Since DOTC Secretary Ping de Jesus resigned yesterday, putting into writing the discussions and agreements during the meeting is imperative in order to bind the incoming DOTC management to the commitments made by DOTC as an institution of the national government.

1. DOTC strongly and unequivocally reiterated that the Southern Luzon International Airport is a national priority of the Aquino administration given (a) An international airport will play a critical role in Bicol tourism, OFW traffic in the region and neighboring markets and for overall economic development of the countryside. (b) DOTC is fully cognizant of the limitations and risks of the existing airport to riding public as borne out in prior studies since the 1996 Airports Study conducted by JICA (c) The need for alternate gateways given the congested traffic in existing international airports in Metro Manila. While there are several north of Manila (Clark, Laoag etc), there is none south of Manila. In short, there is a viable market for an international airport in Southern Luzon.

I repeated my fundamental argument that if Bicol alone has 5.4m people plus Samar provinces with 1.65m for a total market of 7.1m. If we were a country, we would be as big as HK and Tajikistan, slightly smaller than Switzerland, Israel, Honduras and Bulgaria and certainly bigger than Libya, Finland, Singapore, Nicaragua, Laos, New Zealand, Costa Rica, Ireland. Think of these countries without an international airport.

2. DOTC has techniclally concluded that Daraga is the most suitable location for an international airport in Bicol given its "wind conditions" being conducive year-round to air transportation unlike other newly proposed sites. Sabi ni Usec Reinoso, maski bali-baliktarin pa daw ang pwesto or inclination ng runway, the Daraga site would still be a year-round airport for landing and takeoff.

3. Bidding documents for the P370m 2011 budget are now being readied. And it would be procured by DOTC Central Office.

4. The P500m slashed by Congress from the P870m originally proposed in the NEP (National Expenditure Program) for 2011, whose approval Albay province was the first to be secured from the newly assumed Aquino admin in July 2011, is being restored in the DOTC 2012 budget upon the request of the RDC and the Provincial Government of Albay.

5. The overall strategy of DOTC is to build and privatize. In the case of SLIA, it will essentially build the airport but it is the terminal construction and operation of the airport that will be bidded out as BOT. This strategy reduces the financial cashout and reduces the construction period of the investor, thus make it more attrative to potential investors.

6. The BOT format that will be presented for international competititive bidding is also being accelerated. Especially since the Executive Director of BOT Center, Phil Torio, is my classmate at AIM and a fellow instructior of Mac Pavia at UP Engg Sciences. The budget of about P10m for the BOT feasibility study will be funded by the P300m PPP FS budget of the BOT Center.

7. DOTC is keen and will seriously study our verbal proposal to "bundle the privatisation of the Old Legazpi Airport with the BOT for the Southern Luzon Internationl Airport". This will give an incentive to the BOT investor to accelerate the SLIA construction so it can immediately access the land of the Old Legazpi national airport.

There are similar ideas for Panglao-Tagbilaran and Laguindingan-Cagayon de Oro. But, among the three, the Legazpi airport has the best locational advantages in terms of commercial potential since it is right at the center of existing commercial and residential development.

The local impacts of the bundling are quite substantial- a. There is an immediate major developer for the Old Legazpi Airport especially into an "integrated resort" a la Sentosa in Singapore which can easily be linked to Lignon Hill development. b. The redevelopment of Old Legazpi will become another anchor attraction for investments and tourist traffic. c. It will create new business opportunities and incremental jobs. d. For LGUs of Legazpi City and Daraga, this will mean a bonanza in RPT (real proprety taxes) since both will now be operated by the private firms and not by the government. Easily, for Legazpi City 75 hectares in Old Legazpi National Airport: P56m and for Daraga 140 hectares in the SLIA: P14m. Thats compared to zero currently.

