HUBLI: Lack of basic amenities like water, drainage system, roads and electricity has put the industrial layouts of Hubli-Dharwad in the soup. The Karnataka government has, no doubt, walked an extra mile for attracting investments but it has hardly traversed the necessary path to create conducive infrastructure for the survival of industries. To the extent that industrial layouts created by its own agencies lack basic amenities.
Smaller industries of these layouts are crying foul for not getting facilities years after starting their units here. The Hubli-Dharwad twin cities have six industrial layouts spread over 4,200 acre and another one is on card.
The layouts were developed by Karnataka Small Scale Industrial Development Corporation (KSSIDC) and Karnataka Industrial Area Development Board (KIADB). the problem "Lack of basic amenities have forced entrepreneurs to put their plan to set-up industrial units in Rayapur, Lakamanahalli, Sattur and Belur industrial layouts on hold," said Laxmikant Patil, president of North Karnatka Small Scale Industries Association (NKSSIA). Also, he said that industries in Gokul and Tarihal layouts, which have been operating to their full capacity, are facing a lot of inconvenience. "A thousand odd industries which generate turnover of around Rs 100 crore per day are facing uncomfortable situation."
BLAME GAME
The local civic agency, Hubli-Dharwad Municipal Corporation (HDMC), does not own responsibility for the sorry state of layouts, especially in Gokul. Citing technical problems to work on their demands, HDMC authorities said that these layouts are not handed over to corporation. Legally they cannot spend money there. On the other hand, KSSIDC has no budgetary provision either to provide or maintain the amenities in its Gokul layouts. KSSIDC is ready to wash hands off responsibilities by handing over layouts to HDMC, but the latter is not ready unless all the outstanding issues are settled.
"While developing layout the KSSIDC takes permission from the corporation and when the industry is demanding amenities, it is pointing towards us," Hubli-Dharwad mayor Dr Pandurang Patil told ET. "Before handing them over to us, they all should be certified by city development authority. Since land for gardens and civic amenities were not left in these layouts, the authority is not certifying them," Dr Patil said. Tax and other issues are also holding back development of these areas. The industry is caught in this tangle for several years and their appeal to government has hardly mattered.
"The deadlock can only be broken if all the three agencies sit across the table and working out modalities on all the outstanding issues, be it approval of layouts or property tax," said Dr Patil. He added, "Since there is no need of the government's intervention, they could come at common understanding to resolve the matter at official level only." On the other hand, Patil of NKSSIA said, "We have requested KSSIDC to conduct survey for developing roads, drains, UGD and water lines and propose estimated cost. Later, we would pursue the state to get central government's grant under Assistance to States for Developing Export Infrastructure and Allied Activities (ASIDE) scheme. We are also ready to pay 10 percent share of this scheme fund."
Main roads and drains at first phase of Gokul layout have already been developed using grants of ASIDE scheme. Patil, however, clarified "Industries based in these layouts are not entitled to pay property tax to HDMC on retrospective basis if the layouts were handed over to corporation. They are paying maintenance charge and other taxes to KSSIDC. But, we are ready to pay advance tax to the corporation from the day they handed over." However, HDMC authorities insisted, "Industries should pay property tax from the date they have taken possession of industrial plot."
OTHER LAYOUTS
The same set of problems are prevalent in other layouts developed by KIADB, but this area has come to light as concentration of industries is more here, especially in Belur and Dharwad industrial area. Although the Board authorities have tried to address water, drainage and electricity problem, it has hardly brought down demand and supply gap. Industries are mainly dependent on tube-well for water and septic tanks to pass drainage water. Absence of drain creates havoc during rainy season, industrialists complained.
District commissioner Darpan Jain, pointed, "With the implementation of third phase of Malaprahbha drinking water project water supply to twin cities has increased to 68 MLD (million liter per day). So, the administration is exploring possibility to share the same to industries. For Belur industrial layouts, there is separate project to supply water, but it is not functioning properly. A new proposal will be submitted to competent authorities to streamline operation of the project."
POOR ELECTRICITY
Industrialists are complaining that their productivity is largely affected due to supply of poor electricity and losses due to random power cuts. Repeated representations by the industries for separate feeder line to these layouts have hardly received any response. Therefore, the NKSSIA has taken up this cause with Hubli Electricity Supply Company (Hescom).
Patil said, "The association has asked the HESCOM for installing separate feeder line for Gokul, Tarihal, Rayapur and Belur industrial areas. The power company authorities have agreed upon their demand and started installation of necessary transformers. The process could complete in the next two-three months".

HUBLI: Times Consumer Expo, a three-day shopping mela began at the Raikar ground in Hubli on Friday. An initiative by the Times Group, the mela was inaugurated by Murusavira Mutt seer Gurusidda Rajayogindra Swamiji. The mela has stalls showcasing the latest in real estate and automobile sectors, household items, electronic items, Ayurveda products, personal care products, furniture and garments. Over 70 products under different categories are up for grabs at the exhibition.
Hundreds of people visited the venue on the opening day. While women thronged stalls selling a wide range of cookers and utensils, youths took fancy to different models of bikes on display.
The expo remains open till Sunday from 11am to 9pm.

Yeah it is being developed. Refer to post 4773. A huge garden is coming up on the other side of the lake.:)

The proposal to bifurcate the Hubli-Dharwad Municipal Corporation into two, which was mooted by Mayor Pandurang Patil and for which Minister for Urban Development S. Suresh Kumar had given in-principle approval, is on hold as there is no consensus on the issue within the Bharatiya Janata Party.
Mr. Suresh Kumar had said the formation of Dharwad Municipal Corporation could be considered if there was a demand from local elected representatives. But, Minister for Rural Development and Panchayat Raj Jagadish Shettar has opposed the idea.
According to sources in the BJP, Mr. Shettar’s opposition has silenced all voices of support in the party.
Mr. Shettar told The Hindu that there was no need to bifurcate HDMC as the twin cities had developed as one over the years. The Mayor’s views were personal, he said.
Pralhad Joshi, MP, too is with Mr. Shettar on the issue. Now, Hubli is both the commercial as well as political power centre, and enjoys an edge over Dharwad, which is the district headquarters. Parties are wary over the formation of another power centre.
A BJP leader, on condition of anonymity, said that although Dharwad councillors were in favour of bifurcation, they were remaining silent as they were fear that they may not get the ticket in the corporation council elections next year.
According to Dr. Patil, Dharwad fulfils all conditions to become a municipal corporation, as laid down by the Karnataka Municipal Act 1976. Its population is over 3 lakh (3.78 lakh to be precise), the total annual revenue generation is over Rs. 6 crore, and more than 50 per cent people are employed in non-agricultural activities.
The Mayor has suggested incorporating the industrial area into the municipal limits to enhance the revenue further.
An argument against bifurcation is that it would result in loss of potential funds under the Jawaharlal Nehru National Urban Renewal Mission. If projects are sanctioned, as much as Rs. 500 crore to Rs. 750 crore are received. Councillors are not ready to lose that.

