All Karnataka cities are having healthy competetion in growth. I am really pleased to see this.
Ananda there are many beautiful spots in Hubli-Dharwad cities--I like unkal lake-Nrupatunga hill,Kalegiri lake etc
The above road is Vidyanagar road which is getting 6 laned.Most of the important roads in Hubli have good footpaths--- My favourite roads in Hubli are- Gokul Road,Kusugal Road,Lammington Road,RC Circle,Station Road..Ofcourse Vidya nagar road once it is 6 laned.:)
Dharwad is extremely clean and a well planned city--I love its greenery-I have fallen in love with Railway station road,KCD road,AIR road,Azad park road etc etc
Now the biggest road project underway is the 23 KM, 4 laning of Hubli-Dharwad road(175 cr).Hubli-Dharwad has always been my favourite - mainly I like its cosmopolitan culture. :cheers:

Small-town investors are increasingly jumping into the stock market bandwagon — either by directly investing or buying equity mutual funds. Improved income levels, coupled with a buoyant stock market, are bringing these new set of equity investors — located in tier II and tier III cities and other far-flung areas, increasingly under the equity fold.
Securities and Exchange Board of India (Sebi) data shows that the share of ‘other’ cities — essentially areas that are not among the top twenty cities in terms of NSE cash turnover — has increased to 8.1 per cent during July-Aug 2010-11 as compared to 7.4 per cent in 2009-10 and 5.7 per cent in 2008-09.
“Thanks to a strong rally in the secondary market, there is an increased awareness and appetite among people to invest in the equity market,” said Mayank Shah, managing director, Anagram Stock Broking adding that towns like Jamnagar, Gandhidam (Gujarat), Akola, Kolapur (Maharashtra) and Hubli (Karnataka) are witnessing a significant increase in trading volumes in recent times.

goudar October 25th, 2010, 06:23 AM Yeah Akash I agree with U about Dharwad.But Hubli is more commercial with dense population.Where as Dharwad is seat of learning with good enviroment. We need both.

gouravrattihalli October 26th, 2010, 02:21 PM HUBLI: Sanskriti Express, a special exhibition train launched by the Indian Railways to mark the 150th birth anniversary of Nobel laureate Rabindranath Tagore, will be available for public viewing at Hubli railway station for two days from October 29.
The train will arrive at the station on Friday at at 7 am, and leaves at 7 pm on Saturday to Madgaon and Vasco-da-Gama railway stations, where it will stop for three and two days, respectively.
The five AC-coach train, which is a tribute to Viswa Kabiguru Rabindranath Tagore by the railways, will showcase the life and philosophy of the poet laureate through his achievements, letters and paintings.
The first coach, titled `Jibon Simriti', throws light on the life of Tagore through photographs, his reminiscences, and Santineketan. The second, named `Gitanjali', exhibits his poems and songs on eminent artistes, for which he won the Nobel in 1913. Two songs from Rabindra Sangeet canon are now songs of national importance in India and Bangladesh __ `Jana Gana Mana...' and `Amar Shonar Bangla...', respectively. It also describes how Viswabharati University was established by Tagore in 1921, for which he donated the money that came his way after winning the Nobel and royalty from his books.
`Muktodhara', the third coach, exhibits Rabindranath's literature, prose, essays, novels, plays and dance-drama creations. Paintings, landscape, masks, sketches, illustrations and self-portraits of Tagore are on display at the fourth coach titled `Chitrarekha'. Paintings by other renowned artists like Nadalal Bose, Abanindranath Tagore, Gaganendranath Tagore, Binod Behari, Ramkinker Bej, Sunayani Devi and Sudhir Khastagir are also on display.
In the fifth coach, `Sesh Katha', photographs of Tagore's days and last journey are on display. Poems that he had penned during the days before he passed away on August 7, 1941, are also on display. This coach also has a section called `Smaranika', where the handicrafts from Santiniketan, photoprint and handwriting of Tagore are on sale.
The train, flagged off by railway minister Mamata Banerjee at Rail Museum, Howrah on May 9, will run through out the country and Bangladesh over a year before reaching the starting point.
The train is now stationed at Bangalore Cantonment Railway station for three days from Monday. Bangalore Railway Division will organize cultural programmes on Tuesday and Wednesday at ADA Ranga Mandira on JC Road, Bangalore.

gouravrattihalli October 27th, 2010, 01:26 PM HUBLI: Even though power supply has reached some of the remotest village of the country, over 350 families residing in the Ashraya Colony of S M Krishna Nagar in the second biggest city of the state are still living in darkness.
The authorities had constructed about 360 Ashraya houses in S M Krishna Nagar in 2005, which were later allotted to the labour class, mainly beedi rollers. But it appears as if the duty of the authorities ended there itself, as it has not bothered to provide electricity to the new colony.
However, the poor beneficiaries who were in urgent need of a roof over their heads, occupied the houses hoping that they will get the power supply soon, only to be disappointed later.
While a couple of them have managed to get power supply to their houses by paying Rs 7,000, more than 90% of the households, who eke out a living by rolling beedis, tailoring and other menial jobs, are unable to afford the electric poles and cables for electricity supply to their houses.
A majority of the families here belong to the minority communities, dalit and backward communities, with most of them having large families with five or six children each.
Hina Ansari, who sells blouse pieces to make ends meet, said: For us, the day ends as early as 6 pm, as darkness permeates the area. We are not able to step outside the house after 6-6.30 pm, as gets darker, in addition to bad and slushy paths and reptiles that have increased in the locality which is surrounded by bushes and a nullah, making our lives harder," she says.
Reshma Hebballi, a tailor who has five small children, including three girls, said she will not be able to continue her tailoring job once the clock strikes six. "Even my children find it very difficult to do their homework by the kerosene lamp," she adds.
Mohammed Jaffer Sholapur, an auto driver, describes the locality as one of the most neglected ones he has ever seen. "There is no proper water, road or drainage facility here, making it hell for the poor people, whose voices have so far gone unheard." He said improper water supply has made the future of many people uncertain as they are forced to quit education only to wait before the public taps to fetch water.
When contacted, Hubli-Dhawrad Municipal Corporation special officer S H Naregal said most of the original Ashraya beneficiaries have rented out the house to others, causing technical problems in providing electricity to the houses under Kuttera Jyoti scheme.

Hubli is a Region as far as Income Tax is concerned. It is not city based Data provided. Mysore Falls under Bangalore CCIT and Mangalore along with Belgaum falls under Panaji CC-IT.
There are just 3 CC-ITs in Karnataka-Goa Income Tax Circle. Namely, Panaji, Bangalore and Hubli. You may notice that althoug Kolkata is one of the Metros, when it comes to the region as a whole, it is way behind Pune region in individual Income Tax collection.

Hubli-Dharwad combine is a nice city in all aspects. There is ample potential for growth in commercial, residential and tourism activities in the city surroundings. With Belguam being in the proximity of 100 km radius entire stretch will become one of the largest populaed belt after Bangalore Mysore stretch in Karnataka.

I can say with my eyes wide shut that this list does not prove anything about HD being the second important city. :) Reason have been given by Ananada. It is region (IT circrle) based list rather than a citywise list.
Even if were a citywise list it will not prove your claims cos it is only personal (individual) IT collections which have been listed.
There are many other things that need to seen for deciding what you claim...like
Corporate IT collection, sales tax generated, road tax etc etc :lol:
Don;t jump your guns...in your excitement to prove HD as second important city.

I can't buy this. It is reigion wise figure. Kindly check the I-T website before running the conclusion. This doesn't mean that Hubli has lost it's relevance. I love Hubli and I had been to Hubli today itself and have seen a remarkable transformation of that city. The Road connecting airport to the city heart is truly awesome. :banana:

I love Hubli and language of the people there. It is certainly one of the good livable cities in Karnataka. However, one bad habbit I have noticed among many Hublikars is that they eat too much of Gutka. OK there is no issue. However, they spit on roads and the walls to decorate them.
If this habbit changes Hubli can certainly become paradise. I am keeping my fingures crossed.

The list was not at all a city wise list. It is based on Control circles where Chief Commissioner of I-T heads the I-T Circle.
In Karnataka and Goa Income Tax Circle 3 such CCI-T offices are there, which control the I-T collection activities. Panaji, Bengaluru and Hubli are the 3regions in Karnataka and Goa circle.

Just read the header. It is clearly mentiuoning as regions. Further there are 47 CCI-T Circles. Just imagine Shillong has close to 2 lakh population. It can't match cities like Mysore, Mangalore or Belgaum (having population of more than 5 lakh) in terms of individual Tax returns.

The road between Dharwad and Ramnagar that connects Karnataka to Goa and which has been in a very bad condition for decades is being converted into double-lane highway by the state government. On Sunday, public works minister C M Udasi performed the bhoomi pooja for the road construction work at Alnavar in the presence of rural development and panchayat raj minister Jagadeesh Shettar and MP Prahlad Joshi.
The state government has entrusted the works to the Karnataka Road Development Corporation which in turn has given the responsibility to Hyderabad-based GVR-RMN-Pratyusha Companies consortium named GVRMP Dharwad-Ramna-gar Tollway Private Limited. The 61.50 km stretch on the Aurad-Sadashivagad state highway No 34, which has made the journey for those travelling to Goa from Dharwad via Ramnagar a herculean task, will be re-laid for Rs237.60 crore. It will be on the build-operate-transfer (BOT) / viability gap funding (VGF) basis.
The nine-metre-wide road covers 29.9 km in Dharwad district and 31.50 km in Belgaum district before entering Goa. It will pass through three railway crossings, one bridge and 12 culverts. There will be two truck lay base, five under passes and two toll gates. The work is expected to be completed in two years. When completed, it will give a big boost to tourism, trade and commerce in Dharwad, Belgaum and Uttara Kannada districts.
The road has been in a bad shape for decades and any number of petitions and complaints to the authorities had failed to yield results. Those traveling to Goa were forced to take a route via Belgaum and Savantawadi, covering an additional distance of 80 km.
Kannadigas settled in Goa had repeatedly appealed to the legislators and ministers visiting Goa to get the road repaired, but to no avail.
Udasi, being the public works minister for second term, had failed to fulfill the demand. Successive governments had given up the road repair work after conducting bhoomi pooja, citing financial crunch. Dharwad MP Prahlad Joshi and minister Jagadeesh Shettar efforts to get the road included in Central Road Fund during the regime of H D Revanna as public works minister had also not been fruitful.
Now it seems the road is set to be repaired with state government contributing 20 per cent of the cost while the Centre will contribute matching amount. The companies taking up the work on BoT basis will bear 60 per cent of the cost. Th e BoT is for a period of 30 years and the time frame for getting the road ready is two years.

I have travelled between Belgaum and Haliayala, where large part of the jorney is through Goa Highway. I found it to be in very good condition. However, it needs to be 4 laned, as the number of trucks plying in that road is too much and the stetch has dangerous curves as well.

The roads have become wide. More traffic sense is seen today than earlier. Best thing is I could hardly see Bullokcarts now a days and it is a very good sign for the city. Turly happy of people of the city.:banana:

Nrupatunga was renouned king who ruled Karnataka. He was also referred to as Amogha Varsha. He was from Rashtrakoot Dynasty. He encouraged Kannada as official language in his rule. The oldest remaining Kannada write up was said to be written during his period. Some historians say that it was written by Nrupatunga himself.

engineer.akash November 24th, 2010, 12:46 PM HUBLI: If everything goes according to the district administration's plan, then the 24x7 water supply facility, which is being made available in about eight wards of Hubli-Dharwad, will find its way into the remaining three taluk headquarters of the district, in a year.
If it happens, the Dharwad district will be first in the state __ perhaps even in the country __ to have all its taluk headquarters covered with 24x7 water-supply facility, albeit partially. This will cover about 40% of Navalgund, Kundagol and Kalghatagi towns. At present, only parts of Belgaum, Gulbarga and Hubli-Dharwad are getting 24x7 water supply.
The idea complies with chief minister B S Yeddyurappa's budget speech, wherein he had said steps would be taken to extend the round-the-clock water supply to even small towns.
Speaking to `The Times of India', DC Darpan Jain said old parts of the towns and those fully inhibited will get the distinct service. Jain said the district administration is ready with sufficient bulk water and secondary storage system for the purpose. "We are now working on the distribution network in these places," he added.
The DC said a new reservoir with sufficient capacity in Navalgund, sufficient bulk water in Kalghatagi and new water tanks in Kundgol are in place. Old pipelines have given way to sturdy and leak-proof high-density polythene (HDP) pipes in most of the areas where the project will be implemented while the work in the remaining parts is underway. Networking of households, which hitherto had no water connection, is also on.
The project would roughly cost Rs 8 crore with each town requiring Rs 2.5-3 crore, of which the funds will be drawn from the chief minister's grant.
Jain, probably the first DC in the state to work towards providing improved water supply facility to even town municipalities, said it would go a long way in bettering the quality of people in small towns.
"It is disheartening to see people wait for 2-3 days for water. The improved water supply services will bring down the consumption, besides avoiding water contamination because of continuous water supply and pressurized system," the DC said, hoping to see development in these places once the basic need is met.

At the meeting of the delegation of the Belgaum Chamber of Commerce & Industries with civil aviation minister Praful Patel, Vijay Mallya over phone said that he will try his best to commence air service by December 15, 2010.
Praful Patel had called up Mr.Mallya and he had told about non availability of landing slots in Mumbai and Bangalore and to look into this, Mr.Patel ordered his secretary look into the matter personally and get the clearances done at priority.

The National Bank for Agriculture and Rural Development (Nabard) has prepared Rs 1,596.68-crore potential linked credit plan (PLPs) for Dharwad district for the financial year (FY) 2011-12.
Unveiling the Dharwad district credit plan at the DCC meet, Mr Y.N. Mahadevaiah, Nabard- AGM, said “Of the total credit plan amount, Rs 829.20 crore is set aside for investment under agriculture and allied activities, for non-farm sector Rs 146.52 crore, and for other priority sector Rs 620.96 crore.”
According to the district's potential linked credit plan (PLPs) for the FY 2011-12, Nabard has identified the potential for setting up rural godowns and market yards under centrally sponsored schemes of rural godowns, and also to strengthen agriculture marketing infrastructure. “Banks in the district have disbursed only Rs 1 crore. As for the rural godowns and market yard infrastructure in Dharwad district, there are 11 godowns having a capacity of 7,900 tonnes. Whereas neighbouring districts such as Koppal, Raichur and Bellary have already spent and created huge capacities. Compared to those districts, Dharwad has negligible infrastructure,” he added. Mr Mahadevaiah said that there are 22 nationalised, RRBs and co-operative banks having 257 branches. Definitely, the banks can take up funding of rural godowns and market yards to the extent of Rs 53.70 crore in the financial year 2011-12.
At the DCC meet, the Reserve Bank of India Manager Mr R Ramachandran, Vijaya Bank's AGM Mr B.A. Tata, Lead district bank manager Mr Basavarajaiah and representatives of Dharwad Zilla Panchayat were present.
The DCC meet discussed broad sector-wise PLP projections for FY 2011-12 and is as follows: For crop production, Rs 632.82 crore is planned.
Activities to be taken up under this are water resources, land development, farm mechanisation, plantation, horticulture and sericulture, dairy and storage godowns and market yard.

engineer.akash December 4th, 2010, 10:20 AM DHARWAD: Sadhanakeri, the lake that was a source of inspiration to Jnanpith laureate poet Da Raa Bendre, is now ready to inspire new-generation Bendres with a new look. The lake and its surroundings have been given a facelift under the Baaro Sadhankerige project sanctioned by the department of tourism (GoI), and is all set to be thrown open to the public in a month.
DC Darpan Jain, who has succeeded in taking the project to the logical end, told reporters here on Thursday that civil works at the tank site are completed and the park is expected to be inaugurated before January 26.
The area spread over eight acre land has been transformed into a park which houses an amphitheatre, a musical fountain, boating facility, canteen, walk path, landscaping, playing equipment for children, etc. Nirmiti Kendra has made the dream come true at a cost of Rs 2.58 crore.
Jain said a proposal was submitted to the Union government in 2006, seeking funds for development and beautification of the historic tank. The Centre had allotted Rs 3.6 crore for the project and the work had been entrusted to a private contractor. However due to poor quality of work, the amphitheatre collapsed, forcing the government to terminate the contract and assign the work to Nirmiti Kendra under the direct supervision of DC in April 2010.
Measures have been taken for illuminating the park and also creating parking space. There are toilet blocks in and outside the park.
Two pedal boats and a mechanical boat would be operational for the public. The park would be a plastic-free zone. Cultural programmes at weekends would be regularly organized at the amphitheatre.
The lake and park would initially be maintained by Nirmit Kendra.