8. Just to emphasize the great importance of the project to the province and to Bicol as well as to prove our firm belief in its feasibility, I challenged DOTC to make Provincial Govt of Albay the project proponent and we just reimburse them of their actual expenses by way of assuming a similar amount of debt by the National Govt to ODA (eg JICA usually 30 yrs to pay, 10 years grace and 1-3% interest) pledging the project assets as well as portion of IRA. The Province would then be the one to bid out the BOT project to potential investors since the Province does not have the experience or expertise in constructing or running an international airport. The DOTC side was pleasantly intrigued by the idea and asked me if Albay was serious about the idea. I told them that DOF is unlikely to approve our proposal to assume a NG ODA debt. Moreso, the sheer project magnitude would take away much of our management time and fiscal capacity which as a matter of strategy we would rather devote to education, health and agriculture. Otherwise, they look prepared to call my bluff.

9. All told, SLIA in Daraga should be a fully operational international airport before end-2013. I pray, while I work hard for it- keeping the fire burning beneath the *** of the National Government.

He's good, but I didn't like the way how he dumped Gibo for P.Noy after professing his loyalty to Lakas just days before his defection to the LP. Oh well, weather-weather lang yan, and he needs Palace support to get his dream project ongoing. Tama nga naman.

Also, I don't like his proposal with regards to the rail lines in Albay, particularly Legazpi. But that's for the Riles Thread. :)

MALAY, Aklan, Philippines—President Benigno Aquino expects three million tourists a year to flock to Boracay and the rest of Aklan when the expansion of the Caticlan airport under his administration’s public-private partnership program is completed in 2015.
In a speech at the inauguration of the airport’s refurbished terminal building in Barangay Caticlan Saturday, Aquino said the expected three million visitors would mean an additional P322.5 billion being poured into the economy of this province.
And with the promise of huge revenues brought by increased tourist arrivals, Aquino said, the government will also put for bidding PPP projects for the development of the airports in other tourist destinations such as Bohol, Daraga in Albay and Puerto Princesa in Palawan.
“This new terminal can be considered as a huge gate that will open up many opportunities—not only for the coming and going of foreign businessmen and tourists—but also for the continued improvement of tourism in the country, long-term progress in the economy and more jobs that our countrymen can earn from,” he said.
Even with the planned improvements far from complete, the president said he already expects a 30 percent increase in tourist arrivals from the current 700,000 passengers that go through the Caticlan airport in a year.
His expectation is based on the installation of runway lights that would make night landings and take-offs possible at Caticlan.
The expansion and upgrading of the airport in Caticlan, gateway to Boracay Island off the town of Malay, is being undertaken by TransAire Development Holdings Corp., a subsidiary of San Miguel Corp..
The airport now also boasts of a new airconditioned terminal building, with new x-ray scanners, computerized check-in counters and a high-tech baggage carousel. It also has an ambulance and a firetruck of its own.
Aquino thanked SMC president Ramon Ang and the management and staff of the SMC and TransAire for the work already done.
“This airport is a concrete example of the good results of the partnership of the government and the private sector for the welfare of the country,” Aquino said.
When the development by TransAire is completed, the airport’s runway would be extended from the present 950 meters to 2,500 meters.
It is also envisioned to have a jetty for a quick boat transfer to Boracay island, a 5,000-room budget hotel, a 25,000-seat convention center and a shopping mall that would also provide business opportunities for those who live in the area.
“Also a part of the infrastructure projects are the building of airports and improvements of the destinations in the country, with the objective of enhancing the tourism image of the country,” the President said.
“In fact, the government will conduct bidding for public-private partnership projects to further enhance and modernize the airports in Bohol, Daraga and Puerto Princesa,” he added.
Aside from the Chocolate Hills and the tarsiers, Bohol also offers fine beaches on the island of Panglao. Puerto Princesa is a biodiversity haven and is home to the Puerto Princesa Underground River. Daraga in Albay offers the majestic Mayon Volcano.
The PPP’s are meant to tap private sector capital to fund infrastructure such as roads, bridges and airports while freeing up government money to spend for basic services such as education and public health.