Even I oppose the bifurcation of HDMC, twin cities are developed as one so far under HDMC. Now at this juncture, when we are demanding to include Hubli-Dharwad under JNNURM as second biggest city next to Bengaluru (corporation) based on population of 1 million, this will hinder our long pending demand.
Now just don't think about bifurcation. Mr Shettar has rightly opposed it.

Hubli: There seems to be no end to pedestrians' woes in the fast growing city of Hubli. Despite repeated appeals by residents to the HDMC and protests by various citizens' forums, vendors continue to encroach footpaths in the city. Narrow roads and even narrower footpaths often leave people at their wits' end.
Main roads and interior roads of the city like Janata Bazar, Chennamma Circle, Lamington road, station road, Dajibanpeth and roads near old bus stand footpaths are swarming with small vendors, who run petty shops there, scot-free. People have to wriggle through the narrow pavements, or walk on the roads, risking their lives and limbs.
And while the pedestrians suffer, the Hubli-Dharwad Municipal Corporation is in slumber. The anti-encroachment drives carried out by the corporation once in a blue moon are nothing but an eye-wash. Vendors don't give a hoot to the orders and notices issued by the corporation. And in cases where footpaths are vacated following the HDMC fiat, it is only for a short period. Vendors come back to the footpaths within no time, and the story repeats all over again.
It is not just about vendors doing business on footpaths. Even the members of the public are to blame for making the pavements clumsy. Some people park their two-wheelers on the footpaths, throwing all rules to the wind. Venting out his anguish, pedestrian Noor Ahmed Doddmani told the Times of India that shopkeepers have extended their shops onto the footpaths in several places and small vendors continue to sell their items like vegetables, fruits and flowers sitting on the pavements. "Life has become hell for pedestrians in the city. The authorities must implement the rules strictly and take action against the violators," he said.

HDMC commissioner Y S Patil told TOI: "We will start anti-encroachment drive from next week to clear footpaths. According to the high court order, vendors cannot be vacated from the pavements unless provided an alternative place. I have personally visited places like Dajibanpeth, old Hubli bus stand and Janata Bazar and witnessed the state of the footpaths there.
Recently we cleared the footpath in Keshwapur and we will take suitable action to make way for pedestrians on footpaths in other parts of the city."