Bangalore, Dec 6 (IANS) Transport solutions' major Volvo Buses India Limited has bagged a huge order for 100 luxury air-conditioned coaches from leading transport firm VRL Logistics Limited, based in Karnataka, a top company official said Monday.
'This is the largest ever order we got in India to supply 100 multi-axle buses to VRL Logistics, which has already bought 48 Volvo coaches from us since 2003,' Volvo Buses India Limited managing director Akash Passey told reporters here.
The Indian subsidiary of the global Swedish major has been rolling out the luxury coaches from its joint venture with Azad group at Hoskote, about 40 km from this tech hub.
The cost of each air-conditioned bus is estimated to be about Rs.8.5 million.
'We will deliver the 100 coaches over the next six-seven months to VRL,' Passey said.
The Hubli-based VRL is the largest road transport operator in the country, with a fleet of 2,800 commercial vehicles, including 250 buses.
'We plan to buy 550 commercial vehicles in 2011, comprising 300 trucks and 250 buses, 100 of which will be Volvos,' VRL chairman Vijay Sankeshwar said.

Incubation facility at iiitb@hd (International Institute of Information Technology-Bangalore Hubli-Dharwad Centre) has begun to attract start-ups.
“The facility at iiitb@hd located at IT-Park in Hubli opposite Glass House launched in 2009 had attracted only one company. But of late, we are getting many enquiries,” said Ms Suma S. Shetty, Assistant Manager, iiitb@hd.
“The incubation facility has about 2,000 sq. ft of space to let and fully equipped to house start-up companies. Space is available with or without airconditoners,” she added.
Recently Aissel Solutions, a start-up offering solutions in pharmaceutical and media sphere with six employees, has started operating in 200 sq. ft.
Ms Shetty said Aissel started by Mr Prasad Patil is a business research and technology solutions start-up creating products and services for global pharmaceutical and media companies.
In the last six months, enquires for space have increased at iiitb@hd. The price quoted for space with air conditioner is Rs 55 a sq. ft and without it Rs 45 a sq. ft.
Incubation space is accorded priority to proposals based on work that has commercial potential carried out at the International Institute of Information Technology, Bangalore (iiitb).
“But of late, lot of enquires are from information technology (IT) professionals working in Bangalore's major IT companies and turning entrepreneurs by getting venture funds for their ideas,” said Ms Shetty.
“When we launched the facility in 2009, only one company — Pluto Engineering Solutions (PES) — came up to set up facility,” said Ms Shetty.
PES, a start-up founded by Kiran P. Vaidya, offers solutions in structural engineering and has 20 employees on its role and operates in 600 sq. ft.
PES is primarily engaged in analysis, design and detailing of steel and RCC structures in addition to architectural services.

sharifyaseen December 9th, 2010, 05:47 AM HUBLI: Hubli-Dharwad Municipal Corporation (HDMC) is perhaps the first corporation in the state to be appreciated by the state urban development department for adopting technology to provide hassle-free services to the public.
HDMC has been chosen for prestigious Best Practice Award-2010 under city corporations' category by Karnataka Urban Development Department (KUDD) in association with City Managers' Association-Karnataka ( CMAK) for its initiative in automized building plan approval system and implementation of volumetric tariff for water supply system.
HDMC is also said to have inspired other corporations in the state to adopt the services being offered by it __ to provide building plans and fixing volumetric water tariff.
According to a KUDD letter available with TOI, HDMC has been chosen for the coveted award "for revolutionizing the way of issuing building plans (building permission)" by adopting technology called Auto DCR software.
Earlier, people had to wait for over 21 days to get building permission. But after the implementation of the new system, people are getting building licence within a week.
The documents furnished by building owners will be loaded into the software. The applicants will be called for clarification, only if found to be violating the norms while constructing building. If not, the licence will be couriered to their address within seven days.
The government is also impressed with the way the corporation implemented the volumetric tariff for water supply in the twin cities. HDMC had earlier fixed flat prices as water tariff. But it has now joined hands with Water Board to introduce volumetric traffic.
Accordingly, the water tariff will be collected as per the consumption of water, instead of fixing uniform tariff to all consumers. If a person uses less water, (s)he will pay less amount.
Speaking to `The Times of India', HDMC commissioner K V Trilokchandra said: "We are happy that the government has recognized our works. The award has further increased our responsibility to deliver better services. We will strive to provide good services to the public."

There is no doubt. It is a marvelous structure. The compund design resembles the one at Rajajinagar. ISKCON does not follow traditional structure of temple being constructed in South India.
In fact in South India too we have Dravidian style of structure followed in TN and Andhra, which is different from many temple structures of Karnataka and Kerala.
I am sure this will be a land mark tourist attraction at Hubli in the years to come. All the best Hubli and ISKCON.

One comment : ISKCON temple is located at Dharwad (Rayapur). Why I am saying this - Last month my distant relatives from Belgaum visited the temple. Thinking it is in Hubli, they travelled all the way to Hubli ( by NWKRTC bus) and then had to travel back to ISKCON temple (Dharwad), in the process losing almost 1 1/2 hours plus additional cost and fatigue. They didn't call one of us before visiting :(
So for those who are visiting the ISKCON temple from north of Hubli-Dharwad like Belgaum/Kohapur, it is better to get down at Dharwad and visit the temple, thus they can save a lot of time and energy

Yes, As Akash already pointed out, the temple is there. It is in existance for about 3-5 years (just a guess). They conduct cultural programs & also Rathotsava in Hubli and Dharwad once a year.
As of now, the temples (Lord Krishna and Lord Balram) are in more like simple rectangular structures. This they are planning to convert into a superb structure with all the bells and whistles. In the end, it will look like a mini Rajajinagar (bangalore) temple version, IMHO.
They have a decent food court also :)

The new Bench will be functional from January 3, said Chief Justice of Karnataka High Court Justice Jagadeesh Singh Kehar here on Friday. He said the decision was taken considering the large number of cases being filed at the circuit Bench here.
Justice Kehar, who visited the circuit Bench for the first time after assuming charge as CJ, was addressing the advocates. He said that 17,000 cases had been filed in the circuit Bench in the last four months and the advocates had appealed to the high court to set up another divisional Bench to clear the cases quickly. Two judges will sit in the new divisional Bench.
Justice Kehar said two divisional Benches will deal with civil and criminal cases separately. He said the number of cases filed at a single Bench in Dharwad circuit Bench was on par with that filed at the main Bench at Bangalore and hence the decision to set up another divisional Bench. He called upon the advocates and judges to work in tandem to ensure speedy justice for the litigants.

Akash/anyone, Any idea what happened to the revised proposal to make part of the road concrete and as a result the project cost had increased to about 175 crores. This revised proposal was awaiting cabinet clearance. I don't have the latest information.

Hinduja’s flagship Ashok Leyland has bagged an order for 600 vehicles from VRL Logistics of Hubli. The order comprises 500 multi-axle vehicle (MAV 3123 model) in the 8x2 configuration, a newly-developed, first of its kind for the Indian commercial vehicle industry along with 100 of the company’s 12-metre buses. The order is cumulatively worth Rs 125 crore, said Ashok Leyland managing director R Seshasayee here on Monday.
Speaking to reporters, he said, “Our entire business strategy revolves around a deeper understanding of customer requirements and pain points to develop transport solutions that best meet their needs.” A case in point is the 3123 (8x2) MAV that we have collaboratively developed with VRL, customiSed to suit their specific load carrying requirements as India’s leading logistic company, he added.
Seshasayee said the MAV 3123 is unique for it is the first time that a CRS engine is being offered on a vehicle platform in India. “It is the only 31-tonner in the country with a 230 HP engine and its 30.5 feet load span makes it ideal to meet VRL’s requirements for weight and volume combination,” he explained.
On the possibilities of Ashok Leyland setting up a man-ufacturing unit in Karnataka, he said the company had been encouraging ancillary industries but power supply was a major constraint for setting up manufacturing unit in the state.

HUBLI: The land acquisition process for Hubli airport expansion has moved a step further with the State Government releasing another Rs. 107 crore for providing compensation to land-losers.
Compensation
Compensation to the tune of Rs. 170 crore has already been disbursed by the Dharwad district administration to various categories of land-losers, including those who gave up house sites, agricultural land and industrial sites for the project.
The land acquisition process began in 2007 after the State Government gave its nod for the project. Although people were willing to part with their land for the project, there was delay in arriving at a consensus on the compensation for various categories of land to be acquired.
Demand
People, including farmers, were reluctant to accept the compensation fixed by the district administration and demanded a better price. Subsequently the Government agreed to revise the compensation and some of the land-losers agreed for the consent award. Since then the Government has been releasing funds in phases for providing compensation to land-losers. Barring some, many land-losers have accepted the consent award.
Deputy Commissioner of Dharwad Darpan Jain told The Hindu that Government recently released Rs. 107 crore for disbursement of compensation.
“In 70 cases, people have accepted the consent award. We will work out the compensation and start disbursing the amount to them at the earliest,” he said.
Mr. Jain said there were cases where the land in question was under litigation and in some other cases efforts to trace the land owners land had proved futile. There were also some people who want to opt for ‘general award'. “We plan to sort out the issues at the earliest and complete the acquisition process within a month. We may require about Rs. 50 crore in addition to what has already been released for providing compensation,” Mr Jain added.
Acquisition
The district administration through the Karnataka Industrial Areas Development Board is acquiring 700 acres of land for expansion of the Hubli airport. Already half of the acquisition process has been completed.
The Airports Authority of India has already prepared a master plan for upgrading the airport to international standards.

HUBLI: Those who have seen the growth of Hubli city from its humble beginnings just can't stop humming the song `Car, car, car, elnodi car...' these days. It seems Hubli has suddenly turned into a car-friendly city with many of them - in various sizes, shapes and hues - whizzing past fellow motorists.
Maruti-800 was once considered a status symbol for many just a few years ago, but not any more. With a change in lifestyle and good disposable income, people's taste has changed, and the same is reflected in their preferring high-end models.
The rise in the demand for cars is put at 100% in the last five years. Sources at RTO said there were only 5,816 cars here in 2005-06. But by 2009-10, it has increased to 12,230. RTO issues 500 light motor vehicle (LMV) licences every month.
Because of this, the narrow and dingy roads of the city are flooded with swanky and luxury cars. The parking lots, which till recently had Maruti-800s and Ambassadors, now flaunt the makes of Hyundai, Skoda, General Motors, Toyota, Ford, BWW S-series, Mercedez Benz, Audi, Nissan and Porsche.
Easy car loan facilitated by banks is said to be one of main reasons for the sudden increase of cars on city roads. To cater to the demand, about 8-10 big car companies have opened their showrooms here. Germany-based Volkswagen is expected to open its showroom shortly.
According to sources at various showrooms, high-end models like Skoda Superb, Laura, Fabia, Tatas Aria, Hyundais i20, i10, Marutis Grand Vitar and Swift are in great demand. "Even middle-class families do not bother shelling out Rs 5-10 lakh for a car," they add.
Veeranna of Honda Showroom said they sell about 15 Honda Civics (each costing Rs 11.11 lakh) every month, while Archana Shetty, general manager of RNS Motors here, said people, unlike earlier, prefer luxury and high-end cars now. "We will sell about 50-60 Swifts in a month," she added.
Sachin Shaw, owner of Skoda showroom, said they sell about 2-3 Skoda Superbs (each costing between Rs 19-24 lakh) a month. "If the trend continues, the city would soon have showrooms of big names like BMW, Audi, Mercedes-Benz, and others," he added.
People treat car as a part of their life, and it has become a necessity for even middle-class people, he added.

My wish has come true. In Managlore BMW will soon open its dealership. Where as M-Benz already has a service centre. I am sure Hubli will soon follow. If the above figures are correct, in no way Hubli should be deprived of BMW dealership. As far as Car ownerships are concerned, Hubli is already in the arena along with Bangalore and Mangalore.

I trust both have their own segment of passengers. People from north of Belgaum and surrounding areas are truly benefited by Belgaum AP. Remember, Belgaum has more Marathi speaking people having close ties with Pune and Mumbai.
People from the southern Part of Hubli may prefer Hubli AP.
However people in between have both the choices. This has given more chices to the people. If you could not get ticket from Belgaum, book from Hubli. Else, you always have Bangalore and Mangalore flying to Mumbai with good amount of frequency.

Hence Belgaum needs a bigger AP with connectivity to major cities like Bangalore, Mumbai, Mangalore. People from Belgaum should not be dependent on Hubli AP for everything.

It is not the picture. Although Hubli is commercially better placed than Belgaum, it does not mean that Belgaum is a ZERO. Lot of industries, Educational institutions are already there in Belgaum and a big Aerospace SEZ is being set up.
We can't bluntly say that the proposed flight is just connecting international flight. I had been the frquent traveller between Belgaum and Mumbai, and I have seen many people among the upper economical class living in Belgaum have links with Mumbai for business and social connections.
There could be the ratio of 70:30 between Domestic and international travellers, which is often seen in, inbound air traffic towards Mumbai.

Kingfisher Airlines is to launch Mumbai-Belgaum daily flight operations from January 10. The airline is also introducing new flights from Mumbai to Jabalpur and Indore.
The airline is to offer its premium economy service — Kingfisher Red and is expected to operate its ATR fleet. The Mumbai-Belgaum fare is priced at Rs 3,999 for one way.
Mumbai-Belgaum flight (IT-4131) will depart from Mumbai at 1.20 p.m. and arrive at Belgaum at 2.40 p.m. Belgaum-Mumbai flight (IT-4132) will depart from Belgaum at 3.10 p.m. and arrive at Mumbai at 4.30 p.m.
“These flight tickets are open for sale from today (December 27). The flights to Belgaum will commence from January 10 while the flights from Mumbai to Jabalpur and Indore will commence from January 24,” said Mr Manoj Chacko, Executive Vice-President - Commercial, Kingfisher Airlines,in a release.

BCCI demand
The Mumbai-Belgaum and Belgaum-Bangalore flight operations had been the long standing demand of the Belgaum Chamber of Commerce and Industries (BCCI).
“The Mumbai-Belgaum flight has come as a surprise to us. We were expecting Bangalore-Belgaum-Mumbai operations,” said Mr Jaideep Siddannavar, President, Belgaum Chamber of Commerce and Industries (BCCI).
It may be recalled that a trade delegation of BCCI had met Kingfisher Airlines' Chairman, Mr Vijay Mallya, in New Delhi and had urged him to commence flight operations from Belgaum city.
Assurance to this effect was also given by the Union Civil Aviation Minister, Mr Praful Patel.

KF operates A319, A320 or A321 on its Mumbai - Mangalore sector and ATR72 on the Bangalore-Mangalore sector.
And for Hubli, Mysore and now Belgaum it will be ATR42 or ATR72.

BELGAUM: An action plan of Rs 35.47 crore has been readied to develop basic infrastructure in Belgaum city in the wake of World Kannada Meet (WKM) scheduled here for the second week of March.
Belgaum City Corporation (BCC), the public works department (PWD) and Belgaum Zilla Panchayat (ZP) have submitted the plan to the district administration, which will be forwarded to the government for sanction.
Of the Rs 15.27-crore plan, Rs 4.48 crore has been earmarked for road development, and Rs 4.87 crore for footpaths. Plans are also afoot to develop gardens, build road dividers, additional footpaths at Fort Lake, renovate main market, Kuvempu Hall, and painting of roadside walls, etc.
PWD has demanded Rs 18.80 crore for taking up works on 24 roads in the city. This apart, it will repair and paint 27 government office buildings off main roads at a cost of Rs 1.60 crore. With an estimated cost of Rs 2.50 crore, it plans to construct five arches at the entrances to the city __ near Sambra Road, Bachi Road, Peeranawadi Road, KLE Road and near Sankam Hotel.
PWD will also develop the district stadium, the main venue of the event. Development of pavilion gallery, hand rail, building toilets, waterproof pandal, VIP gallery, etc, are some of its other responsibilities. Parking space for vehicles will be made available on KEB premises.
ZP has sought Rs 1.40 crore to take up repair work of 40 government schools and hostel buildings. It will have to ensure toilet and drinking water facilities at these buildings as they would turn lodge for the delegates. A road will also be built between Desur Cross and Golf Cross.
"It's a preliminary action plan and there are chances of addition and deletion of some works," said DC Ekroop Kaur. The CM may hold a meeting with various committees formed for the purpose in Bangalore on January 7, she added.

