Iam the first to report if there is anything going on with this project i go by it everyday!I suspect its just a matter of time before something happens with itThey have started the linking of jalan sultan ismail to the kampung pandan roundabout so this building will have a very good frontage that by itself will have a strong new interest!

TA Properties eyes RM2.5b from 6 projects

TA PROPERTIES Sdn Bhd, the property arm of TA Enterprise Bhd, expects to reap some RM2.5 billion gross development value (GDV) from the six property projects it plans to launch this year.

Executive chairman Datin Alicia Tiah said the group is confident that response to all its projects will be good as it targets high-end buyers who are seeking properties with good returns.

"The Government has done a lot in terms of bringing in more foreign direct investments, which as a result, actually requires developers to develop more high-end housing for foreign investors," Tiah told reporters after the launch of TA Properties' latest housing project called "Idaman Villas" in Petaling Jaya yesterday.

The 2.8-ha guarded and gated (G&G) self-contained Idaman Villas development comprises 54 units of semi- detached houses priced at an average of RM1.7 million each. It is expected to be bought mainly by locals.

"There is not much of prime land available within the vicinity of Damansara Idaman, but we were quite fortunate that we were able to purchase 20ha of landbank in Bandar Sri Damansara, where we plan to develop the G&G Seri Suria township," said Tiah.

The planned township will comprise shoplots, office suites, semi-detached houses, bungalows and service apartments and will be launched in April.

Tiah said phase four, the final phase of TA Properties' inaugural development, Damansara Idaman, a high-end G&G bungalow development, is expected to be launched in the fourth quarter of the current year.

Other developments that will be launched in the same quarter are residential units in Mont' Kiara and two tower blocks at Jalan P. Ramlee, Kuala Lumpur.

"We will also launch three blocks of service apartments at Jalan Imbi, Kuala Lumpur, in July. We have submitted our building plans and are currently waiting for approval," she said. is it NAS PAVILION ??

The property subsidiary is expected to contribute as much as RM80 million to group revenue this year, compared with RM40 million, or 30 per cent, last year.

Its stockbroking business had contributed 70 per cent to group turnover last year.

Tiah said TA Properties aims to be one of the top developers in the country within the next three years.

Once they finish the linking of jalan sultan ismail this project seem so much more interesting to potential buyer or new owner.Boom its one of first building that someone see as they enter the golden triangle area from the south.

Went I went to view the NAS Pavillion show room, the plan showed a large pedestrian frontage with fountains. There was no word of the Jalan Sultan Ismail improvement which will almost take away that frontage. Think traffic noise.

I suspect the owner of this building had known from day 1 that dbkl was going to link jalan sultan ismail to the tunnel or kampung pandan roundabout!!

Hi,

I am a buyer of one of the units here.

Is there any owners of NAS Pavilion here? I want to know what are you plans and what can we do for a project as such which just stuck halfway. Can we get a refund or take legal action?

On 10-Sep-07, the last I heard from the developer's lawyer is, the developer is not contactable and also the lawyer no longer represent them.

Can someone please advise ?

Our buyers can be assured that we are committed to delivering within three years as stipulated in the sale and purchase agreement,” Urban Shift director Datuk Muhammad Shafee Abdullah said.

He was speaking at the launch of the second phase by Second Deputy Finance Minister Datuk Dr Ng Yen Yen in Kuala Lumpur on Saturday. Nas Pavilion is located along Jalan Imbi, near Berjaya Times Square.

Nas Pavilion boasts of exclusive furnished and serviced residences, a six-storey shopping mall, an intelligent office tower and comprehensive clubhouse facilities.

Speaking to reporters later, Dr Ng said the Government’s recent suggestion that developers may be asked to “build then sell” is meant to protect house buyers without over-regulating the building industry.

The concept suggests that buyers pay 10 per cent as downpayment and the remaining 90 per cent on completion of their property.

In implementing the “build then sell” policy, Dr Ng reassured builders that the Government will ensure there are no sudden upheavals in the industry.

She expressed the hope that property developers will prepare themselves psychologically and financially so that the industry will move in tandem with the Government’s policy.

