17 dead in dept. store fire

BUTUAN CITY – Personnel of the Bureau of Fire Protection retrieved 17 charred bodies from the quarters of the Novo Jeans and Shirts Company located at the 3rd floor of the Lamberto Tan Building here that was razed by fire before dawn Wednesday.

Authorities said an employee has still missing as of 1:30 p.m. Wednesday while the three injured are confined at a local hospital here.

“This is based on the accounts of Novo Jeans and Shirts Enterprises management that there are 21 sales girls and personnel staying in at Novo’s living quarters located at third floor of Lamberto Tan Building, which the Novo Store is renting”, Fire Senior Supt. Mario Socorro Timonera, BFP Caraga regional director, said.

Butuan City Fire Marshall Aldrick Gomez said the 17 remains of store workers have been found so far by his firefighters and the Butuan Search and Rescue Team of the Butuan City government.

Timonera and Gomez identified 12 of the dead workers as Bella Rose Dumagpit, 26, married and six months pregnant; Princess Grace Sari, 19, who hails from Tangub City; Judilyn Ori, 23, of Dipolog City; Pinky Disipulo, 19, from Tandag City; Jessie Duyuhan, 25, from Agusan del Sur; Marites Morgado, 30, from Santiago, Agusan del Norte; Mylene Larasan, 26, from Zamboanga del Norte; Liezl Dalaygon, 21, from Ozamis City; Gladys Saavedra, 24, from Ozamis City; Maribel Buyco, 22, married, from Bukidnon; and Junalyn Amor, 27.

A Novo store supervisor, from Surigao City, who was also found dead, was only known with her nickname Krang-Krang.

Gomez said three sales girls were able to escape from the third floor of Tan Building that served as their sleeping quarters but they suffered burns. They now confined at the Elisa R. Ochoa Memorial Maternity and General Hospital here.

The salesgirls were identified as Vicky Velez, 21, from Tangub City; Grace Canoy, 22, a of Pagadian City; and Marilyn Tulo, 24, from Aurora, Zamboanga del Sur.

Novo Department Store is owned by Chinese nationals, Amy Delegiro, one of the assistant store supervisors in their branch in this city, said.

Delegiro, a stay-out employee, said that 21 salesgirls were staying in at the third floor of Novo Department Store. She said most of there were not residents of Butuan City.

Gomez said they received a fire alarm around 3:55 a.m. Wednesday. Fire trucks from nearby towns in Agusan del Norte also came to help.

“The fire was put out after more than two hours of fire fighting with15 fire trucks from Butuan City, Cabadbaran City and other towns in Agusan provinces involved,” Gomez said.

Of the 10 towns and one city of Agusan del Norte, only four towns have fire trucks.

Butuan City has four fire trucks but only three are serviceable.*PNA :(

DIPOLOG CITY, May 10 (PIA) -- The National Irrigation Administration has allocated under its CY 2012 extension project P25 million for the rehabilitation of the irrigation system in this city.

To get the project implemented soon, the city council here has recently passed a resolution authorizing the city mayor to enter into a Memorandum of Agreement (MOA) with NIA.

The above amount shall be used to repair/rehabilitate the irrigation canals of the Dipolog Communal Irrigation System (DCIS), which covers around a thousand hectares of rice land.

The MOA has to be signed by NIA Regional Irrigation Manager Alejandro L. Alberca and Mayor Evelyn T. Uy. (JPA/FPG/PIA-Zamboanga del Norte)

DSWD-IX holds CCL training

DIPOLOG CITY, May 11 (PIA) -- A training-workshop concerning Children in Conflict with Law (CCL) was conducted here recently by the Department of Social Welfare and Development (DSWD)-IX.

Participating in said training were the officers and members of the barangay/municipal/city councils for the protection of children, city/municipal personnel of the Department of Interior and Local Government (DILG), personnel of the municipal/city social welfare and development offices, barangay chairmen, councilors and secretaries from the cities of Dipolog, Pagadian and Zamboanga, and the municipalities of Molave, Zamboanga del Sur and Sindangan, Zamboanga del Norte.

In her message before the participants, Mayor Evelyn T. Uy underscored the importance of knowledge sharing between and among all sectors in the society to come up with a unified action on the issues and concerns affecting the children and young women.