Jan. 1: Kingfisher Airlines has decided to resume air service to Belgaum from Mumbai, after a two-year long suspension of flights between the two cities. According to sources, the airlines will operate Mumbai-Belgaum and Belgaum-Mumbai flights everyday starting from January 10. A decision on when to introduce Bengaluru-Belgaum flights is yet to be taken by the airlines company.
People of Belgaum and its surrounding region are increasingly dependent on Mumbai, for business and industry. Recently, a delegation of industrialists and businessmen, under the leadership of MPs from Belgaum, met Union civil aviation minister Praful Patel, demanding the immediate resumption of flights from Belgaum to Bengaluru and Mumbai.
“Kingfisher Airlines, which had decided to start flights from Bengaluru and Mumbai to Belgaum by December 15, had to postpone them due to some reasons. The Mumbai-Belgaum flight will leave Mumbai at 1.20 pm, and arrive at 2.40 pm in Belgaum. The return flight will leave Belgaum at 3.20 pm, and reach Mumbai at 4.30 pm,'' sources said. The timing of the flights has been scheduled, based on the convenience of people and industrialists in Belgaum.
A large number of industries in Belgaum district depend on the Mumbai market for raw materials. They are finding it difficult to run their businesses effectively, ever since the flights were suspended about two years ago. “For the last two years, we had either to take the Mumbai flights from Kolhapur or Goa, or travel by bus or train. The introduction of flights to Mumbai will give a boost to industrial development on the state’s border,” said industrialist Sandeep Patil.
Sources said that Kingfisher Airlines was awaiting approval to start flights to Belgaum, from both the Chennai and Mumbai sectors. However, only Belgaum-Mumbai flights are being introduced following the approval given by the Mumbai sector. “The flights to Belgaum from Bangalore will fly only after the Chennai sector gives its clearance. The Chennai sector is in the process of giving clearance, and within some days the Bangalore-Belgaum flights would start,'' sources said.
The state government has provided the needed infrastructure at Belgaum airport, as demanded by the airlines. The up-gradation of the airport is about to be completed, which will allow for the landing of bigger planes as well. According to MP Suresh Angadi, the airport is equipped with all the facilities needed to land any aircraft.

Hubli: Pralhad Joshi, MP, has said that the much-needed widening of the Dharwad-Belgaum stretch of Pune-Bangalore NH4 will be converted into a six-lane road and the work was likely to begin by January-end.
Mr. Joshi has said in a press release issued here on Sunday that the tender process for the widening of the road stretch between Narendra (Dharwad) and Hanaga (Belgaum) has been completed.
Mr. Joshi has said that Maharashtra-based Ashok BuildCom has been shortlisted for the work of converting the existing four-lane road stretch of 79.36 km into a six-lane road.
The Rs. 600 crore worth work would be executed on “Design, Finance, Build, Operate and Transfer” (DFBOT) model and the work is likely to commence by January-end, the release added.
In a separate letter, Mr. Joshi has thanked the Union Minister for Surface Transport and Highways Kamalnath for giving the nod for the project considering the demand of the people of the region for widening of the national highway between Dharwad and Belgaum in view of the increased traffic on the route.
Dharwad-Haveri Road
Mr. Joshi has also urged Mr. Kamalnath to take steps to widen the four-lane road stretch of 105 km on NH4 between Dharwad and Haveri into a six-lane road as there was heavy vehicular movement just like the Dharwad-Belgaum road stretch.
Bypass road
In his letter Mr Joshi has mentioned the fact that although the bypass road connecting Hubli-Dharwad was part of the four-lane national highway, it still continued to be a two-lane road affecting the vehicular movement.
He has said that in terms of traffic density there was not much difference between Dharwad-Belgaum and Dharwad-Haveri road stretches.
Survey report
Questioning the survey report that termed the widening of Dharwad-Haveri stretch as commercially unviable, Mr. Pralhad Joshi urged the Minister to initiate measures to apply the same guidelines of traffic density to this road stretch as was applied in case of the Dharwad-Belgaum Road.
Underpasses
Mr. Joshi has also underlined the need for constructing underpasses on the national highway at Varur near Hubli and other places and proper service roads near Shiggaon in Haveri district.

Kingfisher Airlines launches service to Mumbai.

Finally, Belgaum has found place on air map after a one-and-a-half year gap. Today, Kingfisher Airlines launched its Mumbai-Belgaum-Mumbai (IT-4131) flight operations.
According to a senior Kingfisher Airlines official, the service has been introduced based on the feedback got from passengers flying out of Hubli.
For this route, the airline is operating ATR and is offering its premium economy service - Kingfisher Red.
“The inaugural booking has been encouraging; we have introduced attractive fare of Rs 1,999 for one way and Rs 3,799 for return trip from Belgaum. This is valid for January. At present, we have got a daily average of 25 to 40 bookings ,” said Mr H. Rashid, Airport Manager-Belgaum, Kingfisher Airlines.
Commenting on the inaugural flight out of Belgaum airport, Mr A Haridas, Airport in-charge, Airports Authority of India (AAI), said “We were ready for this event in the beginning of 2010. But, the airline operator chose to operate only now. There is lot of demand from Belgaum to Bangalore, I am sure the operator will take it into account and fulfil the demands of this city, when itplans itssummer schedule.”
Welcoming the resumption of flight operations, the Belgaum Chamber of Commerce and Industry (BCCI) said, “We are very much thankful to Kingfisher Airlines for this. We were waiting for this moment for a long time.”
“The present proposed departure time of the light is in the afternoon. Leaving Belgaum city in the afternoon and reaching Mumbai by evening may not serve the purpose of business community ,” said Mr Jaideep Siddannavar, BCCI President.
“Odd time service may not generate good numbers (of passengers). But, keeping the city's proximity to Bijapur, Kolhapur, Bagalkot and Savantvadi, the morning flight may benefit both the passengers and the service provider,” he added.
According to Mr Mallikarjun Jagajampi, BCCI Secretary, “Morning flight to Mumbai and early resumption of Belgaum-Bangalore flight operations will serve our purpose of having air service. It enables us to reach Mumbai or Bangalore morning to attend to our official work on time and return the same evening.”

DHARWAD: Seven roads connect Dharwad to the outer world, and their condition is much to be desired. The road from Belgaum that passes through Dharwad was a national highway ( NH4) till recently. But now, it has lost its NH status after being declared "state highway" following the construction of bypass.
The authorities are busy filling the potholes on all the roads that were asphalted just a few months ago. The 38-km stretch between Dharwad and Savadatti had been relaid just a few months ago at a cost of Rs 14 crore. But the road is back to pathetic condition. It is shocking that even after spending crores, the condition of the road is worse. The PWD had taken up the work and the officials cite flash floods as the reason for roads going bad.
The road between Dharwad and Hebsur is riddled with potholes. It had been relaid at a cost of Rs 1.5 crore. However, Kalghatagi-Dharwad and Halyal-Dharwad roads are in relatively better condition.
The work on converting Dharwad-Belgaum Road into six lanes is in progress. However, the same is not true with the Dharwad-Ramnagar Road that connects Karnataka and Goa. Public works minister C M Udasi had performed the bhoomi pooja with much fanfare on November 7 in the presence of RDPR minister Jagadish Shettar and others. But the work did not start as the forest department has not cleared the project that envisages doubling of the road at a cost of Rs 237.60 crore.
Hyderabad-based GVR-RMN-Pratyusha Companies consortium named GVRMP Dharwad-Ramnagar Tollway Private Ltd has been assigned the work on the 61.50-km stretch on build-operate-transfer (BoT)/ viability gap funding (VGF) basis.
The proposal to convert Hubli-Dharwad Road into a four-lane stretch may also hit a hurdle. There is water pipeline on one side of the road and the widening has to be taken up by acquiring land on the other side. Those owning the land along that side may resist land acquisition.

engineer.akash January 12th, 2011, 07:34 PM DHARWAD: Dharwad DC Darpan Jain has clarified that there are no hurdles for the work on Dharwad-Ramnagar Road that connects Karnataka to Goa.
Speaking to TOI on Wednesday, he said the width of the road is restricted to the existing width of the forest area, and as such, there is no problem for clearance from the forest department.
He said the contractor is setting up his plant machinery for the road and the work on laying the water line has started in Dharwad city.
On converting Dharwad-Hubli Road into a four-lane one, he said there are no hurdles in land acquisition. "There is no resistance to land acquisition. Nearly 90% of the stretch is clear. To address quality issues, we got sanction for 13-km concrete stretch between Hubli-Dharwad.
Land acquisition for roads is not a problem: Dharwad DC
No city road can be done properly without utility management/ shifting. It is part of work, and not a hurdle," he asserted.
Jain said that roads/ projects have progressed fast in other states because of positive environment for land acquisition. "Positive environment is necessary as the owner of land gains on account of land value appreciation after four-laning of the road. In fact, there is concept of imposing betterment levy on all properties benefiting from works like four-laning of roads," he said.
The DC said Hubli-Laxmeshwar Road, which had been laid at a cost of Rs 236 crore, is of good quality. The work has been completed in record time.

HUBLI: Even after the Zilla Utsav that is scheduled to be held this month end in Hubli-Dharwad is over, the people of Hubli will have something to remember and relish every time they walk past the IT Park.
Beautiful colourful paintings showcasing the rich cultural heritage of Karnataka, historical monuments, the colourful countryside, flora and fauna have started “appearing” on the walls surrounding the Mahatma Gandhi Park (Indira Glass House) and facing the IT Park. Already several pieces of art works in myriad colours have “come to life” on the compound wall in the last one week and artist B. Maruti is leading a team drawn from various districts.
While artists like Manju Gouar, Ashok C. Pratap Bahuroopi, N.M. Datnal, Yogish, and Yamanur have joined hands with Mr. Maruti, several young artists from the districts of Dharwad, Belgaum and Davangere have been roped in to participate in the beautification drive of the city.
In the past, several artists had initiated a similar programme in association with the Hubli-Dharwad Municipal Corporation in Hubli and thanks to their efforts the compound of the Lamington High School wears a colourful look now.
“The district administration wanted to take up beautification drive in the wake of annual zilla utsav and we wanted do something that will be remembered and relished even after the cultural fest. In all, 15 artists and some art students have joined hands with us in this endeavour,” said B. Maruti, president of Chittara Kala Balaga, based in Dharwad.
The district administration is providing the “acrylic colours” required for making the painting. “We are not charging anything for the work. But the district administration has assured us that the young artists who have joined hands with us in the work of beautifying the city will be given a honorarium”. The artists have chosen not to paint religious structures and historical personalities on the compound walls only to prevent chances of miscreants from disfiguring them. They plan to finish the work of covering 300 metres compound with beautiful paintings before the start of the zilla utsav.

DHARWAD: Tourism minister G Janardhana Reddy will inaugurate the beautified Sadhanakeri Lake here at 5.30 pm on Thursday. District minister Jagadish Shettar and other elected representatives will be present on the occasion.
Sadhanakeri Lake had been a source of inspiration to Jnanpith awardee poet Da Raa Bendre. It is now ready to inspire new-generation Bendres with a new serene look. The lake and its surroundings have been given a facelift under Baaro Sadhankerige Project sanctioned by the department of tourism, Government of India, thanks to efforts by MP Pralhad Joshi. DC Darpan Jain has ensured that there is no compromise on the quality of work.
The area, spread over eight acres, has been transformed into a park housing an amphitheatre, a musical fountain, boating facility, canteen, walk way, good landscape, playing equipment for children, etc. Nirmiti Kendra has given the lake a facelift at a cost of Rs 2.58 crore.
Measures have been taken for illuminating the park and also creating parking facility. There are toilet blocks in and outside the park.
Two paddle boats and a mechanical boat will be operational for the public. The park, which is now a plastic-free zone, will also host cultural programmes at its amphitheatre during weekends.

The lake facing Bendre's house “Sri Mata” and has been a source of inspiration for Bendre, who has special love and affection for this natural loch hiding amazing natural beauty in it. He is next only to ancient poets Pampa and Harihara to reflect the beauty and bounty of the nature in his works. Naturally, the lake adjacent to his house influenced his emotions and poeticism”. The lake was in appalling conditions due to lack of maintenance. Today, after overcoming several hurdles, it is gleaming with a new look and as Bendre wished, greets the people to its folders so that they come and refreshed in its serene atmosphere.
Those who have seen the lake a few years ago will be astonished by its look after its charm and serenity had been restored at a cost of Rs. 3.5 crore.
The park area gained an enchanting look as it has been exquisitely landscaped with green pastures and plants with colourful flowers.

Belgaum: In what might be considered an act of “Gandhigiri”, activists of the Rajiv Gandhi Brigade took matters into their own hands and asphalted the road at Gogte Circle to shame the authorities for doing nothing for the past several months.
The activists of the Brigade had been complaining about the bad road and the plight of vehicle users passing through the Gogte Circle, which had developed a large number of potholes in different sizes near Railway Station and on the busy Belgaum-Goa Road. But, the Belgaum City Corporation officials allegedly refused to repair the road stating that the area came under the Belgaum Cantonment Board. The activists received the same reply from the board.
Not knowing what to do, the activists led by brigade's president Mahesh Kugji raised money and material to repair the road. Their effort did not go unnoticed or without any impact. A member of the board rushed to the spot. Embarrassed at the turn of events, the board member promised to take up the repair works on all roads coming under the board. With that, some of the activists shouted “long live gandhigiri”.

The Permanent Multipurpose Exhibition Centre at Hubli-Dharwad for north Karnataka region finally materialises. The ground-breaking (Bhoomi Puja) ceremony for the centre is being held on Saturday.
The exhibition centre is a partnership with the State Government and Hubli-based Karnataka Chamber of Commerce and Industry (KCCI). To build the centre a special purpose vehicle (SPV) - Hubli-Dharwad Permanent Exhibition Centre – was floated recently.
According to Mr Darpan Jain, Dharwad Deputy Commissioner, the Karnataka Rural Infrastructure Development Ltd (KRIDL) has been entrusted with Rs 30 lakh worth of work of developing the layout for the centre along with the work of constructing the roads and drains.
“We have already entrusted the work to KRIDL and it will begin the work immediately after the formal ‘bhoomi puja' for the exhibition centre on Saturday,” added Mr Jain.
The total cost of the exhibition project is expected to be Rs 15 crore. The centre is to come up at Amargol on the Pune-Bangalore National Highway. The KCCI has already paid Rs 1.2 crore as its share to buy the land from the Agricultural Produce Market Committee.
“The Karnataka Government's Department of Industries and Commerce (DIC) is the facilitator for the project and is contributing 85 per cent of the project cost. KCCI, the other partner has to mobilise the rest of the resources,” said Mr Maltesh Jeevannavar, Joint Director, DIC-Dharwad.

DHARWAD: Tourism minister G Janaradhana Reddy has promised to sanction funds for the construction of a stadium of international standards in Hubli-Dharwad, provided the local administration spared 25 acres of land.
Inaugurating the indoor stadium here on Thursday, Reddy said he would make budgetary provisions for the construction of a stadium at Navanagar as demanded by the locals. His promise came after MP Pralhad Joshi raised the issue.
Reddy called upon the youth to make proper utilization of facilities available to excel in sports. He said a state-of-the-art stadium of international standards is coming up at Bellary at a cost of Rs 120 crore under PPP model. Similar efforts can also be thought of in Hubli-Dharwad, he said. District minister Jagadish Shettar and Joshi were present.
Earlier, DC Darpan Jain explained the facilities available at the indoor stadium and appealed to the minister to provide an annual grant of Rs 25 lakh for the maintenance of the stadium.
Reddy also inaugurated the beautified Sadanakeri Lake built under Baaro Saadanakerige Project.

BANGALORE: The IT state has reason to smile. Four electronic hardware parks in the form of clusters are on the cards in several parts of Karnataka.
After the cabinet cleared the IT and electronic hardware policies 2011 on Tuesday, the government is focusing on developing electronic hardware clusters in Bangalore-Tumkur, Shimoga-Hassan, Hubli-Dharwad and Mysore-Nanjangud, besides giving fillip to IT industries and innovative parks in tier-II and III cities.
"At least 500 to 1,000 acres of land have been identified for the parks," higher education minister V S Acharya said. The sector accounts for 20% of the state's gross domestic product (GDP) and achieved software export target worth Rs 75,000 crore this year.
In another major policy decision, the cabinet decided to withdraw tax exemption granted to tertiary sector activities in export-oriented SEZs located in the city. Tax concession will now be available only to units that engage in production of export-oriented products, Acharya said.

