The Trivandrum bypass is witnessing the second 5 star Hotel under construction after Capital Retreat, Chackai. :cheers:
The construction of the Bangalore based GOCHI Hotel is started under Artech Group near to the Aakkulam Bridge. The Piling of this 5 star hotel is under process. Seems like a big one.

Piling works has been completed almost an year back. Good to see this project is again restarted. As Artech is doing its construction, we could see this building fully completed with in an year. Artech is famous for its fast completion of projects.

vinodtnt May 27th, 2011, 11:14 AM THIRUVANANTHAPURAM: Transport Minister V S Sivakumar, the lone Minister from the district in the Oommen Chandy Cabinet, has promised to spur on the ‘lagging’ development projects in the capital city by forging a consensus among political parties.
Taking part in a meet-the-press programme, organised by the Kesari Memorial Journalists Trust here on Thursday, Sivakumar said that he would take all efforts to increase the allocation for Thiruvananthapuram in the next budget. The emphasis, he said, would be on developing the roads, cleaning the polluted Parvathi-Puthanar canal and expanding the drainage network in the city.
“Phase-II of the City Road Improvement Project (CRIP) will be completed in a time-bound manner. 42 km of roads are being taken up under it. The drainage network is only 27-per cent complete. This issue has to be looked into urgently. The idea is to develop Thiruvananthapuram into a world class city,” Sivakumar, who will officially take charge on Friday morning, said.
The Minister said that he was planning to convene two meetings of all stakeholders to chart out an action plan for the city’s development. The second of the two meetings will also involve Chief Minister Oommen Chandy, he said.
Sivakumar said that emphasis would be placed on developing the Karamana-Kalayikkavila stretch of the National Highway.
“It is a necessity. The other day, I left Trichy for Thiruvananthapuram via Nagercoil. Our pace slowed considerably once we reached Kalayikkavila. It’s obvious that the people are suffering. The issues pertaining to land acquisition would be sorted out through consensus,” he said.
Sivakumar said that he had already adopted several steps for the integral development of the city during his tenure as MP.
Being the only Minister from the district, considerable hope is pinned on Sivakumar regarding long-pending projects such as the Vizhinjam seaport, High Court Bench and works covered under the Minister’s own porfolio, such as the Thampanoor Bus Terminal renovation and the proposed KSRTC station at Enchakkal, to name a few.

The video starts from about Kadinamkulam, you can see the lake, then Menamkulam, Thumba areas and the highrises of Confident, Asset homes etc. The price catch is the Industrial areas covering 'International Apparel Park' (Where Leela Lace has factories), KINFRA Small Industries Park etc. Technopark is visible only at a distance, only near the Infosys campus, the flight comes close.

Assessment:Chief Minister Oommen Chandy and Transport Minister
Thiruvananthapuram: The State government will take steps to clean up the Parvathy Puthanar canal and construct a 3-km retaining wall from Chakkai to Vazhavila, Chief Minister Oommen Chandy said here on Saturday.
He said this after a visit to the site where a school van had plunged into the polluted canal, killing six schoolchildren and a caretaker in February this year. The District Collector had earlier submitted a preliminary report on the accident, recommending steps to clean up the canal and construct a retaining wall. The Collector was asked to submit a detailed report by Monday. Mr. Chandy said the Cabinet would accord sanction to the two projects.
The Chief Minister also visited the house of Irfan, a student who sustained serious injuries in the accident. He said the government would foot the expenses for the treatment of the child.
Transport Minister V.S. Sivakumar, M.A. Vahid, MLA, District Collector Dinesh Arora and officers of various departments accompanied Mr. Chandy.

Also, we can see the Aakulam lake (at 02:10), a part of Vikram Sarabhai Space Center (at 02:15), English India Clays Ltd (at 02:22), Kochuveli Satellite Station (at 02:31), Kerala super fast Express (at 02:45), All Saints College (at 02:54), the city far away (at 03:01), the BRAHMOS Aerospace (at 03:05), etc.......:)

I dont think it is going to happen in another 60 years!!!, considering the pace and hurdles we had in widening the roads in our City.
The practical soulution in my view is to decentralise the facilities in the city in terms of offices, markets, recreations (like movie theatre , sports ) and educational institutions. I am happy to see that this is happening even now with the big and prestigious institutions like IISER, IIST etc in the VIthura and Nedumancaud areas.
The added bonus of decentralisation is the development of suburban areas wotj increased facilities for the local public and less cost of transpotation and street congestions.
To the extent possible the parking on the road side should be avoided by construction of multilevel parking buildings..
Say a big NO to street vendors and give them facilities inside the public malls llike TRIDA shopping areas.
Since Trivandrum is above the sea level unlike Cochin, we can construct subways easlity for pedestrian crossings and also provide for the shops of street vendors.
Enforce driving rules and pedestrian crossing.
The parties and striking employess have a tendency to hold rallies in crowded roads to attract attention by disrupting the traffic and creating maximum inconvenience to the public.This should be made illegal

Widening of MG road is not the quick and easy solution. A proper traffic management system, and avoiding road side car parking, and if proper lane discipline is followed by vehicles plying, there will be lot of improvement in the congestion during peak hours in the MG road.

The real problem of MG road is the road side car parking (But there is nowhere to park!!! One small parking lot is in Palayam and it was always full) and no proper lane discipline. (you can see in the first pic.... Two autorishaws in a single lane!!!!)...
Pedestrians was also a problem.... They don't wait till the signal to cross the road...:ohno:
But the road looks nice now....:cheers: Now we have many 4 and 6 lane good roads in the city and it's up to us to use them properly.

2 traffic lanes and one 'stopping' (not parking) lane is all it needs for ANY city road, that is, if those lanes will be used properly. If you have more traffic, then you need a 'freeway'.

The new toilets are Internet-enabled, backed by mobile phone technology, and operate in a fully-automated mode.

The unit's water tank can store up to 500 litres of water. The system uses SMS alerts to inform the control room about the unit's operational status and about any systemic failure.
The units use GPRS technology to monitor the daily collection and halt operations in case of unit failure.
The toilets have a waste water management system wherein fresh water is provided for personal purposes, including for washing hands. More than 90 per cent of the water used for flushing is recycled to the flushing mechanism. The e-toilet can also be fitted with a solar panel. sajith May 30th, 2011, 07:03 PM Trivandrum: After a month’s wait, the new traffic signal at Ambalamukku Junction became functional earlier this week. The traffic congestion together with the dilapidated roads has been a long standing problem for this area and local residents were keenly looking forward to this for quite some time now.
The traffic signal was part of the integrated City Road Improvement Project (CRIP) undertaken by the Thiruvananthapuram Road Development Company Limited (TRDCL). The installation work of signals at Marappalam, Over Bridge (new signal) and Pattom (new signal) will commence this week. The installation work of signals at Peroorkada, Sasthamangalam and Vellayambalam are in progress.
The roads at Ambalamukku junction are still under development and the road leading to Kuravankonam still needs help. The marking of the road and zebra crossing are yet to commence. Hopefully, Ambalamuku Junction will soon sport a new look with work progressing on all fronts.

We surveyed the residents, property builders and brokers of the cities to learn about the trends and developments in their local housing market.

In the southern part of the country, Bangalore is not the only destination that you can explore for investment in residential properties. Of course, the information technology hub is among the top seven destinations for real estate investments in the country. The principle of a freeway meant for longer commutes is totally different from that of an arterial road in a dense CBD situation. AFAIK there are very successful inner city roads that operate at over 8-lanes in either direction with multiple speed lanes, turning lanes and stopping lanes. I hope you will pay more attention to good road design before making presumptive statements.
Just because something isn't there, doesn't mean it cannot work. There is such a science as traffic engineering and when properly applied it can improve the capacity of even existing RoWs. But that is a very long discussion on its own, too long for this thread, and I am sure our resident expert, Ajith, can talk volumes about it from the PoV of a practitioner than a layman.
Anyways, the discussion here was about the utilization of the 6-lane roads in Trivandrum. Only a combination of traffic discipline and the availability of off-street parking can lead to a sustainable solution and I fear we will have to wait it out for both, although having 6-lane roads is definitely much better than not having them at all!

