The new Baku International Sea Port will be Alat

The working group will continue working to process the documents concerning 400 hectares of land in the Alat settlement and stick with the action plan.
Department chief said construction of the seaport will start in 2009.
The seaport from Baku to Alat settlement will be transferred in three stages. The first stage will cover 2009-2011, second one 2011-2013 and third one 2013-2015. The new seaport will be constructed at the expense of the state budget and foreign loans.

Azerbaijan postpones construction of the new Baku International Sea Port from 2009 to 2010


The Azerbaijan Transport Ministry is planning to start the construction of a new international sea port in the village of Alyaty (Garadagskiy district in Baku) in 2010, Sadraddin Mammadov, the Head of the Azerbaijan Transport Ministry’s Department of Transport Policy & Economy announced to journalists, RZD-Partner reports.

Earlier the Deputy Minister of Transport, Musa Panakhov, said that the construction of this port had to be launched in 2009.

Mr Mamedov said that South Korean company GS Engineering & Construction had already presented the technical-economic base for the project and results for the initial project work.

“At the moment a detail engineering plan for the project is being worked out. Geological investigation of the future location for this port will take place next. We hope we shall complete the project on time, and will begin construction in 2010,” said Mr.Mamedov.

Construction will take in three stages and will be completed by 2016. The estimated cost is $400 mln.

В поселке Алят в конце года начнется строительство нового Международного торгового порта

Заведующий отделом транспортной политики и экономики Министерства транспорта Садраддин Мамедов сообщил, что в конце года в поселке Алят начнется строительство нового Международного торгового порта.

Подготовлен генеральный план территории, проводится исследовательская работа на местах.

Строительство порта после завершения прокладки транспортного коридора Баку-Тбилиси-Карс обеспечит увеличение объема грузоперевозок, экологическое регулирование деятельности морского порта в центре Баку, а также поможет в определенной степени решить проблему транспортных пробок в городе.

Подготовлено также технико-экономическое обоснование проекта. Важной особенностью будущего порта является создание центра, который объединит коридоры, принадлежащие государствам-членам ТРАСЕКА.

Заведующий отделом дополнил, что перемещение морского порта будет осуществляться в три этапа. Первый этап охватит подготовку генерального плана порта. На втором этапе будет осуществлено бурение на дне моря и строительные работы. В конце декабря будет объявлен тендер на выбор компании-подрядчика, передает АзерТадж.

В порту намечено строительство 11 паромных мостов, 6 из которых будут построены на первом этапе - в 2009-2011 годы. Строительство порта, который будет отвечать мировым стандартам, завершится в 2015 году.

Full feasibility study of new Baku harbor expected till April 2010

Baku, Fineko/abc.az. The Azerbaijani Ministry of Transport expects full feasibility study of construction of the Baku international sea trade port in Alat settlement southward the country’s capital.

Azerbaijani Deputy Minister of Transport Musa Panakhov says it is planned to receive full feasibility study from contractors not later than end of April, 2010.

For the time being, the Azerbaijani Ministry of Transport has received the first part of technical documentation (organization of building yard and dredging of a channel of the new port) and considers it. As early as in 2010, the tender for construction work is planned to be announced for the first stage of construction of the new port.

The first phase of the construction is three years. Financing is envisaged from state sources within the framework of the State Investment Program.

The consultant (Royal Haskoning) should prepare technical requirements and full technical documentation (including Technical Design Assignment).

Earlier, GS Engineering & Construction finished and submitted a feasibility study of the project and results of primary design work.

Construction of the new international seaport will be implemented by three stages in Alat settlement and will be finished by 2016.

Stage I (2008-10) envisages construction of two ferry and three cargo bridges for acceptance of containers, Ro-Ro and usual dry-cargo (universal) vessels; Stage II (2011-13): construction of three more cargo bridges; Stage III (2014-15): construction of another two cargo bridges. The project is estimated at more than $400 million.

Məntəqəyə çəkilən dəmir yolu da işlək vəziyyətdədir. “Paris Kommunası” adına gəmi təmiri zavodunun bir hissəsinin köçürülməsi üçün 4 gəminin yan ala biləcəyi 250 metr uzunluğunda körpünün tikintisi isə davam edir. Liman məntəqəsində inzibati binanın tikintisi başa çatmaq üzrədir, burada tamamlama işləri aparılır.

Master Plan of new Baku Trade Port to undergo examination of Azerbaijani government

Baku, Fineko/abc.az. Holland’s Royal Haskoning Group is finishing work on the feasibility study of project of construction of new Baku International Sea Trade Port Complex to be located in Alat settlement in 40 km south of Baku.

