Bhoomi puja Mr. Shettar was speaking after performing bhoomi puja for an administrative building to be built at a cost of Rs. 12 crore. He also inaugurated the purified drinking water facility on the KIMS premises on Sunday evening. Mr. Shettar said that under the special package, the State government was required to bear 20 per cent of the total cost. The Chief Minister said that steps will be taken to improve the infrastructure at KIMS so that it could increase intake for undergraduate and postgraduate medical courses to 250 and 150 respectively. Mr. Shettar appealed to doctors to develop a habit of serving in rural areas. “If government is forced to frame a rule in this regard, then their service will lose its value,” he said. Recalling the earlier fight for the development of KIMS, led by journalist Patil Puttappa, in which he also took part, Mr. Shettar said the dream of developing KIMS was materialising now. He lauded the initiatives taken by KIMS Director Vasantha Kamath in giving transparent administration and appealed to the public and members of various associations to give her support.Inaugurating the Generic Drug Store on KIMS premises, Medical Education Minister S.A. Ramdas said that the Karnataka government was the first in the country to come up with the idea of a generic drug store. “All 33 district hospitals in the State will soon have generic drug stores where medicines will be available at subsidised rates,” he said. Rural service Mr. Ramdas said that by next year, Karnataka would have 6,022 MBBS seats and 3,100 seats for postgraduate medical courses. He said that students who completed MBBS would have to compulsorily serve in rural areas for one year and they would be paid a salary of Rs. 39,900 a month. Similarly, students who completed B.Sc. Nursing would be paid Rs. 14,900 a month during their service in rural areas. “We will be issuing an order shortly in this regard,” he said. Mr. Ramdas said that from 2013-14, the Union government would fix a duration of six years and six months for the MBBS course. Water Resources Minister Basavaraj Bommai inaugurated the first floor of the trauma ward while Pralhad Joshi, MP, inaugurated the indoor stadium. Welcoming the gathering, Dr. Kamath spoke on development works taken up at KIMS and sought additional funds for other works. Ramdas has said that centres for integrated healthcare will be launched in three cities, to offer allopathy, ayurveda, homoeopathy naturopathy treatment and music therapy under one roof. Victoria and Vani Vilas hospitals in Bangalore, Cheluvamba hospital in Mysore and the Karnataka Institute of Medical Sciences , Hubli, will have the facilities, on a trial basis. The process of setting up the centres would begin on August 14. The out-patient services would be launched on November 1, the Minister said here on Wednesday. Each centre would have 37 staff, including doctors. The government had sanctioned Rs. 1.22 crore towards the project and the recruitment process would begin shortly. People are waiting for chief minister Shettar to appoint an upright official for the post so that the ongoing development works in the district come to a logical end. Soon after Shettar took over as the chief minister, Jain's transfer orders were issued without finding a successor. He handed over the charge last Sunday to zilla panchayat chief executive officer Meghannavar and left for Bangalore. In the absence of a regular deputy commissioner, who coordinates the functioning of all the departments in the district, governance and development works are likely to suffer and hence the anxiety among people. According to highly placed sources, government is mulling over appointing IAS officer Reju who is now deputy commissioner, Udupi as the DC. Other names doing rounds are Chitradurga deputy commissioner Vipul Bansal and Bidar deputy commissioner Sameer Shukla. In the last one year, Dharwad district saw officers in key positions being shifted. ZP CEO C Shikha, DC Darpan Jain and HDMC commissioner K V Trilokchandra-all young IAS officers- had formed a good team and took over several development works besides streamlining the administration. The committee had been set up to suggest alternative routes for the project in the wake of severe opposition from greens to the construction of the key railway line as it would harm the biodiversity of the Western Ghats. It had submitted its report on December 9, 2011 to the central empowered committee. Officials of the South Western Railway in Hubli said that no spot in Uttara Kannada district through which the alternative line passes has been included in the list of world heritage sites by Unesco. Hence, there was no hurdle, as of now, for the railway project, they said. Railway sources said they could take alternative measures to prevent damage to the environment and harm to wildlife, even if these spots were included in the biodiversity heritage list. The IISc team proposes that the route of the railway line from 76th km to 86th km be changed and the tracks laid alongside the National Highway-63 on this stretch. Change of route The report also suggests that the route be changed from 86th km to 100th km that passes through dense forest. It has also recommended that the stretch from the 114th km to the 134th km be changed as that is prone to landslides. While the department has accepted the first two recommendations, it is not game to the third one as it involves building a 12-km tunnel through the stretch mentioned in the third recommendation. A 12.2-metre elephant corridor is coming up on this stretch, thus negating the possibility of constructing the tunnel on 60 hectares. Bypassing this land would increase the tunnel length by 208 metres and an escalation of cost by Rs 181.49 crore, said Railway authorities. A meeting was held in Bangalore on December 31, 2011, chaired by the additional chief secretary, to discuss the committee report. The preliminary estimate of the project is Rs. 8.7 crore. Chairman of HDUDA Lingaraj Patil told Chief Minister Jagadish Shettar here on Saturday that 0.6 km of road had already been laid. Mr. Shettar visited the