The IT dream in north Karnataka has just gotten more distant. In a surprising volte-face, the state government has proposed shifting the new Indian Institute of Information Technology (IIIT) from Gulbarga to Dharwad.
Earlier this month, the state government had announced that a new IIIT would be housed at Gulbarga as part of the 20 such institutes being set up by the Centre across the country. But the state government has now written to the Centre to locate the new IIIT in Dharwad instead of at Gulbarga.
Confirming the move, state Higher Education Minister V S Acharya said the IIIT was being shifted as Gulbarga already had two universities—a central university and a state university. “Moreover, the Employment State Insurance Corporation (ESIC) is establishing a medical college and hospital in Gulbarga. Since there is a constraint on land, we decided to shift the IIIT to Dharwad,” he said.
Acharya said Dharwad was chosen as Hubli-Dharwad was the second largest city in Karnataka. “Dharwad has a very supportive academic environment, and we felt that it would be better suited to have the IIIT in Dharwad,” he said.
Since Karnatak University in Dharwad was nearly 50 years old, it would provide a supporting environment for the IIIT. The state government will now have to identify around 50 acres to hand over to the Central government.
Interestingly, Hubli-Dharwad already has a functional IIIT. With the present proposal, the twin city will have two IIITs. The Bangalore unit of IIIT has opened a centre in Hubli that offers a finishing school programme in collaboration with the IT industry. Currently, it offers certification programme in Information Technology Management, and Embedded and Real Time systems. The institute has also been holding special recruitment drives for students from the region.
The IIIT will be established on a private-public partnership model, with Centre bearing 50 per cent of the cost of establishing the institute. The state government will bear 35 per cent, and industry will bear 15 per cent of the total cost. The capital expenditure will be around Rs 128 crore, while the Centre will provide partial support towards recurring expenditure of upto Rs 10 crore to the IIIT depending on requirements.

engineer.akash January 26th, 2011, 09:38 PM DHARWAD: It seems the citizens of Hubli-Dharwad are not destined to get uninterrupted supply of fresh, clean water everyday. One or the other reason is coming in the way of completion of projects that aim at providing 24x7 drinking water.
Earlier, the shortage of water in Malaprabha reservoir was forcing the administration to ration water. But after that problem was addressed, thanks to abundant water in Renuka Sagar, technical snags and power failure are depriving the people of regular water supply.
The government has been preparing plans for Malaprabha III stage project and releasing funds, but the progress in the implementation of the projects has been far from satisfactory.
In fact, Dharwad minister Jagadish Shettar, who inspected the work progress last week, was shocked to see the slow pace of work in laying the pipelines from Aminabhavi to Dharwad and Hubli. He threatened to initiate a probe by the Lokayukta into the slow pace of work. The "alleged" failure to complete the work would result in Hubli getting Malaprabha water once in eight days and Dharwad, once in six days in the days to come.
The project involves laying a parallel pipe line from Savadatti to Aminabhavi covering a distance of 30 km, installation of 110-KV transformer and two 1,500 HP pumps at Savadatti besides upgrading the treatment plant at Aminabhavi.
The project, when completed, enables supply of 32 million gallons of water per day (MGD) from Malparbha reservoir. As of now, the bulk water supply is 16 MGD. It will also enable direct supply of water from Aminabhavi to Hubli, which was hitherto via Dharwad. The twin cities would be able to get 40 MGD of water with Neerasagar contributing 8 MGD.
Officials say 20 km of the 29-km pipeline has been laid, while the work on the remaining 9-km line has been hit due to problems in land acquisition. The farmers on whose land the pipelines would be laid are demanding adequate compensation. With standing crop in the farms, the farmers are objecting to dig the land for pipelines. They want to be compensated first, the officials said.

engineer.akash January 29th, 2011, 08:27 PM BELGAUM: Cantonment Board Belgaum (CBB) will collect toll from vehicle users at the entry points of Belgaum from April 1 under Section 67 (C) of Cantonments Act-2006.
Announcing this at a press conference here on Friday, CCB chief executive officer Vijay Rajak said the move follows central government's permission to collect toll at all the 62 cantonment areas across the country.
In Belgaum, the toll-collecting booths will be installed at Congress Road, Circuit House, Congress Road, Military Vinayak Mandir, Ganeshpur Circle, Benon Smith High School, Sanchayani Circle and Gogte Circle.
The toll fixed for different vehicles are as follows: private buses __ Rs 20, private trucks __ Rs 20, mini commercial vehicles __ Rs 15; three-wheelers/ autorickshaws __ Rs 15, tractor and tailors carrying goods __ Rs 15, and tempos __ Rs 10.
Vehicles belonging to state and central governments, ambulances, state owned transport buses, vehicles deployed on election duty and buses carrying schoolchildren have been exempted.
Rajak said the Board has approved the widening of National Highway-4 passing through CBB. However, National Highway Authority is yet to decide on that. "Even though CBB is associated with Belgaum city, it did not get any share in the Rs 100-crore special grant sanctioned for Belgaum City Corporation," he claimed.

DHARWAD: A new truck terminus will soon come up on a 7.26-acre land at Belur Industrial Area off Dharwad. The terminus, being developed at a cost of Rs 8 crore, will accommodate 184 trucks. Facilities like dormitory, drinking water, retail shops, toilets, dhaba and police station will also come up there.
District minister Jagadish Shettar visited the site on Monday along with DC Darpan Jain. He said the project launched in September 2010 would be completed before December this year. "A proposal has been submitted to the government, demanding funds to construct a hi-tech truck terminus at Anchatgeri near Hubli. Once the funds are sanctioned, the work on the terminus will be taken up on 50 acres," he added.

HUBLI: Hubli is growing rapidly with big commercial complexes mushrooming, but the city is still facing infrastructure problems, especially those relating to parking because of the rise in the number of vehicles.
The stretch between Koppikar Road and Coin Road, being one of the busy streets of the city, is always flooded with people flocking to commercial complexes, nationalized banks, National Market and cinema halls there.
Shoppers coming here struggle a lot to park their vehicles, thanks to the absence of proper parking facilities. HDMC has made some arrangements to park two-wheelers on either side of Coin Road, but there is no space for cars. Durgadabail-bound bikers often park their vehicles on this street, while the cars are parked on Koppikar Road. The stretch often gets gridlocked because of unscientific and haphazard parking on roads, footpaths and near shops and banks.
Speaking to `The Times of India', Suresh Patil, a sales executive, said: "It's difficult to find parking space on the road, which is located in one of the main shopping hubs of Hubli. It is common to see vehicles parked on road and footpaths. The corporation should provide a good parking facility here," he added.
Businessman Manjunath Takur said there is no parking space for cars. "At times, we have to park our vehicles on Koppikar Road, which is brimming with vehicles. We have to wait for long to park the vehicles at the space provided by HDMC. That space is too small," he claimed.
"It's indeed a Herculean task to go to shops or banks with their losing access from the main road, thanks to haphazard parking," said Manjula, a bank customer.
"The parking space between Koppikar Road and Coin Road is less when compared to the vehicular population," said Gouse, who collects parking fee on Koppikar Road.
The people of Hubli are banking on HDMC authorities to come up with a comprehensive plan to provide parking facilities in busy and important streets of the city.

engineer.akash February 5th, 2011, 08:09 PM Hubli, Feb. 4: Development of Hubli-Dharwad twin cities was bogged down by the shortage of drinking water supply. Industrial growth was also hampered as the citizens get water supply once in a week. However, the Malaprabha third stage project has raised hopes among the people.
Malaprabha dam and the Nirsagar reservoir have been the main source of drinking water for the twin cities. 113 million litres per day (MLD) is being supplied from these sources. The corporation is finding it difficult, to supply water even once in a week, from these reservoirs. Now, the twin cities will get additional 68 MLD water from the new purification plant, which will be ready at the end of April. The project is part of the Rs 210 crores third stage Malaprabha drinking water project.
An additional water pipeline has been laid, from Saundatti of Belgaum district to Amminbavi near Dharwad, under the project. The twin cities had problems in water distribution. Deputy Commissioner Darpan Jain said that Tata Consultancy Service has taken up a survey of the distribution network, and would submit the design for its improvement. He also said that this will ensure abundant water until 2026, and soon the municipal corporation will become the first local governing body in the state to get regular water supply.
The Karnataka Urban Water Sector Improvement Project (KUWASIP), assisted by the World Bank, has been successfully implemented in the twin cities, where eight selected wards are getting water round the clock. The success has prompted elected representatives to extend the facility to all the 67 wards in Hubli-Dharwad. The new project includes installation of an additional pipeline from Malaprabha reservoir, bulk water lifting from jackwell, and proper distribution. If this is implemented, then the remaining 59 wards will receive water supply in a phased manner all through the week.
“We have a proper system in place with enough storage capacity, and adequate staff for water supply. However, officials have failed to provide proper water distribution. Therefore, we need an independent board to handle the water problem like the one set up in Bengaluru,” former mayor Pandurang Patil said.

HUBLI: People who have grown tired of the laxity of sweepers who are supposed to keep their streets clean can smile as the Hubli-Dharwad Municipal Corporation has proposed to introduce a street sweeping machine to do the job instead.
Sources from the corporation said owing to a shortage of pourakarmikas, HDMC found it difficult to keep the city clean. Authorities are hoping the machine will solve the problem.
The machine, mounted on a truck, will be taken through all the important streets of the city like Lamington road, Koppikar road, Dajiban pet, Coin road, Station road, Vidyanagar and others daily, said Dr Trilokchandra, commissioner, HDMC.
"It is a fact that we are finding it difficult to clean all the streets with the existing strength of cleaning staff. We have decided to have the sweeping machine to ease the burden on the staff."
He said there were two types of machines available - one was imported while another was locally made. "We are planning to have the latter here. It costs around Rs 15 lakh," he said.
"We have already sent a proposal to the state government for its approval and are hoping it will be sanctioned next week. We will call tenders in a few weeks and have the machine in the city in the next two months," he said.
He also said, "Initially, we will have one machine. If it works to our expectations, we will have one more machine which collects garbage and sucks dust. A driver will handle the truck."

HUBLI: The International Society of Krishna Consciousness (Iskcon) will build a main temple and grand cultural complex at the existing temple premises at Raypur located between Hubli and Dharwad, which will be a unique blend of Hoysala architecture and modern architecture.
According to Iskcon Hubli-Dharwad unit president Rajiv Lochan Dasa, the grand cultural complex will showcase the country's glorious tradition of art, architecture and heritage.
The temple and the cultural complex, which will be beautiful synthesis of traditional South Indian temple architecture and modern facilities and its base, has been designed after the famous “Chennakeshava Temple” at Belur in Hassan district.
The main ‘Shikara' is designed after the famous Galganatha Temple at Pattadakallu. The well-preserved northern superstructure (rekha-nagara shikhara), topped by amalaka and kalasha, is the striking feature of the Galaganatha temple. It will have intricately carved pillars, ornately sculpted figures exhibiting various themes from puranas, ornamental arches, and traditional gold “kalashas” crowning the temple.
The temple will have one swagata-gopura (welcome tower, representing the Lord's feet), one raja-gopura (grand tower, representing the Lord's navel) and one vimana-gopura (tower above the deities' chamber, representing the Lord's head).
The complex will have a prayer and meditation hall and a traditional kalyani for float festivals.
The master project will be called “Glory of India and Pride of Karnataka” and has been designed by a team of architects led by Madhupandita Dasa, President, Iskcon Bangalore, who has designed the famous Iskcon Bangalore temple.
The project will have 2.5 lakh sq. ft. of built up area.
As per the project, the cultural complex will be surrounded by a lush green landscape and will have a state of the art multimedia theatre and will showcase the values of Vedic culture through films, sound and light shows, video and audio animatronics.
The complex will house a heritage auditorium and open air theatre which will be used for nurturing talents through heritage and cultural festivals. In addition to it, the cultural complex will have cultural and spiritual theme park for showcasing the glorious heritage through entertainment.

According to Mr. Dasa, Chief Minister B.S. Yeddyuappa has consented to perform the ‘bhoomi puja' for the “Sri Radha Krishna Temple and Cultural Complex” on February 13.

They can do it with the click of a mouse. After Bangalore, Hubli-Dharwad is in the process of becoming the second corporation in the state to introduce online payment of property taxes.
HDMC commissioner K V Trilokchandra told reporters here on Saturday that they have sent a proposal in this regard to the government. The related tender process will begin shortly.
Once the facility is introduced, people can pay their property tax through net banking, credit/ debit cards, mobile banking or even through the interactive voice response of landline phones. Initially, the user can only make online payments after knowing his/ her dues from HDMC.
After the facility gets upgraded in the second stage, the user will know about the outstanding dues just by entering the PID number in the website. The website will also have a calculator through which (s)he can find out whether the figures are correct or not.
The work on preparing a data base of property taxpayers of the twin cities is underway. There are about 2.3 lakh taxpayers in Hubli-Dharwad. Last year, property tax worth Rs 24 crore was collected, while the average performance in property tax collection stood at 85%. This year, the civic body has already collected Rs 21.8 crore.
Trilokchandra said through the upgraded facility, citizens can also pay for other services provided by HDMC.

हुबली के रिहायशी इलाके विद्यानगर को नेशनल हाइवे-4 से जोड़ने वाली ये सड़क पिछले 25 साल से बदहाल थी. इस सड़क पर बड़े-बड़े गड्ढे थे, इसके किनारे टूट गए थे और जगह-जगह धँसाव था.
डॉक्टर सिंधूर के घर से उनके नर्सिंग होम तक जाने वाली ये सड़क आम लोगों के लिए मुसीबत बन गई थी और स्कूली बच्चों के लिए एक ख़तरा थी.
साल दर साल स्थानीय प्रशासन से शिकायतें करने के बाद भी जब सड़क की मरम्मत नहीं की गई तो डॉक्टर सिंधूर ने ख़ुद ही कुछ करने का फैसला किया.
इलाक़े के लोगों से बातचीत के दौरान उन्हें सूझा कि क्यों न इस सड़क का बीमा कराया जाए और बीमे की रकम से ही सड़क की मरम्मत कराई जाए.
मुहिम
डॉक्टर एमसी सिंधूर (बांए से दूसरे) इस मुहिम को देश के सभी शहरों तक पहुंचाना चाहते हैं.
डॉक्टर सिंधूर ने बीमा संबंधी नियमों की जानकारी ली और जाना कि बीमे के लिए सड़क के गुणवत्ता सर्टिफिकेट की ज़रूरत है. इसके लिए वो स्थानीय प्रशासन के पास पहुंचे.
उन्होंने बताया, ''किसी भी वस्तु का बीमा उस पर मालिकाना हक़ रखने वाले व्यक्ति या संगठन की रज़ामंदी के बग़ैर नहीं हो सकता. सड़क एक सार्वजनिक संपत्ति है जिस पर प्रशासन का मालिकाना हक़ है. प्रशासन की ज़िम्मेदारी थी कि वो हमें गुणवत्ता सर्टिफिकेट दे और इसके लिए उन्होंने तुरंत सड़क की मरम्मत कराई.''
सड़क की शुरुआती मरम्मत के बाद भी लोगों ने बीमा कराने का फ़ैसला नहीं बदला. बीमे की काग़ज़ी कार्रवाई के लिए हुबली नगर पालिका की ओर से अनापत्ति प्रमाण पत्र यानी एनओसी की भी ज़रूरत थी.
नागरिकों की जागरुकता को देखते हुए जल्द ही एनओसी मिल गया और 2007 में 303 रुपए के सालाना प्रीमियम पर ओरिएंटल इंश्योरेंस कंपनी के ज़रिए सड़क का दो लाख का बीमा हो गया.
ये भारत का पहला ‘सड़क बीमा’ है. यानी भारत की पहली ऐसी सड़क जिसकी मरम्मत की ज़िम्मेदारी अब बीमा कंपनी पर है. इस बीमे के तहत सड़क को होने वाले किसी भी तरह के नुक़सान के लिए मरम्मत का पैसा कंपनी को देना होगा.
प्रशासन साथ दे और आम लोग आगे आएं तो भारत की हर सड़क का बीमा हो सकता है. भारत सरकार नई सड़कें बनाने के लिए एक लाख करोड़ खर्च करने की योजना बना रही है. इस पैसे के छोटे से हिस्से से अगर सड़कों का बीमा करा दिया जाए तो हमारी सड़कें हमेशा तंदरुस्त रहेंगी.