1. A meeting was held on November 12, 2011 at the World Bank New Delhi office to
discuss the latest progress in the preparation of a possible Hubli-Dharwad BRT project to be
incorporated in SUTP. The meeting was attended by the Commissioner of DULT, K. Manjula;
Mr. Hemaraju, MD NWKRTC and representatives of NWKRTC; Prof. Shivanand Swamy and
other professionals of CEPT; the PMU, the PMC and the World Bank.
2. BRT Proposal: The Directorate of Urban Land Transport, Government of Karnataka has
submitted a proposal for improving bus services in the Hubli and Dharwad twin cities. The
proposal includes the implementation of a 22.3 km BRT line, consisting of the 11.8 km long
corridor between Hubli and Dharwad and extensions into the central districts of the two cities.
3. Given the geography of Hubli and Dharwad and the importance of their economic, health
care, educational and social role in the surrounding region, it is clear that better public transport
connections tying the twin cities together are in order. The volume of public transport
passengers between the two cities is already enormous and a high capacity mass transit system
could cater to the demand more effectively.
4. Detailed Feasibility Report: CEPT presented a revised version of the Detailed
Feasibility Report (DFR) for the project, taking account of the comments discussed during the
previous Bank visit to Hubli-Dharwad (September 23-24, 2011). Overall, the DFR addresses
design issues satisfactorily and the work is well assembled and communicates an intelligently
derived plan. The main observations of the Bank team are as follows:
• Design Concept: In many respects, the proposed BRT line reflects the positive results
that have been experienced on the Ahmedabad BRTS. The Mission supports most of the
chose basic design criteria, including:
> Physical segregation of the busway from other traffic, except at junctions and in
two short sections in the central districts of the two cities, where the buses would
run in mixed traffic. The busway would be located in the median of the road.
> Trunk-feeder operation, whereby the BRT buses would run in the main corridor
only, complemented by feeder buses emanating from the central districts of the
two cities.
> Enclosed stations with high-level (about 900 mm above the busway) platforms,
centrally located between opposing bus lanes. These stations would be served by
high-floor (900 mm) buses with passenger access from the right.
> Off-board fare collection / validation at the station entrances.
> Passing lanes at stations wherever possible to facilitate fluid bus operations and
express services (this is of relevance for the sections near the built-up areas – in
the 11.8 central section, the 2+2 busway already guarantees passing at stations).
> Use of ITS to control bus operations and provide passenger information on the
station platforms and within the buses.
> Wherever feasible, priority for BRT buses at signalized junctions.
> Inclusive design criteria, permitting easy access for passengers with different
abilities.
> Branding, by giving the proposed BRT a distinct and attractive identity.
> Running way cross section between the two cities: In the 11.8 km long central section,
where the right of way width will be 44 meters, the proposed cross section includes two
BRT lanes in each direction. The Bank team agrees with this recommendation. While,
from the viewpoint of capacity, a full 2+2 lane busway is not needed at this time, it would
provide superior operating conditions and higher commercial speeds. Moreover, the
extra capacity (over a 1+1 lane busway) may well be needed to accommodate the growth
of passenger demand in the next ten years, especially if standard-size BRT buses are
employed rather than costly articulated ones. The text below summarizes the Bank
team’s comments regarding aspects of the proposed running way alignment.
• BRT stations in central BRT section: The current design of the 11.8 km central section
foresees grade separations of the main road (BRT and mixed-traffic lanes) over existing
and future cross streets, taking advantage of dips in the undulating terrain. In some cases,
BRT stations were originally envisaged on top of those grade separations. The CEPT
representative advised the meeting that some station locations have been revised so all
stations would now be at-grade and follow the standard layout (including extra lanes at
stations to permit express services). The Bank team was pleased that overhead BRT
stations are no longer planned.
• BRT in the built-up areas: Slightly less than half of the 22.3 km BRT will pass
through narrower streets, with ROW ranging from 24 – 35 meters. The DFR has given
careful consideration to these sections, but it would be useful to get a better
understanding of those parts of the busway which are central to system capacity and
performance.
o A good strip map (at an 1:1,000 scale if possible) should be prepared, which
shows
(a) the exact ROW limits and land acquisition needs,
(b) the proposed
alignment of the busway,
(c) station and passenger access locations,
(d) major obstructions, such as trees, poles and other permanent structures,
(e) existing and proposed traffic signals, and
(f) all intersections and side streets. The mission
recommends that this information be available for the next visit by the Bank team
to Hubli-Dharwad.
> Additional information that would be useful includes, both for the base and
design years:
(i) peak-hour passengers boarding at each station,
(ii) peak-hour
passengers alighting at each station,
(iii) peak BRT passenger flows (pphpd) in each section between stations,
(iv) mixed traffic flow volumes along corridors,
(v) peak hour turning volumes for each major intersection, and proposed signal phasing, and
(vi) estimated pedestrian and bicycle volumes.
> In the relatively short sections (1.2 km) between Hubli OCBS and Hosur Circle
and between Jubilee Circle – Dharwad CBT, the busway would be on the left
side of the existing one-way streets. In these cases there may be problems with
access to the properties “cut off” by the busway. This aspect should be thought
through and consultations with the owners and occupants of these properties be
taken up.
> It had been suggested to place the busway on an elevated viaduct between Hubli
CBT and Rani Chenamma. The Bank team was now advised that such an
elevated viaduct is no longer being considered at this stage, a decision which it
fully agrees. CEPT had developed an interesting at-grade alignment for that
section, including high-platform stations at HDMC and Hubli Railway Station.
The Bank team suggests that more detailed layouts be developed for that at-grade
alignment (both busway and stations).
> The DFR proposes that, in the stretches with a ROW of 30 -35 m, “passing lanes
would be provided on one side of the bus station only, the side where buses enter
the city”. The September mission recommended to consider staggered stations
in these stretches, which would permit passing lanes in both directions within an
overall width of 28 m (plus sidewalks) subject to sufficient longitudinal space at
the chosen station locations. Otherwise, an unnecessary bottleneck would be
created in the direction of buses leaving the city. However, it was felt by the
project authorities that such a staggered station alignment would not be feasible
because the resulting station length would become excessive, in part due to the
undulating terrain. This was based on the assumption that the northbound and
southbound platforms be linked by a walkway, which indeed would have caused
the overall stations to be very long. It was clarified that the northbound and
southbound platforms could be delinked, resulting in two one-way stations of
normal length; in its view, the optimal alignment would depend more on
restrictions of the horizontal geometry rather than the vertical road alignment. It
was agreed to reconsider the concept of staggered stations, on a case-by-case
basis.
> In the 4 km stretch between Hosur Circle and Unkal Lake, which generally has a
ROW of only 30 m, the DFR says that “bus stations would be located where 35
m width is available” (p.133). The Bank team fully agrees with this approach
and suggests that this stretch merits an especially close analysis. Here also, the
staggered-station arrangement mentioned could apply. The elaboration of the
optimal solution requires particularly good mapping (at 1:500 or 1:1000) for the
4 km stretch. This is important as, without a well thought-out solution, “there is
a strong possibility of bus bunching.” (p. 133).
> All sections in built-up areas merit a thorough review of proposed traffic
engineering arrangements for both BRT and mixed traffic.
> BRT Stations: The layout of the BRT stations is of particular importance, because it is
generally here that system capacity is determined. They also become a main symbol of
the BRT, and thus should be designed so they are aesthetically pleasing.
> The Bank team agrees that the stations should be able to accommodate two
standard-size buses, plus extra bays at stations serving express buses. It is
suggested to modify the basic station design so they can accommodate 12-m
trunk buses with two doors rather than only one (see further below under the
heading of “buses”). The design should also accommodate articulated buses,
even if initially no such buses are acquired.
> Station width is given as 4.00 meters (outer edge, i.e. the station inside would be
about 3.30 meters wide). The Bank team felt that this maybe too narrow as a
general design standard, except in stations with very low passenger demand or
with bus access on only one side. It was clarified that there would not be enough
space for 5.20 meter wide stations; the Bank team agrees that under the
circumstances a 4.00 or 4.20 meter width would be adequate.
> Pedestrian refuges: All BRT passengers need to cross mixed traffic lanes and at least
one half of the busway to reach the station platforms. In addition, there are pedestrians
that will cross the road from one side to the other. To minimize accident hazards, it was
agreed that adequate pedestrian refuges should be provided at these crossings, i.e. the
separators between the busway and the mixed-traffic lanes should be at least 50-75 cm
wide. If required because of limited space, the bus lanes next to the platform could be
narrowed to 3.00m at these locations, from the standard 3.30m.
• Buses:
> The DFR indicates that “multiple doors allow for a better distribution of
passengers across the length of the bus” (p.100). They also reduce the time
needed for boarding/alighting at the stops. However, the DFR recommends a
single (double-width) door on the right for high-level boarding and alighting at
BRT stations. This follows the example of Janmarg in Ahmedabad, but differs
from the solutions applied in Colombia and South Africa, where 12-13 m long
BRT buses have two separate doors. 37
> The DFR also recommends two left-side doors and steps, which would make it
possible for the buses to also operate in mixed-traffic with curb-side bus stops.
> In September 2011, the Bank team recommended for the BRT buses (12 m
length) to have two separate doors on the right (high-level) entry, to permit
higher commercial speed (thanks to reduced loading/unloading time) and higher
line-capacity. To keep the number of seats relatively high, it also recommends
omitting the step-down doors on the left side of the bus, as bigger in-bus capacity
would outweigh the greater flexibility, which in any case is not needed for
normal trunk-line operation. It was agreed that two separate doors on the right
could be considered.
• Operational Aspects: A draft service plan has been prepared of all-stop and limitedstop BRT services on the trunk route, complemented with some integrated feeder services
in Hubli and the transfer to other bus services in Hubli and Dharwad. The Bank team
recommends that the service plan be elaborated in greater detail, including maps showing
the routing and frequencies of the feeder services and the proposed concept for (possibly
integrated) fare collection. In September 2011, the Bank team made some additional
suggestions; they are repeated below:
> “The DFR discusses various plausible options for express / local BRT services.
The current plan is for express buses to stop at all stations within the city centers
of Hubli and Dharwad, and at Navnagar. The Mission suggests considering – in
addition – the operation of a super-express route to pass most of those stations
without loading/unloading, and overtaking the slower local buses at and between
the stops. Such a super-express would run non-stop between Dharwad and Rani
Chinnema in Hubli, thereby replicating express services that currently run
between those two stops. It would help in raising throughput in the built-up areas
which have rightly been identified as bottlenecks.
> The DFR proposes (p.93) to run local services in convoys of two standard buses.
The Mission is not aware of BRT convoy operations that have been successful
and sustainable, and recommends that the concept on convoy operations be
further substantiated and justified.
> The DFR stipulates that the design and operations of the BRT should be in line
with access guidelines for the physically challenged (p. 138). The Mission
fully supports this and suggests that future planning and design also take
account of the criteria set out in the Bus Rapid Transit Accessibility
Guidelines and the report on Technical and Operational Challenges to
Inclusive Bus Rapid Transit: A Guide for Practitioners (available through
the TFESSD – Disability Window of the World Bank’s website
www.worldbank.org ).
> The mission also supports the DFR’s focus on disabled friendly elements,
under which it is proposed that in the first phase, “all streets falling in a
radius of 1 km around major transit facilities will be upgraded” for
pedestrians.”
• Economic & Financial Analysis. The economic and financial analysis was again
discussed and the Mission reiterated its earlier comments. These mainly pertained to:
> The ‘without’ case of four laned of highway should be clearly articulated and not
confused with the current situation of a two lane highway.
> The financial analysis should conclude with a FIRR (financial rate of return) and
NPV of the project based on the incremental financial cashflows in the 'with' and
'without' case. Similarly the EIRR should be based on the incremental economic
cashflows and not individually of the base and ‘with’ case. 38
> The financial analysis should include both incremental ‘capital’ and ‘operating’
cashflows i.e. infrastructure investments, rolling stock, fare revenues and O&M costs
etc.
> Since the projections suggest that the number of passengers would be greater in the
'with Project' case then this suggests that the remainder would use personal/other
modes in the 'without case'. The incremental benefits of this modal shift in terms of
operating costs and emission savings should be factored into the analysis. At the
same time VoC savings of both bus and personalized modes in the two scenarios
should be clearly articulated.
• Revised DFR: It was agreed that the revised version of DFR be submitted by November 30
including revised cost estimates, sources of funding for various components and provision for
technical assistance activities to be undertaken. Some of the technical assistance activities
discussed were
(i) Supervision Consultants for civil works
(ii) BRT Communications Plans
(iii) Enforcement Action Plan for Traffic Police
(iv) Parking Masterplan
(v) City Bus Route Rationalization Study
(vi) Monitoring & Evaluation.
4. Environment Management. The mission met with the Hubli-Dharwad team in Delhi to
discuss the next steps in preparation. It reviewed the EMP prepared for sharing with the road
contractor already being used by the KRDCL and provided comments. This EMP is one of 3
volumes 0 EIA, EMP for works executed through KRDCL, and EMP for works to be executed
through the SPV. A copy with comments marked up in the printed version was also shared with
the visiting team. The mission also suggested that before the EMP is issued to the Contractor, a
detailed discussion would be required with the KRDCL team and their Engineer to ensure that the
contractor gets unambiguous guidance on the steps that need to be taken to comply with the
ESMF requirements for the project. It also advised that the EIA for all activities and EMP for
components to be executed by the SPV that is proposed to be formed for project execution should
also be shared with the Bank so that the full documentation is prepared in a timely manner.
5. Social Safeguards. The mission noted some good progress in the preparation of RAP for
the possible social impacts associated with the proposed BRT. A draft RAP was shared with the
Bank which also contains the draft entitlement matrix. The mission held discussions with the
GOK officials and consultants on the current version of the draft and entitlement matrix. This
draft RAP provides good basis for finalizing it at an early date. The mission observed that the
RAP needs to be further strengthened in respect of : strengthening the base line socio-economic
characteristics, baseline values for impact indicators, proposing mitigation measures for some of
the suggestions and concerns emerged during the consultations, strengthening the land
acquisition process and providing the details of the proposed consent award process,
strengthening the implementation arrangements, strengthening the composition of the negotiation
of grievance redress committees, coordination between civil works and land acquisition and
resettlement implementation, listing the names of various category of people, disclosure
procedures, mitigation measures for affected common facilities. Some of the attachments such as
GOK's notification on use of Urgency clause for land acquisition, latest Guidelines values for
different type of lands, etc. are missing. The need to videograph the affected assets was also
discussed. It was also agreed that RAP will include the guideline values for last three years to
understand how these are revised from time to time.
6. The Entitlement Matrix proposed in the current form falls short of Bank’s requirements.
The draft entitlements are not consistent with the principles outlined in the draft RAP. It was once
again reiterated that in case of consent award there should be minimum compensation amount for
negotiations and the entitlements need to be proposed for supporting the affected people during
the transition period with adequate transitional allowances, moving allowances and support for
resettlement of those losing houses and shops. The details were discussed during the meeting 39
between the Bank team and GoK officials. The Bank team once again reiterated that the
proposed compensation and assistance for various impact categories should be aligned with the
entitlements available for those affected by the ongoing Second Karnataka State Highway
Project, as this was endorsed by the Bank and approved by GOK recently. It was confirmed that
income tax will not be attracted on the compensation received for loss of land and assets. The
revised draft RAP with updated entitlement matrix will be shared with the Bank before November
30, 2011.
5. State Commitment Letter. The Mission was informed that once the project DPR is
approved along with BRT SPV formation a commitment letter shall be sent to MoUD along with
the certificate of debt sustainability. This is expected by the end of November.

