Mid-Sea would be good if it offers fares as low as P1500 all-in or better yet 5j to study this route up. There will be another delegation from Davao who will have there convention not in the two cities but in a municipality that houses a small white sand island name Sibutad. I'm sure they will enjoy seeing the island after experiencing two hours ride on a rocky road.

Diving sites in Dakak

Diving in Dakak is best in the months of March until September.
Dakak dive sites in the beach resort provide a variety of environment from gradual slopes to coral thickets, vertical walls and caves. Marine life is assorted. Some spots are thick with soft coral growth and huge basket sponges, others with schools of jacks, surgeons, and small reef inhabitant.

Liuay Rock
A low dive, sloping bottom, and a good selection of invertebrates, especially soft corals. Unusual nudibranchs and several species of starfish. Good for novices for general poking around. Ideal for check-out dives.

The Caves
Striking walls drop to an average of 60 degrees where there is a sandy bottom and a series of caves occupied by sweepers, soldier fish, puffer fish, and sea plumes. Some nice bushes of black coral are seen here. Night diving is impressive with Spanish dancers, sleeping fish and a wide diversity of nocturnal crustaceans.

Mushrom Wall
At only 10 ft, the shallow roof area turns to a nice wall with fan corals, encrusting sponges, crevices, small ledges and dramatic undercuts, bottoming out at 60 feet. Huge scraps of hard corals (Stag horn, lettuce leaf) with thousands of reef fish separate Mushroom Wall from "The Caves" on its end and to Snapper Ridge to the West.

The Gardens
A sequence of coral gardens, small walls, sandy area with coral heads and slopes with soft corals. Plenty of anthias, hawk fish, and invertebrates. Good for snorkeling and for trainee or beginner in diving.

Cesar's Reef
Tiny reef area with bounded coral covers. Rich with large fish such as napoleon wrasses (Chiefly tropical marine fishes with fleshy lips and powerful teeth; usually brightly colored), tuna and parrot fish. View schools of surgeon fish, barracuda (Any voracious marine fish of the genus Sphyraena having an elongated cylindrical body and large mouth with projecting lower jaw and long strong teeth), snappers, and blue-spotted sting rays. For experienced divers only.

The Wreck
Seven year old sunken passenger liner with bottom depth of 180 feet, and 130 feet at its highest point. Big schools of fish from deck such as black and white snappers, red snapper, jacks, and groupers. Great visibility. For adventurous, experienced divers.

Octopus Wall
Small wall with pretty growth, octopuses, scorpion fish, sponges, tubastrea, continuous into a slope to the north with some strange crinoids covered formations provide a very scenic view of rudderfish, groupers, etc.

Buchok's Reef
A series of large coral mounds with nice selection of marine life: giant reef rays, small white tip sharks, unicorn surgeons, snappers and sweetlips. For experienced divers only.

Challenger Reef
The reef area is almost half the size of Aligua, its top is about 125 feet deep, with soft coral growth. The northern part of the island has short walls and a long narrow opening and a few juvenile fish.
Romy's Reef
Plenty of coral mounds, with enormous basket sponges, a fine and nice selection of reef fish and invertebrates. Sightings have been reported of blue spotted rays and a few turtles. Some coral damage and unfruitful areas though; eastern area though has massive coral thickets and extends through to Escuelahan.

Eskuelahan
Named for the numerous schools of fish (snappers, jacks, rainbow runners, surgeons, etc) and occasional tuna found in the area. It is a center of activity with fish of all sizes feeding. Giant frog fish have been also sighted. Currents may be a problem for novice divers.

Ambot lng pud kung unsa criteria ila gibasehan. I presume kay beach man moi gi discuss, ang criteria nakafocus dapat sa sand quality, cleanliness, geo-topograph for swimming, scenery og presence of marine life.

Dapitan port building to triple capacity for Zamboanga sea travelers (http://businessmirror.com.ph/home/companies/18805-water-nonproperty-units-boost-dmci-9-month-profit.html)
Thursday, 03 November 2011 19:03
Manuel T. Cayon / Reporter

DAVAO CITY—The Dapitan port in Zamboanga del Norte would soon have a bigger and better passenger  terminal building, part of the last leg of the government’s Western Nautical Highway (WNH) project, the Philippine Ports Authority (PPA) said.

