People here were expecting the rain since two days as there were enough signs of the clouds `opening up any time'. Speaking to presspersons here on Friday, Mr. Jain said that the proposal included drawing water to tanks in 17 villages from Hubli and Kundgol taluks of Dharwad district. Since borewells were not always the solution for drinking water problems and tanks were disappearing owing to encroachments and lack of adequate rainfall, the proposal had been made, he said. It was sent to the State Government over two months ago and was awaiting sanction, he said. ‘No shortage' The drinking water situation was being monitored on a daily basis, Mr. Jain said and added that there was no severe shortage of water in the villages. Although there was adequate water supply, problems with distribution remained, he admitted. He said that officials had been directed to attend to drinking water problems immediately. The centre will train a battalion of 1,200 personnel. Inspector General of Police (Northern Range) N. Shivakumar, Additional Superintendent of Police Pangam and senior officials of the ITBP were present. Mr. Uppal told presspersons that the State Government had provided 250 acres of land free to establish the centre. A sum of Rs. 200 crore would be spent on the centre. Work on it would start in six months after completion of a digital survey of the site, he said. The work would be taken up by the Central Public Works Department, he said. He said that the centre would create employment opportunities to local people and even motivate them to join the paramilitary forces of the country. Mr Udasi told reporters here the winter Session of the Assembly would be held in the new buidling in January 2011. He said the State Government had spent Rs 100 crore for the construction of the Suvarna Soudha and would spend another Rs 130 crore for the completion of the building at Belgaum which was being promoted as a second capital city of the State. (http://www.thehindu.com/2010/04/30/stories/2010043057420100.htm) engineer.akash May 1st, 2010, 10:44 PM Approval given for second phase of work on tank Staff Correspondent Gardens, and canals to divert sewage to be built DHARWAD: MLA and Chairman of the Karnataka State Border Area Development Authority Chandrakanth Bellad has said that administrative approval for the third and fourth phase of development works on Kelageri Tank had been given and work worth Rs. 1.76 crore would be entrusted to the Minor Irrigation Department. He was speaking to presspersons after inspecting the work at Kelageri Tank here on Saturday. ‘Tourist spot' Mr. Bellad said that during these two phases, steps would be taken to convert the tank into a tourist spot. A new tank bund would be created on the eastern side with a pathway for people to walk. The work also included the construction of a canal to divert sewage from entering the tank and proper illumination of the tank bund. Small gardens would be raised at three points in the tank, he said. Arrangements would be made to provide drinking water to cattle raised by the residents of Kelageri, Mr. Bellad added. With the tank completing 100 years of its construction, the installation of a statue of Sir M. Visvesvaraya had been planned on the tank premises, he said. Mr. Bellad said that Rs. 1.4 crore had been spent during the first phase of the development work. Bangalore-based Deccan Exploration Service Private Limited has been working on the project since 2003 and had taken up survey work. The exploration unit officials have now found gold ore here. As the news spread across the village, it made the villagers curious. Sources told Deccan Herald that ore exploration officials have sought permission of the Union Government to take up gold mining in this area. The Mangalgatti village has two hills covering nearly 400 acres of land. The survey report reveals that gold ore of high concentration has been found in nearly 300 acres of land. With the news spreading, real estate agents are on their toes to purchase the land here shelling out crores of rupees. Survey officials Dr Vasudev, Dr Malapur, Dr Harish and team members had conducted soil sampling tests in nearly 400 places. A detailed report in this regard has also been submitted to the State Government, but the permission to take up advance research is yet to be granted by the government. Various private mining company officials have started visiting the village with an intention to carrying out mining activity. The state high power committee, chaired by CM B S Yeddyurappa has already approved the project and an MoU between state government and factory management will be made on Thursday, during the Global Investors Meet. Addressing a press conference here on Monday evening, Katti said the plant will functional from March 2013. The total cost of the project is Rs 1,500 crore, which will provide direct employment to nearly 3,000 people and help around 50,000 families directly and indirectly. Katti also said the government had sanctioned 315 acres land for the project at Bellad Bagewadi and the land acquisition process was under progress. Vishwanath Sugars