In view of better global economic indications, Dr Ng anticipates that the local property sector will register 2.6 per cent growth this year.

Tuan Yang Di pertua,

Ada dua projek mega yang terletak dalam kawasan Parlimen Bukit Bintang yang lama terbengkalai. Satu ialah projek pembinaan Plaza Rakyat di Jalan Pudu, Kuala Lumpur dan yang kedua ialah Projek Nas Pavilion (dulu dikenali sebagai C N Gallery) terletak di Jalan Imbi, Kuala Lumpur. Projek Plaza Rakyat yang dibina dalam tahun 1997 telah terbengkalai selepas asas atau tapak bangunan disiapkan. Nama Plaza Rakyat menjadi sebutan rakyat dan pelancong-pelancong asing sehinggakan stesen Star LRT yang terletak di sebelahnya turut dinamakan Stesen Plaza Rakyat dan menenggelamkan nama Stesen Puduraya yang termasyhur dengan keadaan kesesakan lalulintas terutama bas. Malangnya selepas 11 tahun berlalu keadaan tapak pembinaan sungguh mengaibkan Bandaraya Kuala Lumpur di mata dan pemandangan para pelancong asing.

Projek ini ialah projek usahasama swasta dan Dewan Bandaraya Kuala Lumpur. Ramai pembeli lot bangunan telah melaburkan wang mereka dalam projek ini. Bukan sahaja mereka rugi kerana tidak mendapat balik modal dan kehilangan perniagaan disitu tetapi mereka dikejar oleh bank-bank bagi mengutip balik pinjaman yang dibuat dan dikenakan caj faedah keatas pinjaman yang tinggi.

Di tahap manakah pihak DBKL dan pemaju sendiri sudah menyelesaikan masalah-masalah bertindih yang menyebabkan projek ini terhenti walaupun desakan demi desakan serta keluhan demi keluhan orang ramai yang meminta Kerajaan berbuat sesuatu untuk menyelamatkan projek ini agar diteruskan dan disiapkan secepat mungkin. Sejak menjadi wakil rakyat kawasan Bukit Bintang pada 1999, saya tidak putus-putus menyuarakan agar projek ini disiapkan secepat mungkin tetapi alasan demi alasan yang diberikan bagi menyedapkan pendengaran.

Projek terbengkalai yang kedua ialah Nas Pavilion yang terletak di Jalan Imbi, Kuala Lumpur. Bangunan Times Square yang terletak bersebelahan yang dibina terkemudian sudah beroperasi sepenuhnya tetapi projek terbengkalai Nas Pavilion terus tinggal dalam keadaan mengaibkan.
Para pembeli unit yang telah melabur wang simpanan seumur hidup mereka kini tertunggu-tunggu bilakah mereka dapat memasuki unit perniagaan yang telah mereka beli. Mereka difahamkan bahawa pihak RHB yang mengambilalih projek tersebut bercadang untuk menjual projek terbengkalai itu kepada pembeli lain dan para pembeli unit sedia ada akan diberikan sadikit gantirugi yang langsung tidak cukup untuk menampung wang yang mereka telah laborkan. Ini merupakan satu bentuk pelaburan aset yang sungguh merugikan. Para pembeli enggan menerima tawaran ini, sebaliknya mereka mahukan pemaju terus membangunkan projek tersebut hingga siap yang mana mereka sendiri akan membuat pilihan sama ada untuk meneruskan perniagaan atau menjualkannya kepada pihak lain.

Saya minta Kerajaan campur-tangan untuk menyelesaikan seberapa segera dua projek terbengkalai ini kerana ia mengaibkan Bandaraya Kuala Lumpur. Kerajaan patut mempunyai satu unit khusus yang menjaga dan bertugas menangani projek-projek pembangunan terbengkalai untuk bangunan perniagaan dan perdagangan sebagaimana banyak projek perumahan terbengkalai yang berjaya dipulihkan.

Saito Kenji, a buyer from Japan, flew in to join the protest.

"I paid RM30,000 down-payment for a condominium apartment and I want to know what is happening to it," he said.

