I'll keep my eyes open. There are single-decker buses in Hong Kong, but they are outnumbered by their double-decker counterparts. I see them more often on Hong Kong Island travelling to the less dense hillsides than on the Kowloon side. Minibuses are alternatives to the bus system. Some don't have routine stops while others do. They are a quick way to get from one end of town to another. Part of the uniqueness of the Hong Kong public transit system is the large amount of choice and competition among operators. ignoramus August 29th, 2004, 06:43 PM The only photographs of single deck buses in Hong Kong which I have seen so far are those of the Airport Express Shuttle Bus... Any pictures of the other types of single deck buses? There's this popular Cantonese Hong Kong serial ''Kindred Spirit''. As with almost every other Hong Kong show, they usually only feature the mini buses in the show... They don't even feature the basic bus service or the MTR... It makes one wonder whether anyone even uses the normal bus service or not... (Come to think of it, I don't see much pictures of Hong Kong police cars...more of Hong Kong police vans) Its as though Hong Kong has something against low capacity buses (Excluding mini buses that is). But that LED I think device on top is a nice touch...Its easier to both spot a bus and its bus service number from afar that way... That single deck bus looks wheelchair friendly...It looks like it has low floors...Are all buses in Hong Kong wheelchair friendly? They have good maintenance thats why. superchan7 September 10th, 2004, 11:11 PM The latest generation buses (distinguished by their bronze-ish colour and low-floor configuration) came into service in the late 1990s. New buses are constantly being bought, such as the Volvo Wright-bodies, the Alexander Transbus-bodies, Neoplan Centroliners, etc. Transbus Enviro 500 debuted in Hong Kong; KMB was the launch customer and could be the only customer for a while. Today, the bronze-coloured buses serve most of the major routes. The lighting is good, streets are not busy, the bus was not full, and skyscrapers along the hillside are captured in this video. The video was recorded 1 week ago during the following day of Mid-Autumn Festival. The ride begins at Ap Lei Chau, an island south of Hong Kong Island but connected with a bridge. Then, it headed west to Wah Fu and Pok Fu Lam and then East to Sheung Wan and Central. The video ends at 2IFC and a bonus of Virgin Atlantic Exhibition inside IFC Mall is added. Most of Hong Kong's buses are less than 5 years old. There has been a major fleet renewal initiative among Hong Kong's 3 largest franchise bus companies. Thousands of double deckers were imported from Europe. In fact, golden buses only started appearing on Hong Kong's streets in late 1998. Eventually they will be phased out and the entire fleet will be air-conditioned. These older vehicles are used primarily for inner-city routes and not often on the tunnel or cross-harbour ones. Some were even sold to other cities for second-hand conversions. Sydney bought a few and converted them into the open-top red tourist buses. Both NWFB and CTB had already replaced all "hot dog" (aka non-a/c) buses with a/c. There is no more "hot dog" running in HKI (except NWFC Rt. 15C has an open-top bus.) On the other hands, KMB has scheduled to become a 100% a/c in 2006. So more "hot dog" more likely will be gone in the next few years. Also, the design of low floor bus has to be revised as CNG tanks underneath the bus can put passengers' life at risk. If I recall correctly, no North American bus manufacturers build their low floor bus that way. New buses now comply with at least the EURO III standard, and some even the EURO IV. However, unlike North America, natural gas buses are nowhere seen in Hong Kong. Here is why : Body of Letter We refer to the letter from Frank Gilbert ("Buses must be required by law to change fuel", September 17) regarding the feasibility of powering the Kowloon Motor Bus fleet by natural gas or hybrid diesel-electric. As a socially responsible bus operator, KMB has continuously taken the initiative to provide a sustainable bus service by, for example, introducing ultra-low sulphur diesel and retrofitting all its older buses with catalytic converters in advance of government legislation. All newly purchased buses operate to stringent Euro III standards in line with the company's commitment to comply with or even exceed internationally recognised environmental standards. KMB keeps in close contact with manufacturers and suppliers about the development of environmentally friendly measures, including fuel-saving and emission-reduction devices, as well as alternative fuels and power sources. Regarding the application of natural gas in KMB's buses, a number of factors render this problematic at present. Safety concerns exist by virtue of the fuel's readiness to mix with air to form an explosive mixture. The consequences of such leakages would be especially serious in enclosed areas, such as tunnels and bus depots. This is a particular concern in Hong Kong with its uniquely high urban density and location of bus depots near residential areas. In addition, the high global warming potential of the exhaust of natural gas engines has prompted many vehicle manufacturers to retard or even terminate research and development work on natural gas vehicles, with clear repercussions for operators in terms of required technical support. Another operational constraint to a double-decker bus operating on natural gas is that it would require a fuel tank four times the size of a diesel bus to cover the same range. This would greatly reduce the passenger-carrying capacity and have an adverse effect on transport efficiency. Still, as a result of the technological advances made by KMB and the manufacturers, the emission performance of Euro III engines now is comparable to that of a natural gas engine. Regarding diesel-electric hybrid, the