The PPA reported that construction of the  Passenger Terminal and Operations Building (PTOB) was ahead of schedule by as much as 55.41 percent as of Sept. 25, which it said was “a very positive indicator that it will be completed on time given no other cause of delays, especially environmental or legal, will interfere.”

The PTOB was slated to be completed in February 2012 in a one-year construction phase for the P66.4-million project. It would seat 360 passengers on its first floor while the second floor would be used for operation.

Project contractor Dakay Construction and Development Corp., a Cebu-based company, reported the status of the construction to the PPA.

Port Management Office (PMO)-Dapitan Port Manager Roger V. Asprer, said he was elated with “the prompt and timely development implemented by the PPA Facilities Construction and Maintenance Department and funded through the PPA’s local corporate budget.”

Asprer said the Dapitan baseport “is already operating at the brink of congestion, particularly its transit spaces devoted for passengers.”

He cited the city’s hosting of “Palarong Pambansa” from May 8 to 14 this year when “all possible areas were utilized to cater to the very high influx of commuters and tourists arriving at the baseport. Yet there was not enough covered shed to offer [shelter from the elements] that most were drenched in rain while waiting for boarding.”

“It is truly a relief to finally offer to the traveling public a fitting lounge area during departure and not be cramped on a limited space,” said Port District Manager Christian V. Santillan.

The PPA said Dapitan is Mindanao’s strategic jump-off point to other destinations under the “Strong Republic Nautical Highway, which links up the country’s major islands.”

“Through the WNH, Dapitan is conveniently connected to the ports of Dumaguete, Bacolod, Caticlan, Roxas, Calapan and Batangas, and vice versa,” it said.

Upgraded into baseport or PMO status in late 2008, Dapitan was formerly a terminal of the PMO-Ozamiz under the jurisdiction of the Northern Mindanao Port District.

The building occupies 1,260 square meters at the back of the present passenger terminal building, which was being used as temporary shelter for embarking and disembarking passengers and an office for finance and operations. Part of its space was leased to shipping line companies.

Dapitan posted 548,443 passengers last year, higher by 26.97 percent from its 2009 figures of 460,313.

The PPA Facilities Construction and Maintenance Department has a separate project being implement fo the Dapitan port, the P24.81 million paving of its back-up area.

Improving na gyud ang Dakak. Hinay2x na siyang nibalik wayback before sa iya famous name in 1990s.

Ronald from United States stayed in a Prime deluxe for 1 day.
Dakak Beach Resort is nicely laid out with much potential for growth. Cottages / Cabins are set nicely in the hillside terrain facing the ocean beach front and the view is splendid with all the care given to the lawns, flowers, plants and trees. Getting to the resort can be difficult. Motorized tricycles are the main source of transportation from the Dipolog Airport, or Ocean Port Areas. There are no taxi cabs operating in Dipolog, or Dapitan City. The long trek to Dakak is mostly on a single lane road. It is not advised to attempt to reach the resort by motorized tricycle. There are some uphill climbs which a majority of the motoriced tricycles would be unable to ascend. Then there is the road construction area where it is very muddy and a very easy area to get stuck in. Dakak Resort does have a shuttle service which can be utilized. It is the most expensive ground shuttle service I have encountered in the Philippines. Many fine resorts offer free ground and sea shuttle services to their customers. Dakak will make you pay PHP 1,500.00 + per one way trip. We used their shuttle van service twice, and we were charged at check-out PHP3750.00 (aprox. $80.00 U. S.). We enjoyed the food selections which were professionally prepared and served. However, their restaruant is an outdoor setting with a nice view of the sea and the beach, but be prepared to deal with ants on the chairs, tables and eventually on you. If the staff so desired, they could easily resolve.

RUFA MAE, BOY2 'PLANS' UNDERWATER WEDDING

THE biggest revelation was about co-host Rufa Mae Quinto who was absent last Sunday as she’s still with Boy2 Quizon in Dakak Beach at Dapitan City, where they’re shooting what Rufa Mae calls a tropical reggae film, “I Love Dakak.” They were featured in a taped interview and talked about the real score in their relationship. At first, they denied they were going steady.

“Hindi pa,” she said. “Huwag madaliin. Dahan-dahan lang.”

But when they were asked if it’s true that their wedding is set on December 12, 2012 or 12-12-12, Boy2 finally admitted: “Totoo po, ikakasal na po kami. Here in Dakak, underwater.”