ಬಹುತೇಕ ಗುಡ್ಡಗಾಡು ಪ್ರದೇಶಗಳಲ್ಲಿ ಮಾತ್ರ ಕಾಣಿಸುತ್ತಿದ್ದ 'ರೋಪ್ ವೇ' ಶೀಘ್ರದಲ್ಲಿ ಹುಬ್ಬಳ್ಳಿಗೂ ಕಾಲಿಡಲಿದೆ. ಆ ಮೂಲಕ ಇಡಿ ಕರ್ನಾಟಕದಲ್ಲಿಯೇ ಈ ರೋಪ್ ವೇ ಮೊದಲನೇಯದ್ದಾಗಲಿದ್ದು , ಮುಂದಿನ ಒಂದೂವರೆ ಎರಡು ವರ್ಷದೊಳಗೆ ಇದರ ನಿರ್ಮಾಣ ಕಾರ್ಯ ಪೂರ್ಣಗೊಳ್ಳುವ ಸಾಧ್ಯತೆ ಇದೆ.
ನೃಪತುಂಗ ಬೆಟ್ಟದಿಂದ ಉಣಕಲ್ ಉದ್ಯಾನದವರೆಗಿನ ಸುಮಾರು ಎರಡು ಕಿ.ಮೀ. ಉದ್ದದ ಪ್ರದೇಶದಲ್ಲಿ ರೋಪ್ ವೇ ನಿರ್ಮಿಸಲು ಜಿಲ್ಲಾಡಳಿತ ಸಿದ್ಧತೆ ನಡೆಸಿದ್ದು, ಐದರಿಂದ ಆರು ಕೋಟಿ ರೂ. ವೆಚ್ಚ ತಗುಲಬಹುದೆಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ.
ರೋಪ್ ವೇ ನಿರ್ಮಾಣದ ಸರ್ವೇ ನಡೆಸಲು ಕೋಲ್ಕತ್ತಾ ಮೂಲದ ಇಂಡಿಯನ್ ರೋಪ್*ವೇಸ್ ಲಿಮಿಟೆಡ್ ಎಂಬ ಖಾಸಗಿ ಸಂಸ್ಥೆಗೆ ಗುತ್ತಿಗೆ ನೀಡಲಾಗಿದೆ. 2006-07ರಲ್ಲಿಯೇ ಈ ಕಂಪನಿ ಸರ್ವೇ ನಡೆಸುವ ಗುತ್ತಿಗೆ ಪಡೆದುಕೊಂಡಿತ್ತು. ಆಗ ಸರ್ವೇ ಕಾರ್ಯ ನಡೆಸಿದ್ದ ಸಂದರ್ಭದಲ್ಲಿ ಈ ಸಂಸ್ಥೆಯ ಪ್ರಮುಖರೊಬ್ಬರು ನಗರದ ವಸತಿ ಗೃಹವೊಂದರಲ್ಲಿ ಹೃದಯಾಘಾತವಾಗಿ ಸಾವನ್ನಪ್ಪಿದ್ದರು. ಅಂದಿನಿಂದ ಸರ್ವೇ ಕಾರ್ಯ ಸ್ಥಗಿತಗೊಂಡಿತ್ತು.
ಸುಮಾರು ಒಂದೂವರೆ ಎರಡು ತಿಂಗಳವರೆಗೆ ಸರ್ವೇ ಕಾರ್ಯ ನಡೆಸಿದ್ದ ಈ ಸಂಸ್ಥೆಯವರು ನೃಪತುಂಗ ಬೆಟ್ಟದಿಂದ ಗುರುಕುಲದವರೆಗೆ ನಕಾಶೆ ನೀಡಿದ್ದರು. ಗುರುಕುಲದ ಬದಲಾಗಿ ಉಣಕಲ್ ಕೆರೆಯವರೆಗೂ ಯೋಜನೆ ತಯಾರಿಸಿ, ವರದಿ ನೀಡುವಂತೆ ಜಿಲ್ಲಾಧಿಕಾರಿ ದರ್ಪಣ ಜೈನ್ ಸೂಚನೆ ನೀಡಿದ್ದರು.
ಇದೀಗ ರೋಪ್ ವೇ ನಿರ್ಮಾಣಕ್ಕೆ ಮತ್ತೆ ಚಾಲನೆ ನೀಡಿರುವ ಜಿಲ್ಲಾಡಳಿತ, ಸರ್ವೇ ನಡೆಸುವ ಕಾರ್ಯವನ್ನು ಅದೇ ಸಂಸ್ಥೆಗೆ ಮತ್ತೊಮ್ಮೆ ನೀಡಿದೆ. ಕಳೆದ ಕೆಲ ತಿಂಗಳಿನಿಂದ ಸರ್ವೇ ಕಾರ್ಯ ನಡೆಸುತ್ತಿರುವ ಕಂಪನಿಯವರು, ಇನ್ನೂ ಹೆಚ್ಚಿನ ಕಾಲಾವಕಾಶ ನೀಡುವಂತೆ ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದರು. ಸಂಸ್ಥೆಗೆ ಹೆಚ್ಚಿನ ಕಾಲಾವಕಾಶವನ್ನೂ ನೀಡಲಾಗಿದ್ದು , ಮುಂದಿನ ಒಂದೂವರೆ ತಿಂಗಳೊಳಗೆ ಸರ್ವೇ ಕಾರ್ಯದ ವರದಿ ಸಲ್ಲಿಸುವ ಸಾಧ್ಯತೆ ಇದೆ ಎಂದು ಜಿಲ್ಲಾಧಿಕಾರಿ ದರ್ಪಣ ಜೈನ್ 'ವಿಜಯ ಕರ್ನಾಟಕ 'ಕ್ಕೆ ತಿಳಿಸಿದ್ದಾರೆ.
ರೋಪ್*ವೇ ನಿರ್ಮಾಣದ ಮಾರ್ಗದ ಜತೆಗೆ ಇದಕ್ಕೆ ತಗಲುವ ವೆಚ್ಚದ ಲೆಕ್ಕಾಚಾರವನ್ನೂ ಕಂಪನಿ ನೀಡಲಿದೆ. ನಂತರ ಯೋಜನೆ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಸರಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಲಾಗುವುದು. ಸರಕಾರದಿಂದ ಸಮ್ಮತಿ ದೊರೆತ ನಂತರ ರೋಪ್*ವೇ ನಿರ್ಮಾಣದ ಕಾಮಗಾರಿ ಪ್ರಾರಂಭಗೊಳ್ಳುವುದು.
ಅಡಚಣೆ :
ಆದರೆ ಸರ್ವೇ ಕಾರ್ಯ ನಡೆಸುತ್ತಿರುವ ಇಂಡಿಯನ್ ರೋಪ್*ವೇಸ್ ಲಿಮಿಟೆಡ್ ಪ್ರಕಾರ ನೃಪತುಂಗ ಬೆಟ್ಟದಿಂದ ಉಣಕಲ್ ಉದ್ಯಾನವರೆಗಿನ ಮಾರ್ಗದ ಮಧ್ಯೆ ಹಲವಾರು ಅಡಚಣೆಗಳೂ ಇವೆ. ಸಾಮಾನ್ಯವಾಗಿ ರೋಪ್ ವೇಗಳು ಅರಣ್ಯ ಪ್ರದೇಶ, ಗುಡ್ಡಗಾಡು ಪ್ರದೇಶ ಇಲ್ಲವೇ ಬಯಲು ಪ್ರದೇಶದಲ್ಲಿ ಕಾಣಿಸುತ್ತವೆ. ಆದರೆ ನೃಪತುಂಗ ಬೆಟ್ಟ ಹಾಗೂ ಉಣಕಲ್ ಉದ್ಯಾನದ ಮಧ್ಯೆ ರೈಲ್ವೆ ಹಳಿ ಹಾಗೂ ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ ಮಧ್ಯ ಪ್ರಮುಖ ರಸ್ತೆ ಬರುತ್ತದೆ. ಹೀಗಾಗಿ ಈ ಮಾರ್ಗದಲ್ಲಿ ರೋಪ್ ವೇ ನಿರ್ಮಿಸುವುದು ಕಷ್ಟಸಾಧ್ಯ ಎಂಬುದು ಈ ಸಂಸ್ಥೆಯವರ ಅಭಿಪ್ರಾಯ.
ಈ ಮೊದಲು ಕುದುರೆಮುಖದಲ್ಲಿನ ಕೈಗಾರಿಕೆಯೊಂದು ತನ್ನ ಕಾರ್ಯಕ್ಕಾಗಿ ರೋಪ್*ವೇ ನಿರ್ಮಿಸಿತ್ತು. ಆದರೆ ಮೂಲಗಳ ಪ್ರಕಾರ ಆ ಕೈಗಾರಿಕೆ ಬಂದ್ ಆಗಿದೆ. ಹೀಗಾಗಿ ರಾಜ್ಯದಲ್ಲಿ ರೋಪ್*ವೇ ಇಲ್ಲವೆಂದು ಊಹಿಸಲಾಗಿದೆ.
ಈ ರೋಪ್*ವೇ ನಿರ್ಮಾಣಗೊಂಡಲ್ಲಿ ಹುಬ್ಬಳ್ಳಿಗೆ ಬರುವ ಪ್ರವಾಸಿಗರ ಸಂಖ್ಯೆ ಹೆಚ್ಚಾಗಬಹುದು. ಧಾರವಾಡದಲ್ಲಿನ ಸಾಧನಕೇರೆ, ಬೇಂದ್ರೆ ಭವನ, ನೃಪತುಂಗಬೆಟ್ಟ , ಇಂದಿರಾಗಾಜಿನ ಮನೆಗಳೊಂದಿಗೆ ಈ ರೋಪ್*ವೇ ಪ್ರವಾಸಿಗರ ಆಕರ್ಷಣೀಯ ಕೇಂದ್ರವಾಗುವುದರಲ್ಲಿ ಸಂಶಯ ಇಲ್ಲ.
ಪ್ರವಾಸಿಗರು ನೃಪತುಂಗ ಬೆಟ್ಟದಿಂದ ಉಣಕಲ್ ಉದ್ಯಾನದವರೆಗೆ ರೋಪ್*ವೇ ಮೂಲಕ ಬಂದು, ಉದ್ಯಾನದಲ್ಲಿ ಸಮಯ ಕಳೆದು ಮತ್ತೆ ರೋಪ್*ವೇ ಮೂಲಕವೇ ಬೆಟ್ಟಕ್ಕೆ ತೆರಳಬಹುದು.

