Data released by the NSCB XI here over the weekend showed that the town of Siayan in Zamboanga del Norte is the poorest in the country, with a poverty incidence of 97.46 percent. The municipalities of Sominot, Tangcal, Midsalip, Bacungan, Jose Abad Santos, Godod, Lapuyan, San Luis and Poona Piagapo, all in Mindanao, also emerged as among the poorest. The next poorest town is Tanudan in Kalinga in the Cordillera Autonomous Region (CAR), with a rate of 88.06 percent in poverty incidence. The NSCB refers to poverty incidence as the proportion of population (or families) with per capita income less than the per capita poverty threshold to the total number of population (families) of an area. It said six other poorest towns are in Northern Luzon and Western Samar in the Visayas, with three each. (Photo by Allan Carlos) DAPITAN CITY, Philippines - Planning has begun in earnest for Dapitan’s Handuraw Festival 2008, when the city commemorates the fruitful stay of the country’s National Hero, Dr. Jose Rizal, while in exile here following political persecution against him by the Spaniards from 1892 to 1896. Set to start on the 27th until 29th of December, this year, the City of Dapitan in the Zamboanga Peninsula Region is currently having collaborations with a select set of established institutions to invite talented individuals do their share in art, painting, essay, sculpture, drama, and fashion – just a few of Jose Rizal’s many genial interests and talented skills. Handuraw Festival is Dapitan’s way of reviving the historical trail of Dr. Jose Rizal, who stayed in Dapitan City for four years, leaving wonderful memories in the lives of the people here. Handuraw, which is a Visayan term that means recollection or flashback, was started in 2006 by the City Government of Dapitan led by Mayor Dominador G. Jalosjos. Since then, the City Government of Dapitan, together with various civic groups and business organizations, has continued to embark on a plan to better enhance the city's tourism industry by restoring Dr. Jose Rizal's historical heritage. The plan to restore and promote Rizal's historical trail and legacies in Dapitan included the construction of "Punto de Desembarco de Rizal en Dapitan Landmark or Rizal's Landing Site and Sta. Cruz Marker, which is almost completed. Rizal landed on the beach of Sta. Cruz, Dapitan, at 7 p.m. on July 17, 1892, to begin the life of an exile in Dapitan. It came to be known as Rizal's Landing Site later. With the help of the townsfolk, Rizal rebuilt the town's Plaza, In front of St. James Church. They also made the "Relief Map of Mindanao" out of stones, soil and grass. Rizal helped the residents put up the lamp-posts at every corner for Dapitan's first lighting system, which consisted of coconut oil lamps covered with glass. Among his contributions to Dapitan was the establishment of an association of Dapitan farmers to improve farm products, obtained better harvests, construct more markets for them, collected funds to buy their products, and helped the producers and workers by putting up stores. Dr. Rizal became the town doctor during his time. Opening a clinic and hospital, he treated non-paying patients as well as those who could pay. He gave away medicine to the poor. He also opened a school where he taught Spanish, English, Arithmetic, Geometry, Algebra and Correct Behavior. Dapitan City Councilor Apple Marie Agolong said the collaborations for this year’s Handuraw Festival offer another chance to showcase Rizal’s works and memoirs to supplement Filipinos’ knowledge and understanding of the country’s great hero. “This year’s opening salvo on December 27 is a Parade of Floats, representing the five historical influences of Rizal in Dapitan. Fumihiro Sakakibara of Mile Post Consultants, Incorporated said Japanese usually adhere to travel advisory issued by the government. In his presentation at the Seminar on Japanese Tourism organized by the Department of Tourism and the ASEAN-Japan Center at the Marco Polo Hotel yesterday, he cited that Autonomous Region in Muslim Mindanao and Central Mindanao were categorized as level 2, meaning travels in those parts should be postponed, while Northern and Southern Mindanao was categorized as level 3, warning Japanese to rethink their plan before traveling. Japanese were strongly cautioned to shelve travels in Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay, Lanao del Sur, Lanao del Norte, Cotabato City, Maguindanao, Sultan Kudarat, Shariff Kabunsuan, Sarangani, Basilan, Sulu, Tawi-tawi, and Cotabato City. All the other areas not mentioned fell into the “consider well” category. It’s like your favorite telenovela ditty. You keep hearing it everywhere. It is, after all, the usual tenor of many a politicians’ promises – Una Ka Kay Juana, Number One Kayo Kay Porfirio and other nifty innuendos that make up political platforms. The theme of putting the people’s welfare first in a candidate’s to-do-list is as old as