Yes, but she was well worth the 10 years for infrastructure. You can say whatever you want to say I've seen north and south what the improvements were. Starting with the ro-ro's (which is responsible for the boom in the Visayas) not her original idea but implemented it, same with the leftover flagship projects of the previous administrations.

at some point i will agree..but those billions of pesos worth of infrastructure projects could have leaped the philippines into greater heights and solid and sustainable economic growths if most of those projects were implemented properly and "transparently"..

Do you live in squeaky clean Scandinavia? Practically, everywhere in the world, patronage and "anomalies" are part of the political scene. In the Philippines, practically every politician is either corrupt or borderline corrupt or corruptible. And we have a President whose #1 backer is Marcos' #1 crony. What happened to all those sequestered properties? The system in the country is broken down, make do with what you can. Slinging mud at every politician is not going to cut it especially if after 1 year, nothing so far has come out of their investigations.

What I saw on the ground is what I commented on. After back and forth working with sme's there, I can safely say that day to day corruption on the ground level is a fact of life. It is revolting but these things don't get in the news. The only time that the corruption hopefully will be minimized (or mitigated) is when every Filipino is too busy earning a living, having the good productive life on their own, that they can't be bothered reading the newspapers, the hearsays and don't need the pols to "improve" their life.

Government to bid out up to 7 PPP projects this year

MANILA, Philippines - The government will be able to bid out only five to seven public private partnership (PPP) projects this year up to the first quarter of next year as opposed to the original target of 10 projects by the end of the year.

Board of Investments (BOI) managing head Cristino L. Panlilio identified five projects that are near the bidding process because they have completed the difficult feasibility study stage.

“At the rate the studies are getting done, we may not hit 10 but maybe up to seven,” Panlilio said. The original target of the government is to bid out 10 PPP projects by the end of the year.

Panlilio said the actual bidding for the first scheduled PPP project – one of the smallest – is targeted for December while awarding would be in January next year.

The Department of Public Works and Highways (DPWH) has started the bidding process for the Daang Hari-SLEX toll road with the first deadline in September, for pre-qualification documents.

According to Finance Secretary Cesar Purisima this project may be small compared to others in the list but would significantly help ease traffic in the south and would greatly contribute to an improvement of the business environment.

“It’s a short segment but it’s very important,” Purisima told editors and reporters of The STAR in a roundtable discussion Wednesday night.

DPWH Secretary Rogelio Singson said it may take three months after the submission of pre-qualification documents before actual bids are received.




“We’re trying to hit early December for the final bid submission for this PPP project,” Singson said. “We should be able to award early next year, January is our target date. So that means once submissions are made early December, we’ll work during the holidays and make the final determination and award January of 2012.”

The Daang Hari-SLEX moved up the list after the government shelved the July 11 bidding for the contract to operate Manila’s Metro Rail Transil 3 and Light Rail Transit 1 commuter trains. That bidding was put off after Transport Secretary Jose “Ping” de Jesus resigned and was replaced by Mar Roxas.

The Daang Hari-SLEX (South Luzon Expressway) contract became a priority after the government cancelled the July 11 bidding for the contract to operate Manila’s Metro Rail Transil 3 and Light Rail Transit 1 commuter trains.

The bidding was shelved because newly appointed Transportation Secretary Mar Roxas needed time to review the projects.

After the Daang Hari-SLEX contract, the government also aims to start the bidding process for the Ninoy Aquino International Airport Expressway (NAIAX) and the North Luzon Expressway-South Luzon Expressway (NLEX-SLEX) connector.

Purisima said the government is still aiming to bid out 10 PPP projects this year even as the composition of the 10 would change due to delays in doing the feasibility studies.

The PPP, considered as the Aquino administration’s centerpiece economic program, aims to tap private sector participation in 80 large-scale infrastructure projects worth P740 billion that will be undertaken from 2011 and beyond.

Under the PPP scheme, the government would be tapping the help of the private sector to fund the different projects.