AHMEDABAD: The city is lending a helping hand to Hubli-Dharwad, the second-largest urban spread in Karnataka after Bangalore. The Centre for Environmental Planning and Technology (Cept) University has shown the way to the aggregation, which is suffering because of overloaded public transport service, by designing a BRTS for the twin city.
A Rs 450-crore project has been proposed, including Bus Rapid Transport System (BRTS) between Hubli and Dharwad. Cept University has been roped in as a consultant for the project which covers a stretch of 22.2 km.
"We have suggested lanes for overtaking on the 20-km stretch, which is something we do not have in Ahmedabad. There is heavy road traffic on the stretch as Hubli is a commercial hub and Dharwad an educational centre. It is estimated that around 2 lakh people commute every day on the 20-km stretch between Hubli-Navanagar and Dharwad. An efficient public transport system is urgently needed there," said Shivanand Swamy of Cept, a key member of the team that designed BRTS in Ahmedabad.
The chairman of North Western Karnatak Road Transport Corporation (NWKRTC) Mallikarjun Savakar; chairman of Hubli-Dharwad Urban Development Authority Lingaraj Patil; visited Ahmedabad on Wednesday to observe the services of BRTS in Ahmedabad.
Managing director of NWKRTC Hemaraju said, "Ahmedabad has the best BRTS service in the country, and we plan to replicate the same in the twin cities." World Bank has already offered a loan.
This would be the fourth BRTS project for which CEPT has been invited to design. Earlier, it was invited to design for Ahmedabad, Surat and Indore BRTS systems. The next project will be implemented in Vadodara soon.