the first village chieftains who promised bountiful harvest and security to their people in exchange for reverence and favor. It is also a very serious promise that’s not that easy to keep, so I’ve heard from my former bosses. Firstly, the “people” represent a myriad of interests and concerns. The public that people in government serve, stand for a spectrum – full of political colors, leanings, and agenda, that it becomes difficult to keep track of who’s on who’s side. Secondly, giving your all does not guarantee that people would perceive you as the selfless, pro-people leader you aspire to be seen as. As they say, you just can’t please everybody, all the time. In short talk, promising people that they (that means “all of them”) would be on top of your list, Christmas time or not, is nothing short of political suicide. I was in the beautiful province of Zamboanga del Norte last week and I had a chance to have a face to face interaction with Governor Rolando Enriquez Yebes or the beloved Governor Lando of that blessed Southern province. He is one local chieftain that would not easily give up the lofty promise of being there for his people, all of the time. The Civil Service Commission recently conferred him the Presidential Lingkod Bayan Award-the most prestigious for local government officials and employees who gave “exceptional contributions resulting from an idea or performance that had a nationwide impact on public interest”, as the award body so dearly qualified. Ironically, the 8th largest province in the Philippines and one of the most naturally-blessed is also the poorest. In 2006, a study by the National Statistics Coordination Board (NSCB) found Zamboanga del Norte to the Philippines’s poorest with a poverty incidence rate of 64.6%. This is perhaps why the most significant, timely, and awe-inspiring of Governor Yebes accomplishments to date is the sprawling Php 300 million, 200-bed capacity medical facility he solidly built in Dipolog City. Through bond flotation and a little help from ZamNortehanos abroad, the Zamboanga del Norte Medical Center now stands as the first ever tertiary level hospital and the largest provincial medical center in the Zamboanga Peninsula and the whole of Mindanao. It is an exclusive and independent local government initiative that clearly shatters the myth of economic standing as a basis for LGU capacity. With state-of -the-art facilities and equipment, this hospital now serves the needs of the people of the Zamboanga del Norte province and even the nearby municipalities of Zamboanga del Sur and Misamis Occidental. Indeed, this unassuming lawyer and former port police had gone a long way since his halcion days at the Bureau of Customs. In 2003, he retired from the Bureau with awards and excellence citations to last him a lifetime – his veritable ticket to the Governor’s office. In 2004, he came out of retirement and ran for his first ever political position, that of Governor in the province of Zamboanga del Norte, and scored a major victory against local government veteran and legend, Governor Isagani Amatong. Frankly, I wondered why. Surely there is the Rizal Shrine and Dakak, but I thought these are not enough to get to the honor’s List. I’m a true blooded Zamboangeña - was born in Dapitan and raised in Dipolog until I went to College, had my first job and then a series of others, became a mother of now three teenagers, and co-founded a company in Manila. I frequented Dipolog every summer and/or Christmas and had a couple of years’ stint helping out in the family business, but that was about it. He said Dipolog City will soon have four flights daily from Manila and other flights that connect other cities in the country. The daily flights from Manila to Dipolog City are from Philippine Airlines (two) and Cebu Pacific (two). Dipolog City is just three hours by boat to Dumaguete City and four hours to Cebu City. Ferries make trips to the two Visayas cities on 24 hours basis. The province will have integrated bus terminal, a golf course and casino that will be constructed early next year. Handuraw Festival is Dapitan's way of reviving the historical trail of Dr. Jose Rizal, who stayed in Dapitan City for four years, leaving wonderful memories in the lives of the people here. Handuraw, which is a Visayan term that means recollection or flashback, was started in 2006 by the City Government of Dapitan led by Mayor Dominador G. Jalosjos. Since then, the City Government of Dapitan, together with various civic groups and business organizations, has continued to embark on a plan to better enhance the city's tourism industry by restoring Dr. Jose Rizal's historical heritage. The plan to restore and promote Rizal's historical trail and legacies in Dapitan included the construction of "Punto de Desembarco de Rizal en Dapitan Landmark or Rizal's Landing Site and Sta. Cruz Marker, which is almost completed. Rizal landed on the beach of Sta. Cruz, Dapitan, at 7 p.m. on