सड़क की टूट-फूट संबंधी किसी भी शिकायत का मुआयना कंपनी के इंजीनियर करते हैं और मरम्मत का पैसा सीधे नगर पालिका के खाते में जमा करा दिया जाता है.
ओरिएंटल इंश्योरेंस कंपनी के हुबली प्रभाग के वरिष्ठ अधिकारी के अनुसार, ''नई पॉलिसी के तहत किसी भी तरह के प्राकृतिक नुकसान के लिए नुकसान के अनुपात में छह लाख तक का हर्जाना दिया जा सकता है. 2007 से अब तक हुई एक बार की मरम्मत में 4 हज़ार का खर्च आया है.''
पारदर्शिता
विद्यानगर मंदिर मार्ग अब एक खुशहाल सड़क है, जिस पर सरपट गाड़ियां दौड़ती हैं और पानी नहीं भरता.
डॉक्टर सिंधूर के मुताबिक़ पहले जहाँ सरकारी और निजी कारणों से की जाने वाली खुदाई के बाद सड़क टूटी पड़ी रहती थी, वहीं अब बीमा कंपनी के डर से सड़क की मरम्मत का काम तुरत-फुरत हो जाता है.
नागरिकों को उपलब्ध जानकारी के चलते मरम्मत का काम भी लाल फ़ीताशाही के मकड़जाल में नहीं फंसता.
2011 के लिए इलाके के बच्चों ने अपने जेबखर्च से पॉलिसी का प्रीमियम भरा है.
डॉक्टर सिंधूर कहते हैं, ''भारत में सड़कों की बदहाली एक आम समस्या है. सड़कें बनने में ही सालों लग जाते हैं तो उनकी मरम्मत की सुध कौन लेगा. ऐसे में बीमा के ज़रिए धन की कमी की समस्या को आसानी से हल किया जा सकता है.''
सड़क के बीमे का एक फ़ायदा यह भी है कि बीमा कंपनी और आम आदमी को सड़क बनाने और उसकी मरम्मत के लिए इस्तेमाल किए जा रहे कच्चे माल की गुणवत्ता की पूरी जानकारी रहती है.
हथियार
डॉक्टर सिंधूर की मानें तो ये पैसे के सही इस्तेमाल और सरकारी कामकाज पर नज़र रखने का एक हथियार है.
डॉक्टर सिंधूर इस मुहिम को ज़्यादा से ज़्यादा शहरों और रिहायशी इलाकों तक पहुंचाना चाहते हैं और इसके लिए उन्होंने सारी जानकारियों सहित एक क्लिक करें ब्लॉग की शुरुआत की है.
हैरत नहीं कि इस मुहिम की वजह से 2011 के लिए इलाके के बच्चों ने अपने जेब ख़र्च से पॉलिसी का प्रीमियम भरा है.

HUBLI: C A Amarjit, president of Hubli centre of the Institute of Chartered Accountants of India (ICAI) said that the ICAI Hubli centre will shortly be upgraded and will be made as the hub for students studying for CA Course in North Karnataka.
Speaking after inaugurating the library building of ICAI at Madhura Chetana Colony here recently, Amarjit said the institute will be upgraded to meet the needs of the students pursuing basic CA course as well as those preparing for examinations at higher level. There are nearly 10,000 students enrolled for CA course in 12 districts of North Karnataka.
He appealed to the students to come up to the expectations of the society by making full use of the facilities provided by the government like libraries, educational loans etc.

Student project gets Gujarat's Planning and Technology University an invite for Hubli-Dharwad BRTS

The project work of 17 students of Centre for Excellence in Urban Transport at Centre of Environment Planning and Technology (CEPT) has given CEPT an opportunity to serve as a consultant for the BRTS planned for the twin cities of Hubli-Dharwad in Karnataka.
The students were working on a class project to design a BRTS for a 20-km stretch in Hubli-Dharwad. Their supervisors for the project were Prof Shivanand Swamy and Prof Prakash Gaur of CEPT.
Recently, Swamy and Gaur received a letter from Karnataka's directorate of Urban Land Transport, inviting them to submit a feasibility study and a detailed project report for the Hubli-Dharwad BRTS.
The North-West Karnataka Road Transport Corporation (NWKRT) is the main implementing agency for the project.
Swamy, who is also associate director at CEPT, said that they would be assisting the NWKRT in deigning the infrastructure for the 20-km route.
"We had invited some officials from the Karnataka government last month to show them the design (prepared by students) for the Hubli-Dharwad BRTS," Swamy said. "They were very impressed by the design and they thought that we could prepare the infrastructure design for the project."
Swamy clarified that the Hubli-Dharwad BRTS will not be a replica of the Ahmedabad BRTS. They will improvise on the Janmarg model to adapt it for the Hubli-Dharwad stretch, the professor said. The NWKRT is seeking a Rs146-crore loan for the project from the World Bank.
"We have suggested lanes for overtaking on the 20-km stretch, which is something we do not have in Ahmedabad," Swamy said.
"There is heavy road traffic on the stretch as Hubli is a commercial hub and Dharwad an educational centre. It is estimated that around 2 lakh people commute every day on the 20-km stretch between Hubli-Navanagar and Dharwad." He added that, for this reason, an efficient public transport system is urgently needed there.
This would be the third BRTS project for which CEPT has been invited to design the infrastructure. Earlier, it was invited to design for the Indore and Raipur BRTSes.

BELGAUM: The Directorate of Urban Land Transport (DULT), which deals with issues related urban traffic, will shortly submit a comprehensive transport and traffic plan for Belgaum city to the government. The plan recommends two ring roads, seven radial-connectivity roads and seven missing link roads for the city, all of which are estimated to cost Rs 1,364 crore.
New Delhi-based transport planning company ICRA Management Consulting Services Ltd had prepared the plan and submitted to DULT, the monitoring agency.
Speaking to `The Times of India', Belgaum Urban Development Authority commissioner V S Chougule said the plan has been prepared keeping in the view the growth of Belgaum till 2028.
The details of the plan's final draft are as follows: 41.53-km outer ring road (ORR) connecting Kakati, Sulaga, Udyambag, Majagaon, Kalakhamb, Managutti and Kakati villages; 60-m wide road of four lanes, two service roads and as many lanes for public transport. The project is estimated at Rs 986 crore.
The company has also recomended 16.88-km, 30-m wide inner ring road (IRR) linking Ashok Circle, RTO Circle, Channamma Circle, College Road, Bogarves, Gogte Circle, Tilakwadi II Railway Gate, Khanapur Road, Deshmukh Road, Nath Pai Circle, Old PB Road, Manikbag and PBS Circle. The project cost is estimated at Rs 22 crore. The company has also recommended to acquire land to include footpaths. However, the existing 24-m Old Pune-Bangalore Road has not been included in the plan.
There are seven radial roads recommended to link IRR and ORR with 30-m roads spanning 50.90 km. The proposed radial roads are ORR Kakati to Halaga on NH-4 (8.7 km), Ashok Circle to Sambra Bridge (8.9 km), Channamma Circle to Sulaga (6.1 km), Ashok Circle to Gokak Road (6.5 km), NH-4 to Rakaskop Road (7.2 km), Tilakwadi II Railway Gate to Macche (9.3 km) and Channamma Circle to ORR near Kadoli (4.2 km). The estimate of the project is Rs 66 crore.

DHARWAD: Although Dharwad has the credit of having one of the best indoor stadiums in the State, the R.N. Shetty District Stadium here has been crying for attention for long.
In absence of timely renovation and upgrading works, the stadium is not only in appalling state, but also has turned into an open space fit for only public functions rather than sports.
This is the only facility that can host almost all major sports events, but the infrastructure is in a pathetic condition.
The stadium does not have basic amenity like drinking water supply and sanitation.
Whenever events are held, drinking water is brought in tanks.
Three urinals, one toilet and one bathroom are insufficient. There is no cloak room for boys.
In absence of fencing, it has become difficult to the officials to control the vagabonds from entering the stadium premises. Stadium getting a meagre Rs. 2 lakh maintenance grants is also a reason for poor state of affairs here, even though stadiums in other cities get larger amount.
Although the stadium was selected for development under a special sports infrastructure development scheme last year, later it was dropped and plans to lay much needed synthetic track did not materialise.
Basavaraj Hadapad, Assistant Director, Department of Youth Services and Sports, said certain steps had been initiated to improve the infrastructure.
Toilets, three each for men and women, were being built and halogen lights installed to prevent misuse of the stadium at night. About Rs. 50 lakh was required for infrastructure development and proposals had been sent.
The department was thinking of approaching the donors to provide drinking water facility.
A fresh proposal of Rs. 3.07 crore had been sent for laying the synthetic track that includes eight-lane track, one D area and inner drainage system. Similarly, changing rooms for men and women would be built with an attached bathroom and toilet. Also, a demand for Rs 20 lakh maintenance grants had been placed before the Government.
Minister for Sports G. Janardhan Reddy had promised to consider the proposals and arrange for funds in the coming budget, he said.

The Indonesian Centre for Food Crops Research and Development has sought the University of Agricultural Sciences (UAS) – Dharwad assistance to enhance yield of DWR-162 wheat variety and also to make growing of wheat a profitable venture for the Indonesian farmers.
Indonesia in 2001 had approached India for a suitable variety of wheat for introduction in the country in order to cut down import of wheat. The Directorate, Wheat Research, Karnal offered DWR-162 variety developed by the University of Agricultural Sciences – Dharwad to Indonesia.
After introduction of DWR-162 wheat variety in Indonesia, it has become popular and has been renamed ‘Dewata'.
“From nil area under wheat in 2001, now the area has grown to 150 hectares in 2010.
As for yield is concerned, it is three tonnes a hectare. Only on yield improvement, adoption and propagation of the wheat crop is easy,” Dr Hasil Sembiring, Director, Indonesian Centre for Food Crops Research and Development, told Business Line.
The Indonesian Agency for Agricultural Research and Development and the Indonesian Centre for Food Crops Research and Development are spending one billion rupiah for introduction and propagation of wheat in Indonesia.
Wheat at present is competing with vegetables, maize and rice. Yields of maize is averaging six tonnes a hectare, rice in good irrigated condition is seven tonnes a hectare. But in normal condition it is 4.5-5 tonnes a hectare.
“Keeping yield in mind, we are now looking for assistance from India (University of Agricultural Sciences – Dharwad) to improve upon the yield and to make growing of wheat a profitable for farmers,” he said.
Mr Jusuf Sutanto professor at Universitas Pancasila and consultant for Bogasari Flour Mills, Jakarta, said “At present, 450 tonnes of wheat grown in Indonesia is consumed locally. Local small scale food industries and bakeries make noodles, bread, cakes and biscuits.”
“We are also making efforts to sell wheat variety to vast Indian population residing in Indonesia. Have also found out that stone milled wheat is popular among the Indian community,” he added.
Dr R.R. Hanchinal, Vice-Chancellor, University of Agricultural Sciences – Dharwad, said “We are aware of their requirements. First, we need to build resource management practices, conduct local trials based on the geographical climatic needs.”
“Also through preliminary findings, we have also observed that wheat is a good rotation crop along with maize or vegetables,” he added.

Hubli Sandbox learning model for US' Merrimack Valley

Deshpande Foundation plans to take the findings/lessons of north western Karnataka Sandbox (commonly called Hubli Sandbox) to the newly launched sandbox in the Massachusetts of the US.
Sandbox is an environment where fresh ideas get incubated and build a meaningful relationship with like-minded peers, learn from senior leaders and gain access to opportunities that will help them grow.
The foundation's Hubli Sandbox comprise of five north Karnataka districts – Dharwad, Belgaum, Gadag, Haveri and Uttar Kannada.
“In addition to the efforts in Karnataka, we are pleased to announce that we've launched a new sandbox in the Merrimack Valley region in Massachusetts to fight poverty-related issues,” said Mr Gururaj ‘Desh' Deshpande, a serial entrepreneur who is well known for creating IT companies such as Cascade and Sycamore in the US.
With a similar focus on social entrepreneurship, innovation and scale, the Merrimack Valley Sandbox (MVS) will take lessons from Hubli Sandbox and apply them in the US.

BAIF (working on farming and livestock quality has transformed nearly 2,500 families in 22 villages in Kalaghatagi and Hubli taluks of Karnataka).
AME Foundation (is working on livelihood improvement of resource poor farmers through eco friendly farming systems) and Baala Balaga (Students and parents are the part of each and every decision making exercise. There are no uniform, innovative methods of learning and teaching for overall development).
“We launched this initiative in Massachusetts on December 9, 2010 with the first-ever Development Dialogue in the United States. The two Sandboxes, which reside in very different environments, share the same goal of creating opportunities for everyone through innovation and entrepreneurship. Our hope is that both sandboxes will provide excellent opportunities to learn from each other,” said Mr Gururaj Deshpande.

sunilkumar February 12th, 2011, 08:56 AM The Karnataka government on Friday requested the Centre to extend Rs4329.40 crore financial aid to transform Belgaum into the 'City of the Decade 2011-2021.'
"The project envisaged by the state proposes to provide citizens a safe and sustainable environment, with state-of-the-art infrastructure, service delivery, connectivity, and economic well-being, supported by an efficient governance framework," chief minister BS Yeddyurappa said in a letter to Prime Minister Manmohan Singh.
To achieve the desired results in consonance with the Mission statement,the state government has prepared a detailed "City Development Strategy and Investment Plan for Belgaum City" , he said.
Total investments estimated for development infrastructure would be around Rs 4329.40 crore, he said and urged the prime minister to include the project in the ensuing budget as a special project.
The Karnataka government would be willing to bear 10% of the cost as per government of India guidelines, he said.
"I shall be thankful if you could kindly issue directions to the Union urban demelopment ministry to incorporate this project on priority to commemorate visit of Mahatma Gandhi to Belgaum City for the 39th Annual Session of the Congress and hope our request is considered favourably", he said.
The Karnataka Government is organising the second World Kannada literary conference in Belgaum next month.

BELGAUM: Belgaum City Corporation (BCC) will initiate the process of clearing unauthorized small business establishments (Khokas) from roadsides, starting Monday.
District minister Umesh Katti, on Saturday strictly ordered BCC commissioner S G Patil to begin the work from Monday with the help of the police department. He said February 28 would be the deadline to finish work. He also instructed HESCOM officials to cut connections to the shops based on the list from BCC.
The minister was speaking during a review meeting on preparations for World Kannada Meet here on Saturday. According to BCC sources, there are around 3,000 unauthorized roadside shops in Belgaum city.
The corporation has already constituted two teams to carry out the demolition process, comprising officers of health, revenue and sanitation departments. MLAs Abhay Patil, Firoz Sait, DC Ekroop Kaur and SP Sandeep Patil were present.

HUBLI: The road-widening exercise that the commercial city has been witnessing in the last few years has guzzled footpaths leaving little room on the roads for pedestrians.
There is not even a small stretch of footpath especially in the main business district of the city where pedestrians can walk freely without obstruction. While hawkers have made footpaths their territory in market areas like Durgadbail, Janata Bazar, K C Circle, Butter Market, M G Market and near vegetable market in Old Hubli, shopkeepers treat footpaths as their property on Victoria Road, Dajibanpet, Station Road, Belgaum Galli, Coen Road, Marata Galli, Broadway, Anchatageri Oni etc.
Pedestrians face higher risk on busy roads like Victoria Road as there is hardly any space left for them. It is nothing different from Hosur Circle to Unkal Cross on Hubli-Dharwad road where pedestrians face greater risk from heavy vehicles.
Also some of the footpaths have turned into parking lots in the city. So much so that a hotel located opposite Old Bus Stand allows only its customers to park their vehicles on footpath in front of the hotel.
On several occasions, the Hubli Dharwad Municipal Corporation had launched 'Operation Footpath' only to wound it up before the purpose is met due to stiff opposition from hawkers and shopkeepers. On the other hand, most pavements are unusable because of the poor quality surface, slopes, very steep access points (often one foot high), electric transformers and illegal constructions. This forces pedestrians to walk on the road alongside and even jaywalk between vehicles.
The most dangerous part of the footpaths here is that some of them are constructed on storm water drains and slabs covering such drains are found missing sometime inviting danger.

HUBLI: A group of city-based doctors, who are also specialties, have come together to set up a 150-bed multi-specialty and multi-super specialty hospital behind NWKRTC office off Gokul Road. The ground-breaking ceremony of the hospital will be held on Thursday at 10.30 am.
Speaking to reporters here on Tuesday, Tatwadarsha Healthcare Solutions Pvt Ltd chairman Dr S P Baligar said the hospital will have CT/ MRI scans, specialized ICU, surgical ICU, paediatric ICU and neonatal ICU among other facilities, "making it the only hospital in north Karnataka to have all such facilities under one roof".

This is a bad habbit of most civic authoritoes in India. I see this quite often in Mumbai. Many accidents have taken place due to such shabby work. Civic Authorities must look into such issues urgently in order to prevent possible accidents.

Ananda you observation is right,it is all to do with bad planning of UGD.In Mysore they dug up a whole newly laid road to find out the drainage mouth which got covered during tarring process,thanks to lack of coordination and that beautiful road is now an eyesore.