Now, it’s up to you if you’d believe them or not. The trouble with these two is you don’t know when they’re serious or when they’re joking. Remember Rufa Mae already announced some two years ago that she’s definitely marrying a certain Mr. M. Well, it never happened. Let’s see if she’s not pulling our leg once more this time.

Never thought that Dakak was this famous in the 1990s.

Dakak before as one of the famous resorts in the Philippines and in the world

A tourist even have this comment about Dakak:

Boracay, on the other hand, is the only tourist attraction that can rival Dakak's white sand. And for me, the best place to capture your "white sand" moment is at Fridays Boracay.

MDMC inaugurates big mining project
(The Philippine Star) Updated March 12, 2011 12:00 AM

MANILA, Philippines - Zamboanga del Norte (ZaNorte) gets another big growth and development boost with the entry of a big mining project in the province.

Mineral Dragon Mining Corp. (MDMC), an affiliate of publicly listed Century Peak Metals Holdings Corp., inaugurated its mining project over the weekend in Barangay Danao, Sergio Osmena, Zamboanga del Norte.

MMDC holds an approved mineral production sharing agreement (MPSA) with the government denominated as MPSA 333-2010-IX, covering an area of more than 7,868 hectares where it will mine chromite.

At the groundbreaking rites were ZaNorte 1st Distrct Rep. Seth Frederick Jalosjos, Vice Gov. Francis Olvis, Zamboanga Sibugay Gov. Rommel Jaloslos, Sergo Osmena town Mayor Augustine Magsalay and former ZaNorte Congressman Romeo Jalosjos.

MDMC business partner Wu Xiliang assured that their company is pro-environment and pro-people and “responsible mining is the guiding principle of our operations.”

MDMC will soon put up a multi-million-peso mineral processing plant in the area that will generate jobs and spur the growth of subsidiary industries and livelihood in the province.

Firm breaks ground on chromite plant
March 16, 2011, 12:25am

SERGIO OSMEÑA, Zamboanga del Norte, Philippines – Groundbreaking for a new chromite mining project here is widely seen as the start of a new era in private-public partnership (PPP) in the mining industry.

Fifty-four-year old housewife Arlene Ogoc welcomed the entry into Barangay Danao of Maharlika Dragon Mining Corporation (MDMC), an affiliate of Century Peak Metals Holding Corporation (CPMHC), a publicly listed company with the Securities and Exchange Commission.

“As long as it gives us the opportunity to legally earn a decent living and will be good for our community, I am for it,” she said. Like others in the village, her family subsists on a small farm, unaware that their farms sit on lodes of precious mineral deposits. “We trust this new development will do us good,” she added.

In a press conference at the mining site during the groundbreaking rites, MDMC President Willy Keng assured that the company adheres strictly to a policy of responsible mining.

“We are not only after profits. We are also into job creation and we look into the interests of the community by ensuring environmental protection while we provide a comprehensive program package for the people and add value to our mining products,” he said.

Keng said CPMHC will undertake a vertically integrated mining operation that combines mineral ore extraction with smelting plant operation which is more economically advantageous.

MDMC business partner Wu Xiliang added that their company is decidedly “pro-people and pro-enviroment and that if their company gains, the community will gain even more.”

The company holds an approved Mineral Production Sharing Agreement (MPSA) with the government denominated as MPSA 333-2010-IX covering over 7,868 hectares in ZaNorte where chromite ore will be mined. It will also put up a multi-million peso mineral processing plant in the area.

Sergio Osmena Mayor Augustine Magsalay said he will see to it that the reforestation condition clearly stipulated in the mining agreement is followed. In addition, he said he has asked MDMC to help his municipality pursue its balanced development goal.

Former ZaNorte Congressman Romeo Jalosjos who attended the press conference with his two sons -1st district Rep. Frederick Seth Jalosjos and Zamboanga Sibugay Gov. Rommel Jalosjos, and Dapitan City Councilor Apple Agolong expressed joy that their “long wait for an investor that will extract resources and at the same time take care of the environment, is finally over.”

Zambo Peninsula registers 329.42 metric tons mango sales
Thursday, April 12, 2012

THE Zamboanga Peninsula shipped 329.42 metric tons (MT) of mangoes to domestic and export markets in the first quarter of 2012.

