City of Perth planning and development director Peter Monks said that proposal had more merit.
I 100% agree with this.
Back in 2003 there were fewer projects in the vicinity, so there was a better case for building a clock tower. Less so now. We have sculptures being constructed in the Forrest Place and at cathedral... it makes sense to spread the public artworks across the city centre.

docker July 6th, 2010, 07:15 AM i just wrote an email to the Kalamunda Shire president, asking him to get in contact with the creators of the atomic clock, to see if they can get it installed in the kalamunda town centre. hopefully something comes from it.

If it's just pie in the sky stuff that the sculptors couldn't complete (or even start) all these years I doubt it's worth saving. On the other hand if it's already finished then the money's already spent so it won't be going in the bin anyway.

by tha sounds of things tha sculptors haven't made it... i'd like to know why smith's sculptors haven't pushed on tha agenda, until now that it's been canned... too many unexplained factors...

A monument to bling for the Perth CBD that looked to be on its last legs just a week ago may yet get a reprieve - and it could be even bigger.
The 14.5metre-high sapphire clock tower - a $1 million multi-coloured construction linked to the world's most accurate clock - was first mooted in 2003 and was to have been a centrepiece of the New MetroRail project.
But the Public Transport Authority recently informed the City of Perth that there was little support for the proposal - which was to be built on Wellington Street, in front of the Horseshoe Bridge - with the money better set aside for public artworks within the new City Square development.
The city's planners agreed, but its planning committee rejected the idea at its meeting last week.
Instead it proposed the clock be built in a "prominent position" within the Perth City Link project.
That decision looks set to be ratified by the full council at a meeting tomorrow night, with all five councillors at the planning committee voting for it, while Lord Mayor Lisa Scaffidi has also backed retaining the clock.
Committee chairwoman Judy McEvoy said that a presentation by the project's proponents had influenced the committee to reject the planning department's recommendations.
"This is something that was seven years in the making," she said.
"A lot of councillors weren't around seven years ago so weren't aware of it.There's a lot of public support out there for this and why has it taken the PTA this long to decide it's not a good idea.
"It looks like it's a decision made by bureaucrats. Who have they spoken to. It's a little bit sad when we could have something quite different. Imagine the countdown on New Year's Eve.
"Let's hope we see a little bit of sense. The (money) isn't going to buy a lot of public art anyway."
The technology-showcasing project could also help the state's bid for a slice of one of the world's most ambitious telescope projects, the $2.5 billion Square Kilometre Array, Ms McEvoy said.
"There's a bigger picture here. We're only one of a few bodies that this has to go through but we will hopefully make it very definite we are against pulling funding for it."
The tower was to be linked by landline to the atomic clock - the world's most accurate - developed by the UWA physics department.
It is understood the PTA would still consider the clock for the City Square art project.
Husband-and-wife sculptors Charles Smith and Joan Walsh-Smith, who have developed several concept images of the clock, said on their website that relocating the clock to City Square "opens up a whole new perspective on the original concept".
"Given that the new location would have magnificent sightlines, particularly all the way down William Street to the Swan River, the tower would now need to be enlarged to approximately 20 metres in height, in order to fully engage and resonate with the site," they said.
That would also allow "much more ambitious educational features", including "high-tech interactive elements built into the base of the tower".
The glass would be "embedded with an intense full-colour visual graphic of an almost holographic crystalline motif", with three 4m by 1.5m full colour television-quality LED screens.
The project has also found backers in cyberspace, with a Facebook page set up to "save" the proposal garnering more than 140 members.
Among the page's fans is Ms Scaffidi, who said UWA were still behind the project, and she had written to Premier Colin Barnett.
"It should not be scrapped for more static public art," she wrote.
Ms Scaffidi told the Facebook group she had heard the East Perth Redevelopment Authority had decided against the clock.
However, an EPRA spokeswoman told WAtoday.com.au the project was outside the Link area.
The PTA - which has been contacted for comment - will still need to get WA Planning Commission approval to change the agreement for public art provision as part of the New MetroRail project.

