Good news to rice farmers in the east coast.
District 2 Congressman Erbie A. Fabian yesterday disclosed that he was able to source out some P10 million for the immediate rehabilitation and improvement of the irrigation system in Balinsungay, Mercedes, this city.

Fabian disclosed that the allocation will come from the National Irrigation Administration (NIA) central office in Manila, which he lobbied for during the budget hearing in Congress for the 2009 budget of the NIA.
“Balinsungay is considered the rice granary of Zamboanga City. It is a must that the irrigation system for the said area will be constantly maintained and even further improved,” Fabian told reporters in an interview.
He said Balinsungay is noted for its quality and bountiful palay harvests and thus the government should prioritize the needed infrastructure support for the irrigation system in the entire area.
The congressman the other day has already conferred with NIA regional director Alberto Lacuaren for the implementation of the said project by early this year.
For the previous years, Fabian has already funded the improvement of the Balinsungay Communal Irrigation System. A total of P16 million was spent for its improvement and expansion.
Director Lacuaren said the further improvement of the Balinsungay Communal Irrigation Systems will greatly benefit hundreds of rice farmers in Mercedes including those in some adjacent barangays.
He also expressed gratitude to the congressman for the latter’s initiative in sourcing out fund in Manila for the said irrigation project. — Jemuel E. Mojica

3 bidders submit proposals for city's IBT project

Members of the city government's Bids and Awards Committee (BAC) chaired by Dr. Mario Ariola convened January 19 in a marathon session to evaluate the technical and financial documents submitted by the bidders for the P179 million Integrated Bus Terminal (IBT) project soon to be established along Maria Clara Lobregat Highway in Divisoria, east of this city.

Mayor Celso Lobregat, who personally observed the proceedings, explained that the committee intends to evaluate the sufficiency of the bidders' technical proposals and compliance with the financial statement.

The technical evaluation included among others the bid security, duly signed construction schedule and S-Curve, duly signed manpower schedule, duly signed design and construction methods in narrative form, duly signed statement of on-going and completed government and private projects, duly signed contract organizational chart, duly signed lists of contractor's personnel, equipment (owned, leased or under purchase agreement), equipment utilization schedule, certificate of compliance with existing labor laws and standards, preliminary conceptual design plans and scaled model in accordance with the degree of the details specified by the Procuring Entity.

The financial envelops were opened in the afternoon session during which the bidders were required to make a multi-media presentation not longer than 45 minutes (each bidder) exclusive of "the question and answer" portion. They also presented their respective scale model of the multi-million project, which will include a road network, drainage system, complete utilities and amenities, perimeter fence, frontage, highway expansion and a pedestrian overpass.

Originally, according to Dr. Ariola, there were 13 contractors who submitted their letters of intention to bid for the project. Of the number, however, only 9 passed in the pre-bid qualification process. But only 5 contractors submitted their bids.

They were Vicente T. Lao Corp., Young Builders Corp., Dimson Manila Corp., RU Aquino Construction and Dev't Corp. in partnership with RCDG Construction Corp., and ARN Builders, Inc.

However, Vicente T. Lao Corp. and Young Builders Corp. yesterday submitted their letters of withdrawal and waiver to bid, leaving only the three contractors. Yet, in the technical evaluation process, ARN Builders Corp. was dropped out for failure to comply with the Performance Specification and Parameters Compliance as specified in No. 19 of the Checklist of Bids Requirements.

Thus, as of yesterday afternoon's session, only the bids of Dimson Manila and RU Aquino Construction and Development Corp in partnership with RCDG Construction Corp were up for the final deliberation by the committee.

Recall, the IBT requires an architectural design that is modern yet contemporary and with a touch of Philippine Architecture of the Spanish-American era in the city. It must exude a sense of landmark and institutional quality-fitting of a civic transport center, and representative of a flagship project of Zamboanga City and the Zamboangueños.

The design should be reflective of contemporary and advanced architecture, utilizing the most modern concepts project that the structure is new and advanced. The interiors of the structure should be pleasing and welcoming, worthy of a civic center, a place of gathering and a major transport center of Zamboanga City. The layout should be easy to manage and secured by the bus terminal management; simplicity of construction, engineering innovation, compliance with original layout and green architecture.

Meanwhile, Mayor Lobregat has created a special committee tasked to assist in the evaluation of the IBT bids. It is composed of representatives from the business and academe sectors and prominent architects in this part of the region. (City Hall PIO)

Lobregat unveils P7.4M infra projects in Ayala

Mayor Celso Lobregat on February 3 led the inauguration of three different infrastructure projects costing P7,359,797.76 in Barangay Ayala, west of this city.

Unveiled were the 45-linear meter slope protection project worth P494,417.10, which was undertaken by EC Gonzales Construction, the spillway measuring 9.00-meter long and 4.40-meter wide amounting to P873,511.79 undertaken by Kim-Joan Construction, and the two-storey building with eight classrooms costing P5,991,868.71 undertaken by ACO at Ayala Central School.

These, according to Mayor Lobregat, bring to the total of P50.8 million worth of various infrastructure projects that the city government under is administration has implemented in Ayala over the last two years.

The mayor said that in 2007 the city government had implemented 10 projects totaling P13.304 million and 14 more projects in 2008 worth P37.552 million.

The projects included the construction of covered walk and stage at Ayala Central School, improvement of school building and construction of two-storey six-classroom building at Ayala National High School, drainage and more slope protection projects.

In 2008, the following projects were undertaken in Ayala: construction of irrigation structure- P1 million, slope protection- P1 million, drainage system- P500,000, concreting of Ayala-La Paz (Camp Susana) Road- PP7.5 million, improvement of hanging bridge- P196,000, and millions of pesos worth of other school projects.

Joining the mayor in the inauguration ceremony were Councilors Rudy Lim and Rey Candido, City Schools Superintendent Dolores Alcantara, Assistant Schools Superintendent Norma Vecina, Ayala barangay chairman Alexis Ortega, Ayala Cebtral School principal Sarah Artates, City Engineer Luis Despalo and Ayala parish priest Fr. Nonoy de las Penas.

In his message, the chief executive enjoined the teachers, pupils and the entire Ayala community to take good care of the school buildings and put them to maximum use to provide the children with conducive learning facilities and quality education (City Hall PIO)

The winner of the bidding for the Integrated Bus Terminal (IBT) project will be announced anytime this week or early next week by the city’s Bid and Awards Committee (BAC) chaired by City Veterinarian Mario Ariola.

At least three qualified contractors had earlier participated in the bidding but one was disqualified after he reportedly failed to submit one very important document in the first envelope.
The bidders were Aquino Construction with local partner, the RCDG construction, Dimson Construction based in Manila and ARN Construction firm, a Cebu based construction, which was disqualified by BAC after its representative Crisologo Saavedra, a Zamboangueño, failed to submit the so-called values engineering analysis, which was supposed to be included in the first envelop or the technical envelop.
Saavedra’s firm has bidded the IBT project for some P149 million under the designed and build mode, which is lower than the bidding price of his two competitors who presented their plan and estimate to the BAC in the amount of almost P180 million.
ARN construction representative Saavedra earlier claimed that in the December 2008 pre-bid conference, BAC officials had advised them to submit item no.18 of the BAC requirement, which is the values engineering analysis, in the second envelope.
However, Saavedra said that when they met again for the opening of the first envelope early in January this year, he was surprised to note that his two competitors have already included such document, which is supposed to be in the second envelope.
When BAC reviewed the proceeding of the December meeting, Saavedra’s allegation was found untrue but the alleged mistake was actually committed in drafting the minutes, Mayor Celso Lobregat said.
Because of that, BAC corrected it by advising Saavedra to submit copies of the missing documents where he claimed were included in his second envelope, which is the financial aspect of the bidding procedure.
Despite the ample time given to him, Saavedra still failed to submit such, thus the reason why he was disqualified from the race, Lobregat explained.
“In fact, he (Saavedra) had asked the BAC to give him at least three days to complete his requirement but still he failed to do so,” Lobregat said.
Saavedra then sent Lobregat a letter of appeal but instead, he was advised to file his formal protest against the BAC.
Firm with his belief that BAC committed a mistake in the conduct of the bidding process, Saavedra threatened to file charges before the Ombudsman’s Office.
The IBT is a flagship project of the Lobregat administration.
It took the city government two years to complete the budget for the project.

District 2 Congressman Erbie A. Fabian has allocated funds for the construction of a three storey OB-Gyne building in Zamboanga City Medical Center.

According to Department of Public Works and Highways Assistant Regional Director and concurrent District Engineer Merham Acas, Fabian's funds for the construction of the building is P5 million.

Acas' office is also conducting a series of road rehabilitations and road re-blocking inmajor roads in the city.

These works are undertaken at the Sta. Cruz junction going to Gov. Camins Avenue and Sta Cruz road island. Some of the dilapidated concrete pavement along Gov. Camins are removed andreplaced with fresh ones.

Other road rehabilitations are planned for the roads going to the Southern Support Command and at the Baliwasan Seaside

Acas disclosed that the collapsed road in Barangay Victoria wilt soon be re-constructed.

Other projects in the list arc: Limpapa road, the road gap in Sinunuc and the road gap in Licomo going to Tungawan.

Before the implementation of the road rehabilitations and re-blocking, a series of meetings among officials of the DPWH, Zamboanga Electric Cooperative, Zamboanga City Water District and other private corporations were held, Acas said. —Allen Abastillas

The Department of Agriculture (DA) Regional Field Unit-9 is rehabilitating the water impounding irrigation dam and the construction of its irrigation canal in Barangay Buenavista, Curuan, Zamboanga City.