July 17, 1892, to begin the life of an exile in Dapitan. It came to be known as Rizal's Landing Site later. With the help of the townsfolk, Rizal rebuilt the town's Plaza, In front of St. James Church. They also made the "Relief Map of Mindanao" out of stones, soil and grass. Durian and mangosteen jams are also produced in Zamboanga del Norte. Yebes expressed optimism that the province will also become the shopping capital in the region because Shoe Mart and Robinson are now scouting for ideal sites in Dipolog where they plan to construct malls. The DPWH assured that it will take disciplinary action against contractors who were seen to be slow in their work. It also disclosed that it had already ordered them to repair roads of Zamboanga del Norte which have been badly damaged. These roads were reportedly used by dump trucks of contractors hauling sand and gravel for the west coast road project. Earlier Zamboanga del Norte Governor Rolando E. Yebes called on the attention of the ZWCP contractors to the damaged roads that they were using. In fact, the mayor of Siocon, Sibuco, Sirawai and Baliguian had already raised their complaints to the contractors on the poor road condition. Gereo Patrimonio of the Management Information systems Office (MISO) of the provincial government disclosed that it will conduct today the first provincial ICT provincial summit with municipal mayors and other town officials. Patrimonio said the same tax collection system had already been adopted by the municipalities of other provinces and was found to be effective. The municipalities adopting the new electronic tax system are Sibutad, La Libertad, Piñan and Sergion Osmeña for district 1; Katipunan, Siayan, Roxas and Manukan for district 2; and Salug, Liloy, Kalawit, Tampilisan, Labason, Siocon and Sirawai for district 3. Under this new system, paying of real property taxes is made easier for the taxpayer. All the taxpayer should do is just visit the treasurer's office where all the records of his/her real properties as well as the corresponding amount to be paid are already fed to the computer. However, Patrimonio, disclosed that some municipalities remain hesitant to adopt the system but he expressed optimism that all the province's 25 towns shall later on take up the program. Knowing that fossil fuel sources are depleting, Zamboanga del Norte Governor Rolando E. Yebes is strongly pushing for the planting of Jatropha, commonly known to many as "tuba-tuba." The municipalities identified for the production of Jatropha include Salug, Godod and Leopn Postigo. The governor believed that "tuba-tuba" could lead in the biofuels production, farther ahead than the ZANorte Bio-Energy Corporation which would use cassava in its ethanol production. He disclosed that the plant which will process jatropha for ethanol production shall be placed right in the municipality where jatropha is planted. The plant is easy to grow in all types of soil. The governor also disclosed that the Green Agro Corporation expressed already its interest in buying the jatropha while the Philippine Oil Corporation (PNOC) assured him of the capital for planting. The ZaNorte Environment and Management Office (ZANEMO) and Department of Environment and Natural Resources have been directed to identify areas in the province which will be planted to "tuba-tuba" so that the program will not encroach into the areas which have already been devoted to food production. Nograles today revealed that the Department of Transportation and Communications is on its advance stage of completing the feasibility studies for the various levels of the project. "We are not sleeping on our people's aspirations," said Nograles, who is in receipt of an updated report on the bidding process for the conduct of railway feasibility studies for the MRS made by DOTC Undersecretary for Railways Guiling Mamondiong. On Day One as the first Speaker from Mindanao, Nograles vowed to pursue the MRS project as a vital part of President Gloria Macapagal-Arroyo's long term development plan to realize development in Mindanao. Nograles noted that apart from the President's support, the House of Representatives is working hard to realize this long-overdue program to provide Mindanao a "reliable, efficient and viable" transportation network. He cited five separate but similar bills filed by Reps. Edgardo "Sonny" Angara of Aurora's lone district, Antonio Cerilles of Zamboanga del Sur, Raul Gonzalez, Jr. of Iloilo, Rufus Rodriguez of Cagayan de Oro, and Pedro Romualdo of Camiguin, all seeking to establish a Mindanao Railways Authority. All these measures are under urgent consideration and are being consolidated by the House Committee on Transportation chaired by Rep. Monico Puentevella of Bacolod City in coordination with the Committee on Government Enterprises and Privatization headed by Rep. Felix Alfelor, Jr. of Camarines Sur and the Committee on Mindanao Affairs chaired by Rep. Datu Pax Mangudadatu