Four-lane track work may delay
DHARWAD: Commencement of work on converting Hubli-Dharwad road into a four lane track is likely to be delayed. Public works minister C M Udasi on Wednesday said there has been alteration in the final design of the road and tenders would be called after two months.
Speaking to reporters in Dharwad, Udasi said the work will start only after the tendering process is completed. His statement was contradictory to what district minister Jagadish Shettar had stated on the Republic Day. Shettar had informed reporters that the tendering process had been completed and the chief minister B S Yeddyurappa would perform the bhoomi pooja for the road work in the second week of February.
Udasi said his department has demanded allocation of Rs 5,000 crore in the forthcoming budget and expressed confidence that the CM would oblige. Replying to a query he said the PWD owed Rs 1,500 crore to contractors and steps have been taken to clear the pending bills.

Belgaum, Feb 17: Police fired in the air to quell bootlegers who started attacking Karnataka Excise Minister M P Renukacharya, Police and Excise Teams during a surprise raid at Karavi village in the district today.
Police said over 100 bootlegers started pelting stones on the teams during the raid forcing the police fire in the air to warn them. In the melee, an excise inspector and two policemen sustained injuries.
An unhurt Mr Renukacharya condemned the attack and said he would be visiting the spot again with full force and destroy the den where hundreds of litres of illicit liquor were brewed illegally causing huge revenue loss to the state exchequer.
''We will not spare any culprits and complete den will be destroyed immediately. I am visiting the place again now and police will nab the culprits,'' he added.
The injured were treated at the hospital.

To revive and revitalise the small-scale sector base in north Karnataka, the North Karnataka Small-Scale Industries Association (NKSSIA) is organising vendor development programme for Tata Motors, Tata Marcopolo and TELCON on February 21.
The programme is actively supported by the Karnataka Department of Industries and Commerce and District Industries Centre, Dharwad.
Addressing a press conference here on Thursday, Mr L.A. Patil, President of NKSSIA said, “The objective of the programme is to help the SSI sector to get orders and also to improve skill sets.”
“This programme is being done keeping in mind the three Tata companies' requirements. Tata Motors is investing around Rs 2,000 crore for expanding their facility at Dharwad. Tata Marcopolo Motors Ltd, which invested Rs 300 crore to set up bus manufacturing facility, is looking at expansion and TELCON is looking cut down cost by local supplies,” he added. Vendor development is being held with an objective of preparing the vendors to equip themselves with the requisite technology and expertise to produce industry specific products.
For this, NKSSIA is planning to attract around 100 to 150 vendors. Mr Patil also said the association is aiming to bring in big industries to Hubli-Dharwad, MSMEs (micro, small and medium enterprises) and service providers on a common platform as part of vendor development.
According to Mr Prashant Achalker, Secretary, NKSSIA, “During the vendor programme, Tata companies' officials will explain the basic requirements of the suppliers to become vendors to Tata group.

The Department of Fire and Emergency Services has finally acquired ladders high enough to fight blazes in multi-storey buildings.
The State government has procured two aerial ladders at a cost of Rs nine crore to fight infernos effectively.
One of the ladders can work at a height of 52 metres, enabling fire-fighters to rescue occupants of a building up to its 17th or 18th floor.
The other aerial ladder can reach up to a height of 32 metres. It can rescue occupants of buildings up to 10 or 11 floors.
Speaking after inaugurating a fire station at Kaikondrahalli on Sarjapur Road on Saturday, Home and Transport Minister R Ashoka said the department had taken up modernisation work aggressively.
“The advantage of these Volvo-make aerial ladders is that water can be pumped up along the ladder, and we can deploy them in a matter of seconds,” the minister said.
The 52-metre ladder has been procured by the Karnataka State Police Housing Corporation, and the 32-metre ladder by the Karnataka Urban Infrastructure Development and Finance Corporation.
The second ladder will be deployed in Hubli-Dharwad, the minister said. The State government has procured three advanced rescue vans, three medium rescue vans and 12 water tenders for use in North Karnataka.
The ladder and rescue vans have been purchased under the North Karnataka Urban Infrastructure Sector Investment project, he added.

Karnatak University to set up Mathematics Research Centre at a cost of Rs. 1.5 crore

Dharwad: Vice-Chancellor of Karnatak University – Dharwad H.B. Walikar has said that the university was ready to hand over 20 acres of land for the establishment of the proposed Indian Institute of Information Technology (IIIT) in Dharwad.
Speaking to presspersons here on Monday, Mr. Walikar said the Centre has sanctioned one of 14 new IIITs proposed to be set up in different parts of the country. Earlier, a proposal was mooted to set up the IIIT in Gulbarga but Minister for Higher Education V.S. Acharya, who is the alumni of Karnatak University, has favoured setting up of IIIT in Dharwad. So, the Government sought land for the purpose.
The KUD has submitted a proposal urging the Government to set up the prestigious institute on the varsity premises. And, the Government has been requested to allow the faculty of the proposed IIIT to teach postgraduate students of KUD. According to Prof. Walikar, once the proposal gets Government's approval, the institute would be set up on KUD premises.
Research centre
On the new projects to be launched in the next academic year, he said Rs. 1.5 crore has been earmarked for the construction of Mathematics Research Centre in the varsity which would be named after the former Vice-Chancellor and mathematician D.C. Pavate. It will provide opportunities for students to take up research in mathematics.
Scholarship
Besides, the varsity would launch scholarship programmes for the students taking up courses in basic sciences. A 100 would be provided annual scholarship of Rs. 10,000 each for three years. While the varsity will contribute funds for providing scholarship to 50 students, managements of educational institutions will contribute the rest of the amount. During the second phase, the scholarship programme would be extended to postgraduate science students, he added.
In order to select eligible students for the scholarship, State-level test on par with the CET would be held followed by counselling. Those who secure the first hundred ranks would be given scholarships. And, only students interested to take up B.Sc. with Physics, Chemistry, Mathematics and Biology (PCMB) combination would be eligible.
Correspondence course
Karnatak University will launch postgraduate correspondence course in mathematics, MBA and mass communication and Journalism from the next academic year. It is proposed to sign a memorandum of understanding (MoU) with Bangalore University to offer M.Sc. in electronic media. An additional MoU with the VTU will ensure faculty development programme for the teachers in basic sciences. In reply to a query, Prof. Walikar said mineral water plant would be set up in every hostel to ensure that the students get clean drinking water.
A plan to distribute meals at Rs. 1 has been mooted and will be implemented soon, he added.

BELGAUM: A world-class `blinking island' of fibre glass and an aquarium have been planned at Fort Lake here in time for the Belgaum World Kannada Meet (WKM), scheduled in March.
Deputy commissioner Ekroop Kaur apprised urban development minister Suresh Kumar and Kannada and culture minister Govind Karjol on the new project at a video conference here on Monday. She said Rs 2 crore has been set aside for the project. A floating restaurant on the lake is nearing completion.
About funds for the WKM, Kaur said Rs 15 crore is available, which includes a Rs 7.5-crore grant, and Rs 2 crore transferred from the social welfare department.
Minister Suresh Kumar said hoardings would be erected to publicise WKM. Arrangements will be made to supply drinking water. Mobile toilets will be provided.

As per a design prepared by a Japanese company, it looks like a planet at night. A 10-foot-high wall will be constructed around the island and covered with colourful fibre glass.

BANGALORE: The upcoming Vishwa Kannada Sammelana (World Kannada Summit) will see much of glitz and glitterati this season. The Kannada film industry will shut down for five days __ from March 9 to 13 __ to be part of the event that's being held after 25 years. However, screening of movies won't stop.
Film personalities will take part in the inaugural procession and cultural programmes, apart from seminars.
Karnataka Film Chamber of Commerce (KFCC) president Basant Kumar Patil said: "The entire industry will be present to promote Kannada language, culture and cinema." TV production will also stop for three days during the event.
The Kannada film industry releases around 130 cinemas every year. It's annual budget is estimated to be Rs 300 crore. On an average, the industry will lose around Rs 1 crore every day day due to the closure.

The government has released a whooping Rs 7.16 crore to give the city a facelift. "We have already initiated steps to make the city cleaner and greener by launching a mass-cleaning campaign for the upcoming meet," Kannada and culture minister Govind Karjol said on Monday.

DHARWAD: The prestigious Indian Institute of Information Technology (IIIT) is likely to be established on the Karnatak UniversityDharwad (KUD) campus here.
KUD ViceChancellor HB Walikar told reporters that the varsity is ready to hand over 20acre of land for setting up IIIT, which would be one among the 14 to be set up across the country.

A demand has been putforth before the government urging it to allow the IIIT faculties to teach for the postgraduate students enrolled for various courses in the varsities. DHARWAD: Even as the Hubli-Dharwad Municipal Corporation decided in its general body meeting to supply water in the twin cities once in five days, preparations are on to ensure supply water once in two days.
As part of the Rs 210 crore Malaprabha Third Stage project, the new water filter station at Amminabhavi will be functional in April. Once the filter station is ready, it will be possible to store an additional 68 million litres of bulk water per day. Since there is no facility to store this water, it has to be supplied to the consumers once in two days.
The decision of HDMC to supply water once in five days had irked the people of Dharwad and Hubli. The people were upset that the water supply was being rationed when there was no shortage of water in Malaprabha reservoir and bulk water was not a problem.
What forced the HDMC was the lack of adequate internal distribution network within the twin cities. Deputy commissioner Darpan Jain told `The Times of India' that steps are being taken to set the internal water supply network right. The Tata Consultancy Services has already conducted a survey of the network and is expected to give a design soon.
"After the completion of the work on the third stage of the project, we are expecting to save Rs 30 crore out of the Rs 210 crore. By adding another Rs 60 crore to this, we can improve the internal supply network and ensure that at least 50% of the twin cities will get water daily," Jain said.
As part of the third stage project, additional pipeline with a diameter of 1,168 mm has been laid between Savadatti and Amminabhavi. Once the project is completed, it should take care of water requirements of the twin cities till 2026.
It is estimated that the per capita requirement is 135 litres per day. Considering that the population of Hubli-Dharwad will cross 20 lakh mark by 2041, it is estimated that the twin cities need 293 million litres of water per day. The project will ensure supply of drinking water not only to Hubli-Dharwad but also to Kundgol town and villages along the Savadatti- Dharwad stretch.

Investors must set up units or return land, says HDMC
HUBLI: Fed up with the attitude of a few investors who expressed their inability to set up units `alleging' that corporation failed to create infrastructure facilities at Aryabhatta Tech Park near Navangar, the HDMC has finally taken austerity measures to prompt companies having land, to set up their units or return them back to the corporation.
As per the condition, investors have to set up their units within two years after getting the land from the corporation in Tech Park. The corporation recently served a termination notice to the three IT companies who failed to start works at the Tech Park even after two years of allotment of land.
The Aryabhatta Tech Park has around 27 acres of land, of which 15 acres of land had been allotted to seven IT companies including Diksha Technologies, Mahaveer Infotech, Sankalpa Semiconductor, Auroletch, Penarbor, Able designers.
Apart from this, other players like Oak System Pvt Ltd, Sysmatic, Gumbi Software, Navya Biological, IBS USA, Intent Infotech and Click, Hubli, have also applied for land to start their units in Aryabhatta Tech Park. The IT land allotment committee formed by the corporation is said to have recommended the government to allot land to these companies at Aryabhatta Park in the second and third trans.
Notices were served to Able Designer, Diksha and Penarbor companies for not starting any works to set up their units in Aryabhatta Tech Park after they got the land. "In response to our notice, Able Designer started ground work while other two companies have applied for permission to build and set up the unit," said Trilokchandra, HDMC commissioner `The Times of India.'
"NSI Infotech has already started its unit at the Tech Park. To enable others to start their units, we have already developed roads, installed medians, street lights and drainage systems at a cost of Rs 2 crore in the park, while Rs 60 lakh will be spent on electricity works in the next few months," he said.
"Apart from this, we have also sent a proposal to the government demanding Rs 1.3 crore to set up the administrative building which also consists of an incubation centre. To help start up companies who don't have money to invest, the incubation centre can be utilized to establish their businesses without investment," he added.
The corporation, he said, will take action immediately to get back the land if companies failed to set up the land within the stipulated period, he added.

Vajpayee Arogyasri to be launched today
DHARWAD: The Vajpayee Arogyasri health programme will be launched in six districts of Belgaum division. In Dharwad district it will be launched on Wednesday with a mega health check-up camp for screened BPL patients at Lamington High School premises in Hubli.
Deputy commissioner Darpan Jain told reporters here that the health programme was implemented in Gulbarga division last year and scores of people below poverty line (BPL) have availed medical benefit. Considering the success of the scheme, it has been extended to Belgaum division this year. The Vajpayee Arogyasri is a health scheme wherein financial assistance to the BPL families to the tune of Rs 1.5 lakh would be given to meet their medical expenses.
Five members of the BPL families will be covered under the scheme. In exceptional cases an additional Rs 50,000 would be given. Medical intervention for heart diseases, neurological diseases, renal diseases, Cancer, burn injuries, Polytrom and neonatal diseases and other minor diseases are covered in the scheme. Around 2,000 investors invited to World Kannada Meet
BELGAUM: The convening of an investors' meet during the World Kannada Meet (WKM) which was in limbo, has finally been confirmed. P N Gadag, joint director of District Industries Centre (DIC) said during the review meeting on WKM, held on Monday.
He said the meeting, chaired by ministers Govind Karjol, Umesh Katti and Laxman Savadi, planned various exhibitions and seminars on the occasion. Around 2,000 industrialists have been invited to the investors' meet including Vijay Mallya, Baba Kalyani, Narayan Murthy, Narendra Murkumbi, Nandan Nilekani etc. Gadag clarified that no MoUs would be signed during the meet.

Rajya Sabha member Prabhakar Kore suggested an exhibition of high technology products export from India. He said the national-level exhibition of such products will be held annually at Pragati Maidan of New Delhi, and an exhibition from the state had obtained third place last year. He suggested the appointment of the same agency to convene an exhibition in Belgaum, with the same standard.
Speaking to TOI, Gadag said the book comprising a comprehensive profile of the all 31 districts of the state will be released on the occasion. He said around seven to eight IAS and other senior officers had been working on the book, comprising the information about infrastructure, crop patterns, industries, probable industries, opportunities for investments etc., he said, adding that the book is in Kannada.
Gadag also said that the newly constructed building `Permanent Exhibition Centre' belonging to the commerce and industries department, constructed at a cost of around Rs 9 crore at Auto Nagar, will be inaugurated during the meet on March 12.

Holidaying abroad isn't a rarity any more
Malaysia, Singapore are most preferred destinations for Hubli people
HUBLI: There is a rise in the number of people going abroad for holiday. City people are increasingly preferring Malaysia, Thailand and Singapore to spend their leisure time visiting exotic spots and shopping.
It is not just the rich and business class who are flying. Even middle class families, newly married couples and those working in public and private sectors are also heading to these countries for short and long holidays. Just five years ago, there were only two travel agencies in the city but today there are more than 15 agencies booking for foreign trips. On an average, each agency books 10 to 15 people for these destinations every month.
Apart from Singapore, Malaysia and Thailand, people are also opting for Europe holidays. By shelling Rs 30,000 to Rs 55,000 per head, people can spend five to six days at these chosen destinations, said D K Srinath of Flying Wing tour travels.
During the season from January to May, each month about 200 people take trip to these countries. Cost wise, most people found that visiting Goa and staying there in star hotels is equivalent to visiting Thailand, said Arun Kumar, manager of Thomas Cook.
Desire to see exciting locations, attractive package rates and incentive for trips given to employees in many companies are the main factors that drive people to take up foreign trips, said senior travel agent Gururaj Innanje.
"I travelled to Singapore and Malasia a few months ago and now I am planning to visit Europe with my family," said business man Ajita Javali.
"I have already visited Europe last year and now we are planning to go to the USA," said Shankar Belgavi, vice-president, KLE, Hubli.
"Trips to far-east countries have become affordable now. So, I am going to Singapore and Malaysia in April," said a private sector employee.

HUBLI: Hubli-Dharwad Municipal Corporation on Monday passed a Rs 1.12 crore surplus budget for the year 2011-12 at its general body meeting here.
Standing Committee of Tax, Finance and Appeals chairman Vijayananada Shetty who presented the budget said HDMC was expecting a revenue of Rs 162.85 crore from various sources while its expenditure has been estimated to be Rs 151.37 crore.
The estimated revenue receipts include Rs 106.31 crore from revenue grants, contributions and subsidies, Rs 67 lakh from assigned revenues and compensations, Rs 27 crore from tax revenue, Rs 23.87 crore from fee, user charges and other charges, Rs 3.26 crore from rental income from the municipal properties, Rs 11.7 crore from other receipts, Rs 42 lakh from sales and hire charges and Rs 15 lakh from interest/dividend earned.
The estimated expenditure includes Rs 60.06 crore on human resources, Rs 58.60 crore on operation and maintenance, Rs 6.38 crore on general expenses, Rs 13.75 crore on social welfare, SC/ST, OBC welfare, Rs 12.31 corporation programme expenses and Rs 27 lakh as finance and interest charges.