The Ministry of Transport of Azerbaijan informs that yesterday their specialists jointly with the Dutch company’s reps held a session to discuss Draft Master Plan of the Project submitted by Royal Haskoning Group. In particular, the sides covered matters of creation of geodesic network on the territory of the future port and its connection with international network, development of railway lines and laying of a primary road to the port territory.

As a result, it was decided to submit the Draft Master Plan for examination of authorized governmental agencies under tight schedule.

Azerbaijan Transport Ministry hopes to launch new Baku port project in April

Making of feasibility study of the project of construction of new Baku International Sea Trade Port Complex to be located in Alat settlement in 40 km south of Baku has been finished.

Deputy transport minister Musa Panakhov of Azerbaijan says that completion of this documentation work will enable to launch primary works on port construction already this April.

“The port project also includes creation of a logistics centre that will allow making the new port more attractive and effective,” Panakhov emphasized.

Earlier Holland’s Royal Haskoning Group finished work on the project feasibility study and was given certain time for its changes with taking into account the remarks following the primary consideration.

The Ministry of Transport planned to announce a tender procedure for construction within the first stage of the port project.

First phase of the construction is three years. Financing is envisaged from state sources within the framework of the State Investment Program.

Azerbaijani President lays foundation stone for shipyard in Baku

March 20 - Azerbaijan's President Ilham Aliyev has laid the foundations of a state-of-the-art shipyard to be located near the Heydar Aliyev Baku Deepwater Jackets Factory.

A relevant Memorandum of Understanding was signed in Baku last November by Azerbaijan's State Oil Company (SOCAR), Azerbaijan Investment Company (AIC) and Singaporean Keppel Offshore & Marine, one of the largest offshore and marine groups in the world.

Under the Memorandum, 65% of the shares in the facility belong to SOCAR, 25% to AIC and 10% to Keppel Offshore & Marine.

The President viewed a model of the facility which will repair nearly 100 ships per year.

The construction, estimated to cost between 300 and 350 million US dollars, is scheduled to complete in 3 years.

The facility is estimated to create up to 2,000 jobs.

The President spoke to the groundbreaking ceremony, saying the facility, the only one of its kind in the Caspian region, would make crucial contribution to boosting shipbuilding industry in Azerbaijan.

Singapore's Foreign Minister George Yong-Boon Yeo delivered remarks at the ceremony.

Amid the rapid economic growth in the Caspian Sea region, Azerbaijan has seen impressive expansion in the past nine years, with a nine fold increase in its GDP. In order to keep up with this development and secure its place as an international player, the Government of the Republic of Azerbaijan is investing heavily in infrastructure and economic regeneration with a number of redevelopment programmes.

At the centre of this development is Baku city and its bay, which are being transformed into a modern waterfront development. As a result the current port of Baku, situated in the middle of the bay, and other industrial marine infrastructure, is to be moved away from the city centre.

In early 2009 The Ministry of Transport of Azerbaijan awarded Royal Haskoning a contract to provide complete design and engineering services, including initial site investigations, port master plan, plus tender and construction support. Once the new port is complete, it will provide a modern international gateway to the Caspian Sea. Construction is set to begin in 2010 and be completed around 2014.

The specifics
As part of the programme, the existing port will be demolished, while a new port will be constructed at an undeveloped site some 65 km south of the city at Alyat.

Commenting on the project, Royal Haskoning’s Port and Maritime Consultant, Bunno Arends said: “We are developing a Port Master Plan that will include all site investigation works involving bathymetry, topography and geotechnical soil investigations. In addition, the design of the port will include dredging and reclamation works, marine structures and onshore facilities, leading onto preparation of the tender documents for the construction of Phase1 of the new port.”

Creating the new
Currently, the Port of Baku is a main hub on the Transport Corridor Europe-Caucasus-Asia (TRACECA) corridor that connects Europe via the Caucasus and Caspian Sea with Central Asia and China. Its location will significantly impact on North-South corridor trade as well, allowing fast and reliable cargo services between Russia’s north-west and Persian Gulf states and Indian Ocean. It is therefore vital that the new port will be able to further expand as the area continues to develop. In parallel EU seeks to support the development of contemporary International Logistics Centre in the close vicinity to the new port.

“The main focus of the new port will be a rail ferry terminal connecting the ports of Aktau, Kazakhstan and Turkmenbashi, Turkmenistan, to Baku. With around only 30 train ferry systems in the world, they are not widely used. Royal Haskoning has designed and redeveloped many of these including the other two rail ferry terminals on the Caspian Sea at Aktau and Turkmenbashi. The new port will also provide a general cargo terminal, cargo handling facilities, Ro/Ro facilities and a passenger terminal.” The further developments envisage the construction of large container terminal facilities at the new port.

Rebuilding the old
While the port of Baku, transport hub and other industrial facilities relocate, Baku Bay will be transformed from an industrial bay into a modern waterfront, including prime real estate developments. Once relocation completes, traffic levels in the city should be improved, creating an improved environment and city experience.