I think the infrastructure developed so far, can ease the situation, if utilised properly.
Parking- People should be taught how to park their vehicle properly. Take the case from over bridge to Eastfort, you can see haphazard parking, really narrow down the lane to just a single lane. This is visible from Spencer pattam to Kesavadasapuram also.

Removing the plastic waste would now be more easy for the City Corporation with the arrival of two new vehicles exclusively for the purpose. Compactors - which can collect up to eight tonnes of plastic and churn it into a paste (not recycling) - were pressed into service by the Corporation on Monday.

The refinery of Bharat Petroleum Corporation in Kochi and HLL Lifecare Limited in Thiruvananthapuram have won the awards instituted by the State government for excellence in pollution control among very large and large industries respectively.
First places in pollution control have been taken by MRF Limited, Kottayam, and Philips Carbon Black Limited, Ernakulam.
Cochin Minerals and Rutiles Limited, Ernakulam, and Sud-Chemie India Private Limited, Ernakulam, shared the excellence awards for medium industries. Milma's Palakkad dairy and Kannur dairy claimed the first places for A and B categories of medium industries based on capital investment.
The excellence award for small industries went to Victory Granite Metals, Thrissur, and the first place to Devi Sands Private Limited, Wayanad. Among the hotels, Spice Village, Thekkady, emerged the topper.
Attingal municipality won the first place for pollution control among municipalities. The second place is shared by Chalakkudy and Irinjalakuda municipalities.
Malabar Institute of Medical Sciences Limited, Kozhikode, bagged the excellence award for private hospitals with more than 200 beds. EMS Memorial Cooperative Hospital and Research Centre, Perinthalmanna, came first. Malabar Institute of Medical Sciences Limited, Kottackal, earned the first place among hospitals with 100 to 200 beds. Malabar Cancer Centre, Thalassery, won the first place for hospitals with less than 100 beds. District Hospital, Palakkad, came first among government hospitals. The first place for community or public health centres went to Community Health Centre, Konni.
Announcing the awards here on Friday, Health Minister Adoor Prakash said all winners would get trophy and certificates. Besides, institutions placed first, second, and third would get cash prizes. The awards and prizes would be presented at a function to be held in Kochi on June 5, the World Environment Day.
He said the winners were chosen from among 103 applicants for the awards. The judging committee headed by chairman of the State Pollution Control Board K. Sajeevan, had considered their achievements in pollution control, energy conservation, water conservation, and protection of environment besides schemes implemented as part of their social commitment.

Good to see that Condor and Marikar have struck a deal. The latter were demanding exorbitant rates for the 2 acres that they own at Pattom. If I remember correctly, Condor Fortuna was supposed to have a BUA of about 250,000 SF, with this additional space it should go up to 350,000 SF.
That said, there is a much bigger project on the anvil in another part of the city which might break ground in the coming weeks. Stay tuned for more on the same! :)

Individuals can invest in the mall. A small shop area of 157 sq.ft will cost around 15 lakhs, 250 sq.ft will cost 25 Lakhs etc...
The shopping mall will be managed by the builder and they will be letting out the spaces to companies which the owner or the builder select. We hope to bring in a standard type of business which of course will have a quality assurance also. Since there will be around 140 shop spaces and the third floor is going to be let out for food courts we expect to have a wide range of display similar to Forum in Bangalore and the Express Avenue in Chennai .

As announced in the Railway Budget 2011-12, the Ministry of Railways has decided to extend the Rail Yatri Sevaks with modern trolleys to six more stations. These six stations are New Delhi (Platform No. 1 and 16), Mumbai, Chennai, Ahmedabad, Bengaluru and Thiruvananthapuram.
Modern Luggage Trolleys with brakes, similar to those provided at airports (standard dimensions) will be provided for round the clock service. These trolleys should be provided by service providers who will be engaged for each station through a separate open-tender process to be followed by the zonal Railways. The contractual period shall be for one year.
These trolleys will be provided by service providers with no initial or recurring investment by the Railways. The service provider providing these trolleys will have to pay annual license fees to the Railways based on the highest financial bid in the open tender.
The number of trolleys to be provided at a station will be decided by the Zonal Railways based on the requirement and taking into account the congestion at the platforms of the Railway station. The number of trolleys, however, will not exceed 50 on a station.
Service provider shall be allowed to advertise on these trolleys in accordance with the guidelines stipulated for advertisement on Railway premises with respect to aesthetics, public morale etc. The space for advertisement will be fixed by the Zonal Railways and will be notified while inviting the tender. The advertising material will have to be approved from the Railway authority before display. There will be no advertising which may affect the business of the Railways negatively like advertising of airlines etc. Railways will specify this area of advertisement as additional space in cases where the bulk advertisement rights for commercial publicity are awarded. The space used for advertisements on trolleys will not be included in the bulk advertisement rights.
The Zonal Railways will notify the specific telephone number on which senior citizens and ladies can book the luggage trolley in advance. The “Rail Yatri Sevaks” will hold a placard with number to help the passengers in identification of the assigned trolley. The passenger booking the service will furnish the PNR to the “Rail Yatri Sevak” for the purpose of verification.
It will be clarified by the Zonal Railways that “Rail Yatri Sevaks” are deployed by the service provider. Their deployment is purely contractual in nature and no facilities viz. absorption in railway service, regularization of service, bonus, railway pass facilities etc. will accrue to the service provider or “Rail Yatri Sevaks”.

Ashalatha Thampuran pictorially catalogues the built heritage of the city in her book Thiruvananthapuram – Montage of Heritage Buildings
Thiruvananthapuram really is a treasure trove of heritage buildings. Everywhere you look you can see graceful old buildings that have stood the test of time. Some buildings such as Sree Padmanabha Swamy Temple, VJT Hall, and the Old Secretariat are prominent landmarks, while others such as Rangavilasam Palace, Muttala madom, and Mithranandapuram temple, to name a few, are not so well known and are hidden amid the hustle and bustle of the city. In her book Thiruvananthapuram – Montage of Heritage Buildings, which will be released today, architect and academician Ashalatha Thampuran, Principal of Mohandas College of Engineering and former Principal of College of Engineering (CET), catalogues 80 such buildings that represent different facets of built heritage in the city. Commissioned by the Indian National Academy of Engineering Heritage – an association funded by the Central Government that aims to preserve engineering heritage in the country, this book is perhaps the first-of-its-kind work that focusses solely on the built heritage in this city of Kings.
Unique architecture
“The city has a number of unique architectural features. In most of the heritage buildings, the woodwork is pretty unique. Nowhere else have wooden elements been more successfully and spectacularly integrated on such a large scale than in the buildings in the city, most of which abound with intricate wooden sculptures and designs. Besides, large buildings that feature a confluence of architectural styles – Kerala with Dravidian, Kerala with British – are particularly unique to the city. For example, planning-wise the Sree Padmanabha Swamy temple is traditional Kerala architecture, but construction-wise, it is a combination of Kerala style with Dravidian style, with the east gopuram and the nadavazhi constructed in the latter. Before the advent of the British there was nothing in our traditional architecture that resembled schools (for example Model school), banquet halls (at Kanakakunnu), churches (CSI church, LMS church), libraries (Public library), and so on. So in many colonial buildings we have Kerala artisans giving their own touch to what is essentially British architecture,” says Ashalatha.
“Original colonial architecture in the city featured unplastered red brick with corners of granite, and contrary to certain claims there is no evidence to suggest that they were edifices painted in white!” she adds.
It was only after King Martanda Varma of erstwhile Travancore moved his capital to the city in the 18th century that the city saw a proliferation of architecture, and it continued unabated for more than two centuries.
Almost all the buildings constructed in that period were within a two-km radius of the Sree Padmanabha Swamy temple, extending from Poojapura to Shankhumukham (some like the Kovalam Palace were built even further away).
“I am a keen observer of architecture and I have over the years become adept at identifying key elements from which one can classify buildings,” says the author.
As such she has divided the built heritage of the city into three broad categories – ancient, medieval and colonial. Ancient buildings are the ones that follow the principles of Vaastusastra, medieval are those that resemble the medieval buildings of England (such as LMS church) and colonial are those red brick structures (Vanchiyoor court, Public library) built by the British. “One can even easily identify the era when a particular structure was built by looking at the kazhukols (rafters). kazhukolsIf they are dense in the centre and slanting towards the corners, it's of a later period than the ancient Vaastusastra style. The kazhukols of the colonial period are the simplest in design,” explains Ashalatha.
Five sections
The author has included many such observations in Thiruvananthapuram – Montage of Heritage Buildings, which is styled like a coffee table book. It is divided into five sections, namely residential buildings, public buildings, religious buildings (temples and churches), institutional buildings, and common buildings.
Each building gets a two-page spread, with close-up photos of particular architectural details such as the intricately carved wooden ceiling of the Bhajanapuram Palace, the stone carvings at Poojapura mandapam, and the granary at the Panchajanyam building, to name a few, and each photo spread is accompanied by a brief history of that particular building. Ashalatha has also included a short history of the city as an introduction and also an appendix on the principles of Vaastusastra. The photographs have been clicked by Sudeesh Balan, her former student at CET.
“This book is actually 10 years in the making. As part of my doctoral thesis on the traditional architecture of Kerala, I had travelled the length and breadth of the State cataloguing its unique features. I had collected a lot of information and lots of photographs, especially of the architecture of the city. I hail from Thripunithura but the city has been my home for 46 years, and I wanted to show people the timelessness of built heritage that's right in front of our eyes,” says Ashalatha, who has also written the book Traditional Architecture forms of the Malabar Coast and Vastuvidya Vijnanakosham. Ashalatha's book will be released today at 5.30 p.m. at Levy Hall, Krishnavilasam Palace, Fort.