Saito had bought his apartment in the Nas Pavilion project which is in the city's Golden Triangle area. The project, previously financed by Multi-Purpose Credit Sdn Bhd, has been abandoned and the land is now under RHB Bank.

Saito joined other buyers who have called on the government to intervene.

The project was to consist of one 30-storey and one 28-storey block of condominium apartments, 20-storey offices and a five-storey shopping complex.

The buyers were unhappy because they would only get a 10 per cent refund of their down-payment after the project was abandoned. At least 30 per cent of the buyers were foreigners.

"I don't understand why the bank is compensating us at a low rate. We should get back what we paid," said businessman Danny Foo.

the problem with malaysian developer is; when people build shopping mall, then he also wanna build shopping mall, and then people build high end condos, he also wanna build the same thing.....tak kreative langsung!

for god sake, KL needs a variety type of development. not the typical shopping mall and condos lah...huh, no wonder many people complaining KL CBD being dull and boring....

New builder on the scene

Revival plans afoot: The abandoned project on Jalan Imbi has been hoarded up.


THE long-abandoned project opposite Club De Vegas and Parkroyal Kuala Lumpur along Jalan Imbi may be given a new lease of life soon.

Kuala Lumpur mayor Datuk Ahmad Fuad Ismail said a new developer has come on board and submitted plans for the project but has been asked by the Kuala Lumpur City Hall (DBKL) to revise the plan.

Driving down along Jalan Imbi, it is hard to miss this neglected concrete structure that has become an eyesore over the last decade.

The structure has some partially completed floors and the site has been hoarded up.

“We have asked the new developer to amend and improve on the design so that it blends with the surroundings,” said Ahmad Fuad.

This development has already changed hands twice and is now in the hands of the third developer.

Based on records from the DBKL, the first planning approval issued by City Hall was for mixed commercial development known as CN Gallery, comprising three building blocks — one block of 27-storey hotel (352 rooms), two 12- and 20-storey office blocks, five floors of shopping podium and four basement car park floors.

It was to be built on Lots 230-232, 625-631 and 647-649 in Section 67, Jalan Imbi by the first developer Tetuan Metro Jelita Sdn Bhd.

According to the DBKL’s records, construction works stopped in 1998. The said developer went into liquidation and receivership by bankers.

Then in 2004, another developer called Urban Shift Sdn Bhd wanted to revive the project and changed the name to Nas Pavillion. According to the signboard that still stands outside the hoarded site, there are four building blocks for this project — Block A comprises a 29-storey service apartment, Block B a 31-storey service apartment, Block C a 22-storey service apartment, five floors of shopping podium and six basement floors.

However, this too failed to take off and the developer went into liquidation.

Ahmad Fuad said although the property had service apartments, it was classified as commercial premises at that time and hence not covered under the Housing Development (Control & Licensing) Act 1966 (Act 118).

“The DBKL has no power to prosecute developers of abandoned projects and the most we can do is issue compounds to the owner for breeding mosquitoes in stagnant water and sheltering drug addicts, if there are complaints.”

However, issuing compounds is pointless now that the two developers have gone into receivership. It is learnt that a court ruling in 2008 decided on scheme of settlement to be paid to the two batch of purchasers who were affected. The first batch was given 25 sen of every RM1 paid as deposit while the second batch only received 10 sen per RM1 on an ex-gratia basis.

It is learnt that 400 buyers for the original project and 200 for the second were affected.

In earlier reports, buyers of the two abandoned projects had reportedly formed an action committee to get back their deposits after a meeting held with Bukit Bintang MP Fong Kui Lun.

The National Housebuyers Association (HBA) honorary secretary-general Chang Kim Loong said since April 12, 2007, the Housing Development (Control & Licensing) Act 1966 has been amended to cover all housing accommodation that includes service apartments, although they are on commercial lands.

“As the two previous developers went into liquidation before the Act could be amended, therefore the Act could not apply then.

“But effective April 12, 2007, all housing developments have come under the Housing and Local Government Ministry for developers’ licence and sales and advertisements permit.

“So once the new layout plan is approved by the DBKL, it will be considered a new development that falls under the purview of the ministry,” said Chang.

