Legazpi Airport (IATA: LGP, ICAO: RPLP) in the Philippines is a major airport in the Bicol Region, serving the vicinity of Legazpi City in Albay with a runway of 2280 x 36 meters.
History
The jet age came to Legazpi in the late 1960s and by the '70s Philippine Airlines (PAL) introduced regular service to/from Manila using British Aircraft Corporation's BAC 1-11's. In contrast, its rival Pili only saw jet service in the late '90s; to this day, Pili can only handle half-capacity payload due to its short runway, 1402 x 30 meters, less than two-thirds that of Legazpi's. In the late 1980s PAL introduced Boeing 737-300s. YS-11's provided airlink to Mactan, Cebu, Masbate, and Virac. When PAL phased out the YS-11's and the short-lived Shorts SD-360 'Sunriser,' Fokker 50s replaced them. Prior to the debilitating labor strike in 1998 which caused PAL to temporarily cease operation, Legazpi Airport served as the airline's hub in Bicol, serving Manila, Cebu, Masbate, Virac, even Catarman, Samar. Today, it serves not only local clients but also transient passengers from southern Camarines Sur and the province of Sorsogon.

Aside from PAL, Filipinas Orient Airways and Air Manila International served the airport prior to 1972, the declaration of Martial Law in the Philippines. Through the years, other airlines came and went: Air Philippines for some time served Legazpi with YS-11's and 737-200s. Asian Spirit served Pili for flights to/from Manila and Cebu and has since ceased operations with six million pesos in collectibles from local (Naga or Pili) franchisees. Asian Spirit might introduce flights to Legazpi aside from its sectors in Virac and Masbate. At present, Aboitiz also regularly calls on Legazpi. South East Asian Airlines, using the 19-seat LET-410, plies Cebu-Legazpi-Cebu Mondays and Fridays.
When Pope John Paul II visited the Philippines in 1981, his itinerary included Legazpi, Pili cannot handle medium-sized jets. The Papal plane was a chartered PAL Boeing 727 tri-jet. The late president Ferdinand Marcos arrived with his own jet; his first lady, Imelda, and the then-Minister of Defense, Juan Ponce Enrile, arrived with their own retinues on separate jets.
In the mid-1990s a Harrier jumpjet of the US Marines made an emergency landing here. Nearby Alicia Hotel housed the unexpected guests for days while the aircraft was being repaired. During that time, day and night, the airport site became an aviation museum of sorts with curious on-lookers taking a glimpse at the heavily guarded fighter plane, exactly the same piece used in the Schwarzenegger film True Lies.
In February 2000, during a lull in nearby Mayon Volcano's eruption (which suspended regular commercial service), a chartered Boeing 727 tri-jet from Guam landed, bringing relief goods for evacuees.

In September 15, 2001, coming home from her state visit to Japan, President Gloria Macapagal-Arroyo flew to Legazpi non-stop from Tokyo using a chartered PAL Airbus A320, highlighting the capability of the airport to handle international air traffic. In November 26, 2003, a Cebu Pacific DC-9-32 brought delegates to the Philippine Institute of Certified Public Accountants (PICPA) delegates on a charter flight from Cebu.
Future plans
Although operating as sunrise-sunset (SR-SS) due to lack of instrument landing system (ILS), the airport can handle night landings and take-off but only on prior notice. In early 2006, the proposed Southern Luzon International Airport was unveiled to the public in major newspapers. It would be built in the municipality of Daraga.

Mounts more domestic flights from queen city
Gokongwei-owned airline Cebu Pacific Air (CEB) further boosts its Cebu operations by mounting additional services to key destinations within the archipelago. Starting January 10, 2009, CEB will fly three times weekly between Cebu and Cotabato, and four times weekly between Cebu and Legaspi, with a year-round ‘Go Lite’ fare of Php 888 one way.
On January 12, the airline will begin thrice-weekly flights between Cebu and Dumaguete, with a year-round ‘Go Lite’ offering of Php 588 one way. Also commencing on the same day is a thrice-weekly service between Cebu and Siargao, with a year-round ‘Go Lite’ of Php 888 one way. “Cebu is a very important market for our airline,” said Candice Iyog, CEB VP for marketing and distribution. “We will continue to strengthen this hub by offering as many choices for our Cebu passengers as possible.”
Iyog added, “At the same time, we’d like to maximize Cebu’s accessibility to both foreign and domestic passengers, to heighten both tourism and business opportunities for the entire province.” In addition to its four new Cebu services, the airline will increase the number of flights of existing services.
By January 9, 2009, flights between Cebu and Tacloban will become daily, while starting January 11, CEB will increase its Cebu – Ozamiz flights to four times weekly. By February 2, CEB’s Cebu – Iloilo service will go from thrice weekly to daily. Iyog said that the earlier passengers book their flights, the greater the chances of availing the lowest possible fares.
“The fastest and most convenient way to book and pay for flights, is through www.cebupacificair.com,” she said. “Passengers can also block their preferred seats and pre-pay excess baggage through our website, plus check out our other services including fun tours and travel insurance.”
CEB is the largest domestic airline in the Philippines, which flies to 27 domestic and 15 international destinations. From Cebu, CEB offers the most number of flights, as it services 15, soon to be 19 domestic destinations and four international destinations.