Artech Empire (residential) and Artech World Mall.
This plot was earlier meant for the Pantaloon Central mall. But the Corporation denied permission quoting its proximity to the bus stop and hence the expected crowd.

sajith June 12th, 2011, 07:20 PM A three-member committee, headed by the Deputy Commissioner of Police (Law and Order), has been constituted to identify spots for constructing bus shelters in the capital as per the Indian Road Congress (IRC) specifications. The Project Director of Thiruvananthapuram Road Development Company Limited (TRDCL) and a representative of the City Corporation will also be part of the committee.
The decision was taken at a meeting of the Road Safety Authority (RSA) that was held here on Wednesday. At the meeting, City Police Commissioner Manoj Abraham highlighted the paucity of scientifically designed bus shelters in the city.
Henceforth, designs of all bus shelters will be discussed by TRDCL and approved by the RSA. “The decision of the RSA will be final. Permission need not be taken from any other agency,” District Collector and Chairman of the RSA Dinesh Arora toldThe Hindu.
Of the 26 bus shelters sanctioned by the City Corporation on build-operate-transfer (BOT) basis to a contractor, only six have been constructed. The meeting also agreed to the suggestion of the Corporation Secretary and the Police Commissioner that the bus shelter built at Kowdiar Square by the TRDCL, under the ongoing City Road Improvement Project (CRIP), be duplicated in other places in the capital.
The TRDCL is awaiting permission for another 20 bus shelters. Ninety-five bus shelters are required in the 42-km stretch where the CRIP project is taken up.
The meeting also decided to commence pre-paid autorickshaw/taxi stands in more places in the city, since many autorickshaw drivers fleece passengers using fake meters. The District Collector will issue sanction in his capacity as Chairman of Hospital Development Society to install prepaid auto/taxi systems at Medical College Junction. Pre-paid taxi stands managed by Traffic Police will soon function at Pettah and General Hospital Junctions.
Unscientific traffic signals put up in the city by various agencies came up for discussion in the meeting. The Police Commissioner said solar-powered automatic traffic signals were creating problems during peak hours and emergency situations.
The Kerala Road Fund Board was asked to explore the feasibility of installing manual override facility along with the present computer-aided traffic signals. It was also decided that traffic signals in the city should be synchronised for smooth flow of traffic.
Traffic to airport
The RSA approved the designs suggested by the National Transportation Planning and Research Centre (NATPAC) to ensure smooth flow of traffic near the entrance to the New International Terminal Building of the airport. The DCP (Law and Order) will hold meetings with the director of the airport and authorities of the nearby Ananthapuri Hospital before putting up a concrete proposal to the RSA.
It was decided that the RSA should be convened at least once a month to discuss traffic-related issues in the capital. The Mayor, Corporation Secretary, and the district panchayat president have been made special invitees in the RSA for better coordination and quick implementation.

Mr. Tharoor stressed the need for completing the long-pending project. He said the project had been envisaged as far back in 1974 and that the people whose land was to be acquired for the project could not be made to wait any longer for the compensation. Mr. Joshi said the matter would be accorded top priority.The proposal for a combined bypass for NH 47 starting from the entry point in the city at Kazhakuttam and rejoining it at the Kerala-Tamil Nadu border at Kaliyikavila had been taken up by the National Highway Authority of India many years ago and one part of the stretch, from Kazhakuttam to Kovalam Junction, was completed about 10 years ago. But the subsequent work on the Kovalam-Kaliyikavila stretch got bogged down due to various reasons.
An official pressnote quoting the MP said land acquisition was not a hurdle for the project as the survey work on the alignment had been completed and the people to be affected had only wanted the compensation to be awarded quickly.
The project, initially named the ‘Thiruvananthapuram- Neyyatinkara Combined Bypass' envisaged 4/6 laning of the 43 km stretch between Kazhakuttam and Kaliyikavila under the NHDP Phase-III package. The construction of the bypass from Kazhakuttam to Kovalam Junction, a length of 22.6 km, had been completed about 10 years back. The proposal involves construction of a new highway from the Kovalam Junction up to the Kerala border at Kaliyikavila. Land was acquired for the bypass alignment from Kovalam to Kottukal to a width of 45 m.
The remaining length of the alignment passes through eight villages, namely Venkulam, Kanjiramkulam, Puthenkada, Tirupuram, Puzhikunnu, Pottayilkada, Vaduvarakonam, and Ayira, and the survey of the alignment was completed almost 10 years back.
However, the actual acquisition proceedings (except for a short 5 km stretch from Kovalam Juntion to Vizhinjam village) had not been undertaken for this stretch.
Mr. Tharoor said the local population who incidentally had no objection to the acquisition were put to difficulty due to the delay in awarding compensation after the acquisition process ground to a halt. He told the Minister that it was essential from a humanitarian point of view to complete the process swiftly and enable them to relocate and get on with their lives.
Mr. Tharoor said there would be no hitch in taking up the widening of the 22.60 km Kazhakuttam- Kovalam stretch to a four-lane road since the land acquisition on both sides of the road had already been completed. The remaining stretch of the bypass up to the Kerala-Tamil Nadu border (Kaliyikavila) would require the acquisition of 70 hectares (175 acres) of land. An approximate amount of Rs.350 crore would be required to acquire land from Kottukal village to Kaliyikavila. The project will require construction of five underpasses and five overpasses at the junctions of crossroads with the main carriage way, along with major and minor bridges.

In fact instead of NH47 from attingal side what would really help is 4 lanes from Nagercoil to Trivandrum.
Last week of May I drove down from Mumbai to Trivandrum. On the first day a distance of around 1050kms (Bom- Blr,electronic city) I could do in 13 n half hours.next day did Blr-Nagercoil (via slm-dindigul) a distance of around 650km in 7and half hours. Nagercoil-trv a distance of around 73 kms took me around 3 hours to cover. Narrow roads, heavy traffic. I didn't take the usual NH47 via palghat/kollam due to narrow roads and heavy traffic within Kerala. Just imagine if that distance of 73kms from nagercoil is 4 laned it would do wonders for the city's (and the state's) economy.

Yep, that's right. Lack of proper high speed roads is the biggest hindrance faced by our city or infact the whole of Kerala i may say. it's a shame actually that we haven't done anything in this aspect as far. And whatever has been done is thwarted by the public,as can be seen in the recent Pappanamcode incident.
But the Bypass on the other hand doesn't have that excuse and the fault is entirely on the authorities.