project site near Oxford College on Kusugal Road on his way to Navalgund. Mr. Patil said the 1.6-km long and 30-m wide link road would ease traffic congestion. The estimated cost covered that of land acquisition and construction of service roads. Proposal The HDUDA chairman said that as an extension of this project, a 2.5-km stretch had been proposed between Sulla Road and Solapur Road, at a cost of Rs. 14.3 crore. It has been constructed by D. Devaraj Urs Truck Terminal Corporation Ltd. at a cost of Rs. 7.82 crore, and would be the first truck terminal in north Karnataka and the second in the State. The first one was inaugurated in Mysore recently. The terminal is coming up on eight acres beside the main road of the industrial area. It is expected to provide a safe and well-equipped parking facility for trucks and other heavy vehicles entering the industrial area. At present, these vehicles are being parked on the roadside and the drivers lack proper facilities. Unsystematic parking of vehicles is also creating traffic problems. Govind Tejwadekar, engineer in-charge of the project, said the truck terminal could accommodate 183 vehicles and 40 trailers at a time. The terminal has a cafeteria, and a dormitory that can accommodate 100 drivers.Space “Space has been provided for a petrol station and a police station. Attention has also been given to ensure greenery. As many as 120 shade giving saplings have been planted and a garden is being developed on the terminal's premises,” Mr. Tejwadekar said. Work on the terminal commenced in September 2010 and was expected to be completed in a year. Mr. Tejwadekar said that the actual works started only by March last year as the site selected for the project was slushy. “It took around six months to fill the land. Besides, certain changes in the original plan were made at the last minute. This delayed the completion of the work,” he said. User-fee It has been planned to maintain the terminal by collecting user-fee . The airport, being developed on a PPP model in Gulbarga, is likely to be operational next month. The city is also making strides towards becoming a technology hub. An Apparel Park and IT Park are already being developed in the city. There is a proposal to set up a Tur Industry Cluster in the city, besides an Indian Institute of Information Technology (IIIT). The city is already home to a Central university. All these are likely to create huge employment opportunities for people in the region. The ICT Group is expected to work towards increasing the annual revenue from ICT industries from the present Rs 1.35 lakh crore to Rs 4 lakh crore by 2020; increase employment in ICT sector from eight lakh to 20 lakh; create/help incubate 1,000 start-ups/entrepreneur-driven companies. For, these areas do not have proper roads and gutters. Many of the interior roads in these colonies are not tarred and they have become muddy, uneven and slippery due to rain. When it rains, water mixed with garbage enters compounds of houses in the area. Potholes get filled with water. Those who use these roads risk limb and life. The roads are especially risky for children and senior citizens. Speaking to TOI, Shek Ibrahim of Vinutana Colony said he is living in the area since the past three years, and the state of the roads has always been the same. "It worsens during the rainy season, and we find it difficult to step out of the house," he added. Heaps of garbage is dumped by the roadside and on empty sites in Sadashiv colony and Vinutana colony, but the corporation does not take any steps to ensure regular cleaning of these areas. Abdul Rahman of Sadashiv colony said because of garbage mounds, stray pig and dog menace has increased in the colony. Tar roads soon: Corporator Speaking to TOI, area corporator Kallakuntla Suvarna said that Vinutana Colony came under the HDMC fold only about five year ago. Last week mayor Pandurang Patil issued a warning to pig owners that their pigs will be shot down if found straying. However, pig owners do not seem to have taken the shoot-at-sight order seriously. So, pigs continue to move around freely on the city roads. "The corporation has issued instructions to us to take our pigs off the road. But, where do we move the pigs? Has the corporation provided us an alternative site where we can leave the animals? If it provides, we will certainly shift the pigs there," said a pig owner, who did not wish to be named. Also, the idea of shooting stray pigs has not gone down well with some animal welfare organizations. Condemning HDMC's move, Meghraj Kawad, president, Hubli Pinjarapol Saunstha said: "All animals have the right to live, and the corporation cannot snatch this basic right away from pigs. The pig owners should be persuaded to take their livestock off the road, and more importantly, the HDMC should provide them an alternative place to leave the pigs." It is not the first time that the corporation is issuing shoot-at-sight order for stray pigs. It was implemented once in 2005-06 too, but the corporation had to withdraw the order after a freak accident, in which a bullet, aimed at a pig, hit a passerby and injured him. So, if the corporation has to execute its order this time, it needs to be extra careful. "Of course, we will take all precautionary measures this time and ensure that such mishaps do not repeat," the mayor told TOI. Pandurang Patil said they have not yet embarked 0n the drive to kill pigs because they want to give sufficient time to pig owners to take away their animals from roads. "This kind of drive will be carried out only after proper consultation with all the stakeholders," the mayor added. He also appealed to residents to cooperate with the corporation to keep the areas clean and garbage free. Children more vulnerable Meantime, pig menace continues unabated in the twin cities of Hubli and Dharwad, posing problems to pedestrians and motorists alike. Children are the most vulnerable group. Joshi to consider a proposal to convert the 111-km State highway between Annigeri and Ramanagaram that passes through Navaglund, Hebasur, Sulla and Dharwad into a National