Ms. Ma. Socorro S. Macaso of DSWD-IX, on the other hand, said the training was designed to review and discuss the existing laws on children and youth and to identify the roles, functions and duties every local government unit (LGU) with respect to social protection.

The training also sought to enhance the capabilities of those who are directly involved in activities aimed at promoting and protecting the rights of children. (JPA/FPG-PIA9 Zamboanga del Norte)

DETAILS OF SIGNIFICANT FINDINGS
AND RECOMMENDATIONS

Finding No. 8
The construction of the city government center with contract cost of P159.594 million was not completed within the stipulated contract period of Five Hundred Forty (540) days, in violation of the provision of approved agreement, hence, depriving it of the benefit that could have been derived from early completion.
The city government together with the WTG-MCDC Joint Venture signed a contract agreement (See Annex “I”) of March 15, 2007 for the completion of the city government center at a contract price of P159.494 million.
The project is to be completed within Five Hundred Forty (540) calendar days which was officially started or effective on March 26, 2007.
If based on the approved contract date of affectivity, its completion could have been estimated on October 1, 2008, more or less, granting that there are no work suspensions requested by the contractor and approved by the procuring entity.
Under Section 9(1) of Annex “E” of the Implementing Rules and Regulations of RA 9184, re: Contract Implementation Guidelines for the Procurement of Infrastructure Project, the procuring entity or the city government shall have the authority to suspend the work wholly or partly by written order for such period as may be deemed necessary, due to force majeure or any fortuitous event for failure on the part of the contractor to correct bad conditions which are unsafe for workers.
On the other hand, the contractor shall have the right to suspend work operation on the project along the critical path of activities after fifteen (15) calendar days from date of receipt of written notice to the City Engineer due to (1) existence of right-of-way problems; (2) construction plans not submitted to the contractor; (3) peace and order conditions; (4) failure of the procuring entity to deliver government furnished materials and equipment; and (5) delayed payment of contractor’s claim for progress billing.

Engineering Office admittedly claimed that it received request for work suspension from the contractor but on a delayed basis thus depriving them of the proper assessment as to its validity. These requests remained un-acted by the City Engineer, hence, the remaining days to complete the project could not be accurately determined.

Likewise, Section 10(2) of Annex “E” of RA 9184 provides that no extension of contract time shall be granted the contractor due to (a) ordinary unfavorable weather conditions and (b) inexcusable failure or negligence of contractor to provide the required equipment, supplies or materials.

An interview with the City Engineer noted that a change order was made on the project. However, the changes to the specification, as of this writing, is undocumented and was observed to have already been implemented by the contractor without the benefit of a proper issuance of an Order accompanied with notices from the Project Engineer containing the plans, its computations as to the quantities of the additional work involved per item indicating the specific stations where such works are needed, detailed estimate of the unit cost of such items of work together with his justifications for the need of such Change Order for consideration and approval of the City Mayor being the Head of the Procuring Entity.

The reported accomplishment as certified by the City Engineering Office as of December 31, 2008 is only 41.75% marked as Annex “J” hereof and has been observed that the target date of completion is not indicated thereon.
The non-completion of the project within the stipulated contract period deprived the city government of the benefit that could have been derived from its early completion. Likewise, perception and doubts from the general public that this project was uncompleted because of lack of fund could not be avoided or eliminated especially that this is financed from bank loan.
Management Comment:
The City Engineering Office disclosed that the causes of the completion delay were due to the unworkable rainy days and unavailable supply of deformed steel bars in the local market. The unavailability of the consultant on the project site likewise, was contributory to the delay because problems on specifications and designs raised by the contractor which the CEO could not immediately be acted upon by the LCE without the consultants advise.
Rejoinder:
Management should have already considered the unworkable rainy days in the determination of the days to complete the project before the contract signing.
Recommendation:
Direct the City Engineer to compute the remaining days to complete the project and if found that the contractor is in negative slippage, impose liquidated damages in accordance with Section 8, Annex “E” of the Implementing Rules and Regulations of RA 9184 by way of deducting from the succeeding claim of the contractor.
Require the contractor to submit the request for work suspension of the project right after the conditions for suspension exist for immediate and proper evaluation of the Project Engineer. Change Order must be documented as basis for the accurate inspection of Project Engineer on the accomplishment made.
Project consultant who is also contracted the building supervision by the city government must also be visible in the project for the periodic evaluation of the contractor’s performance on the compliance to the plans and specifications so that defects that maybe found thereon are immediately communicated and corresponding corrections are instituted.