Instead of running behind Karamana - Kaliyikkavila, first concentrate to develop Kazhakkuttam - Kovalam - Kaliyikkavila road. As this area is having govt owned land in both sides of the existing two lane road upto Kovalam. If this road can be developed as 6 lane, a major issue will get resolved in terms of traffic, also the area development, with high end buildings, commercial spaces etc. Now the bypass is having connectivity with all major towns in the city like 'Sreekaryam', 'Ullur', 'Pettah', 'East fort', 'Kaimanam' etc. Utilize the available land and do the development first. If the land is acquired and not used, its a waste. That's what we can see in Kazhakkuttam - Kovalam bypass. Trivandrums most happening place is Kazhakkuttam, so this is necessary in all means.

The reason i posted this pic is that inspite of it being a small showroom, it has incredibly competitively priced informal wears which are brought here direct from their manufacturing unit in Tirupur. And the material quality is pretty impressive too, with some clothes made from bamboo fibre.. Prices for their T shirts range from as low as Rs 100 to higher-end prices of Rs 300 and around only. :)

The Kazhakkoottam - TN Border NH-47 is under Central jurisdiction, while the Karamana Kaliyakkavila is a State Government project. There is no overlap of funding or other resources, so it is not a case of either-or.

The construction of the bypass from Kazhakuttam to Kovalam Junction, a length of 22.6 km, had been completed about 10 years back. The proposal involves construction of a new highway from the Kovalam Junction up to the Kerala border at Kaliyikavila. Land was acquired for the bypass alignment from Kovalam to Kottukal to a width of 45 m.
The remaining length of the alignment passes through eight villages, namely Venkulam, Kanjiramkulam, Puthenkada, Tirupuram, Puzhikunnu, Pottayilkada, Vaduvarakonam, and Ayira, and the survey of the alignment was completed almost 10 years back.
However, the actual acquisition proceedings (except for a short 5 km stretch from Kovalam Juntion to Vizhinjam village) had not been undertaken for this stretch.
Mr. Tharoor said the local population who incidentally had no objection to the acquisition were put to difficulty due to the delay in awarding compensation after the acquisition process ground to a halt. He told the Minister that it was essential from a humanitarian point of view to complete the process swiftly and enable them to relocate and get on with their lives.
Mr. Tharoor said there would be no hitch in taking up the widening of the 22.60 km Kazhakuttam- Kovalam stretch to a four-lane road since the land acquisition on both sides of the road had already been completed. The remaining stretch of the bypass up to the Kerala-Tamil Nadu border (Kaliyikavila) would require the acquisition of 70 hectares (175 acres) of land. An approximate amount of Rs.350 crore would be required to acquire land from Kottukal village to Kaliyikavila. The project will require construction of five underpasses and five overpasses at the junctions of crossroads with the main carriage way, along with major and minor bridges.

Now that the DD services have been restored in the city, its time for resuming one of the eariest routes of the DD in the 50s 60s and 70s between Peroorkada and Eastfort. I still remember hearing the distinct sound of the DD that was audible during the stillness of the night even from afar. I can only say that was pure nostalgia.

Vivek, Xeno's right on this, that crane is on the Condor Cyber Gardens site. It was being set up when I was in Trivandrum in May.
Almost half a dozen tower cranes have now sprouted up in that small area and I am sure many more will follow in the coming months.

The stainless steel flagpole would be more than 65 metres-tall — the tallest in the country, spokesman of the Flag Foundation K.V. Singh told presspersons here on Thursday. The national flag atop the pole would be 72 ft long and 48 ft wide. The flagpole would be illuminated with floodlights during the night. The government has given special permission to allow the flag to remain hoisted round the clock, Mr. Singh said. The flag, weighing 27 kg, will be fashioned from knitted polyester.
The project to erect such flagpoles in different parts of the country draws inspiration from the initiatives of Naveen Jindal, MP, to make the national flag more accessible to the people, Mr. Singh said. Kerala would be the eighth place in the country to sport such a flagpole. “This flagpole would be as tall as the third storey of the Qutab Minar. It would weigh 12.5 tonnes. At the base, the diameter would be 4.5 ft and at the top it would be 1.5 ft.,” he said.
Though the Foundation had written to the Kerala government six months ago seeking land and the permission to install the flagpole, the permission was granted only four days ago, thanks to the intervention of Thiruvananthapuram MP Shashi Tharoor. Only very few countries, including Malaysia, North Korea, Abu Dhabi and Dubai, are home to such ‘ornamental flagpoles.'
The flagpole would be installed on top of the small hillock between the two gates of the Kanakakkunnu Palace. The structure would be visible from almost all parts of the city. Initially four to five sites were identified as possible sites. The palace was chosen for its vantage location in the city. The pole is expected to be commissioned during Onam. As per the understanding between the government and the Foundation, the District Tourism Promotion Council would be tasked with maintaining the flagpole. The electricity charges for illuminating the structure would be borne by the State government, Mr. Singh said. Dr. Tharoor was present at the press meet.

LMS-Pazhavangadi, Kowdiar- Peroorkada, Nandavanam- Model High School, Kumarapuram- KIMS- NH bypass and Enchakkal- Attakulangara stretches will be completed within 100 days, said Works Minister V K Ibrahim Kunju at a news meet here on Thursday.
Work on all these roads is in progress, but rains have caused delay in many places. Sources in the PWD said that there will be an effective monitoring of the work now as they have been included in the action plan.
Another major city-related project that has found a place in the 100-day ‘To-Do’ list of the PWD is the Karamana-Kaliyikkavila road. The list promises speedy action to acquire land for increasing the width of this stretch. The completion of Vettamukku-Vattiyoorkavu- Nettayam road is another promise. The MBA block in Engineering College, T’Puram, will also be opened within 100 days.
The proposal to elevate the Kerala Highway Research Institute as a Centre of Excellence is also part of Ibrahim Kunju’s action plan.

sajith June 19th, 2011, 06:44 AM THIRUVANANTHAPURAM: The Motor Vehicles Department (MVD) will commence ‘intelligent' enforcement round-the-clock in Thiruvananthapuram, Kochi, and Kozhikode by next week using surveillance and speed detection cameras to nab traffic violators.
Being implemented with the Rs.1.12-crore financial assistance of the Union Ministry of Surface Transport and Highways, the cameras have been installed in five junctions each in three cities. The cameras have been linked to the control room attached to the office of the Zonal Deputy Transport Commissioners. In the capital, the control room is in the first floor of Trans Towers, MVD headquarters.
The high-quality, tamper-proof cameras with night vision capability have been installed at Kazhakuttam, Mannanthala, Kowdiar, Overbridge, and Mascot Square in the capital; Palarivattom bypass, Pettah junction, Thevara bridge, Le Meridien, and Edapally junction in Kochi; and Pavangadu, Nallalam curve, Pantheerankavu bypass, Nadakkavu, and Meenchantha bypass junction in Kozhikode.
With this, the MVD will be able to book those who jump traffic signals, stop lines, and yellow lines; overtaking through the left; not following lane discipline; and not using helmet and seatbelts. The speed detection cameras will nab those indulging in over-speeding by taking three images of the vehicle.
The Kerala IT Mission is the implementing agency of the project and it is executed by Airtel. “Based on the feedback from these 15 junctions, cameras will be installed in other busy junctions in the State,” a top MVD official told The Hindu.
The cameras are linked through a secure fibre optic network and the auto focus cameras can track and capture fast-moving objects with exceptional clarity even at night. The images and the inputs will be stored in the central database of the MVD for three months.
The database of the MVD will be shared with the police who had installed similar cameras in select junctions in these cities.
The Deputy Transport Commissioners will issue memos to motorists who flout the rules. “Repeated offenders will have to face stringent punishment, including suspension of driving licence,” the official said.

Now the major hurdle is to acquire the land with proper compensation package.Hope,the present Govt. will overcome that too smoothly.

