Port Harcourt — A Memorandum of Understanding (MOU) for the construction of a multi-purpose entertainment park in Port Harcourt worth about N20 billion, has been signed between the Rivers State Government and Silverbird Group, a private entertainment outfit in Nigeria.
Under the pact, the state government would hold 20 per cent equity while Silverbird Group would be entitled to 80 per cent of the package, which is expected to transform the area around the Isaac Boro Park and the Cultural Centre into a World Class Multi-Purpose Entertainment Park.
Governor Chibuike Amaechi signed on behalf of the state government while the chairman and chief executive of Silverbird Group, Mr. Ben Morris Bruce, initialled for the organization at a brief ceremony at Government House, PH.
Speaking shortly after signing the document, Mr. Ben Morris-Bruce said the project was informed by the need to create a forum for entertainment and excitement in the multi-purpose entertainment centre. He said the park would have a shopping mall, conference centre, a five-star hotel, an amusement centre, a large parking space for 1000 cars, and that this would promote tourism in the state.
Mr. Bruce who disclosed that Silverbird Group has always been concerned about the welfare of children stressed the need to invest in entertainment for children and the aged as a way of promoting healthy living.
He observed that about 75 per cent of Nigerians are under the age of 25, with no reasonable means of livelihood and a place for recreation, noting that the project when completed would eliminate idleness and promote productivity.
On his part, Governor Amaechi said his government would encourage private-public partnership in the development of the state.
"We want private investors to go ahead and do their business while we provide the conducive environment for business to thrive in the state",
He enjoined them to deliver the project within 18 months as agreed and explained that the Silverbird agreement brings to two the number of joint private sector/government agreements signed so far, the first being with First Bank Plc for the New Rainbow town project. He urged them to go to work immediately while assuring them of necessary support.
Commissioner for Justice and Attorney-General of Rivers State, Mr. Ken Chikere, said the formal signing of the document conferred title on both the state government and Silver Bird as joint partners in the development of Boro Park to a 22nd century project.
He explained that Silverbird would provide the finances, and the Rivers State Government would provide the land for the project. The project is also being financed by Union Bank and Oceanic Bank, who were all present at the signing ceremony.

based in Lagos. The centre would be ready early in 2009........

The State Government has entered into and signed a memorandum of understanding with the Silverbird Group for the citing of a modern gallerie in Port Harcourt. This is one of the agreements reached under Government’s Private-Public-Partnership (PPP). On completion, the gallerie will house big cinema halls, modern conference centers, a five star hotel, parking lots and other modern facilities. It will be privately managed.

Nsukka December 9th, 2008, 02:56 AM It's nice to see Port Harcourt finally getting the quality attention it deserves, hopefully it'll soon managed to catch up to Lagos and Abuja.
friendsofthecity December 9th, 2008, 09:51 PM I think Port Harcourt has not been given the attention it deserved not until recently. I expected Port Harcourt to experience Qatar or Bahrain kind of development in the next years to come cos it has the potentials to be so even more than. It all really depends on the government and the people of Nigeria.
friendsofthecity December 9th, 2008, 10:00 PM Silverbird is on its way to achieving something benefiting to the country, not just for his family alone. This is what I called foresight (he really has one among many Nigerians). The rich Nigerians should start to think of other areas to invest in now for the country to meet the MDG aspirations.

That is not the shopping mall, the mall itself will be the largest or one of the largest in Africa.
Btw I hate when people say that, every single mall in Nigeria will be the largest in Africa, but where are the stats to show this.
Btw all these Projects are U/C, has anyone been watching CNN lately?, they visited the site of this project and many others in Port Harcourt.

Lagos could have been another Bangkok or Jakarta or even KL in the meantime.
Second and thrid tier cities should all rival Inidia in terms of IT outsourcing markets.

Your wants and desires for Nigeria are all fine and dandy.. though you should not allow your anger for the failures of the past to cloud your insight on the good quality projects in which are being taken on in the nation now. Everything must come about in steps and stages, you can't change what has taken place in the past.. though the nation can insure that future is brighter.. and more fruitful.
None of those nations you keep bringing up in comparison to Nigeria started out their construction booms via building those massive spectacular project you keep comparing the current Nigerian projects to, the progressed to that lever over many years. Step by step.. they set along a path to bigger, better, more expensive projects and so must be the case with Nigeria. You are not a very patient person.

The cinema opened about three weeks ago, but most of the complex will not be completed until next year.

That does not work. It only allows you to insert a url link not a jpg. I know it's possible. I see photos on all the threads. But the people who know how to do it don't see to care to help. It's okay.

This doesn't look like the same project.
The Rivmall which this is being called is located in Aba Road while showtime is in Isaac Boro Park.
and it doesn't look like any of the renderings.
Also there are numerous articles talking about the "Rivmall"

That is not true, many different renderings have been made for this project, so some of those renders are simply alternatives.
This was the render used for the cinema. It looks exactly like construction.