BUDGET AIRLINE Cebu Pacific will add new domestic routes as it takes delivery of its seventh brand new turbo-prop plane next month. In a statement, the Gokongwei-owned carrier said it would fly to Catarman and Calbayog in Samar, Virac in Catanduanes, and Caua-yan, Isabela starting Feb. 18.
The airline will also increase flights from Manila to Naga from daily to 10 times weekly starting Feb. 14 and from Manila to Busuanga from daily to 11 times weekly starting Feb. 15. "We are expanding our Manila hub operations with the arrival of our brand new ATR aircraft and will make more areas accessible through our low fares and new planes," said Candice Iyog, Cebu Pacific vice-president for marketing.
The company also announced a zero fare seat sale for its Manila-Osaka service, which excludes surcharges and government taxes. The seat sale will run from Jan. 9 to 14, and is good for travel from Feb. 1 — the starting date of the flights — to March 31. The company will fly the Manila-Catarman and Manila-Virac routes every Tuesday, Thursday, Saturday and Sunday; and Manila-Calbayog and Manila-Cauayan on Mondays, Wednesdays and Fridays.
Earlier this week, Cebu Pacific cut fuel and insurance surcharges on all domestic flights, effectively lowering total ticket prices by as much as a fifth. Meanwhile, direct flights from Cotabato City and Cebu City are set to start on Saturday, a welcome development for local businessmen and Filipinos from Maguindanao and North Cotabato provinces who will enjoy shorter travel time. Cebu Pacific will offer the Cotabato-Cebu route thrice a week.
Ricardo C. Juliano, Philippine Chamber of Commerce and Industry governor for Central Mindanao, said the service would hopefully attract more investments in the restive south. "This will bring convenience to our businessmen. Local investors do not just put their investments in one basket but spread these," he said, noting companies have been expanding from Metro Manila to Cebu City and other areas in the Visayas.
Prior to Cebu Pacific’s newest offer, businessmen and air commuters from Cotabato City and the provinces of North Cotabato and Maguindanao had to travel by land to either Davao or General Santos to reach Cebu City, which takes three to four hours. Cebu Pacific and rival Philippine Airlines (PAL) offers daily flights from Cotabato to Manila.
Mr. Juliano expects PAL, through its low-cost brand PAL Express, to follow suit. "Hopefully, too, Cebu Pacific will serve the Cotabato-Cebu route on a daily basis," he added. Cebu Pacific is also opening new flights from Cebu to Dumaguete, Legaspi and Siargao, and increasing flights from Cebu to Iloilo, Ozamis and Tacloban.

Government has allocated P100 million for the construction of a two-kilometer access road between the national highway and the terminal complex of the proposed Bicol International Airport (BIA) in preparation for the full implementation of the flagship project. Engr. Eduardo Talastas, chief of the planning division of the Department of Public Works and Highways (DPWH) regional office in Legazpi City, said the amount has been incorporated with the funds of the agency under the 2009 General Appropriation Act (GAA).
“We expect to get a go signal from our central office for the start of the implementation of this project before the end of the first quarter of this year when the GAA recently passed by the bicameral conference of Congess is finally enacted,” Talastas said. The road, a first class structure, would connect the BIA terminal complex in Barangay Alobo, Daraga, Albay with the Maharlika Highway two kilometers away, Talastas said.
This air transport facility would further improve the performance of the region in tourism arrivals, employment generation and business investment, said Albay Gov. Joey Salceda, the main proponent of the airport. Preparations for its construction are now in full-swing following the release last year of some P600 million for right-of-way and site acquisitions, feasibility studies and other pre-implementation requirements.
Salceda said completion of the construction component of the project is expected to come next year and it would be made operational as soon as all facilities and equipments required are put in place. Talastas said the Department of Transportation and Communications is the main implementing agency of the project while the DPWH has been made in charge of its road requirements.
The P100-million road project will be implemented by private contractors required to utilize local labor as workforce, he said. This scheme has been adopted by the DPWH regional office in an effort to open more employment opportunities for the local labor in response to the national government’s call for more economic activities in the countryside, Talastas added.