technology for buses is still in its infancy, and is so far still limited to a small number of single-deck prototypes. Issues such as mechanical reliability, battery life, fuel economy, drivability and passenger capacity would need to be improved before diesel -electric could be seriously considered for a mass-transit bus fleet providing reliable services. Mr Justice Michael Hartmann, of the Court of First Instance, ruled that Deputy District Court Judge Ian Thomas had made no comments in favour of or against the prosecution or the defence in the trial, from which he has been asked twice to recuse himself. Truck driver Li Chau-wing has denied a charge of dangerous driving causing death after his vehicle and a double-decker bus collided in July last year. Twenty-one people were killed in the crash. A Department of Justice's spokesman said yesterday the department would not pursue the judicial review any further. "We would respect the decision of the judge and will now proceed with the prosecution," he said. Senior government counsel Lynda Shine had applied for the deputy judge to step down after it emerged he privately commented on the case to a justice department prosecutor, Gavin Shiu, at the Hong Kong Archbold Criminal Law Conference last weekend. The prosecution had raised fears of apparent bias because Mr Shiu had a social conversation with Deputy Judge Thomas in which the judge said he was dealing with a bus accident case involving dangerous driving causing death. Deputy Judge Thomas mentioned that he would probably refuse the defence's late application for live-note stenographers and the judge said words to the effect that "careless driving was an offence he either 'did not believe in' or thought was of little efficacy". "Mr Shiu asked the judge why he thought so. The judge said something about it being an insurance matter," according to the judicial review application. Barrister Kwok Sui-hay, for the government, said yesterday the case warranted further investigation and urged Mr Justice Hartmann to grant leave for full argument. But Mr Justice Hartmann said there was nothing that might demonstrate an arguable case. "In my judgment, I fail to see how any fair-minded observer acquainted with the facts of this case could conclude that the remarks of the judge, read in context, could possibly give rise to any real perception of bias on his part," he said. He took the view that Deputy Judge Thomas' comments were of a general nature and they were "totally unrelated to any evidence to be given at trial". "His comments were of a jurisprudential nature," the judge said. "Judges are at the centre of the judicial process and it has long been accepted that they may in appropriate circumstances state their views as to deficiencies in the law and how they see those deficiencies being rectified." The proposal by the sister companies at a meeting yesterday follows a threat of industrial action in June last year. It was called off after employers agreed to bring the pay review forward by six months. New World First Bus spokeswoman Christine Lau said the 1.5 per cent pay increase was the most the company could afford. New World First Bus staff union chairman Chung Chung-fai said it was a good starting place for negotiations, and the union needed to seek members' advice before accepting it. "The atmosphere of the meeting was quite good," Mr Chung said. "This shows the company is willing to listen to workers' demands. Now we just have to work on the percentage of increase." Li Wing-sang, chairman of the Motor Transport Workers General Union - which was also involved in last year's dispute - said he wanted the company to make an offer closer to the 5 per cent his union had demanded. "Every year, company executives have been complaining they are poor, but the truth is that they have made more than $100 million in profits each year." But Ms Lau said the company had not benefited much from the economic recovery because operating costs, including fuel and imported spare parts, had risen. Secretary for the Environment, Transport and Works Sarah Liao Sau-tung said yesterday she wanted franchised bus operators to include a clause in their new contracts to allow for both upward and downward fare adjustments. "I will do my best before my term ends [in 2007] to complete this fare-adjustment mechanism," Dr Liao told the Legislative Council transport panel. It was the first time she had given a timetable since her bureau proposed an overhaul of public transport fare-setting in August 2003. The proposal was made in response to demands for lower fares after years of deflation. While bus operators have made concessions to passengers, they have been unwilling to agree to long-term fare reductions and there is no clause in their contracts to force them to do so. Dr Liao said her bureau was still working with operators on the details of factors that should be included in the formula to calculate fare adjustments. The government has proposed that inflation or deflation and productivity would be taken into account. The number of lost passengers represents 1.8 per cent of Hong Kong's largest bus operator's overall 2.8 million passengers a day. Managing director John Chan Cho-chak said: "For now, because the line has only opened for a month and there were some holidays and cold days with less people going out, we have lost about 50,000 passengers each day. "But the figure is not that accurate. We have to wait at least until after the Lunar New Year before making a comparison or assessment." Ma On Shan Rail, which opened on December 21, offers alternative public transport for residents in the eastern East New Territories. The Kowloon-Canton Railway Corporation is carrying 80,000 to 90,000 passengers a day on the new link. The Transport Department has already cut two KMB routes running along the same route as the new rail line and has plans for more cancellations. Mr Chan said his company would have to cut more routes if