Ramon Raul Bucoy, Agricultural Program Coordinator for Zamboanga City , said that P6.6 million has been allocated by DA for the construction and completion of the project. The new irrigation system will benefit around 70 farm-families and is expected to increase the palay production in the area; complimented with modern farm technology, the planting of high yielding rice varieties.
The project is part of the national government program to increase rice production and increase the income of small farmers in the countryside. Mr. Antonio Jimenez, President of the Gawad Kalinga Irrigators Association, farmer and one of the workers hired by the DA to construct the irrigation dam said the project is a dream come true to the residents of the area, as they were requesting the project for a long period of time.
He said as of the present they can just plant and harvest once a year because the rice field is rainfed. But when the irrigation will be completed, they will try to plant twice or three times a year, especially the high yielding variety hybrid rice. Several rice farmers and non members of the irrigation association have indicated their interest to open up non serviceable rice production areas just within the perimeter of the irrigation canal when the project will be completed and operational.
The local farmers’ irrigator beneficiaries are being employed by the DA as workers of the project in line with the job generation program of the national government. Most of the workers are owners and tenants of the rice field.
The project started last quarter of 2008 and targeted to be completed by first quarter of 2010. Regional Executive Director Oscar Parawan ordered the construction and allocated the necessary funds for the project. Mr. Jimenez assured that they will properly maintain the project.
The DA project engineer, Engr. Camilo Jose said the partial fund of the project allocation is included in the 2009 budget of DA RFU 9. He expects to complete the project by first quarter of 2010. He said the construction of the concrete canal from the dam to the rice field is on-going and expected to be completed by this year, while the rehabilitation of the water impounding dam is due early 2010. The water impounding dam was constructed by the previous administration but was washed out by flash flood before its completion. — Willy N. Peñaflor, DA-ZC

look what he has done with lantaka, nagkaroon ng major facelift in a span of a year, nauna pang mag construct ang paseo del mar, pero until now, di pa matapos-tapos... ang bagal.. mobe pronto!

bdw, im a zamboangueno now in manila... walang job opportunities sa zamboanga, kahit call center man lng.. buti pa dumaguete! tsk!

Diba there was a proposal before that they will put u a Spanish Call Center in Zamboanga..dream na lang ata un hanggang ngaun.. The Construction of WMSU Electronic Center which will house the Call center was on hold at this point..

We are left behind in the booming BPO Industry..There are a lot of Zamboangueño call center agents from Zamboanga, why not build a center for them in the city para hindi na pumunta sa ibang lugar , at hindi na malayo sa pamilya..They can also contribute to the city in a form of tax..

Diba there was a proposal before that they will put u a Spanish Call Center in Zamboanga..dream na lang ata un hanggang ngaun.. The Construction of WMSU Electronic Center which will house the Call center was on hold at this point..

We are left behind in the booming BPO Industry..There are a lot of Zamboangueño call center agents from Zamboanga, why not build a center for them in the city para hindi na pumunta sa ibang lugar , at hindi na malayo sa pamilya..They can also contribute to the city in a form of tax..



True! However, the city is still a potential spot for this kind of Industry to be put up. Let's pray that the problems that the city is facing now especially the peace and order would be finally be solve in a way for the continuing growth and development of zamboanga city... it can never deny the fact that the city can restore her glory once again!! :)

The ongoing reconstruction and rehabilitation of the damaged concrete national road at the Putik section of the Lobregat Highway has a total budget allocation of P15 million and was funded by the national government throught the initiative of District 2 Congressman Erbie A. Fabian, the Department of Public Works and Highway (DPWH) District Office disclosed on Friday.

DPWH District Engineer Merham Acas said the road repair and reconstruction at Putik road section is just one of the several million pesos worth of ongoing road rehabilitation projects identified by Congressman Fabian for the entire Pagadian-Zamboanga City highway for this year.
Fabian’s road project at Putik, which started on April 9, is 25 percent completed. The project is being undertaken by the Alraf Construction & Enterprise.
“Putik is one of the fast-progressing barangays in the east coast and there are already many businesses sprouting here and so we are very happy that our road section is now undergoing a complete rehabilitation and reconstruction. I am sure that once the road project will be completed there would be more economic activities in the barangay,” said one sari-sari store owner.
Acas asked for understanding from the motorists and commuters passing the Putik Road section for some traffic inconvenience during the duration of the said road project.
Meanwhile, Acas also disclosed that some other road rehabilitation and reconstruction identified by Rep. Fabian include the Santa Cruz road and drainage, Mercedes road and drainage, Victoria road section Sangali road section and Licomo section.

Good news Zamboanguenos!! Another mid-class subdivision is soon to rise. If my memory serves me right, it's called Melins Ville Subdivision, along Caragasan, Zamboanga City.. It had its groundbreaking few days ago, spearheaded by its owner (who happens to celebrate his birthday on that very same day), two engineers, an architect, and was attended by our Vice Mayor Mannix Dalipe. Along the vice-mayor, are councilor-fighters Mel Sadain, Sonny Jimenez and Kim Elago...

Congrats Zamboanga for the new subdivision! ;)

Yes.. I really would want to visit the Triple S- B towns... I always hear those towns from my friends... It's only that the road network going there from Zamboanga City is still bad... But with the new undertaking (the west coastal road and north province coastal road) there is now a more efficient road network in these towns... Go Mr. Yebes & Ms. Climaco-Salazar... :banana:

Fabian initiates P15M road rehab at Putik

The ongoing reconstruction and rehabilitation of the damaged concrete national road at the Putik section of the Lobregat Highway has a total budget allocation of P15 million and was funded by the national government throught the initiative of District 2 Congressman Erbie A. Fabian, the Department of Public Works and Highway (DPWH) District Office disclosed on Friday.

DPWH District Engineer Merham Acas said the road repair and reconstruction at Putik road section is just one of the several million pesos worth of ongoing road rehabilitation projects identified by Congressman Fabian for the entire Pagadian-Zamboanga City highway for this year.
Fabian’s road project at Putik, which started on April 9, is 25 percent completed. The project is being undertaken by the Alraf Construction & Enterprise.
“Putik is one of the fast-progressing barangays in the east coast and there are already many businesses sprouting here and so we are very happy that our road section is now undergoing a complete rehabilitation and reconstruction. I am sure that once the road project will be completed there would be more economic activities in the barangay,” said one sari-sari store owner.
Acas asked for understanding from the motorists and commuters passing the Putik Road section for some traffic inconvenience during the duration of the said road project.
Meanwhile, Acas also disclosed that some other road rehabilitation and reconstruction identified by Rep. Fabian include the Santa Cruz road and drainage, Mercedes road and drainage, Victoria road section Sangali road section and Licomo section.
Close to P100 million funding was acquired by Fabian from the national government for the said projects, which are all now being implemented by the DPWH District Office. — Jemuel E. Mojica

i think so..the Maasin Waaterfront is a good spot..However, nearby are shipyards that are such an eyesore..

Continuously pursuing a massive infrastructure program for the development and welfare of Zamboanga and the residents, the city government will unveil yet today a number of projects for barangays Buenavista and Mangusu in the east coast.

Mayor Celso Lobregat together with members of the City Council and other city officials will personally and project contractors will personally turn over 6 projects to the Mangusu barangay headed by Chairman Bobby Pagsubiron and 2 projects to the Buenavista barangay headed by Chairman Haber Mating.

The 8 projects approximately cost almost P12 million, over P9 million of which are in Mangusu while almost P3 million are in Buenavista.

Topping the list of projects to be unveiled in Mangusu is the P4.18 million barangay hall; P2.2 million road concreting in Mangusu and four other projects that include the improvement of farm to market road at the national highway sitio-Bingcul road, improvement of farm to market road at Tamaraan-Punta Pamunawan and construction of fence with gate at the Mangusu Elementary School.

In Buenavista, the projects to be inaugurated and turned over include the construction/ improvement of farm to market road at Sitio Kagalaan costing P2.4 million and improvement of farm to market road at Basagan worth P499,415.

The massive implementation of infrastructure projects in the different barangays is made possible because of Lobregat’s sound fiscal management and in line with his thrust to improve and accelerate delivery of services to the people.

Just last Monday, Lobregat turned over 6 projects amounting to over P6 million to the barangay of Pasonanca. The newly-constructed barangay hall, which also houses the barangay health center, was one of the projects turned over. The barangay hall is a replica of the City Hall.

Congressman Erbie Fabian has appropriated the amount of P5.7 million for the construction of school buildings in three island barangays. Fabian disclosed the funds were coursed through the office of Department of Public Works and Highways (DPWH) District Engineer Merham Acas for the implementation of the projects.


The congressman said Acas will prepare the plans and estimates for the construction of the new school buildings in Pangapuyan, Niyog-Niyog and Landang Gua.

He emphasized education is still number one priority of his administration.

To date, Fabian has already turned over hundreds of computer sets to different public elementary and secondary schools, distributed Reading Made Easy books to grades 1 and 2, tables and chairs for nursery schools and others.

He also funded several multipurpose halls in different schools including barangays, distributed sports equipment, drum and lyre gadgets, sound systems and a lot more. (Nonong Santiago)

ZAMBOANGA CITY, Philippines—The city government in coordination with the District I Congressional Office and the Fundacion Climaco spearhead tomorrow, November 14 the activities commemorating the 25th death anniversary of the late Mayor Cesar Cortez Climaco.


The observance this year is themed “Inspiring a generation to respond to the Call for Servant-leadership, Good governance and Responsible Citizenship”.


The commemoration will kick off with a mass at the Our Lady of Purification Parish in Sta. Maria at 8 a.m. followed by a motorcade to the assassination site in Gov. Alvarez Avenue where Mayor Celso Lobregat, Cong. Beng Climaco and representatives from different sectors will lead in the wreath laying rite.


From Gov. Alvarez Avenue, the group will proceed to the Cesar Climaco Freedom Park in Abong for the commemorative program. The unveiling of the historical marker at the CCC Freedom Park and the laying of groundwork for the rehabilitation of the park will be the highlight of the occasion with Sen. Edgardo Angara as guest of honor.


Sen. Angara together with National Historical Institute director Ludovico Badoy will assist Mayor Celso Lobregat and Cong. Beng Climaco in the unveiling of the marker as well as in the groundbreaking project.


The rehabilitation of the park will be funded through the congresswoman’s priority development assistance fund (PDAF).


The activities will continue until night time at the Paseo del Mar where the Battle of the Bands will be held.