DAVAO CITY — Zest Airways, Inc. intends to slug it out with the big boys in the airline industry by offering competitive rates and all the Zest-O juice you can drink in flight.
Zest Air will launch its maiden flight between Davao and Manila on March 1. Mark E. Hilario, Zest Air assistant vice-president for sales and marketing, told reporters the carrier was undeterred by the slowing economy and the price wars between bigger rivals Philippine Airlines and Cebu Pacific.
"The challenge really is how we can create a travel need through good package and competitive rates. Our focus is to give them good service and [that includes] all-you-can-drink Zest-O products," he said. Zest Air is owned by juice magnate Alfredo M. Yao, who acquired Asian Spirit, Inc. in March last year.
Neil Jason P. Ampo, passenger sales executive, said all the fleets of Asian Spirit had been mothballed since Zest Air decided it was best to start fresh. According to its Web site, the company has a fleet of two Airbus 320s and five MA60 aircraft. "It’s very hard to create awareness in the market so we want to tie up with travel agencies and hotels for a good package for local and foreign passengers," he said.
Last week, Zest Air executives met with local travel agents and operators in this city to discuss package rates for the Manila-Davao routes, to be served by a 162-seater Airbus 320 and the smaller 56-seater Xian MA60 turbo prop airplane.
A promotional all-in rate of P1,698 will offered initially for the Manila-Davao route. But Mr. Ampo said the price would go up to P1,788 after the promotional period.
The airline will also offer flights to Caticlan, Busuanga, Calbayog, Catarman, Legaspi, Marinduque, Naga, Puerto Princesa, San Jose and Virac from Manila aside from its regular routes to Tagbilaran, Tacloban, Iloilo, Cebu, Kalibo and Davao.
Mr. Hilario said Zest Air would launch in May its Incheon, South Korea service — its first international flight, although it will be a chartered flight to accommodate Korean tourists and students coming here.
Zest Air is also looking at Hong Kong and Guangzhou, China. "For now, we’re still testing the waters and we are not closing our doors to the BIMP-EAGA (Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area)," he added. — Joel B. Escovilla

A Cebu Pacific Airlines Aerospatiale ATR-72-500, flight 5J-172 from Cebu to Legaspi (Philippines) with 68 passengers, was almost into the flare to Legaspi, when a van of the airport authority crossed the runway without authorization. The Cebu Pacific crew initiated a go-around and landed safely a few minutes later.

MANILA, Philippines - The manager of Legazpi City airport in Albay was relieved yesterday after a van driven by his son almost collided with a plane on the runway last Saturday.
Frisco Sto. Domingo was replaced last Monday by Edgardo Ramos on orders of Transportation Secretary Leandro Mendoza, according to Undersecretary Thompson Lantion, Mendoza’s de facto spokesman.
“(Sto. Domingo) was ordered to report here at the CAAP (Civil Aviation Authority of the Philippines) headquarters,” Lantion said
Sto. Domingo will be on “floating status” at the CAAP, he added.
At Malacañang, Press Secretary Cerge Remonde said yesterday Frisco Sto. Domingo has been suspended pending an investigation into the incident at Legaspi City airport involving his son.
In Legaspi City, Albay Gov. Joey Salceda has advised Sto. Domingo to file his immediate retirement.
“The increasing number of flights at the city airport, as well as the new Bicol International Airport to be constructed at Barangay Alobo in Daraga town, shows that such violation of basic safety rules is a disgrace to our rising reputation as a tourism destination, a disservice to the riding public and temporary setback to our tourism effort,” he said.
Salceda and Legaspi City Mayor Noel Rosal immediately asked for the suspension and relief of Sto. Domingo after his son’s van almost collided with a Cebu Pacific flight from Cebu last Saturday afternoon.
Senior Superintendent Emmanuel Tallento, Police Aviation Security Group commander in Legaspi, will also be investigated, Rosal added.
Sto. Domingo went on official leave of absence following the incident involving his son and namesake, Frisco Sto. Domingo Jr.
Last Saturday, Cebu Pacific flight CEB172 aborted its landing at 2:10 p.m. when Sto. Domingo Jr.’s car, a Delica Lite Ace van, crossed the runway while the plane was about to land.
The plane circled the runway and safely landed some 10 minutes later.
The elder Sto. Domingo was also the manager of the Daet, Naga, Bulan, and Virac airports.
Director General Ruben Ciron of the CAAP sent a team of investigators to Legaspi last Monday to conduct an investigation.
The group consists of Col. Jose R. Saplan, chairman of the Aircraft Accident Investigation Board; Gil Macapagal of the Enforcement and Legal Service, and Luciano Macose, assistant chief of administration and also an airways communications specialist.
Reports reaching Ciron said that CEB 172 originated from Mactan International Airport in Cebu.
Prior to a plane’s landing, the control tower activates the airport siren with a series of blasts to warn everyone in the vicinity of an approaching airplane.
The siren is a warning to civilians not to cross the runway or enter the aircraft movement area, encompassing the tarmac and the parking lots, except employees of the CAAP and those connected with airline companies.
Legaspi control tower noted heavy rains and poor visibility at the time of the incident, Ciron said.
Shortly after the incident, Sto. Domingo Jr. said he did not hear the siren or see the incoming plane due to poor visibility.
However, Ciron said that the excuse does not absolve Sto. Domingo of his liability.
Ciron also ordered a review of all existing security measures in key airports, along with appropriate remedies to prevent similar incidents.
The plane was carrying 80 passengers including Tourism Secretary Ace Durano and his family.
Rosal said he and his party as well as Tourism regional director Nini Ravanilla were waiting for Durano’s arrival from Cebu when they saw the plane suddenly abort landing as a gray van crossed the runway from out of nowhere.
Lantion said that they will await the results of the CAAP probe ordered by Ciron before issuing the punishment for Sto. Domingo.