the passengers lost to the rail link did not return. "We have been discussing with the Transport Department [about cutting certain bus routes] and will consult with local residents and continue to follow the situation to arrange for certain adjustments," he said. "If in the long term, if these lost customers do not return and we continue to operate the same number of buses, then it would be a waste of resources." Mr Chan also said KMB was keen on a new system for bus fare adjustments as it was difficult to increase fares under the present system, which uses a set of factors but no formula to determine charges. "We definitely would welcome a more objective system," he said. "We hope it could balance the interests of various parties. Aside from the public's interest, it should also consider operators' profits. If the operator cannot get a reasonable profit, then it cannot invest or improve the service." Felix Chan 12 February 2005 South China Morning Post KMB is putting "brains" in its new buses in a bid to improve passenger safety. The bus operator says its "super-intelligent bus" for the first time adopts a fully integrated electronic network system. The system communicates between various independent system controls like the engine, transmission, chassis electrical system and body electrical system. The resulting information allows bus drivers to get a full picture of the vehicles' condition, Kowloon Motor Bus said. If a problem arises, a warning signal is displayed to enable the driver to immediately take appropriate action. The device also records information that can be used as diagnostic data for maintenance and help speed up repairs. Closed-circuit television cameras are being fitted for the first time at the back of the buses to allow drivers a better view of traffic and help during reversing. KMB's operations director, Lui Po-chiu, said the innovative features were the result of collaboration between the company and the bus manufacturer. "The fully integrated network design is like adding a brain to the bus, making bus operations direct and easy," he said. Besides applying network technology, there were refinements in the inside of the buses, including the provision of more spacious seating for passengers. Sliding doors are also being introduced to reduce the risk of accidents when passengers are getting off. The first two buses featuring the new specifications began operating this week. Mr Lui said if the buses performed satisfactorily, KMB would order a further 50 to 60 with the aim of putting them into service by the end of the year. He expected the price of the new bus to be similar to the previous ones, which cost more than $2 million each. The non-franchised trade replied that it could live with some controls, but the government's proposed guidelines needed some changes first. Non-franchised buses include tour and school buses, and shuttle buses used by residents of particular developments and company employees. The proposed guidelines were submitted to Legco in January. They would make it harder for non-franchised operators to get licences, among other restrictions. Wong Yu-ting, chairman of the Hong Kong Tele-call Taxi Association, said some non-franchised operators were doing business in a "grey area" from which they should be excluded. "They solicit customers, impose their own fares and kill the survival of the legitimate drivers in the trade," he said at a special meeting of the Legco transport panel. He said many taxi drivers had been forced to give discounts to lure customers in the past few years, "because their business was taken away from them. Is this fair?" Taxi and minibus operators criticised the government for not being strict enough in catching illegal operators, and for not closing some regulatory loopholes sooner. Cho Pui-sum, chairman of the Non-franchised Public Bus Association, said while his members were willing to accept regulation, the guidelines' wording needed to be tweaked before they could be implemented. He did not give details. Residents' representatives were concerned that the new guidelines could limit transport from their estates by hindering the licensing of shuttle buses. Lam Yiu-kai, chairman of the owners' association for the Bellagio development at Sham Tseng, said the shuttle bus for his estate was one of the main modes of transport for thousands of residents there. He complained that franchised minibus drivers had a tendency to speed on the highway to Sham Tseng. "My wife asked a driver to slow down, but was told to take a private car if she was so scared," Mr Lam said. "I have a private car, but does that mean that I have to drive my wife to and from work every day?" A personnel manager with Cathay Pacific said the firm opposed a proposal that employers pay shuttle bus fares for staff. Albert Wong Shun-yee said the government should not shift the financial burden for such buses to employers, as this might turn into a legally binding obligation for the company. The proposed guidelines would limit the number of new licences issued, and the government has pledged to crack down harder on illegal operations. Hong Kong-bound passengers travelling on Route 680/680P from Ma On Shan to Hong Kong Island can use Octopus cards to change to Route 111 (Ping Shek - Central [Macau Ferry Pier]) for free at the bus stop outside 168 Hennessy Road, Wan Chai within two and a half hours of boarding the first bus. This Bus-Bus Interchange scheme is also applicable to the special departures of Route 680 from Chung On Bus Terminus/Chevalier Garden Bus Terminus. Ma On Shan-bound passengers from Central can use Octopus cards to travel on Route 111 to change to Route 680 at Admiralty (East) Bus Terminus, paying a discounted fare of $7.50, within an hour of boarding the first bus. Net profit rose to HK$731.2 million in 2004, or HK$1.81 a share, from HK$597 million, or HK$1.48 a share, in 2003 despite turnover remaining virtually unchanged at HK$6.54 billion. It