The Snowcapped mountains I believe were no mod but rather an Easter Egg.

While playing SC4 around Christmas, my cities were getting snowcaps. But it makes the game hard to play as any land at a high altitude is covered in snow and all roads, rail etc cannot be seen underneath the snow. I took some screenshots but lost them :(

I'll try to replicate it by setting my computer date to December 25.

That snow is very cool. That city also looks very cool! :D

I think I might build a new region today that does not use a massive grid....:D

I think it's just making custom lots, to look cooler. those lots could be original buildings you make, or have artwork from the game.
