga del Norte Rep. Seth Frederick P. Jalosjos of the first district who represented third district Rep. Cesar G. Jalosjos as guest speaker.

"This is an activity of special significance because the conduct of all sports events is aimed at bridging the gaps. It is our common observation that in sports activities, gaps have been reconnected and friendships are being made." said Jalosjos in his keynote speech. DepEd spokesperson Assistant Secretary Tonisito M.C. Umali also sent his message, saying that"through sports events and activities like this one, every student athlete in the country will be given a chance to showcase his or her talent. This is a doable formula for finding the total Filipino athlete. This formula will eventually pave the way for quality and excellence in sports." Umali is the officer-in-charge of the School Sports Development Program of DepEd. In the weeklong event held from March 11 to 17, student athletes competed in 17 disciplines: athletics, badminton, arnis, baseball, basketball, boxing, chess, football, gymnastics, sepak takraw, softball, swimming, table tennis, taekwondo, tennis, volleyball and archery.

All the games were played in Dapitan except baseball and basketball which were played at the Zamboanga del Norte Sports Complex in Dipolog City and Zamboanga del Norte Convention Center in the same city, respectively. Globe Business promotes IPv6 adaptation in Philippines

AS PART of its relentless commitment to business continuity and providing seamless Internet experience to its customers, Globe Business steps up efforts to fast-track the adaptation of Internet Protocol version 6 (IPv6) in the country, in a move that reflects the growing importance of the new protocol as the current IPv4 addresses being used to connect to the Internet are facing near exhaustion.

IPv6 is the next generation of Internet addresses. It supports longer and a vastly larger amount of IP addresses than its predecessor, IPv4, which is facing shortage worldwide, with the last block of the 4.3 billion IPv4 addresses assigned in February 2011.

“In coming years, we expect that IPv6 will become the norm and customers will need to adapt to the new IP. It’s not a question of whether you move to it; it’s a requirement. If you don’t, over time, you will run the risk of not being able to talk to parts of the internet. However, in the early phases of the transition, we’ll be working directly with customers to support them as they make this change and to ensure a smooth transition to the new IP for continuous Internet access through our IPv6 fora,” said Achie Atienza, Globe Business product manager for Internet.

Globe Business has spearheaded learning sessions on IPv6, led by Bayani Lara of the Advanced Science and Technology Institute, Zwicky Cheung of Tata Communications, Mar Apuhin of Cisco, John Delizo, of UST Global and Microsoft’s Most Valuable Professional awardee, and Rick Lowe of R Lowe Services Inc.

The resource speakers highlighted the government’s initiatives on IPv6, global deployment, actual applications and the joint initiatives of Globe and its partners on how to enable businesses towards IPv6 connectivity.

IPv6 can accommodate the immensely growing number of users, devices with wireless or wired access, and web services on the Internet. Major internet companies, including Google and Facebook, are to enable IPv6 on their websites permanently on June 6, 2012 as part of a transition being orchestrated by a group called the Internet Society. To date, IPv6 represents just one percent of global network traffic.

“While other Internet service providers around the world are still considering the transition to IPv6, Globe is very much prepared to make the move and supports its early adoption in the Philippines. Enterprises can expect a smooth transition as Globe is now 100 percent IPv6 ready,” added Grace Jarin-Castillo, head of the Enterprise Segments of Globe Business.

As early as mid-2011, the core IP network of Globe has been IPv6-ready, and more than able to provide seamless Internet experience to its customers and will enable enterprise customers to have more public IP addresses to allocate within their organization.

Because Globe employed dual stacking IPv4 and IPv6 in its network, enterprises have access to both IPv4 and IPv6 sites on the Internet as infrastructure is capable of transporting both types of traffic. (PR)

3rd MinDA Board meeting slated today

THE 22-member Mindanao Development Authority board will discuss updates on key Mindanao development initiatives identified from the organization's Six-Year Strategic Imperatives for Mindanao, as they convene for the 3rd MinDA Board Meeting Tuesday.

The six-year strategic development priorities for Mindanao, which were culled out from the Mindanao 2020 Peace and Development Framework, were crafted in the previous board meeting held in March.