of Sultan Kudarat. Angara, the House Deputy Majority Leader, in his House Bill 158, proposed the creation of the Mindanao Railways Corporation (MRC) which will provide the railroad and the transportation system sorely needed by the island. "Mindanao has long been a neglected area, and this had caused unrest, resentment, even rebellion from some native groups. We have to reverse this if we want to achieve peace and progress not only in Mindanao but in the entire country as well," Angara said. He said the proposed railroad which will crisscross Mindanao, if passed into law, will benefit the whole island's populace. "It will accelerate economic activity, immensely benefiting the traders and businessmen," Angara pointed out. The railroad will hopefully connect the various urban centers and provincial capitals in Mindanao such as Davao City, Iligan, Cagayan de Oro, Zamboanga City, Cotabato City, Marawi, Pagadian, Dipolog and other potential areas of development. On the other hand, Iloilo City's Rep. Gonzalez even went further to propose a "super body" to exercise control and supervision over the Philippine National Railways (PNR), Light Railway Transit authority (LRTA), Panay Railways, North Luzon Railway Corporation (NLRC) and all other railway offices existing in the country today, including the proposed MRC. Suasico said residents were repeatedly told to refrain from eating freshwater fish and shrimps because these were found to be infected with Capillaria worms but people ignored the dangers to quell their hunger. "They keep on eating them, even if these are prohibited, because of poverty and they have no other food to eat," Suasico told the Philippine Daily Inquirer, parent company of INQUIRER.net. Residents here are dependent on corn and rice farming. They harvest at least twice a year but their income is simply not enough, according to officials. Suasico said residents have been getting freshwater fish and shrimps from lakes, springs and rivers. Dr. Raymund Nadela, municipal health officer, said freshwater fish and shrimps sourced from these lakes and rivers were infected with Capillaria worms. "These shrimps and fish are carrying this type of worm known as Capillaria, a microscopic worm that gets into the intestine and eats up all the nutrition of the person," he said. Capillaria is deadly when left untreated but is curable through a 20-day course of the de-worming agent, Avendazole. Nadela said many residents had been infected but after treatment, they ate fish and shrimps from these sources again. "They were already told not to eat fish and shrimps from these bodies of water but they would not listen," he said. But Suasico said the stubbornness of the residents was "due to poverty.” Suasico added that being poor prevented residents from seeking medication for the disease. Marilou Andus, a midwife who frequents Moyo, one of the villages affected by the outbreak, said the treatment of Capillariasis could take up to three months. "The patient has to take supplements like vitamins but due to poverty, they could not maintain it," Andus said. She said patients not completely healed could still die upon the re-occurrence of infection. Nadela said they were thinking of other ways to prevent the spread of Capillariasis by working with non-government organizations. He said among the measures being considered was helping residents to build their own toilets. The President issued the directive this afternoon to Social Welfare Secretary Esperanza Cabral in her speech at the culmination of the two-day Local Peace and Security Assembly (LPSA) of Zamboanga Peninsula (Region 9) at the convention hall of Dakak Park and Beach Resort here. Records show that 13 towns in Zamboanga del Norte have 116,000 poor families who received only 32-percent PPP assistance from the DSWD. The President also tasked Cabral -- who just reported for work after a vacation -- to expand DSWD’s Healthy Start program or the breakfast for the day-care and elementary pupils in the Central Elementary School and the Day Care centers in La Libertad, Mutia, Pinon, Polanco, Rizal, Sibutad, Liloy, Salug, Siocon, Sirawai and Tampilisan, all in this city. The 4P is a poverty-alleviation program of the Arroyo administration being implemented through the DSWD. This is just one of the poverty alleviation programs of the government that were launched to shield the people from the adverse effects of global rice and fuel crisis. Under the program, a family beneficiary with a maximum of three children receives a monthly allowance of P1,400, a P500 monthly allowance for nutrition and health expenses, and P3,000 for one school year or P300 per month for educational expenses per child, on condition that the parents will send their children to school and receive vaccinations and health care. This is similar to the ‘Ahon Pamilyang Pinoy Program’ launched by the government during the last quarter of last year. Data released by the NSCB XI here