Mayor Climaco was gunned down November 14, 1984 while inspecting the remains of a conflagration that gutted down numerous residential houses in Gov. Alvarez. His assailants remain unknown up to this date.


The commemoration activities commenced November 12 with the 3rd Cesar C. Climaco debate cup held at the Western Mindanao State University Social Hall and participated by college students from the different tertiary schools in the city.


November 13 activities included the candle lighting event at the assassination site in Gov. Alvarez Avenue at 6 p.m. and the Boy Scout Vigil at the Climaco Freedom Park at 7p.m.


The late Climaco served the city from 1961-1984. A City Ordinance designates November 14 of every year as “Dia de Cesar” in honor of the late mayor. (Sheila Covarrubias)

Group mulls sea lanes to propel development

ZAMBOANGA CITY – The Mindanao Federation of Shippers’ Association (MINFESA) presented to the government a proposal that would connect via sea lanes Northern and Southern Mindanao which is aimed to propel socio-economic development and activities in the region.

The proposal was presented to the Department of Transportation and Communications (DoTC) and other government agencies during the first Mindanao Logistics Conference held from November 25 to 26 in Tagoloan, Misamis Oriental with the theme “Southern-Northern Mindanao Logistics Corridor: Key to Fast Track its Economic Development.”

“We would like to sell the idea of an integrated logistics highway or corridor, one that would connect Northern and Southern Mindanao, two big economic centers in the region, that will propel Mindanao’s socio-economic development,” said MINFESA president Vic Lagdamen.

According to Lagdamen, the “expressway” would not necessarily be passing through the current national highway, as long as it will “facilitate for a faster movement of goods and people.”

A similar view and opinion was also aired by the Mindanao logistics and infrastructure industry players who attended the Mindanao Logistic Conference.

Some 200-strong delegation of shippers, shipping lines, cargo forwarders, service providers including international officials of foreign shipping industries and representatives from private sector and government agencies attended the two-day conference.

While the Northern Mindanao link is being pushed as a main corridor, he said the proposed integrated logistics and transportation plan should also include the Zamboanga Peninsula, Caraga Region and other areas in Mindanao.

Mindanao is yet to have an integrated logistic infrastructure and transportation plan, he said.

Adding that with these plans, it will eventually help boost the economy of Mindanao, where he noted that some major infrastructures were recently built like the Mindanao Container Terminal, along with the expansion of seaports and airports, and improvement of national roads.

“The shift to logistic infrastructures should be a more comprehensive approach in tackling the overall logistic needs of Mindanao,” Lagdamen said.

The port director of the Muara Port in Brunei Darussalam was one of the conference speakers giving emphasis to port and infrastructure development in this part of the country.

Infrastructure development defines PGMA's 9-year tenure



As the year drew to a close, the current administration could look back with a sense of great accomplishment.

When she assumed office nine years ago, President Gloria Macapagal Arroyo set out to create the physical infrastructure to spur and sustain economic development.

She has kept her eyes on the ball, so to speak. And the country has much to thank for such single-mindedness

Under the 2006-2010 Medium-Term Public Development Program (MTPDP), P94.19 billion has been spent for the construction or rehabilitation and improvement of major road arteries.

SCTEX Tops List

The P32 billion Subic-Clark-Tarlac Expressway (SCTEX), located north of Manila, tops the list of completed new road projects. Now in full operation, the 94-kilometer SCTEX reduces travel time from Manila to Tarlac to one hour and 25 minutes and from Clark to Tarlac to a mere 25 minutes.

And SCTEX, a part of the Luzon Urban Beltway, is just an example of the government's thrust in this direction.

The newly completed Southern Tagalog Arterial Road (STAR) Tollway is another. The road cuts travel time from Sto. Tomas, Batangas, to Batangas City by 90 to 120 minutes.

In the Visayas, the P2.2 billion Bohol Circumferential Road does the same for the residents. Completed in 2006, travel time from one end of the island to the other has been reduced by half, from eight to four hours.

Soon, construction of the Halsema highway and Bontok-Tabuk-Tugugarao Road will be completed to make up the North Luzon Agricultural Quadrangle.

Similar other construction activities are being carried out in other parts of Central and Southern Philippines.

Under various stages of rehabilitation and improvement are the Nido-Bataraza-Rio Tuba Road, Panay Island Road Package, Maharlika Highway, Dinagat Island Road Network, Surigao-Davao-coastal Road, Zamboanga Coastal Road, and the Awang-Upi-Lebak Maguindanao Road.

Seaports & Airports

Also in the list of completed projects are 22 roll on-roll off facilities and seaports.

These projects, with an aggregate worth of P5.61 billion, are designed to facilitate the movement of people and goods from Luzon to Mindanao, and vice versa.

In an archipelagic country like the Philippines, seaports are a must.

The government has thus refurbished the Subic Bay Port at a cost of P8.04 billion. Similar other projects and their respective costs are Batangas Port, P6 billion; Jagna Port, Ubay Port, And Tubigon Port, all in Bohol, P128.08 million; and Lucena Port, P32.86 million.

The construction of new airports and improvement of old ones have been undertaken at a cost of P40 billion.

The Diosdado Macapagal International Airport in Pampanga and the Poro Point International Airport in La Union fall under this category. So do the Bacolod-Silay Airport and the Iloilo Airport.

Agricultural Facilities

In agriculture, the administration allocated P171 billion for the construction of various agricultural facilities nationwide. About 17,289 kilometers of farm-to-market roads has been completed at a cost of P32.08 billion.

Likewise, 138,763 hectares of farmland has been brought under irrigation. The productivity of 1,463,461 hectares of farmland has been restored with the repair and rehabilitation of irrigation facilities that serve them.

The construction and rehabilitation projects were undertaken to the tune of P87.59 billion.

Social & Environment Projects

For social and environment projects, the government utilized P91.80 billion for power and energy facilities, P6.46 billion for hospital upgrading, P23.40 billion for relocation and housing, and P1.24 billion for sewerage treatment and sanitary landfill.

Altogether, P860.78 billion has been earmarked for the implementation of 149 priority projects.

A total of P242.53 billion has been utilized so far. The remaining P618.25 billion has been programmed for 71 projects now being implemented and 39 projects still in the pre-construction stage. (PND)

It will be difficult because all of the schools are under the jurisdiction of the Department of Education, these schools are following a uniform curriculum. Local Government has no power over the National agencies like DepEd.

Im happy and sad with this news.

Happy with the fact that there are oil deposits in this part of the Region.

Sad because we don't have the technology to do it ourselves, that's why we need to hire the expertise of Exon Mobile to drill it. However, i'm just sadden that as a result, it seems that we will still buy oil that was drilled from our very own backyard.

Im happy and sad with this news.

Happy with the fact that there are oil deposits in this part of the Region.

Sad because we don't have the technology to do it ourselves, that's why we need to hire the expertise of Exon Mobile to drill it. However, i'm just sadden that as a result, it seems that we will still buy oil that was drilled from our very own backyard.

A proof that Celso hates or at least cold hearted with barter trade. For me I want and always have been wanting from the time I started roaming around the country, to seal in the image of Zamboanga as a thrift pedestrian shopping city (only at the pueblo though), how would you like that? Bargain (high quality, low price) hotels, restaurants, etc. But for a diversion, we need to pursue the new (modern) town development as planned in Mercedes area where modern type shopping ( I would like you to help me convince Huylian Development Corp to put up the planned shopper’s mall here) luxury items, car display, home furnishing depots, (and minus the ZIA.) ZIA must be put up someplace where its component development will only comprise of military installations (EAAB, 6thND, etc.), waterfront low-mid rise residencies, ocean sports facilities, aviation & maritime schools, etc. And that will fitly qualify Sacol Island (I'm sorry for the biased enumeration of criteria). My father is a frustrated political analyst and urban planner. He is actually an eligible civil servant but never made it to be a prosperous one because of dirty politics. When I was young he has already mentioned to me his vision for ZC since he was a commerce student at ZAEC now UZ. Here enumerated:
A free port zone in the west coast (now almost realized in our Ecozone) expanded Food Processing/Manufacturing/ district near Caldera Bay(he was once a production clerk at Dacon) modernized dry dock/shipyard and containerized port at caldera bay (by then the present downtown port can be dedicated to cruise, passenger & ro-ro traffic) , numberless thrift beach resorts wherever possible, gov't initiated low cost housing in Lustre, Sta Barbara, Santa Catalina, Canelar and all areas where squatting occur. Strengthen Zambagora, Sta Cruz & Canelar Barter Trade & Pueblo Wall Enclosure. New town development along the highway of Boalan, Mercedes & Culianan section. Mercedes-Taluksangay-Sacol Expressway (with a restriction against build up of any kind in a given 3-4km stretch; here, drag racing affectionados are given their “proper” place) & bridge leading to ZIA & Sacol development district. When the present ZIA is already transferred, Camins road can be dedicated to high rise urban residences and the vacant ZIA can be turned into a multi-purpose open air activity center with its accompanying establishments. The present agriculturally productive areas must be preserved and most importantly the water sheds should be protected. (Water is life!) I dream of Zamboanga City to be a bustling city of half a million permanently employed workforce, another half a million self employed entrepreneurs (including farmers and fishers), thousands of self amply supporting college students, and a 1:<2 work force/dependent ratio. There is much room for progress that awaits Zamboanga city. The fact that the four provinces surrounding it are technically under developed yet (which of course are the catchments shoppers to the city) unlike here in Davao or CDO. If these four Provinces ( Tawi-tawi, Sulu, Basilan can make it to the pace of South Cotabato or Sultan Kudarat and Zamboanga Sibugay can make it to pace of Misamis Oriental, (excluding CDO) then there’s no more doubt that Zamboanga City will sprout like leavened flour. ZIA must brace for the coming air traffic by then (the Mercedes area is not fitted for this) and also the Zamboanga port for the Ro-Ro traffic from & to Basilan & Jolo. If that is the trend in Celso's looong term, then maybe it's time to seek new leadership.