Shetty said HDMC was expecting from the government Rs 60 crore as salary grants and Rs 22.58 crore from the state finance commission. While Rs 2 crore has been released for the development of Aryabhata IT Park in Hubli, an additional grant of Rs 2 crore was expected.
He said Rs 3.10 crore has been set aside for the repair of major roads, Rs 1.5 crore for repair of under ground drainage, Rs 45.91 crore for new constructions and capital expenditure including Rs. 16 crore for road development, Rs 1.15 crore for building construction and Rs. 1 crore for construction of footpaths.
Leader of the Opposition in the council Ganesh Tagari and Congress corporator Deepak Chinchore termed the budget as bogus and unrealistic. They said many works and projects mentioned in the last budget were not taken up and money set aside for those works were not spent.

DHARWAD: Every year about 30,000 vehicles get registered in twin cities of Hubli-Dharwad of which nearly 40 per cent ply in Dharwad city. In addition, there are vehicles from outside passing through the city. The road dimension in the city is certainly not sufficient to accommodate the volume of traffic.
The increasing number of vehicles and indiscriminate use of two/four wheelers by people results in frequent traffic jams. Driving along the stretch from Gandhi Nagar to suburban police station covering a distance of three kilometers is a herculian task as one has to pass through a number of junctions and narrow road.
The stretch between Alur Venkatrao Circle and Shivaji Circle via Regal Circle and another from Municipality Circle to Gandhi Chowk are also choked due to heavy traffic. Encroachment by hawkers and vendors on Subhas Road only adds to the problem.
Think of passing through Tikare Road to reach Sangam Circle, you will prefer taking a detour than trying to steer clear of the pedestrians and avoiding parked two-wheelers.
That the markets/shopping malls in other extension areas have not developed to the required extent, people tend to visit Subhas Road and super market for shopping. Since there are no arrangements for parking the vehicles elsewhere the vehicles are parked on the road.
The pedestrians reaching the old bus stand from city bus stand find it difficult to cross the road while the motorists also find it an obstruction.
Police try to divert the lorries to bypass road outside the city but lorries going to railway goods shed in Navalur and APMC at Amaragol are compelled to pass through Dharwad city.
Assistant commissioner of police (traffic) Sanjeev Patil said the remedy is to construct a ring road and connect it directly to APMC and goods shed so that those heading towards them would not enter Dharwad.

Roads in Dharwad are narrow and widening them is the only way to ease the traffic movement. The number of vehicles is increasing at a rapid rate and like in Bangalore people should be encouraged to use public transport to the maximum possible extent. Construction of multi-storey parking slots and pedestrian sub-ways would also help in ensuring smooth flow of traffic.

Lack of parking slots is one of the reasons for frequent traffic jams. If the encroachment by hawkers and vendors is cleared most of the problems would be solved. Thanks to Karnataka Vikas Grameena Bank, which has taken up funding the project of energizing the villages with solar power, all the households, numbering over 150 in these two villages have been installed devices to get solar energy.
Executive director of Syndicate Bank Ravi Chatterjee on Friday formally declared the two villages as solar villages at a function organized at the head office of Karnataka Vikas Grameena Bank in Dharwad. Speaking on the occasion, he said regional rural banks play an important role in rural development. Under the financial inclusion programme many more developments can be expected in the coming decade, he said.
Chatterjee said that Syndicate Bank was planning to rectuit agriculture officers through campus interview in University of Agricultural Sciences to ensure integrated rural development.
KVGB chairman K P Muralidharan said the bank has chosen 80 villages for providing solar energy devices and 18 villages had already benefited from the project. Chief manager P L Kudagi welcomed the gathering. Public relation officer Ullas Gunaga and general manager Vasudev Kalakundri also spoke.

HUBLI: The travelling time from Hubli to Dharwad is 45 minutes and during peak hours it takes not less than one hour. But if everything goes as per the plan of the authorities, then people can hope to cover the same distance in 15-20 minutes.
The works towards developing the Hubli-Dharwad road into a four-lane will be set in motion with chief minister B S Yeddyurappa performing the bhoomi puja on Saturday.
Speaking to reporters here on Wednesday, district minister Jagadish Shettar said the 19-km road from Hosur Circle in Hubli to Jubilee Circle in Dharwad will be developed at a cost of Rs 177.73 crore. While the Centre has pumped in Rs 100 crore towards the project, the remaining has been contributed by the state government.
He said the 13.75-km stretch of the road between Naveen Hotel and JSS in Vidyagiri will be made out of concrete. While the stretches of the road passing through the cities will be flanked by footpaths and drains, elsewhere service roads will be built on both sides of the road.
Underpasses will be built near Unakal Cross, Navanagar and Biaridevarakoppa and the junctions near Jubilee circle, Court, NTTF and Hosur circle will get a facelift. Overbridge will come up near Navalur where the railway track intersects the road.
Shettar said the Water Board and forest departments have been already paid to shift the water lines and chop the trees paving way for the development works. Work orders have already been issued to the GVR Infrastructure Project Limited.
Shettar said the private agency which will develop the road will work in co-ordination with the officials planning to build a Bus Rapid Transport System (BRTS) on the same road. The four-lane works will be carried out by reserving required space for BRTS project. He said only 10 percent of the total land required for both the projects has to been acquired.

Growing city needs one-way traffic system
HUBLI: Disorder is the order of the day on most of the roads of the commercial city, which is a transit point intersected by a couple of busy national and state highways. The traffic scenario in the city is only turning from bad to worse by the day with the number of new vehicles taking to the roads increasing rapidly and the authorities failing to keep pace by way of improving infrastructure.
It has become a herculean task to drive along T B Road, Koppikar Road, Dajibanpet Road, Broadway, Victoria Road, which are flanked by high rising commercial establishments and especially during peak hours. Lack of proper parking facilities on these roads only adds to the problem.
On Victoria Road or T B Road, two buses cannot pass through from opposite direction. Efforts of the police to convert some of the narrow and busy stretches into one-way earned stiff resistance from the shopkeepers. Places near Basava Vana, Brindavan Circle, Mirjankar petrol pump near K C Circle among others have turned into bottlenecks. Bus stops being located near major junctions and absence of bus bays have added to the traffic problem.
Meanwhile, what concerns the citizens here is that in spite of being tier-two city and gateway for north Karnataka the authorities have done very less to improve the traffic scenario. Only Gokul Road, Club Road, Lamigton Road and stretches of Hubli-Dharwad and Kusugal road have medians. There is not even one which is declared zero tolerance road in city.
Even traffic management or infrastructure is poor compared to other tier-two cities. A majority of traffic signal posts are not properly visible adding to the confusion of motorists. Side by side location of traffic signal posts on Sarvodaya Circle confuses motorists waiting for signals on two roads because of which accidents have become common there.
Zebra crossings are missing in a majority of prominent junctions including Desai Circle, K C Circle, Sarvodaya Circle and Hosur Circle. Even not all speed breakers are painted as per the norms and some of them are unscientifically laid.

“To support our massive retail activities, we plan to have our own textile brands – three women’s wear brands, one men’s wear and one kid’s wear – in the next six months,” says Deepak Tulsian, vice president, retail, of Gitanjali Gems.
Gitanjali is looking at sourcing the apparel brands from franchisees. The diversification is seen as a step towards restructuring of the entire group’s business. KPMG is advising the group on this.
Last year, the company opened seven multi-brand stores named Maya, with an average 20,000 sq ft area in Indore, Allahabad, Guwahati, Gwalior, Nanded and Delhi. A majority of these stores belonged to Salasar Retails, which Gitanjali acquired in 2009.
The company plans to open another five stores in Cuttack, Raipur, Agra, Ranchi and Hubli in the next six months at an investment of Rs 12 crore.
Tulsian says the company follows a revenue share model under which leading brands of lifestyle products display their products at their own cost. Leading jewellery brands Nakshatra, Desire, Giantti, D'Damas, Gili, Nakshatra and Asmi are displayed at these retail chains for complete lifestyle products under one roof.
The company plans a turnover of Rs 1,000 crore from Maya stores within three to five years.

DHARWAD: Kelgeri lake, known for its natural beauty and serene atmosphere, and is the legacy of Sir M. Visvesaraya, will turn 100 years on Friday. Nestled amidst idyllic surroundings, this 230-acre water body has played a key role in the development of Dharwad and has become an integral part of its culture and has been a source of inspiration for poets and writers of the land.
The lake was the brainchild of M. Visvesaraya, who built it to meet the drinking and irrigation water needs of Dharwad.
It was formally inaugurated on March 4, 1911 by the then collector of Dharwad district M.C. Gibbs.
Later, the lake has fulfilled the water needs of the citizens and farmers for several years till the city grew and Malaprabha Drinking Water Project began supplying the surface water to quench the thirst of the city people.
The lake was handed over to the University of Agricultural Sciences in 1983 and the university began using it to water its fields. The lake dried up in 2003 but later again filled up as there were good rains in 2004. The rich greenery in the surroundings of the lake attracts a good number of rare species of birds.
Although the lake is no longer used for watery needs, it is getting a facelift on the occasion of its centenary. It will soon get new look with new charm as a scheme to develop it into a tourist spot is under way.
Deputy Commissioner Darpan Jain said a Rs. 5-crore scheme to develop the loch into a lake park and a centre for water sports was executed and expected to complete shortly. It has become a popular weekend spot as people began coming here to enjoy some cool time.
The scheme has plans to introduce the boating and develop it into a centre for water sports.
It is one of the few lakes which has potential to be developed into a centre for water sports and it would be possible to conduct the State-level water sports event here once the scheme was completed, Mr. Jain said.

Addressing a state-level workshop on ‘Recent Advances in Sugarcane Production Technologies for Sugarcane Growers' at Dharwad, Dr R.R. Hanchinal, Vice-Chancellor, UAS, Dharwad said: “The productivity of sugarcane is decreasing at an alarming rate, hence there is an urgent need to adopt organic farming, proper water management, correct usage of fertilisers and suitable plant protection measures.”
For sustainable productivity, he advised farmers to take up crop rotation at least once in three years.

Illegal layouts mushrooming in twin cities
HUBLI: Land grabbers have set their eyes on the large tracks of agricultural lands cheaply available on the outskirts of Hubli and Dharwad, leading to the mushrooming of several unauthorised layouts in the twin cities.
Agricultural lands are being converted into residential plots without NA or any other required approvals from the concerned authorities and are being sold to gullible people.
Hubli Dharwad Urban Development Authority (HDUDA) commissioner R N Shanbag told The Times of India that such illegal layouts have come up mostly on the outskirts near Kelageri, Muruga Mutt, Hubli-Dharwad bypass road and elsewhere.
He said since buying agricultural lands from the farmers is not an easy task, the unauthorized land developers take the power of attorney from farmers before converting the land into residential plots. Legally while a developer is allowed to convert only 55 per cent of the total land into residential plots, the unauthorized developers take maximum utilization of the lands. Shanbag said the unauthorized developers are sparing no space for even gardens, parks and other civic amenities. They construct roads which are just 15-20 feet wide, instead of 25 feet that is mandatory.
Further he said that more and more people are falling prey to such unauthorized layouts because of cheap rate sites. While a NA site measuring 30x40 sq ft site is rated at Rs 4-5 lakh, the unauthorized developer quotes Rs 2-3 lakh for the same measurement site.
Shanbag has warned the unauthorized builders to remove the development works in such illegal layouts within a week or to face legal action. The public has been asked to properly verify the documents pertaining to survey number, NA approval, approved layout plan from the urban development authority, clearance certificate, and transfer letter of layout to the local body and other details before purchasing sites.
He also said that they are planning to form a task force involving the revenue department, HDMC, HDUDA along with other concerned government agencies to check the illegal layouts.

Yeddyurappa performs ‘Bhoomi Puja' for 4-lane Hubli-Dharwad road
HUBLI, MARCH 6:
The Karnataka Chief Minister, Mr B.S. Yeddyurappa, performed “Bhoomi Puja” (ground breaking) for the Rs 177.73-crore four-laning of Hubli-Dharwad road.
For the project, the Centre's contribution is Rs 100 crore and the State Government's share is Rs 77.73 crore. The total length of the four-lane road is 19 kilometres. It starts from Hosur Circle at Hubli and stretches up to Jubilee Circle at Dharwad.
The district administration has recommended 13.75 km of concrete road be laid between Unakal cross in Hubli to Vidyagiri in Dharwad. The road project has underpasses to decongest traffic between the two cities at Unkal, Navanagar, Bhairidevarakoppa and a road over-bridge at Navalur.
According to Dharwad district-in-charge and Rural Development and Panchayat Raj Minister, Mr Jagadish Shettar, the four-laning project will also undertake traffic junction improvement works at the Jubilee Circle, Court Circle, NTTF Junction in Dharwad and Hosur Circle in Hubli.
“The Karnataka Urban Water Supply and Drainage Board (KUWSDB) has been paid Rs 2.84 crore for shifting the existing water supply lines on the route,” he added.
HUBLI-DHARWAD DEVELOPMENT
Speaking on the occasion, the Chief Minister said Dharwad district has not been neglected. The Government is planning to offer second grant of Rs 100 crore for twin-city development. It has already offered Rs 25 crore for upgrading KIMS and Rs 5 crore for Dharwad Mental Hospital. The Government is also giving guarantee for NWKSRTC for buying 500 buses and is releasing Rs 250 crore for acquiring land for Hubli airport expansion.
Mr Yeddyurappa also said that all the Government circulars and orders on the announcements in the Budget would be reaching the district-level offices within the month-end or by the first week of April.
“All these days it took at least three to four months for the officials to issue the government circulars and orders on the announcements that were made in the Budget, thus hindering the implementation process,” he added.
“Considering that, we have directed the officials at Bangalore to immediately take steps to issue the circulars and orders to the district offices. Once that is done, it will be easier for the early implementation of the schemes and orders,” he added.
The Chief Minister said that he would be at Belgaum on all the three days of the Vishwa Kannada Sammelana (World Kannada meet) and participate in the deliberations.

"We have grown from 50 stores in 2009 to 100 stores today. We plan to add 70 to 75 stores every year and aim at reaching the milestone of 500 stores by 2015," Unnat Varma, Director Marketing, KFC, told PTI.
KFC has been expanding in the cities where it is already present and also entering new ones. It plans to increase its presence from 21 cities now to around 75 cities by 2015. The company is keen on entering new cities like Madurai, Salem, Hubli, Mysore in the south and Kanpur, Allahabad in the north.

Dharwad: The University of Agricultural Sciences (UAS), Dharwad, has got a budgetary allocation of Rs. 50 crore, Vice-Chancellor R.R. Hanchinal has said.
Speaking to presspersons here on Sunday, Prof. Hanchinal said that the funds have been allocated for taking up research in crop production so that the yield can be increased. He said that plans are on the anvil to conduct live farming related demonstration in the fields and develop ways to check pest attack on crops.
Prof. Hanchinal said Rs. 40.75 crore would be utilised for farmer-oriented development activities and some portion of it would be utilised for developing Integrated Farming System (IFS).

BELGAUM: The much awaited night landing facility at Belgaum airport, Sambra, has been cleared by the Airport Authority of India in view of the World Kannada Meet (WKM) to be held in Belgaum from March 11-13. This was a long pending demand of the people of Belgaum.
Though the facility was set up about six months ago, officials were awaiting clearance from the authorities concerned. With WKM approaching, the night landing facility was cleared by the Director General of Civil Aviation, said Prabhakar Kore, chairman, World Kannada Meet Reception Committee.
"We were worried about receiving those arriving by flight. We were constantly in touch with the civil aviation ministry and insisted that they inspect the facility for clearance. On Sunday afternoon, we got information from the DGCA that the night landing facility has got the nod," he added.
Currently only a Kingfisher flight operates from Belguam to Mumbai. There are no flights to Bangalore from Belgaum.
"We have requested UB chairman Vijay Mallya to introduce air services directly from Belgaum to Bangalore. We have got a positive response from him. If everything goes well, we will soon have air service to Bangalore from Belgaum," he added.
The clearance has a big relief for s delegates coming from other countries can now easily land in Belgaum without any worries, Kore said.
He said even private air service providers are expected to introduce chartered flight service to Belgaum and Bangalore for people arriving from other states.
"The district administration is in touch with SpiceJet and Kingfisher to to introduce air service from Belgaum to Bangalore following this clearance," said Ekroop Kaur, deputy commissioner, Belgaum.