The Board will tackle updates on the projects and initiatives discussed during the previous meeting like the Infrastructure projects for Mindanao, including the Kapalong-Talaingod-Valencia Road.

Some of the projects that are due for endorsement to the board are the completion of the Dipolog City port, and the rehabilitation or restoration of Miputak Creek Food control project.

Updates on the MinDA Logo and Implementing Rules and Regulations (IRR) will also be presented to the board members.

Prior to the meeting, MinDA Chair Luwalhati Antonino will administer the oath taking of Governor Sol Matugas as the newly appointed RDC Chair of Caraga Region.

Aside from the board members, resource speakers from Department of Environment and Natural Resources, Department of Energy, and Philippine Chamber of Mines will also grace the meeting, to address current issues that are confronting Mindanao.

Resource speaker from DENR will discuss the status of the Mindanao Watersheds and the preparedness of the island-region to withstand the dangers of climate change such as flashfloods and landslides, and the implications of Executive Order 23, Total Log Ban on the Mindanao industries.

It has been identified in the Mindanao 2020 that the ecosystems of Mindanao, mainly dominated by fertile river basins and watersheds should serve as one of the foundations in planning Mindanao's sustainable development.

The Board Members will also have a better perspective of the power shortage issue that Mindanao is facing through the presentations from the DOE and Private sector representatives.

Addressing these issues is part of the efforts of the MinDA board to provide and guide MinDA's work and thrusts for Mindanao. (PR)

The province of ZaNorte (short for Zambonga del Norte) has been recently the center of sporting, cultural and historical events. It hosted the Palarong Pambansa 2011 first week of May when Dapitan City was the main venue. The month-long celebration of “Huyaka Festival,” a province-initiated cultural and historical affair, is still on.

The City of Dipolog just opened its own version of “Pagsalabok Festival,” another cultural event showcasing the city’s local and native products.

I observed the fast development in the city. With the presence of known fastfood chains and malls, I can say that the place is economically booming.

One of the contributing factors to the progress here is the access to commerce and trade through marine transportation. The nautical highway introduced during the Arroyo administration where people can already travel from Luzon, Visayas and Mindanao through sea and land transportation has help this city gain more investment and business prospects.

There are now several Roro vessels plying the Cebu, Dumaguete and Dapitan route. Before, I used to travel via the regular vessels or fastcraft serving the Cebu-Dipolog route. But this time I tried the Samboan-Dapitan route of Lite Shipping Lines, owned by a friend, Lucio Lim, because I brought my car. Fish dealers from my hometown, who supply fish in Cebu, also use this route because it will take less than a day to travel. Passengers now find it more convenient to travel by land because there is a bus company that serves Zamboanga City, Dumaguete, Bacolod and Iloilo routes.

Indeed, home sweet home.

Dapitan, ZaNorte- This small port in the Shrine City of Dapitan before is now a PMO office and has grown a lot today. Wayback before, routes to Cebu and Dumaguete were just several times a week with small ships plying served by few shipping lines. But now travel have become easy and comfortable with several frequencies not just a week but a day going to both Cebu and Dumaguete cities using bigger ships, an additional direct daily routes to the southernmost town of Bato in Cebu and a connecting sail to Tagbilaran via Dumaguete. Nenaco is also here plying Dapitan-Manila route. This developed despite of the entries of two airlines serving the Cebu-Dipolog vv. routes. With more economic movement of agricultural products from both Zamboanga provinces and cities in Mindanao, more shipping lines will soon serve this growing port. The province capital, Dipolog is also building its own feeder port in one of its coastal barangay in Galas. Once finish, some shipping lines that ply the Dumaguete and Cebu route are expected to transfer operation there opening more economic activities in the commercial capital city of ZaNorte.

From Cebu- Cebu Pacific flies daily and Airphil Express flies 4x a week to Dipolog Airport.

Dipolog is a very nice place. Clean roads same with Davao City and I also love the nightlife, very vibrant and lively specially when you walk around at the boulevard. Daming nag lo longboarding at sarap tumambay doon. and really proves the zero(0) crime rate, indeed a peaceful place. Hope to visit there again soon. I think may plano ata mag open ng dvo-dpl flight, it's either midsea express or yung zambo based airline. but overall, clap2x. Madayaw Dipolog-Dapitan and Zanorte province.