Di ko talaga maintindihan ang airport operations sa atin. Diba dapat the airport check-in counters are supposed to be owned by the terminal facility. Yung Airline operator magbabayad ng landing fee to the airport and that includes usage of check-in counters. They should not put permanent signage for airlines to mark which counters they can only use. They should be able to open counters according to the demand. This is an unfair business practice to the competition.

Yes I am serious. But you got me wrong there. What I see in my beloved airport is that PAL has practically 3 counters for their exclusive use and the rest of the other airlines use 1 counter only even when there is high passenger traffic like in the picture. Point is they should be able to OPEN, I repeat OPEN another counter if they see that the queue is getting long. There is even a planned CEBU pacific terminal next to the main terminal. What is that for... no single airline operator is supposed to control a terminal just because they are the flag carrier. That is an unfair business practice.

I guess, I misunderstood your statement at first. I was thinking you mean, people should be able to check in whereever they pleased. You didn't explain that clearly at first, but it's clearer now. Yes, they should be able to open another check-in counter should that one counter is packed with passengers.
We should double check with that other "planned Ceb pac" terminal, it might just be a rumor, I don't think 5J ever built their own terminal yet.

Actually the general rule also applies to the Bikol Language. A town in CamSur is named Sagñay, pronounced as Sangay. :)

OT: The Tiwi Geothermal Plant as I remember it during our educational tour is not connected to Mt. Mayon's magma chamber but rather to Mt. Malinao's. So this means although Mt. Malinao is an extinct volcano, it's magma chamber is actively participating in the volcanic activities in the region. Not to mention supply a potential 300MW of power to the Luzon Grid.

Except for the new airports in Cebu, Davao, Iloilo and Bacolod, almost all check in counters of the airports in the Philippines look like this. But I'm glad its clean. This terminal was renovated after it was destroyed by Typhoon Reming in 2006.

Lowest possible fares begin at P688
The Philippines’ leading airline Cebu Pacific (CEB) underscores inter-island flights from Legazpi as the most convenient way to travel around the Philippines.
CEB currently operates a thrice daily Airbus A320 service from Legazpi to Manila, giving travelers a choice between flights that depart Legazpi at 7:25am, 11:40am and 2:10pm. The return flights leave Manila at 6:00am, 10:15am and 12:35pm.

Someone raised the issue of the land in the Rinconada area being too low and too flood-prone to support an airport. At any rate, the distance between Naga, Legazpi and the airport could be too far to justify any airport being built midway between them unless transport options are available.
At any rate, WNP and LGP will be content getting their new airports in Libmanan and Daraga, respectively.
kevinb January 19th, 2010, 09:46 PM ^^ The area between Naga and Legazpi maybe far but travel time between the two cities takes only about an hour. So if the airport is to be built in between, it's going to be half, or maybe more than half the expected travel time. That's much better compared to Calabarzon residents traveling to NAIA.
On the other hand, the area is indeed flood-prone since it's geographically part of the Bicol River basin.
Re: Libmanan Airport
The skyway connecting Libmanan and Canaman, an outskirt of Naga City, is already being constructed. I just don't know if the airport is still to push through even if the skyway is finished. I'm going to be happier, though, if WNP is to be upgraded at par international standards.
An airstrip, BTW, is also planned in caramoan.