Yebes heightens ZaNorte’s economy

To strengthen and boost ZaNorte’s projects and programs in its agricultural sector and tourism industry, the province proposed to construct an edifice that serves as a display area for its agricultural products and information center for its tourism industry.

Gov. Rolando E. Yebes in his recent interview denounced that the “edifice would be a tool for the province’s progress because that is the first thing tourists usually look for whenever they visit a place.”

Yebes further said, that he will build it beside the “Botika sa Katawhan” that is situated in the area of the demolished Cultural Center.

“Since there are no huge factories in ZaNorte, it is but fitting to strengthen our agricultural and tourism sector to give a boost in the province’s economy.”

The governor emphasized the success of the Hudyaka Festival wherein it successfully showcased the various agricultural products of the province and its goal of introducing tourist destinations present in every municipality.

“With its success ZaNorte was slowly recognize as a province full of promise with regards to its tourism sector.”

TVIRD sends off $12.4-M copper shipment

CANADIAN MINER TVI Pacific, Inc. sent off this week a $12.4-million copper shipment to a Chinese buyer, signaling what it said was steady output from from its Zamboanga del Norte project site.

In a report on its Web site Friday, the firm said that its local affiliate TVI Resource Development (Philippines), Inc. (TVIRD) shipped out 5,622 dry metric tons (DMT) of concentrate containing 18.93% copper.

The copper was sourced from TVI Pacific’s copper-zinc mine in Canatuan, Zamboanga del Norte. The shipment, said the miner, left the port of Santa Maria in Siocon, Zamboanga del Norte last Monday.

The copper was sold to Chinese metals and minerals trader MRI Trading AG in accordance with an off-take agreement between TVIRD and the dealer.

The report also noted that approximately 1,807 DMT of copper concentrate remains in the miner’s inventory.

According to TVI Pacific, production at its Canatuan mine is steady, "achieving copper concentrate grade levels between 18% and 25%."

"[We anticipate] that future shipments of copper concentrate will continue approximately every eight weeks," said the firm.

Last January, TVI Pacific said that it had completed the Free Prior Informed Consent Process for a new mineral production sharing agreement to explore areas in proximity to the Canatuan project for possible expansion of the mine’s operations.

Aside from its Canatuan mine, the Canadian firm is exploring other deposits within its tenement in North Zamboanga and is also developing a gold-silver deposit in Balabag, Zamboanga del Sur.

Dipolog bats for strict implementation of waste segregation policy

DIPOLOG CITY, May 13 (PIA) -- The city government through the City General Services Office (CGSO) has again urged the owners of business establishments and residents here to segregate their wastes.

“No segregation, no collection policy” will be fully implemented in the city starting May 14, according to a public notice issued by the CGSO recently.

The city leadership is pushing for the waste segregation program to keep the city spick and span.

It can be recalled that the city has for more than a decade been implementing City Ordinance 123, otherwise known as sanitation ordinance to regulate the maintenance of cleanliness and sanitation in the area.

In a related development, the Community Environment and Natural Resources Office (CENRO) is presently spearheading cleanup activities in the coastal barangays in support of the ocean month celebration starting May 1-31. (JPA/FPG/PIA-Zamboanga del Norte)

Dipolog City Library Hub & ZNNHS Media Center Padayong Gitrabaho

Fully operational na ang phase I sa bag-o karong gitukod nga Dipolog City Library Hub & Zamboanga del Norte National High School (ZNNHS) Media Center nga nahimutang sa ZNNHS Annex, Turno Campus, ning dakbayan. Mao kini ang nasayran gikan sa Buhatan sa Impormasyon human niini personal nga nahinabi si Mrs. Doris B. Patangan Wallin, ang kasamtangang Lead Proponent, ZNNHS Librarian & School Library Hub Coordinator, bag-ohay pa lamang.

ZAMBOANGA CITY -- Local government units in Zamboanga del Norte are teaming up to reverse the declining fish stocks and stop the use of illegal methods in Sindangan Bay, a major fishing ground in Zamboanga Peninsula.