RajeshVR June 22nd, 2011, 08:38 AM THIRUVANANTHAPURAM: The State Government is considering shifting all the government offices in Thiruvananthapuram city which are functioning in rented buildings to under one roof at the proposed Government Complex at Attipra.
This is one of the projects being undertaken by the Roads and Bridges Development Corporation of Kerala (RBDCK).
The proposed building will be constructed on a BOT basis on six acres of land at Attipra.
Revenue Principal Secretary Niveditha P Haran said that the proposal is still under the consideration of the State Government. A final decision will be taken by the Government after considering all aspects
The proposed office complex is not likely to cause any financial burden to the State Government as it will be constructed on a BOT basis.
According to the plan, the building will have five lakh square feet space which can accommodate several offices functioning in various parts of the city. Only 50 per cent of the land will be utilised for the State Government offices and rest will be leased out for other purposes. Central government offices, banks, insurance companies and commercial complexes will come up in the rest of the area.
The amount received through the lease of the land and other buildings could be used for the construction of the government complex. As the land identified is near the National Highway, it can attract more institutions to this place.
Another project, Swaraj Bhavan at Nanthancode, a common office complex to accommodate all State-level offices under Local Self-Government Department (LSGD), is yet to take shape. The project was prepared when various offices of LSGD were paying Rs 4,25,000 as rent a month. It was proposed to accommodate 17 offices, including the Commissionerate of Rural Development, Chief Town Planner, Directorate of Urban Affairs, Directorate of Panchayats, Chief Engineer, LSGD, Superintending Engineer, Deputy Director Panchayats, Information Kerala Mission and Executive Director of Kudumbashree. The proposal was to build a 99,207-square feet building on 60 cents of land.

ajithv June 23rd, 2011, 07:14 AM THIRUVANANTHAPURAM: The City Corporation has decided to give a facelift to the 150-year-old Connemara market by constructing a modern commercial complex in place of the existing market. The decision was taken in an emergency meeting convened by Mayor K Chandrika on Wednesday afternoon following the fire incident.
The Corporation authorities plan to rehabilitate the existing shops and vendors in the new commercial complex, which will be more organised and will have hygienic conditions. The renovation will be carried out according to a proposal put forward by Infrastructures Kerala Limited (INKEL), a State Government undertaking.
The new commercial complex will come up on the 8.51 acres of land jointly owned by Thiruvananthapuram Development Authority (TRIDA) and City Corporation on which Saphalyam Commercial Complex and Connemara Market are located. In the proposal, INKEL had stated that TRIDA and City Corporation have 85 cents of free land on which a commercial hospitality complex can be developed and another parcel of 75 cents of land on which a rehabilitation block with all facilities can be set up concurrently.
Corporation authorities said that immediate steps will be taken with the help of the State Government to start the work of the commercial complex. Earlier, the previous Corporation Council headed Mayor Jayan Babu had decided to implement the proposal, but had to stall the programme following stiff opposition from a section of roadside vendors, who alleged that those who owned shops in the market would be the only people who would be rehabilitated.
However, in the meeting held on Wednesday, suggestions were put forward to devise a plan to rehabilitate the roadside vendors too in the commercial complex.
The proposed complex comprises a modern marketing block, large parking facility, heritage structures and landscaped green space in order to make the market place a landmark destination in the capital city.
The budget of the project is estimated at over Rs 150 crore.

They plan to start the work on their GLOBAL Training Centre simultaneously at Technocity Campus.

THIRUVANANTHAPURAM: The Kerala State Electricity Board (KSEB) hopes to complete underground (UG) cabling works on two major stretches in the capital city this financial year, Electricity Minister Aryadan Mohammed told the Assembly on Tuesday.
UG cabling work on the seven-km Thirumala-Peyad stretch and the 4.5-km Thirumala-Karamana stretch will be completed in the 2011-12 fiscal itself, he said in a written reply. Along both stretches, the power utility is laying 33 KV lines.
The work on the Thirumala-Peyad stretch is being undertaken at a cost of Rs 2.79 crore. The work on the Thirumala-Karamana stretch will cost the KSEB Rs 1.52 crore, the Minister said in reply to a question by V Sivankutty MLA.
The KSEB also hopes to complete laying UG cables along a distance of 15 km from Pothencode to Paruthippara by the 2012-13 financial year, he said. This will cost the KSEB Rs 90 lakh, the Minister said. On this stretch, 110 KV lines are being laid.
UG cables are being laid as part of streamlining power distribution across the capital city.
An old project of the city which had once created much interest - generation of power from sea waves - found a mention in the Assembly on Tuesday, with Kovalam MLA Jameela Prakasam raising the issue. In a written reply, Aryadan Mohammed said that there indeed had been a project implemented by the Chennai-based NIOT. But it was scrapped after the company found it impractical, he said.

THIRUVANANTHAPURAM: The proposed second consulate of the United Arab Emirates (UAE) in the country in Kerala will further trigger investment from West Asia, cement the relations between the countries, and make attestations of certificates hassle-free for those seeking employment in the UAE.
The announcement, on a request made to visiting UAE Foreign Minister Abdullah Bin Zayed Al-Nahyan by Minister of State for External Affairs E. Ahamed, has come as a big relief to over half-a-million Malayalis working in the UAE who account for 55 per cent of Non-Resident Indians.
Although the UAE Mission in Delhi has been asked to locate a suitable place for the consulate in the State, demands have been raised for setting it up in Thiruvananthapuram taking into consideration the need for better coordination with the State government and the much-needed security cover. Another reason cited is that the consulates of foreign countries are situated in State capitals. The UAE Consulate in Mumbai is housed at Colaba.
A long-pending demand of the Non-Resident Keralites in the UAE, especially those in Dubai, the decision on the consulate comes days after the hurdles over SmartCity, a conglomerate promoted by the Dubai-based holding member Tecom Investments, in Kochi have been overcome by the State government. It comes at a time when the Dubai-based DP World, leader in marine operations, development and logistics, has set up an International Container Transshipment Terminal at Vallarpadam.
Boost to tourism
The decision is expected to accelerate investments in health care, tourism, information technology, education, and infrastructure investment. An increase in tourist arrivals, especially for medicare, is hoped for. With this, the forgery of visas and reported human trafficking through the three airports in the State to the UAE can also be curbed.
At present, the certificates for attestation of those seeking employment in the UAE are forwarded by the NoRKA-Roots to the UAE Embassy in New Delhi. It normally takes two weeks to get them attested. “The opening of the consulate will reduce the time for the attestation to one week and the job-seekers need not worry as it will be done in the State itself,” a NoRKA-Roots official said.
A majority of the 200-250 certificates that arrive at NoRKA-Roots for attestation are for the UAE.
The setting up of the UAE consulate is will send the right message to the investors from West Asia, especially when the SmartCity project is all set to begin, E.M. Najeeb, president of the Thiruvananthapuram Chamber of Commerce and Industry, said. It would help to cement the relations between the two countries, and attract investments to the State in the coming days. Chief Minister Oommen Chandy and Mr. Ahamed should take the initiative to set up the consulate in the State capital, Mr. Najeeb said.
The decision to open the UAE consulate will force other countries in the Gulf such as Saudi Arabia to open a consulate in the State, K.V. Muralidharan, president of the Kerala Association of Travel Agents, said. Describing it as a turning point in the long friendship and cordial relations between the UAE and Kerala, he said the State would now be the focal point of investment for Arab nationals. Medical tourism would benefit immensely from this, he said.
The UAE consulate will be the third to be set up in the State by a foreign country. The Consulate of Maldives has been functioning in Thiruvananthapuram since July 12, 2005. Russia was next to set up its consulate. A Dubai Visa Processing Centre has been functioning in three cities of the State.