kept its final dividend at HK$1.58 a share. ``KMB has been facing huge cost pressure arising from increases in fuel prices, insurance premiums, tunnel tolls and wages,'' chairman Chung Sze-yuen said. As oil prices kept breaking records last year, KMB spent HK$151 million more on fuel costs to HK$595.1 million. It also lost patronage to the new West Rail, which offered concessions to passengers, leading to a 1.2 percent drop in KMB's fare revenue last year to HK$5.8 billion. The new competition has prompted the bus company to cancel or adjust some bus routes, helping cut operating costs by 0.8 percent. Finance costs fell by 65.2 percent to HK$10.1 million on low interest rates. KMB's earnings were also bolstered by its expansion in China, where pre-tax profit jumped to HK$21.3 million last year from HK$1.9 million in 2003. KMB last year ran joint ventures in Dalian, Tianjin, Beijing and Wuxi, and it added Shenzhen to its roadmap early this year. Its subsidiary RoadShow Holdings, which broadcasts infotainment on KMB buses, reported a HK$20.1 million net profit last year, reversing a HK$37 million loss in 2003. The pic below come from London - I took it in 1992 when a British built tri-axle bus was used on demonstration here before being sent to Hong Kong. At that time Capital CityBus operated bus services in both London and Hong Kong - their London buses used to have the company name in English and Chinese on the side of the bus, although everything else was in English only. Some were yellow like this, others were blue and grey. Unfortunately I dont have pics of all their London buses - this one was special because of its length - most deckers in London are only 12m in length (with 2 axles) and indeed this tri-axle so was so long that at some road junctions it could not turn the corners so had to follow alternative routes. Hong Kong-bound passengers travelling on Route 680/680P from Ma On Shan to Hong Kong Island can use Octopus cards to change to Route 111 (Ping Shek¡VCentral (Macau Ferry Pier)) for free at the bus stop outside No 168 Hennessy Road in Wan Chai within two hours and 30 minutes after boarding the first bus. This BBI scheme also applies to the special departures of Route 680 from Chung On Bus Terminus/Chevalier Garden Bus Terminus. Ma On Shan-bound passengers from Central can use Octopus cards to travel on Route 111 to change to Route 680 at Admiralty (East) Bus Terminus, paying a discounted fare of $7.50, within one hour after boarding the first bus. In effect, the total fare will be the same as the current fare of Route 680. Meanwhile, the terminus of Route 680/680P on Hong Kong Island has been relocated from Central (Macau Ferry Pier) to Admiralty (East) Bus Terminus. Route 680X (Ma On Shan¡VCentral (Macau Ferry Pier)) will maintain its terminus at the Macau Ferry Pier Bus Terminus in Central. Reply: Madam President, During the period from April 1 2004 to March 31 2005, about 0.045 per cent of the total number of bus trips involve breakdown of buses leading to interruption of franchised bus services. Breakdown of the cases by month and franchised bus company is shown at Annex. Bus companies do not have readily available information about the bus routes involved. A total of 20 complaints were received from the public during the same period about buses breaking down while in service. In handling this kind of complaints, the Transport Complaints Unit or the Transport Department (TD) will refer the case to the concerned bus companies for their investigation and report. TD will examine the findings provided by the bus companies and conduct surprise checks on concerned vehicles if necessary. TD will also monitor the trend of bus breakdown rates and where appropriate require bus companies to formulate action plans to enhance bus reliability. Safety and reliability of bus services are of prime concern to bus operators. All bus companies follow a comprehensive programme of vehicle maintenance and servicing regime which includes daily, monthly and yearly maintenance to ensure bus safety and roadworthiness. Daily maintenance activities include top-up of lubricating oil and coolant, refueling, and inspection of tyres and obligatory driving lights. During the monthly maintenance, a list of safety items including the engine and gearbox will be checked and all defects fixed. In the yearly overhaul, the bus will be fully examined and serviced to prepare for annual examination by TD. TD will not license a bus if it fails in the examination. All franchised bus companies have issued clear guidelines to their drivers to conduct routine checks before the first departure everyday to ensure that the bus is in suitable operating condition. These include visual check of the bus body, lightings and tyres. Drivers are also required to check if the brakes, air-conditioning system, and bus doors are functioning properly. A total of 270 buses were taken out of service during the period from April 1 2004 to March 31 2005 because they had reached their scrapping age. Details are given in the table below. The board of Kowloon Motor Bus Holdings announced yesterday that Mr Hui had resigned as a company director due to "personal reasons", effective Sunday. Mr Hui has also resigned as director of the listed company's subsidiaries, the KMB Company and Long Win Bus Company. Mr Hui, a former secretary for financial services, has been a director of KMB Holdings and its subsidiary firms since February last year. His resignation is seen as a prelude to his leading the election campaign for Mr Tsang, the acting chief executive. Sources said Mr Hui was then expected to be appointed as chief secretary after Mr Tsang, his long-time friend, succeeded Tung Chee-hwa as chief executive in July. KMB Holdings is due to re-elect its directors at its annual general meeting on May 19. Mr Hui could not be reached for comment yesterday. Mr Hui has also been a steward of the Hong Kong Jockey Club since 2002. He is expected to