Officials of the towns of Leon Postigo, Liloy, Salug and Sindangan, with representatives from the Fisheries bureau, in coordination with the Regional Fisheries Livelihood Program for South and Southeast Asia (RFLP), have formed the Sindangan Bay Development Alliance aimed at co-managing the region’s resource-rich fishing ground.

RFLP initiated last month a consultation to gain commitments from the various stakeholders to collaborate and jointly manage the rich but declining coastal and marine resources of the bay. "This initiative to push for an alliance in Sindangan Bay is very important because the area is very productive and is a shared fishing ground for the four municipalities," Fisheries bureau regional director Ahadulla S. Sajili said.

"There are already indications of sardine over-fishing in the bay. And as fishes do not respect municipal boundaries, it is timely that the municipalities dependent on Sindangan Bay do something about it," he said.

Zamboanga Peninsula accounted roughly 62% of the total decline in commercial fish catch in the country, partially due to the ban imposed by the Fisheries bureau in the last quarter of 2011.

The ban was imposed to allow fish in the region to spawn following the steady decline of fish stocks in recent years.

Zamboanga Peninsula, which is composed of the provinces of Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay, and the charter cities of Zamboanga and Isabela, is home to the biggest manufacturers of canned and bottled sardines, cornering more than 90% of the country’s domestic market.

Benjamin Francisco, RFLP national project coordinator, said the alliance is needed to rescue the depleting fish resources in the Zamboanga Peninsula.

"Only through close collaboration between the local government units can the resources in Sindangan Bay be effectively and sustainably managed," he said. "[We have] worked with various stakeholders to create this alliance. And we will continue to work with all parties so that this collaboration results in practical actions benefiting both the bay and those who rely on it for a livelihood," he said.

Jes G. Sarmiento, Zamboanga del Norte’s provincial legal officer presented and discussed the draft memorandum of understanding, emphasizing the commitment of the alliance to integrated fishery resource management by using the "single resource systems," and "ecosystem" approaches to govern its policies, plans and programs.

"As a collective body, the alliance shall operate on a consensus basis with each member enjoying the same rights and privileges. Likewise they will share equal burden as well as accountability towards the alliance and to their collective constituencies," Mr. Sarmiento said.

Part of the program is for the local government units to allocate at least P100,000 annually for the initiative. -- Darwin T. Wee

Hudyaka ZaNorte continues to showcase the tapestry of a rich culture.

MANILA, Philippines — If there is one cultural event that can truly be regarded as “more fun”, it can be no other than Hudyaka ZaNorte, the provincial festival of Zamboanga del Norte which celebrates its founding day.

“Hudyaka,” a Visayan word which means "merry-making", was introduced in 2005 by Gov. Rolando Yebes to promote the province as a top tourist spot and investment hub in the bustling region of Zamboanga Peninsula (ZamPen).

Set on May 30 to June 9, the 10-day observance includes an assortment of socio-civic activities, agro-industrial fairs, indigenous and agri-games to revive traditional Filipino games and values.

There will also be a host of sporting tournaments to promote the province as a sports tourism haven.

Yebes said Hudyaka was introduced to showcase the province’s historical, cultural and natural heritage, and touristic potentials, as well as the good-natured and fun character of its people.

Because of its diverse “fun” components, Hudyaka sa ZaNorte was named by the Department of Tourism Region IX as the best festival in the region.

It also won 3rd Best Tourism Event Award in 2011(Provincial Category) of the Association Tourism Officers in the Philippines (ATOP).

With the theme “ZaNorte...60 years of Peace, Unity and Prosperity”, the festivities will also put to the fore the province’s up-and-coming tourist magnets.

ZaNorte is noted for Dapitan, dubbed as “Shrine City” where national hero Dr. Jose Rizal was exiled in 1892 allegedly for organizing a rebellion against Spain. Adding dazzle to the city is Dakak, a sought-after white sand cove.

A fringe event, the Indigenous Peoples Congress, opens the festivity on May 29 which will tackle tribal concerns, especially the vital provisions of Indigenous Peoples Representation Act of 1997 (IPRA).

ZaNorte continues to showcase the tapestry of rich culture with the Tribal Dance Congress which will bring to the fore the dances of Subanen, Kalibugan and Muslims tribes.

The province officially turns 60 on June 6, with various commemorative programs and sports events, and capped by the Ginang ZaNorte pageant with master impersonator Willie Nepomuceno as special guest.