The Daang Hari-SLEX project is a 4-kilometer toll road from Bacoor, Cavite to the South Luzon Expressway. At P1.6 billion, it’s the second smallest project in the government’s PPP list. Singson said it could be operational by end 2012.

Aside from Daang Hari-SLEX project, PP projects for 2010 roll-out include: MRT-LRT extension, P70 billion; LRT 2 extension, P11.3 billion; NAIA Expressway, P10.6 billion; CALA Expressway, P10.5 billion; MRT-LRT1 contract, P7.7 billion; Bohol airport, P7.6 billion; Puerto Princesa airport, P4.4 billion; Legazpi airport, P3.2 billion; and Laguindingan airport,P1.5-B.

The announcement of the start of the bidding process came days before President Aquino’s second State of the Nation Address. He had announced the program a year ago, at his first SONA.

“Through the open skies policy our country will be able to compete with our neighboring countries even as today we are ranked sixth when it comes to foreign tourist arrivals,” Ravanilla told Bicol Mail.

It is expected by those in the know that liberalization of air carrier services will increase air traffic in Subic, Davao, Cebu, Clark and soon in Bicol which is constructing its first and only international airport in Barangay Alobo in Daraga, Albay.

“We’re hoping for the speedy completion of the Bicol International Airport so that tourists anywhere in the world can fly easily and directly to Albay to enjoy their time with less travel time. Our target is to double the number of foreign tourist coming to the country in 2016. The country is now ranked sixth after Malaysia, Thailand, Singapore, Indonesia and Vietnam,” she said.

The construction of the international airport in Daraga, according to Ravanilla, is a priority project of President Benigno Aquino under the private and public partnership scheme.

Regional Development Council chairman and AlbayGov. Joey Salceda said that President Aquino so far has infused P780M to expedite the construction of new international airport here. The international airport sits on a 300-hectare land area and is slated to be completed two years from now.

At the Legazpi City Domestic Airport alone, there are seven flights a day which increase to eight and ten daily flights during peak season.

Tesoro, adviser at DOT central office for open sky policy told Bicol Mail that should the Civil Aeronautics Board and the Philippine Air Panels pursue aggressively the International Civil Liberalization Policy, or open skies policy, more travelers are expected to consider our country among their favored destinations.

“Open skies policy will help cut down airfare because of more air carriers coming here in healthy competition; it will allow our OFWs to easily reunite with their families as often as they could or else the migrant workers’ family could visit their loved ones in the country where they work,” Tesoro told Bicol Mail.

^^ sana ito na lang ang maging design ng terminal building ng Bicol International Airport.

This design is proposed as a convention center not an airport terminal. But many are recommending the terminal to be built at the new airport being developed use this design since the design of the proposed terminal released by the developers do not really look good. the above design really needs some modifications to fit the requirements of an airport terminal. But the Mayon Volcano silhouette should be retained to depict the symbol of the province.

Amphibian aircrafts to fly tourists to Bicol destinations starting October

LEGAZPI CITY, Sept 28 -– A new local air transport firm is set to start commercial operations of amphibious aircrafts that would fly the routes between this prime Bicol city and major coastal destinations in the region on October 15, its management announced on Wednesday.



Southwest Airlines (SWA), which is owned by millionaire-congressman Al Francis Bichara of the second district of Albay, will initially field an eight-seater Britten Norman Islander aircraft for short-run flights within the so-called Bicol Air Express line connecting this city and Naga City with major beachfront tourist destinations in the region.

At first, SWA will also offer non-scheduled flights for tourists from this city to diving and water surfing destinations in Catanduanes and Camarines Norte, whale sharks and manta ray interaction sites in Donsol, Sorsogon and Ticao Pass in Masbate and major beach resorts in the region.

Airline manager Ramon Torres said on Wednesday they are already in the marketing stage of the first phase of SWA’s operations which is the non-scheduled flights exclusively for tourists with confirmed holiday package bookings to areas with popular beach resorts.