MANILA, Philippines--Flag carrier Philippine Airlines (PAL) will take delivery Thursday of its second 370-seater Boeing 777 jet as part of efforts to modernize its fleet to cope with an increasingly competitive market.
In a statement, PAL said it would launch a seat sale for select domestic and international routes to mark the event and drum up interest in its new flagship aircraft.
“PAL is offering deeply discounted, short-term promotional fares on flights to all its domestic jet destinations and most major international points as the flag carrier marks the arrival of its second Boeing 777-300ER aircraft,” the Lucio Tan-led carrier said in a statement.
Dubbed “Valentine Special,” the promo drops PAL fares to a flat rate of P777 for a one-way flight on Fiesta Class (economy) between Manila and any point in Luzon or Visayas, and between Cebu and Davao.
For one-way flights on Fiesta Class between Manila and any point in Mindanao, the promo fare is P1,777.
Covered by the promo are PAL-operated flights between Manila and Bacolod, Butuan, Cagayan de Oro, Cebu, Cotabato, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Kalibo, Laoag, Legazpi, Ozamiz, Puerto Princesa, Roxas, Tacloban, Tagbilaran and Zamboanga, as well as between Cebu and Davao.
International tickets will also be cut, the airline said, but did not specify how big the discounts were going to be.
The fares are available for ticketing until Jan. 25 and are valid for travel from Feb. 1 to March 15.
The company said the new aircraft would be used for flights to Brisbane, Hong Kong and Tokyo, the same flights that the first 777 delivered last year is serving.
The deal to acquire a total of six Boeing 777s was sealed in 2006, with PAL originally planning to lease two aircraft to be delivered in 2009 and 2010.
Four brand-new 777s were scheduled to arrive from 2010 to 2012, but due to mounting losses, PAL had asked Boeing to push back the delivery to 2013 and 2014.
The Civil Aeronautics Board (CAB) noted that PAL might not be able to enjoy the benefits of the new and more efficient Boeing 777s, originally planned for use for its bread-and-butter routes from Manila to North America.
The United States Federal Aviation Administration (FAA) earlier downgraded the country’s safety standards to Category 2 from Category 1. The lower grade means local airlines will not be allowed to add more flights to the United States.

LEGAZPI CITY, Feb. 11 (PNA) -- The Civil Aviation Authority of the Philippines (CAAP) said civil and electrical works will start for the rehabilitation of the Legazpi Airport runway lights which was destroyed by Super Typhoon Reming in 2006. CAAP has released some P12 million funding to finance the rehabilitation works with the installation of runway lights at 2.2 kilometers stretch of the Legazpi airport runway.
Edgardo Ramos, CAAP Legazpi chief, at the Department of Transportation and Communications (DOTC) “Ulat sa Bayan” forum said rehabilitation works will be completed by June this year. He said with the installation of new runway lights "we can expect planes of various types to arrive and depart at night time in the city airport."
Ramos said the airport runway lights forms part of the Instrument Landing System (ILS) to guide pilots flight path in their arrival and departure flights. The existence of Mayon Volcano, Ligñon Hill and Kimantong Range obstructs the installation of an ILS facility at the airport.
The ILS are among the facilities used by the CAAP to comply with international airport standards, in which Bicol airports are accredited International Safety Organization (ISO) compliant.
Legazpi City Airport seats at a vast 75-hectare lot, 2,400 meters north of the city proper. The airport has a single runway configuration with a length of 2,280 meters and a width of 36 meters. The runway orientation have two connecting taxiways with a width of 21 meters. The airport services the plane daily flights of the Philippine Airlines (PAL), Cebu Pacific and government and private plane carriers. (PNA)

Legaspi Airport has an important place in Philippine Airlines history. It's one of the first few airports which the then newly-established airline (the first in Asia) served. It's interesting to note that there used to be direct flights between Legaspi and Tacloban en route to Cebu :okay:

1) Daraga International Airport is the biggest item in our public investment plan. It would optimize the geostrategic position of Albay as gateway to Bicol trade and tourism. There is no international airport south of Manila- the next would be in Tacloban. The first P600m of the P3.4bn total investment cost is now being implemented. And we expect the project to be completed by within 2012 or early 2013. The Regional Development Council has also organized the Old Legazpi Airport Site Redevelopment Committee to study the best use development for the old airport site.