BELGAUM: Belgaum city is being spruced up to host the three-day World Kannada Meet from March 11 to 13. Thanks to the meet, the government is focusing on developing the infrastructure in the city.
Important circles -- Chennamma circle, Sanchayani circle, Ashok circle, Sangolli Rayanna (RTO) circle, Entrance near KLE and other circles in the city -- are already getting a major face lift. Developmental works are being undertaken at a fast pace to lend the city a sophisticated look before the meet at important areas in the city.
Systematic lighting systems are being installed with more greenery, road medians at all important circles. Apart from this, road medians, electric poles, bus shelters, trees are also being painted with the Karnataka colours (red and yellow stripes), giving a charm to the spirit of celebration of the state's literature and culture.
The work on the upgradation of Civil Hospital road, SP office road, College road, Sadashivanagar and other main roads passing through important circles is going on smoothly, with most of these roads being widened for smooth movement of traffic, said S G Patil, commissioner of Belgaum City Corporation, to The Times of India.
"We are spending Rs 70 lakh on road development, Rs 40 lakh on electricity connections, Rs 35 lakh on footpaths and other road works. The city will sport a sophisticated look in the next two days," he added.
Deputy commissioner Ekroop Kaur said: "The entire city will be transformed before the meet commences. The administration has earmarked Rs 20 crore for the overall development of the city's infrastructure in view of the World Kannada Meet," the DC said.

Belgaum's tryst with history
BELGAUM: Belgaum is basking in the limelight once again. In 1924 it hosted the Indian National Congress session under the leadership of Mahatma Gandhi, the only time Gandhi was president of the party.
Jawaharlal Nehru, Motilal Nehru, Subhas Chandra Bose, Sarojini Naidu, Lala Lajapat Rai, Bal Gangadhar Tilak, Annie Besant and many other noted freedom fighters attended this historic session. It added to Belgaum's history.
Belgaum also hosted the 52nd and 73rd Kannada literary meets in 1980 and 2003 respectively to contain the Marathi influence in Belgaum and other surrounding border areas. The World Kannada Meet is being held after a gap of 25 years.
The place where Gandhiji headed the Congress session is now known as Veera Soudha Garden at Vijaynagar (Tilakwadi). The place where Gandhi addressed the session has been converted into a Gandhi-well.
"We have 32 rare photos of Gandhi when he attended the session here. All these rare pictures will be on display in this garden," said Vijaykumar Biradi, in-charge, assistant director of horticulture.

Belgaum: The second Vishwa Kannada Sammelan, which is all set for a grand cultural extravaganza and is expected to attract one lakh visitors in this culturally rich city of Belgaum from March 11 to 13 is being braced up for the occasion.
The main roads are being re-carpeted, walls painted with colourful artwork depicting various important historical events and cultural facets of Karnataka, welcome arches, banners and posters, and so on are being erected, even as all major government and private structures are installing colour illuminations to lend a festive atmosphere.
The inauguration of the three-day event will be momentous and gratifying with about 1,500 schoolchildren presenting a well-rehearsed ballet along with the Nadageethe, which will precede the inaugural ceremony at 5 p.m. at the Rani Channamma Vedke at the district stadium on March 11.
Procession
The festivities will commence with a grand and nearly 1-km cultural procession of colourful tableaux from each district in the State — signifying major achievements in their respective districts will be taken out from Veera Soudha (venue of the Congress session, 1924) on College Road.
Home Minister R. Ashok will inaugurate the procession at about 9.30 a.m. and it is expected to culminate at the district stadium by 2 p.m.
Three elephants, which have been participating in the Mysore Dasara procession and mounted police platoon from Mysore, will be part of the procession.
Fifteen venues are being readied to host different activities, including seminars, multilingual poetic meet and cultural programmes.
While main programmes such as inaugural and valedictory functions at the stadium, book exhibition will be held at Lingaraj College ground, exhibition at R.P.D. College Ground, rural sports (wrestling) at C.P.Ed. ground; seminars and dramas at Kumar Gandharva Ranga Mandira and Gogte Ranga Mandira; seminars at Foundry Cluster, IMER Hall and the Institute of Engineers.
Cultural programmes
The major attraction for the samelan will be the host of cultural programmes at the stadium and 14 other venues during evenings on all three days. The maiden concert will be a jugalbandhi by renowned instrumentalist Kadri Gopalnath (saxophone) and Narasimhlu Vadavati (clarinet), representing Carnatic and Hindustani classical schools of Indian music at the inaugural occasion.
In all, 5,700 artistes, including 3,100 from North Karnataka region and 2,600 from other parts of Karnataka, besides 80 from abroad will participate in various cultural programmes, including music, dance, drama, folk dances/songs, Yakshagana, sannata, doddata, Krishna parijatha and so on.
A three-day film festival will be held in the city and all the cinemas of the district from March 9 till the end of the sammelan. Actor Anant Nag and his wife, Gayatri Nag, will inaugurate the festival in Belgaum city in the morning and in Nippani in the afternoon.
A common menu will be served to all visitors at seven venues, which will be a bouquet of pure north Karnataka ethnic delicacies. The menu includes breakfast, lunch and dinner on all three days. The sammelan will cost more than Rs. 30 crore.

There is a provision of Rs. 31,500 Crore as financial outlay for the entire mission period for Urban Infrastructure & Governance (UIG) component of JNNURM. Against this financial allocation, 527 projects have so far been sanctioned with Additional Central Assistance (ACA) commitment of Rs. 27899.48 Crore. Request for inclusion under Urban Infrastructure & Governance (UIG) of JNNURM have been received in respect of Warangal, Karamsad, Gandhinagar, Hubli-Dharward, Gulbarga, Belgaum, Gaya, Biharshariff, Pawapuri, Nalanda, Rajgir, Sultanpur-Lodhi, Kurukshetra- Pehowa, Gurgaon, Aurangabad, Vrindavan, Kurnool, Jodhpur, Gwalior, Guntur, Panipat, Bellary, Calicut, Darjeeling, Kalimpong & Kurseong, Deoghar, Sambalpur, Dhule, Malegaon, Kolhapur, Port Blair, Kaithal,
Siliguri, Haldia, Amravati, Solapur etc. As per guidelines of UIG, the number of cities under the Mission shall remain around 60. At present there are 65 cities covered under UIG of JNNURM and no more cities have been added. However, cities that are not covered under UIG are eligible for assistance under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) subject to availability of funds.
It was proposed by the Ministry to include the following 28 cities/urban agglomerations with population of 5 lakh and above as per 2001 Census under the UIG component of JNNURM:-
Guntur, Warangal, Durg-Bhilai Nagar, Bhavnagar, Jamnagar, Belgaum, Mangalore, Hubli-Dharwad, Kozhikode, Gwalior, Amravati, Bhiwandi, Aurangabad, Kolhapur, Solapur, Cuttak, Jalandhar, Bikaner, Jodhpur, Kota, Salem, Tiruppur, Tiruchirappalli, Aligarh, Bareilly, Ghaziabad, Gorakhpur and Moradabad.
On account of resource constraints, the Planning Commission and Ministry of Finance could not agree to include these cities under UIG of JNNURM.
Sufficient funds are available for providing Additional Central Assistance (ACA) to State Governments/Urban Local Bodies (ULBs) to enable them to undertake the already approved projects. JNNURM also encourages ULBs to leverage and incorporate private sector efficiencies in development, management, implementation and financing of projects, through Public Private Partnership (PPP) arrangements, wherever appropriate.

During debates on the merits of bringing in private water experts to distribute drinking water to homes in urban India 24 hours a day, 7 days a week, one story is often repeated.
It is the story of a woman, a daily wage earner from Hubli-Dharwad, tier-II twin towns in north Karnataka that received two hours of water supply every 15 days in the summer of 2002. In 2010, following a World Bank-funded experiment to supply water 24×7 to 5,000 homes in the region, she told government experts that she saved Rs. 400 per month when supply was continuous.
Prior to the experiment, she had to take a day off from work every week to keep in tune with the water release schedule. Continuous supply meant the family did not have to forfeit daily wages waiting for water. A Rs. 48 per month minimum tariff for the poor was a boon and not a burden, she said.
Four cities in the state are now chasing the 24×7 dream.
In April 2008, five experimental zones in the northern cities of Hubli-Dharwad, Gulbarga and Belgaum, comprising 25,056 homes, began receiving 24×7 metered supply through a Rs. 237-crore World Bank project bagged by Veolia Water India, the Indian entity of a French giant.
The government strategy was to get the private experts to re-engineer the system, run operations for a period, and then hand it over to the Karnataka Urban Water Supply and Sanitation Board to take it forward.
Last year, at the end of the demonstration, people across the board showed a willingness to pay for efficient services while the municipal corporations in the three cities began demanding extension of the project to their entire populace.
The government is now searching for a viable public-private partnership for a project valued at Rs. 700 crore to recast the distribution network in the three cities.
“The challenge is to standardise cost. Without guaranteed supply there is no way to understand what costs are justifiable,” says Arvind Srivastava, managing director of the Karnataka Urban Infrastructure Development and Finance Corporation, nodal agency for much of the experimentation.
Southern stride
The southern city of Mysore, with more assured sources of daily supply, has meanwhile nudged ahead to become the country’s first to award a private player a contract to distribute water across a city. The Tata-owned Jamshedpur Utilities and Services Company bagged a Jawaharlal Nehru National Urban Renewal Mission-funded project in December 2008 to supply water to 1.74 lakh people. Till February end, the project was providing water to 10,100 homes.
Public, private
Activists argue 24×7 supply is a means to privatising the water sector; the government maintains private players are only contractors while existing boards are in charge of the main supply and tariff collection. “If we have to provide quality service we have to be ready for the participation of others as a support,” said Urban Development Minister S Suresh Kumar.
A financially sustainable model involving private players is, however, yet to be worked out. “Capital costs are high; this will not work if private parties have to bring in all the funds. The government is trying to work out a PPP model where private parties also bring in funds,” says an expert in the sector.
Why 24×7
According to Mysore city commissioner K S Raikar, the city plumped for continuous water supply since the practice “with required pressure in the distribution network is recognised as a safe method and is accepted all over the world”.
“The water pumped to Mysore from primary sources is 185 million litres a day. At a consumption of 120 MLD there should be at least 65 million litres remaining everyday but this is lost in distribution. New pipeline systems minimise these losses. A 24×7 system will use the same amount, or even less, than a once-a-day system,” says an official at JUSCO.
“Till we started demonstrating in Hubli-Dharwad in 2008, everybody was saying it is impossible to provide drinking water 24×7. Customers were surprised when water began flowing in their taps,” says Veolia India’s senior manager M J R Chowdary.
Work to do
The supply system even in areas connected by JUSCO is not streamlined. “What 24×7 supply? It comes only twice a day for a few hours. The water board-managed system was better because we knew what time the water would come,” says Dr Shailaja who lives on the top floor at Saraswathipuram.
At the bottom floor, homemaker Rukmini says, “It is not exactly 24×7, it is more like 18 or 19×7 but the quality of water is consistent, the pressure enough to fill the tanks on the second floor.”
JUSCO officials admit that there are teething problems, issues with the Vani Vilas Water Works — the local water board whose employees feel threatened—- as well as an underestimation of the project cost. “But we have been able to get the project going,” says a JUSCO official.

HUBLI: If everything goes as per the plans of Hubli Dharwad Municipal Corporation, the twin cities will only look more beautiful in the coming days.
HDMC commissioner Dr K V Trilokchandra told TOI that it has been planned to build fountains in seven circles and two gardens of twin cities. Kittur Chennamma Circle, Court Circle and Ambedkar Circle in Hubli and KCD Circle and German Hospital Circle in Dharwad have been chosen to put up fountains. The gardens selected for the purpose are Basavana Vana in Hubli and Vivekananda Park in Dharwad.
He said the HDMC is considering carrying out the beautification work on Built Operate and Transfer (BOT) basis as some people who are presently maintaining medians have evinced interest in carrying out the task. "If not, we will go ahead with the project and call tenders within a month," said Trilokchandra.
He said each fountain will cost Rs 4 to 6 lakh and they are working on the design aspect. "We are contacting designers for the purpose. Different shapes and designs will be chosen for the fountains. The one that will come upat Court Circle will be triangle in shape. K C Circle will be the first where the fountain will come up," he said. At present there are no fountains in twin cities. :cheers:

Nice to know that tiles are being laid along gokul road that will ensure less dust on the roads.Inox and Big Cinemas are currently screening in Belgaum so as of now people of Hubli-Dharwad can visit Belgaum,after all Hubli-Dharwad-Belgaum all are the big three of NW Karnataka :banana:
Just wait for the Urban oasis mall and the U mall on coin road to get completed.

But Hubli is a big city then belgam but they are not interested in hubli that why ?. U can see the patter of multiplex theater in both the shopping mall in hubli one in Urban oasis mall & other one in coain road the design of theater can bee seen, i am shure that in both of the complex one or the other multiplex theater either INOX or BIG cinemas has planed to launch in Hubli we have to wait and see who will acquire which mall

It's celebration time in Karnataka as the state prepares to showcase the richness of Kannada language and culture in a gala show during the World Kannada Meet starting tomorrow.
The "Vishwa Kannada Sammelana" (World Kannada Meet) will be held in this town bordering Maharashtra with software icon NR Narayana Murthy declaring the three-day extravaganza open.
Bollywood star Aishwarya Rai Bachchan will be gracing the inaugural ceremony as a special guest in the event, which will be attended by Karnataka chief minister BS Yeddyurappa and acclaimed Kannada poet GS Shivarudrappa among others.
A packed cultural, literary and entertaining feast has been planned, as the state looks back on its growth and development, with an eye on the future in the backdrop of modern and globalised times.
"Troupes from the US, UK and Dubai are staging performances," Special Officer of the meet, IM Vittala Murthy, told PTI today.
The Karnataka film industry has declared a five-day holiday from yesterday, and a 1,000-member team from "Sandalwood" would be one of the key attractions.
Kannadigas from the state as well as almost 150 of them from overseas are expected to be in attendance of the Rs 30-crore event alongwith others.
The run-up to the meet has witnessed controversy, with a section of Kannada litterateurs opposing the choice of Murthy and some labeling him "anti-Kannada". Murthy has denied the charge.
While Maharashtra continues to stake claim over Belgaum this event will "send out a clear message" that that it is an integral part of the state, a state official said.
The first "Vishwa Kannada Sammelana" was held in Mysore in 1985.

Malbar jewelers has already started its interior decoration inside the mall it has occupied ground flore. I heared that the rent of a shop in that mall is per month 80000 rs.:nuts:

Speaking at the inauguration of the Permanent Industrial Exhibition here on Saturday, Yeddyurappa said the Industries and Commerce department had been asked not to acquire farm lands for industrial purposes. He said the owners of the land to be acquired would be treated as partners in the industrial progress of the State.
“Karnataka is the first State in the country to implement Assistance to States for Developing Export Infrastructure, a centrally-sponsored scheme. Belgaum is second in the State in terms of exports. Financial assistance will be provided to units in Mache Industrial Estate to export their products,” he said.
Referring to the political turmoil that the State plunges into often, Yeddyyurappa claimed that none of the chief ministers of Karnataka were faced with the situations that he had faced.
Special session
Speaking to reporters after inspecting the work on Suvarna Vidhana Soudha, Yeddyurappa said the special session of the State legislature would be held at the Soudha even if 90 per cent of the work is completed by July. He said a sum of Rs 300 crore had been earmarked for the project in the budget. He said the authorities concerned had been instructed to expedite the work.

HUBLI: If the authorities have their way, then the joggers will have a perfect destination to start their day by walking by the pictorial Unkal Lake side, while enjoying the serene atmosphere.
Hubli-Dharwad Municipal Corporation (HDMC), which has undertaken the development works at Unkal Lake Park at a cost of Rs 4 crore, is planning to open it for the public in a month.
HDMC commissioner K V Trilokchandra told TOI that the park is getting spruced up with fountains, garden with ornamental plants, pathway and embankment. The park, spread on six acres, is flanked by the century-old lake on one side and Pune-Bangalore National Highway on the other.
Trilokchandra said steps will be taken for the proper maintenance of the park, and security guards will be deputed once it is open for the public. He said plans are also afoot to start boating and aquatic sports in the lake, so it is made a picnic spot.
With the completion of works on Unkal Lake, and Indira Glass House Park (which is also under renovation), Hubli will have three big parks -- Nrupatunga Betta being the third. Nrupatunga Betta park, which got a facelift a year ago, is attracting people in hordes everyday, with the crowd swelling on the weekends.

No nandan STPI at Hubli get a good response, Infosys has not opened their shop in Hubli only STPI, KEONICS, Sankalpa semiconducter, and some other are their no any big companies,
No one can imagine that Hubli has no any big companies or IT companies but still also the industrial part of Hubli is competating to Bangalore, Mysore & Mangalore, Imagin if Hubli has companies as in Bangalore, Mysore & Mangalore then no one can competate Hubli.^^
