I would like to add some info and photos about one of the biggest construction projects of the city (during last 10 years for sure) :)
But don't expect there are a lot of u/c's in the city, this is the only one which is really worth to picture and describe. Info and some pictures are below. Last two pictures are taken by me 04.04.2009.

Nomels April 5th, 2009, 12:04 AM Great stuff - I hope to see more updates with first hand photos on infrastructure, architecture and economic activities. Have not been in the city for 9-10 years!!!

thats for sure, a hall will be good looking, moreover it would be one of the biggest in Latvia. There will be 2 swimming pools, 2 sport halls, the biggest fencing area in Latvia for world competitions. I hope, at least it will be a place to organize European and World class competitions.
Speaking about "Skyline" project, which is situated in the same district, where is "Multihalle", its for 99% stopped. At least for 5-10 years.
Simply because of newly built ghost-houses standing in Daugavpils without any inhabitan, hence, its no reason to construct such exclusive apartments for nobody.

There is a small update from construction site of our "Multihall". Workers are going to finish second outer wall from SCC (self-compacted-concrete), using usual PERI VARIO GT 24 formwork.

There are some sites, but projects are not so huge, some recontruction etc. and small private houses :)
But, its planned to start construction of one big viaduct (proposed cost 20m Euro), also city's wastewater system is renovated.

Triceratops September 9th, 2009, 06:04 PM As requested, finally there appeared real information about that fly-over construction that was discussed here a bit, the constrction of which started today, so here's what I've translated:
The project foresees the construction of the tunnel under the tracks of Riga-Daugavpils railway, building a new street from Vidzemes till Višķu str, repairing Piekrastes str from Vidzemes till Arendoles str, constructing a bridge over the new street, building two traffic circles at the intersection of Višķu and Kaunas, as well as Višķu and Vidzemes str, putting new eight kms of railway track, which will be used for rail transport during all this construction.
Project implementation will relief Daugavpils railway crossing and will provide more convenient traffic between the city districts.
Its total cost is 24 172 708 LVL.
This massive construction is to be realized by Septemeber 2011.

A short brief in English:
SIA "Euro Oil Refinery" is planning to build the refinery near Laucesas village (~13 km south of Daugavpils). The plant will refine 7,8 million tonnes of oil a year, there will produce - gasoline, aviation fuel, diesel fuel, sulfur and coke. There will be created 600 work places. 2 billion EUR investment.