Ltd., will power the steel plant by 40 MW of power it is already co-generating, while its water requirements of the plant will be met by Dhupadal back water project. Iron ore for the project will be availed from Bellary region, for which an application has been filed for land procurement for mining, said Katti. The construction of the plant will commence in two months once the documentary procedures are completed, he added. The project will be done in two phases -- Vishwanath Sugars Ltd., will invest Rs 200 crore in the project, and Rs 200 crore collected as share capital and Rs 300 crore taken as bank loan. Executive Chairperson Vidya Murkumbi said the Government has already allotted 13,050 acre of land for the steel plant and 650 acre in Belgaum out of 2,000 acre requested. While the steel plant is expected to be commissioned in the next three and a half years, she said the power plant would be commissioned in four years time. Further, the steel plant would be expanded to a capacity of 600 MTPA over time. She said the investment is currently funded through internal accruals and the company will go in for an IPO soon. Hubli-Dharwad Police Commissionarate has installed CASs on the terrace of two houses in Surabhinagar on an experimental basis, and the same would help check crimes in the surrounding areas, including Trinity Layout and Arun Colony. The department has selected 50 locals to alert the police through the system, which carries a specific number, if the crime is committed in their areas. They have also been given certain code numbers. Their numbers were registered in the system besides being given to the residents in their locality. If case of crime, people can alert one of those 50 persons, who, in turn, sends a message to the system's cellphone. Upon receiving the message, the system sounds a siren and alerts the sub-inspector, control room, inspector and beat constables so they can rush to the spot. Speaking to `The Times of India', Ravindra S Shirur, police inspector of Gokul police station, said: "We have adopted this innovative system to prevent crime. Another thing to be considered is the number of heavy industries a city has, since these generate revenue for the state. Mangalore is ahead in this respect. Sindhur, who got the road insured, are now in the process of insuring the energy efficient streetlights installed in their area. At least half-a-dozen emu farms have come up at Sulla, Unkal, Tadas and places around Kalghatgi Road on the outskirts of the city in the last two years. Vinni J, who set up the first farm in Sulla village, about 10 km from here, is motivating others to take up the same. Vinni said farmers are going to the extent of selling their cows and buffaloes to take up emu farming. Vinni, who owns an emu farm in Hyderabad too, attributes the region's weather conditions and less maintenance cost involved in emu breeding for farmers' showing interest in rearing the bird. He says half-an-acre land is sufficient to raise 30 pairs of emus, from which one can reap a profit of not less than Rs 12 lakh a year. The birds, which start laying eggs after 18 months of its hatching, continue to do so till they turn 40 years. On an average, it lays 30 eggs per year, between September and March. NABARD and other banks provide loans for those taking up emu farming. Vinni's Indo Aussi Emu Farm hatches the chicks with the help of an incubator and sells a pair of breeding birds for a cost of Rs 60,000. The buyers can also sell the birds back to the firm after making the most of its eggs. Vinni exports at least five tonnes of emu meat and eggs to Iraq, Malaysia, Singapore and other Asian countries. While a kg of emu meat costs up to Rs 500, an egg (weighing about 700 gm) is valued up to Rs 2,500. Vinni is planning to set up the first emu meat-processing unit of the state at his two-acre farm. Apart from the meat and eggs, the oil extracted from the birds has great healing properties for arthritis, joint pains, blood pressure and skin problems. The emu oil also has a huge export market. Meanwhile, Vinni has converted his plot into a land of treasure. Apart from raising 60 pairs of emus there, he is also farming 500 turkies, 200 ducks and over a dozen goat of Jamunapari and Shirohi breeds. Vinni is planning to expand the farm by adding another 1,000 pairs of emus. SOM engineer.akash July 25th, 2010, 11:39 AM Belgaum means business Politicians are working up a lather over whether or not Karnataka’s Belgaum should be merged with Maharashtra owing to its substantial Marathi population. But Varuna Verma finds the city indifferent to the controversy The police lathicharge that happened in Belgaum two weeks ago took Uday Kinjawadekar by complete surprise. There was nothing new about the cops’ use of force. It was just that Kinjawadekar, whose cloth shop is located one street away from Rani Chennamma Circle — where Belgaum’s political action happens — didn’t get a whiff of trouble. “Life went on as usual. I learnt about the lathicharge from television reports,” says Kinjawadekar, who also writes a news blog on Belgaum. It’s ho-hum time in this North Karnataka