resign from that position before rejoining the government. Financial Secretary Henry Tang Ying-yen resigned as a club steward in July 2002, shortly after he was appointed secretary for commerce, industry and technology. Mr Tang's resignation from the club was seen as an attempt to avoid any conflict of interest with his public office. A spokeswoman for the Jockey Club said it had not received any notification from Mr Hui that he would resign as a steward. Mr Hui, 57, is expected to open a campaign office for Mr Tsang in Central soon. After joining the civil service in 1970, Mr Hui left the government in 2000 to become managing director of the Mandatory Provident Fund Authority. He retired from the authority two years ago. He also serves as vice-chairman of the Hong Kong Arts Festival Society, honorary secretary of the Hong Kong International Film Festival and is a member of the executive committee of the Hong Kong Philharmonic Society. Mr Tsang said last week he was too busy to think about a campaign for the top job, but that he would consider his next move after the amendment to the Chief Executive Election Ordinance was passed. Hui, a former secretary for financial services, is expected to succeed Tsang as the next chief secretary for administration. His resignation will lessen his connections with the Kwok family of Sun Hung Kai Properties, a substantial shareholder in Kowloon Motor Bus (KMB), and prevent him from being involved in any conflict of interest issues. KMB said that ``due to personal reasons'', Hui had resigned as a director of KMB and its subsidiary, Long Win Bus Company, effective Tuesday. Hui, who is also a personal adviser to the Kwok family, is estimated to be earning an annual salary of more than HK$7.8 million. ``The board is not aware of any other matters relating to the resignation of Mr Hui that need to be brought to the attention of the shareholders of the company,'' a KMB statement said. However, it is believed Hui gave up his lucrative job to prepare for Tsang's election campaign. A well-informed source said Hui had already set up an election office in Central and had invited Norman Chan, former deputy chief executive of the Hong Kong Monetary Authority, to join the team before he leaves for the United States in September. Combining a heating and a cooling system, coupled with "Intelligent" temperature control and a variable compressor, the "Enhanced" air-conditioning system can better monitor and control the temperature and humidity inside buses, thus offering more comfortable journeys for passengers. Adopted for the first time on double-deck buses, this new system will also bring about fuel saving. The "Enhanced" air-conditioning system incorporates the heater as part of its system, thereby replacing the floor heaters under the seats at present and making the bus compartment more spacious. More importantly, the new system features integrated and direct control over the air temperature and the air speed, thus making it possible to maintain stable temperature and humidity levels inside the bus compartment. Mr. Kane Shum, Principal Engineer of KMB, said, "KMB cares about the environment insides buses and has been continuously devoting a great deal of effort to upgrading the quality of bus journeys for passengers. In the past, we have done a lot to enhance the air-conditioning in buses, like installing heating systems, ambient sensors, and introducing adjustable and closable vents for all seated passengers, as well as the electrostatic air filters. Besides integrating the operation of the heating and cooling systems, the "Enhanced" air-conditioning system is equipped with "Intelligent" temperature control. Jill Taylor, co-chairwoman of Hush the Bus, told shareholders of RoadShow Holdings that although the protest group had accepted the visual disturbance caused by on-board televisons, the noise pollution they created had to be stopped. "Noisy, intrusive bus TV is an unacceptable, third-world practice unworthy of a developed and sophisticated world-class city," said her group's press release. Ms Taylor distributed leaflets setting out the group's arguments to shareholders of the KMB subsidiary, which supplies the onboard programming. She said that while some shareholders would not take the leaflets, others did - only to have RoadShow staff confiscate them later. Ms Taylor also put questions to RoadShow's board at the meeting in Mongkok's Royal Plaza Hotel. She said Hush the Bus believed passengers should be given earphones so they could choose whether or not to hear the programming. "I have no doubt that the reason they resist [earphones] that is because the whole business model relies on not giving people a choice," said the lobbyist, who was attending RoadShow's annual meeting for the fourth straight year. "That's where the captive audience comes in. If you give people a choice, they are no longer a captive audience." Speaking after the meeting, RoadShow managing director Winnie Ng said the company's surveys showed the majority of passengers liked and welcomed televisions on buses. "Some people don't like the service and therefore we've set aside a quiet zone on the bottom deck of buses, offering a choice for the passengers," she said. "I think it is an acceptable solution." RoadShow saw a $20.1 million profit last year, compared to a loss of $37 million in 2003. Revenue was up 24 per cent, at $243.4 million. Company chairman John Chan Cho-chak, who is also managing director of KMB, said economic growth and positive market sentiment would see RoadShow's advertising revenue increase. Managing director John Chan said HK$500 million would be used to add 150 buses to KMB's fleet, while most of the balance would be for developing a property project in Lai Chi Kok. "We're continuously looking for new opportunities for cooperation on development projects in mainland cities. If there are suitable projects involving KMB, the capital expenditure may even be bigger," Chan