BANGALORE: The state Cabinet, which met here on Thursday, has given the administrative approval to the Bus Rapid Transport System (BRTS) for Mysore, Bangalore and HubliDharwad cities, Higher Education Minister Dr V S Acharya informed.Addressing reporters after the meeting, Dr Acharya said the state Cabinet approved the BRTS to be built in three cities of the state at a cost of over `1,173 crore. He said BRTS is expected to substantially solve the traffic problems of the emerging cities and added that Mysore will get the lion's share of the project where over 160km length of dedicated track for buses would be built followed by 30km lengths each in Bangalore and HubliDharwad.Informing that the system was functioning successfully in over 100 countries, he said it would also help save time and fuel substantially. "The gestation period to recover the cost would be around 4 to 5 years after the project is commissioned," he said. The BRTS envisages lanes for highcapacity buses. They are said to boast the punctuality and capacity of trains but at a lower cost.

Unmanned micro vehicles to clear skies in Hubli, Mysore, Mangalore airports
Mysore, Hubli and Mangalore airports may well become the country’s first bird-strike-free airports if the Bird Strike Research Group of India has its way.
The research group, which was set up last year to look into the issue of bird strikes, has advised the Directorate General of Civil Aviation to implement certain methods to do away with such strikes. The three airports are being used by the group for its pilot study.
Speaking to Deccan Herald, K Ramachandra of the study group said: “We decided on the three airports as one (Mysore) is a new airport, the other (Hubli) is a medium-sized airport and the third (Mangalore) is a coastal airport. These choices will give us options to uncover methods to prevent strikes under a variety of situations.”
The project is to begin with an examination of bird migratory habits around these airports before other essential factors are examined in order to develop counter measures.
Once the analysis of the migratory pattern is complete, the institution plans to deploy measures including using Micro Air Vehicles (MAV), that resemble the winged vertebrates to frighten away birds. The micro vehicles are currently under development by the National Programme (NP-MICAV) for MAVs.
Ramachandra, who is also the CEO of NP-MICAV, said: “An intelligent MAV with stored data on the general behaviour of birds will perform three roles — flash high-frequency stroboscopic lights, emit loud, recorded bird distress signals and release smoke or gas.” These would be sufficient to clear the skies over airports of birds.
In 2009 alone, aviation companies suffered a loss of Rs 7 crore because of damage caused to aircraft by 241 bird hits (up to October), sources said.
The scientists also want the MAV to be equipped with a data-processing system which will help it perform vital functions, such as differentiating between aircraft and birds. The micro vehicles are also to have a camera.
Ramachandra also revealed that a processing algorithm will be installed to assist the MAV count the number of birds, their distance, and even control operations so that midair collisions between vehicles are avoided.
According to Ramachandra, once the project takes of completely, each of these three airports will be able to operate at least 10-12 MAVs. However, developing an all-weather capability vehicle and programming it in a way that prevent MAV in-flight collisions is still a challenge, he said.
As part of its research, the Bird Strike Research Group has also maintained records of bird strikes in the country, but said that its records were incomplete.
“Unlike in America, Canada or other countries, bird strike records are not maintained in a central database in India and the information is not easily available,” Ramachandra said.
The group also plans to join the membership of the international bird strike committee that will see many collaborative research and training programmes supported by lateral tie-ups with other Bird Strike Committees and the International Bird Strike Committee.

The Indus Entrepreneurs (TiE) Global is rolling out new initiatives to enable start-ups in tier-II and -III cities to access capital and technology.
Called TiE 2.0, the organisation that fosters networking forum for entrepreneurs and investors, has launched TiE Global Deal Connect.
This is being developed as a global platform to match a start-up with an investor or an advisor (and vice versa).
“TiE Global Deal Connect will give substance to our claim that TiE ‘Helps start-ups Start Up’, should be up and running by July-end,” said Mr Ashok Rao, Chairman, TiE Global.
This platform will help start-ups in smaller cities such as Hubli, Nagpur, Coimbatore, Chandigarh, Kanpur and Patna access to capital and technology.
“Entrepreneurs in small cities can connect with global entrepreneurs based on each others interest areas,” said Mr Naveen Jha President-TiE-Hubli Chapter and director Deshpande Foundation/DCSE.
Boost to start-ups
“Entrepreneurs in Mumbai, Pune, Delhi and Bangalore are well connected and the platform will give a boost to start-ups in smaller cities,” he added.
Also, for TiE chapters with existing angel funding programmes, the GDC would help them generate supplementary capital, in case the deal is not fully funded locally. TiE has 57 chapters in 14 countries, with 13,000 members.
Mr P K Agarwal, Chief Executive Officer, TiE Global said “This programme emanated from the fact that most of our small and mid-size chapters have entrepreneurs, but lack investment capital. On the other side, a majority of TiE Charter Member investors are now looking for investment opportunities globally.”
Simultaneously, TiE Global has streamlined its operations and launched ‘TiE Wiki’ - a collaborative platform that allows all TiE heads to pool their knowledge and share their best practices.
TiE is working to put all of its knowledge resources in the Wiki, including topics such as chapter directory, Web site manuals, training modules, fundamentals of running a chapter — from speakers available to sponsor brochures, best practices on leadership and mentoring guides.