town, where language and border have been cropping up as hot-button issues every now and then for the last four decades or so. Once again, Maharashtra politicians have been claiming rights to the region because of its majority Marathi-speaking population. Out of Belgaum’s present population of 9.57 lakh, 3.6 lakh are Marathi-speaking and three lakh are Kannada speaking. But Kinjawadekar feels that the border row is now only a political game. “A few people collect at Rani Chennamma Circle and make some noise. The rest of Belgaum goes about its business,” he says. The border issue has clearly become a non-issue for the city’s residents. “The border problem blows up once in every five years. It’s like being visited by the flu,” says Nitin Khot, a former economist at the London School of Economics, who is now settled in the city. In 2008, before the Karnataka assembly polls, the Delhi-based Centre for the Study of Developing Societies conducted a study on what the people of Belgaum felt about the border row. Only 41 per cent respondents had any knowledge about demands for merging Karnataka’s Marathi-speaking areas with Maharashtra — an indication that the linguistic divide had taken a backseat in the area. “Three generations of Belgaum residents have wasted their time fighting a language-led war. Now, no one is interested in it,” says Rajiv Toppanov, president of a local political outfit, the Karnataka Rakshana Vedike (KRV). The talking point in Belgaum, instead, is its economic and infrastructure growth. The city is an old industrial hub — it has over 200 foundries, hydraulic and crankshaft units. It is within striking distance of three major export outlets — Bangalore, Mumbai and Goa. And, with three universities, seven engineering colleges, two medical colleges and 110 industrial training institutions, it’s an education destination. “Belgaum has industrial, educational and strategic advantages which it is now cashing in on,” believes Toppanov. Belgaum looks like a town in transition. A drive through the city is like sitting through a three-dimensional history lesson. The cantonment in Belgaum — which is home to several defence divisions — is dotted with sprawling, old British bungalows, with red tiled roofs, long drive-ways and gardens. Cross the Camp, as it is locally known, and the time zone suddenly changes. You enter a bustling Indian metropolis — with highrise residential apartments, a glass-facade luxury business hotel, a multi-specialty hospital, a mall and a multiplex. Ingrid Yadav lives at Lakshmi Tek, a new residential colony being built adjoining the cantonment. Multistorey residential apartments are being frantically constructed on both sides of her cozy, yellow bungalow. Across the road, construction of a school is near completion. Lakshmi Tek may be the new, happening address in town, but for Yadav it is still synonymous with open fields where she plucked wild flowers as a child. “In the last six years, the fields have vanished and houses have sprung up,” says Yadav, 54, who lives a retired life in her hometown. There have been other developments as well. The Kapil theatre — where Yadav watched Rock Hudson films as a young girl — is now Nucleus Mall. Big Cinemas is starting a multiplex in it. A local construction company, Belavista, is building Belgaum’s first gated residential complex of row houses. The information technology industry is also finding a foothold in Belgaum. When R.K. Patil sold his Bangalore-based IT start-up, Smart Yantra, in 2002, he wanted to try something new — not on the technology front but location-wise. “I wanted to work out of a Tier II town,” says Patil, who founded Vayavya Labs —which works in cutting-edge embedded systems technology — in Belgaum in 2004. The company won the Tata NEN Award for one of the hottest new start-ups two years ago. In the last five years, 15 IT companies have set up shop in the city. Patil believes that Belgaum offers the ecosystem required for a global industry like IT to take off. “The city has a cosmopolitan culture, thanks to a large army presence and a high number of educational institutions. Also, there is a huge professional talent pool,” he explains. Last year, Patil started an initiative — called ITBelgaum — to help the IT industry take root in the city. “We conduct seminars at local engineering colleges to inform students that IT exists in Belgaum and they don’t have to rush to Bangalore to find jobs,” says Patil. The forum is also asking the local manufacturing industry to use Belgaum-based software firms to cater to their IT needs. In another part of the city, at the Servo Controls Aerospace office in Udyambag — Belgaum’s industrial area — prototypes of an aircraft wheel, actuators and valves line the conference room table. The company — which started out of a garage in Belgaum in 2002 — made the wheel for HAL’s Saras aircraft, sensors for the Chandrayaan moon mission and supplies valves for Airbus’s A-380 aircraft. Servo Controls, which has a staff of 180 people, works like any global multinational, claims director Dinesh Dhadoti. “We have flexi-times and a hierarchy-free work