Because they don't provide any detailed information about why and who is supporting the proposition.
Making a proper submission were the submitters reasons, rationale and motives are clearly defined is much more effective; even if they're lesser in number than a petition.
Otherwise it's just a name below a simplified rant.
I will admit, however if the proposition is very simple and the petition attracts MASSIVE support, then I agree they can be effective. 100 signatures under a short jibe about a clock wouldn't change my opinion.

umm... that's not tha fault of a "petition", though... that's tha person creating tha petition?? isn't that tha whole notion of a petition that it is clearly defined? i don't know what type of petitions people are signing but i wouldn't put my name on a petition with a statement/proposition with yes or no choices...
i've been on tha other end of tabling petitions, tha majority are very well written and concise...

Put it this way. If I got a petition of a couple of hundred signatures with a short introduction about why we should save the clock tower I wouldn't even give it a look.
If I then received 10 formal submissions (perhaps even some tabled by more than one person) that set out exactly why they thought the clock was a good idea and their motive for its support, I'd afford it far more weight than any petition. Put simply quality over quantity.
What's stopping me from starting a petition for the clock and getting school kids, people on their death bed, family friends with no idea what the clock is and street bums from signing it?

I got an email from Transperth because my regular home -> city bus is changing route - it is now terminating in WSBS instead of running along Wellington Street through to East Perth. Their reason for the change: "Services have been shortened to minimise the impact of the Forrest Place and Northbridge Link works."
Now I can understand the Forrest Place bit - that area is a disaster and I guess its only going to get worse.
But Northbridge Link works!?! They are changing bus routes already?? Correct me if im wrong, but the current start date is early next year?? Anyone got any info if some work is starting earlier? Just curious as to why Transperth has already begun modifying bus routes to accomodate the works

So far it seems that the whole area is going to be low to mid rises upto somewhere in the 20 to 25 storey range. Of course if the mega mart site development if ever became reality.....

my only concern with wellington there are heaps of residentials already you're only really left with 1 or 2 blocks towards tha western end for something really big... but then i suppose you have miligan street for a couple of smaller towers...

From what I remember, If correct
Since the Horseshoe Bridge Tower was scapred, the two towers closer got a height increase...
So they both could be 30st towers
to be honest, I dont mind about the height aslong as they are brilliant buildings :)
I wish it would hurry up and start!

ekul444 August 3rd, 2010, 04:10 PM Went and had a bit of a look at the model today. I spent quite a while there looking at all the different angles etc. and there was a few people having a look.
Was very interesting to hear the different discussions going on by different people. There was 2 middle aged men (~50) and I head one of them complain it was 'boring, and as usual Perth was boring' (ie. the usual Perth negativity)
But then 2 younger people (~30) came up and they were very enthusiastic - "can you imagine having an apartment there! how awesome would that be!" the guy said.
A couple of things really stood out for me.
1. Perth Arena. That model is by FAR the best way to get your head around the way the arena will look. I was very impressed by it.
2. The Milligan Street connection to NB (the raised section over the railway). I was a bit worried about that, but seeing it in the model I think that's not a bad way of doing it and could be OK.
3. Town Square. Now obviously they have to get the trains underground in a very short area so they have limited options. The slope up to the top of the horseshoe bridge is a great option. However, they talk about having a 'landmark' roof-type cover over the Horseshoe Bridge as a 'future option'. Why is it a 'future option'!! Do it at the same damn time and you could create a really great/functional alternative entrance to the train station.
If you're in the city its well worth stopping off to have a look - even if it is only to see the Perth arena in 3D!!

On sunday it will still be at Central Park. I doubt you could get into the Central Park foyer on a Sunday :P

In my mind im picturing it to be somewhat like fed square! Their railway passes under and then the public space ramps up over the top, which explains the incline / slope that it has! I think the final resolution of CP will change as the project gathers momentum, but i must be honest that at its current design phase its the worst aspect of the link -> design wise that is
Imo it needs to engage more with the railway (design wise) ... maybe by redesigning the roof of Perth Central - something like Spencer St station in Melbourne would be cool. Maybe just have to wait and see as more detail is released to get a better understanding of how the plaza will end up! Also the interaction with the horseshoe should be that people can alight at the top by bus (hopefully an LRT stop in the future - running along william st from foreshore through to NB) and make their way down to CP or to central.

