Does downsizing an all-industrial city suburb means more commercial development in your main city?
All my commercial skyscrapers are shorter than 30 storeys tall!There's only one 30 storey tall office in my main city ,along with several 20 storey plus ones ,although I have 6 40 storey tall Ryan Apartments!

This could work but might not. It could just result in a huge loss of jobs to your main city. They will not have a place to work and will move out of your main city. If you have a really high education value then they may be able to transfer that over to commercial.
I have not experimented with this though!

DONT DOWNSIZE - you will need these industrial jobs when you begin to connect and build your neighbour cities. Keep them, build a neighbour city and then continue with residential and commercial growth - growth is the key, not a deliberate massive recession!
Thats how I got my massive 6,000,000+ population in my region and one city of 1.6million. I also have a commercial city of around 2,000,000 jobs and 3 satelite cities with around 500,000 jobs! Pretty amazing methinks :)

On the flip side, I have gotten rid of almost ALL of my industrial cities, I'd say I have around 120,000 industrial jobs in a region of 5.6 million plus. I can do this though because my big cities demand commercial services like crazy, I can fit 5 times as many commercial jobs and 40,000+ people in the smallest old industrial cities. I am making hi-tech industry way out in my suburbs though because they don't have such a huge demand for comm. Your best bet is to experiment with a smaller sized city and take it from there, it sounds like your having problems with your city that shouldn't be related to an industrial city. How big is the city your having trouble with (to give you a comparison my industrial cities were/are being replaced by sprawl between a city of 1.4 million and three other cities close to 1 million)

For me, instead of destroying the manufacturing and dirty industries, when the EQ is high enough I convert the industry to high-tech.

Now my industrial area is getting abandoned ,but still a lot of people are without work!