Department of Agriculture (DA) chief of agri-business division Ferdie Gamorot said 201.5 MT of the mangoes were shipped to Malaysia.

Gamorot said the remaining 127.92 MT were shipped mainly to Cebu, with Pulauan port of Dapitan City in Zamboanga del Norte as the exit point.

Zamboanga City is the exit point of mangoes shipped to Malaysia since a locally owned ship plies twice a week to that country via Sandakan, Sabah, Gamorot said.

As this developed, he said the total export sales of mango have reached $110,719.29 or over P4.73 million based on the records of the Bureau of Customs.

He, however, said they don't have the figures of the total sales of mangoes as the traders do not divulge the amount except for the shipment that passes through the DA. (Bong Garcia)

NoKor launch fails - NDRRMC
By Minerva Quemuel
Friday 13th of April 2012

MANILA, April 13 (PIA) -- The North Korea rocket launched at 6:40 a.m. today, crashed into the Yellow Sea, after five minutes on air, confirmed Undersecretary Benito Ramos of the National Disaster Risk Reduction Management Council (NDRRMC), based on information from the U.S. Naval Attaché and from Defense Secretary Voltaire Gazmin.

"We confirm that the North Korea rocket launch has failed to complete its intended flight and fallen to the sea, West of South Korea. This location is far from the Philippines," said Gazmin, as read by Ramos.

Ramos said the failed launch has no effect to the country, as it is very far. It was also the whole rocket that fell in the sea, leaving the country free from any debris. With the failure, the undersecretary also said that the no sail, no fly, no fishing in the country is lifted.

The world had been anticipating for the North Korea launch as there was no specific day or time as to when it would launch its rocket for a supposed “scientific exploration.” There were neither details nor confirmation if the rocket held radioactive materials.

The NDRRMC, the Defense Department, the Philippine Nuclear Institute, and other government entities concerned with the national safety had been on hand for this launching, just in case of any eventuality.

Meanwhile, Planetarian Maximo Sacro explained that it may be possible that there was a computation error or they are still lacking in technology.

In the end, the government is asking North Korea to cooperate with the international community.

"We reiterate our call to the North Koreans to abide by the U.N. resolution to turn away from exploring further ballistic missile experimentation and fully cooperate with the rest of the world," said Gazmin.

Commissioner urges Mindanao State U grads to uphold excellence
By Franklin P. Gomapon
Sunday 15th of April 2012

DIPOLOG CITY, April 15 (PIA) -- The Commissioner of the National Commission on Muslim Filipinos (NCMF) told this year’s graduates of the Mindanao State University (MSU) in Marawi City to always work for excellence as “alumni of one the best schools in the country.”

Speaking in the baccalaureate program held on Thursday at the Dimaporo Gym, MSU, Marawi City, Commissioner Moner M. Bajunaid advised the graduates to keep themselves smart, humble, and unafraid.

To be smart, he said, one must be wise and equipped with confidence. “In seeking employment, a graduate must show his or her best as competition is very stiff nowadays,” Bajunaid said.

He also asked the new graduates to stay humble because, “humility is a mark of a true leader.”

“When you get your job, don’t think of the salary but the learning you may derive from it, as this is the kind thinking that will make one productive,” he added.

Finally, he told them not to be afraid. “Failures are a part of life and when you stumble and fall, try to stand again,” advised the NCMF commissioner representing the Maranao tribe.

World-renowned golfer to design golf course in Dakak (http://www.sunstar.com.ph/zamboanga/local-news/2012/04/14/world-renowned-golfer-design-golf-course-dakak-216311)
Saturday, April 14, 2012

THE Dakak Park and Beach Resort is embarking on a new venture jointly with the world-renowned professional golfer, Greg Norman.

Councilor Apple Marie Agolong, chairperson of the Dapitan City Council's Committee on Tourism, said Saturday Norman will design the golf course that will be built in Dakak Park and Beach Resort.

Have something to report? Tell us in text, photos or videos.

Agolong said Norman “is coming for ocular and site planning” at the famous park in the village of Taguilon, Dapitan City.

The golf courses designed by Norman have garnered numerous prestigious awards for design with many of the projects being awarded the coveted Audubon Society Awards for environmental stewardship.

First established in 1987, the “Greg Norman Golf Course Design” has completed more than 70 golf courses on six continents.