environment,” he says. Aerospace, clearly, looks set to take flight in the city. Aerospace engineering firm Quest Global Inc has built a 262-acre aerospace special economic zone (SEZ) on the outskirts of Belgaum. “The SEZ is expected to create 7,000 jobs,” says Basavaraj Sugandhi, manager, administration, Quest. The company already runs two units — with 200 employees — out of the SEZ. As Belgaum grows, planned infrastructure development is becoming a focus area. Jal Nirmal Yojana unit has prepared an action plan to solve the drinking water problem in these villages spread over 20 gram panchayats. Minister for rural development and panchjayat raj Jagadeesh Shettar, who is also the minister in-charge of Dharwad district revealed this at the quarterly meeting to review the progress of Karnataka Development Programme here on Monday. He said 14 villages in Dharwad taluk and 13 in Kundgol taluk will have the scheme implemented. The minister instructed the officials to supply water through tanker to these villages till the scheme is implemented. MLAs Seema Masuti (Dharwad), S I Chikkanagoudar(Kundgol) and Shankar Patil Munenakoppa (Navalagund) explained the plight of villagers in their constituencies and urged the minister to take steps to solve the problem. Speaking at the GAIL founder's day celebrations here on Monday, V.H. Kalmath, special tahsildar for the project, said the process of land acquisition for the project had commenced and the project was expected to be completed in two years. The pipeline would pass through nine districts of Karnataka, including Belgaum, Dharwad, Gadag, Bellary, Davangere, Chitradurga, Tumkur, Bangalore and Ramanagaram. GAIL would use the steel pipes which would be laid five-foot below the surface. The lands acquired for the purpose would be returned to farmers once the pipeline laying work concluded. In Karnataka, the pipeline laying work had begun at Chikkodi taluk in Belgaum district. HUBLI: Persistent efforts to attract information technology (IT) and information technology enabled services (ITES) companies to the Information Technology (IT) Park in Hubli, which became functional in 2002, seem to be showing results with more companies evincing interest in starting their operations here. The IT Park in Hubli was inaugurated by the then Union Minister for Information Technology Pramod Mahajan on September 19, 2002 amid much hype. However, the park was a showpiece for a few years with major companies remaining reluctant to start their operations here. Initial years In the first four years, only Tata Teleservices and RMS Technologies set up their units at the park apart from the branch of Software Technology Parks of India (STPI), and 1.6 lakh sq.-ft space remained unutilised. The only silver lining at that time was that the STPI branch had received good returns and was expanding its operations to other cities in north Karnataka. In its attempt to attract investors, the State Government organised “Destination Hubli” in Bangalore in 2004 to showcase the city as an IT destination. This was followed by IT Investors' Meet in 2006 here, during which the Government announced reduced rent at the park to attract more companies. Results “Ever since the IT Investors' Meet was held, we tried to keep in touch with the companies that had evinced in starting their operations here. In the subsequent years our follow up yielded results,” H. Devanand, Manager of Karnataka State Electronics Development Corporation Limited (KEONICS) at Hubli and in-charge of the park, told The Hindu. Now, of the total 1.72 lakh-sq.-ft space available in the four-storey park, only 82,000 sq. ft is vacant. Expansion An area of 16,000 sq. ft was recently allotted to the STPI for expansion of its existing set up at the park. Meanwhile, Hubli Electricity Supply Company (Hescom) has proposed to take around 30,000-sq.-ft area on rent for its proposed Data Entry Centre and a private firm has evinced interest in taking 20,000 sq. ft on rent in the park. “Of the 16,000-sq.-ft space allotted to the STPI, 6,000 sq. ft will be utilised immediately. After inspecting the Park, the CM instructed DC Darpan Jain to ascertain the reasons for companies being averse to working from there. The DC has also been asked to submit a detailed report next month. Yeddyurappa said a high-level meeting of officers, including DC and other elected representatives of the region, will be convened in Banglaore after September 20 to discuss the problems being faced by the Park. "We have invested about Rs 42 crore for this, but it is not yet occupied completely. We will take all possible steps to attract the investors by giving concession. The twin-cities had just missed by a whisker to Mysore on the previous occasion. Though it had all requirements to make it to the reforms-linked investment scheme, the Royal City was preferred over Hubli-Dharwad due to its heritage and tourism tag. Protests and demonstrations had made headlines after the list of cities selected under JNNURM was announced with no mention of the twin-cities. Even there was no dearth for mud-slinging. MP Prahlad Joshi had held then former chief minister