over the weekend showed that the town of Siayan in Zamboanga del Norte is the poorest in the country, with a poverty incidence of 97.46 percent. The municipalities of Sominot, Tangcal, Midsalip, Bacungan, Jose Abad Santos, Godod, Lapuyan, San Luis and Poona Piagapo, all in Mindanao, also emerged as among the poorest. The next poorest town is Tanudan in Kalinga in the Cordillera Autonomous Region (CAR), with a rate of 88.06 percent in poverty incidence. The NSCB refers to poverty incidence as the proportion of population (or families) with per capita income less than the per capita poverty threshold to the total number of population (families) of an area. It said six other poorest towns are in Northern Luzon and Western Samar in the Visayas, with three each. Maria rank sixth and seventh, respectively, on the list. The towns of Talaingod in Davao del Norte and Laak in Compostela Valley, both placed fifth. The towns of Manay, Tarragona and Caraga in Davao Oriental ranked eighth, ninth, and 10th, respectively, among the 10 poorest in Southern Mindanao. But with all the poorest towns, Kidapawan City in North Cotabato emerged as Mindanao’s richest municipality, with only 12.46 percent poverty incidence. (Nabcor), is expected to complete investments worth P600 million for corn post-harvest facilities by early next year. Nabcor has been fast-tracking investments in post-harvest processing and trading centers (PHPTCs), with the aim to help farmers meet the global quality standard of a maximum of 14 percent moisture content of corn. "Our role is to balance off the interest of corn farmers and livestock raisers and feedmillers because when corn price is low, farmers suffer and when corn price is high livestock raisers [and feedmillers] suffer," Nabcor president Alan Javellana said in an interview. Javellana said that Nabcor is only investing in "missionary areas," or locations where no private company would dare to make huge investments. In these areas, he said, the government's help is really needed in order to save farmers’ corn production from post-harvest losses. "We’re not competing with the private sector. We’re incubating projects in missionary areas and will divest [our investments there] after recouping our investments and reinvest them in other projects," he said. Nabcor has already set up four PHPTCs in Kabacan, North Cotabato; Banga, South Cotabato; Malungon, Saranggani; and Sergio Osmena, Zamboanga del Norte. Jay-da Mayoralgo of Nabcor said that net revenue at the Banga PHPTC was at P3 to P4 million, while the Kabacan PHPTC registered P4 to P5 million net revenue in the previous calendar year. Each PHPTC with a 200-metric ton corn cob storage facility costs around P42 million, of which P12 million would be provided by Nabcor’s partners, including local government units and farmers’ cooperatives. The P30 million would come from Nabcor’s internal cash. Records of the National Statistical Coordination Board (NSCB) showed that the total production output for irrigated palay during the third quarter in the region showed an increase of about 15.37 percent compared to the same period of 2007. The higher yield was attributed to the increase in area in the region planted to palay by about 17.51 percent. Two provinces contributed to the increase with Zamboanga del Norte posting the highest by about 259.54 percent due to movement of cropping pattern and early planting this year caused by the availability of water in the irrigation system. Zamboanga Sibugay also registered 13.48 percent higher production due to increase in area and yield by 4.34 percent and 8.77 percent, respectively. Availability of good quality seeds constitute the increment of the irrigated palay in Zamboanga Sibugay. For rain-fed palay, the third quarter production output of Zamboanga Peninsula rose by about 3.67 percent compared to the same period last year. This was attributed to the increase in area planted to palay in three areas in the region. Gereo Patrimonio of the Management Information systems Office (MISO) of the provincial government disclosed that it will conduct today the first provincial ICT provincial summit with municipal mayors and other town officials. Patrimonio said the same tax collection system had already been adopted by the municipalities of other provinces and was found to be effective. The municipalities adopting the new electronic tax system are Sibutad, La Libertad, Piñan and Sergion Osmeña for district 1; Katipunan, Siayan, Roxas and Manukan for district 2; and Salug, Liloy, Kalawit, Tampilisan, Labason, Siocon and Sirawai for district 3. Under this new system, paying of real property taxes is made easier for the taxpayer. All the taxpayer should do is just visit the treasurer's office where all the records of his/her real properties as well as the corresponding amount to be paid are already fed to the computer. Zamboanga del Norte Governor Rolando E. Yebes has noted that real property owners in the