The Norman-designed golf courses have hosted sanctioned events on the PGA, Nationwide, European, and Australasian Tours.

“Given the breadth of Greg Norman's business interests, he is uniquely qualified and experienced to provide a special blend of land planning, design and construction to help deliver the best possible result,” Agolong said.

Norman was one of the most prolific international players in the games history, she said.

Norman, in addition to being the number one ranked player for 331 consecutive weeks, has maintained active membership of the United States, European and Australasian Tours.

Norman's experience in playing many of the world's great golf courses over the span of his 25-year career served as a catalyst to develop his interest in golf course design, Agolong said. (Bong Garcia)

Labadlabad. ( Nonoy E. Lacson )

HALL-OF-FAMER Greg Norman will inject his creative influence into an 18-hole golf course he’ll design at the scenic Dakak Resort in Dapitan, Zamboanga del Norte.

The 57-year-old Norman, a two-time winner of the British Open and 89 other professional events worldwide, expressed excitement as he braced for the project to be laid out on what his associates say is one of the best sites that the golf legend will be working on.

“I’m excited. I’ve been here three times but I haven’t been down to Mindanao,” Norman said during a quick press conference at the Shangri-La Hotel in Makati.

“It’s been a great journey for us in terms of designing golf courses. Every golf course we design we try to make it different. It has to do with the environment and the topography.”

Norman, the world’s No. 1 player for 331 weeks from the 1980s to the 1990s, will inspect the 120-hectare area where the course will be constructed. He is scheduled to return to the country three more times before the grand opening of the course. Construction will be completed in 12 to 18 months for $25 million.

Shaped like a horseshoe, the golf course, which will have a total yardage of at least 7,000, will be carved out at the back of the Dakak resort with plenty of elevation changes and seaside holes.

“You can see the ocean from every golf hole,” said Dan Grassi, senior director of the Greg Norman Golf Course design.

Aside from the 18 holes, a driving range and possibly a training facility and academy will also be put up in the golf complex.

“I love it here and I’m looking forward to visiting the site,” said Norman, who also designed the Splendido course in Tagaytay and one of the six courses at Eagle Ridge.

PGMA wants 24/7 work on P4.3B Zambo road project
Thursday, 11 March 2010

ZAMBOANGA DEL NORTE (PND) -- President Gloria Macapagal Arroyo today ordered round-the-clock work by the Department of Public Works and Highways (DPWH) on the P4.3 billion Zamboanga West Coast Road project to complete it by June 30.

The President reiterated her desire to have the project finished before she bows out of office in June as she inspectedthe 175.724-kilometer road which is considered a significant project vital to the development of this province. The Zamboanga West Coast Road will complete the circumferential road of the Zamboanga Peninsula and is expectedto influence the economic growth of the municipalities of Sibuco, Sirawai, Siocon, Baliguian, Gutalac, Labason and Liloy. The road project ends at the junction of the Sindangan-Ipil National Road.

Before, there is no inspiration to local production because there were no roads. Zamboanga Peninsula bounty marine harvest like squids, lobsters and fish could not be transported to nearby towns and provinces, the President pointed out in a speech at the Jose Rizal Memorial State University here. Productivity is important to progress, she said, adding that the road project, locally called Triple SB Road will make the difference in people's lives and benefit many municipalities especially Sirawai,
Sibuco, Siocon and Baliguian.

Public Works Secretary Victor Domingo said the first 100 kilometers of the Zamboanga West Coast Road have been paved and the remaining 75.7 kilometers will be asphalted by June 30 except for one bridge that will be finished a month later. By then the road project will be complete except for one bridge that will be finished a month later. He said the road project was funded by the national government. It's Katas ng VAT, he said, echoing what the President has said.
In a related event here, the President told students of the Jose Rizal Memorial State University that quality education must be backed up by technology as she stressed that technology is important to agriculture and the development ofMindanao as the country';s food basket in the south. There must be proper methods of agronomy, agricultural technology, she said.

The President pointed out that connectivity through roads, bridges, ports and communication will pave the way to a very progressive agricultural Mindanao.
Mindanao supplies 40 percent of the country's food requirements and contributes more than 30 percent to the national food trade. Agribusiness Mindanao covers Regions 9 to 12, CARAGA except Siargao, and the Autonomous Region inMuslim Mindanao (ARMM).