Perth City Link Project a step closer
3-September-10 by Staff Reporters
A Brookfield Multiplex and Laing O'Rourke joint venture and a joint venture between John Holland and GHD have been short-listed as the final proponents for the $600 million rail component of the Perth City Link Project.
Transport Minister Simon O'Brien said the short-listing brought the sinking of the railway one step closer.
"Sinking the railway literally underpins the vision to redevelop 14ha between Perth and Northbridge - something which has been talked about for more than 100 years,"
Mr O'Brien said.
The Minister said the next assessment stage was crucial to robustly define the project's scope and competitively assess the two proponents.
"In late December, the two proponent groups will provide the Public Transport Authority with their detailed documentation for the major works to sink the Fremantle line between William Street, and Lake and King streets," said Mr O'Brien.
The alliance contract will be awarded in March 2011. The rail project is scheduled for completion in 2014.
The sinking of the Wellington Street Bus Station is due for completion in 2016.

The first major change is closing Platforms 6 and 7 for upgrades from late October until mid-2011. During this time Fremantle Line services will move from Platform 7 to Platform 8. Armadale C# services, which currently depart from Platform 6, will also be relocated towards the Western Concourse, next to Platform 8.
While closed there will be no access to Platform 6 and 7 from the Eastern Concourse. However, an accessible walkway at the western end of Perth Train Station and the wooden footbridge near the Horseshoe Bridge will still be in place, to provide access to the relocated Fremantle and Armadale services.

I don't think the current roof is that bad. It does the job - keeps out the weather, lets in the light etc etc. Don't see much reason to replace it imo (I'm sure that's debatable haha)
The bus stop on the bridge is pretty much already redundant because you can't get to the platforms from there now anyway cos there is a closed gate across the entrance. :)

It sits in the centre at the very top running from the station building out acroos the platform. The preserved it and made it part of the exisiting roof, quite astounding for perth in the 80's really!

It does seem a little long. Who knows what will happen with celebration place There's so many competing factors from political priorities to economics, not to mention the growing list of similar projects such as the museum, stadium, waterfront, aboriginal centre ect...
It would have been much easier for the government to sell the site to a private developer who could have delivered something that would make them a profit while adding something unique to the city. It's not like there isn't potential elsewhere in the city for a large public square.

All i can say is hurry up already! Another Q ive got is when are they going to start developing the lots that were released through EOI by EPRA. It annoys me how just as perth arena will open there will most probably be a development sites right next door aka hotel :ohno: or will they be finishing simultaneously?

If I remember correctly the EPRA said they would finalise negotiations and sale of the lots from the EOI late this year or early next (?). Following that the successful tenderer would undertake the detailed planning of their proposal and put it to the EPRA and CoP for final design and build approval. THEN they can start building.
I imagine thats how the process will work anyway.

Pretty sure that the concourse level connection will be cunstructed to the right of the existing stairs and escalator (where the lift is now) and run round that before joining up to the new underpass connecting all of the platforms (which will be one of the first things constructed)..... not quite straight through, but if you went straight ahead, it gets into the footings of the Horseshoe Bridge, and working round those would be a pain best avoided.....

Not all documents (no engineering drawings) are available for download, but there is some indication that the PEC might be demolished around April next year. So it's good to sse there are some works starting on the other end of the link as well not, just the railway sinking.

Remediation works usually mean the clean-up of a contaminated site. Having been witness to trains of all manner and discriptions over the last 100 or so years, the railway reserve is bound to contain some contamination.

The southern part was built over in the early 70s by the WSBS and PEC and the northern part disappeared about the early 1980s, probably replaced by expansion/reconstruction of Claisebrook?

Leightons said to the PTA the first time round that they would underground the entire length of the Joondalup line from the new underground station to the north side of Roe Street at the freeway (leaving the Fremantle line above ground, but the PTA were not interested, as they wished to keep the connections between the Joondalup line and the Fremantle line - for rolling stock movements and for footy specials which they wished to run from Mandurah direct to West Leederville..... the extra cost was not that much of the overall budget, and would have been easy to do then at the time, but it was turned down......
Look into the entire projects occurring at the time, and try to understand why things are done in cases like this....... The Roe Street tunnel required the lines to be on the north side of the Joondalup line so that the bus road could be relocated to the southern side close to the tracks, to allow the future bus bridge to be built within the existing alignments held by the PTA...... everything is linked together sometimes......

And once again a perfect opportunity to have a station for easy access to the venue, the west end of northbridge, easy change point for Joondalup and Fremantle lines and West perth and even City West are now potentially lost.