PAGADIAN CITY, Zamboanga del Sur, Feb. 25 (PNA) -- As part of his plans to revitalize the rural areas of the country, particularly those located in the Mindanao region, Lakas-Kampi-CMD presidential aspirant Gilberto “Gibo” Teodoro Jr. pledged to provide modern transportation centers like seaports and airports in Zamboanga del Sur.

Teodoro made this announcement during a multi-sectoral forum on Wednesday conducted at the covered court of the provincial capitol here.

“I am pledging to all of you that once I get elected to the presidency in the coming elections, I would do everything I can to see to it that you get a first-class airport and seaport,” the Lakas-Kampi-CMD standard-bearer vowed to his audience of about 3,000.

Teodoro said the establishment of such facilities in the resource rich province of Zamboanga del Sur would further cement the locality’s reputation as one of the country’s top producers of natural rubber and aquatic items.

“With the help of your local officials, who are doing their utmost to ensure your continued development, I am very much sure that these facilities will greatly aid you in your continued development,” he said.

In the same vein, the Lakas-Kampi-CMD presidential bet also vowed to install more information and communication technology (ICT) facilities in the province to expedite the exchange of information between the region and national government offices in Manila.

“I will do that so I will be abreast with all the developments in Zamboanga del Sur, particularly in the economic outgoings in Pagadian City,” he stressed,

He added that ICT is the great leveler of the playing field nowadays due to its ability to convey critical information quickly to the leaders of the public and private sectors.

Teodoro also made the same pledge to the people of Ipil, Zamboanga Sibugay after noting that the region has the potential to be one of the country’s top producers of shrimps and crabs.

Been in Mactan Island way back in 1998 and saw nothing but the usual Cebuanos' struggle to make both ends meet. Just as my ancestors told about their "homeland" "Ang yutang batoon". Poor farming (Agri & Aqua - never even found a sizable sea urchin in the beach). But look! it's the home of Mactan Int'l Airport, ("Twin" 1 & 2) Mactan Bridge, Shangri-La's Mactan, Gaisano Capital, etc. BTW, been in samal Island recently and found out that the famous Pearl Farm got their famous pearl oysters from Sulu Sea! From our backyard! Oh my goodness!!! And there's a new rumor that Samal Island will be connected to the mainland by a bridge! Astounding! For the pearl oysters they got from our backyard....

A P1.6 billion bypass road from barangay Culianan in the East coast to barangay Patalon near the Zamboanga Economic Zone and Freeport Authority in the West coast of the city is now in the drawing board.


District Engineer Merham Acas, who was guest of Congressman Erbie Fabian on Saturday in his newest talk show Cuentas Claras on Sky Cable Channel 28 disclosed, no less than the congressman is pushing hard for the 32- kilometer bypass road to materialize which will connect the East and West coast barangays of the city. Acas said the Department of Public Works and Highways (DPWH) regional office has completed the feasibility study and has already transmitted the result to the DPWH Central Office for budget appropriations.


According to Acas, no less than Fabian will also help source out funds for the huge project to commence implementation.


The district engineer said Fabian has already asked him to settle the road right of way with the different lot owners whose lands will be affected in the clearing and widening operations so that procurement of funds will follow. "If this bypass road will be realized, vehicles coming from the provinces can use the road thus, shorten their time travel to the west coast and vice versa. This will also improve the city's tourism industry," Acas pointed out.


Meanwhile, Acas revealed the DPWH is also conducting feasibility study on another road network that will connect the shoreline corridors of barangays Mercedes, Talabaan and Tugbungan. Acas said the DPWH is going to conduct the preliminary study on the maps of the different areas to be surveyed.


"This road opening will really help decongest traffic in the city," Acas assured.

DPWH opens road linking 2 Zambo places




Zamboanga City - The national government is opening a new road in this city's west coast towards the so-called triple "SB" areas in the province of Zamboanga del Norte.

Madzmo Hashim, Department of Public Works and Highways (DPWH) assistant regional director, said the project was part of the President Gloria Macapagal-Arroyo's super region concept.

Hashim said they would also rehabilitate all existing roads in the triple "SB" areas comprising the towns of Sibuco, Sirawai, Siocon and Baliguian in Zamboanga del Norte.

The opening of the road is foreseen to hasten the transport of agricultural products from the triple places to other parts of the region.

Among the agricultural products coming from the four towns are coconuts, cacao and cassava.

The produce of the coconut oil mill in Sirawai town is being shipped to key cities in the country via Siocon town or Dipolog City in Zamboanga del Norte since the towns does have its own port.

At present, people travel towards the triple "SB" areas via the town of Ipil in Zamboanga Sibugay since there are no more vessels that ply to the four towns from this city.

Hashim said the triple "SB" areas did not have national roads linking to the other parts of the region. PNA

Conal holdings to build coal-fired power plant in Zamboanga City
ZAMBOANGA CITY, July 19 (PNA) -- A firm that is into the business of power generation is set to invest at least P9 billion for the establishment of a coal-fired power plant in this southern port city, announced an official of the Zamboanga City Special Economic Zone Authority, otherwise known as the ZAMBOFREEPORT.

ZAMBOFREEPORT deputy administrator for planning and operations Meinrad Yanga said the construction of the coal-fired power plant with an initial capacity of 100 megawatts will start next month.

Yanga said the investor, which will construct the coal-fired power plant in a 60-hectare area inside ZAMBOFREEPORT, is the Conrado Alcantara and Sons (Conal) Holdings that had been into the business of power generation.

“We are now finalizing the contract for the construction of the power plant,” Yanga said, citing the first phase of the project is for a 100-megawatt capacity.

He said officials of the Conal Holdings have assured that the construction of the coal-fired power plant will be fast tracked to put it in operations within a period of four years though it take five years to build the power plant.

He said that Conal Holdings firm is set to put up another coal-fired power plant, also inside the ZAMBOFREEPORT, with a capacity of 200-megawatt once the 100-megawatt plant is already operational.

Once the power plants will be in place and operational, it can support the power needs not only of the ZAMBOFREEPORT locators but of the electric consumers as well of the entire Zamboanga City, Yanga said.

ZAMBOFREEPORT administrator Georgina Yu said there are a total of 33 locators from varied industries that operating at present inside the ZAMBOFREEPORT located west of this city.

Zamboanga City Electric Cooperative (Zamcelco) general manager Reinerio Ramos said the present peak load demand of this city is 85-megawatt.

Ramos said that the peak load demand will be more than 100-megawatt “by the time the Conal Holdings completes the construction of the coal-fire power plants.”

“Zamboanga City will still have available power and reserve by that time,” Ramos said, citing there will be two sources of power for this city first are the coal-fired power plants of Conal Holdings and second is the hydro power plants in Lanao.

Yanga said the Conal Holdings will also construct a port at the ZAMBOFREEPORT three-kilometer seafront.

“They need a port to ship in the coal they need in the operations of the power plant,” Yanga explained why Conal Holdings is also building a port.

Yanga said the other locators of the ZAMBOFREEPORT can also used the port in shipping their products.

The City Council on its regular session yesterday jointly and severally approved a resolution to invite concerned officials of the Zamboanga City Special Economic Zone Authority, Conal Holdings Corporation, Zamboanga City Electric Cooperative and the Department of Environment and Natural Resources for a dialogue during its regular session on August 4, 2010 in connection with the proposed investments of Conal Holdings Corp. of a coal fired power plant inside the ecozone.


Councilor Jawo Jimenez, author of the resolution, also passed another resolution requesting from Conal Holdings Corp. its technical study especially on matters relating to the environment impact assessment of the proposed project.


Jimenez said the resolution is an offshoot to the announcement made by Ecozone deputy administrator for planning and operations Meinrad Yanga about the plan of Conal Holdings Corp. (CHC) to put up a coal-fired power plant on a 60 hectare lot inside the Zone amounting to P9 billion.


The councilor said that the CHC and Zamcelco have already agreed last February 3, 2010 to set forth the terms and conditions under which CHC will supply electricity to the cooperative.


He pointed out that both parties will complete the negotiations and draft the power sales contract within a period of 60 days after the date of the agreement subject to the approval of the Energy Regulatory Commission and if required, by the National Electrification Administration (NEA).


Jimenez also said that no less than CHC vice president for business division Joseph Nocos had revealed during a dialogue with members of the august body last February 24, 2010 that they will need a period of six months to conduct an extensive study, massive information and education campaign so the public in general will be informed.


The young councilor stressed the need for the CHC and all the other agencies concerned to report to the people the impact of the coal plant operations with the environment and how they can mitigate it. <--- Sooo true, now that ZAMBOECOZONE is now being groomed as an eco-tourism capital of the peninsula. The likes of ziplining, moutain-trekking, water-sliding.

Biel proposes solution to city’s traffic problem

District 1 Councilor Noning Biel, who is chairman of the City Council’s Committees on Franchise, Tricycle and on Labor, yesterday said there is a need to control the entry of vehicles in the downtown areas or city proper to decongest traffic thereat.


Biel said there is also a need to control the entry of vehicles in the downtown areas during peak hours and the entry of color coded tricycles so as to have smooth flow of traffic.


Biel plans to meet Mayor Celso Lobregat and City Administrator Antonio Orendain Jr. to discuss his plan on the traffic problem.


The councilor is also open to suggestions that all streets with historical heritage will be included in a proposed “walk-in city” to decongest traffic and promote tourism as well as the rich history of the city.


He cited for example Valderosa St. going to Fort Pilar, Pettit Barracks, and City Hall, Climaco Avenue and La Purisima Street.


He also said that a “walk-in city” is very beautiful because people, especially tourists and visitors, walking in the area will notice or see the landmarks of Zamboanga City.


According to Biel, the city streets were designed for calesa during Spanish era, just like in Intramuros, Manila.


Biel commended Mayor Lobregat for making Fort Pilar vicinity a beautiful area like the Paseo Del Mar which is now flourishing with people and visitors.

City Govt to demolish more than 20 houses in Abong-Abong

The city government will demolish more than 20 houses in its quest to further modernize the Abong Abong Park in barangay Pasonanca, this city.