The Greg Norman designed, 18-hole, par 72 all-weather championship golf course was opened to the members in 2002. It is a truly majestic course sprawled on a 152-hectare man-made valley nestled amidst the mountain ridges of the Grand Taal, with a dramatic view of the Taal Volcano and lake.

Surrounding the Splendido Taal golf course is the 87-hectare fairway lots and residential enclaves of the Splendido Taal Residential Estates owned by JAKA Tagaytay Holdings Corporation.

The Spanish-Mediterranean-inspired Splendido Taal Golf Clubhouse was designed by leading architectural firm RR Payumo and Partners in collaboration with Steven Leach and Associates for the interiors.

Zamboanga del Norte in full preparation for Hudyaka 2012
Wednesday 18th of April 2012

DIPOLOG CITY, April 18 (PIA) -- With barely over a month before the holding of the Hudyaka Festival 2012, the Hudyaka Committee of Zamboanga del Norte now follows a hectic schedule in preparation for the said event.

The 2012 Hudyaka Festival which coincides with the grand Founding Anniversary of the province officially opens on May 30 with a colorful costume parade around Dipolog City to be participated in by a total 27 local government units, national agencies, and private institutions.

After the parade, there will be a concert featuring the national renowned singer Sitti and the band Pupil, with former Eraserheads vocalist and song-writer Ely Buendia performing during the front act which will be held at the Hudyaka Agro-Industrial Complex.

Provincial Tourism Officer Atty. Ivan Patrick Ang said the Provincial Tourism Office is going all-out in their preparation for the 2012 Hudyaka Festival to make it the best ever Festival during the three-terms of Governor Rolando Yebes.

The opening parade on May 30 will kick-off from the Capitol Plaza at about 4 p.m.

Ang added that this year’s Hudyaka Festival eyes for the Best Festival award all over the country.

It can be recalled that Hudyaka Festival has been awarded for three consecutive years as third placer in The Best Provincial Festival in the Philippines by the Department of Tourism and the Association of Tourism Officers of the Philippines.

On June 6, there will be an electric float parade, where all the floats are to be decorated with indigenous materials.

The champion will take home P50.000, P30,000 for the second prize, and P20,000 for the third prize (ALT/ATR/PIA9-Zambo Norte)

Zambo. Norte spends P86-M medical assistance for needy patients
Thursday 19th of April 2012

DIPOLOG CITY, April 19 (PIA) -- The provincial government of Zamboanga del Norte has already spent P86 million as medical assistance to poor patients for the last three years.

In his State of the Province Address (SOPA) last Monday, Governor Rolando E. Yebes reported the medical assistance extended by the provincial government to some 33,749 impoverished patients in the province for the last three years had totaled P86 million.

Yebes said, “a total of 11,925 indigent patients benefited from hospital services in the sum of P26.2 million in 2009.”

Another 10,338 poor patients were assisted in 2010 with the provincial government shelling out P34.7 million, and in 2011 around 11,486 destitute patients were given assistance in the amount of P25.1 million.

“The cost is overwhelming, but that is people’s money invested back to them in terms of improved hospital and health care services right here at home,” explained the governor.

Yebes also said that under his leadership the provincial government was able to build a new hospital named ZaNorte Medical Center, which Health Secretary Enrique T. Ona “claimed to be the best provincial hospital he has ever visited throughout the country.”

According to Yebes, the ZaNorte Medical Center can now cater to patients needing special care and treatment with the presence of diplomate doctors such as prematurely born neonate, pregnant mothers with medical problems, patients suffering from gastro intestinal bleeding, kidney failure, brain tumor and others. Dipolog City eyes construction of mini-hydro power plant

MONDAY, 18 JULY 2011 18:14 BONG GARCIA JR. / CORRESPONDENT

Dipolog River

ZAMBOANGA CITY—The Dipolog City government is looking at putting up a mini-hydro power plant to augment the electricity needs of the consumers in that city, the capital of Zamboanga del Norte province.

Mayor Evelyn Uy said electrical engineers and hydropower plant operators, and experts had recommended the tapping of the Dipolog or Dapitan Rivers as a source of hydropower for the city. Uy said the plan is part of the city government’s effort to help address the rising power demand in the city.

“We should be prepared as early as now. The electricity demand is growing but the supply is not increasing,” Uy said. She said she will present the proposal to the Mindanao Development Authority for the conduct of a feasibility study for the proposed mini-hydro power plant in Dipolog City.

