Looks like a bad copy of the Library Tower.

That crown is just out of proportion and if they're going to light it up at night, they should keep it balanced by either not making the top so bright or even better put floodlights from the bottom up lighting the whole thing up.

Pretty average, not a fan of the facade either. 6.

I like the concept of the "queen top" design. But IMO the architect missed a few things in implementation. The top looks fine when lit up at night but it clearly lacks grace when viewed during daytime. The facade looks cluttered and the base isn't any better. It might have been the result of budgetary constraints and/or bureaucratic meddling. But the result is just not up to par.