However, should the flight manifest would only list a minimum number of passengers past break-even point, ordinary passengers would be accommodated for a fee of not more than P1,500 for a one-way flight, Torres said, explaining that their “boutique airline” cannot play in competition with the budget fares being offered by bigger airline companies.

When SWA enters its second phase of operations which is the scheduled flights, it would lease two 50-seater Nihon YS-11 jetprops that would fly Virac, Catanduanes from here for only 15 minutes, he said.

For the third phase, Torres said two 60-seater Fokker F50 jetprops would also be added to the airline’s fleet for its Air Palawan that would serve the routes between the Visayas and Mindanao cities.

It also plans to order a 19-seater DHC-6 Twin Otter seaplane which will be based in Cebu to serve tourists destinations that do not have airports like Siargao, Camiguin and Siquijor, among others.

For the meantime, the airline manager said they are in the process of obtaining endorsements of local government units (LGUs) of the proposed destinations which are needed for SWA to be granted a permit to operate by the national government.

“Talks with resort and tour operators are also being undertaken for them to come up with marketing programs for local destinations,” he added.

Department of Tourism (DOT) regional director for Bicol Maria Ong-Ravanilla said the impending SWA operation is a welcome development for the region’s tourism industry. “Its amphibious plane flights will certainly facilitate the movement of tourists to more local destinations, particularly those that are in isolated islands or far from airports.

Ravanilla said tourism is a prime industry of Bicol that has been achieving tremendous growth owing to the development of more destinations and attractions initiated by both the national and local governments. “We are now receiving over two million tourists yearly since about three years ago and this number is persistently growing,” she said.

Bicol had even overtaken Cebu, Boracay and Davao in numbers of arrivals last year making the region the second most visited tourist destination next to Manila. The region’s tourism industry also ranked number one in growth last year, Ravanilla added.

Most visited areas in the region are Albay for its majestic Mayon Volcano, fantastic beaches, wonderful eco-tourism sites and aggressive urban development particularly in this city, the regional government center that offer world-class support facilities and Camarines Sur for its Camarines Sur Watersports Complex (CWC) and Gota Village Resort in along the Caramoan Peninsula.

Other top destinations are Donsol, Sorsogon for its whale sharks, the exciting rare marine giants that have been drawing thousands of visitors who are fascinated by its being gentle to human despite its enormous size and Masbate for its Manta Ray Bowl off Ticao Island and the yearly rodeo festival that fits high-caliber cowboys and cowgirls in breathtaking rodeo competitions.

Catanduanes and Camarines Norte had also been attracting tourist for their coastal waters and beaches that are ideal for surfing and scuba diving, Ravanilla added. (PNA)

MANILA, Philippines - The government is on track in implementing the P7.8-billion Laguindingan airport project in Misamis Oriental province, which will have a new international airport and become a northern gateway to Mindanao once the project is completed by end-2012, according to Department of Transportation and Communications (DOTC) Secretary Mar A. Roxas II.

“By the end of next year, you will have a fully operational airport in Laguindingan,” assured Roxas in a statement Friday.

Laguindingan’s construction is on-going and is not seen to encounter delays, Roxas said.

Operation and maintenance (O&M) contract of the terminal facilities will be bidded out to the private sector in the first quarter of 2012.

The Laguindingan airport is one of the government’s greenfield or missionary projects.

It is eyed to be the main airport of Cagayan de Oro and Iligan cities in northern Mindanao, as a counterpart of the Davao international airport in Southern Mindanao. It is expected to help boost Mindanao’s potential as a national food basket being an exporter of the country’s major agricultural exports such as banana and coconut.

The construction is funded through the $30.60 million Economic Development and Cooperation Fund of Korea, $62.75 million Export Credit Loan Facility of the Korea Export-Import Bank (KEXIM), and $60.36 million from the Philippine government. The Air Navigation and Support Facilities Plans is estimated to cost $13.38 million.

It will be transferred to the Civil Aviation Authority of the Philippines once constructed.