said after the firm's annual general meeting. KMB has been investing in China as it looks to offset stiff competition and a stagnant market at home. In spring last year, it set up a bus joint venture in Wuxi, Jiangsu province, while another began in Shenzhen in March this year. These are in addition to two bus joint ventures _ in Dalian and Tianjin _ with a taxi and car-rental company in Beijing. In Hong Kong, KMB is building five luxury residential blocks with about 1,100 units at its old bus depot site at Lai Chi Kok. They are due for completion late next year. Chan said KMB would "strive as much as possible" to avoid fare increases, although some key cost areas rose dramatically from 1998 to 2004. Executives of Kowloon Motor Bus Company proposed a rise of 1.7 per cent for all 12,000 workers, which would be the first increase since 2001. This is a step up from a previous offer of 1.5 per cent. But two unions had separately demanded 3 per cent and 5 per cent. "The drivers are very upset," said Keung Ping-yuen, secretary of the KMB branch of the Motor Transport Workers General Union, which has demanded a 5 per cent rise. "Everyone feels the company can afford the rise after a wage freeze for a few years." Negotiations are to resume today. Yesterday's meeting was the ninth since union and company representatives started negotiations in December. But they are running out of time as the increase was to come into effect yesterday. About 80 bus drivers marched from the Mei Foo bus terminal to KMB headquarters carrying banners condemning the company for delaying negotiations and disregarding workers' request for a pay rise. Mr Keung said his union would meet workers last night to discuss whether to take further action if negotiations failed today. Many of the drivers were encouraged by the recent 2 per cent pay rise at New World First Bus and Citybus. KMB spokeswoman Susanne Ho said the main reason the company could not meet the workers' demands was the loss of business to new rail lines. The company had lost 10 per cent of passengers to trains, about 300,000 a day, after the Tseung Kwan O line, West Rail, Ma On Shan Rail and East Tsim Sha Tsui extension opened, she said. KMB employees were given a 2.36 per cent rise in 2001. John Chan, the managing director of Kowloon Motor Bus, said in an interview with The Standard that about 140 routes, or one-third of the company's 420 routes, have become a money-losing burden and the government should go slow on developing new rail lines. "You [have] already poured so many resources [into rail]. Is it really economically effective? Railways are expensive. The capital investment is high," he said. He would not say if an increase in fares - which have been frozen since 1997 - is imminent, but he warned that the entire community will have to pay the price in the long-run. "I won't bother talking about it [a fare adjustment] because we all know we will fail," Chan said. The former civil servant and one-time member of the Executive Council said the rapid development of rail routes in recent years has created a tough business environment for KMB. Under the government's long-term transport strategy, rail will form the backbone of public transport. With the commencement of several major rail lines since 2000 - such as West Rail, the Tsim Sha Tsui East Rail Extension, the Tseung Kwan O Line and Ma On Shan Rail - the market share for all franchised buses has dropped from 38.1 percent to 35.5 percent, according to the Transport Department. For example, Ma On Shan Rail alone took away 80,000 passengers a day from KMB, equivalent to HK$100 million annually, according to the company. Rail lines "cannot create new demand" but create redundancy, Chan said. He warned that an "oversupply" will be harmful to the community. "It does not do any good to passengers and the society as a whole. In the long term, passengers as a whole will have to bear [the problem]." Previously, he said, the government built rail lines in order to make new residential areas accessible to a growing population. However, Chan said the newer lines directly target the core markets of bus companies in urban areas. As a result, the KMB fleet has been reduced from 4,400 vehicles to about 4,000 in recent years to cut costs. Although the company made a profit of HK$730 million last year, that was far from satisfactory for a listed company, Chan said. "Our rate of return is about 5-6 percent," he said. "We understand that with a franchise system, the business risks are lower. But it does not mean no risk." Rising oil prices, high wages, and tunnel costs have all kept operational costs high, Chan said. On a government proposal to adjust bus fares according to the consumer price index, Chan said, a fair mechanism is needed to incorporate all costs. "Can the CPI reflect the oil prices?" he asked. Regarding environmental issues, Chan said KMB has done a lot to reduce roadside emissions. He described the KMB as running ahead of other transport operators in environmental protection. Environmentalists have complained that diesel-run buses are emitting harmful gases such as nitrogen oxides and respirable suspended particulates, which penetrate the lungs. According to recent estimates, buses, along with diesel trucks, contributed 90 percent of roadside pollution. Chan said as road users, buses are the most efficient. "Each bus is about 12 metres long. This equals to 2.4 Lexus models or three Mini Coopers. If we say the emissions from buses are greater than a Lexus, but are they bigger than nearly five Lexus models combined? A car can hold three people, a bus can hold at least 70." Chan said his bus fleet is "close to the best in the world" when it comes to environmental standards. The future of KMB, which was founded in 1933 and is the oldest bus company in Hong Kong, will heavily depend on its mainland business, he said. The Kowloon Motor Bus Company said the rise would cost it $60 million a year. The deal