Assistant City Administrator Elmeir Apolinario disclosed the affected residents are given 30 days to vacate their respective abode before the clearing operations will take place.

Apolinario said he has already dialogued with the affected families including Pasonanca barangay officials led by barangay chair Jun Arquiza, National Housing czar Rodrigo Pagotaisidro and the City Assessor's Office to thresh out kinks for the demolition.

He said even the rest house of former councilor Roel "Elong" Natividad and the concrete house of traffic aid Ernie Ramos will have to be demolished to pave the way for the improvement of the park.

Apolinario said the office of Pagotaisidro is now assessing the affected resident's year of stay in the government's property before they qualify for resettlement in the 42 hectare site bought by the government at the time of former mayor Maria Clara Lobregat.

"Those who have stayed in the area since the year 1992 are qualified to be resettled," Apolinario said.

There are residents who are claiming to posses documents of their lots however, Apolinario asked them to see the City Legal Office and Assessor Office for validation.

According to Apolinario, Congresswoman Isabelle Climaco has appropriated the amount of P50 million for the improvement and modernization of the park which was developed by her uncle former mayor Cesar Climaco.

He said Climaco is now sourcing more funds for the project.

Nevertheless, he said, Representatives Beng Climaco and Erbie Fabian are aware of the city’s priorities and are expected to do their share to make sure that the projects are undertaken and realized the soonest possible time.


These major infrastructures include the by-pass road that will connect the east and west coasts of the city; the continuation of the west coast road; widening of the Baliwasan seaside road which will serve as entry and exit to the west coast and the construction of the Limaong Bridge. Mayor Lobregat said if the city government cannot secure national government funding for the Limaong bridge, then the city will fund it for as long as the Department of Public Works and Highways or other agencies concerned can help in the design of the facility.


“WE are asking that at least the national government assist the city in the designing of the project plan because we don’t have the facilities for the design. WE can fund it”, the mayor said in an interview with City Hall reporters. The realization of these projects would bring about improved economy and consequently the enhancement of the quality of life of the Zamboanguenos.


Other equally critical issues that should be brought to the attention of the new administration are the regional center issue and the peace talks between the government and the Moro Islamic Liberation Front.


Lobregat talked about the projects and significant issues that require national government support and assistance in answer to queries as to what he expects President Noynoy Aquino to reveal in his first State of the Nation Address set this afternoon before the opening of the 15th Congress. “It will be the first SONA of President Noynoy, he will be laying out his plans. He can’t talk about his accomplishments yet but he will be talking about his immediate plans, short term and medium term plans for the next 100 days, next 12 months or next 3 or 6 years. After the SONA comes the exciting part, which is the election of the House Speaker”, the mayor said.


He said “actually both our congressmen know about our priorities”, hinting that the both Representatives Climaco and Fabian are expected to initiate measures to fast track the implementation of the said projects and programs. In as far as the peace talks is concerned, Mayor Lobregat said he is banking on President Aquino’s earlier pronouncements which stated that the present administration will “learn from the mistakes of the past” and that there will be consultations with the local government units and other stakeholders in the pursuit of the peace negotiations.

Lobregat talked about the projects and significant issues that require national government support and assistance in answer to queries as to what he expects President Noynoy Aquino to reveal in his first State of the Nation Address set this afternoon before the opening of the 15th Congress. “It will be the first SONA of President Noynoy, he will be laying out his plans. He can’t talk about his accomplishments yet but he will be talking about his immediate plans, short term and medium term plans for the next 100 days, next 12 months or next 3 or 6 years. After the SONA comes the exciting part, which is the election of the House Speaker”, the mayor said.


He said “actually both our congressmen know about our priorities”, hinting that the both Representatives Climaco and Fabian are expected to initiate measures to fast track the implementation of the said projects and programs. In as far as the peace talks is concerned, Mayor Lobregat said he is banking on President Aquino’s earlier pronouncements which stated that the present administration will “learn from the mistakes of the past” and that there will be consultations with the local government units and other stakeholders in the pursuit of the peace negotiations.




Road linking east-west coast,
coming up soon, says Fabian




Zamboanga City’s dream of having a bypass or circumferential road linking the east coast to the west coast will soon be realized.

This after District 2 Congressman Erbie A. Fabian yesterday disclosed that the national government has given the assurance that it will allocate necessary funds for the implementation of the proposed multi-million peso bypass road project.

Fabian disclosed that Congress is set to tackle the budget requirement for the road opening of the bypass road that is expected to be implemented early next year by the Department of Public Works and Highways (DPWH).

He expressed optimism that under the new administration of President Noynoy Aquino, the proposed bypass road will soon become a reality.

“When we meet for budget hearing in Congress, I will make sure that our proposed bypass road project will have enough budget allocation for its immediate implementation by next year,” Fabian told reporters in an interview.

He said that close allies in Senate have already assured him that they will help him acquire more budget appropriation for the said bypass road project.

Fabian said the proposed circumferencial road from Culianan to San Ramon will surely establish growth areas by boosting economic activities in the concerned barangays.

It will also facilitate the fast and easy transportation of agricultural produce.

This will also enhance progress and development and at the same time decongest traffic in city proper.

Fabian, District 1 Congresswoman Maria Isabelle Climaco-Salazar and Mayor Celso L. Lobregat are closely coordinating with each other in lobbying for more budget appropriation from the Aquino administration to ensure that the proposed bypass road project will be fully implemented by early next year.

Mindanao economic planning agency finalizes 10-year dev’t framework

ZAMBOANGA CITY -- The Mindanao Development Authority (MinDA) will release for consultations next month the initial draft of the island’s 2020 peace and development framework.

The framework will serve as guide to government and civil development initiatives for the next 10 years.

"The target is that by September there will be a document that would be rolled for validation in every region in Mindanao," said Romeo M. Montenegro, economic specialist and MinDA spokesman.

"This is not a plan nor a blueprint, but just a framework where we hope that National Government, local government units, all other agencies and the business community will align their specific investments," he said during the opening yesterday of the 6th Zamboanga Peninsula Business Conference.

The idea for a 2020 framework came up after the Mindanao 2000 Development Framework Plan for 1996-2010 that was drafted under the Ramos administration ended with "so many areas [left] to be developed," Mr. Montenegro said.

The framework, he explained, will focus on five areas, namely: peace and security, economy and environment, human development, social cohesion and enabling environment.

Edgar M. Bagarinao, Philippine Chamber of Commerce and Industry, Inc.’s regional governor for Western Mindanao, said the business sector welcomes the framework since it will provide a guide on where best to invest for maximum socioeconomic impact.

"Over the years, Davao has been on the frontline of regional economic performance," Mr. Bagarinao said.

"But that was years ago. Lately, Northern Mindanao surpassed Davao in regional economic performance and, in fact, Region 12 is also moving well," he noted.

"What we are seeing is that there is equal opportunity for every region to really get ahead."

Mr. Montenegro said the complete document of the framework will be released in December, for submission to Malacañang and Congress.

He said the 2020 framework also seeks to correct the lopsided pattern in the budgetary allocation.

"Per square kilometer and per capita, there is still a huge gap in terms of budget allocation when we compare Mindanao with Luzon, and Visayas," Mr. Montenegro said.

Three cocoa post harvest centers worth P30 million are set to be opened next month in Davao, Compostela Valley, and Zamboanga del Norte and are seen to contribute to the country’s production of high quality beans.

The establishment of the post harvest centers is part of the implementation of a cocoa roadmap aimed at raising the country’s production in order to meet the increasing demand for cocoa beans locally and internationally. It is estimated that cocoa beans’ demand globally grows at a rate of 90,000 metric tons (MT) annually.

“Our farmers can now bring their wet beans to our post harvest centers. With the centers, we hope to achieve our target in our cocoa roadmap,” said Josephine Ramos, Cocoa Foundation of the Philippines (Cocoaphil) operations manager, in an interview.

The post harvest centers will have several facilities, depending on the need in the area, according to Ramos. Among these will be a fermentation facility, solar and hybrid drying facilities, a warehouse, a nursery, a budwood garden, and a training center particularly for the Davao center.

The construction of the post harvest centers was funded through a combination of sources including the Department of Agriculture-High Value Commercial Crops. The Zamboanga center also has partner-funders from private farms.

The Davao post harvest center will have a processing capacity of 12 MT per load while the Compostela Valley and Zamboanga centers, six MT per load.

The cocoa roadmap plans the construction of more post harvest centers nationwide particularly in areas where cacao is being intercropped with coconut lands. It is planned that 10 percent of all coconut lands in the country should be intercropped with cocoa.

Western Mindanao business leaders outline concerns

ZAMBOANGA CITY -- Ensuring sufficient electricity, consulting the private sector in peace talks, as well as cutting freight and other transport costs between islands in the country are the three main concerns business leaders in western Mindanao want Malacañang to address.

The concerns, which were deemed needed to improve the business climate in Zamboanga Peninsula, as well as in the three island provinces of Basilan, Sulu, and Tawi-Tawi, were outlined in a resolution drafted at the end here last Aug. 27 of the two-day 6th Zamboanga Peninsula Business Conference.

The four-page resolution was submitted to Tourism Secretary Alberto A. Lim, who represented President Benigno Simeon C. Aquino III during the conference.

"We want the President to order his Cabinet to look at these pressing issues," Edgar M. Bagarinao, Philippine Chamber of Commerce, Inc. regional governor for Western Mindanao, said in an interview over the weekend.

On the need to improve the region’s electricity supply, the resolution said "the key strategy for regional development, as identified by the Zamboanga Peninsula Business Council, is the inclusion of the region in the priority areas for the development of new alternative energy sources through the use of any of a number of new, clean and renewable energy technologies such as windmills, solar cells, hydro-dams, and wave current generators."

The entire Mindanao island has just emerged from a crippling power shortage in the first half that involved power outages that stretched for most of the working hours. The problem eased with the end last June of the prolonged dry spell and the filling up of dams that power hydroelectric plants, which meet half of the entire island’s power needs.

