GAR3TH January 16th, 2009, 10:19 PM Rivers Plans 20,000 Houses Yearly in Port Harcourt
The Rivers State government has approved plans to build 20,000 residential houses yearly, starting next year, at the new Greater Port Harcourt city.
And for this purpose a new agency has been established to oversee the development of the project, to be known as Greater Port Harcourt Development Authority .
The State Commissioner for Information, Mr. Ogbonna Nwuke, said the government has accepted the recommendations of the consultants for the Greater Port Harcourt City Master plan and has approved that between N50 billion and N100 billion be committed annually to the development of infrastructure in the new city.
Nwuke also disclosed that the state executive council has approved the provision of street Lighting in Port Harcourt to enhance security, beautify the city, and brighten the environment. At present, most of the major streets in the city and its environs are not illuminated at night.
Meanwhile, the state government has also conluded plans for the construction of a bridge across the Bolo Creek in Ogu/Bolo Local Government Area of the state. The project is to link the Island community to other parts of the state.
During a facility tour of the area, Governor Chibuike Amaechi disclosed that the contract for construction of the bridge project has already been awarded and that the state government had paid 25 per cent of the project value to mobilise the contractors, who have been given 18 months to complete the work.
Amaechi also pledged that all ongoing projects in the area would be completed before the middle of next year, urged them to assist government monitor projects in their community to ensure a speedy delivery
"There is need for projects to be properly supervised by government agencies and the benefitting communities also need to assist monitor projects sited in their area and report to government if the need arises," he said.

CONSTRUCTION WORK ON NEW GREATER PH CITY STARTS IN 2009….AMAECHI The Rivers State Government is to commence the construction of the Greater Port Harcourt City next year. Governor, Rt. Hon. Chibuike Rotimi Amaechi announced this today when the Managing Director of The Sun Publishing Ltd, and members of the Management of the Sun Newspapers paid him a courtesy visit in Port Harcourt . Governor Amaechi, who explained that the delay in the commencement of the project was due to the different proposals that came up, said he has directed the Committee handling the project to commence work while the developers could join at any point their proposals were okayed. The Governor, who gave an assurance that he would do whatever was necessary to improve the quality of lives of the ordinary people in the state, stressed that the move informed the focus the administration has placed on road construction, education and health this year. He disclosed that by next year work would also begin on the construction of water facilities based on the approved master plan in Port Harcourt , while the second phase of the water project in the rural areas would commence as soon as the Port Harcourt project was completed. Government, Rt. Hon. Amaechi said, was doing all these to justify the confidence reposed on him by the Sun Group, who conferred on him with the Sun-Man-of-the-Year Award, and the need to provide for his people. “I also want to prove that the award you gave to me was not misplaced, and not tied to the Supreme Court Victory alone”, he said. He also told the visitors that crime level in Port Harcourt has reduced drastically because his government insisted on enforcement of the law, while pointing a gory picture of the security situation in the state before he assumed the mantle of leadership. “People are forgetting that by the time we came, there was curfew, while children were carrying guns openly in the street, and the police were helpless”, Amaechi stated, explaining that all that has changed. The Rivers State Government has earmarked N50 billion for the implementation of the new Port Harcourt master plan and Greater Port Harcourt City project.
Governor Chibuike Amaechi stated this while presenting the Bill to members of the Rivers State House of Assembly in Port Harcourt last week.
He informed the House that an international firm had produced a master plan for the capital city and the new Greater Port Harcourt City, and that his government is sold on the idea and determined to implement the new master plan.
Amaechi said: "To this end, government will establish a Greater Port Harcourt City Development Authority charged with the responsibility of implementing the master plan. We have set aside N50 billion this year to fund the project. Let me assure you all, that at the end of this exercise, we will have a world class city that will be clean, green, orderly and a delight for us to live in."
The governor, however, said that one of the most painful programmes of his administration has been the demolition of illegal structures within the capital city which has generated negative feelings in those affected by it.
"In the days ahead, more people will be required to make some sacrifices. We engaged the services of an international firm to produce a master plan for Port Harcourt and the new Greater Port Harcourt City. They have produced a master plan for Port Harcourt and the new city," said Amaechi.
He also said that to arrest the continuing deterioration of infrastructure in the educational sector, the state government has also embarked on the construction of 250 model primary schools and 23 international standard secondary schools.
He stated that the relocation and construction of a multibillion new ultra modem Rivers State University of Science and Technology (RSUST) will begin in the first quarter of the year.
Throwing light on road infrastructure provision, he said his administration has started a massive rural road construction programme across the state based on his commitment towards ensuring the construction of standard roads across the state.
In a related development, the governor said plans have been concluded to award contracts for the dualisation of three roads in the Diobu area of the capital city namely, Iloabuchi, Ojoto and Azikiwe roads by March which would be followed almost immediately in April with the award of contract for the laying of water pipes, according to Governor Rotimi Amechi.
The governor also disclosed that water pipes would be buried underground and appealed to residents for understanding, promising to give compensation to owners of structures to be affected by the demolition.
He pledged to check flooding in the state capital, Port Harcourt, saying this may result in the shifting of some fences but that his government would be prepared to pay compensation on all structures that may be demolished for the road expansion. "You should bear the pain as I am managing to bear the pain in my conscience, but it is a necessary duty I must do for every body," he said.