HUBLI: There is good news for the people of Hubli that a few private airlines are keen to operate their flights from Hubli airport. SpiceJet and Pegasus airlines are said to have expressed their desire to start operation from Hubli.
Sources from Hubli airport said, if everything goes well according to plan, in next couple of months, service of SpiceJet and Pegasus may become reality. If it happens, it also give boost to the economy of the city.
According to sources from Hubli airport, SpiceJet airlines and Pegasus airlines which are know for low cost air services have already expressed their willingness to operate their flights from Hubli airport to Bangalore and other metros. Kingfisher airlines has already stopped its operation from Hubli for Hubli to Bangalore since two weeks. So, airport authorities are now waiting for other private airlines to operate from here.
SpiceJet and Pegasus airlines have also sent a letter to the airport authority expressing their interest to start their service. In response to their letter, airport authority said to have given green signal.
Besides, top officials from SpiceJet visited Hubli airport a few days back to check the infrastructure facilities available here and held talk with airport officials. HUBLI: With a view to overcome shortage of traffic police and ensure a better traffic management in the twin cities, Hubli-Dharwad police commissionerate has hit upon the idea to rope in the services of Home Guards.
With the existing number of traffic cops, it is increasingly becoming difficult to manage vehicular movement in the twin cities. At present, there are three traffic police stations in Hubli and one in Dharwad. The officials and other staff include one ACP, four Inspectors, six sub-inspectors,12 ASIs, 61 head constables and 168 constables.
Lying vacant are the posts of two sub-inspectors, four ASIs, 11 head constables and 48 traffic police constables. Speaking to TOI, K Ramchandra Rao, Hubli-Dharwad police commissioner, said, "We have planned to redress the traffic problem by roping in the services of home guards. Till the fulfillment of all vacant posts of traffic police in the twin cities, we will put home guards on traffic duty. We have already sent proposal to the government seeking its permission in this respect. We have also trained nearly 150 home guards on traffic rules and how to regulate the traffic. We will put them on traffic duty in the twin cities once we get the approval", he added.
Satish Patil, commandant, Dharwad district home guards told TOI, "We are ready to depute our home guards for traffic duty so that it can ease the burden of the police department in handling traffic."
The Bangalore model
More than 1,000 home guards are already working as traffic police in Bangalore city.
The government issued special order on hiring home guards to put them on traffic duty.
Delay on the part of the government to speed up the process of recruiting vacant posts of traffic police is compelling police department to rely on home guards now.