applies only to permanent staff. More talks will be held about the pay of contract staff. The deal marked the end of negotiations that began in December. Reply : Madam President, Bus fares have a direct impact on the public livelihood. At the same time, the operating cost and return of bus companies, which are private companies providing public services, and their quality of service, etc. are involved. It is not uncommon that in the past, during both the times of economic growth or downturn, the level of bus fare adjustment is often the subject of debate amongst persons with different views. In the light of the above, in August 2003, we informed the Legislative Council Panel on Transport of the Government's plan to improve the existing adjustment mechanism of bus fares by introducing a formula factor so that prevailing economic conditions and operating costs of the bus companies could be reflected more objectively in the mechanism. The new mechanism would allow increase as well as reduction in bus fares and bring in a more transparent adjustment process. The Government has all along been actively discussing with the franchised bus operators on this fare adjustment mechanism. But since the introduction of a new mechanism involves complex issues including public interests, affordability of the community, economic conditions and operating costs of the bus companies, we have spent some time to handle the matter carefully with a view to striking the right balance of different interests. In fact, we have been using the concepts announced earlier as the basis of our discussion with the bus companies on how to refine the operation of the new mechanism. We have been making progress in the discussion and it is expected that the implementation details will be ready within this year. I wish to point out that the new adjustment mechanism for bus fares will take into account public interests and the Government will give due consideration to public affordability. We will also consider the operating condition of bus operators such that they will be able to provide efficient bus services with good quality to the community. As for railway services, adopting a more objective and transparent fare adjustment mechanism is one of the key parameters set by the Government of the merger discussion between the MTR Corporation Limited and Kowloon-Canton Railway Corporation. At the Legco meeting, lawmakers were worried that the mechanism, proposed by Secretary for the Environment, Transport and Works Sarah Liao when she took up her post in 2003, was stalled or even scrapped after the franchised bus operators failed to agree on terms with the government. But Liao said the government and bus companies have made progress in talks. She expected details of the mechanism, which allows fares to rise or fall in line with inflation or deflation, will be finalized by the end of the year. "I wish to point out that the [adjustment of] bus fares will take into account the public interest, and that the government will give due consideration to [what people can afford],'' Liao said. "We will also consider the operating conditions of bus operators [so they can continue to provide] efficient services to the community.'' Tam Yiu-chung, vice-chairman of the Democratic Alliance for the Betterment and Progress of Hong Kong, said bus operators had cancelled most fare concessions. Many transport operators have reduced or scrapped their fare concessions. Has the government noticed these moves and acted against them?'' he asked. Liao responded that most of the concessions were launched during the economic downturn, and the bus companies have restored fares after their operational costs returned to normal, along with the economic recovery. But she vowed to continue talks with operators about maintaining concessions to passengers, even though operators are experiencing rising fuel costs and wages. The government would try to encourage operators to continue offering concessions if it does not put further pressure on their operating costs, or if the concessions could attract more passengers. ``We hope we can create a win-win situation for operators and the public,'' Liao said. She added that fare adjustments are also being discussed with the MTR Corporation and Kowloon-Canton Railway Corporation. Even though the government remained the major shareholder of MTR Corporation after its stock market listing, the corporation has autonomy, Liao said. hkskyline June 14th, 2005, 09:05 AM June 13, 2005 Government Press Release Bus route diversion to relieve heavy traffic To relieve the heavy traffic in Causeway Bay triggered by new traffic arrangements, two franchised bus routes will be diverted to skip stops on Lockhart and Gloucester Roads. Deputy Commissioner for Transport Lau Ka-keung said routes No.2 (Eastern District bound) and No.70 (Aberdeen bound) will be diverted from 4.30pm today to skip stops on those roads. The diversion, which will last until June 15, can reduce the weaving movement of buses cutting across four lanes on Gloucester Road. The diversion of the two routes will take place at different time periods. For Route 2, the diversion period started from 4.30pm today and will run continuously until the last departure on June 15. For Route 70, it will be only from 4.30pm to the last departure daily on June 13, 14 and 15. The affected bus stops will have notices posted and bus operators have sent staff on site to help passengers. Signage improvement In view of public feedback and site observations, traffic signs will be improved to contain more information, the Highways Department's Major Works Project Management Office Project Manager Adrian Ng said. "For example, the eastbound lane on Gloucester Road leading to Causeway Bay and North Point has been under utilised this morning. Additional wordings advising motorists that the lane can lead to both Causeway Bay and North Point has been added to the signs. "It is hoped that the maximising of