He added that all developers were also required to submit the Form 7 (f) of the Act every quarterly starting Jan 1, 2010, instead of the previous bi-annual practice.

Ahmad Fuad said the DBKL had received the new plan to modify the original planning approval from new developer Tetuan Carribean Gateway Sdn Bhd.

The new application is also for mixed commercial development comprising five blocks - one 25-storey block of service apartments, one 29-storey block of service apartments with one level of facilities and swimming pool, one 23-storey office block, two 22-storey blocks of ‘condotel’ with one floor of facility and swimming pool, five-storey shopping podium and four basement floors.



A recap:

1. Proposal 1998: known as CN Gallery, comprising 3 blocks and a 5-storey mall
— one block of 27-storey hotel (352 rooms), two 12- and 20-storey office blocks, five floors of shopping podium and four basement car park floors.


2. Proposal 2004: known as Nas Pavillion, comprising 4 blocks including a 5-storey mall
— Block A comprises a 29-storey service apartment, Block B a 31-storey service apartment, Block C a 22-storey service apartment, five floors of shopping podium and six basement floors.


3. Proposal 2009: "Carribean Gateway", comprising 5 blocks and a 5-storey mall
— one 25-storey block of service apartments, one 29-storey block of service apartments with one level of facilities and swimming pool, one 23-storey office block, two 22-storey blocks of ‘condotel’ with one floor of facility and swimming pool, five-storey shopping podium and four basement floors



“This application has been considered by the DBKL One-Stop Centre committee on March 12 and April 9 this year and it was decided that the proposed plans have to be further amended to adhere to technical needs as we are the approving authority for the design and layout plan.

“Up until now, the applicant has yet to present the revised plan as ordered,” said Ahmad Fuad.

The Malaysian government wants it to be an iconic development in Golden Triangle in Kuala Lumpur, says Multi-Purpose’s managing director

Multi-Purpose Holdings Bhd (MPHB) will launch a RM3 billion project in Kuala Lumpur by the middle of next year which will complement the government’s proposed international financial district and Pasar Rakyat redevelopment in Imbi.

Managing director Datuk Lau Kim Khoon @ Surin Upatkoon said the mixed development will be the group’s biggest project.

It will comprise a one million sq ft full-fledge retail podium on 2.4ha, 50-storey luxury condominium, 35-storey four-star hotel and 30-storey office tower.

At a later stage, MPHB will build one more office tower and a residence complex. The whole project will be carried out over seven years, Lau said.

“We are fine-tuning the master plan and design. The government wants it to be an iconic development in Golden Triangle. This will be one of the biggest projects in town,” Lau said after MPHB’s shareholder meeting in Kuala Lumpur yesterday.

Lau said the initial stages of the project will be financed with MPHB’s internally generated funds.

The cash-rich MPHB has RM1 billion reserves. Its shareholders’ fund is RM2.1 billion.

“There is no need to raise funds at this stage as we are reasonably liquid in terms of cash. The project will be exciting for us to work on. We are confident property development will become a major contributor to our profit and loss account,” Lau said.

Currently, 80 per cent of the group’s revenue comes from the gaming business through its 51 per cent stake in Magnum Holdings Sdn Bhd. The rest is from property, insurance, stockbroking and treasury management.

In the fiscal year ended March 31 2010, MPHB made net profit of RM327 million on revenue of RM3.3 billion.

MPHB has some 2,200ha worth RM1 billion in Kuala Lumpur; Rawang and Mimaland in Selangor; and Penang. It also owns 1,840ha of agriculture land in south Johor.

“We are still acquiring land in prime areas in Kuala Lumpur to carry out more projects,” Lau said.

At present, MPHB has three projects worth some RM300 million: two residential developments in Penang and one in Pudu, Kuala Lumpur. The project in Pudu is to turn an office block into a three-star hotel operated under the Flamingo chain.

PETALING JAYA: Multi-Purpose Holdings Bhd (MPHB) will be announcing its joint venture (JV) with a public-listed developer in the next several weeks to mark its entry into the property development sector.