ಜಿಲ್ಲಾ ಉತ್ಸವಕ್ಕೆ ಹೆಚ್ಚಿನ ಅನುದಾನ: ಧಾರವಾಡದಲ್ಲಿ ಮಲ್ಲಿಕಾರ್ಜುನ ಮನ್ಸೂರ ಕಲಾಭವನ ನವೀಕರಣ ಕಾರ್ಯ ಭರದಿಂದ ಸಾಗಿದೆ. ಕೋಟಿ ಅಂದಾಜು ವೆಚ್ಚದಲ್ಲಿ ಕಾಮಗಾರಿ ನಡೆದಿದ್ದು, ಈಗಾಗಲೇ ಮಹಾನಗರ ಪಾಲಿಕೆ 2 ಕೋಟಿ ರೂ. ನೀಡಿದೆ. ರಾಜ್ಯ ಸರಕಾರ ಉಳಿದ ಶೇ.50 ಹಣವನ್ನು ನೀಡಬೇಕೆಂದು ಕೋರಲಾಗಿದೆ. ಅನುದಾನ ಒದಗಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಯತ್ನಿಸಲಾಗುವುದು. ಜಿಲ್ಲಾ ಉತ್ಸವ ವರ್ಷದಿಂದ ವರ್ಷಕ್ಕೆ ತನ್ನ ವ್ಯಾಪ್ತಿ ಹೆಚ್ಚಿಸಿಕೊಳ್ಳುತ್ತಿದ್ದು, ಕಳೆದ ವರ್ಷ ಜಿಲ್ಲೆಯಾದ್ಯಂತ 21 ವೇದಿಕೆಗಳಲ್ಲಿ ಕಾರ್ಯಕ್ರಮಗಳು ನಡೆದಿವೆ. ಸ್ಥಳಿಯ ಕಲಾವಿದರಿಗೆ ಹೆಚ್ಚಿನ ಪ್ರೋತ್ಸಾಹ ಲಭಿಸುತ್ತಿದೆ. ಇದಕ್ಕೂ ಸಹ ಹೆಚ್ಚಿನ ಅನುದಾನ ಕೇಳಲಾಗಿದೆ ಎಂದರು.
ಸ್ಮಾರಕಗಳ ಕಾಮಗಾರಿ: ಕೋಳಿವಾಡದಲ್ಲಿ ಕುಮಾರವ್ಯಾಸ ಸ್ಮಾರಕ ಕಾಮಗಾರಿ ಆಗಸ್ಟ್ 7ರಿಂದ ಆರಂಭಗೊಳ್ಳಲಿದೆ. ನಿರ್ಮಿತಿ ಕೇಂದ್ರ ಕಾಮಗಾರಿ ಮಾಡಲಿದೆ. ಕುಂದಗೋಳದಲ್ಲಿ ಸವಾಯಿ ಗಂಧರ್ವ ಸಭಾಭವನ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಂಡಿದ್ದು ಉದ್ಘಾಟನೆಗೆ ಸಿದ್ಧವಾಗಿದೆ. ಅದೇ ರೀತಿ ಅಣ್ಣಿಗೇರಿಯ ಪಂಪ ಸ್ಮಾರಕ ಮುಕ್ತಾಯ ಹಂತದಲ್ಲಿದೆ ಎಂದು ಹೇಳಿದರು.
ಗ್ರಾಮೀಣ ಪ್ರದೇಶಗಳಲ್ಲಿ ಸಾಂಸ್ಕೃತಿಕ ಚಟುವಟಿಕೆಗಳನ್ನು ನಡೆಸುವ ಉದ್ದೇಶದಿಂದ ಜಿಲ್ಲೆಯಲ್ಲಿ 12 ಸಾಂಸ್ಕೃತಿಕ ಭವನಗಳ ನಿರ್ಮಾಣಕ್ಕೆ ಅನುದಾನ ಮಂಜೂರಾಗಿದೆ. 6 ತಿಂಗಳುಗಳಲ್ಲಿ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಳಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ ಎಂದರು.
ಡಾ. ಗಂಗೂಬಾಯಿ ಹಾನಗಲ್ ಗುರುಕುಲ ಉತ್ತಮ ಸಂಗೀತಗಾರರನ್ನು ರೂಪಿಸಿ ರಾಷ್ಟ್ರದ ಗಮನ ಸೆಳೆಯುವಂತಾಗಬೇಕು. ಇದರ ಪ್ರಗತಿಗೆ ಎಲ್ಲರ ಸಹಕಾರ ಅವಶ್ಯಕ ಎಂದು ನುಡಿದರು.
ವೃತ್ತಿ ರಂಗಭೂಮಿ ದುಸ್ಥಿತಿ: ರಂಗ ಕಲಾವಿದರಿಗೆ ಸಮರ್ಪಕವಾಗಿ ಮಾಸಾಶನ ಲಭಿಸುವಂತೆ ಮಾಡಲು ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. 2005ರಿಂದ 2008ರವರೆಗೆ ಮಾಸಾಶನಕ್ಕೆ 2500 ಕಲಾವಿದರ ಅರ್ಜಿಗಳು ಬಂದಿವೆ. ಅವುಗಳಲ್ಲಿ 1600 ಕಲಾವಿದರಿಗೆ ನೀಡಲಾಗುತ್ತಿದೆ. ಕಲಾವಿದರ ಸಮೀಕ್ಷೆ ಕಾರ್ಯ ನಡೆಯುತ್ತಿದೆ. ವೃತ್ತಿರಂಗಭೂಮಿಗೆ ಕಾಯಕಲ್ಪ ನೀಡುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕಂಪನಿ ನಾಟಕ ಕಂಪನಿಗಳಿಗೆ ಅನುದಾನ ನೀಡಲಾಗುತ್ತಿದೆ. ವೃತ್ತಿ ಕಂಪನಿಗಳು ನಾಟಕ ಪ್ರದರ್ಶಿಸಲು ಇಲಾಖೆ ವತಿಯಿಂದ ಅನುಕೂಲತೆ ಮಾಡಿಕೊಡಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.
ಪ್ರಾಚ್ಯವಸ್ತು ರಕ್ಷಣೆಗೆ ಬದ್ಧ: ಪ್ರಾಚ್ಯವಸ್ತು ಹಾಗೂ ಸ್ಮಾರಕಗಳ ರಕ್ಷಣೆಗಾಗಿ ಇಲಾಖೆ ವತಿಯಿಂದ ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಕಿತ್ತೂರಿನ ಕೋಟೆ ಸೇರಿದಂತೆ ಸ್ಮಾರಕಗಳ ಪುನರ್ ನಿರ್ಮಾಣಕ್ಕೆ 2 ಕೋಟಿ ರೂ. ಬಿಡುಗಡೆಗೊಂಡಿದೆ. ರಾಜ್ಯದಲ್ಲಿ ಮಹತ್ವದ 700 ಸ್ಮಾರಕಗಳಿದ್ದು, ಅವುಗಳ ನಿರ್ವಹಣೆ ದೊಡ್ಡ ಸಮಸ್ಯೆಯಾಗಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಸ್ಥಳಿಯ ಸಂಘ, ಸಂಸ್ಥೆಗಳ ಸಹಕಾರ ನೀಡಿದರೆ ಅನುಕೂಲವಾಗುತ್ತದೆ. ಎಸ್*ಡಿಎಂ ಸಂಸ್ಥೆ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಕಾರ್ಯೋನ್ಮುಖವಾಗಿದೆ. ಅಲ್ಲದೇ ಸುಧಾ ಮೂರ್ತಿ ಲಕ್ಷ್ಮೇಶ್ವರದ ಸೋಮೇಶ್ವರ ದೇವಸ್ಥಾನ ಪುನರುಜ್ಜೀವನಗೊಳಿಸಲು 3 ಕೋಟಿ ರೂ. ನೀಡಿದ್ದಾರೆ ಎಂದರು.
ವಸ್ತುಸಂಗ್ರಹಾಲಯಗಳಲ್ಲಿ ಮೂಲಭೂತ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ಈ ನಿಟಿನಲ್ಲಿ ಮುಂದಿನ ವಾರ ಬೆಂಗಳೂರಿನಲ್ಲಿ ತಾಂತ್ರಿಕ ಸಮಿತಿ ಸಭೆ ನಡೆಯಲಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ವಾರ್ತಾ ಇಲಾಖೆ ಅಧಿಕಾರಿ ಪಿ.ಎಸ್.ಪರ್ವತಿ, ಗುರುಕುಲದ ಆಡಳಿತಾಧಿಕಾರಿ ಬಿ.ವಿ.ಲಕ್ಷ್ಮೇಶ್ವರ, ಬಾಬುರಾವ ಹಾನಗಲ್, ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿ ಇಲಾಖೆ ಅಧಿಕಾರಿ ಬಿ.ಡಿ. ಹಿರೇಗೌಡರ ಉಪಸ್ಥಿತರಿದ್ದರು.

Number of cases at the circuit bench has tripled in last 4 years
Wednesday marked the fourth anniversary of the circuit bench of the High Court of Karnataka.
Even as the setting up of the circuit bench proved to be a boon in as far as cases regarding the north Karnataka districts of Bellary, Koppal, Dharwad, Gadag, Haveri, Uttara Kannada, Belgaum and Bagalkot districts are concerned, there is growing demand for a permanent bench with the galloping number of cases concerning the region.
The circuit bench had become a reality after decades of sustained movement by people of north Karnataka.
It may be recalled that then Union Law Minister Veerappa Moily had said that he would approve within 24 hours, if a proposal for a permanent bench of the High Court is sent to the Centre, during a visit to Dharwad in 2009.
The number of cases from the region stood at 21,000 when the circuit bench began functioning. It has tripled to nearly 60,000 in the last four years.
The appellate tribunals, the green benches and the courts that hear public interest litigations (PILs) continue to be in the Bangalore bench of the High Court.
Senior lawyer Basavaprabhu Hosakeri is of the view that PILs and petitions relating to forests and mines can be heard in Dharwad, if the bench is made permanent.
“We have placed a demand for a permanent bench. N P Amrutesh had filed a PIL in the High Court, saying sufficient number of cases are not filed in the Dharwad and Gulbarga benches and hence there was no need for them. We will forward the proposal once again, when the PIL is disposed of,” said R D Desai, president of the Advocates’
Association.
There are permanent benches of the High Court, in addition to the main bench, in many states, argue the advocates in the region.
Examples are the main and permanent benches in Jaipur and Jodhpur respectively in Rajasthan; Allahabad and Lucknow in Uttar Pradesh; Bhopal and Indore in Madhya Pradesh; Thiruvananthapuram and Kochi in Kerala and Chennai and Madurai in Tamil Nadu.
Hence, it would only be in the fitness of things if a permanent bench of the High Court of Karnataka is set up in Dharwad, say the advocates.