N Dharam Singh responsible for that, saying that he had sent names of more than the required number of cities for inclusion under JNNURM. Felt let down by the Centre, H D Kumaraswamy government had even made several representations to Prime Minister Manmohan Singh, UPA chairperson Sonia Gandhi and urban development minister Jaipal Reddy. Sonia, during a visit to Bangalore, had also promised to include Hubli-Dharwad in JNNURM if the state government sent a proposal. The campaign, demanding the inclusion of Hubli-Dharwad under JNNURM, received a shot in the arm when some non-resident Indians joined the crusade. Natives of Hubli-Dharwad residing overseas had launched a chain of protests by observing a day-long fast to express their solidarity. Nagesh Tavarageri, a resident of Cerritos (USA), had initiated an e-movement through a group website through which they sent hundreds of online representations to the President, PM and urban development minister. District in-charge minister Murugsh Nirani said this will take the twin-cities to newer heights in infrastructure development and in attracting investment. MLC A M Hindasageri and mayor Veeranna Savadi said the twin-cities can now hope for better urban facilities. What is JNNURM? It's a central government's initiative aimed at encouraging reforms and fast-track planned development of identified cities. Its objectives include integrated development of infrastructure services, ensuring adequate funds to fulfill deficiencies, planned development of cities, provision of services for the urban poor, redevelopment of old cities and secure effective linkages between assets creation and asset management. Although the HDMC had prepared a proposal earlier of various projects to be taken up under JNNURM, the twin cities were left out of the list of the selected cities on technical grounds. 60,000 illegal buildings Raising the issue of the recent decision of the State Government on regularisation of unauthorised structures and layouts, the former mayor Pandurang Patil said that there were around 60,000 such buildings in the twin cities and the corporation should make use of the opportunity to regularise them. Ashok Jadhav said that there was still confusion on whether all these 60,000 buildings were on agricultural land or non-agricultural lands and first this issue should be looked into. Mr. Chinchore suggested taking a delegation to Chief Minister B.S. Yeddyurappa, who is scheduled to visit Hubli on August 10, to get certain issues on the scheme sorted out. The issue of alleged irregularities in entering into memorandum of understanding with private agencies for development and maintenance of medians led to heated discussion in the council after Janata Dal (Secular) councillor Hazrat Ali Doddamani raised it at the meeting. Speaking at an Infrastructure Meet here, the Minister said these cities, including Hubli in Karnataka, have a population of five lakh-plus as per the 2001 census. As many as 65 cities are currently covered under the JnNURM which was launched in 2005 by Prime Minister Manmohan Singh to improve the quality of life and infrastructure in the cities. The Minister said the number of people living in urban areas is expected to go up to 800 million in India in the next 25 years from the present 300 million. He said Bangalore had done extremely well due to the growth of the IT sector but this also was the main reason behind the huge traffic jams that people face every day. There are so many traffic jams in Bangalore because the IT sector has done well, he noted. Reddy said such traffic congestion was natural whenever development takes place in industries, modern technology or spurt in the number of educational institutions. The UD Ministry wanted to extend the JNNURM - the United Progressive Alliance (UPA) government’s scheme to upgrade infrastructure in urban India - to 28 more cities. But the Planning Commission has cited “resource constraints” as the reason to stall this expansion. “Our ministry did not get the approval for introducing the Urban Infrastructure and Governance (UIG) component of the JNNURM in these cities,” Minister of State for UD Saugata Roy told Business Standard. The Planning Commission’s decision opposing the expansion will mainly hurt the Opposition ruled states. The list prepared by the UD ministry that was sent for the Planning Commission’s approval contains 28 cities across 12 states, all having a population of 500,000 and above. Of these 12 states, eight are ruled by the Opposition. These are, Chhattisgarh, Gujarat, Karnataka, Kerala, Madhya Pradesh, Orissa, Punjab and Uttar Pradesh. Two Congress-ruled states (Maharashtra and Andhra Pradesh) and UPA-ruled Tamil Nadu will not be able to access additional JNNURM funds for more cities. Top officials in the Urban Development Ministry said that Planning Commission had cited various big-ticket projects in the social and rural sector to set aside the JNNURM expansion plan. The Planning Commission has directed that the expansion of JNNURM be put off for the next five-year plan rather than during the remaining period of the 11th Plan. “It may