GREATER PH PLAN PRESENTATION COMMITTEE INAUGURATED A Committee for the presentation of the Greater Port Harcourt plan proposed by the Governor Chibuike Rotimi Amaechi led administration has been inaugurated in Port Harcourt. The eighteen-member Committee is chaired by the Sole Administrator for Greater Port Harcourt Development, Dame Aleruchi Cookeygam. In an interview with newsmen shortly after the inauguration, the Sole Administrator Dame Aleruchi said the plan is ready for public presentation to government and other stakeholders in February. According to her, the Committee which has indicated its commitment to work towards realizing the objective, is also to enlighten and sensitize the masses on what government intends to do about the development of the plan. Dame Aleruchi explained that the Committee has a wide and varied membership comprising of relevant professionals that would assist in coming up with the plan. Also speaking, the Commissioner of Information, Hon. Ogbonna Nwuke, who is a member of the Committee, said that government intends to develop a mega city that would compete favourably with other known cities of the world, just as it is also developing three urban centres at Ahoada, Elele and Bori, noting that within the past one year they have been provided with good roads for easy access to Port Harcourt. Hon. Ogbonna who explained that government wants a better standard of living for the citizenry, said the development of the new mega city and urban centres would not only break the one city syndrome of the state but would also reduce house rent and cost of living generally in the oil city. He appealed for support and cooperation of members of the public, adding that the greatest challenge of the Committee is to secure the understanding of the people towards the realization of the objective. Stakeholders in the Rivers project have enjoined the state government to expand the scope of the Greater Port Harcourt City project beyond existing city centre to include the southern parts of the state.
This, they said, would reverse the monolithic status of the state and farm the platform for the realization of government development schemes in the future.
The stakeholders made the call Tuesday at a one day public hearing on the creation of Greater Port Harcourt City organised by the Rivers State House of Assembly ad-hoc committee, at the Assembly Auditorium.
Making his presentation, Dr. Anthony A. Amakiri, Head of Mass Communication Department, Rivers State University of Science and Technology, Nkpolu, Port Harcourt called on the state government to extend the construction of the Greater Port Harcourt to the riverine parts of the state.
According to Amakiri a vast expanse of land abound within Bakana community in Degema local government area and the Bonny River, adding that such measures would remove the negative sentiments trailing the Greater Port Harcourt City project.
“Between Bakana and Bonny is a vast land waiting for development. Government should not be afraid to develop the swamp areas, so that development can thrive therein,” he said.
He noted that when the Riverine areas are considered in the proposed Greater Port Harcourt City, it would energise development and growth in the areas.
He thanked the state government for its determination to create another major city out of Port Harcourt, noting that such dreams have been the yearnings of Rivers people at all times.
Corroborating the need to diversify the Greater Port Harcourt City, Bar Otonye Amachree said the exposed project should cut across the local government areas in the state.
Amachree declared that unless there is constitutional amendment through the collaboration of the state House of Assembly and the National Assembly, the name of the city may not enter into the map of Nigeria.
The legal practitioner then advised that those who should be placed in charge of the administration of the New Port Harcourt City be allowed to enjoy some level of independence.
However in her presentation, the sole administrator of the Greater Port Harcourt City Development Authority, Mrs. Aleruchi Cookey-Gam said the vision of the state governor, Rt. Hon. Chibuike Rotimi Amaechi is to build a 21st Century Modern City that could compete with other in the world.
She stated that when the Greater Port Harcourt City comes into existence, it would integrate the old Port Harcourt City adding that all the infrastructures that would be built in the New City would be extended to Port Harcourt City
The sole administrator disclosed that eight local government areas including Okrika, Ogu/Bolo, Port Harcourt, Etche, Ikwerre, Obio/Akpo, Eleme and Oyigbo make up the proposed make up the proposed Greater Port Harcourt City. Also speaking, the Chairman of Rivers State House of Assembly ad-hoc committee on the bill for the establishment of the Greater Port Harcourt City, Hon. Isaac Kamalu assumed the stake holders that their views would be articulated into the report to the committee.