LEGAZPI CITY: In an effort to combat poverty incidence and alleviate the lives of poor Legazpeños, the second elected mayor of this city vowed to address poverty by pursuing three major thrusts: health, education and livelihood services. Mayor Geraldine Barrameda-Rosal, wife of former Mayor Noel Rosal, took her oath of office held at the Peñaranda Park on Thursday.
Rosal told Legazpeños who attended her oath-taking ceremony that her administration anchored on three vital programs, such as health, education and livelihood, to address poverty incidence and pursue robust development here.
According to her, under the health program, a satellite and maternity lying-in clinic in the southern part of this city, consists of Bonga, Mabinit, Matanag, Pawa and nearby villages within the foot of Mount Mayon including northern part of this city, will have its barangay clinics with complete medicines and medical personnel.
As to education program, the city government will continue to build and operate schools to support the education of talented but poor students in this city to develop and empower the youth as future leaders of the country. “We will not stop in espousing continuing education for all sectors of our community, the young and the old, the rich and the poor including our local government employees after all learning is and must be a continuing process for everyone,” she said.
“We will welcome the latest edu-cational trends in computer tech-nology. We will continue to encourage investors to put up vocational technical schools in our city for these schools are good alternatives for our people,” she said.
“We will also continue to provide scholarships for deserving students from indigent families. I do believe that with proper and quality education, we can improve and transform and equip our people with the knowledge and skills they need in order for them to do their share in the continuance of progress in our city and for them to compete globally and keep up with the changing times,” she added.
For livelihood program, various livelihood opportunities, such as jewelry making, welding, plumbing, therapy-massage, dress-making, nego kart project and hog dispersal will be provided to poor communities for them to generate income.
Gov. Joey Salceda of Albay, who grace the occasion as guest speaker, offered his full and seamless support over the leadership of Mayor Rosal.
“I’m quite excited to work with Mayor Gie Rosal, I know with Gie as the helm of city government we could work hand-in-hand with climate change adaptation program, tourism and economic development of Albay,” Salceda said. “Albay province is nothing without Legazpi City, the center of economic, trade, tourism, university belt and center of government in Bicol region,” the Albay governor added.
Salceda also appointed former Mayor Rosal to head the development and rehabilitation of old Legazpi City Domestic Airport here. Salceda who also served as Regional Development Council chairman is pursuing the rehabilitation of Legazpi City Domestic Airport while waiting for the completion of Daraga Inter-national Airport in 2013.
For his part, former Mayor Rosal said that with the higher ground of progress and development that it has reached for the past nine years, Legazpi City has come of age and is in good hand under his wife.
“As I relinquish the mayoral seat and turn it over to my successor, who is incidentally my wife, Geraldine, I am confident that I will be leaving a legacy of progress and development that can serve as the take-off point for Legazpi to continue to soar and excel and further explore other possibilities for greatness,” he said.

LEGAZPI CITY, Feb. 11 (PNA) -- The Civil Aviation Authority of the Philippines (CAAP) said civil and electrical works will start for the rehabilitation of the Legazpi Airport runway lights which was destroyed by Super Typhoon Reming in 2006. CAAP has released some P12 million funding to finance the rehabilitation works with the installation of runway lights at 2.2 kilometers stretch of the Legazpi airport runway.
Edgardo Ramos, CAAP Legazpi chief, at the Department of Transportation and Communications (DOTC) “Ulat sa Bayan” forum said rehabilitation works will be completed by June this year. He said with the installation of new runway lights "we can expect planes of various types to arrive and depart at night time in the city airport."
Ramos said the airport runway lights forms part of the Instrument Landing System (ILS) to guide pilots flight path in their arrival and departure flights. The existence of Mayon Volcano, Ligñon Hill and Kimantong Range obstructs the installation of an ILS facility at the airport.
The ILS are among the facilities used by the CAAP to comply with international airport standards, in which Bicol airports are accredited International Safety Organization (ISO) compliant.
Legazpi City Airport seats at a vast 75-hectare lot, 2,400 meters north of the city proper. The airport has a single runway configuration with a length of 2,280 meters and a width of 36 meters. The runway orientation have two connecting taxiways with a width of 21 meters. The airport services the plane daily flights of the Philippine Airlines (PAL), Cebu Pacific and government and private plane carriers. (PNA)

The country’s taipans and the conglomerates they control have expressed interest in bankrolling big-ticket infrastructure projects under the government’s Public-Private Partnerships (PPPs) program, according to Budget Secretary Florencio "Butch" Abad.
Abad said the taipans are eyeing investments in power, water supply, agriculture, transportation and communications, general infrastructure such as roads and bridges and tourism-related projects, which are in the initial list of PPP items that will be implemented next year.
"There are people who have expressed interest, quite a number, in fact. Definitely, there are a number of both local and foreign institutions, businesses, investors that have expressed interest," Abad said over-the-weekend.
He said local conglomerates may likely partner with foreign groups in undertaking preferred PPP projects. "It’s possible that some of these will be joint ventures. For us, that’s also good because that means there’s greater stake of Philippine investors in Philippine investments. We welcome that," Abad said.
The budget chief, however, declined to provide the names of the taipans and the PPP projects that they are willing to invest in. "I’d rather not (divulge this early). You know one of the reasons we are reluctant to present the list is that they’re not yet final," he said, adding that the government wants to avoid complications if the prospective investor and the PPP project do not push through as prematurely announced.
Even before the PPP program of the new government was crafted, , the country’s business titans and their companies were already engaged in an intense jockeying to capture big-ticket projects that included power, water, mining, roads and tollways and railway system.
Abad said the PPP project menu is still being finalized and will be formally presented in October. He, however, said 10 PPP projects have been short-listed from the original list of 70 and these include new airports on Panglao Island in Bohol and in Daraga, Albay; expansion of Laguindingan airport in Misamis Oriental; irrigation facility in Sultan Kudarat; and, extension of Metro Rail Transit /Light Rail Transit lines.
Abad said the government expects to clinch P180 billion to P200 billion worth of PPP projects in 2011, which the National Economic Development Authority (NEDA) hopes to increase to P400 billion in 2013. The government has earmarked an initial amount of P15 billion under next year’s national budget as seed or counterpart money for the PPP program.
The amount would be used by the Department of Public Works and Highways and Department of Transportation and Communications to cover right-of-way purchases, horizontal land development and similar preparations. - Dennis Gadil