province are not that religious in paying their real property taxes. As with other provinces in the Philippines, Dipolog is teeming with fiestas and festivals dedicated and consecrated to saints and patrons. The penance of Catholics in Linabo Peak is called the Katkat Sakripisyo; there is also the Feast of Saint Vincent and in October the Feast of the Holy lady of the Rosary. Other festivities include the Sinulog ng Dipolog and the Araw ng Zamboanga. Today there are several industries and businesses thriving in Dipolog and it is in part due to the effective transport system. Buses, tricycles, cars and the ubiquitous jeepney can take you anywhere in the city. The seaport makes the transport and shipping of goods and products seamless and there are ferries, boats and various shipping lines. Historical records show that the Spaniards settled in Dipolog in 1834 and became well known for being the center of religious shrines and churches. During the American occupation beginning in 1897, the area underwent several changes, most notably growing in population and began to thrive thanks mostly to immigrants from the nearby provinces. When the Second World War erupted, Dipolog was occupied the Japanese, and it was only after the American forces returned in 1945 was the municipality freed. Extract 1� cup of coconut milk from shredded coconut meat (you can also use a blender to do this). Mix all dry ingredients - ground rice, baking powder, sugar and salt. Slowly blend the coconut milk with the mixed dry ingredients. Stir thoroughly into a thick smooth liquid mix. With the muffin pan line with soften banana leaves shaped to conformed the pan shape., scoop 5 spoonful of the mixture into the pan. Heat oven to broil temperature, or 500 degree F then bake for 15 to 20 minutes until the top is brown Americanized Ingredients: 2 lbs regular rice flour (no wheat flour just pure rice flour you can buy at Asian store) 1-1/2 cups (1-14 fl ozs can) of coconut milk (you can buy at Asian store in a can) 3/4 cup confectioner sugar 2 tablespoon baking soda (calumet) 1/4 salt Vanilla for flavoring strips of cheddar cheese Banana leaves you can also buy a any Asian store (Banana leaves will give distinct flavor and smell) Instructions: Mix all ingredients to a thick liquid smooth consistency in plastic container or bowl. Pour into a big muffin pan (2- 6" dia. 2" thick of mix) lined with banana leaves Heat oven to 420 degree Fahrenheit. Put 4 strips of cheese on top bake for 15 to 20 minutes until done. Good for 6 people. Double wax paper can be substituted for banana leaves. Jalosjos Jr. and Vice Mayor Patri Chan offer another showcase of Rizal's works and memoirs in collaboration with distinguished institutions here and abroad from Dec. 27 to 29, 2008. The Handuraw Festival is Dapitan's way of reviving the historical trail of Dr. Jose Rizal, who stayed in Dapitan City while in exile following a political persecution against him by the Spaniards from 1892 to 1896, leaving wonderful memories in the lives of the Dapitanons. The diffrnt type of lights makes it amazing to look with cloth banner under the boulevar lights. When u'll look at the length of the boulevard, u'll see the beautiful lights on it. I can't imagine if the 3rd phase will be started soon. The history of this city spans over 700 years, from the arrival of the first native Subanon settlers who were soon joined by the Boholanos, to the coming of Spaniards and later the Americans. In the 1700s, this small town was under the rule of Spanish government. In 1892, it became the home of exiled hero Dr. Jose Rizal, until his departure in 1896. In this shrine city, the nation’s hero’s memory was celebrated by thousands of foreign and local tourists who recalled his contributions in a four-day festival that started on Dec. 27, culminating on the day of his death, Dec. 30. Looking back Dubbed as Handuraw, a local term for flashback or looking back, it is the third celebration of Dapitan’s significant role in the country’s history. Rizal spent the part of his best years here, leaving behind contributions that have continued to describe the city imbued by history, according to local experts. A series of activities such as tree planting, fashion show, painting, sculpture, and book launching, reminded people of looking back to the past. Many relearn the teachings and the values of Rizal. Handuraw unfolds the footprints left by the vanishing civilization that Dapitan has in the historic past. “The traces that are left behind by the fading era are carefully preserved in the deep niches of Handuraw for the coming generation to know and understand the bridge that connects the past to the present,” Mayor Dominador Jalosjos said. Rizal’s lessons “It is through deeper understanding of the life and works of this man (Rizal) that we can also value our being Filipinos as well as improve the well being of our community,” said councilor Apple Marie Agolong. “We hope that our annual