The expansion of major projects and the rehabilitation of the affected, which has been stuck for want of land, are all set to roll on. Even better, the pressures of consequent development will in no way disturb the fragile civic equilibrium of the city.
This is how the Government hopes to achieve the development coup: Set apart large chunks of land within the 100 acres belonging to the Muttathara sewage farm for the further development of the Airports Authority of India and Rajiv Gandhi Centre for Biotechnology and for the rehabilitation of evictees of various projects along the unused stretches at the outskirts.
The recommendations in this regard, which were made by the district administration and vetted by a high-level committee led by the Chief Secretary and comprising of Additional Chief Secretary (Revenue) and Finance Secretary, are before the Cabinet for approval.
The Airports Authority of India (AAI) is expected to be allotted 6.21 acres from the sewage farm, which would be left vacant once the sewage treatment plant comes up. The AAI plans to set up an advanced runway signal lighting system on the land and using it as runway end safety area (RESA) of the Thiruvananthapuram International Airport. The RESA is the formal means to limit the consequences when an aircraft overruns the end of a runway during a landing or a rejected takeoff or excursion from the runway.
“The present strip of land ahead of the runway end is only 540 metres, but we need at least 900 metres for the signal lighting system, according to the guidelines. The present lighting system we have is a truncated version,” a senior airport official told City Express.
Another five acres of land has also been sought by the airport for the installation of a modern radar, which is also under consideration. The Airport Director had apprised the State about the dangers of vehicles plying over the bridge near the airport. The committee has also proposed to earmark 15 acres for rehabilitation of evictees from airport area, five acres for the evictees of the Thiruvananthapuram Corporation, and 25 acres for Rajiv Gandhi Centre for Biotechnology.
Three set of proposals have been submitted, in which the first one recommends that the existing Ponnara bridge near the airport is to be demolished to build a new road along the eastern side of the Parvathy Puthanar. It also says that the second bridge, which is in a dilapidated condition, has to be reconstructed to suit two-way traffic for heavy vehicles, and the road has to be constructed along the border of the land to be given to AAI.
The second proposal says that the Ponnara bridge should be maintained restricting it to cars, autorickshaws and two-wheelers. The third proposal recommends that the land to be given to the RGCB should be provided in such a way that the rehabilitated people do not encroach further into the vacant land. The proposals also specify that the residential plots should not be given close to the airport as there are chances of increasing bird hits as waste will be thrown all over the place.

This is a proposal that has been oft discussed on the SSC Trivandrum sub-forum, and despite being blindingly obvious, it took so long for the powers-that-be to see the light. Better late than never, huh?
Anyways, I do hope that the Government can see beyond the 100 acres or so of the farm, and to the thousands of acres of Government owned land elsewhere in the district which could also be used for development projects.

I have seen the design of Artech Empire Mall and its apartments. It looks nice and will be a unique one for trivandrum as of now.
It will be a G+16 Floors apartment complex with entry on the other side of the road and the shopping mall will be G+3floors + -2levels for parking. facing the main road.

Trivandrum: Chief Minister Oommen Chandy inaugurated the newly built campus of the National Transportation Planning and Research Centre at Akkulam on Friday. He said that the interventions of NATPAC and similar organisations are essential in this present day and time when road accidents are increasing day by day.
“NATPAC is expected to conduct research and studies in transportation and road safety. It should ensure that the benefits of the research and studies reach the people they are intended for,” he said.

Information Technology Investment Regions (ITIRs) have been mooted for the promotion of industry with local involvement in the State.
According to a proposal being considered by the government, two ITIRs would be set up in Thiruvananthapuram and Kochi in the first phase and after reviewing the success, it would be emulated in other potential areas in due course.
The areas proposed for developing the region in the capital comprise Pallipuram, Aandoorkonam, Mele Thonnakkal, Veliyoor, Attipra, Kazhakoottam, and Ayirooppara where the Technopark, Kinfra Film, and Video Park are located. The sites for the proposed Technocity and Life Science Park too fall within this region.
Already Andhra Pradesh and Karnataka governments have announced the formation of such regions. The designated zones will be green regions, encouraging environment-friendly business initiatives.
Andhra Pradesh has gone a bit ahead and announced that the region would be developed over an extent of 50,000 acres in Hyderabad. The project, with an investment potential of Rs.2.19 lakh crore, is expected to generate direct employment for 15 lakh persons and indirect job opportunities to 53 lakh people. The developed region is projected to yield direct revenue of Rs.3.1 lakh crore from software exports.
The ITIRs in the State will not place any restriction on investors as in the Special Economic Zones (SEZs) which had laid regimented investment norms. World-class infrastructure facilities like uninterrupted power supply, transportation, drinking water, sewerage, air, road, and sea connectivity would be provided in the regions to make them investor-friendly destinations for developing IT as well as IT-enabled services.
Development of the region is expected to leverage Central funds earmarked for the Industrial Infrastructure Upgradation Scheme (IIUS) and the proposed Special Investment Regions in States.
Other than generating employment for professionals, it is expected to throw open employment opportunities for the local people in the locale too.
An authority has been proposed for according hassle-free clearances for entrepreneurs in the region. Mobilising funds has been cited as one of the significant tasks.
Its now clear, IT destinations of Kerala will be only Trivandrum and Kochi in the years to come. Last week, one prominent media reported that kerala gov is thinking of concentrating IT industries in Trivandrum and Kochi, unlike the previous gov which wants to decentralize it. According to them, many national and multinational companies has bought enormous land in both Trivandum and Kochi. It is because of their pressure gov has decided to change the propostion of SEZ to 50:50. But now there is no need for that. ITIR is just like a big SEZ comprising of thousands of acres. One advantage of ITIR is that, no eviction needed. Local people can reside in ITIR. Gov will provide all infrastructure for the region marked as ITIR and the companys function from there will get tax benefits and easy clearances. So if a company wants to start business in the region they can buy land/take space from a builder and start there. They will get all the benefits of SEZ.

Hope it become successful, so that cities Like Calicut which have immense potential will get its due share. If it become successfull in Tvm & Kochi i am sure its going to be successfull in Calicut too with its locational, infrastuctural and overall quality of life advantages.

Rajesh, I had been involved with the planning for the ITIR, at that time only one was proposed in Kerala, way back in 2008. The ITIR scheme lost traction after the recession set in and was quite for some time because even Karnataka and AP could see the need for such an expensive enterprise when millions of SF of IT space lay vacant in Bangalore and Hyderabad. Even if this finds traction now, it would be much better to plan them as "Free Trade Zones" rather than as product-specific areas which are more vulnerable to the ups and downs in a single industry.
Moreover, the idea was that if the State Government could identify the land parcels for the processing zones, the Central Government would fund most of the infrastructure costs. If this is still not the case, there is little chance of Kerala being able to come up with the investment needed to fund infrastructure development on this scale.
I am very skeptical if any company has sought large land parcels anywhere in Kerala, although I am aware of a couple of large firms interested in Technocity. In my view, this Government and the media organizations are trying to foster real estate development by trying to allow more non-IT development within SEZs.
As to the policy of focusing on two or three locations, this is probably the result of the fact not even one IT park outside the two existing locations have even a single major tenant to show. It's very tempting to say "I-told-you-so" but this reality was not hard to see when the grandiose but foolhardy idea of "district-level" IT parks was first proposed in 2008!

The Sree Chitra Tirunal Institute for Medical Sciences and Technology here has drawn up a blueprint for its expansion programme in certain key sub-specialties in cardiology and neurology to be taken up in the next two years.
The institute has acquired 83 cents (0.33 hectare) of land on the Government Medical College campus, allowing the expansion. An acute space crunch had been hampering its new initiatives in the past few years, leading to a huge waiting list of patients awaiting cardiac and neurology surgeries.
“In the past 15 years, the institute has done nearly 1,220 epilepsy surgeries — the highest number by any hospital in Asia — but the waiting list of patients from across the country for this surgery now runs into the thousands. Unless we go in for physical expansion, we will not be able to manage these huge numbers,” K. Radhakrishnan, Director of the institute, said.
The latest land acquisition — adjacent to the Achutha Menon Centre for Health Science Studies, where the old medical college hostels are located — allows construction of two multi-storey buildings. The institute has obtained the title deed for the land.
Focus areas
“We will focus on more research and patient care in the areas of movement disorders, strokes, cognitive neuro-disorders, behavioural neurosciences, neuro-muscular disorders, and sleep disorders, each of which will be developed into comprehensive care programmes. A lot of new investigative techniques and treatment modalities have been developed in all these areas, which we intend to explore,” Dr. Radhakrishnan said.
Cardiac electrophysiology is coming up in a big way globally, with much attention being paid to the treatment of arrhythmia and heart failure. Apart from advances in treatment, implantable pump devices and heart transplants are gaining importance, he said.
In neurology, each current sub-specialty will be expanded. The most prominent areas to see large-scale expansion in research and patient care will be comprehensive epilepsy care, hyper acute stroke management, and rehabilitation and sleep disorder management. In these areas, the institute's programmes have been hailed as the best in the country. sThe institute has expertise in interventional neuro-radiology and paediatric cardiac surgery too. The volume of complex congenital cardiac disorders it handles has been going up in recent times, and the hospital needs to expand its expertise and infrastructure to cater to this growing need.