MANILA, Philippines – Airphil Express started its Manila-Legazpi-Manila flights Thursday. The country's fastest growing low-cost carrier adds premier South Luzon destination Legazpi City to its growing roster of routes with fares starting at P850 one way (exclusive of taxes).
“This is in response to the unmet demand for air travel in the Bicol region," according to Maria Java, Airphil Express' Vice President for Marketing and Media. "Buses to and from South Luzon are packed to the hilt, take a whole day and cost as much as an airline seat. Airphil Express addresses this demand by assigning its most efficient aircraft to the route, the brand new Airbus A320 that allows us to serve Legazpi in world-class comfort, safety and efficiency for as low as your bus fare.”
“With the delivery of the second of four Airbus A320's coming in this year, Airphil Express can now respond to growing low cost air transportation demand," she went on. "Today alone, we launch 4 new destinations simultaneously. Apart from daily flights from Manila to Legazpi, APX now flies out of Manila direct to Tagbilaran, Bohol. Out of our Cebu headquarters, we are launching direct flights to Ozamis. Lastly, we launch Cebu-Catarman as well.”
Airphil Express has started daily flights to Bohol for as low as P1,008 one way, exclusive of taxes, cheaper than the boat fare heading for Manila from Tagbilaran. Vacationers, mostly European tourists, favor Bohol especially at end of the year when the cold hits the west. Most go to Panglao island. “Bohol is the professional vacationers favorite mini-break destination," according to Maria Java, Airphil Express Vice President for Marketing and Media.
Airphil Express APX flies Manila to Tagbilaran daily at 9:40 a.m. and leaves Tagbilaran back for Manila at 11:25 a.m. In its efforts to remain consumer-focused and community specific in its approach to its aggressive expansion, the burgeoning low cost player is zeroing in the traditional bus and ship going market, essentially growing its own loyal base of passengers.
“Because we have remained dedicated to the individual passenger and his flight experience with us, Airphil Express is seeing a consistent return of passengers to its rosters. We expect to see Legazpi's bus going public flying with us to and from Legazpi.” Java added.
The choice of a larger aircraft servicing the Legazpi route will allow APX clients to load more baggage or cargo at considerably more reasonable rates. Airphil Express is still the only low cost carrier that gives 15 kilos free baggage. Beyond that, a minimal cost of P100 per kilo is charged.
APX flies to Legazpi, leaving Manila at 12:10 noon daily, arriving in Legazpi at 1:10 p.m. The return flight to Manila leaves Legazpi at 1:40 p.m. and arrives at Manila's NAIA Terminal 3 at 2:40 p.m. Starting December 1, a second daily flight will ensue, flying out of Manila at 8:20 a.m. and leaving Legazpi at 9:50 a.m.

^Using Nikon D90 (my brother-in-law's); three sisters, two brothers-in-law, and two young nieces flying back to Manila (PR 278); three aunts aboard the first morning flight (5J; they also arrived aboard 5J's first flight Jan 8); another sister flew to Manila five days later (PR 278). It's a good thing despite incessant rains they were all able to arrive and depart as scheduled (one cousin arrived with my three sisters Jan 5 but flew out Jan 7; another cousin, though, was not able to land she had to come by car). Thank goodness for these planes and low fares!

Nice pics of the juice airline. What I'm hearing is they have better legroom than 5j so if you want extra comfort and a less packed flight then Zest Air is the way to go!

Yes, the old Bacolod airport I thought has an arrival like that of an open air bus terminal, there's a roof but the sides is not weather proof, you can see the commercial area across the street, and the vehicle of my cousin waiting for me just right across. Usually arrive in the afternoon and you get a glimpse of the streets of Bacolod right away! I think Legaspi terminal is decent enough with the refurbished look. Is the arrival air-conditioned? the arrival area is not air-conditioned pero okay lang..haha basta yung pre-departure area at check-in hall ay air-conditioned..hehe..kaso maliit talaga..really needs to be transfered to BIA