Demolition work will begin on the Perth Entertainment Centre next month after a land swap deal between the building's owner, Seven Group, and the State Government.
The Entertainment Centre, disused and a growing eyesore since it was closed in August 2002, will be demolished to make way for a new mixed use development likely to include office space and apartments.
Seven Group chief executive Peter Gammell said the company was yet to finalise its plans but at this stage there was no intention to move Channel 7 Perth's operations from their studios in Dianella.
Such a move has been long speculated as part of any redevelopment.
Mr Gammell said Seven would develop the 2ha site in conjunction with a partner. Development plans are yet to be lodged with the East Perth Redevelopment Authority.
The land swap, which will see Seven give the Government a small parcel of land north of the Entertainment Centre and adjacent to the Fremantle railway line in return for a roughly equivalent parcel on the eastern side of the building, will help facilitate the sinking of the railway line.
Planning Minister John Day said work would commence on the sinking of the rail next year with the whole project, including the undergrounding of the Wellington Street bus station, expected to take six years.
The Government has shortlisted two consortiums for the rail works component of the project, headed by Brookfield Multiplex and John Holland.
A contract is expected to be awarded in March.
Demolition on the Entertainment Centre will begin in January and the intention is to have the site cleared and ready for development by the time the adjacent Perth Arena opens in late 2012.
The Seven Holdings land will be the first development site off the rank in the Perth City link project area, which runs from the Mitchell Freeway to the Horseshoe Bridge between Wellington and Roe Streets.
Mr Gammell said Seven expects to develop the site in stages over three to five years.

Its not exactly big and I dont remember seeing anything unusual in its construction back when I used to go to basketball games there as a kid.
EDIT:
I think I remember reading somewhere that the Entertainment Center contains Asbestos. If that's true, it would explain the need to do it carefully (especially after the complaints people made about the demolition of the old MYER building which was full of Asbestos)

During peak hour, as one Armadale train comes in, the other leaves on the other platform. This is similar (I'm sure) to the other terminal stations (Armadale, Clarkson, Fremantle, Midland and Mandurah)
The new Platform 9 will probably be used for Football, School and Showground specials, a replacement for the current Platform 8

This report focuses mainly on Platform 6/7, which was closed in early December 2010, and is first of a series of regular updates.
Platform 6/7 Upgrade: Overview
This work is to extend the operating area of Platform 6/7 under the Eastern Concourse. The extension, with new flooring, ceilings, lighting and services, ensures the platforms can accommodate a six-car set when Platform 8 and 6 west are demolished as part of the Perth City Link.
Construction Update
Before Christmas all lighting in Perth Station was upgraded to improve visibility and the seating on Platform 6/7 was removed. This helped manage passengers when the platforms were reinstated on 18-19 December for the U2 and Muse concerts and Christmas-related events.
In 2011, the contractor returned to the site in early January. Among their first pieces of work was to remove the ceiling above Platform 6/7 (underneath the eastern concourse). When this is completed (late February), work will begin to upgrade electrical and communications services before the new ceiling and lighting is installed.
More work has continued on Platform 6/7 with the removal of the banner poles.
In response to customer queries we have installed additional signage in Perth Station, specifically along Platform 8 to direct passengers to the relocated Fremantle and Armadale C# services. Particular attention was given to directing those with mobility and accessibility difficulties towards the platform level walkway at the end of Platform 8, which connects to the old Platform1.
The flooring on this walkway was recently refurbished to ensure it can cope with the potential high levels of foot traffic, and that it will remain safe and durable.
Disruptions or closures
There are currently no planned service disruptions. The PTA and our contractor are working to ensure these works have minimal impact on services to passengers and local businesses by carrying out most of the work at night.
Timelines
The completion date for the Platform 6/7 upgrades remains as mid-2011. We will update you on the timings as the project progresses.

Its stating the ultimate destination of the road, and then the distance. Pretty straightforward to me. You get things like 'Lancelin 112km' on major routes like Wanneroo road, and while thats probably pointless for most, some might find that info useful.

Well it is the direction you would go possibly for Joondalup, Fremantle or Mandurah. We just have random signs.
Note I said travelling west (maybe south west) on Graeat Eastern Highway... not on the Graham Farmer yet...
I like in the UK it has a bunch of places you may or may not have heard of, but at the top THE NORTH, or THE SOUTH, so you at least know you are heading the right direction.
And no it is not one with a kms on it. Even when you are in the tunnel there is a sign pointing left for the West Perth/Loftus St exit, when the next exit is Freeway South.

Once that phase is complete, old platform 1 (together with all the other platforms west of horseshoe bridge) will be removed.