this traffic lane will alleviate the traffic flow of the other eastbound lanes." Mr Lau said traffic at Causeway Bay was busy and sometimes congested in the morning of the first working day after implementation of the traffic arrangements to facilitate the reconstruction of Causeway Bay Flyover. Co-ordination centre The department will closely monitor traffic conditions in the next few days through the Emergency Transport Co-ordination Centre. Mr Lau advised motorists to familiarise themselves with the traffic diversion scheme, drive carefully, observe the traffic signs and road markings and follow Police advice. Motorists are also advised to listen to traffic broadcasts. Appropriate traffic aids have been erected to guide motorists and notices have been displayed by bus companies to advise passengers of the changes. The new traffic arrangements will last two years. Reply : Madam President, The Government has all along been actively encouraging public transport operators, having regard to their respective operating conditions and social and economic conditions, to reduce their fares or offer concessions as far as possible to the help reduce travelling expenses of the public. At present, the public transport operators offer various kinds of concession schemes. These include: (a) Long-term fare concessions for children and the elderly by franchised bus companies, railway companies, Hongkong Tramways, Peak Tramways and individual green minibus (GMB) and ferry operators; (b) Fare concessions for students by MTR Corporation (MTRC), Light Rail of the Kowloon Canton Railway Corporation (KCRC), Peak Tramways and individual GMB and ferry operators; (c) 160 bus-bus interchange schemes by franchised bus companies, which involve about 400 routes and benefit some 110 000 passengers daily; and (d) A number of different concessionary offers, such as intermodal fare discount between railway and other modes of transport, as well as fare concessions for passengers of franchised buses, railways, minibuses and ferries. Specific examples include "MTR Fare Saver Promotion" by MTRC; "East Rail and Ma On Shan Rail One-Month Pass" by KCRC; "Same Day Return Discount" by Kowloon Motor Bus, Long Win Bus, Citybus and New World First Bus, intermodal fare discount between railway and franchised buses/ GMBs, GMB-GMB interchange concessions, and concessions for people with disabilities by individual ferry operators. Although these concession schemes are rolled out at different times, they have in effect lowered the fare levels. This has thus alleviated the burden of transport expenses on commuters and benefitted them, especially during the economic doldrums over the past two years. There were five concession schemes terminated in the past three months, while four new schemes were introduced at the same time. As at present, we have not received notification from any public transport operators concerning the discontinuation of their concessionary offers in the coming month. We fully understand the public's desire for fare concessions. And we have been proactive in encouraging public transport operators to extend their fare concessions, including offers other than half-fare concessions for the elderly. Hong Kong, however, has a system of free enterprise. This is also one of the major reasons that makes Hong Kong a strong magnet for investment. It will therefore be the commercial decision of individual public transport operators as to whether they would reduce fares or offer concessions. Our stance is that as business organisations in providing of public transport services, the public transport operators should from time to time consider appropriate measures to attract passengers. Indeed, public transport operators have demonstrated considerable flexibility in introducing suitable measures in the light of the prevailing economic conditions and market demands as well as their operating conditions. The "East Rail and Ma On Shan Rail One-Month Pass" rolled out in April last year by KCRC is one of the examples. Kowloon Motor Bus said it would pull all 20 of its 11-metre converted Leyland Olympian buses from routes in the southern Chinese territory. The buses, which were fitted with Japanese air-conditioners at the company's Hong Kong depot, were introduced in the 1980s. NWS director Stewart Cheng said the company has sent a team to study the potential acquisition of the East- West bus routes in Kunming, capital city of Yunnan province, which are currently owned by the local government. NWS unit New World First Bus Services began public transport services for the first time in Kunming in January last year through a venture that runs 39 routes with a fleet of 663 buses. New World invested about 70 million yuan for a 51 percent stake in that venture. "We plan to have all routes in the city, which will add 40 routes to existing routes," Cheng said. He said NWS earnings in the second half will be boosted by an increase in Kunming-based NWFB (China)'s equity stake to 51 percent from around 15 percent last year. NWS, which also runs City Bus and New World First Bus in Hong Kong, is facing more competition in Hong Kong from MTR Corp, which plans to extend its existing Hong Kong railway line, as well as public mini buses. Rising staff costs, oil prices and tunnel charges also crimp its profit. Tai Fook Research, a sister company of NWS, said in a report that despite robust interim results, operations in the second half of the financial year remain challenging as its overall market share in public transport fell 1.4 percentage points to 35.6 percent in the first four months of 2005. The impact has been more severe on the Kowloon part of the city, which is largely served by rival Kowloon Motor Bus _ nevertheless City Bus and New World First Bus saw average patronage levels slip by around 33,000 a day during the period. The management also indicated that they have been granted three bus routes to serve Hong Kong Disneyland, Tai Fook said.