If the land seems to be a missing piece, perhaps someone will remember the 250 acres acquired by KSIDC for its Life Sciences Park project near the Technocity campus? SCTIMST and Life Sciences seem to have something in common, don't they?

Rajiv Dutt Sharma, Divisional Railway Manager, Thiruvananthapuram, further said that in Tamil Nadu and Kerala, the crime rate in trains was much lesser compared to other states, but added the Railway Protection Force (RPF) would take steps to try and prevent it completely. Sharma was speaking to the media after inaugurating the RPF post building at Nagercoil Junction Railway station here. V K Dhaka, Southern Railway RPF Chief Security Commissioner, said that in order to reduce the crime rate, the RPF officers are asked to travel in passenger trains in plainclothes as a passenger to identify the difficulties faced by the public during train travel.

ajithv July 5th, 2011, 11:25 AM THIRUVANANTHAPURAM: Every water body in Thiruvananthapuram, whether big or small, polluted or not, encroached upon or fenced, is not far from a restoration if things pan out the way the District Panchayat is hoping. It has directed all the 73 grama panchayats in Thiruvananthapuram to bring out a comprehensive wetland conservation master plan, in a bid to give a new lease of life to water bodies.
While nearly 40 grama panchayats are almost half-done with their master plans, it is the Kalliyoor grama panchayat’s master plan, completed last week, that has been referred to as a model by the District Panchayat.
The master plan, a voluminous one, dwells elaborately on the spread of the panchayat, the details of the water bodies in the panchayat, the land near them, the survey details of the properties nearby and so on.
It could be seen as a complete database of the panchayat as it has laid down the population, the roads, the occupation of people and details that are needed for the planning process. The District Panchayat also plans to use this data for effective implementation of the National Rural Employment Guarantee Scheme (NREGS) in the panchayats. That Kalliyoor panchayat is where the Vellayani lake is located makes it a significant master plan as the lake has been encroached upon and exploited over the years.
In its first budget, the Congress-led District Panchayat had stressed on wetland conservation and food security as its thrust areas.
It had also set aside Rs 10 crore for the restoration of the Vellayani lake. ‘’Only after the 73 grama panchayats come up with their individual master plans can we go ahead with the creation of one for the District Panchayat. We have asked the panchayats to finish the work soon and submit it before the end of this week so that we can include it in our Annual Plan for 2011-12,’’ said Rufus Daniel, vice-president of the District Panchayat.
It is with the help of the Land Use Board and the Vellayani Agricultural College that the Kalliyoor grama panchayat succeeded in bringing out its model master plan. ‘’We had entrusted the Vellayani Agricultural College with the task and ward members and coordinators also helped. They visited every nook and corner of the panchayat, every road, every house and compiled the data,’’ said T Sailesh Kumar, Kalliyoor grama panchayat president.
However, the grama panchayat members have asked the State Government to conduct a resurvey of the land near Vellayani lake as the encroachment of the water body is enormous. Meanwhile, the government-appointed committee to study the restoration of Vellayani lake is to meet again this week.

THIRUVANANTHAPURAM: The Louvre in Paris, New York's Metropolitan Museum of Art and the Vatican Museums in Rome could just find themselves rubbing shoulders with a new competitor in the world's top league of museums. Fittingly, the likely new kid on the block is the former princely state of Travancore, now southern Kerala, which had relations with practically every part of the world through many centuries, from Egypt to Portugal, Rome to China, and France to Arabia.
If and when that happens, the museum will have a tongue-twister of a name for global tourists - the Sree Padmanabha Swamy Temple Museum, Thiruvananthapuram. The lengthy name itself could lend it that special flavour, as in the case of museums like the Guggenheim Museum Bilbao, in Spain's Basque country, or the Philbrook Museum of Art, Oklahoma.
The astonishing find of a mountain of gold coins, diamonds, ruby, emerald and vaults-full of antique jewelry at the Sree Padmanabha Swamy temple here over the past week has triggered calls for a museum on the lines of a Musee du Louvre in Paris or the British Museum, displaying the sheer magnitude of the wealth of the Travancore kingdom that was dedicated to the temple's Vaishnavite deity.
And what more, unlike a Louvre that has its fame somewhat anchored to 16th century Florentine artist Leonardo da Vinci , Thiruvananthapuram's Sree Padmanabha Swamy Museum could draw in the crowds for the fame of one of its own - Raja Ravi Varma, of Travancore's Kilimanoor palace who was known for his fusion of Indian traditions in painting with European academic art.
That is not to speak of the voluminous ornaments that have just been discovered in the cellars of the temple. "Future generations must see it, and that is the duty of this generation," said AR Udaya Varman, Kerala's director of museums, who feels the state Capital deserves a museum on the lines of the Louvre or the British Museum, given the incredible array of antique ornaments in the Padmanabha Swamy temple's vaults. "Some of the finds in the temple are historical items like coins of ancient times, and other such artifacts.
Some of these are not essential items for temple rituals and can be displayed for future generations to learn history and for research purposes," Varman told ET. Local MP Shashi Tharoor is another supporter of the idea of establishing a museum to display the temple's glittering collection of exclusive antiques. One of the SC observers in charge of making an inventory of the Padmanabha Swamy temple treasures, CS Rajan expressed his first-hand experience of viewing the ornaments as "indescribable".
Not everyone is in support of implementing the museum idea immediately. "There is no sense in saying let us move it to a museum. Let us first have a museum on the lines of the Louvre before displaying the temple finds. Let us wait patiently until that happens," said another historian MG Sasibhooshan.
The manner in which Kerala has leveraged ordinary resources to do the extraordinary, like matching the developed world on parameters like literacy and infant mortality despite a low per capita income, is proof that the state should not be underestimated in aiming for the skies. Shortly after Paris introduced the novelty of free cycles across the city, a near-similar service was rolled out in Thiruvananthapuram. A contender for the Louvre could just be the next surprise for Paris from Thiruvananthapuram.

The rover has been developed by Sreedhi S Jayan, Angitha Senan S, Nimmy J S and Aswathy J, all of them third year B Tech Applied Electronics and Instrumentation students at P A Aziz College of Engineering and Technology in the city.
�According to the students, the rover could be used in earthquake-affected areas and other calamity sites to detect people trapped under debris. The machine, inspired by the design and principle of lunar rover, has numerous applications in a disaster-affected area.
�The key feature of the rover is that apart from detecting trapped victims, it is also capable of warning the rescue operators of hazards like a broken electric cable or poisonous gases. ‘’We noticed that the present system does not lay emphasis on using technology to ensure the safety of rescuers. This is also a reason that propelled us to the idea of a life-saving rover,’’ said Nimmy.
�The rover consists of a moving platform, camera, microphone and sensors. It is equipped with various types of sensors which help it to perform multiple tasks simultaneously. The proximity sensor installed in the rover helps to detect the presence of any living body within its range. The shock detectors can sense the presence of broken electric cables. This, along with the smoke sensors and temperature sensors, help the rescue operators reach the destination safely. In addition, the microphone installed in the rover is capable of detecting even feeble sounds, which would also help to trace the victims.
The sensors used in the rover were developed by the students themselves with the help of their guide, Sarath Kumar S.