Meanwhile, the area around Alyat, will see improvements to its economy as opportunities for new developments and jobs become available and improvements to infrastructure such as water, sewage and electricity networks are made.

Milestones
Dredging works are planned to commence in 2010, in parallel with the detailed design of the port which is set to be finalised in the summer of 2010. This will be followed by the main construction works contract including the quay walls, ferry terminal and main port infrastructure.

Bunu bu gün Bakıda keçirilən “Strateji əməkdaşlıq 1520: Qafqaz regionu” beynəlxalq dəmir yolu forumunda Azərbaycanın nəqliyyat naziri Ziya Məmmədov bildirib.

Onun sözlərinə görə, 2010-cu ildə yeni Bakı Limanının inşasına başlanılması planlaşdırılır. İşlərin 2013-cü ildə yekunlaşması nəzərdə tutulur və artıq 2015-ci ildə liman 12 milyon ton yük qəbul edə biləcək.

Hazırda tikinti işlərinə start verilməsi üçün müəyyən hazırlıq da görülür, təməlqoyma mərasimindən sonra isə inşaat işləri sürətləndiriləcək.

“Tikinti işlərinin 3 il müddətində üç mərhələdə həyata keçirilməsi nəzərdə tutulub. Birinci mərəhələdə 10 milyon tona qədər daşınma planlaşdırılır. Eyni zamanda 40 min ədəd konteynerin daşınması ikinci mərhələdə aparılacaq. Yük axınından asılı olaraq isə yüklərin daşınması üçüncü mərhələdə nəzərdə tutulub”. deyə M. Pənahov bildirib.

Nazir müavinini qeyd edib ki, üçünvü mərəhələdə yükdaşıma 20 milyon tondan artıq olacaq. Təxminən ümumlikdə 1 milyon konteynerin daşınması nəzərdə tutulub.

“Növbəti mərəhələr artıq yük axınından asılı olacaq. Çalışacağıq ki, elə təşkil olunsun ki, dəhlizdə Çindən başlayaraq Avropa və əks istiqamətində münbit şərait yaransın. Həmçinin, yük axını bu dəhlizə daha çox cəlb edilsin”, deyə M. Pənahov əlavə edib.

Gəmilərin yaxınlaşması üçün liman ərazisində dənizin dibi dərinləşdiriləcək və kanal açılacaq. Sonrakı mərhələlərdə isə sahilbərkitmə işləri görüləcək. 400 hektar əraziyə malik yeni liman kompleksinin müasir standartlar əsasında tikilməsi nəzərdə tutulub.

M. Pənahovun sözlərinə görə, layihə çərçivəsində loqistik mərkəz də yaradılacaq. Bu mərkəz yüklərin doldurulub-boşaldılmasını asanlaşdıracaq. Yeni dəniz limanının və loqistika mərkəzinin tikilməsi daşıma şirkətlərinin bu dəhlizə marağının artmasına səbəb olacaq. Nəticədə Azərbaycandan tranzit yükdaşımalarının həcmi artacaq: “Böyük bir loqistik mərkəz tikiləcək. Bu limanın həm avtomobil, həm də dəmir yollarının kəsişməsində yerləşdiyini nəzərə alsaq, bu ərazidə belə bir mərkəzin tikintisi Mərkəzi Asiya və Avropaya Qafqaz üzərindən gedən yüklərin həm idarə edilməsi, həm də saxlanılmasına şərait yaratmağa imkan verəcək. Bundan başqa, liman müvafiq yüklərin istiqamətlərinin dəyişidirilməsi sahəsində də işlərin görülməsinə imkan yaradacaq. Bununla da biz yük sahiblərinə daha böyük həcmdə xidmət göstərərək, daşımaları artıracağıq".

İlkin mərhələdə limanın 11 körpüsündən 6-ı tikiləcək. 2015-ci ildə yeni limanın buraxılış qabiliyyəti 11,6 milyon ton olacaq. Müqayisə üçün bildirək ki, paytaxtdakı mövcud limanın yük qabiliyyəti ildə 5 milyon tondur. İlkin qiymətləndirməyə görə, limanın tikintisinə 300 milyon dollar tələb olunur.

A park to be established on Baku Bay embankment instead of trade port

President Ilham Aliyev of Azerbaijan has inspected the plan of transfer of Baku trade port and reconstruction of the released area.

In connection with task order of President Aliyev to begin construction of the new Baku International Sea Trade Port in Alat settlement in south of Baku work on transfer of infrastructure outside the Baku Bay embankment and landscaping of the territory. A park will be founded on the released territory and thanks to that the Seaside Park (Baku Boulevard) will be extended north and southwards.