As of yesterday, however, Mindanao still had thin reserves of just 51 megawatts, according to the Web site of the National Grid Corporation of the Philippines.

The resolution also stressed the need to consult businesses on steps to resolve the decades-old secessionist problem. This, as a deal Malacañang had proposed to the Moro Islamic Liberation Front in 2008 fell through amid an outcry over the inclusion of predominantly Christian areas in an expanded autonomous Muslim region.

"Zamboanga Peninsula... has, time and again, been plunged into crisis due to the constant and incessant demand of the parties to the peace process to include the region in its entirety, or parts of it, in efforts to either expand an existing autonomous region or be included as an integral part of a new and expanded homeland for a specific segment of Filipino society," the resolution read.

"The business community is the first victim of these resulting crises; it drives away tourists and investors, thereby resulting in the loss of business opportunities in the region. Questions of ancestral domain claims and similar demands likewise endanger the security of current and future investments in the region."

The resolution also pressed the government "to look into the competitiveness of Zamboanga Peninsula routes... by strictly regulating and... lowering exorbitant rates levied by shipping cartels and/or monopolies of existing route operators." -- D. T. Wee

DPWH completes 1,739 infra projects in Zambo Peninsula



The Department of Public Works and Highways (DPWH) has completed a total of 1,739 infrastructure projects, along with the improvement, repair and rehabilitation of 145.724 kilometers of roads and bridges in Zamboanga Peninsula or Region IX.


This is through investing on massive infrastructure development program to sustain economic growth, especially in the major tourist and agricultural areas in Mindanao, DPWH Secretary Rogelio Singson said on Thursday.


Singson said that these new infrastructure facilities are expected not only to improve the socio-economic status of the affected Mindanao cities and municipalities but will also promote peace and development in the area.


Among the completed high-impact projects is the Pagadian-Zamboanga City Road.


Agricultural crops such as corn, palay, coconut and other perishable products are now easily transported from the farm areas to the major markets and food processing facilities.


Under the United Kingdom and Austrian-Assisted Bridge Programs, four bridges, namely Opao, Sinunuc, Limpapa and Togbongon, were also completed.


Meanwhile, nearing completion is the Zamboanga West Coast Road, which is now 92.7 percent complete. Once completed, this P3.509-billion road improvement project will complete the circumferential road in the region and will further spur economic and social activities.


Also, renowned tourist destinations in the region such as the Dakak Beach Resort and the historic Rizal Shrine can now be easily accessed by local and foreign tourists with the ongoing improvement of the 9.302-kilometer Dapitan-Dakak Road which is now 84.9 percent complete.


Region 9 is composed of the provinces of Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay and the cities of Zamboanga, Isabela, Pagadian, Dipolog & Dapitan.

The reaction was made following a statement from the National Grid Corporation of the Philippines (NGCP) that power interruptions in Mindanao will continue.

Hydropower-dependent Mindanao has continued to struggle with a power deficiency despite rains that started in May. A check with the NGCP Web site showed that the entire island had a 46 MW deficiency yesterday.

"Retrenchment will always be our last option. But if ever the [situation will not improve,] management will really think about this," Roberto G. Valerio, executive director of the Industrial Group of Zamboanga, Inc. told journalists here.

Mr. Valerio said the business sector expects Mindanao’s power deficiency to get worse until 2012. "Our conclusion is that the situation will get worse before it gets better because there are no new power generation plants that will be built," he said.

In an earlier statement, the NGCP admitted it "cannot meet the actual demand of customers connected to the Mindanao grid" since "two to three of Napocor’s eight power plants are shut down for various reasons" at any given time.

In this city alone, outages run up to two hours daily.

Mr. Valerio said the industrial sector here, which consists largely of canning and retail firms, have been coping by using generator sets. "What we are complaining about are the unscheduled outages either from the NGCP or Zamcelco [Zamboanga City Electric Cooperative, Inc.] They have to announce it so we can plan ahead well our production," he said.

Yahya A. Seti, the assistant regional director here of the Labor department, said the government has readied P10 million for livelihood programs to cope with retrenchments. -- D. T. Wee

New Roads for Remote Zambo Town

IPIL, Zamboanga Sibugay — The Department of Agriculture (DA) recently completed the construction of at least three farm-to-market roads (FMRs) in the remote fourth class town of Diplahan in the province of Zamboanga Sibugay, it was learned here.

Region 9 office of the DA Director Oscar A. Parawan identified the three projects as the 2.60-kilometer farm-to-market between the villages of Tinungtungan and Goling, the 2.40-kilometer FMR between the villages of Songkuya and Labing, and the two-kilometer FMR connecting the villages of Songkuya and Lindang.

Parawan said the Diplahan local government shared 20 percent as counterpart fund totaling P2,315,398.74 for the completion of the three feeder road projects.

While the local governments of the three villages contributed 7.7 percent or P891,426.51 with the agriculture department shouldering 22.3 percent or P,581,669.60.

According to Parawan, the Asian Development Bank (ADB) provided a 50 percent loan totaling some P5,788,496.87 for the construction of the three village road projects.

The DA Region 9 chief said that close to 1,000 households engaged in various agriculture activities benefited from the three FMR projects which cover a distance of close to seven kilometers.

According to Parawan, Diplahan, a rice-producing municipality, consists of 22 villages with a total population of close to 30,000.

From what I've heard, these are included in 2011-2012 pipeline. Inuuna muna kasi ang mga redevelopments and constructions of school buildings, barangay halls, more health centers, birth lying-ins, police action centers, fire halls (with the same design each barangays) all over the city.

DPWH sets P200M for Zambo bypass road project


ZAMBOANGA CITY — The Department of Public Works and Highways (DPWH) is allocating P200 million to jump-start the construction of a bypass road in this southern port city.
Second district Rep. Erico Basilio Fabian said the funding allocation is for the implementation of the first phase of the 32-kilometer bypass road, which is now on the drawing table, and would be implemented next year.
Fabian said the bypass road will link Barangay Culianan, 13 kilometers east of this city, to Barangay Patalon, 31 kilometers west of this city, passing through the hinterlands.

Fabian said the opening of the bypass road is aimed to reduce traffic congestion within five-kilometer radius from the city proper.
It will minimize the volume of vehicles entering the five-kilometer distance in going to the west coast coming from east coast and vice versa, he said.
At present, Fabian noted the travelers from the west coast in going to the east coast will either have to pass through the city proper or through the Gov. Ramos Avenue, which is within the distance of three kilometers from the city proper.
The construction of the bypass road has the support of several of the Congressmen as well as Senate President Juan Ponce Enrile, he added. (PNA)

ZAMBOANGA CITY — Zamboanga Port will be put on "sale" next year, confirms Philippine Ports Authority (PPA) –Zamboanga Ports Manager Leonilo Miole during an interview over local TV public affairs show here.
Miole said the "sale" or privatization of the Zamboanga Port is in line with PPA's privatization program being implemented nationwide as the government disposes its assets to raise funds and enjoin the private sector into participating in port management and operations.

Miole explained, other ports identified for privatization include Davao City, Cagayan de Oro City and General Santos City.

"Davao is going ahead with privatizing its port this year while the two others, including Zamboanga, will be put up for sale next year" the local port manager clarified.

Miole emphasized, there are ports in the country that has been partly or totally privatized like the Manila North and South harbor and the Batangas port.

Miole said "the privatization of Zamboanga City Port will make the port more efficient and will improve the business environment in the city."

"If the local port gets privatized next year, employees of the port need not worry as a pre condition to its sale stipulates all employees currently under port employ will be hired on a carryover basis without prejudice to disruption of service of the employees" Miole assured.

Miole clarified that, in the process of privatization, the state will still own the port while the private investors will handle the operation which means private investors will take charge of the port's day to day operation while the collection of port charges will be handled by the PPA. Traffic congestion in roads leading to the west coast will be greatly reduced with the proposed expansion of the Baliwasan seaside road project which is expected to commence soon.

This, as Public Works Secretary Rogelio Singson has assured Mayor Celso Lobregat the inclusion of the P150 million funding for the said project in the 2011 budget of the Department of Public works and Highways (DPWH).

Mayor Lobregat together with DPWH-9 officials and District Engineer Merham Acas met with Sec. Singson in Manila last week to discuss numerous nationally-funded projects to be implemented in Zamboanga City such as the Baliwasan seaside road expansion, the R.T. Lim Boulevard expansion including the Limaong bridge.

Since last year, the mayor has been pressing the national government to allocate funds for the implementation of national projects in the city such as the Baliwasan seaside road extension, the expansion of the R.T. Lim Boulevard site development project and the Limaong bridge project.

Engr. Acas was expected to submitted to DPWH-Manila the plans and estimates of the Baliwasan road expansion project last week.

On the other hand, the DPWH has allocated a funding of P40 million in its 2011 budget for the expansion of the R.T. Lim Boulevard site development project which will cover the remaining 400 linear meters baywalk leading to the area fronting the City Council building.

Sec. Singson has informed the mayor about the allocation during the same meeting in Manila last week.

Last April 26, the city government unveiled the first phase of the site development project as part of the activities commemorating Dia de Ma’am Caling which marked the 90th birthday of the late Mayor Maria Clara Lobregat. The first phase was a partnership of the national government and the local government.

The national government through the initiative of House Deputy Speaker Beng Climaco funded the initial cost of P20 million for the pile driving, partial filling and shoreline protection while the city government came in for the site development including expansion and beautification of the road and sidewalk amounting to P8.6 million.

In the second and third phases of the project, the national government will also fund the initial work similar to what it did in the first phase while the local government will shoulder the expenses for the site development and beautification.

The city government is expected to spend some P20 million for the site development in the two phases, Mayor Lobregat added. (Sheila Covarrubias)

Mayor Celso Lobregat is expected to unveil any time soon over P40 million worth of various infrastructure projects in the east coast as most of the projects are now either completed or almost completed.

This, after Mayor Lobregat recently swooped down on the deep valleys of barangays Cabaluay, Culianan and Manicahan in the east coast and inspected the status of these projects undertaken by the different construction firms.