festival will remind our people that only by looking back to our past we can move on to our future,” she added. As part of the festivities, about 100 boats of fishermen coming from coastal villages sailed the Dapitan bay for the fluvial parade. “It was Rizal who taught us before about fishing,” Agolong said. Rizal, the father of the movement for independence from Spain, was publicly executed by a Spanish firing squad not in their usual method of garroting. Aside from the enchanting Dakak Park and Beach Resort and the historic Rizal Shrine which are among country’s favorite tourist destinations, the city can now boast of a world class commercial center. Commercial era Gloria de Dapitan, which is situated at Sunset Boulevard, is a one-of-its kind three hectare commercial complex. It is just 12 kilometers from the airport, six kilometers from the seaport, and 14 kilometers from the urban center of the city. It is just 20 minutes from the Dakak Beach Resort, 10 minutes from Rizal Shrine and eight hours of bus ride from Cagayan de Oro City. “According to the Philippine Chamber of Commerce, they visualize our city as the next Bohol. In other words, it will now be the one of the premier tourist destinations in the country,” Gloria de Dapitan vice president Dindo Ilagan told the Inquirer. “By March this year, we will open the first and only amusement park outside Metro Manila—the Gloria’s Fantazy Land. We will have 18 major rides. Most of these are imported. One of the major rides we have is the roller coaster which we bought from California, USA,” he added. Amusement park Miguel Cintora, an American consultant who is in charge of issuing certificates for all major rides in Califonia, went over here to assemble and to train the people regarding ride safety of Dapitan’s P200-million worth amusement park. “Hindi ’to perya-perya. We have three kinds of amusement rides,” Ilagan said. “Tourist arrivals in Dapitan are steadily increasing now that it is being known a peaceful part of Mindanao. There were no crimes reported so there’s confidence among our foreign tourists,” Ilagan added. But while officials are promoting the city, Prof. Pedro Walpole, executive director of Ateneo de Manila Environmental Science for Social Change, cited the riches of Dapitan and how the people are losing them. Preserving Dapitan “Everything is being thrown into the sea and you get more sedimentation which will create more flooding. Today, the sea is getting angry and it is losing all its fish. Where will the livelihood of the people go?” he added. “You cannot preserve Dapitan as in preserve as a museum. You have to be alive … to keep things alive. Part of the Handuraw activity is to look back in order to go forward,” Walpole noted. Some officials here have expressed interest in developing land use scheme as part of effort to preserve the country’s only Rizal Shrine, Walpole said. Perez Mercury pollution can lead to disaster (http://www.bworldonline.com/BW010509/content.php?id=143) Mercury, a metal used in gold extraction in small-scale gold mining, poses a serious environmental and health threat to the country. It is estimated that thousands of tons of mercury are present in fragile earth ponds containing tailings (mine wastes) in gold-mining areas all over the country. A 2001 Department of Health report on mercury in mine wastes in Butuan Bay in Northern Mindanao and Davao Gulf and a 2007 World Bank investigation of small mines in Zamboanga del Norte and Camarines Norte show that small-scale mining may be releasing as much as 145 tons of mercury per year in those areas alone. The total release of mercury from all small-scale miners may be several times higher. The most notorious case of mercury poisoning yet occurred in Japan in the 1950s. Over a period of 35 years, a chemical factory released 27 tons of mercury into Minamata Bay in the west coast of the island of Kyushu. The mercury was contained in the factory’s waste water. The factory began operations in 1908 and by the late 1920s, its waste water discharges were being blamed for reduced fish catch in the bay. Until the late 1950s the bio-accumulation of this toxic substance in the shellfish and fish that people around the bay ate, began to show its deadly effects in humans. People intoxicated with mercury began to feel numbness in their extremities and had difficulty walking without stumbling. They complained that their vision, hearing, and ability to swallow were also impaired. In 1956, 40 people were found to have had these symptoms, 14 of whom died. Later, babies were born with both mental and physical disabilities. The factory continued releasing mercury until 1968. In 2001, close to 2,300 people were officially diagnosed as having been severely poisoned, with 1,800 of them subsequently dying. The affliction came to be known worldwide as the Minamata disease. Small-scale miners use anywhere from 20 to 40 grams of mercury to extract a gram of gold. Once the