MPHB is known for its gaming business from which it generates about half of its profit via 51%-owned Magnum Corp, one of Peninsular Malaysia's three legal number forecast operators.



Managing director Datuk Lau Kim Khoon @ Surin Upatkoon said the group was entering the property development sector in order to have an additional income stream and "to build a sustainable recurring income model."



Besides gaming, its other businesses are insurance, stockbroking, property and hospitality.



The group is starting from ground zero in property development as other than its two residential projects which it launched early this year in Penang, it does not derive any revenue from property development.



The group has two office buildings, Menara Multi-Purpose and Plaza Flamingo, and two hotels under the Flamingo brand as investment properties. Menara Multi-Purpose is 98% occupied and Plaza Flamingo, 90%.



"In the past, MPHB has been factoring in the recurring income from these assets but the contribution was not substantial. The current contribution to the group's revenue from property development comes mainly from two residential developments in Penang which are expected to contribute a total of RM37mil in profit before tax when completed in the next three years," said Lau.



The Paya Terubong project is a six-acre joint venture comprising 116 units of town houses and 256 apartment units with a gross development value (GDV) of RM72mil. The Minden Heights project is another JV comprising 74 units of terrace houses under phase 1, launched early this year, and 95 units of terrace houses under phase 2, which will be launched at the end of this year. The GDV for this project is RM143mil.



The group is also converting Magnum Plaza into a three-star hotel to be part of its Flamingo chain. This is expected to open next year.



The jewel in the crown, Lau said, would be its RM3bil iconic integrated mixed development project at the junction of Jalan Sultan Ismail and Jalan Imbi near Park Royal Hotel, which is currently in the planning and designing stage.



It was reported last week that MPHB will launch a RM3bil project which will complement the Government¡¦s proposed international financial district and Pasar Rakyat redevelopment in Imbi. The 2.4ha will have a retail podium, a 50-storey luxury condominium, a 35-storey four-star hotel and 30-storey office tower. The entire project will take several years.



"We believe our project in downtown KL is in line with the Government's vision for KL. For this reason, we view the various ongoing projects by the Government and existing developers to be complimentary to our project, which would in turn strengthen other projects in the area."



On the occupancy prospects of its KL integrated mixed development in view of the weak global economy and dwindling expatriate community, Lau said MPHB's projects were not designed exclusively for expatriates but for the working class.



Only a small portion will be condominiums, as such occupancy and oversupply will not be an issue, he said.



"We do not have the expertise but we have the land. So we will work with the parties that have the expertise. It is not necessary to have our own property team to undertake these developments. The objective is to build a sustainable recurring income stream from our investment properties," he said.



Lau said most of its land were bought and paid for years ago. Over the years, they have appreciated by three-or four-fold.



He said property development and investment is expected to contribute 10% to the group bottomline.



"Revenue from the property sector will contribute between 20% and 25% in about three to four years¡¦ time," he said.



"We are of the view that the local economy is stable and not directly affected by the fragile global economy. We are also taking a long-term view of the sector and the group will consider the overall economic climate and other factors when deciding on the timing of launches."



He said the bulk of its landbank, which includes a 4,6410-acre oil palm estate in Pengerang, Johor, which is near the third link to Singapore, are generally more suitable for the local market.

Carribean Gateway initially planned to revive NAS in 2010. Then this co was acquired by MPHB.

So now it depends on MPHB on how fast they want to build it as you can see it in the news.

what project is this? Is this project still on? The location seems to be near Intercontinental Hotel (Formerly Nikko Hotel), IB Tower. I dun think this is the new render for NAS pavillion. Probably a different project. Anyone care to shed some lights?

if from student..i can accept more...if from the consultant...sorry..it just weird and look kinda tempat ternak sarang burung...lubang2.

btw..the t junction,such like that for me very clean cut..easy to develop..look at the straight way..it will be full of Kl glassy skyscaper just side by side..well planning,will be the second bukit bintang..the road very clean..without any lrt track...

maybe not exactly like this one at shanghai..but it still look nice.hehe

nah this is just the concept and hint that something was planned there to replace NAS Pavilion. Nothing concrete has been confirmed yet. :)