The projects include concreting of 873-linear meter road at Calle Cariaga in Mercedes amounting to P3,013,470.5, slope protection at Cabaluay river costing P1,481.304.99, another slope protection at Sitio Islamia, Cabaluay worth P497,198.40, and slope protection at Cabaluay river amounting to P1,498,375.61.

The chief executive also inspected the concreting of Cabaluay-Gapuh road amounting to P1,683,000.00, farm-to-market road (Palayan Circumferential) worth P1,416,785.46, another farm-to-market road also at Palayan costing P981,048.35.

Also completed is the concreting of Asinan-Corote road in Manicahan amounting to P999,658.55, and the slope protection at Manicahan river costing the city government P993,440.11. It is 91.60 linear meters long.

Mayor Lobregat also inspected three bridge projects totaling P17.98 million, the biggest of which is in Mercedes where a P15.6 million bridge connecting Sitio Lumbaya and Barangay Zambowood was already completed, except the approaches amounting to P311,738.60 which are still underway.

The mayor has also instructed the city project engineer to immediately prepare and submit to him the plans and estimates for the construction of slope protection in the said project site.

The two other bridges made of steel and up for inauguration anytime soon were constructed in Sitio Corote amounting to P1,095.905.53 and in Sitio Poso worth P999,925.26, both in Manicahan.

Four more steel bridges are currently under construction in different locations in Barangay Tugbungan, which Lobregat and some councilors also inspected the past days.

Joining the mayor in his project inspection sorties were Executive Assistant Amilpasa “Caloy” Bandaying and some city engineers assigned to supervise the projects. - (Vic Larato)

DPWH sets P200M for Zambo bypass road project


ZAMBOANGA CITY — The Department of Public Works and Highways (DPWH) is allocating P200 million to jump-start the construction of a bypass road in this southern port city.
Second district Rep. Erico Basilio Fabian said the funding allocation is for the implementation of the first phase of the 32-kilometer bypass road, which is now on the drawing table, and would be implemented next year.
Fabian said the bypass road will link Barangay Culianan, 13 kilometers east of this city, to Barangay Patalon, 31 kilometers west of this city, passing through the hinterlands.

Airbus unit to help upgrade PHL airports

A subsidiary of Airbus, specializing in state-of-the-art flight operations, is now helping the Civil Aviation Authority of the Philippines (Caap) update its airport operations.

Quovadiz, a French company, will support the implementation of a performance-based navigation (PBN) network in some of the major airports in the country, without cost to the government.

The program is jointly sponsored by the French Directorate General of Civil Aviation, the French Civil Aviation University, Airbus, Philippine Airlines, Cebu Pacific Air, Airphil Express and Zest Airways.

The airports that will benefit from this upgraded, next-generation air-traffic management system would be Manila, Puerto Princesa, Zamboanga, Butuan, Dumaguete, Legaspi, Iloilo, Clark, Bacolod, Tacloban, Cagayan de Oro and Kalibo, Laoag and Subic.

Caap Director General Ramon Gutierrez said the new system will take advantage of Caap’s skills and knowledge in various lines of air traffic that are key to a safe and efficient PBN implementation.

The current aviation procedures in the country require that planes use ground-based system, such as the distance-measuring equipment, very high-frequency omnidirectional range and radar.

With the help of these navigational aids, planes are able to use the so-called highway in the sky—invisible tracks or radials, actually—until they reach their destinations.

The PBN does away with such tracks or radials, which zig-zag in the sky, following predetermined routes as defined by the navigational aids.

“The PBN routes are based on satellites, whose signals are received by compatible equipment in the cockpit of the aircraft, which can fly directly from the point of departure to the point of destination,” Gutierrez said.

In this manner, shorter routes mean shorter flying time and, therefore, savings in fuel.

Another advantage of the PBN is that planes would have lower carbon footprints and thus, are able to avoid urban areas to minimize noise.

According to the Caap chief, about 80 percent to 90 percent of many modern commercial planes have PBN-compatible equipment. He said the International Civil Aviation Organization (Icao) requires that all aircraft operating in the country must be equipped with the same instruments by 2016.

“The GPS-based navigation technique, coupled with onboard systems, allows the optimum use of airspace, provides fully stabilized and managed approaches [during landing and takeoff] and significantly improves safety. It would also reduce airline operating costs by shortening tracks and lowering weather-visibility requirement,” Quovadis said.

Quovadis, will design the “approach procedures,” the crucial steps a plane must take to land safely, in Puerto Princesa, Zamboanga, Iloilo, Butuan, Dumaguete and Legaspi.

Other airports would be under the jurisdiction of Caap.

Proof is the fact that incoming Transportation and Communications Secretary Manuel “Mar” Roxas II needed a series of briefing to be updated on the finished transportation-related projects and those still in the pipeline separately for the road, rail, aviation and maritime sectors.

Roxas will have his hands full of concerns starting July 1, beginning with transportation-related infrastructure projects that are set for implementation under the public-private partnership program of the Aquino administration.

During De Jesus’ administration of DoTC, bidding processes for the P15-billion contract to operate and maintain the Light Rail Transit (LRT) 1 and Metro Rail Transit (MRT) 3 and P1.5 billion contract to design and build the LRT-MRT Common Station in Quezon City have begun. At least 16 foreign and local firms have purchased bid documents for the LRT 1 and MRT 3 operation and maintenance contracts, while 10 contractors have expressed interest to bid for the LRT-MRT Common Station.

But because of the change in DoTC leadership, the special bids and awards committee (SBAC) facilitating the bid processes of the two contracts decided to suspend what it has started and wait for Roxas to review the undertaking and introduce his direction and input.

Once Roxas gives the green light for the two contracts’ bidding, it is expected that public biddings for the P1.72 billion contract to supply and maintain an automatic fare collection system for LRT and MRT by July, the P50 billion to construct the 12-kilometer extension of LRT 1 to Bacoor, Cavite by August, and the P10.8 billion to construct the four-kilometer extension of LRT 2 to Masinag, Antipolo by November, will start.

As for the aviation sector, the P4.5 billion contract to upgrade the Puerto Princesa Airport is scheduled for bidding by August; the P6.5 billion contract to develop Panglao Airport, the P4.3 billion contract to operate and maintain the Laguindingan Airport, and the P6.6 billion contract to develop the Daraga Airport simultaneously on October.

Privatization contracts for the ports of Davao, Iloilo, General Santos, Cagayan de Oro, and Zamboanga are also set for bidding, while those for the New Cebu Container Port and Cruise terminal is under study pending the completion of feasibility studies.

The planned Bus Rapid Transit (BRT) systems for Metro Cebu and Metro Manila, and proposed BRT for Makati and Northern Manila, are also under feasibility studies, just like the planned Manila Bay-Pasig River-Laguna Lake Ferry Service System. Also under feasibility reviews are the privatized upgrading of Laoag International Airport; development of the New Zamboanga International Airport and Alaminos Airport; and operation and maintenance of the Northrail, which will link Manila to Clark, Pampanga.

Upon his assumption as DoTC chief in July 2010, De Jesus’ first marching order to the department’s legal division is to review all contracts entered into by DoTC and its 14 attached agencies.

As De Jesus vacates his post this Thursday, the DoTC has cleared 126 contracts out of the 136 that were reviewed.

After a year of reviewing contracts, the De Jesus-led DoTC recommended the restructuring of the Northrail project scope of work and renegotiation with the Chinese contractor on financial details of the long-overdue infrastructure project. The DoTC also recommended the restructuring of project scope and renegotiation of contract for the Greater Maritime Access project of the previous administration, which involves the setting up of at least 70 modular ports nationwide.

The DoTC also recommended the termination of individual contracts of the Manila International Airport Authority and negotiated with Japanese firm Takenaka Corporation for the completion of the structural integrity tests for the Ninoy Aquino International Aiport Terminal 3, which the Department targets to be fully operational by next year.

The Department of Public Works and Highways’ District Engineer has announced the bidding of projects worth P41 million last week for the two congressional districts of Zamboanga City.
District Engineer Merham Acas said that P39 million worth of projects will be implemented for District 2 under the initiative of Rep. Erbie A. Fabian. These include school buildings, road repairs and rehabilitation, flashflood control and barangay roads.

The amount of P11 million will fund the construction of an Oncology Building at the Zamboanga City Medical Center under the initiative of District 1 Rep. Beng Climaco.
Meanwhile, Acas disclosed that the Task Force Contra Avenida has conducted a study for the construction of a pumping station in an area in the city where flood often takes place.

The task force conducted surveying, drainage structural study and lay-out engineering for the said project.
Acas said that most flood cases in the city are caused by heavy downpour that happen when there is high tide at sea. Worst situation occurs when heavy downpour comes and most drainage systems are clogged with garbage. — Allen Abastillas

The City Administrator’s Office appeals for public support and cooperation in the implementation of a traffic rerouting scheme at the Baliwasan seaside road which is set to be declared a one way street effective June 29 to give way to a road improvement and rehabilitation project.

Assistant City Administrator Elmeir Apolinario said commuters and transport operators should understand and cooperate with the temporary traffic plan to ensure a smooth and hassle-free vehicular traffic.

Through an executive order, Mayor Celso Lobregat has declared portion of the Baliwasan Seaside Road as one-way street and implement traffic rerouting scheme in the area to pave the way for the improvement and rehabilitation of R.T. Lim Boulevard, Baliwasan Seaside section.
The project is expected to be completed in a period of 40 days starting June 29.

The District Engineer’s Office of the Department of Public Works and Highways Regional Office 9 has lined up several infrastructure projects, one of which is the road reblocking of portion of the R.T. Lim Boulevard, Baliwasan-Raja Muda Mandi Road (Baliwasan Seaside section), which was awarded to Unitec Builders with a project duration of 40 calendar days, excluding the curing period of 14 days.
Mayor Lobregat through Executive Order No. CL 408-2011 issued June 21 said the work would entail the breaking of existing concrete pavement, the removal of the same and the replacement of dilapidated concrete pavements of the road section. Thus, cognizant of its effects on the flow of vehicular traffic in the area, the City Administrator’s Office had recommended the temporary designation of a portion of Raja Muda Mandi Road, Baliwasan Seaside Section as one way street.