GAR3TH March 20th, 2009, 02:31 AM looks like the master plan might change. they may build the new city toward the rivers and swamps just south of port Harcourt, instead of north (by the airport).
I hope they build the city towards the water because cities by bodies of water usually have more "life". It take less to bring tourism.:)

Port Harcourt—The Rivers State government has earmarked eight local governments for the creation of Greater Port Harcourt City, which would commence from the 2009 budget and terminate in 50 years with a yearly input of N100 billion for its development.
Governor Chibuike Amaechi, who unveiled the design and city plan, yesterday in Port Harcourt said “the new city would be funded by the Rivers State government and by public private partnership initiatives”. He noted that the intent is to allow for urban growth through strategic planning, “to de-densify the old city, whilst gradually integrating both cities as one single unit”.
Amaechi named the councils that would embrace the fresh city to include Port Harcourt City, and parts of Oyigbo, Okrika, Ogu-Bolo, Obio/Akpor, Ikwerre, Etche and Eleme. He then inaugurated the GPH Development Authority, headed by Aleruchi Cookey-Gam, a former SSG in the state.
Designed by Arcus Gibb, a South African city master plan designing and engineering firm, it took eight months to design the city, which covers an area of approximately 1,900 Sq km (40,000 hectares of land), with a projected population of about two million people.
According to the arrangement, there would be periodic reviews of the master plan to ensure that it meets with current realities of an emerging city.
Also, villages that fall within the plan would be integrated into the new city .

Amaechi was of the view that the new city was necessary because “Port Harcourt is the treasure base of the nation and the fastest growing city in the Niger Delta, and there is therefore the need to control its development.
According to him, it is equally to modernize Port Harcourt and re-awaken the once thriving garden city and to improve the standard of living of all people in the city by providing better living environments that are properly serviced and give access to social services and infrastructure.

Rivers State government would soon commence work on another 300 megawatts Independent Power Project (IPP) that would supply power to the new Greater Port Harcourt city.
Senior Special Assistant to Governor Rotimi Amaechi on Media and Publicity, David Iyofor, who disclosed this while speaking with the media, said the project is just one of the 391 that will cover about 350 communities across the state.
Iyofor said, “a lot of the communities are rural and have not been connected to the national grid. The 391 power projects will include installation of high tension, low tension, sub-stations and extensions in these communities.
“This fits into the Amaechi administration’s policy to provide power to the people of Rivers State. Presently, we are about completing a 100 megawatts and a 75 megawatts power projects that were started by a previous administration."
Iyofo also said the second Eleme Gas turbine is expected to be completed next year, adding that: "our target is to have a total of 255 megawatts of power by next year. If you add that to the 300 megawatts that we would be building for the new city, we would have roughly 600 megawatts of power. That would make Rivers State very self-sufficient with power, if you consider that Port Harcourt presently needs between 350 to 400 megawatts of power.
“The power projects have been advertised for bidding and the bidding process completed. It has gone to the Due Process Bureau for due diligence. Once it goes through Due Process which will be very soon, we will be electrifying all communities in the state.
"We hope that by December, we would have provided power to all communities in the state. Amaechi strongly believes that all Rivers communities should have regular power, no matter how difficult or impossible the terrain is.”
In terms of transmission of power to be generated, Iyofor said Rivers State is about the only state in the country with its own transmission line from Omoku to Port Harcourt.
“We are talking with the Federal Government on how we can handle distribution of power generated from our IPP. Already, this administration is building seven power sub-stations all over the state. Schneider is doing it….,” he said, adding that the power projects are part of Amaechi’s efforts to rebuild Rivers into a model state.