Septembra vidū Daugavpils novada dome un naftas tirdzniecības kompānijas "Dinaz" meitas uzņēmums SIA "Euro Oil Refinery" gaida Vides pārraudzības valsts biroja atzinīgu slēdzienu noslēguma ziņojumam "Ietekmes uz vidi novērtējums naftas pārstrādes rūpnīcas būvniecībai un ekspluatācijai ar jaudu 7,875 miljoni tonnu izejvielu gadā Daugavpils novada Laucesas pagastā".
Līdzīgas rūpnīcas pasaulē nebūs
Latvijas naftas pārstrādes rūpnīcu paredzēts būvēt Daugavpils novada Laucesas pagasta 126 hektārus lielā zemes gabalā, kas atrodas starp Jāņupīti un dzelzceļa līniju Daugavpils–Viļņa. Pārstrādājot 7,8 miljonus tonnu naftas gadā, iegūs benzīnu, aviācijas degvielu, dīzeļdegvielu, sēru un koksu. Lai nodrošinātu rūpnīcas darbību, jāuzbūvē aptuveni četrus kilometrus garš cauruļvads no naftas vada "Družba", deviņus kilometrus garš cauruļvads no maģistrālā gāzesvada, četrus kilometrus gara 110 kilovoltu elektrolīnija, trīs 800 metru gari sliežu ceļi savienojumam ar dzelzceļa staciju "Grīva", kā arī jārekonstruē ceļš Laucesa–Lisički un jāierīko pievedceļi.
"Tā kā ražotnē paredzēts uzstādīt visjaunākās un modernākās iekārtas un aprīkojumu, kas nodrošinās videi draudzīgu ražošanu un lieliskus darba apstākļus, līdzīgas rūpnīcas nebūs nekur citur pasaulē," stāsta SIA "Euro Oil Refinery" valdes loceklis Igors Jemeļjanovs.
"Tas nav pārspīlēti teikts, jo Eiropā un Amerikā mūsdienās rekonstruē vecās naftas rūpnīcas, bet pie mums būvēs pilnīgi jaunu kompleksu ar jaunāko tehnoloģiju. Rūpnīcā būs darba vietas 600 cilvēkiem. Tas ir viens no galvenajiem mūsu projekta stūrakmeņiem, jo Latvijai, kur pieaug bezdarbs, vismaz tuvākajos gados nebūs svarīgāka uzdevuma par jaunu darba vietu radīšanu."
Laucesa kā rūpnīcas celtniecības vieta izvēlēta tāpēc, ka, no vienas puses, pieguļošā teritorija un tuvākā apkārtne ir mazapdzīvota, lauksaimniecības zemes pamestas, no otras puses, tuvu atrodas dzelzceļš un šoseja. Netālā Daugavpils spēj nodrošināt ar strādniekiem gan rūpnīcas celtniecības, gan ekspluatācijas laikā.
"Ideja būvēt Latvijā naftas pārstrādes rūpnīcu radās pirms četriem gadiem, tagad apmēram gadu vai pusotru izstrādās tehnisko projektu, pēc tam 37 mēnešus ilgs celtniecības darbi, tā ka nav tālu laiks, kad mūsu valstī iegūs pirmos naftas pārstrādes produktus," informē I. Jemeļjanovs. "Dažus mēnešus būvlaukumos rosīsies pat 4000 cilvēku, strādnieku ciematā pastāvīgi dzīvos 2500 cilvēku. Lai gan būs nepieciešami ārzemju speciālisti, īpaši moderno iekārtu un aprīkojuma uzstādīšanā, tik un tā darba pietiks arī daudzām pašmāju būvfirmām."
Ko sola nodomu protokols
Nodomu protokolā, ko parakstījuši SIA "Euro Oil Refinery" valdes priekšsēdētājs Nikolajs Jermolajevs un Daugavpils novada domes priekšsēdētāja Janīna Jalinska, paredzēti vairāki pasākumi, kas vietējos iedzīvotājos rada lielu interesi.
"Sākumā bija domāts, ka naftas rūpnīcas speciālistu sagatavošanai būvēs jaunu koledžas ēku, taču sarunās panācām, ka šim nolūkam varēs izmantot vietējās Birznieku pamatskolas ēku," stāsta Daugavpils novada pašvaldības izpilddirektore Vanda Kezika.
"Pašlaik skolā mācās tikai 66 bērni, tāpēc esmu ļoti gandarīta, ka pieņēma manu priekšlikumu par sadarbību. Skolai uzbūvēs piebūvi, skola un koledža būs vienots komplekss. Mūsu skolotāji koledžā topošajiem naftas pārstrādes speciālistiem varēs mācīt vispārējos priekšmetus."
Divdesmit Latvijas jauniešiem, dodot priekšroku Daugavpils novada un Ilūkstes novada pārstāvjiem, būs iespēja bez mācību maksas studēt Maskavas Naftas un gāzes universitātē. Protams, pretendentiem nāksies izturēt konkursu. Pēc studijām darbs būs nodrošināts Laucesas naftas rūpnīcā.
Iedzīvotājiem, kuru mājokļi nodomu protokola parakstīšanas brīdī atrodas trīs kilometru rādiusā no naftas rūpnīcas laukuma centra, sola bezmaksas elektroenerģiju, mēnesī 150 kilovatstundu apmērā. Tā kā Daugavas kreisajā krastā Daugavpilī uzbūvēs gāzes vadu, ko nodos akciju sabiedrības "Latvijas gāze" bilancē, vietējiem iedzīvotājiem radīsies iespēja tikt pie gāzes pieslēguma.
Nodomu protokolā apsolīti arī citi labumi, piemēram, Laucesas pagastā uzbūvēs bērnudārzu (šādu solījumu iedzīvotāji panākuši projekta publiskās apspriešanas gaitā), veiks ceļa Laucesa–Lisički rekonstrukciju, nodrošinās pakešu logu ielikšanu mājām gadījumā, ja rūpnīcas būvniecības laikā konstatēs pieļaujamā trokšņa līmeņa pārsniegumu.
Vai neatkārtosies bēdīgā vēsture?
Mūsu lasītāji, kas jau dzirdējuši par nodomu būvēt naftas rūpnīcu, bažīgi jautā, vai tikai neatkārtosies celulozes rūpnīcas celtniecības bēdīgi slavenā vēsture. Arī daugavpilieši neticīgi groza galvas un teic, ka pārāk skaisti viss izklausās, lai patiešām noticētu. "Iedzīvotāji projekta sākotnējā apspriešanā pagājušā gada decembrī bija visai neticīgi un neatbalstoši, taču pēdējā apspriešanā daudzi jau izteica sapratni un atbalstu," skaidro izpilddirektore V. Kezika.
SIA "Euro Oil Refinery" valdes priekšsēdētājs N. Jermolajevs un valdes loceklis I. Jemeļjanovs vienā balsī apgalvo, ka rūpnīcai par labu runājot vairāki fakti. Krievijas ģenerālkonsuls Daugavpilī Nikolajs Vihļajevs 27. augustā pašvaldības deputātus un pagastu pārvalžu vadītājus informējis, ka rūpnīca tiks celta un ka Krievijas varas koridoros notiek sarunas par naftas tranzīta atjaunošanu maģistrālajā cauruļvadā, kas šķērso arī Laucesu. Un tikpat svarīgi, ka neviena no īpaši aizsargājamām apkārtnes platībām netiks ietekmēta, jo tās atrodas ievērojamā attālumā no izvēlētās rūpnīcas celtniecības vietas, piemēram, Daugavas loki tālāk par 19 kilometriem.