Three other airport projects are part of DOTC’s Greenfield program. These are the Bohol, Puerto Princesa, and New Legaspi airports.

“The government is fully committed to a world-class airport for Bohol’s tourism drive. It will have a modern terminal facility, modern avionics (electronic systems in aircrafts) and communication facilities. It will have a 2,500- meter runway. There’s no time delay because the feasibility study is due to be finished by November,” Roxas said.

However, President Benigno Aquino III is interested in determining the best location for the Bohol airport—whether in the existing airport in Tagbilaran or the prospective tourism spot in Panglao Island. The project was originally estimated to cost P8 billion.

“The president just wants to make sure whether this facility will be in Panglao island where we have to build from scratch, or in Tagbilaran and simply extend the airport,” said Roxas.

In Tagbilaran, there is already a 1,500-meter runway.

“The president wants to be frugal and cost-effective in using the people’s money. So he wants to determine whether it is better to expand the Tagbilaran by 700 meters versus building 2,500 meters in Panglao. The cost of the terminal is the same. The avionics will be the same. At the end of all of this, Bohol will get its modern facility,” he said.

For the P4.2 billion Puerto Princesa airport, a feasibility study is expected to be completed by the end of the last quarter. Koreans have expressed willingness to fund the air and land components through an Official Development Assistance (ODA) fund worth $71 million payable over 40 years at 0.1 percent annual interest.

In Legaspi, the proposed international airport was envisioned to replace the existing Legaspi airport in order to maximize the tourism potential of the beaches and whale-watching sites of Caramoan in Camarines Sur and Donsol, Sorsogon. Its airside facilities, runway, apron, and terminal are proposed to be financed too through an ODA. The terminals will subsequently be bidded out for private sector operation.

MANILA, Philippines—Transportation and Communications Secretary Mar Roxas assured bankers and investors that the government’s infrastructure projects will be completed on time.
“(S)ome of these projects happen faster or slower, because we need to follow necessary [feasibility study and administrative] steps to ensure that we’re able to do our work most efficiently, at the fastest pace, at the least cost to the taxpayer and to the users,” Roxas said in a statement Friday after the Chambers of Thrift Banks general members meeting in Makati City.
Roxas invited bankers and investors at the meeting to invest in key projects of the government saying that they could gain higher returns, the statement said.
The DOTC was working closely with the Department of Tourism to identify the projects that would be the most cost-effective and would deliver the highest returns for investors, he said.
Among the projects Roxas wanted bankers to invest into are airports in Puerto Princesa in Palawan, Panglao in Bohol and Legaspi in Albay. These airport are expected to boost tourism in those provinces.
In Mindanao, the Laguindingan Airport project is seen to help the agriculture and manufacturing industry of the region.
“These projects will have multiplier effect and result in more stores and commercial establishments, more factories and industrial plants built, hence the creation of more jobs for rural folks. It will result in more consumer spending in the localities where these projects are located,” Roxas said.

Sigurado ba yan? I mean sa previous page may rendering din. I doubt if that is the actual design and size of this terminal. From the looks of it it's almost about the size of NAIA T2. I would think it would have atleast 2 or 3 jet bridges. That design is even bigger than what DMIA in Pampanga have right now and DMIA is close to a millon passenger yearly already. I like the design actually, it didn't seems realistic.

This is what I thought they actually approved to be built there in Bicol.

Bicol International Airport (Southern Luzon International Airport)

The Regional Project Monitoring Team (RPMT) conducted a field inspection of the implementation of the Bicol International Airport (Southern Luzon International Airport ) at Barangay Alobo, Daraga, Albay on September 16, 2009.

The Department of Transportation and Communications (DOTC) has completed in CY 2002 the Feasibility Study and Master Plan for the development of the proposed Bicol International Airport that will replace the existing Legaspi Airport. The project’s estimated investment is P 3,871.358 Million.

Advanced Engineering Study and Detailed Engineering Design (DOTC) funded in CY 2007 at the cost of P62 Million was completed on March 31, 2009.