gold is separated from the mercury, the chemical is washed away into the tailings ponds of these mines. These ponds are quite fragile and often leak. Heavy rains also cause them to overflow. The mercury is eventually drained to creeks and rivers that then carry the chemical to the sea where it may accumulate in mangrove swamps and in the sea floor. It is there where the mercury, now in organic form, enters the food chain. The mangrove swamps serve as hatching grounds for fish and shellfish. Over time the fish and shell fish will accumulate very high amounts of mercury in their bodies. This mercury is then transferred to humans who eat them; fish and shellfish are the main sources of protein for many poor people. Studies of some coastal areas of Mindanao have shown that the sea-floor sediments already have elevated mercury contents, and the level of mercury in fish and shell fish has started to build up. Hospitals in Davao have diagnosed many patients with symptoms of mercury poisoning. Fortunately, no outbreak has occurred yet, but it may only be a matter of time before one does. In Japan it took many years before the mercury released into Minamata Bay started to build up in fish and shell fish. It took yet another long time before the mercury in the population reached high-enough levels to impair those poisoned. No one can say when a Minamata disaster will hit the Philippines, but if nothing is done to stop further releases of mercury to the environment and to clean up the tailings ponds, a similar disaster is inevitable. Mitigating activities can be accomplished if enough people care about the situation and start to act. Not all small gold miners use that much mercury. In Benguet, some miners use as little as 0.2 gram of mercury to extract one gram of gold while others do not use mercury at all. Instead, they use borax, a nontoxic chemical. This means that other miners can be taught to use little mercury or to switch to borax, thereby significantly minimizing or even completely eliminating mercury releases into the environment. Switching to these methods also offers efficiencies in the process as well as significant cost savings as miners no longer have to shell out money to buy the mercury. (Selling mercury is illegal so there is a high economic rent to be paid to acquire it.) Another way is to recycle the mercury used. This is done with the use of a simple tool called a retort. Invented in South America, the retort is widely used among many small miners there. The tool is made of a few pieces of pipe tubing and allows the collection of the mercury to be recycled for later use. There has been no real study of the amount of mercury contained in the tailings ponds. In 2006, a team from the Maximo Kalaw Institute for Sustainable Development and the Geological Survey of Denmark and Greenland (GEUS) undertook a limited chemical analysis of these tailings, which revealed that up to 250 grams of mercury may exist per ton of tailings. The analysis also showed very high amounts of good or high-quality gold in the tailings that were not extracted by the miners. A cleanup of the tailings may possibly be financed by the gold that can potentially be recovered during the activity. This would prevent further releases of the chemical from ponds. In Tocmo, Benguet, small-scale miners use mercury to extract gold, but they use less than one gram of mercury to recover one gram of gold. Nevertheless, after hearing about the environmental and health risks caused by mercury, they have been keen to learn alternative methods of gold extraction. They have favorably received borax method and the use of a retort. The Federation of Small Scale Miners in Benguet has agreed to teach other small-scale miners in the province these alternative methods. The participants acknowledge that it would be counterproductive to insist on an immediate mercury ban. Instead, they propose that information campaigns be undertaken, by the participants themselves and by members of the barangay council. Decisions on small-scale mining are made at the level of provincial governments, by the Provincial Mining Regulatory Board (PMRB) specifically. Small-scale mining, however, is generally done surreptitiously, as the registration process is slow and tedious. This only makes it difficult for the local government unit to monitor and regulate small-scale mining. The Mines and Geosciences Bureau claims that mercury use is already banned, that miners have been informed of the dangers of mercury use, and that miners have been introduced to the use of the retort. It says that its efforts have had insignificant results because miners refuse to abandon proven methods for new, untested ways of doing things. Lack of human and financial resources has also been cited as limitation, a common excuse for government failure. The cost of a future disaster, however, will greatly exceed the current costs of changing the ways of small- scale miners. Peter W. U.