PORT HARCOURT— RIVERS State government has expressed hope that the new greater Port Harcourt city would be fully developed within the next fifty years.
Governor Chibuike Amaechi, who made this observation in Port Harcourt when he played host to a delegation of South Korean businessmen, led by the Minister of Niger Delta, Chief Ufot Ekaete, said the state was ready to partner with Korean investors to develop the new city.
According to Amaechi, “We need you to partner with us to develop the new city and we want to see you as investors and not as contractors.”
He said Port Harcourt has the natural resources that could propel its economy, as most oil and gas companies operating in the country have their headquarters in the city, considering the status of the state as the hub of oil and gas business in Nigeria.
The governor assured the South Korean business delegation of maximum benefit from their investments, if they took advantage of the opportunities presented by their visit.
He said his government has carried out a comprehensive master plan of the new city expected to be fully developed in 50 years, but expressed happiness at the gesture by the Korean investors that the work target in the new city was achievable in less than 50 years through collaboration with the private sector.
The governor thanked the Minister of Niger Delta Affairs, Chief Ufot Ekaette, for facilitating the visit of the South Korean business delegation to the state, assuring that the state government was prepared to do its maximum best to place quality in its projects.
Earlier, the Minister of Niger Delta Affairs, Chief Ufot Ekaette, said the South Korean business delegations were in Nigeria to explore investment opportunities and had come to the Niger Delta to utilize their capacity to help develop the region.
Head of the South Korean business delegation, Mr. Philip Yun, expressed gratitude to the Rivers State government for accepting to collaborate with them and made presentation on the possible areas of partnership in the development of Greater Port Harcourt City.

South African companies stand to win contracts valued at R2 billion for the new city development in Port Harcourt, the capital of Nigeria's oil producing area.
This massive infrastructural development was outlined to delegates at an investment forum in Durban at the weekend, ahead of the calling for international tenders for the first phase later this month.
The Durban forum was hosted by the Greater Port Harcourt City Development Authority (GPHCDA) and the eThekwini Council, as part of the twinning arrangement, and formed part of a visit to South Africa by Port Harcourt officials to seek out foreign investment for the new city.
Aleruchi Cookey Gam, administrator of the GPHCDA, which is helping to fund the development to the tune of US$2.5 billion, said the project's first phase had passed through the design stage and was now moving to implementation.
Tenders for contracts worth about R2 billion are to be advertised globally within the next few weeks, Gam said.
Dianna Games, Honorary CEO of the SA-Nigeria Chamber of Commerce, said South African companies should not miss opportunities currently on offer in Nigeria, and particularly in Port Harcourt, as the business environment there was improving and competition was increasing rapidly.
Waiting could significantly increase the cost of entry into a populous and potentially very lucrative market, she said.
Games said South African contractors had an excellent opportunity to enter Nigeria through Port Harcourt's new city, but warned that SA was not the only country being courted for investment and services.
South Africa is a key source of investment, contractors, suppliers and services for projects in Nigeria.
The African oil giant is one of SA's biggest trading partners and its biggest investment destination in West Africa.
SA exports to Nigeria increased from R550 million in 1999 to R5.4 billion in 2009 and dozens of South African companies are now operational there.
South African engineering company Arcus Gibb is principal consultant and partner on the new city development in Port Harcourt and has drawn up the master plan.
The new city development will be built alongside the existing Port Harcourt metropolitan area.
Port Harcourt in the Niger Delta is Nigeria's second biggest city after the commercial capital Lagos.
Opportunities in the development's first phase cover the sectors of power; water supply and reticulation; solid waste management; ICT; urban transport, and the construction of housing, commercial offices, industrial parks; and a golf course and clubhouse.
Durban Mayor Obed Mlaba, opening the investment forum, said the coastal city's twinning agreement with Port Harcourt was in line with the South African government's vision to help develop the African continent.
"We believe that unless Africa can develop itself, no one will. And if Africa does not determine what it wants to do, no one else will. Africa cannot be strong if it is not strong in its own back yard."
Durban is currently training 30 officials from Rivers State.
Arcus Gibb executive director Nick Ras said his company regarded Nigeria as a primary growth area and had made a strategic decision to grow its business there.
Trevor Juul, CEO of SA property development company SBT Juul, which is already involved in several major projects in Port Harcourt, said the area offered a return on investment of about 25 percent.
Developments the company is involved in include an airport hotel, a leisure and shopping centre inspired by Montecasino in Johannesburg, and an ICT park.

friendsofthecity September 15th, 2010, 02:35 PM That's what I called sensible achievement breaking some hurdles which might hinder internal co-operation within African states. Both parties are bound to benefit from this kind of project. From technicalities to transfer of technology and also the exchange of understanding. When the continent starts to do things like this one there are evidences growth will set in and poverty can be reduce to barest within a short time frame.
I don't buy the idea of one African state having all the development and advancement because it only has a lopsided effect and the impact is very limited to a particular nation in small, therefore Africa remaining endemic to what we know it to be.