For those who are worried that the building is right aside the road and theres no parking space : There are 2 levels for parking which are not visible from the Main road. There will be an entrance to the parking lot through the side of the automobile shop near the building, besides the entrance from the pattom side. The parking lot will be able to accomodate all the cars and bikes coming to the shops in Sarass. :)

We should form a trust which includes the current travancore family and the government in it.(Answer for the people who are afraid of corruption - anyone would trust the royal famiy :) )
1.Museum for displaying whatever we can.(For this we have places like the current museum , kanakakkunnu or the current art gallery with all those shut down palaces in front of the temple itself {of course the facilities should be improved...}.Hence people who think the gold should not be taken way from the temple)
2.We cannot display 10 sack of gold coins in the museum.Should find some way to get money from the rest.. (loan or whatever it is.... I am not sure how)... With this money the trust can run engineering/medical colleges or take up projects (like the Amrita Institutes...)and complete them(They say Vizhinjam idea was brought in by the Travancore royal family).The Trust willl have the rights for all the money from these projects which should be taken back to the temple.. This way, money is still Swamy's :) .. more eyes to Trivandrum.. more money circulating in the society.. less corruption... and completion of our projects which lay in wait just because of "NO FUND FROM THE CENTER.."

Yup.. The two uncoloured, cemented levels will be used for parking. There would be more than 50 slots for cars, which i think would be just about enough to handle the situation.

The arterial corridor connecting Kazhakuttam, Ulloor, M.G. Road, Karamana, and Balaramapuram covering a distance of 28 km has been identified for the introduction of the system in the first phase taking into account the pattern and volume of traffic.
Initially, the 12-km stretch from Kochulloor to Karamana has been mooted, followed by other stretches.
A link to Vizhinjam has also been suggested in view of the proposed international container transshipment project.
Highly placed sources told The Hindu that the government was in receipt of the project report.
The 28-km corridor is estimated to cost about Rs.1,500 crore and the Economic Internal Rate of Return (EIRR) of the project is likely to be over 20 per cent, as per the project prepared by former Director of National Transportation Planning and Research Centre and advisor to the government N.S. Srinivasan. After a detailed study, a network of another 60 km has been identified for the introduction of the system in the second and third phases during 2020-2030.
The attempt is aimed at improving mass transportation and increasing its present modal share from about 35 per cent in Thiruvananthapuram to about 60 per cent as recommended by the Union Ministry of Urban Development.
At present, 7,500 passengers move in an hour in one direction in the State capital and this is likely to go up to 15,000 in the next 10 years. Mono Rail can carry 15,000 to 20,000 passengers in an hour in one direction and is best suited for the city. The decrease in dependence on personalised mode of transport once the Mono Rail is introduced will result in bringing down road accidents also. It is estimated that 40 per cent of the present traffic can be taken off the road from the capital city if the new system is introduced.
Advantages
The Mono Rail is most suited for medium-sized cities such as Thiruvananthapuram. The Mono Rail is less expensive to build than a comparable MRTS (underground or elevated) of equal capacity. A Mono Rail will cost only Rs.50 crore a km compared to the Rs.230 crore a km for an underground metro rail.
In a State where land acquisition is the biggest hurdle for development projects, the primary advantage of Mono Rail over conventional rail system is that it requires minimal space, both horizontally and vertically. Mono Rail vehicles are wider than the beam, thus requiring only a minimal footprint for support pillars. Due to smaller footprint they are seen more attractive than the conventional elevated rail line or elevated bus rapid transit
According to transport planners, mono rail being a grade separated system does not interfere with the existing transportation modes. Moreover, this system can be implemented with minimal acquisition of land and relocation of utility services compared to other systems.
Besides being environment friendly, it will be visually attractive and hassle-free ride for citizens.
Funding will not be a problem as international lending agencies would come forward, sources said.

abhilashtvpm July 8th, 2011, 06:27 AM ^^ The permanent Special Security Zone proposed for the protection of the Sree Padmanabha Swamy Temple is likely to encompass the entire Fort heritage area lying within a two-km radius of the landmark temple.
Section 91 of the Kerala Police Act empowers the government to notify an area as a special security zone on the recommendation of the State police head.
In such a zone, the government may restrict construction, digging, laying of overhead power lines, subterranean pipes, and also the movement of people, vehicles and objects.
The police on Thursday commenced the inspection of all buildings in the vicinity of the temple to devise a multi-layered security scheme to guard the treasures found in its subterranean vaults. It visited nearby homes and recorded the names of permanent residents.
The Revenue Department will help them identify the tenants/owners of other structures close to the temple in the heavily built-up heritage area. The government is likely to restrict the regular filming of television serials in some heritage buildings near the temple.
According to the police, an organisation known for its divisive political agenda has its offices inside these old buildings. It has allegedly altered the interior of the structure and uses it as living quarters for its activists.
The police are also re-examining a case relating to the seizure of ivory tusk from a car parked in front of organisation's office a few years ago.
Investigators suspect that one of the accused in the case had orchestrated an attempt to attack the litigants who approached the Supreme Court to enumerate the treasures in the temple.
The police forensic and anti-sabotage teams will soon inspect certain premises in the locality to verify an information that crude explosives were stored in their precincts till recently.

abhilashtvpm July 8th, 2011, 06:41 AM ^^ The State government will constitute a high power committee to coordinate the activities of various departments and agencies involved in the development of the capital city, Chief Minister Ooommen Chandy has said.
Addressing a meeting convened to discuss proposals for development of city infrastructure here on Thursday, he said the committee would be on the lines of the panel set up in 2001 by the then Chief Minister A.K. Antony.
Highlighting the need for constant monitoring of project implementation, he said review meetings would be convened every three months to keep the development of the capital city on the right track. A senior official would be appointed to coordinate the work of different departments.
Mr. Chandy said the work on the revised master plan for Thiruvananthapuram would be completed soon.:) The existing master plan had expired in 1986.:bash:
He expressed confidence that the work on the sewage farm at Muttathara would be completed within the six month schedule. Responding to points raised by participants at the meeting, he said the government would convene a meeting soon to sort out the problems faced by the garbage treatment plant at Vilappilsala.
Mr. Chandy said local self-government institutions, pressure groups, and the public at large had a key role to play in city development. “The government has decided to go ahead with the preliminary activities involved in the construction of the proposed international container transshipment terminal at Vizhinjam, even as the environmental study for the project goes on.”:)
He said drinking water supply, flood control, and cleaning up the polluted Parvathy Puthanar canal were priority projects for the capital.:)
New campus for RGCB
He informed the meeting that a new campus would be constructed for the Rajiv Gandhi Centre for Biotechnology (RGCB) at Aakulam. “The proposal will be placed before the next meeting of the Cabinet for approval. It will be built using the Rs.100 crore earmarked by the Centre,” he said.
Nemom MLA V. Sivankutty said the outdated town planning scheme was responsible for the unplanned, haphazard development of the capital. Rivers and canals are overflowing with sewage and drains and gutters are clogged, he said.
Mayor K. Chandrika said the government and city Corporation had an equal role in developing the city.
“Despite the availability of funds from the Centre, implementation of infrastructure projects has been poor mainly due to the ego clash between officials and the unholy nexus with consultants,” she said.
BJP leader P. Ashok Kumar proposed the development of satellite towns with good connectivity to the city and the construction of modern markets and flyovers to ease traffic congestion. He said the blind opposition to felling of trees for road widening would stunt the development of the city.
Electricity Minister Aryadan Mohammed told the meeting that the Centre had sanctioned Rs.20 crore to provide free power connections for BPL families in the city from the year 2012. He said the power situation in the capital would improve with the introduction of a trouble call management centre, toll free line and SMS facility for consumers, and laying of underground cables for distribution.
Shashi Tharoor, MP, Ministers V.S. Sivakumar, P.K. Kunhalikutty, K. Babu, and Adoor Prakash, Deputy Speaker N. Sakthan, officials representing government departments and agencies, ward councillors and representatives of political parties, residents associations, and chambers of commerce and industry attended the meeting.

I am not sure about the idea of extending to Vizhinjam though. What has an MRTS to do anything with a port?