Site acquisition, funded from the CY 2006 GAA at the cost of P12.50 Million and from the CY 2007 GAA at P85 Million, is on-going. The fund has been transferred to the province of Albay. A Special Technical Working Committee for Site Acquisition, headed by Mayor Cicero C. Triunfante of LGU Daraga, was organized. Out of the 140.43 hectares required by the project, a total of 132.28 hectares are owned by private persons.


Construction of the airstrip was funded from the CY 2008 GAA (P300 Million) and from the CY 2009 GAA (P300 Million). The project officially commenced on August 05, 2009. The scope of work consisted of excavation, disposal of materials, and embankments. On-going are the conduct of parcellary survey and staking to establish lot boundaries of the airport. Construction of airstrip will start on the 23rd of September.


Improvement/concreting of access road to the Airport funded from the CY 2009 Regular Infrastructure Program. The access road has a net length of 1.713809 kilometer, 10.70 meter roadbed width, 7.60 meters pavement width and 0.23 m. thickness. The scope of work covers embankment, aggregate sub-base and aggregate base course, slope protection, drainage, excavation and disposal of unsuitable materials. The project is being implemented by the DPWH and has a physical accomplishment of 55.24 percent. It is expected to be completed by January 2010.

Looks nice ! But this must be the final construction phase with 5 - 6 aerobridges. I doubt it will fully be implemented right from the start; if it will ever be this design. It´s only a proposal right now.

From Gov Salceda's facebook, it says there that it is now the new airport render. That's grand and more beautiful. Good that he hid our advice and did not settle for a miniature airport. BTW Southern Luzon International Airport is the official name and not BIA. It's now a reality and he said that it will open 2014!

Sigurado ba yan? I mean sa previous page may rendering din. I doubt if that is the actual design and size of this terminal. From the looks of it it's almost about the size of NAIA T2. I would think it would have atleast 2 or 3 jet bridges. That design is even bigger than what DMIA in Pampanga have right now and DMIA is close to a millon passenger yearly already. I like the design actually, it didn't seems realistic.

This is what I thought they actually approved to be built there in Bicol.

Meron tayong P300M+ for CY2011 budget still to be bidded and for CY2012 our airport has P500M budget. Dahil po kay Gov Joey yan!'

That is his response to my question on what 'direct implementation' means in this statement by Ms. Canilao

“The Legaspi Airport project was reviewed by the Transportation department, [which determined] that rather than a PPP scheme, the government will instead undertake it through direct implementation,” Ms. Canilao explained.

just noticed while playing with google earth, the new aiport being built over it, there was a railroad path underneath it. dunno if its recent, or no..maybe a railroad will pass under it?there will be a train station. who knows?

LEGAZPI CITY—President Aquino has given the signal to proceed with the construction of the much-awaited Bicol International Airport halted after 18 months of review.

Albay Gov. Joey Sarte Salceda said the President told him the upgrade of the Albay airport will push through.

Officially named the Southern Luzon International Airport, the airport is located at the mountain top of Barangay Alobo in Daraga, Albay overlooking Daraga town and Legazpi City.

A P3.5-billion medium term investment program under the Arroyo administration, the project was scheduled to be completed in 2013 had funding been made available under the Aquino administration.

Salceda said Transportation Secretary Mar Roxas had already completed the 18 months’ review and recommended to the President the upgrading of the airport.

“The President has personally relayed to me the upgrading to facilitate the project implementation,” said Salceda during the regularly held meeting of the Regional Development Council here early last week.

Released earlier, P400 million had already been spent for the purchase of lands and pre-engineering activities since the airport was started in 2010.

Salceda said President Aquino was particularly concerned over the cancellations of local flights due to bad weather that he finds fast-tracking the international airport a priority.

The Albay governor said he is expecting some P900 million would be released this year to finish the engineering works. Saying he was not seeking any elected post by 2013 until his vital projects are completed, Salceda said he would leave the Albay capitol with a legacy likening the province to a California hub.