Highway. According to a release issued here, Mr. Joshi, in a letter to the Union Minister, urged him to consider the proposal under a project of developing 85,000 km of national highways under the 12th Plan, which also included converting some of the State highways into national highways. Boosting development Mr Joshi said that if the road was converted into a National Highway, it would allow overall development of the region. “The road will provide connectivity to four other National Highways, NH-63 (Ankola-Gooty), NH-217 (Bijapur-Hubli), NH-4 (Pune-Bangalore) and NH-4A (Belgaum-Panaji), thereby opening up heritage centres like Hampi, Badami and Pattadakal and others for tourists. There was public outcry over the increasing unauthorized layouts in Hubli and Dharwad since few years. Due to rise in unauthorized layouts, Hubli-Dharwad Municipal Corporation Authority was reportedly finding it difficult to provide basic amenities like road, water and other facilities those who are living in layouts developed by HDUDA. There has been long standing demand to constitute the task force to keep an eye on the illegal layouts in the twin cities, but the demand fell on deaf ears with no political will among the leaders to deal with unauthorized layout problems. But, now after much dilly-dallying, the government had given its nod to the HDUDA to set up the task force. Speaking to TOI, Lingaraj Patil, President, HDUDA, said, task force has been set up to take on the illegal layouts in twin cities for the first time in twin cities after many years. The task force is headed by AC which also consists of HDMC Commissioner, HDUDA Commissioner, Executive Engineer of HESCOM, Tahsildars of Hubli and Dharwad, officials from water board and DCP/ACP. The task force will hold the official meeting every month to discuss about the action to be taken against the illegal layouts, to avoid any legal hurdles while demolishing illegal layouts, he said. He said that all the officers including Revenue, Zonal officers of HDMC have to conduct the survey and prepare the list of unauthorized layouts in their respective areas and the list should be presented in the meeting of task force. The first official meeting of the task force will be held on August, 16 in Hubli. He said, we have already demolished a few illegal layouts in Dharwad and Hubli and also served on notice to nearly 45 people who have designed and developed illegal layouts. In the absence of official task force, we had tough time in handling illegal layouts but now we can easily take on illegal layouts as per the law, he added. Task force will also decide the next course of action in order to demolish the unauthorized layouts. According to our initial survey, unauthorized layouts come out on around 150 acres of land in twin cities. Officers of Revenue should immediately alert the HDUDA if they come across the unauthorized layouts and HESCOM should not give any power connection to such layouts, he said. prashanth.0619r July 30th, 2012, 05:53 PM HUBLI: The bridge that connects Vikas Nagar to Rajadhani Colony has no side walls, posing a veritable threat to motorists and pedestrians. There are no retaining walls along the 'nala' or canal too giving snakes and other creatures an easy access to homes nearby. The nala divides Rajadhani Colony, green garden from Siddalingeshwar Nagar and Vikas Nagar, and the bridge, which connects these areas, is used extensively by residents of all three areas. Apart from the absence of walls, iron rods protrude on either side of the bridge. Speaking to TOI, a pedestrian said since a lot of schoolchildren use this bridge, the corporation should take safety measures before some one is hurt. The sewage water flowing through the nala is an added problem. Amit Bandage, a resident of Vikas Nagar, says the stink is unbearable and the nala has become the breeding ground for pigs and mosquitoes. Unbearable stink The absence of a retaining wall has also meant a slow increase in the width of the nala. During rains, water from the nala flows into the roads and leaves a trail of filth on the roads. Inspired by Anna's relentless fight against corruption, residents of Charantimath Garden have now decided to rechristen their area as Anna Hazare Nagar. More than 100 families live in Charantimath Garden Layout, which was named after the developer of the area. The layout was handed over to the corporation a few years ago. The residents, who actively took part even in the hunger strikes organized by India Against Corruption, have now decided to rename their layout Anna Hazare Nagar. They have already submitted memoranda to the HDMC, deputy commissioner and other authorities for renaming the area. The issue is likely to come up for discussion in the next general body meeting. Speaking to TOI, Shivayogi Pyatishettar, president of Anna Hazare Residents' Welfare Association, a registered body now, said: "Our main aim is to motivate youngsters and to fight against corruption by deriving inspiration from Anna's works." Speaking to presspersons here on Monday, Mr. Patil said the HDMC had been sending proposals to the State government since 1984 demanding that the government accept a plan to upgrade the supermarket in Dharwad and sanction funds for the same. However, the Department of Urban Development had rejected all the proposals, citing technical reasons. The HDMC has approached the KSFC to fund the project. KFSC officials have accepted the proposal and will construct a mega market complex here. The KSFC will also be made a nodal unit until the loan given to the HDMC for the project is returned. The new project will commence in 15 days and is expected be completed in a year, Mr. Patil said. The KSFC would not sell the shops, but would put them up for rent, Mr. Patil said, answering a question on the subject. Vendors would have to pay the rent to the KSFC and only after the debt was recovered would the market complex be handed over to the HDMC for further maintenance, he said. As Chief Minister Jagadish Shettar holds the Finance portfolio, an appeal would be made to sanction funds for the project at the earliest, he said.