Airports gear up for bird strikes

More airports are installing bird avoidance system to prevent airplane crashes or collisions, according to Director General Ramon Gutierrez of the Civil Aviation Authority of the Philippines.
Called audio control repellent system (Acrs), the technology has been installed recently in airports at Tacloban, Bacolod and Iloilo.
Following suit are Puerto Princesa, General Santos, Legazpi, Clark, Roxas, Tagbilaran, Dumaguete, Cagayan de Oro, Davao, Ozamis, and Zamboanga, Gutierrez said.
Costing P3 million apiece, the Acrs is one of several means by which the aviation agency is trying to prevent or limit the incidence of bird strike or collisions with airplanes, which reached alarming proportions.
The aviation agency’s bird strike incident report said that since January, there were 16 cases of bird strikes in eleven airports; four at the new Davao International Airport alone and three at theNinoy Aquino International Airport.
Although most of the collision occurred while the jets are either landing, or taking off or approaching an airfield, the CAAP recorded seven bird strikes even on parked aircraft.
Of the 80 airports operated by the CAAP, bird strikes occurred in Laoag, Diosdado Macapagal International Airport, Busuanga, Legazpi, Naga, Roxas, Calbayog, Pagadian, Cagayan de Oro, the New Davao International Airport and Naia.
Ed Costes, chief of the Aerodrome Development and Management Service, said that authorities have also focused on the control of vegetation, such as cutting down trees and bushes around airports, the usual nesting sites of birds.
Limiting the growth of grass by constant mowing is also effective since grassy areas are the breeding places of mosquitoes and worm, which are bird food. The use of siren or shotgun to drive away the birds is also employed, he said.
So far, nothing fatal had been encountered by local pilots as far as bird strikes are concerned. The most hazardous episode is several cracked windshield and damaged engines. This is one concern that worries local carriers, since an engine damaged by bird strikes would cost over P5 million to repair.
Records show that the most common birds involved in collision are heron, owl, pigeon, wild ducks and other migratory birds.
Modern engines are so designed that birds less than two kilograms in weight could be sucked by airplane engines without inflicting much damage to its internal mechanisms, Costes said.

With four airlines, 48 round trip flights na gabos ngonyan, 45 of which are with Airbus A319 and A320, more than twice the full capacity payload of ATR 72-500 (used by Cebu Pacific) and Q300/400 (of APX) propeller-driven planes deployed to airports with short runways--that's growth!

Yes. The word "Legapi" would still be there. The old airport will be decommissioned and sold.

A subsidiary of Airbus, specializing in state-of-the-art flight operations, is now helping the Civil Aviation Authority of the Philippines (Caap) update its airport operations.
Quovadiz, a French company, will support the implementation of a performance-based navigation (PBN) network in some of the major airports in the country, without cost to the government.
The program is jointly sponsored by the French Directorate General of Civil Aviation, the French Civil Aviation University, Airbus, Philippine Airlines, Cebu Pacific Air, Airphil Express and Zest Airways.
The airports that will benefit from this upgraded, next-generation air-traffic management system would be Manila, Puerto Princesa, Zamboanga, Butuan, Dumaguete, Legaspi, Iloilo, Clark, Bacolod, Tacloban, Cagayan de Oro and Kalibo, Laoag and Subic.
Caap Director General Ramon Gutierrez said the new system will take advantage of Caap’s skills and knowledge in various lines of air traffic that are key to a safe and efficient PBN implementation.
The current aviation procedures in the country require that planes use ground-based system, such as the distance-measuring equipment, very high-frequency omnidirectional range and radar.
With the help of these navigational aids, planes are able to use the so-called highway in the sky—invisible tracks or radials, actually—until they reach their destinations.
The PBN does away with such tracks or radials, which zig-zag in the sky, following predetermined routes as defined by the navigational aids.
“The PBN routes are based on satellites, whose signals are received by compatible equipment in the cockpit of the aircraft, which can fly directly from the point of departure to the point of destination,” Gutierrez said.
In this manner, shorter routes mean shorter flying time and, therefore, savings in fuel.
Another advantage of the PBN is that planes would have lower carbon footprints and thus, are able to avoid urban areas to minimize noise.
According to the Caap chief, about 80 percent to 90 percent of many modern commercial planes have PBN-compatible equipment. He said the International Civil Aviation Organization (Icao) requires that all aircraft operating in the country must be equipped with the same instruments by 2016.
“The GPS-based navigation technique, coupled with onboard systems, allows the optimum use of airspace, provides fully stabilized and managed approaches [during landing and takeoff] and significantly improves safety. It would also reduce airline operating costs by shortening tracks and lowering weather-visibility requirement,” Quovadis said.
Quovadis, will design the “approach procedures,” the crucial steps a plane must take to land safely, in Puerto Princesa, Zamboanga, Iloilo, Butuan, Dumaguete and Legaspi.
Other airports would be under the jurisdiction of Caap.

Master Plan 2 doesn't look right. There is only one taxiway and the apron is tight. The plans should more or less look the same as Laguindingan, and if fortunate, not the terminal. I hope they can make the rendered proposal happen.

They can use Fokker 50s, not as fuel efficient as the ATRs and Bombardiers but still worthy and reliable. PAL have used them to Virac and Masbate before. They do need higher load to compensate for fuel cost.