be taken up during the 12th Plan period,” said an UD official. The UD ministry currently has a budget outlay of Rs 31,500 crore for the UIG, Saugata Roy said. Currently, the JNNURM has projects in 65 cities across the country. It includes all state capitals and seven cities with 4 million population and 28 cities with 1 million population. The company, which still holds 50% of the market share in the sub-3.5 tonne segment, has been exposed to tough competition and has suffered due to capacity constraints in the last few months. In 2008-09, Ace had commanded a market share of 60%. Talking to FE on the sidelines of the annual general meeting (AGM) of Tata Motors, PM Telang, managing director (India operations), said, “It (expansion at Dharwad) is linked to Ace production. We are looking at Dharward for setting up a facility for Ace family.” He said that it was too early to talk about how much will be the increase in production and the investment planned. However, a senior official confirmed the same and said that “it will be a full-fledged facility at the additional land which the company has at Dharwad.” Earlier, at the AGM, Ratan N Tata, chairman of Tata Motors, had said, “We are looking at expanding capacity at the Dharwad plant for commercial vehicles.” The company ranks 15th in the world commercial vehicles market. Tata Motors holds 64% market share in the Indian commercial vehicle market, he added. C Ramakrishnan, chief financial officer, Tata Motors, said, “It (the Dharwad expansion) is one of the options looked at and will be part of the investment planned by the company.” The company plans to invest Rs 3,000 crore (on an average) per year for the next three years in expansion and upgradation. The Dharwad plant manufactures Marcopolo buses at present. Tata Marcopolo Motors is a 51:49 joint venture of Tata Motors and Marcopolo of Brazil. The plant has a capacity to produce 30,000 units a year, which the company plans to achieve in phases. Spain-based Savaia Biotech and the U.S.-based University of Massachusetts have expressed interest in developing the agri-BT park, which would be established on 30 acres of land at the University of Agricultural Sciences-Dharwad premises. Consultants have held discussions with officials of UAS- Dharwad, on the proposed project and its benefits, officials in the Information Technology, Biotechnology Department told The Hindu. Ernst & Young has been appointed as project management consultant (PMC) for preparation of the detailed project report. Officials in the IT/BT department said that request for proposal (RFP) containing information on technical and financial aspects would be issued soon. The private partner would be finalised for the project by November 10. Salient activities The proposed activities at that park would be research and development in agriculture, gene construction, planting material for vegetables, medicinal plants and pest management. Transgenic plants of various crops being cultivated in north Karnataka region would be developed at the park. An expert at the UAS-Dharwad pointed out that the idea was to use biotechnology to hone ancient agriculture methods. “The moment farmers know that vermicompost and biotech products help productivity and health of the crop, they shift to it,” the expert said. The proposed park would also include scientific storage facilities for all types of farm produce; primary processing services such as cleaning, grading, packing, quality certification services and marketing-export linkages. It can also address the issues of abysmal productivity, post-harvest and storage problems. Marine park The Government has proposed to set up a marine park on an 18 acres of land belonging to the Fisheries College, Mangalore. The estimated cost of the project is $20 million. The project would be taken up on a PPP model to develop activities such as research and development, up-scaling technology and processing waste. The buses will be built at the company's Dharwad plant with the help of its JV partner Marcopolo and will be priced at a 5-10% premium over its current medium buses. The company intends to expand production at Dharwad from 1,000 units to 1,400 units a month by the year-end. The new buses will be added in the 7 to 12 tonne category with more feature content. The jinxed stadium has seen several obstacles before being dedicated to the public. If everything goes according to the plan the stadium should be available for use latest by November end. Deputy commissioner Darpan Jain, who visited the indoor stadium near R N Shetty stadium here, expressed confidence that the work will be completed in six weeks. When done, the stadium will have a seating capacity of 350, floodlight and generator to ensure uninterrupted power supply. It was the dream of sports lovers in Dharwad to have an indoor stadium in the city to ensure that the sports activity does not get disrupted for a major part of the year due to rain. The plan for the stadium was prepared way back in 2001 and the foundation stone was laid in August 2002. The construction work was assigned to Karnataka Land Army but in the absence of