The one-way street will start from the junction of Tabujul Taupan road to its junction with Baliwasan Chico for the duration of the project.
All public conveyances such as jitneys, vans, light buses, and similar vehicles coming from the west coast plying the Upper Limpapa routes to include San Roque upon reaching the junction of Tabujul Taupan road and San Roque shall turn right to Tabujul Taupan road, left to Rajah Muda Mandi road thence to Baliwasan Grande to the city proper, except for D’Biel Transport as its terminal area is at San Jose Baliwasan road.

Likewise, six-wheeler trucks, trailer trucks, fish carriers and haulers and similar trucks of gross tonnage of 5,000 tons above coming from th west coast shall be barred entry o San Jose Gusu-Baliwasan from 6 a.m. to 9 a.m. and from 4 p.m. to 7 p.m., Mondays to Saturdays. They are to utilize the San Roque-Gov. Ramos-Saavedra St.-De Leon St., Sta, Maria-Gov. Camins Rod in going to the east coast or to the pier or thru Tabujul Taupan road Campo Islam-Raja Muda Mandi Baliwasan Seaside Road to Baliwasan Chico in going to the wharf.

The executive order also states that Baliwasan Seaside Road shall remain a one-way street from Baliwasan Grande to Baliwasan Chico for the duration of the project and that all motor vehicles coming from either R.T. Lim Blvd or from Baliwasan Chico shall be barred entry to Baliwasan Saside road.

The traffic section of the city police and the barangay officials concerned have been directed to implement the order in coordination with the City Administrator’s Office.

After a year of reviewing contracts, the De Jesus-led DoTC recommended the restructuring of the Northrail project scope of work and renegotiation with the Chinese contractor on financial details of the long-overdue infrastructure project. The DoTC also recommended the restructuring of project scope and renegotiation of contract for the Greater Maritime Access project of the previous administration, which involves the setting up of at least 70 modular ports nationwide.

The DoTC also recommended the termination of individual contracts of the Manila International Airport Authority and negotiated with Japanese firm Takenaka Corporation for the completion of the structural integrity tests for the Ninoy Aquino International Aiport Terminal 3, which the Department targets to be fully operational by next year.

The Department of Public Works and Highways’ District Engineer has announced the bidding of projects worth P41 million last week for the two congressional districts of Zamboanga City.
District Engineer Merham Acas said that P39 million worth of projects will be implemented for District 2 under the initiative of Rep. Erbie A. Fabian. These include school buildings, road repairs and rehabilitation, flashflood control and barangay roads.

The amount of P11 million will fund the construction of an Oncology Building at the Zamboanga City Medical Center under the initiative of District 1 Rep. Beng Climaco.
Meanwhile, Acas disclosed that the Task Force Contra Avenida has conducted a study for the construction of a pumping station in an area in the city where flood often takes place.

The task force conducted surveying, drainage structural study and lay-out engineering for the said project.
Acas said that most flood cases in the city are caused by heavy downpour that happen when there is high tide at sea. Worst situation occurs when heavy downpour comes and most drainage systems are clogged with garbage. — Allen Abastillas

The City Administrator’s Office appeals for public support and cooperation in the implementation of a traffic rerouting scheme at the Baliwasan seaside road which is set to be declared a one way street effective June 29 to give way to a road improvement and rehabilitation project.

Assistant City Administrator Elmeir Apolinario said commuters and transport operators should understand and cooperate with the temporary traffic plan to ensure a smooth and hassle-free vehicular traffic.

Through an executive order, Mayor Celso Lobregat has declared portion of the Baliwasan Seaside Road as one-way street and implement traffic rerouting scheme in the area to pave the way for the improvement and rehabilitation of R.T. Lim Boulevard, Baliwasan Seaside section.
The project is expected to be completed in a period of 40 days starting June 29.

The District Engineer’s Office of the Department of Public Works and Highways Regional Office 9 has lined up several infrastructure projects, one of which is the road reblocking of portion of the R.T. Lim Boulevard, Baliwasan-Raja Muda Mandi Road (Baliwasan Seaside section), which was awarded to Unitec Builders with a project duration of 40 calendar days, excluding the curing period of 14 days.
Mayor Lobregat through Executive Order No. CL 408-2011 issued June 21 said the work would entail the breaking of existing concrete pavement, the removal of the same and the replacement of dilapidated concrete pavements of the road section. Thus, cognizant of its effects on the flow of vehicular traffic in the area, the City Administrator’s Office had recommended the temporary designation of a portion of Raja Muda Mandi Road, Baliwasan Seaside Section as one way street.

The one-way street will start from the junction of Tabujul Taupan road to its junction with Baliwasan Chico for the duration of the project.
All public conveyances such as jitneys, vans, light buses, and similar vehicles coming from the west coast plying the Upper Limpapa routes to include San Roque upon reaching the junction of Tabujul Taupan road and San Roque shall turn right to Tabujul Taupan road, left to Rajah Muda Mandi road thence to Baliwasan Grande to the city proper, except for D’Biel Transport as its terminal area is at San Jose Baliwasan road.

Likewise, six-wheeler trucks, trailer trucks, fish carriers and haulers and similar trucks of gross tonnage of 5,000 tons above coming from th west coast shall be barred entry o San Jose Gusu-Baliwasan from 6 a.m. to 9 a.m. and from 4 p.m. to 7 p.m., Mondays to Saturdays. They are to utilize the San Roque-Gov. Ramos-Saavedra St.-De Leon St., Sta, Maria-Gov. Camins Rod in going to the east coast or to the pier or thru Tabujul Taupan road Campo Islam-Raja Muda Mandi Baliwasan Seaside Road to Baliwasan Chico in going to the wharf.

The executive order also states that Baliwasan Seaside Road shall remain a one-way street from Baliwasan Grande to Baliwasan Chico for the duration of the project and that all motor vehicles coming from either R.T. Lim Blvd or from Baliwasan Chico shall be barred entry to Baliwasan Saside road.

The traffic section of the city police and the barangay officials concerned have been directed to implement the order in coordination with the City Administrator’s Office.

JG Summit sets sights on airport PPP projects

JG Summit Holdings Inc. said it is eyeing airport projects that are set for auction under the Aquino administration’s Public-Private Partnership scheme.

“We are reviewing all the PPP projects, primarily in the airport projects where we have expertise,” Lance Gokongwei, president and chief operating officer of JG Summit told reporters.

The conglomerate’s airline unit, Cebu Pacific, operates at the Ninoy Aquino International Airport Terminal 3.

The government plans to privatize the operation and maintenance of the NAIA Terminal 3 and the Diosdado Macapagal International Airport.

Other projects are the P4.6 billion Puerto Princesa Airport, P8.7 billion Laguindingan Airport Development; P6.6 billion New Legaspi Airport Development.P9.9 billion New Zamboanga Airport Development, P6.9 billion Panglao Airport, P5.5 billion Laoag International Airport Upgrading, P4.7 billion Alaminos Airport Development, P3 billion City Air Terminal Development for Clark International Airport, and P2.5 billion Mactan-Cebu International Airport Terminal Building Expansion.

Gokongwei said JG Summit is looking at other projects that the government will bid out under the PPP initiative.

“We have to look at every opportunity and make a decision,” he said.

Under the PPP, the government estimated it would require up to P739.78 billion in investments in the next six years.

The 10 PPP infrastructure projects lined up for this year include the P70-billion South Extension of the Light Right Transit Line 1, P11.3-billion East Extension of LRT 2, P7.7-billion Privatization of LRT 1, P6.3-billion Privatization of the Metro Rail Transit Line 3, P11.8-billion Cavite-Laguna Expressway, and P10.6 billion second phase of the Ninoy Aquino International Airport Expressway.

In the first quarter, JG Summit posted a net income from equity holders of the parent of P2.78 billion, down 36.9 percent from the P4.41 billion in the same period last year.

Consolidated revenues rose 14.1 percent from P29.73 billion to P33.93 billion because of the strong performance of all business units.

JG Summit shares rose to P26.90 on Tuesday from P26.50 previously.

Paseo del Mar expansion underway

A P33.4 million two-storey convention center with more than 500 seating capacity is now under construction at the City’s most popular site-the Paseo del Mar.
The said building is the newest development in the complex since the construction of the additional 4 stalls last October 2011.

According to City Engineer Luis Despalo the construction of the multi-purpose convention center started last month and projected to be operational next year.
“Actually, the project’s duration as far as construction is concerned is one year. However, with the emphasis of Mayor Lobregat to hasten all projects at hand, we are positive that the construction will finish earlier”, Despalo pointed out.

The building will have a touch of Spanish-American architectural design since it is within the Heritage Zone. It has mini-theatre type audio-visual room that can house about 50 persons, convenient for film showing and other gathering where visual presentation is a highlight.

On top of that, it will also have a multi-purpose function room and one concession designed for fine dining services.
According to Assistant City Administrator Elmeir Apolinario, the building will be under the care of the City Administrator’s Office as far as maintenance and operation are concerned.

PREPARATIONS are underway for the construction of a bypass road linking Zamboanga City's east coast to the west coast.

Department of Public Works and Highways (DPWH) district engineer Merham Acas said preparations include preliminary engineering, details engineering, acquisition of right-of-way and project implementation plans.

Acas said the bypass road will be from the village of Culianan, 13 kilometers east of the city, to the village of Patalon, 31 kilometers west of the city.

Acas said the opening of the bypass road will make travel easier for motorists and will decongest traffic within the seven-kilometer radius of the city.

Traveling from east to the west coast now requires motorists to traverse through Governor Ramos Avenue, three kilometer far from the city proper, from the village of Tumaga to the village of San Roque.

The other route is through Governor Camins Avenue, from the village of Tetuan in the east to Baliwasan village in the west.

Acas did not say, however, when the project will start as well as its duration. (Bong Garcia)