I think European Cohesion Fund and using other EU money for projects... at least in Rezekne they use it quite extensively at the moment

Hope that this will make Daugavpils attractive for private investment. Add to this other important improvements:
- new road from Riga to Koknese under construction now... Will make a drive between Riga and Daugavpils a lot more quick and safe.
- double track railway under construction now.
May be they in Daugavpils have good chances.

bebrs12 July 6th, 2010, 09:22 PM Daugavpils tram network is the strangest I've ever seen as branch of route 2 to Jāņa street is not used by any route going to the town centre making it quite wasteful. The tram extension you showed is very weird because Jaunā Forštate - Central station using current route 2 on Ventspils street is 4.4 km longer than driving or taking a bus on 1. Pasažieru street. Seems that they just want to snake a tram line trough the town to make a connection for every district but the travel times will be long and ridership low.

Maps says "in perspective". Just like dozen new bridges over Daugava in Riga. Daugavpils tram system is a shadow of their former glory with run down old trams running on bad quality tracks. They can't even buy new trams, any system extension projects are unrealistic atm.
They might reserve space for "perspective" system extension projects but that doesn't mean that they will actually start building new lines any time soon.

Daugavpilī plānots veikt kapitālieguldījumus tramvaju sistēmas modernizācijā – ritošā sastāva un citas nepieciešamās tehnikas iegādei, vilkmes apakšstaciju rekonstrukcijā, sliežu ceļu atjaunošanā 6,2 km garumā un pieturvietu sakārtošanā. Šobrīd uzsākta Daugavpils pilsētas tramvaju infrastruktūras renovācijas projektēšana, un atjaunošanas darbus paredzēts īstenot no 2010. līdz 2012. gadam. Projekta kopējās investīcijas vērtētas 9,92 miljonu latu apmērā.

Triceratops July 7th, 2010, 07:33 PM Say, unrealistic? :sly: As long as there are EU funds we can still be optimistic! ;) But actually Daugavpils just badly needs all the tram network reconstruction as it's in really poor condition. So, maybe soon things would start change there, after all - that's second largest city in Latvia!

October, 29th. Daugavpils council president Jānis Lāčplēsis met with Belarusian "Belkomunmaš" (Белкоммунмаш) plant management. The officials discussed a possibility to create a low-floor tram factory in Daugavpils locomotive repair base. In the nearest time their experts will arrive to Daugavpils to explore this possibility.

Russian lad November 9th, 2010, 12:36 AM Speaking about existing tram system and that it is weird. It is weird in present state when most of industry in Ķīmiķu distrikt is gone. But when it still was there 2nd tram route had the function to deliver employees from Jaunbūve to the work and back.
Actually this whole new transport development is old soviet project and there are some doubts it actually needed at the moment. However, while EU is paying for that - why not :) The 2nd tram route extension to Jaunbūve was a part of soviet project as well, and new plan seems to facilitate this as well.
Speaking about possible future of Daugavpils Locomotive Repair base. I think it is all bunch of crap what we heard before - the only difference last time it was about trolleybuses.
The only project which was announced this year and became real - international figure skating centre. It seems to be real deal and till 2014 some of the best World figure skaters will be training in Daugavpils (mostly during summer time).

RipleyLV March 17th, 2011, 03:55 PM Daugavpilī plānots atjaunot tramvaju līniju 6,2 kilometru garā posmā 18.novembra ielā, kā arī renovēt trīs pārveidošanas apakšstacijas. Tāpat tiks atjaunots ritošais sastāvs - plānots iegādāties 12 tramvaju vagonus. Projekta kopējās izmaksas plānotas ap 10,3 miljoniem latu, no tā ERAF segs vairāk kā septiņus miljonus latu.

I did a big construction tour in Daugavpils on 26.03.2011 :

Russian lad April 28th, 2012, 04:32 PM Does anyone know what happens with planned extension to the "new" Daugavpils University building? As far as I recall it was announced a year ago that uni, local authority and the EU will spend almost 18 million euro on the new building which will include world class laboratory facilities.
I think this thread might benefit from pictures of school renovation projects in Daugavpils. Visited the city this month and was really impressed by the quality (at least visual) of work done with some schools. The school I attended, Daugavpils pilsetas centra gimnazija, looks superb.
Also looking forward to see a final result of reconstruction of former Saules Skola (Sun School) building. The project involves adding 3rd floor to the building and complete renovation of surrounding environment. With recent renovation of adjoining municipal police building (featured in the news few months ago), pocket park nearby, new Komunala Parvalde building and pedestrian way to Dubrovina park that area of the city centre will be great recreational place. Considering the fact that RSEBAA or RISEBA (always confuse those 2) wants to buy nearby Eksperimentala skola building with adjoining pocket park (yes, one more park in 3 blocks area) the place can become even better.
The only pity is that the city looks dead and empty most of the times so not so many people left to enjoy these refurbished public spaces :(
In terms of industry, there was an official opening of new manufacture on Axxon Cable factory 2 weeks ago. The new production line will be making plastic material and create 75 jobs.