funds flowing in, the work did not progress much. Meanwhile, the 70-feet wall of the stadium collapsed on January 26, 2008 injuring one person. The mishap occurred when thousands of people had gathered to celebrate Republic Day at the R N Shetty stadium which is just a few meters away from the indoor stadium. The then DC M S Srikar had ordered an inquiry into the incident. A team of experts arrived from Bangalore on February 7, 2008 to find the cause of the collapse and reported that negligence on the part of construction agency had been responsible for the mishap. DC Darpan Jain said the well-equipped stadium has come up at a cost of Rs 2.5 crore. Jain informed that proposals have been sent to the government to sanction Rs 3.50 crore to develop a synthetic track at R N Shetty Stadium, and Rs 1 crore to construct a sports hostel. The Sports Authority of India (SAI) has proposed to construct a complex at the Karnatak University premises, and the varsity has given the approval in principle to provide land for this purpose. "There will be competition from the new entrants and the MNC players, so definitely there will be focus on pricing. "Because of this, sportspersons with sound background are making their own arrangements to compete in top sporting events, while others who are poor go unnoticed," he added. Shettar appreciated the efforts of Karnataka Gymkhana Association (KGA) for building the complex without much help from the government. Karnataka Gymkhana Association (KGA) will build a sports complex on 2.10-acre plot at Gymkhana Grounds in Deshpandenagar here. District minister Jagadish Shetter laid the foundation stone for the 93,306 sqft building on Monday. The complex will house a gymnasium, swimming pool, separate spas for men and women, two badminton courts, lawn tennis and table tennis courts, jogging track, a pavilion for 4,000-strong crowd, 32 guest rooms, facilities for carrom and other indoor games, dining hall, a conference hall and others. There will also be parking space for 100 cars at the 4.5-acre prime land available with KGA. KGA's Ramesh Shetty said the development activities will be carried out without disturbing the sporting activities at the grounds. The 2.5-acre land, which is lying unused, will be levelled for the complex. The grounds will later be converted into a turf ground. A jogging track will come up outside the complex and on the storm-water drain. DC Darpan Jain told reporters on Monday that several hurdles in completing the land-acquisition process had been cleared and about 99% of the land owners had given their consent to part with their land. He expressed confidence that the entire land-acquisition process would be completed within a month. "We have sought a grant of Rs 100 crore to compensate the land owners, and we expect to receive the same from the government shortly," he added. Jain said the survey for laying four-lane road between Hubli and Dharwad had been completed and tender bids on the Rs 174-crore project would be opened on October 26. Anil Urs Hubli, Oct. 22 The Railway Coach Factory being set up at Rai Bareilly in Uttar Pradesh has plans to source Rs 1,500-Rs 2,000 crore worth of industrial materials annually. In an effort to create dedicated vendor base , officials led by Mr Alok Johri, Chief Administrative Officer, toured and interacted with the members of Karnatak Chamber of Commerce and Industry (KCCI). The team visited some units at Belur Industrial Area, Dharwad and also interacted with a few micro and small enterprises (MSME) located at Hubli and Dharwad, namely the Darwad industrial valves cluster and Dharwad implements and tractor trailer cluster. Indian Railways is setting up a Railway Coach Factory at Rai Bareli at a cost of Rs 16,000 crore. Mr Johri, addressing the members of KCCI at Hubli, said the Railways is planning to create a dedicated vendor base for regular supplies. “We need steady supply of materials to take up construction of modern railway coaches. Hence, we are here to explore creating a dedicated vendor base,” he added. High sales tax During interactions with the visiting railway officials, Mr M.C. Hiremath, President of KCCI, said that the industrialists of Hubli-Dharwad region were not in a position to supply the materials to South Western Railways (SWR) at competitive rates due to steep sales tax of 13.5 per cent in the State. Sales tax in other States is around 2 per cent. “On account of this anomaly, vendors /industrialists of other States are supplying materials to SWR. The rate of VAT in other States is also less and inter-State transactions based on C Forms are an added to advantage,” he added. Mr R. K. Aherwar, Controller of stores of SWR, Hubli, interacted on behalf of SWR. With regard to the proposal of the Railway Coach Factory to develop dedicated vendor base, Mr Hiremath said “This is a good opportunity for the industrialists of north Karnataka.” “The Karnatak chamber in this regard will help such vendors by supplying technical knowhow and I request the interested vendors, especially from northern Karnataka districts, to take the advantage of this opportunity,” he added.