Once realized, she said the project is enough to augment the electricity needs of Dipolog City. It is known for its wild orchids and sardine industry which stems from the rich fishing area off its shores.

Dipolog City is known as the “Gateway to Western Mindanao” through the Western Nautical Highway and has also been called the “Bottled Sardines Capital of the Philippines.” The city has 21 barangays and a population of 108,080 as of 2007.

Uy said Dipolog City has been experiencing a nine-hour brownout every Saturday for almost a year now. The brownout has greatly affected the business sector, she said. She also said the city often experiences low voltage on week days.

She saids the city initially eyed putting up solar-energy facilities but building such is expensive though environment friendly.

The definition of a small hydro project varies but a generating capacity of up to 10 megawatts (MW) is generally accepted as the upper limit of what can be termed small hydro. This may be stretched up to 30 MW in the United States, and 50 MW in Canada.

Advantages

When developed with care to footprint size and location, ROR hydro projects can create sustainable energy minimizing impacts to the surrounding environment and nearby communities. Advantages include:

Cleaner power, fewer greenhouse gases

Like all hydro-electric power, run-of-the-river hydro harnesses the natural energy of water and gravity, eliminating the need to burn coal or natural gas to generate the electricity needed by consumers and industry.

Less flooding/reservoirs

Substantial flooding of the upper part of the river is not required for smaller-scale run-of-river projects as a large reservoir is not required. As a result, people living at or near the river don't need to be relocated and natural habitats and productive farmlands are not wiped out.

Disadvantages

"Unfirm" power

Run-of-the-River power is considered an “unfirm” source of power: a run-of-the-river project has little or no capacity for energy storage and hence can't co-ordinate the output of electricity generation to match consumer demand. It thus generates much more power during times when seasonal river flows are high (i.e, spring freshet), and much less during drier summer months.

Availability of sites

The potential power at a site is a result of the head and flow of water. By damming a river, the head is available to generate power at the face of the dam. Where a dam may create a reservoir hundreds of kilometers long, in run of the river the head is usually delivered by a canal, pipe or tunnel constructed upstream of the power house. Due to the cost of upstream construction, a steep drop in the river is desirable.

Environmental impacts

Small, well-sited ROR projects can be developed with minimal environmental impacts. [3] Larger projects have more environmental concerns. For example, Plutonic Power Corp.’s Bute Inlet Hydroelectric Project in BC will see three clusters of run-of-river projects with 17 river diversions; as proposed, this run-of-river project will divert over 90 kilometres of streams and rivers into tunnels and pipelines, requiring 443 km of new transmission line, 267 km of permanent roads, and 142 bridges, to be built in wilderness areas.

British Columbia’s mountainous terrain and wealth of big rivers have made it a global testing ground for run-of-river technology. As of March 2010, there were 628 applications pending for new water licences solely for the purposes of power generation – representing more than 750 potential points of river diversion.

Concerns

Many of the impacts of this technology are still not understood or well-considered, including the following:

Diverting large amounts of river water reduces river flows, affecting water velocity and depth, minimizing habitat quality for fish and aquatic organisms; reduced flows can lead to excessively warm water for salmon and other fish in summer. As planned, the Bute Inlet project in BC could divert 95 percent of the mean annual flow in at least three of the rivers.[4]

New access roads and transmission lines can cause extensive habitat fragmentation for many species, making inevitable the introduction of invasive species and increases in undesirable human activities, like illegal hunting.

Cumulative impacts—the sum of impacts caused not only by the project, but by roads, transmission lines and all other nearby developments—are difficult to measure. Cumulative impacts are an especially important consideration in areas where projects are clustered in high densities close to sources of electricity demand: for example, of the 628 pending water license applications for hydropower development in British Columbia, roughly one third are located in the southwestern quarter of the province, where human population density and associated environmental impacts are highest.

Water licenses issued by the BC Ministry of Environment, enabling developers to legally divert rivers, have not included clauses that specify changing water entitlements in response to altered conditions; this fact means that conflicts will arise over the water needed to sustain aquatic life and generate power when river flow becomes more variable or decreases in the future. However, it should also be noted that under section 101 of the BC Water Act, regulations regarding a water licenses can be changed by the government at any time, including the amount of water that a power plant is required to release to protect aquatic life.