PORT HARCOURT—Rivers State Government has called on investors within and outside Nigeria to partner with it in developing the Greater Port Harcourt City, a new city being developed with the aim of expansion, decongestion and the general development of Port Harcourt into a world class mega city.
The government also reiterated its commitment to funding the first phase of the project. Already, some developmental projects have been sited with the new city. They include the Justice Karibi Whyte Mega Specialist Hospital, the Garden City Sports Centre, Chief Adokiye Amiesimaka Stadium, the new Rivers State University of Science and Technology, among others.
Administrator of the Greater Port Harcourt City Development Authority GHPCDA, Dame Aleruchi Cookey-Gam, told journalists at a briefing in Port Harcourt, said that the state resolved to commence development in the Phase 1A of the master plan to position it for further investments, locally and internationally.
She noted that the government has ensured the enactment of laws backing developments in the new city which cover security of investments.
“To get the partnership of the private sector and international investors we had to start doing things right so people can see that we mean business.”
We have enacted several laws, like the Public procurement law, Public Private Participation law which is to regulate private partnerships and ease investor confidence; the Rivers State fiscal planning development law; and the recent promulgation of the Land use Prohibition of Extortion Law to keep youths from demanding unlawful fees from developers which had in the past inhibited development in the State.” She said.
Early investors have also been guaranteed an advantage. “We expect that our first pioneer people get some kind of concessions, I mean, if I see someone who is ready to invest big, I don’t think I’ll be worrying myself about how much he is going to pay me for the land. If you’re going to fast track what we are doing. So the first comers will of course get an advantage that the late comers would not get. We are still trying to work out good concessions that will encourage investors. Each investment comes with its own need so it’s on a needs basis. ” She said.
Cookey-Gam stated that the master plan is divided and would be implemented in phases. “Tenders for infrastructure projects mapped out in the first phase of 1000 hectares are completed and awaiting approval after which work will commence. We intend to start in November after getting approval from the Bureau of Public Procurement”
“We have master plans for roads, housing, water, waste water, storm water, and integrated waste management plan and so on. So far the only part of Port Harcourt that has a sewage system is the Secretariat; every other development in the city has been run by individual septic tanks. This is why we plan to build a sewage treatment plant that will serve the new city and the old city.”
She explained that out of the planned 30, 000 housing units in the first phase, the government would start with 3000. The Phase 1A also comprises a golf course, educational areas for schools with the Petroleum Development Fund PTDF as a major partner.
“We are also starting the development of the Central Spine road which will link the Airport and the Seaport, phase 1 will link Ikwerre Road while phase 2 will link the East-West Road. We also have the M1 Road; it is a freeway designed with interchanges that would link the New city to the Old City in the space of 15 to 20 minutes; another is the M10 road which will run from the old city to the Onne Seaport.
The Authority intends to achieve 24-hour electricity supply to the new city, integrated network of water supply, waterborne sewage, public transport, residential neighborhoods, Central Business districts and others. The area is comprehensively planned to avoid future obstructions.
For the residential areas, the government plans to build affordable houses with a population target of about six persons per household, while some areas are reserved for classy houses. These kinds of areas according to the GPHCDA administrator would be given to individuals who would develop themselves.
Educational layouts are also integrated in the Greater Port Harcourt City and a particular area has already been apportioned to PTDF to develop schools.
On the sustainability of the project, Dame Cookey-Gam stated that “besides the laws backing development of the GPH, I think that as we continue in our efforts of planning development, we see that a lot of people begin to appreciate such efforts. But so long as Nigerians decided not to stand up for what is right then we would never move forward. There will never be an Amaechi for about 20 years neither will there be an Amaechi for more than eight years. So I think it is the responsibility of the people to begin to appreciate that you must have a say to how you want things being run.”
Completion of a number of projects in the phase 1A of the GPH is projected at 2014.
It is also pertinent to note that the Greater Port Harcourt City development spans a duration of 50 years with a master plan covering an area of approximately 1900 square kilometers (40,000 hectares of land) with a projected population of about 2 million people.