Festivities culminate on June 9 with the grand street dance parade and presentation representing the local festivals of the 25 municipalities and two cities. Activities converge in the provincial capital city of Dipolog.

Yebes concluded that because to ZaNorte’s eclectic charm, the province has been selected as venue of the ATOP Annual General Convention which will gather over a thousand government tourism officers, local executives and barangay leaders to promote domestic tourism.

PRESIDENT Benigno S. Aquino III has declared June 6, which falls on a Wednesday, as a special (nonworking) day in the province of Zamboanga del Norte in celebration of its 60th Foundation Day. The Chief Executive issued the declaration through Proclamation No. 380 signed by Executive Secretary Paquito N. Ochoa Jr. on Monday, May 14, to give the people of Zamboanga del Norte the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

Zamboanga Rep. Roseller Lim authored the bill that divided the province of Zamboanga into the provinces of Zamboanga del Norte and Zamboanga del Sur. On June 6, 1952, the bill became the Republic Act No. 711 that created the Province of Zamboanga del Norte with Dipolog as the capital town and the Province of Zamboanga del Sur with Pagadian as its capital. Ang Dipolog airport as usual na realign napud ang budget para sa ubang airport. :ohno: Nindot ning circumferential road puhon sumpayan sa city gkan bus terminal aron dili na moagi ang bus sa Martinez village kay aron wala traffic kaayo dihang dapit.

The Bureau of Local Government Supervision (BLGS) of the Department of Interior and Local Government (DILG) bared that the city government led by Mayor Evelyn T. Uy had successfully complied with the “Seal of Good Housekeeping” (SGH) after it met the standards set by the DILG for good governance.

The DILG said the city would receive more than P2 million from the Special Local Road Fund (SLRF) as its prize for being an SGH awardee. Said amount would be used to improve, maintain repair and/or rehabilitate the city’s road network.


DILG found that the city leadership has been strictly implementing the Full Disclosure Program (FDP), has adopted appropriate strategies in executing its projects, programs and services, and got no adverse findings from the Commission on Audit (COA) in its utilization of funds. Local legislations, development plans, fund sourcing, transparency, financial accountability and other best practices of the city government were also being considered by SGH evaluators. DIPOLOG CITY, May 18 (PIA) --A state-run university here is being tapped to develop a need assessment tool for the Agrarian Reform Community Connectivity and Economic Support Services (ARCESS) program of the Department of Agrarian Reform (DAR).

DAR-Central Office found the Jose Rizal Memorial State University (JRMSU) competent and capable of providing such services after it applied as an accredited Business Development Service (BDS) provider for ARCESS.

As first partnership engagement, DAR provincial offices of Zamboanga del Norte and Zamboanga Sibugay have engaged the services of JRMSU for the conduct of need assessment of the three agrarian reform communities (ARCs) in Zamboanga del Norte and another two in Zamboanga Sibugay. These ARCs have approved ARCESS project proposals.

For Zamboanga del Norte, ARCESS projects for 2011 included rice mechanization, cacao, and abaca processing.

ARCESS is a program developed by DAR to achieve economies of scale in agricultural production by organizing the important facets of land preparation, harvesting, logistics and marketing in order to reduce the cost of inputs, improve production efficiencies, and increase productivity and incomes of the agrarian reform beneficiaries (ARBs).

The program also considers the capacity, capital and equipment requirements of the different crops and commodities such as rice, corn, sugar coconut, banana, cassava, fruit trees and high-yielding crops anchored on two major interventions: the delivery of business development service to ARB organizations through the deployment of community-based enterprise organizers (CBEOs) and the provision of farm equipment and machineries or common service facilities (CSFs) or farm implements to ARB organizations.

JRMSU has initially received from DAR P48,000 to start the conduct of the need assessment in the different ARCs under the ARCESS program.

Each project has an appropriation of P80,000 and the remaining amount shall be released upon the completion of its work.

Present in the turnover of check and issuance of the notice to proceed to JRMSU were Floripes Lagutin, DAR-IX CARPO for support services division, DAR-ZN PARO II Virgilio Alcomendras together with PARO I Moh. Dassan J. Adju, CARPO-BDCD Raul J. Sy and other DAR provincial staff, JRMSU Vice President for Research Dr. Evelyn Campiseño as well as the faculty and staff of the university’s Dapitan, Katipunan and Tampilisan campuses.
